007correctly yeah that we were going to do item 601 after 2011 wrong we're doing 601 right now that's why I called out 601 that's what we voted on earlier that's not what I remember voting on that's okay if you don't remember but we're going to uh do the vote all in favor of approving 601 we have to public comment I'm sorry do we have any public comment on this item going once twice okay no public comment do we have any trustee comment go no trusty comment okay so we are now going to vote on this item 601 all um uh vote for approval of 601 raise your hands please so it's for uh for approval um truste Corina rera vice president Quintero um truste Flor Shelton um board president Linda Chavez all vote in favor

010the support that has been shown uh inadvertently by not by not paying attention to the fact that it doesn't require action yes um I would assume that the folks who are out here would recognize that there is support yes and there's no need to have a three-hour long public and that the kids should go back home probably um uh Dr Manny I think board member you okay I think sorry I didn't see you no it's okay um I I understand there's a presentation and I think they're my understanding is they're also respecting the 20 minutes so I don't foresee anything but um you know I welcome any comments from the public yeah um M planning is would just like to make a presentation uh yes Miss sherah I understand trusty Cano's uh concerns here and

011I'm in agreement with you we could keep our comments very quick to 10 minutes and even probably less than that if that's helpful because I do think trusty cantero has a great Point here um would love the opportunity because I know our staff has prepped and uh they have some wonderful things to share about alphab Blanca Alvarado if that is okay sure let's he it we will keep it very fast thank you so maybe our staff who has prepared comments can I ask that you do stand up and our families also who have prepared comments we have one minute comments uh because I know you have a tight agenda and you have very important things in business to discuss so we' want to be respectful of your time thank you good evening superintendent Barbara President

037but you know each and every one of your um energy has allowed to open up our schools um or will be opening up our schools where our children you know get to feel welcomed and a part of and I also want to um give a shout out to miss Wyatt um uh for launching along with um her group the launch of the the ethnic studies program as a trustee who championed it back in 2020 you know we know these things take time you know when we pass resolutions and you know we Implement new programming um it takes time to implement so to see the launching of it you know was really special and to be there um in the community this Monday met a lot and so um shout out to her and everyone else

041our district uh had a uh met with the Adelante parents this past Monday and I thank him very uh polite and cordial conversation uh I also look forward to uh was it August the 21st uh you know uh Alam Rock will be meeting with uh Franklin McKinley uh the Franklin McKinley School District and their windmill spring Academy and trusty Von leay and the East Side Union School District for the you know uh first ever multi-district collaboration uh joint performance at the Moon Festival on September 14th so I hope you know uh we can all you know you can make it to our our biggest Moon Festival program ever please do so to support our our kids out there especially our painter Vietnamese is a dual language imersion Elementary and so uh with that note I

042I look forward to seeing uh our our Alam Rock teachers and staff tomorrow at at our welcome back barbecue and on that note I thank you thank you so much let's let's try to you know have some positivity in our 95th year thank you okay any further trustee comments uh seeing none I just want to thank all the um parents and the staff for the patience that they have during this process and we all uh want everybody here uh but the circumstances is that uh a few may not but we just want to know that you're all valued and that you're all respected and that we're trying to do our best thank you moving on to just really yeah sure go ahead uh just uh follow up and hey thank you uh in term superintendent

043Barbara for coming on board I've been getting positive feedback from folks who've said that uh you've been reaching out you've been engaging and so very much appreciative of how accessible you are and uh how the feedback was very positive that you heard them out they've seen that you've taken action and so thank you for hitting the ground running and uh and uh and so yes um looking forward to are um uh moving forward with our in with our permanent superintendent uh process um If U you had time and you weren't retired then I wouldn't drop my hat say hey come on Stick Around help us out but um but yes very much looking forward to having alrock move forward with our uh permanent superintendent as we you know deal with these major issues that we're

044facing thank you um when I said moving on I was going to say moving on to superintendent Manny I I really appreciate that yeah wasn't finished but uh no I uh I really appreciate that you're here and to help us and you're very seasoned and uh we respect you and uh we will listen to the advice you have to give us as best we can thank you um so Maribel did you get what time I closed the public hearing I did thank you uh five um 3053 okay thank you um moving on to um 501 the recommendation for school consolidation process this is information only uh Dr Barbara can you uh give us some information on that sure have a little presentation now thank you for your comments if I were younger I'd be honored

045I've grown attached to the district then it going to be uh a lot of really terrific people in the district So Daniel I think you're going to handle my slides all right so um I have a presentation that uh I want to share with you and regarding a process that I would like to suggest and recommend that you consider um moving forward so Daniel give you and get started so this is uh a process that um unfortunately I've had to use myself as a superintendent in closing schools and also in assisting other districts and going through the process um anyone can close schools you can close it tonight if you wanted to you just take a vote the goal though however is to create a a process that with the school closure process in such

046a way that we come out healthy and healing at the end and maintain a positive environment and that's the real challenge of of this process of all the things I've ever done as a superintendent nothing is more difficult than to uh than to close schools so CERN assumptions first of all it will be the Board of Trustees that will make the final decision that uh that the stakeholder committee will make an informed recommendation to the superintendent with the underlying they being informed I'll go into more detail on that the superintendent will make the final recommend to the board to consider and the Assumption no one wants to consolidate schools no one does you don't want to I don't want to the community doesn't want to um it's not something anyone ever wants to do it

047is extremely challenging process so there's the assumptions in what I'm going to be presenting to you any know now I want to present um present some context to this um and it's really important I've been doing a lot of homework and studying reviewing the budget I want to thank o and Teresa for the information and um we have this evening here which I'm going to introduce to you um the assistant from from the county which I will introduce in just a second but the concept I want to present to you this is not a zero sum game and what I mean by that is you can't just say we don't want to close if you're going to say that then you have to say I'd rather do this and this is what this is you're

048going to have to say then we want to cut every program we have in the district and when I say every I mean every every single program in the district you're going to have to say that we're not going to be able to give employees a raise probably in the foreseeable future um people will have to you could always raise revenue through partial tax that's always a possibility a very high part tax and the other alternative is to look at insolvency and um I don't want to be overly dramatic on this but I'm going to be overly dramatic this is a very serious situation that we find ourselves in we've received a uh letter from the county um telling us that we need to develop a plan of action by October which we will do

049hopefully and also been assigned um assistance from the fiscal crisis management management assistant team or fmat now let me say this when fmat says we're here to help that's not a good thing okay it's not a good thing no superintendent wants to hear fmat is here to help but we need to face the consequent that they're here I want to introduce someone to you right now um someone that uh our careers overlapped as superintendent and he's been assigned to us uh by the county and Doug are you clear want to ask Doug zimmering outstanding superintendent from L virgines um found that we were talking that we were would get together when we're both members of Cal SSD which was a terrific uh lobbying group and Doug is going to be here um to uh assist

050us with this process de would you like to say a few words before I move on thank you madam president do some of the board members May recognize me I certainly recognize you I I really look forward to come back to this community it's a remarkable Community my name is Donald zimmering not Doug but I'm sorry just half hour ago so he got the last name right which is just great I I have to respectfully disagree with one thing that the superintendent said he said the most difficult thing is closing a school the most typical thing is the fact that you have a responsibility not to fail the children of this community not just today but in generations to come I don't you keep being people saying they don't envy your task my hat is

051off to you Ru the task I don't know if I could do it and have to be a member of the community and get paid nothing to do it as all of you are here because you're so dedicated to the children of the botum rock uh I'd like to introduce Susan Addie who's from the County Office of Education she's director of fiscal Services uh I'm part of a team uh that the county office brought in as a superintendent said it's not a good thing when fmat shows up but the goal here is to support you in the very very difficult decisions that you have to make in the coming months and that is strictly our focus and our focus is for all the generations of kids that you now are going to be setting the

052stage for and we want this to be as much of a success we know it is not going to be easy and very frankly it's going to be painful for some and the fact that you're willing to stand up for this community and say we have to make the best decisions possible for everybody is truly truly a Rel and I thank you for it and thank you very much for your service thank you Don appreciate it and then one thing I want to agree with there is there's no difficult more difficult elected position than being on the Board of Trustees um because you're close to the community they know where you are and they have access and and and it is truly the most difficult elected position that we have in society an additional context

053um School closure is a very painful emotional process um it's very personal and is very painful people get attached to their schools it'd be very disappointing if people said yeah close our schools we don't care because people care is the reason why they pay so much attention to it you heard today from the you know from the students from Alpha and how connected and emotional their connection is it also means that people are losing something we need to remember this that before you can have a beginning you have to have an ending and the ending here is the possibility that um schools will need to be closed and it is a process where people have to deal with a loss it's a grieving process it's not something that you could Rush people through or tell

054them not to feel a certain way it's just a reality and people will react will react to the loss very differently thank you it's also a very political process in the sense you're elected and there's always pressure on boards and that makes it extra challenging for you to make some of the difficult decisions that I think are absolutely need to be made now what's the administration role um our role is to execute the policies that you pass um our role will be to facilitate the school consolidation process and provide the necessary information to the committee to make an informed recommendation when I say information the the school consolidation committee would be the most informed people in the community other than yourselves they will get all the information that they want anything that they need everything

055will be available to them and then um the recommendation will made to the superintendent and the superintendent will make the recommendation to you and the reason that's done that way is in a lot of ways for protection of the committee it's a very difficult task to be in a committee where you're looking at the real possibility of having to consolidate your school so the responsibility should lie in the administration to make the recommendation to the board this is the suggested composition and certainly open for feedback and input um as I said I've done this several times um the composition needs to be representative of the district and the community um what I'm suggesting is a parent representative from each School of course the employee associations they have a very vested interest in this the community

056groups and you may have some suggestions on this on groups that may be need to be involved the management team representation the executive cabinet and the superintendent are nonvoting and are there as resource to the committee so when the committee asks for information it would be up to the administration to excuse me to provide the necessary information and finally someone to facilitate this process um when I wasn't involved than having to close my own schools this is a role that I've had we you make sure that the process is um is moving along and people are heard and uh maintained I should mention that um when I first met our terrific executive assistant Maro she mentioned she had me one of the parents at a district where I was involved in closing her own school

057so this is a very personal uh type of experience this is the recommended context of what it normally looks like and it can change first of all the first meeting is providing Norms of interaction how are we going to interact and behave in the group which is the role of the facilitator and um the importance of for example confidentiality the ability people need to be able to speak openly and freely normally at the very first meeting they receive a comprehensive budget presentation as to why this is necessary and this is really important that the information is um made clear and I should mention all the information that's presented to the committee is immediately made available to the rest of the community so be posted there this is not a secret cabal everything is presented and

058um and the information is readily available to everyone else and then we'll also ask them what else do you want to know so we'll ask them for any other information that the the committee may want to know to help them in making an informed recommendation the second meaning is normally involved with demographic enrollment a lot of times it's difficult when people realize a why are we in this situation and reality is enrollment is dropping precipitously not only in our district but throughout the entire County and I'll give you an example um when I first started the East Side Alliance which is the high school district and all the feeder districts we are in the neighborhood of 82 84,000 students two years ago and this is 2 years old I recalculated it we were down to

05968 in about eight years so that's two years ago so I'm sure it's less less than that um we're not the only ones going through this other districts uh my former District had to close schools again two years ago there's another District going through that process right now I will guarantee you there's at least two other districts that are going to be going through it um soon enough the enrollment is this is no one's fault um I've been through plenty of demographic information It's a combination of people waiting longer to have kids the property values where it's expensive you're not having a lot of families moving in with three four five kids and um it's just a reality in our society in fact it's not only a function of here it's going on through the

060entire State this whole situation the public Public School enrollment is dropping uh dramatically throughout the state the third meeting is usually and again I say usually because when we go through this the stakeholders may want some other information that may not be anticipated like the facilities what are the facilities look like how much space is in each um facility um what's the capacity of the different facilities what kind of um um what kind of ification do they need you know how how uh how much money will we need to spend to bring them you know to update them so all this information will be presented at the normally around the third meeting then we get into programs so this is the services part what are all the programs on all the sites what are the

061programs that may potentially impacted um students that may be impacted special education for example are schools with special ed education programs that may be impacted meeting five um gets to be a little more difficult this is where you start developing criteria to consider uh like this gets into well we want to consider for example how many students are at the school right now um how close are they to other schools and this is kind of a a brainstorming session they go go through identify the criteria and then select the criteria that because they will go into to the process of the most difficult part and I say meeting six there'll probably be more than one meeting here um prioritizing the school consolidation recommendation using the criteria that the committee had developed and again all this

062information is going to be made uh public and also I might mention that uh this kind of conversation and discussion can begin the day that you May approve this process then um I would like to begin immediately meeting with Community groups to start informing and educating in terms of why we're going through this not everyone can come to the meetings not everyone can pay attention on zoom and sometime the person face-to-face contact is more important anyway because you can answer questions so that will begin immediately as soon as a process is approved this is uh the difficult process and then the recommendation is made to the superintendent and as I mentioned there other meanings may be necessary depending on what other information the group may want thank you Daniel communication is critical in this process

063communication will be constant to the rest of the community um as I mentioned all the information is shared immediately it's put out there um there are sessions going on at the schools continually during this whole process meaning with groups Community groups um parents from schools who not you know we can't have a committee of 5,000 people so that's why we have a selected committee but you provide other opportunities for people to comment ask questions there'll be an opportunity to uh ongoing where the community can ask questions and then we'll look at the questions and respond to them as they come up so communication is ongoing so that there are no um no surprises as this kind of goes along after the committee now comes a hard part so the recommendation is made to the superintendent

064and accept the recommendation or modify now we begin the the plan is known and now we begin Community sessions of meeting at the schools impacted where the community has an opportunity to respond it's open to the community and we go through it again present the rationale people are not happy here this is difficult so I want to be perfectly uh transparent on this process this is the most difficult part no one wants to close schools that's why it's important to understand as I mentioned this is not a zero SU game we have to to look at the Alternatives and honestly there're not a lot of Alternatives right now where we find ourselves as a district and this will allow for Community input again these are meetings at the school and um and they're ongoing now

065comes the recommendation to the board for you to consider the very specific plan and what schools are being considered uh usually some boundary recommendations are involved in this the rational and framing of the rec recommendation as to why this is essential and this is important how it will benefit the district and students in the future so you go how can this benefit you have an opportunity here in my opinion the short time that I'm checking the budget and doing my homework just to do something very radical for the alrock school district you've had this um budget situation hanging over our heads for many many years and it's stressful when that happens the associations get stressed the parents get stressed they await what's happening what's going to happen um it would have been ideal perhaps to

066begin this process years ago what might have been a little bit more gradual but instead of looking in the past we need to look in the future the district will be leaner with the opportunity with sites that you now have the opportunity to develop resources that'll be your call what you want to do but you'll have that option that you don't have now after the committee there'll be public hearings like you had this evening where parents uh Community can now comment on the recommendation as hearings you'll then have uh board meetings to consider action as information first and then U as action the timeline will need to be completed by December because of some um I know the very first meeting I was here there was a presentation on solar um work and we've um

067thank you co for the information we have checked with them and um we do not have to process completed by October I want to separate what the county wants by October is a plan not to have everything completed this however will need to be completed by December I will be backward mapping the meetings uh it's a typ timeline but it's doable and so uh when we get to the selection of the committee the people involved need to know this is a big commitment you have to be there and we'll make that uh there'll be an application process for parents to apply to be um representing their school um they'll have that opportunity to be there and they will understand that uh there's a commitment to a lot of meetings a lot of meetings that there

068will need to be attended once and if the board decides to accept the recommendation um this is the part that often people Overlook the work is just beginning the work is just beginning because now we have to deal with the additional psychological process of the consolidation itself and I've been through this be because schools have different cultures and when when um schools merge the cultures sometimes are easy I've had it where it was very easy other times they Clash because of different cultures groups have to come together these have to be facilitated this is not like get together and plan it out there's a lot of time involvement here uh the staff has an adjustment because now they're going to be merging with other people and um um new leadership as well there's an impact

069on facilities what needs to happen for schools that may be taking on additional students so there's not a single division or Department in this District that is not impacted by this now this is a a very focused process that takes a lot of time the edge Services has uh division has to deal with such things as instruction materials transferring information to the schools it is impacted because of the changes that will will take place and then the community based organizations are involved as well because they're going to be interested like how does this impact us us uh moving forward uh especially if they're for example using facilities already and then may need to be some movement now what are the benefits I know this sounds a little weird you're talking about benefits well first of

070all it avoids a takeover benefit number one which is huge because if there's a takeover of the district the board no longer has any say at all the associations don't have any say the communities have any say you're going to get someone like me not as nice is going to come with the authority to do whatever is necessary to make sure the budget is balanced and people need to understand this as a final um as an alternative literally there's no more input the decision is just going to be made because this is not an alternative the district will now other people will make the decision for you that's why this is a challenging decision that you'll need to make but a critical one because it represents U the district to its core the district becomes

071leaner without the stress that you've had all these years um even with the with the consolidation there's still some significant um budget deficit but you'll have some options with the property that you have to be able to address them that you do not have now the close schools are resources they can be leased they can be sold but the resources that you have and and and this cannot be um undersold in terms of the importance of what you'll be able to have and you'll have funds available to maintain and provide additional resources to enhance the educational experience for our students our kids don't care about our problems they're going to show up next week they don't know about school closure all they care about is I'm going to come to school I want the teacher

072to be ready for me I want to get an education and moving forward you have the opportunity to have resources that you do not have now to be able to apply to really provide a real real um optimal education experience that may be only limited by your own imagination so this is something to keep in mind in terms of the benefits so in summary again a reminder this is not a zero sum operation no one wants to consolidate schools soone say don't call no of course not you don't want to I don't want to no one wants to do it the budget deficits must be addressed we've gone too far down the line now it's um um it requires some Draconian uh measures the current situation is simply not not sustainable you do not need

073a business degree to know that when you have 21 schools that average around 300 that is not a sustainable model unless you're basic Aid District or as they now say community funded um which we are not and part of this really speaks to the inequity of funding I might as well throw that in here where um some of the districts that are wealthier do not have to deal with this issue because enrollment doesn't matter they got have 100 kids in the school it doesn't matter it only impacts um schools that are based on enrollment and this is part of the inequity and fund in the state of California and the Alternatives while available to you are most likely worse and as I mentioned as I look through this and I talk to the staff and

074looking at the programs um everything will have to go and you'll still have a problem so this is just to kind of summarize um I'll take questions and um we'll go on from there um is there any questions from the public okay um thank you how are you Christine vial thank you for your presentation uh the quick question is just to confirm uh the proposal is stating that a plan would be put in time or um in place by October and then decisions would be made by December can you just Define a what the plan means well the county wants to know like how are you going to address this deficit period And if the board approves this process that will be our plan we're going to say we're g to go go through the

075school closure process and we work with the business and then we're going to do the following so they want to know how are we going to deal with this simply saying we're going to do nothing is not going to be acceptable then that separates that from the actual action by the board in December okay in terms of we would say we're recommending the following happen and then we'll go on from there so that's the difference okay I think that clarifies it thank you and the plan's going to be public there's nothing secret about it so sorry my name's David Williams over adante question I would have I was speaking to my next door neighbor yes or gu nebor across the street and probably would go with any school that is closed is there not a

076time that the maybe the City needs to get involved because if you do make those resources available and you sell Properties or you do whatever or the school sits followed is there any involvement for the homeowners around that area to have an input on what could potentially be coming absolutely so I've gone through this um in terms of not only uh you know I need to add space for example now based on what I know right now that's I don't think that's going to be a problem where you have to add Portables or something but I've sold property and when that happens the neighborhood definitely we have to go through what we're going through right now we do it again actually so that go through the city of San Jose at that point first the

077decision then the city doesn't get involved until any recommendation is made um then they get involved so and it all depends also um that's only involved of if there's like a uh sa of property a leas property is a little bit a little bit easier on that but just tell him to chill for right now wor there's a lot more important things to worry about so uh if he's a sports fan he can start worrying about sports time we get to that point um nothing is going to be secret so that's the most important thing to communicate everything is done public on this in fact immediately the people around the neighborhood are notified um for public hearings about that very same thing so that will not happen until um a decision is made and then

078we move forward because the board then has to make another decision what to do with that so it doesn't happen all at one time like in December it's not going to be um here's our recommendation no let's also sell or lease this first comes this then the whole process has to entail in terms of what to do with the property okay that make sense and I am involved in sports I'm coach at I start ring in December after that if you are going to stick to the podium please be better up next so that way this meeting can move faster thank you sure thank you um I don't have a question as much a comment my name's Ali victorine and I'm the president of the D7 leadership group um alamro does have schools in district

0797 city council and I'm here to support the families and the and the parents who are going through this but we're also here to support the school schol board who's going through this our goal is to connect communities and if there is any way that we can help you spread the word get information out um host a meeting for you we would be glad to I love the opportunity to speak to your group at any time you just let us know so we're we're M we're mainly Franklin McKinley but Franklin McKinley is you are actually but yeah but we uh still view represented more than happy to speak to and especially also when it comes to what happens to those properties and things like that of course so that's all thank you very much thank

080you okay see no more public comments U moving on to trustees uh any trusty have a comment um I see uh trusty Corina loera and then I would take trusty Sheldon thank you thank you board president uh so I have a question in regards to the parent uh from each school I think it's one parent how's that determined is it somebody that's recommended by the parents there at the school she's an application process and um now you can we can do this a couple different ways um some District like it to go to the district um my recommendation is it's a combination of principal and District representation um so they can go through the application and then they're selected um my recommendation always is someone who's been involved in the school like you have PTA

081here right home school Clips PTA your school site Council because they've been involved they know the school and someone that can make the meetings so the information will be put out that that will say if you're interested please apply with all the dates already out there so they'll know what the commitment is and that's probably the the the typic is variables can you make the meetings and number two do you understand the gravity of what you're getting involved in so yes thank you for answering that and then just a general comment thank you so much Mr Barbara this is a an answer to a prayer you know just this presentation and this information um you know unfortunately I think um some of us who were trying to yell this you know um even got reprimanded

082and so just hearing somebody who's you know in my culture an elder you know who has the wisdom have done that with all due respect you know for me just it means a lot on so many levels so I just want to thank you for you know um gently guiding us because it's hard you know it's hard it's um atic maybe for some of us I mean there's five of us here and we're each taking it in a different way and so thank you for being gentle with all five of us and you know just presenting and kind of you know providing an answer that's going to guide us and move forward and not just be stuck in a space where we just can no longer be so I appreciate you thank you trusty Sheldon

083thank you um much appreciation to you uh Mr Barbara and to the whole um team that supported this and gave him the information oh the information um I'm 100% uh supportive of this and um what is it the you know sometimes we think running fast gets us to the finish line but sometimes we need to be the the the tortoise rather than the hair um because this is it it's just brought like a rational approach to what has as you already said said um emotions um emotions can breed chaos sometimes and what we need to do is to slow down and take it put one foot in front of the other um and you've just done that for us tonight so um I'm really supportive of it and um I just again like I I

084appreciate the redundancy of saying that there is we're not winning here no one's winning um and nobody wants to do this uh but you're also articulating that there is light there may be light at the end of this um but given the fact that it is going to be tough just knowing how we can do this step by step um is really appreciative and I do appreciate you taking questions um from the community and just being so open to um bringing your wisdom to us so thank you uh vice president kto yes uh thank you very much for this plan um I it's breath pressure to see U moving forward and U putting something together that I think is going to uh give us a road map to to get to where we have to

085go um one thing that I continue to hear is that this should have begun a long time this should have beun a long years ago and so to just to speak some of the comments that we made about how there was a desire to move the fact of the matter is that there was a desire to hold off not even deal with this process until the school year started which was I completely disagree with I completely disagree with for many reasons because I think that people need to know what's going on they need to be informed they need to plan um but I think it's a good plan I'm supportive of it um but I I think that my instinct of moving forward um I had I had put forward a plan that was from

086the perspective of a board the only action we can take is in board meetings so a bunch of board meetings and that's the only action we can do we can only legally get together and talk about these very serious things in board meetings um the intention was not to uh keep people from participating if anything what I had mentioned at the meetings is to create those initial meetings as a space to get input however I don't think that uh that plan that had been approved uh was is is um not in line with what you put forward it just was from a different perspective the came from a board memb perspective which series of Med if I make comment is that you're absolutely right you're limited and I'm sure people realize you're limited by the

087brown act this is not a public meeting this is you doing your business in public a major major distinction and I think you're limited ultimately you are going to have to make the decision but hopefully by that time it will be an informed recommendation coming to you and my my ask of every you and the let's look forward let's forget worrying about the past I think if if alrock our district starts to look forward I think it's going to be better for every so one of the things that I wanted to mention is uh you had mentioned the school consolidation committee and you talked about the composition one of the things that I do want to mention and my desire as a board member and something I'm going to go ahead and um make sure

088to look out for is that at the end of the day those folks who aren't employees who are part of committee uh that they may be uh that they would be residents Al Ro the reason I ask that is because I think it's important those those residents when they're either parents they have kids here but the kids legally still have to deal with the consequences of what happens if somebody's here uh and they are against alrock when their children leave they go back to their home districts and they skin in the game absolutely yeah the ramifications for decades to come when they're still uh Property Owners when they're still residents when they're still you know paying into the bonds and everything property tax and so it's for that reason not to explain anybody but the

089fact of the matter is that it's those residents that are living here uh that should have a say as to what's going to happen for uh for generations to come for uh in term in their properties and that and so um one last uh question that um with regard to the uh one of the things I want to make sure is that we don't uh put ourselves in a position where the county superintendent's going to say hey I I asked for something you didn't do it and therefore I'm going to remove or I'm going to now invoke veto power over your decision-making which has happened in the past and I was support of it I actually went wrote to the state superintendent and said do not give them the ability to have uh the decision-

090making power I don't think we're in the same space we defin we're definitely a different board and so I don't wouldn't uh encourage just to lose our ability to make decisions uh the letter was pretty clear and it said to identify which schools will be closed uh as part of the plan so I just want to make sure that we're not we're not in a spot where the county superintendent says hey I told you clearly tell me which that's not gonna happen don't worry yeah I just want to make sure that I'm abundantly clear because I I was on the other side saying hey take away decision-making Authority from that group uh I don't think that we wanted want that to happen don't think I don't think it's appropriate at this time trusty in okay

091so yes uh thank you Mr Barbara for for um this road map going forward you know you know as I said earlier uh this the N you know we're in our 95th year and it's going to be a year full of challenges and this is one of them and you know I'm glad that there is we have we have a way you know I think a more effective way of ensuring Community input um uh stakeholder input in in in the process you know the only thing I would say is you know I this is an emotional process and uh sometimes uh you know debate gets heated now you know uh you know I I guess my only concern in this part is you know just uh in a general sense the the preservation of a

092secondary educ ation capacity in this districts uh given you know as we all know uh U middle school campuses tend to have more investment in them due to uh the educational needs of older children and it's an opportunity for uh you know for them to uh have access to electives uh you know whether in more advanced topics or Career Technical education and so you know uh in earlier debates I you know I take ownership that you know things did get heated but I'm hoping that now that you know we we have this road map here uh you know this board this district has the uh opportunity to sort of reset this debate in a in a more constructive and measured fact uh measured uh way so uh I you know broadly supportive of this uh

093you know when when this item comes back for adoption so thank you very much Mr Barbara um this I want to thank Mr Manny because this is no easy task especially since um he is the expert he has done this many times he's the one that goes and gives the classes to superintendent how to do the process and he's done this many times and so I value his expertise and his knowledge in this and um I let him basically um say how it's going to go because he's the one who has done this before none of us board members are experts at this but we do take his advice before we make our decisions each one of us makes our decision as you know we see best for the children uh but this is an

094opportunity to fix the finances for what 15 20 years Alan Rock has been struggling to keep the doors open and it's due to because it one declining enrollment and we have to close schools and we have to think about the safety issues for the children because the children come first the children is should be the priority over anything else that's the way I feel I I don't speak for anybody else but that's the way I feel and um I'm glad that Mr Manny has taken the time to listen to people and um hear what they have to say but at the same time uh when you're hearing these things over and over there's a saying in Spanish so what that is is they want to tell the pope how to recite the Our father he's

095already an expert at reciting the Our Father prayer so to me it is good to just listen to what he has to say see how the process is done and there's also other meetings that have been done on YouTube how those processes were done in other schools and Mr Manny has mentioned that so that'll give you an idea of what the guidance that he's given us and kind of the processes that we're going to be following because yes it is a difficult situation but this is the best opportunity for Alan mock to fix the budget and to fix and give the children a quality education like they deserve thank you so moving anybody else any more comments no I already took that no more thank you um as a matter of fact it's this was

096just for information and I actually broke the rules in giving public comment because this was only an uh information so I let I I let excuse me please don't interrupt I let you speak but this was just an information where we usually never take public comment and I I uh I apologize for they making that mistake but we're going to move on to the next one 502 approve voting members of the Maxa task force vice president kto this is your item can you speak on that uh yes uh Madam president I'm I'm mve I'm bringing forward this item so we can codify and um confirm the uh agreed upon members or voting members of the moxa task force was put together a couple meetings ago um I think it's important that we uh put down

097exactly who was on the committee and who has voting rights so we can V avoid any issues uh in the future and so from uh what we agreed upon was that at the previous meeting the two members that were appointed from the board were myself and uh board member Corina uh we then proceeded to uh put together the committee members uh ourselves and we agreed that it was going to be the area president CSA president Teamsters superintendent the assistant superintendent of business services and then we decided on two community members uh I uh mentioned the name of the Mayfair neighborhood association president wup Gonzalez and board member Corina Raa uh had suggested Victoria partia and so those are the folks who in our meeting were agreed upon and and I would like to ask board

098member if that's if that's the recollection that we have yes and the only thing I'll add is Victoria the president of the Tropicana neighborhood of correct uh and so uh those are the members that I remember we we agreed upon we put together um the only reason I mentioned this is because I want us to to avoid any issues in the future where folks may have thought they were members of the committee and then they were engaged and then uh they then thereafter put forward a proposal or an idea uh for uh use of the facility and so they might wind up putting us in a spot where somebody was thought they were a member of the the committee or maybe or maybe May weren't and then they were involved in the planning in the

099planning process uh by putting together uh criteria for proposals and things of that sort so I want us to avoid that by codifying it by putting it down through board action uh and that way it's clear that everybody else there is uh a is a Community member is speaking in their capacity as a you know representative of the organizations and we don't run into any issues of anybody accusing anybody of saying oh they were part of the planning process yet they were on the committee so we can avoid that type of stuff and so it's for that reason that I'm moving for and repal accept the motion uh I'll make a motion to uh yes make the motion second wait make the motion I move that we approve the recommended U members of the committee

100okay and I hear a second from Corina loera um TR Shelton um so I see that they're voting members I guess my only question is this is still all um voting to send a recommendation to this board correct oh sorry yes yeah every every committee is that um every committee that we have here in the district is an advisory committee so therefore any action we take is only a recommendation and and who's facilitating the process the you're talking about the committee yeah is it this so the assistant superintendent and the superintendent are voting members we're co-chairs of the committee and the and then your voting members and then staff for voting members we've had uh superintendent assistant superintendent Business Services as voting members of the Committees in the past so I assumed that we were

101going to continue with that okay it was for the work force housing committee that is now the housing committee or we followed that model and that was a that was Voting that was like voting and yeah um and so since other board members can't attend will there be um notes or minutes because that's the other hard part is you know not knowing just kind of hearing about what happens at these meetings will there be like formal minutes or anything yeah it's a formal committee that's created through board action so we have to put forward minutes uh after we hold our meeting okay I think the only thing I'll add is wait a second answer question yeah but let let just wait to be recognized go ahead TR uh so now I lost my train of

102thought so I might raise my hand up in a little bit okay so ju I just I was jotting down at night so is it I heard assistant soup of business services and the superintendent are voter members those were the ones we on okay so it's six seven8 n was it nine Al to did I get that right nine yes okay thank you you know that I remember uh and then also the proposals that we receive that will be all reviewing um that at the end will have the final decision on we'll all make sure that to receive those the details on that for example at the last meeting they consisted of us basically sunshin the proposals and bringing them to the public at the committee level um and then asking staff to respond to

103them thank you and I ask those questions so then I can go out and tell people this is how I understand I'm just seeking Clarity on how this is all going to move forward thank you any other trusty comment okay seeing none um so we have a first and second uh we will move for the vote um first public comment before we vote uh seeing no public comment uh we will move on to the vote all in favor raise your hand so it is 5 unan ious vote on 503 manille uh moving on to 503 excuse me that was 502 so move approval for 503 do I have a second uh second by truste fam uh the approval is for csba membership dues period from July 1st 2024 through June 30th 2025 in the amount

104of $17,999 um do we have any public com coment nope so board comment any comment um seeing none uh all in all in favor please raise your hand uh it is 5 it's unanimous uh marel 50350 vote moving on to 504 move to approve csba educational legal Alliance membership dues period July 1st 24 through June 30th 25 in the amount of 4,4 seeing no second um it there's well no I have you will yeah second okay so um any public comment on approval for 504 okay uh any trustee comments uh trust vice president who uho and then trusty Flor um I'm I haven't been a a member of delegate assembly for csba I know the value of the legal Alliance um I know that they do some good work and as a result we've been

105able to get u schools have been able to you know push against the state been able to get some uh money back or been um and so so there is value to it in the past I used to be adamantly opposed because they left us hanging when we were sued um rocket ship lawsuit the charter lawsuit a long time ago where we were accused of whatever uh and so for a while I said no um we began to be supportive but given these dire Economic Times that we're in I I I don't think anybody would hold it against us if we were to say hey look we're gonna have to take a pass this time around because we're facing a $20 million shortfall that we have to deal with and so it's for that reason

106that in the past I've been supportive um but uh even if it's a small amount I still would encourage us to if we don't have to like the rest of them we need them in order to be able to access all the the resources that we get through them uh but on that one I would uh encourage us to think think about it I'm and I won't be supporting it for the reasons that I mentioned uh truste thank you I uh just wanted to ask the administration what services we received for for this money and so thank you for Illuminating a little bit um by vice president Kimo this is but what do we it's mainly an advocacy component in information um so they they're basically each of the organizations access CTA so forth have

107an advocacy arm and this is what this is so in terms of looking at legislation um laws that might impact districts and school boards and so forth so that's what they predominately it's not an advice I mean per se it's not like Hey we're having some problems it's not legal services it's not it's advocacy it's interesting because I do think given all of our challenges we've had very little time to discuss advocacy like just in my short time here we haven't really you talk about inequities you talk about things that sort of are done unto us at the state level that we aren't really engaging in right because I think um we're generally I think we're a little bit you know in the weats and so you know if if this educational legal Alliance really

108provided value in terms of saying here's something that would benefit a basic AG such as funding in equity right right right then but I I don't I mean what you're saying is we haven't seen that if if you think that I want to know Dr Barbara if you think there's value because at $4,500 we're not going to be solving our deficit this is not going to show up in the October plan to the county right we're not going to but to to I think to the point this is symbolic and that's the decision you're going to have to make this is symbolic of anything else um it's it's nothing compared to the issue that we're facing right so if you think you find some value in that again it's it's advocacy these are when the

109organizations um advocate for specific laws it helps lobbying and I'm trying to think off hand what so we're we're like adding to some collective impct correct so that if there's something like some Bill that might uh you know when csba takes a position for example right that's what you're contributing so we're kind of eroding maybe their Collective power but that would be correct but this board can look at it on an annual basis to see if they want to you know re-engage or be a part of that correct yeah okay thank you that helps me um um just okay well I guess I was want to ask uh first sto what you know what were the what were the benefits in the last couple years for the district uh in terms of the legal Alliance

110so let me take you down back Memory Lane there was this huge loss through the charters went ahead and launched it was uh done take took place in La and we were brought into it by somebody whose child didn't even go to um we were accused and we were left hanging by csba because the vast majority of the districts at that time were not necessarily too concerned about Charters and they left us on our own and so out of um obviously I think it was very much Justified that Alam Rock was very very upset that they didn't step in and they left us alone we stopped paying into it we used the rest of the stuff U but that one we stopped and then the rest of the items were paid at the very very

111end of the last day the symbolic protest because they left us hanging on our on our own uh when they should have been there supporting us uh as a public school district that paid into other their stuff and so um we stopped uh they did go ahead and uh in in terms of um like areas of special education other areas I don't have anything precise in right now but I know that they wound up suing the state the state then had to go ahead and reimburse districts so there was uh a a value that came back to us as a result collectively throughout the state that came came back to us as a result of chipping in and supporting and that's what they do it's primarily they go after and they sue the state or

112they sue other whatever it is they'll jump into lawsuits as well um so I'm not saying we don't get anything out of it but given our our financial situation that's why I am suggesting that we hold off like we've done in the past and then we jump back in once things get better and so that's my that was that's my that's my position I'm gonna stick with oh I mean just clarify you know I kind of thought there a sort of like a for lack of a better analogies a high legal plan you okay you won't get any direct support all right thank thank you for uh clarifying that okay so um I actually called csba um I had asked for some information and I actually wanted to postpone this for that reason so that

113I can talk to them directly and not only did I talk to them directly I wanted to make sure I got it in writing which I did and so what they told me because I asked them the questions if we go down the road of pqp are you going to help us they said no we don't provide lawyers and so so I was asking all these questions and ultimately right now at this point in time since we have to remove not only do we have to close schools we have to remove an additional 8 million and I looked at it like do I want to get rid of a par do I want to get rid of this person or that person no don't I don't want to cut anything so the if I do

114do a cut I will cut this out of the expense because we're not benefiting from it everybody it's this is a pool this is a pool where everybody puts money into it and this is what pays for their lawyers not ours if we have a problem we have to pay for our own so at this time it's not a good idea to put our money into it we can revisit it next year or the year after that when our finances are better uh but at this point in time um he even the representative told me because I asked can we get a discount it doesn't hurt to ask if they would have given us a discount off to the 177,000 what was it the the for the membership 17,99 that would have been great but

115they said no but on this one they said you can um you can it doesn't interrupt any of the other services which is great because in not spending this 4,480 it's not going to um impact any of the other services that we have already it's just GNA impact their bottom line but the negative bottom line to us 4,480 we're never going to recoup that money unless there's a huge lawsuit or something but I'll take my chances on that but in the meantime let's save money where we can and that's why I want to be diligent in looking at every single item that we can cut that we can maybe revisit later but for now we need SA savings and this would be one way of saving thank you so since I have a first and

116second we're not going to vote if there's no other before we I already took it you did thank you for uh asking but uh please let me finish uh so now we're going to be voting on 504 whether we approve the 4,480 to give the money to csba for the educational legal Alliance all in favor of of approving raise your hand nobody raise your hand Mar Bell anybody um opposed there is four five Oppo uh that oppose it so um it is not approved motion dies um so moving on to the next one motion to approve csba G policy plus service period July 1st 24 through June 30th 25 and 3980 second all right I have a first and a second um is there any public comment seeing no public we will move on to

117the vote for 505 all in favor of approving the csba gamut policy plus service raise your hand so it's 5 it passes unanimously 506 approved csba gamut online period July 1st 2024 through June 30th 2025 for in the amount of 3,875 motion by truste Kinto uh VI vice president kto second second by trustee Corina loera um do I have any public comment seeing none we move on to the vote is there any trustee comment seeing none we move on to the vote uh all in favor raise your hand it's 5 Z it passes unanimously on 506 marivel thank you um moving on to uh B board business discussion and Direction uh on the board may take action on any any item in this section unless it is designated for information only on 602 request for

118approval and participation of slic commodity Cooperative RFP number 24 25-01 for school year 2024 2025 gostar Foods motion by vice president Gino second by uh truste minf fam do I have any public comment on 602 seeing none moving on to uh trustee comment seeing none we will take the vote on 602 all in favor of approving please raise your hand uh it's five uh zero unanimous vote motion approved on 602 moving on to 701 adopt administrative regulation 3311 three and incorporate it with into the board policy manual for traditional design Bill contracts Education Code do10 for an alternative design Bill contracts Education Code 177 25060 including required conflict of interest policy do I have a motion motion to approve second okay we have a motion and a second is there any public comment on item

119701 seeing no public comment um we will move to truste comments seeing no trusty comments we will move to the vote all in favor raise your hand uh Maribel it's a 5 Z vote motion passes unanimously uh moving on to I item 801 start and end times for school year 2024 2025 appr motion by vice president Kino do I have a second second second by truste Corina rera do I have any public comment on 801 seeing no public uh we move on to trustee comments seeing no truste comments we move on to the vote for 801 all in favor raise your hand the vote is 0 it passes unanimously 501 moving on to 802 consolidate application and Reporting System cars CS 2022 2023 and and 2023 2024 2024 2025 reporting and 2024 2025 application for

120funding do I have an motion so move do I have a second second uh do I have any public comment for item 802 seeing none we move on to trustee comment trustee comment to 802 seeing none we we move to the vote all in favor trustees raise your hand motion passes 5 on 802 Mar moving on to 803 School plan for student achievement the spsa 2024 2025 second okay we have a motion by uh vice president GTO we have a second by uh uh truste Corina loera do we have any public comment on 803 seeing no public we move on to truste comment for 803 truste uh Flor Shelton thank you um and thank you to um assistant superintendent Garcia for preparing this and um I was talking to her about these are two examples

121and that there's many more plant um I just you know we get the dashboard information we get the lcap information and um you know this is where we see our challenges right this is where we have the plan for student achievement um but I just really want to highlight just in context for me um you know the indicators around eth grade math not just literacy um are really indicators of success in life right I mean we don't want to just you know pin it all on that but it's one of the great um indicators especially for you know safety for our community and health and well-being um and it's startling you know still coming out of the the pandemic but the indicators are going in the wrong direction right and we know that we've seen

122that we've talked about that so I just um again hope that this board in a you know a different um you know formation will be looking very diligently very regularly maybe not just at this dashboard huge aggregate level but whe whether it's chronic absente ISM or eighth grade math you know 10 points going in the wrong direction on it year-to-year basis it's like we all have to Rally around this yes yes are you f I would interrupt you oh I I just wasn't sure I I being wrong I just I was agre like I'm just thinking like what is the plan plan right and approving this plan also should come around to and where how can we you're all working on interventions you're all working so diligently on it when these come before us or

123before this board you know what headlines or what findings can you share so that we can all know like you're you're getting what you need to help move the needle in that right direction so I I just didn't want this to be a perfunctory like approved approved right without kind of going this is where it's at right this is where it's at so yeah so um I'm so glad you brought at a grade math so if I put on my other hat um and I like at some point with your permission put on put on the uh the agenda the gear up Grant that u in partnership with u other district and um it specifically focuses on math and um I know um at a future board meeting what we'd like to do is have

124the assistant superintendent present more in-depth presentation on the data and how we're approaching it um I know we've already met want stealer Thunder there's a great plan with svmi that's Silicon Valley math initiative to focus on mathematics and the year up Grant uh which is a grant from with San State specifically focusing for this year only on the eighth graders in Alam Rock and I like the opportunity at simpar to present on that one of the uh Focus areas that we have is um we're going to be uh funding out of that glant uh Turing that will be ailable to the students extended time you said something um that was really important off the books um where we going to complete the 0g requirements it's if you want to know if you want to know

125the 11th grade results take a look at the eighth grade results you want the eighth grade results take a look at your third grade results so um we do have some terrific programs placed the challenge is going to be get the students um excuse me the the students to participate and I'll give you an example we made 300 phone calls these are the site coordinates from the grant to families to participate in the summer math um Academy with the Silicon valy Education Foundation we had three takers so the challenge is going to be and we have a plan in mind in this to reach out to the families and really um and I'm going to be directly involved in this reaching out to the families to let them know what's available and to let them

126know that the extended time instruction is not punishment it's acceleration you I've talked before about the Spartan eite promise it's there for them they can be accepted to S state if they graduate from eite it's there but they have to meet the a tog requirements which are the 15 course workor I don't want to go to detail with it right now and math is the biggest stumbling blot so uh I'm glad you brought that up and at some point um for President Chavez I'd love to present uh maybe in conjunction with uh what um assistant superintendent has planned to share all all the components with the G it's really terrific um one item I will mention is a as a motivation College and Career October 17th for the eighth graders because the funding is going

127to follow the students it's only good for one year then it goes on to high school but October 17th we have a um stem College in career at the tech Interactive where our eighth graders and their families and I hope you will join us I will send you the information have three hours access to the tech all to themselves and they'll also have the opportunity to interact with people in different fields what we want to do for this first year is expand the Horizon in terms of what's possible and also convince them they need to take advantage of this help so anyway I just wanted to support that thank you if I I just want to follow up really quick um I'm hearing a lot about like we Prov access but and we're like really

128proud of like the slots that we have and this is I'm talking about City programs County programs but what we what we're not saying is what's the utilization right and your example is just like gut-wrenching and so I just and it's again it's not their fault right it's about what can we all do so I just and Sandra you know right the sort of partnership we have with whether it's the Youth Empowerment Alliance like so with my other hat right we're case managing high school kids middle school kids we're supposedly have trusting relationships it's there are ways we can cross-pollinate find out you know and I think there's a whole host of you know you I see we have um Pastor Danny Sanchez right are what who is working with these kids to help nudge

129them to help encourage them to say this is a part of your case plan because a lot of our kids are in multiple systems and asking them to do another thing so sometimes might be too much so you know any way we can help to wrap around these kiddos and say we want to help you get into this program or whatever these tutoring programs I'm all for it and let me know how to help if I could just add um uh aside from what um interim superintendent Barbara spoke of uh we are rolling out our mtss as you remember in our alcap and um with that we are rolling out tier one which means that we we really want to focus on the instruction in the classroom and making sure that there's alignment um between

130schools on um using our curriculum and making sure that our students are um that we're keeping track of where students are that we know what we're teaching in the classroom that we're in the classrooms that we are supporting our teachers with professional development that will support them in teaching the curriculum so and and also along with the instructional piece of it is making sure that our students are being being having what they need social emotionally and behaviorally um and that is all in the tier one piece what you're speaking of and what um superintendent Barbara is speaking of are the tier two and tier three supports right so we want to make sure that we have that strong and aligned instruction in our classrooms to begin with because that's where it all starts and so

131that's what our Focus will be for this year is to make sure that our teachers have what they need and that um our principles are in the classrooms um just making sure that um we have that alignment and that instruction is taking place thank you um you know I I come here with my parent half first and you know I know Sandra knows my experience with my daughter um who struggled in that and you know I was up here and saying what program can she you know so to hear those numbers I'm just blown away um and I'm wondering of maybe a shift in like as we incorporate the classrooms that maybe the teachers say congratulations you were you know your your child and you were chosen to be a part of this special program

132yes you know early on not like a phone call in the summer you already have plans but I'm excited to hear that because I'm in agreement with trusty Flor Shelton these numbers definitely need to shift um and no more excuses right no more pandemic I mean we have so many things but we just get to move forward and make that happen we and we do have a plan to engage the families and I do want to first of all I love the fact that we're talking about instruction this is what you should this is what you ought to be talking about and I want to uh comment on S and I see Tara back there as well uh they've really I'm very impressed with the plan U that they've shared in math and um I'll

133discuss with board president shabas when we can present everything they're doing they've going to terrific job with uh with the plan focusing on math and uh the professional development in the middle of all this consternation the fact that they're focusing on instruction with MTS is um I I want to commend you and I terara back there I see you back there as well for the plan and we'd love to present that to you uh vice president K so um thank you for bringing up the the the the the issues that you brought up they're incredibly concerning and um we were talking about this uh a while ago in terms of math in particular that we haven't always been in this situation that a decade ago Alam Rock was a place you want to be at

134because if you were Latino and you wanted to have success you said that in fact what you're talking about uh I'll I'll share this when um when I had retired and went to work at U SV F I had analyzed all the algebra Dy across the county um and at that time we had an algebra in 8th grade and they had a state test and there were if you're a Latino student you wanted to be in two districts Ogo was number one and we had our um our acceleration program that we'd call it that became the Elevate program at svf and the second we were about 28 29% the second one was Alam rock at 23% I still have the data in my computer somewhere in there so you're right Andreas it's um yeah so

135I think we can get get there and then you go above and so looking forward to seeing us um they've got a great plan thanks uh trusty fam yes uh you know to to Mr Barbara or oh oh oh oh to Mr Barbara or or Sandra you know I noticed that you know uh students with disabilities had the big de decrease in eighth grade math scores uh you know so was there any sort of uh extra challenges with our what our Stu uh disabled students you know in the past GE you know some of the difficulties of uh you know holding on to math instruction for our disabled students Tony do you wan to yes I'm gonna ask Tony to come up and speak to that you know I think what's asked of them in

136eth grade so there is a change in the test we also have recently implemented a new intervention curriculum with our eighth graders that we're really excited about we're still in the implementation stage so getting um which is part of the push with mtss it's going to be our tier one and so we're looking forward to seeing that but yeah and I understand you know it's our our disabled students have you know what is it uh there's certain you know like a baseball diamond they're not on third base they're not on second base and they're you know it's a it's a you know it's a challenge getting getting up to getting up to bat right so it's sort of like just wanted to have some context as to you know what what are the challenges we're

137facing with our most vulnerable of eighth graders right if I make comment um yes to Tony's point the other issue involved here is when the state shifted to Common Core the eighth grade assessment is very language oriented okay so if you have difficulty reading it may not be an indicator of your math at all but your actual language Tony please jump in if and the same goes if you're an English learner and let me give you an example um this were sample tests that we used to give at third grade and in the problem in the problem itself you had to read expression equivalent and product so first of all you have to read it then you to know what they meant just to solve the problem so um yesterday uh Sandra and I met

138with the Silicon Val Education Foundation as part of the Europe up um e8th grade and what we've asked is um to develop um some extended time support to deal with frontloading language because it's a lot of vocabulary so um sometimes it's hard to separate is it reading or is it math because if and we're talking your students in the research specialist program for example yeah if they're having trouble reading or you're an English language learner you're going to be challenged just by the nature of the language on the test try would you want to I get it it's sort of like trying uh yeah you know you need you need to figure out the the formula to solve the the problem but it turns out the problem's a word problem right so we have there's

139all if there's trouble in the language student doesn't understand the word problem in the first place and doesn't have a chance to get to you know figure out the formula okay thank thank you yes tier one any more comments see move for approval you did okay I was out so you got a first and second so um we will now be did you take public comment okay we will now take public comment seeing none we will go for the vote now for trustees on to approve 803 raise your hands it's 5 Z vote motion passes unanimously moving on to 901 um this is for information only and I just want to make one comment we got to re visit or rethink about the pair of positions so moving on to the consent calendar consent calendar

140okay so we have first and second to approve the entire consent calendar from 10:01 to 10:12 um all um I'll take public comment seeing none I'll take trusty comment seeing none we'll go for the vote for the consent T calendar the entirety all in favor raise your hand the vote is 5 Z motion passes unanimously to pass the entire consent calendar and we will be moving on to close session it is now 7:36 um we will be hearing items 1101 through 1111 um at it's 737 we should be back say in an hour and a half with a seven minute recess e e e taking beds no we're just saying we're we're we're good timing here but I don't know we should because we're Bes Maro can you hear me yes I just want to

141report that the board is um going longer in close session than what was anticipated but should be out um shortly uh possibly like within 10 minutes thank you e e e am so we're back from close session at N9 o'clock is there anything to report Mr too is there anything to report out yes thank you item 11.10 on a motion from trustee Karina Herrera Lera seconded by board clerk minam the board unanimously approved the employment of Adam stickles as assistant principal of Okala middle school there are no more items to report from Clos session thank you um so on 1301 request from from Board of Trustees and or from the public request shall be submitted in writing to the superintendent or designate with supporting documents and information if any at least one week before the
