009Herrera and hello and happy and Frank happy day I'm this letter that sent to the aan atanta Community uh it's dat October 5th 2023 and signed by the superintendent I want to make two points about this letter today one is that it says the board took action to dismiss a school administrator after the administrator would do their request for a hearing and no longer contest the charges against them I'd like the public to know that it was not about not wanting to contest it's about running out of money Miss Lita gutieres had already spent over $50,000 of her own money contesting the charges and to this day she's believes that she is not deserving of this dismissal so I want that corrected in terms I want folks to know and I think it's actually closer

010to $70,000 now I don't believe you know it's out of your own pocket so please be aware of that and secondly I just want to take some issue with some of this the language use here immoral conduct dishonesty I would like the district to consider releasing the charges releasing I'm sure misss would not mind if anybody or anybody found out why the district is using this language about her conduct dishonesty She's Not Afraid of the truth I'm asking District please consider releasing more donation so the public can understand why you chose to use this language about a wonderful woman a former f farm worker a former migrant who is now a professional thank you so much for your time okay thank you good evening my name is Lonnie lens I am a teacher at aptitude

011Academy um I believe the board members I wrote you guys all an email last year after I saw at the board meeting that you were talking about closing our Middle School at aptitude and I was quite upset about it first thing I was upset about was that most of the things that were said during the meeting to you guys to try and get our school closed or lies and that really bothered me I don't I don't mind if they're if the school is going to be closed because of actual reasons but the fact of the matter is is that they kind of tried to drag us through the mud to make it look like we didn't know what we were talking about or that we had known through School site Council for all of these

012years and I wish I could bring you the proof of School site Council means unfortunately our last couple principles have been unceremoniously let go and with that their do their ownership of documents are no longer available to us but I've been on School site Council for the last seven years and anytime that the topic of getting rid of our Charter came up we voted it down the parents voted it down nobody wanted to get rid of our Charter nobody has been wanting to get rid of our school as a matter of fact even though we're not on tonight on the agenda we want to make sure that you guys know that we are going to be here at meetings showing up to let you know that nobody wants to shut down the middle school at

013aptitude if we think it's a money-saving issue I guarantee you that the amount of students you're going to lose from the district alone will will more than offset that of the students that I've talked to just in parent teacher conferences we're talking about 20 to 25 students who will just move to a different District or take their kids to Charter right out of the gate I don't know exactly how much each student is worth but but I also know that most of those families have multiple children in our school so that's going to be multiple students lost I don't believe that this is really anything other than some Grudge that's been there for 10 years like that's the reason why we had the charter to begin with because they try to shut us down they're

014going to continue to try and shut us down we're going to continue to fight against it and we hope that as a board you guys will look at all the facts and not some of the fake things that have been said for instance we have 153 students not 70 just in our middle school thank you hello uh my name is Ruby Arias I'm a parent a voter a student abcat I'm here to address the possible closure of aptitud Middle School um my son is a current um seventh grader and um many families um has chosen to attend aptitud middle school because it's an excellent school not because of the education but the kids feel like it's a safe environment um parents weren't aware of nothing until three weeks ago that Dr Bower she attended a

015teachers um meeting um and I don't think it's fair that none of us parents as parents um we get like the say the disclosure um I think it's going to really affect the mental health of each student because every kid that actually that already knows about this um they feel anxious I have my knees right there my son didn't come but um I think it's really going to affect them it's really going to affect them their growth because they're they're going to have to be put into like a new school like just if they're they've been in that school since 7 uh since kindergarten and they're just going to have to like be thrown into a new environment it's going to really affect them and that's what I got to say thank you Dr B

016and Trust I'm here again tonight um I was here last board meeting um asking for what is the plan that the district has in place for um teachers when they're harassed or uh their classes disrupted um in their work environment um I'm really happy that a letter went out with Ed code regarding what their parents are not allowed to do um but I would like to know the steps that are taken if at code is violated what what what is the district doing to protect the teachers to feel safe in your work environment thank you thank you okay seeing no further public comment I'll move on to part three special presentations uh item 3.01 the importance of bicycle safety so uh it was not supposed to be a fullon presentation but um nevertheless if you

017want to have a presentation um I it was supposed to be a discussion amongst the board regarding um uh a uh issues with regard to bicycle safety it's uh understood that the city encourages kids to ride their bikes and are you GNA take back County um obviously demon a healthy way of getting kids to and from school rather than writing cards um and however the issue results when children are being told to ride their bikes and yet figure out what to do with their helmets and the helmet has to be used if a child is going to ride their bike um and so what I'm bringing to the board for its consideration is part is a conversation about the importance of developing a very very affordable regular strategy for each of our sites to have

018a safe place where children can put their helmets away they're not stolen they're not vandalized uh some kids are leaving it hanging on the uh and you know lock to their bikes when it rains they get all mildewy um and so I'm asking the board to consider asking directing the administration to come back with the plan we're not talking about spending tons of money out of the bond program to build the lockers or anything like that something very affordable something very very common sense a location that's easily accessible for all children uh where they can place their helmets because they need it in order to be able to ride their bikes and so um um I'm asking uh for the board's consideration obviously this not for action but if um the board is amendable we

019would be able to let the uh make our um position known individually uh to the to the administration Dr Bower and see if we can get back a plan the strategy of some sort like I said I'm not looking to dig into the bond program and take out you know gazillion dollars just for this I think there's easy strategies of some sort of a um sh a system of some sort is Affordable um in a location that's accessible for the kids um before and after school where they can drop off their helmets they can ride the back safely and so that's uh those are my comments I I hope that my colleagues will be able to chime in and see if that's something that you would be a minimum treat thank you I see chusty

020Chavez I remember asking Dr b a couple years ago um when I met with one of the persons that they do the Walk and Roll program and in barasa they're doing it have been doing it for many years maybe it'd be um uh good to reach out to them and see what best practices are and what was more economical for them with the helmet situation and if we can also bring the Walk and Roll program here because it's the officers that come and do it free and educate the kids on how and what they should do when they're riding a bike because let's face it I don't know if you guys used to ride your bikes like I used to but um we weren't always the safest ones on the road so that would be

021good if we can get them here at no cost thank you so with that I been yeah yes trusty CL thank you trusty canetto for bringing this up because I do think about 10 years ago we had rock and roll at Linda Vista ctin and other places and you bring up a good a gap right that we need to address so I'm sure um the Department of Transportation at the city or the other school districts would have those best practices um and I think it's also about you know I think you raised all the challenges that I think we could address at a lowc cost level so great idea so with that said uh there's a presentation so did you want the presentation or do you we it's it was prepared but it you know

022for the sake of discussion you know I I understand you you did not ask for a presentation yeah no no I I I I apologize I I phrase it wrong and you you had the you you the work was already being done by the time I I realized um that it wasn't true WR so but it was it's um it's good information and and so appreciate it but rather because I know we got a lot a heavy agenda so unless anybody you know I'm sure we we'll we can just send it to you and post it on our website definitely it was just a very cursory of what what happened and so that you guys could identify the Deltas you mentioned the helmets we're looking into that already and can I and I I would

023love to learn more about the rock and roll because it wasn't in place when I came in and I know um it was and so you know maybe understand include the rock and roll yeah thank you yeah and I would just say Vision zero right I mean we have tragedies on our streets and so just anything about pedestrian safety um things that we can get out to the automobile driving Community about best practices because we just have tragedies left and right and it's we all have a role to play in that so I'd love for us to to figure out how we can just get the message out to our whole Community yeah thank you okay yes so thank you uh trusty flon we are already talking to Vision zero as well we're going to

024roll out a number of banners we have repair our own Alum Rock banners you have seen them around our schools but just to remind parents to slow down that's a small contribution to the bigger picture but definitely we're already talking to Vision z a frames as well I've seen yes around the school okay very well uh so with that that again the discussion was for information only we'll move on to item 3.02 before we move uh so should we expect to hear an update on this um Maybe by January would that work for the January for meeting sounds good so with that we move to item 3.2 presentation on resolution number 20-23 24 Ruby Bridges walk to school day wa just it's not on thank you for your P good evening board president fam trustees

025superintendent bow staff and Community my name is Katie Wyatt and I have the incredible opportunity to serve as a diversity equity and inclusion coordinator thank you for the opportunity to take a few minutes to share with the board and our community some background on the why that we would like to honor Ruby Bridge's walk to school day and ask to pass resolution number 20-23 it's not changing friend oh I see I see okay perfect thank you can we get can I offer a motion before the presentation that we pass the resolution second I don't know we're on that item no no no not yet after although I app app love the enthusiasm well friends I I thought it appropriate for us to begin by actually hearing Ruby Bridges speak on her life experiences herself so

026we will watch just a minute and a half of a blip of her speaking because looking at her listening to her is really striking it's striking how young she is it's striking how she's in color the black and white images that we are fed about the Civil Rights time period is done with great purpose forcing the on look at a feel that these events were so long ago another time another place and that these problems are far away and gone but when we experience her as she is today we realize that this happened just yesterday and if we don't make a lot of noise about the effects that it's still having on us all today the problems will continue to not only exist but grow so this is why we pause to honor and walk

027to school trying to think in her shoes and see through her eyes and I hope the video will play but it looks like potentially it's not going to work oh I see well that is a missed opportunity that would have been very powerful at least we can pause and look at her she's young this was yesterday today so I'm gonna ask us could just take a brief history walk with me together so that we can build the context of our why for seeking approval of this resolution on May 17th 1954 the US Supreme Court Justice Earl Warren delivered the unanimous ruling in the landmark civil case civil rights case Brown versus Board of Education of Topeka Kansas State sanctioned segregation of public schools was finally found to be in violation of the 14th Amendment and

028was therefore unconstitutional so this brings us now to Ruby Bridges and her place and helping to rectify this Injustice like Ruby so she attended a segregated kindergarten in 1959 and then in the in early 1960 briges was one of six black children in New Orleans to pass a test that was given to determine whether or not these black children could go to the all-white William France Elementary School two of the six children decided to stay at their own School Bridges went to France all by herself and the other three children were transferred to another all-white school all four six-year-old girls were escorted by Federal Marshals during their first day no matter what school they were attending in the following days of that year Federal Marshals continued to have to escort them each and every day

029so this image portrays her first day in attending that school escorted by those four Federal Marshals upon arrival parents all the parents pulled all of their white children from attending class and Ru spent the entire day in the principal's office alone so not only were the classrooms void of the students but all of the teachers also refused to teach while a black child was simply enrolled in your school the only person to agree to teach Ruby was Barbara Henry barara Henry had moved down from Boston Massachusetts just for this cause and for over a year Henry taught her alone as if she was teaching a whole class every day when Ruby went to school she was greeted with a screaming mob of protesters which was the very cause for the president of the United States

030to send those US Marshals to escort her each and every day people went so far as to threaten to poison her to kill her for just trying to go to school one woman even put a black baby doll inside a coffin just to frighten Ruby as the year on Ruby had trouble sleeping and started having trouble eating during lunchtime Ruby wouldn't eat anything but chips and soda since it was prepackaged her psychiatrist Dr K had said that that was probably because the threats that she received about being poisoned but thankfully by the end of the year Ruby's appetite finally returned so I wanted to take one moment to share a realization that I personally had while I Was preparing these very materials for this very moment this moment for me encapsulates the exact type of

031teaching and learning that I am so hoping to expand and grow as we embark on reworking our history instruction together as well as in how we're going to be building our ethnic studies program and design uh materials see I've been completely obsessed with learning about R Bridges especially because bab H is from my hometown of Boston since I was about 10 years old and I have read a sentence much like this one a thousand times over the sentence would read the school district created entrance exams for African-American students to see whether they could compete academically at an all-white school end quote so I never paused until this past week when I read that part before to see whether they could compete at an all-white school hold on I just accepted this as part of the

032narrative without question for 35 years reading looking listening and watching text closely with a sharpened lens focused in on catching and paying attention to dissect those nuances such as this in order to then unpack the deep meaning behind it is exactly what we are hoping to grow in our own students to never just accept what is given to you in an image a video a sound bite or a text but to consider and examine who isn't isn't there what isn't isn't shared whose perspective is and isn't said our students they have been subject to being forced to try and Achieve and Thrive within racist systems their entire lives from standardized assessments written from a lens and experience different from their own to materials and pedagogy designed by people who have never walked day issues and

033it is time that we dedicate to work hard and ingrain within these students the Knowledge and Skills necessary for them to question to pause to push back and and to strengthen how to rise above so I will close by sharing that prior to the anniversary of Ruby Bridge's historic walk pupils and staff and teachers are encouraged to participate in activities that highlight Ruby Bridges story lift student voice build tolerance and celebrate diversity within our schools and additionally on November 14th the actual anniversary next Tuesday pupil staff and teach will honor Miss Bridges and the courage that she carried to walk through the doors of William France Elementary School in 1960 by gathering before school begins people are asked to line up walk through the school's Gates show their support by wearing purple that day and

034carrying their lunchbox in hand if they have well teacher staff and families will welcome the students with words of love and encouragement to start the day may we continue to always build tolerance understanding acceptance and respect GR our fellow humans so that we can ensure that history is never forgotten nor repeated so in preparation for the day a choice Board of lesson plans and resources for classroom instruction are linked here within the slide deck and have been sent out to all staff across the district each school will be receiving two gorgeous copies of children's books to enjoy reading with the children both of them are authored by Ruby bues herself and before I end if I may add just one quick personal note I have to share that being the mother of two black boys

035in public schools in San Jose I had the pleasure of watching my third grader come home yesterday Kellen came bursting through the door screaming at me with the biggest smile ever we're celebrating brid block to school day at school next tu and I can't even believe it and then he told me my mestra told us today and nobody else in the class knew that she was talking about so I got to teach the whole class what you had taught me Mommy and so this is why we do what we do here in the Rock I'm honored to serve with all of you thank you all right thank you so much Miss Wyatt so with that I'll open to uh what it the public comment on 3.02 good evening superintendent Bower board president fam trustees and

036Allen Rock Community I speak tonight in honor of Ruby Bridges American activist who at age six became the youngest of a group of African-American students to integrate schools in the American South Lindale Elementary began acknowledging the walk to Freedom Day last November which commemorates the escorted walk Miss bridges made at her Elementary School in New Orleans on November 14th 1960 I'm grateful that upon request District leadership will consider a resolution to implement the walk to Freedom Day districtwide once again I implore District leaders faculty and staff to renew its commitment to African-American students Educators and families and July of 2020 Alam Rock bro passed resolution 41-1 1920 which decreed that black lives matter African-American employees and students are less than 1% of the demographic here in society African-Americans are routinely on the receiving end of

037racism and discrimination examples of everyday discrimination include been treated with less courtesy and respect on others being perceived as dishonest or criminals African-Americans are called called names subjected to racist tropes in the media and treated as inferior to others we must be committed to being anti-racist in our roles as Educators to erase the underlying racism and white privilege that exists in school institutions I challenge all USD leadership to be intentional about recruiting and retaining black Educators and administrators being intentional about creating spaces where African-American staff and students can bring their whole authentic cells and be intentional about decolonizing the curriculum which erases the impact and contributions of ethnic minority groups thank you for listening as I seek to end racism in our schools one step at a time thank you very much okay all right

038seeing no further public comment any questions and comments by members of the board you want to reserve the comments for the resolution okay that's fine uh if you wish okay so with that uh okay so with that we'll move to item 11.11 approving resolution number 22- 2324 Ruby Bridges walk to school day okay so I have a motion by uh motion by CL ptero second by vice president Herrera rer so before I take comments from members of the board I'll open item 11.11 to uh public comment all righty seeing no uh seeing no you know seeing no public comment I'll move to questions and comments by members of the board and I see uh trusty Flor Shelton thank you um thank you so much Wyatt and Veronica for all your advocacy and work um I'd

039like to ask the maker of the motion to amend it to add direction to the administration to come back with the demographics of our um of our faculty and staff so that we can have a public discussion about and share that data publicly and then talk about the strategies to ensure that we've got what are our goals towards um you know reducing those disparities and and I know it's challenging right and I know some of the workforce housing all of these things are about trying to encourage um encourage people to work in alen rock but I would love to have sort of a future discussion about what goals do we have towards um ensuring that our demographics are moving in the right direction if the maker is amenable sure okay does a second of the

040motion uh concur absolutely yes okay so uh so the maker uh so the motion has been amended to in clud trusty for is Shelton's Amendment uh is there any other further questions and comments by members of the board yes I see Clark ptero um thank you very much for your work on on presenting the presentation as well as resolution um it's always I when covering civil rights uh section of of the course that I teach um always incorporate rub bridges into the story and it's just fascinating to see these young people you know their college students and um showing them this clip from Henry Lewis Gates documentary that's it's very explicit it uses all the full language um to see this the face of the students and then they see her and then exactly what

041you said they're like she's not 200 years old she's like just like she's not old at all and they're surprised to see that this was not that long ago so it's um very important to underscore how such a short while it was even if we go back to S Mendes she's still alive with us and we see that um you know it wasn't 200 years ago not that long ago so thank you for bringing this forward um I think that the resolution um and the sacrifice that Ruby brid has made uh along with your family um because to just put yourself in the shoes of the parents or having a supper through uh I think something that everybody glasses over is the fact that she relied on her in order to get her through those

042horrible times and so that's something that should also be underscored because it's the it encapsulates everything and I mean it also part of the the broader story that got her through so the the the rats that were being placed in the coffins or the dolls and all the horrible stuff they were doing all those things need to be told because if not then we're we're gonna be doomed to repeat that over and over again so comments I see vice president Herrera leera thank you board president and thank you thank you for uh bringing the presentation and the resolution forward um you know I always learned something I don't think I knew the teacher's name um and so you know first highlighting Ruby you know and honoring her and her bravery you know this is important

043and I love that we named it Ruby Ruby Bridges um walk to school day um and I look forward to ensuring that my children right know about her and her bravery because it's only The Bravery that has really made changes um that matter in our country and um you know I think sometimes when we're not a part of a uh ethnic you know uh group that is experiencing directly um the racism sometimes we might I I'm guessing because but we might separate ourselves like it's something distance distant right but I think of teachers like bar uh Barbara that U made that change and became a part of Shifting that and transforming our education system um and just you know so Ruby and her bravery and then Barbara and her bravery I can you know I

044saw the pictures that you um also had of those that were um there to oppose um and it's you know I I I think of you know kind of like walking through fire right you walk through fire and then it it cools off and it's in that moment but it's almost like they stood in fire for so long and I'm sure it didn't end after one year right um and we're and we're still still unfortunately continuing to fight um and ensure that you know our schools um represent um a safe space for all um and so you know being one of the board members here who championed ethnic studies you know and we're just scratching the surface it just makes me so happy um in what we've done um and I I look forward to

045seeing where we're at um to continue to do that work because we'll never be in a perfect space unfortunately um and that's why you you know we're here uh as Leaders to ensure um as at least you know in my term that um I will champion and renew my you know commitment to uh your community um as African-Americans to ensure that you have a leader in me and a champion in me to ensure that we continue to uh work together in this community so thank you oh I'll WRA up well I uh thank you Miss Wyatt for the presentation thank you Miss tton to for for your efforts and bringing this to our attention you know I've always said that uh what um this district is more than the sum of its parts and that

046you know a successful Community you know public school is uh dependent on uh making sure that all our kids regardless of their background uh have an equal chance to succeed so I you know I think that uh you know the Ruby Bridges walk to school day is an important uh moment in American history uh to illustrate that uh getting you know uh what is it uh President Obama once said that the you know Ark bends the justice but not all but not always immediately and so the ISS you know uh getting to a uh what is it fulfilling the promise of a of American democracy is a long arduous process and that we must always be uh how you say uh Vigilant right and that it's always a work in progress and that backsliding is

047you know always what is it that sometimes less than a generation away so uh you know it's important that we continue to teach our kids that you know the value of you know equality for all uh and also the fact that it takes work in order to ensure that we do have equal opportunity for all of us so uh I was going to ask if if there's a if any of my colleagues would like to read the the resolution you know yeah asked we could and so would be glad to yes the whereas is um pretty lengthy um and maybe the first now therefore being result yes um W Ruby Bridges is an American activist who walked to school nearly every day and became a symbol of the Civil Rights Movement at age six when

050date to be honored annually by schoolwide activities in both Elementary and second and secondary school on November 14th okay thank you so much ber Caro so with that having a motion in a second already I'll and what is it see no further questions and comments by members of the board I'll move to vote so all in favor please raise your hand okay uh okay so item uh what is it uh 11 11 is passed unanimously so with that uh we move to uh item 3.03 presentation from the family of Pedro paralin poor president I believe we have Miss casturi Basu to help us with that item okay thank you good evening uh Cheston fam trustees Dr and everyone else um today we are going to show you a presentation this is for Mr Pedro Perales

051and he was our uh superintendent for um at alumrock and he started his career as a teacher so he um started as a teacher and he retired as a superintendent is very well respected it's an honor that we have his daughter here who's also is an educator at lindel ele school and she's going to be presenting or um talking about her beloved father so thank you you I have my brother joined me as as um as I walked in the district office today yeah had this nostalgic moment and I I say to myself like oh my god do you remember being here brother like we grew up here um this is where we grew up my father got a job here in the 1970s um Alan Brock was our second home I I inadvertently just

052told my husband I remember sitting in that back row doing my homework here and listening to the board go on and on sometimes that was kind of our it was it was a way that my dad was gonna reassure that we were gonna get homework done and it was also to teach us the importance of education unknowingly so um with that being said our father passed away this past year um it's been a losing a parent is probably something nobody can prepare care you for it's um it's heart-wrenching it's difficult but um this past few months we've been able to find a lot of good in um and losing a parent because it makes us grow as people and it makes us um honor those that we've had in our lives and then on top

053of that it reminds us again of where we where we are at this moment where we're going and what needs to be done as we go on and to remember my father um with that being said we have done a small little that's that's my daddy um his name was Pedro Perales he served as superintendent here um he was do I just scroll down um he was born in 1940 in a really small town it had 400 people in the town of called inel Texas he was um born to hortensian Pedro senior um and he was a migrant worker he worked the fields they picked cotton um sugar beat uh they did it all and I think my father learned that that wasn't going to be that wasn't his future it wasn't going to be

054for him and um although my grandparents probably didn't know very much about education it was important enough to teach him that he needed to get out of that um he he went on later to become valorian of his high school class and although at that time they had not had a colored person speak as valoran he was not given the opportunity to speak um at gradu ation that day instead he would stand um he would sit behind a young lady that was solidor and she gave the speech instead and so um they said do a c never had they had never had a Mexican-American be a valedictorian so my father never got his opportunity to speak as valedictorian however he had many opportunities to speak here on behalf of Alan rock and all the other

055students to give them a better voice with that being said he went on to graduate from Texas A&M he married my mom um Carmen and then he had my brother myself and my sister who could be with us today um we moved to San Jose in 1972 and then he my dad went on to work on his master's degree in s um at s Jose State in education to further his education and then he went on to become a family therapist as well and he um not only did he serve privately also served the community in Alam rock at the counseling centers and so forth to help a lot of families um he worked for Alam Rock for 25 years um he started as a special ed teacher um he did probably every job there

056is to do in Alam Rock and we're extremely proud of that he was able to do that I'll tell you I was I'm not sure who I was telling this to but I may have been one of my co-workers my father even drove a school bus when there were not enough drivers so my father is what you would call uh a homegrown educator he um went on to become well I just told you he drove a bus he was a school teacher he was a counselor he was an assistant principal he was a principal he was an assistant superintendent superintend autut superintendent and then he finally retired as superintendent my father will forever be known at the last homegrown as the last homegrown superintendent but hopefully we learn that really the best and no offense

057to our super the best ones are the ones that are homegrown because they really understand the culture here and where we're going um my dad later retired not because he was old but because he fell in love with his grandchildren and decided to spend time with them and that's no joke U my parents traveled the world upon retirement the only country they never visited was Australia they had a blessed life there was no doubt um my father not only did he serve this District but he he served um he served outside in the in several other areas in the East Side School District he even walked side by side with cesak Chavez and he made the march from deleno to Sacramento um he there was many of times and my brother can attest to it

058that we uh boycotted grapes at in h Safeway and that's what we we did because that's what was important to our community um with that being said I think that Alan Rock when they gave them an opportunity to become a superintendent here he took he took that opportunity knowing that this was going to be his community and not only did it become his community but it became the community of my family as well um he made a lot of friends here I'm grateful for tomario Sanchez who's a a former um administrator to Kathy who is a former educator here as well I think she's back at Myers now she he left an impact on the on the district on people here um many students and we are extremely proud of what my dad did with

059that being said um this year when he passed away um with the help of Mario we decided that in Le of flowers um we were going to ask for a donation um to a specific school um so we could leave something we wanted let me back up we wanted to gift the district on a specifically a school some something even if it was a little something because the district has gifted us so many amazing opportunities not only did it provide my father a job but I always say that it taught us to be who we are and it reminds us of where we came from and it until this moment it's still I'm I'm employed by Alam Rock um my sister worked yeah my sister worked here it's our fames from here um alen rock

060is just it's home and so I thank you for the time that my father had here um although many of you don't know him he was amazing and um with that being said we chose Lindell Elementary to leave a small monetary gift we wish that we could have gathered more because um the special ed Department could definitely use a lot more than what it has but um we chose Lindale for two reasons it's got probably the most um amazing special ed uh team that we've had the opportunity to meet and this is where our three four and fivey olds are at um the autism program is there at Lindale it lacks they don't have a playground they actually don't have very much to play with so we chose it for that reason it's got an

061amazing team and it definitely could you the children that are in the program could definitely use more resources when it's recess time so with that being said my family would like to give this check to um Mrs Basu to be used specifically for the special education um Department there at uh at Lindale um thank you for your we thank you for your time but if you would just give me one one more minute I'd like to invite Mario up with me please both president School Board superintendent and rest of District staff and also um School staff and community and students Etc so it's a pleasure and an honor for me to be here saying a few things about PTO you know we go back we go back a lot of years and went through a

062lot and the reason we went through a lot because we cared about Community we cared about our schools and it's very unfortunate that I haven't been around I've been out about 20 years but I'm still in the area I'm still very involved with the community um as an activist and also as a veteran myself you know uh we can't forget who we are where we came from and where we live and who we work with you know and I I happened the last time I went to Lindale I was very that I saw that playground you know really in bad shape there's no reason why our playgrounds especially for special ed students to be in that kind of a state there's no reason for it let's let's find ways to do fundraisers or go out

063and to corporations and bring some money to our playgrounds there's no need for that what do we have for these children to go out and enjoy physic Ally you know so we we ra some funds it's not enough we know that but it's a beginning let's continue not only with but throughout our schools in El Mark I mean it shouldn't be that shouldn't be that and there's no reason for it so please um do some storing or do service or whatever but let's start working on our school look at the nice carpet you have in this boardroom and then go out and look at the schools look at our playgrounds and you'll see a contrast so I always felt for this community I will fight for this community and I you know and and continue

064forward let's hope that is a beginning for this particular playground not only that but I like to also suggest that we some kind of a marker of memory of fa because in years to come students St won't even know who help put some of that funds to make things happen for this particular playground there's not not much to ask L marker in honor of P Paralis ex superintendent well the years that he served as superintendent so people students in the future will remember who p parales and what he did as far as family friends and colleagues I also like to thank Frank M Frank is back there he's also another one that helped us work alsoas she's in Mexico resting and celebrating and Marquez and many others many others that we've been able to get

065together and and a family a very United family you know very United Family I know I knew P I knew car for many many years you know so once again it's a pleasure and let's not forget what I said let's go out and improve our playgrounds for our children for our students okay thank you before I walk off this evening I I want to leave you with one thing that my father would say to me every single morning so I had the privilege of every morning at 8: a I spoke to my father before I started class and my father reminded me every morning for 15 years remember yes Dad I'll remember what is it be kind be patient be loving give somebody a hug remember they're children we don't know what they've experienced last

066night we don't know if they've eaten dinner we don't know what their situation was this morning so I leave you with that and I leave my friends with that we don't know what these children have so let's give them what they need today thank you so with that I'll open item 3.03 to public comment yes right okay well you know I'm so pleased to hear this about uh Pedro peralis and I thank the board for honoring him um my wife did spent her entire teacher career here in alen rock and my brother also spent his entire career here as a classified uh employee here in alen rock and uh I'm very familiar with P peralis I did not you know I was sent across from young man and I thought I was looking at your

067dad and then when you got up to speak and Myer told me that's his son but I want I want folks in this community to know that he was a very friendly guy a very friendly guy very humble guy I mean I've been at social events with him and dancing next to your dad and his and your mom and he was just somebody to look up to I really want to thank the BR for honoring him uh at the time of his service I would think that there was probably about 10% of the superintendants in the state of California were Latino or Latina they weren to around so for someone that me the a little younger he was someone I can look up to so I want to thank you for for coming forward and

068sharing those words about your dad especially be kind be friendly we love we don't know what those kids have gone to just somebody to look up to and I think that the district was better off for the for the time that he was here and I really really love that young lady that you have to do your H in the back of I mean I just love that I mean that sounds like paral I I give you my convences I've just meeting you for the first time tonight but I'm just thankful that he was in my educational life so to speak in the way that he showed up in the community I was here in this boardroom for different meetings uh um I came with my wife sometimes and and I just thank the Lord

069for for taking this time to let the family come up here and say these words about him and I learn more about him in the process I just want to thank you for being here thank you for your time thank you so much good evening Bo and super my name is Kathy Floris and I would Echo what has been said I had the privilege in 1980 to start the same day at dorsa elementary as Pedro parales and I can't tell you how much um I learned from him that made me the teacher I have become and I continue today I was in kindergarten at myor school I will be there all next week and um he instilled uh all the values that they talked about and was so supportive and then 1980 had to have

070my teachers and there was wh and they couldn't get and he believed in me and he said you can pass that test and I said I don't think so no I'm going to send you to the program in Mexico and I went also met my husband along the way there but I came back and I passed the test and went on to get a masters but he he believed in me he was supportive he was probably the best administrator uh that I had the privilege to work under here in Alam Rock totally homegrown and and was an amazing educator and has an amazing family and and what he's also produced in his family and and his value of education and from Wednesday came like she said and we were really good friends to the to

071the last day and our backgrounds could have been more different but he was a most amazing man and um I will forever miss him and the district benefited and will continue from his um being part of the district thank you so with that I'll open to questions and comments by members of the board I see vice president Herrera Lera thank you board president um and thank you Familia my condolences to you and your family um and thank you for sharing with us who your father was I learned you know something new uh and you know I think I think of the ancestors before me that I Knew by name and also in there you know I always include those that I never knew right um and when I talk about that bravery as you all

072already mentioned I can only imagine the numbers and um the tough conversations and meetings and um just you know the tables that he sat at you know that maybe he didn't feel welcome but was there and so I honor you know him and I you know I think of how easy we have it but yet how we still got work to do so I love the fact that you mentioned right um we're here and there's so much work to do um thank you uh seor Mario for your service um both you know in in um the military and in our community um I look forward to getting to know you better um and thank you for your words you know uh I think nobody here uh you know is in disagreement that our children deserve

073better and better um and also S I know you mentioned you were away for 20 years um so I'm glad you're back you know I don't know for how long but here you are um and I do want to tell you that we went through a rough patch and this board worked hard to get us back on track to get those uh those uh playgrounds um up and running we went through a hard patch and this board here I can assure you um are ensuring that our children get what they need um I invite you to look back in the past months of how many playgrounds we've passed how many playgrounds are coming um and that's because of the hard work that this board did to unstuck this district from where we were at so

074that our children we could go back to um the important things in our community and um I just you know think of your father Pedro and how he probably smiling down and ensuring that our district has a leadership that it deserves to ensure that our teachers our staff our children have what they need in order to be in class feel loved and safe and a part of and welcomed um to learn you know what we all want them to do so um thank you for sharing I um you know look forward to uh having a moment where we honor the plaque or whatever it is that we decide to do to honor him um you know beyond the playground because that playground you know will continue to get but I would love to see something

075as you all mentioned um honoring his name within our district somewhere where we honor honor that memory for years to come so thank you thanks thank you Vice pres her low uh Christy Flor sh thank you um thank you for this great learning opportunity um about the history of alen rock and um I just want to say in my school uh my summer School visit to Lindale same kind of um shock at the the status of the playgrounds there for um some of our most vulnerable kiddos so um I just want to Echo um truste Eda that we are trying to prioritize they're trying to prioritize and get things right um and we want to thank the voters again for passing those bonds that help us make these investments in the right places um the

076story of this gentleman um and I've lost both my parents so again my condolences to you you are absolutely right nothing prepares you for that um his story is phenomenal his story is Alam Rock and I think we need to challenge ourselves sir you said a little plaque I think we need to be going bigger and be thinking about this is a story for whether it's the ethnic studies curriculum or as we go through our um kind of revitalization you know I other boards have renamed um schools to Russo mckinty I think we challenge ourselves and we lift up a chico and we name a school after Pedro parales I think it's just it's it's it's fantastic and I just think these are the type of things that I you know this board um can

077do these things right and I'm just I just it excites me for our kiddo to hear his story and we need to honor um those that you know we don't have all the superintendent pictures up on the wall right but um this is a story that needs to be told and a name that needs to be honored so I challenge us um to ask the administration to come back at some point to think big about how we how we honor this this man thank youo uh thank you for sharing uh very enlightening and so in all the work that he did uh so thank you very appreciative of that um and the contribution that you provided to Lindo very appreciative of of the support that you're providing um just so happens that we were supposed

078to do a site visit to look into that particular issue the great mind think I like uh I got sick and unfortunately I threw off the visit um but we we were supposed to go um in the followup visit which is a month later so um in the next round of visits I'm sure that we're we going to incorporate it um and so that's that was the plan so um thank you for providing the seed funding um and we're looking forward to seeing uh the that uh match by the district to ensure that it uh it moves ahead and it becomes a reality so thank you very much for support uh trusty Chavez uh thank you for being here and thank you for what um you're going to do and have done for this um

079School District I was saddened when your mama Carman called me two months ago and let me know um that your father had passed away my condolences um I remember him going to some of the events um that your mom gotman Fales was with the unidos and she was a treasur and my husband Frank was the president at the time so we met you guys all when you were little and um I remember your your dad he just loved kids and whenever there was an event and my kids were there he spent most of the time with them there so I thank you for being here today and for everything you've done and and I remember your mom saying you know my plita she's gonna be a teacher you know I I never caught your name

080but I I remembered you know that you still look the same which is great and your your sister in the pictures looks the same as well um and I think you I don't know if you guys remember going to one of the balls that they had and you guys were all dressed up and all pretty and and it was just great to see your family there and that you guys were um so United and um I know it's not much but the next two months checks are going to go towards what you're going to see here and thank you for being here um my it's not much but it's it's a start and thank you okay so I will wrap up I first of all want to express my condolences to uh the palalas family

081uh you know I am I I want it's you know deeply deeply sorry to hear of uh Mr Paralis is passing uh you know that's a a great great story of a a a distinguished career and this district is fortunate enough to have his career be entirely with Alam rock and our district is better for uh his service I wanted to reference uh you know as I uh clerk ftero uh I am committed to the uh Improvement of all our playgrounds including that of Lindale and uh this you know my colleagues and I on this board uh have begun the work to uh renovate our playgrounds we've been we've actually been very busy approving these playgrounds grounds and uh you know it's my my commitment to to see you know see this see all our

082playgrounds including uh the one for uh our special education students at Lindale of course I I say that and because I myself went to Lindale so there's always you know so that that I've always sort of considered that my my home school in this District uh you know I I you know just a point of historical reference um you know there is actually a plaque of Mr per what Mr paras's name it exists at uh uh Pala Middle School which is now uh a scale of popular but uh you're you know uh here Pedro parales uh presided over the completion of the first set of Renovations of this District in the 1990s so a lot of the infrastructure that we still use today you know was done uh in part to uh former superintendent paralysis

083leadership in uh you know uh completing the uh uh the 1991 School renovation and so uh I you know so we all of us I think from myself I was I was a young kid in Alam Rock schools when Mr orales was superintendent and we think that you know it reflect and I went to Pala and got you know uh was a beneficiary of the fruits of his efforts so uh you know I you know it's quite a story you know uh you know uh uh Al you know Alan Rock story uh of you know success and commitment and generosity to to this community uh so uh you know I you know it's a I think this was you know I had a it was an honor to learn more about Mr Paralis outside of

084the the few times he you know a superintendent you know as a youngster superintendent you know come by to schools for you know visit for a bit and then leave and you know that's the oh the superintendent comes but you know uh he he made a clear impact and and in many many lives and I I thank you for sharing that story with us today it's a you know privilege and honor to uh honor and recognize his achievements and you know and as well as you know uh you know talk about how he you know in his own in his own way made an impact on uh in my life as well so uh thank you so much to the you know to the parales family for uh taking the time tonight to to share

085your your memories of former superintendent parales and also for for generous gift to to Lindale and uh as I've said you know I you know believe me when I say you know we we you know it's my intention to see that you know our CL our playgrounds are all our playgrounds are fixed and uh you know for you know for our kids and for future kids as well so I you know thank you so much uh you know for sharing the story of Mr parala so with that we move to section five uh superintendent and board business item 5.01 uh approval of superintendent 7.1% salary increase and 2% onetime off schedule payment effective July 1st 2023 oh oh I forgot I'm sorry I I I it came to my mind that I forgot to take

086public comment and item 3.01 so at this time is there any uh public comment on item 3.01 31 you mean 3.0 no we we took comment on we didn't we didn't take comment on 3.01 to bicycle safety so uh seeing no uh seeing no public comment on item 3.01 we'll move to uh was it here uh well uh item 5.01 uh I'll open it up to uh public [Music] comment okay see no public comment I'll open it to questions by members of the board questions or comments by members of the board yes uh clo I think um it may be beneficial to amend the item to remove the word schedules I don't believe there's a schedule is the two time off schedule it's the 2% off schedule yeah but that's right I believe you don't

087have schedule it doesn't apply right I would think that it would us to strike schedule and then just off to% off thank you trust okay do I have a motion second move to approve okay second okay so I have a motion motion to a uh approve item 5.01 with the amendment to cross off schedule into cross off off schedule so it will read approval of superintendent 7.1% salary increase and 2% one-time payment effective July 1st 2023 all right so I have a motion by vice president herera Lera I have a second okay and then can I just clarify that the um due to her um her education there are additional additional steps so it's it's the 7.1 plus that right just so I'm just so there are there are for the for the Masters and

088the PHD yes right so it's um plus the 3,925 the stiens the master degree stien and the do doctoral on so okay so okay so just for the record okay that's fine but just making sure so uh does the maker of the motion agree to include uh you know approve uh was it uh to amend the the motion to to State approval of superintendent 7.1% salary increase and 2% one-time payment effective July 1st 2023 and uh master's degree stien of $1,925 and doctoral stien of $2,000 yes okay I have so I have a motion to that extent do I have a second yes okay so I have a second by uh trusty Flora Shelton uh okay I'll open item 5.01 the public oh I took did I take public comment already okay yes is there

089any further questions or comments by members of the board alrighty you know I'll just wrap up with you know uh the you know uh you know I I want to thank superintendent bow for her continued service to our district for her hard work you know and also I wanted to you know stay up front that you know uh the issue of you know uh as I've stated in the past I've been transparent about administrative uh salar you know the issue of administrative salaries is that my position has always been that administrative salaries you know are tied to uh our you know our teacher salaries so you know uh in in layman's terms uh you know uh our admin trators you will you know uh get what what our teachers get in their contracts and that's

090always you know that's something that I've always uh believed H you know as good policy and I you know taking this time to express that you know uh as well into the future so with that said uh having a motion in a second I'll call for a vote our colleague is missing oh our callant your arms we're gonna be here you know through midnight of that so with that I'll call for a vote uh all in favor please raise your hand okay all opposed okay and all extensions uh item passes four to zero with trusty Chavez not voting okay uh item 5.02 approve super attendance contract move to approve motion by vice president herrer loera second second by trusty Flores Shelton I'll open I 5.02 to a public comment okay oh you have a oh

091uh if you would well it is that would technically count as would you like to take your two minutes yes oh I know okay hi my name is Denny maso um I just had a couple questions regarding the salary increase um if we could get a little bit more information regarding that and um what the District budget is for that as well as what the teachers are getting paid because as you you said you know teachers should be getting paid because they're with students there most of the time and if we could you know get an itemize of how the like the average range of the teachers and I understanding have a further education Masters and doctorates um but I do believe that we as the public we kind of want to know a little

092bit more not just like oh oh yeah like let's approve this but we would want something of like why and when when was the last time you had a salary increase what was the last superintendent salary as well as their education so we're just we just know basically if that's possible thank you okay thank you okay see no further public comment and item 5.02 I'll open the floor to questions and comments by members of the board uh yes tress the FL sh I just want to make sure the public knows that the contract is a public document it's in the public packet which I believe is out on the table um and I just want to thank the superintendent for her service in stabilizing um this District how many years this is my 10th year

09310th year which is I think a a record probably before Pedro since Pedro PR I don't know if that's true um but I want to thank you for your commitment um hard decisions Rocky times means that there's not going to be 100% agreement and consensus on every decision um this board or this Administration makes um but I think you're um we you know have come to have a a very collegial kind of we can have hard conversations right and I think that is something that um we I respect I resp respect greatly that it's not just yes yes yes there has to be um no sometimes and that's hard for boards that's hard for public to hear but when enrollment is down 3,000 students over 10 years right um there's going to be challenging times

094so I appreciate sort of your the team that youve built and the the tough calls that you have to make on a regular basis and it's still also keeping our kiddos at the center right reminding us that the kiddos are the center and the teachers that are there in the classroom dayto day that is the Focus right um so I appreciate you and I I just want folks to know that her contract is absolutely public and um and I appreciate the president um shepherding this process thank you yes uh clerk p uh board president um I just want to um thank uh the public for raising concerns and then you know they're they're all valid just want to make sure that the Public's aware that um we by law can't engage in in questions and

095answers in public because it's actually to protect the public um so that the public is not basically bullied by board members who attack people who come and speak and so there's a law that forbids us from engaging it's called the brown act and so just wanted to make sure that the public is aware as to why they might not get a direct response from the board because many and I've been told is like what what's wrong with you why don't you respond to us and they don't understand what precludes us from being able to engage in the back and forth but nothing precludes the the board president from saying hey uh staff can you please follow up and so just wanted to make sure we we clarify that for the public because most people aren't

096aware of these weird yeah esoteric public meeting laws they just come to a meeting and they they don't understand what go behind it so um just want to make sure to mention that okay thank you um vice president Herrera Lera thank you board president um and I just want to highlight you know what Andrea mentioned thank you for your service um I know uh when we first started you know it was difficult as a parent and um advocating and you know I didn't care about any um budgets I didn't care about any laws right at that time and um it was just my daughter and that's it right and so um shifting and transitioning in in of having my daughter at the center of my decision making and my leadership um and then you know

097learning and governing together um and as you know I think adrea said a beautifully tough discussions and conversations uh but at the end of the day you know respecting and coming back to the um same goal of providing the best quality education for our children um and uh jobs for our staff and so um you know I look forward to continuing to move this District forward we've it's we've come a long ways um you know the waters were really tough at sometimes and we held on and here we are and so you know now that they're a little calmer and you know things are getting done I look forward to you know just the future of this District um with your leadership and our support you know as a board um and also I wanted

098to address um just a public as as my colleague mentioned you know I think it's important because um I was a parent at times where I was like do they hear me do they you know respect me and so um thank you uh board clerk for explaining that um and you know also want to reiterate that all that is public um and if our public is interested in going back to um meetings not too long ago where we went over because one thing is to read the um you know budgets and see um another thing is you know the way that you know CLA does a great job of explaining the the budget and kind of the wise behind it and what certain numbers mean um so I would just invite you know our public

099to go back and um watch some of those meetings that weren't too long ago um to understand where our budget is and then also um I think it was a month ago that we passed the teacher salaries so that's also not too long ago um so you don't have to go too far behind to you know have a beautiful I would say summary versus just getting documents or attachment that you're like okay where do I start but either way everything's public and um you know I look forward to having more parent engagement public engagement with those great questions because that's what we're here for so thank you I'll just POS uh you know to uh actually and Dr Bower's tenure is the longest of any superintendent since 1987 so even before Mr paralin but I

100do you know uh as I say as mentioned by board Clerk and board vice president uh the board cannot directly answer a question from the public however I do I do want to uh you know remind all members of the public that uh the superintendent comment is a I mean contract is a public contract it has been posted online uh the same the same is true with the uh um collective bargaining agreement of the alumrock Educators Association California School Employees Association and Teamster so they are all available online in previous uh you know um board agendas and board packets and uh you know as always if uh if the public the public is always free you know and I encourage it free to contact their the school district or a member any member of the

101school board uh for clarification or further information uh that is essentially what what our role is to be representatives of this community and uh to rep you know the true owners of this school district to uh uh ensure that uh all 21 of our schools are run in a way that's uh in accordance with the values of this community and the desires of uh our family so uh with that said uh yes as the seconder I just want to add that the we're approving the superintendent's contract and I'm just goingon to say it for a base salary of$ 23,750 and 21 cents okay and the time um July 1st 2023 feel free to say the term I so that everybody knows what you're approving the amount that you read in July 1st 2023 to June

10230th 202 27 thank you so it's a fouryear contract yes okay very well so seeing no further comments and questions by members of the board having a motion in the second uh we call for a vote all in all in favor please raise their hand okay all oppose please raise their hand okay the vote is four to one with trusty Chavez dissenting uh so I'm 5.02 is approved so now move to item 5.03 RFP affordable housing Developers item is information only Bo president yes speak to the items ask for it to be on the agenda so uh as part of our Workforce housing uh the work that we've done on Workforce housing went ahead and mve forward with a set of plans and selected a site so all that work has already been done as

103part of that work when we adopted the feasibility study we we also acknowledged that there um is opportunity for additional um affordable housing to be developed so giving the constraints of our bond program we may not be able to directly do um Workforce housing on both of those sites that we've uh um that we've been able that we were able to identify however we may be able to partner uh to bring on uh different organizations that might be able to make use of that site and still help obviously help uh address the need for affordable housing in our community and then also possibly generate Revenue as a result of the site to support the uh the general fund and so um the site's been identified as part of the feasibility study um that additional two

104acres is there as part as part of the study however um nothing has happened because it's we haven't take action and so I was the idea was that if we continue to move forward with our Workforce housing as is already happening and it's moving forward and we leave aside those two acres and don't do anything for a while we may be missing out on opportunities to um for to realize some savings as a result of if we were to move on a parallel track we may be able to for example if we have to bring in a large pipe or something like that for gas because you know or water or whatever is that we have to do if it's two sites that are being developed rather than just our project we may be able

105to um wind up sharing the cost I I don't know I'm just throwing it out there and so hoping that um once this process goes through we can eventually get those answers because it would it would be you if we were already too far ahead we may not be able to catch up and we may wind up missing out on some savings that could be realized um plus the need is there um affordable housing is obviously viously not not um there's not a massive Supply out there and so um the idea here is to have the board direct Administration to come back with an RFP that we would be able to eventually put out there now um before I stop speaking and you know pass the floor to others um one of the things I

106want to make sure is completely clear at least from my perspective is that this should be an RFP that's put together independently by our staff and no other uh consultant or people who already are working in the district have any sort of say into it just to ensure that we have a very um a a plan that is intended to be as open as possible and lets allc comers have a fair shot just don't want to get caught up in any issues that might arise up by saying somebody somebody saying oh so and so worked on the project and they wrote it in a way that's beneficial to them or their friends or something like that so just want to make sure to put that out there and hopefully y um there support uh to

107move forward this thank you clerk quo so with that I'll open item 5.03 to public comment can we ask questions after you take yes yes okay see oh yes yes yes hi uh Martin Brooks I'm the teacher at aptitude and uh I'm just uh curious as to the the cost benefit of uh teacher housing in um an atmosphere where we're you know losing 3,000 uh students over the last 10 years and we're downsizing schools schols and closing schools and I'm just wondering how that fits in with the you know the big picture and sort of the damage control that we're we're working on so if there's a uh a place where we could sort of take a look at the numbers and how that fits in with the uh the overall plan for the school

108district uh I think that would be great thank you okay very well so with that I'll open to questions and comments by members of the board yes vice president Herrero thank you board clerk for uh bringing this forward um I mean you mentioned all the points it's it's needed in our community especially um and so um you know I look forward to seeing that and supporting this um as we move forward and I think just in the bigger picture you know I'm not in the field but I understand also that the cost of the materials continues to Rise um and my understanding is on the a daily basis so I think on so many levels it makes sense to move um forward with this um as soon as possible um and I mean I'm excited

109for our community um yeah and our and our district right um because we get to um continue to keep our school um our land um in use to benefit our School District staff and families so um thank you thank you for bringing this forward and I look forward to seeing what that looks like um and answering any questions as we move forward um so thank you okay trusty for sh yeah just a comment then a Qui question on timeline um so just appreciate again the vi the rigor or the Vigor of this board to keep moving this forward as a way to use Bond money that can't be used you know for Staffing can't be used for operations it can only be used to build stuff right so we're using that to reap benefits to

110to Garner some Revenue right so that's sort of the the thinking around this uh Innovative strategy that a lot of school districts are kind of employing to to continue to um be healthy economically financially healthy so appreciate again it's Contin to move this forward so question is um just anticipated timelines um support the concept of thinking about the two acres more holistically um and so what is the timeline for the RFP so I'm GNA ask I just wanted to clarify if what we are going to be going after in terms of RFP is affordable housing developers yes that was the plan under yeah and I I just want us the if po has any specific question so that he can explain because it is going to be something done inhouse yeah so that you he

111can give a a sense to everybody about the time frame thank you Dr b um I guess my question is um the RP is that for developer services or another consultant that helps us with the planning process to get to the development process um at this point I think that if we want to move in an aggressive timeline we would go ahead and and put out an RFP to find out what they can bring to the table and see if it even makes sense because I think at the end of the day we have to have a plan that um benefits alen Rock right we're not going to just say here's alen Rock's land and go ahead and get money and it's not going to work out and it's not going to come back to

112the general fund at the end of the day El Rock has to pay for our teacher salaries for all of the stuff that we do and so um if if we were to go out there and would we need to go out there would we be able to get something similar to uh because affordable housing projects aren't as unique as we as the thing the workforce hous that we're doing there's a lot of boil plate stuff out there would we be able to go ahead and use something there so that we can uh take advantage of of the save some time basically um in terms of an RP for developers to actually build the affordable housing um I'm sure there's probably templates out there that we can piggy back on um but in order for

113us to get to the development stage we need a consultant because I don't think we have that inhouse expertise in house to get us from the planning to the development stage and so there's that Gap there gotcha all right and my concern is that the going out there to get a consultant is going to take another two three months and it's going to wind up pushing us back that Workforce housing keeps on moving and we might not be able to catch up so is there a way of uh doing a 30-day type of uh deal where we can find somebody within that time frame rather than taking forever I still have the floor too I'm sorry you can answer the question um yeah I I don't have an answer for that um this is very

114new to us in terms of the the whole project itself and so I we need to do some research on our end to see how we can expedite that process um whether you know we want to take the step of hireing consultant to do the planning to get to the development or just go straight to the development process or stage itself um but we can definitely look into that and maybe come back to the board and provide an update in terms of process and timeline yep all yeah because we don't have anybody right now in terms of loow income housing so all the contracts right now are focusing on Workforce housing so we cannot use anybody right now that we have want because I wanted to add but finish it out um may be beneficial

115to wait on this until after our meeting uh with the toy to see what resources they might have maybe they already have some piggyback Contra jump on to and since they're doing so much already so that works but that I just want you to be aware of the timeline and that nobody that we right now don't have any we don't have any Consultants yeah so just to finish up my question um so I think um this should be a standing item on every board meeting because this one yeah Workforce housing timeline um this is a Twist and so I guess I'm a little like we have Consultants that are helping us I guess through the rezoning so I just think we need to like level set again where we're at and then just tick off

116every month what do we what's next how are we on progress and all these twists I think um I don't think I have a handle on it so I just want to because I'm sorry Workforce housing and affordable housing I'm sorry was that are separate or they do you want me to respond or do you so I'm putting it on an item on the agenda so we can have a conversation about what took place and uh and it's it's for information we're not taking action right so I want to make sure that people are aware that there's no twist here this was placed on the on the agenda for a public meeting so we can have a conversation and ask the administration to move forward on two acres that were were already identified as part

117of the workforce housing feasibility plan so that that was already adopted by this board right those two acres were already identified as potential affordable housing sites at this point the idea is to go ahead and simply because I think you were gone when I first introduced the was ining item and so let me go back through it and the idea is that we can go ahead and realize some savings if we in fact go on a parallel track instead of Simply going through Workforce housing finishing it up we PID for all the utilities and everything a the district but instead if there's already work being done permits are being pulled they might wind up being uh pulling in uh utilities that um we would have had to bring in all by ourselves and so the

118idea is to simply try to realize some savings as a result of two projects that are being done at the same time no there's nothing uh no surprises or anything here this was already an feedability study was adopted by this board and those two acres were already identified just want to make sure that The public's very clear about that yeah and I'm not so the why isn't my question it's the how right and just and you're trying to talk about the RFP and I'm just trying to understand consultant I'm we don't have consultants for the two acres but we have Consultants right now yes or no for the workforce housing only they the the contract is very clear that is only anything that has to do with Workforce housing so anything that has to do

119now with lowincome housing to do the parallel we don't have anybody and I what I hear trusty Ino says look in house to see if you guys have the bandwidth to start working on the RFP and so that's what the question was from us right in terms of a timeline in terms of what needs to be done um POA you know we have a certain timeline to issue R rfps right to come up with it to come up with it and then to issue it I mean you know that's the process and it's not something that can be done in one week or in two weeks so that's what we're trying to figure out in order to kind of update you I think that your idea of having this as a standing item is valid

120because then we keep our you as the board inform about the steps and how we're moving things one step at a time um and bring you know an update to you guys on a monthly basis thank you okay I chusty shavez okay I agree that you know it should be done every month and um but um what I'm not sure or clear on is you're saying to get another consultant now at this time for the affordable housing developer so that that way we can basically kill two birds with one stone is that what we're doing here um just the discussion right now because I'm and that's that's the conversation so so are we going are we is my question is so now is the district going to be directed to get the affordable housing developers

121in a certain time frame or I mean if we move too fast maybe we don't get the right Consultants because a lot of times if you have the wrong consultant it can cost you a lot of money as well uh for moving too quickly but I'm just asking what exactly um is the way that you worded it yeah yes CL qu so the idea now thanks to COA who was mentioned that the district does not have a capacity to go out there and put out an RFP because nobody in the district knows how to do that um at this point I'm from what you mentioned we are going to have to get a consultant who can put together an our p and my my concern is that I I don't want us to be spending

122massive amounts of money uh but I'm obviously we're gonna have to do it to put together an RFP and then um because the idea is to go ahead put out the RFP have somebody come back with a full package that doesn't take out of our bond program any more money so are basically what I'm asking is are we done uh once we do the Consulting we put out the RFP we don't have to continue to expend resources District resources correct it's at that point in time they come back and tell us what they can do for the district yes um so let me just clarify in terms of um the capacity within the districts um we have staff that can do the research and put the RP together uh my question was what type of

123RP in terms of the type of services that we need um whether a consultant to help us through the planning process to navigate through you know the process the city process all that good stuff before we sorry go ahead I'm glad that you asked that because that's the that's the what what that's what I as one board member want to avoid of having to go back to the bond program or to the district expending resources from alrock on this project it should be a One-Stop shop so that you put out the RFP they tell you we can do all of this and they're Pro they're proven they have a track record they they obviously bonded and everything and that we know that they're going to be able to come through because what I don't want

124is for Alan Rock money to go and subsidize a project that may or may not you know obviously it's going to be written in there and the idea is to generate revenue for the district too obviously it's not going to be as much as other projects that are fully funded by the bond program but there still needs to be something for alrock it's not just use Alam Rock land to make money for somebody yes vice president and then the only thing I'll add and reiterate I mean is um the Partnerships possible Partnerships right with the county or um those that have the experience and maybe we've worked um in these type of projects in the past I know we have many relationships um and I love the standing uh the idea of having the standing

125agenda item for housing so both Workforce and this I just want to make sure that it's clear I think it it'll be also important to just hear even if it's we're at the same place this is where um for both Workforce and affordable housing thank you okay wrap up with you know thank you so much to uh K quo for bringing this item to our attention again you know this Workforce housing is an you know uh important step for this District in terms of uh economic viability you know just to for the public to know because I had a superintendent B and I just had a meeting with Senator coresi prior to uh the board meeting regarding uh you know trying to find you know extra fund you know support funding for this District you

126know uh we are a we're an lcff District we're you know we collect you know we receive state aid for uh based on our enrollment we are not a basic Aid District where uh districts receive you know those districts receive uh revenues based on the value of their uh property you know on their property assessment whereas uh you know the assessed values in our district have have not been high historically and that therefore we uh our district is dependent on state revenue to ensure that our kids have an education so I thank clerk ptero for you know continually working to uh uh what is it find ways to make the best use of our you know the most valuable resource that this district has you know a second to our students is you know our

127real estate assets and to be able to um find a way to utilize that to uh secure our children's future so with that uh so do we have a clear clear direction as to okay yes clerk thank you for the questions I appreciate that you helped us narrow it down it seems like we do have the capacity to put together our P One-Stop shop type of situation and let's see what they have to offer I'm sure we're gonna have plenty of teachers and wanna wanna want to engage some I have doubt that we're g to run into trouble not having enough people yeah thanks thank you uh May yes I just want to thank uh trusty kto and the board for the direction you know we ask questions because we're Educators for the most part

128so we want we're learning on this new uh venue you know it's it's a different um building a school and school facilities is one thing that is Guided by DSA and all of that jumping into the housing market is a little different so we all are learning all of us uh the board is learning we are learning so when hopefully people see these meetings online what they see as far as this what you alluded earlier on TR loera is these discussions are very transparent um we always feel comfortable asking the board and I hope the board feels also comfortable answering and questioning us because that's how we reach you know great uh achievements for the district so thank you so much for that and looking forward definitely if there is a a way that we

129can parallel these two things and and um get get some savings for the bonds I mean that's that's our goal thank you okay thank you very much all right so with that we move on to section six bonds I 6.01 approve uh approv construction service motion by uh CL ptero second by CR I mean vice president herrer Lera approve Construction services for Project 7 locker room installation at Fisher Middle School I'll open item 6.01 to uh public comment seeing none I'll move to questions and comments by members of the board you know I'll just uh wrap up briefly uh you know uh uh you know this is a sign of our commitment to uh improving facilities at all our schools you know from playgrounds to uh lockers I got to see the newer Lockers in

130my uh which I'll mention uh later but uh in a little bit more detail but it's got to see the the new lockers at Shepard middle school they're wonderful and we're looking to bring uh you know the same type of new lockers to Renaissance at fiser middle school so with that I I'll I will be uh supporting this item so seeing no further questions and comments my m of the board I'll call for a vote uh uh okay please uh you know if voting I please raise your hand okay all those voting nay uh item is approved unanimously move to item 6.02 okay motion by clerk wio second second by vice president herrer Lera approval of architectural Design Services for Num number b23 24 bonds3 sanitary sewer line and repair replacement I'll open 6.02 to

131public comment I'll open to uh seeing none I'll move to questions and comments by members of the board okay I'll just say yes trusty floor sh this is a thinking about our workshop and kind of like the underground guts that you know we'd love to priori spending money on playgrounds but we still have to do sewer line and uh repair and replacement and I think we can all appreciate how important that is um but you know again I think I just want us to understand that we've got to build got to make sure that the guts of a district who Centennial were going to be um you know celebrating in how many years seven years in seven years right there's just a lot of deferred maintenance and as much as we'd like to do beautiful

132things you know we have to make sure that the the plumbing works so um I just wanted to call out casselle Okala purtin painter SAR Chavez and the do will be we'll be spending you know $90,000 on this so hard choices hard choices but necessary yeah Clark quo yeah no thank you for bringing that up I U remember that last time we served um oh yeah we were able to raise concerns about that that it's not the sexy stuff but things like paint are the first step in protecting the the structur roofs are also important um because then everything else want to get rotted away um and so bathrooms were of concern uh when others wanted to focus on the showy stuff they went ahead and push back and said hey let's let's focus on

133the most important on the stuff that's not going to be flashy but it's going to keep things going um given the constraints that we have due to the fact that we are a workingclass district that only has a certain amount of of money to be able to repair our facility so um yeah thank you for underscoring that I think it's important to let the public make the public aware that there are things going on that you don't see on the outside but um they're taking place inside the wall under the ground so okay I'll just wrap up it with I wouldn't characterize it as guts because that's you know that's sort of a how you say uh well and to me it's sort of a icky ter but you don't see it you don't see

134it it's sanitary it's icky I mean it is yeah but you know I say that but this moving the yeah but but this is you know but this you know this is you know vitally important to you know the very uh operation of our schools right it means fun you know this means functioning restrooms this means uh functioning sinks in our kitchens that we use prepare food for kids and to wash uh uh means that our C custodial staff have the ability you know uh functioning hoses to to keep our schools and also um water fountains for our children and uh so this you know I you know it it I get this is not I get it that this isn't like the playgrounds or gyms but uh you know we we're not able to

135uh provide our children water and functioning restrooms and uh our you know teachers and staff the ability to keep the school clean uh you know uh uh it's going to be a very very difficult challenge to provide our kids a a good education so with that uh you know uh I you know yes you know the more Renovations the better in my opinion so with that I'll uh having a motion in a second I'll move to a vote all in favor please raise your hand all oppose uh item is passed unanimously moving to item 6.03 approv motion by clerk quento second second by vice president herrer ler approved Construction Services for uh b232 24 Bond 06 portable site work at aptitude and adalante acmy I'll open to uh 6.03 public comment seeing none I'll open

136to questions comments by members of the board yes trusty Chavez uh seeing that there's only only one bid here I'll be voting no okay and it also doesn't it contradict one of the policies that we already have in place that we're to receive more than one bid yes uh so uh Mr Chang would you uh would you Rite in some clarification I don't recall any policy that we need to receive more than one bids per projects it's really the the of the districts to either want to move projects forward based on the timing itself and also doing a comparison of the value of the bid itself to make sense or not um so the district can move forward if it perceive one bid um just as long as that bid is acceptable by the district

137so no second bid there's no requirement yeah thank you then I I have a question to to Mr did we ever receive a second bid at all no not not for this one that's fine you know sometime you know sometimes only one one firm is willing to yes I'm sorry usually when I'm sorry to interrupt you but usually projects like this are very small and with the very high turnover of construction stuff people are not really interested in coming to put one portable in adante and another one in aptitude so it your your comment is valid but I also we have when when the the jobs are very small people are usually with so many other projects for them in the area they're not interested it's just small okay then I uh changed my mind

138okay we can vote okay I'll just say that you know uh you know we you know we need to always keep good facilities for our children this is a step in that and also just to clarify that you know not all projects receive more than one did due to the size of the project and due to uh demands of the labor market in uh the construction uh sector as well so with that I'll yeso to make sure that the public doesn't isn't left the wrong impression I'm sure that there can you please identify the process through which you go to seek bids and it's put out in a like a in a public forum you know can you just explain it that way I don't have to try to Sure too much yeah there's a

139process you first of all have to uh advertise the projects um for a two times and then you know you can set requirements in terms having um interested vendors do a site uh a site walk um and there's a timeline in terms of when they need to submit the bid by and so those bids are very public we open them public we have a room set up um once we receive the bids we stamp them and then we open it up in front of anyone who wants to uh deew the process itself and uh it's like a a trade journal or something or where is it that they're posted up that way people it's a trade Journal um sometimes he post it on like Mercury News as well okay yeah there you go it's General

140Paper of General circulation okay thank you thank you for the comment but I mean just for me it it's standard practice to get a couple of them but now that you explained it in depth that it is a small project and it's true when they're not going to make that much money there's no not enough bids but to move it forward uh thank you for the explanation thank you so with that uh we seeing no further comments or questions by members of the board I'll move to a vote uh all in favor please raise your hand all oppos item 6.03 is approved unanimous ly we'll move to item part seven instructional surfaces item 7.01 SCH School sponsor F trip list motion by trusty Chavez second by vice president Herrera Lera I'll open item 7.01 to

141uh public comment say no public comment I'll move to questions and comments of the board I'll just wrap up with a few trips are a uh you know I I believe few trips are a important part of our curriculum it's a chance to give our children a Hands-On learning experience to uh build on what's taught in the classroom so with that I will say bone voyage and I'll uh call for you know we're having a motion in a second I'll call for a vote uh all in favor please raise your hand all opposed uh item 7.01 is approved unanimously mve to item 7.0 motion there's no need for motion on 702 it's information only oh excuse me I thought learning communities for school Success program award apportionment amount 2023 to 2026 superintendent power I just

142want to make the board aware that alamro received it will be receiving a 1 uh, 170,50 for our Community since schools program yay yeah okay uh well let me open 7.03 to public comment first being no public comment I'll move the questions and comments by members of the board and I see trusty Flor shell yeah I just quickly wanted to um appreciation to the team and the Consultants that gathered uh so much Community input and we got to dream um about this of and I think you know this is a competitive amount um so kudos to to everybody I I was on that committee I think in my prior life before becoming a board and trustees so again appreciation to community um teacher staff and look forward to implementation thank you thanks uh vice president

143Herrera loera um I just want to highlight the fact that you know I'm glad that the state um is somehow uh getting funds into our schools especially the areas that need the most um and thank you to the staff and parents community members who took the time um I'm honored to participate in this conversation when it comes to um East Side Union High School District as a parent for overfell high school um and you know I I mean what a um model that some of us are already doing with no funds it's like wow what a great idea not really we've been you know trying to do it and hold it together but now that the state is um recognizing that this is um important work and that you know that funding is coming behind

162send off um our our Warriors to um fight in any War but um I also want to I want to honor um Andrea Flor Shelton who's no longer here but um she uh in her morning job um leading our city of San Jose uh gathered our neighborhood associations together um and coming together for a conference for the neighborhood associations and so I want to honor her work and um also all of those that are a part of a neighborhood association who volunteer a lot of hours and really hold our cities together our city together um so it was good to be there um and see you know Andre Flor Shelton in her work um element um also uh Andre FL Shelton and um Andres GTO we were able to um attend a press conference at

163one of our elementary schools with h congresswoman zofran and supervisor Chavez um to continue to stand against lead um in our community because there is no uh safe lead levels in blood so um we know that that's been a fight for a while um you know doing uh our um what we do as Leaders to stand up against um any wrongdoings to our community and so um continuing to do that to ensure that um our communities um are not only have you know quality education the best education the best teacher psychologist and all that but also a living environment that they can go to sleep in and be healthy so that they can come back to school the next morning and be their best um also I uh was able to attend the um Hall

164of Fame dinner and induction with our neighbors from the East side Union High School District this past weekend um honoring leaders within our community that um have done some amaz amazing things that were're able to put in to the hall of fame um so acknowledging that and then also want to um highlight uh hiking trip that happened today with uh Julia alimento um who took now I believe were 40 slips that I'm not sure how many of them got to go but this was the second hiking trip the first one was about 20 students and so those students must have had a good report back and they had double the amount of students um interested and so um it's just great to see leaders um she also serves our County as a judge and so

165leaders wanting to come back to our district and invest um and spend their time with our students and staff so want to highlight that um and then also you know as an indigenous woman highlighting that we are celebrating our American Indian Heritage Month that you know should be every day especially um you know as we honored today and board uh president um opened our board meeting honoring um the indigenous people of these lands um you know it's important to um always you know acknowledge uh the atrocities that have happened on our land um and never forget the truth so we never go back to it and we just move forward to it so um honored to be a leader too an indigenous leader contining to do my piece um to make this community a better

166place for all so thank you board president okay thank you so much uh CL ptero we have any comments okay well you know uh since this is my last regular meeting as board president I got a lot you know a lot of things have happened in the last month first of all I I want you know uh some there have been some comments in the press that have come you know uh come to my attention recently so I wanted to you know uh make some uh Corrections for the record there so uh you know at the last board meeting there you know uh individual trustee made some made some statements regarding fiscal irres responsibility I want to set it for the record straight that this you know this board has been phisically responsible uh we

167are uh you know with the uh new tent with the bargaining agreements approved with all our unions and uh you know and the uh you know uh that this District retains a healthy Surplus uh you know per you know uh per the September 15th letter from uh County Superintendent Dr danan Who you know who approved uh out you know gave approval to our uh local control accountability plan as well as our District budget that you know we uh you know that this board has managed and this Administration has managed our budget prudently over the last couple years and again uh we you know our budget re you know retains a POS posi Outlook so I wanted to set the record straight that you know U that um this board has been nothing this board majority

168has been nothing but phisically responsible also uh in regards to some comments I had heard from a individual trustee made to uh uh KQED radio uh I want to say that you know you know as someone who who has uh put time and attention to visiting all our schools you know uh you know I think that our district has been uh all has always you know at least since since I have been here on this board to be to work in in part you know as a strong partner to our families you know meanwhile making sure that all our schools are a safe place to learn for all our students uh whatever their background wherever they come from and you know we you know it is not you know it is our job as Educators

169uh that we maintain a safe and welcoming environment for our children uh and uh and we do so working transparently with our parents I have visited our schools uh you know our you know for the most part our teachers uh maintain uh good respectful relationships with our parents and you know we you know uh you know I I as I've always said uh a Student Success is a partnership between uh schools and families we can't have one without the other and I want to make it clear that we've always been a uh you know this district is uh you know has served you know our families for well over 90 years in fact this is our 94th school year we you know uh there is no you know uh you know this is a familyfriendly

170district but also a safe and welcoming District so I wanted to set the record straight uh on those issues and I take this opportunity to remind our you know uh all our board members that when we you know please you know when when we speak to the press and we you know uh have our Outreach to our wider Community you know that we you know be sure to you know know the facts uh and you know and as I've always said to do do our best to put you know put our best foot forward and to always try to uh get more you know always to get get the fair share for our kids and our fames so with that I wanted to move on to uh you know the good stuff here so I

171all I too want to wish uh you know uh tomorrow is a well actually Saturday is but we're we are observing it tomorrow a happy Veterans Day I want to thank our veterans many of whom work in our you know many veterans who work in our district for their sacrifices uh we would not be here if uh if not for their courage and their willingness to serve as I you know as I said earlier uh you know uh uh was it American democracy is something that you know uh that mean that it's a work in progress it needs to be continually worked on we all have our heart in uh you know uh in its upkeep and so I wanted want to honor the uh sacrifices of our veterans and also the efforts of those

172who currently serve I you know now that it's been mentioned I want to wish our school psychologist a happy national school psychologist week you know I hope you know I hope that you we all you all and we all enjoyed a long weekend coming up uh I had forgotten but you know uh it has come you know I did not have the opportunity to mention this at the last board meeting but uh you know I wanted to all uh was it mention the passing of Randy Barber who taught in our district for many years a music you know a music teacher uh who uh passed away last month I wanted to take this off opportunity to uh recognize him for his his efforts for our kids over the years and I do want to say

173that uh you know in my interactions with Randy he was always you know uh he was always one who who who you know metant what he said and said what he meant and he never missed any words I've always uh uh appreciated his cander uh so you know I want to extend my condolences to the barber family you know it's kind of uh you know I got I think I got to see him play for uh perform for the last time at the Alam Ro uh Jazz fundraiser this past June so uh you know uh Randy will be Randy Barbara will certainly be missed and again I want to extend my sincere condolences to the barber family on the passing of Randy um so with that uh lots and lots of things have happened since

174the last board meeting I visited 12 of our schools uh you know on on October 13th I went to Renaissance at Madison or Cesar shz Early Learning Center uh San Antonio Elementary in Lucha I uh you know uh you know got to see our you know uh our Early Learning Center in action we're providing providing this great service for our families uh lots of learning going on at at uh Renaissance at Matson and San Antonio and uh Lucha all you know uh since it was the F Friday the 13th I got to tell this tell the story of The Legend of why Friday the 13th is bad luck so you know in keeping with the spooky theme of October uh and you know but last but not least I wanted a special mention for Lucha

175because uh they persuaded me to be part of their walk even though I was not prepared you know you know wasn't in the right wasn't in gym clothes right but I ended up doing a doing a r doing a lap and sponsoring myself so I'm always happy to uh make a charitable donation to our schools uh or ever possible uh W you know two Frid uh two weeks ago I did you know I visited uh Russo mckinty painter Shephard and McCollum uh you know I got to congratulate our our painter Vietnamese dual emersion kits on a job well done at uh uh holding their own against windmill Springs at the 32nd annual Moon Festival uh you know uh was it uh MC colum had a you know growing a beautiful garden you know uh so

176I thank Miss Linsky for for showing me uh uh you know the efforts of the third all the third grade classes uh what is it at uh at Russo uh it was College week at Russo mckinty so I got the opportunity to talk a little bit about uh my college experience as well as my day job as a guide counselor and a college and last but not least was shepher uh I had the pleasure of opening the uh the the Screamfest and yes I did go through I did go through the haunted house and yes it was it was truly haunted um and then today you know it was a busy day today I visited Ryan Meyer adalante at Okala you know uh you know where all you know uh there's at Ryan the first

177grade class was Building Bridges uh was it I got the the third graders at Meyer were uh you know I'm uh learned a lot about government I had a great time you know explaining how a school board works in in a nutshell to uh third graders I got to see off our eighth graders at Okala and uh adalante and I wanted to make a me mention at Okala we had a what a sixth grade science class that did a project on cells and they did everything from uh h a cell made of Legos to baking an actual cake and so uh you know I wanted to uh you know but you know I wanted to congratulate all our schools on a job well done I en I always enjoy you know the tour the annual

178tour of Alan walk it's a you know it gives me an opportunity to visit our schools see our kids and our teachers and our classified staff but also you know to to promote you know promote Alam schools um so as as uh board vice president mentioned I had a you know uh you know had a great time at the East Side Union Union High School Districts Hall of Fame dinner uh you know that for the most part that's where our our kids transfer to when they graduate from Alam Rock and so it's always a a great thing to see uh East all east side San josein do well and you know celebrate their successes and yes I had some success at the silent auction which I won't say uh let's see here uh parent University

179at San Antonio was great uh as I've said it's always uh it's always great to see our parents uh and it's a great thing to see our district meet our families halfway uh to show uh you know what Alam Rock can do for your family and your kids and I thank our uh student services staff for all for uh always being out there and you know working to uh make sure you know working to uh make sure that Alam rock is a visible and active partner in in the success of our kids and and last but not least right before right before this meeting uh you know superintendent Bor and assistant superintendent Chang and I had a meeting with Senator coresi to as I said L you know Lobby for ways where we can we

180can get our fair share of resources for our kids and uh you know given the uh you know some uh the demographic facts that our district serves right 78% of our students are uh what is it are in you know uh low so you know in the lowest socioeconomic uh measures uh you know uh you know I learn you know uh our our uh was it 2% of our student population are un house students which has doubled since the pandemic uh and yet uh we are we you know uh we are the uh uh was it we are the uh School District that faces the most funding constraints you know due to uh our G due to our geography so uh you know uh as I said you know there's a I I've always said

181that there's a belief that the board president has two jobs right one to be uh the chief uh cheerleader for the district but also to be you know the chief lobbyist of the district as well so we had a productive meeting with Senator basy and I look forward to a future meeting with state assemblyman to you know uh you know find ways where we can you know to get our fair to get a fairer share of state aid for our kids so uh on that note you know um it's it has been a uh a a honor and a privilege to serve as uh board president this year I wanted to make you know oh I forgot what uh you know our district is U going to have a partnership with Silicon Valley Career Technical

182education you know it all started with a conversation between myself and the uh uh board president of uh Silicon Valley CTE Brian Wheatley and you know and we got you know our our staff working with their staff and we're able to uh bring uh was it CTE programming for our for our kids from Silicon Valley CTE uh for the upcoming spring break later this school year so I'm excited that you know uh you know I mean I'm able you know I'm able to get more for our kids and I wanted to reflect on fact that this has been you know uh uh you know I know superint you know and superintendent bow and her Administration has had to bear with me this past year but uh this you know uh this has been a very

183very active board presidency and you know from everything from uh what is it uh the east you know the uh east side San Jose board president's lunch you know to you know reassert our regional role again and you know the tour you know my annual tour of alam Rock and uh you know all the lobbying I have done on on behalf of this District uh you know uh this has you know uh I I'm hoping that uh you know uh my efforts have been you know leave the district for the better and so I I certainly you know hope that all all uh all these efforts bear fruit and we can bring you know more benefits to the district and I I hope you know and I encourage my my my colleagues when when when

184the gel rotates to them to uh to remember that being Bard president is both uh what is it uh being Chief cheerleader and chief law obious for the district so with that we'll move on to Section 8 Human Resources uh item 8.01 resignations this item is information only so I'll open to 8.01 the public comment all right see no public comment any questions and comments by members of the board uh seeing none I'll just urge my colleagues to read at uh you know uh read at their earliest convenience we'll move to item 8.02 certificated substitute pay raises second okay uh have a motion from truste I mean clerk quo second by vice president Herrera Lera I'll open 8.02 to public comment uh any questions and comments by members of the board okay seeing none I'll

185call for a vote uh all in favor please raise your hand uh all all all opposed okay item passes four to zero with the truste for Shelton Not voting so move to item section nine contracts over 100,000 item 9.01 approve second okay motion by trusty Chavez second by motion to approve by trusty Chavez second by K quo approved contract for with after school Music Academy for the 2023 20 24 school year this contract will provide an enrichment program including music martial arts and hip hop dance to George Middle School Okala middle school Renaissance at fiser Renaissance at Matson and Shepard middle school for a total of 20 weeks uh submitted by state and federal in the amount of $178,500 I'll open 9.01 public comment good evening board president fam us trustees superintendent Bower in Alam

186Rock Community my name is Veronica Talton I'm a performing arts teacher at George middle and Linda Elementary I'm speaking uh just to um acknowledge that this is support for after school music um and PE because it has um martial arts um and I want to give Applause to my colleagues in the visual performing arts department and PE Sports um my question is um and I know you can't answer this but I'm just wondering if there's any type of evaluation or assessment of the effectiveness of the programs this one as well as others so that we are assessing and meeting the needs of the students once they have been served I know other uh school boards do something very similar so I'm hoping that we will continue with programs like this to emphasize the importance of

187the Arts that is what drew me to this District because um instrumental music is a part of the collective bargaining agreement I'm a musical theater person choir and piano I certainly love that th those things will be featured but more than anything I want students to be served and to be done to the highest caliber possible and I'll just end by closing with a quote from one of my favorites uh aors Frederick Douglas and it is in my email signature and I try to live by it it is easier to build strong children than to repair broken men so thank you very much for listening righty so with that move to question and comments by members of the board yes uh vice president her uh I would like to um have staff uh update us

188as to I mean any programs that we have in our schools any uh teachers you know we ourselves we're always evaluating ourselves so um it would be good to see um what type of evaluation tool and if it if there is if there's not one um if there's any models that maybe we can Implement um and maybe I don't I don't know my understanding my understanding is this is going to be for 20 weeks so not sure you know if it applies because obviously you make it better for them the next year I don't know um but I think it's important that we evaluate and that we continue to bring these prr progam s right because they're life saving because our children get to just be themselves after being stuck to a box all day

189long in their you know desks so I'm excited I'm excited about this um and you know reinvesting our uh funds into and bringing funds into these types of programs um and maybe providing some sort of evaluation at the end so when we bring back more uh maybe not necessarily this one that we can learn from it and make it better for the next time yeah thank you thank you all right I'll just wrap up with you know uh you know uh the Arts are an important part of education and you know uh I look forward to looking to learning you know uh learning how effective this program is but for the time being uh I I always feel that it's important to get services out to our kids you know uh where we can so

190with that I am in favor of this item so uh with that said uh having a motion in a second I'll call for a vote all in favor please raise your hand I'll oppos uh item passes four to zero with trusty clor Shelton Not voting moving to item 9.02 approval contract resources 20324 school year in the amount of $150,000 second okay motion by K cono second by vice president for Lera hang on I'll open to uh you know open 9.02 to public comment okay seeing none questions and comments by members of the board I see uh crusty Chavez for clarification purposes can you please elaborate on the Fe um it said which is 3,700 per hour slash or day and also how many students will just be serving you so this is way it read

1913000 hour last on the actual on the actual price may I ask Mr Colona to come and clarify because this is an item from special is that okay to uh board pres yes yes can I get you to repeat the question yeah right um here's the question this yeah so it said 3,700 per hour it's actually it's actually $3,700 per assessment so it's not per hour no no we're all in the wrong business right and it's a very competitive compared to other agencies which is why we're and how many um they it depends on the number of Assessments so has assessment requests come in they'll be servicing those students so it varies um we have a school psychologist on leave at two of our middle schools so they'll be handling those assessments plus picking up

192extras has yeah okay contract permits thank you thank you so much anyway I forgot to ask you that one well uh okay any other me uh question comments by members of the board alrighty I'll call having a motion in second I'll call for a vote all in favor please raise your hand all oppos uh item 9.02 is approve uh 4 to zero what trusty Flor Shelton Not voting I'll move to Part 10 contract extensions over 100,000 motion Mo approval oh you trusty sh we made the motion would you care to read the amount to to save save us all some time so submitted by special education original approved $556 request increase of $564 120 of the total contract amount of $1,468 th000 okay having a motion from trusty Chavez second BYO I'll open item 10.01
