Oh, come here. You can use the library. I don't see one more minute. Good evening and welcome everyone. to this special board meeting on Monday uh June 2nd, 2025. Uh Miss Patricia, can you please do roll call? President Linda Chavez, present. Vice President Andres Cantero, present. Clerk Menfam, present. Member Corina Loera Era, present. Member Menwin. Superintendent Heban Serda, present. So we have quorum and we this meeting is being recorded. Uh can you all stand for the pledge of allegiance please? I pledge algiance to the flag of the United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all. Thank you. So uh moving on to 1.2 the discussion and or modification of the agenda. The board may change the order of the business

including but not limited to an announcement that an agenda item will be considered out of order that consideration of an item has been withdrawn, postponed, rescheduled or removed from the cons consent calendar for a separate discussion and possible action. Uh welcome everybody. Uh and let me give you the welcome and the explanation to the audience. Any person may address the board on any item on the meeting, but seeing that this is a special board meeting, it has to pertain to um what is on the agenda. Uh so um we are going to limit the public comment to 20 minutes and uh seeing that there's not that many speakers we will allow for two minutes on this agenda stated. So um any public members who wish to address the board please do so now. Seeing no

public uh members uh we will move on. Uh Mr. Sa is uh do you have a comment that Yes. Okay. So, okay. Go ahead. Actually, it's going to be on item 3.1. So, um, you can address it now or better yet at 3.1. Thank you. U Madam President, actually not 3.1. It would actually be under uh 4.4. 4.4. Yes. 3.1 is a a approval with a amended and updated job description and salary schedule. Okay. So, if you do wish to go now, go ahead and go. And so the timer's up there and you have two minutes max. Okay. Um uh as a parent I have a child at Okala. She's an honoral student all year long. She's been she's loved by all her teachers and made even star student. I guess like that's student of

the month. and um she has some medical issues and when I reach out to Miss Brown, she doesn't get back to me and I feel as a principal back to me if I'm responding to those letters that I'm getting. And also my daughter doesn't feel safe sometimes with Miss Brown because she feels like she's being bullied and targeted. She's been talked about her dress code. My daughter's very self-conscious of breaking rules. She's been in elementary school, not one ounce of trouble. And she was going to be here tonight, but she got sick. I just want to know like how's she going to handle the school next year with a lot more students. Is she going to get back to us when we need to get a hold of her? Poor Mr. Stickles had to wait

till he came back from grievance of his father passing away and he's the one that handled it for us. I'm just a little concerned with the student she has now she can't get back to parents and that's what I wanted to let you guys know. Thank you. Oh, and I also send an email to the superintendent on May 16th regarding this issue. She's going to get your information. Okay. Thank you. You can go now. Hi again. Uh Dina Lopes, teacher, parent of a current student and parent of an upcoming student at Okala. Um I know doesn't matter what I say, the decisions been made and I've been very clear about how I feel about Sharon. Um, if you've been in education long enough, there's no such thing as a perfect school. There's no such thing

as a perfect administrator. There's no such thing as a perfect staff. It's there's no such thing. Um, I could stand here for a minute and a half and tell you all the reasons why she's great, but that's not why I'm here. It is a little bit, but I was lost 10 days ago, and I'm still lost. I'm lost about being lost and confused because I chose to not disappoint 30 student athletes and attend a meeting that I was given 24 hours notice. I'm lost. I know nothing. So those of us who on a Thursday, the collaborative time which we're told to use wisely, those of us who were had prior commitments and made the choice to put our kids and our activities and all those things first, we were left in the dust. We don't

know anything. And that is the biggest concern. When we went through all of the shuffle last year, Caesar, I appreciated so much how often you came, you and others came and had a conversation with us. And when we came here last time, that's what we asked for. I don't know what's going on. I mean, I will take the the politics of my eighth graders over what you guys have to do. My hats off to you. It's just a horrible, horrible, horrible feeling to be this. invested and feel completely lost and I hope that there is a plan to help us feel better and our families. Thank you. Any further public comment? Okay. Um any trustee comments? Go ahead. I don't have a comment, but I would like to ask uh if we can bring up

uh council so that uh council can explain as to what are the limits on informing the public about personnel matters because as somebody who's an educator, I know that I'm protected by the ed code, by state law in having my personal information, personnel information being disclosed in public. Much like we talked about last time, we are all many of us here work in education. We know that that's something that you don't do. So I think it would be it would be beneficial to have council in inform us here as to what the limits are of letting people know about personnel matters in a public setting. Thank you. Uh Mr. Roelio, can you please? Yes. Uh good evening board. So unless um uh any individual's personnel situation is already the subject of an open session agenda

item, which routinely happens uh in open session and regular meetings. you all approve personnel matters on a regular basis. Uh but unless something like that is on the agenda, um any uh any specific personnel issue relating to any specific employee uh is not appropriate for response in an open session and those items should be strictly limited to close session uh personnel matters because of the confidentiality and privacy rights of employees in the state of California. Thank you. Thank you. No, sorry. Thank you. So, um we will move to uh three human resources board discussion and interaction. The board may take action on any item in this section unless is it it is designated for information only. So, um Mr. Yes. I I'll have um Assistant Superintendent of Human Resources, Mr. Tariq, is going to talk

to this item. Thank you, Superintendent Sen just bring in this item uh for your consideration. Uh we do currently have one person that is principal on special assignment has been in that position for the entire year and we noticed that the job description is from I believe 2020 and it really uh does not meet the needs that we currently have for that position. is not a match. It was certainly based on technology support and other items that did no longer matched and also uh we took that as an opportunity to update the salary schedule which is also on this item to include the title of principal and special assignment just to kind of clean that up. So it's really two things really updating it to align with the strategic plan of the district updating to

align with the superintendent's needs for that position and also update the salary schedule to indicate what that person is going to be making. So that that is the reason for this item. Thank you. Okay. So moving to um 3.1 consideration and approval of amended and updated job description for principal on special assignment and to approve updated certificated management salary schedule to include principal and special assignment positions. Under the direction of the superintendent, the principal on special assignment or POSA POSA will provide support, assistance, and guidance in the support of the implementation of district initiatives that are in alignment with the goals and objectives of the district strategic plan. The principal on special assignment primary responsibility is to coordinate the leadership activities associated with supporting aspiring principles, assistant principles, and novice veteran principles. It is the

recommendation of the superintendent that the board of trustees approve this item. Do I have a motion? Motion to approve. So I have a motion. Do I have a second? And president, if I may suggest to take public comment on three 3.1 first and then go to trustee questions. Sure. Uh so we'll take public comment now on this item. Going once, going twice. No public comment. So question. Go ahead. Um does this um the the principle of special assignment looks like it's increasing in responsibility. Does it align with the resolution that we adopted with regard to um limiting the management uh the increase in management because um this is now a direct report to the superintendent. So I'm just wondering if that shift changes anything and it it turns it into a management level position. And

you mentioned that the scale changed. Does that trigger any sort of shift and that person is now in management? No, it is in in alignment with the resolution and certainly the the person that's already in that position is already making the pay that we it's just a cleanup of the salary schedule. So there's no increase in in cost but certainly the first thing we looked at is it in alignment with the resolution and yes it is. Yes. question to the administration then um you know uh we we have you know we have two types of principal of elementary sites principal middle school sites. So uh the the principal on special assignment this uh it is which which principal type is it benchmark towards? So if you're asking where does it land on the salary schedule

it is the same pay as a middle school principal. Just to be clear, you know, supplemental question, you know, you know, as the author of the the the cap on administrators. All right. So, if I remember correct, so this is still with, you know, within the 46 certificated administrators allowed under the resolution. Correct. Did I see your hand? Okay. And that's any further questions. There's a Is there a motion? There's only a motion. Nobody a second. I'll second for, you know. Okay. So, we have a motion and a second. Uh, is there any more discussion or are we going to vote? Seeing no more discussion, let's vote. Um, all in favor, raise your hand. 5-0. Motion passes unanimously. Okay. So, we will uh now be going to close session. U Mr. Uh, Superintendent Sarda, would

you please um Uh, yes. We will be going into close session for 4.3, public employee discipline, dismissal, release, reassignment. Uh, 4.4, public employee appointment, public employment, uh, government code section 54957, titles, principal and principal and special assignment. And then 4.5, conference with legal counsel existing litigation. And that'll be it. Thank you. Thank you. So right now to take public comment on items in to be discussed in close session. Okay. Any public comment on close session items? Um so I just want to clarify if I sound like I'm trying to get information that's confidential. That is not my intent at all. So I just want to apologize for that. Um, I I do ask that when you go into that room and you make your decision about uh our principal um that you ask yourself, are

you doing what's best for our kids and our school? Um, a lot of decisions are out of your control. We are losing our front office staff, basically all of them. We have we're losing our community liaison. We are losing our custodian. We are losing those people that without them it's hard to run a school. And now on top of that, losing our administrator when our sta our staff is doubling, our student population is doubling, that's a huge obstacle to overcome. So just please ask yourself, are you doing what's best for our kids? And did you give all parties involved the same investment and respect and time as far as their thoughts and feelings of the whole situation? Because unfortunately it does not feel like that. It feels like certain people were able to share their

thoughts and feelings and others were not. Thank you. Thank you. Good evening. Veronica Talton, a performing arts teacher assigned to Okala for next school year. Um, and also a constituent. I just want to say that um, there's been information out and people are not exactly clear on what's going on. As someone who's new and has only gotten information basically about what my room assignment is, it's very unsettling once all the dust has settled from the school consolidations and closures to see changes once again. So for transparency sake, I just ask that there would be full communication to the community and to the students and staff that will be working there next year. I'm sorry. This is I'm taking public comment only for what's on close session. I know. Okay. So I I don't see what

you're saying here. 4.4 4.4 for Okala. Okay. Yeah. And so what I was going to say is that um you know there's already a lot of displacement and things happening in the district in general and this month in particular when people can make the decision to stay in the district or not stay in the district by the bargaining agreements. I just ask that you all would take into consideration everything. We don't want to lose good people from the district. So that's what I wanted to say and I believed I was talking in reference to 4.4. If not, if you don't feel that that is, strike it from the record. Thank you. So, right now it's 7:18. Um, we will be going into close session immediately. Um, and I'm saying I'm thinking it's going to take

an hour and a half or let's just say we'll be back at 9ine. If we're here sooner, then we're here sooner. Thank you. [Music] We're back at 7:52. Mr. Toico, can you please report up? Thank you, Madam Board President. Uh, close session items 4.3 and 4.4. The board by a vote of 50 approved the reassignment of one principal to the position of principal and special assignment effective July 1st, 2025. and the board by a vote of 50-0 also approved the reassignment of one principal on special assignment to the position of principal effective July 1st, 2025. There are no further actions to report. Thank you. Okay. So, uh we have a another board meeting on June 12th at 5:30 and hope to see you all there.
