001item hard to fail position this appendix p dr. well murrs Thank You mr. chairman may remember the seek compensation review committee one of the recommendations from it was that we look at support positions throughout the system typically we give a one for every two years of outside work experience but when we looked at how we were competing with these positions with certain positions within the system mostly in maintenance and technology we weren't being competitive the committee made a recommendation that what we look at is the hardest to fill positions throughout that area and then move to a one to one reward of outside experience even though that would where we are in the pay scale of a plumber or electrician a master plumber here has 25 years of outside work experience we would give them
002that 25 years on the pay steps to figure their salary it still doesn't get us to where we need to be on every position we're still not totally competitive in some areas but it does help significantly so we asked everyone to look at those positions we actually did this three times over the last two years to look at where this was and like to recommend that that you approves this for this year we will bring back a new list next year may include some of the same may change something this list is meant to be a one-year only list each of the district change and as the as the job market changes you would approve this list every year so just because it may be the deafblind intervenors on there this year may not be
003on their next row or may be back on again next year they still hard to fill position but once it's approved once are less am a plumber of 25 years experience so I'm gonna go to a certain step for this year's nothing to cut it is a new vacancy I'm not going back and taking your steps away okay it's only for positional openings maybe next year that might not be on there right okay this for new hires I decision that they were taking it away right no motion did we motion to approve second questions all those in favor please say aye RI opposed it's approved item be a budget resolution appendix q mirror has a small Thank You mr. chairman based on the budget that we propose tonight we're presenting the budget resolution which is

007You mr. chair members of the board this is our annual contract for our nursing services in our schools and we have had a really good relationship with the health department and moving forward on this ask that you please approve this contract second questions all those in favor please say aye food item H Child Development Center appendix w dot holiday Thank You mr. chair members of the board this is our contract that we work with our special education child find our children who are on preschool age three and four usually who have special needs that we contract with the child development center that we have been working with for several years in fact next several contracts I want to be talking about it the same thing with different agencies that we do contract with these for
008working with our children who are preschool age that are either will require a IEP or already have such a document they'll ask you to approve it questions yes oh is this funding Mary hazel federal funding most of it is special education funding that passes through to the state so still pass through the state yes sir program 63 and is this and when I say child fine mr. shell this is a federal mandate that the children in our community one of the ways that we ate we are able to serve many children in New Hanover County on special education we can't just assume that the parents are going to present the children our the law requires the federal law requires that we find the children living in our communities at require services that's one of the
009things we must do and that's very difficult as you know it's like finding a needle in a haystack to want to find them early and so we do that through our preschool programs and we have some of those that are actually in our pre-k centers but many of them are in these centers that we contract with so this is basically a continuation and services that we have in our in our in our own pre-k center as well and it's a it's 800 thousand dollar contract but that's it does it generate any additional attention at audit time now in the money is very specific as to how it can be used and so it's one of those programs that it's like the only one or two line items in the whole program and I think that
010from a compliance standpoint and how they review the contract but that would that would be it yeah this is really all we can use it for okay good you have a questions although the favor please say aye I suppose approve item I Easter Seals United Cerebral Palsy pendants thanks doc the holiday yes thank you mr. chair members aboard this is same kind of contract that we had with Child Development Center this is just simply another Center this is united cerebral ballzy center which is out there on the old military cutoff road you're doing the same thing that we do with the CDC assets you approve move for approval second questions all those in favor please say aye aye thurs it's approved item J Advisory Council for Exceptional students asus thin that's why Doc Holliday yes

013continued item in sole source resolution with learning focused appendix CC Smith yes learning focus is in a stretch instructional framework that we've identified for use with our priority schools for the 1617 school year and we would ask the board's approval for the sole source resolution with learning focused move for approval second comments questions oh there's a favor please say aye hi first crude item o sole source resolution with Pearson for a IM web plus appendix double D dr. Smith yes Eames webplus is what we are proposing as a district to use as our Universal screener is a formative assessment system that will be an integral part of our mtss process which stands for multi system of support and would ask the board's approval for the sole source resolution with Ames wealth plus move for approval
014comments questions question is just what is this a continuation of what you've been doing no this is this is new we put together a committee actually we've been looking at this for more than two years and we put together a committee to look at various solutions that would be able to fill in the gaps in terms of I guess providing us that beginning of the year middle of the year and end of the year data to evaluate whether or not children are making the progress that we want to see and this was the recommendation of that committee what are the costs in year two and year through it it would be very similar to this this would be a recurring cost that the district would have to continue this this program are utilizing this resource
015no additional cost associated other than this no there may be some slight additional training costs but we often operate with the train the trainer model so we probably would see a decrease in in the costs related to the train okay thank you yeah you have the questions all those in favor please say aye aye opposed it's approved item PB I F contract dependence W dot Smith yes would ask the board's approval for the vif contract in this you have the service agreement which we signed last year which extend for 3 extends for three years but I wanted to include that and also it included are the instructional support pieces so it would be the splash services as well as the global programs that would be at both forest hills and also Gregor and would ask
016the board's approval second comments questions I have a question when do the teachers arrive in the summer the exact date no like in general isn't it about a week tickets it's based on their passport and usually it's just a very few days before the school year starts and so I know that that's been a concern of folks in the past so that is top priority on this land please list to make sure that we've got folks in place that can support them and also we've made it very very clear the vif that we want to see that support provided to our teachers increase from the other side of the table miss Lampley has been at work and today makes a week in in one day but already this is a priority for her what I'd
017like to see is that support start before they hit the ground in our country I think you'd be great to reach out to them before they leave well we have all actually some activities of what we are returning vif teachers we miss goza as you know who is in that role actually planned an event so that could bring some of the new staff together to go ahead and start building some of that community and then in reaching out to those new teachers you know they're already in contact with folks from my human resources department and there will be a plan in place you know we can't go to them once they're here we do have a plan okay well I mean we can skype I'm just saying it like we can do things yeah make
018them feel okay great okay good all right how did these costs in this proposal compared with the current the past year um essentially the curriculum costs are slightly more but that's because we're adding two new programs we are instituting a global focus program at Forest Hills which we never had before initially we were looking at ib and looking at the what is available through vif we thought that that was a better option for forest hills and then also we're bringing that and expanding that now to greater so those costs have increased on the curriculum side but the teacher cause we are bringing we are hiring more teachers because we've expanded the program thank you can you provide a some more details about what the differences are I mean just if you could email that you
019have to do that tonight but just I'd love to hear the difference between you know what we know what I be was but what is what are we moving towards yes thank you have the questions all those in favor please say aye I proposed it's proved item 13 called the audience for our Don agenda items we've had nine individuals to sign up I would ask that you keep your comments within our three minute time limit not the holiday is our timekeeper he will let you know in 30 seconds of three minutes so you would please honor that the first speaker is Sandra Lee okay second speaker cabron Sandra Lee signed up to speak who is centrally ok I think this answers our question from last time well I have to go by this will go
020to our second speaker camera and connect Cameron please yes up here otherwise it won't pick you up I'll try and keep this brief my name's camera connect I am a rising senior at Isaac very early college and if I'm just rising to address an issue that I encountered this last semester involving actually some of the online educational instruction that I was personally receiving the issue that I encountered is the deadline that involves these classes there was a direct miscommunication at the county level with my school on what the deadline actually was and to preface this I just like to give a little bit of history so you can understand where I'm coming from I'm in a little bit of a unique situation already at Isaac bear but already is the past semester I served as
021a United States Senate page in DC so I was already afforded a unique situation when I was coming home for my second semester of my sophomore year where I was not taking college classes UNCW is instead I was rolled in two classes Isaac bear graduation project and online health and the online liaison at the school who runs the teacher runs the classes had said you are eligible to sign up for free online classes if you so choose and you will have a full year to complete the online class and I was like okay I'll sign up for a class it'll be fun so I decided to pick one knowing that I would have a full calendar year to complete the class and in coming back I spent a lot of my time that I had
022free since I had such a lack semester engaging in the community through graduation project directly volunteering in the school's hosting a voter registration drives and directly plugging myself into the Republican Party here locally so I sort of put the this one class that I knew I had a full calendar year to complete on the back burner so that I could focus on these other things that were more pressing specifically volunteering and networking and getting myself to the position that I have now locally as I have basically a full-time job with the local Republican Party here is a turf coordinator so the class was sort of put on the back burner and then about a couple of weeks ago on i want to say jun 27th my mother had received a phone call from the online
023teacher for the online lady who controls the classes at my school saying that actually there was a deadline put in place that the school was unaware of and so i decided to meet with my principal and the lady herself and talk about this and she said that she when she told me that I would have a full year to complete the class was actually wrong and instead that there's a deadline on August twenty-fourth for online classes so my question to the board is I feel like I'm being wrongly penalized as I was directly told by the lady at my school that I would have a full calendar year to complete the class but now eight weeks before the the class is over I'm being told that I have to finish it and two of the
024weeks I won't even be here is I'm going on a mission trip and I'm going to work at the national convention in Cleveland so that's my question I will refer that to dr. Holliday and dr. Holliday if you will contact his office he can take care of that for you correct on holiday thank you thank you next figure Abigail Gardner good evening so I had this whole thing written before I got here until I saw some signs outside that said silence equals death do any of you know where that slogan comes from nobody really silence equals death was a slogan born out of the AIDS crisis of the 1980s and 90s when this country stood by as thousands of gay people died from a preventable and treatable disease the slogan then implied that it was
025a silence from the government from pharmaceutical companies and from the public that allowed so many people to die as a therapist who works with a transgender youth in this town the recurring theme here is pretty haunting while the issue here is a medical disease it's a cultural one and it is a deadly one deadly as in almost half of transgender people will attempt suicide at some point in their lives most commonly during adolescence the reasons why you could probably guess rejection from parents peers violence homelessness bullying it's a very very long list and it should also be noted that the homicide rate for transgender women is one in twelve and that's one in eight for women of color which is absurd so what does this have to do with the board of ed at HB
0262 I was so relieved when the kids that I work with told me that none of the schools here were really enforcing anything that think nothing had really changed however the remaining issue is that these kids are now subjected to a cultural firestorm of people telling them that they don't have the right to live in peace that there's something terribly wrong with them that who they are as a person isn't valid they're not right everyone hates them and they are not safe so well maybe they still get to use the nurses bathroom like they always have they now have these constant messages from the media and their very often from their family and peers as someone who deals with the direct effects of these things on your students every week who has to teach children
027how to stop self-harming and what to do when they feel suicidal and sometimes send these kids to the hospital I ask you to do the right thing take a stance against HB to make your school's a safe place transphobia is deadly but it is also preventable and treatable thank you next feature is Lorraine Barnes good evening and thank you respected board members for this brief opportunity to prove to you in a world where bigotry hate discrimination should be a moot point at this point it's far from being that it's just as prevalent today as it was in the 40s the 50s the 60s and the 70s there's no room in our society and our great nation for this type of hatred to continue silence on issues such as hb2 does nothing but propagate further hate
028and your silence on the matter simply states acceptance your silence on this matter says you have accepted legalized discrimination as a parent to my stepchildren and my adopted daughter I've taught my children to live their lives out loud respectfully and authentically I have taught them to never be ashamed of who they are as they are unique in their lives should be just the same I have taught them to live their lives that lead a direct reflection of their internal soul and nobody no state representative no board member nobody has the right to change that they should not walk into their place of Education and worry about being bullied and discriminated against because they are being their authentic selves in a non harmful way to anyone school should be a safe place of learning for each
029child in the confines of learning our children are taught especially in history classes that people are different people come from all walks of lives their backgrounds are different they learned that discrimination is wrong and illegal and should not be tolerated with that being said I say it one more time your silence and not in non action in regards to HB 2 is acceptance and your actions are reflective of what people thought hard against your continued silence will make you the villains that are being taught in our history classes today our nation is the melting pot of the world and our schools should directly implore that which our founding fathers fall for we should be allowing our children to be unique and expressive in their individuality they should be allowed to be their authentic selves there
030is no stock individual or traditional definition to what one should or should not be and no one has the right to thrust a definition on to another person based on their personal beliefs a person's individuality should be not be erased or obliterated to uphold a discriminatory law when we become what others expect us to be we are a mere robotic reproduction of a heteronormative gender normative society that is predetermined by an elite few is this truly the life we want any of our children to live you have it within your hand to stand up in state we are not this and we will not follow hb2 we will not tolerate in our school systems legalized discrimination express your individuality as leaders in our community and say we will not allow our state to harm our
031children in 1968 the great dr. Martin Luther King stated in one of his reflections on the civil rights movement we will remember our enemies we will not remember our enemies but we will remember the silence of our friends I ask each of you today please let us remember your actions and not your silence what would you do if this was your child speakers Tanya Jacobson Tanya Jacobson Leslie Cohen are you Tanya okay hello my name is Tanya Jacobson and I would like to thank everyone for being here this evening I want her to be given the opportunity to speak on behalf of the silence of HP to first I'd like to begin by stating how crucial it is and allowing each student the freedom of choice the freedom of expression and the freedom of self-identity
032on made 13 2016 the Obama administration issued guidance directing public schools to allow transgender students to use bathrooms matching their identity the Department of Justice of Education went to schools with guidelines to ensure that the transgender students enjoy a supportive and non-discriminatory school environment Fourth Circuit Court of Appeals in Richmond Virginia stated in April that transgender students should be allowed to use whatever bathroom matches their gender identity and all students should feel safe schools within North Carolina such as mecklenburg and Charlotte have already passed regulations that allow transgender students to use the bathroom and locker room which they identify their self as new CMS regulation which states that starting in August 2016 teachers and fellow classmates will call transgender students by the noun or pronoun of their identity we asked for a compliance in our
033schools and assembling the repeal and regulations needing and giving back these rights that have been taken from our children there is no room in our schools for dimmest discrimination of any kind including discrimination against transgender students faces on their identity this is just a start and accepting people for who they are this is about educating our children not teaching them hate towards differences teachers and students have tattoos they had piercings addictions no one knows about but because of a small group who are true and honest to theirselves this hb2 has brought so much hate to not only our children in the schools but the state of North Carolina we are in headlines across this nation because of hb2 this is about courage understanding and compassion these are our children this is our community and this
034is about listening to our students there's enough bullying and hatred going on already in our schools across this nation let's join together to repeal the HB to bill and allow these innocent children to live the life that they've been given thank you for your time next week is Leslie college thank you for allowing me to speak tonight my name is Leslie Cohen and I'm the mother of two transgender adults imagine that you're five or six year old child comes to you over and over and says I'm not a boy I'm a girl or I'm not a girl I'm a boy at first it might be funny and cute but eventually there is gut ritching wrenching panic horror as their insistence continues you turn where else to the internet you find articles about transgender children from
035CDC wh 0 am a the American Psychiatric Association in the American Academy of Pediatrics finally you turn to your pediatrician or maybe a mental health professional each one of them tells you exactly the same thing your child is not ill being transgender is neither and mental nor physical illness your child with proper support will grow up to be happy and healthy within six months they will be able to transition to their preferred gender when they're a little older they may be administered puberty inhibiting drugs which will delay the development of the adult traits of characteristic of the sex that they were assigned at birth and this will allow for easier surgical reassignment if they should choose that as an adult these drugs are safe and their effects are completely reversible these are not the same
036hormones that are given to adult transgender people as they transition they also tell you that without the support and opportunity trip to transition your child will be at very high risk for gender dysmorphia according to the dsm-5 which is the standard criteria for mental disorders gender dysmorphia has a single critical element and I quote the critical element of gender dysphoria is the presence of clinically significant distress associated with the condition of gender nonconformity gender dysmorphia is what has led 41 percent of living transgender adults under the age of 23 to attempt suicide of course you don't want your child to become part of this statistic so your next step is you look to New Hanover County Schools for their support you look first at their official policy and stance on hb2 your silence is deadly
037Thank You next speaker is TR my name is tr I'm an adult child to my mother I'm a sibling to my amazing sister I am a neighbor in New Hanover County and I'm a co-worker to those who work for the Department of Social Services for New Hanover County and I'm also a member of the transgender community I was born female and at the age of 33 through some introspection of myself I came out to myself it's a very hard thing to go through because you want to fit in society but you have this overwhelming persistency that is just bubbling up inside your brain and you have to let it out and you can either be happy or you can be miserable and that's the only choice that you have my birth certificate states that IM
038female so because of hb2 in North Carolina I have to use the female restroom when I go to work when I go to any public space even this building some of you saw me in the women's restroom and actually there is actually a gentleman that accidentally went into the women's restroom when I was in there and he used the restroom today and it was kind of funny because he saw me in there and thought he was in the right place so so now it becomes this really awkward thing because me who looks kind of like man is now forced to go into the women's room and transgender women are now forced to go to the men's room because of what their birth certificate says if you want to comply with the law and I work
039for the new camera County social services and because of my job I have to comply with the law if I go into a public space I have to use that restroom just like the kids that are at new Hannah knew Henry schools they'll have to use the restroom that they're born into right so it doesn't match what is actually presented so picture this picture you're in high school elementary middle school whatever the worst year was for you yet braces you have a bad haircut you maybe develop too late to early whatever the fact is then you have grades and all this like pressure to make the grade to go into college all this stuff now one more pressure you don't match everybody else's identity what do you do what you don't do is ignore it
040these kids in school you know I know two young kids a four year old and an eight year old they're transgender they have accepting parents and I know about 25 to 50 students in high school and middle school that are transgender in school right now and I know them because of who I am they come to me and so you have to think about those kids that are being heard how about the kids that aren't coming forward that don't have accepting parents they're being taught at school that they don't matter that there's second-class citizens and I need you to speak up for them let's take your tail I'm going Kalin hello I'm Callan Kuhn and I attend jaunty Hoggard high school in Wilmington North Carolina well the hog yard population is diverse and the school
041tries their hardest to create a sense of safety and equality for all the polity policies lack in many aspects attending to transgender students of the many students that identify within the LGBT community transgender individuals seem to be especially targeted in schools not only within the student population but as well as the staff and administration as in the case of one transgender female to male student that attends Hoggard there are a couple of problems while many teachers and staff refer to him by his preferred pronouns he and him and is thought of within the student body as male the school itself does not officially see him as male but still female therefore will taking physical education he was placed in the female locker rooms and put on the girls teams there are also no gender-neutral restrooms
042within the school accepted the nurse's station this leaves him to either use the female restrooms where he admittedly feels unsafe from the ridicule and possible harm from the other girls or having to possibly walk the entire length of the school in order to simply use the restroom many people would say that this is a minor disadvantage but to him this is a very important subject that majorly affects him while most others never even think of going to the restroom as being an issue these are only some of the many issues that most transgender students face throughout their lifetime and in descending that I and my fellow classmates I must unnecessarily witness the emotional and physical pain that some of our peers must endure while those in charge seem to ignore problems they perceive to only
043be my new yet it's the actions that are small and can be taken to improve someone's quality of life and is it problem solving what education is all about thank you let's face it Michael Cohen hi everybody thank you so much for letting me speak my name is Michael Cohen I'm a school counselor here in Wilmington I've worked in education for 23 years I'm here to respond to this board silence on HB 2 I do my job but I'm a school counselor because I am passionate about protecting and empowering the vulnerable the marginalized the disenfranchised the struggling all children all children making sure that all students are learning in a safe environment I explained to my younger students when they ask me what I do that my job is to make sure that one hundred
044percent of the students in my school are safe one hundred percent of the time that includes math recess definitely recess hallways and the bathrooms as educators it is our job to make sure that every student gets what they need in order to learn we talk about this all the time in the context of children with learning disabilities children coming from unsafe homes children who are hungry we know if a child feel stressed or unsafe they cannot learn their cognitive abilities are hindered that is why we have IEPs 504 s school social workers and counselors free breakfast and lunch programs and title nine our job as educators is to ensure that whatever their circumstance whatever their circumstance they are protected and given an equal opportunity to take in information to take in information to learn it's
