helps them with what they're struggling with second reason is that there is a system to help teachers when some students are misbehaving like accountability points and restoration levels we have Mr Tucker de of students who helps with misbehaving students lastly we have a help we have helpful teachers who pull students out of class to help students that have been struggling with any needs sometimes they are in special programs or sometimes they need emotional support overall I think ala Blanca aado is incredible School as they have taught me many things that I never knew we learned really well here so please keep it open Este steem trustees um we have a young lady who wants to read her part in Spanish she already has it in English but she can't read it inl I'll help her
read it in English for the public after she's done in Spanish okay for hello my name is Carla Flores and I am an eighth grader at Blanca Al Alvarado school I first came to Blanca in fifth grade so this is my third year and at my amazing campus be um before Blanca I didn't have a great academic experience I often felt like teachers did not try to understand me and I lacked support my family would come in to talk to them and it never changed the environment did not feel friendly so my attendance was really poor coming here though right away my teachers reached out to my family telling them they wanted me present they spoke to me to make me feel more comfortable and confident they even helped me make friends with this support
I have developed strong friendships and all my grades have improved teachers put me in small groups to help me academically they support me with Spanish translation but also make me practice my English this means I have improved a lot while I while also feeling taken care of I feel confident that moving on to high school next year I will be ready because of this I now ask you to please give our school the chance to remain open so that they can continue to help students grow socially and academically like I have thank you hello my name is Genesis Lopez I an eighth grade at Alpha Blanca AV School I've been in Alpha for 3 years now and it's been one of the most interesting experience I had in my whole life for instance we had
a water party last year when we reached to stage five for our good behavior as a whole grade level it was fun and really crazy in a really good way we had so many Futures one of them that we had last year was the California acmy of Science in San Francisco I was with my friends most of the time we learned about so many different animals and plants they had really beautiful flowers in there are so many teachers that care about you so much and deeply that will always care about you what you would do in the future and try to get you somewhere in one day whenever you're upset there's going to be a teacher or whenever you want to talk to a teacher there will always be Wonder there are so many opportunities
in here especially Sports I played basketball for the past year and I loved it really much and I was really good at it thanks to my coach there are other opportunities like art student government and there's so many more here at ala you can make so many great friends I have had friends since I was in fifth grade you can make really good memories here so please keep Alpha open to continue coming back to the place I love thank you okay thank you I I guess we had enough uh public comment any truste comment sure uh speak um thank you so much well can I motion to approve and then open so a motion to approve this item and then if somebody can second it then do I have a second there's a second a
sec okay we have a motion from trusty Corina Lera and a second from BP kto thank you um so I'll move on with my comments so first of all I um want to publicly state that obviously I support you know our alen Rock School District and our Public Schools um and as a parent right um I also support parent choice um and you know I'm happy to hear from the students and um I've been able to do some tours and um meet with parents of alpha uh Alvarado because I also know that a lot of our students in Alam Rock attend that school so as a leader in my community it's important that the children right that I know are doing well are getting the education that they deserve and the services and resources and
so um for me it's a part of though to you know publicly state right public schools and also um that parent choice and so uh thank you all for showing up um I did mention earlier you know I I I know I saw a lot of the youth um and students uh it's my favorite to see you know the students come and speak on the mic um you know get that uh support uh practice their speeches uh because eventually you're all going to be in spaces like this or you maybe a superintendent so thank you all for coming um okay so we're getting it translated um so with that I'm I don't want to you know keep us here forever um I will be supporting this item tonight thank you mandra can you please speak
on that yeah um good evening um I just wanted to um um say that we've done the analysis of the charter for Al we conducted a physical and facility review um and I wanted to first off thank um our team for doing the work for that um our human resources our instructional services our business services and our um uh facilities um for helping with that review um there are two items that I do want to make note of um while reviewing the um the renewal proposal and the first is um just wanted to point out that there was a typographical error um in the charter I know you're aware of that um legal council was in touch with your legal council and that's going to be corrected so that was one and two is that
after review of the dashboard and um the state data we do just want to make note that um the student performance at Alpha is um equivalent to the student performance at um Al School District so um we're waiting to review the data that's coming in the next few months but wanted to make sure that that was um stated publicly um but all that said um staff is recommending renewal of the charter for the time period of July 1st 2025 through June 30th 203 thank you Miss Sandra and so now um I guess we could just vote on it oh I'm sorry I didn't see you go ahead okay um I want to thank uh all of you for coming out this evening I think it's important to always be engaged and so I'm very appreciative
whenever we have folks come out and uh lending support to what they feel is important um obviously uh I am on the elen Rock School Board and my commitment and my priority is our alrock schools um we are facing some some series challenges right now uh as has been expressed in the media but uh nevertheless I think there is opportunity for us to work together we've been Partners uh in uh for a long time and um and uh in the time that I've been here uh I can't say that we've had a situation where where Alpha has been uh purposely attempting to do harm or do something wrong and so I I'm very appreciative of the partnership and the the positive working relationship that we've had thus far I'm looking forward for it to continue
in the future uh the statement from our staff uh from assistant superintendent uh of student services is exactly what I was looking for um the idea that the school is out there providing um an education that is not at par with what our local school district is providing is something I'm not suppored uh of and so I'm looking forward to you being at far with Al Rock and if not exceeding that and looking forward to seeing that success because I think the kids deserve it and that's I know that's what you're trying to do so looking forward to seeing that success in the future for um thank you all to the alpha parents for uh be coming alongside the children and it looks like you guys are doing a real good job the children look
healthy and happy and it looks like they're moving forward and I want to thank the staff and for all the good work that you do we continue and hopefully we can continue another five years um but good job done thank you so we will be be voting now um all in favor of approving the um motion raise your hands so it's three in favor um all opposed one opposed that's uh trusty Min bam is oppos Miss Maribel and one is absent so the vote is 3 to one uh motion carries and I will be closing the public hearing right now at 6:46 uh congratulations thank you here you go well I talk to myself don't go night Mr trii if you're still out there can you please uh give them one more minute to exit
and then we'll close the doors thank you e okay moving on to 202 uh this is information action fiscal stabilization plan Mr Manny can you yes speak on that thank you um board member Chavez um we're required because of our uh budget situation to submit a report um to the county addressing how we plan on addressing the budget deficit that we have and um to be brought to the board um I want to mention that the assistant superintendent U Teresa and I and our new superintendent Arman met with the county went through the fiscal stabilization plan and we're pleased to bring this to you um this evening for your approval um with again um as you you'll find out with the potential of amending it in December they're waiting for us to see what we're
going to do to make sure that we balance our uh our budget so thank you trace I'll turn it over to you good evening board president travez vice president Cano members of the board members of the community um it's always my luck to follow very talented students like that but thank goodness the live audience is much smaller for my presentation so I'm thrilled um as the interim uh superintendent Mr Barbara said this is a requirement of the County Office of Education um approving our budget for 2425 and the fiscal state stabilization plan it's basically based on the board approved uh consolidation plan that you approved back in May all right the fiscal stabilization plan I'm going to summarize the approved comprehensive budget solution plan which is the closure of the nine School sites which was
adopted by the board on May 21st 2024 it also includes savings from vacancies that weren't filled and cost shifting of other positions to other funds we also had lcap savings starting this fiscal year in fiscal 2425 it also incorporates district office staffing reduction starting next year when we have fewer sites we'll need less support staff and we also Incorporated certificated Staffing reduction starting in fiscal 2627 um I will go over all of these in detail in just a minute there's also some Revenue considerations that are not part of the approved budget uh because we don't know what they are but there are things for us to consider and then there's other considerations and next steps and then the timeline for school consolidation process this is a summary of the savings that are in our adopted
budget and the multi-year projections the closure of six elementary schools and three middle schools will save us about $10 million starting next year in fiscal 2526 and then the year after TW fiscal 2627 the vacancies that weren't filled and positions that shifted to other funds uh we're going to save $893,000 starting this fiscal year which will continue for the next two years the lcap Staffing and contract savings uh we shifted $1.3 million from our unrestricted general fund to our restricted programs so again those programs did not go away but we were able to move them to restricted funding mostly the elop the Extended Learning opportunities program we incorporated district office staffing reductions of $1.8 million starting next year and the year after and then the certificated Staffing reductions due to declining enrollment we have uh
projected a reduction of 10 teachers starting in fiscal 2627 and an additional nine teachers for uh class- siiz loading or class siiz efficiency this is a more detailed slide of the adopted School consolidation the board adopted option seven it was a variation of option one it's the closure of six elementary schools of an average savings of $987,000 for a savings of 5.9 million and the closure of three middle schools at $1.3 million average savings for a total of $4.1 million for a total Savings of $10 million for the nine School sites this is option 7A which is not part of our adopted budget uh the board also left a an option 7A which was to convert one of the middle schools to a dual immersion that would mean only a savings of $8.7 million because
we would be keeping one of our Middle School sites open so the savings would only be two Middle School sites these are the positions that would be reduced for an elementary site the average savings adds up to $987,000 it includes all of these sites plus the utilities for the site this slide is the average savings for a middle school which would be 1 million 383,899 when we um close a Middle School site this slide is here for reference we don't have any tk8 sites for closure in our adopted budget um but if the school consolidation committee decides to consider a tk8 the average savings would be $1.3 million with the reduction of these positions and the utilities for that site this is included in our adopted budget these are the vacancies that weren't filled and
positions that shifted to other funds we had an operations manager vacancy that we decided not to fill so we had a saving starting last year and then for this year and next year the Director of Human Resources uh Dr Clon left our district and we decided not to replace that position so we have a saving starting this year going into next year as as well we did the same thing with one of the coordinator positions in academic services so when that uh position when that person left Alam Rock we decided not to fill that position so that is a savings for 2425 and 2526 then all these other positions the assistant superintendent of business we moved half of I'm sorry a quarter of my salary to bonds for the payroll manager we moved a quarter
of that person's salary to fund 67 same with the benefit specialist a quarter of that person's salary to fund 67 um and then there were two positions in state and federal where we moved A3 FTE coordinator to elop and then a 0.25 admin assistant to elop so we were able to shift uh those few positions to restricted funding so it helps our unrestricted general fund so if you take a look we have a savings for this fiscal year of $893,000 and same with next year the lcap savings starting this year and continuing to next year we had Staffing um I was going to say Staffing reductions we had Staffing that we moved to our restricted programs of $644,000 and then contracts that we mooved to restricted as well of $677,000 for a total Savings in
our LC cap of $1.3 million these are Staffing reductions due to the closure of nine schools we have projected to close 15 positions for a total Savings of 1.7 close to $1.8 million in these different areas some of the revenue considerations that we did not include in our adopted budget is the repurposing of excess facilities to generate facilities use or leasing revenue or the sale of excess facilities on September 2 oh tonight actually you will be hopefully approving a real estate contract uh we would love to hire this real estate consultant to evaluate various real estate considerations and revenue options for us starting in August through June of 2025 the County Office of Education assigned a fiscal expert to work with us um and he will be here to help us develop and monitor the
progress of our fiscal stabilization plan we will continue to work with him on the plan and take steps towards fiscal solvency from September 6th through October 30th the district created a school consolidation advisory committee composed of Representatives of all schools and stakeholders which will recommend to all of you the Board of Trustees up to nine school closures December 5th the board will take action on the school consolidation advisory committee's recommendation on school closures also on December 5th we will bring an addendum to this fiscal stabilization plan to you to the board based on the school consolidation advisory committee's recommendation on school closures then during this fiscal year we will conduct a comprehensive special education study also this fiscal year we will continue to evaluate each position as vacancies arise next year and the year after
we have Incorporated the additional certificated Staffing reductions due to class loading efficiencies and we do hope that we get more efficiencies than what has been projected in our budget we were trying to be very conservative there but we are hoping for a lot more efficiencies this is the timeline for the school consolidation process it is a very quick timeline as all of you know um we've already we have three meetings the next one is next Wednesday on October 2nd to start the criteria development then October 8th and 9th the committee will be very busy October 30th is the committee recommendation November 14th will be the public hearing at a board meeting November 21st is board information at a board meeting and then December 5th is when the board will take action thank you and I
will take any questions just start with the public any public no okay moving on to trusty comments uh uh trusty M uh Teresa would you would you refresh the board's memory of what fund 67 is fund 67 is our workers compensation fund okay thank yeah if I can make a motion um and then somebody seconds if an agreement and so and then I'll make my comments so I motion to approve this plan so I have a motion from uh trusta loera and do I have a second yeah or action it's action okay do I have a second I have a second from uh vice president um go ahead thank you board president um so thank you so much staff for really turning every Rock and leaf and you know looking to see how we can
um continue to move forward in a strong way you know this plan really uh feels that way and um you know I really feel like we're at like that cusp and you know I've mentioned it before like that caterpillar that's becoming a butterfly like it's tough right now but once we break through it's going to be good um I'm excited to hear about some of the you know ideas and um Staffing um that might come and and guide us on maybe possibilities that we're not even thinking of or looking at um to see what options options we have so just thank you for your hard work I know it was like you know you came in and you know you were maybe behind and you caught up quickly so thank you so much for coming
on and really I mean this is your second presentation but I feel like you've been here with us you know for a long time and you have technically but you know at the front of um of this uh leading this this piece so thank you for breaking it down in a way that's you know um that not only we can understand but we could also talk to our public and our um members of the community in a way that they can also understand as we move forward so I appreciate that um and with that I'll be supporting this thank you um justan well you know just out of curiosity so um uh how uh how does the payroll manager benefit specialist get get a quarter of their position moved to the workers compensation fund I
mean what was sort of the R now behind that the the benefit yes the they have taken on the workers compensation workload oh yes yes um I just wanted to make sure that um the U the reflects the action that we took and so I know that it says here that we adopted option seven um if we go back and check the minutes and the reporting there FL it wasn't just option s there was some additional verbage on there and so I don't want people to come back your adop fin that said that this is what you adopted I want to be clear that um what we adopted on 5 2124 um is reflected and so if we can make that change or it might not matter because we adopted it should be reflected in
that's what we should go back correct absolutely yeah yeah so option seven was actually option one and I I believe it was you vice president Cano who took the tk8 off the table and so it was option one with a with an amendment right and so that's why we called it option seven so when uh Mr changen presented it to you he gave you six options one through six so option seven was our way of saying it was your determination of option one with the amendment I'll send you that so that we make sure that's reflective of what the minutes and the action actually happen reporting what I don't want somebody to say you're should be the action so thank you so much for the report um looking forward to moving forward this a tough
time these are not fun times but um this is what we're here to do not I guess is there anywhere that we do have that verbage that it could maybe re be reflected now or should we just wait for okay yeah I just thought might I think it would be reflected in the minutes the other part is we know what we have to do okay it's pretty clear and um we're not going to solve the budget situation by nickel and diing we've got some big issues to deal with and that'll be reflect in this report and I want to also compliment Teresa and just stepping right in um into the position and right away having to deal with all these issues it's been a lot of work so thank you okay so uh I think
we'll vote on on it now okay if everybody's ready all in favor raise your hand uh so it's the motion carries for uh or yes and one absent motion passes okay moving on to um 401 reorganization of Staffing for District's Bond facilities program reorganization of Staffing of human resources department discussion only uh Mr tooro is going to speak on that all right good evening board president uh good evening board members good evening inter superintendent Barbara always a pleasure to see you thank you very much everything you've been doing for us so and I want to talk I want to go back to a couple of years and then kind of bring you up to where we are now in the reorg of Human Resources so back in uh the year 2223 and and there's more
staff I'm just including the staff that's been affected so certainly our staff is bigger than three people in 2223 but back in 2223 we had a fulltime risk management risk management executive assistant which was a management position we had a Human Resources Director and we had an HR administrator a confidential employee okay approximate salary not counting Health and Welfare and statutory benefits this is just salary was $371,000 that was [Music] 2223 at the end of that year we had the retirement of the full-time risk management executive assistant and we did not fill that position those responsibilities were divided up was partialed out in several ways but Human Resources Director took some I took some the HR administrative confidential position took some and even Mr Cheng took some of those duties so we just kind of
looked at the roles and looked at the responsibilities and divided them up to make sure it got done because it is a very critical position risk management is extremely critical uh to the district it covers safety insurance claims just a multitude of things that can't be missed because certainly the the risk of of not having this position and not making sure that we're covering all those items it could cost a lot more if you don't take care of those items so that's what we did in 24 moved to this year we we had uh our director leave the district and we decided not to put that position okay So currently that position is being assumed by me and also the responsibilities of risk management is being assumed by me and the HR administrator the confidential
HR admin assistant since Mr Cheng left all those duties have gone to the HR department now we have a new assistant superintendent of business services that is a lot to take on she's got a big earning curve that is a lot to take on that role that Mr Chen was doing while he was here so that is where we are now um for discussion tonight is just to talk about combining the roles of the HR administrative confidential and the risk management into one role and certainly the the salary estimate would be 137 and 4 and 137.5 so that is kind of the progression that's what I want to discuss tonight I wanted to inform you of how we're kind of as we're downsizing the district how are we doing that and how are we making
sure that everything is covered because we these are some items that are so critical that we can't miss them so that is that is what we're here to discuss tonight do we have any public comment seeing no public uh do we have any trustee so thank you for the presentation I know that these are difficult times and that's precisely what you're being asked to do and step up so I um I'm appreciative of the ideas that are coming forward um and thank you for the uh comments regarding how it is that you're going to address the you know this big ship that's taking place and still maintaining um uh uring that the district's covered if risk manag is a big deal and you could have somebody Overlook a small sentence in some sort of a
insurance policy or something like that and it it could wind up costing you tons in the future and so we definitely need to have uh somebody that's paying attention so it cannot just be something we leave aside so thank you for bringing that forward and um and letting us know how it is that's going to be covered so um yeah it it it looks pretty pretty harsh so um I'll I'll have to take your word for it how how is it that you you it's a lot of a lot of positions that are being cut and all that same stuff still being covered um you explained it to us but it's still difficult to take in um that risk management is pretty pretty heavy load now is this person individ like are they capable of
taking this on themselves so the the person that we have is the HR administrator confidential position has a background in Risk Management so very very extensive background so certainly is familiar and certainly has already assumed many of the responsibilities because there's just so much and and it can't be delayed and it has to get done in a timely manner as you know some of the things that need to be reported there's timelines and if they're not followed then it it really inhibits our ability to file a claim in the future or at least be protected in future years because as you know some of these claims take years to kind of play out and and You' don't really know the repercussions until sometimes several years later uh thank you for that explanation it makes it
makes me feel a little bit more comfortable in terms of this this large shift so thanks I do have a quick question um is there any education that this person in addition to uh whatever um certificates they already have in in high risk um is there additional education that they'll be needing yeah I think I'm part of the the growth of you know I certainly like like to um grow my my department and the people in it which is evidenced by Dr clyton you know he was with us for two years and he got promoted so certainly with this person um they've been attending the acts of personnel Academy on their own time on the weekends and certainly doing other trainings as needed just to kind of be up to speed in how risk management
changes all the time and you need to be up to speed and certainly our new partnership with Kenan for this year has helped a lot because they they certainly um are experts in the field and they have a lot more support than we were getting previously uh so certainly we've we've already received a lot of training just because Keenan is a much bigger organization um than what we previously had so certainly the support and the additional training has been there with our new partnership thank you Mr Manny I worked with Keenan before too it's a good organization I just want to comment both um uh with um Cesar and Teresa and and the reorganization discussion for this and was coming from business they really are taking a lot in given the complexity of the district
when we start to downsize and things get smaller it be a little bit more manageable but I do want to um comment on I think Andre you picked up right away the the difficulty that this reorganization does and the people willing they know that cuts have to be um across the board and um I do want to acknowledge that the district the district office uh is is doing their share because this is a lot that they're taking on I acknowledge that so thank you and I do want to say thank you to all the alrock employees that uh when they're asked to do something that they step up and um that's very appreciated and um we don't always see what's happening behind the scenes but um we appreciate it any other further question Miss Corina
and I'll just add that you know based on what we've seen but also here outline you uh says that have been taken absorbing as we go through the years so thank you for choosing Elam Rock when you did and coming to us and then you know sticking sticking it out you know with us and then um being a part of this plan uh I think that's what makes me feel good that you were a part of this plan that you know you and Teresa are taking on more but it's not like you're being told just you know here right you actually were part of this plan you were part of the decision making and so that for me feels uh more comfortable um you know in in hearing about this at this point we're not
um it's not on for Action tonight but um thank you can I just show the last Lise can you bring back the because it disappeared the last slide kind of shows the position how it absorbs two into one and it's certainly a good if you don't have it in front of you I'd like to just take a minute because it does highlight just okay so certainly this slide shows the the work of the HR admin in confidential position and the risk management and how it will be combined into one position so it's a good visual kind of shows both roles merging into one so I I certainly wanted to make sure that you you're able to see that any further comments none uh thank you Mr too thank you so moving on to 401 reorganization
of Staffing for District's Bond facilities program this is a discussion only good evening again members of the board um I am here to give you information on the bonds reorganization that we are proposing currently we have a director of bonds facilities and leases and a bonds manager so we have two full-time management positions in our bonds program in order to complete all of the bonds projects that we have we would need to go out for an RFP for a contractor to complete our program Management Services um we had that a year ago with Cummings and that cost runs about $100,000 per month so when you add those two salaries plus the contracted program Management Services it comes to almost $1.7 million per year 1.68 to okay our proposal is to create a new position of
the chief bonds officer uh this person would be taking on a lot more responsibility because we would not be Outsourcing the program management services so that's why we need to create a higher level position we would keep the director of bonds facilities and leases and we would increase our bonds Managers from one position to two positions so we would have a total of four in-house positions for an annual salary estimate of $955,000 this would save the district over $700,000 per year by bringing the bonds program management inhouse and some of the um advantages for doing that I will highlight in the next couple of slides so this is our proposal to keep program management of the bonds program inhouse uh in light of the recent discussions regarding the management of the bonds program this proposal
outlines the benefits and rationale for retaining program management in-house by doing so we can enhance efficiency control and alignment with our organizational goals these are some of the benefits of In-House program management it will be cost efficient it would reduce overhead costs associated with external contractors or consultants and allows for better allocation of existing resources number two enhance control and oversight by keeping the program management inhouse we would have direct oversight of program activities which ensures alignment with strategic objectives it also facilitates timely decision- making and responsiveness to emerging issues when we Outsource program management it's a little more difficult to coordinate those types of activities number three the is institutional knowledge that will remain inhouse that means we don't have to reach out to our contractors for that knowledge when when we don't know
something um it will uh excuse me it will um the the institutional knowledge will remain within our organization um we have had some issues in the past past where we've had to reach out to previous CMS or PMs and that just takes a little bit more coordination and so it just takes time to get that information if we had it in-house it's readily available uh in-house teams have a deeper understanding of organizational culture priorities and processes as well number four improved collaboration keeping it in-house would Foster stronger communication and collaboration between departments it also encourages teamwork and shared goals leading to a more cohesive project execution number five adaptability and Agility in-house teams can adapt more quickly to changes in Project scope or external conditions there's a lot more greater flexibility in reallocating resources as
needed and number six stakeholder engagement in-house management allows for more direct engagement with stakeholders fostering trust and transparent stakeholders are more likely to be invested in a program managed by familiar faces that is our proposal to keep well to change and have program Management Services inhouse instead of Contracting out any comments from the public seeing none any comments from trustees seeing none uh we'll be moving on to 501 I have one quick one if you don't mind okay want to make one quick one I just want to acknowledge um the creativity behind this rearrangement and I want to acknowledge uh mark fratus and um his contribution uh to the bond program uh Teresa is stepping up to her position and Mark uh stepping up to dispos has given us stability in the business department I
cannot emphas emphasize how important that is under the current situation so thank you Trac and thank you Mark one more comment thank you both U moving on to 501 approve contracts for Professional Services firms and organizations uh I have a motion from vice president kto I have a second from trustee Min famam um any public comment seeing none any trusty comment um G yes um as part of the package of um Professional Service fund we have Fox development that's being brought forward um I'm glad that we're going to be able to get partners that their Partners Consultants are going to be able to uh help us our assets and um see what the potential is we know what the potential is a lot of potential the sites up up to 27 acres and some of
the most coveted land in the planet and so um I as part of this uh action I just wanted to make sure as one board member to express my very and I I've been very public about this is not a secret that I have no interest in selling that I think that it is u in the words of Patty cor who I got to ask this question of a different scar we do not sell assets to pay the bills we do with asset we we we we sell assets to acquire other assets that that needs to happen and so I think that that would be very appropriate in this case uh I think there's opportunities to figure out how do we go out there outside the box generate revenue on goinging revenue for years to
come uh with the assets that we do have that I know a lot of people are are salivated after the Acres that ELO and they're probably saying look at that little minority District out there we probably take advantage of and so it's for that reason I'm going to be supportive with this and I want to make sure that we are fully informed and that nobody thinks they can just run shot run rush shot over us out here because it's a small workingclass District that we are fully prepared to engage anybody uh to make sure that we maximize the benefits for our kids uh and we ensure that that Revenue comes in year after year not just for one site I'll give this example there was 13 acres on what is now Regional Medical Center the
old Alexian Brothers Hospital where I was born it was a now it is a parking lot it was alen Rock's land and back in the 90s it was sold by a a board that said they were in trouble and they needed to take care of I asked where is that money now it probably went away with raises and all kinds of stuff first thing that will happen is if we get a big chunk of cash we're going to put a Target on ourselves we need to make sure that that money comes in little by little so that it can continue to come in for years to come and fill our coffers and let us provide the services that our kids need um and so I just I I I'm Bel laboring the point but I
just want to provide one board member's perspective persective uh with regard to the situation as we begin to Embark in these conversations um and I think it's important that Oxbridge come and provide us opportunities because it's very easy to say sell it all and get get out of your hair there's plenty of people out there want to buy I'm not asking for easy solutions we're paying good money so we can get innovative solutions that can bring in the maximum amount of uh revenue for years to come for kids and H Market thank you um I too will be supporting this I I I'm glad to see that we're going to get some Professional Services and to give their expertise and and weigh in on the information that um they're going to give us and uh
I'm thinking leasing you know um not selling but we're in a position now that uh we have to look at everything um so while we thought of the money consequences later on down the road decision the decisions that we make if they're not what's in the best interest of long term so um let's let them let's let them tell us or recommend to us not tell us um what they think that our options could be uh thank you any other trustees truste Kina thank you and um thank you andas for those comments very aligned um and I look forward to seeing what the possibilities are not ready to say what I'm ready to support but you know I'm looking forward to seeing what those options will be and how we'll move forward uh and then
also I I know that I asked in our one-on-one but I just want to ask publicly on the um math program the Silicon Valley Education Foundation and if that's going to be for all eighth graders thank you for asking um because I would like the opportunity to mention um when I um leave this position tomorrow I'm going to go back to my civilian role which is the um the gear up Grant and um part of the gearup grant is supporting all the eighth graders in Alam Rock and gearup will actually be reimbursing the district for that cost so this was um one that actually had developed a contract and um while I'm at it let me just explain there's also going to be um tutoring provided to the eighth graders this is going to provide
um not only remediation but acceleration help to the students and I might mention on October 17th I hope you will join us at the tech where all the eighth graders and their families have been invited to have the tech all to themselves for three hours as well as um um as well as an opportunity for careers and at some point I would love the opportunity to come back to the board and present the whole Gear Up proposal so you understand the big picture of what we're trying to do it's a terrific opportunity like these eighth graders got the lottery right because it's going to follow them for the next five years with the goal to get them College and Career ready take advantage of the Spartan eai promise and um there's additional also student advisors
that are being funded to uh complement the counseling department so yeah thank for asking yeah we'll be reimbursing this sum we should put it on our calendars as soon as possible just let me know okay Mr well I think we got the best deal of the world we got Manny who brought on over a bag of C de lent Excellence Services Chum rockco you've been here man it was great um it it would be just kind of wishful thinking but um you know it's it's it's great that these children were able to get the their their golden ticket you know you have these stories of Zuckerberg's or whoever it is dropping 38 $380 million into Patterson New Jersey exactly right here come on help us out give us the resources we need to get these
kids to become your next worker so just yeah a little frustration there yeah well I share that frustration and I'll share an example when I was um when I was working at um so Education Foundation I actually wrote a grant for the East Side um that uh unfortunately coincided with common core um it was not accepted but then when the San Francisco 49ers wanted something for Santa Clara there it was and it emerged into what is now at Cabrio and into s High School the 49er stem initiative they're interested in Santa Clara but it is a frustration I share with you because um those type of programs should be here but I share with you on that but in this case we did get this Grant and um so let's take advantage of it and
um again it's a lot of work by the way this grant coordinating and so forth the toughest part is getting the parents and the students to uh realize that this extended time is not punishment it's helping them and um and that hopefully by end of the year hopefully we'll see an uptick in the eighth grade math scores we're specifically by the way um emphasizing math because you may or may not know but Eide has gone back to algebra next year from the integrated one two and three and so the students need to be ready to um to handle alra next next year we can talk Spartan East Side promise College all we want they have to pass that first year math this is not me saying it it's the research saying it if they don't
they're behind the eightball most likely they'll never complete the ad requirements so we're putting a lot of emphasis on math this year and then during the summer before they get there and Sandra and I have been talking about adding acceleration classes and and part of the consolidation by the way um you know should you take action with um with the middle schools in the e8th grade you'll have more opportunities to offer accelerated opportunities the right just too small and the numbers are not there so I'm glad you asked that question it's an opportunity to talk about kab so thank you and it's by the way I should mention in case they're watching It's a program that we are coordinating the East Side Education Foundation for San Jose State uh counseling department in case Dolores and
Lori are listening uh trusty M before I make my comment you know I wanted to Mark uh you know Mr Barbara this is your last board meeting with us as interim superintendent so I wanted to uh take this opportunity to thank thank you for your generosity and spending your your time and your energy uh with our district thank you in this uh you know um in challenging times uh you know um but I want to make two uh so I am excited our kids are going to have a great opportunity with the gear up Grant and I want to say as a college counselor you know math is the you know gatekeeper it's the gatekeeper right especially uh you know if if the high schoolers can't pass second year algebra that that spells trouble for
them going into college so algebra preparedness is key you know he success in the future uh the second part is I'm you know glad that uh you know and I'm supportive of the Oxbridge contract and I'll just say that my you know my preference has always been to uh maintain ownership of the land there's the same you know there no one is making it more land right uh you know the and My Hope was in in in conjunction with uh teacher and staff housing is that it that it's these assets that will generate unrestricted revenue for the district so that you know one day we you know we can get close to or you know maybe if you know if we're fortunate enough uh to sort of break the cycle of boom and bus State
budgets right you know to get us away you know to move us from state funded District to community funded district and right and that allows us the flexibility to do you know to do things to augment like the gear up Grant right and to open up more opportunities for these kids but you know the key to it is that you know District ought to remain ownership of the land because it's the it's the single best way to ensure that it produces a su sustainable long-term source of revenues yeah if I can just comment on that you know we've I've mentioned many times we're land Rich cash poor no one's going to take advantage I I'm not but I guarantee you he's not gonna let it happen either so um we've already started uh discussion with
this consultant and with other groups um to look at our options you're going to have a lot of options there's transfer there's trading there's so when the time comes you at least to have options um which right now we're kind of limited in that but um no one's going to take advantage of the district so let it happen happen speaking of take advantage um we might be taking advantage of you I know we don't see you in the inter superintendent role uh going forward but I do see you in a role here at Alam Rock and you ain't going to get rid of us that easy I'll still be involved with well I'll say a little bit about the the school consolidation process okay thank you Mr Cano I kind of alluded to it before
um making jokes about getting the best bank best deal in the world when we got you superent but I did want to thank you for the time that you've been here uh and uh appreciate the the work that you've done uh how you've been able to integrate yourself into the community right away and the trust that you engendered with everybody that you work with is just amazing and so um thank you for the work that you've done thus far well I appreciate it you working all the way to The Bitter End tomorrow it's like I said I'll be in a different role next week and my role would be to support um um the incoming superintendent you made a terrific choice I can't think of a better choice and I will be uh staying with
um as I mentioned to the U consolidation committee we've met three times now um next week I'll be officially the facilitator of the group moving forward and taking it through the very end um it's going to a difficult process we all know that but I think that the committee well the committee is and I want to commend the the people who um are committing their time it's a big time commitment we've already met three times two and a half hours twice this week in a span of uh two weeks normally this process you spread it out over six seven eight months we're trying to do it in two months so um they need to be commended for that as well so as well as the exec team to put together all the reports and um
we'll be ready to go by October 30th with our first set of recommendations so we good and uh we can't leave without me saying some words I know I've told you in uh our one-on ones um but you know it's important to publicly also State and um you know I I think of where we were at you know as a district and our board as well and um I've truly learned that uh our superintendent role in our board moving together um has you know a lot to do with how how your leadership your experience how to talk to us different ways right we all think differently need to hear things in a different ways and you've just brought it all that this District needed in order to move us forward together um in this very
tough time you know it's the toughest times that our characters tested the most and so um you know I'm proud of us I'm proud of us of where we're at um and you know I'm really excited in the future we're going to go into uh but you know really your leadership your wisdom your uh you know taking the time with each and every one of us to understand where we're at what we need to do in order to move forward together was really needed and I'm glad that you chose us uh to come and help us thank you thank you see no more comments um let's go for the vote so all in favor of of approving the contract for Professional Services raise your hand so it's four uh yes and no Nos and one
absent motion passes uh we will now be going into close session um 601 announcement and public comments regarding items to be discussed in close session I'm going to give the board a five minute break right now at 7:40 uh 7:45 we will start close session and we will be there for one hour we'll be back at 8:45 e e e post session there's nothing to report out I'm adjourning before I adjourned our next meeting is for October 10 and uh the meeting is adjourned today at 8:30 p.m.
