I'm very honored to be a speech language pathologist at Alan Brock really honored to be able to support such a vibrant and diverse Community I want to thank the people who gave all of us wireless phone chargers for Dave the teacher my phone is now at 100 but my bank account is not at 100 we are in a unprecedented levels of like cost of living increases and I was talking uh with one of my side reps at a previous job and he said I wouldn't recommend going to teaching because I would not be able to afford my house if I was my age today and then I either try to do the same thing looked at my parents house how much it was on Zillow they're like we wouldn't pay that I was like someone
is so we're I just want to implore you know everyone who's in content negotiations Educators aren't really looking at showing up in a Rolls-Royce living in the Hamptons we just want to be able to survive in modest homes it'll put gas really expensive gas in our very modest cars and we just would really wish that we could all be in good faith and we want to get back to working way over contract as we always do thank you so much next I'm shorter hi uh my name is Sarah Jacobs I am a teacher at Shepherd Middle School I have been teaching at Shepard for 24 years uh I used to be kind of a Mainstay here but um haven't been here lately haven't really needed to and then all of a sudden here we are
again again I'm tired of doing that walk I'm tired of having to come here 24 years of this um the contract that or the offer that has been offered to us it was a 4.25 raise adding three days to our work schedule that reaches out to a 2.56 raise that really that's insulting um with the cost of living that it is and you might say you know well there's three days and we packed those three days and we didn't get that money back that's over we're done we that's on our salary schedule already keeping that argument going just feels Petty at this point especially For What teachers are having to deal with right now uh since covet has come back um and this seems to be all around the summer school you guys are struggling
to get Summer School site leaders I did the math on that the hourly rate is not even extended our hourly extended pay who's doing that job for less than we make for extended Duty I have to say it's been a long time since I've felt that the district has been as dysfunctional as it is currently um I'm also area acting as area grievance chair and not really a day goes by that I don't get an email with some complaint some concern uh happening at school sites the administrators are overworked the teachers are overworked and we do not get paid enough uh board members please take a look at how many people are leaving this district and how many openings there are in this District there's too many and there's nobody coming to fill them we
need to do something about that thank you hi my name is Kathy Loy I'm also at Shepherd Middle School and my mom was a teacher here from 1991 until 2016. I've been here for 16 years myself I am one of I think five art teachers at our district I'm the only art teacher at Shepherd Middle School and I have to tell my students that we can no longer have our art show that we usually would have we haven't had it since 2019 and I was really really hoping that we could do it this year but I put in nine hours of unpaid labor to put that art show on every single year and I can't do that while we're in and pass like this um I tomorrow I think or within the next couple days
I'm gonna have to tell my students I'm really sorry we can't have your parents come and see your artwork because I can't I can't put on the art show um I promised them they were going to have an archery I promised them last year we're going to have an art show this year when when parents could come back on campus but because of the actions of uh or the inactions really of uh the board right now and all the negotiations being stalled like usual um I I can't I can't put it on um even if I got paid for the hour that would be there with parents it doesn't pay for the nine extra hours that I put in every year um I put in thousands of dollars of my own money into my classroom
I'm talking about like three to four thousand dollars I live in a garage um I've been here for 16 years this is this isn't right like it sucks um like I'm still living paycheck to paycheck it this this isn't I don't advise my students to go into teaching I tell them to run away so thank you good evening my name is Danielle d'ambrosio and I a proud teacher at Lindale for 22 years I am what I would probably call an Alum Rock lifer I will be here until I stop teaching and I'm also on the bargaining team for Ariel and I'm telling you now it is it's not going well so I'll say it again it's not going well we are sadly out in past and our next mediation is scheduled the day before School's
Out I am asking you the board you you hold a lot of power I'm asking you to talk to the district's bargaining team to settle with us fairly and from what I know there are more than for teachers in this District what are you going to do no one wants to come here when they hear we are at impasse no one wants to teach her when they know that we don't have a contract that's pretty it's pretty it's a big deal I I mean I I didn't sleep at night over that and I'm not even in any of your shoes and I think about that and the last time we were at the bottom of the table we offered a 4.25 raise and benefits we're at status quo at 85 percent that is just not
good enough and we keep saying attract and retain but for some reason it seems that no one cares about attracting and retaining uh I mean I'll be around for at least till my birthday Mark I don't know if I'll make it till I'm 61 and a half I hope I don't have to come in and talk to you guys again and good luck with everything wish us luck hello my name is Jonah De Los Santos I'm from Auto on T1 and in seventh grade help will do whatever it takes to help me understand Spanish she'll go as slow as possible and sometimes even break the rules and say English to mean Spanish I need her and and my little brothers need her when they grow up if T if teachers leave because you do not
settle their contract you are harming children de los Santos uh four boys Adelante one um in second grade my son was the lowest reader in his class and um Master Mendoza I didn't know she was going to be in line after me so um she spent special time with him and at the end of the year he went from a double a reader all the way to level I and he was no longer in danger of being held back um please consider the harm you're causing students by letting this work to rule continue they will be harmed if good teachers like her leave also this year my fourth grader has like a bright shiny new teacher Maestra Gutierrez and um out of the 23 teachers that I've dealt with it's like you know it's hard
to rank and there's so many Adelante teachers here so now I'm afraid to say this um but like I don't know she feels like my second favorite um but if if um if you don't settle the contract that good new teachers won't be attracted to Alan Rock um and that will also harm students so please settle a fair teacher contract start button uh Edward de los Santos uh father of four and Adeline say one my kindergartner who's in Lineback there is uh be slow at speaking up in class and in front of class but uh Master circus who's also here uh has the perfect mix of control and patience especially to deal with kindergartners and she helps things uh keep control long enough for the classroom in general and for every single kid to have
a moment to shine in the class we need good teachers like Mr Sarkis and all the teachers that have been referenced here tonight and we hope that the board takes care of them to allow them to stay and to attract better teachers just like them thank you Declan de los Santos I graduated from Adelante one last year and while I was there I got to meet over a dozen of people willing to spend around five and three quarter hours every day five days a week sometimes for years on end with just a bunch of kids helping them become adults and only under a fair contract will more people be willing to come and serve like they did good evening board my name is Marissa Diaz I'm a teacher at Adelante I'll be reading a letter
uh this evening from one of my colleagues and uh Partners uh eighth grade teacher Maestro Francisco my name is Francisco Lozano and I am the 8th grade math science PE teacher at Adelante and the father of two Adelante students I am writing to you regarding a parent Square message that was sent to other lante parents on April 8th that read in part last night Sophia Sorensen was approved by the Alum Rock Board of Trustees to serve as the new vice principal at the site Ms Sorensen will start at the site on May 22nd to provide support for the end of the year activities we included two Adelante staff members and two parents in the interview process please welcome Ms Sorensen to the Adelante family I am one of the two staff members that met with
Mrs Sorensen on March 21st however the meeting was not an interview on March 20th I was asked and agreed to attend a meeting with a group of visitors from the Santa Cruz County Office of Education to share information about our bilingual program I along with the other staff members two parents and two parents was surprised and confused when the meeting only included Mrs Sorensen it became evident by the type of question she asked us that she was a candidate for an administrative position in this meeting if this meeting was supposed to be an interview the parents and staff members should have been informed I would also not characterize this one meeting as a process as we were not asked to give feedback after the meeting and we did not meet with any other candidates I
believe our new BP will be a good fit I have had parents and staff ask me about the interview process and I have to be honest to my knowledge parents and staff were not part of the interview process I certainly was not that's from my colleague now board members please do the right thing what's ethical and moral please settle our contract if you put teach if you want students to be first don't put teachers last thank you good evening trustees and Dr Bauer my name is Mendoza and I am a teacher at Adelante I was also the other staff member and I wasn't going to speak on behalf on that tonight but I agree I did I was not part of the process and I wouldn't call that a hiring process or interview process anyway
tonight I'm here mostly to speak about our contract and I like all the other teachers feel like we're not being treated fairly right now we need to settle a fair contract when I started here nine years ago I was part of this nine years later I'm part of this again why can't we just bargain and settle why do we have to do this like I don't want to be here every three years to talk about a fair contract I mean look at Oakland you know they haven't settled we don't want to get there so think about it provide your bargaining team to settle with us thank you good evening my name is Caitlin sarmiento I'm a middle school math teacher at Renaissance at Fisher I am also an alumni of former Lester Shields and Pella
Middle School in the district um for me becoming a teacher was in mostly in part due to the amazing teachers that I had as an elementary middle school student in the district and I felt very proud of that and coming back into the district as a teacher has been such a privilege and also very hurtful to learn all of the hurt that the teachers that have influenced who I am have endured over the years is incredibly disappointing and to now be part of that is even more disappointing so I'm here to remind you that you have the power to keep these amazing teachers in our district to keep these amazing teachers that can exponentially impact the Next Generation very easily by just staying here and doing the amazing things that they're doing you have that
power that is completely in your hands and I like we had our chance out here saying like help us stay in San Jose we want to be able to stay here and pay to live here I can't even afford to live here and I drive here because this is my home this is community this is where I grew up and this is where I want to impact but I can't do that if I'm not supported I love the kids I teach I love my team I love my admin I love my school I love the families sometimes that's just not enough I have the privilege of being supported by a spouse who can help me but that's just not there so please do what you can to keep us here to keep us happy to
keep us taken care of and keep us supporting our students thank you do I click it oh sorry um hello everyone esteemed members of the boards thank you um our incredible Alum Rock teachers deserve a raise I am a teacher at aptitude my name is Melissa Walters I'm also a parent in our district um my son goes to Joseph George Middle School and we love our schools and we love our communities and we live here we're part of our community and it's difficult as a mom to have to work like that um and I think that a raise will help us stay in the community that we love so much um I just wanted to state that the economic policy Institute data shows that there's a wage penalty for teachers of 23.5 making our proposal
for a 15 raise actually reasonable and just and considering that anyone else who's dedicated the same time and effort into their studies and their professional training is making more than us simply by virtue of not being a teacher uh let the members speak for themselves by approving this modest race we can bring our teachers closer to achieving a fair and Equitable income which is essential for safeguarding the future of our children's education let's do the right thing and take a significant step towards closing the wage Gap thank you for your consideration before we start I like to know why we sped up the time your time going a lot faster than it did before so you okay anyhow go ahead my name is Sean Swiss I work at Dorset Elementary School today in my fourth
grade class we read Social Studies Weekly number 35 you should all look at it in fourth grade there's some interesting things anyhow we're talking about money situations and as you know in the state of California education gets K through 12th gets uh 30 percent of all the money in the state of California go State education um there's an article about superintendents and board members basically we all know the superintendent works for the school board all of you working the superintendent to to protect our school district each of the you board members are up there to help all of us to help the teachers the parents the students you're not there sitting there trying to run for another Office later on you're here to help us now to get involved now you have the power to
make them give us a raise you have the power to do it it says here the board members decide how much money to spend on building supplies and salaries and make rules to keep our students safe you do a very good job on most of those but what you treat us teachers those appreciation gifts appreciation is great but money is better you know I've I'm 62 years old I feel like the only time you ever see us is we have to be a convoy if you all grew up in the 70s you know what the song goes we all have to stand together to fight for something and I'm tired I've only been in this for 16 years and if this was a company there would be heads rolling by now on this school boards
because yes Miss Fowler has done a really good job I'm not there are some things that you you know we all know we dropped off I don't see any of you school board members ever coming to our classrooms I saw Mr saw you earlier Mr fan and that was it so please come to our school see what we're doing all right give us the money please foreign ly to bring my own concerns I didn't know this was going on uh but now that I hear it I want to speak on it too uh but uh I actually am not a parent I've been in a community all my life I was born here in San Jose and um and I have actually worked at a biotech company medical device biotech company I work with a
lot of Engineers and scientists and as a corporate strategist I've built that company from 100 people to 170 people uh none of them come from here uh this area none of them come from Ellen Rock School District and I've and I have connected with over 7 000 people on LinkedIn so my concern is how do we bring more stem education to this community uh I I know that sounds like a more weight on the teachers but I think that one of none of this can be possible about that I think the Latino Community here that lives nearby and around the area needs to be more exposed to stem education engineering science Technology robotics mechatronics Electronics software PLC programming I can name another if you want to name it I was in the Course located when
I was young but I I did my own cars I do my own robots I 3D scan I 3D print I machine team with my friends and that's something that I've had to learn outside of the two other master's degrees that I have so I want to see this community come up higher and if I could share some ideals or be involved or help you help them I'll be happy to do that I don't mind being a community person I see gangs out there I see gunshots to see helicopters every day and I think with more exposed stem education we'll have a better Community Los Gatos is right there we have a Palo Alto Mountain View they could do it we're in Silicon Valley I don't see how we cannot it's a community altogether so
those are my words thank you Administration we definitely want to take them up on his offer can you make sure that he connects with the administration so that we can he's a resource so that we can we can provide your contacts hello my name is Madeline Derby and I work at Raf um first of all I have noticed a couple of board members working while we speak and I really appreciate your eyes on you and I speak um and when your community speaks to you um second of all it is teacher appreciation week this is my first year as a teacher I got this bracelet um I got a gift card for Costco and I quote because I buy them so many snacks I got handwritten letters um I've gotten many many high fives and
things thank yous for what I got from you what I got from the school district was an apple shaped stress ball with the name of the school district on it that tells me that you understand this job is stressful you'll understand why we come we come for the students and we come because we love them but what would make our jobs way less stressful is if we wouldn't have to work more jobs to be able to live we wouldn't have to work more jobs to be able to bring supplies to our schools so I can buy snacks for the students that do not have food at home I work an extra job my boyfriend who is a para works three extra jobs and many of my people who support me throughout the year work extra
jobs we are here for the students we are here for the 100 plus students we work with every day we are not able to go home to our family sometimes because we have to work so long so that would help with my stress so please think about our offer think about giving us the race that we deserve and thank you for your eyes while I speak hi my name is Ronan de los Santos Adelante one and I'm in fourth grade and Maya Gutierrez always has fun activities for us she has fun math races with candy it is my favorite part of the day when I am left out and she makes a special effort to check on me to see if I am okay please create a good contract so teachers like her come come
to Adelante foreign [Music] hello everybody um my name is Sandra Rivera 17-year veteran here in Alum Rock and I'm here again tonight frustrated confused and asking why 17 years this is the first year that I have seriously considered quitting halfway through the year why since February I've gotten 10 new students in my classroom most of the four of those students have behavior issues so much so that now I'm back to it being August 15th in my classroom there's no teaching going on there's no I can't say there's no teaching going on the teaching that I was able to do in February I am now no longer able to do because there are more severe issues than just trying to teach kids their colors trying to teach them how to sit how to use the bathroom
facilities when it's okay to go outside and when it's not okay to go outside those are challenges that we have never faced before teaching after this pandemic has created work environments that are non like any we have seen before having to stay again tonight to try to fight for a fair and just contract isn't what your seven isn't what the new generation coming in is going to be doing they'll use Alum Rock like a lot of our board members have as a stepping stone and they're leaving 17 years I can look behind me I don't see a lot of teachers staying in Alum Rock and one of those reasons is because our reputation is out there help change that reputation hi there my name is and I work at Glendale Elementary I just wanted to
mention I don't know if this is possible but my nieces and nephews had um Saturday detention and I noticed that they were late and then they stopped being late after that and I don't know what the possibilities are of schools being able to adopt that but I've studied well over YouTube there are like 50 000 vacancies I made there's a teacher shortage crisis in Australia there are 5 000 teachers shortage in Illinois that was just announced two weeks ago and I think it has to do with kind of the like lack of respect you know for teachers or not having enough it's great to have positive consequences but we also need to have help with the how do we do something that such as a detention that can be helping the teacher keep Management in
the classroom but I love teaching you know I don't know assistant okay seeing saying no further public comment will move to items 3.03 foreign good evening um superintendent Dr Bauer or president Pham board members and community um Happy teachers week by the way to all of the wonderful teachers out there I'm here this evening to share some information on our summer programs and I'm happy to um just share some exciting news about some of the programs that were all of the programs we're offering this year we have some new programs and I just want to give you an overview of what we're offering so we have named our summer program Alum Rock summer Scholars this year and here's a brief description here's some general information the program window is uh June 20th through um July
oops that's an error July 21st it should say sorry about that June 21 with the shirt and we're off on third and fourth okay so June 20th through July 21st and no class on July 3rd and 4th uh we will have program Monday through Friday from 8 to 12 for our academic programs in academic intervention programs and then we have an expanded day that we're offering to students from 12 to 5. so students can have an eight to five summer program for the five weeks we're offering it our office hours will be 7 30 to 12 30 and students will receive breakfast lunch and supper if they stayed through 5 PM daily we are offering our programs at seven summer sites uh Ryan Shepard Adelante Adolf Lucha George Lindale and painter oops this year we
used a new service you probably remember approving the contract a few months back for in play oops and this the reason we decided to go with in play is that every year enrollment has been um pretty intent labor intensive for everybody because every program has had their own enrollment um system and so once every program enrolls then we have to gather all the information we have to make our other spreadsheets and it's just kind of doubling the work within play our students are receiving a text to enroll and they're being offered the programs that are available to them and that with the touch of a button the parent enrolls the student in the program so it takes five minutes for parents to enroll their students another question um with regard to input we went through
the proper procedures to check that um information of our students is going to be completely secure I know a lot of these Charter folks launch non-profits and they like to play with a lot of data but my concern is that they'll be grabbing our data to start poaching our kids we're we're 100 sure that this is a legit organization they're not going to be messing around we have uh um Tech agreement with them and the data will be destroyed um at the end of the term and that is as school assumes school starts thank you the other thing I wanted to share about the employee registration is that we did the registration in a tiered format so we wanted to make sure that we targeted students for um especially the specific intervention programs that would
support them in the areas that they needed so that was rolled out on April 6th through April 20th it gave them a couple of weeks to have the priority registration after that we rolled it out to a second group of kids which may have been duplicates from the first group but that is our unduplicated students which are English Learners our foster youth this is very sensitive our foster Youth and our students who receive free and reduced meals that was our second group of students and then on May 1st we opened it up to the whole District so anything that's open is now open to any student that wants to enroll in our programs so this is what we're offering this year in terms of learning recovery programs we're offering and some of these are very
familiar to you we've offered them over the years and um they've been good for our kids the first one is Elevate math for our third through seventh grade students springboard is a literacy program and that is for our younger students entering first through third grade our ELD classes are provided for targeted students that need support in English and language development and that's for our third through eighth grade students our bridge to kinder and Bridge 2 first is offered to any student entering first Kinder and first grade TK Kinder in first grade I need to change that as well our sped in extended year program is for any student that has that in their IEP and needs that support and that's managed through our sped department and then Jose Valdez Academy is for students in fifth
through through 8th grade our enrichment programs this year are computer science information which is called CSI and that's basically um early programming for students and a lot of students don't know about this course and we're trying to push it out I sent more information yesterday the principles about this one for students entering sixth through eighth grade have the opportunity to learn basic uh programming and um get some a different type of experience this year in the stem field think together Camp is something we've offered in the past and that's for parents who want a traditional summer camp for kids with activities and the Arts and music and sports and also um some outside activities envisioneers is going to be offered at our two middle schools and that's a project-based learning program um the the way
that they offer their program is that they involve Silicon Valley um uh professionals to come and teach some of their programs as well and then they culminate with a project at the end of the program Jose Valdez Institute is the enrichment component to Jose Valdez and that is for our students who are already at grade level but are looking for a challenge in math um summer jazz band is offered to our jazz band students By Invitation it's just an extended opportunity for them to continue their music and developing Mariachi camp and um will be open for third through eighth grade and then little Heroes will be providing Sports workshops throughout the day at our elementary sites so new this year we have a few new programs that we're really excited about and I think the
one that we're really excited about the most is the Galileo design camp now I'm not sure how many of you have heard of Galileo but um it is a summer camp program but it's an Innovative approach where students become designers and innovators and creators of projects and they go through a three-prong approach to help the students develop their project and students are involved in um uh cutting and soldering and just all kinds of different activities um Hands-On activities during the summer for the whole five weeks and every week is a new project so um this program is offered at about 500 um a week in other areas that parents pay out of their pocket and so we were able to talk to Galileo about bringing it to our district at a reduced cost so that
we could offer for the first time in the east side to our kids in Alum Rock so we're really excited about for free free two families yes yes absolutely and so we're really excited about offering that to the kids we also have um codally which is um uh design thinking workshops for our youngest students so they will be pushing into our kindergarten our bridge to kinder and our after-school expanded learning and doing some design things with our kindergarten and first grade students KV media arts is a new vendor that we're using in our after school enrichment programs and they are doing media arts workshops with our third through fifth grade students and then Quest Camp is a new vendor that we're using that provides a game-based approach to their program and this is for any
student in sixth or eighth grade so we have some some really exciting new programs that we're offering this summer in terms of the expanded learning oops expanded learning opportunities just some more information I shared with you a while back that through our new elop funding we offer a full day and that includes a minimum 20 extra days outside of the school year and so um the five weeks will take care of the the 20 days for expanded learning but we're required to have a nine hour day and that's what I was mentioning earlier that some of our students whoever is interested will have the opportunity to attend school from eight to five okay and these are just some of the um partners that we will be working with this summer um we have a lot
going on um we're almost done hiring and we'll be training folks soon and just getting everything ready to end the school year and then start summer programming so really busy time we're looking forward to a Summer full of learning and fun okay thank you so with that I'll open it up to uh okay first uh before I go to a question with comment from members of the board I'll open uh this item up the public comment because there any members of public pushing comment okay I just have a question and I know that you don't answer it now but all these programs that look so wonderful and I know that kids will be very excited about them are they already staffed or do they bring their own teachers with them because hopefully they bring their
own teachers with them and and they have them okay yes please please yeah I obviously know nothing about this program but thank you for sharing it with us um if if one of those mathematics or Jose Valdez or Galileo need some you know you know if there's a 3D printer or something like that you know if they these kids want to print something 3D model uh there's also a chance to get a there's free licenses online for CAD software computer aided design where people could you know even a second grader can learn somebody's of of materials or or three-dimensional objects um I could help out with that I don't know where possible or how or or even if it's you know an option uh but even if I am to just give you links or
send a slew of YouTube videos um whatever you know and I love the summer and summer is fun so why not through the chair Russian speakers please State their name I I just don't understand people yeah I went to UC Davis um for my bachelor's Bachelor of Science and psychobiology with a minor in exercise biology I went to USF for Clinical Psychology okay thanks can you give me the name again I didn't catch it Grinnell Grinnell Khanna g-r-i-n-i-l as in Leonard last name Kana k-h-a Nancy Nancy a double n okay thank you Mr Connor okay so seeing her public comment I'll take questions and comments by members of the board uh trustee Flores Shelton thank you president Fam thank you Mrs Garcia um so we know how fantastic not just the building back the learning
loss but it's about keeping our kids busy and the creativity around these um you know Summer Schools not just you know keeping them busy but building on um everything they've learned through the year so thank you for this I my question is around um the capacity just the numbers I just didn't see in the presentation how many um kiddos are going to be um we have slots for and I saw it was seven seven School sites so if you don't have it tonight just um yeah we have over 3 000 spots open this summer okay and then given the registration that's going on where are we at when we're at about 60 right now registered so we still have plenty of spots open please share with your students okay 3 000 um and that means
that what is that percentage of all of our kiddos it's about half okay and that's probably this is the first time ever we've probably hit that number in terms of capacity for summer school no that's about what we offer like we're offering more this year okay we usually offer about 2500 spots okay we still have open spots good okay thank you we're doing a lot of Outreach trustee Chavez so I heard you say that um for the family as well so how does that look like um the family is involved in two of the programs in the springboard and the bridge to kinder there are workshops that are offered alongside the student so the students come to school and their parent workshops as well and that's for two of the programs I also heard just
mentioning soldering what type of soldering is it oh I'm in the Galileo it's just part of the whole design process I mean that's just an example of something that they may do thank you hey uh vice president Herrero thank you thank you Sandra for bringing all of these I always get excited for the summer to get this presentation um I have a couple of questions um the first one I know that you've been bringing a lot of the contracts before and we've been getting some of the specific numbers and things like that um but I did have a question I guess just in general uh and kind of similar to what one of the speakers uh asked about most of the programs bring their staff correct I mean more or less uh we have five
four of our programs that we hire our staff we hire our own teachers we put the positions out we post them and we hire our teachers okay and then um I know the M play program is something new so that's exciting less work for you all so you can focus on hiring teachers uh how are so I I heard you talk about the phases in regards to those in interventions are offered the spaces first and then you go on from there um and from what you presented just want to clarify and make sure that I understand so if somebody's in for example math then they will get I don't know Elevate math I'm just making a a program a math program they will be offered a slot in the math and then okay um and
then I'm also thinking of parents in our community that work three or four jobs that might not get all their messages um it might have missed the opportunity for those that need that intervention um is there another form that our staff are reaching out if they haven't responded to that initial message of your son or daughter has a slot we actually sent out a message two days ago to families that when there's the one good thing about in play we're able to see that there were several families that opened the text but didn't complete their registration and so what we did is we sent out in Carlos and carmelina helped us with this we sent out a message to those families and said I just wanna we noticed you opened your um message at this
time you're not enrolled please complete your enrollment if you need support call our office and so we give them the phone number and email to call we also have our community Liaisons that have the list of students and what they qualify for reaching out to families individually because I know sometimes people don't send the message but don't read it um so that follow-up thank you that that was important and also just to clarify I did see free to families so I know that families aren't paying for the programs but obviously we as a district are paying for the service of the programs great thank you so much and this year we're paying our summer programs through our expanded learning opportunities program funding the new funding that we receive thank you questions I could talk to
you after uh well so you know for except I do uh well thank you so much Sandra you know and and to academic services for uh putting this this top percentage of summer program and also one of our our largest offerings of Summer programming like this I guess I didn't quite uh just the question so we are uh we are fully staffed for for the summer we have two teaching questions open right now uh well this was two days ago and maybe have been filled by now but this is the best year we've had in terms of applicants in a in a while so we're excited about that okay okay well very good well thank you so much Sandra and you know and I hope our kids have have a a great summer of learning
and I'll share the um information on what's at every School site so you're welcome to come out and see what the kids are doing this summer okay thank you Okay so they're moving on to item 3.04 teacher of the year I was wondering about the cheerleaders and the Beautiful shirts and all of that very cool good evening report president fam Dr Bauer board members Community teachers I have the honor tonight to give a very special recognition to one of our teachers last week we recognized one teacher from every School site as a teacher of the year nominee we had a very nice little celebration here and gave out certificates and a little a little token of our application for them and after the combination of that event we through with the Santa Clara County Office
of Ed we we nominate one of these teachers to wreck to represent Alum Rock School District as our teacher of the year and we'll go to the Santa Clara County special event that they have in October and this year our teacher of the year is maesta Munoz educator who is able to support Student Success Through the most challenging time her creativity and Innovation teaching empowers students to be successful while having fun her nature to always put students first make her a shining example of what is it means to be a Highly Effective Teacher congratulations Master representative technology so we love you I know all right okay everybody ready say my income thank you so much thank you so so I'd like to express my congratulations to Maestro Munoz on the winning teacher of the year
and I know Bill knock them dead at the County Board of Education uh and also uh a special appreciation for uh Adelante for coming out here in in their colors uh just to just stay yeah Netflix that we uh we have a lot of the mascot it's the hummingbird right yes that's all right so so we have some hummingbird Spirit out here tonight um so moving on to you know uh 4.01 the teamsters is Tom here eyes well hello there Tom good evening hello there good evening uh members of the board president board uh Dr Bauer uh my name is Tom fua on behalf of Teamster uh I just went I came today this evening to just uh ask the board that uh Teamster and and the district is in a a new contract coming
up that we like to the district to adopt and um and that we are here to support the district and and everything that goes along with it to include teachers as well uh we're here because you guys are here uh so you know I know financially we cannot support you but we're here to do whatever it takes to make you guys comfortable um and uh ask the board that uh you know um please uh move forward with adopting the contract with Teamster and uh we'll continue to support the district in any way in every way possible I mean we we most of most of us work year-round and we do the best we can and you know with uh with what we've been uh dealt with you know the this pandemic has created a lot
of um you know um hardship on all all of us you know from classified workers to teachers and and all of that but you know we would like to ask the district to go ahead and uh and accept our our negotiation process and to move forward um with with the teamster contract and uh along with that um I just want to say you know for teachers um we're here because we want to support you guys and everything that you do um I know you work hard and so does you know everybody involved but um let's let's ask did the board to let's give the teacher a fair contract and and it's not much that we're not uh we're not asking to be be rich we're just asking to survive in this economy so anyway um
please uh make it put put it in your heart to to to look at all all the aspect of what the you know the workers are faced with these days uh we have members from uh our bargaining unit that travels two to three hours to get to work every day and it's really affecting their their you know performance and and and we wanted to alleviate as much as possible I mean we love this Allen Rock Community I myself are not from here but I'm dedicated to this district and I've been here 22 years and I'll continue to support uh you guys and everybody along with it so thank you very much and uh thank you uh president thank you I am I am 4.02 California School Employees Association and uh yes yes I want to
extend uh a warm welcome back to Sharon thank you good evening um superintendent Dr Bauer board president bam and members of the board I'm happy to be back it's been a challenge but I'm conquering that challenge um I was here mainly and our recipients have gone but I do want to congratulate all of the winners of the employees of the year they do an amazing job and um all of our classified folks do but these are outstanding members and I'm was so happy to see them recognized and of course double congratulations for those that were also recognized by the state I mean I'm sorry the county has their employees of the year also a big congratulations to the teacher of the year we all know how valuable the teachers are and it's be very proud
all of them be very proud and I'm happy that I was here tonight to see the teacher of the year get her award so a big Applause for all of you all for everybody um a couple of a couple of other things um I want to thank the Dr Bauer and the special ed Department Mr Kelowna and our amazing assistant um admin assistant and special ed for our para Educators that attended the para educator conference in April I don't know if the board's aware that we had seven members that went five para Educators to autism assistance and they came and reported back to us at our chapter meeting what an amazing conference it was it's three days and they packed those three dates full of classes so that they could come back and share what
they learned with all the rest of the people out at their school sites so we don't know where it is next year but maybe we could send 10 and then we'll see it's a a good conference so thank you for for doing that and having the para Educators go one more thing because I don't want to take up a lot of your time for all the ladies in the room happy Mother's Day some celebrated yesterday some will celebrate on Sundays some will celebrate both so happy Mother's Day to all of you and thank you very much thank you I think my I have my hair again welcome thanks thank you everybody thank you thank you Sharon uh I am 4.03 Alum Rock Educators Association Jocelyn you have more good evening everyone you know typically I
have everything all written out and planned what I want to say tonight you're gonna have to bear with me like it's on the Fly because we've been incredibly busy but first I do want to welcome Sharon back it's so awesome to see you here on up truly from the bottom of my heart and I also want to thank Tom for your support for the teachers and what we're going through right now and congratulate our teacher of the year such an honor and I would like to also congratulate all the teachers of the year that we're here and honored last week um as you probably heard us out in the parking lot there was probably over a little over a hundred that people after their day of work that came to make signs and and send
a message one that it seems like we go over I mean I I remember the the last time that we were here right before we shut down for uh the pandemic we were also rallying out there for a contract that was yeah four three years ago I mean we got a have events that aren't just for trying to settle contracts because it's getting real tiring on a lot of us um last week I was in a a meeting with um Mr tariko we had our placement meeting for the teachers that were assessed for them to select where they wanted to be next year and I've never seen a list that was extensive as this one was after the teachers were placed there was still I didn't count but there was still at least 40 openings
for next year now I realized that didn't take into account the temporary teachers that were let go and some of those will be asked to come back if they haven't been already and hopefully they will um but that also doesn't take into consideration all the people that are going to resign or retire and trust me there will be more than what has done so already I know that for a fact um I I worry I worry about next year um how how you plan to fill these vacancies you know we've got the programs that the summer programs that look amazing uh we started this year we had some openings I would say by January I was having calls on a daily basis of people asking what they could do to either take a leave or
quit and it would I mean it's never there's never been a year like this our teachers made support they need support in the classroom they need support with the students I've talked I've mentioned this before about Behavior yes all our students deserve to be respected but so do all of our teachers and just in the last week or 10 days alone I can't remember now with less track I know the police came called three times two times on a teacher on teachers and One Time by a teacher who got hit from a student you know with a hard object teachers are afraid I mean they don't know what I mean things what's going to end up happening during the day they are afraid you don't have to take my word ask them they are afraid
to be in the classroom they're afraid of what's going to happen from either the students or the parents or both mood help we you know yeah do we want to contract we absolutely want a fair contract because right now it's going to take a lot of money and a lot of benefits to keep teachers here in Alum Rock what do we how what do we have to attract them that's different from other districts we I mean we can always say the kids but the kids are great know wherever you go we need we need something's got to change I worry about this District I've been here 33 well since 1989 33 almost 34 years obviously I don't have much longer and I'm not even about to tell you how old I am you can tell
by my hair but um my heart is here I I mean I didn't grow up in this District but I grew up in this District I grew up my my entire career was in this district and I worry about what it's what what is going to happen in the years to come so all to say we need a contract we need it and it it needs to be you need to listen you need to hear the teachers when they say they don't want three days of meaningless or not meaningless but unapplicable professional development professional development that may not apply to them and three days of it they don't want it we we asked them we're not just making it up nor do they want it without any I mean with no money I mean it's
really uh what was it that it worked out to be like a 2.65 increase or something not to mention the fact that if that's really something the district wants you'd think that would have been resolved by now because we don't go into mediation until the day before school ends and we're going on vacation this summer our day ends June 8th the teachers leave and they don't come back until August contracts won't be ratified if there is even one settled by then just letting you know the other thing that was shocking to me that I didn't realize nobody mentioned this we had a rep council meeting on Monday for the one of the only two meetings that we've had in person this year we had it in a classroom and someone asked a question about health
benefits because apparently open enrollment is happening right now nobody mentioned that the cost of their health premiums were going up approximately we figured it out ourselves that it was roughly around eight to ten percent that it's going up and nobody mentions that I mean where's that money coming from again we work more we make less last year it's totally off topic but I just want to say one of the things that you know last year around not this time yet but I think during the summer we were talking about um the one of the supports that was going to be offered because not only are we having issues with severe behavior issues our kids are they've they have a long way to go whether it's catching up from the pandemic whether it's just whatever the
reason is so there were 13 tosa positions approved with grant money you know how many of those were filled there were only five builds because nobody wanted them nobody would come to fill them so yeah it's great to have the money and to have the position but if you don't have the people there to do the help it doesn't help in the classroom we need help in the classroom okay I think you got my point I hope because I'm I don't know how let's just say it I I know I mean it takes a lot to get our members out to you know after a long day but they're they were here and they're I mean they're tired we're all tired and we want to I mean it would be great if we could end
this year up instead of down and looking forward to coming back rather than looking elsewhere thank you for listening I hope you are um my phone is has not been ringing lately not by anybody over here anyway by many teachers but um you know I'm always open to talk um I would like to also piggyback on what Sharon said and wish all the mothers and people who assume the role of mothers a Happy Mother's Day this weekend thank you thank you all right 12.05 different extended Bowery at the floor I think he will see administrators oh oh sorry item 4.04 Alum Rock administrators Association all right good good evening uh Board of Trustees Dr Bauer arusd staff and our our dear Community uh my name is Joseph manluko I'm the proud principal of painter Elementary

teacher because my daughters did exactly what you were doing right now and so they grew up to be wonderful women and so that's what that's the Legacy you're gonna give to your daughters so congratulations again on your achievement and also um yeah uh being by cultural is is quite a an honor and a privilege because we can celebrate two Mother's Days you know my mother had to had a cake yesterday Jocelyn and she had to have flowers and everything and she's expecting them on Sunday as well and so you know I'm trying you my family is saying but you're okay with your Sunday right and say well I don't know but also you know we have teacher appreciation week this week but guess in Latin America we do celebrate dia del Maestro so felicidades Maestro
on Monday May 15th so we just stretches a little bit more those are the one of the perks of being bicultural so congratulations thank you so much everyone uh and the last thing that I wanted to share with you I want to thank Dr bayesteros so much we just got um noticed that we are extend from a licensing so we're gonna be able to bring a preschool class to McCollum next year so thank you I know Dr baisteros all of our elementaries are going to have preschool so um for those of you who are a little bit unfamiliar with the Early Learning work in Alum Rock it is part of moving our students to college and you might say what but remember brain is developed from zero to five and so that's why those years
are so important and we know that our students who go to high quality preschool are the ones that are on are on grade level in third grade and we have the data in Alum Rock to prove that so that's why we're opening uh as many opportunities for our students to receive this high quality and Dr reisteros thank you so much for the help um amazing things coming up I'm not gonna reveal them just yet but I wanted to say uh Alum Rock in every Elementary we have a preschool class with my column being the last one so thank you very much for that and have a fantastic month of May okay hang on so with that we'll move to item 4.6 some comments and Communications from members of the board and I see trustee Chavez
um I want to congratulate again Mr Tony uh Colona he was um honored at the um access for the special ed administrator of the Year good job you've been with us for 30 years and doing a fantastic job thank you so much Mr Tony yes yes and I also um want to thank the principal at Ocala in San Antonio when I visited this this month and hopefully we can sign up for a few more uh for the next one and um thank you all for being here today and and I just want you guys all to know that the teachers are appreciated and um I want to thank you all for all the service that you've been giving and and everything you do for the families and the students here thanks okay uh vice president
Herrera loera thank you I just want to start off by congratulating all the teachers all the teachers as teachers of the week and especially those that were recognized last week as teachers of the year for their schools and uh Maestra erlinda Munoz who just walked out uh we know that every teacher goes above and beyond um anywhere uh being a teacher is not easy and I think as a I think Jocelyn mentioned some are even um like mothers to a lot of our children or even they're more than than mothers so thank each and every one of you um or or father figures but parent figures so thank you to every one of you for all you do um and you know I think the words that we heard um earlier today you know I
also want to recognize the classified employees of the Year all the classified employees and those um that we recognize of the year I think of Yolanda Rodriguez and really all the community events that I get to go to outside of just Alum Rock she's there behind our Alum Rock uh uh table you know we're talking about how amazing our district is bringing in family smiling um so in addition to her Monday through Friday you know on Saturdays and Sundays Sometimes Late Nights I see her out there um talking about the work she's doing excited and also bringing in families to be a part of our our community and I've seen it in action and so I'm so glad that she was chosen I wasn't surprised when I saw her name so I just want to
highlight Yolanda Rodriguez with a smile always um and I will also highlight all of our gopita participants all of our students and families who was out there playing soccer at the end of the month in April um I want to highlight our partnership with uh Telemundo channel 48 Erica specifically in the ass um thank you Dr Bauer I think this is our second year um and I know it's Partnerships like that that will continue right to bringing activities for our children and families to be a part of and you know keep them excited excited about life in addition to the mark and the English and all that they get to learn um so thank you for coming up in that partnership I know um it's a relationship that I have it's an idea that she
had and I was like come on over we definitely want you umok so I know that was exciting and another some top ones you know but to me everybody's everybody who showed up and played and um we're just excited to kick the ball and run on the field so it was great great to be out there um with some of my uh some of the trustees to be able to hand the um the trophies and uh you know all the um exciting things that we got to do um and then last but not least um I want to congratulate everybody now Mark I know we'll be ending our school year before our officials start of our next meeting so I bring someone who will close your audition and do that either and someone who might
come to the beginning that night so if I don't get to see you congratulations and to the schooling um congratulating every student as well as promoting to the next uh greeting and especially our 8th graders you know families who killed stood us with the education of their students um and that will be going on to a high school um exciting times um as we all know right and then because easy as we've heard things [Music] here in the elementary so come back and give back um you know teachers and the probation officers and the doctors and the judges and all the things that will be come back to us and remind us of your teachers stories that you have here in Alum Rock thank you for president okay okay clerk Quintero the board of President
uh wanted to take this opportunity I usually don't try to avoid the comments but I think it's important to make them um I was uh I'm glad to have been able to come here and observe the various teachers of the year for the various schools um that were recognized appreciate the work that they do and uh the excellent work that they do under very difficult circumstances I'm appreciative of the uh CSEA the classified staff Teamsters uh classified staff everybody who's out there keeping the schools going moving forward because it's through their work through the collective work of all these folks we see the success that we've had in our contrary to the negative to the negative narrative that's been created by the media that has folks come out and think oh my God Alan rock
is falling apart it's a it's it's this horrible place and so I look back on Jolene Smith a graduate of Alan Rock who ran a 50 million dollar non-profit that provides vital services to all of our kids in Santa Clara County to ensure that we can catch them early on if they have um if they're going to need special ed services um to go ahead and provide those vital services that are taking place at a very early age so we can ensure that they live a healthy and productive life I look at individuals that I graduate high school with Roland Roger of Alum Rock winds up going to Harvard well didn't stop there wound up going to Stanford and now it's like open sex making all kinds of money all right so we got non-profit
folks we've got uh private sector folks we have uh another person I know might have why they're going to Harvard she decides to go into local government and she's applying right here for the city of San Jose and so these stories go on and on and on we have a lot of folks very proud of the fact that I'm product of Alan Rock went to a a state school and we formed the backbone of Silicon Valley and so very appreciative of what I received in Alma and I think those folks who are coming in and hope that hopefully they can bore themselves see what's going on they can see the Laboratories the Partnerships with Verizon with other organizations we brought in to provide one-to-one devices in our schools so we can provide them with 3D
printers with technology all the things that Alan rock is doing so we can go ahead and try to turn that narrative that the media that other folks like to continue to throw out there I I I give full credible credit to do these are the teachers the classified staff that put in day in day out all the work that allow those folks to have the success that they've had now each and every one of our students to go out there and have the opportunity to take part in the American dream even under the worst of circumstances of people from the west side of the valley would never be able to dream of being in a situation where we have you know six families living in a house that was designed for one single family for
one GI coming from World War II to live in that house and we have six families and they're having to fight over the parking lot because they don't want their loved ones to be parking too far away because they don't want them to get jacked as they're walking home and so all of these things are the things that our children have to face everything and to have individuals come over and say oh I don't see the success coming out of Alum Rock well it's very disheartening we do happened I see it I see it in individuals every day we have significant challenges every day as well and so I give credit for credit to to all of our teachers to face all of these issues day in day out and go out there and do
what other people would crack pressure of of having to deal with things that you can't take care of you only have children for a certain number of hours there's significant amount of issues that are are facing our families that are Way Beyond your control and thank you for stepping up and for helping our children be prepared to face a very difficult life we live in the most expensive place we've been reminded and many of our children are having to move on with their feet and go to the Central Valley because it just isn't working out and so um just wanted to give that credit that our teachers very well deserve I want to also thank uh Mr Kelowna I have seen the work that you've done and it has shifted the special ed Department I
can remember thank you it's warranted without going into too much detail we would spend a significant amount of time having to do things that in closed session obviously that gives us a sense as to what we're having to deal with and we the I can't remember the last time we got to deal with that because special ed has been transformed into providing the services that children need without having to have parents come and demand it and have to take extraordinary steps to get the service they that they're rightfully that their children rightfully deserve and so I I wanted to make sure to mention that because it's been a trend it's been like three 180 yes and 180 and thank you for that one and so um I wanted to uh thank you for that with
regard to not I'm not going to negotiate in public because I I uh as a union member myself I do not believe in negotiating in public um I know that the Apostle does not they're not uh uh you know go along with that and so uh however I can give my perspective and what I State publicly is what I say behind closed doors is that my expectation is that we provide uh a generous um offer that is something that we can afford that if at the end of the day it is found that we were hoarding obscene amounts of money that uh don't um that weren't warranted and weren't uh Justified that's going to be a concern for me and so um with like I said I'm not negotiating in public I'm just stating my
perspective as one individual board member that we go out there we lift up the couch cushions look for what we have and we make a a generous and um and something that we can afford that doesn't take us into insolvency and so um uh those are my well on also I I recognize the work that a lot of folks did uh throughout the course of uh Alum Rock and my memories I don't want to leave behind uh fellow by the name of Ramon who was a head janitor at uh San Antonio and he happened to be my boss not while I was in San Antonio because we're gonna have kids working there and when I was 14 years of age I got to work in a summer program it was a job it was summer
job programs the city provided for broke kids like myself that uh didn't have uh you know a lot of money and so it was to get us to you know learn how to work and Ramon happened to be my boss and he was a I'm assuming the teamsters back then people's Teamsters are already in place back in the early 90s and um and so it's folks like that that uh Beyond just doing a great work of cleaning up the place he uh showed me the value of a hard-earned dollar I think at the time it was four bucks 450 or 475 minimum wage and so uh thank you to all the rec all the folks have been recognized today CSEA Teamsters thank you hey I see thrusty Flora Shelton perfect to follow their trustee Quintero
thank you um Jocelyn it's good to see you um my institutional knowledge is you know I've it's coming back I've been back on the board since February um so I just am still in listening mode and kind of catch up mode um and I am committed to listening um and then spurring that into action so I am very very interested you know in getting back to bargaining and let's get this moving um I do want to you know I'm not going to touch on all the things that have been said um but I will say that there's a few uh retirements that I'd like to call out I don't see uh Norma Flores here but I do just want to recognize um that her her retirement is on the agenda today and I've worked with
her in in different um circumstances and student services um I know her team works very very hard to connect with the community so I want to recognize uh Norma Flores and thank her and I saw Loretta's name and uh just you've been a a lovely a lovely face in the audience um now and 10 years ago um so wish you well and thank you for your years of service um at Cureton which is dear to to my family so thank you Loretta um I do just want to give a shout out to the folks that um I had some fun with at kopita um it was and if any Ted lasso fans you know football as well right and I think we saw that very very much um uh the tears of some of these
kiddos that came in third place it was just uh it was beautiful it was beautiful to see the kids passion um and I have to say the folks that put it on the coordinators the administrators that gave uh three days in a row um to put it on but to give our family our community um that that time to just have some fun show their stuff and we know Recreation and Athletics it brings kids to school so they can have something to look forward to afterwards and we want to get them as tired out as possible too for the next day so just really want to thank vice president Loretta for bringing that partnership with um Telemundo it was fantastic and president Pham for all your ceremonials uh it was a lot of fun I'm
sorry I could only be there for Sunday um but I'm just so appreciative of again sort of the evolution of this District that continues to strive for excellence in so many of um not just in the classroom but in after school and you know um just the whole family that whole child experience is really what um I'm really excited to continue to be a part of um and ensure that every one of our employees understands that they're respected and with how we can demonstrate that um day in and day out um and I'll just I will sort of end on sort of the you know esoteric piece about what I think the whole Community is experiencing um just sort of the symptoms that we're sitting in the classroom the behaviors we're seeing it with adults
you know in the community um there is a we're sort of like seeing the tip of the iceberg of all these things whether it's our capitalistic economy whether it's you know the the Google effect you know on the east side there's all sorts of systems and institutional um history and you know the pervasive systemic racism that this District you know continues to uh be affected by right that we are trying to dismantle every day the policies and practices that we are striving to change here is about dismantling those things it's going to take a long time it's going to take a stupid long time right I I would love it to be in my lifetime um but I just want to say that is the tension that we're in that is the tension that we're
in and I just want to call it out because we need to be um we need to understand that education is so much a part of the solution to these things right the next generation is going to be better off right that's what we all agree to um but what we're dealing with are the symptoms not just of the pandemic but the the division um of lack of government you know lack of trust lack of trust in government lack of trust in neighbor you know all these things um in Authority right and that's you know the teacher um is such a respected revered person in most of our lives and most of our um you know most of the generations that have come before us and we need to bring that back we have to
figure that out together so there's no silver answer to any of these things but it's a lot of little things that we're going to work on together so thank you and um appreciate it president okay well I will wrap up you know a couple of things first uh uh our second annual capita was wonderful I think yes it was my privilege and my uh pleasure to to be board present and to officiate uh at our second annual uh soccer tournament at a place near and dear to my heart namely Independence High School I believe all our kids showed uh their Spirit on the field and showed uh the city what uh what Alum Rock is made of uh you know what you know whether they received won a trophy or not you know they are
all winners and you know on that I want to extend a special congratulations to Lucha Elementary the Ocala steam Academy girls soccer team and the Joseph George boys soccer team for winning uh kopita in their respective brackets uh I want to also uh extend uh much congratulations to uh Tony Colona for receiving the AXA award and special education uh we we all uh you know uh and you know special education is our most you know one could our most challenging student population uh you know what a wide range uh I know I was uh a student in adaptive PE when I was uh uh in Alum Rock but you know it runs the you know uh to get to uh uh you know still some uh uh what is it dexterity uh problems all the
way to you know uh you know Lindale is where I you know first met the deaf the you know the the autistic and uh I I'll always remember the uh he was he was a fifth grader but he was but you know he he had a you know uh genetic disposition and he was you know this size and you know so we you know uh we we all owe a debt of gratitude to you and to the Special Education team for uh all that you do uh I had a it was also an honor and a pleasure to preside over the Russo mcentee refresh to do and you know see the way in my day the less the former luster shields uh Russo mcentee now our Environmental Education elementary school so uh just one of
the many many programs uh that Alum Rock is bringing uh to offer our kids and our families uh you know I had an opportunity to meet with Child Nutrition services and mot to learn more about you know what we're offering our kids in the cafeteria and uh how does maintenance work how does transportation how does operations work so I think uh Denise and uh her her lunch ladies for meeting with me and I want to thank Ed and his team for taking the time out of their day to meet with me and you know I got to see you know our our bus plate and our handyman and uh you know uh that we have a mechanic Landing meme I go by go and it's like uh I'm impressed at uh at how many buses
he can service in a day you know literally you know literally our you know uh we you know Transportation would not work without him but I mean all of you are are important to our schools and uh to that extent I want to take you know Express not just my appreciation to our classified staff under there's CSEA and teamsters and also to Alum Rock teachers uh uh you guys are kind of like you know the the uh Central Casting and technical theater and without you know without you all uh we could not be in the business of Education I also wanted to express just as my my colleague core Quintero says I don't uh you know we want I want to respect the confidentiality uh confidentiality of negotiation but you know I'm always hopeful you
know uh that you know that you know a solution is is at hand and you know uh I'm an optimist I know that you know uh you know where there's a will there's a way you know and you know and to acknowledge uh the challenges of teaching in this day and age I mean the challenges of maintaining a school system in this day and age uh you know I'm a union member myself although a guidance counselors Union uh you know in the State University system and uh you know uh these you know these are the some of the most challenging years in education and it will take us quite some time to uh figure bigger you know figure our way out as we work through the after effects of coven and what it did to
our uh social lives and what it did to how we interact with one another and how we approach education um you know on a better note I had an opportunity to meet with uh the board president of the East Side Union High School District as you know as a means to uh you know how you know bring our district you know as part of the East Side Alliance you know the East Side Union High School District and the Seven feeder districts of which we are the largest uh you know in into a common position as it were as it pertains to local control of our uh School sites and properties to ensure that we are able you know to protect what what uh previous generations of animal Alum rockers have done in order to ensure
that we have the ability to educate our children uh uh you know uh it was a pleasure to be represent the district at the Alum Rock Counseling Center lunch uh we uh the Animal Rock Counseling Center is a crucial partner in providing many counseling services at many of our school sites and uh you know they make a difference in the lives of our kids and so it was always a pleasure to meet with our partners and you know to support them in any way we can uh the following Sunday I had an uh pleasure of attending the black April Memorial in remembrance at the fall of uh Saigon so it was you know always important to ensure that we repre you know uh be reflective of all the uh all the ethnicities that make up
our district our district is greater than the sum of its parts and uh you know to get you know and uh to get you know together we we are much the Richer for it and last but not least I want to wish wish everyone a happy happy Mother's Day Sunday this upcoming Sunday uh you know take please take time out to appreciate our mothers I know I certainly have a cake reserved already for Mother's Day so uh on on that you know and but before I you know leave off uh I would like to say a special send-off to our eighth graders uh you know uh you know uh what a time to be an eighth grader I know that they they face challenges uh you know throughout their years in Alan Rock not least
because of the pandemic but also uh you know we're getting ready to send them off on their next chapter in life and I want to wish them well wherever they go so on that note let me wrap up yes um should we talk about under recognition did we mentioned your recognition by the San Jose Sharks I mean if not I like to the Earth yeah Major League Soccer um yeah so if not I'd like to make sure to make note of that and yeah also if you can let us know that you met some Alum Rock alumni through that process thank you congratulations on your recognition Dr Bauer was recognized at uh the Cinco de Mayo game which was actually held on the 6th of May um against uh the earthquakes against uh lafc and
proud to announce that or to acknowledge that uh the earthquakes one yeah the most important so so with that I guess I will cope with you know uh you know thank you I do have to say the alumni that I met oh yes yeah her name was is Maria Flores and it's a somebody's um a former student and I promise that to keep that a big secret and she said that Miss Merce was her favorite teacher and that when she wasn't she still I mean this is a graduate professional woman who says my favorite teacher in Alum Rock was my first my third grade teacher so congratulations to you yeah so on that I will close with thank you to every every one of us for continuing to make us the largest provider of TKA
public education in east side San Jose well neural to eighth grade now like we're officially now providing education to infants so I'm sorry so with that we moved to uh 5.01 public hearing uh superintendent uh I just want to make sure that um you read the items so that we can get that okay okay and then during that time the public is able to okay so with that public hearing District's initial bargaining proposal to open uh negotiations with the teamsters 150 for a period of July 1st 2023 to July 30th okay all right so I will open the public hearing so is there is there any public comment on item 5.01 okay seeing none I will close the public hearing uh okay moving on to item 5.02 public hearing Teamsters Local 150 initial bargaining proposal
to open negotiations with the Alum Rock Union Elementary School District for the period of July 1 2023 to June 30 2026 so I will open the hearing on item 5.12 and is there any public comment seeing seeing none I will go ahead and close the public hearing on IM 5.02 so moving to section 6 bonds item 6.01 I'm gonna turn it over to Mr Chen thank you Dr Bowen good evening uh word prison fam and trustee um with regards to this um to the item I'll be really excited about getting this process started um and as presented on the board cover we respectfully staff is respectfully asking for approval uh with the contract with ehp to proceed which the with the feasibility study the workforce feasibility studies at both Renaissance at Maps insight and the
district office site so this contracts covers that okay uh so with that I will open 6.01 to public comment is there any public comment on item 6.01 okay seeing then I'll move to uh questions and comments by members of the board trustee Chavez I'm glad to see that the Renaissance on Maxim is on the um feasibility study but not the district office thank you okay any further questions and comments uh trust people or Shelton thank you um just looking at the scope of services and just wanted to um make sure that um stakeholder engagement and trying to figure out how stakeholder engagement and making sure that the the folks that are doing this for us you know we talk about the summary of findings or presentations um you know making sure that the neighborhoods um
around uh mats in and around the district office are you know have a have a role in this have a voice in this um I don't know what stage what phase but um I'd like to make sure that that's something a friendly Amendment or something to make sure that that's a part of the scope of services and just still want to I see the background research and the feasibility say it's you know it's saying the same things but one's a deliverable um just really want to make sure like the background research does kind of get into bringing back to us feasibility of you know um density issues you know wanting to just push the envelope on density I know that there's units and costs associated with that but um I think there's some opportunity there
and just again want to know the facts and findings around that um and then ensuring um you know leveraging City County State type of opportunities again I know this is our project right um but there's just so much movement in housing affordable housing and just making sure we turn over every Rock and then finally just um kind of circling back to stakeholder engagement you know being really clear about what the community benefit is beyond the the beauty of you know offering our teachers and our employees housing at a um at a rate that they can stay right given all that we've heard so just want to give some feedback on that making sure that those are kind of a part of our vision for how a project of this immense importance um as well as
potential physical change right and how we make sure that there's the type of communication and engagement that you know the community um well because we want them on board we want them on board right this is their neighborhood um and um and so it's going to be our project right it's and and as a public entity I want to make sure we have as much buy-in from the neighborhood as possible thanks okay I see course Quintero I think he was gonna oh yeah uh thank you for that question Chuck before Shelton we actually have the team from ehp uh with us this evening um in case there are specific uh questions I'm not sure if it's appropriate or bring them up but if it is um they're available in the room yeah I'd love to
hear about the strategy if there's one good evening to the numbers before Dr Bauer I'm Joanna Julian I'm a senior program director with education housing partners and first I'll just say we're so excited um to be engaged working on this project we can't wait to get started since thank you we're really um excited about this opportunity for the district and the community um I'll just say first thank you for your range of comments it's really helpful to hear um from day one you know some of these uh goals concerns just things that we should have in mind as we start on the process um from the community engagement standpoint um you know we're really uh here to follow your lead in terms of what you would like to see at this stage the feasibility process
is a 90 to 120 day process so three or four months it's really the first step after we're finished with this process and present our findings to the district the next phase of world facts that involve creating an entitlement package and further uh collaboration both with the district with the city and with the community so in this feasibility stage it's not the only time to do community outreach we see it as starting now but extending really through the full uh phase of work so in terms of how much engagement you would like to see in this first stage it's really we're here to listen and and whatever you think makes the most sense thank you yeah and I think we've um we have done the connection with you know the city right and um but
I think there's it's really just maybe identifying who all the stakeholders are making sure that you know they know it's kicking off right and that there'll be more to come but yes I do see um the initiation of the Outreach and I again I just think um the sooner the better so thanks um I wanted to uh I've raised some concerns there's a question no concerns questions at the last meeting and so it was regarding the overall cost for the uh studies and so if we can um identify that or do you have a total not to exceed amount um just for the Public's benefit so the the total cost the total to exceed cost for both sides is 398 thousand dollars thank you and uh it's not to put anybody on the spot just
want to be sure we have a very active community that is um very interested in what's happening Alan Rock and want to make sure that the transparency is we're being fully transparent um I we went through a process looked at various firms and I'm very comfortable with the fact that we selected a firm that has a track record has worked on a project the only other project of its kind in Santa Clara County and so I think it warrants uh the the amount that we're paying um at some of our previous meetings committee meetings individuals raise concerns about the feasibility projects this is exactly why we're paying for this so that we can determine whether or not the project is visible because we want to make sure that we're careful with the taxpayer dollars of
which I happen to be a taxpayer myself and I want to make sure that we're doing something that makes sense and that it is in fact feasible um we have uh nothing we are very we have a relatively low assessed valuation compared to our friends up in Palo Alto for example who can go ahead and call down half a billion dollars in Bonds in one shot with no problem um and so therefore if we're going to take action with uh resources that are available to us I want to make sure that we can in fact move forward and so I think staff for the work that you've done uh and bringing us forward a good firm that has a solid track record and I'm looking forward to seeing the findings whatever they may be um
I know that um it's not a guarantee that it's going to be a green light but I hope it is so that we can move forward with the teacher housing that's very much teacher Workforce it's very much needed in our community okay vice president Herrero era the only thing um I just want to clarify because it does say renaissance renaissance at Madsen and I just want to clarify just for the public that it will be the entire site on that lot correct that is correct okay thank you and then just want to um highlight the fact that our Workforce Housing Community Committee worked very hard over many many months maybe a year or maybe even over a year to get to the point um of recommending these two sites and so extensive work um highlighting
you know the work that every Committee Member did there again to bring those recommendations to our board that then most of us adopted here so I'm just really excited for this work thank you ehp staff for leading the efforts and we look forward to hearing the report back um just to you know give credit to the committee appreciate uh all the info that was provided by all the members and the thoughtfulness of of developing criteria so that things weren't just done arbitrarily uh on on a whim or anything like that um thank you to those folks who put together the surveys that provided input and uh the recommendations you should be for you are a compromise uh between um what is feasible as well as the the highest book getter in the survey and so
it was a way of getting to a place that that um that takes into account the work that the committee did and the input that's been provided through the survey so uh appreciative of all the work that the community members have done foreign yes and my self-loading eye item passes four to one with trustee Chavez descente um moving to uh items 6.02 uh well first of all if I may have a question for Dr Bauer since basically there's sort of this 6.02 through 6.04 are of the same topic uh could we is it possible to consider all of them in one okay so with that uh the items yeah since it involves something where is was uh the firm on board with this or are we rejecting based on our own decisions or uh that
can be asked my concern is that if if we go with just the one do an all-in-one crunch we may wind up like let's say the lodge a complaint and it leads to some sort of vigoration can answer that question I I would recommend taking this one by one just because they pertain to different projects different projects thank you okay so okay I am 6.02. second umiz second by mccork Quintero um thank you uh poor president um just a little bit of background as you're aware uh we have HBC project plan for the summer of 2024 not this summer but next summer um so our goal was to do some of the pre-work this summer and that's why we issued these bid packages to do some of the pre-work during the summer unfortunately um we
only received one bid for each um for each proposal um and by law we the school board has the ability to reject those um bids and go out and rebate on those projects in order to generate additional competition um and get better pricing competition so those are the reasons for these three items coming up um staff is recommending that the board reject the bid that we receive go out to rebate on projects and then bring new proposals for the board's consideration in future okay so what then I'll open a 6.02 to public comment the thing no other comment I'll move to questions and comments by members of the board vice president Herrera the only uh question I have is around um I mean I'm sure we put it out there or invited uh firms to
bid um are we thinking of doing anything different in addition to what we did maybe the last time um to invite more um bids yeah well I mean what do a stronger effort in terms of Outreach um to the vendors that we have pre-approved on our um on our pre-approved list um and so RCM is working diligently to get those words out um it is challenging during this time because a lot of contractors um have their work lined up already for the summer um and these are essentially really small work that we're bidding out and so it's not as enticing as those big projects that um typically you know generate a lot of uh interest but again we'll work with our CMS um to get the words out and to do a strong Outreach thank
you yeah just a why couldn't they be packaged together to be one strong job one bigger job um well so the intent here is to have smaller contracts so that smaller companies can um apply for those and per um public contract code if it's over a certain threshold then you can't use the informal bid um I believe it's around two hundred thousand dollars that you have to keep under um and so anything above that you have to use a formal bid where you put out the bid package you advertise for two weeks um and it's a it's a it's a bigger project um all together so we were doing this for timing but really we want competition though yeah we need a bigger correct package but then that just takes longer it yeah stuck okay
yeah I'm I had sort of the same questions just around making sure that our the awareness of this from our contractor community and trying to get those smaller contractors to take this you know to use this as a next step for um they're you know getting them in our in our queue so hoping we can um kind of get that list a little more robust and any any help we can give you know so we can have local preference as well and try to get contractors from the community would be great any help we can get happy to okay well I have a question uh question to Mr Chang so uh you know in the so in the events we we put this out to bid but if say we only if there's only uh
one company bidding on it then what is our contingency to ensure that we have you know uh HVAC in place in in these three School sites and you know granted you know given given the weather you know and also part of part of you know my my big hope when I was on the bond commit was to finance and see the see through the completion of the installation of you know updated HVAC in all of all of our school sites so um this doesn't impact the timeline in terms of when we get the HVAC installed uh this is just being proactive um to get some of the work done uh prior to the equipment arriving sometime next march or so um and so part of the um contingency plan is that you know we'll we'll
gauge the temperature of how many bidders are out there when we are considering to put the bid package um again um if it doesn't generate then we have the option of changing an adding scope to make it more enticing um so those are some of the options that we're considering right now and this is just to illustrate you know the the complexity that we know Supply chains issues and as well as you know as you mentioned many of the firms of their work lined up for this coming summer so it's sort of like we want to kind of understand you know or for the public to understand that you know this isn't like going to going to Costco and having having the air conditioner installed in the house this is a this is a uh
this is a complex process of searching for uh you know searching for a contractor and making sure that you know the scope is appropriate so that we can you know put our tax dollars to work in the way that uh Alum Rock residents expected tax dollars tomorrow so I see uh trustee Chavez a question on is there any restriction to contractors to putting a bid for example do they have they have the work completed I'm sorry what was your first part of the question again and a lot of times they don't want to bid on small things because it's not worth their while in in putting out a bid for example I remember us voting before that it had to be Union label uh labor so is that required of the contractors who are putting
the bid and if so can we amend just this one time to get the work completed well in order for us to in order for vendors to be pre-qualified they have to first of all registered with the dir this is Department of industrial relations at the state um and in addition to that uh because I'm getting the second one you don't have to be Union you just have to pay for a really wage yeah that was it that was it yeah yeah so um I remember uh this is in the private sector not in any government but um I remember that the owner of the buildings they actually went to to people who were working in the field and help them and motivated them to get the dir and they informed their own companies sometimes
helping somebody who's about to get their state license do you see maybe doing something like that a little extra to see if you could get the young up in common contract so Dr King excuse me a second I can give you information so we remember a few months ago we brought forward a proposal to um help to work on a project so Dr Bauer's been working on that on bringing forward essentially somebody who's going to be supportive of small businesses to help them become or walk them through the process so we don't have this issue of not not enough small firms not enough local firms and so the small schools and Innovation committee we're working on that we're trying to work out a date and so through that we're going to bring back uh Dr
Barron's going to bring you back that should address the issues that you're addressing okay that's exactly what I'm talking about okay thank you do you want to add to what he just said yeah and and actually the district we actually did workshop and invited uh any interested company or contractors to um just give them um essentially a little workshop to to help them understand how they can start working with school districts and how they convey it for some of these projects and that's something that we can continue to do so kind of like what we could yeah but but you know before we you know move to a well you know I'd like to cautious caution my colleague there you know we and you know we we you know uh one of the reasons why
you know I I have always been supportive of human labor you know and I think maybe my colleagues are is we want to keep dollars in the local community we want to in you know good wages that you know that are earned by now you know members of our community and that go back into our community so I want to caution you know uh you know caution against and and you know any suggestion uh uh things outside of Union Labor so with that I will move to a vote I'll call you and say see you trustee Chavez bye or Quintero or uh Kirsty Flores Shelton yes and uh myself voting I and the voters four to zero and I see uh vice president Herrera political area yes I and my cell phone and Idol will
describe the uh five to zero moving on to item 6.03 notion by motion by President Arrow uh you know Mr Chang you have the floors uh we're requesting the same um recommendation based on the same reason we just discussed okay public comments okay opening up 6.03 to public comment staying none uh questions and comments by members of the board being none I'll move to a vote I'll call you guys say see you trustee Chavez aye vice president aye Clark Quintero aye uh trusty floor Shelton and myself learning I item passes unanimously five to zero uh item 6.04 question okay motion by uh trustee Chavez second by vice president Ferrero roera I'll open the public comment [Music] yes do you you think that we could go to a voice book since we are all in person
and we no longer have to go home well why Maribel oh okay all right for the minute yes that's true okay uh moving on to item 7.01 motion by uh trusty Chavez second by Kirk Quintero uh superintendent yes this memorandum of understanding is to capture the work that we're going to have at the Cesar Chavez Early Learning Center um just so that the public and us have a way of knowing you know who's responsible for what in the early learning sector there's still some moving pieces so this is kind of um the mou that will bring before the board to memorialize the the collaboration and as we move forward if there are any other things that come up because this is the school that is influenced through Kinder we will bring amendments to the board
at this point the team worked together with kidango and this was um the agreements that we reach to be able to continue functioning in the Early Learning Center okay so with that uh let's see here I'll open it up to public comment seeing no public comment I'll move to a vote I'll call you as I see you at trusty Chavez uh vice president Herrera loera aye or Quintero all right uh trustee Flores Shelton yeah and my self-loading eye item passes unanimously uh moving this I am 7.02 social pendant okay I have a motion from uh trustee Chavez second second by vice president gerardoira superintendent uh this time of the year of renewing contracts okay uh Opening Our open 7.02 to public comment saying none I'll move to a vote I'll call you as I see
you at trustee Chavez aye um vice president Herrera loera aye Quintero all right uh trustee Flores Shelton yes and my cell phone and I item passes unanimously moving to item 8.01 this is the grant from the state to be able to provide the services that we are providing in this is the Travis Learning Center so we have motion by Kirk Quintero and second vice president I'll open 8.01 to public comment all right seeing no public comment uh questions and comments by members of the board thing none oh trust the floor like I don't know why are like moving so fast I mean this is like Monumental awesome stuff here so um the mou two items before was kidango and the school district like I just feel like I don't know do people know and then
this is the funding to do this transformational change in the district that feels like it's I don't know decades or right but it's like culminating into this so congratulations to you all congratulations to the Early Learning Community congratulations to the babies and the and the families that um are bringing together again I just think this Vision um back to the science you were talking about the science you were talking about the science right what we know about the zero to five mind and our investment in that right it's not just about graduation it's about self-sufficiency it's about decreasing poverty it's about you know lifting families and generations and so I'm just so proud of you all and us um to move this forward and and it is um it's unprecedented right at what at what
scale that's my question now what scale and I'll stop talking we I have looked and looked um in our early learning Partners have looked and looked to see if there's any other uh public school in the state that it is there's a lot of public schools who house Child Care Centers so that's not new what it's new is that we have a school with a CDE number that is officially zero to five so the Ed code allows us to go as long as we have some grade levels that Elementary districts serve we're able to expand below or above that's why we're able to transform schools into PKA you know things like that so that's kind of the concept that we are taking now what you're about to approve is the Early Learning grant that is
going to fund the staff and the services for the zero to three years old because Alum Rock picks up the young force and the five-year-olds young Force TK they're four-year-olds and then the five-year-old so that's the collaboration the braiding of the of the um of the resources which is unique and um very very excited to be doing this kind of work alongside so many other you know we have the TK teacher right here you know uh and we have Dr vallesteros right there we have a whole bunch of people who support this effort so um very exciting work um and we are technically the the local Education Agency that will if we are functioning as a pass-through that state gives the um the grant to Alum Rock and kidang we in on intern kidango we
pass it to kidango so that's the way it works we have thing together preschool academies in the dual immersion academies they've worked in the same way with a different partner so we have um very successfully and I think as a result of that I really think Dr Reyes tells us why we got kind of that amazing um nod of appreciation and not having to wait a whole bunch of we have an exemption of the licensing because people know that we know how how to do this right it's taking us a little longer you and I had that conversation 10 years you know to get to this place but it has been worth every moment to be able to see families receiving services that are amazing um we are trying to figure out some other ways
other models so we have a lot of innovation in the in the world of early learning thank you for the opportunities yeah thank you and I'll just say by the time the big celebration happens in July July 21st mark your calendars everybody is when we're gonna have our big but we should know that we're the first in the state or the world or whatever it is you know so we can hang our hat on them you know thanks for the kick in the pants you kind of like we've been on this for such a long time that I you know I still go back to the the initial conversations in this afternoon in this particular room about how it is that we were gonna you know focus on these very important things really learning um
well it was very very interested in it um as we were discussing all kinds of stuff and so one of the things that I was looking at and so I was I came into this meeting of like throwing out their these Grand ideas as to how it is that we can pull in um kids give them give families access to um you know the child care that they very much need is necessary a preschool things like that um and so to see it to come to permission you're right it is a big it is a big milestone hey we were moving forward I remember the conversations of going to Sacramento how are you going to make it happen and going back all deflated because it all fell apart and it was it did take a
lot out so maybe that's part of the reason why we came a little cynical um but um seven million dollars is coming into the community from the state right that you'll remember that that the committee meeting at the Senate where all those moms are yelling and screaming because they were anti-vaxxers well I mean they're they're stuff with being heard before our uh our Universal preschool bills that never actually happened but hey I'll give credit to Senator Bell he attempted and made the effort and maybe it set the I'm assuming to set the it set the stage for what we finally got because of the pressure was being put on so um you know thank you for the work that you've done we could just kind of sit around and then just continue to you know
the reality is that everybody's going through the decline enrollment and you know what just it is what it is suck it up or or and even I've been worse some individuals have come around saying why does turn your schools all into Charters like Ugh it really made me sick um uh and so we we said no and so remember my approach to Dr Bauer was like Hey if we're gonna do anything with our site to have to be something that's going to provide a service to our community and um and continue to make and allow our community to make use of our facilities so thank you for finding this Innovative strategy that uh creates that pipeline for our kids to continue to be served by the local education and the Lea or their area here
by Alum Rock School District so looking forward to more of those Innovative uh I just got plenty of sites that we have to continue to use and provide for uh you know make sure that they're retained for our children so one more just a point of data for the board we started TK ahead of the game before all a lot of districts right now some districts are just beginning to to talk about decaying and I know that we were at the Forefront we were probably the first one definitely the first one in the county and we were one of the set one of two districts who got ahead of the law to welcome our students and just so that how does that 80 for 85 of our TKS stay with us and so that has
been uh helping us to mitigate the declining enrollment so that is the other reason right we do want to make sure that they have an amazing opportunity and they are academically on level but that is the other reason that we have been able not to experience another hit if you will so very grateful to the staff and everybody the team the parents that entrust us with that uh as president Herrero thank you um and thank you trustee um Andrea Felton Flores for reminding us you know I it really took me on a journey for a second there of like when I started on this board and where we were at and how the state at that time we were not trusted literally right with our own uh money as a board as a district I
mean what we've gone through and to now being awarded by the state over seven million dollars um thank you for bringing that up and um I think you know the fact that we've had a lot of amazing um uh time earlier today to do a lot of important things too but this def definitely um deserves its attention and um you know highlighting again the creativity right of um hard decisions at the time of you know do we close down schools no way we're not going to close it down there's no way we're going to hand it over to Charter what are we going to do and it was not easy like everything we you know thought of and as staff you know and the recommendations and um Dr vallesteros and her leadership um and really
you know transforming Cesar Chavez right um into something that I mean we couldn't have even imagined you know maybe 10 years ago um so thank you Dr vallesteros for your leadership um I remember having conversations at like my first PTA um event um we were recognizing the PTA uh parents um and just you know the ideas you had been and how they're becoming a reality um it you know really shows your leadership and your ability to you know make things happen not just have the ideas or talk about them but put actions behind them um so just you know happy to be here and supporting the work and then you know I mean I think of our Workforce housing as well right I mean there's maybe certain things we can't do directly but indirectly how
do we support our Alum Rock um whether it's the zero to five to the teachers and really addressing the needs in a creative way um so thank you staff and and board for you know doing the work that that we're all doing here and with that I will be supporting this okay so with that I'll close with you know this is a momentous occasion a great occasion it's an opportunity to uh you know uh serve our community and in new ways and also in a sense to continue to uh introduce Alum Rock to another generation of Alan walk residents uh you know I hope that you know this is the the beginning of something something greater uh you know we're leaning into our expertise with young children to serve even uh younger children in a
way that uh where we hope to be able to mitigate some of the challenges that our children face because of uh where they live and also because of the economic situations and so uh I you know I wanted to thank the administration and Dr bayesteros and everyone to who helped make make this grant possible and also to to allow us to to save Cesar Chavez and to be able to repurpose it to continue serving uh children in Alum lot so with that I'll move to a I'm so sorry um I know you're disappointed um just in the spirit of dotting our eyes and crossing our T's in the packet um you know it's about infants but then the license itself says it's licensed to serve ages two years through entry to first grade so can
we just make sure just go back and make sure that the license lines up like that it must have been an oversightful yeah just for the public packet and everything thank you so much you know the brand but we haven't yet I knew you did it just wasn't in the package okay so with that uh I'll move to a vote I apologize I see you trustee Chavez hi uh vice president aye uh Clark pontero all right uh Rusty Flores Shelton yes and myself voting eye uh motion uh item passes unanimously moving to item 8.02 motion motion by trustee Chavez second by Kirk Quintero uh superintendent um this is a request for the board to reverse the charter dependent Charter status of aptitular gas um uh I know that barb uh prepared a little bit for
the board in terms of the the reasons to requests for this reversal so I'm going to turn it over to her to explain to them and to the public why we're doing this yes good evening so um in 2023 when the community a group of of Educators got together and created this Charter there were two Focus areas to the Chart 13. 2013. I'm sorry and the the two areas was one about Excellence for every student academically and the other one was the which was the biggest component to the the charter was the theme of healthy living um so a couple of things have happened since the people that actually wrote the charter and created this dependent Charter are no longer with us um through the variety of things that have happened over the years the
the school has kind of moved away from the Healthy Living Focus to A literacy Focus um on top of that you know I was looking through some of the pieces and they they weren't implementing a lot of the Healthy Living pieces that were part of it they were continuing to work on some of the academic pieces like the rest of our schools because they're a dependent Charters so they're also supported by us um one of the things that has arised this year is that aptitude has been designated an atsi school which is uh additional targeted support based on their dashboard receiving also a letter from the state saying that it was at um it was at risk of losing it its Charter from the state if um you know because of their dashboard um their
academic standing there's like a couple of other schools but in most of the areas they are on the very low category um so kind of thinking about that we in addition to all of those things the the site has to write for every every Grant every um they've got to write their own lcat they've got to write their own Grant reports they've got to write so it's a lot of duplicates uh sometimes work but ultimately what this does is there they fall under the auspice again of just a traditional Alum Rock school and all the rest of our schools and we will be able to continue to support them to hopefully move them academically and move out of some of those areas that they scored very low so we want to be able to support
them more on that um the other part of this is that um aptitude is a in a on a campus that's very limited in space and it's very very tight quarters it's been a something that um we've been constantly looking at to try to see how we can better support our students and give like the middle school students that Middle School experience so part of of really looking to revert that dependent Charter back to a traditional school is also to be able to um in the future probably the not this coming year but the following year moved those three those three grade levels to a traditional Middle School in order to have them have that full Middle School experience that that um that they all deserve with the the big Sports programs the the electives
all of those pieces that we would like our students to be able to have so I it's you know we recommend that we um that you approve this so with that I'll move to uh I open the island of public comments back again um I do have a couple of comments and questions related to this I was not aware at all as a nor were the teachers at the school until they read the uh agenda this week and they were quite surprised um and I while I'm not just as far as not continuing with the charter because I would tend to agree that when the charter was written the the staff and Leadership at the school site at the time wrote it and then most of them including the um site principal left before the
beginning of the next year started that so they have never really implemented the principles of the charter to begin with however my uh so I understand why you wouldn't and it sounds like you want to take it back before the state takes it back which I don't know if there's a difference whether that makes a difference but regardless does it need do you need to approve tonight the second part which is the sixth seventh and eighth grade because I I don't know what's been um how much the community has been involved in this because I know again the teachers had no knowledge at all that their sixth seventh and eighth grade was going to be moved after next year and when they found out they were upset for a number of reasons but some were
upset because they said that just as you're saying that we want to give them the Middle School experience that was why we did the K-8 was to have the K-8 experience so it's like I guess the bottom line is does it do both parts need to be voted on this evening or and have the community been asked about the K-8 I do get the fact that they're out of space they're all the classrooms are used um but something to think about thank you the other question I had about the moving the middle schools was I had heard through Grapevine of Staff talking that the middle schools was going to be moving to rennet Matson and taking over those buildings but I noticed that rennet Matson is also one of the school sites that's listed to
be converted into staff housing so I know that we have a ton of projects that are going on in Alum Rock and it's all for the betterment of the community but sometimes I feel we put too many carts and not enough horses or the horses and the carts are in the wrong order or there's different things to look at so I just want to make sure that wherever we're going to be moving our sixth seventh and 8th graders it's going to be in a place that is accessible to them because part of when we closed Chavez and repurposed it and moved things part of that thought and theory that I heard from my community was they don't want their kids walking over that freeway bridge to go to a school somewhere way far away and
if we're looking at that for aptitude would that be the other way back so those are just some of the questions that I have there thank you okay uh well with the female for a public comment I'll open up to questions and comments by members of the board arrows um yeah I was on the board when we moved forward with the charter now we graduated and it was uh an effort a good effort now I think it was uh the intention was good uh obviously it really wasn't thank you for for reminding us as to what took place right after and why a lot of the things were implemented and so um I I remember it was part of a bigger package as well we were really trying to figure out how it is that
we're gonna stem the bleeding um and even Matson was considered to go K-8 and a lot of a lot of different thoughts were out there um and so given the information we've been provided um it's kind of difficult to say we went this route and it didn't pan out but we also have to be acknowledge that they need support and then maybe this is in the best form for them to get to the point of view that they do need so I um you know I will be supporting moving forward with this um in terms of the students uh that is a it's a great concern that has been raising something I've also thought of I know that we have a policy of allowing children to uh choose to go to whatever Middle School they
decide as long as there's space available correct we have open enrollment so okay so they can choose to go to whatever site correct okay um all right thank you for answering that question yeah thank you um um my question I'll start with my question which is just in terms of the um communication with staff and the community you know I'm I think my my theme is just going to be Community engagement right you know or stakeholder engagement can the administration just talk about sort of the the communication around the the decisions and the what was shared with the school Community this is not the first year this has been considered so I'm going to turn it over to Bart this um I'm gonna say at least for the last four years this has been part
of the conversation um with aptitude uh around the charter of meeting the charter obligations that are written out um around what's best for the site what's best for the students how do we make it it all work um this was something that um was brought up to the it was shared with teachers maybe I don't I don't know exactly what the date was but this has been part of the conversation I'm going to say with School site Council for sure for at least I'm sorry so specifically the K-8 back to Kata K to five there was different talks around that and different at different stages of because um every year there have to do some surveys um at one point it was actually taken to School site Council as part of an opportunity to have
the School site Council vote to to convert back to convert back and to go back to there was two different pieces to it one was convert back as as a K-8 another possibility was to convert back to a K5 this was about four years ago or three years ago when um or was it two I gotta go back and look at it it should have been a civil war can I add something on that answer real quick so Barb are you saying there was a survey at that time so there's a survey um all our all small schools of choice do some surveys at some point um I just want to yeah I want to understand your answer there was an uh survey from my understanding from working with the principal a couple of years
ago there was a survey that she asked I don't have those survey results and that's what I recall because again this has been an ongoing conversation over the last four years that I know of so it was kind of both um if it goes back to K-5 or yeah so but it wasn't this specific no it wasn't there this specific recommendation sorry thank you thank you thank you um so that was my question and then um I just wanted to to comment that um you know I think I would I too was on the board when we approved this and I think it was a part of our experimentation it was about any type of thing that could again um elicit excitement and interest and enrollment right we were like throwing the spaghetti on the
walls usually and you know what I think um this is about just like we tell our kids it's okay to like fail and learn from it and fail up right I think this is a good lesson learned for all of us um and sort of that time Charters were coming at us left and right and we were like thinking this is the win because this is our Charter you know it was just like a strange Twist on the charter um uh pressure that we had right so again I will be supportive of it but I do think the the lack of clarity um in terms of the second piece um I I do think there should be more Outreach and more engagement with the community just to understand um because we're also not you know
it's not happening it's not happening in August right so um I'll be supportive of the of revoking the dependent Charter status okay so simply 10th power so I just wanted to remind the board Rene Sanchez was the one that started working with the team with the principal at a time with the school side council at the time it has been it was one of those things and then the pandemic hit right it has been something that has been hovering over that we have never had a kind of the stability to say okay we gotta look into this it has to happen now we have a letter from the state saying right so that's that part the other part around the middle school grades I want to remind the board that we're in also in the
process of that long-range facilities plan in in uh in order for us to really address the the real tight uh blueprint and aptitude and continue to have a school there because that's something that has you know when people talk you know immediately or they're closing aptitude we're not closing aptitude right in part of sustaining aptitude is to really bringing it down to a very feasible way that we can support the site refurbish some of the needs of the site because they do have also some some stuff that they need you know refurbished so by keeping that blueprint because originally it was designed as a K5 right it would allows us to address some of the other needs that the school has in terms of plumbing and roofs and stuff like that um we have way
too many Middle School seats for the size of District we are for the the enrollment that we have so as we work with the The Architects and you saw we have Community forums some of these things are discussed and that we invite the community some of the recommendations have been there a lot of those recommendations um have not been brought to you yet because we're still working for example the whole thing with Cureton and George we're still on pause because staff was there some parents were there so those are our efforts to in engage the community in some of these discussions family vice president Herrero Valera I think all of it is great and I will be supporting this as well I think I mean it makes sense I wasn't here back then but where
we're at now it makes sense and I think I'll just uh reiterate you know the fact of communicating right if I'm a middle school teacher and all of a sudden I see it on the board agenda I'm going to create right ideas and uh rumors or you know and and it might not happen um but at least there's that communication and um you know as much as we can as a district to prevent rumors from happening and things like that because I mean it's all a part of it but not all of us get to go to these meetings and get to hear the town halls um so I think if you know they're going to be affected by it in some way or another just a heads up and maybe to the community as
well to kind of prevent maybe some of those rumors from happening or fears sometimes that come up um when you know it's like ah you know they're gonna close down I'm gonna not have a job or whatever can be created at that time um just to reiterate I think but and trustee uh Flores Shelton mentioned thank you well I have a question for administration so was there a a cons uh consultation at uh you know with with the schools parents prior to this being brought to the board it was part of the school site Council how many years I don't know um I see clerk Quintero my concern is that we have serious situations taking place at this site they are our dependent Charter we also have two privately operated publicly funded schools that we
are direct that we directly oversee correct you still have those two tip and uh and now correct they are our Charters yeah okay and if they were in this situation and they were coming in for renewals or they were in the situation I would call for their to revoke in this case we have to hold our just our schools to the same standard not the same Center we have to hold it to the same standard and provide them the support they need so that they can step it up so given the situation that we are facing I that's why I'm basing it on on the letter that we were seeing from the state that we need to get down to Basics give them a massive infusion of support both in terms of you know whatever
it is they need uh um coaching you know monetary support uh in infrastructure if that's required because uh I'm not necessarily very happy either to know that they're in the situation so we need to move on this stat and part of the process as I see it is to take the step of letting go of the charter acknowledging that an effort was made it did not work out in this case we did we did move our school at Hubbard she came through eight it's it's an add different a different result than what we're seeing here and so those are my comments and an interesting I don't know who the maker of the motion was um just a friendly Amendment um can we split the to take the revoking of the dependent Charter status as one
and take the um reverting to a traditional District school as another as a separate motion so instead of having two actions we have one action um by listening to everybody's comments maybe we should just keep them together because okay poor majority already okay so I'll just then that means um as much as I am supporting revoking the dependent Charter status I I just and I'm if it makes you feel better I'll amend it bro I mean it doesn't make me feel better no I mean thank you though um yeah so my concern is that a meeting four years ago okay well check it separate if that's okay okay thank you is that okay oh with the motion that is fine but I do have a you know uh question to Administration well then seeing this
would it you know would it not be uh would it be advisable to it you know uh you know to revoke the chart you know revoke the charter but you know a lot you know if uh extend the uh the eighth grade out to to the end of the 24 25 school year and just then have the Middle School move to Matson in the fall of 25. you know when we bring you these kinds of this is uh this is the tough you know and it was not one meeting just it's not a meeting four years ago this conversation has been had right um it's up to the board you guys ultimately have to make those decisions we bring you the best recommendation we can um you know movie get longer just prolongs so the
inevitable and we're trying we are trying very hard to be efficient about the work you know it's it's um it's up to you it's up to you I um I believe that we really need to make some decisions about facilities we have a long-term brain you know long-range plan that needs to be addressed this is just gonna prolong it right it's sort of like so when it is gonna happen when can we move in how you know does does the the I don't want to call it urgency because I don't want to misrepresent what it is but it is something that needs to be moved on eventually thank you president yeah I I agree and I think my only um so I'm I am not advocating for keeping it K to eight what I'm what
I feel is the conversations about like George and Cureton feel very like in the facilities I feel like we've been hearing about that I feel like I've been hearing about deaths less or not at all until this and so it's more about bringing this back you know in three months when it we just feel like there's been a more recent on the ground kind of conversation I think you're right tying it to the long range facility plan but kind of um making sure it's Unearthed then there's just sort of a everybody kind of knows and has had their say so I don't I wasn't at all the town halls so maybe I missed the one where everyone kind of dug in and was like okay Goss all right it's it we need it to be
because I agree kids need space right and sixth seventh and eighth graders need a different type of facility so I'm not that doesn't exist there so I think it's more about again good Outreach and then coming back not kicking in the can too far down the road that's that's what I'm interested in thank you okay I see vice president Ferrero and uh the more I think about it I know we have a feasibility report coming up and that site might look very different may or may not right the Renaissance at Matson right depending on on the report back and in the future of that site and what we decide to do if maybe the workforce housing is there I'm just saying I think there's some things up in the air still for that area so
that's why I mentioned that this is open enrollment so the families can celebrate different places it's not I guess I just see the be it further resolve that due to space limitation at the facility in 2024 2025 the Middle School classes and program will transfer to Renaissance and Madison correct so that's what I'm reading here and that's what it's being recommended by the staff so is this not being recommended then sure we have to give the state a boundary school and Renaissance that matter is the closest one so that's your recommendation because this is what we need to submit to the to the state okay how long ago how did we receive information at the schools were placed on on the status that you mentioned right after the dashboard was publicized so that I think
the email came in in February all right and so I'm assuming that uh the administration at the site as well as the faculty was informed of the situation that they're in the letter came to me from the administrator from the original at the site yes all the all the um yeah all the uh what's the word correspondence that goes to that goal directly to them yeah and so the site everybody's aware that they're in this that I yeah I'm sure they are because we just finished doing A needs assessment around prepping for creating their next plan because they are in an age they are in ATS High School yeah okay so the HSI is part of is they became an atsi part of due to their their dashboard yeah so the the letter came out
of February the administration is aware of it and the something needs to be done so there's there's it's it's a it's a notice by the state of California that we have to take action if we were to sit here and kind of pull the Band-Aid little by little I it would be a disservice to them because we wouldn't be able to start moving to take action you know more we would put up the idea that oh maybe it might happen it might not happen we're serious about transforming the school I think we need to extend this strong and clear message right now um that we are is going to be decisive and that we're taking action to make sure that this status um does not remain and that we're able to transform the school okay
Christy Chavez um I think in order to benefit the students the most I think probably sooner the better but at the same time give the parents enough notice that they know where their child will be going in a few months and you don't you don't want to do it too late and you don't want to do it too early but go ahead Dr Bach foreign year to work through all of the more there's no movement in August 23. so nobody's gonna move so the staff is not going to move kids are not going to move where once we get the approval then we can go to the process following the contract with no staff working with the families to address students you know that's that's what that's why we are not asking the board to
approve the you know moving the the middle school grades in August is not going to be until August of 2024. I'm trusty Shelton asked keep it separate um would you still like to keep it simple I would okay and I am in devotion or does she make an emotion well I would like to mend it to let's take it in too far we're already taking that into Parts already I mean you move to approve revoking the dependent Charter status of aptitude at costs yeah second thank you okay well seeing the motion in a second I'll move you know to this the vote on the revocation of the uh the the charter so I'll call you as I see you uh trustee Chavez hi uh vice president all right uh trustee Shelton yes and my self-loading
I the CH the charter news uh remote now on the second part uh yeah make a motion yes okay exactly I haven't made it yet um I um I moved to um direct the administration to come back to us in four months time with um a recommendation based on community outreach um School family um uh teachers Administration on the recommendation for moving from a k to eight to a k to five at aptitude of cost can I amend that to two months let's ask the administration what they what level of um summer vacation yeah summer vacation we if we've got we won a we want to include the families will be gone and the teachers will be gone three or four months okay second on the fourth okay so on that motion I'll call you
as I see can I ask yeah I think um Barbara or Dr Barbara is that going to give us um is that going to give the state I guess what they're asking for are we gonna yes okay okay uh so I'll call you as I see you Christy Chavez oh why oh God now oh did we have public comments on the first motion this is the next oh okay so is there probably comment on the second part of the last message um just quickly I appreciate the consideration for changing um this but I do also want to let you know that the staff was just informed this week about their Improvement status or what they were not informed by the um Administration and if I'm not mistaken the administrator was actually out on leave for
a month or so um and I do think that it regarding this as far as saying that School site Council was uh involved in it um this I think that the district needs to check up on the School site Council and the election process that took did didn't took place or did not take place at the school site thank you I would just like to make a comment that when we're talking to the community one of the reasons why aptitude is probably bursting at the seams is because the parents chose and liked the TK to eight model just like some parents have the School of Choice and have sent their children to Renaissance at Matson already or Renaissance at Fisher that desire to have the community go from TK to eight could be why we
have the community there that we do by cutting the school up into the pieces again and moving it off we have that ability to lose those parents and to lose those children again and or displace them to another school that will then be bursting at the seams because we have Hubbard that's also a tk8 school and then you have both of the adelantes so Google forms QR codes parent community outreach things like that and to let I don't want to say just those teachers know but to let the teachers know in general because those are things that we have parents that have gone there that we can help get more input out that they feel comfortable with different parents so thank you thank you all right Daniel for public comment on the second part of

level seven the date for the volleyball of college STEM Academy the date is 123 2023 to 3 30 23. so did it already pass or is that uh uh um I'm trying to follow you so under um under where it says employee contract under 1107. so in the middle little page number two word says Lopez Danielle volleyball College STEM Academy the date here it says 123 2023 which is already passed and it ended at 3 30 2023 is that the correct date or is that an error in the date or what is it I don't know so we're voting on this and that already passed that's what I I don't know okay I don't know do we know like I don't know on occasion there's contracts that don't get to us in time or they're
lost it's a possibility I don't know off the top of my head but sometimes we ask you to ratify contracts after because the the events already happened and the working thing we we try to avoid that and certainly for next year we're making that an automated system so it'll be tracked so it won't happen again so it did happen already that would be my guess I don't have it in front of me but I know that like on occasion it happens where we get contracts after the event has happened and we ask you to ratify it but I don't recall on this one specifically okay I just thought maybe no that they will catch because um um we don't know oh we hope so so we pull it through we don't know I would not
and the only reason is because there's somebody in that needs to be paid okay so yes forget that part and then just um in the future in the future yes uh so I did want to speak on 1103 but after we do the consent account yeah okay so what that signal for the comments um I'll call you as I see you trustee Chavez aye vice president Herrera hi uh Christie Flores Shelton yes and myself voting eye items 11.0102 and 04 through 09 are approved unanimously so we'll move to 11.03 and I wanted to um say something about 1103 because I noticed that at the Linda Vista school that the parents stepped up and they donated 5783 and I don't know if that's through the work of the principal that Stu he's doing his job to
promoting and or is just the parents doing a wonderful job of stepping up to help with the materials and supplies of the school but I just wanted to recognize them and thank them thank you they sold stuff probably the it was like arts and crafts fair yes yeah it's pretty big okay yeah so on on that note thank you so much I too would like to thank the parents of Linda Vista for uh for their generosity for our you know for not only their children's future but you know their children's uh children's future so with that uh uh seeing no further questions or comments by members of the board on item 11.03 oh do I move to approve move to approve second by uh motion by vice president Herrero loera second by trusty Chavez uh
