010our community I'm eager to collaborate with all of you as we work together to face the challenges ahead it will not be easy but it's doable of course I would not be here without the unwavering love and support of my beautiful wife Norma Sera and I always embarrass her and she's over here uh Norma thank you for your patience encouragement and understanding as we embark on this journey together to my three wonderful children Andrew Andrew Michael and Sarah you inspire me every day and I appreciate your patience as we step into this new chapter as a family as we look to the future we know the challenges await us challenges that will require urgency patience healing and the building of new relationships but I am confident that together we will rise to meet these challenges
011our strength lies in our ability to come together as one community United by our common goal the success and well-being of every single student that we serve in this District that's why we got into this profession and kick off the bed sheets every morning I am incredibly excited as President Chavez stated earlier and ready to get to work I wanted to call it sick uh but I can't under contract right now um I know the road ahead will have it its ups and downs but I am fully committed to this district and I look forward to collaborating with each and every one of you as we move forward thank you once again for this tremendous opportunity board together we will achieve great things and I like saying this go alumrock Union School District we're going

014the board on matters not on the agenda requests to address the board provides members of the public an opportunity to speak about any matter under the jurisdiction of the district but not on this agenda if the subject matter you wish to discuss is already on this agenda please provide your comments when that item is called during the meeting those who wish to speak on a within the jurisdiction of the brown act prevents the board from discussing any item not on this agenda but the board May refer to staff for followup any formal written requests that are brought before the board at this time there is a limit of two minutes of each speaker the board has a right to limit total public comment on any agenda item to no more than 20 minutes written matters
015may be placed on a a future meeting agenda so do we have any speakers seeing none let's move on to 501 uh this is for uh proposition 28 Arts and Music in school annual report fiscal year 2023 to 2024 and while you okay we'll let her I can't present can you give me ability to present marel you do have the ability to present who called me it's not letting me share thank you Andra Garcia can you give me those two names again I already know ter thank you he good evening board President Chavez vice president Cano Board of Trustees Emily mcchristian vapa coordinator I'm going to present um our report for last school year school year 23 24 and what we did with proposition 28 funds so this slide just shows what um proposition 28
016also known as Arts and Music in schools is um we I believe presented on it last year as well um it is to increase the funds for Arts programming at schools it's not to supplant um and all of our schools receive funds to do this the guidelines for the funds um are listed here the one I want to highlight is that we have three years to spend any funds that we receive the timeline for everything that has happened so far we passed proposition 28 in November of 2022 last year was the first year that we received funding those funds came to us in late February of 2024 by June 30th all of our school sites developed their art focus and then over summer we were posting positions and we're currently in year two of the
017AMS funds these are all of the focuses that the sites chose so you can see all of our school sites are listed there some sites are listed in more than one column because they are choosing to split their focus if a site has um an underline it means that we for this school year have a staff member in place to teach those classes so last year we didn't use any of our funding um because we received the funds in late February it didn't give us enough time to make a plan and spend any of them last year so we made our plans for this year so this is our projected um report for next year um we're looking at hopefully a year from now having hired additional eight teachers one teaching Aid it will mean
018that we can serve an additional 1,850 students in art programming and that would be around 20 sites potentially offering More arts education so for the state requirements we're requesting your approval of our report of proposition 20 8 usage for the school year 2324 and I'm happy to answer any questions that you might have does the board have any questions anybody move to approve second okay uh there's been a motion by Corina loera and a second by VP PTO um do we have any public comment uh seeing no public comment is there any trustee comment um seeing none uh let's move for the vote uh all in favor raise your hand 5 Z motion passes thank you thank you so it was approved unanimously so we will be moving on to 601 Teamsters uh I don't
019see them in the room so we are going to move on to 602 California School Employees Association CSEA Miss Sharon thank you I know you have a large agenda and a lot of items to cover but good evening board president I'm shair coca president I wanted to say welcome to he left already and congratulations and welcome to Teresa for our new assistant superintendent office we look forward to working with you with our next negotiation session which is actually next Thursday so that'll be our first one of the year and we're a good group though you're gonna have and congratulations to Maria on her in position as the Director and I do want to thank Mr too for that little glitch we had in our contract being available online and for you taking care of and
020fixing it so quickly for us for all of our members I want to for that and I thank you the board for giving me the opportunity to speak and with that I have a long drive home so I'm going to stay for just a short while but I will be watching the rest of it on the way home thank you thank you uh so now we're gonna go to 603 alrock Educators Association area Miss Sandra thank you good evening everybody and nice to see you again Mr welcome um as we welcome our new superintendent and we've started this 2425 school year there's a lot of things that are on the teachers minds and one of them is the very challenging road that lies ahead of us um a lot of concerns that I'm hearing are
021just how much the teachers and the community have a deep desire for the clear consistent messaging and I know that we're getting our committee started on the 18th and that there's going to be meetings coming out regularly um I would just like to really emphasize the fact that the clear consistent messaging the messaging to the staff as well as to the community and that the input from all of the stakeholders um is listened to as we move in this new Direction and challenging times I've been out to about four or five of the sites so far to see the teachers and get their new years and how everything's going and one of the issues that has come up a little bit is curriculum issues and that is just that because we never know exactly where
022all of the kids are going to go or where how many kids we're going to get um we lack some of the curriculum that the teachers need and there hasn't been a clear consistent message that I have been able to get from the teachers to say when they're going to be getting their materials in their supplies and so if we could try to look at doing a status update on when teachers who don't have all of their supplies if they are supplemental supplies when they're going to be coming and to just reassure the staff that you know if I don't have some of the curriculum that it's you can't be evaluated on curriculum you don't have because that's a fear that they're scared that they're going to get in trouble as we're trying to move
023into a new direction of sticking to the Fidelity of the curriculum that we're provided if they don't have the curriculum it's really hard to stick to it so that was the concern that um the teachers wanted me to convey to the board tonight and to the district the last thing is area on behalf of The Grieving schools in Appalachia Georgia we would like to take a moment of silence to remember the lives that were lost this last week and the tragedies that continue to happen throughout the United States because of Senseless gun violence and a little bit closer to home some of the concerns that have come up for safety here in our own district teachers don't feel safe when there's padlocks on the closest gate to get out of the school and they don't
024have a key to it if somebody were to come on to their campus they could not safely get the children out of the school out of the campus because there's a padlock on the gate that needs to change we understand the need to have fences we understand the needs to have the chains we understand the needs to have the locks to keep the people we don't want off and to keep the safety of our students if the students are runners or things like that but we're professionals and we are chained in I was at a school today and they have three padlocks if there's a class out doing a science experiment in the field the closest gate to them to try to get off campus has a padlock on it nobody has a key for
025it if they were in buildings d and e the closest gate has a padlock on it they can't get out and so I know that we have the new safety initiative that we started last year with Mr too but we're bringing it up again especially because of what happened this week so on behalf of Educators everywhere and the tragedy that happened in Georgia if we could just take a moment of silence thank you have a good evening thank you Miss Sandra um moving on to 604 Alan Rock administrators Association good evening everyone board President Chavez members of the board interim superintendent Manny Barbara arusd staff in the alen Rock Community my name is Elicia Meers Kelly and I am the principal of Sylvia Cassell Elementary School here in alamro I'm also serving as the president

029you did so thank you very much I've only been working with her a short time and I could tell she's really terrific to work with so congratulations to you with that um I've been making some tours and talking to parents about our school consolidation ISS year I was out at hubard Cel and Linda Vista in Kuran and um delivering the news and also at the same time the potential for a vision of how this District can be reimagined going forward um it's going to be difficult but once we get past it we'll be able to have some additional resources to spend where we should be which is for the students as I mentioned um so many times we're land rich but cash poor and so this will be an opportunity to kind of write that
030I also had a chance to drop by um couple of schools and I know I'll let uh the board members come in as well but painter and Shepherd in a tour with u um with men and youa going through and visiting the schools I want to thank those principls and also had a chance to draw by Russo and see their environmental uh program there if you haven't been there have a tfet gardening and um uh so Emer going by with the kid kids so first graders it's uh really an excellent program our first coool closure committee we have a committee established I'll be sending out some information tomorrow to the community and staff the committee has been established our first meeting will be Wednesday and um we'll um begin the process of um um going
031there going to be a very intensive process we will complete um The process by October 30 get them bring it to you by that time um when you'll have an opportunity through the normal board uh process to hear the recommendation at that time um I also want to comment on on a good note uh my work with my Foundation our gear up Grant uh where we're focusing with the eighth graders for this year is a terrific opportunity and again remind everyone if there any eighth grade parents out there October 17th uh we have a field trip with the e8th grade uh students and their families they're going to have the tech all to themselves for three and a half hours as well as an opportunity to examine and explore some career possibilities so we really

033Serta it's a pleasure um to have worked with this board as well as um our stakeholder panel to come to this very positive um conclusion only to then start the real work so um very happy to um frankly have a local person who um understands Santa clar County um educational system and network and um I am just very um I'm very gratified that I think that our students are really going to benefit um from this team and I think that just the way the team has evolved um over the last you know six months um it's just all going to be going I think in a really positive direction I'm very excited for that um just wanted to again um note the stakeholders that we brought together um to sort of be the community voice
034and um eyes and ears through the state stakeholder process I think it reflected um what we're about right engagement um transparency and also great job on confidentiality I was just like amazed um how well everyone kind of kept a lit on things so um it was it was great and I think it was a really diverse uh panel um I just did also want to note um that I had previously mentioned that I was going to be resigning um and I just wanted to update folks that I will be able to carry out the term um it will be obviously filled through the elections um but through working through things um with my um employer I will be mindful of any conflicts related to the city or my department um but I'm just glad to
035sort of make sure that there's five um going through um the coming months um and just really remain committed as you kick off the school year right those those red flags that we've seen around chronic absenteeism um you know just some of our achievement um gaps that we've seen I know uh been reflecting on the presentations you've been giving um Sandra about where we're headed and hearing about sort of where the new superintendent's going um I think that focus on achievement um and academic progress is really something that I'm um excited for and we'll continue to sort of make sure that we're focusing on that and having those discussions here and figuring out what we can do to support that so um just want to say thank you to everybody and especially to this board
036I think it's been a really good U couple months and um while the school consolidation process um will challenge us um I do really want to thank um Mr Barbara for um setting a course setting a course that's clear you know kind of as concise as can be um but is going to have all the voices that we need at the table to make these really difficult decisions thanks just uh thank you madam president so I I too would like to extend a warm congratulations to Herman SDA and we you know look forward to uh September 30th when you uh assume the uh superintendency of the Alam Rock Union Elementary School District uh congrat uh congratulations to Teresa D celis on her appointment as ass assistant superintendent for business services uh second most hardest job

051Union to implement Cal kids savings options for parents move to approve um we have a motion from trusty minam we have a second from H Corina loera uh do we have any public comment regarding 801 seeing no public comment any truste comment uh Mr Vice President k um very excited to be able to partner with to help kids access this money it's already there you started one of the things that I would like to incorporate into the motion uh if make of the motion would be amendable is to uh just confirm and U talk toite credit and make sure that they are very very open and clear with parents about the status of the accounts and that beyond the just fine print and stuff that sort they have to be active and then after a
052certain years of dorcy there's possibility that may it might be gone and so those things I I just given the fact that we have a community that is M Spanish speaker in large numbers lot of Vietnamese speakers as well um that it's important that they be aware that um there are Provisions in their unless this is a unique account where if they're D then the money gets lost or it gets turned over that people are aware that it's not just leave it there and forget it still be there 20 30 years later I just want to make sure if I can I just comment um um so this is a real opportunity right and to your point um the funds are there specifically for college and where this comes from is the research has shown
053that if parents have as little as $500 in an account for college they're four times more likely to graduate from college so it's not it's not the money it's the mindset to your point um Andre so uh part of this and this is also part of my the communication that we'll be having it's explaining to them why this is happening and it's really to get them thinking you've heard me talk about the Spartan promise which is there for students who graduate from east side it's a terrific opportunity fact San State just went from 150 to 17th in the country is the best 17th best public university tremendous opportunity this is really just seed money to get them thinking about it it's automatic you're either in or you're you know you're the qualify you don't and
054um there's also some grant money here to help us Implement that so I'm glad you mentioned that it's it's U it is something we need to educate the parents for a very specific purpose to get them thinking about college so will the maker of the motion uh also include the provision yes I agree and the second yes okay so um with the amendments just have a quick question so what you're are they is exite going to be communicating to the in multiple languages we will okay they're giving us we will take respons got it so can I need Clarity on the um what were the Amendments I couldn't really hear what was being the amendment was to ensure that parents are properly informed about the need to maintain the account so that it is active
055okay thank you okay so uh any public comment seeing none any trusty comment have one yes okay uh you know so I'm excited uh I want to thank excite Credit Union for their uh generosity here and I I want to say you know in this reflects back on uh perhaps the most challenging uh uh event that I I had to organize as a a legislative staffer which was uh manager money week back in 2014 and it was um uh you know uh it's money management sounds ESO you know highly technical esoteric but it has such great importance in our kids lives and I'm sort of you know uh thrilled and excited that that that we're you know uh we have this option for you know through a grant for our students and besides you know
056the colleg goinging mindset uh you know I wanted to emphasize the fact that you know money management is sort of a life a necessary life skill right that that follows them from you know this early age all the way to to uh you know uh their golden years for lack of a better term but uh you know uh you know you know money management in in many good money management uh enables kids to kids and then when they grow into adults uh affords them the chance to build up the means to um to achieve what they would like to see in their lives so um it's for those Reasons I'm excited to approve this Granton I I would wish our our our kids well as you know they you know take this as seed money
057and hopefully it'll grow into a great big tree and just a little uh the the exact term is SG so when when when a bank account goes dormant the state controller's office you know executes what's a s treatment order so that that so that money gets held by the control 's office and then someone has to file a form to reclaim that money okay thank you um so we're going to vote now all in favor for 801 uh 5 Z motion approv unanimously miss marel moving on to 802 oh we did 802 and 803 so we're going to move on to uh Business board discussion on 901 move to approve okay there's a motion by Corina loera uh second by VP kto um do we have any public comment on this item 901 seeing none
058uh is there any trustee comment oh can we Madam President we could just wait for the presentation and then go back we have questions thank you sure and in the meantime I'm going to close the public meeting um it is now pardon excuse me public hearing the me uh at 8:41 so we're ready to go ready go so this will be Teresa's first um official presentation as assistant superintendent and um she has some important information to share about our buget so thank you thank you everyone um I am honored and privileged to accept the position of assistant superintendent of Business Services I am still a little nervous about it but um here I am so okay good evening board President Chavez vice president Cano members of the board and members of the community um I
059have the task tonight of sharing last year's un audited Act TOS uh first I'm going to review the unrestricted general fund for the current year and the multi-year projections uh then I will go into last year's un audited actuals for the combined general fund revenues and the combined general fund expenditures uh then there is a slide on the UN audited actuals combined general fund summary and I will end with the restricted general fund ending balances okay this slide all of you have seen before um Mr CA Chang presented this in the uh June board meeting um this is the unrestricted general fund for the current year budget and the next two years it is a little small so I apologize if you are looking at the screen um we are projecting that the beginning balance
060for the general fund balance bance is $ 47.6 million um you will see when I get to the actuals from last year that we actually did save $3 million so when we get to First interim you will see that beginning fund balance go up to 50.6 million so that does help our budget a little bit but uh please don't spend it yet because you know we still have some issues with our budget that we have to work out um so we are projecting for this year total revenues of sorry I have to look on my screen $ 81.6 million and we are projecting to spend $11.1 million for deficit spending in the current fiscal year of 19.5 million that would reduce our ending fund balance down to 28.1 then we would start next year fiscal
061year 2526 with $ 28.1 million we are projecting total revenues of 78.8 close to $ 78.9 million uh we are projecting total expenditures next year of $ 89.7 million for deficit spending of 108 million that would reduce our fund balance down to $17.2 million then in fiscal year 2627 we start with 17.2 million we're projecting Revenue of 80.4 we're projecting the total expenditures of 88.7 for deficit spending of $8.3 million um keep in mind by the time we get to fiscal year 2627 we have made the cuts based on the board action on May 21st of consolidating nine School sites six Elementary and three middle plus Staffing reductions at the district office of 1.8 million unfortunately even with all of those cuts we are still not right sizing The District in the third year out
062as everyone can see we are still deficit spending of $8.3 million so we will need to take a look at further reductions in the next couple of years um the ending fund balance is at 8.9 million and please keep in mind we have not um finished negotiating ations for fiscal 2425 so these three-year projections do not include any raises for 3 years okay so that $3 million in savings that I talked about from last year that's going to be gone in a second okay so please keep all of that in mind um I do want to highlight the contribution line item it's $37 million for this year next year and the year after that is a huge contribution to our special ed program of approximately $32 million the additional 5 million is our contribution to
063routine repair and maintenance going to last year's un audited actuals um we received total revenues of $1 179.2 million of which 1257 million is unrestricted and 53.8 million is restricted last year's un audited actuals for expenditures uh we spent a total of $1 174 million of which 93.9 million is unrestricted and 80.1 million is restricted here is the last year's combined general fund summary I will start with the unrestricted column we began last year with a fund balance of $39 million we received total revenues of 25.7 million we had total expenditures of 80.1 we had transfers out of 34 million 29.5 is for the special ed contribution and 4.5 million is for routine repair and maintenance I do want to uh explain the net increase of $1.6 million that you see in the last year's
064unrestricted general fund um during Mr Chang's third interim report at the May 21st board meeting he mentioned that the administration in conjunction with talks with our County Office of Education uh decided that it would be prudent to almost fully expend our learning recovery block grant and other one-time covid funds which is what we did so we front-loaded the one-time covid funds and that's why you see a savings well a surplus of 11 .6 okay so our one-time covid funds are done so we can't rely on that anymore that's why our ending fund balance going into this current fiscal year is 50.6 million the restricted general fund balance started at 32 million 32.8 million we received total revenues of 53.8 million we spent 93.9 million and you'll see the uh transfers in for special add and
065routine repair and maintenance of 34 million uh so for the restricted general fund we have we show a net decrease of $6 million for an ending fund balance of 26.8 million the total column just adds the unrestricted and restricted together this last slide is our restricted general fund ending balances um please keep in mind these are restricted did for specific allowable uses depending on the program depending on the grant uh and I'm not going to go over all of these in detail but I will highlight a few uh the one at the top we uh have a carryover of $1.2 million for our expanded learning opportunities program that funds our before school after school programs um our spring break programs and all of our summer programming the second one the literacy coaches and reading specialist
066Grant of $450,000 that is for aptitude and that will be funding A literacy coach um exactly what the grant is stated for um the Arts music and instructional materials discretionary block grant of 4.4 million uh the board received a presentation on it last year and approved the use of that Grant proposition 28 that's our new Grant um that Emily mcchristian presented on this evening we have a carryover from last year of $1.3 million as she mentioned we didn't spend anything and this is last year's Grant amount we will receive another allocation for this year and down at the bottom other restricted local grants of $5.5 million that is made up of the wellness center Grant of $3.5 million um it is also oh we have a $1 million carryover in our medic Cal program the
067medical program doesn't usually have a carryover that high it's just because in four previous years we were audited and we um were actually underfunded so they gave us money back and we received all of those funds last year so we have a million doll carryover in the medical program um there's also $370,000 for the Russo outdoor Equity Grant and approximately 400 million in local uh donations so that's what makes up the $5.5 million in other restricted local with that I thank you and I will take any questions uh first I want to say um mresa that was a great job and now you're a pro so uhera had question oh okay um I thought you did no problem um any uh yeah on the last slide there was the lcff equity multiplier can you explain
068that and why it's only $50,000 um it's only $50,000 because only one of our schools qualified for it it was Chavez and as you know Chavez is our Early Learning Center and has very few students that's why it's only $51,000 what's the qualification um that is a good question um you could just bring that back yes or let it yes yes yep and then um I just want to thank you for calling out that contribution line as it relates to um the special ed contribution I think it's something that um you know we've kind of not uncovered but just want to speak more explicitly about um through the budget committee I know back in June is where we kind of you know kind of start teasing these things out and I think it really helps
069to tell um the St story about where our discretionary dollars are going um and part of the structural challenges that we have um and that sort of figuring out the relationship and role with the County Office of Ed as it relates to those those funds so thank you for starting to to call that out you're welcome um I did forget to mention that of course as we all know we are in declining enrollment and we will have a presentation from school works on um uh enroll hit historical enrollment and projected enrollment we do lose about 300 students per year which is the biggest issue right our revenues keep going down our expenditures keep going up as employees move um up on their step and column so it is hard to rightsize the district when we're
070in that kind of situation that a follow just um so um because I was looking we all we always see sort of par Educators that are um um resigning and hopefully you know we're also hiring them it would be good if you could come back to show um sort of the as we have struggled to hire par Educators the shift towards using contracts and trying to figure out what is the parah vacancy what is our contract expense because I think we've tried to talk about you know filling the pera um um and I know Paras are for more than just special it um but I think there's a component of that that we should probably see more of or or try to contextualize the connection between our inability to um higher in our Reliance on
071contracts so if that could come back in some report that would be helpful um I may be speaking out of turn but uh as part of the figat review they did recommend for us to uh conduct a special education study so to do a deep dive so we will be coming back with that um we are in the initial phases of speaking with school services to conduct that study for us so hopefully we can come back with um a comprehensive specialed uh expense study for you um seeing no more questions thank you okay so moving on to uh 903 uh we already we have oh that's right we have to do the vote so and I already took um the public comment so now we're going to vote all in favor raise your hand uh
0725 Z is the uh vote everybody unanimous okay M uh the motion maker was uh Corina loera uh the vice president kto was the one who second okay and it's a 5- z vote thank you so moving on to 503 on the demographic and enrollment projections by school works good evening I'm Ken Reynolds president of school works and we're here to present our findings from our demographics and enrollment projections and I have with me Ryan and uh we have a quick presentation that really highlights the process we use the data we collect and the calculations we go through to do our best and most accurate as possible prods for your District this chart here sort of gives you a graphic illustration of all the types of data we collect and Analysis we do to generate
073the projections our report has a lot more details has information by site and really helps you to get a grasp of what's been happening in the past and what we see happening in the future and so how do we do all this work we use actually a computerized program it's a mapping system and so this map here shows you in green the area that the school district represents and all those red dots represent the students that are actually enrolled in your schools as of this current school year and so we have multiple years of data we have done work for the district in the past our last report was actually three years ago and the projections we did then are pretty close to on track with where you're at now our normal accuracy rates typically
074about 1% really quick why not Le cam oh so one of the key items in looking at our future enrollment is understanding our incoming students and we look at Birth data for that and the birth data that we collect is based on what the mother's zip code is when a child is born and so that blue line across the top of the page here shows the data for how many children are born each year in the zip codes for the area that the district serves and we can see those numbers have been dropping over time and then down below in blue it shows our TK class right that's our fouryear olds and that class has been only represented three months of those births uh originally and that's been growing these last couple of years and
075will continue to grow through next year in starting in 2025 all foury olds will be eligible to attend but we really haven't seen a significant growth in that class for your District yet so we're going to want to continue to monitor that so the numbers might come in higher if there's more promotion of that program in more interest again it's not mandatory that they but definitely something should be marketed and promoted among your community and so the the other one we look at is of course our 5-year-olds in kindergarten so again we're showing about 10 years of History here so we can see the number of birs is just dropping over time and that and our state is seeing that same Trend it's throughout the whole Bay Area and so there's just fewer and fewer
076children being born as family sizes are getting a little smaller as housing and uh costs have increased and so the again the blue is representing those kindergarten classes and so we've been seeing a drop in the number of incoming kindergarteners each year and then in yellow it's showing how many we project coming in over the next four years as we've seen again the the bursts continue to dwindle a little bit so again it's we're not seeing as much of a decline in those incoming classes that we've have seen over the past but they still are anticipated to be a little smaller than they currently are and so this chart we use to illustrate what's happening over time and so in green represents this school year how many students we have in each grade level so
077we can see we have more students in our seventh and eighth grade classes than we do in our kindergarten first and second grades when we compare that to the blue line that blue line again is our kindergarten how many students were in that kindergarten class class when that grade started and so our first second and third grade classes almost have the same number of students that they started with but when we look at our upper grades we have fewer students now than when that class started and so that's showing us our Mobility over time especially for our upper grades right that the families are either choosing a different choice for their enrollment or they have moved out of the area another big component we T try to track is new development activity right new homes
078that are being built and so uh our analysis here does only look at units that are two bedroom and more so some of the higher density stuff being built is Studios and one bedrooms we don't anticipate any students out of those so those have been excluded from our analysis uh we do so we anticipate again there's several units on the books in terms of our projections that go out six years uh we are projecting some of those units to be built but not all of them again we look at historic Trends we talk to the the planning departments we talk to the builders and try and do our best on all that information on what we believe is likely to happen of course we don't control the market so again things could happen faster or
079slower than we're projecting and then of course for those number of units we try to predict how many students we'll see out of that and again we've seen yield rates dropping across our state across the region and we've really seen them drop lately as home prices have really increased significantly over the last five years or so so we we do have a relatively low yield rate but again that's pretty common for the whole region our next slide really is a graphic illustration of our results here we're showing 10 years of history and six years into the future we have the orange for our Elementary grades and the light green color representing our Middle School grades so we can see there's been a significant drop over the last 10 years and we're still anticipating a continued
080drop over the next six years so again we're going to have to continue to watch that right the economy can have impacts on the numbers I know there's hope that interest rates start coming down and so that could increase development rates which could offset this a little bit and again we looked at at it last about three years ago and so again we'll want to if once we see your enrollment numbers in the future start trending away from what we've projected then we know some Trends are changing and then it's a good time to take a updated look at things our projections and our full report also identify the capacity of our schools it's a very basic Capacity Analysis we look at how many classrooms we're loading with students on each campus and we also
081look at how many students what how many students we like to have in each of our classrooms so the number of classrooms times the number of students per classroom is how we calculate our capacities and for each School in the district we will show a map that illustrates where the students live that attend that school so we could see how many are coming from their boundary how many are coming from neighboring areas and how many come from outside the district so it gives us that illustration of where they live in comparison to where they attend and then also for each school we will show the enrollment projection chart again here we show what the capacity is the red line shows our October enrollment again we started a little early this school year because of the
082consolidation process that's taking place so we will update these numbers in October if there's been some changes uh so that red line again shows four years of history and six years into the future and then there's also a blue line on these charts for the schools that have a boundary because we're looking at the population within that boundary so we can see if that is growing or declining and so when we see a difference between those red and blue lines that's a net impact of transfers in and out of the school this attendance Matrix really helps us to see overall attendance patterns so again some of the programs you have that don't have a boundary we can see what boundaries they're mostly drawing from we also have some summary charts and graphs in our report
083this one simply shows us the different sizes of our middle school programs the red shows the enrollment at the schools and then the blue was showing how many students live in their boundary a lot of that information will be real helpful as the consolidation considerations are looked at and then we always end our reports with a utilization chart that's just simply comparing our enrollment to our capacity and we're doing that for both our current enrollment and our six-year project jeed enrollment now we do a blue color highlight to represent we have space available at our schools if we had schools that were overcrowded we'd be highlighting them in orange and red one typical typical guideline that we'll want to talk about with the committee is when we consider different consolidation options I would recommend we
084try not to exceed about 90% of our capacity when we try to put more students on a campus than 90% we run into some challenges with making sure there's enough space in all of our second grade classes or all of our fourth grade classes right we can get some unsuspecting surprises in enrollments if we get a little bit of a bump there's not really room to handle that so again we're we're going to want to take a close look at the different options as we go through that process and then finally what our next steps are I think I mentioned uh some of this already that right well we can help with the uh presentation for the consolidation committee we can run calculations based on different considerations they want to look at sometimes we might
085look at real simple combinations right if we have this school combined with this school right we can just add the numbers together we probably not really need it but if we're doing some different types of scenarios uh then we can also run those kinds of calculations and then uh again if our enrollment the first week of October has varied from here we are the middle of September then we might want to update some of our calculations to show a better uh Trend in terms of those projections and so again we thank you for the opportunity to work with you and we look forward to continuing as you go through this process any questions I can answer yes thank you for that and um the attendance Matrix you've got me excited thinking oh my gosh I've
086been doing this this whole time trying to look at that but that'd be good if we could have that month after month to to look at as well um so let's say 10 years ago there was 2% um of homeschoolers and now it's 8.6% of California students are homeschooled which is California surpassing the nation um and the nation's like 5.4% but um are you taking that factor um um into account that of the homeschoolers now because that's right now the fastest growing segment in education in California so in inherently that is taken into account because we're looking at those Trends Over time however the actual number of homeschoolers are not within your data set right just like if there's some students attending a private school that's not part of your enrollment so by the absence
087of that data and especially that sector is growing that's what can C an increase in your Decline and those it's those those declines that we attracting we will have some new information from the Census Bureau probably in the next month or two and we're going to be providing information for our clients all over the Bay Area that really help districts understand how that has impacted the numbers right so you know about how many students are enrolled we we'll be able to give you also a report that talks about well how many students actually live here in your area area and then you can see how many of those are enrolled here and we can figure out what the normal averages are right for the home school for charter schools for private schools and then we
088can see if your numbers are above or below the state averages the county averages or the Bay Area averages to see if you're performing better or not than your neighbors because I did see that they could sign up to the Charter so how do we make it a possibility that they could sign up in through Us Al well a charter schools don't require a student to get permission to leave their home District so that's that's why there's a lot of interest in the charter schools um whereas if someone in Fremont wanted to enroll in alumrock right they have to get permission to leave Fremont and then your permission to enroll here and so it takes two different board actions so it's just as simple as a board action to maybe open up that some more
089possible enrollment are you talking about uh uh homeschooling yeah yeah so I think what I'm what I'm hearing one possib which we don't have in this district is the opportunity for um parents who do homeschool to operate through our District's independent study program which is a possibility of increasing enrollment without necessarily taking space so that's one thing I would recommend we take a look at yeah because that could be that could be an area that we're not Tapp I I don't I don't know what the homeschooling capacity is in the area but it's something we ought to look at yeah so because I ran actually when I first campaigned years ago I ran into several and there was seven families on my block well if you know that that that tells us it's something we
090can get started on actually okay thank you um trusty fam yes simple question because it it sounds like this is um what you described there is the the interdistrict transfer process I exp the inter District yes yes so so I guess in the sense kind of like to sort of do the you know just just to clarify for for my colleagues and the audience um a theoretical say uh District say homeschooling program uh the I guess for for those living in another school district and say uh hypothetically interested in say a homeschooling program type here the process would run like an interdistrict transfer then correct yeah thank you so much uh any further comments uh just yeah I love this I like nerd out on demographics like I'm like oh the American Community survey is
091going to come out yeah you know just very exciting um so very helpful I think my questions are around the um Housing Development and drive driving hopefully you know family family housing in a an area like ours that is so squeezed um and in need of that you me you had a couple developments on there um I wasn't [Music] sure uh like I don't know addresses but I can say like oh where the old Ash is on alumrock like is that you know was that accounted for you know I'm just I think across from Linda Vista there's supposed to be like a a new development coming in so maybe we could just follow up offline as to where those developments did you did were they pinned they were they were mapped on okay yeah okay
092but I think you know we are such a kind of landlocked area what has very few infield development projects um but I don't think we've really ever looked obviously we have our own Housing Development coming online um but hadn't really kind of thought about how other infill projects and us trying to maybe advocate for three bedrooms right more of those kind of familial type spaces that would be beneficial for the district I don't know you know again how much how much value that adds um but yeah we're just not we're not very Urban so do you see that having much advantages um oral usually they're building what they believe the market yeah Will absorb so um but you know never heard to talk with the developers about you know what your thoughts are and especially
093for the projects that are closer to your campuses yeah I mean at the bottom line has to pencil out usually those are to by but um so Dr Barbara this is g to be this this data is going to be used in your consolidation meeting so first of all I want to thank you because you sped up the process because we asked them to do this to present here uh this is scheduled for our second meeting on the 25th which hopefully you have on your calendar um the first meeting is going to be on the budget and this is scheduled from there for the second meeting will be presented uh in depth with an opportunity for the committee to ask questions I actually have a question on behalf of a Community member I might as
094well ask it now um so is it fair to say that there might be fluctuations among individual schools but the total numbers which is what I'm interested in terms of the finances are going to be relatively stable is that correct correct I interpretting that correctly if if we see a transfer from one school to another for any one of multiple but the overall numbers are going to be pretty s the other part is it's safe to assume when you mentioned a capacities that you did check with staff and suppose in terms of what our capacities are correct thank you um as part of your I get it there's some things that happen that are very quick it's difficult to plug it in it's not like you can go back to look at the historical data
095for example our neighbors to the South had an influx of Venezuelans and Colombian immigrants that they said stem the their loss and enrollment actually they were stabilized as a result of that uh is there any way of factoring in that new information as part of the research that you're doing the work that you're doing or is that just too recent and it's difficult to plug it in we we've looked at the data as of just a couple weeks ago so we have the newest data in this report and so if if something if a new influx comes in tomorrow right that's something that we haven't accounted for uh because those things aren't usually predictable but um that again if if something like that changes then we need to come back and work with you to
096make sure we update the numbers and with regard to those large projects mentioned we have um a development that's taking place about three qus of a massive large site happens to be within Alx boundaries which is Reed Hill airport the county seems to be moving towards repurposing that report more and more certainly each time um is there a way based on just development patterns to plug in something that where we could possibly see or develop some sort of a trend because I know that your data seems to be going up to like 20 28 this action wouldn't take place till 31 and then any sort of building is obvious going to be more long term but I'm just trying to think uh because if we we rash and we start doing taking actions and then
097all of a sudden there's an influx of a large number of families are living there they need access to school we're way in a spot where maybe a school was shut down that could possibly be needed in five or six years yeah and it's it's always a good idea if even though you're closing a school to make sure it's stays in your books in case you do need to reopen something but in our report we do talk about the total number of units we're aware of that are being planned and we only factor in the ones that we believe are going to be built over the next six years but there is a Delta between those two numbers and so we can do some follow-up information on how many students we expect to be you
098know additionally generated once the rest of those units are um so that would sort of give you an idea of a potential a space that may be needed in the future yeah I saw theing you're going off of you said you're going off of talking finding Department this one's like really far off so I'm just trying to figure out is there a way of a formula or something or something something that can try to Crystal Ball possibly based on the acreage yeah Bas yeah based on the acreage there we could try to start seeing some sort of yeah I I'll check with our research team to see if we have anything on that project yet and uh if not then we can come up with something based on E gr thank you any other trusty

104bonds um we're excited this evening to come and provide the most recent update and progress that we've been working on with our team here from uh educational housing Partners so um tonight we're going to uh talk about that process the design build RFQ p with your approval to move forward on releasing that and uh with that I'm going to hand it over to um uh Marlin J Vargas and Joanna Julian to give that presentation and then we'll answer be happy to answer any questions or that the board may have so with that I'm going to hand it over good evening members of the board and um superintendent Bara and members of the community my name as Mr F say Marlin just Vargas I Am project manager with education housing Partners uh so tonight we're gonna
105give you an overview of the request upcoming request for qualifications and request for proposals uh to select the design Builder team that will help uh design and construct the workforce housing and also we'll provide a quick update of where what we have accomplished in the last uh months and where we are next steps so pre construct upd the preconstruction schedule so with the collaboration of um the district legal council and administration we have delineated uh these two phase process for the selection of the design Builder starting with um the request for qualifications so um this first step includes basically uh putting out their um their request where everybody can uh submit a proposal that this proposal basically will be a submitting statement of qualifications that statement of qualification is uh a questionnaire that's a template
106that have been already um worked on and it will provide the factors on which the um respondents will be evaluated um some of those factors is as listed here are part of the licenses certifications that they have as designers and Builders uh performance history their experience with similar projects uh safety information safety record their financial capacity uh being able to meet um insurance requirements um their acknowledge M and commitment to the community labor agreement um on this slide we have uh the steps are part of this uh first phase first the package the RFP RFQ package is released um later we're going to have a meeting or a site visit uh with the interested parties uh followed by the Pary submitting the response uh to the RFQ uh once it is receiv received uh in
107collaboration uh with Administration we're going to be reviewing uh those responses uh coming up with a ranking for all of them and um come up with a recommendations uh to the board uh at that time it will be presented uh by Administration the top three respondents uh to be part of the what we're calling a short list to then be uh approved by the board and once that is completed move on to the next phase so the next phase being the request for proposal uh we will officially extend the invitation to the three top uh pre-qualified respondents to participate in that process um we are recommending um an offer of a stipend to those three respondents that stipend the purpose of it is to help them cover expenses related to all the um theci professionals
108Consultants they might need to engage to be part of this um the presentation that they will do um at the moment we are recommending Administration is recommending the approval of the board uh for the stiping in the amount of $15,000 for the for each respondent um again we're talking about the top three respondents and once they uh submit their uh proposal The Proposal will include pricing schedule but also a design proposal so it will be based on the work that has been done so far the conceptual drawings uh trying to see how they can enhance those and mo what they have in mind for the next step which would be schematic design which is a little more detailed than what we have that's conceptual design um after that we have here the steps of that
109uh RFP process so um once again the first step is releasing the package the RFP package um having a meeting with the top three uh teams and side visit and receiving the response from the respondents and um reviewing the design the presentations we are looking at that as uh being on a night with the board so that they can present to the board their uh proposed designs then in a different date uh in collaboration with Administration we would hold interviews with the three teams um to finalize then this review process the the review process will be based on best value um so it's not just looking at the lowest cost the lowest price being presented but other factors um uh are being considered uh there will be kind of a scoring sheet and that's how
110that determination will be done and completing the evaluation and the final step of that process would be uh then to for administration to present uh recommend the final um selection so who would be the team that would be getting the RO the design Builder uh for board approval and with that I leave you with my colleague Joanna who will go over fre question schedule thanks Marlin and uh before we discuss next steps in the project schedule I'll first touch briefly on oops sorry didn't mean to advance it there uh touch briefly on what uh we've been working on simultaneously to um helping facilitate this rqp package being finalized so over the past few months um we've been doing a lot of leg work to to ultimately help facilitate the application process that will happen um
111as we'll get into on this slide after the rqp or the design Builder has been selected so that has included completing a biological resources assessment which is a required aspect of the application um no special status species were found on site which is good news um we also have a geotechnical evaluation currently underway the results of that study will become part of the RFP uh materials that the short list of respondents have to review so it will ultimately uh better inform uh their budgeting exercise for their budget uh we also have completed the or the city has completed the tribal consultation process which is a required First Step before you can submit an S sp35 application so that has also been completed um lastly as uh you remember uh the design build contracts policy was
112approved by this board um in August and that was a necessary step before the RFQ package can be released um so with that let's turn to the the next steps here after the design Builder is selected and approved by the board then we will be moving into the planning application stage which is expected to take about 3 months that's when the conceptual design that has been developed to date and then uh based on the ultimate uh design Builder um uh design enhancements that they may recommend through that process that will then be developed into a schematic design that gets submitted to the city for entitlement approval so it it includes a bit more detail than is developed at the conceptual stage that we're at now then the entitlement process um through the sp35 application is
113expected to also take about three months um through S sp35 the city is required to process those applications it's a ministerial approval within 90 days then after entitlements are received we would move into the construction documents and permitting stage which is expected to take about a year and then construction can begin with that we'd love to open up to questions um I don't have a question have motion when you're ready for okay I'll take the motion um I will move to uh well I move to approve staff's recommendation of reducing RFQ RFP for design build services for the development of 78 unit Housing Development and to include a typ in for selected proposals up to three for phase two design and presentation as recommended by legal council additionally I would include in my motion and
114I want this to be included in the minutes because I know that we've gone to these action minutes they sometimes are helpful but sometimes they're not in this particular case I wanted to be included that uh all respondents will be brought forward to the board so the board will see who everybody who's responded and that uh as as you explained that you will provide your recommendations Bas and you'll outline clearly the criteria for your recommendations and um and then the board will ultimately make a decision as to how it wants to move forward uh with uh the the final selection that's my motion Miss Mar B did you get all that on his motion I got some of it but I can always go back on the recording to hear it okay that's or he
115can send it to me just d uh yeah I can thank you uh do I have a second okay uh I have a motion in a second before if I just have a clarifying question uh you know just to just wanted to clarify uh the mini the the entitlement you mentioned is ministerial right and I guess uh the traditional legislative AIDS notion of ministerial is sort of more or less formal and automatic as opposed to say you know the the standard uh City re you know City review and you know right a veto so am I correct to under sd35 uh you know the city in this case after receiving of documents would you know move to would move to approve uh for per you know permitting within 90 days yes so under SP sp35
116it's a ministerial approval which as you said um you the city cannot apply discretionary objectives um they need to be only or sorry subjective standards discretionary subjective standards they can only apply objective standards and that's what they're evaluating in that 90day period making sure that the submitted application meets those objective standards um do we have an idea what those ex objective standards are um they have to do with um uh you know building code uh standards they have to do with things like setbacks um nothing that can be considered an subjective standard such as um um uh uh arbitrary kind of design standards they have to be something that you can you know measure and on paper compare the plans to does this meet it or not thank you um Miss Andrea Flor out thank
117you um I just have a comment well I have two comments um one is I just wanted um to let the uh housing committee know that I've had um a couple of the former or existing committee members um reach out to me or mention to me that they were wondering when the next um committee would take place committee meeting would take place or um are they being um communicated with about these type of actions coming to um committee so I just wanted to make sure that the board members that need that are on the housing committee were aware that um there's some communication that's being um requested or expected um so I just wanted to pass that on um regarding the recommendation I fully in support of the um staff recommendation um having heard the
118addition by vice president ktho I'm not going to be able to support the motion I don't um support um having all I I think this is something that politicizes the um process and I believe in um the ratings and the recommendations coming to the board Madam president yes I don't want the public to have the wrong impression I'm asking and I'm not asking to raise his recommendation I'll go back and I'll send my my my my motion in writing but what I asked for was for recommendations to be brought forward by staff and that they provide us criteria as to why these individuals Rose to top three that way we know for we will clearly know why it is that individuals are outranking others so I just want to make sure that the Public's clear
119that my intention was never to not rely on staff's recommendation I'm relying on their expertise and I'm asking them to bring it forward to the board that it doesn't just simply happen behind closed doors and they just simply show up and say hey here you go which is not not what I expected it's it's it's a process that was explained to me as to how was going to work I'm simply speaking it and I think I think what I'm hearing what I'm hearing is you'd like to know what the criteria was for the determination and the recommendations correct um it's it's uh I as a u yeah as a member of the uh Bond over committee at yeah we went through this process we would see the criteria to how people goes up so that
120the criteria is known it's public and you you have access and I think that's something that I don't think you would oppose to yeah no that's actually part of the process that we're going to be utilizing with all the initial candidates um on the RFQ they will be brought in we'll evaluate their proposals and we'll rank all of those and from that ranking is where we would identify the three recommendations but yes it'll be very transparent in terms of part of that evaluation process and how we arrive that's what I'm hearing the is to make sure everything is transparent on this given some past history I think it's I think that's the key event additionally me such a large project it's going to be a lot of a lot of eyes on it and you
121wind up having the potential of other firms that get upset and say well there's some Shenanigans you avoid that by simply putting all out there and making sure that everybody's aware why people Rose to what what rank and and then yeah the the rest is I think we can say whether there a resolution or not that's going to happen and I think that's yes um thank you I I don't see any more trusty comments anymore um okay thank you for the presentation thank you appreciate uh so we will now vote on this item um 10:01 uh I believe I did but I'll take public comment again uh any public comment on this seeing none uh we will we will go for the vote on 101 all in favor raise your hand uh it's the vote

129so the motion is from Vice preso the second from trust Corina move approval for uh items 1501 through 1520 um do I have any public comment seeing none do any truste comment seeing none let's move for the quick yeah um I just like to recognize item 15.01 that uh resolution and recognition of Hispanic Heritage Month September 15 to October 15 I think that um in this day and age uh the term Hispanic has been turned into some demonized term and um most folks are fearful of it fact of the matter is that outside of California and Texas and other places the term is actually very well recognized and beloved and so I think it's important to recognize uh that this is a month that's been dedicated to the uh Heritage of a large chunk of
130our population and it's warranted to uh highlight it uh as we move forward and approve this so those are my comments president uh yes and the only other one also I want to highlight is the uh resolution to recognize the school administrators for the week of October 13th through the 19th thank you to the school administrators that uh help keep our schools in order and that our teachers have what they need and um that you know they they have um the support that uh all of our children also need to be successful in their classrooms thank you thank you so um public comment seeing none uh let's move for the vote all in favor of passing the entire calendar it's a 5- z vote motion passes unanimously um 1601 request from the Board of Trustees
131and or from the public request shall be submitted in writing to the superintendent or designate with supporting documents and information if any at least one week before the scheduled meeting date item submitted less than a week before the scheduled meeting date may be postponed to a later meeting in order to allow sufficient time for consideration and research on the issue and that's board policy 9322 he's already going to do it but before we do that let me how about both of you I wa better okay let me let me finish okay so before we adjourn the meeting I'm going to ask uh trustee uh Andrea Flores Shelton but before we do that I want to mention that our next meeting is a regular board meeting as well September 26 and then the next one after
132that is October 10th which is also a regular board meeting we are now having two board meetings regular board meetings a month so that way we could get more business done one second um and so just a question about that okay you just said if we can if I can just request because I I see the reason why we should do it but I know we've already um passed a list of dates that were approved by the board so we can bring those back and add those so that we can um approve regular scheduled board meetings Okay do me a favor can you send that email to um I'll check them in M yes thank you and TR the let be clear about it this is not a regular board meeting it's gonna be C
133board meeting because we can only buy by per our bylaws and this is why we got ding previously we can only set our regular board meetings that that December and so therefore we can call them regular but it's not there's special board meetings and there're just additional meetings that we're gonna have okay okay it's a I take that back it's a regular special meeting okay on uh September 26 and then the regular board meeting October 10th and maybe we should revise that board by law okay anyway will there will there be a second meeting on October is that what board meeting no the special board meeting is September 26 I know is this going to become are we going to have ongoing special meetings the I would recommend you do um it can't be regular
134because you approved those back in December yeah I think this District I think this district is g to need um with some of the issues coming up you're G to need a couple of meetings that's my recommendation speci and so now I'm gonna move it to JY Andrea Flor Shelton to um make the announcement yeah in cooperation with vice president uh and Kinto I'd like to acknowledge um that this meeting is adjourned in memory of Dr George Castro a scientist and educator and Chicano Community leader he passed away peacefully on July 30th um 2024 he was an accomplished chemist and a sto had a storyed career at IBM with becoming and he became became the associate de in the College of science at San Jose State University um where he became a passionate advocate for
135equal opportunity and education he had established multiple Partnerships with local school districts including alen Rock Union um District he also served on President Clinton's Commission on educational Excellence for Hispanics um he's remembered as a compassionate Mentor in the sciences and a fierce Champion for the Latino community and we were grateful to to have him um mentor and educate many of our students out of the Joseph George um rec center for I don't know how many years maybe someone else knows for how many years um but he was a great presence in our community thank you thank you and so I will now do the best part of the meeting at 9:59 I'm adjourning the meeting good night everybody thank you
