here at um and can you call the roll today is a meeting of the workforce housing task force for june 21 2022 at 4 30 pm members of the committee sorry i had to mute the um youtube channel members of the comedian attendant chair andres quintero president co-chair corinna president jocelyn merce area she's out of town maribel sharon fontaine csca she's also out of town trevor emmett teamsters president members of administration superintendent dr bauer present and assistant superintendent coverage president all right with quorum established we're going ahead and move forward with the uh land acknowledgement the board of trustees of the alamo rock union elementary school district does hereby acknowledge that the district schools and facilities sit on the traditional lands of the maloney people and the board of trustees further acknowledges with respect and
reverence to the moek maloney people of the tribe of san francisco barrier for their stewardship of these lands all right we'll go ahead and proceed with pledge of allegiance please find a flag near us here and face it pledge allegiance to the flag the united states america to the republic for which it stands one nation under god the god visible liberty and justice for all [Music] all right um we'll go ahead and move on to item 2.01 public comment uh somebody wishes to speak on an item that's not uh if your speaker wishes to address the committee on an item on the agenda time will be provided for public comment before during consideration of that item public comments shall be limited to two minutes per person all right um there's nobody indicating nobody wishing to
provide public comment at this point we'll go ahead and move on to item three there's a review of the agenda anybody wishing to change the order of the agenda right i assume that since it's so this is so brief we'll go ahead and move on to item 4.01 a report from dale scott daley on the floor okay i am going to report out the results of the voter survey that was conducted recently it was a bit of a rush but we got it done and i'm very excited to have the opportunity to show this results to you let me bring them up everybody can see i hope and if there are members that cannot say i'm happy to read off the numbers i'll read them as i go along but if i missed some of
them please let me know and i'm happy to go through the survey was conducted in the middle and mid to early to mid-june it was conducted in both english spanish and vietnamese 300 surveys were completed you can see down at the bottom it says margin of error 5.64 what that means is we're not looking at a an absolute number so when you look at these numbers you have to keep in mind that you could just shift one way or the other by about five and a half percent so keep that in mind as we look at these numbers the way the survey works is people are given information to find out how they feel about potential projects this goes on for quite a while and then at the end of the survey we ask for
some demographic information i've moved some of those questions up because i think they're important to know as we're going into this remember we're only talking to voters we're not talking to the community at large and we're really only talking to voters that have a high higher probability of voting so keep that in mind if we look at this slide very interesting do you have or have you ever had any children or grandchildren who attended or are now attending a school in the allen rock union school district over 50 percent do have never had children or grandchildren nor do they now have children or grandchildren attending school in your district that is uh that's a that's not the highest that i've seen but it's definitely a large number and keep that in mind um a lot
of times especially uh board members will often think of their constituents as parents um that's not an in uncommon those are the people that you talk to the people that you interact with yet 51 of your voters at least in this survey really have no contact with the district um and so as we're walking through this keep that in mind another question we asked was and this is a great answer what is the main way you receive information about the allen monument school district and these have been been color coded for your for your use you can see the blue is information from the district district communications friends and families and district employees district websites district social media very close to 50 percent of the information comes from the district this is really great news
i mean whatever you've been doing to reach out to people has really been working you have about another third of traditional local newspaper local tv another quarter to a third of non-district social media and internet news but the big driver here is district website friends and family district communications that's a that's a big deal i think something you should be really happy about any questions about this slide before i move on i think it's really important surprising very important information thank you sam next we ask what from what you just now started coming back to the beginning from what you know or what you've heard how would you rate the quality of education provided by alan rock you have again about 40 percent that say excellent or good remember you're coming out of a very
difficult time so this these are actually good numbers compared to what i see around the state very large percentage of people say they're unsure that makes sense they don't have children in the system not a very not a really large number about 20 saying poor but a very large number compared to what i see in other districts saying either excellent or good we ask the same question regarding the district's fiscal responsibility now this is an easy one for people to knock obviously but still you have almost a quarter saying they're unsure and that makes sense because they are unsure um that fiscal responsibility goes down to about a quarter in terms of good and excellent 25 percent poor 25 percent are so fair so balanced but not as good as the previous one we asked
two attitudinal questions starting out do you agree or disagree with this statement allen rock public schools are our most our community's most important asset and should be our number one priority 88 of voters agree with that statement that's amazing i mean you know not to sound too good but are there are there any issues where 88 of your voters agree on anything i mean really that is a huge number but they are behind you in the schools a follow-up question do you agree or disagree quality schools increase property values again eighty-five percent agree with that and a very small number uh disagree and a very an even smaller number say they're not sure so strong feelings about the importance of schools and the job that you're the importance of the job that you're doing then
we asked a question about housing do you agree or disagree that there was a significant shortage of available and affordable rental housing in the san jose area i'm not sure where that 11 is getting their information but agree with that statement and then what happens is without ask giving them any additional information we ask people we read people the ballot language as we kind of interpret what it would sound like today now this will change of course before we get to the board should the board want to take action but this assumes similar to a person voting without knowing anything else how would they vote we read them this ballot language i'm not going to read you the whole thing but you can see it's authorizing 71.5 million dollars it starts to improve local schools
with funds that cannot be taken by the state it discusses technology uh discusses below market teacher rental housing it discusses repairing schools and roofs talks about the tax rate it talks about there's no increase in total approved debt so a lot of information say yes they would vote for it 18 said no they would not and a very a fairly large percentage said i don't know that group that says i don't know is pressed on that once they say i don't know they say well are you leaning no or are you leaning yes and 11 are leaning yes so in our world we take those two numbers the hard yes and the lean yes and put them together and you are at 69 yes and that doesn't mean you're going to get all the lean
yes but that's a good number to a good way to think about it um the threshold for for approval is 55 and you are way ahead of it without even adding information about providing information now after they see this question for the 71 point million dollar bond we then ask them questions about a number of projects and i've i've grouped these in different categories to help you review it one is questions about the projects two are questions about the some statements about the district some observations and three are questions about teacher staff housing those are those are randomly given so there's so it's not mixed up in terms of uh as we try to analyze it but they have been resorted so you can see which ones rise to the top in each of those
categories i'm going to go through those now so the first is the impact of the specific projects so we yes if you knew the bonds was going to be used for these projects would you be more likely to vote or less likely to vote so the dark blue is more likely the red is less likely again we have this group in the middle that says i'm unsure or it doesn't make a difference to me some of those are going to be yes voters already they've already said they're going to vote yes some of them are going to be no voters those are the orange so you want to keep your your eye on the blue and how it moves the dark blue and the white blue and the orange and the red together keep your
eye as you can see on this first page the top projects are steam labs student safety computers and modern technology and upgrade technology in the classrooms all over 80 in terms of more support and when they are told steam labs they're they're they're giving that acronym correct yeah it's it's it's uh it's spelled out for them got it okay these are abbreviated for purposes of the pre-presentation um going on down the list uh fire alarms and emergency communication hvac ada requirements renovate classrooms and facilities still up at 80 percent uh more likely or no difference would still be a yes voter and then uh begins to move a little bit not much but deteriorating roofs asian restrooms plumbing systems electrical wiring you're still over well over 70 percent on these so the point of that
was all of the projects were over 70 most of them over 80 percent now i'm going to flip to specific statements these are arguments not so much arguments but information about the bond so for example the first one if you knew that the funds would be spent locally and cannot be taken by the state would you be more likely or less likely 80 of the voters say they would be more likely or would still be a yes voter reauthorizing the bonds so the district can continue the job of improving the schools close to 80 qualifying for state matching funds close to 80 percent create construction jobs 75 percent will not increase the district's total authorized debt doesn't really resonate as well 70 and then we go to the impact of teacher staff housing so if
we ask the people with some different questions about how this is how we discuss teacher staff housing um housing in san jose will allow us housing in the district will allow the teachers and staff to live in the community in which they work eighty percent the bond will provide housing that will make the district more competitive in attracting high quality staff eighty percent the bond will be used to construct markets below market rental housing for teachers and staff still good not as good 75 i think there's three more [Music] rent for the housing would be a current would be below current markets good providing housing will save the district money by reducing the cost of training good not as good but good rent for housing would not be paid out of the general fund still
over 70 percent but just not as strong as the previous arguments under state law we need to disclose to the voters how much this will increase their tax rate and that can be described to them either as cents per hundred dollars of their assessed valuation or dollars per hundred thousand dollars of their assessed valuation so if we're going to do it as cents we would say it would be less than three cents per hundred dollars if we were going to do with dollars we would say it'd be 21 per hundred thousand dollars there seems to be no rhyme or reason as to which works better in which community in your community discussing it as cents per 100 it works a little bit better that's that's not the case in many um sometimes it's the opposite
sometimes it's the same but as we go forward well that's how we'll describe it for your community so then after we get them through all of those questions about the dollar amount the cost the various projects um the teacher staff housing we asked them again now that you've heard more information if the election were held today would you vote yes or no on the left-hand side is where we started out after they get information that 58 goes to 67 plus 8 leading yes so you're well in the 70 you know 75 yes category the no you know stays about the same it goes down a little bit you know that is pretty much enough now all voters are not exactly the same we know that um some people are very very reliable voters they both
you in every election some voters only vote now and then so we can't give them equal weight in the survey if we want to have it as accurate as possible so this survey has been balanced and the answers that i just showed you are made up of those three types of voters but they don't have equal footing so the answers those 300 respondents 46 of them were very reliable voters they've voted in the last four out of four or the last three out of three that's on the left-hand side some of them are reliable voters most of the time not always three out of four two out of four some of them are very unreliable they've voted in one out of the last four or one of the last three elections they're different in how
they like how they say they will vote for this bond and what we're really interested in is where are the very reliable voters and where are the reliable voters are they over that 55 mark and the answer is yes it's harder when they are far below that 55 percent because we know they're going to turn out and we're hoping the unreliable others turn turnout but right now this shows a very strong support by the very unreliable by the very reliable voters 72 percent yes in lien yes and by the reliable voters seventy four percent by the yes and the leanness very very strong results one more slide um timetable uh this will be coming back to the board it says june 22nd but it's actually june 23rd i believe we're bringing it to the board
for presentation and if the board decides to go forward there will be action on july 14th it needs to be it was presented to the county uh no later than august 12th which shouldn't be a problem then of course we have election day and onward and upward assuming success so i'm happy to answer any questions about this bring back any slide or talk about the technique any questions for our members of the committee dale you're gonna share the slides with us right on thursday or we may send them to you yeah yes of course thank you um just a quick comment the july board meetings on the 21st oh okay i'll make sure that's correct um i'll go ahead and open it up for our questions for members of the public if there's any there
is no uh public comment all right all right i'll bring him back to the committee and dr bauer i just wanted to see if we can see the slide of the timeline one more time so that we can start um considering trusty quintero this should say july 21st changing right now thank you we have a special board meeting and give me a quick second june 28th next tuesday all right when is our meeting in july the 21st okay so can i ask something for president um between now um and july 21st i mean i guess at some point do we as a committee um need to bring it to the board to then make a decision to move it forward like do we need a special board meeting before july 21st or would that give
us sufficient time for the timeline here no it's going to the board so that the board can go ahead and just head on july 21st the results what's that uh so at that point as a board we can vote on moving forward with this or not whatever we want as a board it'll be the board's uh decision at that time at this point we're just bringing forward the work of the committee the results of the right so my question my question is do we vote on june 23rd as a board yeah the board would be presented with uh the results okay say something dr barry i'm going over the agenda for thursday um it i did not the the item is not on the agenda okay but look we need thirds so then the it
can come on the 28th in this during the special board meeting all right then uh we'll go ahead and bring it onto the 28th for the boards consideration yeah thank you uh dale i guess you can update the um the voter results for the 28th note okay that's june 28th okay june 28 at 6 30. and at this point we can present it it can be reviewed and if if if it's presented for a discussion in action then at that point the board can take the action it deems it appropriate at that time we wouldn't have to wait till july is correct deal or do we have to well you would you the the item is more than simply saying we're going to do it or not there would be a resolution that is presented
doesn't have to be the 28th but currently it's planned to be on the june july 28th and that resolution would include what the ballot language would be what the project list would be what the dollar amount would be it's a it's a fairly long comprehensive resolution at the june 28th meeting it would be appropriate to direct staff to bring the resolution back to the board for um for a decision if that's the desire of the district of the july meeting all right uh great uh further comments remember the committee so during the june 28 i'm just recapping um during the june 28 special board meeting there will be a presentation pretty much what dale presented today right and then during that meeting the board will give direction to us which way to go and then
whatever direction if there is a direction that will be brought back to the board on july 21st which will give us enough time to uh work with the resolution and all of the information that needs to be presented in the resolution correct dale correct all right for the comments do you have anything else all right i'll go ahead and cap it with my sorry emma i'm on my phone uh connected um no i think this information is very good um thank you del for and your team for capturing it um and i think just you know as as the support from the community on this past measure as well you know i think it's good news good news for alum rock so thank you you're welcome thank you thank you um if you're i'm really
heartened by the support and the trust that alum rock has in uh the element community uh has and alum in the work that it's doing uh as seen by some of the more um these individuals that are high propensity voters i mean having talked to many of them in recent times uh have been at their door they study the issues um they're usually very invested in the community they've been long-time residents um our homeowners are paying property taxes and they're very very invested uh and so they they are people who are aware of what's going on in the community and for them to have and demonstrate this trust um is it means a lot uh i'm i know i can speak on behalf of the district that this means a lot that these uh people
who are time and time again four out of four three out of three are regularly voting um and so they they um it's very very impressive especially after they've just come out they were they were asked for support and right again they're saying hey this is what's what we need and they're stepping up to it again very uh impressive uh dale go for it um yeah let me just add one thing that i think you i think you're dead on i've failed to mention that at the superintendent's request we did not go into the field to ask voters how they felt about the potential bond measure until the day after the primary was over so there was no confusion people weren't saying i don't know what this is about or they thought they were talking
about something else we made sure that they are separated number two is um there is an excellent article that was written by a reporter for the san francisco chronicle uh having to do with the jefferson union high school district's teacher staff housing which you had a presentation at this committee some time ago comparing it to the work that's being done in the san francisco unified school district we have a copy of that article you can find it on my linkedin page if you just go to linkedin dale scott you'll see it posted and it's a fascinating article it's well done and it's very laudatory towards jefferson um so i highly recommend it great all right uh if there's no further comments from uh members of the committee uh give me a quick second let me
get back to the agenda and we've gone through the next steps uh dr bauer your team you all know the the next steps i'm looking forward to seeing what the uh the board as a whole has to say about this and what direction they will ultimately provide to the administration so um is there a follow-up meeting that we need to have to um move forward or does the committee are the next steps already kind of laid out i think from my from my end i think we got what we need right because the board needs to hear the report from the survey and then during that moment the board will direct us one way or the other and once that happens which is next week that will be a good amount of time to prepare
the resolution because in the middle of it you have the fourth of july um you know holiday and there's stuff out and things like that so you know you we will be ready for july 21st if if that's what the board wishes as we are according i see your hand i'll call you right quick uh i just have a comment from the best practices that we saw from jefferson uh union high school district there was a committee that they had in place already that continued to work would we have to i'm just thinking out loud we have to take action to convert this committee into a similar type of committee that continues to move forward with the bond or does the committee just continue to do its work and we just grow as needed um
just for future thought if we have to take action or get redirection from the board um i was just gonna add um you know regards to the purpose of our committee if there is like a i don't know formal if you can call it that way recommendation um to the board and you know i think we've kind of come up with it here as you know the next steps but does it have to be formal do do we say you know do we all agree that this is the next steps we go in and that these are the recommendations that this committee moves forward in or not and maybe dell can or go ahead board president um dale from your experience at jefferson union high school district that committee did a gap to get read
they have to get new direction from the board or they just continue doing the work they were already doing previously um there was there was not a committee prior to the passage of the bond issue in jefferson they didn't have a committee like yours i heard i heard two questions or the first question being is there is there a need to have official action by the board to convert your committee into it's really up to the board there's no set uh format uh you can have this committee continue on you can have a different committee it's really going to be however you want it second question i thought i heard was whether it made sense for this committee to make a recommendation to the board regarding its next step maybe i misunderstood that question but
that's what i heard that's correct yeah that's correct dale is there a need for a formal recommendation from this and i don't know if it's something that you answer or president it's just a question i had i'm happy to give my opinion i think it's i think it's would be a very strong move and a very appropriate move but it's not a requirement i'll uh well as part of the next steps and we'll go ahead and take action to move forward with the recommendation to the borders as a whole um do you want to put it up put a put a um put forward a recommendation uh we'll remember sure i moved to move in following the timeline presented in the presentation towards the uh i mean i don't know we want to do the
full picture or the bonds um help me with the language there you can keep it fairly broad just so that we have more flexibility at the board okay towards the teacher housing towards the um yeah all right so let me give you let me help you out with some of the language is that right thank you yes please uh we recommend that we move forward with uh the um placing a bond uh in accordance with the findings i don't know hold on man yeah go ahead dale give us some language i would i think a resolution um the question that the board considered the passage of considering urging the board to consider the passage of the resolution to place the uh reauthorization bond on the ballot which would include teacher staff housing perfect all right
uh you got that dr bach or uh can you share what you got from that please um i got passage uh resolution to place um authorizing on the on the ballot reauthorizing we are re-authorizing on the by to include the teacher housing yes needed yeah let me just say it again that i think it would be appropriate that the committee um move that the board consider a measure to place the bond on the ballot the reauthorization bond on the ballot which would include teacher staff housing all right so uh moved i got a motion uh trevor is there a second yeah all right thank you saw a motion by board member second by trevor uh all's in favor please indicate by saying hi all right uh any opposition oh hold on i gotta call you
as i see you because we're on uh we are in um all right um board member hi trevor hi dr bauer aye uh camaro hi and is there any other members of the committee that i am missing no all right um motion passes myself 49 one two three four four uh with two members being absent correct all right motion patent motion is adopted um great if there's nothing else in at this point there's no follow-up meetings and uh dr brown if you can place the discussion about the committee on the agenda as well uh hopefully we'll make that fairly quick and just get authorized by the board to continue with the work on the on on the workforce housing stuff issues as we move forward so the committee will just have to continue to have
the charge because we had stated uh when we initially spoke that it was going to be nearly focused and very um it was going to be a short time frame so i want to bring him bring it back to the board to see if the board has a desire to continue to allow the workforce housing work for the teacher workforce housing committee to move forward continue to work uh all right if there's nothing else then we'll go ahead and adjourn this meeting at 5 10 p.m dr bauer and you won this for june 28th yeah should be uh right alongside that way everybody knows what we're talking about perfect okay and it should be after we've already we've we talked about another item this this side of the recommendation okay that way it makes sense
for the board members as they're just okay considering if there's no further questions comments from members of the committee then at this point i'll go ahead and adjourn this meeting at 5 11. all right thank you everyone
