001We're good. That's what I said. But I did We're not going to get a How are you? That's it. I'm not sure. She looks familiar. Hello everybody. Welcome to the June 26, 2025 board meeting. It's 5:30. Miss Patricia, can you please do roll call? Go ahead. President Linda Chavez, present. Vice President Andres Cantero, present. Clerk Menfam, present. Member Corina Era Loera present. Member Menuen present. Superintendent Herman Serda present. Okay. So um can you so we have quum and this meeting is being recorded and can you all stand for the pledge of allegiance please? I pledge to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. So the welcome and explanation to the audience. Any person may address the

002board on any item on the meeting agenda. Persons who wish to speak on an item on the agenda will have an opportunity to do so when that item is introduced and presented during this meeting. There is a limit of two minutes for each speaker if there's a lot of speakers and sometimes we'll limit it to one. The board has the right to limit total public comment on any agenda item to no more than 20 minutes. Per person P persons who wish to speak to the board about any matter within the jurisdiction of the district but not on this agenda will have the an opportunity to speak during item 2011 on this agenda as stated below. So um you want to do that now or you want to do that later? It's up to you. I

003don't I don't know what there is to read off. Okay. Uh so um so right now we're going to do a discussion and or modification of the agenda. The board may change the order of business including but not limited to an announcement that an agenda item will be considered out of order. That consideration of an item has been withdrawn, postponed, rescheduled, or removed from the consent calendar for separate discussion and possible action. Yeah. So um uh Trustee Minwin has an announcement. Uh, I informed the district that I can't attend today's close session in person due to child care. Uh, do I keep going? Oh, okay. Uh, legal council has advised that these f facts constitute just cause and um I may participate in today's close session meeting via remote participation through the district zoom link.

004Um during close session I must participate remotely through both audio and visual technology and the board will comply with government code section 54953 54953 for my remote participation. Okay. So uh moving on to the discussion and modification. Is there any uh modifications to the agenda vice president? Uh I'd like to move up item 10.2. Okay. Get my pen. Last time it was a bit challenging. Okay. So, uh where would we like to move it? Um just so that it's not at the very end of the agenda, but um somewhere earlier. Where does it make sense? How about after 9.1? Um it's still before 9.6. Okay. All right. Sure. So, did everybody get Item 9 instead of 9.1. Sorry. So, we could just call it item 9.0. Okay. 9.0. So, you want it before the services.

005Sure. Okay. 9.0. Uh, all in favor of um that change uh please raise your hands. Okay. 5 uh motion passes. I mean, uh item will be moved. Okay. So, um, this item, this next item, um, first we're going to do item two, public members who wish to address the board. Is there any public comment? Seeing no public comment, we're going to move on to item uh, three, which is 3.1, Friends of Alam Rock Awards. And uh, Trusty Ninfam brought this, so I'm going to let him speak. Yes. Thank you so much, Madam President. you know, as we wrap up the year in the spirit of, you know, uh, honoring our past and looking uh, towards the future, I wanted to take this opportunity to honor uh, you know, several in, you know, for the consideration

006of my colleagues to honor several uh, individuals who have made uh, great contributions uh, to this district. uh in their illustrious teaching careers uh in Alam Rock. So the first uh let's see here a draft but yeah looks like for a second. Thank you so much. Uh first off like to honor Mike Maji, a former teacher at Gawson Wind Lindale to honor a 36y year teaching career in Alam Rock of whom uh you know in his career received an exceptional teaching award and also in the first for Alam Rock at the time uh participated in the US Soviet teacher exchange program uh in the 1989 to 1990 school year. He passed in December of 2024 as well. So it, you know, it's fitting that we, you know, honor uh Alam Rock educators who made a

007long impact, you know, uh long and positive impact uh on generations of Alamrock kids. Trusty Fam, could I just uh could you speak or get closer to the mic audience? Thank you so much. All righty. Thank you. Uh second per you know the second honore uh it would be former superintendent Pedro Parales uh to honor 25 year career in Alam Rock that stand teacher principal assistant superintendent and deputy superintendent. uh the last homegrown superintendent in this district to date. Uh you know his uh achievement was to preside over the completion of the 1990 to94 district-wide school modernization program based on the 1991 bond program. So, you know, uh his work ensured that many many of our school sites uh received uh facility updates that allowed them to serve I you know an additional 30 years

008beyond uh you know their original uh service lifespan. Third person I'd like to uh you know bring to for my colleagues to honor is Mr. Bill Nicoloi. Uh, you know, I dare say legendary Alam Rock music teacher and founder of the Alam Rock Jazz Band to honor a 40-year career performing arts program of this district. you know, as a uh Alamark Educators Association negotiator long many moons ago, uh you know, you know, it was his idea to codify music as part of the Alam Rock general curriculum, you know, of which uh our children still benefit to this day. And last but not least, Randall Barber, uh, Alam Rock music teacher to honor an 18-year year career in this district. That included serving as assistant director of the Alam Rock Jazzb band and the Alamrock Educators

009Association council representative for the uh visual and performing arts and athletics section. Thank you. you know, and so I Let me turn this computer back to Trusty Quintterero here. So, so based on you know their their many contributions to this district and their uh long long uh careers here, you know, it is for those reasons, you know, that I I bring them to to this to consideration for my colleagues, you know, to honor their their contribution. bions to our community as well as you know uh as we look forward to reimagining this district and opportunity further to honor our past and I I I know it says recognition but I think we should take formal action so that the board formally okay adopts it. So I motion so I I motion to award all the

010the above four persons for the uh friend of Alam Rock award. Okay. So I have a motion in a second. Is there any public comment on uh friends of Alam Rock award 3.1? Seeing no public comment. Any further trustee comment? Um I see you and then you. Okay. Thank you. Uh thank you Trusty Fam for bringing this very important recognition. Um you know recognizing all the work that you mentioned. I won't repeat it. Um, also just honoring their, you know, legacy. So, it's always nice. Some aren't no longer with us physically, but um you know, I hope that their families uh I'm sure will hopefully send a a letter or some sort of recognition um to know that their spirit continues that their legacy that they you know had here um and this was I

011mean part of their foundation um and part of them uh that it continues to live on here um because I know that we learn about so many leaders and um amazing things that they've done, but when you learn about a leader within your community that's done work here, it just does something. So, I look forward to somehow incorporating that um in what our children learn um as we move forward as well. So, thank you for doing that. Uh I uh got I'm very supportive of this measure and I I would like to thank uh uh board member Fam for bringing this forward. Um, I got to meet uh Randy Barber both here at the board meetings when he would come in and and very zealously advocate for his uh bargaining unit. And so um you

012but then thereafter I got to meet him outside and it was a lot more pleasant. The conversations were great. And so I got to see that it wasn't just one aspect of this individual but the amazing work that he did at uh in his band room with the with the kids, the music and all the stuff that he did. got to see him play the uh the bass over there at the jazz band. Uh and so that was always always uh uh great to get another perspective as opposed to you know the the the what we would see at the board meeting which was you know completely appropriate in that in that setting. Uh then Bill Mc Nicolosi got to meet him through uh the jazz band and his uh constant uh support going above

013and beyond. he's already retired and he's still coming back and the phone calls, hey, what are we going to do to solve this problem? What are we going to do to resolve that? And so, it was always excellent to talk to him because he wasn't just coming with a bunch of complaints. He already had several solutions and uh he was like, let's let's go ahead and he'd come with the cafeteria model. We can take ABC, let's figure out which one works best for Alen Rock. Uh so, that was always excellent. It was a it was a good toutelage uh to learn the strategy that he took to be an effective advocate for what was important to him and so very much appreciate the work that he did for Alam Rock and the times that I

014got to interact with him and engage with him which was primarily around the jazz band which was great in of itself. Um, and uh, Pedro Pales, I was not around. I was a little kid when he was a superintendent, but I got to know of him and got to learn more about him uh, through his daughter who happens to work here at Alam Rock. And so, um, very appreciative of the work that he did here at Alam Rock, as well as the work that his family still continues to uh, uh, do for Alam Rock even up to this day. And so, um, and and so welld deserved, Mr. M Mike M Magi. Unfortunately, I didn't get to meet him. Uh but I know that uh from the folks that you put forward, I know they're

015all well deserving of this recognition. Thank you. Okay. I just want to say I'm dating myself here. I was around when they were and they they were always pushing pushing and uh telling us, you know, parents, you know, can you do this? Can you do that? And it's like sure, you know, I'm the lolo, right? that because you're not supposed to take kids, but we just uh both of the bands just took them the kids to practice, brought him back and um even after he retired, he was never really retired because he was always pushing for the jazz band. Mr. Nicoloi was so instrumental in helping my daughter daughter get her scholarships to Stanford uh and in through their jazz program over there and through their music program. And it was really nice to see

016him work with all of my kids uh doing that. And um even to the last week I had a meeting with him. We were supposed to meet about, you know, doing more for the jazz band. And so he just was all Alam Rock all the time. Uh day and night. He he lived Alam Rock and he loved this place and he loved the kids and the people. And I think this is such an honor for him and I hope his family can be sent a card as well. And Mr. Pales um he was wonderful. I met him a long time ago through his wife Carmen and that family has been supportive. They have also uh put money towards a playground that I still haven't seen and I'm going to be bugging a little somebody the

017new guys. sorry, but um to get that done as soon as possible. And um if we can all uh remember all of these people um what they did, what they contributed, and what they continue to contribute because uh his daughter works here in the district and um as well as uh the other one works in Oakrove and she's an excellent teacher. Mr. Manny uh has nothing but good things to say about her. And these families are not just these families. These families are Alan Walk families in my uh book because they put so much time, effort, talent and and money. And so, uh, Mr. Randall was always, you know, you need to do this, you need to do that. And all of them were coming up with solutions all the time. Uh, the complaints are

018good when they have a solution in the background or something can be done. But complaining, just a complaint, that's not who these people were. these people did something and they always uh to me even though they didn't say it in my mind it was so what are you going to do about it you know it's like when they tell you this this is not just to call you out that things are bad this is to do solutions to the problem and think outside the box whatever needs to be done and if you could step up and do it do it if you can make a few calls do it and I think uh we all have to remember we're all I'm not saying Chinese queens but We're all, you know, really close to one another.

019Uh, and we all, it affects all of us if things aren't running right. And I just want to thank everybody, each and everyone that has contributed as well as the ones who aren't being recognized right now, who have continued years of service, years of love and care to these children. And I just broke my record of speaking. Thank you. Um, go ahead. I would ask that if we can amend the motion to include at the end that um have uh staff send a letter uh informing the the family and have uh and and provide a small plaque. So I have a amended motion. Do I have a second? Okay. All in favor of the amended motion and asking requesting respectfully district to do it. Okay. All in favor raise your hand. Thank you. Motion passes.

020Thank you. So, Team Sers 4.1, uh, seeing Teamsters MIA, let's go to 4.2, uh, California Schools Employees Association, CSEA, is Miss Sharon in the room? Uh, Miss Sharon is not in the room. So, going on to 4.3. Uh, area Alamrock Educators Association. Hello, Miss Martinez. Good evening, Superintendent Serda, esteemed school board members, dedicated educators, families, community members, and partners. As we bring the 2425 school year to a close, we want to take a moment to reflect, express gratitude, and look ahead with hope and purpose. This year has been a transformative chapter in our district's journey. We have faced challenge, growth, and change. And through it all, we've witnessed the strength and resilience of our educational leaders and also um our community members. To our educators, as you pack up your classrooms and prepare for transitions,

021whether to new buildings, new roles, or new opportunities, we acknowledge the emotional and logistical weight of the moving process. Your commitment to your students throughout these shifts has not gone unnoticed and you've made this year not only possible but impactful. As we have reassigned, relocated and shifted educators to their new school site. Area is hoping that all educators teaching materials, curriculum, furniture, clearboard touch m um boards will be moved and ready to start the new school year um on time. And with the school consolidation process happening this year, it was area's understanding that if an educator was moved to a new classroom, their items would be moved this year by the district and it would not be an additional burden placed on them to have to move their rooms if they are staying on the

022same campus. We are also standing at the threshold of a new partnership, one that promises to bring fresh insight and direction as we step into the 2526 school year. With the guidance and support of Arenda Education Consultants, we are embracing the next phase of instructional transformation in our district. Arenda brings a wealth of experience in reimagining learning environments and equipping schools to meet the needs of every learner. And we are eager to see the positive change their collaboration will inspire. In that same spirit of collaboration, we want to recognize that area has been included in this conversation, allowing for our continued engagement and advocacy. Being included in conversations around teaching practices, instructional equity, and the heart of what happens in our classrooms has meant a great deal to area and the educators in this district.

023We feel our perspectives have enriched our discussions, challenged our assumptions, and helped us keep students at the center of every decision. Moving forward, our shared mission is clear to foster learning communities where every child is seen, valued, and empowered. The work takes all of us, administrators, educators, families, consultants, and community members aligned in vision and action. So, as we close the books on this school year and prepare for the next, let's carry forward the lessons that we've learned, the relationships we built, and the belief that meaningful change is not only possible, but already in motion. Here's to a rejuvenating summer and inspiring year ahead. Thank you. Uh 4.1 Alamrock Administrators Association are 4.4. Madam Oh, I didn't want to hear the other one. Actually, it's 4.3. Sorry, but go ahead and go. We'll take 4.3.

024You sure? Yep. You're up there. So, got it. You got a copy of it. No, I think you're good. Just just the number of the item, that's all. I can wait. No rush. Okay, cool. Good evening, Superintendent Serta, President Chavez, and trustees. As we begin shutting down our school sites for the summer, we want to take a moment to reflect on the incredible collaboration effort that continues behind the scenes. While the classrooms may be quiet and the halls a little less busy, the work doesn't stop. We are deeply appreciative of the speed, collabor uh coordination, and professionalism shown by everyone involved in the transition process. And a special thank you goes out to our movers who have responded with incredible efficiency, picking up teacher boxes, and ensuring everything is smoothly transported to their new school

025sites. Your hard work is making a real difference, and we see you. Looking ahead, we are excited for the opportunities uh that the upcoming school year holds. With um the same spirit of teamwork and support, we uh know we'll continue to accomplish great things together. Thank you uh everyone for your hard work and dedication and commitment. Enjoy well-deserved earned summer break and we look forward to reconnecting soon. Thank you. Thank you, Superintendent Sa 4.5. Uh yes, I just have a few words that I that I want to share with uh with you and and with the district. Um it's more of a end of the year uh message. Um, so reflecting on the on the past nine months in this remarkable district, I find myself thinking of many of our staff and families. Those who

026have called Alam Rock Union Elementary School District home for 44 years, 30 years, 25 years, 15 years, 10 years, or even just one or nine months like me. Uh, I can only imagine the countless memories, milestones, and moments of joy you've experienced along the way. When I clicked submit on my application for superintendency, I knew I was stepping into a district facing tough challenges. I understood that I would be called to make difficult decisions, some that would bring relief and others that would stir disappointment. Whether a school remained open or closed or whether a familiar leader stayed or transitioned elsewhere, each decision came with weight and care. Yet through it all, I remain in all of you. Of our incredible faculty and staff, our dedicated parents, guardians, and our resilient students. Each school I've visited

027and each warm greeting I've received has reaffirmed just how special this community is. Alamrock is more than a district. It's a place filled with heart, history, and hope for what's ahead and more coming. So, thank you. That's all I have for today. Thank you, Madam President. Thank you. Uh any trusty comments? Uh trusty men, you know, quick ones, you know, you know, as we close out the the end of the year. Just a few quick quick announcements. Uh I want to congratulate Lindell Elementary School for receiving a certificate of recognition from State Senator Dave Corteesey in recognition of uh their work in special education. uh you know as as this district's uh cornerstone of special education for for many many decades. Uh you know it goes to show that uh uh Lindell does an excellent

028job serving the uh most neediest of our kids. So, I wanted to congratulate Principal Bassou and her teachers and the classified staff at Windendale for uh receiving an award from Senator Cortace. Uh I also wanted to you know thank the administration uh for resolving the you know uh how you say issues at Lucha. you know uh this you know this year has been a a challenging year and as I've said uh on you know where we can extend grace we should extend you know grace and tolerance and patience uh and I'm glad that we're you know uh we are able you know this district is able to find a way to accommodate uh the parent you know the concerns of the parents and community of lucha you you know, so you know, I'm glad that

029we're able to retain their community liaison and also get some administrative support for them. Uh, last Friday, you know, uh, two big meetings. First was, uh, my meeting with, uh, county superintendent to county board presidenta Alberta, who want, you know, uh, taught in Alamrock as a special education teacher. I'm glad to say that uh the county office of education is interested in a possible east site alliancewide soccer tournament and that uh you know uh they you know they have agreed to look at ways at how they can provide support uh you know should you know should uh you know east side alliancewide soccer tournament materialize. And second, uh, you know, Superintendent Sera and I had a meeting with Trusty Von Lei, uh, you know, at East Sai Union High School District and the Moon Festival

030Planning Committee and, uh, Franklin McKinley Board President George Sanchez and Superintendent Juan Cruz. And you know we are ready to continue with our you know three district partnership uh that you know I helped uh forge uh last year right to to present first of all uh a entertainment block at this year's upcoming moon festivals for September 27th. I hope uh all of us can make it out there. uh you know it will mark the debut of uh our very own painter Vietnamese dual language elementaryaries fifth first fifth grade class. So we I hope that you know together with Franklin McKinley's Windmill Springs Vietnamese Immersion School. you know, both our schools can, you know, uh, you know, at East Side Union High School District's 34th annual Moon Festival, uh, makes a great impression to, uh, the

031entirety of the San Jose comm community and hopefully, uh, bring more interested parents to our, uh, immersion programs. You know, I just wanted to end this, you know, as we close out this year. You know, you know, it's been, you know, it's been a roller coaster. You know, tempers have flared. you know, emotions up and down, but somehow somewhere we, you know, we've made we've made progress on a lot of things, but also, uh, you know, hopefully put this district, you know, on a good course for re-imagining Alam Rock. So, on that note, I hope all of us have a great Fourth of July holiday and en enjoy the, you know, the, you know, rest of our summer vacation and I hope to see all, you know, all of us, you know, back here in

032the fall to ring in our 96th school year. Trusty, thank you. Uh, I just want to start off by thanking all the staff. Um, as was mentioned, those that have been packing, uh, you know, things that you didn't at the beginning of the school year, you didn't think you'd be doing and those that have been helping move. Um, it was going to be a part of my question that's h happening. So, that's good. I'm glad to hear that teachers aren't having to pack and move. So, um, I'm glad there's help and thank you to everyone, um, doing additional work. Uh, also, I want to give a shout out to all of our students and staff um, in our summer programs that have started. Um I have talked to some of the students, especially the ones

033at Evergreen, and they're really excited and they're loving the program. So, it's great to hear um the amazing things that our children and um staff are doing at their sites. Um and also getting to know different sites. I also heard, you know, uh some of the parents say that they're going to another school site that they wouldn't have, you know, usually been over there and they're enjoying that. So, good to hear um what's happening at our schools. Um, also I got to uh head over to UC Santa Barbara um and participate in a summit um crisis resilient schools and I was able to collaborate with other districts uh throughout California um and hear about some of the work that's being done and hear from presenters like um Kendrick Lamar's third grade teacher that Kendrick Lamar

034uh you know has referenced and um and who inspired him right to be where he's at. And so, um, important work, uh, great information, things that I know are happening in our classrooms as well. Um, so I just mentioned that because, you know, as an educator, as a teacher, those of you that are in the classrooms with our children, you never know, right? Maybe you may never hear from our students and then you're being referenced, you know, in an interview somewhere. Um, and so it was great to be there. Um, do want to give a shout out to Dr. Victor Rios who's doing a lot of work um throughout the nation but especially here in California um and who credits his teacher um for his part a big part of his journey and success. Um

035so again thank you teachers for all you do. Um check him out Dr. Victor Rios. He has a TED talk um talks about education. So if you have some time and you're driving, you know, maybe something you you would um like to check out. Um, and he also invited me to be a part of Swanos to success. And for me, it's a podcast he has. Um, and it was important to be on and really highlight the good things we're doing here in Alamrock and put Alamrock in a high right, um, place, um, and the amazing work that we're doing here. And so, um, check out his podcast as well. Um, and then, you know, bringing it back home, um, I got I want to thank, uh, Mr. for following up on all the emails that

036I send. Um, you know, we have amazing partners in our community who want to contribute uh to what we're going through, right? Whether that's um the cons consolidation of our schools, the routes, keeping our children um you know, connected and safe, um having a place so you know uh partners like the San Jose Library um who are reaching out um partners who might have extra funding for mental health resources that maybe we wouldn't have known. So, um, Dr. Sa, I'm sorry, Dr. S. I'm already I'm already promoting you, Mr. Seda. And, um, also the staff that are responding to my emails. I'm like connecting folks, right? Because I don't know it all. You all, you know, are the experts in your your place. So, I want to make sure that he that they're able to

037connect with the right people. So, thank you all for responding. Um, and also, thank you for quickly responding to the phone line. That could have been dangerous. I don't know about electricity or any of that, but I'm happy that our staff were able to get on that and take care of that so quickly. Shout out to Mr. Wasinger. Mr. Wasinger. Mr. Wasinger, thank you for that and all the other amazing work that you all do. So, um, with that, I'll stop here. Thank you, board president. Any more trustee comment? Oh, yeah. Oh, go ahead. Um, in addition to close session, I just wanted to let the public know that, um, I'll be leaving at 8:30 to go home and and do a little bit of child care. Um, I know it wasn't in the script

038earlier, so I just wanted to be upfront. That's all. Okay. Um, so I guess I'll make it short and quick. Um, I didn't recognize the fathers and uh, we have a new one here and I I want to thank all the fathers that are involved and there for their kids and a lot of times just the mothers get recognized, but there's a lot of good fathers in the room as well as in our district helping out. and the other ones that aren't uh you can always step up. Thank you. So, it's never too late. Yeah. 5.1 strategic plan. Um Superintendent says that Thank you, Madam President. Um before I ask my my team to step up, I just want to um you know, I I put something together for them. Um, you know, I really

039I want to acknowledge the incredible effort uh that went into developing this strategic plan in my 30 years uh in education and creating we're talking at the high school level um accredititation plans, single plans for student achievement improvement, you know, uh school improvement plans, strategic plans in other districts. Um, I've always had like a year and a half or a year, right? And so my team had three short months, which was, you know, we we've had to close schools. Um, and we've um, you know, I have such a great team and they step up all the time. I want to thank you uh, for all your hard work. The other thing that I want to point out is that this strategic plan um is also aligned to the LCAP. And one of the other things

040that they did uh in collecting getting feedback from from various educational partners is that uh they also worked with the principles in aligning their single plans to the LCAP to the strategic plan. And so it's an incredible effort. Um, a lot of hard work went into it. Very meticulous. Uh, very thoughtful, very targeted. Um, there's a lot of work to be done that I know we're we're we're ready for, my team's ready for. And so, but what I what I also want to emphasize before I turn it over to them, uh, this is a very very important plan and it's a living document that will and can be revised. Um but um what I do want to say is that you don't have to approve it tonight. It could be a first read. Uh you

041can read it over and then we can bring it back in July on July 17th where you can make some recommendations uh to the plan if you if you need to and we can apply or amend those changes so that we can implement the plan beginning uh in August of 2025. Uh so with that what I'll do is I'll turn it over now to assistant superintendent Sandra Garcia and also uh and I don't know if you're going to join Serio but Dr. Terra Bickford and Serio who has been doing a phenomenal job with the communication with the uh graphics with with just uh overall um you know just improving the overall quality of our of our documents that we're sharing with our families and our So before you speak I just wanted to make a

042comment that um when um Superintendent Seras shared this with me um I said you know I don't think you needed more than than three months and Alarm Rock works good under pressure So, we will see right now. And it looks good to me. Okay. Go ahead. I thought you were going to say uh change that photo. Remember that? Oh, there's a better photo of you. We'll talk offline. The photo's fine. Go ahead. Good evening, board president Chavez and trustees, superintendent community. Um my name is Sandra Garcia. I'm assistant superintendent of instructional services and I am going to introduce um the first um slides of the strategic plan um presentation. Um the first slide um is the the process that we um followed to um develop the strategic plan and it's um broken into six phases

043and uh superintendent SA shared this at a previous board meeting um as the process that we would follow for the development of the strategic plan. Um included in these processes are the educational partner engagement um which included various educisms, student uh work samples, LCAP input, the baseline study results um and feedback from the community. Um the third um stage of the process was to draft um the strategic plan and um we determined the priority goals, the sub goals, the metrics and the progress indicators for each of the uh priority goals. Um once that was developed, we um took it back to our advisory groups during the educational partner feedback um to gather more suggestions for any adjustments that needed to be made or anything that we missed. Uh and then we finalized the strategic plan

044um based on all of this input and um data that we had. Um uh the next part of the process is the cascade strategic plan which will be the implementation phase and writing the um this is following adoption um where the district departments will uh create their own implementation uh plan for the strategic plan and as uh superintendent said uh also including it in the SIPs the school site plans. Um so the next part that I'm going to share is about the community input process and um we did gather input from a variety of sources. Um we um what I do want to another point I want to recognize is that um this plan continues on the great work that we're already doing in Alamrock. We have great practices and programs and um actions, goals

045that are working for our kids and for our community and we wanted to make sure to honor um those great things that are already happening in Alamrock and build on that. And so what we did was we looked at our current um strategic plan and spoke to the educational partners and said what parts of these are important to our families? What is working? What's not working? and and then we um built on that. Um also speaking to various um community members uh such you know as I mentioned earlier um and in the community as well and then um the baseline system study added the evidence to what our educational partners were telling us, what the surveys are telling us, what our district advisory groups are telling us. The baseline study um looked at student work

046samples. It looked at survey results. It looked at artifacts such as plans at the school site handbooks, uh special programs that we have at the school sites. And um and then the guided walkthroughs of the classrooms. And so all of that together helped us put together the strategic plan that we are presenting to you this evening. The third slide is just a little bit on and you've heard of this already, but the baseline system study that um earlier this spring uh we conducted here in Alam Rock. Uh what we wanted to do with the baseline study was analyze the systems influencing the student outcomes that we're currently getting in Alamrock. And one of the most pivotal questions asked is the question there on the slide that says, "What systems within within the control of our

047school and district best explain patterns of student achievement in our context?" And so by doing this baseline study, it was a we were able to gather even more like I said um evidence of what is needed um in terms of priority goals for the strategic plan. So, I'm going to go ahead and turn it over to uh Dr. Bickford now, and she's going to go ahead and walk us through the priority goals. Good evening, everybody. So, in what Sandra said, we wanted to reimagine these goals on what we had before and really look at what that system study and all of this evidence was telling us. Um, and really we restructured these goals to address just that and to create a plan for Alamrock 2030, right? Project 2030 as we're calling it. Um, to create

048an even more welcoming district that better prepares students for their future. Our baseline system study did illuminate that despite the hard work all of our teachers are putting in across the district year-over-year, we've had fairly stagnant performance in ELA and math over the past 10 years with our student group performance gaps sustaining or even growing larger in some cases. So, in order to address these needs for student academic achievement, we reimagined our goals to include the following um which number one is academic acceleration and programming. And I'll go into these on the next slides a little bit more, but number two, student support and wellness. And number three, student, family, and staff engagement. So on academic acceleration and programming, our students and families we know deserve environments that accelerate student learning or student academic growth.

049We'll be taking a transformative approach to accelerate student learning and ensure equitable access to a wide range of high quality academic programs. That's also looking at things like our multilingual programs happening across the district and which was a major highlight from um our input sessions. A key element is also reimagining core instruction to prioritize precise universal course expectations and ensure every student masters key standards at their grade level. The plan aims to address systematic inequity traps as well and close achievement gaps. A student was quoted in one of the sessions as saying, "My school inspires me by teaching me how the subjects I learn today could one day help me get into the dream college and have a successful life." That is really the aim of what we're going for here with goal one. And

050so as we move to goal two, in order for us to also do that, we know students need to feel supported and good. And so student support and wellness is goal two. Our students and families deserve welcoming environments where we can attend to their needs. The goal highlights the central role of student support and wellness to ensure every student feels safe, valued, and ready to learn. Additionally, it plans to commit a comprehensive multi-tered system of support which also supports students academic, behavioral and social, emotional support needs. The aim is to build a culture where wellness is not an add-on but at a foundation of academic and personal success. And then I'm going to pass you on for goal three to Sergio. Good afternoon, trustees. Um, Sio Luna, the chief of communications and community engagement here

051at Elro. And, uh, for goal three, uh, focusing in on the student, family, and staff engagement. Uh, this this goal covers things like connecting instruction to students identities and experiences. Um, I think we heard a little bit about that earlier tonight. um as in terms of like the history of the folks that we nominated for Friends of Alam Rock awards. Uh our parent university model looking at how we're doing that not just in the big celebrations at the end of year but throughout the year and how it's connected cohesively to other parent involvement groups that we have throughout the district. Retaining our staff through uh environments where they feel valued, including an onboarding process that is smooth, helps them transition into the district. And then making sure that throughout the year u they feel welcome

052through our panorama surveys. And then finally, um having a safe, welcoming, and inclusive school environment. Within that are things like our facilities plans and making sure that uh we have a comprehensive plan to make sure that students feel uh safe and welcome on campus and then also uh having addressing um chronic absenteeism through positive interventions. The next I wanted to also just take some time to talk about the key indicators that we're looking at throughout the plan and I think this is um one of the things that before um in pre previous versions of the plan we're building on and bringing in. Uh so gonna be looking at how our results as a at through our actions um are helping improve our ESPback results which is the smarter balance assessment consortium test that our students

053take in both ELA and math our CAST results in science uh helping reduce the suspension rate and addressing chronic absenteeism while also looking at the indicators in the Panorama education survey uh to see how we're making progress towards our goals. Uh so those are some of the indicators. I know that there's been already discussions about how additional indicators as we're looking at uh if the way that common assessments might take form from the baseline system study what where we can bring those in. But since those are still under development, they're not added here yet. Uh and with that, I'll hand it back off to assistant superintendent Garcia. Okay. And this is the last slide and these are our next steps. So the next steps for us is where do we go from here? Um we

054have been um hearing the results of the baseline um system study. Um currently we've done that with our teach with our u principles with our um the board I believe heard the um results. um different groups. Our teachers will also hear that um in August 8th when they return back um to school. And then the second part is um delving into the work of setting the universal course expectations. And this is the part that we're hoping to begin in the fall um where teachers will um be the creators of those floor standards um uh those minimum standards for every grade level that students need to meet um to be successful in that grade level and the assessments that go with that. Um the third step is to develop those internal implementation plans uh which will

055be aligned with our LCAP and our SIPA our school plans um and really talk about how we're going to implement those um actions and services in in the strategic plan. Um the last part is the annual valuation and updates um which we um will be moving towards where we will um look at the progress we're making towards the goals um in 2030 what do we call it vision 2030 um to see how how we're doing in terms of progress and we will that will include providing um updates to the board and that is where we Any questions? Any trustee questions or comments? Trustee Kina, thank you. Uh, thank you for the presentation. Thank you for the work. Uh, Mr. Seda and, uh, I think just to highlight what board president mentioned, right? Um, here in

056Alamrock, we've been doing amazing work and, um, I'm glad you joined in your leadership and making sure that we can like capture all this and bring it, you know, to us. um and have a strategic plan or an updated right because we had one but updating it to reflect where we're at and how we get to move forward and where we're going to be in 2030. So, thank you all for your leadership. I know LCAP, you know, town halls, all the work that had been happening, right? Um that now gets to be aligned and put, you know, together here in the strategic planning so that students, staff, you know, all of us can move forward together. So, I just want to highlight the work. Thank you for your ongoing commitment to move Alamrock forward. Any

057other trusty comment? Trusty men. You know, I you know, thank you, Madam President. You know, I do want to thank the ad superintendent Serta and assistant superintendent Garcia and staff, right? uh for for revising you know we've you know since I've been on the board we've had you know strategic plan and this is sort of like a timely refresh right you know the 2030 is uh the date is significant because our sign out there says established 1930 right so it so this is sort of like you know in line with the 100th anniversary uh you know so you you know, I look forward to, you know, to seeing this unfold. And then, uh, just a question to the administration. Um, so I know that my colleagues and I have, you know, had an opportunity to

058sit down with you and right, to sort of like discuss, you know, some of the study results of the, you know, the baseline review, right? uh you know um when should the board expect sort of like the full the results of the full study since it you know it says summer 2025 right so we're sort of like uh should we expect you know sometime like next month or early August you're talking about the baseline study results y do you want to talk I'm gonna turn it over to to Tara so she can talk about the next steps for the baseline study that we're planning because I know she's been working closely with uh um with uh Orenda and also with Janet Hang and some of the facilitators from uh the Orenda. So um yeah, ultimately

059all of you sat with our partners and got the same presentation that our administrative team got. Um, and our next steps are we're going to bring that to our teachers on August 8th. We don't want our teachers sideswiped with other information. Um, but we can definitely bring it to board if wanted um for a short presentation. It is a pretty long presentation in its entirety. Oh yeah. But we can definitely bring key points back. Um, but our next steps are really as long as our contracts approved, but we can still share the data with our teachers on August 8th, but they're going to be sharing that facilitation role um for our teachers because they're going to be the drivers of this heavy lift of work alongside our school administrators um to really hone in on

060goal one and part of goal two and three obviously, but that core instruction is what hit home really hard on that baseline study that we need to get that really tightly aligned and very systematized and let me just add to that. Oh, sorry. Well, maybe you can ask that way. Yeah, my comments. So, I'm sorry. It might be more you guys work. You're the president. Come on. Go ahead. the um at the we sat through that very long presentation a lot of very very good long but it was thorough it was really good information um and they said that it was ready to go and that it's just a matter of sharing and I think that it makes sense for us to have that information I don't see why we need to be withholding it

061um at that point in time the staff can get it on the e it can do what it wants to do with it but at this point I think I'm going to jump in front I hit you. Oh, so now that he said that, so uh I don't know if you remember, Superintendent Sera that I also asked. I want all the information. I would like to receive all the information that they're going to receive. I didn't have to, you know, be in the Zoom call thing, but you know, but just to fly on the wall to hear everything that's going to uh all the questions because I'm going to learn more from their Q&As's than I'm going to learn just seeing it for myself or reading it for myself. So, I'm going to respectfully request

062that, you know, We're not going to be adding any comments or anything like that or any questions. You guys do your thing, but to allow us to listen in on all that so we know how everything is going to be uh planned and executed. Go ahead. So, I just wanted what I wanted to say is um we are going to share the results. We're going to post this post these on our website um once we share it with our teachers because what we want to do is we want to make sure that they have because they're going to get actually a little bit longer presentation than yours. Yours was I think I believe we squeezed it to an hour but with with uh with the executive give or take. Yeah. With the executive board it

063was two and a half hours if not three three hours. And so they had a lot of questions. And so what we want to make sure is that there's a deep understanding around the baseline system study because it's really around work. Uh because we're also going to be continuing our meetings with the executive board, with our teachers, with our administrators, because we're going to be holding uh front-loading sessions for the principles, for the assistant principles, for the staff, uh district staff. And so once we frontloaded, we're going to roll it out with our teachers and and and have them dive deep into that work because we want them to internalize it. And so, but you're going to be getting consistent updates and we're going to be uploading that to our new website, updated website. So,

064every trustee is different and um some it may be long and for others it may not be long enough. So, you're saying that you're going to share the summarized version. me. You can share the summarized version, but I'd rather listen to the whole entire thing is what I'm saying. And are you referring to the slides? Um, no. I'm referring to the information that's going to be coming. Oh, that the And so all of the Q&A One second. Um, all of the Q&A that will Go ahead. No, no. I think there was all of the Q&A that will uh all the questions that you guys are going to be asking. I want to hear those questions and what the answers were is what I'm asking for and then I would uh next is Korina. But um

065do you want to say anything else? We're developing a Q&A based on what we've heard already what we know some previous people who have worked through some of this have um developed. But we can also develop that through the ETH when teachers are posing those questions. You're also more than welcome to come on the ETH. We already invite you and we'll get you invites. Um sound like a But thank you. Yeah. Um well, if everything goes to what's planned so far, they'll be getting a session in the morning to understand the framework as Mr. Sarda was talking about of this acceleration need and the results and then in the afternoon they get collaborative planning time where they're diving a little deeper into their grade level positions within that acceleration and what needs to happen to

066establish core essential standards. Okay. I want to say one more thing before she makes her comment. So, do I have a motion and a second or do we need to hear a lot more for strategic plan? Uh, so we're going to be voting on this. So, I think it was suggested that um it was presented today and then brought back. Yes. But as Mr. Serta said we can approve this tonight. So, do I have a motion to approve it tonight right now? Or would you like more the uh back back and forth? Okay, we have a motion. Do I have a second? Second whenever I can make my comment. Yes, now that we have a motion and a second, go ahead and make your comment and then we'll vote. um for that. So maybe you

067know there's just a few of us but you know we we like we as you know community members like to also read and maybe provide some feedback and maybe they won't but I think it would allow the community and the public to you know provide feedback if we're not in a hurry. Um I don't know if there's time constraints but before I I I want to also go back on my comment around the presentation earlier. Um, so I did receive the the uh all of the slides and whatever. Thank you. Um, and I did get to sit in the presentation with uh, Vice President Kintterero and we got to ask our own questions, right? So, um, I appreciate all the avenues that you're trying to, you know, inform us. Uh but again to bring up

068the highlight of informing our public I think it would be nice to have a summarized version here to present to us allow questions here and also for our public to get updated as to what we're doing. I know we have a big uh chunk of this uh contract coming up. We're going to be passing hopefully um you know the contract and so I'm sure our public is like all right that's a lot of money that's going there. What's happening right? And so we get to also inform our community as to what we're doing um when we pass these contracts, you know, that sometimes are costly, right? Um so I would like to get a summarized presentation and we are already in July next week. Um so I mean I think you know August would be

069appropriate. So that's like two three meetings away um or three meetings away but you know whatever we decided uh I think that that would be great. Okay. So trusty fam you had a comment. I mean, excuse me. Nin um just in the spirit that uh you know, I already seconded it, but also because um this is only a first read anyways and that this can to my understanding can be amended, right? No, but I it could be a first read if you decide to to make it a first read if you want to bring it back in July. Uh or you can take action today. Um I mean sorry even if we take action it can still be amended. Oh you you can always amend it. Absolutely. The board I just wanted to clarify so

070that you know uh if we vote if we vote to approve today then um you know that doesn't close the door on future um public input um as superintendent said we could still amend it and uh so we're still open to taking input and adding to it and changing as we see fit. Okay. So the motion was to approve it and the second had a comment. I'll move. Okay. Do I have a second? Second. Second. So, we have a motion and a second. Any public comment on uh Alpha Public Schools 5.2? Seeing no public comment. Any trustee comment? Uh Trusty Min. Uh you know, first of all, is there someone from Alpha here? That's what I thought. Okay. Okay. Okay. I just wanted to, you know, as I, you know, uh, I guess question to,

071you know, the representative for Alpha, uh, you know, is there a plan eventually, you know, as I mentioned at the last board meeting when this was initially first brought before this board, you know, uh, because there is, you know, this does involve uh facilities rehabilitation. Uh I has there been any plans around a proper environmental impact study? Yeah, we're open to it. Absolutely staff or whoever that may be. Uh we just want to get the application in right now to even be considered for these funds, you know. Yeah, absolutely. I mean part of it you know to continue part of it is uh you know uh there was neighborhood association that came before the board and it's sort of like I want to make sure you know we dot our eyes and cross our tees

072on this right because uh you know as the authorizer uh you know making sure that any improvements are you know with you know done within the bounds of on what's required of us as a you know provide local educational agency. uh you know the you know my only hesit you know and my comment would be you know what with all the changes going on in this district right it's sort of like my you know my preference has always been is you know I you know it would have been nice to see a you know at least an outline of a EIR prior to approval so you know again uh you know it's something that you know, should it come for final approval with the board, you know, it's something that I would definitely insist on

073is a prop, you know, and I think my colleagues, you know, ought to as well is uh, you know, a proper, you know, SQA and SQA review and environmental impact report to make sure that agility uh going forward. Absolutely. And we went and association as well and we're going to continue that So you guys know, thank you. Our trusty Kina. Yes, I was going to say that I met with Mr. Adaniano who was on his way to the meeting. So I was happy to hear that um you all made sure that you made a present when the invitation was uh given. So I'm glad you all were there. I think the only other thing um I would I know we're not you're not doing the work yet. You know, you're applying and hopefully it passes

074uh for our community, right? because you all are a part of our greater community. Um I think the only thing I'd like to add and if I can just put a seed there. I know there's been conversations. Um I know Laora Blanc, you know, has really like requested a library where she could put her books and her legacy can live on. Um I just want to make sure that I voice that on her behalf and if we can put it in there, you know, when the plan is approved and she's able to have a space, um that would be great. Absolutely. Yeah, that's something that we do want, right? We want to legacy especially because reading is so powerful right um there's just so much research nowadays that you know kids need to be reading

075you know from the getting books at the age of six months now you know at the hospital so yes that's something that alcohol wants to do uh and maybe we can do this in collaboration with you guys in the community that be you know we came before yeah I remember and now we're here now we have action we have an opportunity and and we're going to match the funds that we go to. Okay. Go. Yeah. No, I brought this forward before and it was killed off. I think we're against it. So, I'm glad that um the now the time has come to provide a place for uh Supervisor to be able to deposit her books, her papers, and that that way they can continue to um be accessible to our our kids in our community.

076And so um well looking forward to seeing uh that proposal come forward again if it if the opportunity is there. I know that I think 5.2 raise your hand. Five 4 point uh yes and uh one voting no and uh motion passes. Thank you. Uh 5.3 resolution certification of the number of unhoused pupils to be housed by the alpha public schools under the state school facilities program. Do I have a motion? So move. Do I have a second? I'll second. Uh any public comment on 5.3? Seeing none, um any trustee comment on 5.3? I just want to check in with staff and ensure that they've looked it over and that obviously they wouldn't have brought it forward if it weren't, you know, up. But for the record, the public is aware you guys are on

077board with this data. Yes. And I'll make a brief comment. This is good for kids. and what's good for kids I'm going to vote for. So I'm going to call for the vote. All in favor of 5.3, please raise your hand. So the motion passes right now. It's four. Any zero one abstension. So it's four zero one abstension. Motion passes. Uh now next review and approve the 2025 2026 local control accountability plan known as the ALCAP 2024 LCAP annual update 2025 2026 budget overview for parents of 2025 2026 LCAP addendum. Move to approve. I have a motion. Do I have a second? Second. Second. Uh any public comment? No public comment. any superintendent comment? Yes, I I I just want to add um u trustee pointed out that we left out in an area there

078the golden bell for Russo. So, we're adding that. So, if you could um we'll make that that correction. We want to make sure it's in our LCAP. So, good. Okay. Thank you. Uh uh trustee, the only other thing and I know we talked about in our 101 is um I noticed uh that uh we've paused ethnic studies and so I know um Mr. SA and I will be continuing to talk about that and um in future Laps hopefully we have it back up and running and um yeah, thank you. Any further trustee comment? Seeing none, all in favor raise your hand. Uh motion passes 5. Motion passes unanimously. Adopt adoption of the district proposed 2025 2026 budget. Do I have a motion? I have a motion. Do I have a second? I have a second.

079Any public comment on 5.5? Uh seeing no public comment. Any trustee comment on 5.5. Seeing none, let's vote on 5.5. All in favor raise your hand. So the motion passes unanimously. 5.0. Moving 5.6. Approve ratify appointments to district facilities repurposing advisory committee. Approve. Second. Okay. So, I have a motion and a second. Uh, Superintendent Serta, would you like to speak on this? I will go ahead and read it. You asked me to read it, right? Thank you. Okay. Uh, so I will read the the memo uh board memo to you. Um, so this is to approve ratify appointment to the district facilities repurposing advisory committee. Uh the education code provides that prior to sale, lease or rental of any excess real property except rentals not exceeding 30 days, the board shall appoint a district advisory

080committee to advise the governing board to develop um board in the development of district-wide policies and procedures governing the use of disposition of school buildings and spaces in school buildings which is not needed for school purposes. This is education code 17388. The advisory committee shall consist of not less than seven and no more than 11 members and shall be representative of each of the following. The ethnic age group and social economic composition of the district. The business community such as store owners, managers or supervisors. Land owners or renters with preference to be given to representatives of neighborhood associations, teachers, administrators, parents of students, persons with expertise in environmental impact legal contracts, building codes, and last land use planning, including but not limited to knowledge of the zoning and other land use restrictions of the cities

081or cities and counties in which surplus space and real property is located. is education code 717388. The board previously approved the formation of a district facilities repurposing advisory committee pursuant to the education code with representatives from different stakeholder groups including one individual representing DAC DAC spark area CSEA team serves ARAA community- based organizations local area businesses neighborhood association facilities use and management. That action was taken on January 14th, 2021. That committee met from January through April 2021 and issued its report on April 21, 2021. as detailed in that 2021 report. However, the committee did not at that time consider whether all or any portion of Joseph's George Middle School or Meer or Cassell elementary schools were surplus and if so, what uses the district should consider for those properties. In light of the school closures

082and consolidations including the Joseph's George Middle School and Meyer and Cassell elementary sites, the district has reconvened the faced the facilities repurposing advisory committee for the purposes required by the education code to review projected of surplus space and real property that will be acceptable to the community. Cause to the circ to the cost to have sorry need new glasses here. cost to have circulated through throughout the district a priority list surplus space and real property and provide for hearings of community input to the committee on acceptable uses of space and real property. Make a final determination of limits of tolerance of use of space and real property and forward to the district governing board a report recommending uses of surplus space and real property. All of the previous previously board approved stakeholder groups have been

083notified and the first meeting and public hearing was held on June 16th. The individuals representing each of the groups is as follows. Natalie Abal, Community at Large Business Community. Uh, Juan Estrada, Neighborhood Associations. Sandra Rivera, Area Teachers Union. Trevor EMTT, Teamsters, Gustavo Gonzalez, Community at Large with Expertise in Real Estate and Land Use, Sharon Fontaine, CSEA, CSEA, Classified Employees Association, Deia Navaro, District Advisory Committee and Parent, and Mariva Vila DACA parent. The committee will be considered updated demographic enrollment and financial and will be considering updated demographic enrollment and financial data and will be issuing its recommendation to the board at the conclusion of that process. The board is is requested to ratify the appointment uh of the above persons to the district facilities repurposing advisory committee. Okay. So is there any public comment on this

084item? Any trustee comment on this item 5.6? Seeing none, let's go for the vote. All in favor of passing uh please raise your hand. Okay, motion passes unanimously. 50. So moving on to 6.1 resignations only. This is for information only. So you guys could see that when you want. And moving to business services 7.1 faculty and staff housing project design builder request for qualification result presentation by EHP. Are they here? Yes sir. So Mr. Isa Dell's assistant s will introduce the uh presenters members of the board staff members community. My name is Marlon Jos Vargas. education housing partners uh senior project manager who have been working with the district uh as a development advisor uh for the staff and faculty housing project with me tonight is Joanna Julian uh EHP's program director uh for now

085we're going to be presenting uh the procedure and the results of the design build request for qualifications or RFQ uh for the housing project. Quick overview of the project. Uh as you all know, it's located on the site next to the Renaissance at Matson uh school. The scope that we are um looking at includes 78 units in three buildings, two to three four uh stories. Uh the project budget at the conceptual level has been estimated at around 50 million uh with an anticipated construction timeline of starting the second quarter of 2027 uh and completing uh construction towards the end of 2028. Um the project delivery method that was stipulated for this project was a sign build. Uh basically the owner hires a single entity that's responsible uh for both the design and the construction of

086the project. Um some of the advantages of this delivery method is having a single point of accountability which hopefully results later in uh less fingerpointing during the construction. Um also better collaboration and constructability during the design. Uh given that designers and contractors are part of the same team uh which ideally results in fewer change orders during construction process and also streamlining the schedule uh since uh there's sometimes a bit of an overlap between the design and the construction and getting that input uh from the very beginning the constructability input from the very beginning on the team. So uh we have here a kind of a summary of this selection uh process going from the RFQ to the selection of the design builder. Uh so for the RFQ phase uh which we are reaching the the

087final stages of it uh issued we issued the RFQ get responses did the evaluation review of those responses um and with the outcome of having a short list of respondents that will be moving on to the next phase which is the request for proposals the RFP uh in which in a similar manner we'll release the package. We'll be getting responses from the three uh respondents and go through a process of evaluation, interviews, uh presentations on uh what they are proposing for the project and ultimately selecting the design uh builder for the project. Uh culminating with the contract for them to proceed and finally fully engaged Uh the purpose of this uh RFQ is as mentioned to evaluate and prepare a short list of the most qualified uh design build teams that uh submitted responses um

088on a best value uh basis. uh some of the focus areas uh for this evaluation more import most importantly I would say their their experience on similar projects and with design build uh the project delivery methods uh also taking a look at their financial capacity uh their history when it comes to legal issues or other claims safety and very relevant to our project their proposed or uh forecast of what the budget would be to complete the project and the timeline. Um so the process started with a release of the RFQ package uh back in December of last year. Uh part of that included an outreach where um the district worked with a few of the news outlets in the area. uh it was posted on the district's website. Uh we also reached out to the

089different builder exchange programs uh in the region. Um I'm also reaching out to parties that uh the group that was the team working on this thought would be a good fit for for this opportunity. Uh we after that had anformational meeting and a site visit uh in January uh where there was a good attendance. We had about 24 entities that were represented during that site visit. Um the next step was getting the responses. Uh the deadline was February 14th of this year and since then we've been reviewing those response packages. Uh going through the evaluation and ranking procedure to tonight where we are ready to present the recommendation. So the valuation was based on criteria stipulated in the RFQ package. Um as you can see uh there were about 10 or so different categories. Uh

090some items were based on a past fail uh um basis. For example, was a team licensed and and registered all the participants like the architect, the the contractor engineers. Um, and as you can see here, what was the distribution of scoring for the different categories, uh, highlighting the project experience and the reference, uh, which we thought would be very, uh, important and key to the selection of the the team. uh part of the committee. Uh there were three different parties. Uh two were staff members. Uh ARUSD staff members and one was an ARUSD consultant. Uh we EHP were not part of this evaluation committee. Our role was basically to uh facilitate the process but we were not uh part of the scoring. Can you provide me the names of the staff members? Oh um sorry

091DJ Sakai with Dennis Oliver Kelly with regard to that we're in the middle of the procurement process and in during the procurement process there's certain information that's kept confidential including the names of the people who are um who are providing who did the scoring on this. So my question is since we don't I don't know maybe I'm going to make it a little bit more convoluted but um I would like to know as well. So that type of information we can be provided in close session. Um it's not really a close session item but it's not something that we would disclose during a board meeting. Yeah of course. Yeah. Go ahead. Is it something that can be uh disclosed to us individually in our one-on- ones that we ask or we can provide it in

092a confidential manner? Okay. Any more questions? You want to continue? Anything else? Okay. Thank you. Um so we got nine teams uh submitting responses as you can see here the the list of the all the teams um all of them with um regional experience um housing experience to certain degrees housing experience experience with um working with prevailing wage projects skilled and trained labor um some of them have worked collaboratively in the uh so they have that um experience that they bring to the project. Um and as a result of that uh we are ready to um present the outcome of of the evaluation with the short list. I just wanted to make a comment that as an RFQ we're not saying that the people who aren't on the short list aren't qualified. It's we're giving

093you the three top in in in terms of the qualifications and um understand also like you know we do a lot of other projects and it's when we're normally used to doing people who are um experienced with school construction. This is workforce con workforce housing construction. So there's a different focus from what we've done perhaps in other projects that we do for the school district. And then again, so it's the top three that's in the statute that we do the top three as opposed to just, you know, a random number in the education code. They call out for three. So I guess I pose a question to Superintendent Serda that um I was surprised that number four wasn't on the top three. Um and so I just wanted to, you know, I guess we can't

094go into it open session. So that's okay. So to come up with a short list um we went through a process of receiving the uh response packages and EHP we took the first um step at reviewing everything and basically coming up with a a summary tool where we were uh tabulating all the responses submitted by the different uh respondents and also reaching out to the difference uh different references that were listed by the respondents. Uh we had two meetings with the evaluation committee uh where they were um scoring using the once again the criteria that was stipulated in the RFP package. Um how those meetings uh occurred where we EHP would present the information. We go through the the criteria, show them the question and then show them where in the package the respondents submitted

095their how how they responded. It was basically a presentation for them and then the uh committee would just u make an assessment and at that time assign scoring to each one of the categories. Um once we were uh the evaluation committee uh was done with the scoring we tabulated the all the information uh all the scoring to complete uh the come up sorry with the short list um which we are presenting here. So these are the top three scores. Uh the scoring here it's uh average scores and given that should the board concur with the short list that's being presented. Uh so the next step would be then to proceed with the RFP phase. the uh request for proposals where we would release the package to the shortlisted respondents. Um some of the key items

096related to the RFP will be their design approach uh the pricing and fee proposals, the proposed schedule and how they perform uh during the interviews that will take place and their presentations. And the goal will be to have a final uh complete the final selection of the design builder towards the end of of the year. And as a refresher, we wanted to go over the um pre-construction process uh from the selection of the design builder to start of construction. Uh so once the design builder is uh confirmed the next step will be to go through the application for planning uh with the goal of uh obtaining entitlements for the project. Uh this application once submitted it will also include uh schematic design. Um as you remember we have shown in the past what uh is

097considered the conceptual design uh which is just uh very general information very nothing too specific. It's what the project could look like uh so the buildings uh location for the buildings and the site plan etc. uh this uh schematic design uh so it's more refined than that conceptual resign uh design. This will include some further information related to uh civil you know infrastructure uh landscaping um easements code compliance um sometimes also related to um any limitations on site so that we can get ultimately get the project in title. Which what that means is that we then the ownership u the district has the right to proceed with the project uh for a specific use which in this case is multif family housing uh with some of the agencies local agencies confirming approval and so that

098we are allowed to proceed with the further part of additional design uh getting permits and ultimately go to construction. Uh this is expected to to take between three to six months. Um and then following that process, we go into the uh design development construction documents which the design development is typically the the third phase of the complete design uh cycle where we take the schematic design and we go into more detail information. Um some more coordinating with the different disciplines. um selecting um some of the systems that will be in place in the building and then moving on to the actual construction documents phase which is when everything is starting to get finalized uh so that it can be we end up with a set that can be submitted to the city uh for to

099get the construction permits. Uh so at that point we we call it sometimes like 95% set. We don't call it 100% until it's completely approved. and uh the last chevron as you can see. So that's the uh where we go through that submitt uh hopefully not too many rounds of reviews and comments from the city and responses from the design team to ultimately get uh the set of drawings approved so that we can get a permit and start construction. Okay. So I'm going to make my comment. Um so this item 7.1, this is for the public. This item 7.1 is business services board discussion and or action. The board may take action on any item in this section unless it is designated for information only. This is not designated for information only. And so uh

100EHP which is education housing partners uh the district hired the um the firm to go out and and do their work. And so, um, my question to the board is I'm not trying to rush anything, but at the same time, we've held off a long time on this, uh, project, and I would like to see the the housing for Alam Rock sooner rather than later. So, I'm going to respectfully request if uh and you could take it or leave it at this time, but I'm going to respectfully request if I can have a motion to go ahead and have EHP uh continue the work and follow up. So, I see Vice President Kintterero's hand and then Trustee Corinera's hand. And I will go back to the next question I have. I'll let you guys go

101ahead and go. Um I just wanted a clarification that way I make the motion. That makes sense and have them continue on with over going forward overseeing um the work process. Yes. Where does your Sorry, can I clarify? Yes. I think what we're asking for right now is to approval of the short list so we can move to the next step of going to the RFP. So we're asking for approval of the short list after the RFQ. Do I have an motion for an approval on a short list? Vice President Keto. So, uh, as president brought forward this, um, this item and the workforce housing, um, I will gladly go ahead and make a motion to approve the short list. Do I have a second? Second. Okay. I have a motion and a second. And

102so, go ahead and do your comment and then I'll do mine. uh as we uh move forward um I am guessing we'll eventually get kind of the scores the why uh the points um who who they gave it to us we already got that information oh okay um I guess you know based on the questions that I I have here I'm sure there's a legal reason why we're not you know involved as to who's number four or three or two so um I'm happy to support this recommendation of the three. Um, and I'll go back and look at the scores and go deeper into, you know, uh, the points and to where and the pass and fail and things like that. So, when we get to the point of, you know, picking one that we

103have all of our questions answered through our one-on- ones and things like that once we go to the RFP session. I mean, part of it also is that you guys are doing a design competition. So there's a stipen for the the three people who are designing that you guys pay for you know in order to get them so that you can own those designs from the proposal but um also understanding that the scores sort of start all over amongst the three short list. Okay. So what we've done to qualify to make the short list now we start the next step and then there's another matrix there's another you know um thing where we have evaluation criteria and we go through at the RFP section because now we're talking about the I in your experience as

104um as consultants EHP um have you been involved in the evaluation in the past yourselves or uh in other projects that you've done? We have but it was a different um project delivery method. Yeah. But you have been involved. We were part of the evaluation. Okay. All in favor of passing 7.1 uh under the the amended motion uh please raise your hands. So the motion passes unanimously 550 uh move forward. Thank you. And uh can just uh can you please send me that or send us the memo the the competent attorney client privilege memo? Sure. start with I mean I think we have you guys have some of the information already in the link that we provided the the names of the actual staff that were evaluators no I didn't see that either that was

105I didn't see that yes you want to see who the team was okay yeah okay thank you uh moving on to 7.2 going to approve second amendment to the joint use agreement JUA which is uh an SJB child development centers for joint use facilities at Cassell so that's Juan Sanuan Batista they they forgot the S San Juan Batista and um I have a motion and a second is there any public comment on 7.2 seeing no public no comment trustee comment on 7.2 no comment all in favor of 7.2 to raise your hands. 5 Z motion passes unanimously. Valley Health Foundation School Well-based Wellness Center grant return of unused funds tranche 2. You want to speak towards that? Uh, Dr. Dr. Good evening. Good evening. Uh, before I get started on the presentation, uh, Daniel, do we have the presentation? We have a presentation. Yeah. Well, before you say something, Sure. Can I say something? Of course. Um, I I just wanted to take this

110opportunity to to thank Dr. Ortigas. Uh, tomorrow is her last day uh in Alamrock. uh she has done an exemplary job and I think she's brought in millions and millions and millions of dollars to this district to support uh the uh [Applause] and God now I'm getting emotional. So, but you you've done just an exemplary job in in uh your position in bringing in those dollars that have uh made an impact, very positive impact in our uh community here uh in Alamrock, this family. And so, I just want to wish you the best uh in Sacramento. Correct. The Thomas Unified. Yes. And just don't take our dollars. The other Sacramento is taking Well, just we'll have to negotiate that. superintendent, but thank you for all you've done and you'll continue to do for for for

111youth. Thank you. Thank you very much. Um before I get started, I'm hoping that you're going to um what's the word I'm looking for? I'm hoping you're going to humor me just for a quick minute. I wanted to take a moment to really thank the people who made this work happen because I didn't do it by myself. So, I wanted to ask my clinicians who are here, our wellness center clinicians to please stand. I wanted to also ask Juliet Flores to please stand because I couldn't do it without her, right? So, uh, these wonderful ladies are here with us tonight for two reasons. I wanted to highlight the work they're doing and we're going to do that in just a minute. But I wouldn't be me if we didn't give you some PE they're planning

112to do moving forward. Okay, I'm going to talk details and data, but they're showing you what's been, you know, what's happening and what's going to continue to happen. Um, and we would love for you to come and visit our wellness centers because there's some fantastic work happening for kids, for uh staff as well as for family. And for the record, I've been there. Oh, I just wanted to stay there. You guys doing amazing work with the kids. I'm like, where was this when I was in school? Right. Yes. I think that was at Hubard, right? President Chavez. Yes. Yes. For sure. For sure. Little shout out in the back from Hubard. Okay. All right. And Aptitude. And up too. Oh, you went upitude, too. Okay. Yeah. All right. Uh, good evening, President Chavez, Board of

113Trustees, Superintendent Serta, ARUSD staff and community. This evening, I have the opportunity to present uh information to you regarding the status of our ARUSD wellness centers. In 2024, I had the privilege of opening a number of wellness centers across the district to provide services for students, for families, as well as for staff. Um since they've been opened, uh I want to share some data with you. So, here we go. So, we're going to talk a little bit about uh the launch, the services that have been rendered, uh talk about the updates for 2425, uh and then talk a little bit about the funding that does need to be returned. Uh so, let's go ahead and get started. So, wellness centers. So, we had a number of well a number of wellness centers that were funded

114through Valley Health Foundation. Uh and we were able to open six of the eight. And so uh we started opening them in November. The first two to open were Adilante one and Hubard and then the remaining four opened uh throughout the month of December. In the time that we were open from November to December, we had 4,185 student visits in total. That's just students, it's not parents, that's not staff, that's just kids, right? So it's 4,185 student visits. Um, and then January to April, we had 24,678 student visits. That's how much the centers are getting utilized. And just to tell you a little bit about the centers and what kind of supports are available there. When we built them, we built them with the MTSS in mind. So everything we did was from a tier

115one, tier 2, and tier three perspective. We wanted to make sure that we built capacity for universal supports to be put into place. Uh, but we also wanted to make sure that we had small group support available through through tier 2 and one-on-one individual um therapeutic supports available uh at a tier three level. And so when you're looking at these numbers, what you're seeing is a combination of all of those things, right? Uh it's the tier one visits as well as the tier 2 and tier three. Um, one of the things that we wanted to make sure we did at the very beginning was we wanted to make sure that we met with all of our kiddos across the schools and had them come through for a tour in the wellness center because we wanted

116them to see what it looked like. We wanted to find ways to remove stigma because there's stigma for a lot of our kids around wellness. Uh, so we wanted to find ways to remove stigma or to at least decrease it. Um, and so part of that process at the beginning was making sure that they came in for tours to the wellness centers, but the clinicians also pushed into the classrooms to have conversations with the kids to further build rapport and relationship to make this feel a little less scary because it can be when when they're looking for support. So again, in terms of the wellness center visits, um, this is the number of visits that they had from January to April. Um, and these are some of our babies at the openings. Um, we love

117to take pictures. Yes, we do. Uh, and there is really good representation in terms of our kids. Um, some of the programming that we've brought in through the wellness centers as well. Uh, as you look through the pictures, you're going to see pictures with some dogs. Um, you're going to see potentially some pictures of kids on the computer. uh we brought in different programs like Son to grow as well as pause to share so that students could have access to different modalities of therapeutic support um so that they would be able to benefit from it. Now, in terms of the actual service data, what we did here uh and we'll be uh sending you a more uh current data set because this one says January to April and we now have just finished our January

118to June. Uh and so November 24 to January 2025, we supported a number of students with tier one services, tier two and tier three. And part of what we are doing with our students as well is doing a check-in checkout process. We want to see if when they come into the wellness center how they're feeling and we want to see how they feel when they leave. Is what we're doing what we're providing for them is it working right. And I'm happy to report that an a large number of our kids, particularly elementary school, um the kids who came in at 48% feeling different feelings like feeling sad, feeling hurt or disappointed upon checking out, 100% of them felt different. 100% of them felt supported, felt happy, uh felt proud. Uh and so this is the

119kind of impact that we can have with children when there's somebody specifically at school sites that can provide the service and support. Now, school counselors provide services and supports for students. They however are not able to do the therapeutic type of support that our clinicians are able to do. And I'm going to be honest with you and tell you that as a former counselor, former site administrator, you need both. Our babies need both. They deserve both. And I feel like I can say that because tomorrow's my last day. So going there, right? Yep. Okay. So January to April 2025. Again, uh tier one, what you'll see is we started doing a lot more outreach. Again, one of the things that we are looking at when we're working communities of color is the stigma that's attached

120to mental health and the utilization of wellness uh activities or or opportunities for wellness. And so one of the things that these phenomenal ladies did was make sure that they created opportunities for kids to engage with them in a non-threatening manner while they were building their coping skills. So they were teaching them, for example, how to put together their own stress balls. They were teaching them give me other coping skills that y'all did. I know the stress balls was one I'm looking at. Which one? Breathing ones. Breathing ones. Right. So again, they were working with them at lunchtime. they were doing hands-on activities and at the same time they were teaching them coping skills, distress tolerance skills um and wellness skills and again I think all of our kids could really benefit from that. Uh

121pause to share like I said was also part of the tier one as well as swim to grow. There were small group support that served about 60 students from January to uh almost June. And then the biggest piece for us was the tier three. Being able to provide therapeutic supports, being able to have students receive therapy on campus is something that we have not always been able to do consistently because we've had to lean on partners from the outside. Having it built into our system and having it easily um accessible has really increased the amount and the opportunity for our kids to move towards wellness. So again, uh if we're looking at um the service data, so 46% of students when they came in that were TK to 5 reported feeling sad, hurt, disappointed, worried.

122And upon checkout, 92% of those students who visited felt different. They felt happy. They felt friendly, kind, excited, brave, and loved. Right? So again, this is just a snapshot. And I really want to reiterate, we opened at the end of November. We opened two days before we went away to Thanksgiving break and then we opened the other four in December before we went away to Christmas break. So I want you to see that between November and December 4,000 kids visited and that was one month. I want us to really look at the fact that this really does so much for our kids and that they deserve this. So wellness centers, I want to talk a little bit about this. Um there are uh there were a number of schools like I said that were funded.

123Uh the funding criteria was specifically tied to having a middle school section at the schools. Okay. So as you can see these are all the all of the schools that were funded. Uh the funding allocation by site. Uh when the funding came in, they would come in with in two separate ways. One would be for the establishment of the therapeutic component. So, hiring personnel uh and all of that. Uh and then the other piece was for infrastructure. So, it was for us to build out and have therapeutic supplies and everything else disposable for kids as well as furniture setup that would be more conducive to a therapeutic space rather than a classroom space. Uh and so when we're looking at it, the funding allocations are there. They were broken down that way. um wellness center

124updates. So these schools that are on here are the ones that are going to be able to remain open. So the Lante one two uh Aptitude Okala Renaissance William Shepard and Hubard Media Arts Academy was impacted because of the redesign. The redesign took away their middle school section, but we are going to supplement and support through community schools funding for this next year so that all schools that opened wellness centers will still have access to wellness centers. So here's the here's the news. Uh the Valley Health Foundation Trunch one and Tunch 2. So the way that Valley Health Foundation did the funding, they released it uh in two sections. So the first section that was released to us was tranchu one right uh and this is how they wrote the contract that we had to

125sign with them right this was the agreement if grantee takes action towards closing partially closing moving grade levels or eliminating grade levels at an awarded school we had to return the funding uh if grantee takes action toward closing partially closing moving grade levels or eliminating grade levels at an awarded school we had to return the funding right so for the schools that were closed that did receive funding. George Middle School was one. Renaissance at Fischer was another one. Um and then Hubard and Aptitude received funding. Um Aptitude particularly received funding for enhancements. So that was for us to be able to build contractually to bring in services to support. Uh and so because of the closures and the redesigns, we are going to have to return that money. Um, I I'm really good at asking

126for what we need. And so I spoke with our granters who were incredibly generous and kind and allowed us to use the infrastructure money to purchase items that could follow the kids to their receiving wellness center because when we purchased for the wellness centers at the beginning, we purchased with the number of students at that school in mind. So, for example, uh our students who are moving from George to Shepard, we've been working with both staff to get uh furniture and other therapeutic supplies moved from George to Sheepard because the majority of the kids are going to go there to make sure that these pieces are still being utilized. Our granters allowed us to do that. So, but we do have to return other funding. So, like I said, school closure, school redesigns for the

127school closure component. Uh, as uh as of our last uh business office run, thank you business office for always keeping us in the loop. As of our last business office run for Joseph George and for Renaissance at Fiser, um we were unable to hire uh therapy the therapists for those two schools. What we did do was use the money to create therapeutic spaces and try to have the school counselor work with the students more. Um, and so the amount of money that we're going to have to return from Trunch One is going to be uh 180,000 funding for the clinician for Joseph George and 29,000 for the infrastructure funding. We didn't expend all of it. And then Renaissance at Fiser, $180,000 for the clinician as well. And uh residual infrastructure funding of $9,000. Uh and

128then for Hubard Media Arts Academy, we will be returning $57,000 funding for the clinician because again, they did get a late start. The money was available as of August, but we had a really difficult time at the beginning hiring for folks. Uh and so 57,000 like I said funding for clinician and then 32,000 for the residual infrastructure and then altitude we're going to be returning about 52,000 for enhancement funding. Um and then trunch 2 this is money we haven't received yet right we only received trunch one because that's how valley health foundation works. So we received the funding for tranch one. So that will have to return. Trunch 2 that money doesn't get given to us until we have expended 25% down to 25% of the budget that they allotted in tranch one. So with

129tranch 2 uh because the schools are closing they will be terminating the funding for tranch 2. So the funding for Joseph George as well as renaissance at fiser will not come to us. It's going to go to a different school district. Um and then uh trunch 2 fund termination as well for Hubard which like I said we're going to offset with community schools funding uh and aptitude uh for the enhancement funding. So um that's uh everything in terms of that piece. Um and I just wanted to take a moment to say that uh it's been my privilege uh and definitely my honor to serve as the director of for the last two years. Um and it was my privilege to serve and learn from Dr. Almazan who was my director before me um in SEAL.

130Being able to build infrastructure uh that would serve students, families, and staff was an absolute honor. It's something that we had both dreamed of early on in this work because we were both school counselors. That's been our background from the beginning. Um, and uh, I look forward to seeing the work that will continue to take place and be done on behalf of students, families, and staff uh, and community here at Alen Rock. The work around wellness is integral um, necessary and should be done in unison with any work we do focused on academics. So, I just want to make sure that wellness is front and center. Academics matter. They always will. We're an educational institution, but wellness matters just as much. And I think that's a lesson that we learned after the pandemic and it

131still continues to be very present for our kids. So please make sure we keep wellness in mind and keep pushing it forward because it matters. [Applause] I I can answer any questions for the board because I know it's a lot of money. Yeah. Yeah. Okay. U I just want to start off by thanking you. Uh I think when we first met each other, none of us thought you'd be there and I'd be here. Um you know, I was just a young kid, uh trying to serve the community. Uh so I've seen you as a counselor. I've seen you as a principal. I've seen you I mean now leading our seal and I'm honored to have walked this journey and served thousands of kids along your side and also you know watching you um you know

132from being in the classrooms and the in the offices to being at funerals you know you are not just somebody that goes to the school and learns about the kids and just talks great things but you're there and the actions have reflected that so thank you uh you know and as a champion for cradle to career here. Uh thank you for making that happen, you know, for many of our students and also as a champion that ended um our contracts with our police department. Uh you know, and reinvesting those funds in the social emotional uh learning. Um, thank you for making sure that that um happened and that our children have what they need so that we don't need any police intervening because our children are learning how to manage their emotions and how to

133behave um in a well in a way that can allow for learning in our classrooms as well. So, thank you for supporting our teachers um and then our staff, our interns, you know, u providing that leadership. I can go on and on, but I wanted to make sure to take this time. my heart hurt. You know, when I found out you were leaving, my heart hurt. When I saw your name in our board book in our previous meetings, you weren't here. Um, and so I'm glad that you're here today so that I can make sure that to publicly uh, you know, thank you for your work. Um, and Sacramento is lucky to have you. Thank you. Okay, Trusty Fam, right? You know, tale of two men. I wanted to make sure that we didn't get

134confused here. And I guess you know you answered the one question I was going to ask was you know uh the fate of the hubard uh wellness center which was something that I discussed with superintendent sa last night right and you know uh you know I just want to say that you know these wellness centers weighed on my mind during the consolidation process right part of it was to preserve you know as I said pres preserve served as many facilities as possible because you know I I saw the Aptitude Wellness visited the Aptitude Wellness Center and saw the opening of the Hubard Center and you know I you know these are real services for our kids and you know as one guidance counselor to another I uh what is it there is a lot that

135happens before a kid ever sits in a classroom or young adult or, you know, even high school grad going into college and, you know, they still have a all sorts of things that they have to sort out before entering the lecture hall. Uh, so I'm I'm glad that, you know, your your team and the administration was able to for the time being find a way to keep keep the Hubard Wellness Center open, right? I just wanted to end you know to say you know uh I'm sad to see you I mean you know in a sense you know you and the clinicians and the seal department we all owe a a debt to you all right and I want to acknowledge that as you know in gratitude for all the work that has been done

136over the years you know I wish you all the best as you go on to Sacramento Sacramento and as someone who did spend some time in Sacramento and went to went to school in Davis, you you certainly picked a very very warm time to go to Sacramento. Weather is hot and dry and I know so because social and uh emotional learning and you know and and it's a team effort, right? So your your department, your clinicians and you know classified staff as well and so uh thank you so much and uh you know what is it you know best of luck in your future endeavors in your you know in your new position. Thank you so much Vice President uh just want to thank you for your work here in Rock. uh got to see

137some of the wellness centers when they opened. Some amazing work that you and your team uh did. So much appreciated. Um was there any uh little takeaways or any again there unique circumstances, but um maybe we could have done or or maybe there's a maybe there's some some process within the district that was out of your control that maybe could be done a little different so that in the future we don't wind up in the same situation. Um, I don't know if there's a process that we could have done different. Um, I think for us it it was a continuous learning process and we had to be quick on our feet. So, I'll just give you a quick example, right? One of the issues was we couldn't we didn't have enough people applying for the

138therapeutic position. So, I had to pivot and we had to go and do an entire RFP process I had never done before. uh and we had to then post it for two weeks. There's all of these timelines that are tied to it because these monies specifically were federal monies. So, we had to do it that way, right? So, I think for me it's I I think a lesson learned for me would be understand all your options going in and already have them ready to go going in um so that we can move it cuz that I think that was one of the pieces that took the longest time was getting people hired into the positions um because even with the agency that ended up winning the RFP, they had one person on board and were

139continuously trying to hire. it was the time of year that I think kind of caught us. Um, and so for me, like I said, I think, you know, having a plan A to Z for next time, I think would be really helpful. Um, and I think, you know, uh I think it would have been helpful for me to be more more well-versed on the RFP process just in general. Um, I think it might have helped me to you might want to come back. So, the door is always open. It opens all the time. So whenever you want to come back, you know, your colleagues here are going to welcome you with open arms, but I wish you well and like the saying goes, but not so good that you're not going to come. Thank you.

140So I'm really expecting you back. Thank you for all your work and um those wellness centers are amazing. You guys are all doing such good work and the kids are happy and you know, you didn't want to say it be but you said it because it's your basically last day, but I'm glad you said it that it goes hand in hand and that everything um we need to look at that front and center all the time. Y thank you for saying it. Of course. Oh, go ahead. Uh you go to a great district. I got to know board member there who I got to work with delegate assembly uh Susan who has a school named after her over there and so um served on there for 25 years. So she always had great stories to

141tell about it. Great work that's going on to say something else. It ain't that great over there. Okay. Any other trusty comments? All right. Thank you so much. Thank you so very much. This now I forgot where I'm at. [Applause] 8.2. 8.2 Two, California State Preschool Program CSP self-evaluation fiscal year 2024 2025 California Department of Education CDE survey. Motion passes unanimously. Uh 8.4. Instructional continuity plan. Superintendent Sla. Can you please? I'll turn

143it over to assistant superintendent uh Sandra Garcia. Yes. So, this is a new requirement um that we uh every district needs to um approve an instructional continuity plan uh in the event of a um um catastrophic uh event such as like the fires in Los Angeles or a pandemic, something like that that it there are requirements in it that we have to have communication with families within five days and um instruction within 10 days I believe of um of the said um catastrophe and so um we have to have this approved by the board um by July 1st and that is why we bring that to you this evening. Okay. So I have a motion. Do I have a second? I have a second. Any public comment on this item? Uh, no public comment. Any

144trustee comment on this item? Seeing no trustee comment, let's vote. All in favor of 8.4, raise your hand. Okay, motion passes unanimously. 5.0. Uh 8.5, plan for student achievement SPSA for 2025 2026. I have a motion and a second. Superintendent SA, would you speak on that? Yeah. So, this is um like I mentioned when I was introducing the uh strategic plan. Uh this is a plan the single plans for student achievement uh that the sites have worked on. Uh school district staff has worked with them as well to uh begin the alignment with our uh strategic plan. Um uh what I'm also uh what I wanted to share with you is that beginning in August uh the principles will be coming back uh to you and they're going to be giving you a brief presentation

145of the priorities that they're going to highlight uh that they've highlighted in their plans uh beginning when I'm sorry in August. August. In August. So you'll get to see and and ask each of the principles questions around uh their plan and the goals that they've set and the priorities. So they'll be coming back to you. Thank you. Okay. Thank you. Okay. So, um can I just add something? Sure. That um some of the schools that have um are receiving new families um they will be um engaging more families in the process and some revision will be happening to the school plans um at the beginning of the school year. So, they will be brought back again for approval um sometime in the fall. That's good. Okay. Thank you for that. Um so, I have a

146motion, a second. Any public comment on item 8.5? Uh no public no comment. Any trustee comments? Uh seeing none, let's vote. All in favor of 8.5 raise your hand. So, the motion passes unanimously. 5-0. Uh so, the next one is a Williams uniform complaint. Uh you can all see that it's a report. Uh, so I have a motion on 8.6. Do I have a second? Second. All in. Any public comment? No public comment. Any trustee comment? No trusty comment. All in favor approving 8.6. Raise your hand. Uh, motion passes unanimously. 8.7 Kango designation of California State Preschool Program CSP facilities responsibility Cesar Chavez Early Learning Center and Cesar Chavez Center. So, I have a motion and a second. Any public comment on 8.7? No public? No comment. Trusty comments, no comments. All in favor of

1478.7, raise your hand. Uh 508.7 passes unanimously. California State Preschool Program, CSP contract, CSP contract 5528. I have a motion and a second. Any public comment on 8.8? No public comment. Trusty comment, no trustee comment. All in favor 8.8, raise your hand. 5-0. Motion passes unanimously. Um contracts over $100,000. Madam President, we did move. There's 10.2. Where's that at? It's not before 9.1. That's the one you called it up. Guess what? We're going to move 10.2 after because he's not here or we can approve it now. Or not approve. Okay, we moved it forward. So, we are now taking uh 9.0. Do I have a motion for the contract? 10.2. Uh, yes. 10.2. I move approval. Okay. Do I have a second? Okay. I have a motion and a second. Any public comment on 10.2?

148No public comment. Any trustee comment on 10.2. No trusty comment. All in favor of of approving 10.2, raise your hand. Motion passes unanimously. 5 on 10.2. The next one we're going to take is I see her up. Yes. Um the 9.1 approved the uh orenda services contract for the 2025 2026 school year. This contract will provide services including equity leadership and intensive professional learning sessions, administrative coaching and data review to support student acceleration and address achievement gaps submitted by academic services for $425,139. I'll make a motion to approve. Okay, I have a motion. I have a second. Any public comment on 9.1? Seeing no public, no comment. Any trustee comment on 9.1. There's a presentation there. So, we're gonna now do the presentation. There is. Thank you. Let me introduce uh Dr. Tara uh Big

149Bford who's been doing such a great job in working with Arenda to um uh you know to put together this scope of work. Um and do you want me to give him the why don't you give him the green and and can I just make a quick statement? So on the agenda, we've had what three presentations? None of them say for presentation. So in the future, in the future, if we can, if it's going to be a presentation, can we please put presentation? Thank you. Because I think I called him sooner than later. You know what I mean? Go ahead. Great. Good evening. Um, President Chavez, trustees, Superintendent Serta, community. Um, I appreciate you all being here tonight. And we're gonna first show you a quick clip video of um, our second video referencing what

150our principles have been through with the power clinic work and looking ahead to what's to come. And then I'll just give you a brief blurb. And we wanted to share a principal experience after that. So Daniel, if you could pull up the video, play the clip. action. We've got some superstars in this room. Some aren't they all? They are. Yes. So this morning we got the results from our baseline system study with our principles. And essentially what we did was look at the data that was being produced around our college and career readiness that we have from our students in our district graduation impacts and also looking at our state assessment data compared to local uh middle school grades and how that all comes together to build a student profile of what student performance is

151looking like in our district. the systems baseline study. It's giving us the data that we need to make powerful changes in our classrooms. So, I'm very excited as a classroom teacher to be able to take the information that we have gotten from the baseline system study and be able to align standards, use these standards to help create meaningful assessments. And these are things that in the past haven't come to fruition. In the past, the district, the school sites have worked to try to get alignment and systematic work done, but it hasn't always been as successful as it could be, mainly because of the challenges that uh either site leaders face or that grade levels face and they need that additional support along the way. Um, also it's great to know that there are going to

152be opportunities to do grade level uh collaboration doing that vertical articulation where we can see what our students from the previous grades should have been learning and what students in the grades above will be learning so that teachers have a good understanding of where students need to be headed. Our students are so capable of learning and able to achieve anything. And as long as we're setting up the systems for them to be able to thrive in our classroom environments, um they will have a great outcomes here in Alam Rock. What what became real clear is that um despite everyone's best efforts, um our students are not performing to their full potential. Um, it's real clear that we have a incredibly talented staff that's working super hard day in and day out and it's also real

153clear that our students have a lot of room um and opportunity for growth and development. We spent a lot of time digging into uh resources uh looking at grade level standards, looking at item specifications. we were able to explore different types of tasks that students are going to pre be presented with so that they can demonstrate their knowledge and their mastery of specific standards and grade level skills. Um, and so for me as an instructional leader to have that knowledge, to have that information, I'm going to be better positioned to support my teachers as they are developing lessons, as they're analyzing student data to inform and their instruction and their teaching. We're coming together and saying that that high quality first instruction is the number one lever. And if we do that well across all

154classrooms in Rland Rock, we'll be able to show that with good tier one instruction, less students will need to go into tier 2 and tier three interventions because we're getting them engaged and motivated to learn in their classrooms. Within our district, we have amazing superstars existing in silos, cohorts of teachers doing some amazing things. But essentially, we want to really build that out into a greater constellation. We want to do this system work and really look at these standards and develop out skills not just with one teacher or a cohort or a school, but with all the district. Um we started with our principles today and the purpose of that was to really build that capacity within our instructional leaders um to be these headteers really facilitating the work alongside their teachers and supporting them

155as we develop out systematic approaches to those results. So on August 8th, we're going to be bringing these results forward to our teachers at their district-wide PD day, and we'll start to dial into next steps with our teachers to systematically look at standards and how we can best approach really targeted skills with our students. [Music] All right. So, we're pleased to present the contract for Arenda Ed to commence the second phase of our collaborative partnership. This engagement is a crucial step in advancing our instructional programs and ensuring equitable outcomes for all of our students. This past spring, as we've mentioned before, Arenda successfully completed our comprehensive baseline system study. The initial phase involved a thorough review through teacher surveys, principal consultations, classroom observations, and in-depth analysis of existing artifacts. The findings and their proposed framework

156were subsequently presented to our site administrators, district instructional leaders, the area exec board and board members. Arenda ed foundational work um culminated in five key recommendations which will guide future efforts in aligning our instructional programs and a lot of this contracted work starts the journey to do. One was creating a student centric data collection which establishes a data collection system designed to accelerate student learning um instead of remediate. Number two, instructional alignment, ensuring coherence across standards, curriculum and assessments to meet the diverse needs of our student population. three, strategic initiative limitations, focusing on um the limited number, really taking a look at how many initiatives we're doing and honing in on a few key pieces to really get our experts up in it. And um four, looking at backwards planning for acceleration versus little baby

157step planning, right? We want to look five years out and backwards map that um for actionable steps. and five, cohesive leadership development. So, strengthening our leadership efforts and building their capacity to support our teachers. The next phase for the partnership will translate these recommendations into actionable steps as phase two directly impacting our classroom. So those key initiatives are going to be one this baseline system work really issuing that out to the greater public our teachers um learning and applying the acceleration framework. Um and then establishing those key essential standards matrices in English language arts and mathematics in this coming year. collaboratively developing teacher created standardsbased assessments to monitor student progress and acceleration and also as I mentioned continue to build capacity with leadership by providing power clinics for our site leaders intensive workshops and data

158sessions with the district leadership as well. The acceleration framework also emphasizes establishing a clear floor of norms for our core tier one instruction, incorporating guided practice, accelerated breakouts, targeting small groups and one-on-one tutoring, and even aligning these efforts with our afterchool programs. For this current year, phase one of this new contract will specifically focus on empowering teachers to establish those robust foundations centered in standardsbased instruction in their core instruction and effectively monitor student learning for those learners. We look forward to our comp continued positive impact of their partnership on our district instructional excellence and student achievement. And with that said, I want to hand this off to Dr. Servento who herself got to experience this work and share a little bit about her experience. All right, I'm a little short so make sure you can

159hear me. Um, good evening President Chavez, um, trustees, Superintendent Serta, and esteemed members of the board plus the community. I want to thank you for this opportunity to speak on behalf of Arinda. Um, I am the proud principal at Hubard Media Arts Academy. You heard me woo hoop a few times this evening. Um, as a site leader and an educator that has been in education for the last 30 years. I'm dating myself. I have seen initiatives come and go. I was kind of remembering that back in 98 with Proposition 227 when it was trying to eradicate Englishonly teaching and now we have dual immersion programs. CSTs going into Common Core. um when we're talking about Arinda and the systems base that I want to echo that beautiful video um and some of my colleagues saying

160that our teachers are doing wonderful things um but we aren't just pushing that needle um so I stand before you today with a strong recommendation and a sense of urgency and express my wholehearted support for the opportunity to bring Arenda education into our district as a strategic partner. Um while we have not fully had um the chance to implement Orenda's full model um what we have experienced so far has been amazing. Um I appreciate uh the framework by Dr. Robin uh Lasal and the Arinda and how they are maintaining the uh transparent communication not only with us as site administrators but ensuring that that communication happens with our teachers union. Um, I've already had some amazing conversations with our teachers around this work so far. Um, what I see in Arend is more than a

161professional development. It's a comprehensive research-based systems approach um that speaks directly to the challenges and aspirations that we're facing in our education community. I know that they spoke to already the framework and how it's um aligned with curriculum alignment. This is not a theory. It's actionable. its strategic work um that has led to measurable um schoolwide improvements in student outcomes in districts across the state. Um and while that what's most compelling is Arinda's commitment to building internal capacity so that the progress is not only achievable but sustainable, I believe that our district needs consistency and a meaningful collaboration and we want to move from good intentions to align systems that reflect our belief in our students uh potential. We can't do this alone. uh we need a thought partner with experience and vision and a

162proven record of success. So that's why I urge you to consider a formal partnership with Arenda Education and I believe this collaboration could be transformational not just for my school but our district um as a whole. Uh we are at a very pivotal moment and with the right support I believe that we can accelerate the achievement and closing the gaps in ways that are both bold and lasting. So thank you for letting me say my little piece. Thank you. Thank you. to approve. I think we I think we did it already. We got a motion in a second. So, I'm going to go for public comment. Uh, seeing no public any trusty comment? Seeing none, let's Oh, you do? You know, uh, well, no, no, no. This is it. No field trips are being being,

163you know, going on. So, no, no, no voyages until the fall, right? Principal Sarmento, I I know you're always, you know, uh I remember you cheering the loudest of anyone at Rock the Court, right? No better cheerleader for Hover than you are, but I I wanted to say and you know, I've shared my thoughts with the administration and I think uh you know, uh kind of like what Prince Principal Sento said, right? We've been sort of like spinning the wheel and you know this program and that program over the years and you know uh we haven't had the consistent gains that you know we as a district you know have the potential to make as well as you know ways to sort of you know to in you for lack of a better term bring

164backs confidence in you know from the part of you know many residents uh you know regarding uh our academic offerings right so it's in that spirit that you know I'm supportive of this item and you know uh I hope that my colleagues will think will consider the the potential of this you know partnership and you know uh what is it does they say we we've tried so many things you know may you know um it's time to look back on our own practices and see you know you know take a really long hard look at what we need what we need to move the needle going forward okay you and then sure um yeah I think um as mentioned earlier we're an academic institution ution first and foremost. Um I think this is a really

165good idea to get the middle needle moving in the right direction. And um I think I'm most excited because you know all these state tests happen every year. So you know we'll know within a year whether or not the needle is moving in the right direction. Um and I look forward to supporting um I've been asking principles what do you think of it? And all of them have really good um thoughts and comments to make. So I'm going to take the question now. All in favor of Oh, I didn't see your pan. Go ahead. Thank you. Um, yes, I, you know, I'm glad to hear the updates and especially those of you that are involved. Um, having pushed for the phase one, you know, and um, important to hear the feedback and happy to know

166that we're like already it just felt like they came in to do the work as, you know, we hired them to do and also our staff were ready to, you know, get in. And so, um, I'm happy definitely to support phase two as well and to see this play out and, um, you know, eventually see this test scores, right, uh, rise and our students feeling confident and, you know, just passing schools and going to college and all all these amazing things that will continue to happen. So, happy to support this as well. All in favor for the vote on 9.1, raise your hand. 50. Motion passes unanimously. Fine to uh Approve the Glen Price. You guys are that excited on 9.2. Approve the Glen Price services contract for the 2025 2026. This contract will provide

167virtual support in key areas of community schools implementation submitted by social emotional learning for $185,000. Do I have a motion? Second. Okay, I have a motion and a second. Any public comment? No public? No comment. Trustee comments. No, just one quickie. The contract is for 80,000. What did I say? 185. I just gave I think I said 180,000, but if you want to give them five. No. Okay. So, it's 180,000 folks. Okay. Now, for the question, all in favor of approving 9.2, raise your hand. Uh 50. Motion passes unanimously. Approve the Creek Side School Services contract for the 2025 2026 school year. This is item 9.3. This contract will provide a nonpublic school that provides individualized instruction behavior behavior support services to autistic or severe behaviorally disordered students submitted by special education for $155,630. Uh

168I heard a motion, but I'm not sure who made it. Okay, so a motion by uh Vice President Keto. Do I hear a second? Second. Okay, a second by uh whoever made it. Okay, any public comment? Seeing no public comment, any trusty comment? No trusty comment. All in favor for 9.3. Raise your hand. 9.3. Motion passes. Thank you folks. 9.4. Approval of row health contract 2025 2026 school year in the amount of $550,000. Second. How much? $550,000. Thank you. Uh any public comment? No public comment. Any trustee comment? No trusty comment. All in favor 9.4 Raise your hand. 50 Z. Motion passes unanimously. 9.5 approval of the merges healthcare staffing incer contract 2025 2026 school year in the amount of $100,000. Okay. Uh so I have a motion and a second. Do I have any

169public comment? No public comment. Trustee comment. No trusty comment. So uh let's vote for 9.5. All who approve the Americas Health Care stepping, raise your hand. 5 Z. Motion passes unanimously. 9.6. Madam President, I would ask that we pull this item or we table this item to the next meeting. That way we can bring it back and have the language of the contract narrowed down. In the past, we've had that done for contracts we had with other law firms. That way we ensure that it aligns with the strategy that the board is taking to ensure that everything goes through one uh legal counsel and that um the subsequent or the other contracts are used for very specific reasons. see that you're reading this uh contract looks a little open-ended, a little bit open. And if

170in fact something's needed immediately, we see that in attorney Ruiz's contract, it's pretty uh there's no markup in sending more jobs out to somebody else. So there would be no hold up or anything like that. Okay. Do I have a second on this motion? Second. Okay. So I have a second. I will take public comment first. No public comment. Trusty comment. Um, I guess the only thing I would ask is if there's any work that's currently being done that uh there would be some issues in something like this happening that there actually is work being done. We have title N which is really for student services. Um I I guess what I'm trying to understand is what about the contract is not specific. I think I was pretty clear in my comments when I stated

171that it's very open-ended. The contract language states that the client just simply requests services. doesn't say that it's for title N services or for student services in particular. In the past, uh we as a board have given direction for legal contracts to be very narrowly focused. For example, DWK uh for one time started doing services for uh teacher complaints, for um classified staff complaints and um and so we we narrowed that down. We took away the the their involvement in teacher complaints and let and left it only to classified staff. So, we've done that in the past and the work that they're doing would continue. It would just be through attorney Ruiz's services, which would be just for a month and uh there's no markup in that month because he doesn't charge anything extra for

172getting those services. Got it. So, just for a month. Got it. Okay. Because we bring it back. I guess the only thing is are they working on something right now that if it ended right now that Reese needs to be on like right now and that Reese is able to. So, I'm just wondering, I'm all for reviewing our contracts and ensuring that, you know, it's focused and that we're spending our m money appropriately. All for that and I think that's important. So, I'm I'm I'm going to vote yes on this motion. The only like information that I think if there's current legalities that they're already working on and have spent hours that if there's an overlap and if Ree says yes, I can like he hasn't said yes, I could take it all and we

173don't know what that is. is the where I'm a little worried. Okay. President can respond. Go ahead and then I'll president in attorney Ruiz's contract clearly states that uh he can go ahead and take on work and if he's not able to do it like example the title line stuff that he's not he doesn't do currently right now he passes it on for example to loan Smith through his contract and there's no markup. So we wouldn't pay anything extra because he wouldn't charge us for that. We would still get the services. Thank you. I was going to say the same thing. So, in different words, but uh so I'm going to take the vote because it sounds like we have a consensus. So, all in favor of Trusty Canto's motion, please raise your hand. Okay.

174So, we are pulling it right now. Thank you. So, it's been pulled. Moving on to 10.1 approval of the Kango first 20. All right. So, it was 42 million for the two million that I mentioned previously. Thought it was going to be a change. And I'll just and I'll just add an extension term request for an additional four months to provide the licensed California state preschool program at Cesar Chaveis Early Learning Center and Cesar Chavis Preschool Center. Thank you for helping. Okay. Um so we have a motion and a second on item 10.1. Any public comment on 10.1? No public comment. Any trustee comment on 10.1? No trustee comment. All in favor of 10.1 raise your hand. Motion passes unanimously. 5. Um, I move to approve the consent calendar 11.1 through 118. Okay. I have

175a motion to approve the consent calendar in its entirety. Do I have a second? I'll second. I have a second. So, any public comment on consent calendar? Uh, no public comment. Any trusty comment on consent calendar? phone. Okay. Um, no comment. So, let's vote. All in favor, raise your hand. Okay. Uh, motion passes unanimously.
