001fam okay we'll go ahead and move on to item 303 uh presentation for the spring break Camp yep thank you um so this special presentation is about the spring break camp that our youth our alumrock youth uh were involved in uh this past spring break so I'm going to turn it over to um Miss Sandra Garcia from state in credle for this special presentation thank you good evening um there you go everybody like we're welcome to say but you could also go I guess it's Aloha every okay welcome B boage well that's for the field trip that's for the this is they're going on vacation out to the warm weather and if somebody back there can help us close that door I'm sure they want to visit we're amongst friends here and family okay good
002evening uh board president alera inm superintendent Dr Alazan board members Community uh we're going to continue the celebration tonight we're going to celebrate tonight um the um program we were able to offer during spring break to our middle school students in partnership with think together and metroed um and before I hand this off I want to introduce you to Richard Tran he's the general manager for uh the Bay Area um for think together and he is going to share um some details about this partnership uh between alamro think together and Metroid and I just want to thank Richard and think together uh for being great partners for um always making um things happen for our kids and so um I'm going to go ahead and turn it over to him so that he can share
003more about our um spring break Camp thanks Sandra um good evening everyone I like Sandra said I'm Richard Tran I serve general manager for think togethers Bay Area region uh first just wanted to say thank you to Dr alasan uh board presidenta members of the board members of the community for giving me the opportunity to share about our spring so um for those of you who are not familiar with things together um our mission is to partner with schools to change the odds for kids so we work across the state of California with 70 school districts about 600 schools and serve about 200,000 unduplicated students throughout the state of California um in the Bay Area specifically we offer four dual immersion uh preschool programs here in Alam Rock three English Spanish one English Vietnamese we
004do morning programs after school programs and intercession programs as well um with alen rock being our most robust District partnership um so we're very proud to work alongside a district that so strongly advocates for and supports the community that we have on um so thank you to Sandra Garcia for her support L Waba and then Dr BOS as well who we work very closely with um the spring break Camp uh this year was very very special we wanted to design it um to provide a high quality program experience for students uh that was centered around them um aligned with uh the vision of the district and then also provided them opportunities um to prepare for College and Career and we know that we uh have a big emphasis for academics in our program and we
005want to prepare all of our students for college but we also realize that's not the path for every student and so we wanted to create um make sure that they're aware of and prepared for all of life's choices when they finish High School um and so uh we partnered with uh Metro Ed to be able to do this and then for those of you not familiar metroed is a CT high school and so they offer 25 different skilled uh specialty courses and they invite students from high schools um all around the San Jose area and students are bust in there and then they get to experience these classes um across the board and we wanted to bring that um exposure to different careers and different uh Pathways for our students here in Alan and so
006we we uh launched a pilot program this spring break we offered it for about 40 students um within the middle school programs and then every afternoon we bust their students from Al over to uh Metro Edge so that they could experience these classes alongside um the high school students and then we had about a 5 to1 student staff ratio to ensure there was a lot of support a lot of supervision while this was happening um and then I have a video to share with you in just a little bit but just wanted to walk you through some of the courses and what some of the students did um one of the courses was megatronic engineering so the teacher uh described this as kind of Transformers meets engineering so it's like mechanics engineering robotics combined is
007metatronics and then in this course as you can see the students are building circuit uh circuit uh circuit boards they're learning coding they're learning programming we had two different types of medical assisting where the students were able to learn the basics about medical assisting how to measure and monitor basic Vital Signs they did a lot of role playing with actual medical assistance and got to practice administering care and then um we also had electric vehicle automotive services so they got um under the hoods of cars they they got to build um lemons or batteries out of lemons they got to see kind of pick up art cars and see how they work um we also did fashion design and Textile Art and then in that um students were taught and kind of walked through how
008to create a mood board by um based on their what ideas kind of inspired their idea of beauty um and in the fashion industry this as something I learned during spring break in the fashion industry I guess this is pretty common place so a lot of designers will use mood boards as kind of a way to um spark inspiration and kind of encapsulate it and then that's kind of the Catalyst for a clothing brand so that's what the students got to do you can see one of our students there working on the mood board and then they ended with creating their own clothing concept and then medical sciences and Health Sciences or a medical science and health careers was kind of a broad range uh class that that really exposed students to a lot of
009things it got to do deeply um figuratively and literally into Anatomy so that's one of our students right there dissecting some organs um they also learned about medical terminology epidemiology um and so they got to really experience um what what um really experience some of these these fields and get really Hands-On and experiential which was exciting and then at the end on Friday we did a culminating event and we know that for students um it's uh giving them opportunity to engage in meta cognition is really important right so giving them time to think about and talk about their thinking really takes that to the next level so we wanted to end with that we also invited parents students from the culinary program baked cookies for us we had lunch students were able to Showcase and
010show off their projects and then uh some of the staff at Metro Ed was able to showare as well so it was a really nice Capstone to um a really wonderful week of learning that our students have then I do have a video for you I here I think the video does a really good job of highlighting what the the students were were working on well it sounds not working it's just m but uh it just kind of takes you through class by class with pies about the student is it on the board is the volume on the board um I can but I won't put you guys through that than [Music] where memons so really exciting to see the students um and you could just see how much fun they were having um in
011the program and it was like nice to see when we were out there as well um and then I just wanted to share a little bit um as we um some feedback uh from the students and then some thoughts that the staff at had um for us so we had all of the students uh who participated take a survey uh 96% of the students said that they had fun and they felt safe 76% of the students felt um that they had made a new friend or a new con as a result of the spring break program which is really great to hear especially at the middle school level that they felt such a sense of community with students um that they had just met perhaps um they really liked the career Explorations the teachers the
012experiments uh one of the students said they liked everything which is nice to hear um of course and then you know we're always striving to create the most engaging programs we can for the students so to be able to get that feedback here we're on the right page it's like really uh encouraging to hear um and then I won't read all of this text but this is some of the testimonials from the staff over at um Metro ads but I wanted to highlight a couple so Mr Burnham the teacher for megatronics said um he's the that's the class where they created the LED circuit board and created the light um and then he was referencing the the other light that he saw turn on in the students and kind of how fun that was to
013to see um the AA moments that they were having um Miss Gonzalez from medical assisting said that she couldn't say enough about her students um they had a lot of fun she hopes to have them back and then Kieran uh grul who's the assistant superintendent at Metro Ed and really helped um make this partnership happen for us I really put it well she said um these kinds of camp opportunities provide students with practical experience that develops their Knowledge and Skills to ignite their passion so that they can make more inform decisions about their future and simply explore this was truly a great partnership and we hope to continue this in the future make it even bigger and broader so um feel the same way so excited to hopefully build upon this um we know for
014middle school students to get them excited about learning could be a challenge but the during the week they were so engaged and so excited it was really palpable and it was a really special time and so it was just really um great to bring that to the students and hoping to do this again um but thank you for letting me share this with you guys thank you again to Sandra for all of your support and thank you for your time tonight thank you um any questions comments from trusty PL Shelton thank you um Richard and um Miss Mrs Garcia super exciting can you just say a little bit about um how many kids was this um was this the first time sounds like the first time we did it it was a pilot so we
015had about 40 students and it was essentially every Middle School student um in the district was invited to go so we ran it um we operated the host site was Renaissance at fiser and then we invited students Middle School grade students from all over the district to participate in and we had four um participate yeah well it's awesome and I think the transportation is really key to all of this too getting them to to participate obviously the facilities infrastructure is unique and you got to you got to really go and be able to take advantage of all that so really exciting to see how think together is building on just the onetoone partnership and keep sort of maximizing that so thank you and hopefully we'll go 40 and you know yeah exponential yeah once you
016do something well you know you just keep trying to to grow it so thank you so much I hope that these kids back at on Friday they were saying we're gonna let our friends'll back next double triple yeah any other questions comments trusty B oh yes well uh thank you Sandra thank you Richard I'm glad that the kids enjoyed enjoyed it and I think before you know uh in a sense part of this was uh you know know in the background uh Metro the uh you know I had a chance meeting before all this happened with the the then Metro Ed board president which was Brian Wheatley and so we you know kind of brainstormed Metro Ed needs more enrollment we needed to uh you know do something more for our kids and you know
017he he said you know uh you know I said you know why not have some of our middle school kids go to Silicon Valley CTE right so I'm glad you know so part of this was you know uh myself and uh trusty Wheatley at the time and then of course he roped in metroed superintendent Lynch into this and like you know and hence you know the end you know which led to the end result so I'm you know super excited that we're you know this is bringing back something you know in in a partial way that hasn't been seen in this District in many years which is a uh a Career Technical education component right we you know an opportunity to give our kids practical learning and an opportunity to uh kind of put two
018and two you know uh from the classroom and into practice so I I'm glad that our kids enjoyed it I'm glad that U Metro Ed found it you know work worthwhile and I hope more than 40 middle schoolers take part in it next year thank you so much thank yous oh thank you again yes and we look forward to it growing and um I mean who knows maybe summer summer time uh in the future uh maybe not ready for this one but in the future it could grow you know to the summer programs and um when I see their faces and the pictures and their comments you know that's what it's about and really changing the future and what that looks like for our children sometimes um and a way you know to just look
019at a maybe a career they never even imagined so um thank you for opening so many doors and you leading that because you know ideas and relationships sometimes are great but if we don't have staff who are willing to do the work if we don't have students who are willing to apply and show up it doesn't matter how many ideas we have so thank you for leading this and uh I look forward to hearing more and how we can make it grow thank you all right uh now we'll move on to item 401 um comments and communication from Teamsters I don't know if he stayed I did see him earlier Ain uh any um communication from Teamsters if they were going to be here or not no okay all right we'll go ahead and move
020on then see nobody coming up to the podium to uh 402 California School Employees Association CSA uh Sharon Fontaine uh sends her regards and um she is celebrating her birthday with her family this evening but she's here with us in spirit happy birthday Sharon thank you Dr Alan um okay 403 alen Educators Association and I see Sandra coming welcome good evening everybody um thank you to some of the teachers and faculty members we have on our board that serve here for teacher appreciation with Professor appreciation do they have such a thing for you guys sorry if they don't falls under teacher it falls under teacher okay um so this evening I'm gonna keep it short and sweet I just I had written an email um we've been celebrating with our teachers um it was actually
021really cool this year without any pre-planning or any Cahoots or anything um we were quite aligned the district provided the teachers with a wonderful cute little lunch bento box and ARA this year gave the teachers reusable silverware and it was perfect and um actually the other item that was back ordered just came in today so hopefully we can get it to the teachers tonight which was a reusable silicone Ziploc bagg so it all went together great um and so I just like to take a minute and read a little thing that says to all the incredible alumrock Educators today and every day we celebrate you and the profound impact you have on the lives of our students your dedication passion and unwavering commitment to the students in our district is amazing you are more than

023being the heart and soul of alam Rock and then um this quote I found that I think it might go on my signature from now on because I really like it it says everyone who remembers his own education remembers teachers not methods and techniques the teacher is the heart of the education system Sydney hook so thank you to everybody all of our teachers that are out there and just on one other note um area and the district negotiation teams did meet for the first time um with Mr Taro as the lead negotiator and it was a huge breath of fresh air we exchanged proposals we felt that there was a lot of movement and there not movement there was a lot of discussions and there was a lot more um communication and we actually spent

031their hands were free and she is piloting this um incredible cell phone uh pouch called Otter um interestingly enough I've seen it sort of in um the news recently um but it is something that we should all just be really paying attention to it sounds like she's chatting with some some of the other middle schools and going to be I don't want to like you know out it too much but it sounds like the its initial implementation is really reaping benefits for the students to kind of brought me back to like back to basic socializing and um and really kids being kids instead of being um you know preoccupied with their cell phon so it was wonderful there were a lot of other things that I observed but it was great to visit those two

0532025 uh and item 504 public hearing District's initial bargaining proposal to open negotiations with the CSA chapter 305 for period of July 1 2024 through July 30th 2025 all right did I miss anything no all right um we'll go ahead and move on to item 601 update on RFP for affordable housing developers information only Dr Alon uh at this time there's no updates okay thank you um any questions or comments from the board all right see none it's on for information only um I'm going go ahead and open it up for any public comment at this time okay seeing none um we'll go ahead and move on to item 602 approve purpose and goals of the board budget committee first reading and no action at this time Dr alas thank you um board president um
054this was a item that was agendized for the consideration of the approval of the purpose and goals um for this budget committee and um we just basically reestablishing um this advisory committee with the representation which may include up to two board members and representatives from various um other stakeholders um and or groups so um [Music] um I know that it's on for first reading and so um we we receive that uh trusty Chavis okay um I spoke to Mr roel about this and first of all the the purpose of the standing committee is to show the transparency of the budget and it's always supposed to be a standing committee um Dr Alan do you want to read what I sent you uh what Mr Ro Helio's response was um from this app oh yeah well
055his most recent one is the one that I had opened up with in terms of um reestablishing okay that purpose and goals let me clarify um what uh Mr roel re are the lawyer for the district said is that the budget subcommittee shall meet at least once a year as a standing board subcommittee the sub the budget subcommittee shall provide at least 72 hours public notice of its meetings and shall conduct its meetings in accordance with the brown act all budget subcommittees subcommittee meetings shall be held within the district boundaries and shall be publicly accessible the budget subcommittee May attend the district's budget advisory committee in an advisory capacity to the board and there's option one which is what um I went with when a majority of the board members attend an open and notice
056meeting of the budget subcommittee board members who are not members of the standing committee shall attend only as observers so what this basically what I was asking because of the fact that in our bylaws um 3,100 it says in the bylaws and everybody could look it up but their Leisure um that a district has to have the budget committee it's not an ad hoc it's a standing um committee so each year um they're supposed to present at least once a year or have a meeting at least once a year uh to go over with the CBO and the superintendent about and the CBO and the superintendent provide the information for the committee and so in actuality when I seen this uh that's when I contacted uh the interim Dr alasan to uh let her know
057that it's not something that needs approval it's already a standing committee that should be there and and especially since it's in our board bylaws of 3100 thank you um so no action taken any uh vice president GTO do you have a copy of these uh purpose and goals of the budget Comm we have a draft at this time um uh trusty CTO and it was posted on our our website oh okay um for for that I can I didn't get okay we do that I know it's a first reading but it's a first reading that would eventually go to a second reading that eventually becomes uh adopted so I wouldn't be able to take action on an item that's not that haven't been able to read so um if we can get a copy of
058that or I'll I'll I'll see if I can pull it up on the the website and do a cursory review here um additionally um is that something that was pulled out of the bylaws or is it something that was just created right now the um the purpose and goals can I answer that Mr Ro one second just really quick if I can get a response yeah we we this was uh given to us from legal councel so it's not it has not it was not just made up or anything like that has been in in my my idea like was it in the byog or was it in a part of handbook I wasn't attempting to CL conjur no no no I want to be very clear U because I I um I'm concerned that
059it it that if I'm glad that it was by our Council I'm sure that it's part of Records most of the other committees don't have any sort of like U very strict limits and so I yeah I'll look at the document itself um but um I'm concerned about moving forward something I haven't read so welome and I know um I think you responding to this so is that true trusty Chavis are you responding to yeah and this so I can otherwise I'll to floor is Shelton go ahead go ahead and then I'll okay um just a couple yeah same I don't really feel comfortable approving something I have I don't have um haven't read or doesn't weren't notified that it was posted so I didn't go seek it out so I would like either a
060copy of it and we could defer this to the last item of the night or whatever but my question is I'm hearing subcommittee and I'm hearing advisory so I'm a little conf like I get oh we have a a board standing committee that's sounded the way you describe it sounds different than some of the ad hoc um so my question is if it's a standing committee um it does the do the bylaws also say like if we don't meet by June 30th we're violating our own bylaws or so I'm just basic because it's already in the bylaws and it's been in there for years this is so it doesn't need approval because it's already a standing committee okay and it doesn't have to go through uh through a one and you know one and two
061voted on or approved okay so that's why I spoke to Mr roio it didn't get to Dr alasan uh in time but um it's when I notice it on the board book that's when I um called up um actually legal council called me because it was a question on something else and so that's when I uh asked the question and and because um in two like when my husband was on the board uh 14 years ago he was on the budget committee and the way they did it the way I've seen all the paperwork that the way they uh it's supposed to be a standing committee and especially since our I seen the bylaws that and I remember mention it to Dr alasan but I couldn't quote the exact bylaw number I just told her
062in the 3000 Series and the 9,000 Series IT addresses that but um Mr roio clarified it more that our own bylaws say that yeah that is true I'm sorry Sor no I know that uh trusty Flor Shon was speaking and then we just mve to uh Travis were you done first I so I I I think I still have the floor so I'll just thank you so I'll just um uh so thank you for answering that and I and I will just put my name out there to be the other member of or a member of the budget standing committee thank you okay so um do we vote on that because um I know that um I think on the other committees and maybe vice president presid G or trusty fam you can help me
063remember do we vote on those that are being represented um for each the vote took sorry okay so I know we're discussing um at this time the the goals for board budget committee um and it's on for first reading and no action [Music] um thank you trusty FL Shelton and I'm wondering if formally like the nominations I'm just remembering there was a nomination and um yeah yeah yeah so I think um thank you and you know you're the only other name I've heard I'll talk to um our Council to see we got to bring it to the board to do it formally or we can just add you with uh trusty Travis trusty Chavis uh go ahead when I was on in 2019 uh on the budget committee um later on trusty Beano was added
064so it it does it wasn't voted on then I I just want to make sure that now in 2024 we do it right um you know and I'll ask I just want to make sure that we do it right it wasn't done incorrectly but sure go ahead we can nominate right now and vote on that since right here we're only talking on 602 it's to approve the purpose and goals of the Bard budget committee first reading and no action so I don't know that we can take action at this time is what I'm saying um as much as I would love to I want to also make sure that we're following our agenda so can we call legal council now um to clarify it so we don't have to move it for later on I
065mean if it's our in our own board bylaws why are we not um what it this it should never have been for approval it's already a standing committee yeah no I'm not talking about that I'm talking about getting the other board member on um but let's pause and I have justy fam who's had his hand up patiently so if I may remind you a man president so when we did the uh many appointments at the in December uh now uh it was voluntary for the most part so most people you know nominated themselves so for example uh firsty quo and myself or you know uh small school and Innovation committee for example I guess the only time we may have a vote is if there's more than you know uh more volunteers than there are
066seats on the committee so say three people wanted to be on the budget committee we would have to vote on that and I I agree with you yeah but on that time we had an item agendized for so that's my point not the process but more the agenda item okay to be able to do that Vice going to make a suggestion this entire thing be dropped that we we're not going to take action but that it no longer comes back given the fact that there's need there is a need for a budget commit and that it should it's already been created it's already uh should be acted the only thing we have to act upon is a vote to uh bring on because I believe you said that you were uh appointed back in the
067de when we grayed the committee yes so the only actually to take to bring you on exactly and that's and then it operates I nominate I guess that's my point we can't right now right because it's not an item so in the next meeting we'll bring it back voting you're a one person commit this point exactly you oper yeah and and like I said before you want attend attend you so that way you're not missing out on anything but why postpone it if it's already out there that it's going to be on Tuesday on May 28th or 6th one of those du dates whatever Tuesday is and at 6 PM why postpone it it's like um especially since it should have been a it should have been done every single year so to have added
068this for approval it didn't need approval and that's what legal council said and he sent the uh email as well to Doc uh to inter on Dr Al so just to reiterate exactly what board vice president said we dropped this doesn't need to be on um and then the only thing that we get to P back is to uh vote on The Other Board member trusty flon a point of order um and uh looking to the the I don't know Roberts rules people can you just make motion like it may not be exactly to the letter but it's related to the item can you make a motion related to the yeah no no I'm just I'm just trying to like see the and again again if we just bring it back at the special meeting
069on the 21st I don't think there's a whole lot of you know we don't have to wait a whole month or I could just at a meeting but um I guess it's just a point of order it's not the item itself that we're voting on but there's lots of motions that are made in items that are related to items specifically no action so we would specifically yeah I I never understood how it could be approve and no action in one line cont but at this point off just letting it go and the meeting is on May 20th is that correct Dr May 28 May 28th so how about we do this we have a meeting on May 21st and then we can bring it then but before that meeting so wait a minute what are
070you gonna bring we're gonna bring the item we've been discussing to include for Shelton as another board member yeah but it's not gonna come for approval it's just going to come for because she's going to be a co-chair is that the way it's then yes it'll that item will be on the agenda to vote on that I would like to see the wording before it ever goes on the agenda please the wording for what for the item okay and then I'll make sure that to remind you and um when we get that uh as board president and Dr um and superintendent when we review the agenda I'll forward it to you but it'll be just so you know in relation to um nominating the board member who will be on the there with you if
071you can just CC ask Mr roel to also CC me on the email when he sends the 300 we're not going to do we just discussed I think that that's not coming back that's not necessary for you to look at the the 3,100 board bylaw there's any changes no I just want to make sure that everybody's clear what the board bylaw says uh okay let's discuss it more I think I'm not understanding but I think definitely we we need offline make sure that for the next meeting we have all the details included when me include uh Mr roio please to make sure that that's correct uh Flor Shelton so the special meeting on May 21st will add a board member to the budget committee and that board member will join the budget committee on May
07228th and the special we don't we have a board we have a bylaw that governs the budget committee correct so there is no action needed on the bylaw we're just activating the bylaw yes on the 21 that's the understanding it be also brought as a revised later not not before May 28 26 Professor we're getting disconnect I guess if there's any changes we definitely get to bring it back so if there are any changes but if it's staying as is then stays there we don't need to read it we don't need to do first reading or or approve it that's only going to hinder the timeline anyway so yeah okay correct great okay thank you all right moving on to item 603 information action superintendent search update RFP number 232 24- soup2 thank you um
073after the last regular board meeting in April um we had we had um sent out the RFP um out and uh we yielded two search executive search firms um one of the two uh was disqualified because they were missing several sections and um and items that we had asked for um so therefore uh we have the one search firm um that did submit everything um on time and in completion which is mcferson and Jacobson um and so um with with the board's Direction um we could you you could consider um a um moving forward with this firm if you feel if the board feels that um it is appropriate um given their their information um that they forwarded to us or um another consideration for the board to uh take is um sending out another
074um RF RFP to do another search uh trusty FL Shelton um I'd like to move approval of using mcferson and Jacobson as the um search firm and I reviewed it thoroughly and I looked up some of the um I appreciated sort of them being transparent about the unsuccessful terminated searches and I re reviewed that and I feel um comfortable that that wasn't wasn't for cause on their part and I also appreciated that they had a guarantee of um two years um if for some reason the search is not fruitful that they guaranteed to cover for the um the cost of another search except for like true expenses which are you know pretty nominal um in the scheme of thing so just based on my review and given that we have one and we have a
075tight timeline um I'd like to I move move moving I move forward I move um mcferson and Jacobson there a second all right for purposes of discussion and moving forward I'll go ahead and U second the motion um okay what I'll do is I'll open it up for public comments first and then bring it to the trustees for any questions or comments go ahead and uh open this item for any um comments from the public at this time all right seeing then we'll bring it back to the board uh I see vice president GTO yeah um I wanted to talk about the process I know that uh I see that we have Pearson and Jacobson uh and the other JD Consulting was not included I understand the logic of it was incomplete but I believe
076at the last meeting um there was a desire to see all the responses so that we would be able to look them over and um and then make a decision I clearly not completing know a response is not is not a good is not a good sign of firm but I want to understand where where that uh Direction came from to only uh provide the board one uh response and then uh leave the other because it was in complete I'm gonna may I uh defer that to assistant superintendent CH please yeah that's our um standard or typical standards in terms of Staff betting uh the proposals uh whether for this type of services or for any type of services um the staff would uh review The Proposal in accordance with the RP requires and through
077that process if the firms doesn't beat all the requirements then the staff would eliminate them from um being a a viable um uh applicant and so that that's been our process our practice so this is not unique to to this situation all right well this is a unique situation a little different because it's for superintendent search this is the one thing that we uh as a board do and so um that's why I wanted to see all the all the responses clearly that was a big no Noe probably um would have U not looked good on their part but um you know at the end of the day it's the board and I think the board should be given all the information ultimately with the information of these folks did not submit their stuff and
078so you ultimately make the decision so uh thank you for the for the explanation I see the logic around it but this is a different uh a different um scenario than a regular RFP that goes out there so those are my comments I just wanted to get a better understanding of through way the process thank you and um I'm in agreement you know this is uh definitely our job and I think because of that um we also get to move it forward would you like to get that information before moving forward with one um because I know for me I appreciate the fact that you go through through it thoroughly you or the staff um because I know I can't you know go through it thoroughly and then figure out like wait a second there's
079all this you know missing or um I don't want to waste my time right if it's a firm that's not taking it serious enough now um I can only imagine what might be missing in the future and this is serious right this is our responsibility to make sure that we get a superintendent that's going to be the best for our district um so thank you um for giving me that and also not giving you a stack because one I don't like to kill trees just because um because you know they're definitely a big um you know packet and and a lot of information um so for me I necessarily don't need it but also we have the option as uh dran mentioned to you know bring a back bring this item back if we don't
080feel comfortable with you know this one if you want to read the other um you know I'm only one of five U vice president GTO yeah um it's only two firms I wouldn't have mind to get a second one and we were already told that the response was that going to be pretty massive so we probably were aware that it was going to be a small number but no uh given the fact that they work with csba they're well recognized um I see some of the work that they've done in Evergreen um the board actually over there some of the board members told me that they're very comfortable with the process they went through um I have no problem with even if it's one kind of seems kind of weird because usually when I get
081a couple um but the fact that they have you know they have a very strong relationship C and gives them credibility and so for that I would be comfortable moving forward even if it's just one those are my com CH I want to Second her motion she already I already second oh I didn't hear you yeah for purposes of discussion we wouldn't being able to discuss it we didn't um but any other comments questions before we move forward to the vote okay um seeing no other questions or comments I'll go ahead and bring it to a vote all those in favor of uh having M peerson and Jacobson uh LLC as our firm to hire the superintendent please show by raising your hand all right uh item passes unanimously okay thank you so much moving
082on to item 701 uh resolution number 5723 24 authorizing the issue and sell of General obligation bonds say it again oh thank you so much so item 701 and 702 were pulled I have these circled for that reason thank you yes before we move away from the the superintendent search item I just wanted to um be clear in terms of the process we discussed previously um I believe the consensus that came out of that from the majority was that the process was going to be done as a group and that it wasn't going to be directed by anybody in particular and so I just want to make sure am I clear am I remembering clearly or is that U something that um we were not I just I just want to make sure that I'm
083running under and I'm operating the the assumptions that I not assumptions but from what I recollection my recollection is accurate uh trusty fam I you know for the record yes uh I I if I if I recall at the time at the March special meeting uh trusty Quintero did you know you did mention that you know this this should be undertaken as you know uh the board acting of the committee of the whole uh for this uh for you know for the search of a superintendent thank you thank you yeah and then just to also add to the clarification um you'll remember that on page 11 the proposed plan and timeline was outlined for us and in the first one in the first phase um the initiating the search process um the first bullet States
084using a group process with the board uh identify the most important characteristics of the future superintendent the Consultants will assist the board in identifying the most important characteristics the board would uh like the new superintendent to uh possess the these characteristics will be used as a template for recruiting and selecting candidates I won't go over the entire details but you know clearly definitely and I think um important to uh say them out loud here in our public meeting um but yes we will definitely be a part of that um and I look forward to our firm um supporting and making sure that that happens vice president I saw that just wanted to make sure that we're all on the same page correctly and that it aligned with we had agreed upon so absolutely that was
085it uh I'm very comfortable with the process I'm looking forward to it um and um and uh just the one thing I didn't want to see move going forward is to have a situation where the firm at some point gets direction from somebody that oh only bring us five people back because that's not what I'm interested in I want to see everybody who's applied so that the board has the ability to make a decision based upon all the information that's uh that's ared to us I don't want to get into a situation where because I know firms are out there they're they have preferred candidates they want to move into certain situ into position of leadership I'm not saying that they they're like that I just want to make sure we avoid any situation like
086that where we're uhing out candidates before the board gets to make decision inform decisions that was it TR thanks and um uh truste ketto and your point like so that's an example of what you want to see right and so would it being done by the board as a whole would that mean so we would all have to like vote do we all like does a majority of us want to see all of them like like do we all individually say I want this I want that I you know um because if you want to see that and then I want this like do we get all of it it just seems like we're going to have a challenge or do we have to um have another special board meeting to start clarifying the roles
087and responsibilities in the decision making for this process vice president if we're operating as committee the whole then by definition we would have to go ahead and make decisions as a body and then the those the majority or the unanimous vote would be able to decide we get to see them all um if at some point in time the majority of the board said well let's have them give us one individual that they believe is best they'd be able to do that but um we would proceed u based as a committee the whole on the on the direction of the majority board and I think you know having a firm I think I'm I believe that we'll have a meeting together with the firm that will help us I've never gone through this so I
088definitely have questions and comments to help clarify and you know and the opposite of what you know vice president G was saying is or not the opposite but related is the firm might have you know their candidate that they want to see come in but also you know any one of us might have one right so for me it's important that whichever one might be the one you have or the firm has that it's the best out of all the candidates that means you know um all qualifications or most regardless right so it's not like well I'm not going to pick that one because you're bringing them or sure you know as many but I'm interested in making sure that we pick the best superintendent based on qualifications that is going to lead our district
089moving forward um so I'm excited you know uh yeah um I think I had Shelton and then I'll bring it back so I just want to ground Us in the reality of calendars um so we have an aggressive timeline that was laid out at the beginning the respondent or selected group has a pretty aggressive a timeline that I kind of question like can we meet it especially given that if every decision comes back to this board we're going to need to start laying out like pre-planned meetings from here on out because you know people have vacations and things like that but I just think we need to start thinking ahead about how aggressive this timeline is especially for we're going to be making every decision and if they want to check in with us what
090are we um potentially deferring to the board president or or not vice president yeah no contrary to the statement that you made where you might have a preferred candidate that's that's the case you might have a preferred candidate too and I definitely don't want to affm that's being that's being given Direction by somebody where they're going to tailor the results to somebody's particular paper and I think that's something that uh at this point I believe that that's a concern that might be on this board and so I want to make sure that I have all the information that I need to be able to make an informed decision this is a big decision we haven't made this decision in 10 years and so if we have to uh somehow affect our our personal calendars that's
091something that we're going to have to sign that's what we signed up for when we came into this board um and so uh last time that we went through this process about a decade ago uh we as a board took it on directly I happened to be board president at the time and uh we we we did a very very uh involved process that uh we got some individual who helped us for a very very nominal fee uh because we were attempting to uh save all our pennies uh but it was a very involved process that um uh required the board to be at multiple meetings um if uh by simply saying that the board as a committee of the whole has I don't think that that that it's accurate to just say that we're
092going to make every single decision we meet with the Consultants who are paying a lot of money we give them Direction and they act upon the direction of the board and that's what I'm I was assuming I wasn't intending to hold their hand at every single step of the process the idea was that they would be acting upon the direction of the board majority and not necessarily any particular board member either myself board president uh board member P yourself and so that was the that was my that that was the the logic be my thank you all right moving on to item 703 approve amendment number one for the extension of B 2223 b 28 second all right uh I'm just going to read it um original contract BD 23804 with six Dimension incorporation for
093portable classroom at adalanta 1 and aptitude this extension would be for an increase in the amount of $ 4,512 and an additional six months from December 31st 2023 through June 30th 2024 thank you trusty fam for the motion and uh trusty Chavez for the second um I'm going to go ahead and open it up for any public comments at this time on this item okay seeing none I'm going to go ahead and open it up to any questions comments from the board seeing none we'll go ahead and bring it to a vote all those in favor please show by raising your hand item passes unanimously moving on to item 704 approve amendment number one for the extension of B 2223 bonds 29 original contract bd2 38039 motion original contract BD 23839 with six Dimension incorporation
094this extension would be for an increase in the amount of 132,133 and an additional 18 months from December 31st 2023 through June 30th 2025 uh move to approve by vice president GTO second by uh trusty Chavez I'm going to go ahead and open it up to members of the public wishing to address the board on this item seeing none I'll go ahead and bring it back to the board any members of the board with any questions or comments seeing none we'll go ahead and bring it to uh vote all those in favor of this item please show by raising your hand item passes unanimously item 705 informational update for the workforce housing project on board direction for entitlement phase thank you um board president um I'd like to defer this to assistant superintendent Chang thank
095you uh Dr Alas and and good evening uhen members of the board um to I'm going to invite Mark frus our director of bonds who's going to be providing you uh with some background and the status of the workforce housing and then we'll proceed to um get some directions from the board um during the next phase so with that Mr frus good evening board president trustees from superintendent omon Dr alazon um very excited about bringing this topic uh to the board and and providing an update on some of the things that we've been working on on a very um important project that we have and that's Workforce housing uh but before I get into that I just want to take a moment to uh go back in the background a little bit uh to talk
096about how we got here uh during the fiscal year of 2122 the Board of Trustees approved the creation of a Workforce housing Committee of in composed of internal and external St stakeholders Ted with gauging the interest in developing Workforce housing for the alrock Union School District employees to rent at a below Market rates uh we conducted a v a variety of types of Outreach including surveying employees and received overwhelming support in favor of the concept the next task of the workforce committee was to determine which district properties should be considered for development the committee members held several me meetings to evaluate each property and eventually decided on several locations for recommendations to the board to consider uh with that District staff develop or excuse me um the Board of Trustees considered each of the seven
097potential sites and after evaluating each site's potential made a determination to select two sites for a formalized fa feasibility study to be conducted at the district office and at Renaissance at Matson Middle School District staff then developed an RFP to select the consultant to conduct a feasibility study of the two sites and the board selected educational housing Partners ehp completed the feasibility study and the Board of Trustees accepted the report and selected Renaissance at Matson Middle School site as a location for the development of 78 multif family housing units for the workforce housing project the Board of Trustees directed directed staff to begin a phase two of this feasibility study with ehb for the initiation of the entitlement process this included conducting Outreach with planning department at the city of San Jose preliminary notification meetings
098with the Planning Commission and initiating and completing several required site assessments including biology analysis site survey and soil reports some of the next slides you'll see is we incorporated this design uh as part of our long range facilities plan uh in and you can see that involved two to three stories uh and a couple of parking spaces per unit uh as part of the feasibility study the architect that provided conceptual drawings provided three different types of of architectural designs they included uh a Craftsman Design a mission style and a uh modern style with the flat root through discussion and deliberation with the board the board directed staff to provide uh the architect with more of a um Mediterranean look that you see here now and with that we also decided upon uh what the unit
099mix would be for this development uh 31% of the units would be one-bedroom 58% two bedroom and 11% three bedrooms with an average unit size of about 9915 Square ft I won't go into all the other details but um in terms of the critical steps following the feasibility study that we've been working on is we've submitted a preliminary review request to the city to review our preliminary design with City staff this included the Planning Department Public Works and the fire department and confirmed the applicability so we've completed that process the Board of Trustees selected the entitlement and sequ what process to be utilized with the city San Jose and the board selected the streamlined application process utilizing sb35 and ab 2295 the board to trustees in directed staff to begin the development of an RFP
100RFQ for the selection of an architect for schematic design during the board regular board meeting in December of 202 23 uh staff has completed that RFP and is ready to um put that out for bid um the Board of Trustees on the following month selected uh had heard from our our legal consultant dwk at a special board meeting in January and decided at that special board meeting to direct staff to utilize a designed Bill development model for the Workforce housing project um in addition uh We've submitted our ab1 135 tribal consultation application through the city the hearing was conducted in March 2024 and no re review was requested by any of the tribes in the area um following we've um inducted our sb35 analysis items those include a topography map a property survey which are
101both completed and the B biology investigation the only thing pending on that is a rare plant report that we're in the midst of conducting uh now and now the last item that we're working on is the preparation and future submitt of the entitlement application for the for the project uh one of the items that have come up during this process is the setback due to what they call a reparan line set back and it's it ad joins the uh the property along the creek bed that we have on the back side of the Matson property site this site this reparan line falls under multiple jurisdictions in the development process and each of those Juris dictions have different requirements for the setbest um during our initial feasibility study um that that design uh was was designed
102under a 10 foot setback which is in line with the Valley water district as we've gone through the preliminary um design and uh process with the city of San Jose we became aware of the other two AG agencies and that is the Santa Clint Valley habitat agency as well as as the city of San Jose each have their own setback requirements there and so at the Santa Clara Valley habitat we're looking at a design requirement of 35 ft setback from the creek and 100 foot setback from the um from the uh for the city yes who is the Silicon valy habitat agency I've never actually heard of are they like under the county or something they are they're I looked them up and they're actually working out of a out of the library in uh
103in Morgan Hill and so yeah something new every day us too you know there's uh you know when we talk about Creek and and watersheds um there's a lot of jurisdictions involved there's the the US Army Corps of Engineers there there's quite a few agencies fish and game but in terms of setback for the development these were are the three primary agencies and so the following design is that original design that was submitted as part of our feasibility in terms of citing this uh Workforce housing the next design you'll see is honoring the 35t setback uh and you can see it it it did move back and encroached a little bit on the on the Park area uh that we have there as uh on the lower part um and then the third design we
104submitted here is what it would look like if we were to go with the full 100 foot set back and you'll see what what our architect had to do was basically flip the sides of where the uh the Park area is so instead of towards that new Street we we would be installing uh it would go closer on the other side where the creek bed is can you just go back so I can compare absolutely absolutely so that's the 35 foot set back it still has the park on the original location um and then the 10 foot setback um provide a little bit larger Park area and then the 100 there we had to move the park on the opposite side what we're proposing oh excuse me what we're proposing on that I think I
105may have missed that slide is we're proposing that we um utilize a 35 foot setback and that we use a um a law that's available to us that's fairly new and that's called the uh California um how housing density bonus law which allows us to apply for a variance exemption there uh it's it's something fairly new but uh our legal consultant said that there is legal precedence in using this and that the city has in the past waved that 100 foot setback so but there's no guarantee you know that but that is our intent unless the board has a different uh thought on this but um we'd like to keep the original park in that same location uh but but by going with 35 foot uh setback we satisfy two of the the three agencies
106involved would you be able to go back absolutely is it isn't there a 35t one no this is the 100 foot setback and that's what the 35 foot set pack would look like and then all the way back that's the 10 foot original sighting that we had uh during the feasibility study is um with the 35 foot foot set back just talk about honoring it would that um help because I understand there's like a trail being contemplated or there's tra there's all this Trail alignment and low lower silver Creak is trying to become a part of sort of a you know a trail network with a 35 foot be able to um keep an establish betrayal thank you for the question trustee Flor Shelton um all three honor that trail that that that is something
107that we incorporated as part of this project early on uh we want to be good neighbors um what the 35 foot does is also gives a little more of a habitat area for the plants and species that are out there and so we we think it's kind of a a a happy medium it doesn't disrupt the original design uh it does close up the the the Park area a little bit in terms of square footage but on the opposite side it provides a lot more uh room between the creek and the development so we think it's kind of a happy medium um but if the board feels differently we we can certainly you know push for the 10 foot or or 100 foot but we think that's probably the most beneficial way of moving forward
108with regard to the park um I had been told that met you guys have met with prns and they said they weren't interested in a park here how would we proceed with the park are we going to like fund it ourselves and opat or thank you uh trustee canetto um to clarify we did meet with the city uh and they did um indicate that they um are not interested in assuming another public park herea um and so we're going with the thought that that'll be our part of our development and our responsibility it'll be a p a private part uh not open to the public unless the board of needs determined differently and like to have that area available but uh but we are incorporating that green space as part of the development but it
109would not be uh part of the inventory of the city of San Jose's parks and Rex Department well thanks for that clar so more like the lawn of that housel it there's lawn we're also programming a little kids playground area and those type of things but uh a dog park area as well would be incorporated that a lot we anticipate a lot of our um staff would would have some pets and so this would be an area a little dog park area that's sectioned up as part of that the end of the day it should be the T paying for it should ultimately decide if they want to open it up so if no objection um we we feel comfortable with applying in the uh preliminary um report going with the 35 that sound like
110a good okay all right thank you uh the next slide here is to kind of go back you may recall seeing this before but just kind of refreshing everything everyone's memory uh we've completed the feasibility study um we're transitioning into that entitlement and a couple of things that I should make note of on the entitlement process is there's there's a timeline that we're working once we submit an application we're looking at 180 days from time of application that we have to have everything in or it it resets we would have to re apply so we've not put in the actual entitlement application yet because um one we've got to either retain an architect or as I'm going to mention here further down um uh we're more on that second three months there timeline where it
111says planning application that's kind of where we're at right now and transitioning over to entitlements and as you can see those those range from between 18 to 33 months um so what we're doing tonight is we're asking for additional guidance from the board on this on this pathway of moving forward um there's two options initially the board had requested us to uh develop an RFQ P to select an architectural for firm to develop the schematic design and submit this as part part of the design entitlement process we're looking at about four months there once once we bring on an archit the second item that the board um gave direction to us was that design build directive in January that that was the model we were going to be going forward with and the reason I'm
112bringing this back up is because uh in the entitlement process I'd like the board to really understand and make sure that we're as the administration following the the the the the intent of the board in terms of the design build has an architect and if we get our own architect and go proceed into the entitlement phase um at the end of that entitlement phase the architectural the C and the landscape drawings are pretty much close to done and so there's a lot less that the design build architect would be involved in this process and so you could say um you would have some overlapping work there and and so we wanted to come back to the board and and get some clarity in terms of what makes the most sense for us should we bring
113in the design build developer prior to submitting that application for entitlement and using their design and so it would add a couple of months and those two months would be added because as the board uh wanted um we were going to solicit an RFP for design build developers to come present to the board their conceptual designs of how they would uh build the workforce housing or does the board want us to steam steam ahead and go ahead and solicit the uh put out the RFP probably tomorrow or next week and go down that pathway if you recall from the January meeting that we had with our legal consultant uh for the board um there's a level of responsibilities that we take on if we're hiring the architect and changes occur then we're kind of responsible
114for the cost associated with some of those changes they're of significance whereas if the design Bill developer is doing the entitlement process any changes that the city would require Quire that would fall under their um responsibilities so we're looking for the board to to give us um some um yeah um I that's why I exactly we went with option two and I think that shaving off two months and then throwing on more costs by bringing our own our own architect kind of defeats the whole purpose of going with design bill in the first place we lose the safety that we were looking for in design Bild so I'm all in support of just I get again it's two months but it makes more sense to leave it to them and leave them on the hug
115for any sort of changes or or errors that might result rather than us taking on because we went that's my my position trusty Travis so when you when we do go to the city it's better that you have the design Bill developer already have everything ready to go so I've noticed in when we've done projects not here on this board that it actually went smoother when you did go with option two and have you found that to be the case um you know both options work and there's pros and cons is on both options and and we heard a lot of those during that special board meeting from our legal council um it it's it's a matter of of preference but as as truste ketto pointed out there is a level of responsibility that we
116take on by option one whereas in option two that's more on the designed Builder um in terms of the application process for the entitlement um we want to make sure that we already have a design in place the board is has reviewed those designs um have approved us approved them to go forward with and then we would submit that entitlement application because of that short 180 day window to have all the following you know design plans landscape plan uh civil engineering all those items that come from that design so um we wanted to come back to the board uh to make sure that the board had the opport unity and we were giving the board the opportunity of having a lot of say in what those designs look like and if we went down the
117path of option one we're already working on the design and you might be a little confused when design Builders come and say well we're using the design that you already have established so basically this is our price right there's not much design left left uh there there's a lot of engineering work still to be done uh from the entitlement process to the permitting process but the conceptual design how tall it's going to be and all that kind of stuff is already kind of set so um that's why we decided it was it was right to come to the board to get some definite Clarity around these two items because the board took two actions right in December they took the action to have us develop an RFP bring on an architect but subsequently in the
118following month we brought in our legal consultant to kind of discuss the the pros and cons of the three different development models lease lease back design bid Bill and design Bill and that's where this body decided that we wanted to go with design Bill and so because of that that kind of changed the dynamic of the entitlement process and we kind of Pumped the brakes and said A week or two ago we need to come back to the board and and get some clarity so that we're we're following what the direction and the intent of the board is so sounds like uh option two is the one on the table anybody opposed I guess on the board to option two which um seems like was it last Direction given sounds like uh trusty P trying
119to I have questions I'm just trying to find the words for it because this is not my area of expertise but um so I totally agree we went design bid build be or design build excuse me because of the risk being taken on by the vendor for lack of again I don't have all the right words um but what I'm hearing you say is but we picked an architect and we' practically done half the work I mean done a lot of the work for that process no no truste Flores Shelton we have done only the architect work on the conceptual design okay it's not the actual plans it's not so so we still need still a lot of architectural work yes so we're at that point right now where there's a lot of flexibility and
120that's what we felt that we start bringing in design build developers and we've already kind of brought on another architect there's not much in terms of creativity that the design Builder can offer at that point it's already kind of designed okay so this is where so going back to conversations I had with the previous superintendent about could the style be more could it mirror the moxa building could it be more you know um could it look like the Mayfair Community Center like a little bit more like the community and she basically said that comes at a price right the kind of this paired down simpler cuz I'm not seeing like Mediterranean like jump out at me when you say that or Spanish like those those Styles they all looked a little similar so I guess
121if we wanted something more um reflective of the of literally the of Mayfair we could get that but it would come at a price not not at this time no right now you have that Flex okay uh if we had gone out with the RFP and started following kind of the conceptual designs then we start changing that starts adding cost to it and so we're at that point where um we have still a lot of flexibility to make changes without any cost right so I'd be interested in that so the this wound up being part of the process of the commit work and although you don't see it stand out on it is the Mediterranean uh looks like aing in sou San Jose no South San Jose sorry to be which is more expensive but
122from our conversation it was more longl lasting and you're only going to have to put in once and so that was the logic around it that's what makes it the Mediteranean and it makes a match up with commun so those were the attempts to kind of meet somewhere in the middle where it's not going to break the bank okay it's going to still stay within the that's what I recall our conversation and it would sort of match it wouldn't stick out like a simple box that they're building on right now that are like all Ste and steel it was still kind of blend in with the architecture for the so um I'm just saying like that I do remember the sticking out that won't stick out that it will blend in more in that Community
123but I I I think I'm in agreement and I think the committee was in agreement and that we wanted it to reflect the community um so I also I mean again these pictures are probably not the best but maybe it's an opportunity to make sure that in the pictures we see that reflection and that it doesn't Stand Out was like from the southide wherever right it's not our community so I mean I'm looking forward to maybe this whoever we choose um can maybe incorporate that in where we see it maybe a little bit more reflected in future pictures that we might use yeah if if we're going ahead with option two that's something we can include in the RFP to to take a look at our community in that area and kind of give us
124their their design proposals um so in the design bid uh process of the RFP um the the biders would be presenting what their conceptual design would be now in that process we would go first with an RFQ request for qualifications and we would get however uh many biders and we would um narrow th those biders to a number of three or four possibly is um what we're thinking uh it does take money to make these kinds of plans and visuals so um our legal consultant dwk had mentioned in January that we can do what kind of a design buildup once we narrowed that field to three possibly four and offer $25,000 to each of those potential biders that go from the RFQ to the RFP process and then they would come with two two things
125their design and what they the the proposed cost that they would build it for okay that one and just to make sure I understood correctly so because the designs or part of the designs would be a part of their response to the RP and that costs money that we would provide each of them top two or top three whatever with how much did you say 20 to 25,000 to just apply yep and and that is about the same amount of money we would be paying for the architect to do their conceptions so rather than giving it to one we would be spreading it out amongst three um and then have the board take a look part of that is their cost associated with what they can build it for and then again that's that's not
126set in stone we haven't begun the entitlement process we can select a design bid Builder and then say we want a tweet how much for this to add a tile roof as opposed to uh a different type of we and there would be a negotiation there so it just it's we wanted to come back and make sure that we're offering the the board here the opportunity to have more selection or if they're comfortable with this then we would probably proceed with with this type of concept and and go straight to the architectural U because there you know there's we're all satisfied with it but if we're looking to um still have some creativity in the process then I I would say the design build RFP RFQ is probably the better pathway M yes um this
127SBA Architects weid them to produce this cor yes part of theability STP have produced some initial renderings and then they produced this yeah SBA was a sub to ehp so they they were the ones that produced those three renderings initially uh and then from the feedback that they received during that um um board meeting where we presented the three different types of styles was from that feedback we heard that um SBA came back and said okay based upon what we heard this is more of that Mediterranean look so I'm what I'm concerned with is that if we continue to go back and continue to redo and redo this is part of a process that was paid for that we already been moving forward with um my I would post to the board if we're comfortable
128handing them this and saying hey this is what this is what came out of the process that we've been going through you got to work with this and then also take into account the neighboring Community when you start coming up with your designs but I wouldn't feel comfortable just simply disregarding we've already paid for given the fact that we've already done process um that would be my position that I think we have something obviously it's not set stone they could still tweak like changes but I wouldn't be comfortable just the work already done how much would you say this work SBA Char for the Rend well I think it was in the neighborhood of 35 to 50,000 is part of their line item yes yes I it's I BK so I wouldn't be comfortable just
129essentially throwing away that that amount and say let's go start a new I think that would not be my and so then that would be option one then correct am I understanding this correctly or not necessarily we can go through this and still do option to so in R RFP um we would specify you know whether this is something this is kind of the concept that came out of the feasibility and we're looking for something along these lines right I'm sorry trusty uh um Chavez I can't see us paying twice for something that's already been done uh especially with the money crunch that we're going to be facing I think we already spent the money let's go with it yes thank you yeah and I'm in agreement having been a part of the workforce housing
130uh committee where we involved the community we talked about it in detail um so in addition to the funding I mean the fact that we heard from the committee members is also very important trusty B say you know and you know I guess trusty sh that she could have put it better but you know in a sense I think the the whole point of this is beside you know serving a community need uh the faster we get this the faster the bottom line of this District improves right so the uh so it's in a sense uh what is it the old proverbial saying killing two birds with one stone there uh so I'm in you know I'm inclined to you know to support my colleagues on uh you know the design design build you know
131as the uh most Expedition ious way to get get this plane F thank you anything else any other questions or Guidance the board option one or option two Madam president if you'll accept my motion I'll move that we adopt option or we provide direction to staff to move forward option two as we did in the past and that they use the conceptual architectural renderings from SBA that's a starting point when theying out to sorry uh okay so motion made by uh vice president ginto and second by trusty Bam um I'll go ahead then and open it up to public comment on this um any members of the public wishing to address a board on this item welcome good evening Veronica Talton um performing arts teacher in the district I noticed only one of the renderings
132had what appeared to be garages in it so I was just wondering if you don't go with that option where the folks that are staying there the residents would park their cars and if they could potentially Park in spots that the teachers or the staff would be at Renaissance Ms I was just curious about that thank you okay see no other uh members of the public uh wishing to address the board um questions comments from the board uh Flores Schon yeah I just have one um question um that can you bring it back up the the one that had the the three as I understand it it was in north south we were looking at the front we were looking at the back it was one one rendering can you can you just bring that
133back up sorry so if you're looking at the because I make I I need you to confirm what I saw the original rendering or the one that said like it had we saw the front we saw the back this one so the the ones that are facing this is facing the freeway those are the garages at the bottom the top one would be oh if you're looking at it you would be facing towards Mayfair Community sir okay and those are garages the bottom one would be facing the freeway okay and then what you have in the middle are the sides yeah it's like a horseshoe yeah so it's the whole thing in FM yes okay sorry facing Mayfair yeah facing the freeway yes the rear okay that would be considered the rear of the development
134you want to live looking at a freeway rather see the do you want to look at the cool are Creek sunlight that's the logic around is correct maximize there's a variety of factors in in and you know we're not dealing with a square nice square piece of land right we're putting up against the curved freeway then we have the the um Creek as well so it does have some consideration for for sunlight U but also how we're going to bring Vehicles into the development and how they're erress and coming out those are all factors plus you know how best you utilize that 3 acres and can you bring are you done with that one just and then go back to the the plot that one there yeah okay so you can see kind of the
135Horseshoe where the front or the opening of The Horseshoe is kind of by the the the light Violet area there highlighted where potentially someday perhaps um affordable housing could go there I don't think that's the because those are the sides okay maybe I'm okay yeah so there's three actual buildings in that right yeah so really they're facing all all the different ways yeah oh okay and then can you um also I know that I uh was fortunate enough to sit through and listen to these uh designs and hear them in detail um but if you can just identify the um parking around the workforce housing and just confirm that those are assigned to the housing specifically the ones we see around the housing so so each one will have a parking garage as well as
136an assigned parking and then some visitor parking as well thank you but it is all part of the private development thank you um you know you rais a great great question board president and and I guess um the one thing I I would say there is um you see how that new Street goes all along the field and all the way to where um mayare Community Center is so because we're not developing affordable housing our intent is just to go from the street the cuac on the right side to up to the development and not continuing the street all the way to the other side as part of this for for Housing Development fire allows that um yes because we would be putting a turnaround right um but um so we are making note of
137that for the body to take into a I think it makes sense because if at some point in time we are able to find a port hous partner they would be would be absolutely correct that would be probably significant savings for us y all right sense Chavis where exactly would you put the turnab about just past uh the development okay than that corner corner yes bottom corner of triangle okay thank you H okay um any other questions or comments all right um we'll go ahead and vote on the motion on the floor all those in favor please show by raising your hand okay uh motion passes unanimously thank you so much thank you a good evening all right um item 801 update on the comprehensive budget solution plan thank you all right um before assistant
138superintendent Chang um guides us through this present ation related to this agenda item I want to give a brief uh review of how we arrived to this iteration of the comprehensive budget solution plan so first I'd like to refer back to the March board meeting and at that time um the board had some discussion about the District budget and shortfalls that we facing and the possible consolidation of of schools and the reason for these budget for the budget short Falls um include declining student enrollment um the depletion of one-time covid funding and state budget cuts including the reduction in the cost of living adjustment um the at that time the District administration was tasked to return in 60 days to present a comprehensive budget solution plan and So within those 60 days um the board
139appointed me as the interim and then the district Administration began working on this plan and we met multiple times um and arrived at these initial um recommendation for the board's consideration tonight um in order to get us to fiscal solvency and um the district is also working with the uh Santa Clara County Office of Ed um to support us with with our budget clim and so additionally um this presentation uh comes before two significant um in informational pieces um that we do uh need still um which are the governor's um May revise of the state budget um which is due any time now as well as the um announcement the official announcement of the Community Schools imple implementation Grant award from the California Department of Ed so we will need to know these details um
140as we move through this iterate iterative uh process with our budget so I also want to underscore um that tonight U begins a multi-step process this is not a single single process right um and of course with the board of titles and um this multi-step process um includes various components such as um but not limited to continued discussions about the um about the the budget as well as the updates of it uh to the board and the public um future Community engagement meetings um and other logistical pieces that will need to be considered uh as we move forward so um for the 2425 school year um all schools will be in operations and any changes um you know will begin in 2526 school year based upon decisions of the board so though there will be
141many um difficult decisions um and discussions ahead I know that we as a community will find um the way to get us through it and um it is for the benefit of all of uh arusd students um so that they can continue to have access to current and future programs as well as opport unities so with all of that in mind um I'd like to um turn it over to assistant superintendent Chang to lead us through the comprehensive uh budget solution presentation thank you and thank you Dr Al and good evening again board um so tonight um the process that we'll be taking is that first of all uh will be walking you through the components of the budget solution plan um this entails um identifying savings that starts in 2324 um savings that starts
142in 25 I'm sorry 2425 and savings starts in 2526 um in addition to that the other component is reviewing uh the school consolidation options that we six them that we'll be pres presenting to the board this evening um and then we also will review the assumption that we'll need to use for uh fiscal year 2627 uh which is the third year out from next year budget um and that's going to be the critical timeline in terms of what the county office will be looking for uh with fiscal solvency and where the district is at with our Reserve uh requirement um once we go through all those component we'll pack them all we'll package them all up and incorporate them into the multi-year projection again um the multi-year projections will be using our second iner report
143as a baseline because that's that was the last official report that the board approved um based on the second end report we'll incorporate all these components of the budget solution plan and then present you six versions of the multi-year projections uh for the board to consider okay um starting with the first component um yes I'm sorry before you go there just in terms of steps do we oh um what is the county can you just reiterate what was in the county office letter to us um in terms of what is required for them to see yes in terms of the time I me in terms of the the requirements um the county uh expressed concern about our deficit planning um and the results um in the third year out which uh forecasts that you know
144we're we're barely meeting the minimum reserve requirements which is 3% of the um general fund unrestricted unrestricted budget um and so um that would be the second the third year for this year but it be the second year starting next year um so their concern is that in the third year which is the 2627 with the structural deficit that we have now uh the the district is facing insolvency unless it makes some of these um you know difficult decision moving forward um starting as as soon as possible but at the latest 25 26 incorporate um all these components of the uh budget extion plan thank you you and can you just highlight the date that they would like to receive kind of the the decisions that the board has made in order to uh then
145shift that sure Poss so the timeline the first critical timeline is you know the the um as prescribed by law uh by Ed code um the district is far to submit an approved budget by the board by July 1st um of each FIS schal year um as we're going to go into later in the discussion um you know the the the timeline for that is June 13th where the board's going to be uh will we'll have the board meeting to conduct a public hearing for next year's budget and then on the 27th we have a scheduled board meeting where we're going to be asking the board to adopt that budget so that gives us time to submit that budget to the county office um the county has until September 15th to review um the the
146the budg report and provide a um provide a response to the district um what they want to see is that you know some of these plans be incorporated in those in that next year budget uh what option the you know it's going to get incorporate that's up to the board um based on the you know next next board meeting on the 21st um and so those would be the critical timeline terms of when uh the county will be engaging with the district itself own um so the first component of the budget solution plan um and here uh you know we wanted to look at what immediate actions we um could take um immediately and so one of the the things we looked at was what are the um vacant positions that we have right now
147and what opportunities um do we have um in terms of Shifting some of those cost from the unrestricted general fund to um other restricted uh funding sources that uh is allowable for those um for those purposes and so the positions listed here uh we currently have an operations manager position um that position has been bacing for almost an entire year so uh you know not filling it would incur some Savings in the current year and since that position was also Incorporated in year 2425 uh will be also incurring savings moving into those two years same concept but uh the next position is director of HR um as you know we're very we're very sorry that Dr kin for leading us but um you know that position will be bacon and the intention right now is
148not to build that position um and so we'll be incurring uh you know some Savings in 24 25 and 25 26 um in addition to that we have a bacon position or will be having a bacon position in in academic Services a coordinated position um that will'll be able to generate some Savings in there um 24 25 and 25 26 um the shifting of cost from what from the unrestricted to the restricted um funds that my position I spent uh uh about 25% of my time um working with the fond program so we're able to justify that that move as well um the next position is the payroll manager um you may recall that uh in about a year or year plus ago we had a risk manager position that was uh working out of
149HR um that position was responsible for um property for risk management and also for workers comp Administration when that position got eliminated we didn't build that position and so the workers comp component got shifted to um the payroll manager and also the benefit specialist position and so um that the administration of that of that work happens in our self Insurance Fund which is fund 67 so um we will be able to justify moving um a quarter per of the uh payroll manager position to the asso Insurance Fund to oversee the workers comp and then also the benefit specialist um that is overseeing and doing the workers comp uh work right now um that position would generate Savings in the current year next year and year 2526 um the other last two position resides in the
150state federal um those position worked a lot with our um after school program our summer school program um and so we're able to justify moving some of that portion of position into the elop funding um which would generate Savings in the general fund unrestricted general fund and uh this year next year and year 25 26 um the next component is looking to identify savings that we can uh generate uh starting in year 2425 um and essentially the big bucket here is looking at our lcap expenditures um so what we did in this process is that we looked at all the expenditures in our alcat plan this year versus what we um are planning for next year and so even though there are some ins and out in terms of either Staffing or contracts uh what
151we were able to identifi is that on the Staffing level starting next year we're able to um incur about $644,000 um of savings and then in contracts about $677,000 in savings um totaling about 1.3 uh in total um just a little bit of background in terms of the Staffing the bulk of it is really also shifting some of those from lcap to elop um a few programs that is notable um the mar Arie program the Jazz program um the after school sport program we're not cutting those program we're just being they're just being paid out a different funding source uh the same goes for contracts um you know we have the app school program um and also a assessment software that we're not cutting we're just paying that from uh other funding sources to relieve
152the uh a new striet general fund and and then this component right here shows um some additional staff reduction that will be um occurring in year uh fiscal year 2025 and 2026 so here we identified um three FTE in the IT department uh 1 Point FTE in the fiscal department5 FTE in payroll uh 05 FTE in the purchasing department one FTE in Warehouse uh 4.5 FTE in transportation and four FTE in the maintenance department um given a total of 15 FTE uh with a total Savings of about $1.78 million so before we go into um the school consolidation option uh we wanted to provide some um information in terms of what the average savings is uh for a site and and by the type of site so uh we'll start with the um average savings
153for an elementary school site um the savings uh we did not include the Caesar Chavis Early Learning Center because it's very different from uh most of our elementary school um but the average savings for an elementary site when you consolidate uh would generate about $987,000 uh doar um and the position that we would be incurring those savings from are listed there you have a principal a School admin um school office assistant CIS perah per educator health assistant Community Lason uh currently we allocate 0.5 ft each counselor for a elementary school um two custodians one head one night and then the utilities associated with that uh with the site uh this slide shows the average savings for a tk8 site um as you can see there um a t Ka site generates about $1.3 U million
154doll in Saving um the major difference here is that uh a tkaa site has a vice principal um and one FTE um instead of uh 0.5 FTE counselors um so those are the the major changes or difference from an elementary to a case site um for the middle school it's almost identical for uh um compared to a TKA they all have the same position generate the same savings uh the reason why this is a little bit higher is that most Middle School operate on the bigger campus so um that utilizes uh more utility cost okay so based on those average savings um the first the first school consolidation option um reflects um and includes this uh six Elementary School uh one TK 8 and three Middle School um this option would generate about $1.3 million
155um option two includes six Elementary School uh one tk8 two middle schools um and in addition to that convert one additional Middle School to a dual immersion program serving grade 8 grades 8 to six um this option would generate uh close to $10 million uh um option three um six Elementary one tk8 and two middle um the amount is the same as the previous option uh but this one doesn't convert an additional Middle School into a dual immersion program option four includes six Elementary one tk8 one middle uh this option also includes converting one middle one additional Middle School to a dual emerence uh program um under this option it would generate about 8 .6 uh million option five um includes five elementary school one tk8 and two middle um this option would generate a
156little over $9 million and then the last option option six uh five elementary uh one tk8 one middle and converting one additional Middle School to a dual emersion program um this option would generate um approximately $7.6 million um other assumption that we're using for fiscal year 2627 um in order to project our our budget for that year um is that uh for lcf Revenue um we are reducing that by 2% and this is based on the trend that we've been incurring um even though in certain years we have Cola but due to declining enrollement our lcf dollar continues to go down um and so in order to to be conservative and reflect the more um reality of what we're do facing um in that year we're reducing uh lcff Revenue by 2% in 2627 uh
157when you compare that to the previous year which is 25 26 um in addition to that uh we're increasing total expenditure uh by 1% and again just based on kind of the trend um that 1% will occur in year 26 27 um and it will be an increase from the previous years 2526 um other assumption we use is um increasing the contributions um and transfers from the unrestricted to restricted this is mainly for a special ed program um and again this is based on the trends we've seen and so in that area um we're we're building a 2% increase um in year 262 7 when compared to 25 26 um the last two one are related to certificated reduction in certificated FTE the first one is um reducing 10 certificated FTE to align with our
158projected uh declining enrollment and then the last um bullet point on here is a reduction of additional n certificated FTE um and this is to the rationale for this is that as we have fewer schools we're able to load our classrooms more efficiently um which um in our in our in in our plan is to be able to generate some Savings in that area as well um one last uh assumption but not included in our multi-year projection and this is really for the board's consideration is that um once we uh consolidate those schools um we would have an opportunity to repurpose the excess facilities either to uh for for to generate facility use or leasing Revenue um and then the next one would be um the sell of any excess uh facilities that come about
159through the school consolidation process okay so um with all those components and assumption um we're going to go through the multi-year projection and as I mentioned previously is that um you know we'll be using the second interim report as a baseline um I wanted to highlight I I wanted to show you this and also highlight um the line item that says $12.5 million you may recall that back in second interal report um that $12.5 million was other adjustment this was uh for the districts to utilize the learning recovery recovery Grant um and also some additional onetime money um just to be able to meet the 3% reserve requirement in year 2526 um I I want to note that because um in our revised multi-year projection our recommendation is that now we move that we move
160the utilization of those funds uh instead of using a 2526 is the movement of 2324 which is the current year and the main reason for that is that um The Learning recovery Grant um what we're uh what we're seeing from the legislator right now is that they're going to be adding a lot of requirements and restrictions to to those funds um if those C funds are carried over and available um at July 1st which is the next school year we would be subject to those requirements um and this is conversation we had internally and also um a conversation that we have with the county office as well um to be able to maximize the usage of those funds and so our recommend recation is to move to move that uh from year 2526 to um
16123 24 um I want to I want to also note that that would also increase our projected un ending fund balance for this year um as well and so um with that other note to remember or to note here is that um all the components um of the budget solution plan will remain static in options 1 through six the only thing that would differ um is the school consolidation plan and so that would be aligned to the previous SLS that you've seen so option one um includes the school consolidation plan of uh six Elementary one tk8 and two middle um under this proposal or under this option um for year for the current year we're projecting our Reserve or ending fund balance to be at about 49 $3 million um in year 2425 um approximately
16230.6 in year um approximately 23.1 and then and year 2627 um $14.7 million in anying fund balance um under option two this option uh would include the uh School consolidation plan of six Elementary School 1 tk8 to middle school and converting one additional Middle School to a dual immersion program under this option um the projected fund balance for this year is uh 49.3 uh for next year's 30.6 million uh for year 2526 um $ 21.7 million and then in 26 27 um $1.9 million close to $12 million under option three the school consolidation plan includes six Elementary School uh one tk8 and two middle school Under This option um the projected ending fund balance for this year is about 49.3 for next year um 30.6 million um in year 2526 uh$ 21.7 million and then
163in year 26 27 um 11.9 million under option four um this option includes the school consolidation plan of six Elementary one tk8 one middle and converting one additional Middle School to a dual immersion program um under this option um the projected ending fund balance for this year is about 49.3 for next year um 30.6 million uh 2526 20.3 million and then 2627 um $9.1 million under option five this includes the um School cons consolidation plan of five Elementary School uh 1 tk8 and two Middle School um under dis option the projected ending fund balance would be about 49.3 uh for next year um 30.6 million for year 2526 20.7 million and for year 26 27 um 99.9 million and then lastly for option six um this includes the school consolidation plan um of five elementary
164school one tk8 one middle um and converting one additional Middle School to a dual immersion program um under this option the projected ending B balance would be 49.3 for this year um 30.6 million for next year uh 19.3 million for year 2526 and 7. million for year 2627 um this slide just shows a summary of all the options uh for year 2627 since that's going to be the very critical year um in terms of um comparing one option to another and showing the board in a summary version uh what the beginning balance is um total revenue total expenditures um um and the projected ending fund balance uh for all those options uh in year 2627 um and the options are noted on the bottom of the slide um in terms of next steps um as
165uh Dr a had mentioned previously you know we're still waiting for the May revised official date for that will be uh May 14th um is the official release date so we're eagerly awaiting for that um as we noted earlier um you know our next board meeting is going to be on the 21st and this is going to be a very critical point where we're going to be asking the board to provide us with a decision on the options that um has been presented tonight um on May 28th um we have a a scheduled budget committee meeting um and then as I alluded earlier uh June 13th is the public hearing for the proposed budget for next year's budget um June 26 7th is the adoption um of the 2425 budget um and then we wanted
166to give you or give you um also a little bit of a preview of some of the considerations for the next school year um once our budget feed um then you know other other duties or responsibilities and tasks will need to be done so from July 24 2024 through June 2024 um you know the districts will be will will continue to have ongoing Community engagement um with the stakeholders regarding School consolidation um and then from December 2024 through January 2025 um the administration will be bringing a res resolution for the board to consider uh with respect to school consolidation um and Staffing reduction and this is the critical point where we would be identifying uh both School site and position that were're recommending um to be incorporated in the uh School cons school budget solution
167plan um and then after that from February 2025 through June 2025 um you know the the work in terms of the logistics the shifting of positions the mov of kits all that's going to happen um during that time pray with that I'd be happy to take any questions thank you thank you if you're all okay I'll open it up for public comments first and then bring it back um so I'm going to go ahead and open it up for public comments on this item um at this time please welcome to the podium thank you Sandra Al Mark president Educators Association um I just want to say that you know these next few years we're going to have to have some really really difficult discussions and some really difficult decisions to make and it's going to
168affect all of the community it's going to affect the teachers the staff all the employees in the district and I just hope that you know seeing the timeline and seeing some of the stuff that's laid out I really want to stress the importance of the community engagement of doing this process the right way of listening to all of our stakeholders and making sure that the verbiage that goes out is consistent and reliable you know I I know that a lot of different FTE and different departments are going to be affected by this and you know one of the things that like for my unit it was saying 19 people well those 19 people we usually have some attrition throughout the different years of people retiring or people moving on so our ours might not be
169as impacted as others but just to be extremely careful when we're handling people's jobs and livelihoods the way that we word and approach things and to also make sure that the seal department is really looked at during this time to figure out how to blend and meld the sites together that it's not you know closing this school and shoving everybody over here but that whatever school is created I don't know if we want to rename them once once it happens if we want to pick new mascots we're going to have to have a lot of healing and if we don't have that healing that's going to reflect with our students it's going to reflect with our testing it's going to reflect with what moves forward with this District so please stakeholders have an open and
170transparent system thank you thank you okay I'm seeing no more any questions or comments from the board vice president kto Yeah you mentioned it before it was bad want you see it on paper it didn't F course um even under the most Draconian plan we're still in defit expanding like obviously because we don't achieve the 21 million that we need to get to or I'm assuming that's the reason yeah so um our our objective here is to present a plan that keeps the um the district solvent um in the eyes of the county office um you know the plan itself doesn't achieve or closed the entire budget Gap that we have so um you know the challenge we faces as we continue to move forward into even after year 26 27 is that we have
171Revenue that keeps going down because of the clining mement and our cost either stabilize or increases from year to year so we're every year you know trying to find solutions to um close that Gap and so it's going to be an ongoing challenge so this is the first iteration the first step um to present a plan that would stabilize uh the fiscal condition of the district um but it's going to be an ongoing effort um you to keep the keep the distance well thanks for that um uh one of the things that I also want to mention is that I saw that one of the things was thr out there's a sale of properties I'm very concerned about that and I I don't think it I guess it would be easy to go ahead and
172get an infusion cash that would help us right now but it really doesn't help us in the long term is that money just is used up in one year I think that the solution that I'm interested in are those that are contining to generate Revenue bringing revenue from Long Haul even if it's smaller than the initial trunk that you would get from the sale uh and so those are the ones that I'm looking for um I guess at some point joh we have to we will have to talk about how we would because I know that it was just brought at the very end but one of the things that I we don't want to see is that we um take action and then all of a sudden we have a bunch of sites that
173are out there vacant in our isore and there are source of problems for the community we've unfortunately had dealt with that recently with the old MOX building and so I don't want to recreate that recreate that on on a on a number of sites throughout the entire district and so uh I would I would think that that should be something that we're we're we're actively exploring and seeing what it is that we're going to do to maintain some level of activity while we are figuring out what it is that we do find partners that might be interested in in you know using this size for one reason or not something that's compatible with with our mission so I those are my statements and there's no easy way of approach I approach from things really important
174I'll obviously have more comment later that's just where I want to trusty FL Shelton thank you thank you um Dr Amazon and um Mr Chang and the whole team I know you mentioned the iterative process a lot of talking and um and I think that this is the conversation we we need to have um and as ugly as it is and I do just really want to um ECT and call out the the thinking that um Sandra Rivera just brought up um you know thinking ahead is what we need to be doing um and just in that Community engagement process I think it is it's as much about the consolidation plan but it's also about the the ReUse like I think it's kind of both of those um I did reread the 2021 facilities group
175um report thank you for providing that because I wasn't here and um got to see the detail of it and I think we need to sort of um revisit those assumptions about what is not what is not acceptable I I want um I want to reach out to some of those committee members because I think 2024 and 25 are different than 2021 about you know the kind of things that we could um do on our on our campuses um I W uh before I have a a couple very specific things to ask I also just think in the community engagement process um it will be helpful to have benchmarking to show what you know other districts um like Franklin McKinley they have like 13 sites and 5,500 kids like we have you know so just
176trying to show that we're not trying to you know don't want to do this but it this is the way we get to fiscal solvency and this is these are the things that um the school districts how we run um for the bottom line um I do think a missing piece is we all have to feel this and I think at this point the board isn't feeling this um so I'd like to know um whether we can well first I'd like to know if there other so we're considered like part-time employees and we have the option to have health benefits do other part-time employees get uh health benefits uh we do we have um staff that are CA and Teamsters who works four hour on once they work more than four hours or moreth then
177they qualify for some form of benefit it's not to the level a full-time they pay a pro pro rate uh uh rate Which is higher than you know full-time employee but they do qualify for benefit okay um I just like to see come back um what's the annual cost um paid out for the board's uh benefits as well as our stiens and um I'd like to see that cost so that we can consider um eliminating them or cutting them so I again I think some of the statements are like we have to make decisions that are in the kids best interests we can't we can't have a director of HR we can't have a public information officer like we need we the board I feel like need to um also feel this um the other
178thing is well I am not interested in selling property at this time I think there's one piece of property that we own that is undeveloped um there's no buildings on it nothing that I think would be interesting interested in seeing what an appraisal would be for that um because what if we do need one-time funds um so this is the pro the Chavez property at the very end of sunset behind the ace Middle School um that piece of property was totally undeveloped and I it would be interesting to know again um so we're not affecting we're just trying to see what other I'm looking for every under the under the um couch seats so um I think it's just good to know what our assets are and what's available to us um for our bottom
179line um so I'll leave it at that thanks any other of the trustees a trusty fam no I you know I guess in that sense you know maybe you know I I'll be I'll be blunt here and uh not interested in the sale of property uh you know one thing as San Jose Native I know I think we all know what you sell you never get it back right land you know as land here is sort of like uh gold there's just not enough of it so I mean uh I would say that maybe you know I would probably ask the administration to consider uh you know suitable suitable leases I mean you know when I I was first appointed to this board I expressed the preference you know to the public that My Philosophy
180was leas is not more than five years but given the situation you know uh uh you know maybe to in include leases up to 10 years for example like that we you know in uh you know I guess in the spirit of we want to make sure that there is some use for these uh for our excess facilities while keeping ownership of them with an eye to generating some Revenue you know uh given the given the projections that uh you know that show that you know with declining enrollment and the lack of a suitable Cola we're still in some form of deficit spending into 2026 27 and Beyond and then I guess the last the last I would say is you know boy this feels like uh the chicken going to the Colonel Sanders retirement
181home here there's no return out of it I mean you know it's it's not happy news but you know we have to try to have some a perspective of that so uh you know uh you know it's you know we got a think of you know if it it might not close the entire fiscal Gap but it you know closes it as much as we can and we try to uh save something for our future right we you know this situation I you know as an optimist uh I look at the glass half full and hopefully uh you things things might demographically improve right so we want to be able to have some something to pass on to the future you know in a suitable manner thank you uh trusty Chavis and then uh go
182ahead because then I'm gonna go and then I want to make sure we all have a one chance to speak go after you and then I was going to bring it back around so you want to wait after him and I I'm okay with that sure okay so thank you so much um uh COA Dr anasan and staff who participated um this is one of those things that you don't look forward to doing when you come and you know work for a district and um probably one of the hardest things also as a as a board member um to face but it's the reality of our times and um just thank you for taking the time and looking at you know all the options um and answering our questions s throughout the process uh and
183thank you for also taking the feedback you know and incorporating the answers into the presentation for me you know it's important I know we get to prepare um ahead of time with our one-on ones um but also you know for me it's important that the public also gets the those um as much information as we can with these you know these times um so I mean honestly and I know that we're not going to make um the decision today but I'm also thinking of what's going to maybe bring in Revenue too and you know maybe also get some families excited to even bring their students um and keep them here um and I know as a dual imersion former parent you know that was a a big deal you know to our community and that
184we um were lacking a middle school for our middle schoolers so it just makes me um excited that I think you know that as an option um you know can also benefit and make part of our community excited um and I know again we're not going to decide today and you know we're going to be back looking at these options on on um May 21st but um in this kind of Darkness I see you know a little bit of light in that it might help our enrollment also um you know come up and you know just the future of maybe Middle School d in middle school right now we have great um you know um Spanish programs Vietnamese programs and just how much more we can grow or more we've been so um that part
185excites me I just want to share that um and also moving forward um you know I'm in agreement right I don't want another vacant uh lot in our community um for many reasons um some that are obvious and you know other others that might not be but um and so I'm just thinking here like we just can't have it all right I mean ideally um we'll have Partners who want to come in and invest just like we did in the Early Learning Center um and maybe more of those and maybe more partners for other programs thinking of the needs um thinking of obviously our mission statement making sure that whoever we bring in as partners match that um I mean I think of unhoused population and the needs there over um and just you know
186the opportunities so I look forward in having partners potential partners that can bring in the funds needed to keep those buildings open and um providing resources and services for our families uh whatever that looks like and you know ideally right and it could be that they end up vacant and so I mean for me not that I'm open to selling I just don't want to close any opportunities I guess um and you know turning turning over every leaf or every rock as uh for Shon mentioned and seeing what are the options of what that looks like so we Mo when we move forward making these decisions we have all the options out there um so um I also think of when we come on the 21st how we going to make that decision together um
187and it you know might be and how we voted in the past on certain things um but that you know will be something that we get to coordinate to make sure um I mean at the end of the day it'll be what the majority thinks um so maybe it's voting maybe so I get to work on that as well and how we're going to do that uh for the May 21st because we have six options which are which is good which is good um and those are just some of my thoughts now I'm going to go back to board vice president kto trusty Chavez and then trusty fam so um I I guess I get it we're going through an update we're getting this presentation the tough decisions are going to have to be made
188on the 21st but I would ask the administration to right now begin working on a process if the board supports it to start developing rfps for partners there are potentially several sites bring to us your ideas so we can got kind of in this economic claim it might be difficult but then there might be folks out there that might be able to respond and give us some potential ideas or thoughts on what they can do uh to help us make use of the sites I would also encourage the administration to take a look at the um the the land Corporation at West Valley Mission um as well as the the the um the model that ever s ever been used at the corner of s fipe where they generate revenue from that site uh there
189happens to be a like a retail operation there and um if we can somehow figure out I know that it's a Community College District so they don't function differently than K through 12 or K through K through 8 for that matter but if we can figure out how to use some of their strategies that whatever the law allows them to to do maybe we can start generating some Revenue in some of the sites that are um that are you know adjacent to um streets anything of that sort then we need we need to start I I get it it's a difficult decision some way some people might call it a crisis we should look at it as an opportunity to right side the district and to start Mak little very very difficult decisions that are
190that otherwise wouldn't be able to be made because we possibly could peace meal something here and there or continue to Kick the Can down the road um and so I would would view this as an opportunity right side make some really tough decisions u based on the facts that we have in front of us and but all the while continue to look at those opportunities such as community colleges do to generate Revenue off of their their land I wouldn't call it C access whatever it is we want to refer to as and um yeah putting out an RFP to get RFQ RFP whatever we have to do to get U potential Partners to start thinking of in the juices flowing we can do in partnership with us who might be out there who might be
191natural partners that we're just waiting for an opportunity to jump on board so those are my thoughts and I would hope that we could start in a parallel batch and working on these very difficult decisions but at the same time start getting some ideas in to what we can do with with the l so doesn't just lay about like just after Alone um with regard to the this s at um at at the mare Elementary CH Elementary we went through this probably 10 years ago 11 12 years ago where certain board members attempted to sell that that land or give it off to Ace thank God we didn't because now they're falling apart imagine what we would have had there failing school uh that now has access to this land if God knows what they
192would have done with it so um no I'm not interested in you to sell on that land that that should be an RFP out there happens to be the very strangely configur land in the middle of land find somebody that can do something with and generate long-term ongoing revenue for our thank you trusty Travis okay um to me I've always seen this last couple of months as an opportunity to make longtime needed adjustments because we've been seeing the decline in enrollment and the and the schools deteriorating little by little um this to me partnering schools or combining schools to make them stronger to make our bottom line stronger and it's not closing schools it's actually going to benefit them in the long run because they're going to go to schools where we can Implement better
193programs because there's more uh money to do so and as far as leasing goes that's a great option I don't believe in selling District property and the thing is is the way we have our uh things in place that we only lease for five or 10 years there's nobody's going to spend multi-millions of dollars for five years or 10 years you we're going to have to give them longer leases not sell the land I'm just saying consider giving longer leases so that when we do uh look for partners that they're going to be willing if they see that we're only willing to you know give them an option of an option of 5 to 10 years we're not going to get too many if any it there's nobody it doesn't make sense because the ROI
194that they're going to invest they need to have some kind of return on their investment if they don't have that they're not even going to look at us so I would maybe say we should look at that and maybe we need to alter the amount of time that we allow um just so we can start having conversations with potential Partners thank you any others truston thanks um just back to the the you had the average savings per site and there are some like fixed uh fixed um positions like every site has a principle that once a site closes you don't need that for that site but the like Pera the health assistant Community lison counselor right we're going to expect that the students from one site will transfer to another site in some percentage hopefully
195100% And so I just want to like note because we had this conversation right that these are average savings because potentially we might need that health assistant to go if we're taking a school that now has 300 kids and that's going to be 800 kids right are we just going to have one right or should we bring that those positions there so um I just so I'm asking like well let's say a tk8 site says it's 1.3 million at the end of the day that savings could actually be lower than that correct I mean it's an average so it's yes um teally um but the model that we're presenting right here reflects um kind of traditional not traditional but previous uh school size involement numbers okay um you know one let's say off assistant position
196you know was allocated for an elementary school that was serving 450 500 students so we're we're we're we're reflecting that model even though our schools is a lot lower now and the elementary um but in the past you know we've been able to support those schools with some of those FTE that reflect the but thereal it's not really an average it's it's the true savings well true true Savings in in in a matter where um as we're looking District at as a whole and the cost at these sites what we're doing is that taking all the elementary and dividing um because the true savings comes when we start shifting or you know actually eliminating position and then there's is going to be the bumping aspects of it that's where we're going to really identify what
197those truth savings are but for this purpose we're just taking the total Elementary cost and dividing it by how many Elementary to get an average saving so it's the estimated savings okay thank you I was taking average too literally there um related to the direction on rfps for reuse and all of that I I um I I think it's smart right to just get ahead of this process and see what happens and and build um you know help in competition um I do think most folks are gonna want to you know lowball us right um so before that and I think I've asked this in uh previously I would like our Contracting and our procurement and our bidding guidelines to come before the board I don't know where that kind of stands right now but
198I would like us to be um crystal clear about the rules because it's if this is going to turn this this could be a lot and we don't we don't need to have um any holes in the process and we need to all be really clear about um how Alam Rock does bidding thanks so please bring that back have truste fam and then truste chz so I'll say you know and on second thought I'll agree with trusty Chavez that you know in the interest of sa saving the property you know the the terms of the you know we may need to be more flexible on the length of the lease so as to attract you know uh willing Partners right you know in exchange of course you know pal you know uh improvements on you
199know improvements on the sites that we can't and do uh we may not have the ability to do it this time uh the only other thing I would uh request is you know I I believe I read this morning that the May Revis may be coming out tomorrow so uh you know maybe ahead of the uh special board meeting if there you know if you know if the main Revis does include a significant shift in the in the cola for example if you know uh the options be uh readjusted B you know based on the May Revis if that is feasible justy CH and also if we can get like before when we had one of those meetings to see how much each site needed um dollar-wise in repairs I think we need to if
200if there's a way that you could send that to the board again to see how much if we do keep this school how many repairs are going to be needed in the future like because I remember for example adante was like probably about a million something that we needed in repairs and so I think that we have to consider all those um things as well before we you know say okay well this one has less enrollment but it it there's a lot of questions but that will help answer um a lot of things going forward thank you vice president GTO yeah I would appreciate uh you're coming back with these are the pros and cons based upon our recent investment in new HVAC system makes no sense uh We've not invested as much and then
201there's a lot of up or maintenance that we or repairs we have to so have that that's something that I would hope we we have a spreadsheet or some sort of chart that um tells us the what Mak sense or I'm sorry that uh outlines couple key key points such as you know recent Investments that we made I think the only thing on that or in addition to that I hear you know the community engagement um so I know it'll be a long drawn out process a good thing is that the actual sites won't be identified until the end of the year which still will it'll be here fast um I'm I'm just I'm excited to hear the community engagement you know um I'm sure our unions will be involved and I mean I know
202it'll be a lot but um you know hearing what the response is from the community the staff the students the parents and then also the cost you know the facilities that's great uh information and I trust you know that we're going to work we're all going to work hard and ask the questions needed um so when that decision so I don't want to take us there yet you know I think for now we just we're choosing on the option um and then work from there but with the notes necessary as we move forward yeah um any other questions or comments from the board trust you back I I lost a a thought from earlier and then you um you brought when you mentioned the unhoused community it made me think about it so we're looking
203for Revenue we're looking for lease agreements we're looking for you know rfps it's usually you know it would usually be a commercial Enterprise that you know uh would have money and I think we need to also be mindful of community benefit opportunities if and when we don't have you know money bags wanting to roll into an Alam Rock site um what is the community benefit and I think and this is what I alluded to earlier in terms of that 20 uh 2021 facilities committee report where it talked about here are the community needs and then it had a whole host of things um uh and one of them was homeless support services and then it had another list of like but things not to do in our sites and it was like homeless Support Services
204right and I was like I mean I get it I I I work in the field I know what the the house Community thinks of homeless Support Services coming to their neighborhood um but I also know know we've had an exponential rise in alumrock students and families um that are suffering from the unaffordability and the cost of living issues so I do think you know thinking about we don't have any takers for a site let's say and maybe I'm getting too far down the road but you know thinking about Community benefits for activating sites because if they stay vacant like worst case scenario you know squatting and fires and things that you know they have happened they happen um so so it's you know compatibility right um compatibility issues but also you know kind of
205a prioritization and there is talk about a regional Bond going on the ballot in November because the measure affordable housing dollars are they're they're practically gone so um think we did a countywide one before there's talk of like a regional one I don't know what the polls say I don't know if it's going to go on the ballot but the timing of all of this could be interesting um and I just think again it's a it's it's it's a lot of partner conversations to be had um but we could be in a Sweet Spot maybe not from an economic standpoint right but um from some other partnership so I I do think what are what are alumrock families experiencing and how can we help and and that list had you know child care and all
206sorts of wonderful things that I think you know neighborhoods um would welcome but I think we also have to to lean in and solve some of our harder problems given that we are landr thanks I think uh vice president GTO um one of the things uh in terms of the numbers of Middle School sites that I'm concerned with is leaving a particular quadrant of the district with that and I get it those are the ones that are going to bring in the biggest savings but um I'm hoping that we can figure out how to come up with a strategy or not leaving a particular area the district without a middle school and then that leaves us right for you know a neighboring District to start sitting out which you already do um we got neighboring
207District sending out flyers to to money like what the that's disrespectful but they do it um so I think that would probably be ramped up why are you going to drive all the way over there so that's a big concern of mine uh as to how is how how can we achieve savings at the same time not leave us without a particular area where parents would be able to send their kids in a relatively reasonable close proximity and not have to go away from I don't know King Road all the way to Joseph Jordan or something because that was down so I obviously I don't have the answers but I'm just putting out there's a concern I know a lot of community folks might R um and um yeah I'm glad brought up the concern
208it was something that I was thinking of but I was thinking about in the opposite in the sense that I am not going to be resolving the city's problems the city made this crisis because theyve chosen not to move forward uh with with this is a man-made crisis uh that can be resolved if we figure out how to move forward and build enough housing the obviously the the the profits are there it's it's created by by human beings human beings to solve it Alan rock is not uh responsible for resolving the city's housing crisis that the city created itself because they're the ones who are in charge of of zoning and um and I would not be supportive of any efforts to open up uh RV parkings or anything of that sort uh I think
209our people out here in the east side have already bed the front of the most densely populated area of the entire city and we're doing our part to provide affordable housing or being displaced because of the affordability um and so I I I'm just I'm going to be very clear since we're talking about and was brought up that it's something I would not be supportive of I think there there are opportunities or services that we can provide on our sites that would be helping a lot of folks and and we wouldn't necessarily have to be the ones resolving the the city crisis trusty Chavis uh one more thing on leasing um just remember that if we do lease property and they build on it they um for some reason either go belly up or it
210doesn't uh pan out for them the district still makes out because whatever they build we didn't have to pay a dime for it and it'll be on District property so that's always a win-win when you're going to lease uh in that way but in order to get them again we have to most likely extend the time thank you thank you uh you know I I think we can continue to talk forever um I we're in the initial we have May 21st coming up as a deadline that's very real um with these options um you know I think it's important when we move forward we're when we're in that phase definitely um looking at our students staff Community Alam Rock's needs for sure um and how we can address it right and not necessarily um I
211think not creating like oh it's going to look this way but you know be continuing to be creative as we have been right like the child care The Early Learning Center um the affordable housing you know thoughts uh the workforce housing um let's just try to you know continue to create and be on that creative wavelength where we can assist um you know the issues that our families are facing that our staff are facing in a creative way that you know we feel good about and hopefully brings in devue um so I usually I say I look forward to I don't look forward to you know making the decision here on the 21st and I know that you know being on this board and you know one of the trustees it's one of the hard
212decisions that I get to make and so um with that if I don't see any other questions or comments we'll go ahead and move on to the next item all right thank you so much COA and Dr alasan uh moving on to item 802 approval of resolution 582 324 second moved by uh vice president ginto and second by I heard trusty Chavez first I'm gonna go ahead and open it up for a public comment at this time and it's the resolution of Board of Education of Alamar Elementary School dist District declaring membership in the northern California regional liability access fund uh joint Powers Authority for property and liability and declares membership in the prospective insurance program for schools community colleges joint Powers Authority for workers compensation any members of the audience wishing to address a
213board on this it item seeing none I'll go ahead and bring it back to any questions or comments from the board truste fam yes I'll just you know because uh you know I think this is a great step in the right direction I I speak on this because you know uh one of the things that we dealt with was uh transportation in the cost in that the costs uh that are a part of transporting our kids which is insur insurance coverage for our buses and one of the things that you know in plaguing us was the inability to uh was uh rent buses from the East side Union High School District to releas some of the backlog because it wasn't suitable with our insurance carry at the time but you know after uh discussing with
214Mr Chang about this this is a you know uh although it's unfortunate that our barer decided to BR us the good thing about this is it's this is a lower cost plan that offers expanded coverage which does include you know for transportation purposes is the East Side Union High School District so this is a uh you know uh it's uh you know Finding you know a dime in a quarter under the sofa cushions at the same time you know reopening uh you know uh an available Transportation resource for our kids so I urge my colleagues to uh approve the resolution thank you any other questions or comments see none I'll go ahead and bring it to a vote all those in favor please show by raising your hand okay item passes unanimously moving on to
215item 803 second move to approve by vice president GTO second by trusty famam uh resolution 5324 2324 uh authorization to participate in the lower emission School Bus program um any presentation or no okay um any members of the audience wishing to to address the board on this item okay seeing none I'll go ahead and bring it back to the board any members of the board wishing to ask any questions or make any comments on this item all right seeing none I'll go ahead and open it up for a vote all those in favor of this item please show by raising your hand item passes unanimously moving on to item 901 approv quarterly report on Will's uniform complaints motion by trusty Chavez second by trusty famam um any members of the public wishing to address the
216board on this item seeing none any members of the board wishing to ask any questions or make any comments seeing none I'll go ahead and uh bring it up to a vote all those in favor please show by raising your hand item passes unanimously uh item 902 move move to approve by uh trusty fam and second by vice president GTO School sponsored field trip list uh any members of the audience wishing to address a board on this item 902 I'm sorry yeah we just finished 901 we 902 okay um all right any members of the audience wishing to address the board on this item seeing none bringing it back to the board any members of the board wishing to make any comments or ask any questions trusty famam B Voyage right have fun B Voyage
217enjoy okay uh go ahead and bring it up to a vote all those in me all those in favor of passing this item please show by raising your hand item passes unanimously all right item 903 uh Dr El yes thank you um this is our community schools update and I would like to invite Dr Ana artiguez director of uh social emotional learning to lead us in this presentation um on the Community Schools thank you welcome thank you good evening board president her Lera vice president kto esteemed board members uh superintendent Dr Alazan and alen Rock Community uh thank you so much for allowing me this time to come and give you an update uh about the Community Schools we've heard a lot of things this evening um and I'm hoping that this will bring a
218little bit more of the different field for the rest of this evening so I really want to start by reminding us of why we're here so we are always very intentional about our pictures these are our uh majority of this was taken uh at Chavez uh my babies are representing us I think pretty well uh and so again tonight what we're going to be talking about a little bit is going to be the infrastructure that we're looking to use for buildout with Community Schools talk to you about the timeline in terms of things that have been done in the direction we're going in and then also we could open for questions so Community Schools infrastructure so as we started uh doing this work in planning with the various School sites that were identified as well
219as with our partners from uh the Glenn price group uh some of the things that we had to put into place at the beginning uh first off obviously was the Community Asset mapping and GAP analysis because we wanted to make sure that as we move forward with Community Schools that we were moving forward with a solid plan to address some of the things within communities that were missing and that were really necessary uh also want to talk a little bit moving forward about learnings from the field uh in terms of Community Schools we wanted to look at what had been done historically already uh and so in terms of that piece we looked at four school districts one was San Francisco the other one was Campbell we also looked at Oakland and Hayward just to
220kind of inform the movement as we move forward uh and then wanted to talk a little bit about the care team uh it's going to be something that's going to be instituted not just with Community Schools but also with the wellness center infrastructure that's coming in and then last but certainly not least the integration and Alignment via the multi-tiered systems of support framework and so I wanted to start by talking a little bit about the service gaps that were identified when we did the Community Schools [Music] um when we did the community uh resource mapping excuse me and so when we did the community resource mapping what we did actually was we mapped out the entire District we looked to see what was available um within the areas that our schools reside in and what
221we found was that there were uh a lot of there was a lot of access to counseling there's a lot of access to like therapy and things of that nature where the gaps existed are what we've written up here so the first piece was Medical Care where this was the most uh where this had the most impact was specifically in the Mayfair area if you look at Mayfair and you're looking at Medical Care the closest medical care for them is actually either the East uh East Foothill clinics or uh Overfelt and for our Mayfair families a vast majority of our families are Walkers so if they're walking with children and there's inclement weather it starts to pose as a problem for them actually getting their kids to uh Medical Care the other issue that we
222found as we were doing this Gathering was that often times our families were also struggling with long wait times to get their children in by the time that they were able to get their children in uh for medical care oftentimes kids were already uh getting better right and so this was some of what we found in terms of the medical care piece the other thing that came up was application assistance for our families a lot of our families have not been able to take advantage of medical every every child in California actually regardless of documentation stat qualifies for medical but not all of our families were informed of that and the other piece of that is that we don't have someone within our district at this point in time that can do assistance with uh
223medical application process right and so that was one of the things that we also identified as a need we do have uh some folks that are well-versed and doing the victim witness within the SE Department uh and some of our respective school counselors uh but that is uh I think that's at that point that's where that sitting and then in terms of Cal fresh we don't have anyone that can support with that either the closest places that folks can go to would be Social Services uh like in the tul area as well as in the center area right uh the other piece that came up a lot um in terms of uh service Gap was around legal aid our families often have a hard time navigating and accessing uh supports for them uh around custody
224but a lot of what was really coming up was uh issues around immigration status uh immigration concerns Asylum applications uh and the other piece was protective orders for uh women and children that were victims of domestic violence and so in terms of Legal Aid at this point in time our SLS quadrant supervisors and the department are the folks that are doing the vast majority of that work with folks uh but the number are are increasing uh and so just again that would be the other thing that was identified uh emergency shelter and housing was another piece uh case management uh short-term case management was also identified as well as resource navigation again you know just a reminder that often times what our family is dealing with is they're dealing with systems that uh would present
225as being accessible but they're accessible if you know how to navigate them and they're accessible sometimes more so you know to folks that uh can speak the language and folks that can you know um navigate the systems a little bit easier and and a little bit a little more efficacy so the other piece yes can you just go back because you didn't talk about emergency shelter and housing so emergency shelter and housing uh what we found when we did that study is that we don't have a lot of support around it the majority of the support that we have is being able to get families connected with like emergency spaces at the motels uh giving them access to phone numbers in terms of shelters like we are doing that on the ground SLS uh quadrant
226supervisors andal is doing that um but between us that's about seven or eight people and the need is much higher as we've seen uh in terms of our families we have close to 200 families at this point in time that are unhoused um or D or doubled up in homes and so this is a growing concern for us just in general uh and a lot of times like I said what we've seen happening for our families is that um you know I can speak to one family specifically from hover Academy last year that spent the majority of last year in a motel and the motel is much really really far away from the school itself so there were issues that were leading to Chronic absenteeism because they couldn't get themselves to school in a timely
227manner because mom had to get on the bus with the older child and the younger child to get them to school so again these are some of the things that we've been looking at uh you know I'm going to say that uh I don't for us as we were doing this this wasn't a surprise in terms of the emergency shelter and housing I think the biggest learning lessons for us were particularly around legal aid uh and the lack of access to Medical Care in a consistent and and and like quicker like real time uh access okay so learnings from the field like we said as we were you know doing this research one of the things we were looking at is when we're looking at coordination because there is a real need for site coordination
228with this kind of work with Community Schools when we were looking at it there are different models that are being utilized so San Francisco Unified and Campbell unified actually took and built the internal infrastr Ure to be able to support this so they created coordination uh site personnel and with Oakland Unified and Hayward what they did was they contracted with Community Partners to provide Service Coordination okay uh and then we also look at some of the key areas of responsibility and the expertise that was going to be necessary for these folks that are incoming to support with the work and so uh what we saw as uh existing a need in terms of expertise would be about around advoc y leadership student family support service and design coordination uh and partnership development and retention the
229other piece that they would need to understand would be data Gathering and Analysis particularly when we're looking at asset mapping uh part of this work moving forward is going to be looking at the assets quarterly and then yearly to see what's grown and what we still need to be um identifying and building partnership around uh and then also they need to be able to do progress monitoring as we move forward there are a lot of data asks around uh this grant funding so talked a little bit about the care team uh and so the care team what we're looking at would be a weekly collaborative that would be uh different from uh what I think most people are familiar with like with mdts and msts is different in that what's going to happen is really
230focused look at stud students um and also with the focus look at students we're going to be looking at it with the ntss lens of looking at a a student and seeing what kind of support needs have been provided for them at the tier one level the tier two level and the tier three level so again we're going to be using data to help us identify where the gaps in support might be for the student whether it's academic Behavioral or social emotional uh to ensure that as we move forward with the student we're putting things into place that may have at that point that might actually be what the type of support that the student might need moving forward so this is still uh being shaped this again the care team is going to be
231something that goes across both wellness centers as well as Community Schools the other piece that we're using uh moving forward would be the interconnected systems framework as well as the multi-tier systems of support basically the interconnected systems framework is taking what we already have right so for example some of the Partnerships we already have in terms of mental health and supports would be with Alam Counseling Center with Gardner and other such agencies and so we'll be taking what's already in existence and building it into our tiered support system so that we can further identify what the other needs might be outside of that right uh the mtss for us is going to be a way for us uh to really begin to integrate and and do a deep alignment in terms of what services are
232necessary for students necessary for families as well as necessary for staff and this is our timeline so this is the work that we've been doing um started in 20 uh 21 2022 uh and what we've done is we invited Partners to the table uh and we built a community schools guiding Coalition so this partners partners at the table were District staff area members uh CSA CSA members as well we also had folks that were Community Partners from County Office of Education as well as uh Santa Clair County Behavioral Health uh and so we met uh and discussed what the needs might look like discuss how we were going to conduct the resource mapping and also brought the information back in terms of findings uh and we continued to have guiding Coalition meetings because we wanted
233to also work on identifying which schools we might write for in terms of the granted itself for Community School uh and so uh what we did from there was make contact with the site uh administrator and uh supported them with creating sight level teams we did the planning uh and we uh completed and turned in the application for 10 schools in total uh in January February of 2024 uh we did get um Dr El should can speak to this yeah we did get Prem preliminary notice that uh We've uh received um the funding the grant funding for Community Schools is preliminary because we're waiting for uh the budget meeting to see if the amount that we they told us we were going to be receiving is the we received so as soon as we get
234the gam which is the form that comes from uh the CDE and will make sure that we bring it to the board um and make sure that we have every thank you um and this is on as an update uh I'm going to go ahead and open it up for any members of the community wishing to make a comment or questions on this item okay see none I'm going to go ahead and bring it back to the board any members of the board wishing to ask any questions make comments uh trustee Flor Shelton thanks again congratulations on all the hard work and the award preliminary award well fingers crossed I just do have um that combination of this is where I get like the wellness ground the Community Schools grounds all starts blurring a little
235bit but this is given our budget W and I know you're trying to be upbeat and it's all very exciting but it it all gets back to the budget at the end of the day um the the you know grants are great until the end and we create an expectation we create Service delivery you know Lanes um you you know the the length of the Grant and how what is the sustainability of sure so I did you want me to speak to both the wellness center and the community school I mean they work together so there Wellness is there yeah I mean there there's a connection in terms of what we want to be able to do for children for families and for staff so there's that connection there but if we're looking at the
236wellness centers that the wellness center Grant is actually a two-year Grant right so it's going to be ending in 2026 uh the Community Schools is a five-year Grant and so that's going to be ending in too much math for my head about five years so uh so it's gonna be ending five years from now 29 oh my God or so so uh one of the one of the stipulations in the grant right was sustainability PLS and so one of the things that we talked about uh extensively was the fact that uh there's going to be some movement coming uh down the line through fee schedules uh and so one of the reasons that we're looking at clinicians specifically for the wellness center as a like kind of a jump off point is because clinicians uh
237if and when they work with students they'll actually be able to bill for it so that's one of the reasons we're looking at that um that's the reason we went in that direction because as we're building out supports for our children our family and our staff we want to also make sure we're creting creating a number of opportunities to sustain it moving forward um and so what we're looking at like I said is uh connected to that we also are looking at uh Ela Bop as another potential way to generate funding to maintain positions maintain these positions specifically um uh and so those were two of the the sustainable fundings that we're looking at right now we are also I'm also working with um Valley Health Plan or Valley Family Santa CL Family Health Plan
238I'm also working with them to get a better understanding of what's coming down the road in terms of enhanced Care Management as well as Wellness coaches to see if there's some capacity there as well um so at this point in time you know we are continuously doing research and trying to get an understanding of how we can do this moving forward um I just I just think we have to be extra super mindful of you know we can get blinded by the shiny you know Grant thing that's blending in our lap but we have to be really um like back to the hard decisions of but it sounds like you've got paths that are you know legit um uh and the wellness fund is is more I think it's more it could be more tricky
239if given what I've read so the Fe schedule yeah yeah wait till that and then just my other comment so thanks for um elaborating on the emergency shelter and housing because I know there was another you brought up one example and there's another example when Dr um alazon alerted us like she does about you know police actions on a campus and that you know I dug in a little bit just to see you know how um I dug in a little bit only to find out right un you know restraining order unhoused not just unhoused but um Mom and children living in a trailer right and then you go to try to find family shelter there is a 500 person waiting list for the family shelters in the county um and so I just think
240that Alam Rock has shown a really amazing collaborative spirit and if we thought every problem was for somebody else to solve right we probably wouldn't have the Chavez Early Learning Center we wouldn't have kadango on our um campuses right so um I think we're bigger and better than that in terms of how we step into and try to support our family's struggle um and that it's not somebody else to solve it so you guys are doing great work and I'm appreciate and excited about Community Schools thank you any other comments trusty Chavez I just want to thank you for all the work that um you do and I was just thinking on the presentation where was all this when I was raising my kids i' gotta use some of this Services thank you vice president
241GTO thank you for the uh thorough presentation and also thank you for the for being able to step up and and and say look this is beyond the scope of what we can do because it would be great to say we can handle everything at the end of the day we w we would wind up failing and failing all those folks are in the highest need and so I very much appreciate staff's ability to turn back and say yeah it's not there because we can't handle it and it's not within our our the scope of the things that we can we can do we can do a lot we do a lot um you know heard of the great stories of people getting out there and staff going out and providing those cards that allow
242people to get into emergency housing and that's probably what is within our capacity we're not funded to go out there and solve the housing crisis that's been created by other agencies and so it's not I I appreciate your ability to stand there and say yeah we do what we can we what we have what we're budgeted for so very much appreciate that um if the county handed over all their homeless money then maybe we could take on and create an entire division to do that if the city handed over other resources that they've dedicated to to to resolving the hom PR which is significant it's a mass amount of money that they spend um then maybe we could do that but it's not within our Capal so thank you for all the work you do
243thank uh truste fam okay thank you thank you to uh you know I think that you know at the end of it uh what is it uh there are a lot of things sometimes we have to solve before we have success in the classroom right our kids deal with a lot of things in their home lives family lives that uh we may not be able to solve everything but I think that you know Community Schools is a a good step in alleviating some of the issues that have that have to be handled before a child is mentally ready for Hospital right so I think and in a sense I'm hopeful that you know through this grant you know we have an opportunity to show you know what's this District can do right but we can
244offer to this community and you know hopefully get the you know hope our families can reinvest in this district for the future right if we have a working model of something you know we you know we certainly get get parents and older kids back here so we can kind of continue that model so I you know thank you and thank the department for kind of putting this together and finding some you know finding another way to you know to offer something new to our community so that this community wants to come back to our school thank you yes thank you again I mean I know I got to talk to you individually um but you know Superstars I I I think in these past one month and maybe one month two months just uh you
245know work that um Dr alasan you know and um ana you thank you for uh Dr artigas for um seeing beyond our square right like you've all been doing already an amazing job but it's like how can we collaborate more and ensure that our children are able to sit in the classroom and meet you know listen to a teacher and meet what we want them to do right um the needs of of getting their grades up and just being successful in the future and so uh looking at all the needs and not just looking at it and dealing with it in your day-to-day job because you're doing a amazing job but then going above and beyond and looking for additional um monies and filling out the uh uh the contracts and um I mean you
246know the meetings that you've had for years already preparing for this moment um just thank you for going above and beyond for our families here in alumrock um and you know as a probation officer my dream again and I'll say it over and over is that there's no more crimes being committed by youth um because that's who I work with right now and it's this the work that you're doing that's going to support that and prevent our children from going in that direction but going and accomplishing their dreams and goals um and you know uh I get it like we're not here to you know take on the cities or the counties and how can we bring them in so that we can better support our children and our families that are you know uh
247dealing with these issues that are affecting them from being able to just sit in a classroom and learn um and so I'm just excited you know um so thank you although you know that gloominess and darkness is there but you know with um leaders like you I know that we'll be able to like move forward and you know look back and say okay you know we needed um leaders like us right to have these hard discussions to make us think a little bit um and to just show that you know it's it's it's not for the paycheck none of us would be here um but it's for a better alen Lu um and knowing that you know if we push ourselves and each other more that we have enough we have enough resources and services
248and we push our electeds ourselves as electeds and others to say hey these are our issues what can we do together and so thank you um and you know as your board president know that I'm you know already like okay how could I push myself more you know so it's that reflection so thank you again and um yeah thank you for bringing some light into the darkness here a little bit um and if I we don't have any other comments or question questions we'll go ahead and move on to item thank you so much dras for your report um moving on to item 904 aado State travel moved uh by vice president GTO second by trusty Chavez for uh travel for elementary construing meaning leadership seminars to Salem Oregan for Alisia Myers Kylie uh Kelly
249silia from syvia Cassel Tiffany Domingo from Sil Cassel Kelly Jay from silia Cassel Jennifer Alder from academic Services an estimated cost to attend a conference and all travelable expenses um of $18,000 um all right any members of the public wishing to address the board on this item right seeing none any questions or comments from the board uh trustee Travis that I'll ask what the other is where where it says meals other and total cost but if you can have a breakdown like this because um this is not including meals correct so it's actually not uh 18,000 it's going to run more depending if they're goingn on the same scale it's going to run more they're going to be days 5 days is plat it's going to be an actual seven days coming and going so
250it's going to be closer to 20,240 what I estimated if the cost of the meals is the regular that get yeah trust thank you trusty Chavez um on the agenda item it is all inclusive of travel expenses but I would like to have assistant Su uh superintendent Campbell uh give you the breakdown that you're asking for so for uh item 9.4 and 9.5 both of these are some of our sites taking teams to become trainers of trainers so that they can do the individual training at their sites um constructing meaning is something that we've been working on slowly uh as a district and it's integrated ELD that supports m in G in general our long-term Els but it really is language skills that and language strategies that support all our students the difference that some
251of the differences that you see and um is that when they submit this to me to turn into the board we get a we we do a general estimate you can with the travel the hotel costs and so and if they have to rent a car we don't have the final numbers on those because we can't buy those until we have gotten the approval so some of the differences are that one of the other differences between one of the schools and the other is at the elementary site they didn't need to purchase the handbooks for the teachers because they already had them but at the middle school they needed to purchase the handbooks which is the other and in Middle School in the Middle School secondary piece they have to purchase additional modules if for
252science for social studies for reading for math so there's different variations around that both of these are kind of the max of where they would be again it's very hard to give the exact amount we know the cost of the training is 3,000 per person but that's going to come back to us because they will be able to train all their staff at their site and that's something that because of of this you know when there's subs and everything it's hard to have the release time for teachers so this can be training at their sites and they could also buddy up with another site to be able to provide that training too I was gonna yeah ask um to maybe partner up maybe with another school district and have and maybe bring them here would
253it be more cost effective that would so we do bring constructing meaning in to a site but the trainer of trainer one is very particular to become we do trainings for our teachers here we've done two different um five day sessions on Saturdays that Miss Rosales has run we've had had um one five-day training that we've done and had our teachers released one teacher from every site but again it's it we're just trying to build that capacity slowly across the district because these strategies really support language development for all our students it's academic vocabulary it's learning it's content specific vocabulary and strategies that are going to help our kids be able to share and explain their reasoning when it comes to what they're learning and and their answers and I I duly noted about the
254breakdown specific for for next time for each one yeah thank now I know what other Jesse FL Shelton thank you um yeah supportive of of trainings and PD I'm I'd be more interested in when we approve these is to know what's the training budget and what room and like you know leave the rest up to you all but you know do we have an annual training budget so um last year we approved our educator Effectiveness Grant which is training standards standards align training and it's a it's a grant that goes through 2026 so we have a significant training budget for that we also in our lcap have a specific training budget for long-term els for professional development to support our long terms we also have title two funds which is specific training for teachers and
255principles that work directly with students so yes we do have a significant professional development budget that we we fortunately do have to be able to provide these opportunities and I and thank you for that and I think that's like the kind of transparency and sort of letting everybody know this doesn't come out of the fund that pays for a teacher it come it's like it set aside and and I'll just say after being here like a year I feel like we get a lot of the like detail but like we're the board like we're we don't need I don't know I don't think we're here to get into like the nitty-gritty of is constructing meaning you know should you spend 30,000 it's like it's more of we have a fund we're using the fund you
256know and we've got plenty of money related that or I I don't know I just think these are those kind of things that I've seen now where like I get it and I'm supportive of it but I I don't feel like we're we're giving the the policy level information that we need to to make a thank you but we do um we do have the funds wouldn't be aing bringing it forward if we uh trusty TR but it's where the funds are yes and they're they're all Grant monies yes I'm glad she asked that a question because um I'm sure anything is going to include the learning but I also wanted to know have we at the end of the year maxed out that budget and or have money on the I'm always wondering that
257money for certain things the the educator Effectiveness Grant is money that again is through 2024 and 2026 and if we don't spend whatever and and again we presented the plan and we kind of allocated a certain amount for each element and if we don't spend it all it carries over to the next year so our goal is to try to use all of it as we as we can until 2026 because professional development is very important so that we support our teachers thank you all right see any other questions vice president yeah uh no very much supported the efforts to give that updated training that uh uh teachers need it's not like you just get out of your teaching school and you're going to BR in all that life goes on M on you new
258strategy and so I think a work well investment and very supportive and I thank you for the information that you provided us um I that it's obviously really nice breakdown on next one but I do I think there's good information appreciate with that thank you all right now any other questions or comments we'll go ahead and bring it to uh vote all those in favor please show by raising your hand item passes unanimously moving on to item 905 motion by trusty Travis second by trusty Flor Shelton um approved by of State travel Ms constructing meaning leadership seminar Salem Oregon for all those listed members um estimated cost to attend conference and all travel expenses total is 3,793 all right I'm going to go ahead and open it up for any public comment any members of

261layoff cified employees due to lack of work and or lack of funds um any members of the audience wishing to add address the board on this item seeing none any members of the board wishing to um address this item questions or comments trusty F question Mr we approve a resolution of this to this extent back in February I met the board yes thank you for the question trusty fam yes the board did on February 8th and and certain there's a process to this and and it's rooted in Ed codee and it's rooted in the collective bargaining agreement so um the new classified rules are that we have to follow very similar process than we do for for Te for certificated folks um so on February 8th you approved a resolution so we can notice employees
262that we're eliminating these positions um but Ed cook calls for them to have an opportunity to request a hearing which no one did and that's included in this resolution so no employee requested a hearing there's also bumping a bumping process so certainly employees that are in these affected positions and and to remind you these are categorically funded uh positions that the money is running out this year so we cannot continue with these positions these are classified 4our Paris so once we go through the bumping and and certainly some of the employees affected chose to bump into their old positions because those positions still exist now we have a final list of the actual people that's why you have employee ID numbers there that are going to be laid off as a result of the resolution
263being did in February so that is why weing bring it back to you because now you authorize us to give notices to those specific employees to complete the process any other questions or comments okay see none we'll go ahead and bring it to the vote all those in favor of this item please show by raising your hand uh if we can raise I think I saw trusty Chavez trusty Flor Shelton vice president GTO uh myself and uh all those U who both no please show by raising your hand all those who obstain please show by raising your hand all right trusty fam abstaining motion passes um all right so item 10 of4 uh we are moving to approve by vice president GTO and second by trusty Chavez and this is to receive the Teamsters Local

269new okay so this is the um same price another year increase I don't yeah the the the price is pretty consistent from one year to another okay thank you vice president GTO um my question is uh we have been having like a bunch of Breakin and blood all over the place contining breaking in have we seen with v alarm are better like keeping away those criminals that are breaking into our facilities or so I remember that we were with somebody else you need to have we gotten a better better protection of our sit yeah you know what we we have seen a a decrease in activities um in terms of vandalism um and I think most of it is attributed to all the cameras that we've been installing and so yeah it's it's actually been
270uh uh serving as a deterrent and also providing us with images to follow up on certain certain cases so um I think it's a combination of both yeah um trusty FL Shelton um who monitors the cameras this this is a rabbit ble for [Laughter] I'd love to learn more yes so the cameras we give them we give access to all the site principles at the school sit to monitor them um they get alerts um they can check if they want um but you know those are really really meant to record activities that are going on that we need to follow up we don't have right now A call down feature where we have at certain areas in our uh school facilities for example in the MLT area we have have um a cameras that detects
271any um activi going on and then someone can jump on the call itself and to let them know that they're not they don't belong in the premise and they need to leave um unfortunately we don't have those features for every camera that we have um but yeah those those are meant for really just recording images and following up on certain issues thanks and the next tour trusty floor shelter you get to look at the camera you're so interesting that's great okay any other questions or comments all right uh seeing them we'll go ahe and bring it okay vice president the camer were insted brought forward as a policy to allow the district or staff to put them up I remember we did it a while ago like a couple days ago yes yeah and so

280uh filling out the Yow sheets thank you so much all right um any other questions or comments from the board seeing them we'll go ahead and bring it to a vote all those in favor of this item please show by raising your hand item passed unanimously um item million motion by vice president GTO second second by trusty FL Shelton um any members of the public wishing to address the board on this item seeing none any members of the board wishing to ask any questions or comments on this item trust Chavez I'm GNA ask Tony Colona director special IED to come up and answer that for you thank you yeah the difference is just throughout the year we've had to increase in number of Behavior Texs we've had to contract with so with this agency this
281closes them out and then this is an agency we won't be using next year in an effort to save costs and consolidate using less agencies but it's just increase in the number and our inability you know to hire District employees thank you uh Jesse FL Shelton the the per conversation I feel like we've had this kind of a few times and just trying to see if there's any you know um what do we call that economies of scale or something like if other dist are other districts having luck is this just a affordability issue definitely throughout the state of California um and other it's you know even the County office which has a lot higher salary scale than us they're having trouble filling positions um we have a lot of openings I can't speak to
282the number of openings that other districts have but I do know that all the districts to my knowledge do utilize staffing agencies to fill the gaps and where are the staffing agencies hiring these people from you know they have recruiters all over the state and they're constantly recruiting and they do their in-house training and then they're able to pay because they're not their pay structure is a bit different and that they don't those PE there's benefits involved that you're not necessarily getting if you work for a staffing agency so their level of pay can be higher and there's less extra costs involved with them then they charge us premium yeah premium to get them so and the quality is you know I wouldn't say I'd say the quality depending we have some that we staff
283for that are called registered Behavior technicians they're trained they're licensed and they're overseen by a bcba we usually get those due to settlement agreements through the IEP press Behavior techs they do go through a 40-hour training that's what we mostly get they go through a 40h hour training but I wouldn't say the quality is um necessarily better than who we get we have had a couple job fairs and we've gotten people but there's a lot of competition there's 32 districts and Santa CLA all buying for same um Workforce and yeah it's a challenge okay thank youy Travis 2019 where we um committed some of the hours for Paris is are they still at four or six no they're currently at five which makes them still part-time employees and that is another difference with staffing agencies
284is you they want six hours so and five makes them part-time which does impact their cost of their benefits for our employees so but but what I'm also thinking should we go back to six to start retaining more because I the on that I see always on the you know on quit list is the Paris yeah that is you know definitely a conversation to be had but when you raise six hours there's additional cost and that benefits the cost of benefits and it wouldn't just be my assumption is that the bargaining units would want to look at throughout their unit rather than just Paris I'm not sure that they' consider an increase just for one section you probably would be a domino effect in the but definitely something that's worth looking into and we won't
285negotiate we do also you I just want to add too that we do all One impact of going to six hours is our currently we utilize our five hour Paras for an additional hour of Campus due okay so if which are very hard positions to fill for one hour so if we did raise six hours that would be something we'd have to problem solve is then who is going to do campus Duty since there wouldn't be enough hours in the day for them to also take that position trust you FL so is this worthy of and I don't know what like is this worthy of like a classification study or I don't know what the that I'm gonna have to your go I don't know if that's the right word but how can we study
286this yeah I mean certainly we can we can get some help on getting comps and and seeing the you know the hours the the pay but I think to to Tony's point I'm I'm where I where I came from the the sped pars were were paid for six hours and certainly that is an issue and and it is a trend that sometimes we hire folks and they realize they can get more hours at a different district and and certainly that that that has an effect and it's a really it's it's a sped pair of twos which are in the most challenging positions and that's really really hard work and and if they can get more hours certainly a lot of our folks do that um but there's also been some of the contractors that we've
287lured away from them and they've become our employees so it's kind of kind of a given take in some cases but but it is true it's the highest turnover as soon as we hire them um we lose them U we've had a couple of different Saturday our own classified fairs we had one Saturday a couple Saturdays one after one in the afternoon uh we've gone to the county so we've been it's an ongoing process but it seems like the minute we hired 10 then we have that that many leave us for various reasons but it is an ongoing problem wherever we go what's the so I'm a Pera and I want to go to the next one what's the lad for a Pera here I mean there's different been working for a school district there's
288different position and some of them do uh seek to get more hours or move up in into other positions Community the aison I mean there's there's a bunch of some of them moved into the business office you know for the teachers we have a you that their degree the county offers incentives to for par professionals to get bachelors and then they have their in-house credentialing program so we have teachers that have been par of okay um I guess it's it's the whether I don't know if the classification stud is needed or if it's analysis of what's more costly right digging in and fixing the systemic par issues versus these premium AG yes yeah because I don't know you know how much more it costing is but it sounds like it's a lot 45 okay times
289what I don't know and what is the usual starting pay of a in our district so a one is a little bit more than $21 an hour and a pair of two is a little bit above $22 an hour there's also probationary period where they get a less amount that has been challenged when you see I mean looking around at you know other businesses in the community yeah that it's been a challenge thank you so much any other questions or comments all right see now we'll go ahead and bring it to a vote all those in favor please show by raising your hand all right Adam passes unanimously I'm looking at the time and obviously we're going to need to extend it um we'll soon pass the consent calendar and things like that and go

291medical needs our diabetic students but um also accounting for summer school the first weeks of summer school that we're planning in this increase um and we have do have an increased number of students so new students have added on Med year into the the count I also wanted to ask a question I think um I spoke to um dr1 um could we maybe incentivize the ones that we have there to take I guess course or program to be able to administer the um the other things that the that that they can't do right now from what we understand under CCA trusty Chavez the health assistance that we currently have um we need to volunteer for that type of training we cannot uh make it mandatory oh I mean by incentivize I mean if you take
292this training we'll give you this much money because money motivates Bas so um if we do that can we get them qualified so that we're not spending double we would have to take a look I mean it go back to what um Mr Colona was saying if we do it for one um right we would have to take a look at others and I'm going to also ask Mr Taro to add to that yeah I I in my past districts um certain medical can medical things that they have to attend to have can be collectively bargained so something like that there could be anou in theory that would be between the district and and the bargaining unit uh to provide a stien of some sort but but I think that what in my past experience
293the voluntary piece is very important to the bargaining units it may also be an ed code I can't remember it's been a few years since I've done it but it's always been they can take this style but they can always say they're not going to do it anymore and then that leaves us in a bind because we need to have that available when we need it because some life-threatening conditions can happen and we have to have somebody absolutely do it so it's very challenging thank you I also want to add trusty Chavez regarding the specific procedures that they are administering um you know just to liability that comes to um providing the insulin to students um and also other procedures that they provide for our like if students if they have a really bad episode
294um you know the procedure itself is very specialized so but thank you thank you any other questions or comments from the board all right thank you Mr Ado um we'll go ahead and bring it to a vote all those in favor of this item please show by raising your hand item passes unanimously all right consent calendar um items 1301 through 13311 and then we pulled 1312 and Dr alasan will speak specifically on that uh but we'll include 13113 U 1301 to 133 trusty Chavez uh motion and second by trusty fam um all right we'll go ahead and open it up for public comment at this time any members of the public wishing to address the board on these items all right seeing none we'll go ahead and bring it back to the board any questions
295or comments from the board uh trusty just one quick one under 1311 I see that we have a $7,500 contract for a Capital Finance group to provide a developer fee justification study uh I'm glad you know wanted to highlight you know glad that we're making you know something that I'm I've been pushing for for a while uh even though you know $7,500 contract I think that uh this paves the way for uh improving our Revenue it's a you know a i a small investment that uh well you know based upon uh the rates the rates of the I mean the developer fee rates having been set a decade ago I think that this is a small investment that can yield uh a good siiz dividend so I you know urge my colleagues to support it
296thank you any other questions or comments see now we'll go ahead and bring it to the vote all those in favor please show by raising your hand item pass unanimously all right item 1312 Dr Alon okay thank you uh board president so there is one of Theus that I am pulling which is theou with the office of Senator Dave Cory um regarding the transportation of um our students to participate in the 21st annual Sacramento bus trip uh for Education we will no longer need thatou um we will be transporting our students um in house versus um through Senator Dave cor's office um due to logistic um logistical uh items that we were not able to um meet at the time okay um motion to so there is no motion because it just D okay actually
