the board has the right to limit total public comment on any agenda item through no more than 20 minutes rent matters may be placed on a future meeting agenda so with that we'll open it up the public comment alrighty saying no uh no call for public comment we moved to uh item 5.02 and update from LPA Incorporated in Arc alternatives I'm going to turn it over to Mr Chang es and we have tonight with this um Miss Andrea and Mr Russell from Arc who's going to be giving us a brief update on the long-range development plan including the Energy savings plan um as a part of the component of that so there'll be a presentation thank you promote the podium can see okay yes hold on thank you Daniel Where do I can you hear
me um what am I doing I can't so modernize those campuses and enhanced outdoor environments so these are the lists of sites that fall within tier one tier two and tier three I'll let you kind of look over those um one of the shifts that happened since the town hall was Lindale was from a tier three to a tier two so um that campus was re-evaluated and looked at to incorporate the full vision of our Ed specs so those tier one campuses all the way on the left-hand side I'll walk through um first off abroad overview what makes the mature one and it's that school level shift primarily so um our approach to planning for the future the two Adelante schools those dual immersion schools currently tk8 grades the big shifts that we're looking at
are converting those from a tk8 to tk5 those sixth seventh and eighth grade students would then shift over to Meyer which falls in the tier one category because we're looking at shifting Meyer from an elementary school tk5 um kind of reshuffling or redistributing the elementary students to other elementary schools within the district and transforming I mean the Meyer campus into a dual immersion Middle School six through eight so those dual immersion students from the two Adelante programs would continue their dual immersion program through Middle School on the Meyer campus um bin painter and Shepard were treating it as a tier one um kind of calling that as a unified campus a tkh those who walk through the plans they do still have their very distinct sides they're just sharing um some resources within the center
of Campus so more effectively um improving upon their current sharing um George Middle School currently in Middle School we're looking at transforming that to a tk8 campus so I'll walk you through those campus Transformations here so here is Adelante an orange out of classrooms purple are the shared spaces um up on the here you can see my cursor these are the Portables on campus so as we look at transforming this from a TKA to an elementary school and applying um the vision projects we can see creating a TK and Kinder Hub out on on this piece of land where the portable Portables currently sit transforming to NPR right now into a media center and learning center for your students support programs enhancing the already pretty nice entry Plaza at the front of school but reconfiguring
the current admin into a Wellness Center to create a welcoming secured point of entry for families Incorporated Community Center for your community liaison and parent engagement sessions and here towards the rear of campus with enhanced hard courts Amphitheater and a new uh multi-purpose room um with music art and kitchen services and we can see along Ridgemont Drive here a new parking lot with uh drop off happening over here new shade solar structure to provide shade over here at the drop-off area and along the hard courts at Adelante II taking the same approach again uh making this a robust tk5 currently the middle school is up here in the portable classrooms just for your cream of reference long range plan shows again a new construction core for TK and kindergarten I'm here with the play yard
and I secluded or nice secure fenced in play yard here enhancing that front entry with the entry Plaza Welcome Center you know admin functions enhancements to the NPR to expand that internal capacity modernizing existing classrooms and new construction for a media center with a Wellness Center RSP and steam spaces so admire again right now you're seeing an elementary school campus um what would the enhancements that could happen to transform this into the Dual Language Academy For Middle School um it would be to modernize existing classrooms enhance a few spaces or reconfigure some spaces for middle school science programs Learning Center music rooms art rooms and you see a new gymnasium with locker rooms to serve that middle school program other spaces here you see a new parking lot with nice length and drop-off area to
decongest traffic on the neighborhood streets and along Ocala and enhancements to the outdoor environments including a student quad with Amphitheater New Media Center here with the NPR and of course at all campuses a Welcome Center admin George middle school so last time I was here presenting our first draft of this plan it was and at the Town Hall someone raised their hand and let us know about the potential fault lines that uh that may be happening at George so that is still upon investigation but as we approach the site kind of assuming um these fault lines are where we think they are the transformation to this campus has a lot of new construction so the white boxes with the colored outlines that is new construction we're trying to steer clear of our anticipated fault zones
so we're seeing parking and drop off expansion along Mahoney Drive at the top of the site plan here we see a new cluster for transitional kindergarten and kindergarten with their play yard and a separate parking area to drop off those students the existing buildings here could be reconfigured or heavily modernized um to catch structural upgrades here but they would house the um the elementary school students lower and upper Primary students grades one through five shared resources here in the center of campus with the Welcome Center so our elementary school elective spaces art Steam and music with learning center student support spaces here again in the center Central through campus uh new multi-purpose room with lunch shelter on both sides so that um you know there is a Unity to the campus with the shared spaces
being in the center but also providing some separation um for the elementary school students and middle school students out here on the hard courts um kind of at play with the current grade that's happening on site so Incorporated with an Amphitheater here and then towards the bottom of the screen a new uh two-story construction for the middle school at Middle School core with the elected spaces out towards the hard courts and we see expanded hard courts new gymnasium tying together with reconfigured locker rooms and Synthetic Turf field with rubberized track there's been painter Elementary existing plan the Little League fields you see the portable classrooms here just to get yourself oriented Rough and Ready Road at the bottom of the screen with Pat Avenue going up the side as we look to replace those Portables
with new construction you see a full build out of TK and Kinder again a very common thread as we approach tier one and two sites is making sure TK and Kinder are housed within the appropriate facilities with um safe play area a new drop-off Lane and parking uh greatly needed at Ben painter it's a nice parking area drop off so that pulling that off of Pat Avenue new construction here for upper grades grades four and five and the shared elective spaces and student support the existing classrooms here are your grades first through third and the existing Family Resource Center here um in the Central Area we're keeping the existing Futsal court but enhancing the hard courts the play apparatuses and incorporating new solar here which um shouldn't be an interruptive of existing buildings so should
still be able to to be placed um the NPR is still intended to be shared with Shepard but we're reconfiguring this building to make it a larger interior space to be able to house more students and work more appropriately new construction for a Welcome Center here and we're showing two entrances or sort of two entry plazas so Elementary School students at painter can enter on this side on the left side of that Welcome Center while the middle schoolers could enter on the right side um as well as in the drop-off areas for the elementary school students and here's the shepherd's side existing campus and in the long-range plan it could be something like this so here's those essential shared Resources with the Welcome Center and NPR a reconfiguration of the existing buildings primarily a mix
of modernization reconfiguration for the Middle School classrooms support spaces Media Center here to also be a shared resource with them painter as well new construction for gymnasium tied into your existing locker rooms and enhancements to the hard courts and repair at this Playfield since this site already has a very nice Synthetic Turf and rubberized track so those are the tier one sites now we'll talk about the activities that have happened with the facility Development Committee just a couple weeks ago we had our final meeting with the facility development committee this is where we dove into project organization so the agenda with them was to review the finalized long-range diagrams we presented a preliminary cost analysis to implement the entirety of the long-range plan uh walking through the funding analysis again these are also preliminary and
we're working out these details um and after seeing the total cost and the tie into funding you ran this group through a prioritization activity so we had this room lined with a bunch of posters as you see in the photo with the plans and the cost estimates there and they were walking around with stickers to vote on their top choices for priorities and then oh yes this was the posters so they were able to do a little gallery walk and comment on the plans and then we presented this power bi interactive dashboard with the full cost estimate and ran them through three different activities that tied this to the budget so getting their input on what they feel the real projects should be um you know kind of first set of projects second set of
projects and third all tying into escalation so I know you're very curious to know what these numbers are um again we're still fine-tuning these um and we'll be presenting uh the presenting the numbers and a you know more finalized funding analysis and prioritization activity with you all in September but now I'd like to welcome up uh Russell Curtis here from Arc to give you an update on the energy to carbonization plan Instagram uh good evening uh so uh I'm gonna provide a status report and an update on the work we've done today and then tell you what's going to be coming up next as we're going to be ramping up um into our next phase of work here over the summer um so what what we've delivered for the district today is an energy benchmarking
report that uh is really the basis for a lot of the work you're about to engage in right now and what that did is it took um a lot of utility data from your current facilities and describe current energy use and normalize that or the size of the facility so sort of the metric we're looking at is energy use per square foot um and and we delivered a report that that assesses all of the the district sites on that basis and what that helps us do is Target um our our site audit work when we're looking for energy Improvement uh sorry Energy Efficiency projects um and it also helps us in terms of planning the the solar work as well um and in fact we use that data uh that same data when we did
the feasibility analysis for the solar system when we were doing the preliminary sizing of those systems um as as I think you all know uh we uh put together applications for all sites in the district uh and submitted those to uh specific Gas and Electric for interconnection and that was important to secure the current or the old now that we're after April the old net energy metering policy uh which creates more robust savings than the new policy that they implemented in April and so that was a hard regulatory deadline and represented a a great deal of warp to the engineering analysis uh and and produce the documents that were required as part of those applications so we did get all of them in for all sites and they're all qualified for um nem 2.0 as
its fall which is which is the old net energy metering policy um and so they've all been accepted by PG e the next step is they're going through the technical studies and we're going to be working with uh staff to sign a number of what are called interconnection agreements these are standard uh contracts with PG e that uh sets them on the path to setting up your inner connection so we have a little time to straighten all that out um but that's uh that sort of next on the agenda as part of that process and then lastly for the solar uh we did use all of that data and and we completed a solar feasibility study where we determine the appropriate size of the solar systems for each of the campuses uh and we produce
layouts in some of those layouts and sizing link to the internet connection work um and then we even drafted probably I'd call it a 60 70 draft of a requests for proposals for solar systems as well which has sort of been sitting on the Shelf ready to Pivot and run procurement process and I'll talk a little bit more about that later on so that's what we've done today um what we plan to do next uh is Pivot to a pretty intensive energy audit process and so this will be looking for Energy Efficiency projects and decarbonization projects mostly in the form of electrification um of of systems in your current facilities and so that will involve on the ground audits by our team so we'll send out a couple of Engineers who will spend some time
in your facilities um and and we're in a very strong position because the LPA team and their subcontractor has gone through and done facilities conditions assessments already and so we're using all of that data as sort of through a desktop audit process to identify um potential projects and get familiar with the sites before we put boots on the ground as a result I do not think we're going to have to see each and every site and so we're going to be able to go through that process more more efficiently and a little more cost effectively than we otherwise would uh if they had completed all that great work what will come out of that process is an assessment of all of the Building Systems across the district their age how much energy they're using and
opportunities for upgrading or replacing those systems the cost of doing so uh the potential savings and sort of calculations of payback periods and all that information is going to be super critical as the district continues to work on the the planning exercise of LPA in bond programs and prioritization so that our information can be used to to figure out you know based on paybacks where it makes sense to make investments in current facilities and work it makes sense to wait for Replacements are other thing that's going on so you'll have all the information in front of you to sort of apply you know solid reasoning and cost numbers for those kinds of trade-offs uh as you go through that process but we're going to cast a very wide net and we're going to touch everything
that's existing um we may take a couple buildings out if staff tell us you know something is coming out or getting replaced within the next couple of years but by and large we will look at everyone um in parallel uh we we're going to get going on the solar procurement process um the other thing having to do with those interconnection applications is that starts a three-year clock with utility uh by the end of that period you need to have the solar systems installed and connected to the utilities or they kick you out of your grandfathering for that old nem process so that's that's plenty of time to get the work done but not all the time in the world so we need to complete our planning process work with your staff and with LPA on
that sighting you saw um on the on the um site plans that on great we're showing you locations for solar systems that that's information is bold for us because we were citing them on the current layouts and so we need to take our view of what makes an efficient build on a solar system and meld it with your future plans and make sure we have represented in a set of bid documents locations that vendors can price that are pretty solid and so we're at that point now where I think we know where the big pieces are sitting uh on the table and so we can we can um work those out as we go forward with that um so that's that's the intent there and to remind everyone what we talked about in Prior meetings
for cost Effectiveness purposes and the way the solar Market works at schools we do want to procure solar systems district for all sides um and if you do it piecemeal the smaller nature the procurement really drives up costs and reduces interest from the vendor community so we want to put together a package that you know will get a robust and competitive procurement process for all of you um while you know being sensitive to to your future points so that's that's the The Zone we're trying to hit with with all of that um and then the last thing sort of in our immediate scope big picture um is to wrap all that effort up uh and we plan you know in the fall early winter to have a package for all of you that that lays
out all these plans life cycle costs for uh all of the energy systems we're talking about different implementation scenarios a lot of what if scenarios again so that you and your staff can understand the pros and cons of the Ambassador versus slower investing more at the front end you know tagging on to bond programs and modernization programs and all about it for you in the near term probably the next time that that I believe I'll come and brief the board would be with the solar specific piece of that feasibility analysis so typically what we like to do before we go out to bid is come to all of you and say this is what we're talking about asking for bids for how big it is how much we think it's going to cost what the
savings and cash flows look like and as part of that we can establish sort of the threshold cost criteria so that when we go through the procurement process we'll come back to you instead of eight the prices are lower they are where they need to be where you're going to see savings right away or they're not and here's why something went wrong and we didn't get there so so that's how we're going to try to set the stage so I think we'd be ready to do that in you know July or August even with those numbers because we've got all the pieces put together and so we just need to run that analysis so that's what's coming next and uh I think that concludes what I was going to talk about without me answer any
questions yep so this last slide just talks about the next steps of the long-range plan so we have an anticipated soft launch of the website July 17th this will be kind of the beta version that District staff can test out see if everything's working correctly um we just gave a sneak preview to a couple folks this morning I think I think it went well it went really well good on the right track so uh September 7th uh is the date targeted for your study session where we'll present everything oh let me back up you'll get the kind of a finalized website we're targeting for mid-august so you have some time to dig in there get familiar with you know all the work that's been done before our board study session on the seventh um so
at that session it'll be pretty similar to what we did with the facility Development Committee just laying everything out on the table all of the costs and run through prioritization activities with you all uh sharing also everything that we've learn from our stakeholder engagement where the priorities that everyone else thinks should be priorities where those lay to just help you make an informed decision and then fingers crossed October 13th will be uh board approval so with that here are some nice office waiting but this was you know provided to the facility development committee as a thank you for all of their hard work and with that we open it up for any questions that we only have alrighty so before we take questions from the board I will open it up to public comment female
public comment questions and comments by members of the board okay vice president Herrero era thank you so much for this information it's exciting to see the possibilities in the future um I just have a question or a couple questions one did the facilities development committees see this people are bringing it or I mean you just kind of combined it with all the information and then brought it um they haven't seen this specific presentation but everything in here was presented to them at the last of their designs any questions from them that you heard that were like common that maybe now that you know it's in the picture that maybe came up um I think we've taken in um enough comprehensive feedback that no one had anything earth-shatteringly uh you know surprising on the diagrams there
was one we missed the reincorporating the Family Resource Center on the painter site so you know that's definitely a bond that I think the district wants to maintain so we just quickly uh did some reconfiguring or redesign of that long-range plan to make sure that was incorporated and double checked all the other sites that that wasn't overlooked anywhere else thank you um and then I on our agenda we have some acceptance of bid packages that involve some of the schools and the HVAC and things like that and I know that you've all looked at these things I just want to I guess understand um would we put that on hold then no you can still move forward with that and does it make sense I guess to invest so much money in something that might
be I guess redesigned or taken down or for a couple years or five years is definitely something that we're looking at um so a couple of things kind of re-looking at the cost estimate and the funding analysis best piece is something that we're rolling into that to make sure we're not double dipping on cost or to make sure we're just capturing the right things in the right way um so I I will say kind of the the this plan is a long-range plan and it is a marathon not a Sprint so even though you have projects in process right now um the entirety of this long-range plan it's going to take a while to get there so I think you know the schools are still at a point where work can be done now that
wouldn't it it was still worth doing uh today I guess I heard tier one and maybe I made it up but I heard maybe three years so um the tears do not denote priority a tier three site could still be prioritized for modernization or a you know an Amphitheater project per se um but there's there they involve some some shits and I don't know if you want to see more of that I wanted to see if I can respond a little bit and I would have asked more if I don't know earlier sorry apologize but thank you I mean no I think this is very important because that is a great question and that's something that we have considered as well going back to the concept of long-range you know planning the some of the
the graphics that you saw are not necessarily going to happen next year and so the only uh site that would that will be affected in terms of the HVAC will be Adelante too because the other two are McCollum and Ruth and mcentive and those are all signed up to do that so even to concept even to start working on Adelante 2 and Adelante what we still have to do our due diligence to go out into the community and kind of uh review the concepts and the drawing one more time so this is not gonna happen two three years from now the the concept of moving you know into the the middle school students into a dual immersion Middle School all of those steps are multiple years so in the meantime because uh we do we
have promised our communities that the the sites need to have to be to have HVAC I think the board really needs to consider tonight to approve those because in the meant that those are going to be installed next year and they're going to start being used immediately so while we plan and while we figure out all this stuff we really want to have the kids comfortable so that's what I would answer to you but the great question because we have definitely thought about that yeah and I'll piggyback even further on that now that because the three sites that were slated for HVAC wasn't at the tip of my mind when we approached these sites there are only a couple sites that involve major Demolition and these three do not do that so all of the
buildings that would get new HVAC those would still be in place to be able to utilize that each right now the better yeah thank you okay um the George Middle School since that we're trying to be mindful of the existing fault lines there where we anticipate those being and also um Renaissance Academy at Matson um it is a tier two site because it's still staying in Middle School um but we took a very big approach to it to really enhance that site tie it in with the community and potentially you know some other shifts of district office relocational Workforce housing working with the other committee with that future planning all you know all potential things that that is a piece of it in a way so I see superintendent yeah just to make sure for
the public right because there are people who are listening to these conversations um definitely wanted to present to you a strategic plan that encompasses everything although we have different Consultants working in different pieces as you know you have approved those different components but LPA has been very accommodating that's why Arc is here talking as well you don't have different uh presentations and different plans everything is going to be in one United you you know plan so that we this is the Alum Rock plan and people don't need to be okay we'll go to the solar system you know uh energy plants or the work perspassing plants or the facilities everything is really being uh composing one major plan yes uh Krusty Flora Shelton thank you um so a few comments and questions um first off
it was really great to see gymnasiums gymnasiums gymnasiums we know that was um the few committee meetings I um went to right and just we know Community wise uh we need it um and our kiddos need it now so happy to see that especially as we're prioritizing making sure middle schools have those amenities right that fit their their needs um on the so like I think last time I talked about it and I want to talk about it again sort of this is a long-range plan and the climate impacts that we need to plan for you know I think we're being mindful of them I'm seeing shade um amenities in a lot of places which is great I I was trying to look up the story I heard on the radio this morning but there
was just a steady released this morning about climate impacts on schools and they were taking temperatures in LA and some blacktops were recording at like 140 degrees like and I was just like you know blown away at and of course I'm thinking this is like right after school time right at the heat of the day uh three o'clock so um how we're mindful about again sort of blacktop usage or even Synthetic Turf can just be brutal so you know what have we learned about Synthetic Turf over time yeah it's great from a maintenance standpoint but is it you know the right thing to do from a climate standpoint or permeability so um just want to make sure we're still considering that I'm going with the marathon approach here um so so I appreciate you looking
into that and then just two more two more things on school specific pieces glad to hear sort of tier one tier two tier three may not be about timing um because we have these overcrowded neighborhoods and these you know as much as I'm like oh shade and and not being so like car Centric but then it's like but we need parking lots you know it's just it's a it's a tough kind of balance um but like Cassell specifically I know in some of the meetings I was at that kind of um uh fallow land I can't remember like on the left side I know that doesn't help you um but I feel like that was you know if you can't do some large-scale things what are some of those smaller scale maybe low cost things
that can make a difference again for the neighborhood um not just the school campus so I'm hoping to see to see those Incorporated and then the last thing um Meyer so you know zooming out and thinking about the neighborhood in general and back to sort of the recreational needs um I'd like to ask and see if the board is amenable to it there's the Boys and Girls Club you know you've got our field adjacent to the their synthetic field and then that Community Center so there's a gym that is already built um it's Boys and Girls Club owned but I would just like us to sort of see if we can have a conversation with them not to take on their their needs but to understand again from a community standpoint um what is their
need what are our needs is there something that we can do together because I'm really concerned that that Community Center is um not at the standard that our community deserves um and I know this is about investing in Alum Rock land and Alum Rock I'm using our money wisely but I think if we kind of take this opportunity to just talk to this non-profit see where that what they are planning to do what what their plans are um and see if we should be looking at our sort of footprint and think about how to leverage opportunities again I'm not asking that we bail them out or do anything but I think we should be really knowledgeable about what's happening right around the corner adjacent to to our property and and seeing things holistically so um
I don't know if I can ask the board to what are some of the potential collaboration points that'd be great thank you thank you I know you were asking us so if I could also maybe add or respond a little bit I was thinking the same uh is that okay yeah I'm sorry um I was thinking the same um and not necessarily for the boys and girls club and in the gym there I think in general seeing the playing fields and some of the conversations that um a potential Partners right boys and girls club other partners and not necessarily to you but just in general you know looking forward to um to bringing in the most not just for our Alum Rock school children first and foremost in our families and our staff um but
also for our communities if we can work hand in hand so I look forward to that conversation and seeing the potential um of what that will look like in the future I'm excited thank you and that was definitely the approach taken towards um towards Renaissance at Matson and seeing seeing and placing the gym I should have included on this presentation but placing that gymnasium close to the community center right across from that campus already so that there could be that Synergy there and shared use of the community not only the gym but potentially the fields as well so um that's my comment yeah so right online it's happening um I just want to touch on the the shade piece um it's those reasons that we uh when we cited the solar structures um that we
gave priority to the students so that it could be shade for the students at the hardcore as a you know lunch shelter at the play Fields um and then parking second like as a second priority so okay trustee Chavez um you know how you save parking second I'm I'm really concerned about what the drop-offs so the longer the drop-off is it isn't it easier because I noticed in some of the in one of the pictures that if you take out say a tree that would have added way more uh Mobility for the for the cars to get in and out because like on some of them it's narrow and sometimes somebody's going the wrong way so so have you thought of maybe just widening the entrance and the exit and sometimes it's making a little
bit longer would that be possible we yeah that was the approach is to meet California Department of Ed standards for the improvements to parking and drop-off so making sure that drop off Lane is the appropriate width 24 foot you've got your drop-off Lane you've got your passing Lane and trying to get as much length out of it as you can so you have that we call it stacking distance you know pulling cars off of the street and providing that safe access for students so what I'll do is I'll kind of like Dr ball pinpoint look at if you move this you have this much more room for in and out of access thank you okay so that leads me with a question and this is based on recent events so as you you will know
uh the state is going to end the sale of gas furnaces in 2020s you know and gas water heaters right so the thing so what I'm you know as we're uh you know working through this uh has this taken into consideration some of the uh some of the increased electrical needs that might occur as a result of you know the phasing out of gas heaters and furnaces yes we have a utility section of the cost estimate um of course new construction will we just automatically trigger and upgrade to the electrical capacity um but we have left off any improvements to gas services and in anticipation for this switch over um and have included in that cost estimate the uh implementation of a more robust electrical system so part of it is you know the it
you know someone began you know gas heaters might still have some you know so it's not like we can kind of you know able to shut them off completely we want you know that's why you know HVAC is so important we want you know uh a comfortable learning environment is also a comfortable working environment and so it's sort of like you know we can't just go you know the uh the the existing gas heaters at the reach their the end of their server of civil lives first before we can kind of replace them so it's sort of like I'm this is a kind of a paying of a new complication to uh to what we're doing and of course you know uh new costs and new challenges so I just wanted to make sure that
we were well aware that uh you know some of our own energy and eating needs are going to be changing in the not too distant future okay well thank you so much for the presentation we you know I you know my colleagues and I appreciate this update and we hope that you know we look forward to the next steps thank you very much thank you so with that we move the second six comments and Communications 6.01 Teamsters send their regards I talked to Tom Fu this morning and they're very happy with ratifying the contract so okay they're very pleased okay 6.02 California School Employees Association is Sharon here or a representative Sharon also sends her regards uh and and you know talk to her and things are going welcome uh 6.03 Alum Rock Educators Association
uh the Sandra have a representative mirror um I don't think I don't see anybody okay seeing last call for Alan Rock Educators Association of Casey uh with that when we won the 6.04 Alum Rock administrators Association I think they're taking a break that everybody loves in the last four meeting Okay so okay 6.05 superintendent powers I just want to thank um everybody who um participated during the Jubilee last Wednesday it seems like it's a long long time ago but it just happened last Wednesday can you believe it's under and I want to thank the parents um for organizing that I want to thank the staff Maribel my assistant and the community liaison and everybody who help out I think it was a lovely evening you know seeing the parents uh being recognized and and being
so grateful you know for the opportunity and this was the first Jubilee back from the pandemic so it reminded me that uh last year we were not able still not able to have it and because parents were not able to be in in our schools um welcoming them in our schools is so important for our district because they are kind of the engine that keeps us is going so thank you very much for everybody for a lovely Jubilee the second thing that I want to share with everybody was our management Retreat to the Museum of Tolerance in Los Angeles and I wanted to thank all the team members we took about 60 administrators Mrs Campbell it was about 50 I think it was 56. there we go um it was such a moment for reflecting
for all of us we heard from a holocaust Survivor she was extremely inspiring because if one of the things that I walked away after that presentation from um that 97 year old lady that was presenting to all of us and and you know her memory was just so amazing and and her message of Hope at the end of our presentation was truly inspiring in spite of all of the things that she lived through and it reminded us that we are really one community and we need to always remember to be kind to each other and to never allow amongst ourselves any kind of negativity and that if we see something we need to say something because at the time so many people say nothing and I think that for us for me specifically as a
as a superintendent the word anti-racist took a different level and I do appreciate the time that we spent um reflecting on those kinds of things and how do we create environments in each and every one of our sites where everybody's welcome where everybody is not only tolerated but accepted in love and nurture so that our children children can Thrive so much thanks to many thanks to the Museum of Tolerance for financing our trip that was a grant that we received from them we were supposed to go uh in 2020 that's when we received the Grant and we thought oh maybe we had lost that but they were very very gracious and said no we're waiting for you guys so we were able to go last Thursday and Friday and it was such an amazing um
experience and we are in the middle of summer school I know Miss Garcia has done an amazing job and Lupe has also done an amazing job congratulations to Lupe she got a wonderful certificate from the Santa Clara County officer there recognizing her for her work so thank you Lupe for such a wonderful job that you have done for us and um uh Alan Rock keeps on going we really don't have a break we have extended year and Tony we also have our babies with you correct so we're very excited about that we have a lot of new things happening in summer school and um trustee Chavez already asked me we can go and visit some of the sites I I invite all of you to do the same thing I'll be happy to take you
around and see some of the new programs that we have for our students this year so thank you so much board for you continued support for our kids who are for us as administrating and the staff team okay thank you so 6.06 Communications and comments by members of the board okay trustee Flores Shelton we'll start thank you um I'll I'll start where um where Dr Bauer was talking I just so appreciate you all um taking your time to go to the Museum of Tolerance I have not yet been there and I um I you know I need to prioritize that because I only hear just people um very very not just moved but Changed by The Experience um I think you know if if the Holocaust isn't the example of othering right and how we
have to to be just led by you know understanding that everyone belongs you know I I so I just appreciate you all taking the time to do that going through something that I understand is very um again life-changing so um I appreciate your your time and energy and focus on that um and then figure out how it comes back right to the district and what what is that application and maybe it is just people being Mindful and and um aware and change their their behaviors if necessary um and just the other thing I wanted to say was the Jubilee was fantastic and thank you for my awesome t-shirt um and you know be kind if it if you don't know what it says and it's got Jubilee on the back so I appreciated being there
with um vice president uh Karina and it was beautiful for Folklorico every detail was thought of the agenda was wonderful um I really appreciated seeing the principles getting up there and acknowledging all their parents um and great food great cake you know it was just every every detail and and I think that's what our parents really deserved um and I look forward to with all of our you know gyms like we will be able to host it at some point in the future instead of Mount Pleasant but thanks to Mount Pleasant High School for having us it was really a great event so thank you to everybody who put that on a vice president Ferrero thank you so much um yes I uh did all and all that for me was a simple Circle to
be at the Jubilee as a previous spark parent that never ever imagined to be sitting here um it was beautiful to be there and see other parents you know be at the MC um and and really being honored for all that they do you know it would be amazing to be able to have all the parents there right um unfortunately uh we can't have all the parents because we know there's so many that give to our schools uh but it was great to highlight um the you know top five-ish um at every school um and you know as um as a leader within the community and a leader you know um within the parents uh it just gets me excited to hear also I mean I think most importantly the one-on-ones and what I hear
from the parents um and the possibilities right of like endless possibilities of serving our community um and keeping our children right in mind when we're doing these things um I don't think um there's anything like it you know having been a leader in the past and now a parent that sits and makes decisions on behalf um God just uh the best and I just you know I'm sure eventually I'll have grandchildren and things like that that just make your uh decision making that much more on point so I look forward to you know these parents you know continuing to volunteer and be a part of our schools um but even who knows right being a part of the this board um and maybe many others so congratulations parents and thank you for uh being a
part of our community and ensuring that you put your time and effort um where it matters the most our children um and schools and communities and families and teachers who appreciate all their help um and then you know in regards to the visit to the Museum of Tolerance um just to reiterate again uh the importance you know thank you for sharing that um and leading our staff to go over there you know and going with with them also um and having that experience I haven't gone myself either maybe we can take a trip out there um and bought more in the near future but you know I love that awareness right the awareness of um what's happened the realities that have happened um so that they one they don't happen again um and also acknowledging
um the uh the abilities that you know you have right to um end any type of um violence you know really against a person or a human or Humanity as a whole so um that we never as humans allow anything like it right um and so thank you for for doing that I think the staff and everybody that was there um and I look forward maybe to an intern trip thank you so much for president oh wait one more thing um congratulations to all the children who had a little break I hope before they started summer um and the families that have their children at home for a bit and all of the children that have started their summer programs within our school district and also those eighth graders that have gone on to uh
their High School uh their schools um you know hope you're all enjoying them I did hear from my daughter she it's her third day today in her summer Institute program and when I talked to her the first day you know I said how did it go and she said it was better than I thought and so I love that right and that's what we want every child to feel like and you know when they come home so yeah great job teachers and Staff office thank you Presley Chavez you have anything not yet I'll wait well this is your time you know because you know if you have any Communications or comments for the public either because for you know usually the board president closes the section so I I you know I can't when I
say I'll wait I'll wait for the next meeting oh okay okay very well timeline well uh first of all you know congratulations for uh another successful year so it closes out our 93rd Academic Year I want to thank everyone for you know teachers Administrations classified staff or for you know uh you know are kind of like our first full full year back from the pandemic in a form of normalcy that we all uh recognize I am particularly uh very happy that we we are you know and thank you Sandra and thank you Lupe for for you know uh uh or what is looking like a very good summer program so I am enthused that and you know this is the third successive year that our district is um you know putting on this opportunity for
our kids as you know we are making efforts to combat learning loss you know from the pandemic so uh you know I am you know well making sure that you know our kids learn something and have fun while they are at it uh now I you know I also uh looks like that our administration had a good great retreat at the Museum of Tolerance I wish I could have when it's gone oh okay so it turned you know so I thought oh yes so I do you know to thank Dr Amazon for writing the grant that made it possible for uh the administration to uh go to visit the Museum of Tolerance for their Retreat uh I want to congratulate parents who were honored at Drew at Jubilee I did not have the opportunity to
to attend that evening however uh you know in a sense Dr Bauer rushed back to rushed back into town after after the retreat because uh you know of course as board president I'm always looking for more resources for this District so uh I and superintendent Bauer had a meeting with County Supervisor Lee to discuss you know how the county how we could partner with the county as it pertains to early childhood education as well as uh looking for Middle School opportunity please so that you know we augment you know what we can offer for our kids who in many cases are uh are the children with the most needs in uh ins in San Jose here so you know uh I you know what is it I know that we're you know we're always sort
of like the underdog here but it you know my job to to look for more and ensure that our district can you know gets the fairest possible share we can get out of any education budget whether it's the city or the county and uh of course this upcoming Saturday I you know I've been invited to attend state senator Cortez's Town Hall congresswoman lothburn and of course I will be there to uh lobby as much as I can for this District so uh with that I'll wrap up this part and we'll move to part seven bonds uh item 7.01 for this item the administration is requesting approval uh for bit package for the hbac projects at Adelante II um the approved vendor would be rodon Builders Incorporated in the amount of seven million one hundred and
forty four thousand dollars and five hundred dollars motion okay a motion by a trustee Shannon second by vice president Herrero however I'll open the public comment okay saying none questions and comments by members of the board uh trusty Flores Shelton yep um thank you I just wanted to ask if um in terms of the seven million dollar price tag is this um obviously it's coming in as the lowest bid is this kind of on par with some of the other um School packages that we've seen or is this a different project it feels hi um and I don't really see any itemization so just wanting to see how it is on par with the other projects we we did have um cost estimation done by our construction manager and it's within a reasonable range I
believe it's noted that uh it was within two percent of the estimate value um so because of that we feel comfortable um the price is you know a lot higher than what it cost us to do back in 2016-17 um but factoring all the inflation the escalation all the various stuff um you know based on the estimation that was done by the engineering team um thank you okay I see super I just wanted to clarify that was a great question called Vera would you just for the benefit of the board and the audience how much was our last HVAC so that people can see how our last age back vary from about 3.5 to 4 million dollars just to give you and that was 2016. yeah yeah just so that you have a sense so
so I think just if I can just finish up I think um you know this is showing to your point not just inflation but supply chain labor all of these things are doubling the cost of what we would have done um in the if we hadn't been tied in knots you know in other um you know so it's tough it's tough to swallow but it's you know we got to move forward with these things but thank you for kind of Illuminating because it felt like a little bit higher than I would call um but that's just about everything whether it's eggs gas HVAC right that's just about everything thank you okay I see Crosby Chavez I do have kind of like a question like that and I actually asked for the breakdown how many you
know ACS and I don't know if you could pass that to the board it would be a little too late now but in the future if we can have that breakdown so that you know we're not each asking the same question you know I think we're all in Sticker Shop right yeah yeah so I appreciate that thank you vice president Herrera and I'll just reiterate what I said earlier since we're on this um item now um in regards to the getting this work done and then you know possibly demolishing but I was happy to hear that uh most of the uh classrooms are you know office space whatever it'll be in um probably most likely will not be touched I I guess we could never say for sure but I was happy to hear that
that um and was pretty sure obviously I just didn't get a chance to ask in my one-on-one because I didn't have the information um but that that is going to be um taking consideration so we don't put in all this money right hard pill to swallow it is a lot of money and it's not because our children deserve as Dr Barr mentioned um HVAC and our staff and you know everyone that um spends uh time within our schools so yeah with that um I'd like to make a motion of its appropriate time I already did second and I did right yeah that's right yes all right thank you all right one more thing yeah I see it also asked if there was a cert um if there was a service contract involved in that price
and it was a no that's it thanks hang on there was no service backpack okay uh Mr hang on Miss Chang the the contract that you're approving tonight would include both mechanical and installation of the equipment yeah oh when you mean service like maintenance and stuff yes yeah so that if anything goes down I think you you said that it was a one year and then anything after that it's you know it's up to the district to work out more money but sometimes when you get those units and stuff they'll say you know like here it's a 10-year warranty but warranty on what so it doesn't include surgery because one thing is the warranty and another one is a service yeah so I'm saying that there is no service contract it's just that 10-year warranty
correct the the maintenance aspects of it is in addition to it and that usually is typically the district's responsibility to maintain the equipment once it's installed there are warranty uh on both the equipment and the insulation aspects typically the equipment's about 10 years and then the installation is about one year so if there's any defects on any of those work um then the warranty would kick in but the ongoing maintenance is typically a District's responsibility to recover money can't be used for o m right it just has to be for the construction piece yeah okay yeah and I just send you guys the information trust each other okay and so I'll just wrap up with yeah you know this is sort of for me a big moment because uh you know I was on the
bond oversight committee and the biggest you know the biggest issue then was air-conditioned you know I came on the board Eric you know uh last you know the last at the end at the last Academic Year you know the issue was uh Heating and ventilation and air conditioning and so as it was at the beginning of this recently concluded Academic Year so this is this is a big step for you know the health and well-being of our children health and well-being of our teachers and staff and you know this is sort of like uh uh kind of like a loop in the circle moment promises made Promises Kept so uh with that uh I'll call for a vote I'll see I'll call you and say you trustee Chavez aye uh vice president Herrera loera aye
um trustee Flores Shelton yes and my self-voting eye item passes four to zero with uh Christie Quintero uh what was it trustee Quintero absent uh moving to item 7.02 uh okay motion by trusty Chavez second second by trusty for Shelton Mr Chang thank you board president for this item the administration is requesting approval of the contract with Miracle play System Incorporated um to purchase two play structures from a column uh one of the play structure is for the TK Kinder and the other one is for the primary um grade level which is first to five um and the breakdown of those costs are for the TK and Kinder um it's 311 702 and six five cents and the primary play structure the cost of that is 370 160 and 46 tenths bringing both the total
to 681 862.51 um one thing I do want to note about these Place rushers that um they are designed to be inclusive and we believe that this is the first of these kind that are being installed in our school on our site so um you know both are special at uh kiddos and our regular at can utilize both of those structures and they both come with shade structures canopies or shades very well so with that I will open it up public comment saying none questions and comments by members of the board I guess I would just ask because I know this is super exciting it's with the inclusive playgrounds be the standard as we move if we do other playground installations or is this uh like a one-off how much we can stretch bonds okay
but this is a huge opportunity for us and for the community to be able to have this kind of playground we are already going with the idea on the other side of the district to have something similar so more to come right and I know Krrish Park we just installed an inclusive playground there too so it's very much a movement but I know it is costly but very important so thank you this is where the entanglement comes what color that's it Mr Chang you know what I don't recall what color but we left it until the pistol to decide that we don't want to pick the color for the principles for their schools so it's at a flip of a coin if you guys can't agree okay from my understanding is true blue you know
I do want to express my appreciation the business services this is uh you know first of its kind in in this side of town to have an inclusive playground was it uh was it uh our neighboring districts can eat their health can eat their heart out there that I I am glad always as I say no I'm I'm always uh was it how you say I am always uh you know always trying to get as much for us at at the table when it comes to the east side Alliance uh you know but this is wonderful we have a playground that all all our children can can enjoy and something that our community can in you know act and enjoy as well so uh with uh with that you know and also I want to
say what what McCallum when Dr Bauer and I visited the column uh right before Memorial Day weekend you know that was the that was the topic of the day with the children you know they asked us in in class you know what about the playing Ground so it's all right you know um I guess when you know when I make my return to revisit the column one of these you know uh these days we we I can tell children yes we have a new playground so so with that um I'll move to a road I'll call you as I see you trustee Chavez aye a vice president Herrero right Prescott Laura Shelton yes and myself voting eye item passes four to zero with that trusty I mean Quintero absent sorry quick follow-up sorry I forgot
to ask just when installation and scheduled or when yeah Mr Chang we're shooting for early September okay um yeah I mean during the summer time all the manufacturer and installation companies are pretty booked up already um it still has to go through DSA and so but the timeline that we're getting is early September mid-september Mark is that correct so the kids might be down a playground for a little bit while installations happening okay yeah we don't want to wait till next time okay thanks I'm sorry about that very well um okay move to I am 7.03 Mr Chang thank you again uh word president uh for this item the administration is requesting approval uh for the bid package for the HVAC um project admir column so my column is getting a work makeover um um
this would be to approve rodon Builders Incorporated in the amount of six million 252 500 okay motion by Christy Chavez second by vice president Herrero loera I'll open to a public comment questions and comments by members of the board and I'll just wrap it definitely say promises made Promises Kept so with that I'll call for a vote I'll call you as I see you trustee Chavez aye vice president Herrero loera aye trustee for Shelton yes and myself building eye item passes four to zero with that quote from tarot absent moving to item 7.04 Mr Chang for this item the administration is requesting approval uh for the HVAC project at Russo mcentee um and the vendor the contractor would be rolled and Build Incorporated in the amount of six million five hundred ninety three thousand five
hundred dollars ocean motion by trustee Chavez second second by vice president Herrera loera I'll open the public comment I'll move to questions and comments by members of the board you know you know I'll just say you know the community asks for H back and we're delivering on HVAC so with that I'll move to a vote I'll call you as I see you uh trustee Chavez hi uh vice president Shelton yes and myself voting eye item pass this board to zero with Quintero absent uh moving to item 7.05 Mr James uh for this item the administration is requesting approval um to at Intertech uh PSI in the pool of Hazard material survey and abatement Services um this sorry sorry um that uh commit us to any cost um any cost in the future would need to
bring would need to come back to the board for approval as well okay very well I have a motion by trustee Chavez second second by Krusty Flora Shelton I'll open the public comment saying none questions and comments by members of the board trustee Fuller Shelton thank you um what is our need for HazMat services and I mean yes so when we're doing [Music] um breaking into walls and grounds and stuff like we have we might have to Abate ACM uh what I can oh yeah okay so this is for the testing and also the abatement of it okay for projects that we're considering that's it that's the majority okay okay thank you okay seeing no her comment from the board I'll call you as I see you trusty Chavez did we get a second on
that yes okay hi vice president aye uh trustee Flores Shelton yes and myself running II passes for to zero with Quintero amson moved to item 7.06 Mr Chang thank you for this item uh the administration is requesting approval to add culprit engineering um also doing business as Axiom engineers and p2s um in the pool for commissioning Services also um this is not committed to any cost any cost that would come forward would have to be approved by the board at a later date ocean by trustee Chavez second by vice president and I'll open it up to public comment saying none questions and comments by members of the board staying then I'll call for the road I'll call you as I see you at trustee Chavez aye vice president Shelton yes and my self-loading eye item
passes four to zero with court quintera absent uh moving to Section 8 instructional Services item 8.1 progress of local performance indicators uh remember there will not be a vote this is a information only item uh superintendent Bauer yes uh I have asked Sandra there was not going to be a formal presentation but there was a question about the context for the lcat so I asked Sandra to prepare that and so she's ready to do that the the rest of the presentation is exactly what she presented two weeks ago yes but I want to make sure that um the answer to the question of who are our kids is answered so it's not gonna go she's not gonna go through the entire thing in in uh Miss Campbell go ahead yeah um one part of this
that we do need to add today is to present on the local indicators as part of the adoption of the lcap so that will be one small presentation that will be at there we go so we'll go ahead and present the local indicators first and then yeah thank you well good evening um president Pham superintendent uh Dr Bowers um trustees and Community my name is Sandra Garcia I am the director of state and federal programs and my colleague here Cara Bickford and we are going to present um the California dashboard local indicators the annual board report so um as part of the El Cap development process annually we are required as a district to present on the local indicators the local indicators are another data points that are used in the development of the lcat
and um there are two sets of of indicators or the skate indicators and the local indicators and those are the ones that we will be presenting on tonight as part of the process we um present we measure uh ourselves on various um and then we present to the board in June annually and then in November they are presented as part of our our dashboard our district dashboard so just a little bit of background the state indicators apply to all leas and Schools student groups and are based on data that is collected by the state okay and those are directly put into our California dashboard on an annual basis and the local indicators are based on the data that we collect locally on different surveys and templates that we use that are provided by the state
of California and this is just a little more information on what the state indicators are and the local indicators the state indicators are the academic indicators the suspension rate English learner chronic absenteeism and the local indicators are the basic services and conditions of learning implementation of State academic standards parent engagement School climate and Broad course of study and those are the ones we will be talking about this evening so as we begin I will begin with um State Priority One which is basic services and this these are the items that are typically under the Williams settlement they're part of the requirements for Williams and they are around um the teacher high quality teachers um standards-based curriculum for students and then our facilities and these are the um this is I'll be from a self-reflection tool
this is information gathered locally on the member of Mrs Simons we had this year the all students had the instructional materials State standard-based instruction materials they needed in their classrooms and um based on a template which is called the fit report we are required as part of the sarc report to gather information on our facilities and we're supposed to identify instances that our facilities are not in good repair however that does look like a high number but the 24 are in Fair they're re not repair but fair conditions so I don't want I don't want the idea to be that they're not in good condition they're just they just didn't meet the good repair standards so that is the basic Services Priority One and I'm going to go ahead and turn it over to Ms
Bickford now and she will report on priority two so priority two is focusing really on the Common Core State Standards and our teachers view of what we're doing to support around it so we went ahead and as the state requires gave a survey to our teachers um to take and they were to rate a one through five scale five is really the ideal place to be on fully implementation full implementation and sustainability and as you'll see there'll be some great areas and then some areas we know that we want to keep improving all around so on state priority two it's really looking at professional learning as it supports teachers the instructional materials that they have to support Common Core State Standards and also identifying the areas they need to focus on to make a more
powerful delivery of instruction for common core if you see the asterisk those actually identify the improvements from last year's survey to teachers so as you can see we have several areas that we are definitely growing a highlight might be our ngss where we've brought in a new curriculum for our elementary that's much more Hands-On and um more lab type learning going on in ngss they've done a lot of training around that too um four and five four looks at the State Board of education's required standards of adoption around Career Tech Health Ed physical Ed Visual and Performing Arts in World Language we know we have some work here to do but we can also see that we've had an increase in the teacher's view around Visual and Performing Arts and PE and then also some
success is to engage the teachers around we've had an increase in like professional learning collaboration time for teachers and we really see that coming out in the surveys that that's improving and I'll hand it back to standards next is State priority three and this is the round parent engagement and uh for this uh priority we're together survey results which we do annually twice a year on under the Panorama survey and then the self-assessment template for parent engagement so um these are the Panorama results and I've shared them before with the panoramic data and overall our parents um are very satisfied with the parent engagement uh and in this sense of belonging and and the ways they're asked to participate in schools and how staff responds to their needs um overall we're in the high 90s
in all if you see the arrow up um that was uh one percentage point up from last year this is the um rating scale that we have put together for our district that we use annually and what we do is we take the Panorama data we also have conversations with our deck our dlac our parent groups advisory groups um and other surveys that we've determined what the needs are what the strengths and deltses are for our district and for this area this is the building relationships and I I relate this one to the the slide before where I feel that we are very strong in this area where we um we do develop those relationships with our families we invite them in we're responsive to them um there's still some room in some parents eyes
that we do need to continue to work on customer service when it comes to front the front desk and really um meeting the needs of parents at our school offices um there have been a lot of conversation this year about Fellowship events and building community at school sites and I think that just comes from um the picnic time where we weren't able to do any of that and really this is the first year where parents have been allowed back on campus so they're feeling that difference of uh we used to be a tighter community and now we barely know each other so a lot of comments on you know let's just have some fun activities at our schools in our district in our community where people could get to know each other and we can
really develop that that strong Community once again the second area is building Partnerships for student outcomes and this is around how well we support our parents in understanding um how to how to support their students at home how to understand um what their how they're performing in school um you know the the policies and programs around student progress and um how to exercise their legal rights when needed and so um some of the Deltas for this were that the parents would really like to see more workshops although I know we do provide some at parent University as maybe some during the school year or many workshops on um you know how parents could help their students at at home understanding more about the the tests that they take in school not just the end of
the year test but some of the formative assessments and how to understand the results of those and then just offering more parent workshops in general throughout the year and then the next slide is seeking info for decision making and I think this is the this is the most challenging one at least for me as as a leader in the district that oversees two of The Advisory groups is really keeping first of all recruiting parents that are willing to take on that extra commitment and and kind of just take that that chance right because a lot of them are just afraid and really encouraging our parents to just be try it out you know be a leader and we'll train you and that's how we have to really educate our parents is you know if you're
willing to do the work we're we're here to train you and provide the training for you but also is the retention of our leaders so you know they start off strong and then they kind of little by little stop coming and so we just have to find a way to keep them coming and keep them engaged in and let them know that their voice is important so that's the third area that I think um we do need to to work on State priority six is school climate and this has to do with our parents and our students and again this is just a recap of what I've shown you before what I showed you previously with the parents seems um pretty uh happy with um uh feelings Faith their children feeling safe on school grounds
and that there is that school connectedness when it comes to their them and their children but when it comes to the students um this is also not new data we've seen it before um but it is also part of this process that has helped with our our cap development and um it's there broken down by Elementary and Middle School um students feel safe at school by elementary and middle and then the down arrow is those areas that have gone down since last spring when the Panorama surveys were taken so some work could be done in those areas and then Tara will go over the last priority all right so State priority seven is looking at um the State Board of educations required course access for our students so the broad course of study and what
we offer our students and per Ed code you can see the list of required um content that our students need to be exposed to in elementary and then again in middle school and what we had to do from there is ask teachers what some of the barriers might be getting in the way or looking also at some initiatives we have in the works so just some examples of some barriers that teachers identified were around attendance or class size but also dual language and newcomer supports which actually as you see are revisions and decisions for making new actions or looking and piloting Spanish language curriculum or building out newcomer processes all of our Middle School are re-adjusting Master schedules to look at English learner supports but also how we can give them Equitable access to their
electives within the day while also giving that support so we're continually building out these actions around the needs and barriers that we see present and that's the end of seven so so um the next steps for these indicators are to upload this information onto the California dashboard and that's done in November and in every December the dashboard uh become it goes live with the information for the new the new year um so that those are the next steps in terms of the local indicators all right thank you very much so thank you very much Sandra and Teresa with that I will open it up to questions and comments by members of the board oh no no okay okay so with that I will first open the public comment seeing none I will open to questions
and comments by members of the board vice president Herrera loera thank you thank you so much for this presentation and detailed information um I'm curious about the squares and the numbers what does that mean just I know in a couple of slides there was like the little square where there was a one or a square and there was like a nine or a six so I think when it printed out the squares they were arrows actually oh got it okay got it thank you I'm like I'm sorry no it's okay I was like maybe that means something I don't know all right um and I think just a couple of um comments wrong like it was amazing to see the numbers that went up right so many uh numbers especially our staff that are feeling
you know like they have what they need to do their job so um you know so important for not just them to feel good and come to class and you know have what they need but also our students um that get to flourish in the in the classrooms and also have what they need to learn um and I think just highlighting the um comment around uh engaging parents you know um always trying to see areas of how to not just engage them right but keep them engaged I think I mean if we did data collecting um probably in elementary I'm sorry in um TK or Kinder you would have a hundred percent and then later on you know just remembering of those of us I would go to the field trips we'd slowly kind of
you know uh fall off right for various reasons um but I think you know in common sense and I know you guys have uh two into it together um but when you know parents don't feel right like I was reading the training to develop better customer service like when parents don't feel welcome then obviously they will not show up so I love that you know we have this information of like some of it's not like oh well I have no idea why they're not coming it's you know clearly we have and not for everybody but you know uh the reasons why and so you know supporting with the training on customer service um I'm sure we'll keep you know some of our parents and then you know also listening to like when they don't feel
like they're being listened to or involved um then obviously they're going to be like why am I even there um so it's just exciting right we just get to with this information that's provided to us we just get to grow um and then uh I know that this is kind of uh the overall presentation that you're giving us with the information I could just imagine like reading through those surveys in the comments you know um I don't have the time but you know it's just that stuff intrigues me like why you know the why right um and I think when I was looking at the numbers you know for from our students right the especially our middle school students which um obviously it's it's kind of at work for a lot of our students um
and when they are not feeling connected or things like that um kind of like the whys behind that you know I just like I wonder like the why um so anyways it's just it's information that really like it just really excites me to be better and to you know how can we as schools um just be better for our students so thank you for the information and I think I you know I would love to um maybe connect with Sandra you know to kind of answer some of those things for me to kind of understand that better yeah thank you right trusty Laura Shelton thanks um two questions well one question about health education coming in at one like I saw a glimpse of How It's it I think it's for one first through fifth
grade and by an outside agency can you talk a little bit about the challenge opportunity there it is an interesting um kind of survey piece for all of our teachers to answer because a lot of the emphasis especially in middle school that Health educational fall on a physical education teacher or um like our sex ed curriculum falls into their science class so every teacher um doesn't necessarily visually see it going on but it's happening okay but we know that we do need to probably increase um other health education opportunities within our other grade level spans and even beyond our puberty Ed sex ed and we even have um healthy relationships that we also do so you know looking at other ways we can expand that bringing in Nutritional Health Information and things like that thanks
and I mean all I hear about in kind of school collaborative worlds is right we're social emotional health that is the priority that is we know coming out of the pandemic moving forward so you know how you slice and dice Health rights like physical nutritional right emotional it's it's a lot right and what is the expectation then I remember the health relationships kind of new requirements so you know we've got the elementary there's Elementary requirement and a middle school requirement separate right yeah and those are both done by outside folks and or a PE teacher yeah you've already Ed is our fifth grade requirement and that's um brought in by Planned Parenthood they bring in their curriculum and um for sixth grade it's the healthy relationships okay uh and that's done through real options and
then we also have um seventh grade section sex ed comprehensive sex ed and that's done through Planned Parenthood and so we do bring in the outside providers for those three um but the teachers within the classroom are the like gotcha safe relationships that they have during that time and the credentialed teacher in that space okay so thank you and thank you for telling me who the vendors are I would like to see the real options curriculum please I'd like to be briefed on that separately thanks oh um my other sorry I was like I could go down Rabbit Hole in that one so um the decision making I think is really interesting and I think it's for like the board for us to sort of challenge us as to what what kid what and maybe
again this is my learning curve you know what is it that we can kind of send to the advisory groups to ensure that they're a part of our decision making kind of you know Loop right so that they don't feel because I think sometimes people join advisory groups and then they feel like maybe they're a rubber stamp or they're uh you know oh there's an action item going to the board did it come to us and so just maybe understanding what are those items that that have gone to the advisory groups before they come to us and making sure that we kind of in our in our reports that we get are this yellow cover sheet like oh did it go to the The Advisory groups and what's their recommendation right so there's that level
of purpose you know and I I think this is a part of was it the Internationals uh there's a committee that's got the spectrum of community engagement right and a lot of times it's like we talk at them and we've engaged them but really we should be moving to that shared decision making and I know we have certain responsibilities that we're not going to hand over um to advisory groups but how do we make it more meaningful um so just something we could challenge ourselves with on on how we help help get those indicators up in that regard so thank you all right trustee Chavez um I noticed that the obscian absenteeism is a little bit higher and um so is there going to be maybe like workshops around Nutritional Health for the parents as
well as the physical the emotional can we can we get that for the parents because they're the ones that you know that are basically in charge of whether they're coming and you know what the numbers will be as far as absenteeism goes and also she asked for the curriculum for on options can I also see the curriculum Panda thank you okay uh superintendent Mary had a trustee Chavez one of the things that and correct me if I'm wrong Sandra um we do have across the state absenteeism is fire as we come back from the pandemic but the other thing that of impacts Alum Rock very specifically is around the number of students that we have in TK and the young Force because they you know not every district has that population to the extent that
we have and obviously because when children are young they get sick right and so parents rightly so they keep them home and we don't want them to be sending them if they're sick so that's another issue with Alum Rock that is kind of an outlier around our County because we have been serving young Force for a long time and t-force for a long time so that that kind of tilts our attendance towards that a little bit higher than others um the reason being that I'm asking for this is because nobody's ever talked to be a husband or wife or a parent it's like you learn right there there's no book on it but if we can introduce hey to the parents you know try and follow these guidelines try you know because it's a ongoing
learning experience when you have kids so if they can at least you know kind of guide them I'm not saying that this has to be done this way but you know would a workshop here or there be be beneficial to the families I think we could definitely add some type of workshop on attendance and learn how to maintain good attendance and what are some good practices for your children when they don't want to go to school yeah I think that's something we can do it some of our parents um Workshop nights and I was gonna add that many of the sites actually incorporate it into their umesitos and their like mini parent universities they do and it's actually part requirement under um the elac Committees that they go over importance of attendance and things like
that so individual sites are doing it with their communities and then I believe at our parent universities we've had several around that over the years but we'll definitely bring the emphasis thank you okay Chris uh vice president Herrero thank you uh and um thank you Dr Barr for explaining kind of the higher rate of um the attendance and our children right the realities I remember being a mom of a you know toddler and um having her having to take a lot of time off from work because she was sick not because I didn't want to send her to school but you know because things happened so thank you for reminding us of our younger children population compared to other districts um And in regards to the attendance you know I anytime we can you know
uh reiterate and remind each other um you know I think it's good of attendance and making sure that we send our children to school um it reminded me of the community outreach committee with uh judge a logimento who leads that um they have just released we have I'm a part of that committee um just released a video on behalf of the District Attorney's office that's uh translated as well and it's a really short video um it might be good to maybe get it and send it on on parent Square um I'll get a hold of it and forward the link that'll be great yeah thank you okay uh well I have a question that Chris you know I we've heard about you know d-lac elac and all that and you know parental involvement so I
just want to you know I kind of noticed that we you know um do we know off the top of our head about how many of our schools still have a parent Teachers Association this you know the School site epas I know that that's in in my day that was sort of you know more or less the School site you know there were no School site councils when I was in when I was a student down the rock it was you know everything was done through the PTA so it's so I'm kind of curious you know uh where are the P you know do we know of the tougher head where are our ptas or what schools if any still have them I I believe we have about I will say about a third of
our schools have a viable PTA some of them have parent groups that are not necessarily Affiliated to PTA because as an organization in and of itself okay so that will be my estimate around like a real organized belonging to the league and all of that that would be about a third of our site about seven I would say I had the most yeah yeah Representatives and um and many of them we have parent groups that are not ptas that's the other thing actually I guess so what do we have a at least a you know quick let you know what sort of whatever sort of happened to the etas ptos I don't know exactly I know that a couple of our schools were the the the regional PTA discontinued because remember for a PTA to
exist this unknown profit so it requires a number of they need to follow there is there's criteria the criteria about membership about bylaws about um making sure that things are run in a very organized way so having a functioning PTA requires a a tremendous organization of the parents and the teacher side okay where is the state PTA and also you do have to keep minutes of those media and I'll and I noticed it um well that's why I I know that a couple of our schools lost their chapter because it needs to follow these requirements yeah okay so with that thank you so much Sanders uh thank you so much Kara for the presentation uh you know we acknowledge our hard hard work on this so with that we'll move to item 8.02 review and
approve uh the 20 23 24 l cap motion okay and now motion by trustee Chavez second by uh vice president I want to include I Tony 22 23 lcat annual update 2020 324 budget overview preparing into 2023 2024 El Cap addendum so I will uh superintendent power was referring to um regarding the extra information that was requested um this is all information I have shared with you um we are at the point where we have uh the subsequent meeting with the special board we need to adopt the lcap um this is the timeline we have followed and we are at the end of the timeline um after this once once approved we will submit to the um Santa Clara County Office of bid for their approval and these are the items that you have have
in your lcat booklet that have provided for you the budget overview for parents uh the results of the annual measurable outcomes the four L capitals and the actions and services with the budget allocation under the lcat polls so this is the additional information that was uh requested at the last board meeting and also through Dr Bauer so a quick summary of funding for unduplicated students this is the funding that we receive for unduplicated students um that are the information written into the lcap under actions and services and the unduplicated student just as a reminder are English Learners our social economically disadvantaged students and our foster Youth and as you can see um it's pretty consistent over the the past three years in terms of supplemental Grant there was a little boost last year 2122 and
then um it should probably level off after that um the next um the next slide is the demographics um so what I did was I looked at the past three years for our unduplicated youth and um these are the numbers of uh youth that fall in one of those areas some of them are duplicated and that's why they're only counted once in terms of funding I also included homeless youth Although our unhoused youth are not included in the unduplicated count they're not considered unduplicated it's our foster youth but I felt it was important because we do provide a lot of services for them and that number has increased over the years it's more than doubled over the past two years so in terms of English Learners we're at 42 percent English Learners we have 54
Foster youth in our school district we have 78.3 percent social economically disadvantaged students and 150 unhoused youth in our district thank you all righty so with that I will open to uh I'll open ID item to public comment saying none I'll open to uh comments and questions from the board vice president Herrero era thank you thank you Sandra uh very important information um and just curious as far as socioeconomically disadvantaged is there like a an amount a household or is it um based on like pre-order those are students that qualify for free and we do lunch correct all right thank you mm-hmm all right uh I see President Laura Shelton yep so first off congratulations you're at the end of the El Cap great job you almost made it happen last time that's right I
thought we were adopting it um and thank you for bringing back this information I think um president you know when you're out hustling for us you know these are the kind of stats that I think tell a story right you know it's one of you know heartbreak and Challenge and struggle and yet you know there's there's kind of it's an interesting like what does it tell us right as even the socio um disadvantage right it's reducing is that you know kind of the story we heard families leaving right because they can't afford to live here does that mean there's less socioeconomic disadvantage not really because then you see homelessness doubling right so um it's kind of fascinating but you know how do we incorporate this into you know what what we know about what our
students and families need I think it's really important um you know and so I appreciate this and then it's linking it to your strategies and tactics and how we implement this I think it's just really really fascinating um English Learners are we seeing you know emerging is this a part of you know I have some theories right but is this a part of sort of new Refugee communities like what what does this tell us about our population and what are those languages that families are coming in with I think over this last um this year in particular we had an influx of newcomers people that came from various different countries in Latin America so I think that's where you see that the increase um which is why we're kind of guiding more towards looking at
coming up with services that will support our newcomers as they come into the country not just the students but working with the families so they understand our educational system and we can better support them but the the largest group that's been coming is is just from we've had a lot an influx from Honduras quite a few from South America so there's been a lot of Latin America thank you and I you know again sort of my I've seen a lot of small businesses popping up around the Colombian Community right um so it's it's just interesting and again how are we meeting those their needs that are very different you know Latinos aren't a monolith right there's all these different pieces of it so thank you for sharing this I um I hope we continue to
look at this as we talk about how are these strategies Landing with our communities thank you you know and I kind of wanted to to speak a bit on on our newcomers I think uh when I visited uh uh Renaissance at Matson in April you know we had a morning class for our English Learners right and I listening you know like Colombia and Venezuela and Honduras and El Salvador and it's sort of like you know we you know and uh you know we kind of think you know this is a you know Alum Rock has been a large you know uh largely you know Latino majority populate for student population for many years and you know you know we thought you know Mexico and all you know long history and then you see you know
you come into these English Learners class and it's like you know no these are these are very distinct backgrounds and and uh experiences and it's uh it puts a whole new uh a whole new challenge in itself in integrating uh integrating our students for uh you know in you know uh towards preparation in in academic English and you know and are are very very uh good work in reclassifying our English learner so I I wanted to validate that you know yeah but you know I've seen this you know I have seen this firsthand you know visiting the school so uh trustee Chavez yeah is that why the number the homeless houses so much higher I don't know that for sure but I was just thinking as she was speaking to that that how that number
have increased and so have our homelessory but we definitely can look at the correlation Yeah because sometimes it's difficult to get that number because of the stigma behind it and so is that is that a true number or is there even more right thank you and I just wanted to add on that um the county does the point in time count right on and um and then the city is trying to do some some more analysis around you know people in lived in vehicles you know in the in the city um it is and then you're doing your own sort of people who is this McKinney vento like kids right so but it's that challenge of families that well were were couch surfing right well that's still homelessness right you know well you know and
when we live in an RV yes you have a roof over your head but that's still homelessness right so I think to your point um trustee Chavez right teasing that out and and um but I I have a feeling our our schools are probably doing a good job of identif trying to identify that that condition or situation that that families are in to link them to Services right so um but it is it can be a struggle to tease that all out but um and it looks like people are coming forward um and you know the percentage is what's startling so again I I was sharing with Dr Bauer that I heard um superintendent Glenn vanderzee share at a meeting that Eastside Union's numbers have gone from about 600 to 900 right so it seems
about um right um it could be same families too right in places but again I think we should continue to have this conversation and I don't know if McKinney vento kind of um comes up to the board but I'd be interested in hearing more about what we're doing with those families and how we can connect them that's what I mean what I just wanted and you know and you know thought you know uh the you know at the school district we are part of public education system in this statement uh what is it we you know we are working with uh you know challenges that you know if you asked me 20 years ago I wouldn't you know would not have imagined the you know the the depth of the challenges that we are facing
today and I I sort of forgot to mention uh you know I think uh one and a half weeks ago you know uh superintendent Bauer and uh we're at uh uh San Jose spotlight's polygavids at the hammer theater in San Jose and you know Dr Bauer and superintendent Vander Zee and uh you know other superintendents were on a panel for you know regarding the state of education in the valley and uh you know these are you know aren't we I'm glad that we are working to meet the challenges that I you know and it sort of goes into as trustee Flores Shelton calls it hustling I prefer to call it Lobby working hard yes yes you know that uh working baby yes yes that you know uh we our district has has unique needs and
you know and our lcap reflects that and you know and of course you know my work in trying to get as much as we can for alum Roth you know wherever we can uh you know it certainly informs that uh you know the the work is never done or business and I wanted to validate those those efforts so thank you so much Sandra uh so with that uh having this Motion in the second already I'll move call for a vote I'll call you as I see you uh Christy Chavez hi um vice president Herrero Shelton yes and my self-voting eye item is approved four to zero what clerk Quintero absent so we'll move now to item nine the adoption that's a District's uh business section 9 Business Services item 9.01 adoption of the district's proposed
1422023-24 budget uh superintendent Bower I'm gonna turn it over to my kitchen all right Mr Chang you have the floor thank you board president uh for this item you may recall that the administration presented to be proposed budget at the last board meeting and also conducted a public hearing um there was no changes uh from then till now so at this point uh we're requesting approval of uh 20 23 2024 proposed budget thank you promotion to approve okay I have a motion second uh vice president by President I'll open the public comment being none are open to questions and comments by members of the board okay I'll just say no for but I will close with a comment that uh you know uh I do want to commend Mr for putting together a very thorough
budget I know I read it twice and I looked like looking for you know but that's the legislative Aid in me I want you know it's sort of like you know we try to find you know but it's like it is a you know I can certified it as a highly accurate budget and uh you know uh Dr Dewan and the county superintendent and her letter to myself and the superintendent regarding the budget confirms as much so uh you know I want to say that you know uh to the public that this is a prudent budget I'm you know you know with all the challenges and all the opportunities that just that Alan rock is having uh this board has been a a very careful Steward of the public funds and that you know this
is a uh this is a budget that I am proud to stand on and so with with that being said having a motion and a second I'll call for a vote I'll call you as I see you vice president aye uh trustee Flores Shelton yes Rusty Chavez okay uh myself voting I the item passes three to zero with uh Quintero absent and trustee Chavez not voting we'll move to item 9.02 uh approve request of ifb number 2023 cnso4 juice and dairy products and services for the 2023-2024 school year uh superintendent Bauer I'm an attorney I respectfully ask the board to approve okay motion to approve motion by yeah second by uh trustee Flora Shelton I'll uh let's see here I'll open to uh public comment members of the board all right seems uh you know
I'll just close what uh you know and you know the same goes for for you know uh Scott you know Child Nutrition Services you know we're committed to providing uh the best possible School meals for our children and you know and uh you know I want a valid you know think business services for working in such a challenging environment with uh you know uh rising cost of food supply chain issue and that it you know and I you know in in the spring I had my conversation with Denise Mendes and you know there are serious challenge you know even though we you know we we make great stride in reintroducing uh fresh cooking in our schools but it you know also dependent on you know our ability to purchase supplies so I I do think
business services for their efforts on this behalf so with that I'll move to a vote I'll call you as I see you Rusty Chavez no vice president Herrero era aye uh trustee Flores Shelton yes and my self-building eye the vote is uh the item is approved three to one uh what Prestige is dissenting and Tarot absent move to item number 9.03 approve RFP number 2023 cns02 distribution of commercial food products and paper supplies for the 2023-24 school year motion to improve section by uh vice president Herrero second by Christy Chavez superintendent power uh Chris I asked the board to please approve these items okay open the public comment saying none questions and comments by members of the board uh vice president Herrero um I just want to add to the shout outs on these uh
two items and I know that the one just passed and I know three to our child nutrition services team um for ensuring that we bring the best uh food uh to our children thank you okay and experience in our cafeteria yes the foods yes all righty so seeing seeing them for depressions and comments by members of the board I'll call you as I see you trusty Chavez bye vice president Herrero loera hi uh Rusty Flores Shelton yes and myself voting eye item passes four to zero with Montero absent moving to Us section 10 Human Resources item 10.01 resignations this item is information only I'll open the public comment seeing none uh questions and comments by members of the board okay seeing none all I want to say is I encourage you I encourage my colleagues
