005you folks have selected to in fact assist with your superintendent search and as you see by the initial slide we are also associated with csba your school board's Association what I'd like to do is introduce tell you a little bit about ourselves walk you quickly through the process and then we have some decisions to make tonight as well so starting off um I'm Daniel Morel as one of your Consultants this is probably the eighth search I have done in different parts of the state at this point in time I myself have been a superintendent I've been a state administrator in a school district that was taken into receivership by the state at that time um and I've been superintendent about three different school districts um Urban Rural and suburban school so have that experience my

006colleague Miss Nicole good evening trustees and staff and community members I'm Nicole Anderson um honored to work with Dr Daniel Moro um as your um other consultant um partnering to do these searches I can't I think I'm losing track now I've done about 14 15 and um continue to do so um we've done several searches um for leaders in the local area um but also all across the state really um super excited to support you I bring um experience um as a practitioner um working um in the kto space as teacher principal um and got snatched out of the superintendent search or superintendent pipeline which I'm thankful for um and actually got to work for AXA the association for administrators um for about four years leading work all across the state and then also partner

007with csba uh our current uh work actually is doing a lot of personal learning with our leaders across California so our pipeline I'm super excited um for really supporting um you in your next steps of um how you decide who your next superintendent is is very very rich um super excited to bring that to you um and look forward to getting to know you a little bit more around what's going to be the best for you um so just appreciate the opportunity and we'll kind of give you a little bit of um what we're going to be doing with you but look forward to also getting to know you individually to get a sense of what um really you want to have going through this process and I look forward to give you some of

008the expertise that we bring to this space so super excited about that and we'll share a little bit more about what that looks like okay so nice to meet all of you and good to see you in person yes it's good to see you in person Miss Chavez and I've been on screen several times and we've only seen each other in little boxes so like oh is that you I want to briefly walk you through the process this is in your contract agreement but I think it's important you know the different phases that we're going to be going through and we're in Phase One tonight um it's a five phase process and the first phase is in fact looking at and talking with you tonight about some of the criteria you want in your next

009superintendent this if you haven't been told already this is the most important decision you as a board will be making and what Nicole and I are excited about is bringing forward to you talent that matches the criteria that you set and that's what we'll be doing uh as we go through the process well establish timeline tonight and yours is a tight one but we're we're ready to work and then we'll talk about advertising venues for tonight or tonight we'll do that phase two we will have stakeholder input meetings where your community members staff would have you tell us a little bit about what they like about the district and what they hope their next superintendent possesses uh we'll put together the application as soon as we've got after tonight and we've got the criteria from

010you we'll be able to post the advertisement on our uh website and our website we're a national company so it automatically you'll get National exposure um and then we will recruit a little track applicants and we'll be poing with each and every one of the applicants even before we start ding that phase three was uh we'll do the reference checks as I've mentioned already we'll work with you on developing interview questions and the structure for um your interviews base five goes on for a little while here uh you as a board will select the folks you want to interview you will have the opportunity to see we will talk to you about every application that comes in we will as a result of our betting and going through and part you set we going have

011a list of those we say these folks need to match your criteria the closest and so you may want to consider talking to these folks uh then we'll set up the interviews with you folks um uh if in fact uh you go with the stakeholders type interview panel they will be involved and we'll talk more about that actually as we get closer to the interviews we won't talk about that tonight so much and then you will select who you want as your next superintendent but as I said it doesn't end there what happens in Phase five here is we will work with you and your new superintendent to establish some performance objectives for the first year that um that individuals here because our guarantee our promise is we want the person to be successful for

012you and for your students um and then that slips into the guarantee which again you as hopefully you saw in the contract and that guarantee is last about two years and this is why we set up the uh goals because that's what you're going to be evaluating your next superintendent against now sometimes there are things have happened some uh it's sometimes it's justu that certain things happen things happen in people's um family lives what have you and they suddenly have to leave sometimes the board decides this isn't a match after you brought the person in and they have to leave and so we will come back and work with you within those first two years to get the ACT superintendent so those are the five phases Nicole you want to add anything to that yeah

013I know we're going to go through them and you have a short period of time tonight but a couple of things to emphasize is that um when we talk about that criteria and the process will walk you through is super important you follow these phases because this is really what allows you to get to the end and you feel like you have turned over all stones and you've done everything you can to make sure you've selected that person who you feel is the best fit for that criteria so we walk you through this and this is actually going to really be a great way for you to feel like it goes into your goals and objectives process and continue with your own board priorities and goals as well so it's very aligned with the work

014you're doing as a board but this also includes while we're doing outside um you know recruitment you also have internal candidates who may want to be a part of this process so we want to make sure we also include that that we have a process to allow them to have space to reach out and also we usually ask you know if people are interested internally so we want to make sure that's clear too that it's not always just the external candidates but that whoever fits that criteria whether internal or external that's something we want to make sure you have an opportunity to explore um also with those stakeholder input sessions it is super important you hear from people outside of the board space right and I think it's important for you to hear that so

015that you have a good sense of what your community wants and always including student voice I always look forward to that space to hear your kids uh but also to hear the community and what they feel so that it really is a collective effort although the community has to know who is the only one who makes this decision it is a school board you have one employee and that's the superintendent so as we go through this process to people get to learn the process and understand what governance is about that you all are going to be making this important decision ision as Dr Dan is here but also we look forward to walking you through this which will create a really effective process for you I think you'll really be pleased um but we need

016you to follow that process even though it's going to be pretty quick so I just want to add that to it um in terms of the the phases and one point I want us to be very transparent with you is that we do the stakeholder input piece and from that is a report essentially we're just reporting back to you what your stakeholder said we're not necessarily interpreting it and what have you and want you to be ready for that that will you will see it when it's on your board agenda and sometimes what that does is it not only shows the good things you're doing but it shows some of your blemishes so you just need to be prepared for that and if there's anything really alarming we will be with you as a board

017before we present that so that you're prepared for that particular piece but to me that's really critical and some boards felt like they got uh taking off guard there so all right so let's get into the process that we need to do tonight tonight I wanted to do the overview uh we want and we did that going to look at the Timeline next and you should have a a proposed timeline uh a draft in your packet then we're going to look at what stakeholder groups you would like us to talk to um look at it criteria that you would like and then finally if there's any additions that you want to do to the advertising that's beond your contract that you have it okay and please stop us at any point if you have questions

018we're not being clear about something okay so let's look at the uh timeline and you should have something that looks like this in your packet it says initial draft and um these are the dates based on what we were told now originally we were told that you would like to have this selection done by August your you can only appoint the new Superintendent at a regularly scheduled board meeting it cannot be a special meeting or any of that it has to be a regularly scheduled board meeting and what that means when I looked at your calendar was August 88th I think is your um uh reg board meeting for August and that's really too soon yes you asked us to raise our hand during the process so I keep hearing quick I keep hearing you

019know tight one um i' I've never hired a superintendent so for me I want to hear from you all who've hired 14 plus um you know I keep hearing this like a concern and so I also don't know that we've made a decision as a board so I'm a little confused right now when I keep hearing quick one tight one I'm not saying we shouldn't I'm just saying I want to make sure that you know we're hearing from you all right um and and maybe I'm wrong maybe I'm just remembering wrong there's been so much happening so have we decided as a board um I like to M president point of information I just want to make sure to clear to to that way you don't go off of or incorrect information but we as

020a board adopted a framework and uh set up a three-month process so obviously that was very that was uh very uh aggressive and we acknowledg that it's probably going to take slightly longer but the idea here wasn't to was to make sure that we are aware that it is clear that this board's uh uh this the collective uh decision of the board uh uh was that we would we were going to move sooner rather than later so this idea that we haven't adopted a uh a timeline um that's that's goes against what happened we we adopted okay so do you folks have a timeline I'm hearing but I have we have not seen it what I'm going off is the contract that was signed by the district and it said August and that's based on

021the on the on the timeline that we adopted so it was the aidea was to set up a three-month uh framework so the point I'm trying to get across is that there is uh a an expression by this board to move sooner uh not to drag this out a year from now for whatever reason we want to make sure that the community knows that there is stability that there is a a leader you know new leadership that's been put in place that at least that's with the perspective I brought process because as we said already this is your most important decision but I'm not sure we've answer I think it was answered you know I kept hearing like a date and like tight cut off and pretty quick I think we're you know in similar

022and as we go we may decide to extend depending on where we're at but um thank you I think it out and that's the direction you would give to us is if you want to extend that a little further um than what's here you folks need to tell us that typically the process is about four months uh total from start to finish right now we're looking here we are at the end of June if by September 18th 18th whatever your first board meeting is regular board meeting is in September if there your point there that's why we say it's a little tighter we have done tight timelines you know and typically you think of the season for new superintendence is usually January through May however so many things are happening right now in the state

023of California particularly around the superintendent position this is another time of the year where people are say I'm I'm not going back next year I'm going to go somewhere else so I suspect and particularly because of the size of your District we will we will get some real strong candidates for I'm not worried about that part okay so you've got this timeline here and as I pointed out uh September 12th when I saw is your next uh regular board meeting in September and again as I've said that's when you would announce the person and the contract uh because you got to make public a contract that you negotiate with that individual so starting tonight through September 12th is what uh we have on this proposed timeline now let me walk you through what that looks

024like over the next several weeks um starting uh to tomorrow uh we will um start to work with our own office in terms of what You' identify the criteria and everything get that into an application and get that posted right away I will be working with your executive assistant who's been tremendously helpful already uh we've talked about jvis knows this as well about getting a a landing spot on your web page so that we can give regular updates as to where we are in the process and so the first one of the first things that we'll have posted there is the application is now available and we'll give the website and all of that for applicants um so between the 2nd of July and the 23rd of July the position would be advertised um in

025there and um then on the 25th of July we are proposing a second meeting of the board we will need two um additional meetings with you in addition to the date of the actual interviews so we're proposing right now July uh 25th uh it's that would be about a 9 90 minutes with us uh 45 minutes of those in post session 45 minutes of that in Open Session um and that's where we will present to you the stakeholder report um talk about uh interview procedures uh in post session we'll talk a little bit about compensation you won't make that final decision that night but what we need to know from you is kind of the range that you're looking at in terms of the salary because that's one of the questions the applicants will typically

026ask us and what we usually start and what's kind of known in the profession is the salary that you're paying your current superintendent is typically the stge point so you you need to think about that piece there and then in post section we'll look at what interview questions you want to actually ask uh post the application on 23rd and then uh Nicole and I will then be doing more screening of applicants doing reference checks uh we'll develop what I mentioned earlier a short list of applicants of all the applicants we have those that align best with your ier which you've told us and from what we hear from the stakeholders we will say these are the folks that seem to align posts with that now you may choose to expose some others U that we

027didn't re recommend that's why we said we talk to you about each and every application there and that's why on August 8th when we have our third meeting that one is if you map out about three to four hours because we'll be looking at the applicants those that we're suggesting you look at closely will have done a video so that you can see them before you interview them and so you get some sense of that and then we just need to decide and on your I may have one long date here but either the 15th 16th or and or 17th or the 22nd 24th 25th uh typically only two of those days to do actual interviews are you talking August now a I'm sorry should have said that yes so those would be the actual

028and as you look at your calendars and we need this from you tonight we really need you to commit to those dates if you know that there's a wedding in The Works in Sia um a b whatever you missed it say okay I can't be there on that date because all of you need to be present that again this is a critical decision and the person you select needs all of your folks so this is what I'm hearing uh you said July 5th which is a Thursday August 8th uh another uh Thursday and August 15th is everybody later on we'll pull the board and and uh see if we can get all those statements coordinated thank you and that's exactly where I'm going to next and then September 12th will we stay at this calendar

029will be when you announce who your superintendent is and again at that meeting you need to outline the provisions in the contract publicly that's the timeline we pulled together you folks need to help us make it work um so Mr J as you indicate um if in fact uh the 25th I don't know if that works for you or not I'm good I'm good too everybody else July 25th July 25th yes perfect good deal and then the next one that we I need to talk about is uh forgive me what time July 25th you start your meeting how about 5:30 uh 6:30 that know that's not a regular meeting because we can accommodate 6:30 uh can you uh 6:30 everybody okay 6:30 yeah 6:30 okay thank you then that's important too to get that starting

030time okay then the next date that we need from you is does August 8 work it's a regular board meeting so it should work for is it yeah so so maybe we want to change that one because that's a long meeting that's a 3 to four hour meeting okay does August 9th work for everybody yep okay August 9th what does that land on a Friday on Friday next day after the board meeting prefer Fridays yeah the day before the 7th uh I can't do that they so can we um Saturday survey for something else that week we could do the 10th the Saturday there goes the weekend third [Music] meeting or we could do Friday 6:30 until 9:30 you said three hours right three to four hours 3 to four hours till 10:30 what is

031the six look like or the six the sixth Tuesday that works for me me work oh the 6th is National Night Out in case anybody cares okay so what time on the 6th at 6:30 uh Mr fam yes yes okay 6:30 it is National Night Out And I know our community would probably want to be here as well it's a busy night for our community it's National Night Out and it's a busy night for our community and I know that our community would probably want to be present as well how about the fifth no for that third meeting you really don't have time for a public session okay it's mostly all closed because you're talking about okay so we'll keep it looks like the at 6:30 on the 6th of August okay then typically two

032days for interviews I listed three just to kind of give you uh three in a couple of different weeks but um what works for you in terms of interviews so you mentioned August 15th I guess we have to do it before then so how about uh well that's the option right 15 16 17 23 24 25 yes and we need two yeah and so one of the contextually for the interviews here's what you do have to realize is we don't know how many candidates you're going to have so your decision on August the 6 will determine like do you need two days do you need one so we usually I think most of my searches were two days um because what you want to do is give your opportunity to do your interviews and then

033you have a deliberation time which you want to give that so the search I just finished um up in fome they had interviews all day on Friday and then Saturday they had like a call back for like two people and then they chose and deliberate that day so that worked for them some will say hey we're going to do half on one day half on another so you want to just kind of leave it open but I want to throw out Saturday for a reason because what that means is it gives you more time it depend on your personal lives for you to have an open space for deliberation because you don't know the end time like I've done 1:30 in the morning and I don't suggest that we do that um but some board

034you know they had a nighttime one of course but we want to make sure you're not in exhaustion when making an important decision so I suggest you maybe leave it open right now and just block the dates off and then you determine that when you get close closer to your interview time so that we can tell the candidates hey block this off because this all goes into the the advertising space too so once you pick it you want to stick with it but you don't have to like put yourself into like a box just yet because you don't know how many people you're actually gonna decide to interview so that helps so August 8 how about August 10th because they got two days on August 10th at the Saturday we're looking at other you you're

035going to do your interview part like about a week after you decide who you so the only day I'm not available is the 23rd oh so the 16th and the 17th is a Friday and a Saturday similar like what you're talking we should go with that block it off yeah that works okay and when you get closer you may only need one day so you don't want to put yourself in the box yet but at least you have it blocked off so are we blocking off 6 starting at 6:30 no just do the whole day7 all day for both and then you'll be good I promise I promise make two days of your life but it is important to commit the time it work yeah all right now I'm checking my work yeah okay so

036so that sets our calendar here all right I don't know if you want to formally do a vote on that or what and I'll go back over the DAT yeah Mo approval of the adopted dates do I have a second second with a um notation that September 12th is my 20th anniversary so I love spending it with you all welcome to the club that all right all in favor raise your hand okay those dates are set thank you thank you okay so the next thing we want to talk about is we've mentioned several times uh we will meet with stakeholder groups in the community now if you look at this timeline that you have in front of you on this my second page that starts with July 8th to the 12th stakeholder meetings um now

037these meetings occur several ways we will do face to face we will do some virtual ones and we will have again that spot on your web page where folks can um do it uh online on T every time it's the same questions and we do do it in multiple languages and particularly for those when we're face to face and um and or virtual we will need interpreters uh with us on that should we have some folks with that need will you need so three different ways that we do it and we'll s do you folks need to set up which what you be doing with each two that's what we'll be working with B about to um to get that to happen but what we do need to have from you is if you look

038at that list and start the top with classify sta yes sta these are the ones typically we've met with um and actually there's some additional ones here just as a result of the different searches we had done that different boards have wanted you can reduce this list you add something to what have you um just so if you look at that list and see what works or what suggestions you might have and we do a couple of them couple of different on you may notice there we will want to meet with the leadership of your Teachers Association and we will want to meet with teachers we will want to meet with the leadership of your classified associations understand you have at least two and then with the uh members of those associations as well for

039administrators will want to meet with District administrators and then your site administrators there's just a dynamic that happens that allows people what we're trying to do is have people feel very comfortable in just giving us responses so that's why we see multiple RS with that there's anything on this list You Want U work president like um so in regards to the partners um is that something that you'll get a list from from the US from uh our current interim superintendent or this is you you we we don't typically work with the superintendent who's in the seat because this is your decision so we so you know because obviously parents in general Community um and then School District Partners is very general I don't know if you get a list of whose you know nonprofit organizations

040have contracts with them or we just send you names that we think are important right now is nam of like your partners are the specific partner groups that you work with you say really want you to talk to oh yes okay then I'll pres uh vice president um so in yeah I appreciate the fact that you've been clear about how this is a board process and so I think it's important for everybody to understand in the community that that's that's what it is the last time we did it actually my colleagu uh and I were on the board and we actually did it ourselves a very long drawn out process this is a lot more concise and so I appreciate uh but if you were to say that you just start going out there and

041you can't talk to every single organization that has a contract with Al Rock we we we have a massive list of groups that have contracts with us so right here we would give you the names of some of the ones that stand out and that you would go out there and and work with and talk to rather than go down the list of the you know every check that's been cut by the district it would be all right so that's we also on the web page have it posted there you can respond by um online survey right here so that anybody in the the all Union School District serves can in fact respond you know that opens it up to low context for that also remember that you have an entire Community you would love

042to hear from everyone um what we consider like really good feedback is about three to five% and of your student population and so what I would suggest is that as you look at the list like Dr Dan said it's very kind of General because these are like you know the basic groups that we like to hear from but what we need from you based on who you think are key voices you want us to hear um we want to hear those and make sure we're not missing them but understand there's going to be a lot of folks who might fit in one category of Life Partners right or community members and we have them all in one space like we don't do it individually but then you'll have something like hey we want to talk

043to the mayor we want to talk to some key person in your community we'll have a one-on-one conversation with them because we also know the schedule we create may not be conducive for their busy schedule and worst case scenario anyone can take the online survey which is actually what we suggest in in multiple languages of course that you feel your community needs um and to go to like you know as the interim and also your internal staff they may have more familiarity with voices that need to be heard and so we would you know definitely say there's recommendations on groups that are not here that even the board may not all be aware of you do want to ask about you know internal staff hey are we missing someone we may want to hear from

044um does that make sense yeah okay yeah um so I have a couple um I would say the Family Resource Center Partners that are actually they're the providers that are seeting there I mean I can go down the list but as you're saying really we only have one week to contact these folks and see if they're available and then our um our spark previous parents be because we're in the summer so we don't have a current group but the previous group um and then I know that we have it's someone on here but just want to make sure um our leaders our student leaders we do have a body uh I know Miss Wy and um uh couple of our staffs are are working with them so those are ones that come off iust um

045I would suggest that uh we include the Santa CL sub Building Trades Council building and trades Council building and trades Council for and the um head of the South Bay libber Council was that the uh the the the of the South labor councilth laoun again tomorrow I meeting scheduled with to set these up thank you um it might be included in the Family Resource Center Partners but I wanted to say the CIS pu Collective um which primarily would be SOS uh Andor Grail um and then um I would suggest the city of San Jose's um Deputy city manager Angel Rios related to the children e master plan that's all I can think of uh something I don't see maybe I'm just missing it is our union leaders um area and maybe I just CA Association

046leadership I don't see area on there so just making sure a r e a e a a thank you that's under and the teamsters Teamsters as well yeah please thank you I'll send the list as well okay M president that was under your Teachers Association leadership want to make sure we that way because every District yeah and just one clarifying Point some districts do this but you have um like we think about feeder districts into um your surrounding neighboring districts if you want us to you know talk with the neighboring district superintendent or someone who you feel you really collaborate with as a district we also can do that as well it doesn't happen often but we've done it in a few especially you know when you're feeding from elementary to the high school space

047so we can definitely do that as well um but want to just throw that out there because some do it but but many haven't just so just throwing that out too um there is a group of neighborhood associations that gets together and um I'm um it's just a a large number of them um so District Five yeah do does TR participate in a larger body can you provide the name of the because I know that you guys get together in this larger group we only cover one small part of district 7 so the one that I was referring to includes uh the maper neighborhood association uh the uh Capital goth neighborhood association as well as the um he'll be so so I just met with them today on other things um and can help get

048you in contact with that cohort yeah now there's a certain reality here also I can't tell you how many times Nicole and I have virtually or face to face sat in a room and nobody shows up that's just the nature of the situation we're used to that sort of things but want to let you know we're not ignoring people sometimes and particularly doing these next couple of months harder for people to get to us get onl that's why we really encourage and ask you to do the same thing is to go online do the survey online top it up wherever you can top it up will there be non-online surveys available like because we're doing this summer it's unfortunate we won't be able to do like paper like paper copies at the school but I

049like would would people pick it up at a library and fill it out if they didn't have online I'm like asking our colleagues I think most of the time we have not done that but I've had like parent groups who say like hey some families don't have access to the the uh technology so we will adjust based on the need um I've had one moment where I just went and talked to someone and kind of filled it out with that individual um that's what they needed um we also have recommended that you have like the survey like information and like a QR code so that as you're out in the community you can like literally you know share that with people so they can just pull it up on their phone you can text message

050it out it's just getting the word out and people know how important it is because they're surveyed out like people are tired of surveys it is summertime but people do I think feel invested in knowing their voice is going to be considered by the board and so I think it's important that people do want to be heard um so I think it is important that there is a what I call campaign to really push it out but also recognize it's the summer um and so there's some efforts we can make to um do some hybrid experience if needed um we can be here in person kind of come for the day and you have as many folks can come as possible we'll do whatever we can but it is important like we have to have

051like your District be a partner in that because we don't know your community so we're not going to be able to advertise in the way that you can um so I think like one District we had I was amazed that um they had more student voice than any other group and the board was just like blown away and it's like you know why because the students one felt like their voices were being heard and they took it upon themselves to make sure their fellow students right like gave input so even though school is out right you still have ways that kids use social media and they use platforms that you could you know literally push that out um we've also said use like your principles for example it's like hey principles they communicate with you

052know they're getting ready for school to be starting in the next school year so have principes kind of share that in their newsletters so it's just ways that you can do that so you get optimal input um and we'll do whatever we can to support it we need some paper copies like we can make that work um we also do need to clarify the languages you want them in typically most do two languages um I notice your board agenda had three so you can tell us whatever you'd like and then our home office helps us with uh creating that survey and then we'll probably send that over to you to just double check make sure it's translated correctly before we send that out so and working with we've already identifi those languages so we've got

053that piece under wrap a in time and just the wrap up on the stakeholder P something you should know is number one there are no names attached to any of the the surveys are Anonymous we're taking notes and meetings or on virtually no names are attached the only thing we will redact from um and typically see these on the anonymous um online surveys is when people are using F language racial severe racial type languages we've had this and or if by reading the paragraph it's clear who they're talking about and they talking about a specific employee with them District those are the things we will be that um this isn't meant to shame anybody this is really meant to provide information and the applicants love this report as soon as this comes out we're getting

054calls on it this and that because it gets them some other insights as well okay so the next one which see how efficient we can be is looking at the Criterion for your superintendent and you have a looks like this um it looks like this what we need to do so potential superintendent and what we need to do I'm going to ask you with the categories at the top which are the major categories that you would like to make sure are covered and then we'll go through with if you selected three maybe four um categories that you want then I'll have you look at the different paragraphs and say that one seems to speak to us strongest in that area Okay so the first thing we need to do is if you just don't go

055don't get wrapped up down here yet look at the the top pieces B pieces what are the areas that you say yeah we need to make sure this is addess and this goes on the application and this is what the applicants will write to in the application what is the the number that you generally uh land on three three four yeah typically it's five um but I will say it's up to you all and remember once you pick these it's not just what they're applying for in their application they'll write to them your interview question is going to be center around this criteria your goals and objectives should connect back and we create the superintendent evaluation with you if you choose to do that um how you decide who you're going to pick we'll usually

056in the interview process when you deliberate we'll come back to this criteria so what you pick Now you kind of looking at the long game this is what you really want to see in this next person so this is where we give you examples these are some common ones that we use but you can create your own and tonight even though you may tell us what you want to do we'll still kind of take your feedback maybe craft it a little bit send it back to you before we make it official because it'll show up in the brochure or to show up online so don't feel like tonight we have to like do everything but we need on that so we won't have as much time as we typically have want to make sure we

057capture what you want to see in the criteria and so we recognize word smithing and all that may not happen tonight but we need to get down these five um that you typically want to see so jumping H so for me I mean obviously all the five but three and four for me very similar and so I think leader though covers more overall includes the management and like and the community so um I would say one two three and five would be my vote yeah I would agree manager is somebody who just does a b and c or whatever we need somebody who's going to be able to move the district beyond what we are and so just simply bringing a manager is not something I'm interested in we need leadership I my number one

058choice is leadership because of the um the visions and the goals and setting the direction the finance to me is probably the most important at this time I would suggest that we go with what was mentioned I think think it's a great idea one two three and five I mean yeah one two three and five those are the four and you wouldn't have to spend more thank you um just after reviewing them and kind of going back at the higher level i' you know between leadership and manager I think for me there's two words that are missing and it's like strategic and high functioning and so when we go into the descriptions bring that back to us so we into that's what Nicole was talking about a little bit a moment AG that's where we

059could incorporate that into what you deide number five does say that strategic planning and effective working it's included in five but I'm focused on these five categories I thought we were talking about the five categories so what I'm trying to say is we have these these descriptive words in front of leader and so what I'm trying to say is you can add high functioning or strategic to lift these up right they're they're like you know to me they Encompass some of the more specific things we're talking about so that's suggestion high functioning I'm kind um somewhat concerned about putting high functioning because it's going to make it seem as if we're like somebody who's very high function and is a an amazing leader might say it's kind of awkward that they're having to not that

060they want a high functioning person in fact if you're going to leader and you're going You're a transformation leader you by the Fall have to be high functioning in order to get things done so I don't know I'm just concerned that it might turn people off those are my thoughts but it's going to be a dup I think it's about the the fact that if if a leader knows what success looks like and has come from a place that is high functioning right then that means that they can demonstrate an exist that has a leader I'm going to go first and then I'm going to let you okay go um if we start doing the Tomato tomorrow thing I'm sure that there there's some um there's some thought that you have put into this many

061many times as to what words you're going to use and I think that us trying to words Smith it um especially now at this time is is not going to do the best because you guys have already bedded all of the words and Wordsmith everything precisely and if we go one lean one way too much to the right or to the left we could lose potential candidates so to me I'm fine with the way you have the wording so here here notice in the narrative that that was provided like I'm just give example like you didn't like the word manager right so we can like change that heading but if you notice the language I heard fiscal like um you know expertise and responsibility and notice there's some language in there around Finance because that

062is something we'd be looking at like we're going to vet like hey who has this fiscal you know experience so notice there's like number 13 if you go to D13 you can see language that actually describes more detail so what I'm hearing you say president at this point is that you're kind of I think each of you and Def want to hear each individual share like input on the high level criteria and then what I'm hearing is these words actually are built into the language so that's when I said we'll mirror it back to you so you can have one look at it your homework will be quick once we send it to you so that we can get this out but I feel like your feedback is really helpful for us but we do

063have the language we've done this numerous times you may have a word or two you don't like you can change that but tonight we really want to hear high level what is it you really want to see in the next superintendent from a high level space and then those words we can definitely add in as you see our first draft we send to you which again it'll be a quick turnaround right that you all have to give us feedback and so I want to make sure we hear everyone's uh voice in terms of what's important to you and so so far we've heard like one two three and five kind of stick out but the language underneath if you look at like the numbers you may see some language in there that really like kind

064of sticks out yeah and and if we can add one more I think um the this one number 14 touches more on the student achievement which is we are an ala that's what we should be focusing on the most so let's take a look at that right now let's take these one of so the first one that you have and you're right we have gone through these are what we consider some of the best the different searches we have done and and written and Rewritten and wrote these again um so like you see for the first one under Equity leader that's I want to say while equity's been around forever a day that's a fairly new Criterion that's being put onto so that's why you only see one and we pulled together again the best

065of the best but that's the descriptor we would give the applicants when they're writing to the equity so if you read real quick and see how that works for you I like it first page one thumbs up good move on now under ethical L you have two three and four what you can do here is one of those speak L to you or one of them really get it but there's elements from the other two that you would want P forward so um I prefer a combination of like four and three um I like this the dares to do the right thing for students I like that and three but really like the the the overall four and I think work ethic and ethical are different things than I'm seeing that in number two we've

066gotten what we heard is that under ethical leader we're I work on and I really like the humility piece in three too which one you've got humility and three I think the on number three the last sentence the leader must demonstrate the knowledge and the courage to promote the policies the budget and the instructional practices and must be student centered leadership folks no I I like five and eight something that brings both of those together I think they're putting it right out the bat and accountable and like really like lays it out and says hey you're not gonna pass the buck you're blame it on somebody else yeah that's why you're Po and I I like eight uh you know as elected representatives of PE you know the people right uh you know we're we're

067expected to in a sense represent the consensus of the community and so it's important that the next superintendent uh is someone who's in line with the general Sentiments of Alan rotten for president yes just uh for me also um along with those a transparent leader number nine the transparency piece um is key I do like under the leadership that um who will recruit Talent provide mentorship um I think under 10 that we not only have to ensure that um we have the talent but to pass that knowledge on to others so that if there is a transition it's a smoother transition and so that they can um make make the team stronger y so I think um the superintendent um and I've sort of seen this in different places as sort of school leadership is

068evolved I think Communicator is clearly I mean that is it's about you know developing narratives and messages and being able to convey that um again credibly and ethically on there's all that thing but I think communication is is very very critical can I I sorry trusty uh I think elements of collaborator you this is a K8 District so you know we our students feed into the local high you know the high school district and so we need a superintendent who who has uh you know who can forge that working relationship with the high school district and a team te Builder on the same number a team Builder who will bring people together establishing trusting transparent inclusive and respectful relationships with the board anyway yeah moving on we moving on under manager while that wasn't one

069that you picked I didn't hear this responsible manager incorporate that into the leadership p and I think what I mentioned is you know management is under leadership for me so that we would include you know some of those under that um category one thing that I would recommend and you can decide what you'd like but if you want to call out skills that you want to see it's it should be something you call out and not kind of blended into another criteria so when I think of management right it's not the only thing you want but operational management actually is a skill that that's when you talk about like all of the aspects of running a district right and so management is important while leadership is also important so if you want those skills it's

070sometimes okay to call it out so that as we're creating questions right as we're doing our recruitment it really guides like specific things you want us to like ask let's call it up so I'd recommend it yeah yeah no exactly as you said it I think you're emphas what you want to see I guess but 13 already falls under fisc fiscally responsible manager yeah and that could be the Criterion itself yeah you can say operational manager or phally responsible you like 13 language in itself yes okay it covers all basis yeah based on the landscape of public education this one is probably going to show up for most boards across the state right now so I think it is an important time to to ask those question yeah and back to the point of steering

071away from managers in the discipline there's a clear distinction the manager is a bureaucrat that makes the trains run on top but the leader is the one that starts setting the stage for the shifts that they're going to have to take systematically in order to address the big changes that if you can make the trains run on time every day right now under the circumstan you have some point in time that's not going to work if you just keep on doing the same thing you're going to run into a system that's not working for a changing world around you um don't want to have somebody say well you want a manager I can I can count the beans I shouldn't okay so let's look at educational leader and you've got two paragraphs to pick and

072choose from W some advocacy I like 14 I think that uh at least in my perspective we are a district that needs to um move ahead with the particular uh uh student population highly mobile very low income facing extreme challenges as opposed to the people around us immediately even to the folks in the South and to the north of us twice the amount of wealth that us than us it puts in a very unique situation I think individuals are going to app need to be made aware of that that the way they're not coming in thinking I'm going to Sil Valley there's going to be money everywhere that's not the case you're you're addressing higher needs with less resources work your magic I think um 14 also encompasses everything because um it also covers the

073let me read it the instruction leader must have demonstrated how he or she has implemented strategies to close achievement opportunity and access gaps between Target student groups including cultural revent instructions as well as social emotional learning because we have dualy as well that's why that covers that and the leader must have successful experience administering special education services and academic support programs to sure that all students have successful learning experiences especially with the budget 40% of it is special EDS and so we we need somebody who who has some kind of um experience in in in that as well as how to handle all the all the day-to-day funding for that for those special programs 14 yeah mhm now you'll notice on the last page there's a list of 10 preferred criteria sometimes not always Bo

074one important we this person better have a teaching credential better have this or that so there's some some suggestions here I don't know if you want to list any all any 10 is too many on any one application you only want a couple of them but um again are there any of those that you just want to list I want uh definitely one two and nine I think that uh yeah should have an administrative credential I think individuals should have classroom experience if they're leading a a a school district and uh and then obviously a very diverse District that we have with a lot of bilingual students should be some experience in that how many do you typically put three to four you start narrowing down if you got too many yeah and I always

075recom just based on what I've seen is you make almost all of them preferences um and I give an example is even having like um like there is no requirement right to be a superintendent when I think about like what we look at for our particular administrators and teachers you name it so even that we call them non-traditional folks right and there are folks who have been superintendents who had a non-traditional path um where they went through teaching and maybe being a counselor or they came from the business world so they are very rare but there are times you have superintendents who um candidates who actually are non-traditional so that's when we often say try not to put people in a box um when we think about the uh recommend or the requirements versus preferences

076um but definitely bilingual is very common um having teaching experience right those are things you prefer having leadership experience one criteria we look for is often having um cabinet level experience right that's sometimes we say is preferred number six so those are all things that we usually look for when we're scanning resumés um because we've had some who've applied and they've been like a substitute teacher and we're like yeah they get screened out pretty quickly but if you're not explicit those are things that can become um problematic you notice this category is listed as preferred criteria Nicole was just talking about you start to limit yourself and you say to be quiet and I think once you do put six it you're on a certain level once you get to the administrative experience because you

077just don't start going directly to it so it does show that it's should be at a certain level I'm looking at U three and um and I didn't catch numbers did you mention three on this it so I'm looking at three and 10 um you know for me experience matters at the superintendent so for me highlighting that you know is important now I know the elementary school level is kind of you know putting in the Box however there's very you know clear indicators of like our third graders were not testing like compared to somebody that would be in high school um so for me it would be important that this person who's our next superintendent has experience at this Elementary School level and that's a prefer so PR right right right preferred and so if

078we can add that you know we can come I'm thinking that we can combine those two somehow um yeah to include that the only question I put on number three within the California school system because some people outside of California say chance yeah let's take that off I'm open yeah but I think because you said like C experience and things like that you are talking about you better have some school experience upper level School experience no that's the point I was going to make that it might uh keep people like let's say somebody's from New Jersey or some that they doing some amazing work in a in a similar District that have similar needs as ours and we might want to just hear them out see if moneck yeah I and I love the feedback

079that you gave because just by eliminating California but you know the other piece of experience is important look like one two eight or one two nine and 10 there six also six yeah I did six One n and 10 okay I me and am I like the Masters or above is that's common sense right no that's not necessary no then I would probably required and I think that's what you have to remember when you require something like that or you can and I would let me back up even preferring that is great but you have some of most have their masters at least usually the doctorate is where you get kind of so same preferred is is fine but just keep in mind that you may have some folks who come through who actually don't

080have all of those degrees you're right um it's very rare and I mean at the end of the day we're going to choose the top so I think it's good to have a pool more important is and I'm G just read how this could sound we're going to massage a little bit of this but like successful experience as a teacher leader at the classroom site and District level now you just think about all the people who can fit in that space and then also like where you want to see more specifics that's where your five criteria come in right success in those spaces the key word is successful experience right by lingual um I'm I'm assuming bilingual you mentioned Spanish is that correct did we say the language or we just said bilingual we uh

081bilingual is I think is leaves it brought to somebody who speaks too Lang might be might means okay all right so we can actually maybe put in criter in uh parentheses you know what languages are are most common in your District just because when we ask about being bilingual if they say a language that's really not like does that help or does it not and remember Latin or something like that yeah well and not being bilingual is okay also because most don't always fit those boxes but how they actually can uh really communicate um and connect to the community is important there's a lot of great candidates who are not bilingual but can do so so it's all very helpful um I'd like to go back to the um number five I this is an

082educational institution and if somebody bacle the way through and figured out how to make it happen good for them but this should be a minimum level of of higher education credentials that you're bringing to the table uh that you demonstrated that you trained uh and that um so so I I would I would encourage us to put that in U not as a requirement but as something preferred because most people who do have credential will have a m and they don't well we already have it they we prefer our credentials so it'll be covered either way but he just sends a messages and educational institution we expect people have Val education that have pursued themselves what I personally like about that is that they have a desire for continuous learning that's what you really want

083somebody not walk in say I know all that yeah and like said we can massage some of the language to make it really fit when you see the the dra you'll be able to say hey this works or this doesn't um so I think I feel like we okay all right okay so the last piece is and you'll notice in the U it's it's suggested in the contract but it's also the proposal which you ini got that you will get four weeks of advertising which is the go joint are the two go you automatically are on our website which gives you National coverage the question becomes do you want a digal coverage and what I caution you about is only because come back to the timeline because of the timeline we're working in by the

084time we get these up it's going to be close to the closing of the position if not already but sometimes people look at like AA as one particular area education week um Ed Cal your experience okay in your experience have you you get a good pool based on what you assuming because that's what you're recommending we have yes so I'm comfortable with that all of the ones you just mentioned I would like those are the ones that I had written down that I would like it to all appear in each one of those I mentioned you want that also yes because that's the one for superintendent yes yes and what I let you know is now you're talking about an additional ones and that's additional cost yes $49 for 30 days yes how about local

085newspapers or media we do put things on social media as well as a company have so and it's interesting L LinkedIn um tend to draw I'm thinking of our like local newspapers can do that yes but again C I don't addition cost it cost the last time we advertised it cost a big chunk of money I highly doubt that a superintendent is going to be looking at local mer yeah get a job they're probably going to go to their trade paper as well as the Ed join and those and you have your own website as well so I think um most superintendents know to look in AXA at the back of the newsletter and yeah that that's typically how it's always been read when does that newsletter come out oh good perfect I just concerned

086if it was once a month you won't see next and online too yeah and I think we should be very strategic and specific because those are the ones that we're targeting yeah so I don't see going with local papers getting uh benefiting because of the cost and your Maj website our Mac andj website gets thousands of hits daily so that's also a space and then you have too so a lot of times we are we're the recruiters right we have the relationships we also have that space so and like you said we can forward out to social media because you never know it might be that person that's looking at Sam mer use great what our company does is they put a BL out to everybody who's ever applied through us as well so you

095civil rights by lgbtq people and their contribution to the rich history of collective action championing equality for all people and whereas current and former presidents of the United States have officially declar June an lgbtq pride month and whereas lgbtq history safety Health well-being and academic success are intersectional issues impacting arusd students and families and whereas arusd stands for inclusion and affirmation by working to honor all students staff members and families who identify as lgbtq fostering a welcoming School climate where they can live their authentic lives and be treated with dignity and respect and whereas all students deserve to feel safe and welcome in their schools to be known by their preferred name gender identity and story and to see themselves represented in the curricula and whereas the availability and the utility of lgbtq related School

098but my youngest child is transgender and growing up in a strict Italian Catholic non-denominational Christian home that was something that was not part of our upbringing and if it wasn't for the school system my son would have been lost his freshman year of high school he tried to commit suicide and so back in October I went before the San Jose City Council and I asked for resolution there as well Educators nowadays are more than just teaching the basic ways of curricula we're also teaching about how to become an adult how to treat treat each other and how to live and so bringing forth this resolution tells all of our students that they all matter and that we all come from different backgrounds we all come from different beliefs we all come from different places nobody

099is trying to indoctrinate the children I mean like I said I came from a very religious upbringing it was just who he was and it was through S safe spaces in schools and safe spaces here in San Jose that he was able to find his way and make himself who he is today so I want to thank you for bringing this forward to the board students can start questioning as I mean you've seen the one on TV who was four or five years old you know my son started questioning in fifth grade and it was nothing that was taught in school it was who he was and to be his genuine self was something that he desired to be so thank you for bringing this forward and seeing all of our students and all of

101and family and friend of many of our um communities that are LGT Q Plus community and I am just here to thank you um board member Andrea L Shelton for bringing a resolution that needed to pass years ago to secure that safety our kids research have shown that our kids and our youth are not feeling accept that they have a highly rate of suicide however we have in our hands the opportunity to change that because when we give them a welcoming loving and acceptance home school and spaces those rates come down you have the opportunity here not only to save lives but to tell all of our kids and youth that they are L and they're accepted just the way they are so I am here to ask you to set your preference lives aside

102your religious beliefs and do what what parents and youth are asking to do who you represent accept and this resolution thank you I am s placenia from Pon Hills High School I am your reminder that voting against resolution 69 to 23 2324 means voting against the inclusivity and the safety of all children yes the resolution focuses on how the LGBT students are seen in the eyes of the school districts but they are still children adolescence and so on if you were to ever say to yourself or when you ramp for the position of power that you're in now that you want to ensure all the kids in your neighborhood are seen and understood that includes the ones who like the same sex of themselves and the ones who know they weren't meant to be the

117didn't have one so it was 2018 I know that for a fact okay so just clarifying the record yes um um so like I said earlier um that I did put this on the agenda because I feel that it should be voted on um I have throughout my life I've had many uh LGBT uh friends and I grew up with them and so from elementary we still see each other to this day month after month we're still in contact we're still friends we've always loved each other in a respectful manner uh the way it should be I was also brought up by a maid who was also a gay man and he's probably the best maid we've ever had and always made sure we had curly hair but um that being said we can love

118everybody and respect everybody and it doesn't have to be just looked at through the lens of oh they're treating me like this badly or poorly because I'm LGBT sometimes it's not that it's because of their ignorance because they just don't know how to treat people right and lovingly so um I did see here on the fifth uh whereas where it says inclusion and affirmation yes I believe in inclusion but in affirmation when somebody is born uh and is assigned a biological sex either male or female and based on their genitalia um I do believe that that's who they're born uh what they're born under that's a god-given identity and because of my religion my beliefs and because I believe in God and this goes against what he believes I will not be voting for this

125then okay I'll add it um I just wanted to make a comment a few brief comments on this particular item because um the planning piece is uh is something that I'd like to offer some perspectives to the board um to consider if if you will and intentional planning um to truly engage stakeholders and potential Partners um is is you know one of the crucial pieces um to community engagement and certainly the timing that the board is is proposing um is very short um this isn't my and we know that families and uh site staff and Leadership um are are not um are not present in in the area um at this time and they're also a big piece of our community and so um July would be a time for the administration really um to

126backwards map right this this process and plan the content of the discussions as we engage our community um we need time to develop a criteria just like the criteria that you know our Consultants here were asking you all about and what the superintendent criteria would be like we'd like to hear from the public you know what would the criteria be like in terms of thinking about you know how the as we go through the process of school consolidation closure there needs to also be transition plans and strategies this is a very multi-layered process because we're talking nine schools and transition plans are very very um could be very complex um because there there's always so many different moving parts and variables that we have to consider and let me just go through some it's a

127very uh you know small piece of the puzzle but let me just go through some to give you all an example we need to considered the unique programming of every School site um transportation needs um enrollment by schools in terms of current and future and how will how will that affect space and capacity of our different School sites and as well as how does the school boundary how is that now impacted right as we make these moves and um you know certainly the capacity and the conditions of our facilities is always um in you know place played into this consideration uh piece in terms of Maintenance operations um and looking at the Deferred um maintenance costs as well as the long-term facilities plan um grants are also another another piece um as as you've heard

128in past in past um board meetings the the district has recently received you know 12.5 million um you know in Awards money for Community Schools and wellness centers and so you know those are the the pieces you know those are just examples of the many different grants that many of our schools have right so School consolidation in this process again please consider our original um timeline of July to November because school consolidation needs to be based on positive and negative factors and variables in terms of location capacity community impact for each school before the board approves um any School site for school consolidation so thank you for for the time okay your question so my question one question one question then Andrea trusty Andrea be next and just and I think I asked uh before

129but just to remind me you know because I'm in agreement with like November and I don't know that a month you know would make that much of a difference but if I can be reminded on the urgency of octo October if it wasn't November um what the urgency would be of that month of doing it the month to the proposer of the I think that the public needs to know I know that in the in prth meetings uh we had some comments made that um we're gonna have everybody take off the fact of the matter is this is a very serious Choice decision that we've made I I I supported the the larger number in an effort to save one more TK through 8 to give us more flexibility for students to move I wasn't

130necessarily inclined to move with such a large number in one shot but my desire was to save that tk8 to give that Community a place to go at this point we're going to go we're going to make serious issu serious decisions that are going to affect uh kids their parents we're going to affect our csca members they're going to lose their jobs as a result of the fact that the sites aren't there everybody that's going to be affected with it should have way well Advanced knowledge of the issues that are going to affect them and we should not do this make this decision based on how it's going to be comfortable for us or beneficial for us we need to make it uh uh make it to where they know what's going on early in

131advance we're making a drastic decisions here very it's going to affect people's lives and the least we could do is give them uh advanced notice of what's taking place so that they can start making the decision they need to do and I have no doubt that as a result of this we have Charter people DCP leadership going out there the County Board of Education telling them we are going to go ahead and survive based on the people that are going to leave Alam Rock because of this decision that's being made and that's three rep they actually have transcripts of everything that happens in their meetings and they provide them to the public which is something that we're gonna have to consider here because it's more transparent I'm very very appreciative of the fact that they

132do that sometimes I have issues with some of the stuff I have as the county office said appreciated with that and so that's the reason I made uh my my proposal for October was based on a comment that you made and I factored that in um so that you know at earliest uh in early October and so I assume that that would be a sage some of the concerns that were raised in the previous meeting um but my my my my desire would be to move in September give everybody advanced notice of what's taking place and let the chips follower they made and the benefit would be to people that are being affected by it so they can make the decisions that they to make to make their lives better as opposed to making us

133as a board comfortable or the district uh trusty floran and then trusty uh bam thank you is this only questions or is it comments comments okay thank you um so couple thoughts one is um I appreciate uh interim superintendent sort of walking through the complexity of this and um also um understand vice president Kino's overarching um concern um over what I would summarize is tell people sooner rather than later and let the chips fall where they may um I am still persuaded that the community engagement process should um be as long as necessary um not just for the analysis that I think is critical to making a really good decision since it is such a um important one but also Community engagement just isn't our families the flip side of this is that we are

134all concerned that nine facilities sit fallow and so I think the other side of this community engagement process is finding out what the market might bear to activate these sites and by pream closure sites without understanding what the market and I say the market not like you know for sale or anything but who are these possible users and what are the facilities because I think there's another factor in this which is which of our schools if we have to close nine might bring in Revenue right and if we pre- name schools and then someone says well actually I wanted X but you guys aren't closing why and then we are leaving money out on the street that could be in our coffers I think we're doing the bottom line in the district of diservice we

135could actually come back at midy year or second interim or third interim and say hey we actually have enough revenue and I'm being idealistic but if you let this community engagement process play out broadly enough and say we could save a school we could actually or we could save a school because we have enough money in hand and I just think by rushing this we're putting the cart before the horse and we're not giving ourselves a chance to help ourselves um so I'm thinking about this from um Revenue generation and even just making sure that they're not sitting there fallow or not spending $122,000 a month to take around graffiti and U put up fences and do all these things so we don't have MOA times nine so I think Community engagement encompasses the kind

136of work that the superintendent office is going to need to do to talk to a significant amount of hopefully stakeholders that say we want to be partners with you to try to activate these spaces and I think the neighbors of alen rock want us to do that too thank you uh trust F you know I you know thank you madam president I think there's uh you know those are points well appreciated I think that they're you you know uh I you know I think that you know and I'll be honest I've always I have stated my my belief that uh you know there's always a possibility for a smaller consolidation and I think that uh you know for something of this magnitude you know I you know my I think that you know uh nothing

137is more Community engaging uh than the Democratic process and I think that uh you know at the end of the day uh I think the people in some way or another ought to have an ability to uh weigh in and I think that uh you know this you know if this board is going to make a decision on consolidation you know no matter what the you know how many sites it may be uh I you know it should be done uh in in the timeline consistent with a you know eventure you know at the end of the day allowing uh the people the residents of alam Rock You know the final say on uh on consolidation so uh you know I I'm you know that's why I'm leaning in favor of this uh you know

138action item thank you very much okay so um so I'm going to go so I I heard what everybody said and um kind of on the same page but we're not experts we're not Market firms and we don't know how much the leases will bring on on the properties that we will be closing so I do believe that we do need a consultant first to see which ones would be more marketable um and perhaps put out an RFQ for that uh because we're not the experts so um I want you guys excuse me I want the trustees to consider that um that we need to do that before we make these decisions and that way we can get their input their professional input because again we're not Consultants um so if did I get public

140us information in a very transparent Manner and the public would be here they would be able to speak on the issues and we'd be getting feedback as we move through the process okay so two additional board meetings during these months is is I just want to make sure so the we as transparent as possible okay um okay okay okay Sor um so then yours and then yours and then we V for the vote I mean I think a couple of hours ago we just like looked at our calendars and put in like three additional meetings and so to add you know and we had already two meetings and then to add two more meetings not just for us but I think for our community is just not I mean again I'm wondering what the rush

141is for October versus a month more or two um and then in in addition you know when I read this item Community engagement process for school consolidation I was really excited I wasn't sure what you know I wasn't sure who presented it or uh who was going to bring it forward and so when I you know for example when um our first presenters when we talked about you know our superintendent recruitment you know the timeline I'm like okay great this is going to going to be something similar I want to see something like that and and I think to your point president I think that's a great idea because yeah they're not experts and I feel like we need a little bit of support um if it's not uh you know somebody who has done

142this before then at least a little bit more time especially if we're guiding that right I'd love to see the the timeline we saw for the superintendent that's thoughtful that you know includes do we miss anyone um Al I think we all want the same right we all want to make I mean it's a tough decision one of the toughest we will ever make and that we do it in a way that you know is um is the best way possible they no good way but um yeah I I I I can't support this um motion that we currently have okay um I'm going to allow you to speak but just I'm I'm going to make one brief comment so when my husband was first on the board they had 40 meetings in one month

143so this is nothing compared to when they were doing all of their meetings and they even got flagged from the state for having so many go ahead trusty Flor Shelton how many days were there in the in one month yeah yeah um so comment then a question for trusty fam um so I won't be supporting uh this motion for two reasons one um the the details of it are not public um and with transparency and enough advanced notice um two as I said last time I think the superintendent search is is a phase then the consolidation Community engagement is a phase I think we are overwhelming community in the summer and they're not even it's going to they're it's going to backfire if this passes because they're going to come back to school and be

144like what did I miss this summer so um and that's not authentic Community engagement as I said last time we used the parent University use the open houses to make get this on people's radar um and so I find this to be seriously flawed from an authentic Community engagement um strategy and then trusty fam I just wanted to ask you are you suggesting that this goes to the ballot because I couldn't tell what you well I meant in the sense that I my my personal belief you know and I just speaking from a Bedrock principle nothing else I mean you know if if if it were you know my which it is not you know I would you know for for something of this magnitude with you know at 45% of the district potentially you

145know I you know uh as a trustee I would think that it would be a little arrogant of me to make that decision on my own and that you know and you know such you know preferably something of that magnitude should be decided you know at a referendum okay so thank you for the answer to that and I would say in line with what you're saying a process at least through nove November gets at having this have the most voices versus some rushed multiple Community we're asking you to come to a superintendent search meeting oh no now we're asking you to come to a school consolidation theme there's we can talk about our capacity all day long and sit here we're talking about what is the community's capacity to absorb this and understand this and

146be thoughtful about it when we're asking them to after the pandemic and everything go enjoy your damn summer right why are we doing to them to say show up to nine board meetings and tell us all these things I just find it to be very confusing for the community and I'm fired up about this and I apologize but because I don't understand how this supports the community and I I I'm not hearing um answers after two and I'm really concerned that this these details were not on the agenda just speak can that continues to be brought up I sent this precise document which is exactly what I mentioned at the last board meeting in a publicly agendized board meeting that we were all here I said at the next meeting I'm going to get introduce

147an item that spells out the process that I I believe is the one that gives everybody advanced notice that it's not for the benefit of any particular board member or any particular staff person that uh this is a tough decision it's going to hurt people it's going to remove the ability to provide for their families the least we could do is give them advance notice as to what's going to happen so they can make the necessary plans so this continues to be brought up that H this is not transparent I I I spoke to this item at the last minute I explained it I sent it to the superintendent I said can you please put it on the agenda I was told yes it will be on the agenda the uh the the title was

148placed but the uh the actual language wasn't so I hope that that clarifies for my colleagues and for the public that I did my part now I'm not lay laying blame on anybody but I would I would appreciate the fact that I I would hope that my colleagues would understand that now I'm explaining to you I hope that you would take that into consideration when you continue to state that there's a lack of transparency I did my part so um I'm sure that the I I still hold the floor but if you want to answer a question I I would be glad I just wanted to um offer some clarity on that um vice president quino um that was sent to to the board president and myself but how it was worded um it was

149very confusing to me because putting it on the agenda the way it was worded it was my assumption that I was directing the board to do this and that was not my that wasn't the intent if it were to be worded that way where it says staff analysis on the board cover and so I I had put the um agenda item for you so that you could speak to it and that is my that is my um explanation um because I wouldn't be able to direct the board to have two board meetings it would be the board deciding deciding that so that's that was where my perspective was was coming in so go ahead and and I I appreciate the clarification but um I understand that there are instances where we place items on the

150agenda and it comes as a board uh it's placed as a board members item and so obviously it's understood sir so thank you for the clarification um with regard to the concerns about why is it so rushed why is it so rushed well why exactly does November make the most sense I would ask that the the hard deadline is March 15 because that's when you have to tell people that you're not going to have a job anymore uh at least the certificated folks and I think CA is a little bit after that or right around the same time um so that would be the hard deine we could go all the way there and then give people just a month or two to make whatever plans that they have to do uh whatever take action

151whatever action why exactly does November November 14th why is that the best and most ideal time to for the board to take action I want ask that and I would ask the public to really think about that why is that November meeting specifically uh on the 14th somehow the most ideal time uh does that really make sense no it it doesn't and I'm pushing for September but uh I'm I'm trying to I my own colleagues comments B mentioned maybe October early October and so I went ahead and I thought that a compromise would be acknowledging uh comments made by some of my colleagues and then we would get to a place where we can all support this but I see that that's no longer the case and U me then you then you okay so

152um I'm sorry are you done I'm done and I'll call for the question after you're done with those comments that you've already called okay I I've allowed everybody their comments and I'm going to speak last and then I'm going to call for the vote um I don't I don't think maybe you heard the piece where he said that the mailers would go to all of the um to the homes um as well as there in 2021 uh there was a 7-Eleven committee everybody in alen mock has known for a long time that we had to shut down um and close schools this is not new to anybody um so this committee what they did was they got all the stakeholders and of all the stakeholders they were supposed to say and uh give uh the

153recommendation of which school to close they gave a lot of good recommendations but they didn't give the recommendations on which one specifically to close so it is now left on on the board we are three years later after the 7-Eleven committees and all of you were in the 7-Eleven committees I would zoom in on them and see them and so this should not be a surprise to anybody everybody has known about it for years it's come down to now we have to do something about it things weren't people weren't willing to do things about it then but now we're in the last hour and are we going to take the heat for it yes because it wasn't done sooner rather um than now at this last days these last months and is it going to

154be a lot of meetings yes are we going to do our best to be at all the meetings yes are we going to do all this for the kids so that everybody all the stakeholders involved are going to get the best possible outcome we're trying we're not going to please everybody you can't please everybody but we still have to get it done and I and I just hope that everybody has their the patience and the willingness to work with us and I hope that every parents and student stays here in alen mock we're not saying that you can't stay in alen rock we're saying stay with us just at a different site let's consolidate the site and I see people shaking their heads but that's okay because we're not going to uh we're not going

156at this time thank you vice president kto so uh I'm very honored um to be able to you know do this um in highlighting and honoring our African-American Community our students our staff um here at ausd and the greater Alma Community um and in collaboration with Milan Valentin um who's the executive director for the African-American community service serves agency and also a trustee for the Franklin McKinley School District um and uh you know I want to thank uh the Franklin mckeny School District they passed this you know before us um and they you know graciously enough um shared what they had passed and then reading that and speaking with um U Mr Bellington and um Miss Veronica tton too um and uring that you know this resolution um would capture what our district here um

157you know would need and um making some edits I am happy um and again honored to present this uh for the board's consideration so I'm going to go ahead and read it whereas juneth also known as Freedom Day is an annual holiday that honors enslaved people learning of their freedom under the Emancipation Pro Proclamation and whereas although the Emancipation Proclamation was issued by President Abraham Lincoln in January 18 63 it wasn't until June 19th 18 1865 by Union Soldiers many of whom were black marched into Galveston Texas and announced the emancipation of the last remaining people in the southern Confederate states and whereas June 10th has long been celebrated in the africanamerican community this Monumental event is largely unknown to most Americans and whereas juneth serves as a significant event in our nation's history symbolizing

158the pursuit of freedom justice and equality for all and whereas juneth provides an opportunity for those in the Allen Rock un Elementary School District to honor the gift and achievements of African-Americans promoting cultural diversity understanding and fullness and whereas observing juneth within arusd will encourage a sense of belonging and appreciation among our students staff families and community members and whereas recognizing the celebrating and celebrating juneth aligns with our commitment to equity diversity and inclusion encouraging an Allin educational environment that supports the success and wellbeing of all students therefore be it resolved that the alrock UN Elementary School District hereby acknowledges juneth as a significant historical event and encourages the celebration of juneth in our schools through educational activities and events that promote awareness understanding and appreciation for juneth such as include juneth into the course

159of studies ensuring that students learn about the historical significance and importance of juneth in American history organizing special assemblies presentations or guest speakers to educate students about juneth and its cultural significance encouraging schools to engage in art projects performances or displays that highlight the history and accomplishments of African-Americans collaborating with Community organizations and cultural organizations to host events workshops or displays the celebration of juneth providing professional development opportunities for staff to deepen the understanding of juneth and its importance to our educational Mission making sure that information about juneth celebrations and educational activities is shared with parents families and the community Through various contacts therefore be it resolved that the elmar Union Elementary School District urges all schools and departments within the district to actively participate in juneth celebrations incorporating activities and events that promote inclusivity

160cultural diversity and a deeper understanding of juneth thank you asking my colleagues to support uh this item second who made the motion motion making the motion okay thank you uh public comment good evening Veronica Talton Alam Rock employee and Resident just want to thank truste and R L for bringing this forward I spoke at the last board meeting about the significance of jun and I urge uh President Chavez and the members of this board to please supported uh as the only African-American in this room tonight the only African-American in both of the school sites where I sered but I also founded the 1619 club for the safe space of African-American students at George Middle School um I'm asking uh TR trustee Chavez board president to consider the black student union formation for middle schools in

161this District I know that we are consolidating schools but the black students of California United is a Statewide organization focus on developing African-American students through culturally competent leadership training Civic engagement experiences experential Project based learning dual generation engagement mental and physical health maintenance habit habits and practices training as someone who has led students that are not all africanamerican because we are few I would love to see the district prove their support of black lives matter in school which passed in 2020 under the leadership of truste arera Lera who was board president to pay the $75 per Middle School price to create safe spaces for African-American students who are marginalized in our schools and who repeatedly experience racial discrimination harassment and oppression so there is a districtwide fee that can be paid on behalf of all

162the middle schools but I urge the district to prove their support of black Educators and students by passing this resolution and also considering black students of California United thank you good evening once again um part of community proud parent of to Al students I just want to say thank you to trusta for bringing resolutions like this tonight yeah they might be discussions they not be agreements but I feel that in the room when resolution like this passes the agreement is the wellbeing of our students their safety their acceptance and that they are seen by who they are and who and the future that we have here so um I urge you all to pass this resolution to um continue showing that our kids matter that they matter that they are basically matter um yes yes

163that thank you good afternoon F board members um I too uh believe it's resolution my topic is around uh something that was brought up last month around uh survey on safety excuse me right now we're taking public comment for the juneth thank you uh is there any more public comment seeing none um uh truste uh first trusty Shelton and then uh VP Gino and then um trusty fan thank you um thank you trusty Letta for bringing this and for um our steadfast advocates um in our faculty and um uh Veronica I just always appreciate your strength and your leadership um in the space and um I do hope that as the seconder of this um that the administration brings back juneth and I'd say Pride back yearly um without having you know we it's great

164to have an a board sponsorship um but that we bake this into um who we are on an annual um basis and continue to LIF lift this up this is a new commemoration really for um I don't think you know this is a new holiday it's a new commemoration and we need to keep um lifting up and figuring out how this is um embedded as we you know walk our talk and so I just again appreciate you lifting this up um and uh I know there's so much work that staff is doing doing um to continue to to move these forward as we head into the school year um and school will be out right every juneth and school is out during pride and so how do we how do we figure out how to

165incorporate these um into the ethnic studies curriculum so again appreciate it and I'm happy to support it um I also want to thank the author of the resolution and um I would uh one thing I would ask is if you would consider an amendment in the whereas um there's a reference to the Confederate States um would you be willing to refer to them as the Southern States in Rebellion um the only reason I bring that up is because that's a terminology that Jose Ramon Pico used when he recruited the all Latino Brigade that he led to go and fight these Southern States in Rebellion he didn't call them by that fictitious name that they made up for themselves uh I think it lends Credence and it gives him legitimacy of some sort uh by using

166that that terminology and saying that they were they actually existed when in fact they were in rebellion and shouldn't be recognized but I'm just asking if that would be a consideration go ahead and is the person who made the motion and the person who made the second I'll ask you next go ahead I I'm the person motion are you okay with me responding yes I just had I just said that I am oh thank you thank you for highlighting that to the audience um good points and you know because I did review this with community members you know at this point I'd like to leave it the way by all means if if the folks that you work with are comfortable with that terminology then go for it I'm just uh something that I personally

168and put exposed himself and led people to die fighting the Confederacy a brigade of Spanish speaking Latinos that were writing and were taken because of their skills and their ability to be on horseback they were used uh and then some of them got screwed ripped off so I just wanted to I know that I had raised my hand and you gave me the opportunity to speak I just wanted to respond to that and I think uh M Shon FL was next NOP I no I was just I wasn't gonna support it if you were gonna support it but we don't have to okay trusty fam I think you were next oh okay yeah so I wanted to thank trusty herrer Lera for bringing this uh to the board for consideration and uh again uh you

169know I I you know as someone who Who's Who Wants More Alan rockers in the doors you I want to welcome everyone I think that this resolution um you know is a important step in in affirming our promise to have you know keep keep the schoolhouse open for all uh the only thing I would add you know ask is that uh since uh in reference to to miss Talton uh if there's any more information about the black student Alliance or Union because uh when I was in Middle School that didn't uh that we didn't really have many clubs when I was in Middle School that was sort of a high school thing but you know if there's a middle school club you know I you know I'd be you know would like more information about

171board members um and uh staff here I wanted to highlight that a topic was brought up about how our safety numbers are from the survey and it's pretty disappointing that every year we ask the same thing and the numbers doesn't change why because we continue do the same thing over and over and expect change what I would highly recommend the the uh staff do and the board support is what Atlanta did back in 2018 when they realized there was not enough data to be able to take action they created a separate survey for um the students U from third grade to e8th grade they had all the students they did they feel unsafe in the morning during lunch after school there's enough questions to be able to really understand what is causing our students to

172feel unsafe that same survey was done and given out to the we then had data so that we as parents and teachers could take action and see change we we focused on making sure that we had a gate added an offense added that were some things that that made students uncomfortable amongst other certain things so I'm asking you that if you don't feel that it's important to increase the safety of our children is to get the data by not re um doing the same s survey over and over and expecting change but to do something meaningful to get you the information so that the schools can take action that's one thing the next thing um I'm glad with that there's this plan to have these dates a rushing to make a a bad decision isn't

173the right thing to do it should have been take your time make sure there's a plan and engage the they here not in the summer that is not an engagement we I've gone to meetings we've taken a look but we have not been told what this going is how is it going to impact the school if you're going to do Comm me is make sure you're there at the school with parents when they're there not when they're not there thank you thank you uh any more public comment seeing none we're going to move on to um uh the next one is a 301 which is the progress of local performance indicators it's for information Dr alasan thank you president um there's a brief presentation on this and I'd like to invite um our director of

174state and federal Sandra Garcia and our director of academic Services Terry goodford to present this to us please m good evening good evening uh board President Chavez um inum superintendent um Dr Alazan um board members Community my name is Sandra Garcia the director of state and federal programs and um Miss Bickford and I are here this evening to present um on the California dashboard local indicators this is the annual report um that is required as part of the elap okay there we go uh so just a reminder um that um annually we are asked to uh report on the local indicators um as part of the elcap process and um in the spring we gather information from uh parents from students from our um surveys um from input sessions on the local indicator so that

175uh we can present this information on our California dashboard page um in June we are required as part of a non-consent item um to report to the board on um these results and then we are asked to report these um onto the dashboard and sorry that date has changed it is not in November it is now in July so by the end of July we are required to um upload our information to um our California dashboard page as a reminder uh we have state and local indicators the state indicators are priority four five six and8 and those are gathered um Based on data um from the California Department of Education and it's mainly on um suspension data chronic absenteeism and academic data that has already been presented to the board in the past tonight we

176will be reporting on the local indicators which are the rest of the priorities um this is just another reminder of what the state indicators are and the local indicators this evening we'll be focused on the right hand side where we will talk about basic services and conditions of learning which is Priority One uh implementation of State academic standards priority two parent engagement priority three School climate priority six and Broad course of study priority 7 I'm going to begin with uh Priority One which are basic services and this is these are the items that are also um meet the Williams um settlement requirements um and they are uh around providing um the uh qualified teachers for our students um also um the facilities and instructional materials and um these are the results of how we landed

177this school year um in terms terms of uh teacher um Miss assignments and uh vacant teacher positions and then our instructional materials all students had uh stand standards of line instructional materials um to be accessed at school and at home and um the uh identified instances that where facilities do not meet good repair um were 19 instances and that's throughout the school district and um there are about 10 areas that are checked at every School site so that's um and 16 of them were fair so it's good and then fair I'm going to go ahead and hand it over to Tara now so she can um speak to the state priority to okay good good evening I should say um so State priority 2 looks at the Common Core State Standards in the academic realm

178for us and so how these are B based is we survey teachers annually and they self-report and self assess on how we are doing with the district on providing services and supports for them around Common Core State Standards so as you'll see on this slide um it allows us to look at areas where teachers are identifying we really need to focus to support them and we can adjust our professional learning for them our mentoring and different supports that we have in place um so number one talks to professional learning for teachers on the Common Core State Standards number two the instructional materials that are aligned to that Pro those programs and number three also looking at um how we can improve that instruction for teachers so as you can see there's some numbers there that

179will if I go back you have the one through five for the rating scale so five is obviously the highest um and you'll see little asteris and different symbols there so the asteris are representing of the ones that we increased last year but then sustained that same score this year the little carrots you see there are ones that we increased this year so you'll notice ngss and history got an increase for instructional materials and then the one at the bottom on number three with the exclamation um that's where we declined in our score this year for how they felt so that one definitely illustrates that we need to give that one attention going forward um and then going on to the next slide we also know there's work to be done and we're always working

180on progress towards academic standard adoption by the State Board of Education as well as is success in engaging our teachers by identifying professional development needs as a group as individuals um and to support them with mentoring and coaching where needed so a big Focus this year was to increase professional learning that align to their needs we continue to make that a focus going forward um and you'll see that this year we sustain professional learning overall um going on to I'm going to pass it to Sandra sorry okay the next two are um mine which are around parent engagement um and school climate so um State priority three um consists of uh seeking input from parents in decision making and promoting parent participation and programs and what we've done in this area is um looked at

181the parent survey results from Panorama and we have done a self- assessment template for parent engagement and we've uh rolled it out to parents at our advisory meetings and also sent out a separate survey um Gathering their input on the different areas of um the priority um so first these are our results and we've shared them several times um over the past few months uh on parent engagement and overall there is a strong sense of um of of Engagement by families um you know the percent here has not changed over the past few years it has stayed pretty steady U with a strong sense of belonging with 96% of parents feeling that um they are welcomed um to participate at schools um that the staff treat them with respect uh staff welcomes their suggestions and

182staff responds to them in a timely manner um so that is the information from our climate survey the Panorama survey and then this is um a combination of um a survey that was sent home um through our student services department to parents on the three different areas this tool um the first area is building relationships um and it it's broken down into four areas and again five is full implementation for for full implementation and uh sustainability and four is full implementation where is where we want to be four or five um and so in these areas for developing capacity of staff to build trusting relationship uh we gave ourselves a rating of four creating welcome environments of four a supporting staff to learn about family strength cultures and languages we know that this is an

183area that we continue to um find ways to to improve um so that's a three and then multiple opportunities for two-way communication we feel that there's always um even more ways that we can um communicate with our parents and um that was the information that was given to us by them as well so this area is called building relationships and over to the right um this is information that we gathered through our advisory committees when we also rolled this information out to them and some very um important information um was gathered in those meetings on just ideas on how we can improve in this area um and a lot around wanting Fellowship type of events and um more family type events where families can meet one another and gather together and just kind of have

184fun and um build community um also um one that comes up every year parents really love parents square but feel that there are still other ways that we could um improve communic communication so that parents truly understand how their children are doing in school and ways that they could support them the second part of this survey is called building Partnerships for student outcomes and um this is on of course the Partnerships with the school on um having the information they need and the resources they need knowing the policies and um uh knowing the their rights and how to advocate for students and so um the first two have received a rating of a four and then um this Implement policies and programs to discuss student progress at three as I stated earlier parents do feel

185strongly that we do still need to find ways to um help them understand um how to help their children improve in school and then the last is U really educating parents on um their legal rights and advocating for their students um um when we spoke to parents at our advisory meetings um the conversation was around um having more consistency across schools they um very felt strongly that some schools um have more resources than others and have more programming than others and so I I know that we um in developing our mtss model as well this year we've talked a lot about there are C certain things that should be across all schools and we're working towards that and I think the parents are feeling that as well that some schools do have more resources than

186others and it just all depends on you know principal seeking um resources and us really being able to provide them with that information on what's out there and and programs that they could use the last area is called seeking input for decision making and that is like um engaging families uh to be leaders in their in our district and um encouraging them training them um giving them the the support that they need so that they can be involved in decision making um activities in our district also um seeking their input um when implementing um programs and strategies and um having the opportunity to work alongside uh other teachers and um principal and even uh district office um staff to uh plan and design um Family engagement activities um and some of the comments there of

187how we can improve in this area is um figure out ways that we could retain parent leaders on advisory groups because we do have parents that at the very beginning say yeah I want to be part of that and then as the year goes on they kind of stop attending and so how do we retain um those parents on our ADV advisory committees and how do we um what do we do in terms of retention and and encouraging them to stay on and giving them um the the resources to feel like they're important on those committees um parents need to be meaningfully included in decision making uh and we need to share best practices between school sites because some school sites do have stronger School site councils than others and so what are those School

188site councils what are those principles doing to keep their parents engaged and really have a robust um School site Council um at their site okay um and then the next one in mind is the school climate and this is um and you've heard a lot about the school climate survey um in our elcap development and this is strictly based on the parent and student surveys um you've seen these results before and for some reason it keeps it continues to want to show the little arrows that I put so sorry about that uh I think I remember which went up and which went down um so anyway this one this first one is about school safety and connectedness um and this is for parents 3,441 parents responded to uh this climate survey and like I said

189earlier pretty good results in these areas and then these are for the students and it's broken by elementary and middle um and and uh students feeling safe at school uh the the top two went down and then the rest went up I I remember because I changed it earlier for some reason those little arrows aren't coming out but in terms of students feeling safe at school um we went down two points for elementary and five for Middle School um students filling close to people at school went up seven points from last um school year in the spring and um up five from um for middle school and students feeling a strong sense of belonging we went up four points to 74% and the Elementary in 59 we went up from 50% to 59% in the

190middle school students are happy at school we went up one in elementary and eight in Middle School [Music] and I'm going to turn the rest over to T So moving on to Priority 7 this looks at the broad course of study for our students this is reported annually By Us by a self-reflection narrative but we also survey the teachers about this um so on your next slide you'll see kind of our descriptors that we put in there the broadc course access looks at what subjects we offer and elementary and middle school and what courses um overall and most teachers felt that we do provide a broad course of access to our students now we did recognize that in the survey we gathered some qualitative data and barriers did appear and this year was a little

191different than in past years because we've done a lot of strategic work around ELD and some of the mandates that we have to do ferally so there was a big um need that came out in the survey around um our students who have to take ELD as a regulation lose access to their elective course so how can we be Innovative to put that on a zero period or after school those elective pieces because we're not allowed to do that for El um so that they can at least access that as well and then we also had uh um a need for universally designed courses which that's exciting because we're starting to see that training come out by one of our own our coordinator Wyatt who is leading the charge on that and we've started to

192do some of that work so it was great to see that correlation um and then also a need to fill the foundational skills so when we're looking at Elementary reading it was loud and clear from our staff that we needed to do a lot of work around phonics and ponic awareness so as you'll see in the revisions or answers to that need that came up or those barriers We are continuing to train udl we're working with principles to think innovatively about how to support that zero period or after school time to offer the that resource to get the electives or language um and then we're also bringing in a districtwide t p a to foundational skill program to add on to their reading curriculum that they have and we'll see that roll out this next

193school year so we're excited for all of those pieces to come out and we loved getting the teacher input on that to help us push that along the next steps for our local indicators is for us to upload all of this to the dashboard by July 31st and then it'll be publicly released in December and that's the end of us presenting that but if you guys have comments or questions we're here uh any trusty comments okay seeing none that's it okay thank moving on to the next one uh three uh pardon was there any can do I have any public comment on the uh presentation uh one okay thank you for sorry hi hi hi victoriaa I am a parent here at uh the district and I guess I'd be curious to know more about

195remember Aaron from last year but he was part of of the team that worked with the district in creating the Strategic plan and throughout last year he worked with us on creating an implementation plan and he continues to work with us this year in order to really keep us moving in the right direction and really try to bring all our pieces together for our staff and our teachers and our principales so that we're all moving in the in the right direction to meet the goals of the Strategic plan so I want to pass it on and in your board books not only is there a copy of the presentation but a little bit more of a description of the work that we've done this school year in a memo form thank you Ain thanks for

196being here yeah um good evening everyone and a a great teeing up of this and I have the kind of small role here of just being able to share some of these updates with you all um which is a pleasure um and also doing a little bit of just regrounding in the Strategic plan itself there's a lot of great connection points to things that have come up earlier uh in this meeting and I'm sure to to many other uh meetings that that you all had recently so just as a a brief reminder so the board approved the Strategic plan in June of 2022 this is a of a visual very high level visual from the Strategic plan with the vision in the center all alumrock students will be ready for the future in a diverse

197and competitive world um and then the three main areas of focus surrounding that triangle all in service of academic growth and Improvement in College and Career Readiness uh and this just kind of re excuse me Recaps those three main priority areas uh which will be the structure of of some of the um later slides here and and also the memo that you all have in the board book so there's whole child and whole family development Multicultural and multilingual education and early learning and expanded learning uh and then as as BB mentioned the implementation plan which was developed in the year F the school year following the um adoption of the Strategic plan got a little more detailed what are some of the specific activities um Over a four-year period to to make progress on the

198goals in the Strategic plan also wanted to just reference some of the inment with the lcap as that's something that has um been a recent focus and the first bit here is just pulled directly from the Strategic plan that it's intended to frame complement and reform and not to replace other more targeted District planning efforts such as the lcap and list a few others and the Strategic plan priorities and goals are reflected in the the 2024 25 lcap goals and in particular the goal uh number two two in the lcap around implementing a districtwide multi-tier system of support uh is clearest um or most direct uh area of alignment so um I'm going to review some key areas of implementation progress from this past school year and this information really comes from meetings with Department

199leads the management team and it describes the work that's been done uh again organiz by these three priority areas and the memo has some additional information as well so first up um looking at whole child and whole family development uh work on the multi-tiered system of support really to put together a framework for Alam Rock's mtss system do a a self assessment of what infrastructure already exists and what else is needed uh as well as starting to do some training um particularly for principles and the management team and I know this is an area that will continue to be a priority uh and there'll be more work ahead and talk about that in a little bit Community Schools was also referenced earlier um this this evening this past school year was the second year of

200a two-year planning process that culminated with a Grant application which was selected for funding and will'll provide funding for a fiveyear implementation period and the focus this past year was was really on site level planning first year of planning was more at the district level second year looking more at site level having each participating site form a Team Planning team um doing a survey of uh families students staff Community Partners um at those sites um there's was some um training particularly around the the SST 504 processes for staff and then udl which was Universal Design for Learning which was also just referenced here um there were two cohort cohorts of staff that completed a level one udl certification and it's not referenced on the slide but but it's in the the plan that there's also

201a focus on training on constructing meaning um and there were two cohorts completed for elementary school um teachers on on constructing mean so that's priority area one whole child and whole family development um moving into the second priority area Multicultural and multilingual education and this ties to some of the resolutions um that uh came up earlier earlier today so one of the things that happened over this past year was a development of a diverse book list created and some books already shared from this list in relation to and support of of activating or implementing um resolutions that the board passed earlier in the year for example Ruby Bridges day recognition of Ruby Bridges day additional board resolutions on cultural celebrations and Multicultural education um and and these excuse me these two things really play together

202and and part of the thinking moving forward is that books from this list could be provided um in relation to the cultural celebrations that the district the board the community has decided to prioritize so they would be distributed along with some um material lesson plans or other materials that would allow for um sites to have have resources to draw on in terms of implementing some of these celebrations recognitions acknowledgements at the site level ethnic studies 5-year plan was approved um by the board in I believe January and then there's been some additional and more detailed implementation planning following that uh and then there's uh the final bullet point here aligned by literacy attainment recognition really working to align these recognitions across the Dual language of emersion schools that the district has for Fifth and eth

203grade at the third area um and again still looking kind of reflecting on the work this past school year uh increased capacity both for early learning and for expanded learning so in early learning um especially through Partnerships with kadango and think together for the California state preschool program number of sites and then for expanded learning through implementation of the elop the expanded learning opportunity program uh there's also some just one thing to highlight here uh as an example A partnership with Metro Ed for middle school students um which is metroed is the Metropolitan education District uh and um f it was a focus on Career and Technical education for middle school students as one example but there's other part ships in the expanded learning space as well one thing that exciting here I think is

204is uh this year also has some examples of shared professional development with those expanded learning and early learning Partners um which is something that's a long time been of a recommended in best practice and it's in the plan and there's some um progress on that this year so in the area of expanded learning there was PD for expanded learning providers on social and emotional learning tool tools that the district uses like Kochi and sewn to grow so there's some alignment with what um teachers and others uh working with kids during the school day are trained in and what the expanded learning providers are trained in and for the Early Learning space um there's a monthly professional development sessions with teachers from preschool through third grade so trying to build that P3 uh alignment a range

205of topics development including developmentally appropriate practice inclusion and adaptive Services uh and then finally family Recruitment and Communications um in both of these areas one example being kind of putting together a brochure for families of their expanded learning options how they need to um reach out or where they can find information about enrollment excuse me is that in like several languages on that um when when you do do the early and expanded learning you said that there's a they just go directly the brusher of information um I don't know off the top of my head that detail but can can find out I I would guess that that's the case um but I don't know thank you if I could just let yeah that the when the Flyers go out they're in the three languages

206that we usually send our flyers and information out about thank you um I did want to Circle back just because I had one note on specifically the expanded learning capacity um that particularly with elop there's the ability to serve all students who enroll in after school without a wait list sometimes there is a time like an enrollment period of just processing the enrollment but it's not a wait list like they're waiting for a space to open that's good um so that's kind of the reflection back then just have one slide kind of across all three of those areas for identifying some priorities moving forward that again came out of these discussions with management team and and others uh and many of these have come come up already in in today's meeting and and are visible

207elsewhere in District materials which is fantastic um so one is mtss again with a a particular focus on implementing tier one across all Sites so tier one services for all students and uh focus on consistency and I know this also came up earlier that there's sensitivity around what's available at some sites and what's not available at other sites so this may be one area to further explore that launching Community Schools implementation so this will be first year of the fiveyear implementation Grant uh which is fund provides funding for 10 sites um wellness centers at the tk8 and Middle School sites I believe that's a two-year Grant additional training on Universal Design for Learning and constructing meaning um as we um mentioned a little bit about a few minutes ago continuing to focus on Multicultural education

208and thinking about how to align books from the diverse book list with Community cultural events and celebrations and acknowledgements and lesson plans that can be provided the implementation of the ethnic studies curriculum with a pilot and an opportunity for kind of refining curriculum and and other aspects of implementation and then finally one thing that has um been completed uh is developing definitions for whole Child Development whole family development multilingual education Multicultural education and while those have been developed they haven't um they they've been shared in some ways so I don't want to minimize that but there hasn't been a large scale effort to um communicate them out or otherwise Implement them throughout the district so that's an additional kind of focus or priority for for the coming year so just in in wrapping up this

209is the I'm not going to review this in detail but it's kind of an expanded version of the gra graphic that we looked at earlier that lists out the individual goals and um I mentioned there's some additional detail in the in the memo but wanted to provide a brief update on some of the highlights of work completed over the past year and and what some of the priorities for the coming year are are shaping up to we to take any questions to the extent that uh that there are uh TR the floor Shelton thank you thank you for your um your hard work thank you to staff um for all the progress updates and just all the work that's behind this it's it's remarkable um I I don't have a Content qu um comment or

210question it's more about how like the lcap and the Strategic plan um you you talk about alignment and really this is to like the assistant superintendent the future assistant superintendent you know how um we can measure you know the like increased this increased capacity like are we going you know can we see like is it red to yellow or is it did we hit green or are we at 25% or 100% like I feel like and I I I think um quick question are we in the fourth year of the Strategic plan or the thir third yes it's adopted in June 2022 so 22 23 324 so we're really in the second year since implementing of implementation so yeah and so um just my experience in writing strategic plans and implementing and be held accountable

211for it it's just a really great way to like what is the gauge right so that we can celebrate or we can prioritize budgets or and and then just really understanding how the lcap you know aligns you know hey this is is Priority One and this one's priority two so that's just the way um because it's hard to see them kind of side by side when it feels like they're really they are integrated but we don't see it like sort of measured in an integrated way or I I don't maybe you do so suggestion if if I may um the work we've done this year uh we also we always include um our management team our site leaders but not just our site leaders um the people here in the district office that support the

212sites right because it's a collaborative effort so one of the things we did this year is we did we went through our implementation plan and heat mapped it to really and each department each kind of cohort of people heat mapped it just to see what they were feeling right and so we took some of that that feedback in order to see what were our plans for next year and also we actually just sat down in order for the transition you know fortunately for Sandra Garcia that's going to be stepping into the position she wrote the elap right so that's going to be an easy flow but that's something that we talked about planning for next year was also working with all our site leaders and our departments on how can we make that a process

213for them also because again the more we bring the two pieces together and talk about them jointly the more it's going to make sense to move the world for so is the heat mapping like to say I'm spending a lot of my time in this area or I think we are moving progress in this area what's the heat MPP so the heat mapping is because if you if are the implementation plan kind of went into more detail from the actual um strategic plan they're more specific actionable items so what it is is like we have the Middle School principal sit together how are you feeling that as a district we are doing on this item and it's give it a we haven't started it to we've talked about it to we've made some progress or

214we've completed that and then giving us some additional sometimes notes that help us really gauge how we're doing on on those so it sounds like you're in the process of understanding it and I just think there needs to be some again um measurement and I don't want to be like you know you've got 5% increase on belonging or this and that and then but I think from a strategic plan perspective at the end of the five years you're going to want to look back and say you know what do we have to roll over or what is like done celebrate and and sometimes if we're too squishy about it you don't even know when you get there so um this is just like the challenge with all this but it's it's it's exciting so a

215lot of a lot of progress thanks explain squishy soft not trust thank you for the presentation good to see you again it's been a while um and I mean I as a board or board member who was a part of the strategic planning you know a parent involved um like 10 years ago to them fast forward you know past things like ethnic studies and then see the implementation you know of how we we're moving um because even whether it's slow or you know whatever that amount is I know we're moving um and uh I think highlighting you know how we're moving would be good in the future so I look forward to you know the the how and how much uh but the fact that we are moving forward and the fact that we are

216pushing uh you know these what once upon a time we set you know whe was in 22 and since then with all the meetings um and seeing the implementation and then you know um hearing about the uh work that's being done in the classrooms um and in committees it's just uh it's great to see so thank you for supporting thank you for coming to present on that um and I look forward to continuing to you know support as a board member um not just the resolutions but you know Direction um and so in hearing more as uh from the community from the Strategic plan and um giving feedback to us to how we as a board can uh help move this forward um and then you know ending that right and then maybe starting a

219and we've gotten a new report card that will hopefully be coming out next year and that was a huge huge undertaking and um we've just had an awesome year so thank you for for making my first year as president but unfortunately I have to say goodbye but I know that you'll have a wonderful time as we're all envious of [Laughter] retirement and um we just look forward to you know keeping that working relationship with we now have Sandra Garcia and um thank you guys for all of the hard work that you're doing and the decisions that you're making the teachers are kind of here we're sporadically you know we're during our summer break I would love to say that we're on break but many of us are attending week-long conferences and everything to try to

221multilingual programs I'm also the um president of the alen rock administrators Association this evening I am honored to address you on behalf of a dynamic group of Educators and administrators who dedicate themselves tily to the school to our schools and Community there are promising advancements underway throughout alen Rock and our administrators remain dedicated to serving their individual sites and departments recently we concluded the 2023 2024 school year with memor celebrations promotions and great excitement summer school is now underway at six of our sites offering a diverse range of enrichment classes additionally we have a group of middle school students attending sounds State participating in the Jose Valdez summer program this year we've also introduced transportation services to all of our summer programs that is the first one for us meanwhile a group of um bilingual

222Educators and ministrators completed a two we intensive summer session at the Cent delu Modas at the University of Granada this experience provided significant learning opportunities and reaffirmed the value of our work in Alam for particularly with our dual language schools and all of our Lang all of our multilingual Learners we would like to express our gratitude to Miss Campbell for her dedicated years of service to the alen LA community and her unwavering support for All AA members your leadership has left a lasting impact on each of us as you embark on your retirement weeks and our warmest wishes for a happy and fulfilling future you will be greatly missed lastly as some of our members prepare for a well-deserved break others remain dedicated to supporting our ongoing summer initiatives we encourage everyone to take time

226Vietnamese dual language program uh had a meeting with uh East Side trusty Von lay the founder of the Moon festivals I'm happy to announce that you know uh since I'm also you know part of the going you know part of the painter appearance uh at this year's this uh this year's Moon Festival at Andrew Hill in September you know happy to announce that we're going to be part of a you know uh partner with Franklin McKinley's uh windmill Springs Elementary Vietnamese dual language imersion for the you know uh first ever uh dual Viet you know the Dual Vietnamese language immersion schools program at the Moon Festival so it's you know uh it's going to be a wonderful event and you I hope that uh you know more details to come but I hope that we'll

227all make it out there on September 14th at Andrew Hill High School thank you very much thank you um so we could make her day by extending till 1 or three in the morning or or we could hurry up huh so we'll see okay trusty thank you um first of all again thank you uh uh Barbara for your commitment to our children I mean you walked the different hallways in our district um and I know that you're going to be missed you will be missed definitely by me you know I'm like who's going I mean I know Sandra will do great you know and she'll sit here but you know we'll definitely miss you um and you know thank you for just all the things you've done um and most importantly for caring you know

229elmrock are highlight highlighted in any way shape or form um it's important right especially the good ones right that we um highight all the amazing um work that is happening here at Alam Rock because there is and so um I I was invited to be on a panel um from the spotlight and uh to discuss about the opportunity gaps a deeply divide in the San Jose schools um to not just discuss about the realities you know in our district and how unfortunately we're underfunded compared to other districts um in the much need here but also highlight the good things that are happening here even though we're there right um so it was an honor to be there um and then just you know as a leader within the community um you know at the state

230level at the county level i w bore you but you know having conversations with leaders who again care and want to make sure that we're doing what you know we're supposed to and also seeing where they can help in getting us more um getting our children in our community more so looking forward to continue to have those conversations and then just overall you know as a board um you know I would push us to you know as as hard as it is to be here late and as hard as you know as much as we we want to go home um you know not to shut down our community or you know the voice um that's what we're here for that's what we're elected for to listen so um you know I want to just

231reiterate that and um you know in instead of closing down you know taking a little bit maybe an extra minute or a second to see if there's anybody that um is wants to talk or wants to voice something versus rushing it because we already heard for especially our youth that said I am nervous you know maybe she wouldn't have spoken or you know how do we become more welcoming and open so I look forward to doing that more of that um so thank you board president and happy birthday any other comments seeing none um we'll move on to um 601 and I'm going to have uh Dr alasan read this because I believe she brought to to the board this was uh on behalf of the our bonds team um and so this is a

232resolution um a resolution um to I'm sorry a resolution to the Board of Trustees um ordering an election to authorize issuance of school bonds establishing specifications with election order and requesting consolidation with other elections occurring on November 5th 2024 whereas the alok Union School District um The District in Santa Clara County State of California is committed to providing quality education to all its students and whereas in order to achieve funding in the near future to continue to address critical facilities needs and provide all district Stu students and Facilities conducive to high levels of academic achievement and safe healthy environments the board wishes to submit to the voters of the district and measure authorizing the issuance of General obligation bonds for school facilities and improvements and whereas on November 7th 2000 the voters of the State

233of California approved prop 39 which amended articles 13A of the California article to allow for the levy of an ad valerium property taxes for the payment of bonded indebtedness of a school district Community College District or County Office of Education approved by at least 55% of the voters voting on such proposition and whereas the passage of prop 39 the strict accountability and local school construction Bond of 2000 being California Ed code section 15264 in the following um act became operative and whereas in the Judgment of the board it is advisable to call an election pursuant to um the ACT to submit to the electors of the district the question whether bonds of the district shall be issued and sold pursuant to the authority of article 16 section 18 of the California Constitution and article 13A

234together with act and law for the purposes authorized by law and described in appending a here to uh full text of bond measure and whereas under the act the election may be ordered a primary or general election a regularly scheduled local election at which all of the electors of the district are entitled to vote or a Statewide special election upon 2third vote of the board and whereas the board wishes to call an election in the district pursuant to the law on November 5th 2024 which is the date of the Statewide general election and pursuant to Ed code section 15121 and elections code section 10400 and the following two request consolidation with any and all other elections held in the district on such date and to request the S Clair voter registar voters the county regar

235to perform election services for the district and whereas in connection with the calling of a bond election and in accordance with education section 15 Education Code section 1 1500 sub paragraph C the board has obtained reasonable and informed projections of assess property valuations that take into consideration projections if any have been made available of assess property valuations made by the Santa Clara County Assessor and whereas in connection with the calling of a bond election the board has been presented with the information about related estimated property tax rates and such information shall be presented to the district voters in accordance with election code section 9401 and in the form of the tax rate statement set forth as appendix C here 2 and whereas furthermore the board has been presented with the information regarding its currently outstanding

236bonded indebtedness and the total tax rate per 100,000 estimated to be leveled in fiscal year 2425 and based on reasonable assess valuation growth estimates it currently estimates that bonds issued pursuant to this measure will extend for additional years but not increase the to estimated tax rate for bonds of the district above the estimated Levy for fiscal 24 fiscal year 2425 and whereas pursuant to federal law federal tax law in particular being United States income tax regulations Section 1.15 D2 the board desires to declare its official intention that this time um I'm sorry at this time that if the measure submitted to the voters here under is successful and the bonds are issued pursuant to such measure that attends to reimburse from said Bond proceeds expenditures if any made by District prior to the date of

237issuance of said bonds for the purposes described to the measure now therefore the Board of Trustees of alrock Union Elementary School District does hereby resolve determine and order as follows section one recal findings the foregoing recital are true and correct section two call for election the board hereby orders an election and submits to the electors of the district the question of whether General obligation bonds of the district shall be issued and sold in maximum principle of 70 million for the purpose of financing the acquisition construction improving and equipping of the district facilities as more fully described in the ballot measure approved under section four and attached share to as appendix a full text of bond measure and appendix B abated text of bond measure and paying all cost in incident there too this resolution constitutes

238the order of the district to call such an election and shall constitute the specifications of election order pursuant to Ed code section 5322 Section 3 election date the date of the election shall be November 5th 2024 and such bond election shall be held solely with the boundaries of the district the boundaries of the district have not changed since District's last election the election is requested be Consolidated pursuant to section nine hereof section four purpose of the election ballot measure move approval please wait I just want her to make sure that the public knows that there's going to be another if we vote for this another Ta on their property bill but please wait thank you just move the purpose of the election shall be for the voters in the district to vote on bond measure

239a full copy of which is attached here to is a pendings a and marked appending a full talk full text of bond measure and the full text of the measure containing the question of whether the district shall issue General obligation bonds for the purpose stated herein together with the accountability requirements of article 13A and the requirements of section 15272 the act the full text of the measure which commences with the heading full text of bond measure and includes all of the texts thereafter on appendix a shall be printed in the voter information pamphlet provided to voters with such measure designation as is assigned to the measure by the county official County election officials the county election official is permitted to insert the assigned measure letter as appropriate in full text of the measure and other

240voting materials as required by Ed code sections 5322 and 151 22 elections code section 13247 in accordance with election code 1 13119 the abbreviated statement and of the measure to appear on the ballot label is attached sh to his appendix B and is marked as appendix B abbreviated form of bond measure the president of the board and the superintendent or interim superintendent are hereby separately authorized and directed to make any changes to the text of the bond measure as a describe Heron to conform to any requirements of the law or County registar to changes in appc legal Provisions to address word count limitations and upon advice of its legal counsel any such changes shall be shall be directed in writing by the superintendent or interim superintendent to the County registar Section Five Authority for election

241The Authority for ordering the election is contained in section um of of the section code article uh 16 section 18 B of the California Constitution and paragraph B subsection three of article 13A The Authority for the specification of the election is contained in section 5322 of the education code in order for this measure to be successful it must be approved by at least 55% of the voters of the district voting on The Measure section six proceeds for school facilities the board certifies that the proceeds from the sale of bonds will be used only for the purposes specified in article 13A Section 1 B3 as further specified in appendix a and not for any other purpose including teacher and administ rator salaries and other operating expenses further as required by article 13A the board hereby certifies

242that it has evaluated safety class size and information technology needs in developing the list of school facility projects set forth in appendix a section seven covenants of the board upon arri upon approval of the bonds by the electorate accountability measures as required by article 13A section 15278 of the Act and the government code section 53410 in the event 55% of the voters vote voting in the district approve the bonds the board shall a conduct an annual independent performance audit to ensure that funds have been expended only on the projects listed in appendix a b conduct an annual independent Financial audit of the proceeds from the sale of the bonds until all proceeds have expended for the school facilities projects listed in appendix a c establish and appoint members to an independent citizens oversight Committee in

243accordance with sections 52781 15280 and 15282 of the ACT D apply bonds proceeds only to the specific purposes stated in the P Proposition E thank you Dr alasan so now I will take a motion and the reason why it was being read is because so that the public understands that this is going to be another Bond uh do I have a motion move approval okay do I have a second a second okay uh do I have anybody for public comment uh okay good good evening my name is Del I'm one of the parents here at um Alan Rock um I'm very hesitant about this because uh one of the things is we do not have a parent superintendent we are going to be having um closing of schools and we're now talking about improving facilities

244for clues that might be closing or may not be closing so it's kind of it's a lot to happen in September October November superintendent closing the schools and a bond about something may or may not happen at a child school because we're still talking about closing six schools and where does these facilities clothing I do not want to spend money where it does not need to be spent you know I don't want to approve a school just I will close in the next year or two because we're not going to be closing this fall but we're going to be closing the schools after that starting the 25 26 school year so be very you're asking a lot from this community right now you're asking a lot for to be so much so compact in such

245a short amount of time and as I mean usually I do vote for bonds for Alan Rock but we also had one not that long ago we had one two years ago and we had a facilities one before so how can we get the parents on this when at the same time we're going to be announcing all these closures and still we're going to have a $10 million gap so please think about this one especially how are you going to be able to sell it when at the same time you're going to be telling parents sorry we're going to be closing schools thank you thank you any more public comment okay seeing none I will take the trustees comments uh vice president GTO I'm incredibly torn uh I understand that we have a lot of

246need and obviously have to fix them but I'm also concerned that first of all how this came about and it is a recommendation in box usually these um matters are dealt with by the superintendent as well as the board and it's it's something that the board has to own because we're going out there and saying hey hand us over 70 million doll and the public has to be comfortable with that we ultimately are going to have to respond to them as a board um and so it was very surprising to see it here appreciate the information that it came from the bond team it's a little bit different than I've um just usually have seen these bonds uh come to the board um uh one brief question to the Administration has any polling been done

247in advance of of this of bringing the recommendation forward I can I refer that to assistant superintendent Chang trusty con um yes so your question is was there any planning done for this bonds um no we did do any planning for this Bond but uh just from historical past I mean our community has been very supportive um as you can see this Bond require 55% um historically um our measures have passed over 7 70% so we're pretty comfortable with uh without doing the polling at this time so um I'm U so thank you for that response appreciate the permission I've seen that over the course of time we've given the ERS some time uh to from one bond to the other so that we can avoid that voter fatigue tax fatigue that will set in

248we we have very good voters here that have been very supportive as uh CBO mentioned we are we we've had bonds with very high levels I want to make sure that that continues to be the case but we have VOR G out 179 million measure J in measure J in 2008 179 million measure 12 125 million measure I in 2016 2022 we went forward just two years ago with 125 million bucks and now we're going out to the voters again now I am very supportive I've been I've always been very supportive but I'm very concerned given the fact that East Side Union was snapped back by voters and uh their their uh measures were pushed back and they did not succeed we've been seeing that and so I'm concerned that if we go out there

249two years after we're going to wind up getting that same response by our voters who said you just came to us in 2022 you're about to shut half the schools down and you're asking us forur 70 million 77 million something I'm incredibly concerned as a result of that um and so yeah those are my comments thank you um any other trustees uh trustee Gina I think the um only thing I'll mention you know I supported the other Bond and that we had before to put it on um and obviously we're we're in need um but you know I think our community um our elmrock community we had gone you know down here for a bit there we were doing a lot better and unfortunately you know I um right now I don't know that you

250know our community is feeling heard is feeling respected and so that you know is really going to have an impact um you know I I really wish we were where we were at the last Bond I think we were doing great I think you know uh we had um you know people willing to also knock on doors and make sure that you know our community where we were at and what this was going to uh do for our community and we have the support right now I'm not feeling the same way um and and that's really reflective on on our board so um I just wanted to highlight that you know it doesn't mean that I'm not going to support this but I think it's important that we reflect as a board where we were

251at when we passed that previous Bond where we're at now um and that we hear our community that's clearly speaking to us that's clearly um telling us you know slow down you know what's going on um there's a lot of surprises there's a lot of pess you're asking for a lot so um yeah I mean I I don't know you know I can't tell the future where our community if they will support or not but um I think we need to make sure that we pay attention to what we're doing as a board um in order to hopefully get the support that we that our community needs um and that's it uh you know I'll you know I'll I'll second that comment to I mean uh normally I'm a supporter of bonds and is someone

252who's visited every school in the district at least once every year uh yes there you know I there's no denying that there there are some very real material needs uh at the same time uh you know I'm keenly aware that uh you know uh on on certain major budgetary issues that there is a uh deep divide on this board as it currently sits and so uh oh boy uh I mean I you know uh again I I I kind on one hand you know I mean there's always a case that you know the board you know the board on the question of the on the question of this magnitude you know uh perhaps the you know the better part of valor is to you know uh let the voters have the final say but I

253admit you know in a sense I agree with you know my my colleagues that you know uh that you know there there is a you know deep deep divide on this board you know and I I want to say not because that we we I think that we all agree on the same goal it's just that we are having deep deep differences on how to achieve the same goal so on that I you know yield the I'll yield the floor M presid thank you trusty um Shelton thank you I'm supporting the administration on this one um one um I do think this is the the voters will tell us which way it goes um I think you look at our schools you see the need and I would just um you know given that we've

254got some of the some of the legal stuff behind us and we can move uh forward uh to issue the bonds well if we get approval to issue the bonds the money is there to prioritize how we how this board will spend it um for the future not you know on schools that would potentially um be closing so um it's an investment that I think the community needs to decide whether it's worthy and given the history um the community's support um I think we should let him have a a shot at it and it's also a general election so I think that's also um potentially in our favor TR yeah um I appreciate the comments about transparency and he in the community um I think that this came to us essentially out of roof um

255at least to myself and so I'm I'm very concerned about that wish should have been more a process that have been develop that we have been able to uh have more input and um yeah urance transparency transpar transparency seems like it just showed up on the agenda I come from from from the bond Department I'm not not necess comfortable with that in that approach but it is what it is um additionally we just sold 4 million bonds we authorizing issurance of $40 million bonds last month um as soon as those those bonds are sold the interest starts occuring the people have to start paying those off I'm um I'm I'm I'm hesitant about going out there and ask me folks who are having difficulty staying in their homes more and more people are out in

256the streets um it's it's concerning to say hey take take on more I get it we have the need but to have it back to back so so quick is concerning to me I would I would give the voters and the residents and taxpayers a little bit more breathing room so that they don't revolt and they don't go push back on us and then we wind up in a really bad spot we have the parcel tax also that we have to take into account the more we throw on them the more of an opportunity that we might wind up uh getting them pushing back and so those are all uh issues that I've T that I've taken into account as I've been you know struggling with this it's a it's a big struggle I realize

257the need but I also think it's too soon and it might wind up leading to V fatigue where we we will wind up doing away with that 70 plus% uh support that we've historically had in rock and so I'm I'm torn I'm I'm I'm thinking about it but I'm very concerned I think it's too soon uh we just had measure Us in 2022 to bring something back right away while have we even talked to other districts that's a big question as well how many districts are going to be throwing stuff out there parcel tax Bond measures if we have every District going out there such as San Jose Evergreen e side Union uh and ourselves and then the water I don't know who else might throw something on there uh the voters are probably going

258to turn around St up with and is all coming out us one so those are all questions that need to be had in advance uh to determine if in fact to make sense for for us to go forward and to just you on the agenda I think that some more up front work could have been done to uh ensure that ensure the success of this meure which is as I said very much needed but I think it's too soon thank you um I'm gonna say my comments and then we're going to take a vote um I agree with the the comment that was made from the public and I think it's too soon um and we're closing schools let's do that first um the taxpayers have been very generous with this District but um at

261of item 8.01 with uh the following three amendments as a package uh first of all uh you know to amend the budget to uh increase the uh you know to to adjust the enrollment projection upward by 117 students so Mr Chang uh uh in his presentation mentioned an enrollment projection of 741 so you know that you know that would move the uh projection to 7518 uh Second Amendment would pair uh paired consolidation you know in the budget Savings Plan adopted by the board and Incorporated in the budget to the consolidation of five elementary school sites one middle school with the option of converting a middle school to a dual immersion 68 middle school and uh one reorganization of a dual emersion tk8 and to direct the Administration to have the Consolidated sites uh be leased

262at or as close to market rate as possible and prohibiting leasing to uh Charter Schools you know by October 31st 2025 and Madam president if I may uh make you know make a speech regarding these amendments uh to explain the Amendments prior to taking public comments yes please thank you uh so here's the thing so uh you know the I will point to first of all the uh enrollment headcount presented in in as part of this board booklet the enrollment headcount is I believe off my top 7582 so I part of it is uh you know the en our enrollment headcount seems to be backing the head of projections and you know if I may you know Mr Chang's budget presentation uh at you know you know at the end of you know at the

263end of you know for the 2324 school year we were projected to have a enrollment projection of 7376 we exceeded that so I you know so I I think that uh we're this district is leaving some money on the table because at looks like our head count is uh although we still have declining enrollment our enrollment projection seems to be beating projection our headcount is seems to be beating projections and I think that our projections should be adjusted upward to reflect the uh you know reflect our head count a little closer and you know just just to explain you know this does translate into money there so uh you know and using using the calculations or I should say the assumptions provided the budget booklet uh so for for the upcoming school year uh local

264you know let's take the local control funding formula with a 1.07% increase in the cost of living adjustment uh that's an entitlement of $15,900 per student so this amounts to another 1 million $1.76 million in 2025 26 with a 2.93% cola factored for a you know LC for an lcff entitlement of 15,000 $675 per student this amounts to an additional 1.83 million uh so uh in a sense uh you know this is this is part one here of triangle plan to how you say uh address the the you know our budget situation but in a way that you know uh how do you say uh save schools save jobs preserves facilities for especially at our middle schools so an adjust you know slage you know uh uh enrollment projection that tracks closer to headcount actually

265would would produce you know uh $1.76 million in savings starting Monday and $11.83 million in Savings in 2526 uh the you know and further I want to base this enrollment level uh you know speaking of uh talking to the skoy board president when I did speak to her about Sela uh I was actually alerted that at uh downtown College Prep Alam Rock uh was projecting an increase uh a net pickup of1 students so from an enrollment of 240 to 351 over a 5year period starting next year due to their expectation of picking up those students from our schools so uh you know if I may read for the record you know actually the transcript from the May 15th sco board meeting uh when County Board president berda asked uh Pete settel Meier who was the

266then C Chief Executive Officer of downtown College Prep Alan Rock why he thought why he expected an increase in enrollment after was it four straight four straight decline four straight years of declining enrollment at DCP uh so I will quote him uh I think understanding what's going on in the alumrock area we know that there are opportunities within the alumrock school district and a lot of our students are driven by the local area so we feel like there's some change there I think it's important to know that we are projecting those numbers we have downsizes to where we think we are going to be for the 2425 school year in that projection we felt like we were conservative in the fact that there would be that small incremental growth so I think that you know

267uh it's obvious that downtown College Prep is expecting to take you know take up approximately $1.7 million in what should be uh Alam Rock money so if we close you know nine schools off the bat uh you know I think you know it's it's looks like it's clearly a a giveaway to downtown college prep so it's for those you know for for those two reasons based on our head count and based upon uh you know uh the enrollment projections that downtown College Prep provided to skoy that you know I you know I'm proposing an amendment up an upward amendment to our enrollment projections so that's part one that brings that brings forward $1.76 million in savings uh in the 24 25 year if I may finish this if I may finish the speech and then

268I'll there's three parts yes yes so I'm going to get to the second part here so the second part is the is the consolidation that I you know that's the second uh so using again using the budget numbers provided by Mr Chang and the budget Solutions plan uh you know this pairing back uh Ro closely approximate School consolidation option option six that was presented on May 21st so that would provide another $ 7.62 million in savings so uh so basically if I add up so basically in 2526 uh when combined with the upward adjustment in enrollment and uh the 7 point and the number of school consolidations uh we would save 9.45 million in 2526 now when combined with you know the 1.76 million in deficit reduction via uh incre you know an adjusted upward

269enrollment projection uh this budget plan actually uh proposes a net Savings of 11.28 million in the same time period uh compared to the uh budget savings adoption plan adopted on May 21st which would produce an estimated 10.07 million based upon again uh you know uh the pro uh projections provided in uh the May 21st budget savings plan and so the last part is as I've said uh the direction to lease Consolidated School sites by October 31st 2025 uh now I did ask Mr Cheng via email about rent district rental income so uh just just for the board and the public to know uh the district received $632,500 $1,833 for uh the former Miller Elementary School which is kit prize and Hartwood and uh have an at an average of $428,000 in change and uh possible

270annual rent for Elementary School site and recognizing that until the leases are signed we can't project Revenue right but you know conservative conservatively if we can have something in the ball you know if there's something into ballpark between 2.14 and 2.77 million in uh unrestricted rental income and this is why I stress the date of October 31st 2025 uh you know uh as Mr Chang stated at at the last board meeting uh even with all the budget savings plan that we've adopted we're still going back in 2627 having to cut another $4 million uh and let me be clear we we this District cannot cut itself to fiscal uh solvency we have to at some point think outside the box in terms of Revenue growth that isn't linked to Ada and I think that you

271know this is a a a start and hopefully hopefully uh you know uh you know if you know if all goes well we you know there is I I you know there is the potential of uh possibly averting Cuts in the third year out provided that uh the district is able to lease these uh lease the Consolidated School sites but but I you know let me conclude that at the end of the day this is a this is a shared this is a we're all stretching kind of budget here right so it's sort of like uh there are sacred cows here turn being turned into big Ms right I mean there's yes there's there's a consolidation of schools I want to make clear that uh you know closing of schools is something that's abhorent to

272every bone in my body and no no I'm going to and yet you know at you know uh and I'll be quite clear I mean I would I would rather resign from the board than have to close nine schools that's that you know that's because I I believe that there is a better way a more humane way something that preserves uh you know keeps our children in our schools preserves jobs preserves uh millions in Irreplaceable Middle School equipment if we close three middle schools and so uh you know it's my hope that uh my colleagues will adopt these budgets with these three amendments and you know again it's a package it's a triangle plan right we all have to you know we all have to we all have you know they link together and you

273know we're hoping that uh you know we we we again at the end of the day uh a more Humane and better way to consolidate as opposed to you know cut cutting nine schools without any you know uh without any hope of growth and having to come back two years later for more Cuts you know uh you know this is a some pain and some gain proposal you know other you know as opposed to what what what's on the table which is you know all pain and no gain uh so with that uh thank you madam president so with that uh you know I'll use my time for you know yet public comment and then questions and comments from my uh honorable colleagues uh just I mean excuse me trusty Flor said she wanted to

276I also think that um we need to adopt this budget one year at a time um and so market rate leases by um I would I would want to see uh what what we have in Hand by December of this year by January of this year so we can make build that into different um again second interims and third interims so I appreciate the the creativity I appreciate um but I I and I also know that you reached out to me um regarding some aspects of this and I hope I'm the only one um given Brown act and so I I thought about it um uh you know and wanted to I really want to support sort of creativity and that's why in the community engagement um discussion I was hoping that time not politics

277not election day was what would help us get out to the community the market and find out who would be interested Ed in using our facilities um so I just want to say that I think um I can't support this because it doesn't put us in a financial position um to to not have a qualified budget and um but I appreciate the the creativity uh did you want uh it was uh trusty Corina era laera and then trusty fam okay thank you wow um so I mean so many things come to me and one of them is taking me back to May 21st when we all sat here for hours and some of our members of our community um s Clair County Office of Education Francy Heim came and hopefully I'm saying it right came

278and spoke to us um and at that point we made a very difficult decision um you know we as elected leaders are here not to do easy things um and that day we did something that was not easy and now to hear one board member kind of moving us and to kind of delete that time you know for me like this is not a game the time here on this board and the members that come out and come to our meetings it's not a game for me and to hear just you know in this conversation where we had not just that moment on May 21st but then the time where Cora came to and presented to us and at that point asked does anybody have any questions any comments maybe another idea but here we

279are on June 27th where we need to pass this uh this um where hopefully we're passing this budget that was presented to us at the last meeting that I've been listening to that I've been asking questions about and then all of a sudden for this to be presented is me like my mind is just like wow you know um this month definitely our board um our our majority on this board has really um highlighted some concerns for me um and you know naturally and obviously I'm only the minority but you know I want to make sure that the record reflects that I will absolutely not support that you know again facts the truth right numbers things that that we've seen as uh Flores Shelton highlighted it's important to go on the facts not just what

280we believe or what we'd like to see and we've gotten some direction from Santa clar County Office of Education we're being watched we need to make decisions not on possibilities but on what we have in front of us so I think unfortunately it's pretty clear you know the majority and where the majority is going but I want the the uh record to reflect that I will absolutely not support that um and that I will support what we've been as a board since May 21st the decision we've been making and the presentations we've had to what I was hoping is pass the budget that we had presented here um that was already uh presented to us um and that we've been discussing on the decision that was not easy on May 21st but that we made

281as a board and that gets to be reflected on uh moving forward um and that's it for now thank you trusty uh DP uh we bringing forward this idea um it's part of process we are all here providing our ideas they're voted up they're vot it down and you just simply continue to work with each other there's no need to to but I I am I am uh I want to thank you for bringing forward the the numbers that you did we have projections that were uh provided to us in our in the budget uh meeting it's a very serious numbers and I I take them U very I'm I acknowledge it however I do see that uh the current enrollment that we have been given item 1207 doesn't uh jive with what we were

282provided and I get it these are just projections they're provided by demographic study from a long time ago um uh and so they're not going to be 100% but it is a significant difference between what we have here in the budget presentation and what we actually have and so it's it's with those numbers that I'm I'm I'm I'm keeping an open mind and I'm uh wanting to hear more because as I stated in that very difficult meeting um that I made the motion to go ahead and adopt the plan that was brought forward by our ass superintendent um that um and I I actually asked hey if we go with this one does that help us begin the process of attempting to address our budgetary issues I was and the response that I got yeah

283it's one of the options and so you know obviously you're always going to want to go for the most but it's it's something that that gets us in the process and that in future years we'd be able to continue to to work towards addressing that the position issues once we shut down the schools once we say goodbye to them they're gone and it's going to be difficult to figure out how to retain them or how to ever you know get them back and so with that said I I I'm I'm looking I I would I'm supportive of a plan that takes us and takes this incremental approach rather than taking one shot at it as I mentioned last time I said hey let's go for the the that option that uh is not as much

284as what we ultimately went for um I was I I made the motion it failed um but if there's an opportunity to revisit with new information and why not consider it have a robust discussion and and and and then make the decisions that we uh do our best for for the district ourselves oh you f then I'll go yes first of all I'd like to you know reut you know pressy floor Shelton here first I never said enrollment you know is an up what I'm saying is our headcount is beating projections our headcount is coming higher than our projections uh again you know we're projected you know uh to be at 7093 for the 2425 year based upon Mr Chang's uh uh budget presentation and yet our headcount is 7582 I mean that's a you

285know I don't want to you know but a difference of 500 students at $155,000 a student you know uh I don't have a master's of Business Administration but uh at $15,000 student you know thank good you know long time ago it used to be calendars here but 15 so I would say we Sock It Away instead of spend it that would be my still have the floor doing that okay one point you know one you know um you know there's always a risk and reward in in in maintaining a school district right and the thing is I think as my my colleague Tristy Quintero says you you know we run the risk of losing students for good that's why I I mentioned uh the skoy board meeting of May 15 and that's because you have

286a charter school called downtown College CL alen Rock stating to the County Board of Education that they're planning on picking up that same number of students when we close nine schools uh the problem is at that point we're not generating the savings we're losing the savings that gets eaten you know that money you know that enrollment goes to downtown college prep and that's money out of District funds so what I'm saying is we have a what I'm proposing is a a right siiz consolidation I never I'm even I conce I am conceding in my plan to a consolidation as painful as it may be and part of it is that you know my plan you know um is is trying to preserve three additional School sites you know one you know in in some total

287one Elementary and two additional middle schools part of that is our middle schools have uh equipment that can't be replaced uh I mean was it for Verizon LS if you shut down uh if one shuts down three middle schools uh there's a very reasonable chance that you're going to lose at least one if not two Verizon learning Labs that will not be that will be mo all never to be used by students and uh I can say uh if you close three middle schools that means that U possibly the the the band room at George Middle School where did Joseph George lean mean green lean green mean drum line practices or you know the the the historic Jazz Band Room at Matson gets closed uh you know that's equipment that this district is not in

288a position to replace H immediately so uh I think that uh you know this is a plan that keeps that equipment in use for our kids uh keeps our enrollment so that money stays in the district uh you know saves jobs say you know again uh you know three more schools that's 60 more teaching positions that's was it uh six more uh front office staff six more cafeteria workers six more custodians you know uh e you know I I you know many many pair of professionals and you know I'd like to rebut uh you know truste Herrera loera's point I agree with you this is not a game uh you know my G you know my only concern is um protecting this District's assets protecting jobs making sure that we Ser our kids and yes

289I want to see this District get to uh its Centennial in 2030 but the to accuse me of playing games when you know you're the one proposing to close even more schools I mean gez at the end of the day I mean uh you know I hate to say this but what viciousness sometimes I mean uh you may disagree with me but uh you know I challenge you if you got a better idea let's see it because you know I'm going to make this clear there is savings there is at the very least 7.62 million dollar of savings and know and you know potentially 11.28 million you know based you know uh based on a more accurate enrollment projection based on our headcount you know we you know that's an 11 you know that's more

290savings than you know than the all pain and no gain budget Savings Plan here so I think that you know we achieve you know we achieve savings but we also save more schools we save more teachers we save more staff and yes we save more equipment that we have no hope of replacing in the foreseeable future if our Middle School closed okay I said that I was next then I'll take your comment okay um I do have a question for Mr CA and thank you for doing all the numbers um trusty fam and thank you Mr CA because it's not easy because you're guesstimating and so him bringing up that we do have more numbers and if you times 500 times 15,000 per student that's $7.5 million and um I'm not saying that's delay this

291but I'm saying um is there a time Factor here that it has to be done tonight uh or because we have another board meeting in two days could it be done on Saturday and we get the numbers I because he has a point um isn't it two days that we have the the board thingy not on my oh maybe the what the study session yeah it's in July put it on the wrong okay okay on the next board me because we're want but anyways can the board get those because to do those projections um and if we do have more um students it does make sense that we actually if you look at it you're gonna have seven and a half more million dollars I'm just saying I don't I'm I'm not wanting to postpone

292it just to postpone I want to see if there's another option if we do close one school list because I know we voted to close that many schools but if we don't have to if one school less and because we do have the Adas why not give it a a second look Mr C do you have thank you sorry about the yeah thank you board president um well first of all I do want to inform the board that there is a statutory deadline of uh July 1st for us to submit uh the the approved budget to the um to the county offed for their review um and there's other serious ramification um if we were to make all those revisions that you laid out um first of all there's a lot of them and I

293can't quantify them um and have staff be able to make those revisions in a span of two or three days um to bring back a revised uh uh budget for the board to consider um another um significant issue is that the lcap that you previously approved um has to be improved in Ted with the budget so if the budget is not approved tonight the lcap needs to be brought back and revised to reflect all the revisions that you had laid out um just just right now um so those are the major uh ramification of not getting um the budget approved tonight um we also um I don't want to put them on the spot but we also have colleagues from the county office of Ed tonight uh Miss Francine Heim who's a fiscal expert and

294uh Miss Susan ad who's the director of fiscal um director of District business and advisory services from the county office of Ed here tonight um if you have any question in terms of what those ramification of and what steps the county office might take um if this budget is not approved tonight um so I'll yield it back to you okay so wait a minute so trusty Flores sheon was and then Cina and then whoever else wants to go after I'll I'll I'll check later thank you um board president uh Chavez I think um you're on to something in terms of process and um trusty fam um I think there is another idea and I will ask staff to answer it because I think maybe me being the messenger of it it falls on Jeff ears

295but I will ask um either the county office or the administration we approve the budget as as proposed is a possibility and then that's approving the budget it's predicated on the closure of x amount of schools but as the as the months go on and if our Revenue if if actual ad changes that gets reflected in the first interim or second interim so we do we have points in time in this year before we decide it's six schools it's or it is the actual nine schools or if our budget starts showing that it's turning can we make changes along the way and even up to March 1 say let's look at the budget again how are we doing maybe it's eight maybe it's seven maybe by some Revenue great idea that comes through we are

296able to only close three School whatever that is is this next year an opportunity to do that we are we approving the budget and have an ability to change our actuals during the year yes in terms of the timing um my recommendation is that you know the the least disruptive pass or passages is is to approve the budget as it is we do have a 45-day revision um where the board can provide these input and give us the administration more time to incorporate some of these ideas into um next year's budget and multi-year projection um this is not a final decision um the board always has the authority to make any adjustment um anytime during the year right um if those numbers improve then they they you know the board has the authority to do

297so um but we're building this budget or developing this budget based on the best information that we have currently going back to enrollment as I stated in the uh June 13 board meeting um you know our our district tends to um to increase enrollment uh as the year goes on um but the information that we're using is based on the demographic study I also did a comparison in terms of where we were at at the beginning of the year and the beginning of the year our enrollment projection was very close to the demographic study we were at 7,41 the demographic study shows 7,376 so uh we were very close throughout the year that's been the trend of this districts um is to get some more students back but at the beginning the year um you

298know we tend to lose that many students so if we're basing our enrollement projection on some very Rosy projection if those numbers don't materialize um there will be deeper cuts and deeper adjustment that need to be made um in you know in accordance to that so thank you um assistant superintendent Chang and I just do want to follow up with the question to the county office if possible in terms of um if we were to have um lease agreements in hand signed contract with that shows Revenue those would all be incorporated into the budget and accepted um by the County Office of Ed throughout this fiscal year if would you mind coming to the mic for the public thank you brancy H the fiscal expert assign for the district um so as Mr Chang said

299that you do have opportunities throughout the year you have this budget approval you have the possibility of a 45-day revision with updated information you have a first interim report in December and you have a second interum in March and at any time all of your assumptions will be reviewed for accuracy and your budget updated and the county office will be looking and um myself as well at those projections and as you stated in in in that component where you actually have least agreements they're signed they're confirmed those dollar amounts are real the county office would absolutely look at that as a valid budget revision so thank you and and and I just elaborate a little bit as well in terms of the budget numbers in the student population recognize there's a real difference also between

300student counts and um funded Ada so you're actually funded on attendance and your funding for next year is actually based on prior views so even if you have more students show up next year the impact in the budget would not be felt I'm assuming you're funded right now on so the the current Formula says the greater current year prior year or an average of the three prior years because you've been declining I'm assuming this is built on that prior year prior year so so this idea that the budget would magically change with a lot more money that's actually much further down so recognize the last three years are actually that's a known number that's feeding into this budget so so just just in terms of process I think what you've raised are questions to take
