item to know more than 20 minutes written matters may be placed on a future meeting agenda so with that uh you know we now open to public comment good evening Dr members my name Isa I'm here tonight because at the last boardon there was a presentation done around um harassment um for students in the community and I am here tonight to ask what are you doing to also protect teachers from harassment in schools um it would be nice to know that there's a plan in place for when parents or other community members come and attack teachers during their work hours thank you thank you jel Herrera I graduated from Madson Middle School I want to share with you a letter on District letterhead and signed by eladia Bower and it's stated October the 4th the
first paragraph I'm not going to read but it talks about hiring a new principal for adante sharing the news it's addressed to Dear adalante Community I do want to read the second paragraph and it reads like this also at Monday night's board meeting the board took action to dismiss a school administrator after the administ the administrator RW their request for a hearing and no longer contest the charges against them the charges were for immoral conduct dishonesty evident unfitness for service and for persistent failure to for persistent failure to obey the laws of this state and the district's policies and regulations we believe this action was an important first step and it goes onia she's running out of money she has spent $80,000 of her own money to defend herself it wasn't that she didn't want
to contest it it takes money to contest it the district has Deep Pockets we're talking about a farmworker that worked with all her childhood was denied by her parents to go to school in high school because she had to take care of the kids and she still managed to get a university education and become a professional that's the kind of person that you're mistreating ladia you're doing the wrong thing you're doing the wrong thing I ask that you do the right thing hang on Mr Mr her you know I you know there is public comment but you know I have to warn you about personal attacks here oh no this is not personal this is something that I just read that's happening it's not person I read a letter that went out to the whole
Community president man I I okay this is a public document how can you call that a person's but is doing the wrong thing you done yes time is up thank you got to take my phone cost money thanks uh okay seeing seeing no further public comment we'll move to uh item 8.01 uh disclosure of major provisions of pive agreement including cost to be incurred in current and subsequent fiscal years approve and ratify tenative agreement with between the alamro Union Elementary School District and area for the period of July 1 2023 through June superintendent I just want to thank the teachers uh for a fair and uh robust discussion around the contract and I very um grateful that we were able to reach an agreement in a very professional way so thank you ARA for that
okay so with that uh I'll open 8.01 to public comment I was going to do it a little later but I come up so I just wanted to say that this was um hard work on both sides and at sorry Sandra ver area president this is hard work on both sides and um we're happy with the successful terms of this agreement and just to let the board know that this was the highest turnout of area member participation we had 76% of our members who took um action and voted this time and so out of it was 361 members out of 476 so with a 90% ratification rate the teachers have voted to pass the tened of agreement so we thank you for this time and we encourage you and hope that you will see to
also ratify thank you so with that I'll open the questions and comments by members of the board okay you want go for you wanna go I saw try Flor shell there um first off do we have a motion not yet questions and comments so you want to make a motion at this time you you may do so yes I'd love to move approval of the contract between ELO school district and area second motion from trusty Flor Shelton second by vice president Herrera Lera alrighty I'll just oh yeah so I'll just say um uh very happy this day is here um we wish it would happen sooner but we are here and I just want to give my thanks to Dr Bower her team um uh Mr Cho um for moving this forward and for the
great partnership and um great I I hadn't heard about the turnout um and 90% is is great so again progress uh moving forward wish it was longer but you know I know you all be back at it again so thank you okay uh vice president Herrera Lera thank you so much and I also want to um recognize Joseline right she was here when we started this process um of negotiating I know she's no longer with us but she was also a part of that so in addition to all the people that um were recognized and then uh Sandra for your leadership right coming in I mean brand new and it's like a couple months well actually we were in negotiations when you came in so um the reflection of your leadership um is reflected in
the numbers so thank you so much uh for that um as a union member you know I I know how uh much time and also um you know those that wait for the outcomes of like you know hopefully now hopefully now I know I know how it is so I'm happy that we've come um to this point uh and I look forward to supporting this when the time comes um with a vote um and you know thank you for the countless hours all the staff that spent day in day out um and doing this process that um should should be had right on both sides and um I see this as a you know U that bridge right the Bridge Building between our uh District unions and staff um and all that are a part
of um those conversations that are had even though they're long and tough get to be had and so thank you to those of you that are at the table making um your uh points across um preparing I know it's not easy uh but where we're at now um it feels good and I I look forward to future you know it's kind of like I think when I first started it was like uh negotiations but now it's I'm kind of get it gets exciting right I'm kind of excited for the next one um hopefully using this as a as a model um and of course as a you know as a trustee being able to support as much as we can and you know I'm proud with the amount that um we've come to um obviously
I mean you know we always want to be able to have more to be able to do more but um I'm proud of where we're at so thank you so much thank you board president okay thank you okay uh I'll just wrap up with you know uh I've always said that you know we have the finest teachers and classified staff and I I am very very glad that we have an agreement you know uh I you know I think teacher teachers and staff know that I have always been uh committed to their well-being because I you know I know that a you know uh you know what you know that we we ought to do what we can for uh the finest teachers in all of the East Side here uh at negotiation is like
what is it that that Phil Colin you know I think Phil Colin saying the the the mo U modern version of it you know love certainly doesn't come easy it's a game of give and take and I know that you know it took you know it it took a while but we're here we we have a deal I'm happy to be able to see that our teachers or and our staff will you know will be PID what they deserve to be paid so you know I I I you know I uh C when when the time comes I Ur my colleagues and joining me and approving the uh the item so with that I see trusty Chavez um whether we vote yay or no a lot of times that doesn't mean that the teachers aren't
valued or they're not appreciated and that they haven't done good work sometimes we have to look at the budget and see if we're going to be 14,678 60 639 in the whole then me I've always looked at the fiscal responsibility but that in no way reflects that I don't appreciate all the work that the teachers do and everybody else working in the district thank you okay uh you know I I would just want have a question for trusty Chavez where did you come up with this number right here where it says in 2023 14,678 if you look at is this the are those the UN actual what it did you did you read I did read it but you know it's when we get there you'll see it oh well what would you would you
know can you tell us what page could you tell us what page 702 I item the last page on 702 where it says the general fund and about on the right hand side where it has parentheses that means that it's a negative it's on uh there there was a modification agenda so item 8.0 uh so whatever the number is uh I know that there was a modification but in my book that's the number that it has so right here it's says 703 and the page in front of it and it's in a little bit about a third of the way down and I highlighted in pink I don't know if anybody could see that can I ask a question yes yes um and just to make sure I'm looking at the number it's the one
the line item named what is the name on the left operating Surplus and then when it's in parentheses you're operating in a deficit okay I just want to make sure so it's has parenthesis so we will be 14 million almost a little bit close to 15 million in the whole if this passes so can I ask yes sorry um and maybe um can I ask Mr CA Mr C can you um clarify operating Surplus deficit and I think just I mean especially just focused on this um if you can explain to us in my understanding that's not what that means but I just I want to make sure that I'm understanding it correctly you um yeah this document just shows the financial position and the impact of the uh agreement uh for all units including
management um and it just shows you that you know at the beginning of the year we started the year with a combined general fund um reserve of $ 71.5 million that's what we started with the impact itself uh we are spending down the reserve from 70 from 71 to 57 uh so it does reduce the reserve by the $14 million for this year and can I continue to ask question um I know that I mean we had many discussions um many many many discussions as a board to come up to this and we had a lot of opportunity to you know bring some of these things up but I'll ask you know since we're here in public um are we as a district able to cover this these agree the agreement that we're on right
now I mean financially uh you know obviously as as fiduciary our responsibility is to make sure that our district is able to cover this and again I know we've had several discussions but are we as a district able to cover this what we're up right now what we're the agreement that's before us so part of the process of um Collective bargain agreement is that you we the district itself has to submit a disclosure to the county off will support second I viw um and we do that for the current year and also for two years out we call that multi-year projection um the county has responded um in terms of a financial position um and and the requirement for every District's be solvent is that they maintain at least a 3% requirement our Reserve requirement
based on our current agreement um and cost impact we are able to do that for this year and the two subsequent year thank you um yeah and and you know I I feel comfortable with the questions that I've asked in the long conversations we've had um you know and obviously we all get to vote Yes or no and you know I I look forward to doing that at that point Thank you and so you know just to clarify you know uh one of the responsibilities of the board president is to receive the letter from the county superintendent you know notifying the district you know whether or not it's in positive qualified or negative status so uh the last letter I received was that our budget was in positive territory and you know question to Mr
changen uh with this agreement uh we are am I correct in saying that we are still in positive territory thank you very president uh yes we are still in positive um certification and the county concurred that with the letter that they sent us I believe Tuesday okay wonderful okay and I see trusty Chavez before Co hit we were supposed to do reductions because we were going to be at around the 22 million deficit so when the co money went into the Coors of the alen mock School District they got an influx of millions and millions of dollars that was going to be onetime money and Santa Clair County Office of Education also said that we had to make reductions so is this doable can we make payroll yes but at the expense of cutting costs
in 2024 so everybody is entitled to their own opinion everybody's entitled to vote the way they want so thank you very much uh I see trusty far Shelton thanks you um thank you trusty Chavez for just pointing us back to the bottom line and I think what I um just want to clarify for myself given the the question on the table is that I see how this operating Surplus um we go from an existing 7 million to an existing 14 million deficit given that we're incurring a $7 million cost that we that I support I support those but the the projected ending balance back to sort of just clarifying the bottom line is that we still have an ending balance of $ 57.2 million correct that is correct okay so that gives me Comfort that
we have these new costs that we're incurring um because it's the right thing to do and yet at the end of the day we still have a fund balance of over $57 million so I just want that thank you yeah you know uh so with that seeing no F comment I'll with having a motion in a second I'll move for a vote I'll call you say see you trusty shavez no uh vice president herrer Lera hi firsty FL Shelton yes and myself voting I IEM passes three to one with trusty Chavez dissenting Ando not uh absence moving to item 8.02 disclosure of major provisions of tenative agreement including cost to be incurred in current and subsequent fiscal years approve and ratify tenative agreement between the Alam Union Elementary School District in CA chapter 305 for
the period of July 1st 2023 through June 30th 2026 superintendent Bower I ask the board to respectfully approve this this is part of a me to Clause that will bring csca to the same um uh increase that area yet received move to approve motion by vice president Herer Lera second second by uh crust for Shelton I'll open 8.02 to public comment uh good evening president men yeah members of the board super pretended B members of staff I I think I missed my opportunity last time to come in and speak so I I catch it this time I just wanted to take this opportunity to thank um our labor partners and the work that we did together uh I especially want to thank Sharon Fontaine and Robin Ard with CCA um Tom Fu who's not here
this evening and Al Dy who I've worked with for years and then lastly Sandra ietta and and Chris Clark with ARA and and also Charon that we began this process with I just want to say this um without beling this I grew up in little farm worker town called of Campo uh just uh north of Loi I was a farm worker my parents are Farm Workers and if it wasn't for teachers if it wasn't for the bus driver they got me to school if it wasn't for the cafeteria workers who bed me uh if it wasn't the SCH secretaries who made sure I had all the things I needed I wouldn't be standing here today just because of them and it's because of our labor partners that we continue that kind of struggle for our
kids especially in a district like this and that's why I was invited here in 2017 like you Old Sock you can't get rid of and but it's because they're children here they they kind of reflect me so I want to thank the board for your leadership I want to exe you thank the superintendent for her leadership I've before I've worked for about I think in my career about 15 superintendant is one of the best one of the best if not the best so thank you for the opportunity and thank you for inviting me to your District um and thank you to all our labor Partners again thank you so much thank you so much Jess okay so with that having a motion and I'll so with that I'll open the question and comments by members
of the board and I saw trusty shavez and I forgot to mention that our the teams that are always constantly um trying to negotiate with the labor unions they do a fantastic job they're very cordial and respectful to one another and I like the fact that Jess has done such an amazing job and I've said it before the people here here are all for the kids I just have to vote my contents because I don't want to be here another in a year and a half making cuts and not to me to start cutting teachers or anything else if it's needed I'm a little bit more conservative so I see the bottom line what could happen and there's no way that I don't want everybody to get a race but is it doable to me
you're going to get it because it sounds like two board members want it and that's fantastic but me I still have to vote fiscally conservative which is why the voters put me here because I try to wear both sites but I that is in no way my vote of a no in the previous one or the maybe the ones to follow that doesn't mean that I don't appreciate all the work that everybody does and all the Care that they put into kids and the kids' lives that are going to be affected if these teachers leave or they stay I just want everybody to acknowledge that Al does its best to do a job under the circumstances that they have with the little resources that they have they do an amazing job other districts have a
lot more but I still have to be here at the board making money decisions so I want to thank everybody and everybody is appreciated just because somebody votes no and you don't agree with the no doesn't mean that they don't appreciate everything you do thank you okay uh vice president Herrera Lera thank you board president uh I'll just add uh you know thank you Jess for that um message and uh it really brought me back to when I was little and my dad worked in the fields as well and then got his first union job and I remember the the difference that that job made for him and I remember even more when he got a 10cent raise yes it was many years ago you know I'm in my 40s so I mean now I'm
sure it would be equivalent to hopefully dollars but he got a 10-cent raise back then and it made a huge difference in my home um so for me you know I I will continue to say it publicly if we're able to give our teachers you know the money you know I'll continue to voice to be to give them the most right um the most that we can being responsible enough as a board member to ensure that our district will be here for another hundred years plus um and so you know I think it's moments like these um I mean there's always something to celebrate but it's really moments like these I think that you know really highlight the importance of um those that are in leadership roles wherever we're at so again I can't thank
you all enough um those of you that worked hard um you know super intendent day in day out um and trustees you know we got our share of calls and emails and um it's it's not an easy time but it's necessary in order to you know be able to give our teachers and staff the best here at alen Rock so that our teachers want to continue to not just work here but want to come here that we continue to be a model for other school districts um and not one that people just want to run away from so um you know there everything is important everything is important and I mean we don't have anything and we don't have our teachers and we don't have our staff you know at the end of the day
I mean you know we are nothing without you all so um as a as a leader I signed up for hard decisions in my first meeting that I got appointed I had to make a vote on Cuts hard decisions but it's not easy and you know um that's why you know there's some of us here and some that aren't um and this I mean today I want to celebrate you know it's it's not a hard decision for me at least it's an easy one to support our staff and support our teachers um you know that I know that the differences paycheck will make I know will help their families their homes and to be able to come to work the next morning with a Brighter Smile and I know that that helps lift Morale on
and on and on so um as one of the five I am extremely proud to be here and to support um what we're doing tonight thank you thank you okay well I will wrap up you know I didn't have a you know I my off I want to express my appreciation to area CSEA uh Teamsters for for sticking with us and working us and I also want to express my appreciation to the administration and our bargaining team for you know as I said earlier you know love certainly doesn't come easy it's a game of give and take and it is you know and you know we're always you know but at the end of the day we have an agreement you know that's well you know within our within our budget you know and you
know it it behooves us as I said to do do the best we can for or you know uh East side's finest classified teachers and staff and I add one a one more thing and part of it is you know um part of part of the you know one of the mandates that that I I taken on as board president is always to uh do do my fair share in LW for the district and to uh see where I I can you know I am you know the superintendent Administration can find ways to look for additional resources for this district and you know and as I said and also to think of ways to uh make the best use of our dis existing District resources so that we can you know uh make make packages
like these possible as well as to you know I I you know uh I've never believed addition by subtraction but you know I I do want to you know I and I encourage my colleagues as well join me and do our part in you know working to make sure that you know we you know where we can avoid the cut we can't avoid the cut you know uh by getting extra resources for our districts and so again uh as with the previous item and future items you know I I'll be you know I I vote Yes and I I hope my colleagues will join me in doing so so uh seeing no further questions and comments uh I'll call for a vote I'll call you say see you trusty Chavez no vice president Herrera loera
hi trusty Flor Shelton yes and my voting I item passes 3 to one with h trusty Chavez dissenting and clerk Quintero absent uh moving on to item 8.03 ratify 2.1% salary increase the teamst bargaining unit members pursuant to me to provision Mo approval a motion by trusty Flores Shelton second second by vice president Herrero Lera superintendent b i respectfully asked the board to support this okay okay I'll open 8.03 the public comment seeing none I'll move the question and comments by members of the board all righty see none our truste shavez um I'm glad it was mentioned that um there are Cuts made by a couple of the trustees I want to inform the public on something so Alam Mar lost control of fiscal responsibility Authority Santa clar County Office of Education has control of
the bank accounts and the checkbook why because this is a fiscally distressed District when they took it this is why there are outstanding outside administrators controlling the bank accounts of alumrock districts must demonstrate good management before returning to local control fmat which is the fiscal crisis management assistance team which was here in the district uh in starting in 2007 17 when they said that all this happened um because of poor fiscal responsibility so in order to get the the bank account back as well as a checkbook bcmt sets performance standards for the district in five key areas financial management student achievement personnel management facilities management ment and community relations and if me control is given back I am hopeful that alen Ro gains control back for the fiscal services and oversight and the checkbook and
the bank accounts thank you okay vice president Herrera laera um and I'm gonna ask Dr bar a question and I just there's so much happening so can you um remind me Dr Bower um I probably don't have the date or even the year but I do remember being board president and US receiving a letter that we had gained that ability back so I don't remember the month or the date but can you refresh us I just want to make sure that we don't leave this meeting thinking something because I know that I worked hard as one of the five you know as well as the rest of the staff here worked very hard to come back from that um nightmare is what I'm going to call it that our district went through um and so
can you just refresh my memory I it was under my I was president at the time I remember receiving that letter so I'm gon to answer that in two parts thank you the first part was the bonds program because we had a contractor that was defrauding the district uh there were some challenges in the fiscal department and I will ask overa to answer the whole thing about um the the sko coming and helping us this is not a takeover per se what happens is districts as they do declining enrollment we're not the only ones by the way I just want to be very clear with the public that this is not about taking over this is not about they control the purse because obviously we bring to the board you know for approval we didn't
have have that control you would not be approving contracts races and all of that stuff so sco doesn't tell tell the board how to spend the resources we they don't have that control they have like they have a monitoring service for all the districts including San Jose Unified and other districts that have their own you know their own system um but they they don't control they're they they're not they don't have that fiduciary responsibility over Alum Rock I'm going to ask you you're a lot more familiar you work in sco why sometimes it's best for districts like ours in terms of the size to be uh working with sco in terms of um uh handling the the the paychecks and things like that thank you Dr bar so um just a little bit of a
background um to be a fiscally there's two type of districts in this County or throughout the state fiscally accountable and fiscally dependent um fiscally accountable is that uh you run your own financial and payroll system really that's the extent of it you can run your payroll check whenever you want your AP checks whenever you want being a fiscally dependent school districts is that you operate on the county system so the county has a financial payroll system that districts can jump on or participate in and that's where they process our our payroll warrant our AP warrant and actually the dependent school districts more common in this County and throughout the state than fiscally accountable of the 31 school districts in this County um only three districts are not operating on the county system and there's a
lot of benefit on being at the county system you can tap on their resource they actually do our tax filings for us they do our garnishments um so there's a lot of support um being a fiscally accountable or dependent District um we did lose that um that ability to be fiscally accountable um back in 2017 when the county revoked it but in my opinion I think I mean it worked well for the district we were able to rely on the county for other resources support um typically a fiscally accountable District really big District like sounds a unified who has about 30,000 students east side is the other one in catino um all three I believe are well above 15 to 16,000 students that they serve and you know being big districts it there's a benefit
of being able to have that flexibility to run those AP checks or payroll warrant um but for a small school size like us and 27 28 other school districts uh there's a lot of benefit being on the County system um the when we were going through all that um back in 2017 through 19 um the county did a sign a fiscal advisor um I believe it was 2019 that the county did um remove us from that uh advisory role and so we're now operating um independently from the county the county do have fiscal oversight not only our district but all the districts in this County um and so even the bigger districts that have their own system uh the county still reviews their budget they still review their interim report their on on actual report
their Auto report and so there's still that component and oversight fiscal oversight uh between the county and all the districts in this County okay uh well I had a you know and so just to clarify and superintendent Bor Mr chain and you know um you know feel free to answer uh you know at the the bottom line is the the the dis the the district is able to receive funds and disperse funds to spend on you know to spend on the needs of the district H you know you know as as needed in order to maintain the operations of our schools and the education our children yes okay and the fiscal advisors also I wanted to be very clear because the fiscal advisers were assigned to the alumrock because of the bonds program I just
want to be very clear that we don't lose track of you know there were very challenging times but I think you know let's not forget the cost of who what created right we had somebody you know and we're going through the process right now that was not doing what they were supposed to be doing thank you I see trusty Chavez I'm very glad that Santa Clara County supports this District because the grand benefit is is that they ensure fiscal responsibility so they can't go too far left or too far right but there's been letters also not only the year that one trustee said but in other years that they said you have to make reductions you're overspending and there was several other things and don't just take my word for it look it up and
you could see it it's um a letter from Santa Clara County Office of Education um if you can't see it on the website then you can search further uh but that not that took place in 2019 so because like I said earlier because of the coid money we had this huge influx of money so that actually saved the budget because if everybody remembers that we had that big deficit and we had to make Cuts we made layoffs but they excuse me we made Cuts we we cut staff but that never happened because the governor said you couldn't lay off people during that time or else it would have happened so I'm just saying that this is not in no way that I don't support the teachers the workers the admins the superintendent I'm just saying
that I as a board member have to be fiscally responsible because as several others mentioned there were cuts that had to be made so you have three four one against that's fine everybody will still get it but I still have to weigh my vote by what I have seen in the past and what could potentially happen so as a business owner for 37 years owning two to four businesses at one time I know that if you overspend you could be back at the table talking to the pick ma crisis team and be in the same position so I'm hoping that will never happen but it's a possibility especially with decline in enrollment thank you I see trusty Flor Shelton yeah I just had a question in terms of whether um it might be a good
idea for our um letters from the county office or fmat to be published on our website so that it's just very transparent as to where we've been and what our current status is so that there isn't misunderstanding of um and what um assistant superintendent CA thank you the the accountable and dependent it's sounds complicated right so you know I think just having something that's very plain for everyone to see that we can all point to of what our um our status is and that we are not you know we are locally controlled right we are making our own fiscal decisions and that that's crystal clear to everybody thanks custy Chavez as well as who has final control of the bank accounts and the checkbooks thank you yeah just vice president har um I just uh
you know for me it's important I think there's five of us who are elected to vote you know and we get to vote anyways I that's been said several times including um trusty Chavez mentioned it and yes you know I think absolutely we all have the right to vote any way that we want um I think I think it's it's important also to um make sure that when we speak and say something that is truthful and I know um there was something mentioned about 2020 and Dr bar I just want if you can help me remember because it was a crazy year for all of us um it was a pandemic I was a president at the time and I don't remember having to make cuts and the governor telling us and I mean I
I was board president so you and I had a lot of meetings and we had a lot of discussions and there was a lot so I could have missed it but can you please uh tell me the um if we were going to live like if we were going to make and then the so trusty Charice is correct in terms of the in the pandemic um I'm trying to to remember the exact words because I don't want to mislead anybody so I'm looking at CA because there was do you want to help me with that please I want I want to make sure that I I got it right and before you answer so so just in case I do remember when I came in in 2019 literally I think it was March we discussed
the cuts and we had to make cuts and that happened and then 2020 if you can help me remember specifically in good okay yeah so when the pandemic hit and for us it was around March right I remember having a board meeting and the next day we had to shut down um and keeping perspective the timeline on the state's budget site or timeline in May is when is when the state us the releaser May revise this is the most you know Current financial position update um for the state um before they adopt their budget in June um from March until May of 2019 everyone was projecting that the sky was falling and it was the most case scenario and so what the state was advising at that time was that there was going to be
and I I believe it was 10 10% it was a 10% all across the yes the board cut for everyone um for school districts and so that were the assumption that we were using um come 2020 you know the opposite actually happened the state's Revenue was you know booming um they were actually funding lcff at a much higher rate and so we didn't have to implement any of those cuts just because the state economy was in good shape and it happened like that for the next two years or so um up until this year which is where you know the states already same like you know most most um school districts um who are facing um a deficit as well so from 2019 when we're projecting the gloom and doom to 20 2020 2022 um
you know there was a reversal and kind of the the the sky falling projection to actually the state actually doing a lot more which trickles down to giving um some additional resources and funding to school districts thank you co can I just add one more just more of a comment ca I mean I was sitting in the audience when you were here during the nightmare right and I know that you've gone through this district and helped us you know get to a place of where we're at you know talking about giving our teachers races and U making sure that our uh we're conservative right you we just talked about the budget a month ago I mean you projected out and we have the responsibility to ensure that financially we're good but you do that job
to ensure that we have that information to make sure that we're there so I just want to thank you for your work BEC and everybody know right we all have our roles but in this case um that you've done so much to get us to where we're at um and to be able to be at a place where we can you know um support what's before us um and then still as we've talked about be financially uh well enough to look in the future so just thank you for your work and all that you've done to get us to where we're at if I can yes for president if I can add a comment yeah you know as someone who used to work at the County office and was a person who was writing those
letters to school districts um you know school districts bud are cical I mean they they go through a high and a low um and that's why the county and the state has this three-year window where um they have that oversight in place where the counties is that second eye right and so if the county seees something wrong or see anything in concern then they'll have that conversation with school districts so you know that's why we do the three year projection the current year and the two years out just to make sure that um you know if be if there's any adjust ments that we need to make we still have that window to make it um and for school districts you know I mean we're serving kids we can't make drastic decisions in one year
and that's why you need to look three years out to make those um tactical decision and methodical decisions so there's an impact the students um in a very negative way I see trusty Chavez so I'm glad that uh Mr COA mentioned that we did make the cuts in 2019 uh some people remember some people don't but like I said before the cuts did not get implemented because the coid money that all those millions of dollars 20 what was it 22 21 million so that was onetime money so we were saved by the coid money in that respect but is there going to be another Co around the corner that we're going to get that kind of inlux of money I don't think so because the state doesn't have that amount of money anymore so like
I said it's not that I don't support the teachers but I do support fiscal responsibility thank you Mr Chang um just to clarify uh we did bring a resolution back in 2019 that we implemented cuts that took place in in 2019 so those cuts did happen we're going to have to make a second R of cuts because of the co situation and to projection that you know the sky was falling and it was boom and doom um when the economy ver itself we didn't need to make any additional cut but we did make those cut in 2018 uh which was the first loan um and then we because of the economy we you know we we avoided the any additional cuts that needed to happen but but as well the governor did not allow school
districts to make Cuts or layoff people excuse me lay off people Mr CH we didn't have to do that in the first place thank you all right you know with with that uh see no further questions and comments by members of the board I'll move to road I'll call you I see you trusty Chavez no vice president har Lera hi uh trust4 Shelton yes and my self loing eye item passes 3 to one with the trusty sh des senting and uh clerk quo abson moving to item 8.04 ratify 2.1% salary increase the csca bargaining unit member pursuant to me to provision move approval move uh motion by trusty foror Shelton second by vice president Herrera loera superintendent bow please support this item okay I'll open to public comment seeing none questions and comments by members

Cava to give us the highlights of this field trip can I get the ability for the P PC to share screen good evening H board president Sam Dr bow TR and community members my name is Andra Garcia and I'm the director of State feral programs for Alam and oops sorry I'm here this evening um to share some information on our recent uh field trip that we took to the California Native American day at the state capital in Sacramento and I have here um on my side Katie W who is the coordinator of equity diversion and diversity and inclusion and L alava who is the coordinator in state federal and they will be co-presenting with me I'm going to start with um um is telling you why we took this trip so um in late August
we received um a memo about this event happening in Sacramento and I quickly went to Dr Bower and I said what do you think she says yes let's do it and so um we uh quickly got to planning and talked to our after school providers um to see who would be able to take a group of kids to Sacramento we realized it was a short amount of time to plan this type of trip if we were going to make sure that we prepared students well in advance and so um think together in YMC we're able to get a group of students um that uh to were interested in um going to um take part in this special day so um the day was about expanding student awareness of the Native American Experience in the US
and also a celebration of um protecting our people through sovereignty past present and future um took place on September 22nd and again at the Sacramento state capital um we were able to take 45 students um to this field trip uh we had students from AJ dors Elementary from Miss Madrid's class uh fifth grade class uh students from the YMC expanded learning program uh from San Antonio elementary and then seventh and eighth graders from hubard media arts academy from our think together group prior to the trip we um were able to meet as a group and uh discuss uh lesson plans that were put together by um Miss Wyatt and EM Ro Gava uh to for the students to learn about the um MMA alone tribe um some of the lessons included a learning about land
acknowledgement how it is done how to honor this practice in the classroom the school the district and the community and learning about the trib's contribution about Native American people and culture and also just providing some discussion starters so that while we were prepping the students that we had some meaningful conversations about uh why they were attending this event and um having some background information um to take with them on on the trip and so that they would it was more meaningful to them just wanted to share that in uh September of 2022 um uh Governor Nome made uh this um uh he signed AB 1312 to support the California Native communities uh to build on the work to promote Equity inclusion and accountability um in this area and so um it's really important to know
that there's there's a lot of traction behind um supporting um Native American um people in California so what I'm going to do now is turn it over to um Kate um Wyatt and she is going to talk a little bit about um the lessons that we provided for the students prior to this event no she thank you so much evening Katie Wyatt uh coordinator of diversity equity and inclusion I do just go by my last name of Wyatt thank you so I was extremely excited when this opportunity came my way um because I kind of saw it as an opportunity to sort of have a little mini pilot of the sort of pedagogical design that I'm hoping will be behind our ethnic studies progr overall so the design methodology really honors the shifts that were
moving into our classrooms in the instruction honoring the HSS framework and the ethnic studies pillows uh I really spent a lot of time on this even though it was just a short little blip I wanted to try out what my theories were of how this could look um all of it was universally designed it was inquiry based we used localized history that's why I zoned in on the mo Mone we used authentic resources primary source documents to Center traditionally imaginized or excluded perspectives while we were trying to in two weeks time try to grow our students agency to impassion them through the empathy that they built from the lessons and then being there that day on local issues so that it could hopefully motivate them to take action in their Community to put their knowledge
to work and make a change in the world that they live in so we started with land a acknowledgements because I think it's something that is pretty common and we want to help our students to understand that we want to go into action beyond the words so we looked at the money tribal members speaking at Stanford we listened to this friend who was asking the question why do we do this what is the history behind these um we then looked at the technology ment that was co-designed by some tribe was with the San Clair County Office of Ed and HED in on some of the vocabulary there trying to understand what it is that they're sing so we did some notices and wonderings on Jam boards and then I was thinking about well where might
they see this in the world around them and it brought me to my own neighborhood downtown where this gorgeous mural is right underneath the B Bridge and what it says is we are still here in both English and M Marone and I was wondering if the students understood why they might be saying that phrase what is this about of course they're still here but what is the history behind why they feel the need to say that out loud we then go into this incredible map um nativ lands. co.gov where you can all of these are hyperlink and you can open up and it opens up a whole cache of amazing resources about many tribes tribal bands and Nations and pausing to see what is it that they name so far and then we were diving
into some vocabulary pretty deeply so you can see the Universal Design is in multiple options of how they engaged with this is it in text is it in video are they speaking about it are they typing about it are they writing about it and then we went on the actual field trip right coordinator for state and federal so now yes we mentioned we took 45 students um they had a chance to partake in the 56th annual Native American day in Sacramento they witnessed the flag ceremony of various Northern tribes in California they learned about music oops they learned about food and other clothing uh how the clothing was made and much more they heard from local dignitary elected officials education leaders the event featured various tribal organizations federal agencies offered arts and crafts and other
cultural experiences for all the attendant of whom these were our students that partook in many of these experiences these are some of the photos and some of the activities in some of the quotes we had a student said that this field trip was actually fun uh she said because the trip was long however it was a long drive U bus a fun bus drive I'm just kind of um paraphrasing here one thing that this student learned sorry I can't see this over second please thank you my field trip is actually fun because the trip is long and they're a Native American people one thing I learned about is that there're are that there is a shop and they sell lots of stuff there were so many incredible artists there second I witnessed Native American dancing
and traditional music lastly the food was great I really had a great time from an eighth grade at tie on perfect thank you and now uh one of the program staff from thing together also shared their experience they said that the trip was amazing um it was an experience for for the for the staff and also for students they all loved everything from the nice fancy bus and the SM drive to all different creative booths who of different culture some quotes from other students were this is cool and we need to come back next year and that was from Shaya Silva program leader and now speaking of next year the learning didn't stop at the field trip they continue to um learn about various uh Native American people we have developed continued lesson plans some
of for example um missw has shared earlier uh about the landing management but what is it what does it look like and how is it going to look like in our after school space and also in the school day so they're having continued conversations on how they can bring the tribes culture and customs to our schools and in the after school space and as we head into next month's um next month being Native American heritage month we will continue to celebrate and recognize indigenous people past and present and we will rededicate ourselves to honor honor tribal sorry to honor tribal sovereignty we hope to seek board resolutions next year for Native American day and orange shirt day also offer resources for classroom lessons and activities thank you so much thank you very much and hope
to expand on this uh experience next year and either take more students or just kind of bring the lessons into the after school space um as a part of the expansion of the schol B thank you thank you so much so I'll open 3.01 the public comment all righty seeing none I'll open the questions and comments by members of the board uh vice president herrer Lera thank you board president uh thank you so much for that wonderful presentation I was bummed when I saw the date I was like oh I want to go and I was like I can't but next year hopefully I'm able to join you all um as a WEA myself indigenous person of the Americas uh of a region knows known as SAS Mexico um you know I I actually uh
participated in land acknowledgement today with our sister Julie Dominguez from the mo Malone and it's very important to me I mean um it's it's you know and not to go through the whole history plan right but regaining who we are as indigenous people um in our entirety right um and so I look forward to continuing to support uh you know field trips like this and um as a trustee I'd like to you know meet with you all or one of you to uh discuss a resolution for you know next year um and I look forward to continuing to support yeah our school district in this thank you I see trusty Flor Shelton um thank you and thank you for your leadership and jumping on this and it's exciting to see our new um are we
calling it EDI coordinator okay our new EDI coordinator in action so Wyatt welcome and um great way to jump into all of this um you know our resident expert on um the indigenous Community as well as land acknowledgement I saw uh trusty UHA Loretta in action today and I'm always grounded um when we do um we just grounded in the tradition and the ritual and and so I really am kind of interested in How We Do incorporate it um the Pledge of Allegiance is very important but so is sort of taking the land of knowledgement maybe to another level so I am interested it seemed like you were kind of thinking about that as another level so I really do support um how we embed this into our classroom culture um because I think that's
where you know we can do the talk but now we have to walk the walk right so um really supportive of that and I just also want to share um you know my father's um family we come from the southwest where New Mexican which you know is just a baby state right it was only became a state in 1912 but you know it is the land of the Apache right we um my dad grew up very close to the Mescalero Apache reservation and um my dad's dad side comes from um Chihuahua and so you know there's always this talk of we are Pablo we are we are Apache we are t ma and so you know the story is right and that's these are the stories they just get passed down so I've always been
very um close to you know the southwestern culture people and I'm just always reminded what we missed when we were growing up you know growing up in San Jose you know you didn't really that was the 70s and 80s was kind of a a time of kind of suppression and not really a lot of of movement here again there might have been I just was not connected to it my family and just think about even my own kids who are not that old but there was not this ethnic studies um movement so it's just so powerful and wonderful that we are taking these steps as late as it feels right we are ready to take these steps um for our current kids and our future Generations so so exciting and again thank you for your
leadership and moving this forward and I have that feeling from 45 kids you know it'll be 90 kids next and and we'll keep doing it the alrock way so thank you okay uh trusty Chavez I'm glad to hear that everybody had fun and that you guys want to do it again and the good thing is is all 45 came back good job you know uh I'll wrap up what you know I I want to you know thank state and federal and miss Wyatt for uh uh the for the field trip uh the state capital uh you know is has a has a place in my heart having worked in the state capital so uh I'm glad that our children had a great opportunity to uh to celebrate Native American day and Indigenous people's day and
uh in you know the the great for the great for of the Californian people people uh and you know as I said you know it's uh I you know besides learning about history I think it's a wonderful uh handson lesson and cpic engagement and uh again I hope that all 45 of our students had a great time in Sacramento and I hope that uh you know uh more will come in more will come to Sacramento in years to come so with that thank you again thank you so much and now move to item 3.02 uh presentation learning communities for school Success program this item is information only so uh you know I I wanted to preface this uh you know uh Dr or to thank Dr artiguez for her work in securing a million dooll
grant that enables us to you know do these things and this is what I mean about uh finding more resources for our children so with that I will give floor to Dr artigas you can just give us a quick oh yes on I know isn't that the story of our lives whatever happened to the old what it slide projector know I was in I was in Middle School and we last use a slide projector in seventh grade are you know when you saw slides of the the great pains in you know art class and it's like and they were Kodak slides some of us went back to the Blackboard okay don't judge me on the number of emails I have I promise you I've read them all while we're waiting yeah say something I'll say
something thank you so much for president president for the warm welcome I really appreciate it um so good evening uh sorry board president fam good evening uh bo of Trustees Dr Bower and Alam Rock Community uh my name is Dr Ana artez and I'm the proud director of the social emotional learning Department uh and tonight I will be sharing our annual report for the learning community's for school Success program as well as talking to you a little bit about what we've done uh as a department with our Wonder counselors that are working with kids every day so so we're going to talk a little bit about the background uh and then we're going to talk about the annual progress for this last year as well as budget expenditures uh the fact that we got renewed
we are going to be cohort 7 uh so we got renewed for another three years to bring more seal to schools as well as restorative practices um and then also I wanted to make sure that you heard student voice so we have some testimonials from children that have been able to really benefit from the kis program as well as teachers so a little bit about lcsp uh we were uh granted this about three years ago and it gave us the opportunity actually to begin to build oural Department uh and so historically where it came from was Proposition 47 and its intention was to make sure that there was a reduction in recidivism as well as make sure that we were keeping students in school and addressing chronic absenteeism uh and so the goals were to
find and support evidence-based ways uh in terms of non-punitive ways in terms of uh building practices to really work with our students uh and also uh to make sure that it was aligned with our uh elcap goals and so what we're looking at is the total award was a a little over a million dollars uh we had year one year two and year three and like I said uh we are really blessed and we got uh extended for another three years and so this is all of the things we've been able to do and build since we've uh received the funding and become a department we've been able to continue expanding mtss so for those of you who are may not be familiar mts's s's multi-tiered systems of support it gives us the ability to
expand service and support not just for children but also for our families as well as our staff uh it helps us to look at them from a tiered system uh so that we can make sure that the services and supports that are coming in are appropriately leveled for what they need um and in terms of that we uh also were able to work closely this last year with our school administrator Roundtable uh and focused on really giving them some exposure to mtss as well as seal uh we conducted resource mapping which resulted in the development of the arud or arusd resource map uh which at some point in time I'd love to show you but it needs to not be done on a big screen because it's really difficult to navigate uh and so we
are now utilizing that map to conduct Gap analysis so that as we build towards our community schools which you'll hear about later on we're able to really ensure that what we're bringing in is what's been missing from our different communities um we also developed and implemented Wellness Wednesday workshops we started that last year by introducing kimoi running restorative circles uh and teaching parents how to work with their children when they were in distress uh and we did a little work around diabetes management and hypertension management as well uh we actually just had uh one yesterday and it was at aptitude we're going to try to rotate through schools and yesterday's was focused on uh violence prevention domestic violence prevention and intimate partner um violence preven ition uh and so that was offered in English and
Spanish as well as Vietnamese uh we also developed and implemented our newsletter so every month we're sending something out and we focus on uh one one point of Wellness so this last one we sent out was about domestic violence about how to get help here resources and phone numbers the next one for this upcoming month is going to be all around diabetes because it's diabetes Awareness Month uh next month um and then we also have been able to uh provide districtwide accessibility to social emotional learning programming so we have kochis uh we have Sky schools uh and we have restorative practices that we've done uh through seeds and then we also have uh one that we're looking to partner with a little bit more which is zwn to grow uh and so these are some
of the things that we've been able to bring to the schools through this funding we've also been able to make sure that we're providing the Frontline folks with with ongoing support So Aaliyah has doing a lot of uh trauma informed practice and Workforce resiliency with our staff they started off last year by working with school counselors and Community Liaisons uh but they've also started to work with our different departments because one of the things that we really deeply understand is that everyone's been impacted by what's been happening the last several years and sometimes what people need is space right they need space to be held for them so that they they can uh move forward and continue to do what they do for kids every day uh and we also have our monthly school counselor
plc's and again this has all been funded through um BL uh Blended and braided funds right so this is a a mixture of the lcsp funding uh as well as outc cap funding and uh crisis response uh this last couple of years we were able to really work and mobilize a rotation of counsel when we needed them at our schools and uh I can't begin to tell you I how much that really meant uh as a former school counselor and also as a former School administrator when there's a crisis at a school one of the things that you need is that support right and you need to know that it's built in and so we were able to actually provide that support uh and I think it was integral to a moving people forward uh
this summer we were able to do ki training we did it last summer as well as this summer uh and so we're continuing to expand uh the number of people that are learning how to use this and bring this into the TK to five classrooms and continued Partnerships and expanded uh to conduct Wellness checks not just for our fifth graders but also our sixth graders so last the year before we just worked with fifth grade this year we worked with fifth and sixth because we wanted to see what the data look like for our kids from last year to this year right we were trying to uh make sure that we're looking at data from from a longtitudinal perspective so expenditures uh staff salary uh extended Duty and so extended Duty that is particular in
particular for folks that took advantage of the different trainings we provided the Kochi training uh when there were seeds training so that extended Duty was given to teachers and other certificated staff um and then professional development as I said uh all of these different groups that you see represented here have provided some level of professional development to staff as well as families uh I know that Sky schools uh has really worked a lot with not just staff but also brought families into it into the work uh their focus specifically is around uh teaching mindfulness and uh teaching a little bit of yoga with some breathing strategies and it's really helped students at the various schools that they've been at uh the other thing that it's been spent on has been materials and supplies contracted servic
as well as licenses so as I said earlier we've been awarded a three uh additional years uh and it's going to give us the ability to really give even more access uh and uh just really build and develop more uh and we are also uh well I'm gonna say Kristen BD's doing this part uh she's working with Ned from kis because we're going to establish an AR USD portal so our teachers can go directly to it um the other piece too that we're going to be doing with this is we're going to be bringing in a child welfare and attendance person uh to work out of student services because one of the things that we really want to make sure we understand is what is getting in the way of our kids getting to school
right the more that we know you know the depth that we begin to understand it from the more able we are to support our kids uh and then so to grow we want to uh this year we're going to be expanding pilot across uh four four to five additional schools um this program has a capacity to serve from TK all the way to 8th grade uh and for right now we're going to be expanding it across the majority of the middle schools just real quick yes expanding from what to so right now Sant is only at one school that's at Shephard so this year we are moving it to Shephard George Renaissance at Fisher hubard Renaissance at Madson did I say Okala in Okala yes so we're trying to expand it across uh all the
middle schools and a couple of the Kates thank you so here are testimon uh there's nothing cter than this like I I can't yeah I can't compete with this so on the left side uh uh Miss roacha who is our counselor out at dorsa worked with her kids and she asked them to you know write testimonials about why they really felt kimochis were important um and so this one on the side was written by one of our third graders and he decided to draw a hero so hero actually is the Kimi uh that we use when children are dealing with grief and Moss uh and they feel a deep connection because hero even if he's really struggling is always trying to find a way to be brave right and so um this is the picture
there and then this little one is one of our kiddos from Linda Vista uh and Miss Palomo uh who is our counselor out there does a lot of work uh with our kids to really get them comfortable with the CI giving them opportunities to really Express themselves if you take a look at her little hand in her little hand there's a little uh feeling that's what those are those so those are feelings so what you'll see is there's a face on one side and if you turn it over there's the feeling written on the other side and so often times what our counselors are doing are you know having the kids choose which feelings they're feeling and then they put it inside the Ki and then they allow the Kochi to talk for them about
why they might be feeling that way so it's really given us an opportunity to build our kids' ability to tell us you know how they're feeling and and why they may be feeling like that and I feel like uh counseling has become a richer thing uh in the elementary schools because we have access to such good content so here's the testimonials so I like kimis because they show you how to treat someone and show a lot of infection and emotions I like kimis because we can share our feelings I like learning about kimis because they helping solve problems and they are cute I like KES because it teaches me about feelings and how to handle them I like kimes because they have feelings that we have I like Kim because they teach me how to
be kind I like kimis because they always solve problems together also they do teamwork a way Kimi has helped me is knowing I can say sorry in a more nice way a way Kimi has helped me communicate more in the not fighting way kimis has helped me by saying it's okay to be mad but it's not okay to be [Music] mean how kimis has helped me is by helping me calm down focus and last but not least I like kimis because it shows us how to become nice and like I said um you know when we're talking about kochis and we're talking about this curriculum it hasn't just impacted the students I think you know it's given teachers a way to also have conversations around emotions I think emotions are complicated right whether you're a
child or or an adult and so it's given them you know a proxy also that they can use to talk to the the kids about emotions uh and so these are some testimonials from some of the teachers uh particularly Russo mckinty so thank you so much Russo Macky for that um and so I'll just give you like a minute or so to just kind of read through these and this was a little bit about St to grow so like I said uh at this point in time the school that's been using it with Fidelity over the last several years has been Ram shepher um and the team put this together these were some of the the results that they've had uh in terms of what is begin to look like for kids and so if
you take a look at the top right what you'll see is what kids see what once a week for 15 minutes slot the kids stop you know they they start their day with their teacher by going on this and basically telling their teacher how they feel right so if a student clicks on very sad emoji or a sad emoji or an angry Emoji it gives them a prompt to tell their teacher about their week this gives teachers uh immediate opportunity to give kids feedback and if a student is clicking on this consecutively then it also alerts the counselor and the counselor is able to check in with a student so you know like I said they've uh really liked utilizing this program uh and another piece of this program is if there's something that's presenting
that's kind of a pattern across the grade level for students there's actually lessons that are tied to it as well that they can bring into the space to begin to address it so uh I wanted to talk a little bit about our counselors uh in our counseling services so we're going to talk a little bit about the demographics of the students that we served uh total number we served uh and then how many were unduplicated we're going to talk about some of the themes that we found uh and then we're also going to talk about our ress checks but I would be remiss if I didn't take a moment to thank all of these people because these people make it happen every day um these people all of the work that they do they do
it with heart and they do it from the heart because honestly you know being an educ everything has to be from heart uh and I feel like you know school counselors maybe have just a little bit extra it could be a little biased who knows but like I said I just wanted to do a shout out and thank them so much because they're an amazing team uh and they yeah they've done great work yep especially our former director who's in that picture at the time okay so what have we done uh we we have given individual counseling we've done small group counseling to focus on different things like social skill issues uh behavior management uh um emotional disregulation uh We've also done crisis response and intervention as well as guidance lessons uh you know on
any given day you can walk into one of our TK to fs and we'll most likely see a counselor pushing into a classroom doing a guidance lesson with kimuchi or maybe doing one on how to be a good friend um they've done individual counseling they've done it around personal counseling academic and College and Career uh small group counseling as well focused on conflict resolution communication like I said earlier social skills one of the ones that's been uh really uh necessary across our schools has been around grief and loss because a lot of our kids uh dealt with a lot of grief and loss even coming back from the pandemic and then transition to middle school as well as transition to high school and then like I said in terms of the guidance lessons those are
some of the guidance lessons that they've done but I'm going to tell you there's a list and it's ever gr because every day they're finding something else they want the kids to know and understand and they're building it out and bringing it into the classrooms so what did we do so there's 8,9 last year there were 8,094 students we served 83% of those kids we serve 6,743 students with either individual counsel small group counseling Wellness checks or guidance lessons of the 6,743 students that we served 85% of them were unduplicated so these were kidds who had identifiers of uh El or ell which is English language number a foster youth mckin vento uh social economic status uh or sped this is what we found uh we've been starting to collect data to just really get
an understanding of what's happening for our kids this year what we found uh that students were struggling with the most was emotional disregulation um and it was resulting in things uh such as kids crying uncontrollably or experiencing really overwhelming emotions that they didn't know what to do with or kids Feeling Just disconnected and disassociated um and so uh that's something that our counselors have been working really hard to address in the classrooms that's why so many guidance lessons are taking place and that's why there's this push to do more small groups um and then uh so 1,349 students out of the 6,000 some that we served um were presenting with emotional disregulation which is what brought them into the counselor's office uh and then the other uh biggest number was grief and Moss uh and
when we talk to our kids and this is from TK all the way up you know what they're talking to us about is losing somebody uh some from coid and some just losing families from illness um but they also talked about abandonment and divorce they talked about incarceration they talked about deportation as well for some of their family members and separation so partnering for student wellness uh this is our Wellness checks uh and in terms of the wellness checks uh this last year was our second year doing this uh we've been partnering with one of our partners uh and in terms of what we did the first year we only worked with fifth grade students we assessed a total of 676 students 31% of the students that we assess scored as either borderline imminent borderline
and imminent risk so just to kind of give you a sense of what this looks like it's a 10 question assessment and basically they're asking about feelings in the last seven days I have felt sad in the last seven days I've felt mad in the last seven days I've felt happy so this is what they're asking and then based off of their uh answers and based off of the scores that they get um then we are following up as a counseling team and assessing the students to make sure that they're not at imminent risk for any kind of harm okay and then so for this last year what we did was we partnered again and we were able to work with our fifth and sixth grade students because I wanted to see what it looked
like a year later for our fifth graders from the year before so we assessed a total of uh 1,289 students uh 592 were fifth grade and then 697 were sixth grade and 41% of the students assess scored at borderline imminent borderline and imminent risk okay uh the other thing that we did we broke it out by grade level so of the 588 fifth graders 2 241 of them scored as you know uh students we needed to follow up with which was 41% of that group and then 275 of the 696 7even which is 39% so what I want to bring your attention to is that these KD that are sixth graders that are scoring at the 39% were the kiddos from the year before scoring at 31% right and so being in middle school as
long as I was one of the things you know and understand is that sixth grade is hard sixth grade is transition time sixth grade is getting used to being the new kid at school instead of the big fifth grader in elementary and so a lot of kids really struggle with that transition which is what I feel it's a contributor to you know some of what we saw but we also did drill down this data right of the 1285 kids that we served 241 in total were the kids who we found that had some level of risk so what we did was we followed up called parents got students connected to Services through our SLS um coordinators and here were some of the reasons that they were uh feeling anxious or worrying so this is fifth
and sixth grade the types of abuse that was identified as they were talking to us uh when we were doing the assessments types of grief and loss that they experienced as well as uh some resource support concerns that they had drilled it down even more um and so what we found was when we broke it down uh this is kind of what was happening in terms of the reasons for anxiousness or worrying the majority of them are for friendship issues uh and and then the second highest was academic issues right but as you go down the line you can see um and again when I'm talking about these percentages these percentages are from the 241 students we assessed not the larger number of students that we did the original Wellness checks with this is the
follow-up Wellness checks and this is the information we were able to collect uh from sitting with our kiddos and talking to them to just really understand what was happening so just a little bit more uh like I said see some of the questions that they asked and so you can see um the numbers in terms of what the responses look like uh so I just want to bring your attention to the very first one which is nervous uh what we found last year was that was also a high percentage our kids have come back from the P pandemic with a little bit more of a struggle around uh worrying around anxiousness uh and so that's been reflected now two years in a row in doing sance checks just more data um and so I wanted
to talk to you a little bit more about what's coming up what's next so first piece is our school counseling interns have been deployed they were deployed in August uh we have a total of nine with two more joining us in January which will give us coverage for almost every single one of our schools so they're at uh our schools uh one day a week some of them too uh the providing extra support and working closely with the school counselor uh to support uh different activities that take place at the school so we wanted to talk a little bit about uh ccpp so California Community Schools uh partnership program uh we wrote a grant for the planning piece and so we were able to actually take these last two years to begin to plan we've
been working with our guiding Coalition and we've now started working with school sites to help them begin to plan their site plans uh the way the grant is put together there need to be specific site plans per school as well as an overarching one for the district uh and it is due on February 9th so we are uh working diligently towards getting uh all of it put together put in place and turned in and just a little bit of information around what we're planning to do so we're planning to start with uh 11 of our schools out of of the 22 uh and we took about six months to conduct and develop the resource mapping uh which we're using now for The Gap analysis uh and then uh all of the schools that are involved
at this point in time are in the midst of doing surveys so that we can also hear from the people who are living in the community as well as from the children what things we may not know we need to have as we build out Community Schools so this is mive like I said uh I'd like to show it to you at another time when I can actually use a smaller computer and a smaller monitor um because it's not always easy to navigate but I wanted to show you this specifically so uh if you look at this what you'll see is that uh the little pin has a number two on it and that denotes that there's two different types of services within that space so on the left it's HED media arts academy is
what's shown but on the right you see that there's also the resource center and it's at hover okay and then School based Wellness Center grant program so that's something we're currently working towards it is due October 20th next week uh so we're working with our schools uh to help them build their site plans and we're also building an overall uh level one for the district and the schools that we're looking to work with are identified below unfortunately with this grant they could only serve schools that had Middle School in it which is why we chose the TK to8 as well as our middle schools and this is what a Wellness Center could look like in Allen Rock um and like I said what we're looking at is really giving people the ability to get the
support that they need whether it's tier one two or three whether they're a student a parent or a staff what we're really looking at doing is making sure that in every Hub there's no wrong door whether you're 0 to 99 you can come and get the support that you need stronger connections Grant this was a grant that we wrote a couple weeks back we're still waiting to hear there was such a large response that they're still going through all of the grants um I'm checking it diligently every day nothing yet right exactly and so it's GNA give us the ability to create more robots programming uh for tier one and tier two uh and that's why we're hoping KN on W that we get it and we wanted to close by cing directly so thank
you Dr from your uhal crew your team seal thank you for developing and leing this department with such heart the journey that you started will lead to the continued provision of student centered Services family supportive environment and support for personnel in real time thank you for your leadership and for always ensuring that everything we do is done with students in mind you are deeply appreciated thank you graas and and that is that's my presentation thank you so much Dr artiguez so with that I'll open 3.02 to public comment okay seeing none uh move to questions and comments to members of the board I will note that this item is for information only so I see trusty Chavez um I do have a couple questions thank you for the presentation and also on the child and
Welfare attendance program how's that going to look like going forward if you can give more information to the board sure uh child and Welfare attendance like I said that's going to be a collaboration between student services as well as the seal Department what we'd like to do is build capacity for our CWA to work with the community leison at the school and go out to the families and really sit down with them do home visits and really talk to the families to find out what the challenges are and obstacles are that are presenting that is making it difficult for the kids to get to school we're hoping that doing it in such a manner uh trusty Chavez is going to give us the ability to really begin to support not just children but the families
because sorry great no go ahead I just like had a jerk but um I did have another question on the box where you had the four squares on the number two where it said neglecting abuse there was like a 4% what is something automatically triggered uh CPS uh District above so I'm GNA say that for every one of those and there's just a very very small number because like I said that was out of 241 my school counselors are trained and they know that if and when a child discloses anything that is harm ated that we make two phone calls the first phone call is to PD depending on what's presenting and then we make the phone call to CPS so they're very well trained um on that piece and they know what they should
be doing and also on the emotional disre how long is a followup on that once you um have targeted it so I'm going to say that the emotional disregulation in relation to the data that we saw up there normally what happens is a student is going to come and they're going to be coming kind of in crisis right so you may have a child who's crying uncontrollably you may have a child who's maybe throwing objects or things like that so I'm going to tell you that uh sometimes that can be uh resolved in 20 minutes but sometimes it takes longer depending on how overwhelmed the child is uh and then the followup after that is a phone call to the parent trying to get Services into place first with the school counselor and then working
with our SLS coordinators or our SLS supervisors to ensure that there's higher level Services being brought into place on behalf of that child so what does that look like if that's happening in a teachers's classroom and everything is kind of like getting out of control and your word for the other students as well sure so and I'm G to speak from my experience as a counselor and also what I've seen um and in the experience as a ccer and there's a child who is really struggling and they agressive or physically aggressive right or just feeling overwhelmed with demotion uh normally what would happen would be the teacher would reach out to either myself or maybe uh somebody in the front office that could go ahead and retrieve the child and then bring them if if
we weren't readily available bring them to us so that we could work with them just to kind of deescalate them right um and so deescalation could look like a pack of ice that uh like an ice pack that's put to the back of the neck to help bring down the temperature right uh it could also be uh us doing some bur strategies um it could also be doing something as simple as doing bubbles with kids or Colony it's doing whatever it is we need to do uh to work with the student and basically bring them into their bodies because when they're disregulated what's happening is there's like a disconnection so I've heard scenarios and also one teacher came on the public comment and said what's being done uh to support the teachers that that have
been inflicted you know by either parents or child does that follow on the the same scope or is that handled totally different so I'm going to say that um what we've done is when uh teachers are reaching out to us or other certificated staff or classified staff we work with everybody and we provide support we don't provide long-term support for them but we can provide res sourcing support where we help them connect with their insurance and help them get supports and services into place for themselves because if we want healthy kids we need to have healthy the adults and we're very aware of that so it's just some of the things that we do thank you of course than vice president herrer L thank you and thank you um trusty Chavez you had a lot
of the questions that I had um and I think the only thing and not necessarily to answer today but I'd like to understand um better as uh assistant provider that works with like CPS and DFCS um is our relation ship like moving forward and continuing because obviously you know some of them they'll go and investigate and maybe close the case or keep it open whatever it is um and how how we either work with them right to bring the kids back to school um or and how can we even work better so not necessarily something to answer today but I'd love to have that conversation yeah I'm going to say that I love the question and I think that we've done a lot of building out and a lot of of case management to address
some of what you're describing but I'd love to have a bit a larger conversation with you because I do believe there's always room to do more thank you okay I see trusty Flor Shelton thank you thank you um Miss arz um first off we need to figure out how to get kis for adults like vending machines or something the feelings ones right um and really interested in seeing of drilling down into that resource map right just I think that's so great in terms of the Gap analysis right that's how we keep kind of building the system and you know I can see how it all relates to our strategic plan and the whole child and so you know again the seal um growth is just phenomenal I will say to my fellow trustees I got
a a primer I got a a preview of this presentation I want to thank I happened to be in a city county community meeting where um Miss artigas Dr Alazan and um Sandra Garcia presented and you know this type of data is so important right we know our kids right and when our stakeholders and partners understand the level um of how we know our kids how we're trying to meet their needs the family's needs um and then we turn that around and seek you know whether it's a wellness uh Center Grant right this level of detail um is probably Second To None right right now so um I just want to thank you for for sort of the way you're you're meeting our our kids needs but with a datadriven approach too right because we
can tell these very very tough stories all day which we need to do again not tell them but again demonstrate right what why we need these funds why we need partnership um so my question is the the county Grant you know and I've brought this to everyone's attention right um what outcomes are they looking at right for us to compete for like a you know to bring a well a county funded Wellness Center due and again I can't remember if this one was due February I don't mean to this one next week then you should probably do what what what are the outcomes they're looking for so uh the outcomes they're looking for thing it's so what I'm finding a lot is a tioch chronic absenteeism right and so they're looking at reducing those rates
but they're also looking at um creating more opportunities for children and families to get support together at least that was what I took away from what I read uh they're trying to focus on uh schools in specific uh census track areas um and they're also looking to um potentially uh work with us having uh more access to like tier two and tier three support um that's kind of what it's looking like because most of the wellness centers right now as they stand across the county uh have at least a clinician uh at the wellness center like basically U keeping it open and being made available um so that's kind of some of the outcomes are going to be about doing those pieces but also Al us finding ways to sustainably fund it moving forward so
that's some of the things that I saw and the sustainability piece yep after three years uh so for the wellness Grant it's two years uh but we are also student services and ASL Department are working very closely with County Behavioral Health Katherine and sparis um to talk about and understand more deeply how we can uh do sustainable funding streams through Lea Bop through ma as well as through um managed care which is coming down the line in about a year or so um so there's there's some conversation about it already because uh we want to build it and we want to sustain it the kids need it and they deserve it and so that's the direction we're looking at great so thank you for that and I think you know as there's so much activity
going on in the world right you know as a county but then in our district and trying move moving from you know trying to see what difference is it all making right so that's why I think the Panorama data is really important but you know how do we make sure that our infrastructure here because we we can collect data all day right and I love how you're going from fifth to sixth grade right but you know the city and county are looking at like you know lower detention rate lower you know all the hospitaliza all those you know I mean the violence right the Firearms the DV so just trying to figure out how we fit into that right and how we tell our story about going from investment to what difference does it makes
right that's the results based accountability model you know we can figure out president um you know back to the advocacy and you know because how else are we going to be able to make a case for sustainability right we do all this stuff but if I think it's going to make a difference how do we show that and it's just that it's tough but um I'd be happy to Think Through how we how we do that yeah I I would love to to also sit down with you and and think through okay uh one one word you said just kind of jogged my memory another highlight which I forgot to put on there is that um the California Department of Education and West Ed has chosen Alan Rock uh to theal department and all of
the work that we did uh as a case study so we're going to be case study for the lcsp and how to do this work and do it well okay so they're interviewing us in a couple weeks great uh and I have uh we have a Wellness Center at aptitude I do I went to aptitude yes so there's a clinician there yes oh okay yep there's a clinician and there's also a liazon uh who works closely with the parents uh and in conjunction with the clinician as they're working with the family okay yes and the other question is because I work at Kel cast Bay uh so are we a placement site for their counseling program we started to be this year so we have our first one and we're about to potentially pull our
second one um so yes because they have a dual ppsc and The Lure so we're pulling them in for the ppsc and hoping to build out for the lure as well okay yep well if there's anything I can recommend to my colleagues when I go back go back to work in know you know Monday morning please let me let me know so I will I will what's a ppsc a ppsc is a pupil Personnel Service [Laughter] credential okay well thank you so much Dr Ortigas for the good work and Dr Amazon for all her efforts and you know uh I look forward to hearing you know the next steps and you know as always if there's anything I can do I'm always happy to help thank you so very much thank you so with that
we move on to the next item on the agenda item 3.03 this I approve the long range facilities plan superintendent Bower this is a almost like a a dream come true in terms of our strategic plan right um we want to know you know we wanted to make sure that um the decisions that are made around the diet are based on data and all levels and so this is around facilities for the district I want to thank LPA for being the partners that help us um kind of capture the process and uh finally get to the point that we can say this is what we are recommending to the board this is a very organic process this is a recommendation in terms of this is what it looks like today this is not meant to
be static in terms of three years from now if we decided something today but it doesn't fit um what the needs of the district are it it has the flexibility so I just want to to say that from the very beginning so that we establish for the board and for our community that the recommendations in this particular plan are as it stands today with a feedback of the community and the different stakeholders as of today and as we move forward you know if that they need to be adjusted or changed there is the flexibility for that so thank you very much um with that I'm going to turn it over to Andrea pipin so that she can um bring the board into what what we're presenting for you today thank you very much superintendent Bower
uh thank you for allowing this opportunity uh president fam and other members of the board I of course have Andrea Pippen educ hello educational facility planner with LPA joining me is our um director of school facilities planning Mariana leeto so um as Dr Bower mentioned we are here to request adoption of the 2023 longrange facilities plan this is a document that serves as a long range Vision um aiming to support your mission and your own District Vision by the built environment through a lens of equity um it is to serve as a road map you know identifying this long range um Vision by and identifying the first step to take towards implementation um that is to set you up for than the actual implementation which will occur after tonight's hopeful adoption um with this long
range Vision um you know we kind of keep saying it's a 15-year road map but we don't want to just adopt it tonight and not visit it again for another 15 years it should be um Revisited as again Dr Bower has alluded to in fact the California Department of Ed recommends um a revisitation and an update to this longrange facility plan every 3 to five years it's at the discretion of a district um to make sure it's still relevant to make sure that everything that goes into this plan that went into this plan um still holds true as you move through the years um especially demographic projections that these projections are in line with your actual enrollments um among all the other other um facets that go into making this plan before any projects actually
you know before you break ground on any of these projects the facilities Department um as well as other facilities uh Consultants will be analyzing this data going through the recommendations um of board priorities um and the facility condition assessments all of the documentation that goes into this and taking specific contracts forward to you all for approval you know as they come down the line just as any other contract is approved so um the approval of this long range facilities plan is to set these um eventual improvements into motion so this deliverable is a is in a digital website form um which is fantastic uh not too long ago it used to be very fancy looking binders that were uh really nice collectors of dust um in the wrong hands um but luckily with this um
digital deliverable it is a website anyone with a Wi-Fi connection or internet connection has access to it um it is it can be updatable without searching for those said binders and printing out more pages um but it the most important part about a it is it increases your transparency like I said anyone with an internet connection can access it your families your community your your parents your students your teachers and your future Consultants who may want to do some research before going into your interviews um so it's a very important uh communication tool to help build support for your District um over the long range's see uh so the website piece of it and we'll kind of after my Spiel we'll show you the website um but it starts with what we call the surface
kind of for your people who just want to kind of see what it's all about they can scroll through and explore the website and this surface um piece can be translated into any language through your your web browser I think Chrome is the best one to use for that um and of course the intention of this sort of surface level of the website is to make your audience feel welcome it doesn't get overly technical um it's something to that hopefully is easy for everyone to understand it has beautiful photos of your own students um and then if you want to dig it deeper into any of the topics there's additional links to click um that take you to what we call lookbooks um that can be downloaded they can be printed um or just bookmark
it and have it forever so um there is a broad effort um made here so that this document is accessible to all and so I mentioned that surface level of the website is um you know able to translate into any language the specific lookbooks um the ones that are more public facing will be translated into Spanish and Vietnamese as well um the lookbooks that we call the F plan um which is a broader overview and has uh links within it to um other materials the executive summary project prioritization lookbook the campus plan summaries and the workforce housing studies because we have rolled in a couple of the um Consultants work that were part of this process um so the um five lookbooks that I mentioned are the ones that will be translated into additional languages
other things like the design guidelines are more intended for um the future consultant the future design you know Architects or whomever who may be lucky enough to um um get be awarded some of these projects they can dig into um these other materials so again the more public facing ones will be translated broader um for got to mention this website will officially launch to the public October 26th so what you'll see um tonight um we call the beta version that you'll be able to see and get a feel for how it works and how it looks um but it all doesn't just live on this separate website we we will be tying a lot of this information to arusd.org um at a at a level that hopefully should build some excitement for people to want
to go over and visit that long range facility plan website so um your your own uh website it folks are are working on um adding additional modules and functionality so that when you go to arusd.org you can go to a specific page dedicated to this longrange facil facility plan where you'll see a wonderful video by Dr Bower to hopefully build some excitement um we won't play it tonight don't worry thank you and uh it also living in in duplicate on your website are the uh some specific reports um like the uh design guideline visioning Workshop report and focus group reports these went into the development of the design guidelines as well as the report for facility PE condition assessments for each of the campuses just the executive summaries so that will live on the district
website and then hopefully we'll entice folks to then jump over to the long range facilities plan website to really dig deeper and see all of the good work that's gone into that and the the long range plan uh moving forward so some highlights um of the plan um that is sorry push the button so the um the the design guidelines you know I mentioned a couple times and this is a document that was made to um support equity and consistency districtwide as projects are implemented they'll all follow these same um design guidelines so that you know eventually all well all Learners will have equal chance to thrive in in Equitable environments um this is a reflection of a postco era and you heard it from the previous um presentation more Focus um the facilities are
reflective of that deeper focus on social emotional learning and wellness um so I I that that was built in there to reinforce um just how important that is um as well as dedicated spaces for RSP Specialists and other support staff to you know really get that well-rounded um well-rounded experience for for children um this plan incorporates the updated demographic enrollment projections uh right sizing the schools for that um it reflects um what it would look like from a facility standpoint if you were to transition to full day transitional kindergarten programs um it meets new energy uh California energy codes and rolling in the Strategic energy plan by um Arc Alternatives that has you know kind of been one of those other processes that has been happening in Tandem and of course that Workforce housing component
um and how that measure s will be supported there the process that we took to get to this point now um it started last November so it's been almost a year of meeting with you all and learning about your community um we've been ever since that time we've been meeting weekly with the steering committee uh Dr Balor Co Bara Barb your your leadership groups representing um all facets of your District um to help guide the process make sure we're connecting with the right people making the right uh decisions um the facility development committee which which is a single group but representative of a broader uh spectrum of your um whole Community we met with them five times throughout the process at very pivotal um decision points um I mentioned the design guidelines a few times
we had a kickoff Workshop um with educational leadership as well as a series of focus groups of um with Educators and students as well we had campus visioning workshops so that we can get to know the campuses on a on a more intimate level you know it's great to to pull back and look at things districtwide but then it is uh appropriate also to push in and see those sight tosite campus nuances uh we held three town halls at multiple locations within the district to get the word out and get additional feedback on the site diagrams um after the town hall meetings we had additional meetings with site admin and other stakeholders to follow up make sure the plans really are relevant um and meeting their needs and um receiving again from them their top
priority projects if they were to wave that magic wand and decide what was to go first to have the most impact on students rounding the bend we uh finalized the diagrams have our cost estimate put together um and with that turned that cost estimate into an interactive dashboard which we used with the facility development committee um for a project prioritization uh exercise all of those priation data points were then brought to you the last time we officially met um for the um board study session on September 7th um so presenting those data points um you did your own activity with the stickers and a lot of great discussion um so we can see uh or you had um asked to show uh the alignments between the school site committee priorities and the projects that they
selected um spec the two and the projects they selected that specifically address safety um safety being you know of course top on everyone's mind and as we were going through that discussion you know some things like field repair was selected due to safety concerns and other things like uh utility repair can be qualified as a safety concern so I think the question was of all these very different priorities set which ones were said in order to adjust safety um so we took another look at those um individual priorities and 67% of the school site committees had priorities selected because of safety items um so 67% of your sites about two-thirds of your sites raise safety concerns and these are due to you know fencing site security hard court and field repair and utility needs um
half of your school sites selected um priorities just to address General modernization and upkeep of the facilities so from the data that we had already gathered from our other stakeholder groups and then from the conversations with you in our last study session um we have vetted this all with District leadership group our steering committee um and have Incorporated those into the board priority lookbook that hopefully you've had a chance um to look over if not we can review that as well with that I think we're about to open it up for discussion and question okay thank you so much so with that I'll open item 3.03 to public comment all right seeing no public comment share the first oh okay I was just go on my script so this has also been like a dream
come true it's a lot of effort to create um a website uh LPA has been doing websites for many years I joined about uh 15 months ago and um took on an initiative to reimagine the website so alumrock is benefiting from being the pioneer of this website also being patient with um The Journey it took to get to this so um what I'm sharing with you tonight is called a beta website just because it's 95% complete there's a little bit of coding left to do um like things like adding the the Spanish and Vietnamese button functionality so I'll just share it with you more just for the look and feel I'm not going to walk you through every part of it uh so this is uh when you start at the top here I go
to the hamburger if you go to about and you go to welcome this welcomes you here and these are the photos that we took of students where uh Lupe ruak Alba helped us um coordinate and get um students in the summer program to volunteer to be models and get their parents to give permission and the parents um got uh professional photos of their kids um but basically the idea of the website is it's very uh easy to to go through and it works as a an as an executive summary so it's not so much information that you don't know where to go or where to start you can just hopefully come thinking I'll spend five minutes and maybe you'll end up spending an hour because you get so excited about it and it's easy for
you um to go and share with others so we're really treating it as a as a campaign as a public relations piece to communicate to the broad audience parents family staff as as Andrea said and the future design team teams to get what they need and get it um easily so always at the bottom there's a a a get in touch is there a blocker maybe here well yeah I I I tested it on mine and it was ready so get in touch will pop up and you can plug in um your email and then oh sorry I'm doing the wrong one stay updated was working yeah you plug that in and then get in touch oh I know why because your email is not connect so it'll pop up with your email say info
arusd.org and you can send a message making a comment or asking a question and the district will um how do I get rid of that okay that one and then that one thank you all right so um always back to the hamburger then uh building blocks shows you the four um components so I'll just go over improving our environs um so hopefully it's an enjoyable experience to keep learning and being inspired by this to see what the district is doing and what this is about um this is a an important quote I'll read out loud only one the plan has two paths the Here and Now immediate needs and the mindful path forward with a transparent process and pragmatic use of funds so um again it's just like not a lot of reading um I'll
show you where you can dig deeper into the the lookbooks um these links will take you to things that are part of the district because that's part of the overlay so your board approved strategic plan is here when you click here it'll take you there your elop goals are here click there it'll take you to that and then um the these are the buttons that will take you to um the lookbooks I think I'll think I tested this one out and it is working so this is an example of a lookbook um the beauty of the lookbook is that the user can immediately um read it and um they also have the option to download it so here you can just download it if you want to print it and read it or if a
future architect needs it they can um print you know they'll want to mark up if they were awarded say um designing a Wellness Center or a library they they can jump to that page and start highlighting it and sharing it with their team so then to go out of a lookbook um we're still in the the improving our environs and then I'll go yeah these these buttons are not functional yet but when they they'll be next to the lookbook so go back to the hamburger so full plan um so these buttons will let you jump directly to things they don't force you like Ikea to have to go through every single section that you maybe just came for something you can go straight to where you want to go or you can scroll down um
so full plan is here um links so links occur I'll get to the the bottom part that shows you all the lookbooks where you could just jump like you're going to a library to see the topics but as you go through it also jumps you down um to the lookbook library so we just have some quotes that came from folks that were part of the process so here we are in the the library uh long range facility plan library of resources so um there are 11 books and you can just um keep panning through like you're in a library to see what you're interested in and just click on it and open it um or download it so this is where I saying the the Vietnamese and Spanish buttons are missing we just have like
about 5% more coding details to take care of and the website will be live live by the 26th and we're coordinating with Lee and his team to finish um connecting the pieces to the a usd.org that need to get connected so now we're ready to open it up that's everything we have to share okay okay so with that I'll take public comment on item 3.03 see then I'll open to questions from members of the questions and comments from members of the board okay uh vice president herrer ler thank you so much for all the work not just the presentation today but um I know it's been a long time coming um and I have a couple things I think um thank you for that you know website that we get to go in deep and
you know click in but I think um and I don't know if we're able to today we're able to look at that like the actual plan and I know I think there was a like Di deep in like a summary view is that want diagrams of the S I mean just uh because I haven't you know been able to dive deep and then the presentation that we had here you know we couldn't click in and go so I would like to see the plan if that makes sense like I see the website and not um I don't know if you were able to go in or if it's well um available maybe you had trouble we we provided all the content so all 11 lookbooks were provided to the board in so you can click
on it and you can open all the books so that's all that's on the website the website is just how it's packaged got it got it okay and then also um I I get that we don't have pictures of like our sites because you know that's the long-term plan um however I'm wondering if and and I wouldn't have said this if it was going live tomorrow but since I hear the 26 I hear an opportunity um if you well you do know our district because you got to know us um we are very proud of you know where we live where we uh go to school where we um Thrive and um there's a lot of historical like marks that necessarily won't change and I'm wondering if we can include some of that local to
Alam Rock um and I'm thinking in that one page where there was a quote about the cultural something I don't remember the entire quote but I think it reflects to that right like even uh some of our community members you you quoted that so maybe in there um and maybe the site or that picture that you put there on the site is from this area but it doesn't look familiar to me um I think there's very kind of General pictures that maybe we're taken from somewhere else which are beautiful but I would love to see something reflective of our area here um if possible so in the design guidelines we have a whole section on wayf finding and using murals and we put in photos of your campuses and the murals and put it as
a guideline to make sure to have the schools reflect the culture and the ethos nice and I'm thinking some won't click on all those like we probably will we'll you know go deep into it but most probably won't go there so we could just bring it out into that General one where you're just kind of scrolling through because I see that you know like the field right and it's beautiful but I don't know that's representative of our area um and then there's another one where there's like a river through where it specifically talks about the culture of our area and I think you know that piece would be helpful okay um yeah we can look at um swapping out a photo it's a it's a template right now so we can't add to the surface
but we can do that yeah make it more prominent thank you thank you he TR thank you um I'm I'm loving the look and feel the Simplicity um but cleanliness of it because I think I just know how everyone's just like fast fast fast fast right so I think um getting to the point right that's what I think I'm getting a feel for and so I appreciate that support um vice president's comments as well um superintendent I'm just trying to think back to the study session right and Andrea too the study session so tonight we are approving that kind of prioritization that we did that said deferred maintenance I can't remember you know can you just recap sort of where the the study session and just because I'm sorry I I'm with vice president on
just sort of the the volume that we're like what's the ask tonight right um thank you so much for the question um correct you had a study session November 9 I believe September September September and in during that session the board was presented with the specifics right and we really went into the how much we have how that's going to be allocated we talk about um the need and that's that was the the the whole concept of the two Paths of the quote the here and now and the air conditioning that needs to be placed in in some of our sides and that's included in in this plan vers and including you know and the other path of the future including Workforce housing including how some of our sites are being recommended to be redesigned
because that is the other possibility right and being very mindful that if we were in and and collecting you know the the wishes and dreams of all of our stakeholders who participated in site meetings Town Halls um um [Music] um the uh groups the focus groups thank you so in all of those places you know there was a a that generated a whole list of wishes and wants for alumrock and if you recall during that presentation the amount to fulfill the wishes and wants exceeded a billion dollar and I'm saying it because that's kind of if you were to put a dollars and cents to how much would it cost for our district to provide every single idea every single need that's how much it would be and it's it's embedded all of that is
embedded in that the complete plan then you have an executive summary that takes the viewer into you know these are the the the buckets of you know how it was developed how it's going to translate into the here and now and then into the future so you're approving sort of like that detailed presentation from September right thank you so the immediate needs we kind of coales around what I remember sort of like the guts right yes right like the pipes and the they all got to work right before we start making stuff look pretty on top so um can you just recap that I can't remember what yeah yeah and unfortunately that's the one lookbook that's not working right now it was yeah the immediate needs as identified by Bureau of veritos and the facility
condition assessments those are the things that are currently broken and disrup pair that need to be fixed um Bureau of verest was not able to get underground and check out the pipes and plumbing and all that sort of stuff so we did had more um conversations with the district to identify the sites that needed to make sure that those dollars were captured in our cost estimate um through our conversation on the on the sixth though and hearing okay we need to to roll in everything related to to safety security um including you know the roofs that that you know will leak or the utilities that that aren't you know causing backups so in this prioritized list of projects you've got the immediate needs which was like 4.5 million the um the utilities as a one
lump sum for all of the sites that are that lists them and then um other safety and modernization items so right now it's cost that we've identified and we call it in our cost estimate modernization but that's is the part that I mean is needing additional vetting by the the district facilities department and your Cummings Consultants to see okay here's the dollar allocation District wide and I can see it as LPA Has It by site what does that really mean what does the most important thing related to safety that I need to do per this prescription of prioritization you know on this page there's other priorities on the list that are play structures um Roofing as I mentioned is specifically called out and those are the things I can think of off the top of
my head thank you that's helpful I I'm I'm remembering that night yet again so thank youy Chavez um I like that the immediate needs will be addressed and if the money isn't there you can pivot and address other issues that aren't going to cost as much so um I'm glad the facilities plan is moving forward and um we could just vote on it with and feel kind of secure that should we need to shift you know shift that we can make that shift without it costing a lot thank you I just had one other comment that I thinky Flor thank you just back to superintendent your comment about the ion dollar price tag for you know being mindful of the community process um you know our community gets asked about their dreams and hopes and
aspirations a lot and then that can create expectations right so we're coming way down off of that it's great we're gonna have it on not a Dusty shelf but in a beautiful website um and I I saw it was 20 three to 2023 to 2038 right so so this is a living document you know I heard time and time again you know we can we can re revisit it but what people have to understand is we're basically gonna spend money on looking under the hood right we're not putting it's not a new you know and that's kind of it can be startling to people right so how do we be mindful about thank you Community we heard you yes we want to redo our parking lots and we want to do all these things right
thinking of Cassell and hubard and all you know um we hope to get there right but right now we have to look under the hood and take care of some the unsexy stuff right and so I'm just want to be mindful of that kind of expectation that we set and how do we communicate the realities of it all right in a in a respectful way because the voters you know have helped us get to this place and we will need the voters to help us continue to move through so I know I think you've all done a great job of of communicating you know through the years um and yet we have another we have this process that we have to continue to be mindful about communicating you know again vision and expectation management yeah
okay super B thank you so much for saying that because one of the things that is part of this process is a newsletter of our to our community to say this is what we've done and the only delay in this particular cycle has been that a lot of our projects are through DSA so I I want to wait until those are all approved and in motion and that we can go and take pictures and we can show the community versus one day you're going to get your playground and I know playgrounds are very popular in Alam we visit schools and board president has been asked by our students regarding our playgrounds so I'm going to use that as an example that because it just the process right that um to me a picture is worth
a thousand words and so when we communicate with the community I want to be able to send a picture of something that has already been done done so that people can say oh okay and I'm going to call out mullum little children in mullum that reach out to us very professionally very appropriately and said to Bo President we want a brand new playground it's coming and so we want to make sure the picture is there right so that we can say you know with all of exactly what and in addition to the playground is the roofs that we have been waiting for for a while you know to get fixed the air conditioning to make sure everybody is comfortable absolutely the alarm systems that we need to update all of these under the hood very
important items are taking precedent that's that's very important for us to make sure that we address that okay I'll wrap up with you know I want to you know thank our partners here for for all their work and help helping us get to this point and I also wanted to you know in acknowledgment of uh was it having been through Kitty me the Press you know it's when you know when you know when you vice president Herrera Lera has to gabble again you know sometime and then when when it comes time for you trusty floor Shelton have the gamble I hope you both of you will have your turn in front of the kidy Meet the Press as well but I think the the issue is yeah you know the long-term plan represents our commitment
to the people of alen rock of uh maintaining and renovating our School site so that the children of alam Rock have a you know have a place to learn and great PL great place to learn and you know one of thing you know H yes I I get it it's about taking uh we have to take care of the nuts and bolts and at the same time you know uh you know I'm always a believer of walking and chewing at the same time right we can walk and chew them and you know I I'm hoping that you know at you know work for teacher and staff housing is part of this long-term plan and it's always you know uh taking care of the nuts and bolts but also so uh showing that we can you
know bring something new to the table bring something to uh bring our community together again and also uh using our you know using our existing underutilized uh real estate resources so that they can provide uh a benefit to our teachers and staff but also also uh end time uh some you know something to help us with our our our revenues in the future so uh with that said uh let's see here uh thank you so much this is a uh a big step forward and you know after so many so many years of the the great uh soap offer as Alan rock turn we we are we are at this point uh you know on the cusp of something of you know uh you know a brighter future over to Hill for this District so
with that do I have a motion motion to approve the long range facilities okay I have a motion a motion from vice president herrer Lera and second from truste Chavez than know for comments and questions I'll move to a vote I'll call you as I see you trusty Chavez hi vice president Herrera hi uh trusty Flora Shelton yes and myself voting I item passes 4 to Z with uh board clerk quino absent so thank you so much so with that we move to Second for comments and communication item 4.01 do we have Teamsters Tom here oh okay well we have the teamsters well hello everybody um we are here to say thank you and representing um Tiner saying we're happy to everybody finish the negotiation we benefit out of it but thank you very much
and we maybe we're not too many but we're Mighty and then we have the good heart to keep helping our community and of course this I kid thank you thank you so much all righty love your spirit by the way okay item 4.02 California School Employees Association oh my good we're very well good evening sh uh you know for S on thank you good evening pres superintendent bow and president B members of the board other staff everybody um I'm happy I'm here tonight and I did want to something personal first before I start on CCA um I wanted to thank the board and um Dr Bower for understanding of my situation this past year I have hair it's coming in yes I always because it's a little while that goes on its own but and
I have made it through my treatments so I'm a so now to CSA um thank you for approving our contract and ours was more than salary however I do appreciate all your comments regarding the budget and all that I was an accountant here for 26 years so I kind of understand where you're coming from but we were full contract this year so we had several items as you read in our contract and I want to thank the management staff we had a few days of negotiations and you know we went back and forth but it was compromised and I think we came up with a fair contract for our members and a fair contract for the district so I do appreciate in everybody's hard work even my team they're not here but we worked I
think together pretty well and I you know came out with something that works for everybody and I'm unfortunately not going to be able to stay for the home meeting I have an hour and a half drive to get home and it's the days are still long for me as I still work toward my recovery but hopefully I will be able to make it to many more meetings I'm going to listen and I'm gonna listen on zoom on my way home though so I can even though I haven't been here and I have watched everyone I take my notes I always want to congratulate the new people that are hiring even though I can't do it in person as long as they know and everybody lets them know that I do I do take it seriously
that I am csca president is just it's been a challenge and so I do appreciate your understanding and I want to say I congratulations on on your on your cancer for you right now not about me it's not about me but I did want to say thank you because I know that I have missed since you went back to inperson several meetings but that's the reason why I just couldn't do it that's oh wonderful well thank you so much and we look forward to you know good years with C all going to be good yeah thank you thank you Al righty moving on to 4.03 the Allen Rock Educators Association good evening Dr Bower members of the board and the public good evening Sandra what a what a few weeks we've had but again um
thank you for ratifying the contract like I said earlier today we had a 76% member turnout and um 90% uh agreed voted to ratify the contract and so I know that the teachers are already posting in our group and are very happy um to have that news come out to them today so although they are not here because they are home preparing for school tomorrow they are listening via zoom and they are appreciative so thank you for that um as the school year year has gotten off in two um are we like eight weeks into school now um some of the issues that are facing this teachers in the classroom um you heard about tonight um Dr artiguez has done a fabulous job in the Seal program but we have a lot of students with
a lot of needs and it makes it really really tough in our classrooms and so I've spoken to a lot of teachers who are trying to figure out how to manage you know classroom class size with these conditions that are coming in they want to help the students but when you know you have 27 bodies in a classroom and three and four and five of them that are coming in are emotionally disregulated it makes it really hard for one teacher to try to focus and help those students in need and get the teaching that is done as well so as we move forward we would like to try to partner and see what we can do to better benefit both the teachers and the learning environment for all of the students and also get the
help that the students coming in need because as we're going moving forward more and more disregulation and behavior is interrupting the learning process and we would like to see how we can partner together to get that um manageable for all sides the other thing that we have started seeing is that a lot of not a lot but you know leaving of the different teachers staff different people um and it makes it really hard to try to make cohesive campuses we're all kind of surviving on crisis mode and that's just not having that Solid Ground and that solid bottom um so trying to figure out a way and as we have just ratified our contract hoping that this will try to attract and retain some of those highly qualified and um highly dedicated teachers here in
the alumrock area but trying to figure out how we can start building those communities again getting stronger staffs um working together to create those Partnerships whether it be through um you know inner School type things or ways that we can make it so that the communities feel stronger and more content in where they are and other than that I would like to wish you guys all a very quick rest of work Sandra yes may I ask you because you ask me if you can say this publicly and I think it is appropriate to clarify when you say I need to be at oh yes okay so it's important for everybody so for everybody for the record um some of you may know some of you may not know there is one Disney Store still left
in Northern California and that happens to be at the Livermore Outlets and I am actually wearing a dress from there tonight $30 on clearance right now there have been times when I've been talking to teachers and staff and I say like oh I can't do that on Wednesday because I have to leave to get to Disney I am not in Disneyland um I am doing my 405 minutes starting very early in the morning so that on Wednesdays I get to drive from here out to Livermore and start my shift and I go from last night it was 5 to 9:30 and then I don't get home until 10:30 so just so everybody knows I don't constantly go to Disneyland all of the time um but I do work for Disney so I am there during
the week and on the weekends if you want thank you all I'll say is I'm still in trying to look for The elusive uh there's a was it Disney issues Disney Dollars and oh there is the elusive 50 Disney dollar bill and unfortunately with all of the cast members you have at the store you it will stay [Laughter] elusive okay thank you so much Sandra okay item 4.04 alamro administrators Association good evening Bor of Trustees Dr Bower uh USD staff and the Alan raw Community my name is Dr silia Cario and I'm the principal of Meer Elementary School I'm also the president of the alen rock administrators Association it is a privilege to speak tonight to represent a group of vibrant and dedicated Educators administrators who work tremendously hard in service to our schools and
Community there are exciting developments taking place across arusd and our administrators continue to work to serve the represent respective sites since October our schools are vibrant with activities engaging students parents teachers and communities with events such as Book Fairs fundraisers fall festivals trips parades and a scream Fest outside organizations like always dream program reading Partners the city peace project somto's literacy program and the Marin Community Foundation are working alongside our schools to support and enhance the work we are doing for our schools and families the special ed department is starting the second round of udl training and working towards the goal of having allspeed teachers earn level one udl credentials and if I may put in a little extra plug Meer Elementary will be presenting arusd by installing an altar at the Mexican heritage Plaza
aen alares October 28th please come by and see it finally on behalf of the alen lock administers Association we are grateful that the board approved action item 805 especially during the week of school administrators thank you again and good evening thank you so much okay with that item 4.05 superintendent Bower thank you so much Dr Kio I wanted to wish every single administrator a great school administrator week because I know just like teachers and the rest of the support staff I'm very honored and humbled to work with an amazing team from the individuals sitting uh in front of you to the people who are getting ready to Sandra Rivera who just left because as you know as a single mom she has to take care of you know business and she has to have two
jobs so I admire that a lot right this is not just you know people who come here for a paycheck and I have to say that and I think this is people who are really committed to the district but most importantly are committing to the kids so I want to thank you very much for that um I have to the only other comment that I want to say tonight in addition to my appreciation to all the staff members 1,200 of them in Alam rock is that the decisions that we made as a team as a governance team are sometimes difficult some of them are very easy but some others are very difficult and I want to say to our community that this board and the superintendent will always make decisions that protect kids always there
is no other intention there is no other goal except to keep our kids safe and you might see we have the the the vibrancy of democracy around this dice you can see board members who have their own opinions and they don't always agree with each other but I I think that that is good because you can see your community represented in these di but the one thing that these board members and your servant will always be in agreement is with kids safety and so that is the reason that this is something that I wanted to highlight to really share with everybody that in that regard when it comes to our kids safety we're always going to be unanimous so thank you so much Bor for making my job as a superintendent making very difficult decisions
easy because without the support that I feel from you it will be very difficult so thank you for that and thank you community for entrusting your children in our hands thank you okay thank you so much so with that comments and Communications from members of the board I am 4.06 so I see I'm left-handed so that's why it's all like I you know well so my that's why I should be on the that's okay no I like the spot thank you okay so so my turn yes yes thank you very much I'm so glad Dr B said that and a lot of times I don't agree with everybody but I do agree with what my conscience is telling me and what I know in my heart is best for the kids and if I believe
in my heart that that's what the way it's going to be then that's what it's going to be it could be a for of one vote every time it doesn't matter it's just like you're entitled to your opinion I'm entitled to my if you don't disagree look at all the evidence and proof and if anybody wants proof of the letters that I have that I've collected Through The Years from from scoe and um how the budget went I would be more than happy to provide them and also the fact that Dr Bower mentioned that there is one thing that we always agree on and safety of the kids every single time we make a decision that is always in Forefront because the kids to me are number one and you have to make sure that
they're safe period anything that will divert from that forget it that's not the way my vote will go everybody else can vote the way they want but I'm here to protect kids and I believe I really believe that we're all here we may not agree on nothing else but on that we do thank you thank you Andre you have nothing okay I see your head just making sure yeah so Vice pres her thank you I agree thank you so much and I also I just want to thank um the board and all of the administration too um an exact you know uh um that uh bless you that if um you know there's anything that we find out that doesn't align with that that we jump on it and do something about it and that
we again all align so thank you um and I just want to mention some of the highlights this month you know there was a lot um we were all I think all of us were there at the back to school uh back to the district night which was exciting to see so many students and families in the board um and we even got to hear Dr Bower singing that night with our mariachi that was a highlight for sure um so thank you all for attending that our community who was out there um I also want to thank our board president mfam um for organizing along with Lor Chavez with East Side new High School District to together the uh board presidents and vice presidents to come together you know and work together as we talk
about right we don't have to agree on everything and we shouldn't um but we get to know each other respect one another and work together on behalf of those who represent so thank you board president for organizing that um also we had a hike this month with our Lee Matson Community which is awesome I got to uh go my husband came as well we got to hike at the alen Rock Park which was led by judge well she's not a judge it wasn't judge it was by Julia I have to get used to using her first name Julia lento who serves our community as a judge as well but wasn't there as a judge that day obviously um so that was exciting and I you know I'm excited to see what more is going to
come from that and um as we know when we connect with nature you know uh we talked about some of the ways right distressing um that's definitely a good way so our students had a great time uh being out there and then also I got an opportunity to be at the Silicon Valley Education Foundation Summit um the first annual where many leaders in our community in the education field came together looking forward to many more annuals um also got to participate in the San State Native American indigenous fa convocation put on by the Native American Service organization there so I look forward to connecting uh our staff with the organization there and maybe taking some of our students out there to um check that out also got to uh be at the annual safety Summit
and I got to see um Andrea Flor Shelton there ensuring that our community ities are safe right um so thank you Andrea for your leadership to ensuring that that work happens on your day job um and being the boss out there um and then we got to go to the to the African-American um Community Service Agency Gala and I got to hang out with some of our staff um which is great and then we got to see our student um our god what do I call him our um they're genius genius SL famous like you know famous student um and I'm bling on his name I know Tyler yes um Gordon our artist um which just makes me proud to be connected to him right and there's just so many stories of him through our
district that you know um supported him because obviously he has an amazing mom by his side that was was there and you know so many others uh but that Foundation that he got here at elmrock that also supported for him to be where he's at so just proud to be a part you know small part of his life you know through alumrock um and take pictures and get in line and you know that was that was great and to hear all the exciting things coming of a possible book and things like that just so excited um and then just last but not least in regards to you know um our time like we talked about the nightmare time and right now I just feel the sun just like booming on Alam Rock I'm so excited
you know I know there was a time where it was like well we need this and we need that and oh you know I don't know when we'll get there but um you know we shifted to some of the action time right where like I remember championing some of the conversations around ethnic studies and we need you know to reinvest our our money from ending the contracts with the police department and not having police on our schools to really investing in the social emotional well-being of our students and to have those two presentations today you know really like it just fills me with such joy and knowing that um our work you know even though it's been a lot like finally we're seeing the results of it um and it's not just you know obviously
the board but the staff that are like I mean that's that's why we're all here right like what is the best um Services education everything that our children deserve they they deserve the best and um we're all giving it all we got in order for them to have that so I just wanted thank everybody you know from those that open the door you know the first one to come in the schools to make sure that the you know uh cafeterias are are fully stopped and the teachers who are prepping right now to make sure they have the education plan and um you know everybody to Dr Bower who's leading our organization our agency um I just makes me proud as a trustee to you know support um in the little ways I get to this
amazing district and stuff thank you okay so boes down to me uh first of all I I want to say you know uh as board president I I want to reiterate and I you know and as my colleagues have said uh you know the interest of this you know district is first of mine and all you know and among that uh you know I heard you know that we're here to educate our kids and to do so safely and in manner in a manner in which you know uh our community can afford while uh making the best use of the resources uh that our community affords us I can I can tell you this isn't for a faint of heart I mean you know I I'll quote County Supervisor AO Lee when he said you
know we're definitely not IND this for the money because if it if it were you're really bad at now that's supervisor I can I can I can safely say you know uh I wish I did win yesterday power uh but I want to you know uh you know that it's you know it's been uh quite a a journey in many ways since I was first appointed to this board in January of 2021 what is it to be to to be you know name to name to fill a vacancy in this District in the middle of coid you know before you know the vaccine and to face all all these decisions and I'm glad that you know someway somehow you know we we we've made it to we're on our way to our better place you
know that there are still you know of course with with this District you know there there are always challenges but the but for for once I I feel I am confident in saying that the what is it the train is moving forward right so I'm very grateful to to all to for our our residents and amilies who continue to trust us to be the primary 0o to8 Education Agency of this region and also all those who serve Alam Rock and I've always compared this to a theater production right superintendent is the director we have our assistant directors uh who is that the teachers our Central you know our our actors on stage and our classified staff are our technical theater right people who keep the lights on P the curtains and make sure to you
know uh kind of like you know I'm thinking of you know my days watching uh high school plays right and and know when when when to change set and so you know if it wasn't for all we would not be here for that I am sincerely grateful uh you know busy busy month uh you know um so since the last meeting I had the you know the second leg of my tour of Al third annual tour of Alum Rock was the kieron George and Linda Vista I got you know I got to join the drum line and you know uh playing the drums and I did story time at Kon and uh was it got to see our kids at Linda Vista and I look forward to the next leg of the tour of alam
Rock which is tomorrow so what is it uh the sayar shave is Early Learning Center Renaissance at Mat Lucha and San Antonio so I look forward to visiting visiting our our next set of schools tomorrow um let's see I you know it was a great night at back to District night we had was it nearly 600 600 600 you know parents and children one of our best turnouts ever uh you know I am glad to see you know not just our our schools and our staff out there and you know representing the various you know departments and what we have to offer for our parents but also uh all the outside Community agencies that came to be part of back to District night as well I think it's a you know uh you know I
had a great you know you know being able to tell our our to a wider audience you know the progress our district has made especially uh teacher and staff housing which is you know as part of our long range facilities PL plan you know the the largest single investment in this District in over 50 years since the completion of Okala Middle School in 1972 uh so and I you know side from that wanted to highlight uh our Mariachi Man was on stage and our our Alan Rock Jazz man was on stage and you know celebrating their 50th Anniversary so uh you know uh know and also I got you know and always enjoy was it raffling off 10 bicycles to our kids you know but I you know uh all in all a great night
not just for our school but also for our community uh as you kindly mentioned uh vice president Herrera Lera uh had a successful uh meet you know uh meeting at the east east side Alliance of board presidents and vice presidents and yes uh you know uh you know it is a form of democracy and action you know we may not all agree on everything kind of like uh you know uh like ice cream right we all we all know we want ice cream it's just that there's always the debate between strawberry chocolate vanilla and Rocky Ro mint chip as well got to be strawberry but you know I but the important thing is that it's about it's about our common shared interest as school districts uh revolving you know relating to uh local control of
our School site and I'm hoping you know as you know uh as we you know we find you know more common ground we have an opportunity you know with with our shared history as well as you know our our shared relationship with the S High School District to do you know eventually do other things like you know curriculum enhancements and uh you know partnering up where we can on on where we you know where we can better serve our parents so I'm I'm grateful that you know uh you know board vice president support you know and you know bringing you know bring bringing our our fellow neighboring districts together for the big family reunion uh let's see here um you know uh although I did not have the opportunity to attend uh you know uh
the africanamerican gala I was at the Moon Festival where I had you know uh you know in support of uh our very own painter Vietnamese dual language imersion program go up on stage against uh the competition with is windmill Springs you know everyone's a winner everyone but you know it was a great time at the 32nd Moon Festival our kids held our own you know they held their own and you know I you know again uh you know uh it shows you know what you know we're what we're bringing it to the table to you know to address the educational needs of our community and yes I hope that next year you know a sure knock out you know you know we you know a knockout wind against windmill spring next have a little competition
yes that's Franklin B their board Vice President George S was there that night so you know there's always a bed or something EL course not the superintend was her earlier if I could say I missed because I had to leave early but he he he missed it because he was like we should have a competition with Alam Rock Vietnamese so he's like next year we're going to win sounds like we already won we always win yeah yeah you know uh you know heav money's on that's exactly what we all want to here for ging speeech speech right sorry shining on us you know I you know I also had a great time representing our district at the Democratic Victory dinner on September 23rd uh you know they all had the elected you know Al you
know always had you know the most important business is always the side conversations with with our representatives and yes the it was the world you know I call it the world's longest Congo well we all have to line up and introduce our all the elected officials and candidates have to introduce ourselves instead of the the traditional clap for every name right so hence it ended up being the world's longest Conga LA but on that note I I want to encourage uh our parents uh to uh uh was it uh one week from Saturday parent University at Shephard I'm going to be there you know I I you know as always uh what is it uh you know uh it's always about showing our community you know that you know what Alam Rock has to offer
your family and your children uh you know so I encourage all Alan Rock families to uh you know take advantage of this golden opportunity uh to you know to see you know what our district can do for your family so uh on that note uh you know oh and last thing I wanted to mention um my I also hosted a meet and greet for our uh you know and all staff recognition for our staff we had a nice little turnout and you know I as board president I always believe that it's important that you know we recognize the efforts of all of those who serve Alam Rock and also that serves the way for me to get to hear you know in a you know less formal setting a more relaxed setting you know what
you know what the needs and the aspirations of you know all our teachers and our classified staff and was it sometimes the best you know the best uh ideas you know uh you know actually come off the cup so you know it was a I think it was a privilege to host that and you know on that note uh you know again I look forward to tomorrow's leg of the third angle tour of Allen Rock so with that uh what's it item five uh has been tabled to the next regular board meeting so we move to section six I am 6.01 uh superintendent Bower yes um I will be asking the board to please approve this item but I'm going to turn it over to Mr CA because believe there's a a modif a a
a type or something happened there that we need to address yes thank you Dr bow um and yeah before we introduce the item uh we would like to make a correction um to the contract value um that amount should be changed from $14,700 to uh $114,700 and the new breakdown is the consultant service fee is 10 14,700 the allowance Remains the Same at $10,000 and so the new Total contract value is1 $114,700 um and with that the administration is um requesting approval of the contract with PS PSS um in the amount of $114,700 and this is for um some additional um certification that we need to do with the non-certified projects with DSA thank you okay move to approve Consulting Services by project support services for additional non-certified projects requiring certification as required by DSA

with clerk Quanto absent uh okay so item 10.05 approval of annual developer fees so uh the reason I pulled this is not not because I I am against it but uh what I would like to do is to uh take this opportunity to you know uh have a short discussion and you know uh ask some D you know and provide some direction to Administration uh you know since these fees have not been increased in nearly a decade I you know part of you know uh you know seeing where we can increase revenues for the district uh you know I I would like to quote the idea of D directing the administration to uh look at uh you know uh to begin uh a you know to begin and Implement a a study to increase the
developers portion of uh the developer fees from 32 cents per square feet to 35 cents per square feet and I believe that you know it's a small three you know we it might not be three but a small you know increase to the business portion of the developer fees as a way to uh what is it increase revenues for the district while uh protecting residential home owners which make up the bulk of our district so at this time I'll open first 10.05 the public comment seeing none so uh I'll take uh questions and comments from members of the board yes uh Christy florell thank you president fam um so interesting um I guess I have two questions one would be for staff in terms of if you could give us an example of how we're
generating the fees to dat that would be my first question the second question is President fam how did you come up with three cents because just I can't remember the other one I was like oh well while we're at it let's go more you know I what's the what's the The Benchmark for that so I'll take like well you know I mean a pro that's a for for BS you know I mean that's an approximately 10% increase for uh commercial development fees for square feet in you know in in this district and also you know it's always a what is it revenue is a balancing act and I say this as someone has worked for two State Assembly members uh you know we you know you know to to to in to in to enhance
revenues while providing the you know least possible uh disruption you know I should say to to continue to you know uh incentivize economic development in our in our neck of the woods uh you know while uh of course ensuring that you know that uh that their revenues are sustainable generated and also uh do not fall upon those least able to uh bear those costs which you know in this case of our homeowners in reflection of uh you know uh residential home prices in the you know in the of our area in general but uh you know there there seem you know there is you know how you say some wiggle room in the commercial you know given that you know uh our district is you know um you know uh top you know topheavy with
the res you know as as a portion of taxable Parcels uh what is it um largely residential based as opposed to commercial based you know which allows other school districts who have larger larger portions of their District uh having commercial commercial parcel you know greater latitude for uh so I don't disagree yeah I I'm not so thank you maybe I should have taken the staff answer first just to understand it but I think my question to you if I can just say it one more time is uh because I don't disagree with you on any of the premises so far it's more again how do we just how did we come how did you come to the conclusion that three three cents I get the 10% but that is a threshold or there's a back
stop to that in terms of um what's the source of that the tolerance level because maybe it's four cents maybe it's five cents you know and I think that could be addressed by by a further study right and I say but you know the study could come back out a further you know but it's always good to provide you know some initial guidance aiming mechanism and also what is it a a rate that's uh how you say uh large enough to enhance Revenue but uh how you say uh create you know without creating too much disruption you don't want to chilling effects right you don't want it to like you know put things to a a stop right yeah yeah I understand thank you yes no can I get the staff answer on what's the
thanks I'm G to turn it over to can you repeat your question trust sure so um not really familiar with this developer fee and um so just saying what would be examples of how we're currently generating right A B we have the the fund balance of 276,000 but yet we had 14,000 the year prior how do we generate it where's it coming from yes so the um the are generated from two two areas one the residential if they're adding let's say additional units to their to their property um they would have to pay the county um actually to us um the the rates that were set um and that goes yes that comes to us directly at the county um the County County County um property uh division actually oversees that they make sure that
you know before they can build anything there's a permit and they this is the trigger where if someone remodels their home over 50% or builds a brand new home or builds I don't know I'm gonna say like if a shopping center popped up right right that's all going to trigger these fees correct and the shopping center would fall in a commercial correct right but the residential I'm not sure the threshold in terms of what triggers um them to pay the develop but um we can get you some details uh once we go through the study itself but that's the wish the boards to move forward with thank you okay s trusty shavez is in yeah um so in doing this in the developer fees especially on commercial buildings that are going to be rented out
to the public it's already a high cost area to live so the developer is only going to turn around and give those cost to the renters so you might be increasing in one area but you also are putting an extra burden on the renter it may not be much three cents for Millions doesn't sound much the developer going to incur but they only pass that they pass the buck to somebody else is going to have to pay it so that's the way I look at it because you have to remember who's going to pay for it in the long run thank you okay well you know and and I I'll put in my two cents you know well you know there used to be a three cent point you know so I guess okay a
three cent coin was it was once called a time actually uh but uh you know in terms of you know and I you know and as I said this is an incremental move you know this is is you know I I I you know as all you know my parents are homeowners I you know I am you know Comm committed to protecting our our residents to the extent possible so that's why I I wanted to make clear that this there would be no you know I'm not proposing a study for the increase of developer fee rates in residential property so you know when you you know that's why I kind of found it odd that when you said okay you know um an apartment an apartment building is not a commercial building it's a residential
building so you know in that case you know the renters would still be protected because I'm not you know I'm not proposing a study to increase you know Residential Properties but uh you know um businesses benefit from I would say businesses benefit from an educated Workforce and alen mo is part of you know uh one of the two primary uh primary local education agencies in you know conjunction with the East Side Union High School District so uh you know as you've always me you know uh this is about this is about you know making you know augmenting our revenues you know you know also in a way that is you know as I said the least you know that provide how do you say Max you know as much stability as possible for our um
residents and you know some and certainty to uh you know commercial developers that you know again this is you know uh you know there's always there's a long-term benefit to revenues to school districts in the form of uh you know uh Stronger you know stronger educational opportunities for our children which blow back into our community so it's you know I'm having a hard time with the you know concept of you know what you bring up about you know the the rent you know the rent or paying it I you know um we're we're trying you know our our you know our cost you know uh costs are not stable you know and you know as as as we as you know mentioned about you know your your take on the financial situation obviously differs from
my take but I think that it you know it it we do have an agreement that you know we our district is of limited resources and you know I you know a study is you know I think that you know this study would be timely in you know in in looking to see where we can strengthen strengthen our Revenue base yes trusty sh okay for example there's an right there sorry um it look more like a spider anyways for example like me if I was Max if I was the uh the uh contractor I would put rentals on top for homeown for for people who need a home as well as putting commercial downstairs so maximize your profit right so how would it work does that mean that the businesses would incur the additional cost
or the ones who are running on top or both because down the line somebody's going to pay for it in addition to that prop your mama prop might be under prop um 13 this is not a property Tex it's developer fee so you're talking about your Mom and Pop's home this an example because you gave the example so on that if they're over 65 they could do the exemption and maybe we should see how many exemptions there are and see how many are going to fall under say the new tax La that came in into uh effect of 2021 being the ones who inherited the inheritance tax that's also on the table maybe it's next year coming up so get all those possible in coming in before we start raising three cents here two cents
there that's that's it first before superintend did you have I just want to I don't know if this helps at all but I think if we go through the study you will have a lot of those U scenarios perhaps addressed and the board will have a better you know set of information on which to base decision right now I think that I myself don't know what the process needs to be so we need to figure out I know the board cannot just raise them right we need a certain and I'm GNA turn it over to K just so that that also the public can know kind of what is what what is needed before the board can even consider this yes train yes thank you as um board president mentioned earlier um we do need
to go through study to be able to justify any increases um in the rates itself for both commercial and residential um I think you noted here that uh you know the last time we did the study was back in 20145 so it's been a while um if if the board desire we can engage with a consultant who does this type of work um either to get more information or to get a proposal um to be able to start this process firsty FL thank you um because it's statutory is that why we need uh is that why we need a consultant we can't really do it inhouse because we really don't make the call at the end of the day um to be quite honest we don't have the expertise inous to do the study itself
okay I I guess I was just thinking it'd be some love little bit of analysis um before we you know like the potential before we go into like getting a consultant spending money on a consultant I again I'm just I'm gonna it feels a little bit like left field left field and so um but I like where you're headed I'm just all of a sudden I'm hearing consultants and then I'm like what are we gonna pay to recoup Revenue but in reference to Mr Chang you know because we lack the expertise to do it I understand so you know you know we do have you know so in order to find out the possibilities you know we we do have you know uh you know it's advisable that we have you know have a consultant
you know bring in the consultant to have the study and to you know see where it leads us so with that trusty sh is so I move we table it till more information can be given to the board well uh I don't see a second for that but again I'll second because it sounds like that's what we want right now we're not approving this guess is there a timeline go ahead go go ahead I was just going to say the item needs to be approved okay all right this item the way it is the way it is because you're not the the what is up for discussion is to change it this is the current fees this is already something that you that it is the additional no no that's what I'm saying okay no
race what I'm what I'm asking for is you know do we do I need a motion to direct the administration for a study no not really I just you wanted to discuss it right and so you had discussion okay my recommendation is approve the item because no changes to approve as and and and may I you know and and you may say as a board and please staff bring us more information and we'll figure it out we'll we'll figure it out you know whether we you know you need more information and we need more information yeah vice president H over and so that makes sense because it's for 2223 some in place but I hear board president and let's study let's let's see if we can raise this for the next ohy FL yeah but
I'm not comfortable in saying you know go off and spend money on a consultant I'd like to hear back like what is this level of expertise how costly is this level of exp that's that's fair I mean we can I turn it over to if I may board president um staff can bring back a summary of the process and outlin and may be some estimated cost for you know to provide to the board just for informational purposes and then the board can decide what how to move forward on not great don't take trusty Chavez can we also get a itemized amount from Larry Stone's office ta syst tax yeah yeah I know who deliv what how much okay should the should the cost be increased what's the dollar so my understanding this isn't this isn't
property tax this is developer fees and so that's the part where I just wanted to confirm this is when if so for um for commercial purposes I own um Andrea's Fabrics okay and I'm going to uh Remodel and expand and add 3,000 feet to Andrea's fabrics and so that triggers right so I'm I guess it's a question mark that triggers then because this is in my brain it's like remodels or new buildings that's when you would be developing something right Mr CH we'll try to get all that information captured all yeah for the board there's that fee right right later on the tax assessor will assess the value of your property and then sub but subsequently then then you would then Andrea's Fabrics I would have a new property tax right so that's separate than
