018anti-racism uh policy back in 2020 and I think it's this Legacy of 34 years of lifting up our black and African-American African ancestry students is a testament to the true belief in our um in that and that we need to live it out every day um so I'm very um I'm just proud to see that this that Alan Rock has been a leader in this for a long time and we need to continue to persist and work and lift um not just all of our students of color but specifically we need to be especially as a as a white um Latina I need to speak out and be sure that we are lifting up our black African ancestry and African American students and be very very explicit um that they are not on the margins

019and then we put them at the center so thank you for all the work that you do you know I will wrap up I will burst to congratulate our student honorees on all their hard work uh and I want to take this opportunity to thank Ms Talton and Maze and Ms Hayes Perkins as well you know as I have always said uh this district is greater than the sum of its parts and when when we all do you know when we are we all do well we are all the better for it so uh you know you know ice you know hope that we you know in this this token of our appreciation but also our recognition that we are committed to the well-being of all our students whichever whatever backgrounds that they may come

022amazing so we want to go ahead and give a certificate of recognition and a treat to each student so when I call you up you can come up and get your certificates all right um Adeline King Benjo Hansen Jacoby home Jonah De Los Santos foreign Louisiana award to them later rivals Sanchez Catherine Cruz all right foreign [Music] stepped in at a great time to make sure our band um really thrived this year and have shown such a high level of commitment to our students 7 30 a.m band class making sure [Laughter] [Music] because I want to say thank you so much for everything you've done thank you so much I understand it was your last day of school so if you want to go home now thank you okay 14 minutes please thank you foreign

023okay so we move on to uh IM 3.06 Pull It Forward okay very good very good there we go so we move on to item 3.06 recognition of members of the racial Equity committee uh Joseph uh Danny Sanchez Michael Tay Kimberly Ivy Kenneth Williams Crystal Weber Catalina Rodriguez Dr Amy Amazon Dr Anya Ortigas Miss Veronica Talton and Miss history Basu um I was wondering excuse me for president if we had the members of the committee to please come forward the work that you have done in Alum Rock is truly trailblazing and I want to acknowledge and so that the audience can see you all who has met in in the leader there's um Miss Basu excuse herself because she was involved in an accident this morning she's fine but she's shaken up as you can

024imagine she had her accident and went back to came back to school you know but I I told her you need to go home uh Miss Dalton would you do us the the favor of explaining to the audience what this important committee is all about absolutely thank you Dr Bauer um those who are with me this evening are part of the racial Equity committee which the district formed in 2020 it was after uh the murder of George Floyd that myself and some area leaders uh requested a black lives matter in school resolution with the passing of that resolution we also ask that there be a racial Justice task force and that area would serve as part of that I was fortunate to be chosen as one of the co-leads for that committee and I served

025alongside Anna Nguyen who was principal at that time of Renaissance at Madison she passed on passed on to a different District she went on to a different district and I also um worked with her story Basu who is the principal at Lindale Elementary School the members of the committee who were on the agenda that I would like to recognize are Joseph manluca and Alum Rock administrator Danny Sanchez a community-based Organization leader Michael Tay who is an Alum Rock educator Kimberly Ivy Alum Rock educator Kenneth Williams Alum Rock parents Crystal River Alum Rock parents Catalina Rodriguez Community member Dr Aimee Amazon of Alum Rock committee liaison and Dr Anya artillis Alum Rock committee liaison our district chose this committee to work with the three-year implementation plan we were to measure and manage the following observation and

026Analysis of the Panorama survey which looks at sense of belonging the culture and climate in our schools and communities and we also managed any um accusations or allegations of racial Justice incidents we are pleased to have served the community served in our schools and this work will conclude as of June 9th tomorrow right June 9th yes so we wanted the members who served and gave them their time to be acknowledged today those who could be a part and those who are watching on zoom and again I'm very pleased to have been chosen on behalf of area to lead this committee uh the racial Equity committee first ever for Alum Rock and we are pleased that you would acknowledge our hard work thank you so much okay superintendent Bauer yes so before this the committee sits

027down I just want when Miss Dalton is talking about the end of the committee is the end of the committee but not the end of the work I think that the what I wanted to thank the committee is that your contribution has been historical in the development of a uh multiple initiatives in Alum Rock one it is interwoven the values the ideas the goals of the committee are interwoven into our strategic plan so you're going to see when we talk about the goals overall goals you're going to see a lot of the committee work around that Miss Dalton also talked about using the Panorama survey very um deliberate in around the sense of belonging because surveys can be used in many different ways and they show many kinds of different data and people can truly

028manipulate the data as whatever the the goal is but because of the work of the committee they have taught us as a district to be very specific about looking for specific Trends in our classrooms as a result of that we had the socio-emotional learning Department working with us trying to figure out as we came out of the pandemic looking for why are our students our staff uh in in that specifically parents I'm very uh grateful because usually the parent survey is very positive but the student survey and the staff survey has a lot to work and and we don't take that as something small I think this is a huge challenge that we as a district need to take on and need to put up the mirror right look at the mirror and say how

029are we going to really develop the kinds of classrooms where our students feel welcome where they feel safe where our staff feels appreciated and that they can work in a collaborative environment so thank you so much for the a great contribution that you have done to our district thank you for president all right thank you uh vice president thank you before you sit down I just want to thank you so much as a board member who uh championed the resolution um and push for this work I I just think back in such little time how much you've all done so I want to thank you Veronica for being there from the very get-go remember the first presentation you did to now and you know there's no accidents or coincidence as to why people come together

030Pastor Danny I know we've been a part of this community for many years and I know the work that you do Amazon I mean I can go on and on but um the fact that you're all gathered right there's no coincidence because I know what you represent I know the hard work that you do and I know that uh you not only represent yourselves but you represent all of our children and families in Alum Rock and I truly am honored to work and be here as just [Music] so thank you again and I look forward to continuing to support this work uh trust people or Shelton thank you um what a great group of people that I know in different ways and Crystal Weber um I I work with her at the city of San

031Jose um so um I am I am grateful that this started I'm very very delighted that it is in the Strategic plan and I'll be looking to see how we are dismantling institutional racism right that is what we need to be focused on um you know whether it's the classroom policies and practices and um I I was trying to go to the last racial Equity committee I think it was canceled but um so I'm sorry to have missed it but I look forward to being a part of um ensuring that we are again sort of laser focused on these things because I think this is this is our this is our job to ensure that our policies and practices in our classrooms and elsewhere um work to dismantle uh race racial Injustice but thank you

032so much for I mean really the 2020 2020 it's just been um so you know historic traumas the traumas of the last three years have only highlighted the work that needs to be done um but you have my commitment to keep that um going so thank you so much I'll wrap up I want to thank thank the racial Equity committee uh or uh your hard work all you have done uh you know it's a kind of like an uh it came down in a you know important time in history right you know events have ways of shaping us and uh you know why uh I think that your work has made us all in in many cases aware of uh uh our blind spots are you know things that I would say you know we

033needed to take a second look at me even the third law and you know and in fact sometimes a challenge my own uh uh perceptions of uh you know how how how we react in the classroom and how we deliver Educational Services and a special note and this tall no one works harder than you on this so I appreciate your your persistence uh you know and your tenacity and bringing this together and uh you know and we are all the Richer for this so thank you again so much for you know and all members of the committee for their work oh so with that we move on to item 9.03 approving resolution number 61-22 slash 23 the recognition of our classified retirees I'm gonna turn it over to Mr Kevin yes students Dr Bauer I'm

038really do um enjoy your time um off now that is yours but the difference that you made is is really palpable and the decades the generations um again it makes a difference in our community so thank you for your service um lastly you know for for a certificate in classified retirees uh you know put simply uh Alum Rock who's your debt of gratitude thank you so much for uh spending so much of your life with with our district uh you know if you think about it you've uh all of you have touched you know lives of thousands of children thousands of families over the years uh you've sent many kids on uh you know in the right direction and you know we are blessed to have had you in you know as part of our

040provides members of the public an opportunity to speak about any matter under the jurisdiction of the district but not on this agenda yet the subject you wish to discuss is already on this agenda please provide your comment when that item is called during the meeting those who wish to speak on a you know uh those who wish to speak on a topic within the jurisdiction of the board but not on this agenda however the board May refer to staff or follow up for any formal written requests that are brought before the board at this time there is a limit of two minutes for each speaker the board has the right to limit total public comment on any agenda item to no more than 20 minutes written members may be referred for a future meeting agenda

041my name is Martha Lopez I'm from aptitude smoke uh my my point is that they want to take away sixth seventh and eighth grade from the schools I'm here representing several parents who disagree with that um I would like to request if you could place this item in the next board meeting thank you gracias thank you thank you right thank you everyone my name is Veronica I'm a parent leader and I have two children here in ellenbrock I'm also with the blue heads almost Mayfair and I'm here also representing parents um because uh the need to have access via Zoom to be able to provide common public comment is essential I am coming out of work I haven't seen my children all day and um I was one of the parents that benefited from it

042so yes I'm advocating for myself but I know many other parents are going through the same thing um and not only that there's no Spanish translation anymore so it's such an important topic today that we're talking about El Cap and how all cap funds are going to be distributed parents are not even able to listen in on their language specifically Spanish they have to be present to receive that the agenda the El Cap is not in Spanish either translated um we did go over with some parents and try to translate it but that was not ready as well um I want to continue to collaborate on this please I asked you an employer too allow us to give public learning via zoom and as well as to provide translations via Zoom as essential as Community

043engagement that we you know moving both it's a privilege for many of us like myself to know the system language and be able to be here today so again I ask you that you over much in representation of parents um and that we continue to work this collabing and forward thank you good evening my name is Veronica Charlton I'm a performing arts teacher at Lindale Elementary School and at George middle tonight I want to bring up information about prop 28 for those who don't know it Champions art and music funding for schools and I just want to speak as an individual but I do believe that the other Visual and Performing Arts teachers would agree that prop 28 asked that 80 percent of funds are to be used to hire teachers schools can hire existing

044credential staff CTE credential holders teaching credential candidates or teaching artists for single subject credential holders like myself a lesser known morale is to do a specific supplementary authorization which requires that you only have 20 semester units in the content area that you're interested in no classes or exams are needed and the application goes directly to the commission on teacher credentialing also classified staff could be hired as arch teachers that will evapor consultants and they will be District employees who travel from class to class and teach while the credential teacher remains in the classroom we do have some of those examples in our district already if you already have a credential you could add a second Prudential which shows subject matter competency by taking a semester teaching methods course in the credentialed area we know that

045our credentials programs required and bachelor's degree and that there are a few scholarships for Arts teaching this is ongoing funding for the districts there are strict accountability measures for school districts but I'm standing tonight to ask that you would please work with the vapor coordinator which I believe is to be announced this evening and the rapper teachers to make sure that all of our students are served in art and music with this funding from the state thank you so much foreign [Music] School fund that made me actually want to come to Adelante or counterfeit money to buy items there at the end of this train station and I met her very much like this we're not High School this year because he didn't want to listen to the teachers we need teachers to be happy

046with you become my son's friend you will find him kind insightful and witty but if you're a teacher at Adelante asking him to answer in complete sentences you will find him independent inflexible and unwilling he will ignore what you ask and begin to daydream about space and time in fourth grade he was diagnosed by a doctor with three neurodivergent conditions but before that in third grade he would lift up his desk and bring it down when he would get an assignment he did not like so Monastery Gonzalez assembled all the fun alternative students to try so colorful stools around the classroom a bouncy ball a textured mat a comfy Corner cushion finally she searched the whole school and found the heaviest desk with the chair attached and solved the issue another time she found the

047most patient understanding girl and sat her next to my son to help in turn in his assignments when he was not interested enough to do it himself Master Gonzalez did this all without a 504 plan and at the same time she would tell him his mind was so creative he would grow up to do great things but patients and extra attention from other lante teachers is common when I expressed regret at my son's Behavior a different teacher and Meister Perez reassured me I have no problem with his behavior I would just like to know how to get him interested these hard-working teachers listen to their students they listen to us parents you need to listen to them then act so they can be confident that we value their hard work thank you good evening board

048members my name is Stephanie Ibanez from Adelante School I'm here because I have a few questions about one of the parent Squad message from the superintendent that was sent on April 14th regarding updates um to avalanche's leadership um the message says and I'm quoting we include two Adelante staff members and two parents in the interview process I'm closing quotations my questions are what are the wings of the parents and staff members who are included in the interview process how will these parents selected if parents were allowed to be present during the interview process why one other or all parents given the same opportunity to participate does that mean that parents will be allowed to be present during the interview process for a school principal because we don't have one yet on the same note we

049have substitute principles that help with the administrative everyday tasks and I am not discrediting their efforts however they're not present at the school long enough to ensure that required committees under Title 1 such as elac comply with the mandated number of meetings was the principal she took the initiative to meet with the parents and set a plan into motion to form and nominate committee members we were supposed to have at least three meetings per year so far we only had one most recently there was no leadership from the school with the planning of the promotions of the Kinder and the eighth grade this was entirely the parents running the show from Logistics to setting up to cleaning up it was all with hands we had one meeting set up by the um now vice principal

050one week prior to the promotion when we had already met two to three weeks prior to this um so but we launched we executed and we prevailed we need a principal that has a leadership Charisma and initiative has more specifically we need her back I am requesting the response in writing via Planet Square addressing the questions as I have as I'm sure other parents at our school have the same questions thank you very much if I read something on behalf of somebody else and then read my own bye Mr President oh okay yes yes you know okay I will treat that as two yes two messages thank you um I was asked by a parent who couldn't be here to read this I am Stacy King although I cannot be here I have another opportunity

051for my child I have something to share I like I have someone to share my message I'm not a parent of I am not only a parent of curriculum but also a coach at Atlantic previous PGA board member and Pat current site rather than avalante as this school year ends I would like to share my experience in the beginning of this school year with Miss continues always Clarity a plan transparency and Trust for our school she respected each individual and she listened to us she was always working hard and doing her she was fair and honest many we're excited to work with her and we're the prospect of knowing their time and effort would be valued after all we are all working working towards the same goal of blessing the lives of of all of

052our children in our community in her absence the school literally fell apart we had numerous substitute emissaries but no one no one clear person who could take responsibility there was no one trusted leader who could provide oversight to the other staff members I don't doubt or devalue the work in time to put forward by all the many subsidy administers we had but that's a recipe for chaos my name is Gutierrez back to lead our school when she did not know the answer to something she would find out and follow through a true leader is not one who knows or pretends to know everything but rather leads with humility passion and allowed for the whole school who loves for who he or she uh conserving and that is what Ms Gutierrez always did and will continue

053to do thank you for your time my name is and um I've had my children at Atlanta for nine years I've served as a 2000 for four years uh treasure and vice president I mean I'm a Treasurer and president site counsel 6 out of the eight years and have put a minimum of 400 volunteer hours they're here around 100 years like myself as a principal right clearly at the region on vehicles that our school we conclusion and follow through those group level between staff parents administrators we didn't all those away but we went towards Khan [Music] jobs instead of one job Miss Martinez Garcia are amazing leaders but if but I when I'm open asked I can't do half work that I'm supposed to do and they were you know they're in the situation as

054a result we got a lot of excuses um our administrators like communication incomplete communication lots of last minute firefighting but it only starts at the top I have the time you're constantly one meters the last time the worse [Music] what we did so dark I was working by yourself thank you very much appreciate your patience greetings I am Dr Joel Herrera and I'm a retired school superintendent um Gutierrez former principal at arbolante I have a role that most others do not as I am her mentor and in fact I was honored to help Mrs Gutierrez with her resume I learned a lot about her through this process and I came to a healthy and deep respect for her expertise and her passion for dual immersion programs I am deeply saddened by what Miss Gutierrez is

055experiencing I am deeply saddened by the impact of all the students and staff and the parents at Adelante I am deeply saddened by the extremely negative effects of the district's actions on the career of such a devoted dual immersion teacher and administrator I strongly believe that Mrs Gutierrez that Miss Gutierrez is a caring and competent School administrator and I not knows who value is doing the right thing always I reviewed her entire educational history as we work together on her resume and we had many deep discussions about her love and knowledge of dual immersion programs and how to recognize a high performing program including how to build one is an expert I also coordinated mock interviews which helped me know her even better with total confidence let me say that Miss Gutierrez is being treated

056unjustly the desperate cannot speak about it however Ms Gutierrez is allowed to speak about her situation and as her Mentor we have spoken many times from the very beginning of this situation I say again it is unjust for Miss Gutierrez to be removed from Adelante nor does she deserve any negative consequences she's a competent and caring administrator and she's an expert in dual immersion with all due respect and I do respect you I request the district to reconsider and to reinstate Musketeers to her position as Adelante principle I'm also a former 12-year HR administrator the time is always right to do what is right said Dr Martin Luther King and I asked the district to do what is right it kind of hard for me to be up here because I know some of you

057personally and I respect who came to my mother's home to give her condolences when my brother passed he was here and retired from this District his whole career here and she came by the house to give as we say in Spanish her must and you know best of it to my mother I appreciate that Dr Robert thank you and I have copies I have not finished my statement I'm sorry for going over time I'm gonna have a puppy for Dr Bauer and all the board members thank you some of you might know me already but for those who don't my name is [Music] communities of the inside in public he was brought to my attention that the independent studies program is going to be cut off from next at school here the information given to

058the parents is that the board of trust is decided to cut off the program and it's not going to be continue my question is what is going to happen with those skills in the independent studies program the kids that are being are there because they will abuse bully jump and traumatize and in the regular schools and they don't uh sorry I'm emotional and they have anxiety to convert to those schools because they don't feel safe to come back some of you already some of you are also telling parents is a lack of interest to continue the eye independent studies program how to get to that conclusion without asking parents if they want to continue the program this is an arbitrary decision done behind closed doors without input from the parents you do not continue with

059the independent storage program you are forcing parents to change the keys to another schools after the district like San Jose Unified for example um for so many years I've been work I've been working with the Alum Rock district and I hope we can have a positive outcome to this issue so I'm requesting to have this issue to bring back to bring to put it back on the agenda for next month thank you uh seeing no further public comment I will move to IM 3.04 strategic plan annual update thank you so board members um this is Aaron rice and he has been helping us putting together um the Strategic plan for the next it's ethanol and evolving we this is as part of the committee we heard that you know say in three years or five

060years or ten years it's a little bit artificial so it's it is the kinds of things that we're going to be focusing but at the same time as we move forward they're going to be retooled as we learn more um about our own District so Aaron thank you so much for joining us tonight thank you good evening everyone um and we had some slides I'm not sure if they're queued up at this time if not I'm happy to uh to just speak to them okay I'll I'll speak to them and and we can certainly make them them available uh thank you for making some time on the agenda today I know it's a busy meeting and really wanted to share just a little bit of an update on the Strategic plan the work that's been

061done since the board adopted the Strategic plan last June um provide a little bit of re-grounding reminder of some of the core components of of the Strategic plan so to provide a little bit of a refresher on on that process uh going back to uh late 2021 we did some Discovery work some interviews including interviews with uh trustees we did some uh listening to to existing groups stack dlac spark among others to gain perspectives on what was going really well in the district where there were opportunities or needs to uh to develop some plans in response to those needs uh following that work in early 2022 there was a formation of a core planning team with representation from uh district office and Leadership School administrators Teachers Community Partners uh parents and and more and this

062team came together for a series of meetings to really put together a strategic plan to to learn from the work of that initial Discovery effort initial interviews um and and build a plan based on what what we were hearing uh we also had opportunity on drafts coming out of that core planning team for feedback from the board as well as feedback from uh from some key District staff who had just knowledge of ongoing efforts and key content knowledge that we wanted to make sure to incorporate into the Strategic plan and then ultimately uh the plan was adopted by the board in June of 2022. and I'll go pretty briefly over some of the the core plan components and especially because I know this is all all verbal here yeah we're still trying to find out

063what happened to the slides as I mentioned and I apologize we're having a little bit of a challenge on having our computers connecting with the screen I know that we have our question yeah okay great that's good to know so um so uh one thing that the core planning team really popular was this this North Star statement what are we ultimately trying to uh to achieve and there's a few different components of that so one is really about supporting the potential uh the unique and full potential of every student supporting students in core academic areas and on their path to College and Career uh multilingualism which is a kind of a theme throughout the Strategic plan that was one piece of this to provide opportunities for all students to learn multiple languages for families to

064be meaningfully engaged in their children's education for the school system and the surrounding Community to have a a relationship of mutual support for the education Workforce to thrive and have ongoing opportunities to grow and to be United as students as families community and Educators in supporting each other and advancing our children to Bright Futures there's also a brief set of guiding principles and the idea behind the guiding principles is that these are things that are our core beliefs core tenets that we bring to all decisions to all parts of our our work and uh just briefly those are service Student Success diversity collaboration and transparency there's a lot of this came together around a visual which I know is it's a bad time to have a visual right now but there's uh I'll try to

065describe it in in the meantime yeah thank you very much so those there's a triangle in the center which has the vision uh and there's three sides to the triangle and each side represents one of the um uh key priority areas and then all of this is kind of in service of a circle around the edge so you'll you'll see it and can tell me how good a job I've done describing it um uh it's uh on six it's coming there it is no slide number six keep scrolling up right there so in the in the center is this blue triangle and in the middle is the vision statement all Alum Rock students will be ready for the future in a diverse and competitive world the vision we're working toward then the three sides of

066the triangle each represent a priority area one of the ways that we're going to help make progress toward that vision the the bottom uh part of the triangle is whole child and whole family development on the left side we have Multicultural and multilingual education and on the right side uh early and expanded learning and we'll share a little bit about or review a little bit rather about the specific goals in each of those priority areas and all of this is surrounded by uh in support of this in a yellow circle with two items on it academic growth and Improvement in College and Career Readiness so that's kind of the the framing for this uh this vision and these priority areas as in service of of those results foreign if we go to the the next

067slide I'll briefly recap some of the specific goals here um so first we're going to go across or around the triangle I suppose starting with this first priority area whole child and whole family development and the first goal there is to foster a shared understanding of what that means uh among families among staff among Community Partners second is to ensure there are uh services and supports across the various domains of whole Child Development academic cognitive behavioral social emotional third we reference the the multi-tiered system of support the mtss as a framework to help deliver and make available these Services across those different domains and fourth is uh fostering a love of learning which is something that came up very prominently in the in the planning process and ensuring that students have opportunities to be creative

068and in control of their own learning experience on on the next slide uh we get into Multicultural and multilingual education just a few shorter goals here um but powerful all Alum Rock students have the opportunity to learn multiple languages uh is the first goal in this in this area we want to ensure that that schools celebrate cultures and focus on cultural education incorporate cultural education and that school professionals are culturally proficient and provided with opportunities themselves to learn multiple languages and the third uh side of the triangle the third priority here is around early and expanded learning um we can scroll down to the next slide please and these are two two um related but distinct things and so there are elements of this that are more related to Early Learning pre-kindergarten and there are

069elements of this that are more related to expanded learning before school after school summer intercession programs um so students and families having access to free high quality Early Learning Preschool before and after school and summer programs that support this whole Child Development that we talked about in in the first priority uh that there's a shared understanding of how the school day and expanded learning are working together and uh aligned with each other and then a third goal here final goal around uh expanded and early learning engaging families as well as children and engaging older students to work with and support younger students so that's a bit of a rapid tour through the Strategic plan the three priority areas and the the goals that we have within them and as as the Strategic plan was adopted

070last June one of the major next steps that was identified was to do some more detailed uh action planning or implementation planning these goals are still at a fairly high level what is this going to look like what is the specific work moving forward uh and if we go to the the next slide please we have um just a few notes on the process that has has uh taken place since that adoption of the Strategic plan so right after it uh we had a oh can we scroll to the next slide please okay sorry just a little delay thank you um so there were a couple of management Retreats that uh included sessions focused on uh building out actions ideas for for what needs to happen What work is already ongoing that we need to

071build on in relation to these goals so that was really a focus on in June getting familiar with the goals in the plan and thinking about where is their ongoing work and what else is needed uh in August continued that looked at some some draft uh a draft implementation plan and had a session to look at each goal and see you know what are the what are the uh initiatives that need to happen who should be responsible for driving those uh what are indicators of success and what's our timeline and we continued that uh work later in the fall with some some targeted meetings and then in in Spring to uh refine that work into the the draft or rather the implementation plan that you all have uh today and that we'll talk a little

072bit mostly about the structure uh and if we go to the the next actually we can skip down two slides here so uh as as mentioned earlier the the Strategic plan sits at this pretty high level uh there's a vision there's three priority areas and there's goals within each the implementation plan takes the next step in terms of level of detail specific initiatives for each goal uh for each of those initiatives who's responsible for moving it Forward what are some measures of success and what is the timeline uh at kind of an annual timeline that we're anticipating moving the work forward on uh one just kind of uh footnote on the timeline is it is pretty high level just annual uh or by year but there are some um reference to or recognition that a

073lot of this work will take planning time itself uh and that some years will will be planning years leading into implementation year so maybe a little small to see but there's in the tables we'll look at in a second uh there's peas in some of the columns to indicate a planning a year and then eyes to indicate implementation uh so if we go to the next slide here I'm not going to walk through all of the the language on the slides but just wanted to share a couple of examples of what this looks like uh this is the uh the implementation plan table for the goal around implementing a multi-tiered system of support um and I don't think if that's legible to people you have much better eyesight than I do uh and and I'll

074just call out a couple of uh of notes Here so there's in the in the earlier years some planning to establish some documentation some consistent structures to standardize what the tier one uh instruction and support across district schools looks like and then there's some some reference uh as as well to specific training that will need to accompany implementation of the the mtss to allow all sites to provide those tier one Services as well as higher tier services to to students and families uh who need them and can benefit from them uh and then the next slide just gives us a second example to call out it looks pretty similar uh and and this one is really about schools celebrating cultures and focusing on cultural education and one piece uh there's a few places in the

075implementation plan where we call out the need to uh get clear about our definitions and get on the same page about definitions and so this is one example of starting with defining multiculturalism supplementing curricula uh with materials that reflect cultural experiences and identities of students hosting cultural celebrations and implementing the ethnic studies curriculum and some of this is ongoing work clearly but work that felt important to to lift up in relation to this goal of celebrating cultures and focusing on cultural education in the next slide as I mentioned those are just two examples across the um 10 goals that are in the in the plan and so this just calls out a few other areas uh that are notable a notable action areas that come up in the in the implementation plan expanding and enriching

076dual language programs and language instruction Early Learning Communications campaign and program expansion making uh increasing the availability of uh of those types of programs but also increasing the awareness of the availability of those types of programs Community Schools which there is is a an ongoing planning process around I mentioned a moment ago implementation of ethnic studies curriculum culturally responsive teaching uh professional development in in that area the district-wide multi-tiered system of support which we just went over briefly and enrichment opportunities for students so those are some of the things that are included in the full details of the uh of the implementation plan uh in the next slide there's got a couple more as we are looking ahead uh we want to continue to use this implementation plan as a guide for the work in

0772324 and Beyond and as I noted earlier one of the key next steps from adopting the Strategic plan was development of this higher level of detail uh in implementation planning uh also looking ahead there's going to be a need to revisit this regularly things shifts opportunities emerge uh uh things get implemented on a different timeline than initially anticipal would and so there's a need to come back to this fairly uh regularly annually to see what needs to change particularly looking at the next year uh and then reporting annually to the Board of Trustees on progress made and this was something that was included as part of the resolution adopting the Strategic plan so this is something that was requested effectively um by by the board along with adoption of the Strategic plan and then finally

078um people are cold later on hey that's important we want to be comfortable while we're talking about an implementation plan famous everybody left so now um this is just I kind of wanted to end on this visual which is very similar to what we looked at earlier but it's kind of filled in to show the connection between the vision and you know academic growth and and College and Career Readiness uh it it lists out in it and we could see in a blown up version or a zoomed in version that that it's got all of the 10 goals kind of nested uh within that space between the vision and those those desired outcomes um so ultimately wanted to to just uh share with you all a refresher on on the Strategic plan and to share

079the updates on on the work that has been done on implementation planning uh since last June okay thank you so much Aaron so uh with that I'll open it up the public comment okay seeing no public comment I will open it to questions and comments by members of the board vice president Herrera loera thank you and thank you so much for your presentation um I have a couple questions uh actually I'll I um I'll bring it down to one question I think we'll answer my second question on the goal of three a um I appreciate how we got the breakdown even further in our report here um and I have a question regarding the last um initiative that's listed there and I don't know if you have that in front of you I'll read it

080yeah you got it okay so that one um highlights The Early Learning um intervention um and referring obviously the students that are identified um for services and I'm wondering if I'm missing anywhere uh where we do the intervention for the K-8 students um I I see that missing here um as a mother of an eighth grader or now now ninth going on tonight um who you know struggled in certain areas um I for me it's very important that we also have that intervention um and that we highlighted somewhere so maybe I'm missing it or if you can help me find where the interventions would be yeah thank you for the question and and call out uh I I I do think this is where it is in 3A is focused on early intervention I don't

081I don't believe there's an equivalent um for older grades in the Strategic plan um you know I imagine there's ongoing work there so that's a good flag to see where we might incorporate that in some of the other goals great yeah I would love to see that thank you so much okay across the Explorer Shelton thank you um again I think I've been starting a lot of my comments off last meeting with like great job guys you've been true you know I'm new to this I'm looking at your strategic plan our strategic plan and think um what a it feels like the community is is um being heard the initiatives that you we've been knocking out a lot of these things and so it feels bold it feels representative of priorities um and it's you

082know someone who's written strategic plans and also I'm on the implementation side I know there's a lot of work under each of these so I Look to Administration and staff and understand this is a big lift but it really hopefully are the things that we've all identified would move the needle for our kids for our teachers um so I just want to compliment um everybody on this these are these are really great priorities so couple questions and comments um I do think measures of success you know help us understand um better are we moving the needle and so I'd like us to kind of reflect on such as like expand the availability of evidence-based Family Programs that's the the initiative the measure of success is calendar of offerings participation records like it feels like will

083we will we have a Baseline and will we like do we have a number so we can say three years from now we did that by X percentage so just trying to like when we get to the end line how will we know um versus oh I looked at the calendar and I don't know point in time like is this more or less so just things like that to help us measure our success really clearly um on the Community Schools uh work you know that is I think kind of at a Statewide level right really um it's exciting and just wanting to make sure that we bring that back on a regular basis to understand where we're at you know we've got a planning I know I think we have the planning Grant we've done

084some Community engagement in that um I think it feels like this this coming year is a big year for understanding what the next steps are for Community Schools so kind of like a short-term um priority for the Strategic plan um so I want to understand that more in the coming months and I had um so more from like what is a strategic plan right it's an aspirational document right it's and I think that some of the work that you've all done and the things we talked about tonight about really being explicit about being an anti-racist organization um I feel like we could challenge ourselves around diversity more right diversity we have to celebrate it we do celebrate it um but there's more there we should be leaning past diversity um we say inclusion a lot

085from like uh you know from our different abilities um but I feel like we could be centering um anti-racism more you know go be going Beyond diversity so it's just again um our guiding principle around diversity I get it right what could we do more how can we be more aspirational around some of the other pieces that we um are talking about and I think ethnic studies is is a huge it's a huge lift in Milestone um so what else right and so strategically I just would like us to keep pushing ourselves and um great great start and I look forward to sort of at an annual basis how are we looking at the measurements to see where our accomplishments on our challenges and where we have barriers that we need to either bring resources

086or policies Institute so thank you thank you uh if I may yes uh more precedent because I see Dr Alamos I'm here and Community Schools is kind of embedded right Aaron Aaron and Dr al-man have been working if I may give the board a brief update Dr almasan about what we have been able to do up for now regarding that a little bit about the definition could it is part of the Strategic plan it is part of what we're going to be doing we I well I'm going to let Dr almasan kind of give the board a brief very brief update around that I will try to do my best and I apologize for my congestion here so um the Community Schools planning year has been an amazing year where we engaged um members of

087our bargaining units with area with Coca with our Community Partners from different organizations such as scoey verse 5 um fidango Catholic Charities as well as parents and students and so and of course members of our Administration right and within the last 10 months nine to ten months we have used our planning year to basically align the vision of community schools with our strategic plan because we see that Community Schools really intersect with all the three goals that you have heard of tonight as well as the overarching academic growth and college readiness Vision as well because really Community Schools really expand the learning of all of our students in K through 8 and trustee Herrera who asked about where do you see the interventions right and I see the interventions for example in the ntss structure

088that we are going to implement because this year we really are we really tried to ready the system first before we implement and so when we value the system we have to look at all of our areas where what are we doing well and what are we still missing and that work is really going to come from even more from a deeper level and into intentionality when we do the planning with the schools because that's the second level of our year with the Community Schools so that we continue to ready the system with parent input Community input teacher staff input as well as the student voice right because that is one of the most important uh pieces because our consumers our our students are our consumers of the services that we give and so we

089cannot forget about them as well and I know from work with state and federal we are also ready the system to bring in that student advisory committee as well so we would like to also bring back that thought um to your attention as well and so really another aspect of the Community Schools is really intentionally aligning the services that we have already impressed and strengthening um and knowing the needs of the of the community through a asset mapping and strengths analysis that will be coming and being part of that work that's coming up and we're also and we're also in the I think final stages of asset and wrapping your needs assessment as well so more to come on that and I know I've said a lot I know I talked about it you had

090said very briefly but but I get excited about this type of limit I got really excited so yeah for the implementation Grant okay right uh in March of 2024 because we have two years of planning yes so that will be coming soon president Pam can I follow up yes thank you so much thank you Dr Amazon um I wanted to I was in a meeting today with the San Jose Youth Empowerment Alliance it's the former San Jose mayor's game prevention task force interagency committee and it was I uh was brought to my attention that the county will be putting out the wellness center RFP uh shortly um and so it felt like a lot of this planning and your asset mapping and all this good stuff and right this is I think we probably have

091a good footprint in alamook but have we saturated right and what right um I don't know if we've saturated so no so those according to what I heard today would be um I think that uh it'll be released soon or released in September or due in September I'll I'm hoping you have a connection but I can help make that connection we appreciate that okay that's through the county exec's office and then the the other piece is just about um you know interventions in general you know the Panorama data that we do have I think is just you know critical to sort of understanding and lifting up to to get all these resources to the table because that question about belonging seems to be with all the partners um are are at like the the children

092of the agenda for kids in common their next year is going to be all focused on do kids have a sense of purpose right this this whole post pandemic um you know we're hearing you know their board or anxious or depressed and you know yeah self-medicating with whatever that is right so um so I think you have the rich data you've got sort of the structure and the planning in place so how can we leverage and bring the dollars to make all this happen so awesome okay thanks thank you so much further questions and comments by members of the board seeing them thank you so much Aaron and thank you so much Dr Amazon for providing that that additional primer to the board uh with that we move on to comments and Communications uh item

0934.1 Teamsters Teamster Center regards oh no I don't know if anybody's here from Teamsters Alan was here earlier on and since his regards to divorce I believe they um ratified this afternoon [Music] okay uh with that when we want yeah 4.02 California School Employees Association okay we have Robin I forgot your last name Robin I apologize yes that's okay hello uh members of the board superintendent power uh some of you already know me for those who may not my name is Robin James udegard the Labor Relations representative from California School Employees Association representing csca's uh Alum Rock chapter number 305. it's my honor to be here today and primarily I'm here representing the chapter and on behalf of chapter President Sharon Fontaine she is not able to make it today but she sends her best

094regards and of course our sincere congratulations to all those classified employees that uh are uh retiring and we wish them a wonderful fantastic retirement we also want to extend our congratulations to all the certificated uh bargaining unit members that are retiring congratulations President uh of the bargain area bargaining unit and to all those uh in your unit that are that are being honored today and we just can't say enough to to you know say how much we appreciate all of our classified Heroes and certificate Heroes for all their years of service and dedication and you'll never be forgotten for everything you've done by your you know bargaining unit brothers and sisters and by the the board and the superintendent and certainly most importantly you'll never be forgotten by the the students whose lives you've impact

095didn't change forever so thank you all thank you thank you Robin thank you okay I have 4.03 Alum Rock Educators Association honestly I just want to thank you all for this evening for this day for this last 33 plus two more years I actually started as a as a substitute and then attempt and it was when I got like my temporary contract ended and I didn't know I was on a temporary contract that I got involved in the union that was 33 years ago anyway um you know it's with a lot of mixed feelings that I'm decided this was time but I have to say today I was over in Sanders classroom for a little bit and um Mr Pedro the custodian over at Chavez who I dearly love said you know you're you're just

096walking off the field and it's like I thought wow that is a great way to look at it especially for those of you that know how much I love baseball it's like I can I can smile at that I mean especially considering what the alternative could be I'd rather be walking off the field I'd rather be walking off the field with a contract settled but rather obviously that didn't happen yesterday we tried with mediation I would rather have it settled for the best on behalf of our our teachers um to the best that it could be rather than just tied up for me to say goodbye to that makes any sense um I I have concerns moving forward and I I mean you know how I feel about Alum Rock um I truly hope that

097some of those concerns that I've expressed are taken to heart and that you realize what hard-working dedicated passionate teachers are in this district and the students that we serve how they deserve the very best and to get the very best we need to offer the very best teachers a good contract so moving forward I I as you know I will be stepping aside and I'm probably off the clock in my email accounts probably already been deactivated but um it's it's hard to let go and I will be staying totally involved and connected with um hopefully many of you and of course with Sandra um so while I made these slowly walking off the field I do have total confidence and Trust in who is who will be taking over so for those of you that

098may not know Sandra Rivera and I have worked together as President and Vice President we've been a team for the last 13 years and honestly it's like I couldn't have done it without Sandra and I hope that Sandra finds a Sandra to take her place so with that good luck and thank you everybody so with that we I like to give you a warm welcome Sandra to your first at-bat and there's no pitch clock that's read this with tears in my eyes Okay Dr Bauer born esteemed colleagues Alum Rock families and friends I stand before you tonight following in the footsteps of my mentor colleague friend and pseudo mom it is with great pride and tremendous honor that I get to represent the educators of Alum Rock as the new president over the last 13

099years my partner and leader has shown me what it looks like to lead with Grace confidence and style Although our roads between the district and area have not always been straight we've had detours and had to work together to fill in many potholes but our goals have always aligned in the end arusd families and friend of students is where the heart of both sides lie as I embark on this new journey I am hopeful for the future of our district our goal is to have everyone succeed District staff Educators classified teamsters and Families I hope we can come together to work on issues that arise I am hopeful that creative and innovative ideas and the ways of thinking outside the box come from both sides we need solution-based ideas we need teamwork we need flexibility

100and creativity on all levels not just on the Educators in our Educators classrooms as my colleagues and I end our 22-23 school year it is very disheartening that we are not able to celebrate a settled contract with only three articles being discussed it is frustrating that we've had to play a cat and mouse game to get to where we are now we are seeing more and more Administration jobs being created and filled while our classrooms are still without teachers we have seen many colleagues in both area and CSEA leave this year due to the lack of professionalism that is being set forth because we're unable to reach a fair and just contract as summer has come and school is out my colleagues and I have wrapped up another year in the books and while some

101may say I know many will leave because they are being offered different compensation in neighboring districts please help stop this endless cycle please help break the this is the way things are done in Alum Rock mentality I'll be out of town for a few weeks celebrating my youngest son's graduation from high school and turning 18. but when I get back I would love to sit down and meet and talk about how we can help move Alum Rock to our brighter and better future where everyone is made to feel respected well taken care of and treated like the families we serve every day I hope I can do area proud and lead them half as well as Josh Linden she has set the bar high and left some pretty big shoes to fill but it is

108staff our families have the best um and so you know I just think of the highlights um both the good and not so good um and again you know I think it was important for it to come up to come up to ensure that they don't continue the not so good ones and that all the amazing things just flourish and grow um and that we can do what we can as Leaders to support our staff our teachers um so we can continue to be their best um in the best way that we can and so um thank you Dr Bauer for being the head the superintendent of our district um thank you to my peers on the board I'm doing our best and I just want to thank each and every one not just of

110that we want to hear about all the accomplishments and everything that they're uh doing um and that you know they always have a place to come back and give back to them I want to be teachers in the future they might want to be superintendents they might want to be school board members that we always have an open door for them and also actually the limiting classes from kinder uh tkins to Kimberly fifth grade to middle school so the babies um it is exciting it is exciting um you know I just it's just dream come true advocating for uh here and so I'm honored uh to be a part of this movement of this new Isle of Mock and I look forward to the many more accomplishments that we will be here celebrating together thank

111you okay thank you vice president Herrera loera but Quintero um have the opportunity to join uh at the couple of promotion ceremonies and I always really exciting um the energy is just infectious and um it you know it never gets old um it's I I consider it a real perk to be able to be a school board member that goes out there and see the faces of all these kids uh and it's not just some person from the community you know it's so we were there for a reason um and so it's really really exciting to to to see the energy that's there by the kids the family um hey everybody and you know shout out to the folks at Madison that just really went over the top today and you could just feel the

112energy like over the top and so it was great it was amazing um and so it leads it leads me to conclude that that doesn't happen by itself it's uh because of the work of our teachers um our staff everybody who's putting in the work you know as the kids are you know they were holding their ceremony inside campus and so other kids are running the class because they're still having to and so it was cool to see the live campus and all while the celebrations are taking place um while kids are moving around with their equipment they're their instruments you know it's really amazing to see that happen live right there um and so with that being said I I want to thank you Jocelyn for the work that you've done I came onto

113this board I think a couple years after a few years after you had taken over as president and so I lucked out and being able to be on on a board that had a um a the leader of the largest bargaining unit um that you know knew what they were doing that uh was uh was was in it for the right reasons to move our district forward um I I want to underscore and reiterate that we are lucky to have had you because they're you know there's board members talk and you compare what's going on in the places there are folks who are just in it for themselves for their particular unit and while you zealously advocate for your members like you should you still look at the bigger picture and it's always been the

114case I know that um we've we went to some really tough times and you could have just said figure it out on your own um I gotta focus on my on my people here and that's it um but no you didn't you stepped up and made sure that the community as a whole was left in a better place than you found it um and so thank you for that I really appreciate your um your diligence your your commitment to the district um um thank you for being there gracias acrostic Flora Shelton thank you president fam um yesterday I did attend uh two promotional ceremonies I was a little late to avalante one so I was just kind of in in the back watching all the action and yes the Infectious the band that we heard

116community to get out there the other infectious event um was a the Shepherd Middle School uh promotional ceremony Independence High School um that President uh fam and I got to attend and again just the the music and the families and the joy and the diversity it was just um it again it was infectious and just wonderful to be a part of the community seeing um again sort of that there's so little still in eighth grade and some right and they're just kind of seeing them ready to Embark um on their next Journey um I saw superintendent Glenn vanderzee today and I thanked Tim for you know hosting us at these um for these promotional ceremonies um but again a Shepherd Community and other communities I I do look forward to having that presence next year

117um I will say to just kind of looking at enrollment as we're wrapping up the year about 7 800 students so when we have this conversation next you know June you know all of this investment all of this work you know I know uh we want to up our numbers but maintaining those numbers and making sure that we're um changing the lives of those um 7 800 young people in our community I think is is job number one for us so I just thank you for being a part of this um looking forward to lots more Partnerships and I do want to wish all the retirees um rest and and gratitude but all of our teachers and all of our staff kind of take a take a breath take a pause and then we're back

118at it right so um again just thank you um you guys you guys are smiling right now it's not back at it um but it is a team effort and Dr Bauer thank you for your leadership um uh in times of joy and in times of um constraints and challenges and take that breath and then be back at it with your team so thank you all righty I will wrap up since I've got quite quite an update but first jealous I'm going to I'm going to miss you and I know that Sandra may have left the room but I want to congratulate Sandra Rivera on uh on her succession to the presidency of the Alum Rock Educators Association I look forward and I think I can say for my colleagues we we look forward to

119uh a long and productive relationship and dialogue and you know and to validate uh Sandra's uh considerable tenure with this District as well uh boy it uh You Know It uh and a Twist of uh personal history you know 25 years ago I want the aisle at uh the power Middle School eighth grade graduation uh at James lick high school so uh 25 years later I'm in the position to close out this District's 93rd year the see our eighth graders go off into the world and have my signature on their diplomas but uh nurse things first so uh last couple weeks of the school year I visited paint term that column and Shepherd uh I had the opportunity to read to the Vietnamese dual language classes uh the kindergarten class was uh very very interesting

120and I I had the uh you got a Kinder yes the the famous you know uh after I read they all being stuck in the Chuck E cheese balls you know but uh uh you know but I just received a thank you card from their class and I'm very uh you know gratified to see the programs growing to third grade where you know painters in a great place uh McCallum uh Miss blank had the best uh silkworms in the Cocoon so uh uh first graders uh first graders raising you know uh raising silkworms to study the life cycle of an insect I mean uh you know great things happening and uh I thank superintendent Bauer for joining me in Kitty meet the class that Miss lipinski's third grade uh where the the topic of the

121McCollum playground was the hottest topic they couldn't stop asking about that but uh but uh you know uh great you know great to see our kids learn uh the elements of democracy also the elements of you know freedom of the press and journalism and to ask important questions of their public officials uh at Shepherd I saw off the eighth graders I visited Mr Pickles the clap the the the the the eighth grade science patent yes I went to to their graduation and Independence High School where I told uh trust before Shelton yes I I have home field advantage because that's the high school I went to but uh but uh you know I want to congratulate all our eighth graders not just but also uh Renaissance at Fisher Renaissance at Matson Joseph George Okala um

122you know uh what is it the aptitude Academy of Goss Hubbard media arts academy Adelante one and I don't want it too which is uh which graduated their first class of eighth graders today so uh we are all we are all proud of you and I I wish you all you know all the best in all your future endeavors uh and I hope that your their time your time in the Alum Rock School District has given you a great start to your education uh uh let's see here a parent University at the Rancho Del Pueblo Golf Course uh record setting turnout over seven 700 parents came out uh you know we're you know uh great collaboration between our district and thirsty to give our community uh opportunities at other districts and Charter Schools don't offer

123uh but uh you know it's always important to be able to connect with our parents and to let them know what their District can do for them uh I attended the Alum Rock jazz band fundraiser last night I mean last Saturday at uh Mount Pleasant High School that I mean one of uh always great to support uh I would say one of the two crown jewels of the Island Rock Visual and Performing Arts program uh you know he uh he isn't here uh you know I I think he wasn't able to make it but uh Randy Barber is the retiring music teacher that was his final concert uh as a as a active Alum Rock music teachers I you know two would like to wish him all the best in his retirement and I I'll

124always uh you know uh Randy Barber and I have a very nice in the sense very nice relationship he he speaks his mind and I I appreciate it and he's a fine musician and I also uh appreciate that greatly so I mean uh thank you for all his years in in service to Alan walks his Performing Arts programs uh vice president Herrera and Laura and I attended the mayor's budget Town Hall at the Mayfair Community Center uh uh on the 31st of May uh we you know I spoke with councilman Ortiz and you know we've making progress about the issue of uh uh homeless encampments but also and gratify to learn that for the time being uh you know my efforts and as well as a superintendent's efforts of worn fruit and uh having San

125Jose learns uh funded in the upcoming City budget so we're able to provide ownership State protect that that funding for our uh for our students so you know with that note this you know this has been a uh interesting interesting school year to say nonetheless uh also and so like I'm halfway through my board presidency so I thank my colleagues for bearing with with me this is my first this is my first rodeo with The Gap up here and also superintendent Bauer and her cabinet for uh you know uh uh bearing with you know we're bearing with my presidential style as well I mean you know I hope I I haven't been too onerous but uh uh you know this has been a very very active presidency and you know a good chunk of that

126and you know uh could not you know uh would not have been possible about the administrative support to kind of have you know have this uh you know uh vigorous vigorous School Board presidency so uh with that I'll close that out and we'll move on to item 5.01. I just want to make a brief remarkable industry yes as uh was mentioned um had its first graduation and I'd be remiss if we did not recognize the leadership book then superintendent Fists who stepped up and uh you know took some Extraordinary Measures to move I uh I remember I very approached him and said what are we doing with so many people on a waiting list being let go when we have declining rooms what do you want me to do about it figure out how to

127keep them we don't have space to create another school and um to his credit he went ahead and jumped on it and figured out how to make it happen um and moved forward and so I want to I want to recognize his uh his leadership in that as we acknowledge the fact that we have this growth as a result of the of the work that was done that uh back then and so appreciate um that those actions took place that has allowed us to keep some of those parents in that otherwise more more than likely would have moved on somewhere else so though we need more of those ideas um I in addition to that I would you know not be able to sleep tonight if I didn't mention the parents the founding parents especially

128that were the glue uh superintendent left you know and went on to do other amazing work somewhere else I'm sure um you know but the the parents that were there ensuring that we brought our kids to the school that we stayed through um and up to the 11 students that graduated was it promoted yesterday 11 students and their parents that ensured that they you know brought them and um stick stuck through the process I just want to highlight you know the PTA especially Myra and Ray Pineda um yes just want to highlight their work of endless hours day in day out um up until last night ensuring that our children there had an amazing graduation um and they you know they've gone through a lot so I also wanted to mention them thank you uh

129[Music] reminding me of that so with that I will thank you a little bit a fun farewell to our retirees our graduates uh you know uh have a to do to our families and our kids who are continuing with us or about to join us uh have a great summer we will see you in we look forward to seeing you in the fall and uh thank you for keeping us still east side San Jose's largest provider of uh zero to eight public education so with that uh we moved to item 5.01 public hearing local control and accountability plan would you please open this okay so I declare the hearing open at 809 pm um uh just let let us the public if there's any public comments okay okay so I will open I 5.01 to

130uh a public comment is there okay seeing no public comment I will close the hearing at 8 11 and with that we move to item 5.02 staff presentation I'm gonna turn it over to miss Garcia thank you Miss Garcia good evening board President Van Dr superintendent Dr Bauer um Board of trustee Community um Sandra Garcia uh director of state federal programs and it is my pleasure this evening to um share with you uh draft of the 9th of 19 I mean 1900. local accountability plan um so let us begin so it's always um not sure there it goes so this time of year is um always a good time to reflect on last year's um work uh in terms of the lcap actions and services and look forward to next year and see what we

131can improve on and continue to provide to our families and students so that they are the students are successful in our schools as part of the adoption requirements we're required to hold at least one public hearing which we're doing this evening at the same time we are going we're required to um uh also [Music] um share the budget for the school year and the budget will be for parents and then we in a couple of weeks we will have another meeting so that we can bring the plan for board approval which is on June 22nd this is just a reminder of what the process has been this year we are now at the public hearing stage and stakeholder feedback and then we will go for approval on June 22nd before we submit the plan to

132the county office event by July 1st I shared this last month so I will not share it again this month but just a reminder of the overall considerations um after we did all of the reflection on surveys data and forums the data from the forums and feedback from the forums so what I'm going to share now is um just uh some slides on the lcap draft and it includes the budget overview for parents there are three slides that were required to include in our lcap plan annually I'll be sharing a little bit of that with you um so some results in the annual measurable outcomes the four l cap goals for the 2023-24 school year and the actions and services under those four goals it's a little bit on the budget overview for parents so

133this chart here um shares with um families um a big picture of what the budget will look like and then the pieces that are in the lcat so uh the alamac school district for next school year um is projected to spend um the 156 million 274 232 dollars um in the whole budget of that total amount 117 million 649 000 is for it's from lcff and this is kind of small to see but it you have copies of it um so 25 million of that is for State funds um that we also um use in the total budget and then uh five million of those are federal funds like Title One title two title three title four all of the title funds that we also um include actions and services in the lcat but they

134come from federal funds um so 28 million of that lcff dollars is what has to be written into the lcat and that's what I will be reporting on this evening is um that that portion of the outcome and that is um based on the enrollment of our high needs students this chart shows the budget expenditures in the lcap so the total budgeted general fund expenditures are 163 million a 534 980 and the total budget expenditures in the lcap are 133 million 476 033 and um those are um uh the actions and services that are required to be written into the lcap the remaining um dollars are used for operating costs for retirement um uh system and for the federal and state and local um other grants that we receive that are not lcfs this last

135slide that is for the budget overview for parents um goes over what the total budgeted expenditures were for last for this current school year um in terms of high needs students so we projected that we were going to spend 26 million 695 554 and we spent uh 26 million 991 389 000. so um this is um a comparison of what we actually budgeted what we budgeted to our actual expenditures so those are the three slides um that are for the budget over for parents that were required to share annually with our parents in terms of our annual outcomes last year when I presented to the board um there was a request that I um show the metrics in a little more detail what I did was I brought kind of a general um overview with

136some of the highlights and there was a request from a few board members to break it up more as to what is our final goal and where we are at this point in the year and so that's what I did this year when we wrote the lcap um two years ago we're actually going into our third year of the lcat when we wrote it two years ago we are to come up with metrics that are going to measure growth for each of the goals and so I'm going to share a little bit I'm not going to go into detail because it's several metrics but I'm going to show you some highlights of some of the metrics for each of the goals um and so um oh this one did some of the notes that I

137had put in here okay well it's okay I remember so some of these I wanted to highlight because we did have uh either growth or we showed some kind of growth in the areas and so are there usually areas that I highlight the most um and one is in the professional development so this year um our goal for the 2023-24 school year after the three-year l cap is to have 75 percent of Staff participating in a minimum of One professional development and this year in the way that um PD was organized 100 of our teachers were able to engage in some form of PD throughout the year so that is one area that I really wanted to highlight and the other is that our goal is that 85 of Staff will agree or strongly agree

138that the PD support the work in their classroom um and we're at 68.9 percent um that responded favorably to the PD that was offered so that's that's a really good number so um we do have other metrics and I know that this was shared with you um um before the board meeting so I'm not going to go into detail on everything but these are our fast Bridge assessments and S back results and um where we are this year and where our desired outcome is for next school year and you know I think we all know that there is some work to be done in this area and we will continue to work on improving and making sure that um art we get as close to pathway of meeting that goal that we have for next

139school year um another one that I a couple that I wanted to um point out as highlights was the inventory for student devices and classroom technology um there was a lot of work done this year on ensuring that our students had one-to-one devices take-home devices and um we were able to provide a hundred percent of students with a device and a majority of the sites have implemented the one-on-one take-home system so we'll continue to work next year on those sites that still don't have a take-home system but to ensure that all students have that and that's our goal for next school year um okay the other one I wanted to point out was the Foster who supports um spreadsheet so that is a metric that we uh put together a few years ago um making

140sure that our foster youth um did have the additional support that they require to be successful in school and so um we were able to hire a half-time counselor devoted just to our Foster and homeless Youth and um for unhoused Youth and so that counselor is um how do I want to say connecting with our foster youth on a regular basis and their families to make sure that um if they may have need extra support additional support I mean it could just be that they need a backpack or they need funding to be in a sports League or you know something related to school that they may not be able to do otherwise and so um The Counselor is also there to provide additional counseling support if the student needs that in addition to what

141they're already receiving so that's something and we're keeping a log of um the connection that we're having between our office and the Foster Youth and so um I just wanted to point out that 94 of our foster youth received some type of additional service this year and it wasn't because we didn't reach out to all but the others either said they were fine they didn't need any additional support um even after contacted so that was another area um goal two um the one that I really wanted to point out um which is a great achievement for all of us and I think it was reflected in our um LP this year as well is that we were able to reclassify 184 students this year so that is a great achievement and if you'll see here

142our goal that was written three years ago was to reclassify 75 students so we are we reached that we surpassed that goal the very first year so we're doing really well in that area and I really wanted to point that out yeah this okay I had put this in here I don't know why it didn't come up but we um we the other one I wanted to point out was the pathway to Zillow by literacy um as it was stated earlier we did um increase the number of students that received that award this year by 10 um last year I believe yeah so it was more than five more minutes and so yeah so this year whereas last year response 12 or 13. yeah so we're very proud of um that achievement as well continue

143to work in that area to make sure more students can achieve that award but uh again it is um it is a pretty rigorous process to to receive that pathway award oops um also in uh go to um there were a hundred percent of teachers that participated in PD as well and again it was uh to the way that it was organized that was done during staff meetings and teachers were participating in um uh additional professional development to support their English Learners in the classroom um goal three um the one that I wanted to point out was we did increase our monthly daily attendance um a little bit every little bit helps I believe it went about about up about a percent and a half this year which is great and um let me see

144the other one I wanted to point out that can be used to this thing now okay um the other I wanted to point out was um the um the back of student survey so 76.5 percent of students responded that they always are almost always enjoy their arts program and so the reason why we're gathering this symmetric data for vapa is we really want to correlate the vapa program with um uh student wellness and positive growth in that area and seeing if the there's a correlation between students that are participating in these Apple programs and their overall well-being and um positive growth in that area so that was something I wanted to point out and then the last one in this area where the student support loves the student support logs are um uh done by

145our counselors and our SEL department and um is a very tedious process can uh attest to but they keep track of every student that they um serve in the school year and when we wrote the lcap a few years ago um Dr Amazon and Dr Ortigas and I sat and talked about the importance of knowing that we are um really targeting our high needs students our English Learners our foster Youth and our low-income students and so in addition to keeping track of the students that they are serving they also keep track of if they are in the high needs area and so as you can see here the department the counselors supported 83 of the students that are enrolled District white have been supported by School counseling staff so 83 percent of our students are

146enrolled students and 85 of those students that were served uh were unduplicated high needs students so very good data for us to have and um I mean it's not a good thing that so many kids need the support but it's a good thing that we have the services to support them so I wanted to make sure I pointed that out within in terms of both four um we increased our um attendance for back to school um night and open house and of course you know we did because last year they were virtual but we still had a lot of parent participation in our in-person when people were just really excited to be back on campus and and you know able to participate in these events so that was a highlight I wanted to share and

147the other one didn't know that the other one was that our debt so that was something that I really focused on this year was to increase our DAC participation because over the pandemic it did um decrease and a lot of it was just you know everything that was going on during that time we did see our participation slip a little but we are back up to 72 percent for that participation and we need to do some work on these guys still okay and of course I have to highlight our parent University and both events that you know every year we continue to increase the number of families that participate in this these two events 312 in the fall at Shepherd and over 700 parents and family attended the spring parent University event okay okay so

148in the draft um lcat for next year the goals there they will remain the same we will have four goals um there's no change in in the goals that we have so um the first goal um the actions and services were pretty much remain the same I'm just going to point out a few um additional items that we're going to be working on one is that we are expanding the school day intervention support um this year we were able to um have uh ptosis features on special assignments the intervention specialists at 10 of our schools um and for the middle school they had a full-time and Elementary had a halftime it was shared between two and we weren't able to staff every school unfortunately we just didn't have a staff to do that and so

149next year what we're going to do is um this this is being we're using um covid funds for um this service so we still have those covid funds so we're increasing uh the amount of time that those choices will be at schools next year and they will also be supporting in the area of math which we know the support is needed so that is a plan for next year and then the um develop an ethnic studies curriculum will be something that we'll be focusing on for next school year and then um go two will remain the same the actions and services providing the professional development the extended day programs summer programs for English Learners workshops to support families at home to support um so that they can support their students second language acquisition and then

150the the support for the long-term English Learners to continue to reclassify goal three um just a couple of things that I wanted to point out uh is that we really want to actualize a multi-tiered system of support we know that we have components of it some schools have one all built out and other schools are working on building theirs out but we really want to have a district-wide mtss where we know that our kids are getting what they need when they need and in in the appropriate way so that's one of the things and then the other is targeted services and support to address chronically absent students and that'll be done through our differentiated assistance work um and goal for a meeting with uh parents this year um the one of the common themes with

151parents was they really wanted to have more fun family activities where um uh school um connection can be made um I I'm guessing that from the pandemic not being able to have things on campus parents are just really feeling like they they want to be able to connect more with teachers with staff with the principal with each other and so it was mentioned several times about just having fun events for families to be able to come out even if it's an educational or academic type event to make it a family event where parents can come out and connect with one another so I put that as something goal for to really look at and and try to work on um and then continuing to build the capacity of our parent leaders in our advisory groups

152so the next steps are um bring it for adoption on June 22nd um the next two weeks will be just finalizing it and making you know kind of looking at it one more time to make any corrections that need to be made and then submit it um but I'll capture the county office event for approval by July 1st thank you all right thank you so much Sandra so with that I'll open uh 5.02 to public comment the hearing oh oh okay yeah force of habit force of habit we had the hearing so uh any questions and comments by members of the board Krusty Forrest Shelton thank you um thank you Sandra um couple comments then uh some questions the the last part you were saying about the kids looking for fun events I was um

153it's really interesting because I was invited to um Escuela populars eighth graders did some some work and through San Jose State and they invited different stakeholders to come here their kind of culminating work and that was other than the local kids wanted more recreational activities they wanted fun family events that were bicultural and um and not just on campus but in the community and a lot of these kids didn't know about like the school of arts and culture right or things you know um Community level events and I know the the pressure for the school to put things on but maybe if we could do more Partnerships with you know the school of arts and culture and have it be an Alum Rock family of it so it's not just on the the backs of

154like the principals the teachers to put on these events or bring in Partnerships but I it's interesting you said that same same type of um thing that we were hearing um this is you know it's just amazing it's a lot of like work and it's exciting to see how it all interconnects I am would like to see I don't know when or how I just don't see the landscape of the number of high-risk students by category right like Foster youth what what is it over years is it growing is it going down um the number of unhoused Youth um you know it's it's got to be higher right unfortunately it's just I we know so I'd like to so by category kind of see over the years you know either in the annual report or

155you know foreign to you all to see like what what data you all have but I know the budgets are based on the number of kiddos right and so I just would like to see that so it'll help us tell the story right but also um you know unfortunate you know the unfortunate story but these are this is how we're spending our money based on these number of kids I'd like to see that at some point um and then there was some other thing I can't remember what it was but so I wanna I wanna be clear so that I can follow up so I'm envisioning let's say that we started with last year I don't because it's like after the pandemic year type of thing like if we were to do 2122 22 23

156and moving forward to collect that kind of sure I mean I would imagine that this is always based on those numbers right so we we would probably have it since I mean I think the pandemics always didn't have an asterisk around it you know just how hard it is to collect it so if you want to start with this year um but could you also mentioned how to connect the dollars to it so that that's a little bit you know I'm trying to you don't have to connect I'm what I'm assuming is the the numbers I mean the the dollars are based on the number of kids in those categories right so that's what I'm just saying I'm assuming you have it however you want to bring it back is fine I just think it

157gives context for why the 25 million or you know um that would be really helpful and then I do remember my my third thing was um I think we're seeing this throughout the agenda just our overall vacancy challenges right whether it's Perez you know um uh so it would be really nice to have like maybe a regular report on our vacancy rate you know how we can talk about hiring issues related to that I see you know vacancies were a challenge to to meet needs here so I just think that's just everywhere so it'd be nice to know what our um Alan Rock vacancy rates are you know by classification okay thank you vice president thank you so much Sandra a lot of work like trusty Shelton Lawrence mentioned and thank you for listening to

158our feedback and coming back and providing more um additional information um I know it just added more work but we really appreciate because then we understand the full picture since we're not in the everyday um in and outs of of this work um so thank you for highlighting you know in um naturally you know a lot of the good things a lot of good things happening um and I wanted to come back and kind of you know some things we skimmed through um which are the not so fun stuff um but I think as trustee uh for Shelton mentioned it would help me understand the pictures and I don't know if it's in this area you know in the lcap but maybe just for staff uh superintendent I know we talked about in our one-on-one

159and I'll highlight it here um I would like to I saw the um 2004 students that were suspended and I would like to understand what the suspensions were for and um I know that in general uh you know we have the um we've been provided the presentation with a lot of uh providers that provide the resources and services to our students in need um and you know you highlighted um very beautifully um the Foster youth English Learners low-income students with special needs and for me that you know suspensions and I don't know what would call we would call that category but I think it's another category that's missing in in that area if that makes sense um and I don't know again if it's alcat but maybe you know another just kind of report back

160to understand um what the suspensions um are for and then ensuring that we are providing and have the adequate resources for students um to be 200 for a lot it's a lot of students for our seven thousand I don't have the exact number but that we have um can I clarify real quick yes so you want to know how many of those suspended students were Foster youth sorry thank you for clarifying I want to know what the suspensions okay okay and again I don't know if it's in this cell cap if that's right and we're like what's even your area or if it's for somebody else we talked I'm we're trying to create that kind of a report it will be a suspension report we've done it in the past yes like the courses how

161many by grade level things like that yeah and yeah and then I don't know I mean we could talk about numbers for me and maybe it's just me personally to understand sure um you know I don't know if it's something that we've been back here at the board but just you know something that I would like to see um so yeah and the next president would you would you mind actually including having the suspension data include by high risk student because I think that helps also to tell this you know yes if we could get it by Foster you know if that makes sense if they might not be in the high-risk category but sure include it um and then yeah I've been thinking we'll show this the storage right I um I'm in agreement

162and then I just had a question about the less than one percent middle school dropout rate what does that mean like what is considered who is considered a dropout [Music] um and I know it's less than one percent which is I mean the less than one percent for that well basically basically we have students that actually disenroll but sometimes for example a McKinney vento student and then they're not coming to school and then we do a home visit we'll do a wellness check um and then they say that they don't live there anymore and we don't have another District asking for their tune got it so I figure something like that you have to confirm you can provide more data for you that's helpful I mean I just want to understand who would be considered

163uh um that makes sense I it's not a technical uh you know because Alan Walker is a theater district in the east side Union High School District isn't it sort of more or less customary 40 uh you know for the relevant boundary High School to you know pick up on that cumulative folder that's right Dr Brown and I think that's what Norma was saying okay if it's if a student falls off the Raider right oh the state is saying we have some kids falling off the radar okay so that's like when nobody asks for the Cure folder and we cannot find the kit oh right that's what this means and thank you and so much Norma yeah when trustee asked me I was like okay we need to follow up and that's why they're here

164thank you and we take it one step further on Ellen block we check in Cal pads also okay to see if they're out of this and within the state of California but at another District so when we don't see them there oh yeah okay thank you um and let's see I think more just have a comment um you know being a parent and having gone through uh nine years here in our district um always thinking of how can we engage our parents more right how can we have them show up how can we have a hundred percent showing up um and I know I talked to Dr Barr about this uh on the parent attendance for open house during the Spring and I'm sure there's a reason why we have it so late but if

165there's a possibility of moving it up I think it might encourage more attendance um yes so I just wanted to I was just going to say that um hopefully we can I heard from a lot of principals this year saying oh it's so late in the year and so many things happening so maybe with academic Services we could talk about maybe asking them to have it like in March before testing stuff before all the craziness of the end of the year starts so that was something I was thinking about too and I think that would also you know put our numbers up for attendance yeah I mean not that parents you know don't care but it's almost like at the end and you know um yeah so anyways thank you so much yeah I appreciate

166the information and thank you Norma for providing the additional information any further questions and comments approval oh yeah okay you know but thank you though you know I just want to take a general you know uh uh I I'm glad that at least the uh the glass is half full uh you know I know that we we were you know we are some ways off from our desired outcomes but we are more than halfway towards our desired outcomes per fast Bridge assessments and S back results and we there are highlights as well and you know I'm gratified that we are really really doing great work with the reclassification of English Learners and that you know that feeds you know hope you know the hope is that will eventually feed into high school but also greater

167results you know or an improvement or actually getting closer to our desired outcomes as they progress and promote through through the grades as well and I guess the you know uh and I you know the only other thing is you know uh I know that there's a little bit of discussion about suspension by my colleagues and I just wanted to kind of you know that this has been a uh what is it uh interesting year uh the the after this psychological after effects of covet are are still with us you know students we you know we're still we're discovering that uh you know distance learning has you know uh has created some effects in which we we're we are going to be living with for for a while but you know if I I want

168to take this opportunity also kind of caught you know uh that uh the the examination and susposions uh you know I want to be clear that we don't put an undue burden on on our School site administrators and our classroom teachers who are you know working through these pressures as well so uh on that note thank you so much Sandra for the informative uh presentation and we you know look forward to uh two weeks from today thank you okay so with that I moved to item 5.03 I will open the public hearing for the proposed 2023-2024 budget and I declared a hearing open at 8 45 pm okay is there a public comment in item 5.03 seeing none I will declare the hearing closed at 8 46 pm and so with that I moved to

169item 5.04 staff presentation of the budget good evening Fort president fam members of the board and superintendent Dr Bauer tonight I'll be going over the proposed budget and some of the topics that will be going over our key assumptions that are used to develop the budget um we'll be presenting you the general fund multi-year projection um and then the statement Reserve um in terms of keys assumptions we'll start off with enrollment um you've seen this slide before this was the most the latest uh demographic studies that was done um in 2021 and it's very close to what we're experiencing right now so we're following um the projection and so uh in in that case for the three budget year in 23-24 we're projecting to serve 7 376 in year 24 25 7093 and then in

170year 25 26 uh six thousand five hundred uh sorry 810 the next set of key assumptions will start with revenues um in terms of uh the lcf revenue for fiscal year 23 24 there's a Code of 8.22 um in year 24 25 a cola 3.94 and then of year 2526 um a cola 3.29 um in terms of for aptitude um you may recall that in previously we had to do a separate calculation for them um you may also recall that the board recently approved to revert aptitude which is a locally sponsored charter school back to a traditional school so in that case we combined the calculation of LC event together um I'll be going over some one-time money that was proposed um and eventually um had some adjustment to it the first part the first

171part of money is the one-time Arts music instructional material discretionary block grant um at the budget enactment um that was passed back this past June of 2023 um the Alum Rock was allocated approximately five million dollars for that Grant um at the January budget proposal which was this January 2023 when the governor proposed the budget for next school year um there was a proposal to reduce that ground and that grant for Alum Rock from 5 million to about 3.3 at the Mayberry Vice last month um the state is further reducing that Grant um to 0.25 and so as you can see here it's about half um what we will promise at the beginning of the school year um and as it stands right now um we're projected to only receive about half of that excuse

172me just to clarify this is the proposition no this is not the proposition eight money this is a one-time grant that was it's a separate part of money okay yeah oh then just the technical question on that that kovira uh because it is one-time money as it have to be spent in that fiscal year or could that be parsed out in succeeding years it could be brushed out I think we have about four or five years to spend on that money okay um and before we can spend on that money uh we'll have to bring a plan for the board to adopt um and we're going to be bringing that plan um in the near future things are so up there right now that um us delaying to bring the plan forward actually is a

173benefit because otherwise you would have spent money that eventually would have been cut the second big pot of money um that was promised to the districts uh the one-time learning recovery emergency block grant and this is a huge Grant um at the beginning of the school year uh during the budget enactment for 2223 we were allocated approximately 15.3 million dollars um at the January budget proposal um that amount actually no proposed reduction at the January budget referral but at the May revised there is a proposal to cut about 32 percent of that funding um so that would bring us down from 15.3 to about 10.4 million dollars um other state revenue include special education um that program also is receiving the 8.22 cola which brings the um amount per Ada from 820 to approximately 87.

174um partial tax is included in all of our um uh each year all three years um and that equates to about 4.5 each year and then this is the big piece um federal revenue you may recall we've been talking about sr3 money uh for a while now um we're starting to spend that down um and next year we'll we'll have approximately about 9.6 million dollars in Esther three funds um and we plan to exhaust that um in the next year budget and uh and I'll go over the kind of the impact that has on our on our unrestricted general fund um as we go through the multi-year projection so in terms of lcf lcff um entitlement um this is a summary uh um the cola uh what we're projected received and then the changes from

175year to year so in 23 um with an 8.22 uh percent Cola um you'll see that we're projecting to receive about 117.6 million dollars in lcf money um compare that to last year um you know it's an increase of about 2.6 million dollars but if you look at the overall percentage change it actually Nets about 2.25 so even though the state is providing of 8.22 cola in actuality and the reality that is facing Alum Rock because of declining enrollment we're only generating an additional 2.25 um in terms of cola uh moving over to 24.25 there's a cola 3.94 and we're projected to receive about 114.5 million but when you compare that to um year 23 24 we're actually seeing a decrease in lcfs dollars um to the tune of about 2.63 a negative 2.63 percent

176and then if you move over to 2526 um there's a Kona 3.29 and we're projected to receive about 115.3 million um and but you you compare that to fiscal year to 425 um there's an increase of about 0.66 percent so when we're talking about Cola it's all great that we're getting a cold from the state but we got to keep in mind the reality of olive bra because of declining the movement we're not getting the gold color in some cases we're actually we're actually seeing a decrease um in terms of uh expenditures um with regards to negotiation uh we are not settled with negotiation with Area North CSEA for um the upcoming year 23-24. uh we did reach a tentative agreement with Teamsters um and the Tenant agreement um it's uh five percent ongoing salary

177increase and a two percent one-time payment uh for preschool year 24 25. uh the cost of this tenant group is not included in this proposed budget because of the timing of when that tenant agreement was reach when it has to be ratified by the Union what I have to do the AV 1200 to the county um but we can incorporate that when everything is finalized in the either the 45-day revision or personal report I will bring that back to you um just for uh your information um the Calpers rate for year 23 24 um 25.37 uh for year 24 25 26.68 and then year 25 26 27.7 so as you can see here um pension for classified staff um there's a gradual increase increase from one year to another uh McAllister's this is the pension

178program for certificate is that fortunately um um this percentage remains stable for the next three years um and that percentage is at 19.1 in our budget we included or we built in step and column increase for all three years um special ed continues to um increase in cost um and that's a combination of both you know internal programs that we're running and also we use we utilize County programs as well and so whatever increase that the county is giving also impacts the budget on our end as well um there's a requirement to maintain a three percent contribution to our restricted maintenance program of all three years um in year 24 25 due to declining enrollment uh We've uh factored in um a reduction of 10 certificated ftes um the same goes for year 25 26.

179and then in year 23 24 um because of the Esther fund we're utilizing the 9.6 million dollars by using that money to pay for cost in the restricted general fund um and conversely starting in year 24 25 when the Esser money runs out all those costs now would have to go back into the unrestricted general fund that's going to impact kind of the bottom line as um later when we'll go over the multi-year projections so with those um uh assumptions um this is the unrestricted uh general fund and multi-year projection starting off with year 23 24 um the district is rejecting to um begin the year with about 34.6 million dollars in reserve um a total revenue of about 94.1 um a total expenditure of about 91.8 adding about 2.3 um Surplus um to the

180beginning balance um to end the year with about 36.9 um in year 2425 we are projecting a total revenue of about 90.8 a total expenditure of about a little over 100 million dollars in the next line You'll see a negative 9.2 um that's where we see the impact of the one-time money being exhausted so so um that's going to start eating up our our fund balance as we move into the future with that 9.2 Dollar in in spent down of our Reserve that brings our ending balance to about 27.7 and then move it forward to um year 2526 um we're rejecting a total revenue of about 91 million 91 million dollars um a total expenditure of a little hundred million dollars and again you see um another deficit of about 9.2 uh which would eventually

181bring our um pending balance to about 18.5 million dollars on the restricted side of the general fund um starting with year 22 you'll see that the 9.6 on top is a carryover of the Esser funds which will eventually spend down during that year um in that year we're projecting a total revenue of about 16 62.1 a total expenditure of about 70 71.7 um spending down of that carryover which leaves us with zero carryover of asset funds and then the year 24-25 um uh projected total revenue of about 61.8 um and this is where wherever we get in in restricted Revenue we have to budget the same amount of minutes expenditures and so that's why you see um total revenue and total expenditures matching in year 24 25 and 25 26. um a requirement that the

182district has to do is to disclose the amount that the districts has over is three percent requirement um so with that in year 20 23 24 um the amount of um assigned unassigned and unappropriate fund balance um at the end of fiscal year 23-24 it's about 10 million dollars um the three percent requirements it's about 4.9 which leave about 5.1 million dollars over the three percent requirement um and to substantiate that we need to disclose what the districts intend to use that money for as I mentioned as we are exhausting a one-time money all these amounts that are over the three percent are being utilized to mitigate um the structural deficit um that are caused by you know the one-time money running out this is is this in response to the Jerry Brown's climb back

183uh anything over three percent or was this always the case no this this that you came into play about three years ago um and was pushed by certain groups that wanted to um maintain low Reserve at the district level yeah um and this law came into place where you know now this every District not just us have to disclose um every year um in their budgets how they're going to spend down the amount over the three percent um later on in the agenda you'll see that committed fund balance that's another layer of um push um to kind of mitigate or minimize um The District's Financial um responsibilities in terms of China do you remember thank you remember right before the pandemic there was an uprise especially in basic eight districts yeah because they were like

184why are they not giving allowing us right to to have whatever research we want because they it's Limitless right and so then that that's that was what kind of yeah yeah I remember as huge as the espa there's a lot of very wealthy affluent districts are really upset about this uh it had I think it started off with uh like pulling back the RDA money and then looking for anything else that was left in the and then it just kind of built up to this and making sure that there wasn't money left over I guess yeah unfortunately basically researchers are not subject to that statute but that's a different story um going on with 24-25 um the amount as assigned unassigned and unappropriate is about 27.7 um or three percent requirement is about 4.8 uh

185which leaves about a 22.8 million dollars over the three percent requirement and again that is used that is utilized to uh mitigate the the structural deficit once at one time when it runs out and then going into 25 26 the amount of assigned unassigned an unappropriated um it's about 18.5 33 requirement is about 4.8 leaving a balance of about 13.6 um and again that money um we plan on using to mitigate the structural deficit for when the one-time money Runs Out with that um that concludes the presentation I'll be happy to take any answers or questions any questions and I see trustee Flora Shelton thank you um can you go back I don't where it shows the 9 million deficit yes can you discuss a little bit why um why did you all contemplate kind

186of shape like shaving the the use of the 9 million so that we didn't kind of have like a cliff next year or I don't know just kind of talk tell me a little bit about why using it all in in one year do we have to because it's fed dollars and you have to expend it or you know so can it be used over time yes and we have had we have used this over time um but the the sr3 fund actually expires at the end of September of 2024 so that money can only be used over yeah we receive that money in 21 22 I believe um and so we've been planning and spreading that out throughout you know the two or three years that we had to if you go one more

187slide if you go to eight let's see but then we have this 71 million to 61 million expenditure right it it feels like we're gonna have to make it plus the cola goes from eight percent to three percent right so um it just feels like okay this year is okay but next year's gonna you know it just feels like we're setting ourselves up for something drastic but we have to spend the nine um but we haven't really made any to sort of balance it would definitely have to make some adjustment um in the coming years to be able to okay um align the the revenue in our expensive all right and then just naive question does books and supplies is that like paying for all of our all the tech supplies or you know it's

188giving or kids well books no I know and I'm saying but all the all the digital laptops and everything is in that line item yes okay great um and then my last this back to another naive question um so the state Cola eight percent and then three three would that could that potentially change or those all locked in the 8.22 um it's pretty firm because because that's this coming year this coming years that's pretty firm um there could be potential adjustment to the out years Cola but I don't anticipate any significant changes if anything it's be half a percent or unless the economy you know either greatly is improved or tanks um but if the trend continues to go where how we're going now um I don't just anticipate the code to change that drastically

189okay but there there's always some minor tweaks to it it just seems um and maybe the the eight percent we got there because of inflation or because of again post pandemic but it's like seems wild like to be eight and then to drop the cost of living adjustment down to three which is kind of the norm but is eight sort of a it's the product of our pandemic years or something it's it's a combination of the inflation and also the Consumer Price Index um and the cola actually and to be transparent um from the January budget proposal to May revised it actually slightly increased at in the January proposal was about 8.13 it went up to 8.22 and you're thinking uh you're hearing news that you know the economy is doing really bad the state's

190falling behind why is the cola going uh going up uh which doesn't make sense but when you calculate the colon there's always an established formula and it has nothing to do with whether the state is falling behind revenues it's the cost of living or the CPI and how many they're spending into each quarter and so there's a formula and it spits out whatever the number comes out so the CPI yeah that's the biggest Factor yeah yeah okay I'm gonna have to research how even the CPI could get us an eight percent cooler down to a three um but is that sort of this it's it's the lack of spending by consumers that's well I was consuming it's having to spend a lot more due to inflation as well so that's right that has the right

191okay I'm still yeah yeah because I feel like it greatly impacts like back to trying to explain the budget to our community you know I'm struggling you know like because the eight to three isn't is a huge change but thank you for bringing it to my attention that we don't quite understand oh and also you know co-work just you know and again this is something that you know as a Ada District this is what the state is allocating to us for the most part so we we lit you know just you know her transparency for the community uh we don't we have have this District absolutely has no control over what Sacramento allocates for districts like us here I mean unless our enrollment increases or the state you know increases the uh you know Cola

192but you know but otherwise this is this is what the legislature passes on to our districts to manage funds as best we can given what the state gives us and we can talk to our legislatures and believe me I've talked to our religious leader especially at Senator Cortese came out to parent University this couple weeks ago all righty any further questions by members of the uh vice president Herrero loera thank you Cora for uh this uh detailed information um and I think just going back to the enrollment you know I think you know again it's been consistent over the years at least that I've been here and that we've seen and I'm wondering our Early Learning Center our the numbers not like the space I guess that we've created is it is that accounted for

193in the enrollment or or not no okay zero to three or not the four-year-olds and up are okay I figured because I'm like there should be at least a little bit you know if they were to see our numbers going but they're not and they no the zero to three are because they are on state preschool they belong that that those numbers belong in kindergarten okay yeah that helps uh answer some questions that I had thank you if I may add to that um when we're talking about the um the young population once those kids become TK and remember we actually serve um students um beyond what the state uh approves as they serve and so in this slide right here where it shows um where it shows uh the lcf entitlement you'll see that

194there's a little Nuance in there in the formula in year 25 26 even though we have declining enrollment you're seeing that um Revenue actually are stabilizing and the main reason for that is that a couple years ago the state actually approved in the formula to insert additional funding for those younger populations and so that pop yeah so we're you know that's a piece that's helping us yes kind of maintain the level of lcff dollars yeah and I think you know just as a board member of being creative right of how to bring in more funding and more Revenue to use um and as the enrollment you know goes down what that means for our schools but yeah so it's just you know also as a board member of you know maybe opening up that creativity

195and and ideas and that and I know that it's a part of the facilities management and I know you're all thinking about that so um I guess I see the challenges that's also opportunities thank you all right then see no um word president I think it's important and you use a lot of jargon and the community isn't aware of it and so for example terms like basically they were used I think it's you know good to um Define that and let folks know what exactly that is we happen to be Revenue limit correct and that's the term that um we we have transitioned out from revenue limit when we turn over to lcf the revenue limit days then that the Episcopal year 2012 2013 and then the local control uh formulas um started in Year

1961314. all right um what we'll refer to is state funded districts um and so that's separate from basic eight districts where their local property tax actually exceeds their lcf calculation so um that's kind of the the two distinction all right meaning that they have so much money locally that they don't need anything from the state right and they're able to keep the excess amount yeah they get locally yeah so they don't have to go through this situation that we're going through about what is our Cola and that type of stuff you have enough right there locally correct yeah and conversely in a basic eight districts if you're enrollment decrease you're actually having more money to spend on you know per student they have no incentive of having more students because they get more cash for

197the smaller amount of students they have it's just based on their assessed value yeah but the generating interesting Dynamics and state funding I just thought it was important for the public to be aware of the differences between funding in different communities for providing you know and you know we yes you know and it's uh we are a state-funded district given our given our a properly historical property assessments and so uh it's you know it's important to note that uh you know uh though those are those are the financial limitations imposed on our district and I see trustee Flores Shelton yeah um trustee quintero's uh comments made me think about you know when we hear about Palo Alto unified right it's like twelve thousand dollars per student right that's what their um numbers are what can

198you tell us what the projected budget would be per student right now we're about 11 500 per students okay um yeah it's I mean lcfs has done its job it just hasn't got a huge increase from previous yeah doing the revenue days it was about five thousand yeah six thousand right so it's helped tremendously but it hasn't gotten this to the left same level of playing field as other school districts in affluent areas yeah 11 000 this is unrestricted funds right that we're not talking about you know per pupil or not including correct that that's just that was cff dollars okay and remember it's unrestricted but not really because there's an uh an lcap component to it the MPT requirement where you have to spend a portion of it on increase and improved services so

199yes and I have you know and that's again kind of like uh but budgetary jargon right we kind of we live we we read this selfless so often that we kind of the board ends up using the same jargon and it's sort of like uh what is it uh it's like a you know talking to a room full of car mechanics right we're all talking about spark plugs and uh you know uh transmission fluid you know but the customer doesn't necessarily know what the spark plug is so um because you have a Tesla I take it personally and I think it's important to note that when Al cff came around I was accosted by uh very affluent District you're getting more money you're getting like literally with that attitude by board members and yelling and

200screaming at at Statewide meetings why are you getting this money and I said you know I guarantee you that the issues that we have we could trade them off we will gladly do that hand over all these the the families that are having to live three families to a single family home in our community um the fact that our families don't have the ability to send our kids to Kumon on their own and rely on the district to provide them the services and so these are conversations being happy these are the things that we have to deal with some of our counterparts and other places and the attitudes of the their approaches with as if like there's something evil or something of providing a little bit more resources to a place that has high needs

201because they're not getting as much or something I like why don't you start dealing with some of the issues we have in our community we can trade off and see how you like you know and that's when they backed off uh it's a very real conversation to add some Statewide meetings here that we had so obviously talking to shopping so without you know so without that signal for a comment thank you so much kovira for your presentation I kind of wanted to make it clear that you know uh that this boredness Administration has been you know the with with all the limitations on us we we have been very prudent with the finances thus far and it is reflected in this budget so uh moving on to 5.05 public hearings CSEA Chapter 305 initial bargaining

202proposal to open negotiations with the Alum Rock Union Elementary School District for the period of July 1 2023 to June 30 2026 so I will open the public hearing at 9 18 pm okay saying no uh I will open a public comment I have opened it up some comment a single for public comment I will close the hearing at 9 18 pm uh moving on to item 5.06 public hearing District's initial bargaining proposal to open negotiations with CSEA Chapter 305 for a period of July 1 2023 to June 30 2026. uh I will open it up to public hearing at 9 19 pm okay is there any public comments seeing none I will close it uh close the hearing at 9 19 PM so on to uh section 6 bonds item 6.01 superintendent I'm gonna

203defer to Mr Chang the entire um I all the items in this okay um section okay uh Mr Chang thank you for president uh this item the administration is requesting approval of architectural services for um the play structure at McCollum um Laura Shelton I'll open it up to public comment seeing none I'll move to questions and comments by uh members of the board all righty uh well I'll just say that because I because I was at Meg I visited McCollum and I definitely was grilled on this by a room full of Miss lipinski's third grader I am hey you know I am uh I am all in favor of the notice and I look forward to uh uh providing the columns on new playgrounds so with that I will uh move to a vote I'll

204call you as I see you vice president Herrero Valera aye uh Quintero all right uh trusty for Shelton yes and myself voting I and trustee Chavez not voting uh the item passes four to zero moving to 6.02 uh Mr Chang a motion by uh uh vice president Gerardo era foreign thank you um for deciding the administration is requesting approval um of the contract uh with our this is an addendum um the board previously approved a contract with our for the interconnection um application but during the process itself um unique the district has some very unique sites where um we have two metering components on the side itself and during the discovery we found that there were three additional meters that was not accounted for and so this addendum is the data the additional work that

205that that needs to be covered okay thank you Mr Chang I'll open the public comment seeing none I'll move to questions and comments by members of the board can I just ask that when staff makes a presentation you just um State the dollar amount so that the public knows the dollar amount that we're voting on thank you I think in this case it's eight thousand one hundred more dollars for a total of two hundred and fourteen thousand dollars but um is that correct just so I understand that is correct um so the the contract would Arc um has some um multiple addendums they were recently hired on as a consultant to do a report and Analysis where for energy conserv conservation program um in that process we also asked them to do the interconnection application

206and so this is the second order to the second addendum to that the initial contract it started at 149 400. the first interconnection fee was fifty seven thousand seven hundred um this this change order that we discussed right now is eight thousand one hundred bringing the total contract with R2 with Arc uh to two hundred and fourteen thousand and two hundred dollars thank you okay okay so you know for questions or comments by members of the board I'll move to a vote I'll call you as I see you or vice president Herrero era aye uh I trustee Explorer Shelton yes and myself voting I item passes four to zero with Krusty Chavez absent with moving this 6.03 Mr Chang thank you for this item the administration is requesting um the board to approve the contract

207with SBA um for the projects at Adelante one and aptitude this is for the portable classrooms and this is also an addendum to the original contract um SVA was hired to do the design and help us get through DSA um we later found out that there was a geotechnical um study that needed to be done so be work with our our program manager coming um and within that work there was an additional agenda that needs to be brought to the board for approval for the geotechnical service and that amount is 30 955. so the original contract for for with SVA for this for these projects started at 78 400 um this addendum totals thirty thousand nine hundred fifty five bringing their total contract with SVA to 109 355. second by uh vice president Herrera loera

208I'll open the public comment saying none Mo uh questions by members of the board staying none I'll move to a vote I'll call you as I see you vice president Herrero loera aye Quintero all right uh trusty for Shelton yes and myself voting eye item passes four to zero what trustee Chavez absent uh moving to item 6.04 Mr Chang thank you for president uh item the administration is requesting to renew the contract uh with Dell Scott which is set to expire at the end of this fiscal year um June 30th 2023 no approval motion by clerk Quintero second second by vice president Herrero loera all right I'll open public comment I'm saying then I'll move to questions and comments by members of the board question yes sir the has the contract been made public it

209says it's going to be under um like we might have gotten it but is it is the contract thank you contract open for people is it a part of the packet it's it's not in the board book because it wasn't ready to be published uh we did send um those two the contracts itself to all the trustees um and we can make it available for the public yes I posted it on the website yeah yeah okay great thank you okay very well seeing no further questions and comments by members of the board I'll move to a vote I'll call you as I see you uh vice president gerardoira aye Quintero aye uh trustee for Shelton yes and my self-loading eye item passes four to zero what trusty Chavez absent uh moving to item 6.05 information

210only uh Mr chain yes this is just the information on the previous um issues of measure s in the amount of 19 million dollars and also the refunding up to 2012. um the report just there um available for the board to review um we actually have Mr Joe Crum from Jill Scott here um who could answer questions if uh the board members have any questions okay I'll open the first open to public comment is seeing none I'll move to questions and comments by members of the board the okay being saying no oh I just I'm happy because um and Joe you know what I'm talking about Joe right um we are now you know we're able to do we we just sold another batch of bonds and um does this include also the the refinancing

211that we're we're giving our constituents you want to talk a little bit about that Joe because I think it's important sometimes we forget about this really um great measures that are in place to make sure that we're accountable to our community for the money that they give us so if you can highlight that that would be appreciate it yeah thank you thank you Dr Bauer um good evening members of the board uh my name is Joe Crump from Dale escani company um so yeah that's correct so this summary includes information for the measure s uh series A bonds in the amount of 19 million so the first series of uh measure s uh but also information for the refunding bonds um so I think we we talked a little bit or I talked a little

212bit about it a couple months ago you know that percentage savings what we are anticipating um and so in terms of the actual amount um the refunding bonds generated 7.6 million dollars of gross taxpayer savings and this amounts to 5.9 million dollars of present value savings or 18.29 of Net Present Value savings as a percentage of the bonds were funded so that's a very high number um I think I had mentioned last time sort of a general rule if thumb we often look at is five percent savings if something if a refunding is going to generate you know three percent or four percent you know that's still something but it's kind of low enough where maybe it's not worth it um so obviously this is much higher than that um over 18 percent and um

213yeah I think it's a great workout for the district but happy to answer any additional questions you might have okay I don't have a um a question for you thank you but I do have for my colleagues you know this feels like a headline that we need to get out in some way or another um 18 7 million dollars in taxpayer savings um I'd like to uh make a motion to direct the superintendent to do a some sort of mailer some sort of you know piece of information to all of our folks about this kind of on an ongoing basis I don't know but um yeah so we're working on it but we're it's going to be published by the end of July to give the stakeholders sort of like the state of our one

214program what are some of the highlights just as you mentioned um we issued one um in the fall and now we're working on the second um issue to to keep people um informed about how the bond program has been reset in Alum Rock is it a was it a mailer to everyone yeah okay great I've probably got it yeah yeah yes and hopefully with pictures of the playgrounds that are around thank you so much Mr crumpf so seeing no further well questions or comments uh I encourage my colleagues to read the report and pull up their uh earliest convenience so moving to section seven uh really quick uh I think it's well obviously we've talked about this or what I think it's important to highlight that um Beyond just the resources that the district's going

215to get which are very much needed um I think it's important to underscore that this marks a significant step forward from what we've been in the past um and it's important to note that uh that we went through some very difficult times and the fact that SEC and everybody else that's involved in the sale of a bond um has a lot of to go forward means that Alum rocks on the open up and that uh the ships are moving the right direction and so I think it's important to underscore that for the the public to be aware that um this is not this is not just um to say we'll be we we have the resources to fix to start fixing our schools that are very very very much needed uh of that uh TLC

216but um it's also indicative of something great going on on Mark which is that things are going well all right thank you so much so with that we'll move to uh part uh section seven I'm 7.01 uh approved resolution number 63-22-23 committee general fund balance okay by uh vice president gerardoira uh second by Kirk Quintero uh Mr Chang will you present thank you board president um so this resolution um is to commit um the amount over the 10 uh Reserve that um that statute has in place right now um when certain conditions are met at the state level and the statue has been inoperative um the statute has been in place for many years um but it just became operative last year and in this year when those conditions are met um and when those

217conditions are met then districts not every District's basic eight districts are exempt from it um districts that has an ADA of about 2 500 are exempt permit um but um state funded districts um that do not meet those criterias um and have a reserve over 10 has to commit the amount over the 10 in order to comply with the statute um so essentially this is a resolution that keep us in compliance um because um for year 2324 our Reserve is you know is projected to exceed the 10 requirement thank you Mr Chang I will open it up to uh public comment saying then I'll move to questions and comments by members of the board do we have a motion yet yes oh okay the animations um okay so seeing no further questions in comments by

218members of the board I'll move to a vote I'll call you as I see you uh vice president Herrera aye punchero all right Christopher Shelton yes and my cell phone I item passes four to zero with uh trustee Chavez absent move to item 7.02 uh Mr Chang will you present thank you board president uh for this side Administration is requesting the board to approve um a contract with Pacific Rim produce to provide various types of foods and uh products for our CNS program um the um we included an RP process um in order for the districts to get to this level and select the firm for the board and make a recommendation to the board we do also have our CNS director Mr Mendes um in the house tonight uh if the board has any

219questions thank you okay we'll approval okay motion by uh Quintero second second by first explorer Shelton and I'll open the public comment questions and comments by members of the board um superintendent Valor this is there was one of our board members who asked is this uh a new uh vendor I just that was the question yes this is a new vendor thank you thank you for questions by members of the board I'll move to them oh no just a quick comment okay appreciate the work CNN it's doing amazing work on providing a variety of options uh for our kids um I did have a um the sixth grader lobbied me through through my son can you tell your dad to get a couple more uh Vietnamese cuisine dishes uh on the menu so just uh

220some feedback from some of our kids yeah Pacific Rims should do that yeah I just wanted to thank you for um Friday the 8th grade promotion breakfast as a mom you know and board member um really want to thank you for making it beautiful you know having the options um and making the spread just look so lovely and you know have everybody just be happy and excited um to be there and eat you know the wonderful food that you all provided so thank you thank you so much president for President fans to present Dr Bauer and it must be back in your comments in the middle um we are hoping that um integrating the various vendors that are coming through um our appointment we did go out to pay for sure thinking that we'll see

221um more are things coming through for those events in this school year um Our intention for this coming soon here is to be able to experiment with our name is to be able to add more Sprite cooking especially at our Middle School sites we have a staff and any disability used to be able to do that so um part of that is being able to work with our students get their feedback surveyed do tests pays developing recipes that are interested that students are wanting to see in the menu um in regards to Middle School site I think as you have different population um at every site um we are looking to create menus that Target each suicide population and their meat so one thing that we did this school here is that every little things

222I haven't Implement made this a little bit challenging for us but it's something that we feel that is important to me this week because our intention is for students to eat the food not necessarily be able to provide it um based on Federal Regulation but um have students give the students the opportunity to actually enjoy the meals that are being served thank you for that information I just um based off of with like a group of about 11 moms that were throwing all kinds of stuff at me and I said no we have great staff at CNS that is um working with some very very rigid and very strict guidelines that come from the federal government and so I gave her sort of like what you just said no obviously more abbreviated format um and

223so but they were understanding and so looking forward to seeing those things right well thank you so much Denise uh we have the best lunch ladies anyway okay so with that uh so without so uh uh seeing no further comments by members of the board I'll move to a vote I'll call you and say CU vice president Herrera hi uh clerk Montero all right uh trustee Flores Shelton yes and myself building I uh the item passes four to zero with trustee Chavez amsen uh moving to item 8.01 uh move approval oh no this is information only so so uh superintendent balance this is um just an uh an expenditure update for information about a Blog grant that was received at aptitude okay I'll open to public comment saying the public comment I'll open the questions

224and comments by members see members at boards seeing none I encourage members of the board to uh read the report in uh at their uh earliest convenience uh next up item 8.02 uh superintendent power I respectfully asked the board to approve the school sponsor field trip list some more approval second motion via Quintero second by vice president I'll open the public comment saying none questions or comments by members of the board and the only thing I wanted to mention and I uh mentioned it Dr Brown now 101 is if we can request for the next year for certain items that we know that will be there for sure for example uh yearbooks for the 8th graders those can be brought up maybe earlier on okay working on did that have anything to do did that

225have anything to do with field trips there vice president her I'm sorry I was thinking of the wrong one I guess similar there's you know bringing them ahead of time and I know it's hard because the coordination and not knowing where um but working ahead okay I'll just end with have fun and Bon Voyage so with that I'll vote I'll call you as I see you uh vice president [Music] all right trustee Flores Shelton yes and myself learning eye item is approved four to zero with trustee Chavez absent so moving on to uh section nine item 9.01 resignations uh this is information only so I'll open first to public comment seeing none I will open to uh questions and comments by members of the board uh seeing none I just I'll just encourage members of

226the board to read at their earliest convenience uh item 9.02 except CSEA Chapter 305 initial bargaining proposal to open negotiation for the period of July 1 2023 through July I mean through June 30 2026 could be Alum Rock Union Elementary School District foreign just open it up the public comment seeing none uh questions and comments by members of the board do I have a motion motion to approve okay motion by vice president Herrera loera second by Clair Quintero uh seeing though her comments uh from the board I'll move to a vote I'll call you as I see you uh vice president Herrero loera aye clerk Quintero all right Christopher Shelton yes and my self-loading eye item passes four to zero at Christy Chavez absent we'll move to item 9.05 adopt the district's initial bargaining proposal

231we know this is a special set of people that we're looking for so how can we really try to broaden our net to see how we can find para Educators in the community so happy to help hoping we can kind of put a laser focus on this um but glad we have contracts in the meantime to fill those gaps thank you nice person I've mentioned this to Dr Bauer but I wanted to mention it publicly um I know that we're moving in this world of online now um a lot of our learning taking place online um and for our students to practice more at home um and you know as as we want our students to be prepared as you know we um do to make sure that they're uh really engaging on computers and
