005he's an extremely humble um teacher man as you can see uh you know just taking a snippet this little paragraph that we wrote about him how mr hernandez brings joy laughter and respect his classroom and community he is passionate about his work and it definitely um shows his students enjoy being around him because he genuinely makes everybody feel valued um he is one of the most humble people anyone has ever had the honor to meet um he's truly one of my favorite human beings um when you walk into this classroom you are immediately transported to a place where everyone feels welcome and loves to learn um he is mr hernandez but his kids and the community affectionately know him as a guapo as a kid love to call him um but he's just not only

006a gifted teacher and that's what we had submitted but when i was really kind of preparing for this um presentation here um i just really wanted to add a couple of other things and i mean this sincerely and like uh dr bauer says we have amazing teachers here across alum rock but mr hernandez definitely if i could just say a few more things he builds character he inspires dreams he encourages creativity he builds confidence and he instills lots of learning and but most of all and most importantly he touches all of our hearts so it is an absolute honor to uh be able to speak on on his behalf because he is truly an amazing and humble teacher and he made me promise that he didn't have to speak here um because he says all

007teachers should be recognized so um even to this day he's like i promise me i don't have to say anything so i said i will speak on your behalf but he should be here so yeah if if he can be promoted we promise you know i did not promise him that he he didn't have to say anything he convinced him to be with us this afternoon so milton with all our gratitude thank you so much for whatever everything that you do every day in the classroom uh and trustees with you milton hernandez teacher of the year in alum rock i don't know if he's not he's there all right can you hear me now oh yes we can hear you now you guys are going to make me cry man dr sarmiento you promise no

012that just that you're at six o'clock you're in your classroom it looks like unless you're taking your teaching home too which i'm sure you are doing that as well but you know i think just all those things if in my mind if i add those things up one plus one equals two and it shows that your um you know your dedication your connection and your uh your humility is really makes you deserving of this so congratulations and and thank you for all you do oh and the last thing i was going to say is those things that connectedness if you think about those 26 years all the lives that have been impacted by that is just you know it's a number we can't calculate so thank you um for that um thank you for watching

019okay i've got my agendas 2.01 i want to make sure i'm not missing anything uh presentation approval of the ar usd strategic plan um dr barry do you have the plan you want to introduce the item yes i'd like to introduce to you well you already know aaron uh but to the audience um the the wonderful team that it will be presenting to you tonight um this is a very uh exciting and historical moment in uh alum rock moving forward for the next 90 years so we probably won't be here but i think we're laying the foundation and i really am very grateful that aaron price from the glenn price group has been our facilitator for about a year already aaron it's just been quite a journey and thank you so much for being with

020us uh the team it was an amazing group of people we had about 17 different stakeholders and they were very responsible lawyer attendees and you have a group of them presenting to you tonight miss sandra rivera um teacher at cesar chavez miss sandra pinal she is representing parents and becky mcguire also representing parents i think we have the janitors representing non-profit and uh partnerships in alam rock and i think yadida was going to be joining us as well tonight and she's representing teamsters um the student who was participating uh had her graduation tonight and she was not able to be with us but she sent a letter and so i'm gonna turn it over to aaron from here thank you dr bauer um thanks for that introduction of the presentation team and and thank you

021to the um board of trustees for for making some time on your agenda uh today to to hear this presentation we're going to provide a pretty concise uh presentation of the work that really this core planning team has done building on discovery work last last year and and some of the conversations that uh that the board had i'm gonna go ahead and share my uh screen here to present some slides to to you all that a little bit bigger here so just to quickly recap um the process and maybe one more introductory note that we're intending to give a brief presentation and then really open it up to hear your questions your comments on on this this draft of the of the plan your reactions um and we have a great team here tonight to

022uh to help field those those questions and share their experiences from participating in this in this work over the last several months so just a little bit of a zoomed out view here of the three phases of work that have really led us up to this point starting with discovery work back in in 2021 and engaging different perspectives different stakeholder voices through interviews through listening sessions looking at existing reports and data and putting together a summary of that of that work in a discovery report that we then brought back and shared with with you all uh moving into 2022 there was the formation of a core planning team and as dr bauer mentioned a great group of about 17 people representing different different groups um different interests across the the district and across the community

023that team really worked to first set in north star some guiding principles and identify what are the what are the big priority areas that that we want to to put out there for for alum rock moving forward how do we want to think about the highest priorities for the district's work following that going a little more detailed within those priorities what are the goals that that we think should be in place for the district to help guide that work and what are some ideas knowing that that there's going to need to be more detailed implementation planning that that this is uh sitting at a fairly high level in terms of setting the strategic direction and the course for the work what are some ideas about how we might make progress toward those goals building on

024existing work building on funding streams building on new initiatives from the state uh briefly dr bauer mentioned already we have this is kind of in order of appearance here you'll get sandra pinal talking about the strategic direction in north star sandra rivera presenting on the priority area for whole child and whole family uh yadira and becky much reviewed becky we have on for sure presenting on multilingual and multicultural education as the second priority area and then dayanira presenting on early and expanded learning uh so with that i'll go ahead and pass the microphone here over to you sandra pineal hi um good afternoon to everybody um i was getting ready as we were going through um so yeah based on what we have discussed throughout this past month um we went over oh our vision

025of what we hope to see or you know our yeah of what we hope to see for the uh to move forward with this plan um sorry yeah kind of got off track and what we have is um this is a building on the district's mission statement we work to develop a north star that provides direction for all arusd efforts the north star describes our hopes for allen brown school district um the future that all of our work is helping us move um move towards um and we have if you see the sections i mean um i mean i it's for everybody i don't know if you want me to read them um do you want me to read them okay so we have all students starting with our with our community's earliest learners are

026equitable supported to realize their full and unique potential and to explore their interests and passions so all students are multilingual um given that in our community everybody actually speaks more than just one language uh at least 90 um we have um you know families meaningfully engaged in their children's education in schools and alumbak university district provides diverse resources to strengthen families futures our schools and their surrounding communities mutually support each other's health and success the arusd education workforce thrives and experiences ongoing opportunities to grow we are united as students families community and educators in supporting each other and advancing our children to bright futures where each is a critical creative and curious thinker a confident leader in an active citizen um with that i'll move forward to the next slide uh the guiding principles so

027uh these guiding principles are the core beliefs that embedded in all district work and should never be compromised our service we serve our families and communities as their primary educational institutions we serve our education team by providing opportunities to grow and thrive student success we support the future success of every student and provide the resources and opportunities for students to fulfill their potential in diversity we value our community's cultural diversity as a core strength and maintain cultural curiosity and humility collaboration we work together with respect compassion and empathy and keep an open mind with transparency we communicate transparently maintain an open dialogue and engage the community in decision making and decision making process and i believe in all of these principles really are happening now but we want to continue for them to grow and

028with that i'll move on to the next slide thanks so much senator for for taking us through that and i hope that you'll see as we get into these priority areas that they're really intended to help make progress toward that north star and that those uh guiding principles are are playing into the how alum rock uh does it its work so i'm gonna uh pass it on momentarily here uh to sandra rivera for our next section i i mentioned these briefly earlier but wanted to take a moment before we we work through them and and hear about them more to put forth these three priority areas and we have them kind of summarized in this in this triangle graphics supporting the the vision or surrounding the vision statement whole child and whole family development kind

029of forming the foundation there at the bottom of the triangle multilingual and multicultural education and early and expanded learning so we'll go in in that order and um sandra rivera i'll pass it over to you thanks erin again my name is sandra rivera i'm a teacher at cesar chavez and also the area alum rock educators association vice president and we're looking at priority one which is the whole child in whole family development and with this we're supporting the whole child development which means taking an integrated approach to addressing the students academic cognitive physical behavioral and social emotional needs currently most of education is based upon a document called from a nation at risk and that was published in 1983 39 years ago but there's a new document that just came out in 2018 and that

030document is entitled from a nation at risk to a nation at hope recommendations for the national committee on social emotional and academic development and when we look at this this approach ultimately supports the student's success and elevates their academic performance in this document it says that the promotion of social emotional and academic learning is not a shift in educational fad it is a substance of education itself and while many elements of a child's life improve along with the cultivation of these skills one of the main outcomes is a better academic performance so when we looked at this we have four different goals and the first goal one a says arusd staff families and communities partners share a common understanding of the whole child and whole family development and related programs and activities available at their

031school and this is about a common understanding of a whole child in the whole family development inc including communication campaigns and trainings for our staff in goal 1b in collaboration with families and community partners air usd schools will provide a range of services and support for academic cognitive critical thinking behavioral and social emotional development we're looking here to ensure that arusd and the partners that are supporting our students and families across the various whole child domains all have the same common goals n1c arusd implements district-wide symptoms and protocols as part of a multi-tiered system of support and this is calling that the establishment of multi-tiered systems of support at arusd will provide the frameworks for delivering universal services in 1d arusd students love learning have opportunities to be creative are in control of their own

032learning experiences and are able to learn independently so this final goal speaks to how some of the students results will be determined and in that i would like to pass it to becky and yadiera becky looks like you are on mute here let's see if we can take you off of mute thank you i'm sorry there's so many things open and i couldn't figure out how to unmute myself hi everybody my name is becky i'm a parent um of a child at shepherd but he's been in alan rock schools since he was a kinder and i am a long time teacher as well not in allen rock school district anyway i'm going to talk about multilingual and multicultural education so first of all i just want to say you know research has shown for years

033and years the benefits of multilingual education including its positive impact on academic and career success and i couldn't ask for a better example than the beautiful former student of of mr hernandez who came and and spoke so beautifully about how his spanish helped her not only be successful in his class but all along her career and we know that this is a very diverse area um and we want their goal is for all arusd students to learn multiple multiple uh languages um we are very culturally rich here in alum rock and we recognize this in the district and so it's our goal to have a campaign where families staff partners regarding the value of multilingualism for student success and competitiveness and how to create experiences that every student at arusd can learn multiple languages um

034let me see what else sorry and um it's our goal that district level roles and responsibilities for documenting communicating supporting the implementation of multilingual education and models across the district and that we can develop an implementation plan and timeline to deploy multilingual education across all of our schools i don't know if yeti not made it and we can pass it on to her for the multicultural i don't see her on here i'm just looking at the attendees list so becky if you wouldn't mind just taking us briefly through the goals that would be fantastic sure so goal 2 a is all arusd students learn multiple languages gold2b a our usd schools celebrate cultures and focus on cultural education and we like i said earlier we know that our community is very rich in um culture

035on in alum rock and gold2c arusd school professionals are culturally proficient and provided with opportunities to learn multiple languages allowing for those beautiful connections like we heard earlier from mr hernandez former student is there anything else there we go i i think that that covers it thanks thanks so much becky uh we'll go ahead and pass it over to yadira to uh uh sorry today an era to talk through priority area three here okay i think she's just coming up as a as a panelist here we go all right welcome to anira hello can you hear me it disconnected but i'm back on we can hear you loud and clear wonderful thank you so much thank you becky and erin um i'm going to share with you uh about early learning and expanded learning uh

036high quality early care and educational programs support optimal child development to prepare children for increased success in school and beyond by giving young children a strong start we really allow to build on the foundation for their career as as in their education expanded learning programs also provide a host of benefits for students including dance music art extracurricular activities learning and practicing multiple language as we heard previously is such a richness and and definitely such a value um and augmenting classroom instruction in core academic subjects by being able to provide support for children during the expanded day olim rock unified school district has strong existing partnerships with early and expanded learning partners and recent state investments provide an opportunity to scale and further integrate this work with existing programming and also allow the opportunity to invest

037on expanding these both that are really such value to parents goal 3a calls for allah school district families to have access to free high quality early and expanded learning definitely in the last two years we've seen how much and important having access to early learning is more so than than ever before right uh goal 3b speaks to the need to structurally and concretely integrate early expanded school day and at home learning and goal 3c refers to the opportunities provided through early and expanded learning for engaging families and students and erin i'll i'll turn it back over to you thanks so much daniera so before we open it up uh for for questions and and comments and reactions um i wanted to to kind of share this expanded version here of that triangle graphic added some

038detail of course here's to to include the goals that you just heard about from from sandra and and becky and dan nira uh really coming out of that core planning team and the work that it it has done over the last uh five or so months so i i will just want to uh echo some of the thanks earlier um for our presenters uh tonight uh and for for the entire core planning team that has contributed to to this work the development of that north star statement uh that sandra pinal shared and the the three priority areas each with some corresponding goals so um board president quintero i'll pass it back over to you thank you so much all right um so at this point um let's go ahead and open it up for questions

039comments from the board i would ask that we not engage in a full-on breakdown of the entire strategic plan here i know that there's been input that's been provided uh to the administration and so i'm sure that that can be worked out i would like us to see this more of the presentation of the strategic plan to the public so we can you know engage in the transparency that we've been uh engaging in for a lot of things and that um we take advantage of this time for any particular questions that uh you like answered or that or any points that you would underscore but that we not because if we do go into the path of strike this and move that we're going to be here all night and i don't think it's really

040um you know it's the best use of any of everybody of anybody's time to do that if we can send any sort of major edits or our questions uh directly back to the administration and then work that way to bring back a strategic plan that is reflective of the board's input i think that'd be the best approach so uh let me call you as i see you board remember i don't know thank you yes uh so a couple of things number one i'm wondering if we're gonna um before we have any comments or questions if we're gonna take public comment i would be interested to hear what the public's thoughts are on what was presented tonight so that's yeah that's a great idea let me go ahead and take public that's one but before i

041but before i finish my comment um and we can go to the public comment i also just um i guess i'll say it now um you know i think it's i appreciate your comments president quite about the approach that we should take tonight um i i don't know that i necessarily agree with that approach um i think it's i have some fairly significant um you know input about this item um and if we don't have it tonight that's certainly something to entertain we do have a pretty big agenda but then i would wonder what would be the forum for us to have that discussion as a board i think that's significant um but in in the absence with the absence of that kind of a discussion amongst the board i don't know that i would

042be able to support this item tonight um so those are my comments for now all right let's go to public comment and before we go to public comment give me a quick second let me take the pull the board are you interested in engaging in a full-on uh let's just start going page by page and and striking items and putting items if that's the will of the board i'm all for it i just want to make sure that we as a board are willing to dedicate three hours four hours whatever it might take to knock this out or do we want to bring back a study session and dedicate whatever time you want on a saturday morning to really dig down into strategic plan um i'm not trying to impose my will here it's the

043will of the board and so if you're choosing to go a line by line and and just do a full-on um work up of the of the strategic plan and provide the board's input uh i'm i'm i'm good with that so we uh remember i don't know we know where your position is and um we'll remember to clarify just to clarify i didn't mean line by line but just higher level but not line by line just declare my my whole point at the very beginning was that if there's uh questions and comments to to that are like significant then the board should engage in that but my concern is that we're going to spend four hours here and the rest of the items in the agenda are not going to get the attention that they

044deserve if there is a desire to go in line by line then i suggest a study session um i think we're spending a lot more time deciding on this and then going for it i would just go for it i don't i know i don't want to go line by nine i know i haven't heard anybody yet say they want to do line by line um i think a conversation and then whatever direction that takes if at that moment we've been talking about it for over 10 minutes then it might call for a study session but it might be less than 10 minutes so i think i you know would say let's go for it and then let's see where we are at maybe in about 10 minutes you know i would propose i mean

045if that's uh if we're going to do uh a more in-depth dive into the strategic plan than i would propose that uh we just set aside a saturday uh next month or so and have a study session uh given that uh you know let's hear from the public that there is comments tonight in in the dedicated public uh you know uh portion of public comment for this item but uh we do have a full agenda tonight and we also do have you know hearings for uh the lcap as well as the budget so uh in all fairness to the public and also our our staff you know i think that maybe we should uh schedule a scheduled study session for this thank you all right uh let me go ahead and take public comments at

046this point hello board president at this time i see no request for public comment all right so i think that's a good strategy we'll take it will play by ear in terms of the um the input um the questions from the board and if it's looking like it's going to go a lot longer then that'll probably be a good sign to go ahead and dedicate a saturday morning to this so let me go ahead and take it to you as i see you uh board vice president uh our board member thank you um and i've already brought up these points to dr bauer so um i know that dr brower has been in meetings with you all so i'm sure you've heard these uh points but before i mention those points i do want to

047say thank you so much thank you for spending the time to work on this um as a previous uh part of the strategic planning team prior to becoming a trustee i know how much time it takes i know the dedication it takes um and then having been a board president at the time mr price when we started this work you know i know how many months it's been i know how many you know now years right um so i really want to thank you all for the time and investment in ensuring that we have this document and it's not just because it needs to be you know put on the shelf somewhere and check off a box but because our children deserve for us to sit down and see where we're at right and how

048are we going to make our district better so i want to thank you each and every one of you from the parent you know volunteering the time to the staff mr price for leading this effort um and also santa clara county office of education for um supporting this in the us on this process so thank you all very much um i was happy to you know see the document i was happy to review it um you know and overall it's great you know i'm excited um and then there was just you know a few little items no line by line here you know i'm not looking forward or want to stay on a saturday morning so i'm hoping that we don't have to go there but if we do i'm dedicated and i'll show up

049um but you know just the word child care right like i want to get away from child care we're an educational uh we're a district where children come and learn right we're not just here to provide child care um and you know even those that you know might maybe for the parent it might help them during the time for the kid to be somewhere safe or while they're you know wherever wherever they get to be um we're still providing uh education right regardless of the age and so if we could just strike out child care you know i'd be happy with that and then you know on the other um talking in regards to you know going from child care and ensuring that that education is happening right we um i heard it you know

050and we want to make sure that our our children are learning um and obviously excelling right um and so i did mention to dr bauer that for me it would be important to see um a number to have a goal right um what you know that we definitely want every child to learn we want every child to be a part of we want the whole child to you know be doing good but i want to see kind of where we're at and how are we going to improve is it 20 is it 30 i don't know whatever we you know we all decide as a district um that would be a good number to then measure right so that we can look back and say okay now a year later where are we at how

051we met what we set out to do um and so those things for me would be important to see and be highlighted somewhere um and that's it for me for now thank you board member hello yes thank you so um i have a couple of comments that are very similar i think to trustee and but i think mine are a little a little more broad or kind of top level less specific um so first of all i also want to thank the team similarly you know knowing what a task it is to put together a strategic plan it's such a in some ways it's such a thing that you can't really put your hands on some of it and and you really have to think out of the box and and project and think forward

052and that's not easy to do always so i appreciate that work that everyone has done to this point um and i also appreciate the the um you know the the three uh kind of sides of the triangle right now and the rest of it i appreciate how those things that have been identified tie into uh work that we've been doing the past several years with everything from ethnic studies to early child learning and all that stuff it's a tying in and connection of a direction that we're already moving into and so i don't in the la in a large part or overall there's really not much that i don't agree with of what's in the um in the what we got presented tonight the one question that i would have um and i also talked

053to dr bauer about these things as well so the the part about every child will be multilingual um you know i obviously i understand the benefits of bilingual being bilingual and what that does cognitively for how children and people who learn another language think um but it's for me it's kind of i would i would like to see as part of our north star um just like a more general statement about our focus on academics in general and i know i've heard the comments about the the the notion that developing a whole child developing the foundation through early learning providing multilingual learning those things added together will will lead to academic results and i also understand the the idea that a child or a student should not be defined by a test score or a

054grade those are all very clear to me but i also do think that as an academic institution as a district it is important that we in some way call out um [Music] you know the the idea that we as a district are strategizing to move forward in a way that does have academic results because if we go with our vision that we are creating i'm not going to phrase it 100 but we're creating students who will be able to thrive in a um competitive and diverse world um if we're saying that if we're preparing students to thrive in that world then part of that not all of it but part of it in reality does include academic results academic outcomes um because you know high schools and colleges there are there are expectations and benchmarks

055that our students will need to reach and so i think it's important that we include that somewhere in our language i talked to dr bauer about you know we just kind of started about how that might be integrated and what into what's already there um but for me that's that's important because as a parent of two graduates of allen rock if i were to look at the strategic plan it's awesome that we have all these services that no one else really provides and and that's the foundation of what we do but as a parent i also want to know okay but what is my child going to learn what is my child going to be expected to how will they be expected to perform academically and so um i don't know tonight that we would

056get that language specifically in the document um so if it's a study session i would be open to that i know this is one of the items one of the last remaining items that we need to finish in terms of our audit so there is some some level of urgency here but i would be comfortable with uh making sure that we get a product that that works for everyone and and is nice and tight and and really is thinking about the next three to five years um as opposed to just um expediting it in term for the purposes of meeting that um audit requirement that we've already been you know delayed for some time now so those are kind of my thoughts right now but i i also don't need to go line by line

057but those are just some of the things that i um my response to the audit i mean that's the audit the strategic plan very far from an audit so thank you but thank you again for the work further comments from the board so was there any particular questions for uh the or the board members were there any particular questions with regard to the strategic plan uh because i know there was a general comments uh yeah i guess um if you're asking for a specific question one that i might have is um the the way it's written up with regards to the multilingualism um i see that for teachers again i'm paraphrasing but it's for teachers and staff it's something along the lines of the district will provide opportunities for multilingual learning or something along those

058lines but for students it's every child will be multilingual so i'm wondering um if there if the language could be similar could match where we certainly would provide opportunities and we could you know put resources into that and make it kind of a priority but it's not necessarily a mandate um for every single student um specif especially if we're not calling out a mandate of learning in any of other academic areas so the question is if there's some way that matching the language with teachers and students could happen so that it's um you know same same kind of thing and mr price would you be able to respond and then also i know some of the members of the team had on their hands up so you'd be able to incorporate them into the response

059or or whatever it is that way we maintain some sort of uh order because we've already gone through public comments so i just want to make sure that the public doesn't see me calling in other members of the public yeah would it be okay to to um to have the members of the presentation team tonight help respond yeah i think that way they have you know who has a unique uh in the information based on the work that they did within the plan um so i think sandra pinal and sandra rivera i saw both of you pop your hands up did would you like to respond to some of the comments so far no well for my part uh mr bergeron you pointed out a lot of things about you know multilingual uh myself uh

060also being a product of alum rock um matson um and being an english learner uh coming to this country learning a new language um it wasn't easy but what i do see is that when you're learning a new language um and there are there are researchers of research that um are available in statistics um that let people know uh how having more than one language actually helps you um in your learning not only in the english but like math science in other areas so um i feel like i wanted i needed to say that just to have in the open and me my you know myself being an example of that as well um of how you know your education really farthest uh a lot more uh by having that exposure and indirectly in our

061community we are exposed to many um many cultures in many many languages um that's what i've seen and again as a parent of multilingual students um that's what i see my my children and i am myself so i feel like i needed to address that just so that um because i i from what what i understood from your part you know you can correct me if i'm wrong but kind of like putting it what you know on the edge of having more time multilingual and you know who is gonna you know who who's gonna be a part of it or you know how that's gonna work um so that's that's what i i heard from you and i just feel that having that exposure to multilingualism it really gives a huge advantage to the students

062so i mean that was my part um i believe uh the other part about you know having the same for the students and the instructors um i guess i can agree with that but again i i 100 believe that if the students are given that um that exposure it really is going to help them a lot whether they take the classes or they don't because indirectly all the students are being exposed to multilingualism multiculturalism and it really gives them a huge advantage so i think what we're doing with uh with this plan is really focusing on that part to help them move forward thanks sandra oh sorry did you have more okay senator rivera did you want to win as well miss herrera sorry herrera loretta in the um giving us a number to reach

063to or a goal to reach to as far as academics are concerned um and i i understand what you're saying and i understand that seeing that goal is very more prominent for parents and for the community to see but what we have been learning in education as educators and all the research that has been showing lately is that we have students that can fill in the bubbles and we have students that can learn the task but pretty much as soon as they learn the task that's all they're doing is just learning that specific task or that specific academic achievement mark what whole child learning and what um the studies are now showing is that without the social emotional development without the rest of the whole child you know development we're not seeing the students be

064able to cognitively do critical thinking skills they're not as inept to persevering in a task when they're faced with a difficulty they give up rather than try to push through and so trying to get specific language like that i don't know how we can do it so that we still incorporate it and get what is best for the students when we met with everybody in this group the biggest thing that they heard was that they want their child's two children to succeed through these different avenues and i think that in part some of that is going to fall back on us to communicate how these things line up to better progress one of the things that when i was reading some of the research really stuck out to me was that an emphasis on these

065capacities isn't a sacrifice a rigor but it's actually a source of it and because of the fact that we're teaching the children to be more self-assured to be more in touch with who they are and to be able to have those safeties met for them that they're then more willing to push through or try something and fail instead of living in that kind of fear of never being able to take that next step in fear of failure and not succeeding is there anything else from the team yeah thank you for the um the responses and you know i'm i'm open i'm not sure i wasn't taking time to see where we're at um you know we need to shift it to saturday session uh because i'm all i'm all with you all right um i

066agree uh the studies have shown um and i have a seventh grader who's going to be an eighth grader next year who fits each and every one of those um boxes you know um and at the end of the day and at the end of eighth grade she's still gonna have to go to high school right and be prepared for high school so she might not fit the box you know in those bubbles um but she still needs to also learn how to manage that and so how do we as the alum rocking elementary school district right together as a trustee as a superintendent as the teachers teaching prepare our students to walk into those high schools and be ready to take the a through g requirements that one will then allow them to go

067to college right and so and you know and we can have a long discussion about this and how we can incorporate that but that's gonna be important for me as a parent of a seventh grader in our district going into eighth grade struggling right because she doesn't fit those boxes because all those things that you talk about i agree with 100 she'll be fine she's confident she'll play you know the base she i mean is a part of a club she'll be the leader she'll be fine however she still has to go through the a through g requirements she still has to have the grades in order to get to certain high schools that you know might accept her where she would have a better you know um opportunity of getting into certain colleges and

068so how do we you know marry that right like i get it and i'm with you all when you talk about all those things but for me it's important to make sure that when our kids leave our schools at eighth grade that they're going into college prep courses without having any type of challenge and so if my daughter is at a i don't know i'm gonna say fifth grade level in seventh grade right what kind of percentage can we do to support her to get her you know again it might not be to the point at grade level but at least 20 better or whatever it is right that's what i'm looking for something that pushes our children to that next level to bring them to the place so that they can be all of

069you know what we have um in our strategic plan currently um and that they're the best of the best you know because they are we know they are and sometimes it's just you know something that the teachers can be um you know um as as a trustee right i could measure myself did i do my part in there to make sure that you know i i i helped that 20 as a superintendent did i do my part as a teacher did i do my part as a student did i do my part so we all feel some sense of did i do my part in order to bring those students right forward i don't know if i'm making any sense am i making any sense and hopefully i'm not off but you know i have

070a seventh grader going to eighth grade you know in august and i want her to be 20 better than she is now at least right i mean i want her to be 100 better but give me like i want to see all of us push ourselves to that next level and being able to measure to say hey i said i was going to be 20 better did i do that did i set that goal and did i match that i don't know if that makes any sense sorry sorry can i ask my question to real quick because it might guide this conversation somewhere else are we um planning on voting today or okay this feedback is gonna be taken back maybe massaged in and then maybe voted on at the next board meeting okay thank

071you remember how you had to end up before yeah um so first i wanted to thank um miss pinata oh yeah she's still here for her comments i certainly appreciate them and hearing her personal experience is very helpful to um you know coloring in the the ideas that we're talking about now and i don't i don't disagree with with any of those comments um you know i'm aware of the research that talks about the benefits of um being bilingual learning multiple languages i i get all of that stuff but from one part of my challenge is that and i agree with her like i agree with that concept being multilingual is a benefit 100 agree with that because the research tells us but also as a trustee i realized that i cannot sit in this

072role and make decisions necessarily because i or i can make decisions but i feel like i can't mandate something because of my experience or several of our experiences or opinions um if that may not be the the desire of all of our parents i don't know that 100 of parents in our district want their child to be multilingual particularly if we're calling out multilingualism but not some of the other areas or academics um that we're talking about so so although you know i get what miss pinal said and i agree with it i also am mindful that i um have to keep in mind those parents in our district who may not want to be mandated may not want their child to be mandated to do something um when their priority may be kind of

073those a through g things that tristate alone was talking about and the other part that i wanted to say kind of with regard to miss rivera's comment is that um you know i don't think from my perspective this is like an either or like i don't think for me the stuff that i'm talking about and i think trustee darlowetta is talking about with regards to some calling out or some focus intentional focus on just academics i don't think we're necessarily saying that we don't believe in the concept of the whole child why i support that wholeheartedly um i but i think it's a both it's like what is that saying it's not a if but it's a both and or something like that i think that we can simultaneously support the concept and direct resources

074to and put emphasis on developing the whole child early learning the opportunity for multi multilingual learning um especially when we know that our students most likely are going to go into high school and it's going to be a requirement for them to take foreign languages at that level so i support that concept of whole child whole child learning and all those things i just think in addition to that it's important to um again be intentional about the academic focus of what we're doing because i also don't you know my daughters are moved forward a little more in their academic careers now and i don't want them to be bubble fillers and just remember something the day of the test and then not have any you know benefit of that learning the next day but they

075will have to fill in bubbles at some point to get to you know whatever they want to achieve so it's like i want them to be whole chop whole children and have all those areas those domains of their self to be addressed but i also want them to be able to fill in the bubbles when they need to because that's a reality at this time of the you know the expectations as as you know students move through or move up towards whatever they want to do so um so i think the so i think for me i'm totally supportive i think this is a a healthy discussion to have i think we can all learn from it i think that we can come to a great product um but it's already great but i think

076we could maybe make it even more um you know inclusive of everyone's thoughts about what our strategy should be so i would be supportive of a study session in order to flesh this out and really get it to where we want it to be wherever travis so i mean i'm a multi-lingualism and multiculturalism that's great but at the same lines i'm thinking what about the proficiency level what will it be it will it be less or advanced than a native or fluent speaker i just want to make sure that once they do go further that they're going to be at the level that that they need to be and so study session is good with me thank you and i apologize for being late i was at the jane at james lake high school for

077the joseph george graduation thank you um mr price you have your uh your team and it has comments yep uh thanks see a couple hands up um here to becky and then danira oh i figured out how to unmute myself this time um so i just wanted to touch a basis a little bit on the whole child part that we're talking about and i think it it really is important to say that while academics are very important in our children's lives we've got to lay the foundation of social development emotional development in those younger years so that when those kids hit high school junior high even late elementary school they know how to navigate and negotiate conflict in their relationships with their friends with their teachers i mean all of us work we all know

078that person who's super smart and super academic in our job but they don't have any social skills and they struggle to work in a team they struggle to get their job done well because they can't navigate or communicate with their co-workers you know we need to lay that foundation we teach kids how to get their shovels back without biting somebody before we lay on all the academics we've got to lay that foundation of social and emotional learning so we don't have high schoolers shooting people up because they don't know how to navigate the conflict that's happening in their lives i just wanted to say that thanks thanks uh becky dan here did you want to chime in as well uh yeah just to piggy off uh what becky is saying you know i think that

079uh trustee vegeta you definitely hit on this and said it's it's both and right and i think when we're thinking of i just wanted to add when we're thinking of the whole child approach and the whole child approach to teaching it really is all of those things it is the social emotional uh development it's learning um how do we nurture these areas it's learning the cognitive skills to literacy math and science and understanding and really being able to build that build on that from an early age to prepare children um from preschool to kindergarten so the whole child approach i just wanted to uh reiterate that in saying that it's inclusive of the academic piece as well as a social emotional piece it's really teaching to to the whole child and not just one area

080and um that was my comment thank you so we don't tend to have any sort of uh give me a quick second dr brown let me get my points in it doesn't seem like anybody's saying you're not gonna do this you're not doing that it seems more like are we willing to do both and given that i don't think we need to have a full-on study session i think that you can work send in your your concerns your comments because if we were diametrically opposed then we'd obviously have to go ahead and call for a study session to work out those sticking points but in this case it seems like we're all willing to move forward in the same direction just in addition to um and so dr bauer do you think that you'd be

081able to take in the input from the members of the board working with aaron uh to recognize the position of the team and the work that the team did uh and then come together with a strategic plan that brings in the input of the board members as well as the work that the the team did and then bring forward a um a another draft of the of the other strategic plan that we can go ahead and consider and then ultimately vote on at the next meeting um so the floor is yours you said exactly what i was gonna say and and what it's um magical for me is that i have been listening to both groups right during my one-on-ones with the board and and i know where the team is coming from so i

082definitely i i had this conversation with aaron trusty uh my board president and uh we definitely can integrate the feedback into the plan and so that we can bring it for approval during the june 23 meeting you'd be able to go back and forth with the individual board members that have the feedback and that are wanting to uh make adjustments to the strategic plan does that sound something that the board would be uh willing to to do or if if the desire is to move forward with a um with a uh study session then speak up now i'll get the sense of the board and then we can follow the direction that the board is interested in pursuing i'm open to that as a as the next step and see how that goes and hopefully

083we can finish it there if not i still would be open to a conversation if necessary but i think it's a reasonable next step all right um remember travis do you what did you move forward as well right with the recommendations or the yes uh yeah i'm in agreement i have i'm sure that it uh by the 23rd we'll have something especially if dr bauer will come back to us right between now and then we can come up with something that we can um approve then thank you we're breastfeeding i'll conclude i concur also thank you all right it looks like we have the direction at this point there's no action to be taken this evening uh because of the what we just said so we'll go ahead and leave it at that and move

084on to the next item make sure to have your comments in well you already have had your comments into dr bauer already correct um and so well i i probably would send more specific comments i think my when i gave feedback to the original thing it was more general but i probably would want the opportunity to now at this point be a little more specific and intentional about what my thoughts are all right so that way dr bauer has the ability to go ahead and start incorporating would we agree that by the 14th uh have everybody's comments to dr bauer so that you can communicate with aaron and um they can all figure out how to incorporate everybody's comments in without having to rush at the very last minute before the next board meeting yeah

085uh boardroom traffic uh i am in agreeance okay all right um so make sure to get your comments in by the 14th if you're if you're interested in having any comments or any uh amendments to the strategic plan thank you uh for your excellent work uh a team i appreciate uh the parents um the very of the various stakeholder groups that were represented i know that you have tons of other things to do um and i know that uh you've taken very precious time of your own to invest it into alum rock and it will be for the better uh because this will be a blueprint that we can use to guide us as we're moving forward so thank you very much for your for your work on this all right we'll we're going to

086go ahead and move on to item 3.01 uh members of the public wishing to speak please indicate by raising your hand and this is to speak on any item that's not on the agenda already yes mr royal president we have three speakers first speaker is ms veronica amador you have two minutes please submit yourself when you begin speaking the timer will begin great thank you and hi everyone again my name is veronica madonna and i'm a parent i'm here at allen brock and first of all i wanted to say um we're very sad dr montez is leaving our school and he was such an amazing principal um he truly embodied many of all the core values i think in the mission ambition here um in allen rock especially in san antonio uh dr montez if

087you're here or if you're not we'll miss you very dearly and thank you for always advocating for parent engagement and really centering our voices and not just entering it actually making a space on the table for parents to um you know provide us with that leadership um i also on that note i also wanted to talk about um thank you to our counselors miss jessica and miss lay i believe that's her last name first name um they were both amazing and um they sent us an end-of-year kind of recap on san antonio and it talked about how they served seventy percent seventy seven percent of our students san antonio is about two hundred and eighty two hundred sixty student population and so just wanted to highlight the need for mental health it's still out there

088seventy percent of the student those two people serve 70 of the student population um so i'm so grateful to them because i know that you know i talked to them um but again continue to advocate for that mental health please we need more counselors and even as we move forward some of our students from travis are coming to our schools and other schools and so we need more um more counseling also um our playground in san antonio has been closed i've sent emails i've talked to everyone and it can't nobody has done anything please open our playground our children are going back for summer school and my child i know he really benefits from that as he has you know some of his capabilities need that thank you ms hamado our next speaker is servando

089sandoval you have two minutes please submit yourself when you begin speaking the timer will begin good evening my name is cervando sandoval i am the vice president of the alum rock shash foundation uh first and foremost i want to thank uh trustee quindero and trustee pham for joining us on saturday for our annual concert we were had a great showing uh from the community we were able to raise uh quite a bit of funds for the alan rock jazz program uh as you uh you know hopefully all know this is a jazz program that has been around since 1973. i am the vice president of the foundation and i'm also a alumni of the alum rock jazz program i attended hubbard elementary school and i attended shepard middle school we are asking we are here

090today to ask for your continued support uh primarily with transport transportation for our kids uh to be able to participate in the after after school program last year because of the difficulties with transportation we had a 20 drop in student participation in the program i think it's a shame that we are losing 20 percent of our students who cannot participate in this program because of the lack of transportation i know transportation has been a continuing problem uh when i participated in this program in the 80s you know parents were able to provide transportation uh but it's getting harder and harder to do that so again i would ask for your uh we are asking for uh additional support to the program primarily with transportation so we can get our kids to the rehearsals in the

091afternoons and again thank you very much for your time and we continue we ask for your continued support thank you thank you for your comments mr sandoval our next speaker is adrien bay miss vayne you have two minutes please admit yourself when you begin speaking the timer will begin hello oh wait hello sorry it muted me um okay uh i'm a teacher at joseph george middle school and um i wanted to speak about safety today and i hope over the summer you guys plan to make some safety changes especially at joseph george middle school with the math school shooting that happened last week in texas and the shooting that happened near at the library near fisher middle school which i'm sorry hilaria but your email was very vague about and you know some of the

092teachers at my school we had promotion tonight and i myself included was a little scared to go to promotion because of security and the threat of gun violence and at joseph george middle school we've had multiple kids jump our fence that are not our students this year while our kids were on campus this is a great safety concern i saw a video online of how to use a chair to block my door in case of a school shooting i think we really need to talk about safety and talk about senses and how to keep our kids safe we this is nationwide and this has happened in with our schools this week fisher middle school went on lockdown yes it was at 3 30 but kids were still there we need more safety concerns and i

093would have loved to heard some of you talk about those safety concerns at the beginning of this meeting teachers are scared and i i just hope you listen thank you for your comments miss wayne our next speaker is sandra rivera miss rivera you have two minutes please submit yourself when you begin speaking the timer will begin good evening board and dr bauer my name is sandra rivera and i am a tk teacher at chavez that is being repurposed to the early childhood learning center and i have an ask the first thing i'm asking is that i understand that our laptops need to be tweaked and revised and brought up on our certain safety software programs and everything over the summer but this is how i do my job and while i am not teaching summer

094school i am constantly planning and with the repurposing of the school we are looking at new curriculum and new ways to innovate and really bring in the whole child's learning to the younger population without my laptop i can't do any of that work over the summer and so i'm asking that if it is working on these if they can please get these in and out back to the teachers as soon as possible because while we're not technically on the clock we do still work my second ask is that i'd be treated as a professional i find it superbly and i find it superbly disturbing that every year i'm asked to sign a contract to check out my laptop with all of our programs with all of the computer software with all of the kids learning

095materials now online my laptop is my te and so to be made to have to quote unquote pay for it if there's any damage or to have to buy a charging cord if mine doesn't work anymore is degrading for your profession to me as an individual mark zuckerberg doesn't ask his employees to check out their computers at facebook please don't make us do that here either thank you for your comments mrs rivera our next speaker is tim spacek mr spacek you have two minutes please admit yourself when you begin speaking the timer will begin hello uh thank you for pronouncing my name correctly i really appreciate that uh i'm here this evening to speak to you about the alum rock jazz program i am the president of the alumni jazz foundation and as mr sandoval

096just spoke to you about we just had our fundraising event where we were able to raise money and we can help the jazz program continue to provide services for our students it was so nice years ago when we became included in the summer extended year program and we're able to you know coexist on campuses with other programs going on we now would like to be included in any kind of transportation because it's so important for our program to be able to get the kids there and if we can do that then we can continue to provide these services and this excellent music education for our students in alum rock and the next chapter in this jazz band's history is looks bright with our continued alumni that come back and support the program but again uh

097probably that the thing that's going to keep us down would be transportation for our students it's always been so important for us to be able to get our students to the locations where we're able to provide the services i thank you for your time and please consider my plea to you to help us out with our transportation issues thank you for your comments mr patrick mr board president we have no more speakers all right moving on to item 4.01 uh the alarm rock educators association i'm rock uh administrative association sorry about that good evening board members uh superintendent bower my name is ivan montes and i am the proud principal of san antonio elementary school and president of the alum rock administrators association this is a vibrant and exciting time within the school year where

098we're closing out uh the week strongly in the middle of kinder promotions fifth grade promotions uh eighth grade promotions um providing numerous opportunities for to send off our young people um and close out the school year i want to take a moment to recognize some of our amazing management team for the work that they have been doing over the course of the year starting out with dr amazon and dr ortigas investing in social emotional learning is important and to continue uh our work uh at sites serving the whole needs of our young people and extremely important to deepen it and remain committed to making to meeting the sel needs of the young people we serve every administrator will let you know that this is a priority and a focus area of importance i also want

099to take a moment to shout out our academic services team in particular dr clyden for his leadership in supporting principals and staff with casp and elpac testing at the end of the year tremendous work and as we closed out board members i also want to thank you for your consideration of item 10.5 approval of the five percent increase to salary schedules for the certificated management classified management at supervisory and confidential employees uh this evening as we close out the year we are also beginning a new chapter and uh our mot department is hard at work with making sure that our sites once uh we close out are um are kicking into gear to make sure classrooms and buildings are ready to to offer programs across uh our district to meet the needs of our young

100people and so they are doing tremendous work um and want to recognize uh mr villarreal in his department here um sandra miss garcia in the state federal department for her leadership in organizing coordinating these programs for young people um so board that is my update um grateful to to see you all out and about at the promotions and um we're super excited um to to have a strong send off for for our communities all right someone's item 4.02 teamsters um miss tom fu from teamsters board president told me he was not going to be able to be with us tonight i mentioned to him that i gave him thanks for his tremendous work uh on behalf of measure i i'll talk about that later all right uh anybody from cssa sharon uh insurance out of

101town okay all right uh area 4.04 good evening all first i would like to extend congratulations to all of the teachers of the year and a particular shout out to mr hernandez from casell for representing the amazing teachers of vellum rock at the county level um it it's always i'm sorry that i missed the event this year but i've been under the weather for a while but and um i i just you know we do have a group of amazing teachers the best of the best um i would also like to begin by giving a huge thank you to the voters of the alum rock community who approved the continuation of the parcel tax benefiting the students of our district that is absolutely amazing and will provide a big help to the district i particularly

102want to acknowledge maria martinez for chairing the committee and giving it her all and then some you probably already know that if you want something done maria is the one to put in charge of it um and i want to thank tom fu from teamsters for taking on the task of treasure and for the work that he did and congratulations and thank you to all of you that invested your time energy and resources to help move alum rocks goals forward with the passage of this parcel tax not to quickly spiral downward but another topic that i would like to address is that of school safety um i had a conversation with dr bauer earlier today that since the recent tragedy that took place in texas i've been observing a lot of comments that have been

103written on our area closed facebook group about the immediate concern that our some of our members have to have an increase in safety measures to secure our classroom doors in the event that we are subject to intruders on campus and i i know that addie vane spoke to you tonight about the you know i mean everyone is is concerned as you could tell and and there are things that we need to address um some years back we reached an agreement that all classrooms would have the peepholes and the doors and the doors would be lockable from the inside and while i know that most of the classrooms are in compliance not all of them are so it was interesting for me to read over the comments and suggestions that the individual individual teachers were sharing

104on ways to block the doors that aren't for those classroom doors that aren't the typical door but frankly our teachers have enough duties and responsibilities to carry out without having to individually problem solve how to secure their classroom doors dr bauer shared with me this morning her intent to organize a committee to focus on these safety concerns and get them taken care of as soon as possible and i truly appreciate that approach and look forward to getting things taken care of hopefully prior to the start of the next school year on the agenda tonight is an action item for you to approve two new job descriptions for the area bargaining unit well area is in complete support of the need for these services one is for um intervention specialists that would be helping out during

105the school day and the other one is for new teacher induction support we are not in total agreement with the job descriptions as they have been submitted as far back as i have served on area leadership we have always bargained job descriptions prior to them being approved in fact i have a binder in my office that includes those job descriptions and i have emails from far back asking is scheduled times to bargain the job descriptions however when the idea of these positions were brought was brought to me last wednesday i was told that we don't have a right to bargain job descriptions i then received a response to my inquiry from the new super assistant superintendent of hr that the district was only required to bargain the impact and effects of these job descriptions i

106am sharing this with you for several reasons whether it is law or not when we have a practice in place that has worked for more than 12 years that i am aware of why would we change it now also if there are pieces of the job descriptions that you have been asked to approve that will definitely have a negative impact or effect requiring grievances to be filed in the future why wouldn't we want to agree with the job descriptions to avoid that from happening to begin with rather than having to amend them later and as their as they are currently written there are problems with with them um they're you know i have yet to go over them thoroughly but just in looking at them overall some of them that quickly jumped out was the

107issue of who the evaluator will be for these people it was it was um actually it contradicted itself within the job description in my opinion so my ask of you tonight is that you tabled the approval of the job descriptions until we have had an opportunity to make the changes to the potential areas that may be in question i know that there's another meeting coming up in june where this can take place and it just simply makes more sense to post an agreed-upon job description and avoid future problems and to rush into approving ones that need to be amended once again i would like to thank all of you on the board who voted to ratify our tentative bargaining agreement at the last board meeting on behalf of area members and myself i would like

108to hear an explanation of why trustee chavez voted no do you honestly think you're going to keep a teaching staff in this district if you're not prepared to compensate them for the work that they do well we are grateful for the agreement we reached you might want to scout around the county and see the valuable settlements that are being settled for multi-years multi-year contracts in the future voting down an increase that doesn't even keep up with inflation certainly sends a clear message to the teachers about your value of them it also sends a message to the community that you are not looking out for the best interests of alum rock school district it's difficult enough to find teachers willing to come here when they go when they can go to many other places and make

109a lot more money but it absolutely adds to lack of staffing when potential teachers see that they don't have the support of the entire school board so if you are if you have a justification which i'm assuming that you do we are very interested in hearing about why you would vote it down and lastly on behalf of my area and myself i want to wish assistant superintendent renee sanchez the best of everything in his new chapter whatever it might be and wherever it might take him i saw his resignation in tonight's board packet many of you may not know this but renee began in alum rock as a student teacher at lindale elementary school my home school he has invested his time heart and soul into our district and for our students and for that

110we thank you much mr sanchez good luck to you and i would like to wish all of you and all of the teachers a great summer vacation um that has is couldn't be more deserving and more timely this has been a a challenging year for everyone and i think everyone is needs time to regroup and rejuvenate and look forward to a new school year so thank you all right moving on time 4.05 superintendent done how was it it was half pro uh impromptu uh jocelyn are you still uh you have a comment i'm gonna say to jocelyn that uh half of the items that she said is ditto jocelyn um thank you so much uh for every once maria martinez uh as the lead of the measure i committee the president and the chair and

111tom foo was the treasurer for leading us into victory of something that really was is needed in alum rock thank you so much also to the entire committee mr giocorona trusty fam maribel carrillo also jumped in and hovera and i were part of that it was it was you know a lot of hours especially for that core group and i don't see myself as part of the core group but uh the volunteerism uh and this is uh something that is not as attractive as other um campaigns like the bonds where a lot of people want to participate and donate and stuff like that and yet just so that we're very clear the parcel tax has helped us educate four year olds in alam rock since 2015. so for those of you who voted in favor

112thank you so much because that's what we're doing as well as counseling programs so a huge huge thanks to our community for that support and for allowing us to establish a very solid foundation for our children i also um want to echo something that jocelyn mentioned in terms of safety we have been talking a lot around some of the safeguards that we're still needing and um what i went through was nothing in comparison to mr doug klein's hands and administrative assistant eduardo brazil both of them were the the first staff who responded to the incident in the hillview library both of them are uh heroes for me they didn't even think about the shooting they just ran to make sure that our kids were safe so thank you mr klein's hands thank you eduardo for

113your selfless commitment to make sure all of our kids are safe um definitely going back to the drawing board and trying to figure out what are some other ways that we need to implement and tweak what we have right now and and keep our students safe that is our number one priority um and finally um wanted to congratulate those people who are in the next stage of their lives and are retiring from alum rock i want to thank them for their many many years of service of all of the things that they have been able to do for our students and for um for the kinds of skills and commitment that made our district a wonderful place to be i'm not gonna say happy summer yet because we have one more meeting at the end

114of this month thank you uh board president all right uh compliments from members of the board thank you mr president well i wanted to say uh been quite uh quite a uh eventful month here uh i wanted to say that uh you know uh kudos to uh normal flores and jesus arahu for uh parent university in may uh we you know i had a great time there and got to speak to the parents uh it was a beautiful thing to introduce our children to golfing opportunities at rancho de pueblo golf course and also to teach our parents how to navigate the public education system and also to have to to break our expected attendance i i was told we were expecting 200 but we ended up around 450 parents so thank you to uh all

115the parents who came it shows your commitment to your uh child's education and also uh uh you know your your uh continued faith in alan rock schools uh you know as uh mr spacek uh mentioned in public comment yes i had the great pleasure of attending the uh alum rock jazz fundraiser at mount pleasant it's a beautiful sight to see uh you know what a difference our dedication to a well-rounded education makes uh great opportunities for our students to uh pursue uh their passions and you know a fruitful career in the performing arts uh so i i want to thank uh our alum rock jazz band our music teachers danielle finnen our visual and performing arts coordinator uh and the friends of alum rock jazz for helping that to make that happen uh have the

116great pleasure visiting uh adelante one at allante ii a painter and shepherd middle school uh it was great to [Music] see our that our what is it dual language immersion programs are doing well i at adelante i got to see a fifth grader prepare for her uh was it uh seo of by literacy uh exam and i think she hid it out of the park uh you know she should do well uh you know me down the road on the advanced placement exam in spanish uh you know and i'm also uh glad to have the opportunity to read read to our vietnamese dual immersion students at painter all three of the classes and uh very happy to hear that they are expanding into the second grade so what you know we're once again providing uh

117expanded opportunities uh for the alum rock community um i wanted to commend principal kleinhenz and his administrative assistant eduardo for uh their actions uh you know with the hillville library incident uh you know thank you for your thank you both of them for their bravery and dedication to our children uh you know uh in this day and age we you know we don't it's you know uh all i can say that is uh beyond beyond the call of duty for any school administrator i mean it is you know it's very sad that uh the incident happened but you know i you know we we should all be proud that uh you know we have uh principles like mr klein hands and dedicated uh administrative assistants like edvara on hand for our kids so uh you

118know i i want to express my gratitude for that uh congratulations to all our graduating eighth graders i know that i had the opportunity to farewell them when i visited shepherd and i got to go see the aptitude at goss uh graduation but to uh but i wanted to also say to to shepherd to ocala renaissance at fisher renaissance of madison and uh hubbard uh congratulations uh best of luck as you move on to high school and let's see here i had the opportunity to speak to some of our retirees today and i wanted to congratulate our retiring teachers our retiring classified staff on a uh you know career well done thank you so much for your contributions uh you know and you know i wish you the uh all the best in the next

119chapter of your lives and also to special uh you know appreciation to assistant superintendent renee sanchez who will be leaving us thank you so much for your many years of service to our district you will you will be missed and i i i know because you you accompanied me on quite a few of those school visits during the past year so uh my my full tour of the district would not have been possible without your help so uh you know on one final note a big thank you to to all of alamo for for supporting measure i uh your your your continued investment and faith in our district means that uh our district can continue to continue to do what it has done for the last 90 years which is to educate the child and

120to provide opportunity for children in alum rock in the east side of san jose so i thank all our you know all our residents for for your your support so with that thank you so much mr president remember thank you um first of all start with the lowest and hopefully end it on a good note um as we know you know what happened in valdez texas and other schools before that um was heartbreaking heartbreaking for everybody regardless of how you know you were connected um and then to have um unfortunately a shooting not directly related to one of our schools you know at the hillbilly library but still again impacted our community um immensely um continues you know it's kind of like when the the wound is barely healing it's like another one right um

121and so i mean as as a as a parent first and foremost um as a community member and as a trustee um you know it's like what we i'm like what can i do now right to like make an impact and to and to do something about it and i mean there's only so much we can do and there's so much we can do so um as a community member we're going to be gathering at the hillview library on saturday at 9 30 um just inviting um you know all the community uh will be out there um and there is a flyer going around some of you may have seen it um but it's eastside san jose families demand action um it will be there like i said at hillbilly library and it'll be centered

122on community healing we demand an end to gun violence our kids deserve deserve safe schools libraries parks and neighborhoods join us in peace bring sidewalk chalk and other art materials and be ready to reclaim public space um so i hope to see you all there on saturday um and then also and um i had talked to um trustee began about this um we have received we were provided a template from the california latino school board association i want to thank jorge pacheco the president for sending that to us um and i'm working on uh drafting the result of resolution for our specific district um using that template um in creating and drafting a resolution in support of school safety and protecting our children and staff um so i will be i didn't have it in

123time for this meeting you know we have deadlines and so um dr bauer you should be seeing that for the next um board meeting that we have coming up at the end of june um and that's just you know bare minimum right there's just so much to do uh but i agree um you know we must um do more do more um whatever that is and so bringing it to our um most recent and present um congratulations um to our staff um who worked so hard um a measure i um i want to thank all of the donors who donated whether it was a dollar to a thousand dollars i mean i know um you know we had um a lot of support um and so i mean from the volunteers that came to do

124phone banking uh maria you know all the names that were mentioned um thank you so much um and then last but not least to all of our students who are promoting this year to high school thank you so much you know for your commitment i think of your sixth grade you know i think of your pandemic um the pandemic time and having to help your little brother or sister log on while your teacher's calling your name and you know having to deal with it all while your parents are yelling at you while you why you haven't finished your chores and you did it so congratulations to each and every one of you who finished her eighth grade and are now going on to high school um to the parents and families um and to our

125staff you know most importantly who prepared our eighth graders to um go on to eighth grade i'm sorry to high school um and beyond so congratulations to you all um and to everybody um who is ending this year on a grade um you know from tk to kinder and throughout you all did a great you know congratulations on ending this year and promoting to that next year whatever that is um keep up the good work and um you know as your trustee i'll continue to do my best um in serving you uh and the rest of the families here at ellen rock thank you any other board members wishing to provide their comments uh we'll remember about them thank you president keep that i'll keep my comments short in the interest of time um and

126to not repeat a lot of what has already been said by my colleagues but i will repeat one thing um because it is so big i mean it's a little bit early but i think we're able to at this point um you know be happy about the results of uh measure i um i want to thank also uh ms martinez and tom fu specifically i was able to be um you know pretty involved initially with that effort um and i saw firsthand the very strategic precise um effective work that those two specifically did but also all of the people that put in their efforts and made the calls all of our teachers that supported we all know the impact the positive impact that these millions of dollars are going to have on our children and

127you know i so i thank my colleagues also who were supportive of it and those of us who were not directly outspoken against the measure um you know i want to thank us for understanding the impact of this um and then you know recognizing we all have our own opinions and that's fine but um i'm you know i think those of us that supported it and i also um want to just briefly touch on a um a press release that we just uh received information of um dr byro this week it's okay to talk about it right that you sent the the email about the press release okay i just want to make sure so um this is pretty significant in terms of all the work that we're doing um with this you know moving

128forward and all these different strategic areas and you know it's been some would say a kind of a rough four to six year period with different things that have gone on in the district and all of the work that we as a community have put in to turn this ship around and we continue it seems like there may be some people who don't um who don't really align with this phrase but i like the phrase of how we are changing the narrative of alan rock because the narrative previously and even to this day is quite often a negative one that you know alan rock can't you know do this they can't do that um you know the media has all these questions and and the public which is all fine but to me those things

129are not you are often not an accurate representation of the true narrative of this district and i continue to be proud that we as a board we as alam rock staff we as our community can point to the real objective data and results of the work that we're all doing and that we've been doing for the past four years so one of those things the result of a lot of that work is you know our credit rating which impacts a lot of what we're able to do as a district and how we're able to bring resources and fix things in schools and all those things and so we were in the in the past four years or so we were at at one point um i'm looking at a thing here negative credit rating the

130word negative is this for us and at this point because of the work that we've done mr chang cloveras team and all of this district team the hard work of grinding through those things that we've needed to do to fix things because of that we are now at an a1 rating with aa1 rating with moody's which is the second from the top and one of the things that's you know holding us back from that is enrollment so obviously that's something we're still working on but you know we know that's something that that's a reality for us but you know short of that a lot of the work that we've been doing with regard to the responsibility of our fiscal management is shown black and white in a press release if anybody wants to see it

131from moody's i invite all of the um you know vlogs and blogs and newspapers to write an article about alum rock um going to an aa1 predator rating because that's the true narrative of alum rock we are you know a district who is resilient a district who acknowledges our challenges and and you know has sometimes difficult discussions and conversations in an effort to move forward and it's shown um with these kinds of outcomes so thank you everyone for what we've done and we continue to move forward and strive for that top rating so thank you remember travis um i want to thank the parents and the students and the families for all the work that they do and and they have been doing especially through all these challenges and keep working with your teachers and

132the administration and the district and we appreciate you all being here thank you i want to thank the public for your support measure i password zelda strong so that initially the conversations were held with people who are very wise and were attempting to give us very good advice um i told them the community believes in omar community has been there for alumni and uh you know it happened and so very much appreciative of the public who stood by on rock and has given us the resources that we need to continue to move forward uh in particular as has been mentioned i think it's well worth it to mention again uh many martina stepped up and took on the leadership of this committee taking on that huge challenge uh that involves four and a half million

133dollars that are very very very important to uh to fulfilling the mission of this district is important specifically want to recognize her as well as tom foo who stepped up and became the treasurer but in particular maria out of her own resources because as has been mentioned um there were people who gave but you know it was a struggle this is a straight-up grassroots operation uh community led by teachers by administrators and just different people that stepped up and supported uh in their individual capacities and i want to thank each and every one of them from my distance i was able to observe what they were doing very grateful for the support uh that you provided so thank you very much for that um with regard to parent university i was super excited to go

134to uh rancho la pueblo it was very very great to see the amazing turnout uh the kids were pumped uh as they were being trained in uh golf a lot of uh you know kids from the neighborhood uh being exposed to this very strange game where you hit a little ball that stays there by that stays there yet you have to position yourself a certain way to make sure that it flies in the right direction it was really cool to see that happen as the kids were in the driving range or putting i took on a little guy those ones like four years old or three years old and man he was amazing at uh putting uh really telling me a thing or two um and so it's very exciting to be there to see

135the excitement uh there's a lot of conversation about getting rid of eventually that it was not needed in the east side and i'm glad to see that by the outpouring by the uh engagement of these kids their parents it's clear that that is needed it's an open space it's a facility that is very very much needed in the east side to expose kids to this uh this is a sport that um sometimes is a tool uh to rise up and uh and climb up the ranks in whatever position that they're they're looking to to to move up in and so thank you to the uh to normal photos our team everyone who was out there to set it up it was a massive undertaking by different uh people from throughout the district um the fir

136the folks from first tee they were very very supportive and very pumped up about the the entire event so uh thank you to each and everyone who made it happen very excited to go to several promotions i wish i could be at every single one but sometimes they overlap sometimes that you know they're taking place during times where i have to be here at this meeting and so um nevertheless it's uh very very uh intoxicating to be there and and feeling the energy that's coming out for the the kids the parents the excitement uh i truly uh enjoy going to each and every one of these promotions by seeing these uh bright faces and uh the you know the excitement they have for the next step in their academic career i'm very very glad to

137see them off with a firm handshake sometimes it's not too firm then we've got some of these kids coming really exciting that's really cool very exciting um jazz band uh had an amazing concert uh where there was uh you know our kids showcasing their skills um really really excellent event excellent event well put on thank you to all the volunteers that make it happen and continue to um move the alumni jazz forward you uh go out there raising the resources uh to make this happen i'm very appreciative of alan rock and the support that oliver provides for our music programs for visual and performing arts i want to reiterate that we are one of the few districts that still provides music support to comprehensive education many other educational institutions in particular some of our privately

138operated competitors have done away with everything or if they do have it they charge a fee in our situation we provide those that as part of their academic experience here at alum rock very grateful for that with regard to school safety some of the concerns have been raised and i think that the concerns are those that i i hold as well every morning when i drop off my kids i'm now i'm going to think what many other parents throughout their countries are thinking and it's a sad reality that we are in this state not in the state of california but i mean in this situation that we find ourselves in where parents are having to um get swaps to go identify their kids and i know that it's rough and it's but it needs to

139be talked about because it's hitting too much and um the same thing continues and continues and continues and so for those who've raised the concerns i hear you because it's my kids that i'm having to leave up to school and be concerned now more than ever because of what's been happening and so rest assured that the administration is going to move forward to determine that each and every site has the ability to be properly locked that we have to the best of our abilities within our means are going to continue to work to ensure that we can provide a safe learning environment for each and every one of our children i know that dr bauer is in constant communication with san jose pd um in that uh we are i know my children's school just

140recently before the tragic incidents in texas as well as at fisher um went through a a a um a drill uh the ones that pd advises us as we go through them uh it's a new reality that we are now having a brace for and prepare for constantly i know that school teachers did not go and didn't come out of their education program trained to have defend for their life and i want to thank each and every one of our staff and the selflessness demonstrated by those of our staff such as principal doug langhansen and who selflessly ran uh to the site to look after our kids thank you for that thank you very very much appreciate your putting the safety of our kids before your own um with that said i the full expectation

141i am assuming that the entire board agrees is that the administration is going to double down their efforts to ensure that all of our sites have the ability to be secured from the inside those are my comments all right um moving on to fighting item 5.01 we have a staff presentation on the 2022 2023 alcap do we have any comments from the public at this point with regard to the presentation at this point i see no request for public comment all right dr bauer can you identify the staff yes sandra garcia is going to be presenting for us tonight for president oops good evening everyone let me make sure i'm set here okay so good evening uh board president quintero superintendent dr bauer board members and community i'm sandra garcia and in my role as

142director of state and federal programs i will be presenting a draft of the el cap this evening for 2022 2023 first just a little bit of information that i've shared in the past just so that everybody is on aware of what needs to be done in terms of adoption of the lcat we're required to hold at least one public hearing to solicit recommendations and comments from the public at the same meeting we are to hold a public hearing um for the lea budget and budget overview for parents and then at a subsequent meeting we will bring the final draft of the lcap to the board for adoption as well as the 2021 um yeah the 2021 2022 annual update the 20 22 23 lcap federal addendum and the lcap uh 2022-2023 um budget overview for

143parents at the same meeting as the late budget as well you've seen this timeline in other presentations just as a reminder of what we've done in terms of preparing and developing the lcap throughout the year and we are now here at the public hearing in june we will bring it back to the board on june 23rd for adoption and submit to the santa clara county office of ed by july 1st this lcap draft includes the annual update for 2020 for this current year 2021 2022 um the supplement to the annual update which uh you saw um i believe in january we brought that to the board uh for approval but it's part of the the draft uh results of the annual measure measurable outcomes the four out cap goals the actions and services with the

144budget allocation and the budget overview for parents at this time we are working with the county office of ed um at the same time so that we can bring you a final copy that is approvable at the county level as well so we've been making little tweaks here and there but nothing um you know drastic that changes the content of the elk just wanted to make sure that everyone knows this is the draft so the goals are for the 2022-23 elf cap if you remember we developed a three-year lcap last school year the goals remain the same the first goal is around our instructional programming for students the second goal is deals with the annual progress for english learners the third goal is the support provided to students families to provide a positive and engaging

145learning environment and then the fourth goal is the strengthening relationships engagement by all educational partners or stakeholders as we've known them in the past this um chart i brought to you um the last board update and i just wanted to share it one more time as a reminder of the overall considerations um that are based on the input shared by our various educational partners and a few of notes are that i want to point out are the school day intervention support for students that was something across different educational partner groups that was brought up the need for intervention during the school day for our students another one was the expansion of enrichment offerings in particular more sports at the elementary level more enrichment opportunities in stem robotics you know different types of art opportunities that

146our different partners want to see for our children and the third is additional mental health services for students and families including counselors of course and the training for staff and parents that is so important in that area and then the fourth is behavior support for students additional behavior support for students so as i mentioned earlier the budget overview for parents is one of the pieces that is um important in the um approval process for the elf cap and i just wanted to share the three slides that you will see in the budget overview for parents and these charts are meant to provide an overall view for parents of the funding that goes into the lcac so this chart is just uh the budget overview of the district um and you know in here you'll see

147the local control funding formula here which is 108 000 that's what we'll receive our district receives total and lcf funds but 24 721 is other state funds and then we also receive federal funds so in this 108 thousand um it's broken up in 83 000 of other lcf funds but the low the supplemental concentration dollars are 25 million 120 100 h this is generated by enrollment of high needs students the foster youth the english learners and the low-income students this chart here shows um the that allen rock will spend 150 million on general fund expenditures next school year um but the total budget expenditures in the elk cup are 124 million so the difference here what is not included in the lcap would be federal local and state funding that are specific to restricted purposes

148and also the general fund operating costs to pay teacher salaries and transportation utilities special ed costs and things of that sort and then this is prior year increased our improved services for high needs students our district received 22 million 74 860 and we spent so we spent more than we were actually um needing to spend for our high needs students we spent 26 million 439 619 last school year so that's a little bit on the charts that i just wanted to share with you on the budget overview and then i'll go a little bit into highlights um for each of the goals and then what is in the proposed goal for this next school year so um the highlights for goal 1 which is the instructional program component of our elf cat just a couple

149of things that i really want to point out are that we did serve over 458 students this year in our independent studies program so we're able to keep 458 students connected and learning this year via that independent studies program um to date i think we still have about 280 students about in that program but overall 458 benefit from that we tried out a new um online pd platform this year i was very successful with our teachers we had 70 of our teachers that participated in uh thrive which is the online pe platform in terms of our fast bridge data as you know we weren't able to take the expect test last school year but we did monitor progress of our students and we have 36 percent of our students honorable grade level ela and 35

150on or above in math um on the fast bridge um assessment benchmarks um one thing i did want to point out was that we had a 25 increase on a test that is given to only our dual language students to monitor uh their progress as they [Music] transition over to the learning of english and our 43 of our students in second grade in our dual language programs scored three or above in reading language arts which again is an increase from last school year um and then a 100 percent of our foster youth received additional support services um whether it was school supplies transportation support counseling services we were able to provide additional support to 100 of them this year and our early learning department uh provided a leadership program for principals supported by the new

151teachers center and this is all on early learning so next year um we are going to continue a lot of the actions and services that we currently are providing so i'm not going to go over every one of them but i do want to point out that we do have more support for induction and new teacher support written into uh goal one uh intervention support for students um as was mentioned earlier is as a priority for many of our partners and also extended learning opportunities including enrichment opportunities for our students and terms of goal 2 which is around our english learners some of the highlights that i want to point out is that one of our goals is to increase the number of students that receive the pathway to buy literacy award in fifth and

152eighth grade and we did increase that by three students this year so we'll continue working on ways to increase that number in the years to come we also were able to reclassify 175 students this school year compared to 50 students last year so that was a big increase and something we're all very proud of in terms of goal 2 will continue with a lot of the um important uh goals and actions and services that we know support our english learners in particular you know the extended day and summer programs that help our newcomers and long-term english learners and especially at our elementary schools those students that are at risk of becoming long-term english learners and then this one at the bottom where support for increased achievement of pathway to bi-literacy war and expansion of dual

153language opportunities so continue to look for ways on expanding the opportunity for more students okay in terms of goal three which is our um students feeling safe and welcome and supported um at their schools this one involves a lot of really important services um in terms of highlights i would say probably the biggest highlight in this goal is the opening of our new sel department this school year which as you heard earlier provided service to many of the students in our school district if you see bullet number two we were able to hire nine additional counselors that supported our elementary schools and with the expansion of these services all of our counselors together were able to serve 4 289 unduplicated students in our district so um half a little over half of our our district

154so that is a big accomplishment um and one of the biggest highlights in this goal that i wanted to point out um i also wanted to point out just as a uh this is a um something for us to to really look at next year and dig into a little more is um the survey item dealing with uh connectedness and students feelings of connectedness at school 67 percent of middle school and 78 percent of elementary school students reported feeling connected to school as we drill down only 48 percent of middle school and 57 percent of elementary schools say they feel close to people at school so definitely something that um i will be looking at as well as my colleagues on how we can continue to um to work in this area of school climate

155um in reducing incidence of bullying and increasing student attendance as well as working on the targeting services for chronically absent students at our schools those are two of the main ones that i wanted to point out as well as more how to expanding more in the area of social emotional learning and mental health wellness goal 4 is the engaging our stakeholders our educational partners in the work we do in our schools like providing that collaborative environment that is focused on student achievement this was probably one of the the areas that was very challenging this year and the reason was that we really didn't allow parents in person so we had to find other creative ways of involving parents and continuing to have meetings virtually and you know as the year went on we were able

156to to invite um small groups of parents back for smaller events like promotion ceremonies and things like that um but even so um virtually we had 220 parents participate in our virtual parent university in october and then most recently our family fun day which was in person in may we had 487 parents and students participate in this area as well we now have on-site vietnamese vietnamese interpretation services which has been a great addition to [Music] our state federal department in our district mr hui is busy every day supporting our vietnamese families and you know he just has a great way with them they've connected with him really well and you know they know they can depend on him for quality services at the schools and at meetings so that is a big highlight for me

157at least and then our sls coordinators and school community liaisons they partnered with several community support services to increase attendance at some parent events and just keep parents connected as much as possible to our schools and then for next year we'll continue with you know the same services that that we know are supportive of in our schools of course our community liaisons uh parent square still continues to be a great mode of communication for our parents um but also looking into other ways that we can increase communication with parents or and or encourage and support parents that are not connected through parent square to become connected on parent score looking at ways that we can offer hybrid model of in-person and virtual presentation series um you know depending on the parent you ask some prefer

158virtual a lot prefer in person but trying to figure out you know what what is what can we do that will involve the majority of our parents and that will be inclusive of of the needs of our families we'll continue to search for more vietnamese translation services and seek opportunities to continue to build leadership capacity in our parent leaders i wanted to mention these additional plans for support only because they may not be funded through lcap funds but they are they are support services that we do provide and will be providing um that are will be made available through our emergency covid funds and so i wanted to make sure that you know the community knows that we will be um focusing on providing school day intervention support as you heard earlier we have an

159interventionist position up for approval which again across the board teachers parents are you know union reps principals all support this and and want need this support at their school site and that will be funded through some of our emergency covert funds induction and teacher support which we know is needed for our new teachers additional behavior special support for students before and after school homework support and tutoring expansion of our after school programs to the nine-hour day and providing enrichment opportunities for students our universal pre-kindergarten and our of course our elementary school counselors which we've been hearing all along have been a great impact an addition to our schools so the next steps are el cap adoption on june 23rd and submit the lcap to the county office of bed for approval by july 1st thank

160you uh questions from the board we'll remember uh yeah first of all i'm wondering if it's possible just to see if there's any public comment just to um be able to i asked for public comment at the very beginning oh sorry i had to take a bio break okay perfect so then i will um go forth with the rest of my comment um so as all as always first of all thank you um for the report um and for keeping us you know up to date with what's going on there's so much work that gets put into you know into this that we we would not be able to keep track of what's going on without these kinds of reports so thank you for continuing to do that um i do have one i don't

161know i guess question or maybe request about the formatting of the report and so on the the last couple slides when it has each of the goal areas and and it's the highlights and then the proposed actions or or um yeah the proposed i wrote it down somewhere but um so i'm wondering in that highlight section if it's first of all i the things that are in there i love to see like specifically one of them was i think i saw it in several areas where you talked about um progress that has been made or improvement that's been made um that's very helpful to me and because i that shows me in those areas that that's a highlight that we're moving in that area um but i kind of then i start wondering if the

162word highlight is used as a just a generic term for bullet points as opposed to actual like um quantitative highlights because you know we obviously we're aware of our you know going back to academics and test scores and all that from earlier but you know what we had i think 36 percent um grade level ela and 35 in math and that's we have that in our highlights category and of you know again we know that's not a true indication 100 of every student but it's something and so i wonder you know why how how it is that we come to consider 36 and 35 uh percent to be highlights um and i would you know again back to what i saw in some other areas like if it said hey we went from 34 to

16336 then i i that would be make a little more sense to me and the reason why i think it's great to see the successes that we're having it motivates us it energizes us it shows the community the great work that is being done but it also for me is important to see those areas of ongoing challenge or new challenges that pop up because then it's easier for me to connect those areas to the proposed actions or or services there it is so i i just um you know throw off i guess for consideration in terms of the formatting of that highlights area if maybe you know we could put some thought into how that's presented so that it shows those areas that are i guess for lack of a better term quantitatively highlights where

164we show growth or improvement or exceptionally well high numbers and then areas that i i would just call them maybe like ongoing challenges or continuing challenges or areas of focus where you know we know there's work to be done and we're and then it i at least can cross over the to the box on the side and see okay so we're having challenges in this area and here's three things we're doing to address those challenges so hoping that makes sense um but overall um you know it's always a very informative good report and that's just a little i guess food for thought that i throw out there so thank you miss garcia thank you appreciate that feedback remember travis thank you very much sandra garcia for the report i do um i would like to

165respectfully request if you if the board is going to receive the dates and the locations of the lcap meetings with the parents because i know before the copa that's the way it was done so is it going to be in person so we can actually hear what the uh parents have to say about some of the stuff i'm hoping that next year we can return to in person but the last two years have been via zoom okay and but the board will be updated on those dates so we could hear absolutely thank you next year correct you're talking about next year right okay yes other comments for the board um so i have two one in regards to the um meeting with the public you know we just gotta make sure that you know since

166it's to be coming to us as we know on the agenda um that you know we don't more than two of us are there or that you know we get that information ahead of time um anyways if you future just to make sure that we think about those things before we attend um things like that uh but in regards to um we will be getting the final one coming soon and my request is a little just more easier and if my peers are in agreement um instead of getting it printed again as a final if we can just have it available to us you know on board docs unless somebody requests it and if you know everybody else does then don't print one for me i want to save as many trees as we can

167i know it's a lot um a lot of work you know which reflects a lot of work center that you and the team has done so thank you so much um and you know thank you for doing your best to pull out right all of those details i mean everything is important in here uh but thank you for doing your best to pull out the things that you know you um highlighted for us um yeah i mean as we know we're we're all doing great work um and it just gets better and better so thank you for um highlighting um the outcomes the outcomes right which i mentioned earlier are important to me like where have we improved um and you know that will then set those goals for for the next year so thank

168you sandra and thank you for thinking beyond right like okay we're doing great um and you know how how can we um become better and so you know even in bringing in um you know and we'll be talking about it later in the in the meeting uh but even in bringing in additional staff you know to support um our students which also supports our staff right and even though you know the the language may you know need some editing here and there the idea as a whole is exactly as you know apparent for me um what we need you know in order to ensure that every child you know does well so um thank you for going above and beyond and and thinking about you know okay outside of the box right we've checked all

169those boxes but what else can we do so thank you for that and um that's it for me thank you thank you or vice president pump yes thank you mr president and thank you sandra for uh preparing this presentation uh for the war tonight i just wanted uh to say that uh you know in in tough times this is uh this shows growth i'm happy to read that we're you know we've more than tripled the number of students that are reclassified as english proficient you know with english being the the main language of business in this country uh you know the fact that we are able to increase our success rate with english learners uh means that our students have so much more opportunities to succeed in the future and also the second part is

170i wanted to uh note that uh you know uh you know it's a further commitment of this district to to do outreach to all its constituents by way of uh the expansion of um vietnamese translation that you mentioned and you mentioned you know the addition of uh mr qui as the uh as another vietnamese translator and i have the opportunity to meet him at parent university uh this past may and he did a wonderful job uh translating uh for the vietnamese parents that were there so uh you know uh despite you know despite all the hurdles that last year and this year has given us i'm glad that we we are we are seeing academic growth as well as uh the increase in our ability to reach uh all members of our community in this

171district so i i wanted to um express my gratitude to to everyone uh in this whole district for uh you know showing showing so much improvement despite uh very very challenging you know in spite of very challenging circumstances thank you for the comments um thank you for the work that you've done uh appreciate uh all the input that you uh get from um parents from everybody and for patient in a way that uh makes it makes us able to be able to keep track of what you have all the great things that are happening out there so thank you very much for that um all right uh this is a staff presentation there's no action on this item correct no all right thank you we're gonna go ahead and move on to item 5.02 a

172public hearing on the outcap i'll go ahead and open up the hearing right now at 8 18 and uh we'll go ahead and leave it open can you remind me dr bauer to close off public hearing at a reasonable time sometime before we adjourn well if you call you know public comment that will take care of the public hearing and you can close it right away all right that way we don't forget because we do have a budget item and it's a big deal so uh is there any comments on uh with regard to this public hearing on the outcap so any comments from members of the public please indicate by raising your hand yes mr board president at this time i see no request for public comment all right go ahead and close this

173uh hearing at 8 18 given that there's no public comment moving on to item 5.03 a staff presentation on the proposed uh budget for 2022-2023 barr can you guide us into this item i'm gonna turn it over to mr chang good evening can you hear me yes we can hear you okay thank you um good evening board president uh members of the board and superintendent dr bauer um tonight i'll be giving an overview of the proposed budget of fiscal year 2022 and 2023 and so with that some of the items that we'll be covering uh will be key assumptions uh which leads into the multi-year projection for the general fund and then lastly the statement of reserves the first assumption will go over our enrollment you may recall that we did a demographic study or

174update early this year which shows that in year 2223 uh we're projecting to serve 7 671 students in year 23 24 7 376 and then the year 24 25 7093 um the next sets of assumptions will be revenue uh we'll start off with the lcf and this is based on may revision so for the district's lcf um the assumption would be based on the the formula we will be based on a prior three-year rolling uh average ada um starting in year 2223 uh where the cola is 6.56 and then moving forward to 23 24 also using um the prior three-year rolling average ada and cola there in that year is 5.38 and then in year 24 25 again the three year rolling average 88 and the cola is projected to be 4.02 in that year

175for aptitude which is the district's dependent charter school uh charter school do not have the benefit on using the prior three year rolling average so um their calculations can be based on current year for all three years and this cola itself is the same that the district will be receiving other state revenue includes one-time discretionary fund and this is the first time that that governor newsom has proposed a one-time discretionary fund um in in his term as governor um and so with that uh the average per ada is one thousand five hundred and uh for adam rock itself um that equates to a little uh approximately 12 million dollars and then the other state component of the revenue is special education and with that um the base rate will be increasing from 715 to 820

176per ada other local revenue includes parcel tax which we assume that um uh it was well it was gonna expire at the end of this fiscal year and as you heard some discussion earlier in this board meeting um that you know the the partial tax is tracking good um at this point and so when it's official um when it's official um that voters have approved then we'll be adding um the parcel tax revenue back in to the district's budget starting in year 2223 um and we'll be reporting that out in the next reporting cycle uh for federal revenue um you may recall that you know the districts has or will be receiving three rounds of esser esther one and two have been exhausted um esther three um will be utilized in year 2223 and 2324.

177uh s3 equates to about 22 million dollars of which about 18 million dollars of it is for broad usage and then 4.5 is for learning loss so this slide um just really breaks down the lcdf uh revenue uh by year so starting in fiscal year 2223 um you see that district is projecting to receive about 108.7 million dollars in year 2324 that amount goes down a little bit to 107.9 million dollars and then in year 24 25 a significant decrease to 103 million dollars uh with respect to um the assumption for expenditures um the proposed budget does include the ongoing salary increase of five percent for all staff uh starting in year 22 23. um the calpers rate are as follows year 2223 is 25.37 year 2324 25.2 and then year 2425 um 24.6 for

178calstrs rate the rates will be 19.1 for all three years the budget includes a increase in step and column for all three years an increase to a contribution to the special education program in the out years and then maintains the contribution to routine restricted maintenance uh for all three years um this budget also uh assumes a reduction of 19 certificated ftes starting in uh in year 23 24 both to align with declining enrollment and also the expiration of the current independent studies program so of the 19 um certificated ftes nine of it uh will be related to independent independent study and then in year 24 25 also assumes um a reduction of another 10 certificated fc fte um and this is to align with declining enrollment starting in year 2223 the districts will be transferring

179approximately 4.3 million dollars in principal salaries and benefits and in addition to that 5.3 million dollars in custodian salaries and benefits from the unrestricted general fund to the restricted general fund to utilize sr3 funds um the same will be done in year 23 24 to utilize so3 funds again and then in year 24 25 all salaries and benefits um for principals and custodians would be transferred back into the unrestricted general fund since the sr3 money will be exhausted by then so with these assumptions this is the multi-year projection for the unrestricted general fund starting with year 2223 the district is projecting to begin the year with about uh 24 million dollars in reserve um it shows that we're projecting to receive approximately 95.9 million dollars in total revenue um projecting to have a total expenditures

180of 91.8 million dollars which brings um next year's reserve or ending fund balance to approximately 28.2 um in reserve and so that 28.2 carries over to year 2324 where the district shows that total revenue will be approximately 82.3 million dollars um total expenditures will be 87.3 um and bringing the ending fund balance to about 23.2 million dollars at the end of fiscal year 2324. um carrying that to year 2425 the district is showing that total revenues will be approximately 76.9 total expenditures will be about 93.3 and the ending fund balance for that year will be about 6.8 million dollars moving over to the restricted general fund starting in year 2223 the district is projecting to begin the year with about 1.6 and carryovers and it shows a total revenue of 66.5 million dollars um total

181expenditures of 58.5 million dollars um and uh having a carryover or ending fund balance of 9.6 um just as a side note the 9.6 are the remaining funds for astr 3 that we had planned to use over the two years in year 22 23 and 23-24 so in year 23 24 we began the year with the 9.6 carryover in sr3 dollars and then shows a total revenue of approximately 46.1 million um and total expenditures of 55.7 um bringing the ending fund balance to zero at the beginning at the end of fiscal year 23 24. and then in the year 24 25 uh the district is showing that in total revenues it'll be around 46.3 million dollars and also the same amount in expenditures and having a zero any fund balance in the restricted general fund

182at the end of 24 25. on this slide in terms of the statement reserved uh districts are required to disclose um their fund balance particularly the amount over the the reserve of our requirement so for us the percentage of requirement is three percent and so starting in year 2223 um the district is projecting to end that year with about 22.28.2 million dollars um in reserve in any fund balance of which uh three percent um for the reserve requirement is about 4.5 um leaving 23.7 um over the three percent amount um and the districts intend to use that um to mitigate uh structural deficit uh when the one-time funds are exhausted um are exhausted and then in year 23 24 um we're projecting to end that year uh at about 23.2 million dollars the three percent

183equal requirement equates to about four point through two close to four point three leaving um a balance of 18.9 million above three percent and again uh the district 10 intends on using this to mitigate um the structural deficit when the one-time funds are exhausted and then in year 24 25 um the district is projecting to end that year um at about 6.2 the three percent requirement um equates to about 4.19 um leaving a balance of about 2.64 and again this balance be used to mitigate a structural deficit when one-time funds are exhausted and this last slide here i borrowed from school services and this just shows kind of the statewide average in terms of where the reserve level is so for unified as of last year 22.36 elementary school districts um the average is 26.1

184um and high school district um 21.82 um and this is just for your reference and with that uh i'll be happy to take any questions questions from members of the board remember yes thank you mr chang for the report um just a quick question with with regards to that kind of the last part of your report there when you were talking about um the reserve funds and how they the plan is to spend them um on the structural deficit and just for the purposes of the public's understanding of what that means um and i think you also covered it during the report but just to re-emphasize when we are using those remaining reserve funds to cover structural deficit can you just reiterate what that actually means and why it's important to the district to to

185take that action yes absolutely um so you may recall that in the assumption assumption section of the revenue we identified um two components of one-time funds one of them is the state discretionary funds that the governor just proposed that comes out to about 12 million dollars in one-time money and then the remaining sr3 money which is about 22 million and so it just by adding those two one time it's about 34 million dollars that eventually is going to run out at some point and so once those one-time funds are exhausted um you know it it's it's it's it's really important for the districts to kind of maintain some of those balances to cover the shortfall that will occur in the years out thank you further congress from the board all right there be no comments

186thank you for that presentation um at this point um we're gonna go ahead and move on channel 5.04 uh the public hearing on the 2022-2023 budget adoption i'll go ahead and open up this public hearing at 8 34 and call for public comments members as public which you speak please indicate by raising your hand mr board president it's at this time there is no request for public comment all right see if there's no no requests for the comments then i'll go ahead and call this uh this this public hearing on the budget adoption at 8 35 that um that concludes item 5.04 moving on to your item line uh 6.01 uh discussion consideration of and to approve resolution number five eight that shoe um forward slash 2022 the authorization of the remote virtual teleconference meetings

187of the board uh what remember travis motion to approve um all right uh there's another there's other hands up and i know this item was uh elicited a lot of conversation last time so let's uh let members of the board have a conversation about we'll remember right now i'm just gonna second all right there's a motion to prove a second is there comments uh further comments we'll remember on boardwalks for them thank you mr president i can't hear you you sound like you're really far away oh okay can you hear me now am i the only one having the problems or uh yeah everybody else can hear you very far away me are you unmuted fully or no i i i am i speak really loud maybe the speakers everybody else is having the same

188problem can you hear me now i can hear you like you're really far away in the tunnel or something and it seems like everybody else is having the same experience here you can unmute yourself and meet yourself again try that see if it uh resets it or something uh can anyone sounds a lot better okay i guess there's something wrong with the you know with the um you know i i am uh cognizant of you know recent developments but uh before voting on this i i would like to request administration on uh was it brought up a a plan for say a proposal to hopefully return to an in-person board meeting sometime in september um you know at some point uh you know you don't don't get me wrong you know i i as i

189mentioned i'm cognizant of you know developments with the pandemic so i i'm not going to oppose this uh this item at this time but um you know most of our districts are are back to in in-person board meetings and at some point there needs to be a road uh a clear and distinct road map for the public uh to return to an in-person board meeting so i am you know so i will uh request administration uh look into a return to in-person board meeting uh a road map to an in-person board meeting in september thank you very much uh board member uh yeah first can can i just get clarification on what the actual motion is on the floor right now specifically actually there wasn't one i hadn't adopted i hadn't accepted one but it

190seemed like uh board member chavez was interested in approving the resolution uh 6.01 resolution authorizing remote telecom teleconferencing for the next month yeah as is she just wanted to move forward with it but i began taking comment because of all the conversations that we had last time and i don't want to you know move ahead without having enough dialogue amongst ourselves here but it looks like there's support uh to move forward uh with the resolution from what i'm seeing here meaning meaning that basically the same as this month yeah just want to clarify okay um but i don't have any comment at this time if that is the motion on the floor yeah i'll go ahead and i'll accept your motion remember remember travis and there's already been a second uh by board member uh

191so um we've heard uh board report uh board president fox comments at some point in time we will have to come back in person and so looking forward to hearing what that roadmap might look like so there's a motion in a second if there's no public members of the public wishing to speak pleasing the kid by raising your hand on item 6.01 resolution to continue this remote virtual teleconference meetings mr board president this time there is no request for public comment all right there be no public comment i'll come back to members report board uh remember you got comments yes just one quick if i could um additionally add on to the the request that vice president fem had made of staff if we could also include in that road map the um i guess

192the financial because you know our our particular i understand the concept of you know doing trying to be aligned with what other districts have done or are doing in terms of returning but you know i also think that is our particular um you know realities of our boardroom and all those types of things um also i think it's important to consider so if the if staff could include um you know a somewhat of an analysis of the financial cost if we had to move it to a different place or wherever um and i guess that just the cost or staff time um staff ability to accommodate again given the the reality of of our particular district our boardroom social distancing all those types of things and actually i kind of wasn't clear if the request

193was to return everyone like the public just filling up the boardroom or i don't know that i was clear on what that request meant all right let's get clarification on that board member uh more of us for their family yes well first level to answer a couple questions uh yeah uh you know myra but yes uh uh the roadmap would be a return to a traditional in-person board meeting you know but uh to answer uh trustee bejarano's question i did get a cost estimate if we were to re if we were to move the board to uh on you know say the school catholic one the cafeteria of one of our schools the cost of that would be two thousand dollars for uh you know for each time that the board moves to an alternate

194location uh within the district site to to hold a board meeting now uh now as far as for my uh proposal here uh since it is a you know road map to returning to the boardroom i don't you know i don't foresee that there should be an additional cost to staff if we return to the district office uh in september uh on roger meuchin thank you for that uh board member travis you had comments uh yeah i i just can't see spending 2000 each month if we're going to have it in a different location why spend the money when the district can use that for something else thank you all right uh board vice president yes and then let me if i may respond to that mr president trustee chavez i'm not proposing spending any

195money i you know i distinctly set a roadmap to returning to the boardroom in the district office so it should not entail any additional cost to staff all right further comments you want to jump into this one no all right um it seems like uh we have a motion we have a second there's been plenty of dialogue uh board public comment has already been called uh i think you do have one one member of the public we had a public comment we called it at the very beginning of the quarterback president not the beginning we called it a little while ago and so the issue that i want to avoid now that you've mentioned it from the problem is that i don't want other people coming over saying i was raising my hand earlier and

196you didn't call me you you've only called certain people so i do i see it and i do want to apologize but i don't want to uh look like we're providing preferential treatment calling on certain folks because we we've we've had that situation where people raise your hand afterwards so we're being equal we're applying equal treatment here transparency and everything like that all right um so just want to be super clear um so there's uh let's go ahead and i'll call you as i see you uh board member hi board member uh word restaurant phone reluctantly i uh board member chavez hi board member hi and with my software and i uh motion moves unanimously so um moving forward china 7.01 contract for legal services with dwk um dr bauer do you want to go

197ahead and speak to this item or is there a motion to approve motion to approve second by award vice president second by board member correct correct yeah okay yeah i was wanting to make sure um there's a motion in a second and members of the public wishing to speak please indicate your hand by uh raising your hand please indicate by raising your hand yes mr board president we have uh one member uh miss uh i'm sorry looks like the hand was uh lowered at this time we have no request for public comment all right all right there's a motion a second i'll go ahead and call you as i see you uh there seems to be no further comments from members of the board remember aye board vice president unanimously item 7.02 uh approve resolution

198uh number 5-21 four slash two two committed general fund balance zero motion on silence into approved motion by vice president palm second i don't know is there any comments members of the public anybody any member of the public wishing to speak please indicate by raising your hand mr board president there is no request for public coming all right uh the reno public comment will come back to the board if there's no further comments i'll go ahead and call you as i see you or member but i don't know i board vice president aye board member travis aye board member aye my sophomore golden eye motion passes unanimously we've already gone 39.01 uh you missed data one what's oh citizens oversight oh yeah yeah thank you for catching that uh this is an information discussion action

199citizens bond oversight committee appointment dr bauer do you want to go ahead and introduce that item sure this is uh in response if you recall we are missing cboc committee members and we were able to recruit somebody we were able to recruit parent aurelia bernardo from san antonio to represent the the parent component one of the parent components in the cboc committee she uh submitted her application was reviewed i believe a committee chair alison singholan is very excited about that so i re uh asked the board to approve this um this candidate to the cboc committee all right motion motion second uh remember second by board member uh members of the public wishing to speak please indicate by raising your hand yes mr board president we have miss ellison uh miss elson you have two

200minutes please submit yourself when you begin speaking the timer will begin thank you good evening superintendent bauer president quintero and trustees i'm alison singalani the proud parent of an arusd middle schooler at renaissance madison and the chair of the citizens bond oversight committee or cboc i want to thank the board for consideration of item 8.01 the cboc appointment the cboc is a group of volunteers that provides a critical service to the community reviewing and reporting out to the public on how the district is spending the bond money that our voters approved so they can be confident that their generosity and trust in investing in our schools has been well served this is more important than ever as the bonds program is moving forward again to make much-needed updates to our school facilities i want to

201thank mrs missouria bernardo for applying to join the cboc and for her willingness to serve the community welcome to the cboc irelia aurelia learned about the cbsc opening when dr bauer shared this with spark the superintendent's parent resource committee i'm very grateful to her for sharing that opportunity so thank you dr bauer i would also like to remind the board district staff and community that this important work still needs more people we currently have openings specifically for a senior adult member and also for two members at large residents of the district with experience in bookkeeping accounting construction or working with contractors are especially needed but there is no limit on how many members the cboc can have all are welcome to join we meet once per month and all meetings are open to the public

202applications are available in english spanish and vietnamese on the district website under quick links click on bonds and you'll see committee applications on the left side of the page we would love to have you join us thanks so much thank you for your comments ms ellison mr board president at this time we have no more requests for public comment all right uh coming back to the board uh there was uh she helped me out i was remote there's a motion correct achaba is second by four member and uh there's further comments for remember yes thank you um i just want to thank allison and the rest of the committee um citizens bonds oversight committee um and then also want to give um you know shout out to aurelia you know i read through her um

203application and she's already a member of the school psych council has been a part of the pta i heard spark in there um so you know i know she's a very committed parent and you know the fact that she rose her hand at the ask of dr bauer or the call um you know just tells me the kind of person i'm looking forward to meeting her um and i you know plan to support this um and then you know also extending as alice instead just reiterating you know there's still spaces and um spots available um if you are interested in um giving back to the community and making our district better you know um and ensuring that we're we're all doing um where we're supposed to with our bonds um as allison mentioned is a

204very exciting time with our bonds so um there's there's going to be a lot of movement happening so um i look forward to seeing more community members um join our city citizens bond oversight committee thank you remember but i don't know uh yes thank you without repeating too much more of what trust i want to thank her also for volunteering and you know for all the reasons that um trusted pointed out i think her qualifications are um you know will be very useful to this role um she does bring a wealth of specific knowledge and experience that i think is going to be helpful and she's a long time resident of our community so she knows alan rock so that's why i'm very supportive of her appointment i want to thank miss singalani for continuing

205to be a consistent um presence and and leader in in with our cboc um and also similar to the last time i would like to invite you know those there's we've heard people that want to have a more direct opportunity to participate um in some of the work of the board and so i i think this is a great opportunity for that um i think you may speak to this but trustee pham obviously um you know has that background and today he sits here on the board with us so you know it's a i think a valuable experience in a reciprocal way both for the volunteer and for the district so um i would encourage any of those who are wanting to have a voice to consider joining up they need the help thank you

206word with further info yes thank you mr president uh i want to extend my uh my uh sincere thanks to miss bernardo for uh putting her name forward for consideration to the bond committee um the bond committee is a important part of uh of any bond program uh it provides a critical voice and especially as our uh district moves forward with uh school renovation projects and bond projects in india in the upcoming years uh the bond committee will have a uh you know a very uh constructive role in uh shaping the improvement uh of our facilities for years to come and uh yes i do i have had the pleasure of serving with miss singhalani for for many years on the bond committee so i also since she is here tonight i wanted to uh

207thank her for continuing to be with the bond committee and for her leadership as chair thank you for the comments members of the board you know that i'll wrap up with mine um thank you for your willingness to step up i've served on the bond oversight committee before i was a board member i served on not just the island rock but i served on the bonneville committee for eastside union and um you know if you're have concerns as members of the public in particular that are you know wondering why things happen and how things this is a perfect place to start learning about how the district operates you get a lot of information um that is very valuable and lets you understand why uh things are taking place for example i never understood why they

208selected to begin the hvac system back when i way way back in the day when i began they were they were just finishing up with the hvac systems because we had a school district from california they didn't have hvac systems and so they were beginning they began with uh middle schools like hey why is that the case and so the idea was these kids are older and they're going through life changes and so therefore it's important to get them the hvac system first and so that was the justification health and safety and stuff that sort was a priority and that's how things were were um put in place uh we begin and so it's always a a great opportunity to learn um the committee does not meet every single week uh it meets you know

209less than a the board does uh at uh well what is uh the current schedule on a quarterly basis or what are we looking at the way people know what they're think it's a monthly basis all right we're all right gotcha all right well it's on a monthly basis um it's not you know an excessive amount that's been asked of you so please uh step in and help us and and join uh the cboc so that you can learn more about the district and and make sure that those funds are being spent in the appropriate manner you do have the support of a audit firm that does run through the books and they provide you the information so you don't have to be an expert cpa or anything like that to dig through the books

210and make sure that every dime is being spent the right way uh there are there is support that's provided to you uh it's paid for out of the bond funds so please apply uh please join so we had a motion in a second uh i'll go ahead and call for a vote to see you uh board member but i i remember vice president hi board member travis hi board member board member hi myself we're not emotionally passive uh i'm sorry i have a quick question i was just gonna hold on give me a second congratulations on our new cboc uh committee member uh board member travis you have a question sorry um i know that i'm not sure who made the motion in the second can you tell me who made it and if it

221know um and so uh thank you for sticking with us and being with us here at lm rock um and being uh a blessing to you know the students each and every one of the students that you all worked with um and you know wishing you the best um and you know i i was thinking you know all the wisdom right that they they all have and they're all gonna leave with you know but don't forget to mentor you know our next generation um uh take some time because um the wisdom that you carry you know it's not something that they can just learn in their training so um thank you for your service and then i just have one question um did we have a video that was coming up or i don't know

222if i misunderstood that on this one okay thank you yes thank you mr president uh you know i want to uh thank all the art all the teachers who are retiring um you know you already the the central casting uh on our on stage talent uh inter interacting with the children interacting with the parents being an advocate and you know in many ways uh covering for uh the uh for the gaps that occur when uh you know what as with many of our families having uh you know two parents both working to to pay the bills so uh you know uh you know in many ways a a you know we are still in in your your debt for you know for all that you do in uh you know shaping the future as well

223as uh you know providing opportunities for our children i had but you know i had the pleasure of stopping by the uh the retirement celebration for both uh faculty and classified staff and you know i'm thrilled that many of you have some exciting plans uh coming up but uh you know thank you so much uh this has been uh you know what a way to cap cap uh historic historic two years to say the least uh you know thank you so much for all your years of service to the allen rock union elementary school district best wishes on your retirement and you know uh you know and hopefully you'll come back and you know pay us a visit one of these days thank you very much well remember travis thank you all for your time

224your service your talent your sweat and tears here at alan rock thank you um yeah i want to reiterate my company my colleagues mentioned uh thank you for the dedication lifetime of some of you been here your entire professional career and appreciate the work that you've done to uh support our students as they're moving through their academic career to provide them that strong foundation as they're moving ahead and so you were very instrumental in the lives of a lot of kids that we've seen promote uh just uh today uh many of whom are moving on well oh [Music] so very appreciative of the work that you've done there i know the the massive impact that the teachers have on their on their students uh having had my son you know mentioned something that you learned

225well it's true because my teacher said so i'm like oh okay well thanks that's that's very serious there and so that's the impact that uh that teachers have on their students especially in these very impressionable years by the time they get to some of those higher grades around a little bit more they tend to be a little more cynical not just kidding uh all right um so with the with that said i'm going to go ahead and move on to uh more to approve this hour to vote on this item i'll call you the cu uh board member hi board member what restaurant hi we're remember chavez [Music] myself 49. the motion passed unanimously as was mentioned by uh mr torrico uh there is a video correct yes uh president there's a video and i

226want to acknowledge paolo tinio for putting this together in short order so i really appreciate him coming and filming it and then kind of splicing it together so we can just create a very short summary for you this evening commitment and exemplifying and modeling the highest of academic standards and instructional practice to the children that have been so very fortunate to have you as their teacher and whereas your daily commitment and passion for the care nurturing and well-being of every child you have interacted with through the years and whereas your engaging and inspiring presence and impact that motivated a countless number of alum children and whereas your many hours of dedication are recognized in preparing lesson plans meeting with parents correcting student essays and homework attendance at a countless number of faculty meetings coordinating both

231remember but i don't know uh oh i'm already unmuted okay thank you um so i just wanted to um on this item thank dr bauer for the tireless work that she i mean everybody in the district but you know dr power is in a unique position here with us and i want to thank her for her tireless work and dedication um you know as any relationship we agree on some things we disagree we have conversations and it's fruitful but i want to thank her for her dedication to our kids and it comes up sometimes you know with the public um in this area so i just want to um report that i to the best of my ability i looked at all of our neighbor districts and and superintendent salaries and and um you can

232look for yourself but i'll just say that you know i'm very happy to um approve this and because i think that dr bauer is deserving of um compensation commensurate at least close you know or if not more than you know her colleagues in this immediate area specifically with the challenges that our district has i think it's very um well deserved so so thank you and again to the public know that this decision at least on my part is done because i believe that it's deserved but also because i've looked at the our surrounding neighbors and and this is definitely well within um the bounds of what is reasonable and and you know i'll leave it at that so thank you board was prisoner fun yes i will i you know i i wanna you know

233um commend dr bauer on you know uh you know for her service too i just wanted to note that this um so on july 1st and i remember this because years ago we were i was at a uh election night watch party for uh then councilman compost and dr bauer made the rounds at that night we you know being introduced as the superintendent designate the hell of rock that was 2014 so on july 1st uh dr bauer will be starting her ninth year in this office i wanted to kind of circle back a bit and that would make her you know all she has already done so but that would make dr bauer the longest serving superintendent that this district has had in 35 years so the first superintendent to to [Music] you know so

234i i mean and also to quote uh dr ramon martinez who is a local you know uh legend in uh public education do do you know his long service as the east side union high school district's director of grant programs for many years and who also found found dr bauer out there in texas um you know she you took on the toughest job in san jose public education uh you know alum rock is sort of is the district where the the challenges of uh uh you know the challenges of the underserved population of silicon valley you know come come together and you know manifest itself in in all uh all areas from academic to social development so i wanted to uh you know mark this occasion uh uh of your long service to this district

235so thank you very much uh board clerk thank you i can't really top that thank you mr phem um i think the only thing i'll add um is you know that um we've had at least one maybe two but i know one um positive evaluation on on dr bowers since um her last raise and um i wanna you know remind us all you know that she very humbly requested that we not talk about raises at that time you know uh because of what we were going through and that you know shows the leadership right um in that she wanted to ensure that um the staff were taken care of first that we made sure that um that we you know negotiated um and had an agreement before we talked about any raises that she so

236uh well deserved at the time um but thank you dr bauer for your humble leadership um and continuing to you know stick up and stand up for our alum rock families um we've been through so much you know i think of i don't know how many superintendents you know have um masses of people walking up and saying absolutely not you won't fire our superintendent you know and i know that happened years ago but that was for you and um here we are again and you're still you know with our district and so um thank you for your leadership you know a lot of this movement and all the good things we talk about right wouldn't have been able to be done without your leadership and pushing and staying and being committed in your consistency so

237thank you again for the comments from members of the board see none then i'll go ahead and wrap up with my comments um i was like eight years ago that we went out as a board to go look for a superintendent because we had gone through that the unfortunate merry-go-round that we lived through for as uh as board of vice president fong mentioned um for years for generations at that point 35 years of just one superintendent after another the dysfunction that was on rock because some election happened all of a sudden everybody's on the chopping block and i'm glad to see that that's been something that will be left in the past and i'm hoping that it can continue to be something that's been left in the past i would go to random board meetings

238i like for different organizations and somebody would say you know years ago i reached out to rock nobody responded and they refused to and said you know forget you we don't want to partner with you and they said refreshingly the other day you know by that time i was already on the board i you know i got somebody to respond back and we're beginning this conversation about establishing this great partnership uh i think at that time it was like uh helping kids with dental stuff and stuff of that sort um and so that's just one example of well then what we we call the new alum rock at the time i'm glad to see that this is a real new album rock uh and then we're moving it in a positive direction uh it's indicative

239of that because of the things that we were observing the stability of the district and so um this is very awkward that uh talking about raises and stuff that's what in public but it's because it's it's a public's money and it needs to take place in this venue i know many people may be watching and then i mean you know this is kind of strange but that's just the reality of the situation that we live in as a public school district and i'm grateful for that because there's publicly funded organizations out there that are not as transparent as as your local school districts uh are as exemplified by what we're doing here today i mean at that time eight years ago we said hey we're taking a chance on you dr bauer because you know

240you're gonna jump a couple steps here that traditionally um and uh and so therefore there's a lot to be made up um and so i'm glad that we're getting to a place where now dr bauer is somewhere around the range of her counterparts here in the district and so i'm very very supportive of this uh this action tonight so thank you also thank you to all the folks the the certificated managers and classified managers from the previous uh item that very uh rightfully deserve the remuneration that they've earned um so thank you very much for your work dr bauer uh if there's no further comments from members of the board i'll go ahead and call you as i see you um there is a motion in action incorrect uh motion in a second i want

241to make sure yeah i got it right here in my notes soon uh but remember board member travis no board member aboard berkeley hi board vice president aye my sop 49 motion passes 4-1 with chavez's dissenting all right uh moving on to item 10.07 this is um the approval view management physician uh transportation manager um do i have a motion motion to approve motion by vice president second second second by board clerk um is there any comments from members of the public there is no request for uh public comment at this time mr board president all right there be no request for public comment i'll go ahead and i'll call you oh is there further comments from members of the board board member thank you i just want to confirm um dr bauer this is

242a position that we've already had right in the past um it's a position it's not one of the new ones no we're just filling a position yes and i know it's very needed so i'm so happy to hopefully get somebody and have that moving forward i know we heard a lot about transportation tonight alone um so yes i look forward to to moving on that thank you all right board uh vice president you know and i i want to echo that you know uh we need to fill this position i mean uh when i started kindergarten you know we had a bus service that uh transported kids from from home to school and in this day and age getting getting from home to school has is a lot more challenging than we would think it

243uh it is and so it you know not just that but also being able to uh take our kids to educational opportunities outside the classroom as well as supporting special programs so you know as we've heard tonight wanna know alum rock for alum rock jazz band is one of the organizations uh that is having trouble with um but it's kids being able to participate because of the uh you know shortages in in transportation which are you know across all school districts right now so uh i you know uh you know i'll be in support of uh filling this position and you know hopefully we can get to work on uh resolving the you know transportation issues that that keep our kids from reaching their potential thank you all right for the comments members of the

244board all right let me go ahead and add my comments did you bring this item years ago um nine years ago a while ago i was at a school boards conference where there was some firm that promised to save you tons of money on transportation i went over and said hey what can you guys do for us at album rock just as a new school board remember relatives who had been on the board for a couple years i wanted to find out more information how we could save money and possibly expand our opportunities for transportation they turned around and said hey uh we looked at alan rock and we can't beat your the work that you're already doing you guys are doing great and so that's the caliber of program transportation program that we're running

245on rock i'm hoping that that's still the case that was a couple years ago i'm sure that that's still the case and uh i'm looking forward to seeing um the support that they're gonna get through this uh to this new position um all right i'm gonna go ahead and call you as i see you if there's no further comments from members of the board board remember i don't know excuse me i import clerk hi board member chavez hi for vice president phone aye my cell phone and i'm motion passed unanimously uh item 10.8 approval of your position job description uh an intervention specialist i'll go ahead and uh um there's uh yes just want to point out that for items 10.08 and 10.09 while the agenda itself is correct it's a proven approve new position

246and the cover item for each of those items that does say approve new management position and it is not so this is not those are either 10.08 and 10.09 are not management their regular certificated positions so like i said it's correct in the agenda as published but in the cover of each of those items uh the word management is included that that should be uh stricken and then approved as as amended all right um there's a motion in a second i'm going to take public comment before we move forward i'm not sure there's a motion in a second yet there was uh somebody trying to make a motion but i didn't accept it let me just go ahead and take public comment first we'll get back to it any members of the public wishing to

247speak on this item 10.08 please indicate by raising your hand mr president i see no request for public comment right there uh we'll go ahead and move back board vice president uh question to uh superintendent bower or mr torrico who however can answer you know in in in reference to uh public comment earlier um you know what would it would it be feasible to uh to confer with uh area and then uh you know bring a revised version of 10.08 and 10.09 to the june 23rd board meeting doctor you want me to answer the question yeah yeah certainly we did attempt to schedule a meeting earlier with area leadership and calendars were not able to be coordinated so the meeting was held not too long ago about a week ago or less certainly the the

248sense of urgency that we have is that we believe that and this is certainly several positions that are categorically funded so we need to fill them spend the money before we cannot spend it anymore and it's really based on supporting students for learning loss because of covet so it's money that's that's not going to last forever um so be so uh declare so it looks like we are up against a deadline of sorts there's a there's a yeah if i can expand there's a deadline and certainly we want to be able to we believe that a great number of our teachers are qualified our current teachers are qualified for these positions certainly we want to make sure that they know about them and and certainly if they do take those positions it would put us

249in a really difficult position to fill the positions that they vacate as classroom teachers and we certainly do not want to start the year with subs or unfilled teaching positions so really the the goal is to post it quickly uh hold those interviews and then begin to replace or even or hire the folks that we need to start the year in august fully staffed certainly waiting two weeks would put us in a really difficult position to be fully staffed by the time august and school starts again in the fall oh yeah uh let's see do we have an idea of what the debt of what that deadline would be so i believe the the funding is for this school year and next school year and then it goes away um but certainly the the deadline

250for for hiring uh these positions and replacing any teachers that we might lose is as soon as possible because it's very competitive right now um and certainly we we don't exactly know who else and certainly we hope that no one no other teachers leave but but certainly we are used in hr to getting some surprises in july and sometimes in august and it makes it very very difficult to fill those positions so late in the hiring season okay thank you mr toriko uh board remember chavez you had john uh yes would you take a motion right now to uh prove this give me a second let me go ahead and hear the comments from the rest of my college sure uh board clerk so um i have a question i have um i'm gonna be

251supporting this because i think we need them you know obviously um i want to make sure that the job descriptions you know are um are appropriate right in every which way perform so i'm wondering are we able to um if we approve these request an edited version at the next um meeting so for purposes of hiring somebody that you hire somebody but that if my peers agree that we direct the staff to review with area leadership between now and the next board uh deadline right because i don't know the three days before the the whatever it is that timing to review the job description um to then move forward in a finalized job description is that possible so it gives you the ability to hire somebody but it also allows for the editing of this

252job description if need be you know certainly we could always approve a job of ships in this evening and then bring back another one or typically what what's done when we bargain effects of job descriptions with the associations is that we come up with there's something that needs to be clarified we do that with the side letter uh and kind of memorialize that and then go forward so there's no misunderstandings you know but yeah but certainly um that is one way of handling it is just approving it and then just bargaining the effects and then coming up with an mou with the association to clarify any of the things that uh that need to be clarified that if there's any concerns from them is there any further comments members of the board uh remember i

253don't know i'll take your comments i think just the chavez might have been before me uh trustee charles mentioned she wanted to make a motion but i wanted to hear oh all the members of the board before okay reaction okay thank you um i'm i'm supportive of um approving the item as is tonight um i think it's important that we handle this expeditiously and i'm not a fan of going back and forth and and you know making modifications if if if it is you know to our staff's estimation and to their expertise um what we need and acceptable for the district then i'm comfortable supporting that um and i don't see the need to um you know have continued back and forth on it but i would be open to as he mentioned a potential

254side letter or something of that nature if um you know if that's necessary in the future but i'm supportive of it as it is as it's presented to us tonight all right there's been comments made let me go ahead and mix up my comments and i'll go back to you uh more remember travis the concerns that i have from the issues that were raised um are from my experiences somebody who's uh in education who's evaluated and uh what was mentioned was that there's some lack of clarity with regard to the evaluator or the evaluation that's going to take place and that is something that i have the personal concern about and i would hope that we would be able to square that away make it very clear so that there's no a fans or bots

255or there's no concerns from the affected parties um with regard to the evaluation because i think that when you set it up it's right there and there's no gray areas you're going to avoid conflict or any grievances in the future uh that would avoid us costs um that we may occur if we can just square all the way up front so those are my that's my two cents i would hope that um we could figure out a strategy on how to clarify that um and uh and avoid any sort of uh conflicts in the future um with our bargaining teams we've uh we've moved in a different direction with regard to the last part of the last um the last contract and i'm hoping that we continue that positive direction so if there's a way

256that staff can figure out how to clear that up um then i'd i'd feel very comfortable or let me let me hear comments from my colleagues here uh board member travis um uncomfortable moving forward as is and uh to get qualified staff and in a in a good time frame i think we should do it sooner than later because then um other employees who you wanted to pick might already go to somewhere else so i think this district and the staff will do a good job in wording um this out and that's why the district plays pays the lawyers the big money so that the contracts will be you know um written correctly so that's my comment and and when you're taking the motions i'll be happy to make the motion but my motion will

257be as is thank you uh yes uh with regard to your uh concern that you brought up um president keem i'm wondering and i don't know if this can be discussed here um mr torico you can respond as appropriate but i see that the evaluation as as it's described in the job description is that um performance of the position will be evaluated in accordance with the collective bargaining agreement so to me either that spells it out clearly enough or then what that suggests to me is that there's some something in the collective bargaining agreement itself that is not clear so i'm wondering because what i'm looking at here seems pretty clear to me i'm just wondering and again respond as appropriate if we're able to or not but is there something in the um collective

258bargaining agreement that is ambiguous or unclear in terms of evaluation yeah and i won't comment on that because certainly that is a discussion they have at the negotiation table with the association in which we will have once we hear from them what they want to discuss and certainly we are required by a lot of bargain any impacts and effects of a new job description and we will certainly do that okay well just i mean so for me then the description that i have here um is clear enough for me to feel comfortable with uh approving it this evening as is all right um seems like there's a will of the board here to move forward as is um would there be a desire to incorporate a conversation with regard to them to clarifying that particular

259item moving forward with the uh contingent sort of what uh board member board clerk and i thought i was mentioning of moving forward but uh clarifying that uh area that might be a little bit uh that may have some lack of clearing uh well then mr president would i be able to make a substitute motion to that extent which one's ever made i'm asking for a motion with that particular if there's an emotion with that particular i'll make that one then all right is there a second second motion by a forward vice president font by myself motion passes 32. this is not item uh 10.08 uh 10.09 approved new position job description induction and new teacher support tk through 8th grade is there a motion on the side oh motion born by water problem [Music]

260well um remember travis board advice for the thumb i wanted to say would it be possible for me to make a motion with the same stipulation as uh used in uh item 10.08 uh okay um i'll accept that motion can you repeat it can you say it out loud please uh you know i motioned to approve uh item 10.09 uh but with the stipulation uh to negotiate with the area uh as was used in item 10.08 okay thank you uh there's a motion by war russian phones or second a second sorry uh getting ready all right comments from members of the public it would be the second karina yes mr wordpress uh yes mr president we have a public comment miss uh joss lemers miss first you have two minutes please admit yourself when you

261be speaking the timer will begin thank you thank you for um making that last motion and approving it and thank you for considering what this current motion i do want to make clear that no one ever reached out to me or attempted to reach out to me on behalf of aria to bargain these job descriptions i pointed out that there were areas that needed to be clarified and changed and was told that and no one has reached out to me since then to schedule any meeting all that we care to do and as i explained earlier we are very much in support of these job these positions they're clearly needed and useful and i know that you know potentially there will be teachers interested but making a hasty decision to create a description that would

262need to be clarified just to get it out there and save 10 days doesn't make sense and what areas attempt is is to have it up front and clear rather than having to create any additional or side letters which we have never had to do before we've managed in the past to knock out these job descriptions with you know brief conversations and most taking place during emails and i don't see why that can't happen again and i but i do want to thank those of you that understand why it would be more a better practice to get the job description straight to begin with so people know what they're applying for thank you comments miss mers mr board president at this time uh we have no more requests for public comment all right is there

263any further comments from members of the board see none that i'll go ahead and call you as i see you board vice president palm ai board remember travis no board member but i don't know no board clerk hi oh with myself when i'm when she passes three two all right uh moving over to item 11.01 it's approval contracts over a hundred thousand board discretion action um do i have an uh do i have a motion on item 11.01 motion got a second uh second uh question mr president yes uh would it be possible to combine items 11.01 through 11.06 i would be comfortable with that but i know that we do not have counsel here okay i think we've specifically been told in the past that we need to take them individually yeah i would

264just roll the dice and take it now i'm just kidding um but uh but now let's yeah we've had some pushback if they're very similar um they're all related in some way or another then usually you can take them all but uh these are kind of different so let's avoid any issues and just take them one by one okay um and yeah council's not here either to to give us a direction on that so let's move on with the 11.01 we had uh do we have any comments from members of the public no request for public comments for president all right there's a motion in a second there's no further comments from members of the board then i'll go ahead and call you the cu board uh remember i board member chavez hi board member
