036because uh this has been certainly a uh a 15 months of a very very very difficult time for everybody and kman you're a hero and I wanna and I think that's what Miss bigford wanted to highlight right Tara this is about and I think that the most fascinating thing that among so many heroes in the county think about that because you were not the only one who who was presented and to me the magnitude of the of this a War it's what kind of what uh uh the trustees have said that's what makes Alam Rock Alam Rock and thank you so much for being in our team thank you so much for everything that you do for kids every day every month all the time thank you Carmen so much thank you thank you I

040the board thank you Dr Bower um board president members of the board um today we wanted to share with you uh a summary of a tremendous amount of work that has gone into to planning our extended um learning program for the summer um there's extensive work a lot of coordination that has taken place um to truly identify um the needs of students as well as the programs that best serve them so um I will turn it over to Miss Sandra Garcia our director of state and federal programs and Barbara Campbell that will give you a summary of all the great opportunities for our kiddos uh this summer good evening everyone um president um er alera uh superintendent Dr Bower um board members and Community um thank you for um allowing us the time to share

041this evening all of the um wonderful uh programs that we have uh prepared for this summer uh I want to thank Barbara um for co-presenting with me and uh we're going to go ahead and get started this summer um we have um a vast array of programs that we will be offering our children and um just considering the uh pandemic and the school closures and the time students have been away we're really excited that we're going to be able that offer uh various in-person opportunities as well as virtual and um I'm going to go ahead and turn it over to Barbara now she's going to share the first few slides with some general information and then I'll share more information after her Barbara good evening board president board members superintendent Dr Bower so first of

042all I want to just share that some general information about what we have to offer this summer so our program window starts June 15th and goes through July 23rd with a holiday for the July 4th vacation programs will be running Monday through Friday offering between 8:00 am and 12 pm and the students as they leave they will be offered a grab and go lunch we will be offering the program at 11 of our sites and there will be a combination of in-person and virtual options itions being offered go ahead next slide just to kind of let you know that for the sites that we are offering inperson instruction and programs we are putting in place all the safety protocols that we have in place right now for our in-person instruction we are keeping our class

043sizes smaller to be able to maintain the distancing requirements we will be doing the self health screening every day we will have additional touch points for cleaning daily classroom cleaning and again continue with the use of masks hand San hand sanitizing station and sneeze guards available so again the parents that are sending their children to inperson instruction this summer will have the will feel well about that and know that their children are being taken care of and under safe conditions next slide so in the we have two types of offerings this summer we have learning recovery programs and we have enrichment programs some of the offerings that we are have we are offering in the learning recovery we have Elevate math springboard El classes to support our English language Learners usually we braed to kinder

044but this year we are also are going to be doing bridge to first grade since many of those students moving up to first grade never had the in-classroom experience Cadence learning which is a new program that's that's kind of similar to springboard that's offered in the elementary levels special education department will be offering their extended year program two two of our sites will be working in partnership with YMCA to provide an enrichment uh literacy program and then we will continue our partnership with Jose vales Academy supporting students entering sixth through 8th grade next slide we are also looking at some enrichment programs for students so one is computer science class uh that's for students entering seventh and eth that's one of our very popular classes uh we're working with audacity with for some Visual and

045Performing Arts uh offerings for students we are partnering with Girl Scouts think together Camp sports for Learning and again a Jose Valdez Institute that provides some uh advanced math for students that that are at grade level and want to advance and kind of move forward so right here it shows you some of the different sites uh each site that we're offering a program at we are try really try to hit all corners of the district and it'll show you the site the programs that are being offered how many classes and approximate number of seats available keeping to the social distancing requirements that we are following as of this moment so we have a here some of our elementary middle schools and some of our k8s an addition yep you're good thank you we have uh

046Jose Valdez will be running all their programs at um at Cola Ryan and adant too will be having summer camps for sports for Learning and think together Lindale will be is where our extended learning program is for our special ed and then we have continued to offer a a smiing of courses that will be done virtually for those families that are still a little con concerned about bringing their students on campus quite yet so again it gives you the idea of how many seats are there and then the total number approximate total number of students that we will be able to serve this summer Sandra is going to now explain a bit about each of our programs okay so um Elevate math is a program that we've offered um for several years in alamro and

047um we uh support 3rd through e grade students in this program and the basis of this program is to strengthen math skills in students and we will be serving um 256 students uh third through eth grade Jose Valdez is also longtime uh partner of ours uh a few years back uh we added the Institute which is the enrichment part of their um uh summer math programs and we also offer the Academy which supports students that just need a little um more support with basic skills um to um advance in their math courses will serve about 370 students sixth to eth grade with Jose Valdez math springboard um has been offered for several years in Alam Rock and we're happy to offer it again uh this is a balanced literacy and guided reading um uh program

048and the unique thing about springboard is they have a parent component um that has really motivated parents to um become part of the summer experience with their students and we'll be serving 231 students uh entering first through third grade this year Cadence learning as Barbara mentioned is um an a new addition this year we've been looking for something that we can offer our middle school students in the area of English language arts um and we found this program um through the partnership with springboard and uh as she said it's very similar um approach to to the way they teach um this is more of Novel studies and with some close reading um components to it and we'll be serving approximately 144 students uh 6th to eth grade through Cadence learning our El summer program um

049is um taking on like a new look this year we're going to be uh infusing a new program through National Geographic learning called our world um with a lot has a lot of um real world experiences connected to it and really motivates students through the photography and the stories and videos and things like that that come with the program so we're really excited um to offer this to our English Learners um to strengthen the four domains of English learning um so in our um in our lcap meetings and learn listening sessions with families and teachers and principles and people all throughout the district um we kept hearing that you know this year people were really interested in in having kids um have an opportunity to just be able to come back and reintegrate onto the

050campus and so we really looked for some opportun ities for students to um come to school but have a more summer camp type experience and um so we're offering through think together we're offering 300 seats for students in first through fifth grade um and they will be participating in a variety activities of you know this physical activity visual performing arts and stem um and you know just being able to come back and socialize with peers again I think will be um an added bonus for kids um along the same lines is sports for learning we've used sports for learning at a few schools in the past as um kind of a recess type of support um but this year we're going to launch the summer camp program which we're really excited about it's going to

051get kids moving and learning about nutrition and wellness and U doing some really fun Sports tournaments um on a daily basis for four weeks so this is open to second through fifth graders uh and they'll be able to serve 128 students um this summer as part of the sports for learning summer camp um we have uh asked them to work on our other five elementary campuses to integrate um uh on a rotational basis their program uh a couple of times a week so that our academic program the students receiving the academic programs will also have a little bit about of that movement in physical education uh opportunity this summer so we're really excited about adding that and just adding that component they'll be able to serve um 640 of our students that are already going

052to be in in our summer programs so as Barbara mentioned bridge to kinder and Bridge to first grade is um very popular in our district it's an opportunity for families to bring their um students that are entering kindergarten or entering school for the first time um to kind of just integrate them into a classroom and give them some foundational skills like how to how to sit in a circle and how to listen to the teacher and you know how do we use our words and things like that along with of course some of the foundational skills that um we teach before um they begin school and as she said many of our current kindergarteners haven't had the opportunity to sit in a classroom this year they been on a screen the whole year so we're

053opening it up to some first graders who could also benefit from this opportunity um we will be uh running our extend our extended year program for specialed students and that is all based on a student's IEP goals and whether it is something that is um needed for them to continue to meet their goals um another thing that we're offering this year that we're really excited about is a partnership with audacity for our middle school students um again trying to find ways to motivate them re-engage students get them back on campus excited about coming back to school and so um Miss finnen was able to work with them on planning some uh hip hop dance podcasting poetic storytelling Visual Arts um at our sixth through eth grade campuses this summer and then of course we will

054offer a summer Jazz uh program that we offer every summer and that'll be done virtually so the vapa program will serve about a 100 students this summer the last thing I wanted to share with you is that this past Monday we launched our Registration site and you know um we're trying to find a a way that we can kind of um uh have parents go one place and find information about our programs and find general information and and register their students so I just want to share very quickly with you um the site and how it works and um let me go ahead and show you so it's in English and in Spanish and it provides general information on our programs um just the information Barbara shared with you earlier and then um list of

055our community lisons and their contact information um so that you know they can get some support if they need uh help with registering their students or getting questions answered about our programs and then we have here all of the Flyers to the programs um that we are offering this summer so if we have a a parent that is interested in springboard for example just have them click on springboard open up the flyer it goes directly to the flyer um which gives more information about the program and then it says if you want to register your child click here you click there and takes you straight to the registration for the program so again you know always trying to find ways to streamline and make things a little bit easier for our families and um provide

056access so uh we're really excited about offering this this this year and all of the programs um uh you know it's been a challenge this past year we understand for families and um we're really excited about getting kids back on campus getting them uh socializing again with their peers and even if you know it's a virtual opportunity that they take part in this summer um we know that they'll they'll be happy with um the selection they make so thank you very much for listening thank you for that great uh presentation uh trustees do any of you have any questions or comments for uh our presenters on this item I see one hand trusty F you're on mute trusty fam I just you know I just want to thank Renee Sandra and Barbara for working with

057all these organizations that put put this together uh you know this is an important part of our recovery from the pandemic here so it is a this is a nice way to get our children acclimated to a school campus in preparation for uh a fall reopening and also to make up for some of the gaps that have have happened during online learning uh I I know that we've had to manage but there are some things that are just best taught in the classroom and socializing with other students so this is so I'm e even though even though you know a as a young child you know summer school is not something that most children look forward to I think this is this is a a great step in uh getting our children prepared not just

058for the upcoming school year but also prepared for uh future grad so again thank you so much thank you trusty fam trusty yes thank you board president I'm wondering if you might consider if we take public comment um before I make my questions or comments just so I can um inform myself I know presentation so my understanding is um we're not is just a presentation we're not doing public comment is that correct b i you're on the mute all right that's correct there will be time for the public to comment because if you notice you're going to have uh down on the agenda um there's going to be the contracts for each of these programs so there will be an opportunity for people to express their opinion during that time okay perfect well then I

059guess right now just I'll just my only question that I'll ask right now and I might have missed this in the presentation I apologize but um how will we be advertising or or promoting all these great programs I'm I'm really happy about kind of the the robust nature and all the different types of activities that we'll have going I know my when my daughters were in alamro you know we took advantage of the summer programming and it was always great to keep them connect connected to school um but how will we get that out there so that parents do know this and I apologize if I missed it no that's a great question thank you and we did miss that piece so um we did have a period of time where we had uh community

060lisons and um we also sent parent Square messages to um targeted students students that um you know are the ones that are most in need of these programs uh this the academic programs and so um they had a period of time where they were able to register before we opened it up for um the general public and so that's why we opened it up this week for the general public and now um seats are open to all students um those seats that are are um still open and then your other question was oh we also have posted the link for the site on our website um and um we sent it out to all arusd um through parents Square we sent the site and information okay good yeah I just wanted to make sure that

061you know parents were aware all the hard work you've all put into bringing these programs we want to make sure that we we fill those seats and so so thank you for that answer I'm on mute now um and I just as a parent of a sixth grader in our district I do have to say and thank you uh staff for making making it so easy um you know I know it's tough times during the pandemic but really I feel like it's the first time that it was just so easy to uh enroll her in a program in just like a matter of a couple clicks and um you know getting some information there uh so you know this virtual connection and um parents Square I think really helped at least for me as a

062parent um you know just make it easy receive a message and then look to see what the options were and and then enroll her um so I want to thank you for making it easy for me as a as a working mom to get her enrolled um and you know just for providing ensuring that our children uh have these options um you know from math to the English to the dancing and so um ensuring that we cover all areas you know our children's um wide uh range of medicine that they all carry um and so I I'm I'm really excited this year uh I know you know other years it was like who do I talk to as a parent right when I wasn't on the on the board um and this year it's just

063like it came all the information came to me without having to look for it and so I appreciate you making that uh much easier um and and um yeah just growing every year you know especially during this pandemic I figured it might be a little bit more difficult but it really seemed um that it was that much easier for me as a mother so thank you for that even though like Mr fan mentioned my daughter's like Mom you know summer is my time to take a break but um as a parent that knows the importance of continuing especially at this Middle School age of continuing to connect our children with something that's positive something that's healthy otherwise you know our uh virtual devices take over right and this Tik Tok and all these things which

064are not bad you know I think it's a good balance you know we have sometime for that but that we keep you know that learning part of um our brain going um for all of us but most importantly our children who are developing so thank you for that um and before we move on I'm gonna give the trustees of anybody else I see Dr bar your hand go ahead just wanted to also add that for the parents who um needed a little bit of help and just so that let you know that I I did receive a call from one of the parents that sometimes because her her skills right in the language and all of that asked me right and so we were able to naate I myself got a little taste of that

065but I want you to know that also all the schools had somebody helping the parents who had that question who received that message and didn't know how to navigate they all received that support that needed to make sure that their student was uh registered in the appropriate uh program and remember remember um that was the the the very first round of making sure that the students through the highest need had an opportunity to you know to to take a seat in those programs thank you thank you um and if I don't see anybody else we'll go ahead and move on uh we'll get a go to item three public members who wish to address the board and I do um want to highlight I think it's our last meeting with Mr Moran here tonight who

066has been doing an amazing job in helping us facilitate our uh public members um in speaking to the board so uh Mr Moran I think you're still helping us tonight is that correct or are you training somebody for the next one yes I'm I will be doing this tonight uh and I did uh talk to one of our it supervisors earlier today who will be taking over so Dr bar will communicate that with you probably tomorrow or next week yes thank you I'm and I'm sure they're taking notes as they're watching you do this amazing H job and um yes we won't say bye yet you know this is the beginning of our meeting tonight yes so we'll go ahead and uh I'll turn it over to you to see if we have any members

067of the public wishing to address the board at this time uh yes again hello uh board president uh we had one speaker let me see okay we do have one speaker uh the first speaker is Brenda Senda SAS you have two minutes please unmute yourself when you begin speaking the timer will begin hi uh good evening my name is lindaas can you hear me yes okay I'm an advocate here for uh east east side San Jose today I want to address a board comment made by Vice chair ketto about the concerns for the Mascus Center becoming a college extension in our Mayfair Community why would it be a concern to bring a college to one of the most economically disadvantaged neighborhoods do you not believe they deserve the opportunity to thrive exposing our community is

068the only way to ensure that our children do not fall in the cracks and don't go to gangs and we don't lose any to the violence we need to create pathways and this building is just there it's been there for years and the district does not have the funds to fix it or repurpose it we need revenue and this District would benefit of having a College extension program um we currently don't have Pathways with our middle school children um I'm sure that you should know you work at in Evergreen college and I would love your support in this because we don't shoot down opportunities that help our community Thrive there is nothing concerning about creating opportunities if this is about a board member that you have feelings for put your feelings aside and work together

069for the community don't you want our children and our families to have these opportunities please put your feelings aside and personal vendettas whatever it is and work together towards creating Pathways for our community this building is one of the biggest opportunities the mayfer community can have thank you thank you next speaker is Roberto Cruz Mr Cruz you have two minutes please unmute yourself when you begin speaking the timer will begin hello can you hear me yes madame board president trustees superintendent bow my name is Roberto Cruz and I'm a voting supporter of this District I'm here to respectfully correct the record at the April 27th board meeting a trustee expressed a concern about the Frack recommendation for the former moxa Youth Center I do not want a misinterpretation of events to distract or to tracked

070from a legitimate recommendation born of an open and transparent process I am giving the trustee the benefit of the doubt that he did not have all the information about the Community College District proposal for the campus of the foundation First Bank education thankfully The 40-Year-Old mission of nhu continues through the foundation's three public charter high schools two of which are located on the campus voices Charter School leases space on the same campus but has independently operated the trustees concern was about the association of a community college board member with this recommendation and their ulterior motives for preserving the foundation campus for voices further the suggestion was that these ulterior motives were reasons for derailing an entire process to bring a college education to that campus to correct the record it is not true that one

071Community College Board member derailed a process because of ulterior motives the truth is the community did not want the campus of the foundation for Hispanic education sold to the Community College District community members like me and Educators from the foundation spoke out in opposition to the proposal this included speaking out at multiple College District board meetings and Foundation board meetings thankfully we were heard and this is in the public record no one is against a college education for Eide students but I'm sure that you can understand why the foundation nhu Community fought to keep a campus that was bought and built for them the Frack recommendation should be evaluated on its merits thank you thank you next speaker is Flo Deon miss delion you have two minutes please unmute yourself when you begin speaking the

072timer will begin good evening everyone my name is flor de Leon I am a par from Renaissance Fisher and uh I was not present on the last board meeting but I heard that you guys made that decision to consolidate uh my school with Fisher and I I'm here uh today uh wondering if you already have a plan and how is this consolid consolidation uh going uh going to on when is going to take place and I'm a little bit bit concerned of the decisions that the district is making making on uh considering closing schools and consolidating because I think um a lot of times schools have different cultures and sometimes parents bring their their kids to the schools even from other areas because that that schools is providing something to its students and you know

073as Renaissance and I know also Lucha is like a small Choice school and I I hope that we keep the focus on maintaining what the school is providing to your kids and not um losing more students because I've been hearing parents that might want to take their kids out of the schools and take it to chatter schools and I think we already have enough of chatter schools and we don't want to lose our our kids to Chatters and I think there should be a way that the the trusties do something about it in a way of I know that now you have have more power on giving the permits in a in a way that uh to chatter so I think it should be a way of also cons uh thinking about closing some chatter

074so we can keep up the enrollment in our public uh schools and making sure you have a plan B so if something is not working then what is what we're going to be doing in order to maintain our students and hopefully we do our best decisions and always take um that the input from the community thank you thank you board President we have no more speakers okay thank you um now we'll go ahead and move on to item four uh we'll start with 401 with our Teamsters [Music] member and if somebody can help me look in the um attendees and see if our Teamsters member is here uh Madame President I think Mr Fu had his uh hand up the uh great um Mr Moran if you can help us uh have him be unmuted

075if he's ready uh yes hi Tom uh please unmute yourself let see it okay so um Mr fu is using an older version of Zoom he's GNA I'm going to have to promote him to panelists give me one there you go Mr uh Tom go ahead and unmute yourself yes good evening uh board president member of the board uh superintendent and Mr Moran um on behalf of Teamster I just wanted to say that Cong I want to congratulate the the the members that uh that got employee classified employee of the year and uh first of all I wanted to make a shout out to all the teamster along with the support staff that that got recognized that you know we're we're we're here as a team to support the school district the student the parents

076the teachers and the overall you know the the foundation of of Education um I wanted to you know say something on behalf of um these um amazing employee that deserve this recognition this evening and for the work that they do uh on a daily basis so with that congratulation again and to uh Miss Rubio um you know you stand out throughout the uh County to represent Alan Rock congratulation on that that's a that's a great accomplishment for the county and and for Al rock thank you so much and um all I wanted to say is uh to the uh board uh to the board that and the superintendent that Teamster from day one has been on board to support the district uh in every aspect that uh that we face with you know with given

077the past year the pandemic we have been you know on on on track to to try to bring back students and now that we are doing that you know it's kind of exciting to to see all these young faces coming back to school you know as a parent myself my son just started today uh at his Oak gr school district and it's he's excited and and motivated and so you know it gives us a a good feeling that hey you know nor the normal is it's it's it's close by so I just want to you know thank the the the parent as well that you know get your kids kids back to school they deserve to come back to school you know be with their teachers and friends and and and you know live a

078normal life again if if if that's normal you know going forward um and any anyway I I want to thank you for that and you know and one more thing is uh Teamsters here to support the district in any way possible and when you know the call is here we're we're stepping up to the plate we want to support everyone and and and everything that that that you know we need to get back to school and and you know educate these students and again um congratulation to all the employees that deserve this and uh thank you very much for your time and your hard work thank you very much thank you Mr Fu um now we'll go ahead and go on to our California School Employees Association CSEA we have uh I see we have

079Sharon here welcome Shar go ahead and you unmute yourself I think I did can you hear me yes we can hear you good evening Dr Bower board president members of the board um I just also want to give a shout out to all our employees of the year the CSA employees which of course you know Carmen Caitlyn Elizabeth and Paulo and also the teamer members Isaac Cecilia and Eric they I know they go above and beyond to do outstanding work and of course a second shout out to Carmen for also being selected Santa Clair County Office of Ed employee of the year it's a true honor and much deserved I've known Carmen for a long time and also another shout out to our all of our classified employees as next week is classified employee week

080and we know that our classified employees both Teamsters CCA classified management everybody has been at the district back to work for a year and or over a year now keeping the schools going the district office supporting the schools that support the community keeping everything as best as it can be on track for during such a challenging year but they've succeeded students are coming back summer programs great presentation by the way sh another thank you to Mr Sanchez and Sandra and Barbara um I do truly hope a lot of students participate this summer because those programs looked amazing and the presentation was super very clear easy to understand offers so much to the kids so really happy and also another thing csca and I want to wish Mr man good luck in his new position we've

081had a challenge alling their year this year but hopefully we agree that we've met it with professionalism and come together in a lot of different aspects to to work through the year and put everything in place that we could have control over which we know we didn't have a lot of control over what was happening but we worked with it and through it and for that I want to thank you and wish you much success down in Southern California I think that's where your heart is thank you thank you so much thank you Sharon have a good evening you too H now we'll go ahead and open it up to 403 alumrock Educators Association area do we have Joselyn here or anybody that's representing area tonight please raise your hand yay I see Joselyn so

082hi you threw me by surprise because I usually the administrators go before I do well welcome you're on the list next thank you I too would like to on behalf of VAR I want to congratulate all the classified employees of the year um and thank them on for all the work that they've done for our students in our district this year we appreciate all the work that you do um I am going to now do a little time traveling back in time and I would like for you to join me in a galaxy far far away actually it wasn't that far back in 2015 there was a school in alumrock that was closed the California school ID number was removed do any of you know what school that was I would expect the superintendent to

083know and I would expect that Teresa Smith our current director of HR would know since she was was the principal of the school at the time that school was James mckinty Academy located across the street from the district office it is now called Russo mckinty Academy still in the same location I would not be surprised if you did not know about that school closing because not much changed except for the name and the school ID the students the teachers the principal remained at the site as business as usual there was no disruption no chaos no issues at least none that were brought to the attention of area by members or by the district the only other change that I was made aware of by a teacher who was is currently at the school and was

084at the school at the time was that the students at Russo mckinty got to choose a new mascot to promote schoolwide Spirit now join me as I fast forward to April 202 1 last month as we are all aware the school board took action to consolidate or as referred to by superintendent Dr Bower merge Fischer and Renaissance Academy at fiser as well as Matson and Renaissance Academy at Matson the comments from the board from you I remember were clear that you wanted a smooth transition with the least disruption to those being affected by these mergers and fortunately the actions the district has chosen to take since that board meeting have been far from smooth with major disruption to the teachers I can only expect that the parents are also not aware of the shakeup that

085the district is implementing when it decided to place all teachers at fiser and at Matson on an involuntary excess list in other words telling them that they no longer have the right to remain at their site even though the students will remain not only has this created unnecessary confusion and anxiety for those students who plan to continue or for those teachers who plan to continue teaching at the Consolidated sites it is in direct violation of our collective bargaining agreement our bargaining agreement clearly spells out that there are only three reasons a unit member shall be declared involuntarily accessed for declining enrollment for reduction of services or for a change in the credentialing requirements by law none of those reasons apply to this situation in fact it is my understanding that all students were contacted by

086those School sites and all but two students are expected to return When area received the emails sent to the teachers notifying them that they are involuntarily accessed we had communication not only through the district's Council and our CTA staff but at the bargaining table on Monday of this week just four days ago or a week ago Monday I I apologize well and this Monday we notified the district bargaining team that if the action that had been taken the previous week was not reversed that we have no alternative but to file a grievance on behalf of our members and our association litigation is not the path area prefers to use in order to resolve conflict especially when the resolution can be so clear and simple however we have been left with no alternative area today filed

087a grievance on behalf of the teachers at fiser and Matson and on our behalf of our association unfortunately this takes me back in time once again after Shields many of you remember Shields and hubard teachers were placed on an excess list back in I think it was 2009 and told that they had to reapply for their positions when those schools were reconstituted due to their program Improvement status ARA was forced to litigate that situation while ARA eventually prevailed in the settlement that was handed down by the public employees Relations Board and our members were not only given their positions back along with compensation and protection from access for an additional 3 years it left a really bad feeling for many of those affected some of whom still hold grudges for how that went down it

088wasn't then and it's not now good for the morale of the teachers which ultimately as we all know filters down to the students the positive action that came out of that experience was that subsequently around 2013 when Steve fist was superintendent in Alam Rock area in the district entered into two separate M us which ultimately became part of our bargaining agreement and currently is now oneou resulted from the closures of Rogers and saloner schools stating that only when the students are relocated those positions created to accommodate them would be considered relocated continuing positions and not newly created positions I know this is a a a big concept to understand but it's very clear if you are involved in it the mo the other mou that was created as a result of Goss Elementary School being

089converted to a dependent Charter currently known as aptitude Academy at Goss this mou allowed for those teachers who did not want to REM at the Deep choose to leave and be considered involuntarily accessed giving them the rights of an involuntarily accessed unit member which takes priority over someone who voluntarily accesses themsel again bringing it up to the current situation area agrees that any unit member affected by the consolidation closure Charter conversion or merger which ever we choose to call what is happening has the right to leave the site and be placed on the involuntary excess group in that case that would apply to all four sites being affected however to force the teachers at only two of the sites affected to be involuntarily accessed is again not only in violation of the terms and intent

090of the language in our bargaining agreement it serves absolutely no Positive Purpose for the students Andor the staff of this district and it shows favoritism for the two other sites affect who are also affected by the school consolidations doing so only leaves area up to speculate what the district's possible intent and motivation is behind such a move we all understand the district's financial reasons behind taking the action that you did however it absolutely did not need to go in the direction the district is choosing in order to realize the cost savings it did not need to be at the expense of the staff it's not too late to correct your wrong turn and still reach the same goal of saving the District Administrative costs at those sites however at the rate you are heading any

091cost savings is now going to be expended for legal fees not to mention what it is doing to the teachers and the morale at those schools once again it feels like the details of the plan were never thought through before action was taken so disappointing and disheartening if you truly value all the teachers of this District it is certainly not displayed by the current actions taken by the HR department this past week thank you for listening to that and please consider what is being done and again area does not choose or want to take legal action however that's all that we're left with we've tried and tried to get this worked out but to no avail and to no avail without filing AG grievance so therefore we because of time limitations and the end of

092the year approaching and people's lives being in the balance we did so that we did that today putting this aside I do also would like on behalf of area would like to wish Carlos Moran the very best uh in your new position down in Southern California and I too as Sharon mentioned am I'm glad that you can be reunited with the rest of your family um and you can I I know this might offend Mr uh trusty Beano also but you can go down where the Dodgers play and enjoy those games down there and uh good luck to you and your family thank you thank you Miss Ms uh now we'll move on to alen rock administrators Association uh we I see Maria Martinez here welcome Maria hi good evening good evening uh good evening

093alen Rock School Board and superintendent Bower our schools have had an amazing month of in-person learning students and staff are happy to be back at school and are thriving in a safe and welcoming atmosphere we are extremely appreciative of our teachers and our classified staff who have worked to make sure the quality learning is happening online and in person in addition to reopening we have a few wonderful ongoing that are happening at our schools in April on April 24th Meyer Elementary gave out to close to 200 toys and materials along with resources for Meer safe via Theos socially distance resource Fair during this event 12 Community organizations safely spaced out provided material resources to the families and attendance this included the city's uh Department of Transportation which which handed out free bicycle helmets and also

094the San Jose police department's ice cream truck handed out ice cream to all the little ones and families at the end of the walkthrough so this was a fun event enjoyed by all and at Curtin students are engaging in daily exercise with their in-person instruction thanks to their partnership with little Heroes it is great to know that kids are able to participate in safe outdoor physical activities after being homebound for so long and at San Antonio Elementary School principal Dr Ivan Montes is gearing up for their third epic build of the Year this is a design challenge where students work with their families at home to design and innovate and also Alam Rock schools are in is in the midst of wrapping up destination space uh Monday the 17th at 1 pm and Tuesday the

09525th at 1 pm are the last sessions and throughout this uh these past few months we've had experts take students to Mars the moon and we're wrapping things up with talking about our own Planet we've had students from all over the district participating and we've engaged around 150 to 200 students per session so we feel so lucky to have this wonderful partnership with NASA and thank you to assistant principal Miss Olga Martinez and principal Jonathan natividad both at hubard for spearheading this wonderful collaboration and as we approach the end of the school year schools are gearing up for promotion ceremonies in a variety of ways while each school's approach to promotion is different we want to continue to honor and celebrate the amazing accomplishments of our students and speaking of accomplishments I want to congratulate

096principal Lee Tran of painter Elementary School for earning the 2021 Assembly District 27 award for aapi heritage month as the honorary for the leader in education award principal Tran is truly a transformative School leader and we are excited for her to receive her award on Thursday May 27th thank you everyone for your time thank you um now we'll move on to superintendent Dr Bower thank you board president and um this has been quite a um a memorable month I will say uh for all of us and there's about 2,000 staff members here in in alumrock and everybody in one way or another has felt a number of things that have come upon us in um being able to address um a 15 months of pandemic and we had absolutely um no previous place book but

097I want to thank everybody for making a possibility to bring our students to the best possible way uh to some kind of in-person education and I want to thank everybody in the team in the 2000 um people team to make this possible everybody in some way or another contributed to this and so it was not easy it was um very bumpy uh one of the things that happened from the state is that we were not very clear not even you know we're still trying to figure out if you recall the board had to approve the in-person grant by March 31st uh I'm kind of um in that same way of traveling back in time that Joseline was talking about so a lot of things have happened and so I want to thank everybody for helping

098us to to make that happen at the same time we had to address you know the very difficult um position that we had in terms of closing Fisher and closing medson and I can assure uh everyone that we're going to make um uh we're going to address the concerns presented as best as we can and we're going to move forward because that is not an easy uh transition no matter how we craft it but I also want to thank the parents of the students at fiser and the students at mson um because 90% of them are looking forward for the Renaissance program and uh very complimentary about staying in our schools and and making that the choice for their children so I want to thank the parents for trusting on that particular choice and and

099the decisions that the board made thank you so very much parents for that and uh also a huge shout out for our classified employees of the Year celebrating uh that week for them also next week it's I'm looking forward to a lot of that and also thanking the teachers uh because we just finished teacher appreciation week and I want to thank everyone who is working with children and the commitment that they have shown throughout this very difficult process uh Gman Rubio an excellent choice for the county we're very proud of her and finally um I do want to thank Mr Carlos Moran for the five years that he gave to alumrock I know that you have received a lot of um things you know but I'm not going to be I'm not I I cannot

100be quiet about it Carlos you brought to us um the level of professionalism the level of commitment you know early hours and late hours all the time um and and we remember uh uh within this last few days you know how you ended up with us and also we remember you know that people were telling you why are you going there and we were at District on the Move we are a new Alum Rock and you're able to be you know one of our experts now and I want to thank you you know when I talked to to your to your new boss um he wanted you to to be with them as soon as possible that's another District in transition and and and you're gonna do extremely well and they're very blessed of for

101having you uh over there um and that is the reason I wanted to tell everybody that um the superintendent in his new District called me and asked me as a favor if I could release Mr Moran early so that he can go and have some warmed hand off with the current person in his district so Carlos um we did that and and thank you for for U being flexible um I know that he wanted to be there as soon as possible because his wife and kids are there um we needed him a little bit longer the superintendent called me and say please Dr Bower please and that is the reason that we we negotiated and landed in in this Friday so thank you Carlos for everything that you brought to alumrock we are better for

102your uh work with us and we wish you the best with you n Natalie and your son thank you so much for everything you did and thank you B for allowing me this uh statements thank you now I'll go ahead and open it up to the trustees at the time um and I'll go by the hands as I see them I see trusty fam hand up I go ahead Mr f i I think trusty Bay R had this GED up first so it's up to you I see you on my list first and I was gonna I can go Toano first if you'd like sure sure I want it trusty all right thank you for that trusty fam um so I wanted to uh start my comments tonight with just a a quick thank you

103to Mr Fu um tan Fu and and teamsters and his comments tonight I really appreciate um you know the teamsters always being so um willing to work with us and and as expressed in his words you know just the dedication to to the kids of the district and the families and so I I really want to thank him for his words tonight um those those do hit hit home with me um on another note it is my understanding that in the past couple of weeks we did have a person from off campus come on to campus and there was some kind of an assault I believe on one of our staff um and I don't know the details completely and I won't go into them but um you know I I do want to address

104this more from the lens and the framework of of safety and safety for our students as we begin to hope you know transition more and more into people being on campus as when I ran for this position one of my commitments was to the safety of our students and our staff and our families on campus and so I continue to have that you know concern and this incident is just for me one example of the possibilities that can happen um you know that we always have to look out for and there's no perfect answer to these and and you know you never know when one of these in can occur or or what the extent may be or if it even could be prevented in any way but you know I just look forward when

105it makes sense to continue to to working towards and advocating for safety on our campuses um because I don't want to see our staff our parents on campus our children being put at risk by people coming um from off- campus for whatever you know reasons they may have that's one incident it's not the only one it's not the first one and and hopefully it's the last but I don't know that it will be the last so I look forward to continuing to to you know refocus that lens on safety in our district um Also I spoke a little bit to the many of you may or may not know there's new CDC guidelines that came out today regarding our you know our handy dandy masks and you know it it's still for me I haven't

106read enough I haven't had enough time today to look at everything that's come out but it seems clear to me that we are at least at this time knock on wood on a in a pretty strong trajectory towards returning towards some semblance of normaly soon um and so with that being said and hopefully acknowledged I I want to just time travel I guess a little bit too and really thank again our staff for having a a solid plan together for reopening um when as we reopen schools I this past month I had the opportunity to speak with a number of of parents in the district who who have were some of the parents that decided to have their their children back and they were very happy with the um the you know the setup the

107organization the the way that the things were going and you know obviously there's not everything is not perfect for every person but at least the ones I spoke to um were happy with with what was being offered for the remaining of this year so I want to thank staff again for that solid plan and making sure that we were able to implement it um and hopefully this is kind of like a practice for going into next year as we can you know I'm sure we'll still have some levels of of covid precautions and things like that and and at this point we've kind of done some of the groundwork to be prep prepared for that as we go into next year um I want to also acknowledge as I kind of drive around the east

108side and and do things that I need to do and you know I go by some of the high schools and on their their boards up on their little uh mares I see the names of students the names of some of their graduates and the colleges that they'll be attending or that they've been accepted to and every time I go by those I can't help but think to myself that a large number of those I think um just based on the schools that I'm driving by are are alen rock students they're also alrock graduates um and so you know as I mentioned many times my daughters are also proud graduates of of alam Rock and the oldest one is indeed going off to college yourself this fall and so the reason why I bring this

109up is because as a father and and as a trustee and as a alumni I'm just at this time of year always so proud of our alumrock graduates that continue to move forward um whether it's the college or you know whatever path they choose but um you know it when we say in this District we often find times to say C and when I see those names when I see my own daughters when I see you know the children that I know in my neighborhood and and friends that I know that have kids in the district it means something that these kids were saying CA they're working hard in Alam Rock and then they're succeeding um at the next level and those uh who will not necessarily be going to college but will have a

110a different path that they'll further After High School that um you know they've come up through alen Rock they've gone through high school and now they're going to choose their path beyond that um I'm eager and I'm happy to report that prior to the shutdown and prior to the pandemic I had started to have some conversations with um some organizations regarding technical um education and and Technical careers and how we could integrate some of that into our district we heard loud and clear from our uh repurposing committee that that was one of the desires that um that the community would like to see and so I I've re-engaged in some of those conversations this past month with those organizations and so I'm hoping that we can start that conversation to see what bringing um Career

111Education and and Career Training into our district and what that could look like for for those of our alanar students who College may not be the path for them but they have a bright future in another way so I'm looking forward to that and lastly I also would like to thank Carlos um just in the time that I've been here i' I've seen you know Carlos progress along and and and become very astute at the things that we need from him and so I want to just thank you for your hard work wish you the best of luck and um you know I'm jealous that you now get to go see games in in a baseball Cathedral and and you don't have watch him over here um and I'll look for you in the Pavilion

112out there so enjoy your time enjoy your family and thank you thank you H now we go to trusty fam okay very well uh first of all uh I want to take this chance to uh celebrate the one month of our successful uh partial spring reopening uh I so far so good we are making progress and we're you know as a we're going along we're learning how to operate an in-person school again you know the muscles got a little weak during you know during the worst part of the pandemic and this allows us to kind of warm up before the fall so I want to celebrate that and wish uh all our schools you know as we go into the home stretch uh you know keep up the good work uh also on that note

113because this is the the next I believe the next regular board meeting will be held after the eighth graders graduate I'd like to wish all our middle eighth graduating eighth graders uh you know congratulations and you know I wish you the best of luck as you enter the next phase of your educ ation which is high school you know going from being the what is it the the oldest in the school and right over you know becoming freshman in high school and I'm sure that all all of our eighth I hope that all of our eighth graders uh find success as they uh transition into the uh more advanced phase of their secondary education uh I I'd also like to celebrate as we're coming to the end of teacher appreciation week to thank every teacher

114who works in Alam Rock and also a head of uh classified School Employees week uh to thank you know especially uh given the the award winners tonight thank you for all that you do for our district uh thank you Mr Fu for your uh kind words and your encouragement ment for uh and your spirit for in support of our district uh let's see here uh and I I like to was it congratulate principal Tran of Pinter for receiving her award from uh State Assembly member Cola uh what an honor it is I I know so because I used to work for the assembly myself so uh you know on that note a little bit of a pitch uh six days from now May 19th is the information night for the uh Vietnamese dual immersion program

115at pter so I encourage uh every parent who's interested to uh check it out uh you know on that note uh because it happened after our regular meeting uh I uh I want to congratulate Miss gruna Wald Mrs Madrill and Prince cidon for presenting at the April 21st 2021 National bilingual multilingual learner advocacy month showcase so again thank you for you know showing you know uh showing the nation what Alan Rock has done in for its students for uh you know bilingual and multilingual educ ation and on that note I too would like to bid assistant superintendent Moran a a fond farewell I know that I came on at the tail end of your time but you've been uh nothing but professional and as Dr bow and I have discussed you you have the third

116hardest job in this district and uh thank you for handling you know with with tact uh the you know uh the the the The Human Side of our district you you know I know that sometimes uh you know uh tempers fler U but you you you've done it in a way that you know that I can see has earned you the the respect of uh all you know uh all of our employee bargaining Association so uh I know what is it uh family is a great pool and I completely understand that you got you know that's why you're you are leaving us but uh but I'm uh that next school district is very very fortunate to have you so uh again thank you so much for your service to Alan Rock and uh you know

117best wishes in your future endeavors thank you trusty fam um and uh I'm assuming all trustees are gonna want to say something but I don't want to make assumptions so before I move on trusty Travis would you like to say anything sure um I just wish him happiness and joy on this new Journey and all the graduates there's 16 instructional days left and congratulations and you'll be missed at Alam Rock and we wish you well and hopefully you'll come back and visit your teachers because they're going to miss you too um that's thank you uh trusty kto yes um uh I also want to trusty fam jumped the gun there or he were're u likeminded in that yeah the the the next meeting will be after the eth and so I do I do miss

118that um very much that's one of the highlights of of being a board member it was a very privileged to shake hands with all those kids who are excited have a very very bright future and unfortunately the p pic um took that from us but I'm very excited for the future that still is there for them even though we can't uh um say goodbye to them in person and shake their hands as they move on to to their next uh step in their academic career and uh but yeah it was very very much missed and something I very much look forward to I think it was you know several hundred kids and probably not a good recipe right now that CO's going around and shaking hands with that many people but but it was always

119fun um and uh yeah looking forward to the future when we can get back to inperson uh uh promotion ceremonies and wishing the best to the kids uh that are moving on um this uh month has been uh eventful with a lot of things going on um just recently I was able to join supervisor Chavez in a forum where we had a discussion about the future of Reed Hill airport very very Lively discussion um there is a lot of um individuals who obviously very passionate about their their hobby uh I did inform them that uh we as a board have taken action formal action through a resolution once again I want to thank my colleagues for supporting that resolution uh those of you who were here back then obviously board member fam was not but

120um the ones who did support it were Ernesto Cora and myself and so um very very uh thankful for that support uh there's a community out there our children who uh every day are are having lead sprayed over them because of the placement of the airport right next to uh our our elementary school um and then all the the rest of the schools are out there so looking forward to seeing uh a a lead study that's being conducted by the county that's going to be released in July and uh will be brought forward to the to the Board of Supervisors and so hopefully um we can go ahead and and once again reiterate our position on uh reill V airport as a board at the time so I when the time is appropriate I'll bring

121back another uh action for us to consider um with uh with regard to Mr Moran um you know thank you for your service to Alam Rock uh I guess uh you know we hopefully we did a good job in training you up here and uh I know that you're going to be an asset to them when when you get over there uh enjoy your Dodgers games I'm uh looking forward not to seeing that hat no I'm just kidding H don't know flashes around whenever they're playing no just kidding all right um that's it all right thank you and um so I'd like to start off by saying happy anniversary to my husband um I think back and I'm like we I really give up some really important nights you know to be here and that

122is one of them so just taking this small time um to say thank you honey uh thank you for your support as when we got married you know none of us saw this in my future so I appreciate the support and the patience um especially when uh you know I give I give a lot of my time to to this role um and we as uh Miss Martinez mentioned it's been a year since I'm sorry a month since we welcomed our students some of our students back into campus um so just want to acknowledge that um thank all the staff the teachers the parents um you know I know I know it's a lot it's not like we used to you know as parents we got to fill out a form every day um you

123know the schedule is a little different as teachers you know adjusting to the virtual slash inperson so I appreciate everyone and making that as smooth as possible for our children to be back in in classrooms And in regards to uh our consolidation our closure however you know way we at that or we want to call that you know whichever way we turn that rock it is what it is um and you know as Joselyn reminded Us in such a beautiful Journey that she took us on very creative um you know this month has been tough you know and making that decision in this past month and then making those um moves you know moving forward um and although we know that these decisions you know will affect everybody involved right so the children and the

124families and the St staff um we know that some will be happy and are happy with that move and some are not um and however we still get to move forward and so just thinking of you all that are involved you know those of you that are happy you know and those of you that are not um and then staff you know directly Dr Bower and administration who you know um get to move forward regardless right um with the decision that as a board we've made um and we know that the decision that continue you know um we do our best to think of all of those right those that are not happy those that are but all of those that are affected to make the best decision for all and so um you know

125not just taking you know um so you know looking at the entire picture even though there's a few that are not happy um making sure that whatever decision whatever Movement we take forward is the best decision for our children now for our families now for for our staff in general now for our entire District um and also for the generations to come so you know thank you to everyone you know that are involved um in whatever role it is that you play uh which is very important um and I'm happy to hear that you know it is a little over 90% of our families who have enrolled um as Dr bar mentioned you know either at the school sites there at um or you know in our district um that shows you know something so

126for me the actions speak louder than you know words right and um and it doesn't discount anybody's feelings anybody's thoughts we definitely take all of those in mind as we move forward um you know Dr brow Won't Let Me Lie we talk every day about you know the moves and the steps and the directions and ensuring that um you know we're covering every corner um dotting every eye and Crossing every tea as we move forward in this way um and you know I want to again also congratulate all the graduates especially in our district here um who've worked hard to get to eighth grade um and now move on and transition to high school you know in my uh culture culture this is the rights of Passage time um where you know you become young

127young ladies and young men out there um and start to you know make decisions on your own um more than you know when your parents were there and so um just very proud of you um and I'm very um blessed to you know have my peers here um that are you know we do our best to be good examples to you all in our you know in what we do as your parents right your teachers and also um you know my colleagues here tonight so congratulations to you all and also all the other graduates who have gone especially those who have gone through our district that are seniors now and moving on um and hopefully one day soon we'll have your careers and come back to Alam Rock and share that with the rest of

128our children um and then also want to highlight my stepson Andres loera who's graduating as a senior going to UC Santa Cruz um again you know another step outside of their home so congratulations um and then as you know I mentioned in the past you know another hat that I wear as a public information officer right now at the Emergency Operations Center just can't um keep from highlighting that covid-19 continues to be real in our community unfortunately continues to be real in the east side um we have the highest numbers still um and although our county has been overall a little over 70% vaccinated um unfortunately our community especially our Hispanic Latino Community is only 49% vaccinated and so just keep those numbers in mind um you know also our East Side in our South

129counties you know but obviously here highlighting our East Side the highest covid-19 rates are still reality and our lowest vaccin vaccination is a reality so you know now that we've opened up to the 12 year olds um you know please make your appointments please go get vaccinated the sooner you know we have that her immunity right um as a whole you know for me it's important to not just look at the county as a whole but to really focus on the reality of our east side and so just because the county as a whole is almost going to be her immunity that doesn't mean that our East Side Community is so keep those things in mind um you know because I would love to have everybody here I'm here by myself in the boardroom I

130would love to have everybody back here you know in person but there's no way we can do that if we're not um you know if we don't have our numbers down and we're not vaccinated I want to ensure first and foremost security as you know trusty Viano mentioned that and that looks in many different dire ways um I know that San Jose Unified uh board meetings are starting to go back in person unfortunately I don't see that any time in the near future for our our district because of our numbers and our reality and our smaller space here um and so you know I don't know what that looks like in the future if it's you know a combination of both um but I also want to keep in mind that that you know we're

131Equitable in that um if we have a board meeting in person that nobody's left outside or unable to speak on certain items so you know making sure that we think of those things that as we move forward to open up our our County um as we were or at least close to um and then finally godos um thank you again for your time um I met you as a involved mother here in our district and you know since those times I just I felt you know your presence you you know a a smile all the time it was warm it was inviting um you know there was never a you know a difference you know you always made um our community and us as parents feel comfortable um in the meetings and so thank you

132also for being a strong role model for our Cho Latino males um young men especially out there that's important you know um to me as you know as a probation officer right in the hats that I wear um I I I love to see that strong male presence um and especially somebody that's a great role model for our young men to follow and so um I look forward to hearing all the amazing things and as somebody mentioned you know we know your hearts in La literally and so you know we're glad that we're able to support you know that transition um and that we were a little stepping stone in your life um and that you know hopefully Alan Rock always has that special place in your heart as you know you'll always have your

133home here with us thank you for your time yes thank you um and I see trusty Chavez uh sorry one more thing um one of the comment made about closing the schools um is that when they Clos that school that Jo was talking about um and then renamed it Russo mckinty the student achievement learning excelled and the student achievement the students increased dramatically so so just because you close one school does not mean that they're going to do poorly these kids I mean the numbers were really high in how well they did and so I just want to uh say that because sometimes people look at it as negatively but it was a really good thing that happened to those students that's it thank you TR wait on that that wait a second say it

134again and one more thing and one more thing on another thing um we we are all Al Rock but we are also all San Jose as well and we have to remember to work with the county and the city because we're all of each other and when we do that make our decisions we take that in mind we take that in mind that each one of us will be affected and we do do our due diligence and looking at the numbers and seeing how well to place the students so um sometimes people think it might be rushed but a a lot of thought does go in it it might seem last minute but that's not the way the process went and that's all I want to say thank you thank you trusty Chavez and as

135uh trusty Chavez mentioned you know it's important like our relationships with the county and the city so at this time I want to highlight um Andres Kinto for your collaboration with Cindy Chavez um you know and other leaders in our in our community who uh take the time right um to look specifically at our side and our children um and that lead that really affects them and so many other things you know having that airport there so thank you for taking that time and collaborating and um having those special forums although I wasn't able to join um the conversation I know that you're taking care you know of that and um I thank you as one of our uh colleagues here doing that work and everybody else you know here on our board um all

136the other things we all do right in addition to um uh being on these meetings and and doing the work specifically for District um continuing to be leaders in our community to make our city and county as trusty Chavez uh better and the best for our communities um with that we'll go ahead and move on to item 601 approve resolution 42 2021 policy public quasi public facilities um and I believe trusty fam this is uh your item so I'll go ahead and turn it over to you okay very well thank you very much so uh you know a little correction actually item 5.01 there anyway uh thank you very much Madam president uh I bring this resolution uh because you know when I was appointed I said I would take a forward looking approach and

137uh you know the F you know in many ways that the future has arrived and you know I also wanted to you know to to let my fellow members of the board as well as the wider community that uh I am looking at the uh long range fiscal solvency of the district and you know one of the assets perhaps the most valuable asset that our district has is land given that uh let's not beat the bush about real estate prices in Santa Clara County they are up up up and our land is you know one of the few advantages that the Allen Rock district has um so it is in you know uh in response to uh the mayor of San Jose's proposal for uh conversion of Public School District property uh I wanted to

138you know uh you know I went to the the indivisible East San Jose meeting with the mayor I have still not received a uh clear response from his staff now I do know that uh though it is being postponed until September uh you know this is a a very weighty work that's still in progress and uh it is incumbent that we as a board uh take action to uh protect the assets of our community this is uh this is these are things that our previous generations have left for us in order to provide for the education of our children so uh bear with me as I will in the interest of time read specific Clauses of the resolution as opposed to reading the whole thing so whereas the whereas the title to the land on

139which all the district school sites are located is held in the name of the alumrock Union Elementary School District whereas mayor lardo's land use policy proposal was originally developed and is still being developed without the input of key stakeholders including the Allen Rock Union Elementary School District and other public school districts in San Jose parents neighborhood association service providers and other neighborhood [Music] stakeholders whereas the district which serves some of the most financially needy families and neighborhoods in the city of San Jose is facing severe Financial challenges resulting from past budget deficits and from declining enrollment in declining revenue from the state whereas unstable and declining State funding has required the district to consider and establish methods and strategies for creating long-term revenue streams to support District programs whereas the challenges and conditions faced by

140The District in continuing to provide education and education services to its Community are different than the considerations and concerns and interests of other school districts in the city whereas mayor lardo's land use policy proposal as envisioned would empower the city to determine which uses of District property make sense without regard to consider considerations of the district's long-term strategic and financial planning whereas mayor lardo's land use policy proposal could have a significant negative impact on the district's finances and on the district's ability to maintain flexibility and how the district's real property assets are deployed and to use the property strategically to build and maintain long-term revenue streams to stabilize District's finances and whereas the on going development by mayor Lardo with his land use policy proposal in this manner and without key stakeholder input is an

141abuse of the mayor's power is disrespectful to the district and the district Community could also negate the substantial and important work and recommendations developed by the district advisory committee uh now therefore be it resolved that the Board of Trustees of the alen rock Union Elementary School District denounces the manner in which mayor Lardo is under taking the development of his land use policy proposal and his effort to legislate how the district and other local school districts may use their lands without first seeking or obtaining input from the district or the district community and without the long-term interests of the district in mind be it further resolve that the board calls upon mayor Lardo to immediately cease development of his land use policy proposal relating to conversions of school district properties until such time as he

142announces a plan to solicit and actively engage district and alen Rock Community input into the development of his policy proposals affecting the use of District properties uh you know my fellow members um as I've read the mayor's proposal the mayor would the proposal would limit how our district is able to utilize our vacant land and Facilities uh without regard to what are the needs of our Alam Rock Community uh you know I too uh want to work with the mayor and the city council to get to a uh favorable solution that is beneficial for our district and as well for the city but this you you know but we cannot you know but collaboration does not mean that we allow city government to Ste to permanently handicap our ability to make the best financial use

143of our land and Facilities uh you know in anticipation of uh the resumption of its consideration in the fall and to prepare our District uh in the event of any possible litigation I offer this uh resolution for consideration by the board so as so that our district can take so that our district can put our legal stance out in front uh let the city city government know that this is our stance this is the legal basis for our stance and that uh this is our uh open and this is our negot non-negotiable position uh in that Spirit you know I hope that uh in the interest of ensuring that we Remain the uh foundational k through eight educational agency of the alumrock region of East San Jose uh to provide the financial sustainability to fulfill

144that mission and to take care of our employees I urge my numbers to uh vote Yes on this resolution thank you very much thank you trusty fam are are you uh calling for a um yes so I motion I I motion to pass this resolution thank you I see I heard uh vice president GTO second and uh also I saw your hand up so if you can go ahead and go yes uh I want to thank uh board member fam for introducing uh this resolution I think it's uh very much needed I'm not going to go ahead and try to guess what uh the intentions from the mayor are I have to assume that it's he's coming at this from his Vantage Point as a mayor who's dealing with a very very significant crisis in

145terms of housing just the city dropped the ball and they haven't built enough housing there's too many people too many jobs not enough housing and so um they're they're viewing the assets of the school districts as something that they can go ahead and use I think that's a very very wrong way of approaching uh governance uh the assets of the city are the assets of the city and the assets of the school district are the assets of the school district and they need to be used for the purposes that we're intended to we are here to educate children we need to have maximum flexibility in what we do with our assets and so therefore uh that's why I'm supporting uh this uh the resolution that b fam has introduced um I um I'm I'm I'm

146taking back to other instances where the city has intended to go ahead and use our uh assets uh in order to go ahead and resolve certain problems or certain issues they've had for example the use of um the lack of open space San Jose is very very much Park deficient they built too many houses and not enough Park Parks not enough open space and the city factors in our Fields as their open space uh something that shouldn't be done um I very much agree that the fields should be accessible to the public taxpayers are using them but the city shouldn't be relying on our resources to solve their problems because we have two diff two very different missions just a while ago we were proposed this whole uh couple years ago of just simply handing

147over all of our fields to the city they would just go ahead and take over them and they would manage them and luckily we were informed and we're given very good good solid advice from Sunny Bell School District said don't ever do that it's a headache to go ahead and get your Fields back um we've been in litigation to go ahead and recover our the use of our facilities of our own land um and so I just bring that up as an example examples of instances where the city tends to go ahead and look at the resources of of another agency another governing District another body uh to to which to tap into and that's that's not appropriate uh we have to go ahead and figure out the instruction of our children U by law

148and for the Constitution that's the way it's outlined um the city has no jurisdiction or authority over the education of our children and so therefore we should be allowed to manage the we that's why we currently are allowed to manage the athletes that are are in trusted to elmro school district by the public um so it's for those reasons that I support my colleague uh board member fams resolution thank you for introducing this thank you and um I see trusty know your hand but if we can uh go ahead and open it up for public comment first I know um that's also your preference um if you're okay with that are you okay great so uh Mr Moran if you can help us with um public comment at this time um if we have any

149members of the public wishing to address a board at this time on this item at this time there are no hands raised no public comment okay I'll give the public couple seconds there in case they haven't uh had time to press that button do we have any now still none okay so we'll go ahead and move on to H comments trusty Bano sorry about that okay I would just take your time to stretch out there but um I also want to just thank uh trusty fam for for bringing this item and for his words and also trusty CTO also for providing a good um synopsis of the situation I in the interest of time I won't go too much into it I'll just state that um when there were opportunities at several public meeting meetings

150with City staff and other and the public and other uh board members from other districts I I made my feelings known there um asked my questions to the city and made my comments there and and vo my thought that um you know the district is an autonomous entity and and we should we should be you know we should expect that we're able to govern in such a way uh you know each one of us um well I guess four out five of us at this point um have been voted in uh by the voters and by virtue of our of our process I'll include trusty fam in that as well but you know we were put in these seats to represent the interest of the district and so I think that is what the the

151voters have decided that's what the voters wanted and that's what we as board members for this District intend to do with every single decision that we make and so I think that to have have um you know City officials or whoever may be make decisions for um for us who have been voted in specifically to make these decisions is is not um the way to go about this so I will be supporting this uh tonight I have as I mentioned I voice to the city to the other members of the other Tres and the public and I thank you again for Ste F thank you tell uh yes um this is kind of like a double-edged sword because we still have to get permits from the city and the county if we are going to

152lease out the schools so um I I on the indivisible meeting where maror Sam Lardo did say uh something on on this subject he also said that it was out of his preview to tell districts how to spend their money so they have this homeless issue and the sad part is is they need to be housed but when they go try and house them people in the neighborhood say they don't want the unhoused there so um I would like to see in writing because I also asked Dr when um Dr danan the superintendent uh wrote the letter to um Mayor Sam Lardo what the response was and so I don't know what the response was from him and um I don't know if we should maybe reach out to him before we make this decision

153or if we could postpone it maybe one more month and see if we can sit down and have a talk with him um maybe that would go better uh for the future when we do want to lease out things uh because I've been in business and they can hold up leases for a long time and cost money if you you don't get um that permit so us having to the Future lease out facilities this could be a problem and um that's all thank you thank you and I see trusty fam and trusty hand up but I'm gonna go ahead and say something and then we'll go back around around if H trustees want to say something else um you know I I I will be supporting this and for same reasons trusty Beano and I

154uh you know many others in this um here um were in those meetings and we spoke up you know and ask questions there um and the mayor was there um at least in the one uh one of the meetings that I was in um and also in my understanding is Dr Bower has also reached out to the mayor correct Dr Brower just uh in in general in regards to um things related to our district especially during the time that this came out um the mayor has been reached out yes several times it was a phone call it was after you know the the superintendent Association via Dr danan sent that letter and to my knowledge there has been no formal response um but I cannot be certain about that because I missed a couple of

155meetings thank you um so you know as a trustee um he's been reached out many times um and you know he hasn't called any one of us or called us um he's making decisions you know or moving things forward without uh contacting us as a district that would have been affected by this and so um in regards to anything else after this whether it's permits or any other uh services that the city provides for us you know you know for me that's you know different apples and oranges right um services will continue the city has you know their role to play whether it's approving a permit or whether it's providing certain resources and services that they do as city um so this should not affect that and if it does even more of a reason

156to um speak up right and on behalf of our community here alumrock so as a trustee I will be supporting this thank you uh trusty fam for bringing this up and um as a trustee if I see this uh decision affecting any other uh whether it's approving permits or you know any services that get affected to our community um please let me know B you know I I want to be one of the first to know because that should never happen right we shouldn't have any repercussions because of a decision that we made on a um item and so that that's my thoughts for now I'll go ahead and go to trusty fam and then trusty larano uh thank you madam president you know to to answer truste Chavez's concerns uh you know I know

157I was in I Not only was I at the individual meeting but I was also uh in the meeting when the mayor uh spoke to Schoolboard members and superintendents in fact as I recall board president was there and uh superintendent B was there uh in any case I've reached out to the mayor staff at the indivisible meeting I to this date I followed up still haven't received so much as a uh a clear response uh you know I un you know I understand that City bureaucracy can't you know I've worked as a legislative staffer uh City you know uh yes there there may be grumbles but uh my experience with City Hall is they have been professional and uh if if any U what is it any permitting issues are uh held up you know

158uh I don't think this uh this would hold it up if not there is recourse uh but secondly uh this uh this issue will come up in the fall that much I have been told uh by uh uh contacts in the other City Council Members offices um in the the whole point of this is to give our district uh a legal stance I that you know before I brought you know I had propos originally proposed thisd on the April meeting but uh it took time for district General Council to draft this to the so that we were on the most solid legal ground possible and uh to tell the truth e even even our planning commissioner Rolando Bonia even uh reached out to me and said you know uh best uh the best way to

159protect the district's interests is to have the board take a position by way of a resolution in order to ass establish our negotiating position in in any subsequent negotiations or legal actions so you know it is in the spirit of ensuring that we have we have something at the table uh that I uh bring this item to the attention of the board thank you very much thank you trusty withano and then if I don't see oh I do see um and then after will hopefully call for the vote trusty withano yes uh mine is just quick there's I know that I had um when I talked to Dr Bower there was a a just a very small grammatical suggestion or correction I think a word was omitted and I believe uh trusty fam also had

160found a very minor um grammatical error or typo maybe so uh I just wondering if the the motion on the floor is to approve this specific um uh resolution or the one that I'm not sure if it's been corrected yet Dr Bower or I just want to make sure that the corrections are incorporated into what we actually um pass or you know what we vote on Dr bow do you have those Corrections Beano do you wna but I I apologize trusty Beano I have not been able to follow up with roio I'm texting him to see if he can join us so that he can hear your the the correction that you make us yes there needs to be a word there and can you tell us can you remind me trusty Beano it is

161um for mine it's on the was it the first page it's the first page the one two three the fourth whereas um I think it's the second to last line City to make determinations that would directly the conversion I don't know if it's directly impact directly effect or something but I think there's a word missing between directly and the um and so that was that was my question slash recommendation I think there's a a word that potentially was omitted there thank you trusty so in the meantime Dr bow if it's okay while you get a hold of roio I see two other trustees hands up so we'll go with trusty Chavez if that's okay kto and then you take him first he was first he was first take him first my actually let me do

162it real quick sorry mine was the same thing fourth paragraph last uh sentence so Beano caught the same thing I did that's it thank you thank you yeah um I I don't see any uh in holding off given the fact that we've all been and I remember that on one of them actually I think you you tagged me in as you were leaving i j jumped into one of those sessions with the mayor and then the other one with the city staff and so there's been a lot of dialogue I think at this point it benefits us and it behooves us to make sure to put our our position clearly out there and um because the the school sites plan has already been put forward by the by the mayor so therefore we need to

163go ahead and be firm and present our position that way there's no if fans or butts about what our position has been I've uh been in contact with other school districts many of them from the western part of the valley were completely oblivious for some reason they hadn't been checking their mail their messages from from uh the county office the county superintendent I guess uh but uh they're rising up and they're uh they're wanting to go ahead and put take action and so it's looking like uh there's more districts joining um this effort to to make sure that we have full flexibility at the moment as it stands any action that we take as a district has to go before the city if it doesn't involve schools classrooms and stuff of that sort if it

164involves classrooms we would three with a super majority vote can go ahead and place a school wherever we want as long as it's for the purposes of Education regardless of what the city's m Master planning so there's a lot of power that's given to school districts but you right now as we speak um we we would have to go and go through the process anyways um this is just an effort to undo the path that the city's already is trying to pre preo to impose on school districts and so that's why I'm encouraging us to move forward and vote Yes on this thank you uh Dr V just feel free to let us know when you get the response from uh raelo um we'll go to trusty Chavez and then trusty Beano uh you're on

165mute go ahead and take Beano then I'll go please okay yeah um I just wanted to also just add in that I do think it's also pretty crucial that we move on this sooner than later particularly with the work that we've already engaged in and and started with regards to um repurposing the schools and and beginning that process of as it relates to our strategic plan and everything else as as we look forward in the next months to years and so I think that you know having a firm foundation established about our position is crucial because we've already started this work and as we continue this work we you know we need to have this foundational statement position so I think I also agree it's better it's wise to do this sooner than later thank

166you Dr bar any update yet before we I think he's in I just can't see him okay so Mar if you can help us find him Chavis um the way the language is written on that uh policy um is it if Mr roio can answer doesn't it also make it easier for if we do have tenants to be able to leasee it out could he answer that question uh welcome Mr Ro Mr re there's two questions right now um in Q and so I don't know if Dr Bower gave you the first one and then um TR okay so the first one in Q is on the whereas the fourth whereas on the um uh sorry just to bring you we are on item seven I'm sorry 501 okay and if you go to the

167fourth whereas it starts with Mayor Sam Lardo and down where it says um and to empower the city to make determinations that would directly and we're feeling that there's a word missing there whether it's impact or there's a word missing there so directly it says directly the conversation so um we need to edit that version It's the you said it's the fourth whereas yes at the end of that whereas yes it it needs a word affect um would would that would directly affect the conver verion value and use of school district property thank you sorry about that no you're fine we got that and then the next one is a question trusty Chavez if you can repeat that again for Mr trusty Chavez did marel get the minutes minutes for what I'm sorry for what

168was just said you know how she's yes we have him I know Dr B's also taking notes thank you trusty Chavis so go ahead and go with your question me or might repeating it no Mariel has it DOC I'm looking at Dr bow they have it we're good this is your turn to ask your question if you have one it's the same question that I would like answered um what what the question I said before Mr roio started speaking can that that for him um okay on the language of the policy the way it is written doesn't it also make it easier for us to be able to rent facilities because they're opening up the restrictions yes or no and if you can say why no what so right now there's currently no policy being

169proposed but but what he had proposed before would have restricted the ability of the district to use and develop its property specifically its Surplus property so um no that would have affected your discretion and ability to decide how the district's property would be used in the future now we don't know what that policy might look like in the future but that would have been the effect of the old policy or the the outline of the old policy that he had presented thank you I see trusty has hand up and then trusty chavz after trusty fam okay so you know just clarify I mean uh you know uh so I I would I would do I need to change the motion to you know to include the uh correction I should say corrections to the resolution

170sure it doesn't hurt okay so I I you know so I am men my motion to include the uh was it the the insertion of the additional word in the fourth where as and to clean the grammatical error in the uh now therefore be it resolve uh at the end the the word should be longterm interest and not long terms interest that was the grammatical error that I uh spotted to Dr Bower on at are oneon-one so uh I just wanted to make sure that those changes were uh added to the uh resolution tonight thank you thank you trusty can you're in agreement with that second or concurs okay uh trusty Chavis do you still have a comment or a question you're on mute uh I I took myself off can you hear me we

171can hear you now okay um has there been any correspondence with um Mr R's office uh with the city pertaining to this matter no I I have not corresponded at all with with the either the city or the mayor's office okay I was under the assumption that um Dr bow reached out to you on this as soon as we've seen it months ago uh okay thank you Dr b i clarify I I talked to to roio but that that this that doesn't mean he talks to the city yeah okay so there was no Direction no the to okay the the the request was from Mr fam to write the the resolution and that was the direction and that's what he did thank you for clarifying that yeah we never directed uh Mr re's office to

172commun communicate with the mayor that's been our communication directly with him now I'll go ahead and call for the uh vote um I'll go ahead and call you as I see you on my screen uh trusty fam hi trusty Chavez no trust harano hi vice president Kimo hi and myself I uh passes 4 to one um and before we go on to our next item I'm going to go ahead and call for a five minute bio break so we'll see you back here at 8:20 p.m. thank you okay I see trusty fam and Trust we got Quorum back so calling the meeting back to order 820 and we'll go ahead and move to item 601 now trusty fam yes approve the springboard collaborative contract for the 2021 school year the contract is for the Extended

180the vote trusty leano hi trusty fam I trusty Chavez I vice president kto I and myself I all right thank you so much moving on to 701 approval of the 2019 20 annual ual performance and fiscal audit of General obligation bonds reports for measure J and measure I um I'll go ahead and hand it over to Dr Bower I'm gonna turn it over to Mr Chen welcome Mr Chang thank you Dr B and good evening uh Madame board president uh members of the board and the Alam Rock Community um at this time I would like to introduce Mr Jeff Jensen from Crow who will be presenting the um Auto report for the bonds program Mr AAR if you can Elevate U Mr Jeff Jensen um so he can to do the presentation all right can

181you hear me yes welcome Mr Jensen thank you good evening I'm Jeff Jensen I'm the partner with H crow and it's my privilege to be here tonight to present the audit reports uh related to The Measure J Bond program and uh I'll start with the performance audit report uh as that's you know kind of really the bulk of the the work that we do related to the to the bond measure and and walk you through the performance audit and then we also have the financial audit as well uh right by the table of contents is the independent auditors report uh this is our audit opinion related to the performance audit of measure J for the year into June 30th 2020 our work is tied back to the performance audit standards under government a government auditing

182standards as well as the California Constitution under Proposition 39 and uh as you see the last paragraph on the report says the results of our procedures indicate all significant respects the district expended measure J bond funds for the year end of June 30th 2020 only for those specified projects so that's an un modified opinion uh a clean opinion related to the bond audit you turn the page there's some background on Prop 39 uh when it was put forth to the voters back in 2000 which included that you have an oversight committee which you have uh that you have a financial audit and a performance audit done and that you have a um and that bond funds are not spent for administrative or uh teacher salaries essentially uh measure J was put forth to the voters

183back in 2012 for $125 million and turning the page here to the objective Scopes methodologies and conclusions again our objective was to do a performance audit uh for the year into June 30th 2020 in our scope you'll see there really wasn't a lot of expenditures that happened during the current year there was $185,000 worth of expenditures but there was the $20 million transfer um between measure I and measure J there to kind of close up um some some borrowing that had happened over the years and really just the final kind of close out of of the final transfer there needed to happen and so that was done in the current year so as part of our work we tested to make sure that the list was accurate that was given to us by management uh

184we ensured that those numbers agreed back to the financial statements which they did and then we selected a sample of uh 15 expenditures and one and the one inter fund transfer there so essentially we tested uh 60% of the total expenditures and 100% of the transfer and found again that all those complied with applicable Bond requirements so again a clean opinion on the performance audit turning quickly to the financial statement uh report again right behind the table of contents is the independent otter report and this outlines essentially who's responsible for what is part of completing this report and and and so it starts with the fact that these are Management's financial statements that we audit and so we performed an audit in compliance with applicable standards there in order to render an opinion on these

185financial statements and we believe that the work that we did was sufficient to be able to provide you with that opinion which is at the top of page two there where it says in our opinion the financial statements referred to above present fairly in a Mater respects the financial position of the district's measure J Bond activity as of June 30th so again an unmodified opinion the type of opinion that you want on your audit report and the rest of that just outlines the fact that this is just the measure J Bond program financials and not the financials of the rest of the district at June 30th there's a prox imately $5 million there left in fund balance related to what's been issued so far under measure J and then turning to the uh statement of

186revenues expenses and change in fund balance on the next page uh you can see there was some interest that was earned in the current year and then the expenditures tied to the performance audit report as well as that transfer and you can see at the end there you again you have the fund balance of about $5.1 million so overall very clean report to to bring to the board tonight and uh with that I'd be happy to answer any questions thank you so much um at this time um I guess if we can go ahead and get um uh on for approval so motion to approve second and then we'll um go ahead trust to approve trusty fam yes okay all right so we'll go ahead and open it up um actually before well let's see

187let's go ahead and uh open it up for questions for Mr Jensen um and then we'll go to public comment yeah to have the report fresh in our mind trusty I think trusty fam was first you can go ahead and go with him I'm still kind of formulating so polite trusty thank you thank you thank you trusty B oh uh you know as the previously Vice chair of the bond committee this is sort of my bread and butter every year so uh K just you know I uh thank you for your work and Mr Jensen thank you for your firm's work on this and I'm glad that we're able to get an unmodified opinion and that we are compliant under the our bonds are compliant under proposition 55 um a question to assistant superintendent Cheng

188who I'm who I have worked with for for many years on the bond committee and I I do say someone with the second hardest job in this District um so assistant superintendent Chang uh could you uh provide for the board uh you know how you know under on on page four uh under expenditures uh what were the salaries and benefits for and what Contract Services were provided uh for for the measure J bonds sure um the salaries and benefits are related to the accountant um who is overseeing through the program even though there's no activity um there's still or fond project activities there are still uh requirement for a staff level to maintain um that account or that fund itself and so those are the salaries associated with that um and the contract Services is

189related to some legal services that we've been dealing with in terms of um um legal cases that I don't want to get into but um that our attorney has been working on so those are some of those those uh related uh costs okay thank you very much thank you trusty wee on all right thank you uh so I just wanted first of all thank you Mr Jensen for your report um and I just want to again this month make I guess I have first of all I have a question so you mentioned the transfer the 20 million um and your firm tested that um using the the practices I guess the standard for for an audit of this type and 100 I think you said 100% of the transfer was tested and is it 60%

190of the expenditures is that what that was and was correct okay and all of that came back I think I don't know if it was that but you it was clean like you didn't find anything untours or anything that shouldn't be it was as it should have been correct we would have we would have reported to you if it was otherwise so right yes okay and um overall and I I just asked these questions because I I think maybe sometimes these audits maybe they're not clear to the public or or you know it's not something that people typically do in you know in their day-to-day life so I want to make sure that information that does get disseminated out into the community from individuals who may interpret the report is accurate so the what we

191received similar to our audit last time is a clean report as you mentioned heard you say it several times but I'm just confirming that it's clean the transactions were appropriate and we at this time as a board um nothing was discovered that needs further consideration or action or anything like that is that all accurate that's correct okay thank you thank you I see trusty F hand up again yes I I you know I too want to you know also concur with pry haran know uh you know I wrote last you know in my capacity as on the bond committee at time I I wrote the committee's response to the audit last year and that was the first year that we had a a clean audit and that we you know uh this District had fixed

192the financial reporting and internal controls management uh that had plagued the bond issue for many years so I you know I want to uh thank the assist assistant superintendent Chang and his staff for his work and I'm gratifi you know gratified to let the community know that uh you know through uh you know through uh Mr Jensen's uh firms audit that we have a clean Bond program uh for you know one once again and that uh you know uh I I have a lot of confidence that we can move forward uh with the work of updating our facilities uh you in you know once we have the ability to sell bonds again in the future thank you very much thank you uh trusty Chavis I think I saw your hand up no okay making that

193up thank you um seeing no other hands now I'm G to go ahead and open it up for public comment um board President we have one person at the moment Allison uh Allison um first speaker is Allison Allison you have two minutes please unmute yourself when you begin speaking the timer will begin hi this is Allison singani I'm the chair of the citizens Bond oversight committee and I just wanted to thank Mr Jensen and also to thank and congratulate K and his team uh on an unmodified opinion and an excellent clean audit this has been a bumpy road uh in the bonds program and um Kier and his team have worked very diligently to get this under control um I appreciate that hard work and effort and it's wonderful to see the bonds program on

194such sound footing uh before we move forward into the future um um so thank you very much I'm delighted to be able to report out to the community this is going to be a fun annual report to write this year uh so thank you very much that's all great thank you uh at this time we have no other speakers great thank you so much we'll um go ahead and come back to the trustees um any other questions or comments before we move on to the vote okay um I just want to mention as a board president you know it's always great to hear a positive report and a feedback um after doing that uh extensive um investigation pretty much looking at all the documents and ensuring that um as a district we're we're doing what

195we need to and of course we know we have the best uh CIO Mr changen thank you for your hard work um you know and not to mention the rest of the administration doing doing their job um so you know I like to highlight you know when we have these positive um because unfortunately you know sometimes things are made up or comments are said um so you know just want to highlight the fact that we have a positive um audit here um so with that I'll go ahead and call for the uh votes I'll start off with trusty Bano hiy hi hi president kto Hi myself I thank you so much thank you Mr Jen great thank you have a good night we'll go ahead and move on to item um let's see we're on

196702 um information report on covid-19 funds and expenditures and I think that's Mr you uh Mr Chang yes thank you it's me again let me can you see my screen or the the presentation itself yes oh you can yes we can it's it's not on present mode but we could see your yes perfect thank [Music] you now we see we go okay thank you and uh good evening um so this is the report on the co uh onetime covid-19 funds um and the related uh expenditure report um we'll start off with the um the revenues itself as you can see here um there are five main parts of um onetime covid-19 revenues um the first one is the learning loss mitigation um from the Corona virus Relief Fund uh which is approximately $9.5 million um

197the second one is the uh learning loss mitigation uh from the gears fund which is approximately $537,000 uh the third one is the learning loss from the state general fund which is approximately $884,000 um and the fourth one is the eser uh eser one um which is close to a little over $2.9 million and then the fifth part of money is the Senate Bill uh 117 um which is is approximately um $160,000 um and in total um the onetime money equates to a little over $14 million of one-time uh covid-19 revenues um the first category of expenditures um that we're going to go over that we have used covid-19 uh s funding for uh are the certificated salaries um as you can see here certificated salaries equates to about uh 1 $ 1.9 million um

198of that $1.9 million um they consist of um three days of PDT or three days teacher professional development days um 25% of speech therapists um three days PD days for special education teachers um TOA are teachers on special um assignments um and related to that are teacher time sheet for additional work that they've done um also Al Another C uh line item is the district's nurse um in addition to that 25% of psycholog PCH salaries um nurses time sheet um director of both human resources and academic Services where 50% of their salaries were charged to these funds um and last we for uh certificated salaries um the educational technology administrator um the second categories of um expenditures are classified salaries um actually second and third are the classified salaries and total employee benefits um as

199you can see here for classified salaries um the total expenditure um is approximately um close to $4.5 million um of which um those salary consist of um the TK T4 instructional AIDS um and also instructional AIDS time sheet for doing um additional duties um Health assistance Community aison um bus drivers um 50% of the upholsters for um all the vehicles and bus that we have um 50% of custodian salaries um 40% of the warehouse worker um CNS uh one month during the summer month um classified support substitute um classified support additional time and overtime um 80% of the um it tech support um staff um 50% of Transportation supervisor 40% of warehouse supervisor uh school office assistant um 80% of it supervisors um Extended Learning Administrative Assistant um clerical and office substitute uh clerical and

200office additional time overtime and working out a class our campus par uh par Educators um translators bus monitors um other classified substitute um contracts for translators and lastly um other classified additional time and overtime and on the benefit total benefit piece um that equates to approximately $3.4 million um those are associated with both our certificated and classified salaries so these are the benefits uh related to to the salar so for example the pur and stirs and all the um state and federal tax um the next categories of books and supplies you can see that under books and supplies um we spent um approximately $146,000 on ppes um $131,000 on cleaning equipment and um 319 00,000 close to $320,000 on devices um $452,000 on air purifiers and a little over a million dollars for uh foods

201for the CNS program um so for total books of supplies comes out to about a little over $2.1 million um the next categories are services and other expenditures and indirect cost um as you see under services and other operating costs um the total there is approximately $1.7 million um I'm not going to go through all the line items but I can tell you that the majority of these um costs are related to um learning platforms and tools U for distance learning um contracts for tutoring um contracts to support the carepods um Technologies um so those are the big areas um in terms of service and other operating costs um that comes out to a little over $1.7 million and then the last category is indirect cost um these are costs that um The General fund

202are able to to recoup from from the administrator support um to support these programs so in total um The District's receive um a little over $14 million um and in toing all the expenditures um we match that also to a little over $14 million so these are the um comprehensive list of um the C fund and also um the expenditures that we charg to it with that I would be glad to take any uh questions thank you so you so much I'm getting a echo let's see okay I think we're good um so we'll g go ahead and um it's on for information only I believe yes [Music] um public comment or no public comment sorry I know the other items um we had a opportunity for public comment later because we were voting on

203it but can somebody just Dr Bower public comment or no public comment okay so um while I get that um answer we'll go ahead and is public comment take public comment yeah the other ones you didn't take public comment because there were there were not items in the there were items of the agenda but there wer there were presentations so it's just people it's like as if to take comment on a performance or something this is this is a item so you should take quot comment on it okay thank you yes just wanted to confirm thank you uh board vice president uh Mr Moran can you um go ahead and let us know if we have anybody on for public comment at this time for this item yes we do at the time at this

204time we have one person our first speaker is Brenda sendas miss sendas you have two minutes please unmute yourself when you begin speaking the timer will begin thank you um I just want to thank Mr changen for um this information a very clear information and um I just had a couple questions um I don't know if you guys can answer them but um on all the PPE that was used was that for previous years or is that this same PPE that will be used for the next following year um and then um just one observation that I did notice that a lot of this covid money was used to support paying a lot of the staff and salaries of uh the district um I did see a couple programs on for support for our students

205um and I did see some marketing also being paid with this covid-19 money for volair strategic company that already has a contract with the district so I don't understand why um the district had to pay I think it's I don't know the exact number um for public relations if they already had a contract for a year that was I believe 990,000 I may not be right on on the number uh per year so I just want to thank you guys for the clarity and um if someone can answer those questions if the PPE that was paid it would it go for the following year or was this only used for this year um thank you there are no other speakers thank you Mr Moran um and just a reminder to our public um unfortunately we

206are unable to answer your questions directly uh but um obviously as trustees we are able to answer or ask questions um if you'd like um so just a just a general reminder um for the public who uh do not know that um we cannot answer questions directly um to the public um okay at this time uh yes I did have a couple of questions that I um actually asked Dr Bower on yesterday that I seen two entries for 80% it Department the first entry was 26,7 18 and the second one was for the 80% it Department except director in telecommunications was 214,000 523 uh what was the reason for the separate entries and is there supposed to be those two entries there as well as the question that was just asked I I would like

207to ask uh why is there an additional for uh almost $46,000 for the uh Communications company if we we already have a contract with them doesn't that work go under the contract language what they're supposed to do or was this in addition or how did is how did they how did you come up with this if you could tell me that please I'm gonna ask Mr Chen to help me answer okay and it was on page four of the um of the covid report page four and you are on you Mr Chang thank you sorry president um Zoom um so let me answer the first question regarding the two line items for the it um the first line item that reflects $216,000 those are for the tech support staff um and then the second line

208item um that reflects $2 $1,400,000 um those are the it supervisors so those are two different classification um level of Staffing in it itself so we wanted to different different iate um the the the two um staff classification um in it that we charge to that program does that make sense yes but it it wasn't labeled you know one is this and one is that it just looked like it was a double entry thank you for clarifying that can you clarify the uh Bed Company why they're getting additional money if we already have a contract with them please and didn't that the work that they did here wasn't that under the language of the contract so the the the valer contract did not receive any additional funds um as you may recall U I stated

209on a few occasion that you know the districts were able to stay afloat using um covid funds to pay for existing expenditures um the contract doesn't specify or does allow for others resources to be um used to to to spend on these funds um and per the um per the parameters of the covid-19 funds these are allowable um expenditures that have been charged to um one thing that uh I think is important to also note is that since most of these are federal funds um they were part of the um Federal program monitoring review which is the fpm that was recently conducted um and they went through a series of review and audit um and did not flag that any of these expenditures were not allowed aable um so we all these expenditures do fall

210within the allowable uses of those funds um okay so maybe I should frame it this way so is this an additional amount yes or no no thank you okay I'm gonna go ahead and move on to trusty fam okay thank you very much Madam president uh you know in the interest of you know thank you assistant superint again for you know putting this extensive report together uh in the interest uh to reassure uh the Alam Rock committee uh community that we are uh mindful about uh providing uh PP and uh sanitation supplies and you know in reference to the part of the uh question brought up from public comment uh could could you know uh would you you know could you you know is the PPE using the covid money uh use was it used

211for entirely this year or will carry over to next year or uh you know you know combination of the sure um so the the the fund itself allows for us to go back into the previous year 201920 um so to answer this question is a combination of all um those money were spent on ppes for last year this year and also we have a stockpile to to prepare oursel for the upcoming school year as well um so those PP have been procured um you know for what we've done in the past what we doing this year and then what we're planning for the coming year okay and I'm glad that we are prepared for next year also so thank you very much assistant superintendent Chang and just to clarify this is not the final expenditure

212because we're g probably need to spend more um as school starts to open um so this is of course and again thank you very much for your work thank you and we also hope that this is not the only money we receive so praying for that um trusty Bano and then trusty kto yes thank you uh first of all thank you Mr chain and and whatever team you have assembled to help you gather this and put this together um work it's a Onan team you but I you know I appreciate what I appreciate about this is that it reflects a lot of the concerns that we' heard throughout the past year you know we heard at times that you know there was challenges with technical issues for families for parents for kids and so we

213we you know we started to do the the tech support and we started to provide that support for families and that's reflected here we heard concerns from teachers from parents from everyone about um safety in the classrooms and making sure that we had the proper cleaning supplies and those types of things and that's reflected here we heard concerns that the distance learning wasn't going to be sufficient or you know we weren't going to be able to handle that and obviously it's different than classroom learning but to the extent possible I see all that reflected here in our expenditures and so it's nice for me um when there's information again that sometimes gets disseminated that's that's false or misinformed or whatever to be able to point back to concrete factual very transparent evidence of of the

214um Financial the fiscal responsibility of the district and and I'm glad that you mentioned that this was also reflected in the report that we received recently that was also a positive Report with respect to our uh fiduciary responsibilities um and so I also want to thank uh trusty Chavez for asking the question about buet I also had that question I certainly did not want to pay them an additional amount um and Dr B was able to clear that up for me but um I want to thank you for for bringing that up too um but overall thank you I'd like to have this document as I mentioned as a reference for if and when questions come out from the community we can point them to you know these things because they have the right to

215know how this money is being spent that here it all is in black and white so thank you thank you trano vice president kto yes I want to thank uh uh assistant superintendent Chang for the thorough report um I you know a lot of uh question were raised and I hope that this report elucidates and allow uh assuages some of the concerns that were uh you know raised at the previous meeting so thank you for the thorough report thank you and I I just want to reiterate that um you know I I as a parent in this district for many years I know what we've gone through I know the traumas that we've gone through especially when it comes to money um so I do understand where some of the questions come in have come

216in and um I also want to highlight that we are a new you know as somebody said it earlier in this meeting we are a new board um and we're moving forward in a you know New Direction um and so thank you ca for providing this um which you know makes it more transparent to our community as to where our money specifically is going um I also had some of the similar questions that trusty Chavez asked um and not just for ret but for a lot of the other areas um and you know coming from that trustworthy place right like uh I don't doubt that anybody would make another contract or add to a contract that we as a board have not approved so um my question was just um if these monies were flexible

217to pay additional things like uh salaries um and so you know based on your anwers today you know it pretty much answers that it was flexible we could take you know half of the contract cont and pay it with some of this money um for example if OLED was 90,000 we paid 45,000 with this money and the other 45,000 with other monies um that were there and hopefully frees up some money for General funds Etc so um I am very appreciative of this money I look forward to receiving more money because you know as as we all know um you know PPE and additional time for staff that you know have to review additional parent you know surveys or you know things like that phone calls um cost money it's not you know it's not

218free so um I know that we'll probably in the best interest in keeping our children safe um we'll be doing a lot of extra things um until we're we're back to a a place of normal normaly whatever that looks like um or back to where we were at um before the pandemic hit so I'm looking forward and sourcing um additionals to support the covid-19 um uh response um and I am really really glad that we're able to be flexible in regards to where you know some of that money goes um and yeah I mean with this I know that this was on for information only and there's no additional questions or comments we'll go ahead and move on to item 801 all right seeing none um thank you so much Mr Chang um and your

219staff I hope you have a lot of Staff because you do a lot of work helping you gather this information for us and the community thank you thank you and I have an amazing team great um all right we'll go ahead and move on to 801 resignations information only Dr B anything you want to that okay we'll on to um item 802 approval for Declaration of Need for fully qualified Educators for 2122 Dr bow respectfully as the board to approve this is a yearly um form that we need approve by the board trusty Chavez move approval okay move to approve by vice president GTO second by Chavez um we'll go ahead and open it up for a public comment at this time uh Mr monan do we have any uh members of the public wishing

220to address a board on this item uh at this time we have none okay I'll go ahead and count a couple seconds in case they're running to the button and want to address us okay do we have any now still none okay thank you so much uh bringing it back to the board uh trusty Chavez I see your hand up um yes I tried to speak up one more time when Mr CA did his presentation and my hand thing wasn't going up and I didn't want to speak out but um I want to thank him for having the the oneon-one with me with the bud budget meeting and that we had and we clarified some stuff and I would I have a lot of questions and as Dr bow knows the majority of our oneon-one

221was a lot of questions on the money and if I could possibly uh have another one say in a month if that's okay because I know he's busy like I told Dr Bower that but I wouldn't take up too much time but I will have all my questions written down beforehand uh to make it easier I guess thank you thank you trusty Chavez and my understanding is that our staff are always open to meeting with any one of us at any time so um and thank you for taking that time trusty Chavez to uh you know ask your questions and ensure that we are um crossing our tees and dotting our eyes so I appreciate that um thank you Mr changen I did see you um say yes or not yes I appreciate that okay

222um and then coming back to refocus on this item 802 any questions or comments I see trusty's hand up yeah I'm I'm not sure spot do this but I I also had a question for um Mr CA that I forgot from the previous item could I ask that question now or it's it's not it's just a kind of a clarify question um sure just really quick um Mr Chang do um if you could refresh my memory when will we expect uh information from the May Revis to be given to us uh yes so the the governor just released the May Revis um School service is going to be doing their R May RIS Workshop next Thursday um and so by the um June 10th board meeting um we have all the details including um the

223public hearing for for the um 2122 um budget year okay and then if I could just um request just to kind of put on your ridar to trusty Chavez's points that she's been making over the past few months once we have that may Revis information and now this covid money can we then start thinking about having a budget meeting at that time to to provide that um you know as trusty chave as been men and then we'll have all this new updated information just to now get that out there we can do it ASAP once we have that yes I believe so um the only challenges is that um you know staff is still working on next year's budget and there's a lot of moving Parts um and specifically what's going to come out of

224the may rewise there's going to be a lot of details coming out so they have to incorporate that into next year's budget um and so I'm not sure if we're going to be ready to provide all the details um by June 10th and that's why we're providing the the public hearings to get some input and a preview of the budget itself okay I mean yeah the the the information that we may be able to provide is very high level at that point um it's information based on Statewide assumptions um and so once we get that information we have to drill it down to what it to to the impact of the the school district St okay we go thank you uh president yes trusty Chavez so can we maybe put something uh a week after

225and after the 610 can we say 617 maybe have a budget meeting with the community would that be okay because we're probably gonna be asking the same questions uh so to have the budget committee after the June 10th which which would be on 617 um so that the public can also um ask questions because we were supposed to have a budget meeting before and for some reason it got cancelled uh some things happened but now would this be a good time after the June 10th um to have it on June 17th to to have a a public forum yes that's that's the possibility I'm looking at my calendar now and June 10th is the public hearing and we're scheduled to bring the both the budget and the lcap back on June 24th for for um

226the the adoption of both items so trust sorry if I can just make a recommendation at this time if you can take this uh calendaring offline and then maybe you can let the public know you know um with in appropriate ways um because I'm sure Beano also needs to see his his calendar um so I know that you guys will figure fig it out sounds like we're getting closer to the date um whether it's a week right after or maybe the week of the 24th um whatever it works out for you three and then to make sure that we get it out to the public okay I'll make myself available in June thank you great thank you appreciate it okay thank you uh coming back to item 802 refocus so if you can refresh our

227memory marel I think we had a second and um already a Motion in a second and we open it up for public comment um now we are on any questions or comments by the board yes you're you are correct just so does the board have any questions or comments on this item okay seeing them we'll go ahead and move on to the vote uh trusty varano hi trusty fam hi Chavez hi vice president kto hi myself I passes unanimously all right moving on to consent anybody approval the consent calendar right second except for except for um on on the minutes on April 15 um I wasn't absent and I actually was texting Dr Bower that I had knocked over the hot spot and it went all over and I before we get to that just

228we can approve the rest and then we'll come back to those details anybody else want to others uh out yes yes uh I'd like to uh let's see here hang on I have it more yes I'd like to take out item 9.06 please thank you sure any others before we approve the rest okay seeing none we'll go ahead and um move to do we we already moved to approve in second sorry I think we did right yeah we did for 901 and 906 all right so we'll go ahead and open it up for public comment at this time Mr Moran this time time we have no speakers okay I'll count couple seconds do we know still none okay great um we'll go ahead and go to questions and comments from the trustees on items 902

229903 904 9005 try Chavez any questions or items well that was the whole purpose of consent not to oh sorry vot on it move to okay now voting so I just saw her hand up so trusty Chavez any changes to that no changes okay now the uh voting trusty Bano hi trusty fam hiy Chavez hi uh vice president GTO hi myself I all right so now coming back to um move to approve the minutes um if I can get a motion in a second for purposes of discussion motion to approve second on motion to approve approve everything except for April 15th um okay before we get there do we have any public comment Mr Manan on this item the moment we have none okay I'll count a couple seconds do we know still none okay

230um and we'll come back to trusty Chavez okay April 15th it was Tech issues I wasn't absent okay so on April 15th on item 901 it was a yeah it was a 40 vote and with and I was marked absent I wasn't absent okay can you take us to that page and um uh can you move on to somebody else if they have a comment while I look for it sure um does anybody else have a comment or a question on um the minutes okay see none we'll go back so mad Madame President yes these are legal documents and they have to be properly done and so if somebody didn't vote on it then maybe you should ask Council what the proper terminology is uh that is to be noted when somebody doesn't vote on

231an item and it's not present at the meeting right and that's why I wanted her to highlight um where it's at so that when we have this discussion we know what we're referring to trusty Chavez you found the spot we asked this question before to uh Mr Ree and he said and also changed one on technical issues before because he knew I was having technical issues so this was the same thing when I when I dropped the Hotpot so I'm still looking for that item we still waiting for you okay and I I still would like to get um possible clarification from um uh roio about how we memorialize this in the minutes just to make sure that we do have the proper legal um description of the vote whatever it is yeah uh Mr

232re we can come on thank you yes so I I think I do recall a recent incident where there were some technical issues involving member Chavez so I believe the vote as it was reported out said uh noted that uh she was unable to participate because of a a difficulty in her connection and we couldn't record her vote um so she wasn't marked absent for that so when those circumstances occur I think you can note that in the minutes but we we should we should look at what the particular item was at issue so did you go sorry as you guys as questions I just want to confirm did you find the page no because I was listening to Mr roio because that's exactly what he said the last time and that's what I was

233saying okay that it was a technical issue like earlier when theanu was speaking I was texting Dr bow saying everybody sounds underwater and she just texted me back saying that she had the same issue so it's like you know yeah know I understand and that's why I want to make sure that we reflected correctly so if you can please find that spot I want to make make sure that we reflect that correctly I have the record of April 15th on my phone and so is Dr Bower right I guess what I'm saying is I believe you and I I want to make sure that we put the correct language in there so just let us know what item I didn't highlight it I didn't highlight it so take your time let me read through the

234we wait for you um no don't do that we need to because you know this is uh I mean I don't even have to say it right like this is not a game we want to make sure that we address this I want to make sure we hear you and your concerns this is very important whether it's one or all of us and and I can't move on without addressing your concerns so please um let me know what page and where um because I want to make sure it's reflected correctly vice president kto you had your hand up and then uh it seems kind of uh you know out of the ordinary because you have to State what took you you these minutes are supposed to reflect the action that took place it's not the

235so at at that meeting there was a vote and there was a certain number of votes that voted yes and then there were there were somebody who wasn't there so are we to say there was for and favor and then technical issues or that just sounds kind of strange and something that I don't think would be acceptable um many other places so I would suggest that we as a body go ahead and decide how to deal with this because at the end of the day it's our there are minutes we have to go ahead and accept them and so I'm fine with saying hey board member Travis says she had technical issues and we note that in the minutes um and that's fine but in terms of the vote we can't just say well you

236know you you aren't absent because at the end of the day it's you didn't vote on him and that's that's the short in the end of it the facts is that you you didn't vote on it uh on one second excuse me I'm not asking to revote and and it doesn't matter to me but I just wanted to reflect that I was not absent I'm not asking you to change the vote at all it it doesn't matter on the vote because technically you didn't hear me say yay or nay so I was not uh I did not voice my vote but okay it was known that I had technical issues and okay you know that's it if you guys want to go for it go for it if not I think that's clear and have

237you found the spot no because when somebody talks I stop and I look I need you to find it because we're stopping for I heard I heard you April is what I'm looking otherwise we're just gonna move on and approve the minutes as is so please find it what very important what I'm asking also is if you could just vote yay or nay can I put technical issues yes or no I don't we're not that's not the vote we're on the minutes um and we are looking at voting has his hand up hold on one second hold on one second I am facilitating this you're just repeating yourself so I just want to make sure because you've repeated yourself over and over if you find the page please let us know because I want to

238make sure we take the moment and we reflect the minutes as they should be um by law and with that otherwise we will move on and votee on these minutes as is so I want to give you that time I want to respect what you're asking for so you can highlight what page and where um and in the meantime I will continue with the questions and comments by the board um and otherwise if you can find it we're going to go ahead and move on with approval um or not of these minutes trano uh yes thanks thank you Madame President for regaining order um here I think it's um you know it's important that we have these conversations but that we do so in an orderly fashion and so I I agree with truste Keo

239that you know very very recently we have come under um under Focus or or we've been looked at because of our governance practices not necessarily this board but Allen marketing School District um the way meetings have been run certain things that have gone on in meetings it's it's it was brought up in Audits and so it is very important for us to to establish and to maintain proper order proper protocols proper governance and so I I again I I don't think it's a problem that we reflect technical difficulties that's a reality in the world that we're in um but I do think and this would be the question I think that still is on the floor maybe for Mr Lise I I would think my speculation as a trustee not an attorney obviously that we

240would still put absent and then note due to technical difficulties IES because I think absent is more of like the official terminology that would satisfy any audit or anything but it's still respects the fact that there was technical difficulties and I the other only thing I was going to say is that it's important trusty CH that trusty Chavis finds the item because I'm not comfortable voting on a motion that's just generally saying there was technical issues I would want to make sure that I'm voting on um a specific modification to the minutes as they've been presented tonight so I I also am willing to wait until we have that specifically or just take the vote and and you know see if the passes with the members present thank you actually it actually the vote was

241for um csba delegate and it was Kino's uh thing does he remember the number and it was on April 15th correct correct um board vice president do you remember that number otherwise I but you know the way trusty Beano put it that's perfect the way he said it I'm I'm willing to do that I'm just saying I wasn't absent it it just say she had she okay I didn't do a vat that's fine but if you have technical issues then state it the way trusty Beano just stated it I'm happy with that if you guys want to vote with that I'm fine with that and we believe you TR I'm not trying to change any no we believe I'm not trying to change anything I'm just saying that yeah and we believe you we just

242want to as trano just you know put it correctly and so beautifully we want to make sure we reflected on the item because I don't feel comfortable just doing a general one so I found it thank you it's item 53 runoff ballot for csba delegate assembly is that correct that's it that's it so deadline is 30th let me see that is Page seven of 15 and I will look for the vote pce let's see motion and then zero vote a vice president kto and then member Linda Chavez vote 41 motion carries there is no absent here nothing here states that you were absent yeah it does does it I right it says absent member Linda Chavez my my suggestion as as trusty Chavez mentioned I my suggestion would just be parentheses right after that um

243due to technical issues it still keeps absent because that's like the legal terminal par technical issues perfect great um the person who uh motion and second you guys are all okay with that language yes I think Mr fam that was you yes yes I'm okay okay great all right uh we've already covered public comments we'll go ahead then and move on to the vote on this item uh you guys shifted so I'll call you as I see you on my screen trusty Chavez hi trusty Bano hi trusty fam hi vice president GTO hi myself I thank you um and Dr bar and marel you all got that edit right we're good to go all right so president I I need to confess a mistake that I made at the very beginning of the meeting and

244we need to have public comment on all the items so there were some items at the very beginning of the meeting all the the special presentations this where you did not call for you know you asked me and I said in correctly that they were just presentations so at the very beginning of the meeting [Music] item I think throughout too some other ones that were information only the ones that were information only I think the uh 203 okay and all the ones after thato we did call for public comment because they were after the public um I think the resignations was the other one that was information only so back to that one for public comments yeah there was a few that's why I had asked the question but I'm glad we're I'm I'm thinking

245we can still provide opportunity for that public comment at this point Rio can we just go down the list and provide public comment at that time or yes as to those items you should do that okay so we're g to go um start off with 2011 um we'll go ahead and open it up for public comment Mr Moran do we have any members of the public wishing to address a board on the item hi board president uh at this time we have zero okay I'll go ahead and uh allow a couple seconds any now still none okay thank you now we'll go to item 202 do we have any members of the public to address a board on the item none at this time okay I'll wait a couple seconds any now still none okay

248that none of those students or none of those parents had to um choose between one program one student over the other so everybody could have that same opportunity um to attend any Su summer program that they want to so I just want to say that thank you for that for that hard work thank you for bringing this to the parents thank you for reaching out to the parents um ahead of time but with the students that are are below their um their level so that's it and don't worry I understand accidents happens so have a really good [Music] evening thank you next speaker is Brenda sendas Brenda or sorry miss sendas you have two minutes please unmute yourself when you begin speaking the timer will begin good evening um thank you so much for this
