um so all right cuddles we're all good all right thank you all right uh we're going to go ahead and move on to item one i'm going to call the meeting to order will will the administration please call the roll days a regular board meeting of february 10th 2022 at 5 30 p.m members of the of the board in attendance president andres quintero president vice president mim pham president [Music] members administration superintendent dr bauer present all right at this point uh the quorum haven't been established for procedural demeaning uh the board of trustees of the alam rock union elementary school district does here acknowledge uh that the district schools and facilities sit on traditional lands of the moequema only people and that the board of trustees further acknowledges with respect to reverence the muekma alone

uh people lonely people try with san francisco bay area or their stewardship of these lands and i'll proceed with the pledge of allegiance we have a flag in front of you let's face it ready pledge allegiance all right moving on to item 1.02 discussion and modification of the agenda uh i believe that we have a modification that needs to be made um which is item 8.03 uh the contract so i'll go ahead and move that up uh or i will propose that we move that up um to right after this item which is 1.02 uh is there any other items that i'm sorry i didn't hear you clearly what did you say we're moving item 8.03 to immediately after this item immediately after 1.02 is there is there other items that the board wishes to

move ahead or move in different place all right see none then we'll go ahead and uh through consensus adopt the modification as amended the all right um is there any um public comment with regard to item 1.02 hello board president at this time i see no public comment all right see none then we'll go ahead and uh move on to item 8.03 oh hold on give me a quick second let's go ahead and adopt the agenda um formally you have a motion to adopt the agenda as i see you vice president farm i board member travis hi foreign and board member hi motion with myself holding high the motion passes all right moving on to item 8.03 we have a second approval and ratification of the tentative agreement between the allen rock union elementary school

district and the elm rock educators association for the period of july 1st 2021 through june 30th 2024. um all right uh dr brower do you want to go ahead and uh do you have any comments you for president i just want to thank aria uh and all the negotiating team members on both sides for a very robust negotiation season i am very pleased to bring this four to the board for approval we were able to reach an agreement and uh we're moving forward so thank you so much for the opportunity thank you so much to both teams for their hard work around this is there any uh comments from members of the board uh okay you know what uh board member vice president let me go ahead and take public comment i'll go back to

the board okay hello board president at this time i see no public comment romney you we'll give it a few seconds in case anybody wants to raise your hand scene none and i'm going to go back to the board vice president yes uh do i do we need a motion if not i will motion to approve uh uh item 8.03 the uh contract area i'll go ahead and accept the motion of the moment uh is there a second second all right second vice president second by uh board member and then chavez all right uh for the comments from members of the work yes oh i think anders i think you're muted uh vice president yes yes so i just want to say i you know i i'm glad we have this here today i'm proud

to move the motion to approve it i think that uh you know this is an opportunity for us to do right by our teachers uh this in recognition of all they've done you know in in this still ongoing panic and uh this allows us to move on and move forward with the business of uh of improving alum rock so i i urge my colleagues to vote yes remember right on yes thank you similar to dr bauer's comments i also want to thank um both negotiating teams uh for all all of their work their you know very challenging and arduous work and and you know it took a long time to get here but we got here um and i specifically also want to thank dr bauer and her team um for you know on this

side of the table for for the work that they did for for being able to you know remain very um in my estimation very professional very appropriately maneuvering um things the way that they needed to be handled to come to this result and you know wasn't always easy but but i think it's good that everyone finally you know has come to this um and so i just want to specifically call out those efforts and and also i forgot um just kind of thinking out of the box um being responsive and thinking out of the box and being able to suggest and propose things that were likely to get us to this point um that's kind of more specifically what i wanted to thank dr bauer and her team for so thank you everyone for the

hard work uh not to repeat too much of what's been said um just want to highlight and think uh you know especially as a union member right like the the union and standing up and ensuring that uh you know the members got what they needed and that they felt good um and in addition um that both teams on the negotiating tables um were able to show up you know on um behalf of uh who and what you know they were there to represent um i think you know it shows that alum rock you know we um we we do our our job 100 110 and so um i know it took a long time you know i as a board president of that um you know the phone calls the mornings the late nights the

middays um so i would just get reports um so being where we're at now i am very excited i'm glad um i know teachers you know were um feeling you know in the different ways they did and um i appreciate them showing up to the meetings as i've said before and um communicating with us and i hope that that same um persistence and showing up you know continues to show but now right i'm in and now continuing to work and i'm shifting that energy that now is kind of left you know that somehow or rather you know not focusing on that or not having those negotiating meetings frees up a little bit more time and space and energy for all of us that we use that right um to continue to keep pushing forward keep

showing up on behalf of our our children and families um so i look forward you know to uh continue to work together to continue to do my part as a trustee to support the teachers to support the staff and ultimately to support our children and future generations of the yellow rock queen elementary school district so i'm happy um i look forward to supporting this and uh you know just continue to move forward from here thank you for the comments from members of the board yes uh i just want to thank you all for your patience and your efforts and during that and journeying ahead with alan rock thank you very much and looking forward to seeing what's around the corner thanks all right um i'll add my comments to the item i you know i'd

be dishonest to see that the road here wasn't a little bit challenging uh we had our difficulties but i'm very very proud of the work that everybody's done the bargaining units representing the members very very effectively did an excellent job moving forward and and putting forward the data and making the case um or the remuneration is necessary and it's pretty clear um that is very very much necessary in my opinion if i could i and if i had the resources i would make us the highest paid district in the county so that everybody would want to jump ship and come to us um unfortunately we have the the financial situation that we based here in elm rock and so given the circumstances i'm appreciative of the administration and the the teachers being able to come

together and coming up with a a proposal that makes sense for alamo that allows us to provide the remuneration that is rightfully deserved um but at the same time allows us to maintain fiscal solvency and so for that i'm very appreciative of all sides uh for the work that was done uh to achieve this um to get us to this point so thank you very much to all of you who put in a significant amount of work i'm looking forward to uh continuing to move ahead and move alan rock and you know move well mark forward so thank you very much um all right uh given the fact that we called for public comment uh the board has already spoken at this point we have a motion and a second on the table and i'll

go ahead and call for a vote as i see you on my screen uh vice president hi board member linda travis hi myself 49 motion passes all right thank you very much go ahead and move on to item 1.03 never mind we've already gone through that to the explanation to the audience which was done by earlier on uh move on to item 2.01 honoring february is african-american history month dr bauer is there uh anybody in particular who's gonna introduce the item thank you board president this is a very special location because we are going we're gonna try to start the habit of celebrating the month and uh i want to thank um mr ronica dalton for leading the way with black history month and she every month we're trying to gather a group of students

connected with whether it's from your own school or any other school within our district that means a lot to me as a as an adult you know that has a 13 year old as a person that works with youth um that knows that not every youth feels that way um with somebody at their school so thank you for being that adult and within our district um especially to create a safe space where youth not only go and feel good you know in their mind heart body and spirit but that also they're able to learn about um themselves about others um about black history um and black stories you know and the truth um thank you for that you know coming from somebody um that didn't grow up seeing that or having that um so and

knowing what that also does so thank you for providing that space um and ability uh within our district to to be able to do that so um i know that also you've gone above and beyond to look for grants and look for funding um and how to bring more resources in to our district so i appreciate um all that you're doing um and even that i see you you know i hear you i honor you um i also want to you know tell you that um i see you i honor you and i respect you for all that you're doing um and uh to the youth like uh trustee vegeta mentioned thank you for showing up thank you for being involved thank you for doing your part to make this world a better place starting

what it is helped a student organization as an educator myself to begin one at the campus where i work and uh obviously not the level that you're doing here uh you know it's amazing intense work that you're doing so thank you for that um but uh you know it's amazing to see the students rise up and and uh really step up and demonstrate that they they know what their um what they're learning and so they've um they've uh they've absorbed it so thank you very much for that work um i'm gonna go ahead and move on to you're on mute i'm gonna go ahead and move on to public comments uh yes board president we have two speakers uh first speaker is joseph george principal tara bickford ms bickford you have two minutes please submit

yourself when you begin speaking the timer will begin good afternoon everybody um i just wanted to say how extremely proud i am of our students at joseph george and miss talton how grateful i am for you um i i vividly remember our conversation a few years ago and you really running with this idea to get this space started for our students and i'm just so grateful um students you kind of brought tears to my eyes because i'm so happy that you have this space and i'm so proud and that's what i have to say thank you thank you miss bickford our next speaker is adrian vayne miss vayne you have two minutes please submit yourself when you begin speaking the timer will begin um first off my name is adrian vaden i'm a teacher at

joseph george middle school and miss talton is not only does she teach the students but she teaches the teachers as well she has helped me to have good conversations with my students about race and uh the african-american experience in america um i know you guys can't see me but i'm white and so sometimes you know it's a little uncomfortable for me to you know have those conversations but she's been invaluable to having helping me to make those conversations happen and so miss talton i thank you so much and i'm seeing my students on here and i am so proud of you guys you guys are awesome and i i'm just amazed at how eloquent you were this evening and you guys should be proud of yourselves your parents should be proud of you i i

just like miss bickford am extremely proud of you thank you miss vane uh mr president at this time we have no more public comment all right you know further comment then we'll go ahead and uh move on to item 3.01 um members of the public wish for just a board are mattered on the agenda please uh indicate your desire to do so by raising your hand at this point is there a public comment i see no public comment at the uh excuse me yes i see one uh adrian vayne miss fame you have two minutes please submit yourself when you begin speaking the timer will begin hello again it's like we just chatted um uh adrian bain joseph george middle school i just wanted to say i am extremely relieved and grateful that our contract

was settled i was though slightly disappointed in the three pay raise um as you know it's been an incredible incredibly difficult two years and the cost of living has come up and i know that salary and benefits are going to be opened up in march and we need to keep teachers i i i'm exhausted i i i'm not sure if i can be in this profession anymore because i'm just exhausted um and i know i love my kids i love my job but it's really sort of getting to me and the fact that you know i have a really small car that now it's costing me over 50 dollars to fill up my tank the cost of living has gone up inflation's gone up i think i saw a report of 7.5 percent we need

to be able we need a bit of a raise a little bit more than 3.25 and i know you know sometimes it's hard but there's no way we're going to be able to keep teachers at our district if we don't raise the salary and once again thank you i'm not trying to be unappreciative i'm glad that we got the contract settled it's a peace of mind that i it just makes life easier i just hope that when we go back to negotiations march 1st you keep in mind that we need a raise thank you miss finn our next speaker is sandra rivera miss rivera you have two minutes please hand me yourself when you begin speaking the timer will begin good evening members of the board i am reaching out tonight to thank you and

let you know that i'm relieved that we were able to come to an agreement and a settlement has been reached and while we're glad that negotiations were over um i just hope that with our re-openers that are going to be happening hopefully before march 1st that's what our tas had stated that the district is seeing a willingness to offer a decent salary and benefits so that we can attract and retain the teachers we have we have surrounding districts with extremely competitive pay scales um looking at santa clara unified i just you know i could get a 27 000 a year raised if i switch if i move my teaching experience with me over to that district but that's not something that i want to do but it may be something that i have to do

so i am again appreciative for the settlement that we did reach but please keep in mind that we have a new cost of living that's going to be introduced and we still have two years of salary and benefits so at this time please use your resources your energy so that we are not constantly depleting our resources and energy and let's do this next negotiation session and come to a fair agreement thank you ms rivera our next speaker is danielle is deandrossi you have two minutes please submit yourself when you begin speaking the timer will begin good evening board members um i would like to say that i feel very relieved and i'm happy that the contract was settled fairly and i'm here to say that i do not want future negotiations to drag on and

if we want to change the narrative and alum rock about negotiations changing the narrative would mean that we do it in a timely fashion and that our goal is always to attract and retain great teachers because without the teachers then we can't teach the students and then what happens to this district so if that that you know keep that narrative running in your brain constantly what can we do to attract and retain great teachers what we've done so far is the start and it was a good start but really let's take a really good long look at that moving forward i would like to thank you for your time thank you mr ambrosia board president at this time we have no more public comment right uh moving on to item 4.01 uh elm rock administrators

association we have somebody from the market ministries association all right can you all hear me yes yes good evening dr bauer board president and members of the board my name is rebecca jensen i'm the proud principal at aptitude academy and i'm here to report on some things that are happening at our sites for araa it's been a busy month but the most exciting part for us as site leaders is the programming that we've been able to bring back things like steam challenges at ryan and design challenges for the students where they can engage in hands-on learning mr manluco from painter reported that the vietnamese immersion program is showing some exciting growth especially in reclassification of our second language learners and they just wrapped up their cultural celebration of the lunar new year so it's been

a great environment um looking forward to programming i know um i heard the doorstep principal share about it um and aptitude has a program coming in well as well where we are working with different organizations called the get down and hip hop for change that is hoping to bring some music and arts to students for after-school programming as we look for all opportunities to get our students engaged back on campus i just want to take this opportunity to thank our communities and our leaders the board as it's taken a team to really bring these these programming forward and i just appreciate everyone's support thank you all right moving on to item 4.02 teamsters we have so many different teachers yes hello can you hear me yeah we can hear you okay so my name is

i'm representing sisters tonight and we're just happy to see the contract between area between area and the district went through we're so happy for everybody and then as a teamsters we want to say that we do our best for the district for our kids in the communities all right thank you uh 4.03 california school employees association sharon are you out there trustee quintero she's not able to join us tonight okay all right moving to item 4.04 alan rock educator association bethlyn yeah before thank you um good evening dr bauer board of trustees and the members of the alum rock community it is with a huge sigh of relief and satisfaction to report that the tentative agreement that was reached between area and the district was also ratified by our membership this week this agreement was

reached literally on the day we would have started incurring fees for fact-finding so fortunately we were able to avoid such costs thank you to you board members for ratifying this agreement tonight and allowing us to move forward immediately to begin reopeners for salary and benefits for the upcoming two school years as is spelled out in that agreement i would like to thank everyone that had an effect to help us reach this settlement including but not limited to the district's bargaining team the superintendent and those board members who stayed the course and persisted until a reasonable agreement was reached i particularly particularly want to thank the members of areas bargaining team including our former bargaining chair sam e stepp who has since left the district along with sandra rivera may mona berta danielle d'ambrosio and ryan

jager and our cta staff person chris clark it's been difficult and a stressful process especially for those members who teach full-time and sit on the bargaining team particularly during this covet pandemic i also want to thank the parents students and community members who supported our organizing efforts to reach an agreement and of course our area members it's never easy to work effectively during a lengthy labor dispute and this time was no different in fact it was extremely difficult yet our area members stood strong and held each other up it is with the strength in our unity that we will continue to build on our successes in order to reach our goals of smaller class sizes safe learning environments and to recruit and retain the most qualified and caring educators possible in our attempt to ultimately

provide the best educational programs for our students with that thought in mind i want to urge the district be it the superintendent the district's bargaining team and or you the board members to begin the negotiations for our salary and benefits reopeners immediately the tentative agreement explicitly states that reopeners will commence prior to march 1st 2022 area sent possible bargaining dates to the district on february 4th offering february 9th which was yesterday the 11th which is tomorrow and the 15th it wasn't until last night the 9th that we heard from the district stating that none of those dates work instead we were told february 28th the monday following a week's vacation and the last day prior to march 1st was when they could meet unfortunately that date does not work for our team i am choosing

to believe that this is not a foreshadowing of how these negotiations are going to play out but only a an issue of bad timing so please let's get these reopeners settled as quickly and fairly as possible teachers are beginning to make career plans for next year the sooner they know what the salary and benefits alum rock is willing to offer the better chance we have of retaining the best teachers i'm sure you've heard the great news coming down from the state regarding the anticipated cola for next year being significantly higher than six percent now is the time to show your employees how valuable we are the other amazing news coming from the state this week is that the coveted sick leave has been signed into law i know that will relieve some stress and anxiety

on our members who are still dealing with the loss of their own sick days afforded to them under edcode it has been really difficult guiding our members through the confusion of the different leaves that they are entitled to during this time hopefully this will remove some of that confusion and add back those days that were deducted from their sick leave days due to covid despite the groundhog seeing its shadow a couple weeks ago i do believe brighter days are ahead the omicron variant seems to be waning almost as fast as it came on as long as we don't back off on our necessary precautions too soon like masking and social distancing we may finally gain the upper hand on covid hopefully we can then redirect some of that energy on some of the very important

business that lies ahead like renewing a parcel tax and filling four open school board seats in the upcoming fall election again thank you for getting us to where we are now and i appreciate everything that you've done and hopefully will do to continue us moving forward thank you all right move on to item 4.05 superintendent i'm gonna be very brief because i'm still um trying to get out of um my cough but i just want to let everybody know that we are looking forward to uh bring um the parcel tax to for board approval on march 3rd i believe hopefully that that was a good day it was a good day to have a special board meeting and the reason i'm saying that is so that everybody uh knows that we're moving forward on that

that is a very very important effort on our district and um just informing to everybody when that when that is going to be brought to the board thank you very much all right uh item 4.06 board of trustees forward vice president obama yes uh thank you mr president well first of all i want to say uh i am glad that we have the issue of the contract behind us and that you know we were able to ratify the contract uh you know again as i said previously uh you know this is a way of recognizing uh all the work that uh alan rock teachers have put in during this pandemic so i uh you know want to be very happy that we are we are in a position to move the district forward again uh

secondly i want to uh wish uh everyone in alamo this is the uh the lunar new year was on february 1st so we are now officially in the year of the tiger so uh again i want to wish um teachers staff administrators children parents uh healthy happy safe and prosperous year the tiger and then hope that uh you know we will kick this pandemic once and for all and uh you know have happier days in the future uh you know and coming on that i wanted to take an opportunity to uh congratulate painter elementary's vietnamese dual immersion program i had the pleasure of seeing the the video of the uh tech performance uh you know from our vietnamese immersion kids uh you all did a great job i'm very proud of you i think it's

a symbol of what what our kids can do uh you know we started this program very very recently and to see these kids uh hit it out of the ballpark once again uh you know last fall i i believe i i had the pleasure of seeing seeing our our kids at the moon fest perform at the moon festival with board president and you know now board clerk and superintendent bower and it's sort of you know uh i am very impressed with the not just the efforts of our children but also the you know the efforts of the vietnamese immersion teachers you know without whom this would not be possible and the support of uh principal manluco at shepherd to you know for all his work on you know getting it on a straight path to

progress so again i congratulate all the the all the students of the vietnamese immersion program at peter for their wonderful lunar new year presentation and hopefully i uh hope to be able to visit painter as well as all the other all all of our alumni schools again uh you know uh you know in in the spring thank you for the comments from the board yes um i too seen the video on the lunar new year presentation and that was probably the cutest little dragon i've ever seen and i was really happy to see that all the kids looked like they were enjoying themselves as well as their audience and thank you very much students and for all the work that they've done in that school for the children that's it thank you remember thank you

um also just uh hoping uh that everybody had a a very um happy and safe uh lunar new year celebrations um and continue to celebrate um this past you know i feel like this past two years since the opening of our vietnamese dual immersion program i've been able to learn even a lot more about the vietnamese community and then also honored to be a part of the santa clara county vietnamese american service center part of hiring their staff and being a part of the center and opening it up and ensuring that our vietnamese community has the resources and services they need i've been um i've been learning a lot so um thank you to um all the vietnamese community out there um contributing to make uh santa clara county and alum rock union elementary school

district uh better um and then also just want to again honor the black history month thank you again um and then i also want to invite everybody for the upcoming mashika new year march 12th which is a day celebrated but that weekend march 11th 12th and 13th at emma bruce park i'm not sure that we'll have another general board meeting where i get to make a general uh report so at this time just want to invite our community to come out um and celebrate we're looking forward to being together once again after two years uh of not having this big ceremony uh for the entire community um you know we have up to ten thousand people come through um and celebrate our indigenous cultures this year we'll also start with friday night um and have

native night where the moek maloney will will host will support and work together to host the native indigenous community and open up in that way so that will be new for this year so we're really excited um through calculator which is a organizational part of um and has this big event for our community so if you're able to come out please come and also just a reminder in general um as jocelyn mentioned you know that we get to keep the guidelines necessary to keep our our community safe at this time you know as we've heard in santa clara county we get to continue to wear our masks um and so i'm glad we're doing that thank you everybody i know it's hard it's tough it's like uh when are we going to get out of

here when am i going to be able to get rid of this mask um it's not time yet but i know we're close uh to that and thank you dawson and i agree i think you know we'll be able to get um through this end of this pandemic hopefully um soon and be able to not have to wear them or even have those conversations uh but until then we get to continue to uh do our part in order to continue to stay safe um and then also as a parent of the teenager myself you know um and and just a human being going through this you know remember to get resources and services if you need help whether it's for yourself or for your children um i know i've mentioned it before but just you

know reminder we have amazing uh social emotional um staff mental health staff dr artigas and dr amazon who run our department and i know are super busy and have their hands full but never too busy to make sure that our children have the resources they need in order to be healthy to be able to come to school and and learn so if you need the help you know there are resources and services and make sure to reach out for help because i think we as parents are the ones that know exactly you know when we see our children um needing more support and not you know um so it doesn't fall on our teachers and you know all the other stuff but that we can continue to work together to do our part to keep

our children um healthy um and happy as they come to school and uh thrive and be all that they you know get to be um in their few full human selves so thank you so much president quintero and that's my report for today for the comments all right see none then i'll go ahead and finish up some brief comments on my part i just uh you know i'm very very heartened and happy over the fact that we've been able to move uh over this um this uh come to an agreement with regard to the the contract and so that's always exciting but beyond that i'm really really excited over the fact that we've been able to move ahead um from where we were at a couple years ago i'm going to shut down having to

completely change and even at that i'm very very um excited and thankful um for the hard work and dedication that everybody my teachers our support staff that continue to come in day in day out and keep the district running the administration um everybody who stepped up and made it happen our students who hung in there and under trying circumstances continue to to forge ahead and keep on moving forward and so i think it's indicative of the the the 90th anniversary that we celebrated the birth of the district during very difficult times and uh we were able to demonstrate that elm rock was able to be prepared and moved ahead uh by securing all the devices that were necessary for students uh the connectivity all of those things were were very very uh important things for

our community uh demonstrated that all mark is there and is here and um is an asset and is a is a lifeline for our community and even in those difficult circumstances i'm sure that dr bauer can remind me but uh it's probably hundreds of thousands of millions of meals that have been distributed through our child nutrition services uh to the broader community not just our students and so those are all milestones that we definitely have to keep in mind uh that alum rock has been through difficult times and our best days are ahead of us and so thank you to everyone who's held firm especially thank you to all those uh parents parents i know it sounds kind of corny felt like it's an airline you know you have options but we thank each and

every one of you for choosing alan rock for a holding a firm and upholding that we are our public school system we are the school system that allows each and every student that we don't have the opportunity we don't have the option and we won't counsel our students um because this is their school district so thank each and every one of you who's helped who has hung in there with al-mah our best days are ahead of us and so um looking forward to your support as we come to you in the future you'll see an item as dr bauer mentioned and march 3rd it's going to be very important and we're looking forward to the community's continued support thank you very much we're going to go ahead and move on to item 5.01 public hearing

uh dr bauer you want to go ahead and take on this publication the district's initial bargaining proposal to open negotiations with omrock educators association um 2022 2023 openers let me go ahead and explain we just need for uh you to open the hearing and to be able to hear if there's anybody but any public comment around that item got it all right i'll go ahead and open this hearing at 635. is there any public comment with regard to the reopener no public comment at this time for president the same with the next one all right um i'll go ahead and open up the public hearing the alam rock educator association initial bargaining proposal to open negotiations without a rock union elementary school district uh it is uh 2022 2024 reopeners i'll go ahead and leave

the public hearing open until we go into closed session please remind me to go ahead and close the public hearing at that time dr bauer okay uh moving on to item 6.01 discussion and consideration to approve resolution number 23-2021-2022 authorizing remote virtual tele conference meetings by the board and district committee subject to the brown act for the period february 11th 2022 through march 12 2022. uh do i have a motion to approve motion to is there any comments from the public no public comment at this time or president all right comments from the board see none then i'll go ahead and call for a vote as i see you remember [Music] hi remember about honor hi board remember linda chavez for remember chavez do you hear me aboard remember troubles thank you frozen i can't

hear anything i can hear you now hi hear me all right gotcha we figured that you had frozen uh board remember from okay i i said yes and i wrote it down on the board sorry gotcha all right we heard you all right board vice president hi all right well myself 49 motion passes united states all right moving on to item 6.02 ballot for cspa delegate assembly uh do i have a motion on that item motion to approve second okay so i have a motion to approve but what are we approving our motion to open debate uh no you gotta make a motion on actual motion so we can have a discussion so what so what motion should it be a motion to it should be your decision on who you're going to support okay

so so i believe it would be a motion hang on for a second there on page two of your packet in this item there's four candidates and we get to vote yes there are four candidates a motion to approve uh the vote you know the board voting for lorena chavez jody muirhead mary patterson and david guidry to the delegate assembly of the california school boards association second motion by vice president palm second five board members without comments from the public no public comments at this time or president see there's no public comment i'll go back to the board remember travis you had your hand up do you have comments uh yes i was gonna ask if we could uh maybe uh vote in two because um this area there's a better chance of her being

on there if there's less candidates going towards it so uh would you reconsider the motion and i had my hand up but my right now my internet is kind of unstable okay well remember chavez um uh there is four positions and there are four candidates um there is no way that um they won't get elected unless nobody votes for one of them but in this case i'm assuming they'll hope for themselves so they're all going to get elected there's no need to leave offending programmers at this point all right thank you board member the only thing i was going to add to that is you know obviously i know lorena chavez and i support her um some of the others i know and some you know i haven't interacted with so um i'll go with

what we go with as a board i agree on the four uh candidates in four seats um but i was just gonna you know mention if there's any reason that any uh one of us might know that maybe we shouldn't vote for you know one of them or regardless like you said they probably will all make it but um yeah i guess i just wanted to to mention that otherwise i'm okay with all i mean just to respond to trustee delora uh i also um i know or i'm familiar with two maybe two and a half ish of these um potential these delegates but i did look into the ones that i didn't know and from the the best that i could tell their work aligns um and it seems like they're the principles their

work aligns with a lot of the stuff that we're doing here in alum rock so that's why i'm comfortable with the the the emotion on the floor and i'm you know similar to you i don't know them but i'm comfortable based on what i was able to ascertain from you know different stuff that i could find through my research so they seem to align with us as far as i can tell maybe trust our president keep that i might have more info though remember travis there was no oh you said there was no reason to take them off the only the only thing was that i thought it was gonna improve her chances thank you and my [Music] um yeah with regard to three of them i've worked with them uh in the past and

they're good um members of the represent their respective areas um joey mearhead very mary patterson and wrench office david injury is new and so i don't have experience working with him but the others i can watch for and see that they've been there they're good members of delegate assembly and so would be supportive of this motion all right if there's no further comments i believe i called for comments from the public correct remind me if i haven't no you haven't i have not um do we have uh comments from the public no public comment at this time we're president all right then we'll go ahead and uh any further comments from members of the board uh we have a motion and a second i'll go ahead and call for a vote um i'll call you

as i see you board member [Music] aye remember hi board member travis hi vice president plum hi myself 49 motion passes unanimously all right uh moving on to item 7.01 approve the alam rocket union elementary school district 2022 2025 instructional calendar uh we have uh pretty self-explanatory uh i saw vice president palmer's in his hand yes we're gonna make a motion a second a second second all right so we have a second for vice president bob um i'm gonna go ahead and take comments from the public yes uh we have miss jocelyn mers miss murray so you have two minutes please submit yourself when you begin speaking the timer will begin thank you i knew there was something i failed to mention earlier but i wanted to give a huge shout out and thank you

to barb campbell for her work on the on putting together three calend three years of instructional calendars that seem um not only did she keep in mind the interests of our own calendar that we've you know kind of gone by but also that of the east side school district and it was kind of um a compromise between both that i think will work well for everyone i hope and hopefully you will approve it so thank you and thanks to barb campbell for working on this i have further comments from the public no more public comment at this time board president any comments from members of the board board member so i plan to support you know the calendar thank you to everybody who uh put in a lot of hard work i can only imagine

i never done it myself but i can only imagine all the hard work that goes into making sure that we have a calendar that um works with all the moving parts um the only thing i i will mention you know just in general um in my understanding and having worked in a couple schools now um and you know the um unfortunate uh part of not having a day where you know staff come together and um and learn about maybe something new a refresher or something that you know maybe might spark that maybe you know wasn't there and just being you know with others um it's unfortunate that we don't have that anymore and i just wanted to to mention that um yeah but other than that you know i plan to support the calendar for

the comments from members of the board you know then i'm also want to add my uh thanks for the efforts to go ahead and coordinate the calendar with eastside union high school district or as best possible i think that's always a frustration amongst families that sometimes they the calendars don't align and the vacations or the time away from school is uh split up and so thank you for uh look uh attempting to address it as best you you could hopefully the line is aligned well all right um i'm gonna go ahead and call for the vote um as i see you or remember hi or member but i don't know i remember chavez hi vice president farm hi my sophomore united motion passes united states all right uh item 7.02 approved resolution uh number 26-21-22

arts education month uh to approve i have a motion by vice president trump second second by board member we have uh comments republican no public comment at this time for president no public comment do you have comments from the board uh vice president yes thank you mr president uh you know uh unbelievably i believe it was uh miss tolton who who brought this to the attention of the board earlier in the month so i do want to thank her for bringing this item to the attention uh you know being a comprehensive community based public school district yeah i will you know it's important to emphasize that uh we're we're still one of the only uh you know public school districts you know and any such organizations around that still offer a visual and performing arts

education uh to our kids uh you know which i believe is something very fulfilling in life it's a great creative outlet and it allows our kids the ability to uh push the boundaries of their imagination as well as bringing tangible uh connections back to uh other academic subjects so uh i believe that uh you know this in a way reaffirms our commitment to offering a visual and performing arts program which which is something many charters do not offer to their students and this is a great way to again uh reaffirmed that commitment to the residents of allen rock to the families of alan rocket we are still committed to providing our kids uh with these uh additional educational opportunities to enrich their lives so i urge you yes though you're on mute president thank you

uh i just want as just to add to it as a mother of uh seventh grader who is in ban adelante um i absolutely wholeheartedly uh support this um you know i see my daughter and really this is like the only place where like her spirit is just flying she has an oh period 7 30 a.m she wakes up at six every day you know is ready to go mom are you ready we can't be late you know i gotta get there five minutes early um so it just i see it really uh revive her and uh fool her fill her spirit and um keep her excited of going to school she's not you know very she's not one of those students that does well in a classroom all day and you know uh just

sitting in her seat and just you know she these uh well-rounded experiences you know really fill her up and so um yeah thank you to the district thank you to the staff um i know as a leader here continuing to support these programs and doing all that we need to do in order to keep him going um and you know interestingly enough it's probably the only place she's gotten like awards from or uh you know and certificates because she really shines um during those classes so you know i know that really feels fills her heart mind body and spirit to keep going for all the other stuff that our children are dealing with um so yeah so thank you for bringing it forward ms talton and supporting also those programs in our district and everybody

else that does thank you we'll remember chubbies okay um i just would like to thank miss talton for bringing this to the board and i would like to hear more about the furthering developments and strategies and maintaining this meaningful education for the students at alamo thank you for remember about animal yeah thank you i just want to also reaffirm and and concur with the rest of my colleagues here and i just a quick kind of at least for me personally real life um you know example or observation of how the programming that we offer in alum rock directly impacts or can impact students i know trustee trustee herrera shared her impact on a current student and you know my daughters are a few years ahead and one of my daughters was able to um you

know nurture and further develop her interest in performing arts and that carried through to high school where she really you know took that foundation from alum rock built upon it in high school and now she's in college studying music and so that the real life application of what we offer in alum rock that a lot of other places don't as you've heard can literally you know go all the way through to college and my other daughter's still in high school but being involved in sports again in alum rock schools allowed her to continue that interest through high school and and pick up those skills of discipline and challenging herself and teamwork and all those kinds of skills that hopefully will um continue forward for her into college too so it's not just um just a

piece of paper that we're you know approving here and just an idea but there's real life impacts and i'm sure there's any number of other examples from our district that we could point to probably even some of us that that came through alan rock and took music and played sports and stuff and i know i did and that carried through also like i said to college those learnings that i got that foundation in alum rock with this programming so that's i mean for me just in some examples of the real life impact that i've personally seen from what we do here in alam rock so it's important that we bring this forth and also thank you miss halton for for bringing this to us yes thank you very much for uh bringing this to the

attention the board and ensuring that it got onto the agenda um i when i came onto this board uh we had some very difficult decisions to make around finances and the idea was to come in and slash basically decimate the arts you know so that i was not willing to do i'm very grateful that at that time we were able to take a surgical approach and leave enough to make sure that it was able to grow back and we were able to do that um we had very very difficult decisions to make um that's exactly why we're placed here but um we were able to grow back and so um there are things that make life fulfilling i think art is one of those things and uh um uh alan rock happens to be one

of the as was mentioned earlier the last few districts that still invest in the arts in providing a comprehensive education that includes uh music art sports unfortunately some of our competitors have gone down to teaching to the test and they've gone bare bones in or in an attempt to make them make a buck or um you know in order to to to um not not spend as much and so i'm glad that uh al-marak has taken the approach of ensuring that we still maintain access to music to arts all those great things as i was working for the city i got to learn from my first boss councilman porus williams who made a very eloquent speech about the arts and the importance of maintaining that and reminded his uh colleagues on city council what exactly

do you remember the romans or the the greeks for you amazing accounting strategies for their art and so uh it always stuck with me about the importance of maintaining the artist all right thank you very much for your comments um i think we have a motion in a second and i'll go ahead and call you as i see you i believe we called for public comment earlier correct yes yes excuse me uh board president no i was just saying that yes we took a public vice president i with myself wouldn't i the motion passes unanimously all right moving on to 7.03 resolution number 24 2122 read across america of emotion you have comments from the public no public comments at this time board president see no public comment i'll go back to the board any

comments from members of the board vice president thumb uh you know i'll just say uh you know reading is one of the fundamental skill something that opens doors um you know leads our kids to and not just our kids by ourselves to uh new ideas and facts we you know have yet to learn and so uh you know i encourage wherever we can you know parents where when they have the opportunity to read to their kids and the teachers to read to their kids uh you know where there is room in the instructional day and for those reasons i urge you yes vote all right boy remember how yeah i just want to um also support uh trustee famine and his encouragement to support this and i think particularly in today's day and age where

we are right now with you know all of the the tools that are available to ourselves and to our youth and and the challenges that those tools bring with regards to just focus and um you know being able to retain some level of attention on things and i think reading in addition to all the other benefits that it brings is something that we should in this time keep um at the forefront keep it at the front of a lot of what we do because the the pressure that there is from devices and social media and videos and everything that's there is so great that we have to do something to balance that out in my belief um with regards to [Music] reading and the importance of literature and literacy um and so i think it's

these types of things that we do every year it's important that we continue to keep them at the forefront as part of as a not part of as one of the primary um you know things that we need to focus on for our children and that other stuff could be there and there's a place for it but as far as i'm concerned in terms of youth and education it's a supplement to the foundational skills that that children and students learn through reading so so i'm supportive of this as well for the comments from the board all right see you now then i'll go and close off with some comments i think it's more important than ever given the climate across our country the banning of books the burning of books in certain states it's uh

unfortunate that um that type of uh behavior has hit our land um the type of things that were seen in other countries i went through fascist dictatorship and so uh it's not more important than ever to ensure that uh free access to literature to books that's available and so thank you those who have taken their time to put forward the resolution and to um to and looking forward to the activities that will take place as a result of reading across america usually we've pre-covered and take the opportunity to go into classroom and read i'm not sure if that's going to be available this time around and i completely understand safety first all right um i will go ahead and call you as i see you remember [Music] hi board member travis hi vice president uh

all right approve resolution number 25-2122 women's history month to approve i'm going to go ahead i'm going to give it to your board uh member of little second uh emotion second by report vice president assuming that you had uh made a motion to approve america yes same time all right um and at this point at this moment i'll open it up to comments from the public no public comment at this time board president all right thank you president i appreciate that um i just want to mention you know uh being that as a woman we are the only ones that can give life right um uh i'm glad that we have a a month to honor the women you know in this way um but i just want to you know invite all of us

to um you know just and not that we don't we obviously do you know but just um take account in regards to women and um you know be mindful of um i think growing up and you know thinking of generations before of how things have shifted you know i'm very um happy and glad that things have shifted um because i even think on this board right when when it first started it didn't look like this you know uh linda nor myself um would have been here um it was all males and so many other examples of that so i'm glad that you know we've moved and we're where we're at and you know there's women in leadership and there's women um you know being honored and uh representing represented in many many different um places

um but i just you know continue to have us um i want to uh encourage us to continue to be mindful you know the things we watch of the music we listen to um you know it's funny because i you know i think of now the things that i would listen to growing up and i'm like wow i didn't realize right like the way that women were being portrayed and even though i didn't i didn't technically see that but it's you know in the back right when you start um talking like that or watching movies or um listening to to music um and so even you know with peers you know i i continue to um again urge you to you know call things out if you see something that you know is inappropriate maybe

towards women um or maybe it was a way you know your dad or your grandfather or the way things were done by uncles you know before but you know i know that things are still lingering so i you know ask each and every one of us to be that person to speak up you know on behalf of of our of us as women our sisters our mothers our daughters um to continue to make this world you know a better place so thank you uh for bringing this forward um and honoring and proclaiming the month of march as women's history month and i look forward to continuing to you know honor women every day of the year thank you board of us president paul hey uh you know just uh you know i'll just bring it

a little bit back to earth here you know this is uh to you know uh in recognition of the role that you know women play across our lives from mother to teacher school nurse school secretary and lunch lady but also uh you know women have made a uh great contribution to uh this country's democracy the culture to the sciences uh you know uh let's not forget you know susan b anthony and a fight for women's uh right to vote uh you know um you know this year maya angelou is going to be honored on a quarter this year along with four other women in the year 2022 uh in honor of the contributions that american women have made throughout history and so it's very important that we honor the those historical contributions and that our

children also uh know uh you know the the role you know the the works that uh you know women across uh time and ages have uh done for the betterment of this country and just uh just a little a little bit of history for trustee herrera actually there were women on the allen rock board way beforehand you know i want to you know mention uh you know tr you know at one point we've had trustees juanita ramirez and patricia martinez roach who once uh sat on this board almost uh patricia potter and tonya freudenberger who once sat on uh and kim mesa who all wants that on this board too so women have uh have played a uh you know on dr bower you know at the uh making the big decisions that affect the

uh the education of the largest portion of the east side of san jose so it is in that spirit that i urge a yes vote on this resolution board member chavez actually um pam also uh cut a little bit into what i was gonna say uh i also know the woman who was on the board uh 36 years ago who was the first woman to be on this board um i just one of the things that i asked dr bauer on our one-on-one was um i don't want to seem like a misogynist but i always ask if you're doing something for one group what about the other group i asked and are we going to honor with men later and because i always feel like since i have sons um that like for example now

and rock we have uh girl scouts but we don't have boy scouts and i'm glad that this came to the board because it makes us reflect on hey we need to get for both of them but it's true that uh the positions or women were not as open as they are today and i'm very thankful for that uh but at the same time uh even when your kids are growing up you teach your kids um like my daughter she says ma can i play this accessory you can play anything you want just because you're a girl that doesn't mean you can't do what you want for yourself as and as far as education goes as well so i'm really thankful for this and this does show the young up and coming little girls that they

could strive to be the president of the united states or anything they want or if they want to be uh and how do they call it uh a mom at home and and contributing to the next generation that is very important too and i'm thankful that they brought this to the board thanks all right uh further comments from the board uh we'll remember i just want to uh clarify and highlight i think mr fan might have misunderstood me i absolutely know many amazing women that have been on this board um and i think uh trustee chavez brought it up you know um very appropriately you know she said 36 years ago was when we had our first woman on the board so if you think about that you know we've been um in we just

celebrated our 90th anniversary so 90-36 that's 54 years without a woman on the board so uh keeping that in mind is what i you know meant as far as how this sport looked like 90 years ago wouldn't look like what it looks like today but thank you for uh bringing them up many many amazing women that have been uh have gone through this board um and i consider trustee chavez and myself two of them as well thank you all right uh so if there's no for the comments from the board then i'll go ahead and i'll wrap up with my comments um really uh appreciate the inclusion of this resolution it's incredibly important women's history is everyone's history um although it's obviously recognizing the work and the effort but it the work that was done

by those folks elizabeth kennedy stanton lucretia mott others all those involved benefited everyone um those efforts by uh the suffragettes and uh others eventually became part of a larger reform movement that cleaned up the way in which politics is done in the united states aside from providing the place for the 19th amendment to to um uh move forward and ultimately grant the vote and so um it's a you know a privilege to be able to be here and move forward with this uh resolution and acknowledge the hard work many people uh glorified and think that it's uh and it's right so it should be you know acknowledged but it was a very difficult struggle we're talking about beatings people getting killed um it wasn't just marches and cool things that you see on the in

postcards or pictures it was really really incredibly hard work that was uh basically the vote was bought with blood uh and the lives of those who were killed in the process of moving forward and securing the right to vote and other rights for women so uh with that said i'll go ahead and call the vote as i see you remember hi we're remember chavez hi remember pham hi uh with myself 49 motion passed unanimously and i will go ahead and clarify that uh alan rock has had uh boy scout troops uh actually one was led by former uh board member solomon zenith uh here at alan rock so they have been active it's just a matter of getting people to create them this district itself does not run them uh whatever traffic do you have

um i didn't say that they didn't have it before because i know gustavo did his friend my husband was on the board at the same time so i know that aero everything was happening i'm saying now we don't have that and i would like to see that uh once again at alamran thank you well go ahead and start up a trip all right uh 7.05 approved resolution number 28 2122 african american history motion by vice president second second second by board member chavez to have members of the public wishing to speak if so please indicate by raising your hand i see no public comment at the same time so you know public comments these are comments members of the board order vice president bob uh thank you mr president you know uh african am americans

are a integral part of you know this nation uh i want uh you know uh in many ways they were the pioneers the you know the person that you know that went first in fighting many of the battles that uh you know may that open doors for uh people of color and minorities uh you know uh you know for example the founding of the uh national association for the advancement of colored people as one such organization but also you know the dovetail also with the fight to extend voting rights to all american citizens regardless of race regardless of economic status you know i also want to honor you know the fact that when i was a allen walk student you know this was uh kindergarten at gos school was the place where i actually first

encountered african americans you know you know isaiah hill and i sat you know in the same kindergarten classroom and i also had a i had an african-american third grade teacher by the name of mrs jordan she did a a wonderful job uh providing an education to her uh class of i believe 30 some odd kids back in uh the 1992-93 school year and so uh you know in the spirit of you know i know that you know we we've lived through some very tumultuous times where uh old wounds were reopened and new wounds but you know i think that you know as a as a as the foundational local education k8 educational agency of the east side san jose community uh you know this this is our our contribution in uh healing those divisions bringing

us together you know and are honoring you know that you know all the ethnicities attending ellen are you know have made contributions to our community and that they should be honored and recognized and so i urge a yes vote on this resolution [Music] i i i obviously will be supporting this resolution and you know have said many comments as to why um i the only thing i'm going to bring up um in addition to what mr fama has already brought up on this item um is i know that uh when we had the presentation in the beginning uh ms talton and the students referred to um the month as black history month um i'm gonna you know support it as it is now but if i can um ask you know the staff to go

back and you know see if that's something that maybe um they prefer instead of african-american history month if that's uh appropriate um you know just to make sure that we're aligned with you know listening to our teachers and students and what they preferred this month to be identified as all right uh thank you for your comments uh we've uh got to public comment uh further comments from members of the board i myself will deny the motion capacity all right moving on to item 7.06 approved resolution number 27-21-22 season travis day move to approach 31st 20 20 22. i got a motion for vice president trump have a motion do i have a second second the motion vice president fund second by uh board member no public comments at this time board president all right um

back to uh members of the board any comments with regard to uh board vice president you know uh thank you mr president uh cesar chavez is a part of alan rock history uh part you know also a great leader of the labor movement of which uh you know representing uh the you know the largest constituency of our families which is those of the working class though you know when he started the uh united farm workers you know san jose was a lot more agricultural than it is today you know the shift from the valley of you know valley of hearts to light to silicon valley uh but you know it goes to say that uh you know you know you know what what he stood for was a you know fair deal for the working

person that honest days were uh should uh merits uh and honest days pay and that workers are entitled to basic rights you know where you know they are not supposed to be subject to exploitation or abuse from uh from their employer you know and you know given the you know the the history of all that he did for for those who lived in the east side of san jose and beyond uh it is fitting that our district uh you know continues to honor those contributions i certainly remember uh in fourth grade the united farm workers came to my classroom and you know talked to us about the great boycott and why it was necessary you know the fact that pesticide use was harmful to to those who work the fields to pick the produce to

you know bring it to market so that you know we can put it on our dinner table and uh you know those uh and at the time you know um many being vineyards were not responsive to that and the only way to get get industry regulation and uh improve the condition of workers was to uh organize a boycott of great so i definitely uh believe that labor must be honored and that we you know we need to honor the uh the contributions uh which of you know of which we are still working on to this day uh in regards to labor uh be recognized uh as something that you know that works hand in glove with our uh our goal of preparing our students for a uh prosperous and productive future so i ordered to

yes go on this resolution for the comments from the board uh board member yes i didn't yet but i was so maybe you guys i saw your hand uh linda trusty chavez had her hand up okay board member isn't your first okay cesar chavez uh that raises a lot of important questions about american obsession to prefer legendary truth when anointing national heroes he did make a lot of contributions to history good and bad and it is very well documented and on video archives that he was racist especially against mexicans he would call them white backs as well as he would call the immigration on the workers he would call the immigration and go to the front lines on the border of mexico and texas and they were have a lot of heated fighting there uh

i grew up in that era seeing what the ufw did with workers who were the best and the biceps are the ones who were undocumented were working in the fields in a contract to come and work in the fields for yes cheap labor but at the same time um the working conditions weren't the best and the good part is is he did rip that out tonight that they need breaks better working conditions and better pay that was the good part the bad part was that they were going to do whatever that it was necessary to make sure that they got rid of the workers and that's where they would call in ice and as well as intimidate the women and the men and women of my husband were working on the fields and they all

came and they were gonna be at this 16 year old kid who was a foreman at the time so a lot of history is there there's a lot of good and bad that he did but because there was so much questionable behavior to me he's not a hero to me he was a thug and so was his uh union members the ones who did that there were some that were being treated fairly there were some that weren't they treated women awful they would call them out they would cuss them out and i know a few they worked for says that shot us at the time and all the things were going on there there was a lot of machismo and that had no part in an organization then nor does it now and i know

people excuse it because i asked one of the ladies who belonged to that organization um and she said but look that's the only hero we got and to look up to us and no it doesn't matter if he's hispanic the thing is we need good role models and i think that this man in the end was not a good role model and the way his life spiraled and i urge everybody to look it up and see what his life was like after when he moved from delano and he moved over there to mexico that's all thank you board member thank you president quintero as a daughter of immigrants and farm workers uh my father who worked in the watermelon season probably one of the heaviest uh fruits if there is another one i don't think

in 120 degree weathers sometimes with no bathroom breaks or lunch breaks i honor cesar chavez's work um i'm sure we all have areas of growth i didn't get to meet him personally myself but i honor all that he did his leadership um i do have a personal relationship with the lotus again i know that we all have areas of growth and i'm so glad the lotus was there to you know show up as a strong kid and be that counterpart to start this work with him um and in regards to san jose and the history you know knowing that he uh lived in our school district um for many years and a lot of the organizing a lot of the work that had an impact a positive impact on many people's lives during that time

at work directly and now that are continuing to have positive impacts on children such as myself that i'm able to you know go to college i was able to go to college i'm able to have a career and i'm able to pass it on to my children i just you know see his work as just continuing um the fruits of his labor uh so um i honor chavez and i look forward to supporting this resolution thank you for the comments from members of the board see none then i'll go ahead and i'll close off with some comments i'm uh supportive of the resolution and i think that uh the work that's the chavez did warrants recognition things like as basic things as being charged for water access to bathrooms um uh individuals going out there

and picking food for everybody else at the same time while their ears are being chewed off by rodents were things that were just normal and acceptable and were not for the efforts of those who stood up and fought and pushed back these would still be the circumstances that those who are out there day in day out working to bring you the food that you eat will still be living to this day and so i am appreciative of the work that was done by those folks and um and in under the leadership of cesar chavez uh to bring and raise awareness to the pipe of those folks who are out there working um and suffering to bring you the food that you eat every day so with that said i'll go ahead and i'll move forward

uh and uh call you as i see you uh board remember hold on we have a motion in a second correct one motion by vice president second by second by board number challenge no i'm just kidding no thank you bye bye all right so uh i'll call you this emotion board member hi board member uh chavez no board member vice president board vice president min hi for remember all right um item 7.07 approved california department of education amendment 2 local agreement for child development services i dual immersion preschools atlanta one another two do i have a motion to approve promotion motion by foreign is there any comments from the public no public comment at this time um dr bauer do we have a very brief comments uh to elaborate on what's uh being brought onto

for the for the for the public yeah this is uh the grand amount this is something that we also went through in our own el capita months before the state is adjusting the amount of the preschool grant we think together so they're going from 631 000 and something as described in the board agenda on the staff analysis to 768 thousand dollars great always good to see the increase in all right um do we have uh so i got a motion in a second um i'll call you as i see you uh unless search for the comment from the board scene none then 49 motion passes item 7.04 we have a local control accountability plan timeline 157.08 oh sorry about that 7.08 um do we have somebody to present on the timeline to provide a brief

executive summary uh board president if i may i wanted to call sandra garcia and if it's okay with the board she can give a brief con uh comment around item 708 709 and 710 if that's okay with the board that way there's only one time that she comes to the to the mic great yeah let's all wrap them up into one and then we'll take them on individually um yeah are they all information only no the other two one of them is for action these two are for information so we'll take the one for action uh right go for it good evening uh board president quintero superintendent and dr bauer and board members in the community um yes so this evening we have several items the first one is information only every year we are

asked to update the local control accountability plan and i have submitted the timeline for the process that we will follow this year um and that's the timeline that you see in front of you um the do you want me to continue with the other items or do you want to vote on that one first it's for information only so uh you can go with all three of them okay um so the sarc um is for approval the the search are the school accountability report cards and those are required by federal law due to the federal funds that we receive and there's information on the school accountability report cards on the items that are found on the williams act there are items on student progress there are items on the school facilities um it's basically all

of the information on the schools in the school district and it's a again it's a requirement under federal law and these have to be approved by the school board on an annual basis and if you want to go over 710 we'll go back and take action afterwards okay that's 7 10 um 7-eleven is um i actually have a presentation for 7-eleven if you'd like me to do that now uh no you're going to start and then you update on the annual okay sorry about that maybe i'm i'm off you went through 17 already oh i'm sorry 708 was the timeline 709 and it's like 7 10. yeah that's the one that i have the um presentation on uh go for it okay so let me share my screen oops i'm sorry wrong one wrong one

okay so one of the new requirements um it's a one-time requirement this year for this year's lcap is for districts to present a mid-year update to the 2021-2022 elf cap and budget overview for parents um this is done um this is done this needs to be done by february 28th and has to include narrative responses on the lcap supplement and a progress check on where we are in relation to the lcap metrics and actions identified in the 2021-2022 elf cap so this slide as required in the update this budget overview for parents chart shows how the funding in these areas changed from budget adoption to now due to additional concentration dollars as well as one-time federal and state grants such as the expanded learning opportunity grant the educator effectiveness grant the educator and the expanded

learning opportunity program grant and then the esser 3 grant so this is a supplement that we were asked to do this year uh to the um annual update for the 2020-2021 lcap and it's five uh narrative responses um and you did have that in your board packet um the narrative responses that i um will submit this is just an overview of each of the five responses so the first section requires a description of how and when we engaged or how we plan to engage our educational partners on the use of funds provided through the budget act of 2021 that were not included in the 2021-2022 lcap so some of the funds that we that were part of the budget act were the expanded learning opportunity grant the sr-3 educator effectiveness block grant expanded learning opportunities

program and pre-k planning and implementation and at different times over the past several months probably the year we've brought some of these to to you to give you information on and the public information on them and also approve various plans but these weren't originally included in the lcat arusd continues to involve educational partners in the development of new programs and you know these are some of the ways that we have involved our educational partners input sessions uh survey data from our client climate surveys listening sessions targeted surveys and ad-hoc committees this next section use of additional concentration funding requires a description of how we have used or planned to use the additional concentration grant add-on funding we received to increase the number of staff providing direct services to students for schools with under duplicated pupil

percentage percentage greater than 55 percent and these are some of the ways that we have provided direct services uh to some of the highest needs in in our district a vice principal position at one of our largest middle schools the increase in contract for lvn services for our students with medical needs that require these services their district funded independent studies program which we had to provide this year and then securing school site custodial subs and overtime costs for additional custodial services required by coveted protocols this next section requires a description of how and when we engaged our educational partners on the use of one-time federal funds received that are intended to support recovery from copit19 pandemic and the impacts of distance learning on pupils so you know over the past year um we have we

have done a lot of um engagement with our educational partners um and these are some of the ways that we have engaged them in some of the one-time federal funds that we have received we did gather information at our uh all cap input sessions last spring the input sessions related to the e-log grant the expanded learning opportunity the sr3 information and listening sessions which was in two parts the first part was the safe return to school plan the second part was the expenditure plan panorama surveys fall and spring and then other targeted surveys to gather additional information this fourth narrative uh requires a description of how the lea is implementing the federal american rescue plan act and the federal elementary and secondary school emergency relief which is known as esser the expenditure plan and then

the successes and challenges experienced during implementation so i when i um presented on the sr3 plans you know we shared the plan for maintaining a consistent administrative staff at all schools to ensure the continuity of learning and also the need for the custodial staff with all of the new and additional requirements um for coveted safety we've also put into the sr3 plan and been able to implement some of these the expansion of the counseling services at all district elementary schools pending provided targeted intervention support increase in behavior support services across the district and then the extension of instructional support through the summer months now some of the challenges we have faced are the same that have been faced by other districts across the state in the country and those are all due to the recurring

covid challenges and capacity staff capacity with within our own district and also with our contracted vendors and the last narrative is uh requires a description of how our district is using its fiscal resources um received for 2021 2022 school year in a manner that is consistent with the plans um and actions and services aligned that are aligned with our 2021-2022 l cap um so since the adoption of the lcap we have enhanced services with some esser funds and we've created a social emotional learning department based on expanded need in this area and there have been some minor adjustments and we do plan to have other adjustments um just due to staff shortages and based on the current needs of our district but whatever um additional funding and um one-time funding that we've received they do

align with our um board adopted lcap sorry about this i just need to make sure that i share everything i need to share so some of the mid-year updates um that i have to provide are um just how are we doing in terms of implementation how are the metrics looking are we spending the money so the first part i just want to show you is that when we um when we write the lcap there's always baseline data that we have and then um there's end of your an end of your goal where we want to be and this year as i said the state has asked us to provide a mid-year update and that's this middle part here and that's what i'm going to be sharing with you this evening is where are we on

in terms of metrics and then expenditures and implementation so goal one is the provider rigorous and innovative and well-rounded instructional program and this is where we are in terms of some of the metrics in our lcap we gather these are the metrics that we are measuring ourselves on at the end of the year and so in terms of pd records and surveys we've been able to offer our 39 of our teachers and certificated staff have been able to participate in professional development opportunities and 46.3 percent of responding teachers believe that pbs supported um their implementation of tier one instruction uh we have not had s back um since the 2018-19 school year um but at this time of the year we do have some benchmark data from from fastbridge assessments um showing that you know

our students overall are at 35 percent um in english language arts about on or above grade level in mathematics 35.2 and then for our special needs students we have um in reading language arts 39 are on or above and 38 in math on or above and then at our dual language schools we um do benchmark testing with a program called ice station uh 32 percent of grade two students are scoring proficient or advanced on that assessment and then um for student devices is another metric our inventory reflects that we have one-to-one device to student ratio our kindergarten observation form um this is this determines kindergarten readiness and you know this is showing that about 14 of students that entered kindergarten there were fully ready for kindergarten 36 were partially ready and 50 were not ready

um in terms of uh state aligned um instructional materials 100 of students have the materials they need 93 of our teachers are fully credentialed credentialed and the the others are on waivers insurance and emergency permits and foster youth support log this is in progress um at this time in terms of implementation we um we this is where we are in terms of funding that has been spent and you know we we are on track um to um meet the expenditure goals that we had to the actions some of the challenges have been um not being able to offer some of the teacher pds that we typically do or um participation just all do again you know to covet and and um people just being really taxed and over um just not being able to participate

at this time same with extended learning opportunities that we have planned but you know it's still mid-year so we still feel that we are going to be able to implement many of these um these um actions that we have in the lcap um for foster youth we did have a halftime counselor vacancy um and we just recently were able to fill that position so that's another reason why um we have some funding that hasn't been spent in title one so the second goal el al capital two is that english learners will develop skills to make annual growth in core subject areas and show progress on the english language assessment the metrics for our english learners are the elpac growth metrics the reclassification rates students meeting pathway to civil by literacy rates participation rate in el

professional development by a staff and then progress on the annual spec and we already know that we have not taken those tests we are due to take them again in may but in terms of growth metrics we we don't have um the data from the spec but we do have the fast fridge assessment data the mid-year is showing that our els 50 of them met or exceeded standards on this assessment i'm sorry and 47 in math um els have met or exceeded the standard uh today we have reclassified 136 students and we had we don't have information on the pathway to sell by literacy yet because this happens in the spring so at this time we don't have that information but we do have uh 33 of uh teachers uh participated in eld specific professional

development um 95 responded favorably and 82 have incorporated their learning in the in their instruction this is all based on surveys in terms of um the the expenditures um a lot of the um spending has not happened yet again the pd is is a challenge but the support staff for lpec testing we've just recently started that process so um there will be no problem spending that that money before the alcap update at the end of the year el capital 3 is the provide an inclusive and caring community where students and families feel safe welcome and supported utilizing a multi-tiered system of support metrics for this include monthly daily daily attendance reports suspension expulsion data school climate program implementation and then information from the climate surveys for family student and staff so our daily current attendance

is 93.42 at this time of year we've had .07 percent of students suspended um one time at least one time this year um which is probably the lowest we've ever had which is great um 85 percent of our schools are currently implementing a school climate program and then in terms of our surveys 91 of parents believe our schools are safe and 95 percent of parents feel a strong sense of belonging at school for students a 68 of elementary and middle school students believe our schools are safe 77 percent of elementary and 61 percent of middle school students feel a strong sense of belonging and then for staff 77 of staff uh believe our schools are safe and 81 feel a strong sense of belonging and this is based on the fall survey data we'll be

taking another um survey in the spring more metrics for goal three uh rate of chronic absenteeism the facilities inspection tool middle school dropout rate fapa student surveys and student logs for our scl department at this time we do have 41 percent rate of chronic absenteeism for our facilities inspection um our fit tool uh 73 of our schools have an overall rating of good or exemplary and 27 percent of fare our middle school dropout rate is less than one percent um we are in progress with the data collection for vapa student surveys so we don't have data on that yet and then for our um newly formed sel department we have provided support for approximately 700 students to date our school counselors they have also supported wellness checks for 569 students to date and over 16

percent of overall 16 of our enrolled students have been supported by our school counseling staff and in this area we have not seen any challenges with um implementing any of our actions uh today um definitely a a goal that we um are working um uh very um to i mean we've been able to implement everything that's in this action so far uh el capital four foster relationships with stakeholders to promote a positive and collaborative environment that is focused on student achievement and this has to do with our parent engagement efforts the metrics are the attendance records for back to school open house and other participation events attendance records for school site council meetings attendance records for dak and d lac meetings attendance sheets for parent university uh fall so far and then for district led

events so um overall we have we had an average of 37 parent attendance at back to school night these were held virtually our school every school has a functioning school site council and they all have a minimum of five meetings scheduled for this school year our dac committee has 60 percent attendance rate so far and our p lot committee has 48 attendance rate and um 220 parents attended uh our virtual parent university and we don't have any information to date on the uh district-led events because we haven't really been able to to have any this year um in terms of the actions and the budget [Music] assigned to these actions there have been some challenges you know because we're not really having the types of events and in-person events where we used to have lots

and lots of families and you know parents show up to um we have been doing things virtually um but we have we we have had some challenges with this area uh parent university you know usually is a really huge event and in person definitely um more budget allotted than on virtual we have had several community liaison vacancies that we continue to feel um at this time we still have three so um trying to fill those positions and then we do have a contracted halftime vietnamese translator but we do continue to have a vacancy for the full-time translator check in in that area and we continue to look for that one to be filled so those are some of the challenges we see for goal for so in closing um you know the the continuing impacts

of kova 19 pandemic including the challenges of hiring staff implementing health and safety protocols um you know it's presented many challenges the first half of the school year but despite these challenges we're committed to implementing the lcap to provide the necessary services to our students we definitely want to acknowledge the hard work and dedication of all the employees the support of our parents and the resilience of our students to continue our reach for excellence that's what i have all right thank you for that presentation i'll go ahead and take uh comments from the public we have and he comes from the public here so please raise your hand yes we do have a public comment uh we have one speaker first speak our only speaker is miss lisa as you say you have two minutes

please unmute yourself when you begin speaking the timer will begin good evening members of the board my name is telsa gonzalez i am the proud mother of two students in an umbral school district i just want to say thank you miss garcia for the wonderful work and the job um doing this presentation and for your honesty and transparency on what having the challenges and also what has worked right as a mother i understand that a safety aware kids are our priority and i could see and their mental health is it is as well and i could see that when we see presentations like this that talk about what are we doing to help our students not only academically mentally and social emotionally so thank you once again ms garcia for the wonderful job thank you

to all the teachers and staff that are ready and leading this i am proud um today to say that my kids are unbroken this is the kind of conversations we need to have with our parents right so for them to know that um our per our kids and our students are well taken care of so once again thank you and thank you for all the stuff that is doing the jobs behind and um and for everything that you're providing for our students thank you mr at this time we have no more public comment all right i'll come back to the board any questions or comments from the board or vice president no uh first of all i want to thank sandra for putting together that presentation you know i want to note that uh it

you know i'm this represents a snapshot of the state of our district and you know i wanted to emphasize it's a snapshot uh the last two years have been very challenging and uh you know even though uh you know there's always room to improve but i think that what sander presented is uh you know shows that uh we have been able to hold our own uh in the most challenging of times in that you know it reflects the efforts of our teachers efforts of our parents to keep uh keep educating uh in uh trying circumstances we've made great strides in ensuring that our kids are connected you know one-to-one on devices uh i know that uh you know even in as we're meeting online uh technology isn't perfect and we've had disruptions and certainly if

there's been disruptions in board meetings there's certainly disruptions on the online classrooms during during that year of distance learning and also as our kids came back uh after after isolating at home for so long it's a challenge to interact with other kids interact with adults uh learning uh learning how to [Music] be sociable group settings also and uh lastly um lord knows uh you know how much trauma that has occurred in you know uh you know among the among our families as they've faced uh economic uncertainty and uh you know you can you know uh whether it's keeping food on the table but also the uh mental health struggles of uh you know juggling uh chug you know juggling the duties of the household in the midst of a pandemic so uh you know i
