009trustees and Alum Rock Community I speak tonight in memory of Anita Louise Jones former Alum Rock administrator at George middle one of my school sites tonight I implore you to renew your commitment to African-American students Educators and families in July of 2020 the board passed resolution 41-19-20 which decreed that black lives matter I'm here to remind all School communities to affirm and support African Americans and blacks who exist in a society that fails to acknowledge the pain and oppression that we regularly experience I'm the only African-American in my department and the only black teacher at both of my school sites this is extremely isolating but sadly is the norm for the few African-American employees and students who remain here on the east side we must be committed to being anti-racist and our roles and Educators

010must permeate every area of our work in order to erase the underlying racism and white privilege that exists in our school institutions I have three asks this evening ausd must one be intentional about recruiting and retaining black Educators and administrators to be intentional about creating spaces where African-American staff and students can bring their whole authentic selves into academic spaces and three be intentional about decolonizing the curriculum which erases the impact and contributions of ethnic minority groups I look forward to witnessing the work from the equity diversity and inclusion coordinator and invite this new Department in joining us to advance racial Justice within Alum Rock I thank you for listening as I seek to keep beating the drum for justice thank you very much all right thank you Miss Dalton okay with that next up item

0118.01 presentation on Child Nutrition Services Program this item is information only good evening fourth president trustee dance superintendent Dr Ballard Board of Trustees um my name is Denise Mendez director of Child Nutrition services and here with me I would like to introduce our new team as of October um we have here Ms Katrina Zhang who is our coordinator for our department and if Tina Sanders is our newest member of operation supervisor and we're missing our fourth office management staff which is abalena Diaz Tamayo today but as a team we would like to thank you for this opportunity to talk a little bit more about Child Nutrition services and what our program brings to our community and our students so part of the conversations that we're gonna oh that I'm going to be presenting to you

012today about is um we're going to talk a little bit more about our CNS program um we're going to talk about our federal programs and our funding um in addition we're going to discuss a little bit about how our programs have changed in a timeline from 2018 to 2023-2024. um so we are going to review our mission and what CNS is doing um as we enter the new school year 2023-2024. in addition we do want to address a couple of programs that currently exist within our community with from our school sites as we continue to support the needs of our community so a little overview about our program CNS participates in four Federal meal service programs the national school lunch program The Breakfast program The Challenge adult care food program which is our supper program

013and an extension from national school lunch program is a seamless summer option program that is offered during the months of June and July during our Extended Learning period and it includes meals for children 18 and younger these programs are um highly regulated and as of 2010 when the healthy hunger free kids act was introduced our entire nation especially when it came to um Child Nutrition programs we had to implement the new regulations that came with it as of 2012. so with the healthy hunger Freed's kids at the intention was for our dis for our programs to reduce childhood obesity and its Associated health risk as well as decreased food insecurity amongst our students it is a program that is supported by USDA commodity Foods as well as its funding so um because we are highly

014regulated programs um I'm not going to go over our um our regulations but we do want to talk about key nutritional requirements and guidelines that we do have to add here um foremost it is that we are a program that is regulated especially when it comes to food items and the nutritional requirements that we have to offer and provide to different age groups um with that in mind it includes and requirements for calories whole grains sodium fat restrictions and meet minimum and maximum for carbohydrates proteins fruits vegetables and milk our meals are designed and exclusively for enrolled students as these programs are for um school year um time frames um it was the exception of the seamless summer option which allows us to offer meals to Children 18 and younger students must select specific food

015items or components that make up a complete meal in order for our program to be reimbursed um in addition meals must be consumed on campus to ensure that food safety protocols as well as the Integrity of the program so with this in mind um for every meal that we provide that is a complete meal for students which we call reimbursable meals is how we get refunded by our federal and state programs so CNS department is about 90 percent federally funded and which makes our program restricted and a program that can solely support our meal service program the federal reimbursement is based of the income status of students free reduced and paid and our state reimbursement is only for free and reduced income status so with this in mind our department and our fund is solely

016dependent on free reduced and paid status so the program actually allows us to participate in what we call alternative meal service programs which is something that Alum Rock has taking the has taken the opportunity to take advantage of ever since 2004. so in 2004 our district had it was already applying for these alternate meal programs through the provision 2 program in 2010 all of our school sites were participating in provision 2 which allowed us to serve meals to all enrolled students at no cost so even prior to covet and all the way um USA regulations and waivers we were already offering meals to our students at no cost so um something to keep in mind about these alternative meal programs is that even though you we were providing meals at no cost they weren't necessarily

017free and that is because our own budget and our program had to offset the cost of the free I mean of the reduced and paid student percentages so when we applied for provision two or any alternate meal program we need to collect income data and that is through the meal the meal application right um ever since 2010 when we were 100 free at meals at no cost through provision two we no longer had a collect meal applications because the data was derived from what we call um direct certification student data um in 2021 and 2022 our provision 2 status was going to expire and so during this year um our child nutritionist Department we did a deep dive into studying the direct certification data that is provided from the county so direct certification is a

018list of data where it gives us students who are participating in government assistance programs such as snap TANF and medical so if students are on this list they already qualify for as free or reduced income so with this information um we were able to move away from provision two and apply for what we call now Community eligibility participation program so cep with cep we were able to continue the meals at no cost to our students for the next four years whether or not there were con we would continue to have USDA waivers or and at that time we weren't too sure if the California Universal meals were going to be implemented but with that being said um 2022 and 2023 um California was the first state to implement Universal meals across our um across the

019board so we were really excited about this program because the intention was so that if you were a high poverty school which in our case qualifying under cep we were we would be California was going to reimburse base and supplement our reimbursement at the free rate thank you so a little timeline of our programs um so as I mentioned we've participated in provision two prior to 2019. as we know national school lunch program breakfast and the supper program were all meals that required to be consumed on campus in 2019 when covet hit there was a lot of changes to our department and to our regulations USDA in 2020 March 2020 authorized school districts to offer seamless summer options instead of nslp by offering meals through the seamless summer option we were able to offer meals

020to Children 18 and younger and receive reimbursement at the free rate which supported and supportive school districts to face the impact from supply chain issue and high food costs so in addition to that there was waivers that allowed school districts to provide meals five days worth of meals without the presence of a student meals didn't have to be consumed on site we were able to offer bulk meal bulk meals which include bags of fruits and vegetables for the families to actually benefit um this year is actually the first year that we partnered with Second Harvest Food Bank and brought the adult meals um Grand and what that allowed um us to do is not only provide meals for children 18 and younger but also supplement meals to our families our our adults our community um

021and with this in mind again the meals were at the free rate which supported the program that year in 2021 2022 the waivers were extended and it continued to allow Alum Rock School District and the Child Nutrition Services Department to not only provide meals to our students as we were returning back to Inc in-person education but continue to support our community and provide and distribute meals to Children 18 and younger so during that year not only were we providing meals on site grab and go breakfast lunch supper but we also distributed meals out of five Middle School sites and again in 2021 2022 we continue to partner with Second Harvest Food Bank and provide meals to our adults in 2022 2023 we went back to normal meal service um and what that meant was USDA

022waivers expired we went back to our normal program and our normal Services which was through national school lunch program meals were required to be consumed on campus no more meals to our community to Children 18 and younger during the school year um but then we did have the opportunity of the California Universal meals to be implemented and with California meals Universal meals and because we were cep at the time we have been able to offer me continue to offer meals at no cost to our students and receive reimbursement at the free rate even throughout neck last year we continue to see an impact in food costs and supply chain issues so with California being able to supplement the reimbursement rate we were able to sustain our program and the reason why this is critical is

023because USDA went back to normal free and reduced reimbursement and if we continue to offer meals at no cost our budget at the time wouldn't have been able to sustain the program at no cost meals um so in addition we actually were really excited and we were able to partner with chef and Foundation to introduce scratch cooking to our Middle School sites and this was also a big part of that Universal School meals and the reimbursement that gave us the opportunity to um add additional training into our program and let this last summer 2023 um we went back to regular seamless summer option programs and what that meant was that we could no longer offer meals um it distribute meals to Children 18 and younger we went back to having to offer meals from the

024place that we were currently serving which is the cafeteria and children 18 and younger or participating children 18 and younger have to consume the meals on campus um and the reason why I want to kind of address this is because when we are asking our families or we have a program we offer a program where they are able to come in and participate at no cost but there are barriers for where we only offer meals at a specific time frame and in the cafeteria it's not ex as easily accessible to many of our Working Families um but we continue to offer and partner the Second Harvest Food Grant where um free meal was available to adult caregivers when they came in with the participating children 18 and younger and now as we go into our

0252023 2024 school year um a lot of changes are um coming across so USDA is waivers have completely expired and we they actually ended up reducing the federal reimbursement um even though our programs were are continue to be impacted by a supply chain issue and food costs as an example our milk costs from 2018 has increased by 35 almost doubling and when it comes to our budget um but um we are extremely grateful again California always taking and bringing in further initiatives to continue to support the needs of our students we they continue to supplement not only our reduced and paid reimbursement but they actually increase the state reimbursement rate so prior to covet um the state reimbursement was 21 cents and um sorry and now this coming year the reimbursement rate is 89 cents

026so it doesn't sound like a lot but it does make a difference in the long run foreign that's it well actually it's we're almost done we're still a couple of slides left can you make sure that we get the slides as well thank you um can we I think it's a fuse like the other back go first yeah one more I think there we go so um here is a chart um I will we wanted to do a deep dive as to really looking at the data that we currently have um and see how our community or the need of our students have um how if how it's been impacted in the last five years so in 2018 2019 we are providing regular meal services through national school lunch program um on the last the

027first two columns for the freedom reduced data this is data that comes from our income service that is distributed by our student services department to gather information from families stating what their income is for this for that school year and um and it supports the lcfi funding um the next com direct certification this is the student data list that we obtained from County um letting us know how many Stu how many of our students participate in the supplemental government Pro assistant programs and so we collect direct certification data um through the alternate meal service programs and as we go back to 2018-2019 we kind of see at first that the income survey shows that we are high free and reduced based up based off of what families are reporting and direct certification continues to be

028at 31 30 percent but as we continue forth um we notice that direct certification has slowly increased um although the income survey there is a big gap from 2019 to 2020 and I cannot explain the reason behind that but from 2020 to 2023 um the percentage of free and reduced has slowly increased um one thing that I do want to note on in 2021 2022 when we actually studied the DC data and we were able to extend um the the when we were so with DC we were able to extend their student status to other children living in the same household so that actually increased the do the DC percentage from 34 to 50 53.68 just because we noticed that there are a lot of our families that are grouped within one household um based

029off of our meals um we did see an interesting Trend where we are actually serving more meals this last school year 2022 2023 even though uh we are being impacted by declining enrollment so with that being said um the reason behind that is is there a need um I um I would say yes but in addition um there are other factors that impacted this um this school year we did take the initiative to introduce scratch cooking meals and we also went out and surveyed our students so that we can make sure that we offer meals based off what their needs are their preferences and what they want to see um so with that being said um it's it's something that um we would we definitely want to continue to strive towards oh thank you and

030so as we go into school year 23 24 um he our CNS mission is that we aim to provide culturally diverse high quality nutritious meals that are appealing to our students while prioritizing their well-being and input through exceptional customer service and collaboration we strive to create a pleasurable experience where every meal nurtures the their developing bodies and Minds celebrating communities and fosters and appreciation for lifelong healthy eating while being conscious of our environmental impact sorry which I think um so we do have a couple of goals in mind oh let me go back one please thank you and I'm doing something else um one please thank you so we do have several goals in mind and these goals are based up our um our our School site so we have for all of our school

031sites this year we want to start preparing homemade dressings and cold salads that we can feature on our salad bars um we want to expand our salad bar options where we integrate an array of seasonal fruits and vegetables in addition we want to introduce a menu that celebrates the diverse cultures within our community for our K-8 school site because of our facilities and the number of staff that we have there we added one additional goal which is to introduce one or two homemade breakfast and lunch menu items four six eight sides we already started and implemented scratch cooking but our ultimate goal is to make sure that all half of our menu is from dry um raw ingredients um with this our ultimate and our focus is to continue to keep students first and foremost

032um continue to get um have student participation taste test surveys add nutrition education and allow that customer service between our staff and the students as well as enhance our customer service thank you and as we move forward um we do want to make a change in our community and part of that change is to introduce a couple of Grants and funding from unstate funding that has been allocated to Alum Rock our farm to school Grant with through our farm to school Grant we are able to build a sustainable school garden at Ocala this is going to be our first project and the intention for that Garden is so that it could be part of the student curriculum and US creates a process where we in where we not only have this Garden as part of

033the education but we introduce the foods that are harvested into our program by getting student feedback and student participation in creating recipes in addition we have funding and sources where we are going to be able to procure fresh fruits and vegetables as well as herbs from locally disadvantaged farmers and the intention for that is so that we maintain and continue to support our local community in addition we want um we are in the process of working and collaborating with local sustainable humanely raised meat for Farmers where we can bring in um who actually have regenerative practices and we can bring in better quality needs to our students as a matter of fact we actually pilot this program last year and we ended up having great participation from our students they really enjoyed the Paddy's hot

034dogs and chicken that we were able to um to Source from regenerative practice and actually local at camps locally from Oakland farmers in addition we are going to Pilot our bulk milk dispenser program from two School sides in um with the intention to reduce milk waste and as we continue to focus on minimizing our environmental impact we are looking to Source more biodegradable serving materials such as the sporks which come in small packages and slowly pilot um utensil dispensers at school sites foreign as we continue to support the needs of our community um many of our school sites have already taken and wonderful principles have taken the initiative to bring in um local Community Partners such as Second Harvest Food Bank where we distribute where they distribute food groceries and that is from Puritan Shepherd

035Renaissance at Madison and Ryan in addition Second Harvest Food Bank also has a 20 additional sites within our Alum Rock Community where families and feet groceries and then we also have four School sites that are partnering with most and Fishes where and um they are able to provide pre-made meals in addition to groceries so that is um Lindale Renaissance at Fisher Ryan and um Russo so with that we want to thank you for this opportunity and do you guys have any questions saying no of a comment I'm open to questions and comments by members of the board Krusty Flores Shelton thank you um first thank you uh superintendent and um Miss Mendes for bringing this back so quickly after I requested more information about um this program um I'm um just really again just grateful

036for the expertise that we have in this District to serve Community needs every day school needs and we just by showing the data you can see how great the need is I will say I would take the increased number of meals as a satisfaction sign that the kids are enjoying being a part of whether it's meal planning or just taking advantage of of your meals so congratulations um that's incredible I mean the number of meals that are being produced and distributed here um I also just wanted uh you know in a conversation with the superintendent I do see CNS as a major component of our long-range kind of facilities uh strategic planning you know having uh the scratch meal is great but we know we don't have full commercial kitchens you know how can we

037move um as we think about Alum Rock and you know 2070 right will what how can our facilities make sure that we can go from I Love A Farm to school um be as scratch as possible and continue to support the nutritional needs because whether it's housing or food those are all the things that help our kids you know learn in a great environment so um you answered a lot of my questions about inflation impacts my goodness 35 it's pretty startling I just I guess what um one of my main questions is given all these programs that I guess I'm just really not clear is there still like a funding Gap that our general fund is supporting with even with the reimbursements and if so like how much yeah um yeah go ahead so actually

038general fund does not support the Child Nutrition Services Program we have been able to sustain our own program with the reimbursement and again that is we're extremely grateful for the um for the waivers and the reimbursement that USDA gave us during covid and now that um we have California Universal meals California is supplementing that Gap that um our federal program is not currently supporting um so with that being said we are actually a sustainable program right now and it's one of the main reasons why we are able to procure a lot of these food items so even though we currently have grants um to start and implement we want to create a system where we do not depend on Brands so we are solely based of how many meals we serve if we are a

039if Our intention and goal is to be able to provide meals the students want and choose to eat then our participation will be impacted right it will grow and then we will have greater reimbursement so um if that's our Focus to sustain a program where we put our students first then we strongly feel that we will be able to procure the items that they want um a great example is we can get commodity or a chicken patty that USDA provides or we can Source um of meat Patty or chicken patty from uh locally that has better quality and a student's participation increases with this product because they enjoy it more than the USDA free um Patty it makes a big difference so our department is derived by student participation and that is why it is

040extremely regulated so when there are programs that impact our services we reduce we it impacts our presentation and then less funding comes in Conflict Department thanks so I just wanted to close by one thanking you all and thank your team um and just really seeing how the pandemic impacts right we still have significant levels of food insecurity in our community um that we're addressing we're addressing with Partners but we all have to be mindful of you know ensuring that what the state and federal government has done that they don't take their foot off the pedal right that Universal food programs remain a key component of what the state education and USDA is doing for us so um we have a long ways to go to get to food Security in our community but I'm really

041appreciative of how schools are how Alum Rock um is being just a big player in making our our kids and families um you know have we have be have a fuller stomach but you know that is all brain power at the end of the day so thank you again okay trusty shelves thank you thank you for the presentation and um I break me five long I heard you that they're finding it at 96 and I have another question um when you said that um you redid the uh meals and with more input and when I seen that the numbers did go up I figured that they were beating them and they're probably happier with the food because I remember going to see and there was a lot of spoilers do you guys see a lot

042less spoilage and a represented um is that 96 that you said so um are the percentage that I was referring to is that federally funded we are about um 90 93 of our budget is funded from federal program um versus State um in addition to um your second question um we are seeing less ways um I could give you guys an example um nachos at our Middle School sites it is very popular and when we surveyed our students they were like we want nachos every day but we can't offer nachos every day so we ended up putting it on the menu every week and that alone increased participation and students were actually eating the food versus it going to waste and just taking it um so when we get that input and we see and

043we um support our students needs then we are seeing a waste uh less waste in the program thank you thank you Christy I mean Clark Montero I want to thank you for the next my work CNS does um uh in being um a blessing not just to our kids but to the broader Community when times are needed hits and when um when it's all when it's when it's reimbursable of course because we're not here if you go ahead and wipe out the general fund if you can't afford it we can't provide it so so thank you for the excellent work we do um I uh I'm I'm thinking in terms of economies at scale we have a lot of our competitors out there that have a bunch of kids that otherwise would be coming to

044our district if we were to provide them food obviously at a cost would that help us be able to realize savings for the food that we're purchasing because it would be part purchasing larger amounts at a lower cost or is that just it doesn't make sense um because our Pro our um programs are intended for enrolled students when we apply for the national because we have to apply annually when we apply and we do have to take into account the enrollment by site so if students if we provide meals to students either our program has to offset or I'm sorry let me take that back we provide meals to other children that are not part or enrolled in our school sites we have to offset that cost so in the long theme of things and

045like looking at numbers um I don't know how sustainable that is I could give you an example um about I think it was 1819 or before we were actually serving meals to a couple of Charter School sites um and even though we were claiming those meals because we basically what we ended up doing is we added those School sites as part of our application um but at the end of the day it was actually impacting our budget and um when we asked them to offset the costs um it didn't benefit then right so um we ended up walking away from supporting and providing meals um to those programs to those sites all right just a follow-up question music so so those Charter Schools never reimbursed us more no we because we applied for them in

046our program we did receive reimbursement from the meals that we served um but the labor and the support actually it that we were there was a deficit offending that oh okay and we couldn't we could not build them for hours but we tried they said no because uh program anymore wow well you know you know that that's that's unfortunate that they weren't paying their share uh vice president Herrera Valera thank you and I apologize for walking in late um but I'm happy that I I got here I um I know I at the last meeting I did you know acknowledge your entire staff and your Department's work so thank you so much um as I mentioned then I'm gonna repeat it again you know I know during the pandemic you know I saw you with

047your van and making sure that you know food was there and that it was you know set up appropriately for a community um and that you continue to do that work you know so thank you all for what you do um and you know as a mother you know my daughter right like okay what's on the menu and she's like I heard her more you know recently right in the years I mean compared to initially loving the food right and wanting to eat at school more and more so thank you for that um I have my own personal experience of my own daughter saying yeah I want to eat at school right so thank you for making um the options uh more um uh I guess in a way that you know kids want to

048eat more um and including the input right the input from the students I think that's key as adults we're like we know what they need you know and all that but to really include the students I know that that probably was you know one of the big factors in having that shift um so thinking to make for making sure that our students have a voice as to what they get to eat um so important and you know last but not least you know I'm glad that you know we are somewhat continuing to provide and support with the continuous Community for food programs you know as we know it's still a need in our communities so the fact that we can I'm sure not at the scale that we were at you know during the pandemic

049but that we're still able to provide a space maybe you know and whatever I'm sure there's so much also labor that goes in there from your department but um you know as uh our our families depend on us for you know locations of where they can count on picking up food for them to have at home so um I'm I'm glad that we were able to continue that work so thank you for that as well thank you thank you yes Denise so I do want to clarify in case um just so right now the programs that are offering grocery foods are part um it's a partnership between school sites and like Second Harvest and Loaves and Fishes um since the USDA waivers expired we were no longer or we are no longer allowed to give

050food to our families if it's not for our students directly um so I fortunately we don't have one we don't have the capacity and we're not allowed um to be able to provide food for um other than our students in time sorry no it's okay it Sparks a question because I know was this up to like the end of the school year last year because I still saw families lining up is that recently may I answer the question so we have other partners okay our programs you are familiar so I want to you know give them a shout out whoever it is within our organ you know organization and school district and Community right because it's about the Partnerships I mean sick you know we can't do it alone so thank you for being honest

051and transparent about that and also giving a shout out to those that deserve it definitely the principal's um thank you so much because this is also an opportunity to thank fishes and Loaves that have been an amazing partner and I see a lot of the nodding in the audience because they um they really support our community they they go and park their van on Fridays and Thursdays in some of our schools they want to do it in more schools and thank you so much for that I just wanted the record to show that they have been amazing partners with other ones right in in our Family Resource Centers their Partnerships with food banks and things like that we are able to mitigate a little bit we probably don't provide for everyone every need but we

052mitigate that need in our community thank you for uh thank you so much Denise and uh shout nutrition services for uh you know all your services to to our students and families and I'm very happy with the return of scratch cooking in our Middle School cafeteria scanning thank you okay so with that we move on to item 3.3 please and I mean 3.01 presentation and extended year programs this is an information only item all right Sandra you have four uh good evening superintendo Dr Bauer board members Community Senator Garcia director of state federal programs and I'm here this evening to give a board report on our summer programming um next slide please so we had a very successful summer program I think it's probably the best we've had um ever um every year we continue

053to improve uh what we're able to offer the number of students can you go back to the first slide okay oh no I'm sorry a second there you go uh what we're able to offer the number of students the number of programs we offer um this summer we're able to offer programming that seven of our schools five elementary and two middle and we had over 2 300 students enrolled in summary programs um in the past years we've had between 16 and 18 1800 students so that's an improvement over the past few years we were able to offer 18 different programs across the seven schools in our district over 298 um and they say over because we're still getting counts but this is an a number as of today 298 uh parents participated in workshops that

054were integrated into our springboard and uh bridge to kinder programs um and they're these two programs found very creative ways to involve parents they offered in-person workshops and also virtual workshops so they were able to get more parents involved in offering both types of workshops we had over 60 staff members that supported these programs including the site supervisors the summer school principal the teachers the admins campus pairs everyone came together to make it happen we even added a counselor support this summer for those students that had crisis during the summer they needed that support and of course they're CMS staff and custodians next slide please this one will try I think that's really important that we were able to generate this year um through our partnership with M play and the enrollment process and this

055is the information on the unduplicated students that were um served over in summer programs overall 73 of the enrollments were um are unduplicated students um and I know the question in another board meeting was how are we ensuring that the students that truly need these programs are given preference or are prioritized and um through this slide demonstrates that there was prioritization for these students and if you see the chart on the left it breaks it down by our free introduce price Mills English Learners Foster youth we added special ed even though special ed is not considered and duplicated but we feel that that's an important number to know of how many students participated in our summer programs the the pro chart on the right shows the students that are unduplicate that are in more than

056one subgroup so in one subgroup we have 31 of the students failing to one unduplicated subcategory and then 41 fell into two so they could either be foster Youth and English Learners Foster Lutheran reduced meals and so on and so forth and then three where point three percent so um and then none was 26 so that was an also an important breakdown that um we were able to say with this um with the enrollment next slide please so this is just an overall view of the offerings we had this summer as you see we had some that supported learning recovery for our students some of our partners that we've um um used over the summer for many years um Elevate mad springboard uh ELD support Jose Valdez and then our bridge to kinder in our

057uh sped eyp program and in Richmond um we have also been able to add on a few programs this year quarterly was a program that was specifically for TK Kinder and they pushed into our bridge to kinder programs and offered simple coding type of activities with our our little ones and so that was really well received by the the younger students little Heroes also provided movement and activity during the summer program we added on media art through BC illness and Quest Camp which was like a gaming type of enrichment camp and then we had the traditional accounts like the summer jazz band camp the Mariachi camping together YMCA and then we added camp berelayo this year so those were the offerings that we had this summer uh next slide please so the benefits of M

058play just wanted to share I know that um this is the first year we've used in play to enroll our students um but as I showed you earlier we're able to get that information quickly about the unduplicated um count and who the students were that we were serving but the other thing was um parents really liked the the process the enrollment process they felt it was easy of course there was always problems with everything right and we're going to work through those things but it was really easy they were 82 percent of the families were able to enroll via text you know they received the invitation on their phone they were easily able to enroll BF their phone their cell phone and that was it they were enrolled and then they received a enrollment verification

059right away um all arusg students received an invocation it was a tiered approach as I mentioned in another board meeting and then those that received priority were the first to receive the text but in the last tier was all of the rest of the students so students were invited to participate um well across next slide please and we just wanted to share some pictures really you know pictures are always nice to see of kids having fun and involved in programs and we had our parents there involved in the reading with the kids in springboard um in the next slide please there's some other programs Elevate math and some of our bridge to kinder programs in the next slide please our bridge to kinder program next slide and then some of our enrichment you know the

060quest camp Camp Galileo or Jazz camp mariachi next slide I'm sorry that site next this is the Mariachi camp and you'll be shown as we are and I want to end by sharing a couple of videos uh the first one is of our Mariachi um and the day that we visited with uh Dr Bauer and trustee Flores Shelton um a small little clip of what we saw when we walked into the classroom [Music] [Applause] we played a little bit of music for us so we're even going to the next one the next I hope before you show the next one I wanted to explain that this is um the media arts through visionus um and this was offered at two of our sites in the afternoon and the students were introduced to media arts through

061um how to use a video camera how to produce how to write a script um how to um utilize the different tools to create a film and so um I wanted to share a little piece of that with you because I I was when I received it I thought I need to show um Dr Bauer on the board this video so and the community so you see what was happening this summer [Music] thank you foreign [Music] in today's news is the history of Memorial Day as well as some gaming recommendations we also have some Archeology News a special interview with our leaders and finally we will finish with the weather report so then what do we do for Memorial Day this year we will celebrate the holiday on May 29th many families will heat up

062the grill or head to the beach but Memorial Day has the word memorial in it for a reason the national holiday got started on May 30 1868 the Oregon name of for the day was Decoration Day After Work World War One the holiday was more commonly called the Memorial Day that's a holiday I won't be forgetting soon now over to a Sean for our fossils muses they disappeared from the region 10 000 years ago they became extinct 24 000 years ago scientists believe Hunter who's pitch trapped him 14 were found in one of the pits now for our gaming recommendations over to you Samara playing games is a great way to have fun with the family while stuck at home we've put together a list of three games for you to try travel to a

063deserted island and live your best island life in Animal Crossing New Horizons players have their pick of activities build a home spend time catching bugs going fishing or digging for fossils this game lets you be creative and gives you daily goals to finish yeah in Super Mario Maker 2 help Mario reveal the Princess Peach's castle Play Levels created by other players or create your own in story mode you have access to more than 100 built-in courses and course maker the possibilities are endless in The Legend of Zelda Link's Awakening follow link as he embarks on a mission to wake the wind fish along the way link explores a Strange Land filled with monsters and a fun cast of characters I think my favorites would even have to be Animal Crossing or Zelda but that's just

064my opinion wow those are some great recommendations I think I would have picked Super Mario myself now we moved on to our next segment an interview with one of our very own leaders over to you my yellow thanks Madeline today we have a special interview with one of our leaders we have Mr Daniel here to answer a few questions [Music] them well I was part of the program during the regular school year and I was lucky enough to be asked to come back for the summer program to help all you guys uh what made you want to be a teacher when I was a kid in school I didn't really have teachers that understood how I needed to learn things so I thought becoming a teacher myself would be a good way to have other

065kids learn the way they would like to okay I heard you're a fan of games what have you been playing lately I've been playing Final Fantasy 16 the most lately but before that I was playing the new Legend of Zelda game with tears of the kingdom and I have to say I think it's my favorite game of all time okay uh thank you very much for that great interview that's all for me back to that from me back to you what a wonderful interview it was a wonderful questions we have one more report for you guys thanks ishan today we'll be going over the weather forecast for this weekend on Friday we have a low of 58 degrees and a high of 87. the day is looking partially Sunny for the most part Saturday has

066a low of 60 and a high of 92 degrees once again it's clearer in sunny skies finally on Sunday we have a low of 63 degrees and a high of 89. guys will be partially cloudy but still nice and warm should be a good Fourth of July weekend to spend at the beach with your friends and family thanks guys back over with you thanks Betty for the weather update with that we come to the end of our program we hope you all have a great Fourth of July weekend thanks for joining us I'm Madeline and I'll be Sean this is Vision News Channel [Music] so with that I just want to say thank you I really want to thank everyone I mean from the staff from the from you the board superintendent for all of

067your support and for approving all of these contracts you know we wouldn't be able to do it without of course the funding um and you know we're just really excited to look towards next year and see what we can do to make it even better well thank you okay thank you oh what's that I'll open the item to public comment all right seeing then I'll move to questions and comments by members of the board alrighty oh I see uh Krusty Flores shop I made comments uh last time I think um but I just did want to again say what a pleasure it was to see it all in action um you know summer is a time of fun but we're also super committed to um not having learning loss and just keeping their interests alive

068and the variety was um clearly impressive um and I know everyone was super jazzed about the new camp Galileo that seemed to be a big hit um so we could kind of go on and on about how great it was I just you know the 2314 students I think is what we um should all be very excited about and I guess my question is that was our capacity um our capacity was 24 we were almost at capacity it was 2400 or something yeah yeah fantastic so not just you said you know you ended it with you know make it better but bigger right keeping our kids busy engaged so that parents can go and continue to work um I just think we're on the right track and figuring out how to continue funding this I

069think is the big challenge um but I again thanks to all the different faculty the site leaders um just keeping even just that one campus right with seven different programs it all just seems so seamless and harmonious and um bridge to kid again I could kind of go on and on about just all the great things we saw and the diversity of the students thanks for the the demographics you know who we're serving and making sure it's kind of Equitable across the board is really important so thank you okay hang on vice president or our lawyer yeah I won't repeat a lot of things that have been said um I'll just say thank you as well and also you know like we did earlier right giving shout outs to our partners to make sure that

070we're able to provide these services and resources to our students and of course making sure that we're able to coordinate them them all so I'm happy to hear that you know we have a better um strategy now and learning from that and just making it better to hopefully have a hundred percent of our slots filled um and then you know getting close to where we can offer um more slots so that all of our students are able to participate in summer we know that the city you know is able to provide some summer programs also for a lot of our families um so just you know ensuring that whether it's with City or us that all of our children and families here in our area are able to participate um in something so thank you

071again and um you know I look forward to continuing to hear you know and maybe even not necessarily a presentation but to hear like what were some of the things that we learned from this year that we're gonna you know improve on for um next year so I I know I mean um hearing what went on this year and um you know the beautiful videos you know congratulations to the students um our future journalists out there um you know I I look forward to see where you know our programs are continuing to go and our students will continue to do as they maybe get internships with the telemundos of the worlds and things like that so it's exciting yeah thank you all right trustee Chavez um thank you for the presentation and it was a

072really good when I went to go visit but uh one of the things that you mentioned was in play um and you said that it played a pivotal role in the way they were able to um just text and sign them up so do you see um any glitches there and maybe so that uh a better response time I'm always like Monday quarterbacking you know let's see I mean that's great but can you improve on it a little bit more absolutely and we've already met with them to talk about a few of the things that we would like to see improved and that they are working on um and definitely we will continue to work with them to make things even better I think the Great thing was that when I went to go see

073the kids I'm always looking how are the kids doing how are the kids doing and they were all happy I mean I've never seen them that happy especially in the gallery so um even the teachers they just seemed to everything was just harmonizing the world and thank you for bringing everything and I know it's a lot of work to bring quality programs and you hit that thank you I have to give credit to Lupe as well because she played a pivotal role to help me live yeah that's it all righty I'll just thank you so much Sandra and thank you Lupe and state and federal programs I think this goes to what I wrote in my op-ed to the San Jose Spotlight at this district is committed to closing the achievement Gap and the the

074record number of students that we serve in our programs which I also mentioned as a you know a robust summer programming that closing the the achievement Gap and recovering from learning loss and learning new things I kind of wish they would have interviewed me for that newscast so so you know it goes to show that you know uh you know we we're making progress with made in Alum Rock solutions to the issues facing our students and our family so I thank you for that and as well as our staff so with that uh we moved to item 6 0.01 approve amendment number one to the agreement between these Alum rocking and Elementary School District and Community Workforce contain motion by Christy Chavez second by uh uh Thorp Quintero so with that uh let's see here

075well I I wouldn't okay I will open it the public comment at this time okay and David we have David Benny from the building crates Council thank you good evening president Pham members of the Board of Trustees and superintendent Palace uh my name is David veeny and I'm here representing the workers of the Santa Clara San Bernardino counties building and construction trades Council I'm here to speak in support of this amendment uh to include measure s and the existing Community Workforce agreement more than that I'm here to speak about the long-standing partnership between the district and the council in fact of all the educational Partnerships of the Building Trades Council Alan Rocky school district is the very first among Elementary districts and has set the standard for all other districts over our time as partners

076we've seen a generation of construction workers and construction managers superintendents and construction professionals graduate from Building Trades Union apprenticeships we're very proud to provide well-paying family supporting careers for community members while at the same time creating excellent facilities for all the students and the faculty here as integral parts of our community the district and the council stand as examples of how we should support one another and come together to create opportunities for our residents I look forward to many more years of this partnership and I ask that you adopt the amendment to the community Workforce agreement as furtherance of our shared goals thank you thank you very much okay and we have our number okay seeing though her public comment I'll move to questions and comments by members of the board um uh well I'll

077let me start because I I brought this item to the board so I just wanted to say that well first though I wanted to you know thank the The Building Trades Council for our our long and constructive partnership and I think this just boils down to two things uh you know uh Alum Rock is the you know we we educate the uh working class of Silicon Valley and many of our families are uh uh building you know in the building traits represented by the unions uh that are part of the Building Trades Council so you know this is part of you know if we're making investments in our community it behooves us to make sure that uh those dollars uh stay in the community and this uh you know this amendment to the uh Community

078Workforce agreement is you know a living proof of uh you know uh uh was it the community-based school district's uh commitment to our community you know the second part is you know uh you know I think you know I asked for myself you know we are committed to um paying people a a decent wage and this uh this amendment uh you know uh is again uh a real reaffirmation of our commitment of uh using Community dollars to uplift members our community and their families so it is uh with that that I urge my colleagues to adopt the amendment press uh clerk Quintero um yeah um I'm speaking in support of this amendment I think project labor agreements uh provide for us a um an opportunity to get uh qualified employees that usually will you know

079nine times out of ten will bring in the job in a lower cost because we're going to avoid uh accidents and things like that that happen with people who aren't properly trained and um we uh you come in under um on time and under budget and so um very very proud to support that not only do I do that here but I've actually gone with David two other districts to let them know about the benefits of having uh projects like labor agreements in place that allow us to to provide to ensure that people receive a wage that allows them to live in the community where they work so they don't have to travel a couple hundred miles away in order to uh to to live um I think this level is a playing field as

080well um and uh it helps us not always doesn't completely limited but uh helps us try to push up some of those uh individuals of bringing in labor from outside of the State uh and it becomes a at some point some of these bonds some of these Bond monies become like an Employment Program protects us we're bringing in no not no knock on Texas you know good for them but our dollars should be spent right here uh recirculating the community where it's coming from and so it's for that reason that Beyond project labor agreements Alum Rock has um taken the position of moving beyond that for example we have power purchase agreements uh and policies that dictate how that money is going to be spent and in the event that Allen Mark does uh move

081forward with the power purchase agreement we would go ahead and ensure that local individuals get work first before it goes out to others so that it's our workers here in the community that are getting the benefit of those of those public dollars we've also uh engaged in policies that benefit the Sprinkler Fitters and other folk and other trades as well to ensure that um the work that's been the money that's being put forward by the community is spent in our community uh to the best of our abilities obviously state law dictates everything that's going to be done um at the end of the day but um with these policies we're able to try our best to steer those resources in the right direction which is right here into our communities um by uh good actors

082that are out there providing good paying jobs so thank you vice president Herrera loera thank you thank you board president for bringing this forward and it's great to see Mr Beanie um and I thank you for ensuring that you know we as Leaders not just um you know do the but passing budgets and all the things that we're here to do but ensuring that um we have agreements in place you know so that regardless of what you know superintendents come in board members come in that we have these agreements that continue to reflect our values um here at Alum Rock and so I definitely will be supporting this um you know as it reflects my personal values uh but also as Alum Rock I'm proud to be of this uh part of this board that

083was one of the first to set that example um and I hope that also all the other districts you know um see um I mean for me it's almost like I mean it's given why would we have to come you know um convince somebody but I understand you know again um some of those uh things that um lead uh have people lead in certain ways and so um that here at Alum Rock that we ensure that we reflect um that of working people that we support um and like you know uh trustee Quintero mentioned uh that we make sure that our Workforce um here is respected you know all um across from that our families here are valued um so with that I look forward to also um supporting this thank you all right saying

084no further uh comments and questions if I remember the board I'll call her vote I'll call you I see you trusty Chavez hi uh vice president Herrera loera aye uh clerk Quintero uh trustee Flores Shelton yes and myself learning eye item passes unanimously okay wonderful uh with that we'll move on to item uh was it uh section four comments and communication item 4.01 the teamsters thank you Teamsters send their regards they're working very hard to get our schools ready so I talked to Tom Fu and he just says please let the board know that we're just send my regards okay thank you okay item 4.02 California School Employees Association and Sharon likewise she is gonna try her best to be with us in September since her regards to the board and I want to thank

085CSEA for uh tiing with us and bringing that to their membership in September thank you very much CSEA for great partnership okay with that item 4.03 Alum Rock Educators associations ah I see Sandra thank you foreign it's been a busy last couple of days there's like a an aura in the air lots more emails but welcome we are all excited for our new year and I have many new Educators that were in this room yesterday got to meet all of them and introduce them into our district and with that I would just like to bring it to the attention that this year we had 50 new teachers in the district and the only thing that is hard I love seeing the new faces but every year Ellen Rock seems to have at least a 10

086turnover in our Educators and I understand that there's a multitude of reasonings on why some people need to move and you know do what's best for their family but I really want to focus this year on how we can make Alum Rock the place to be how we can keep those Educators how we can build our school sites in our communities so that not only do the families feel welcome but then the teachers are wanting to stay are trying to figure out ways to stay here in our community but with that being said we are excited to be back a new school year it's very hard for me this year to walk through Target and not fill up my cart with a whole bunch of Clans and notebooks and everything else um it's it's so

087hard I think like pens are my weakness so that that that's a new feeling for me this year but um one of the other feelings that we have is coming back knowing that we're on work to rule it makes it really difficult for educators to want to get that classroom set up just the way they want it to have everything done and prepared and to not know that they don't have the support that they were hoping to have coming back without a contract that makes it very very difficult for some of them and for some of us to come back in and be excited for a new school year um but we are hoping to have a successful school year I had my one-on-one with Dr Bauer and we were talking about meaningful ways to

088have teacher and student-focused professional development this year and ways to expand on the curriculums we have new curriculums that are coming in things that hopefully we can partner together to make sure that the students and the Educators get the best trainings and outcomes possible so with that thank you guys for having another successful start to the school year hopefully tomorrow's the first day everybody's back and I look forward to seeing you again next month thank you thank you okay we move on thank you Sandra we move on to item 4.04 Alum Rock administrators Association they are hard at work you know I'm looking at the ones right here and they're like what they're getting ready for tomorrow so they're hard at work I know that some of them are still in their offices well I

089hope the you know it is eight o'clock in the evening so at the very least please get dinner if you have not done so uh with that item 4.05 superintendent Bauer so I Echo what Sandra was saying it's um I do see an aura in the air I think that this is a a tremendous opportunity right just to see all the the bad things that happened in the last couple of years in the rear view mirror and just move forward and I want to thank all of our support staff especially mot Mr Chang and I were um driving around the schools today just to make sure you know that our facilities are ready and that we're as much as we can because I know that there's some some things that we need to improve and

090that's why we have our bonds program but I want to thank our custodians specifically for the hard work that I saw happening today around the district um they are very they educated team and they're trying very hard to get everything ready for the kids on Tuesday um also all of our administrative assistants office assistants who are already helping us enroll students which is our number one activity throughout the district we can we're seeing the students coming in their parents coming in so Alum Rock we're ready to open the doors to your kids to our kids on Tuesday and I want to thank the board for the incredible support throughout these years this is my um first you know the school for opening of the school year and I'm I get a little bit um excited

091and um emotional about it because it's number 10. and I can't believe you know that you guys have trusted me with that and it's just very very moving for me to be able to serve uh this the families and the board for this amount of time and every time every single opening of the school year is so exciting thank you everybody because we're a team right Tony we are a team and we're a familiar so uh Familia we're ready to serve you okay thank you very much okay I am 4.06 Communications and comments by members of the board education I'm happy to start okay vice president forever thank you thank you um I know since our last regular scheduled meeting we're able to open our Early Learning Center so congratulations you know to our district

092on that um it was really exciting to be there and have board president cutting the ribbon um you know and receiving our community um and families there um also you know welcome to the new school year right or tomorrow and Tuesday um it's exciting and it's exciting to serve you all also as currently border vice president but trustees so um you know I know that we're not able to go out to your schools all the time but know that you know we're we're here to serve you and um you know open um for any feedback right uh we're all learning and um I look forward to you know hearing more good news and um you know I know um with based on you know some of the feedback um from Sandra you know I think

093we're all looking to coming towards an agreement soon is what I'm looking forward to so um that we all feel good as we um move forward in this school year um and schedule the meetings and all the things that get to happen in order for that to happen um was good to be out in community with National Night Out with our families out last week um right before um I ended up testing positive for covert the next day so I say that because it's real in our community still um and so you know make sure you mask up if you know stay home if you're not feeling healthy um you know take your tests um it really caught me by surprise because I was hearing it but I'm like oh you know when when you

094get that positive test it's like oh God it's you know real right so just take care of yourself I'm clearing I have no more symptoms I you know had a negative test but still making sure that I follow you know the or the guidelines of wearing my mask um but yeah so hoping that you know we have a healthy um happy uh all the good things on school year this new school year so that um you know we're able to go through it in a smooth way and enjoy um and like Dr Bauer said you know look in the rearview mirror and Having learned from those things so that you know we keep moving forward and um make sure that um not just us as you know staff and faculty that I see in this

095room but also all of our students and families and parents feel the same right that we're moving forward um that we're all thriving and that we're all um learning and um happy and proud to be a part of this Alan walk Familia so thank you okay thank you very much trustee Chavez um thank you to all this all the members of Alum Rock and I look forward to meeting the teachers the 50 you mentioned that Sandra said and um even thank you to all the ones who have been here for years and the ones who have just come here just started here but she just hit the ground running she's doing an amazing job and um I did want to say Miss Sandra if ever you're feeling a little Melancholy or a little nostalgic you

096can also go to the Target fill up the basket and start becoming the station Fair uh Ferry forever the stationary Ferry for everybody and just you know uh go visit the kids because I know it's hard once you're in the classrooms you miss the kids and I'm sure you're going to be missing them already uh but thank you for all that you did in the classroom and all that you're gonna do to move the district forward thank you okay uh trustee florist shop thank you um just reflecting on um Dr Bowers comments and just thinking you know I had the privilege of joining this board in February of this year and um have just been given my um experience 10 years ago just want to commend everybody on just how far the vision um the

097execution has come it is an amazing place you guys do amazing stuff and I'm really proud to be a part of it um I just also want to emphasize right those those standards of safety for our children being first and foremost right welcoming and belonging environments um as a mother of a um of a 18 year old that's about to go to you know college in 11 days um and uh incoming sophomore to new East Side Union High School I've been having all the feels this summer um and understanding when a parent walks onto a campus and know that they feel welcome and that their child belongs that's all that matters right that's really all that matters of course you know as the report cards come um that matters too but bottom line I think

098um I think highly of what the expectations are here and just want um us to be really mindful of um what this district has gone through and that again the safety of our children and welcoming and belonging environments that's number one and I um wish you all the best on Tuesday and um every day thereafter that I did go to the summer Jazz camp and I wanted to make sure that I uh recognize all the work that Mr Posner is doing as well as the piano instructor Lori Lozano Thailand is for the bath for the base and the guitar instructor General the Sacramento the saxophone instructor saxophone instructor and Katie and Louis Flores and Clayton Sanchez John uh the assistant director thank you all for always being there for the kids and even the parent

099volunteers she says I'm nobody I says no you are somebody you're here you're standing for the kids you're standing right by the kids and making sure and taking care of their needs and she's not even getting paid and I just want to thank you all and to all the parents that have always volunteered and stepped up in one way or another thank you rainy I will wrap up uh well Sandra you know I think you aren't uh the Staples of a kindergarten teacher the happy face stamp the Oakley stamping it may well have been banned but I remember the sad face thing you know um but you know uh I I you know uh I you know I you know wish you well in in your new role as you know you're now in the

100deep end of the pool uh as president of area you know and here this is where it gets real right where uh at the start of the school year but uh you know uh I it was a privilege to open these Cesar Chavez Early Learning Center uh you know uh a great a huge collaboration between our district and kidango and think together and the hope is that you know as we introduce a new range of services to children and families and the Alum Rock area we you know have the opportunity to introduce to them uh what Alum Rock can do for our families and our children so I you know may Cesar Chavez Early Learning Center serve our community well and live up uh to its namesake you know who whose efforts uh made the

101east side San Jose a better place um well here we are uh you know on Tuesday we start uh what is it our 94th Academic Year uh as a school district and so uh uh you know I wanted you know all our returning teachers and staff and all our incomings uh rookies uh you know uh our you know our business of you know our we would not be able to uh pull off this production if it were not for all of you and you know I you know I remain hope you know hopeful that we we will get to an agreement with you know all our employees soon so uh with that you know uh to our to our kids who are coming back into our incoming TK and kindergartners uh was it good luck

102in the upcoming school year I will see all of you in in some way or form uh you know next you know and next month when I start my uh what is it it's now my own tradition my third annual tour of Alum Rock so I'll be I'll be visiting every site in the dis every School site in the district to see our parents see our teachers see our classified staff most importantly see our kids as well uh you know and I will uh say you know in in true Alum Rock Fashion and I you know uh when I was in kindergarten you know there were two field trips that one to you know one of which was uh to San Jose State and so you know the year was it was the spring of

1031990 we were all wearing these t-shirts provided by the district right it says class of 2002. here we come ready or not so you know uh our 94th here here we come ready or not so with that I'll move to item section five superintendent and board business item 5.01 now proof amended board policy 9220 second reading okay motion by uh clerk Quintero second second by vice president lawera I'll open the public comment all right ah Sanders this is the second reading right yes it went so fast last time I forgot I I didn't get a chance to get up here but I would like to make a comment as serving as um the treasure over the last about 10 years for Alum Rock I would highly recommend that this limit of 900 that this board

104has sanctioned on themselves it was 500 before be raised much higher um as the pack treasure and as a member who has advocated for the teachers and parents and families in the community I would like to see this raised to three thousand to five thousand dollars we are one of the only districts in California I believe there's five that have a sanctioned dollar amount on the amount of funds that you can receive from an individual when we first started our pack many many years ago we were able to do things for candidates such as pay for your filing fees or to help buy signage and that kind of stuff buy yourself imposed limit of 500 or 900 that makes it very very difficult for individuals and for packs to help contribute to make sure that

105we help support the candidates that we have because not only is it a monetary amount it's also a non-monetary amount so I can't help orchestrate walks we can't partner together after that 500 physical limit is held so as you're reading this I don't know if you can make an amendment and revisit that dollar amount but I highly implore you to raise the dollar amount for yourselves and do a three to five thousand dollar limit instead of the 900 that you have put on the agenda thank you alrighty saying no for public comment I'll move to questions and comments by members of the board okay Christopher Shelton yeah I'm um I am curious how we how we chose and approved the nine hundred dollars like did well did we consider like 1500 or 2000 I I

106mean I and again I'm kind of new to this too so I was like I agree I agree that it should be increased I just wasn't sure on how um the maker of the amendment uh came up with 900. oh it's uh well at the time I you know it uh as a nod to to inflation and uh current reporting requirements you know if I you know just to you know as a informational answer uh I believe that you know current Law requires that uh uh contributions of a thousand or more be filed within 24 hours so you know hence you know now of course uh if if the you know members uh you know uh amending this policy is at the discretion of members as well so if they're you know in you know

107uh there are there's any desire for an amendment you know uh plea you know or we could always you know revisit this you know uh at a later time as well but I think that the principle is that uh this is a not inflation uh this is also uh you know making sure that uh board you know Community supporters have have a more equal playing field in terms of contributions and uh ensuring that uh candidates have uh you know have a fair shot at uh you know meeting the expenses that are you know that are required to run a a you know a respectable campaign so it's for those reasons I I you know urge approval of you know uh of the item at this time is the fastest way to to improve I mean

108to increase the limit immediately and then you know if need be to you know the board you know can always revisit the issue and increase the limit further as uh uh circumstances dictate can I just have a follow-up question on their first point yes thank you that's that's from the state so we we can't you know I can't change state law there are you no no I know I so my question is um by coming under it it's to relieve the the burden on the 24-hour reporting yes okay so yeah I would I mean if it's the expedient thing is to approve because it's the second reading um and then come back to consider like a you know I work at 900 like 9.99 is not going to make them well again you know the

109the again the circumstances dictate it you know I I you know uh members of the board are free to propose amendments and you know again if the if the cap is hired and you know one thousand dollars or higher you know just you know just remember that that contribution needs to be report you know reported uh first time in 24 hours and then the second time you know and with the required form 460. yeah I'd like to hear from the rest of the board last time came over the 900 amount but we are one of the two districts in the county one out of five in the state we haven't we haven't gotten rid of it yet so at this point it seems like it's just a little culture of Alum Rock and keep it

110and so I'm not necessarily inclined to go ahead and do away with it or increase it beyond what we've already discussed because I think you made a good point it's this this amount that is high but it's not too high for individuals can't I mean you can't reach it and um and yeah we've been able to have a good uh a good functioning board with them please so I don't necessarily feel like we need to go out there and get rid of the entire uh the amount or increase my my two zones in terms of time while we're out of tickets okay good spot we're going to have beyond that if not then just get rid of the whole thing which is um that's around with having things exactly okay uh please president Herrero era

111um I think the 900s you know is good um definitely a lot more than 500 you know and and that will make a difference um as as having been a candidate uh so I feel good about the 900 right now and I'm in agreement that if you know we feel that we need to bring it back in the future that we can then do that but we've already done the first reading second reading so to make sure we haven't lost out on time um you know that we approve this today in second reading okay very well alrighty saying no for her comments by members of the world call for a vote I'll call you guys see you trusty Chavez no vice president Herrera loera aye uh Clark Quintero aye trustee Flores Shelton yes and myself

112learning eye item passes uh four to one with trustee Chavez dissenting moving to item 5.02 wave second reading requirement per board by law online through 10 and the proof amended board by law uh 9320 move to a crew okay I have a motion by vice president Huron second by uh trustee Flores Shelton I'll open the public comment okay seeing no for public comment I'll open to questions and comments by members of the board just for the um yeah like what's going on do you do you want that hang on should we read it agenda regular meeting showed me how their passionary uh okay so I'll just you know do a four uh you know I'll you know I I you know this is you know again bring me this item to uh the board for

113consideration part of this is just to give some uh scheduling flexibility to the board uh you know there are you know there are mem you know members of this board that commute to work and sometimes uh you know the commute to the district office uh you know could you know has sometimes has been problematic due to traffic or other unforeseen uh incidents in the road so this is uh this is more or less just to uh ensure that the board has some flexibility uh again this is not changing the you know the the date of the meeting but you know uh flexibility in the uh scheduling time of the meeting to ensure that members of the board have uh you know have an opportunity to uh arrive at the district office in my uh safe

114manner so I see you know trustee Chavez you had your hand up um a couple of members of the community have asked me uh that they can't comment during uh the meeting if they're going to be zooming so can you explain that Dr Bauer uh so it's it's also in teleconferencing right under teleconferencing on the one two three four five on the fifth paragraph it says all teleconference locations shall be accessible to the public all teleconference meetings shall be conducted in a manner that protects the statutory and constitutional rights of the parties or the public appearing before the board including the right of the public to address the board directly at each teleconference location so I guess the question they were asking me was if they go to a location can they speak since okay

115it's at a different location Dr Bauer can you answer that question hang on I think a clear Quintero has a question yeah do you remember that we went through a training and the general counsel explained how that functions that if if you are teleconferencing if you have somebody coming in then all of a sudden the teleconferencing uh kicks in for everybody yes and so at that at that brown act training that we received that was explained to us excuse me I'm I was asking you but specification for the public I know that we had the brown act training but I do want to make you know the issue is that it's not you know it's not the per it's not the item beings amended so I think that's more of a general question at this

116time trusty Chavez my question is so that the public will understand it's just for clarifications to the public I know what was said in the brown act uh training but if that could be explained to the public better because they have questions well and I said you can always ask the superintendent but they they get intimidated so they well I you know I think that that's you know that probably should have been asked during during board member comments and general board member comments and questions the issue is that it doesn't have any per you know the question doesn't pertain to the item on the agenda at this time so I understand what you're saying trustee Chavez but it you know this isn't the you know this it's you know this is a question that is

117not uh directly related to the item at hand so with that you know uh you know we you know you can you could pose that question you know and when you have you know when the board members uh general questions and comments in section four of the meeting but otherwise you know that that's a fair question but it isn't something that can be answered you know now because this is it doesn't have any bearing on the item at hand so what that vice president Herrero era uh thank you um I think the only thing I'll add to that is um hopefully uh the community members um if they don't feel like they can come to any one of us to get their question answered um I remember that specific meaning being recorded and posted on

118um on YouTube so hopefully they're able to re-watch that piece and um have their question answered in regards to today's meeting for the regular meeting um area of uh this uh bylaw 9320 that we're looking at um the only change um as trustee mentioned unless otherwise indicated on the posted agenda regular meetings shall be held at 5 30 on the second Thursday at the district office I guess um and my question is to either Dr Bauer or a board president um I know that there's one specific month at least that we have two scheduled um so would it be safe since well since we're having this one reading to add that is the same it's the same okay because I just know that there's that one month that we have not just a second Thursday

119but it's a section a section a second one okay that was it um otherwise I'll be um supporting this item okay yes okay trusty Porsha thanks um I just do think it's it's given the evolution of the meetings so the standard is with the passage of this bylaws right we meet in person uh 5 30 unless otherwise posted and public comment is only in person and the only time that teleconferencing is allowed is if a board members in if perhaps were in different locations and then it applies to everybody and that's when public comment would also be allowed via Zoom that's how I understand it does that sound right no yes okay yes great okay thank you okay wonderful so with that signal for questions or comments by members of the board I'll uh call

120for vote I'll call you today I see you Chrissy Shoppes uh yes okay uh vice president Herrera loera aye for Quintero aye trustee Thor Shelton yes and myself voting eye item passes unanimously okay so moving on to section six we'll move to section uh I am 6.02 exception second uh acceptance of change order number one for contract uh number b223 Dash bonds 40 and aptitude motion by Sir frontero second by uh trustee Chavez uh had the floor thank you board president um for this item the administration is requesting approval uh with the change order number one that Bosco Construction Services and this has been helped expedite the installation of the portable at aptitude um the change order amount is forty eight thousand twenty dollars bringing the total contract from 540 000 to 588 thousand and
