dr bauer do we have any have we had any messages from oh there's trust hiking there i think he's getting on now wait till he gets in get my trusty hairbrush gavel that's been my gavel for the past 10 months or whatever it's been let's see did he get in yet trusty quintet are you in here [Music] i'm here oh there you are all right um mr gill do we have everything ready to go yes yes okay and mr tripoli or miss bautista all ready to go okay and that's it so we can go ahead oh let me bring up my agenda goodness yes did someone call me trusted was that you yeah can you hear carlos can you hear mr potty no he's talking about switch to english thank you i forgot about that

now that's done i can hear you now yes yes i was i was gonna call on you for that in a moment okay thank you i just gotta get my agenda up here on this other monitor um okay all right we're ready to go so i will call this meeting to order at 5 32 for our regular board meeting november 12th 2020 um before we get going first and foremost can maribel can you please take roll today is a regular board meeting of november 12 2020 at 5 30 pm members of the board in attendance president vice president president [Music] members of administration superintendent dr bauer president thank you we do have a quorum and this meeting is being recorded so mr tripodi can you give us the announcement regarding the translation for the evening

please okay thank you so at this time we'll go ahead and do our pledge of allegiance as always in this time of digital meetings if you're able to stand and recite the pledge of allegiance please join us if not you can remain seated so we can go ahead and do that pledge allegiance to the flag of the united states of america which it stands one nation under god indivisible with liberty and justice for all thank you everyone okay um as we've become accustomed to at this point i'll just briefly announce that we are doing our meetings as we have for the past number of months and if you would like to provide public comment the instructions are on our website so if you go to arusd.org and in the top left hand corner there's a

button that says or an item that says current board agenda if you click on that you will see the instructions on how you can participate in the meeting during public comment so um that is there and i think that is it for now i think we've all kind of gotten used to these meetings in this way so hopefully there won't be any other challenges but i'm sure we may have a hiccup or two as as always so um at this point we can go ahead and move to item 2.01 um presentation demographic and enrollment projection by schoolworks this is an information only item dr bauer do we have um someone that we need to share the screen mr gill is that i believe so but i think colbera has made arrangements i believe we are

we ready thinking mr reynolds other girls yeah thank you dr bauer and mr ford president um yes uh we have two gentlemen i want to invite mr brett merrick and also mr ken reynolds from schoolworks who did the study on our demographic enrollment projections so at this time mr gill can you provide both of them with access to sharing their screen and they'll be able to start the presentation thank you yes good evening everybody thanks for the opportunity to meet with you this evening and we're here to present our demographics and enrollment projections our just a little bit of background i am president of schoolworks and this report is brought to you using the technology we we have using a geographic information system and so in order to put this whole puzzle together we use

information from the district that's very an important key piece of information and thanks to all the staff that helped us collect the data we needed another component is we look at birth data we get that from department of health and then the other component is looking at housing development impacts and we work with typically the cities and companies in collecting that information and also we get in contact with the developers themselves so all of those pieces go into exploration and and generates the resources we're presenting tonight so our next slide talks about our methodology again there's three main components but we analyze the birth data and in comparison to how many students show up in your kindergarten class five years later and then we look at the cohort analysis and that tracks students as they

move from grade to grade each school year so how many third graders end up in fourth grade the following year and so forth and that really helps us understand what trends are happening what growth is occurring what mobility is occurring and then of course the final piece is looking at the developments and their yield rates and how many students are generated from those we break this information down by each of the school attendance areas so we do all of our now analysis by boundary and then to understand who enrolls at a site as compared to what's happening within the demographics of their boundary we analyze how many transfers come in and out of each school along with how many transfers do we get in from outside the districts so all those adjustments then help us

generate our actual enrollment projections for each individual school site so it's a rather comprehensive analysis but uh this first map here just gives you an illustration we show the boundary that the district serves in correlation to where all the students live this current school year so that's the level of detail that we have available to do our analysis our next slide illustrates birth information information the blue bars here illustrate the kindergarten enrollment over the last 10 years or so and so we can see the incoming kindergartens each school year has been declining and yellow of the yellow bars it illustrates our projected enrollment in kindergarten for the next four years because that's the data that's available that blue line across the top illustrates how many births there were five years prior to those students entering

kindergarten and so we can see that overall the number of births occurring now is quite a bit less than previously so our projections are showing for those one-year-olds two-year-olds three-year-olds out there right that there was an average number of about 1500 children born each year whereas 10 years ago the district was averaging about 2 000 children born within the zip code areas and so that that decline is what has trended towards a lower incoming kindergarten enrollment that's just one of the components of our analysis next this one helps illustrate what the impact of mobility and the cohort trends are so what we're illustrating here in on the light green colored bars is the current enrollment this school year broken down by grade level across the district and then across the top the blue line on

this page illustrates how many children were in kindergarten when that class started school so for example if we take our current eighth graders we have just under a thousand students in eighth grade but when that eighth grade class was back in kindergarten there were over 1200 students in the district enrolled so the separation we see over time between that blue line and the green bars is saying that due to mobility that our classes are shrinking over time in terms of our total population and of course the other level of detail this illustrates is if there's any classes that are larger than the others so we we can see that currently we have a larger class or one of our largest classes is our fourth grade class and so we expect that next year we would

have a or a large class in fifth grade so those are the the trends that we're able to model uh with this cohort system mr reynolds excuse me is it better for you if we ask if we have questions to ask them during the presentation or hold off till the end um while we're presenting that's absolutely fine okay then i have a quote can you go back to this previous slide i'm i think i might have um this one okay i'm sorry i didn't have a question on that one just the one that we're currently on so i think what you just explained might have helped me maybe answer the question but i noticed that um from about the second through fourth grade is fairly consistently it was it worked out to be about ten

percent um difference between the enrollment in the original kindergarten class and then fifth sixth seventh and eighth were all roughly twenty percent so is there anything any conclusion that can be drawn from that in terms of like you know whether or not there's some big change at the fifth grade level that doubles the the rate that we're losing or is that really not able to be done because these are actual like individual cohorts as they pass through time right so this is illustrating right the information that we have today the unfortunately right we we didn't interview all those children as they left the district to find out you know what was it but there's two there's two logical conclusions to what we're seeing here one is that between fourth and fifth grade that there does

seem to be a net mobility uh out uh and the other is that the the mobility factors could have changed between uh what the the situation was five years ago uh versus the economic and mobility conditions uh in the last five years so either one could have been and they probably both contribute to what has changed uh but yeah the the last five years of information are definitely more uh are telling us a different story than the uh here's this is kind of great so this is kind of like a point in time right this is so it would be difficult to say give with this graph or this information for instance that there's something systemically or trending that's happening in fourth grade or fifth grade because what this is telling us is this particular

cohort of fourth fifth sixth seventh eighth graders this is what the picture looks like right but right we couldn't really draw a conclusion in terms of a trend or anything that might be happening between fourth and fifth grade given this information okay right but our next page actually shows the numbers uh to illustrate those trends uh yes was that trusty marquez correct okay go ahead before we leave this um this this uh sheet this page um this information that we're looking at you know with the light colored uh greens um is this current information like says current grades but is this current information for 2020 or this is 2019 this is for 2020 this current school year this girl so this information that you draw these um these charts are from the information of this

this school year yes even with the covet correct changes going on with the covet so yes and and we did take a close look at those changes also thank you and these numbers were taken from a single point in time and i believe it was october 7th which is the preliminary sea beds census day i'm sorry i'm sorry what's that who's saying that this this is a bret merrick and the vice president with schoolworks there you are i know continue i'm sorry i'm sorry um thank you trustee marquez mr reynolds one more general question i remember what it was so in terms of projecting out towards the future what we have is um it seems like in my reading of the report the past historical trends that we use to project towards the future we

have birth rates we have the development is there anything else that we can that is available or that's factored in to try to project out um in terms of like regional uh mobility or or or just kind of jobs or any any other factors or we are we is it just basically um limited to birth rate and the things you mentioned already yeah the it is limited to those things we however the cohort analysis that we do and the model that that illustrates does account for all those mobility uh issues and what's happening in the overall region okay just built into its inherent nature that's that's what it is accounting for okay thank you well the next slide does show the details of as we analyze the last four years of data into what the

individual cohorts are this shows what the weighted average is uh due to the pandemic and some of the extreme conditions its school districts are facing and of course the parents had in uh trying to make choices with what to do with their students education options we did see some unique trends occur this year and for many of our clients across the state and so for this year we instead of using a weighted average we have chosen to use a non-weighted average to reduce the impact of this current year's trend so but by looking at this chart if we look at that cohort from fourth grade to fifth grade we can see we have a pretty consistent number it was negative 78 three years ago then it was minus 84 and this year it was minus

01874. so it is a consistent average in that 80 range and so when you compare that to the other grade levels right that that is a larger value than the other grade level cohorts and so again even though the other one shows a point in time once we get to this level of data it helps us better understand the story that usually by fifth grade there's more of a negative trend again that could be due to the fact that those in fifth grade are happen to be the average age of when families may be moving out of the area it could be an average age of when families are choosing to enroll in a different educational option such as a charter school or private school so yeah that's gives us a better clearer picture of

those trends and of course these trends are what help build our model for projecting the future you mentioned there you know exit interview or anything so we don't we would just have to guess as to what some of those factors might be well right we're we're modeling those historic trends and assuming those continue into the future and so uh there we have done special studies where we know that a certain uh change is projected to occur uh right such as right if there's a new charter opening and maybe we're expecting to draw more kids away or uh you know all sorts of special circumstances development of new programs uh unique things can occur which we can try to model the impact of those special circumstances into the future but this is usually using that history

is a very good guideline especially for the short term projections which unfortunately are the most important ones when we're dealing with budget considerations thank you so our this slide really shows a visual picture of the overall results of our analysis so it's a nice nice one-page summary here we're showing 10 years of history and six years into the future the color orange represents our elementary age students and then the again the light green are the middle school students so we can see that at both grade levels we've seen a decline over the last 10 years and we see a decline continuing into the future now we have done a special analysis of the impacts due to the pandemic and actually on the previous slide it shows the most significant impact was in the tk program

and again we've seen this across the state which is of course we only work in california so i can't really speak to other areas outside of the state but it is pretty logical uh assumption that right when it's time to enroll your four-year-old and they have no experience with a formal public education that and having them have to do distance learning would be a significant challenge so that's why we saw a reduced enrollment in our tk classes we are accommodating that into the future by because we've analyzed what your average capture rate is from the number of bursts from four years prior because these are four-year-olds and so we've assumed we've returned to a more average capture rate once we're out of distance learning model and back to in-person education so we're assuming that happens

for this next school year which hopefully isn't too much of a stretch but it's definitely plausible at this point in time and again for the kindergarten for your district it did not show a significant change compared to the prior year but for any kindergarten classes where we saw a significant drop at any one school we're assuming those kids will return to the normal capture rate the following year and that some of those children that missed out on kindergarten perhaps tried a homeschooling arrangement are likely to show up in first grade next year so that's some of the special analysis we've been doing for to create what we believe would be the most accurate projections we can generate for our clients given some of the challenges in the data that we're seeing this year so next

after this we like to illustrate school capacities on our in our reports that's one of the most important issue as we project our enrollment right it what's our school capacity in situations where we're we don't have capacity for our projected enrollment it creates a challenge that needs to be handled and so of course when we're dealing with a decline it's not typically an issue but again it's good information to be aware of so we base it on classroom counts and loading standards to generate a basic uh school capacity that's illustrated on our charts and so you'll see those a few pages later in our presentation our next slide again we just showed this for one of the schools and our report again has a lot more detailed information for each individual school we do a

map that shows uh where the students live that are in that boundary and we color code those dots red for the students that actually attend that school and we color code them blue if they're attending a different school within the district and then we have yellow dots that are represent students that do not live in that school's boundary but have chosen to attend that school so those transfers in and out are reported in the yellow and blue colors on the map and then we have a bar chart that identifies those number of students by which school they're coming or going to on underneath our maps in our report so blue i'm sorry blue then means that they live within the boundaries of that particular school but they're attending some other school outside of or not

this not their home school basically not their home school but one of the other schools in your district okay thank you and of course that sometimes our audiences are a little bit surprised by the numbers that show up but there's again all sorts of reasons that a family might be attending a different school than the area they live in they may have moved since they started school and they wanted to finish at that school do the blues also include charters um no it's just this schools with that are we reported for your school district okay so it does not include any uh outside charters okay thank you so we also have this attendance matrix i don't expect anyone to be able to read these numbers in this presentation i just simply wanted to illustrate this

level of detail is illustrated because there are again lots of transfers that occur between schools and we are assuming that those attendance patterns continue into the future and so if if the district is implementing any policies to try to provide more choices for parents or to change those attendance patterns based on moving programs or implementing new programs then that would have an impact on where students show up as compared to what our projections are showing so we're really giving you a baseline to start from and if you want to if you think there's going to be some adjustments then those adjustments can be made on top of the numbers we've already projected and then another illustration i'd like to show comes in handy for some audiences is this one is illustrates our middle school enrollments

in the red bars and who lives in the boundary on the blue bars so we can get a feel for right is one of our schools larger than the other of course you do have the is it the renaissance program at two of your campuses and so we showed those as a separate line item here but obviously those students are attending on those sites and so if we're looking at the overall total population at a middle school campus those two numbers would need to be combined but again it just provides information in different formats depending on what needs you may have of this report as you go throughout the school year but the main i think one of our most uh useful tools in our report and we're going to illustrate this for three of

the schools in our presentation tonight is our capacity and projected enrollment chart again we have a capacity line on here across the top the blue line on this chart again represents the students that live in the boundary over the last four years and what our projection is showing the next six years the red line shows who is actually attending that campus and what the projected attendance is over the next six years as of the first week of october all of our information uh is that point in time for the first week of october and so at adelante two academy we did see again a drop in enrollment compared to the number of students living in the boundary this year again that's likely partially due to some of the pandemic challenges but this site is adding

the seventh and eighth grade over the next two years so we've accounted for that and that actually brings them back to an enrollment that's pretty equivalent to the number of students that live in their boundary the next school i wanted to illustrate was mccollum for this school again it's had a relatively stable enrollment and again it took a little bit of a drop this year again mostly that's due to the tk and k numbers and the impacts of the pandemic but we do see that this area is starting to have a declining number of students living in its boundary so that's likely to be offset by an increase in the number of transfers in and you can see by the variation between the blue and the red line that this school does get a fair

number of transfers into this campus and so we we have accommodated this campus by continuing its enrollment by increasing transfers over time so this is the only school we really made a adjustment for and of course as this school increases its transfers we did decrease those from the campuses that it is having the students coming from and then finally uh the other part i wanted to illustrate was san antonio and it really shows some of the more complex possibilities within our modeling system so although for this campus we saw a declining number of students living in this boundary and attending the school over the last four years our projections are actually relatively stable for this campus there's always going to be a few ups and downs as we bring in a small kindergarten class or

graduate a large class but the impact of the development in this area has created a relatively balanced uh projection so just because the district is declining does not mean that every school is declining every school has its own unique characteristics based on its local demographics and finally this is just a little bit about school works we do work just in california we've helped about 300 districts across the state with again multiple services i think demographics is one of our key services but we also do facility other facility type services like developer fees studies and helping districts get funding from the state building program again that's a grant process that provides funding for facility upgrades for buildings that are 25 years old so that is something that we may want to look in for some of

your schools that may be getting older and with that a little bit of opening up to any additional questions okay thank you very much mr reynolds mr merrick also before we take questions and comments from the board i'd like to see if we have any public comment on the presentation and i know i actually skipped an agenda item for item 1.01 modifications to the agenda so after this item we'll go ahead and do that but mr gill at this time do we have any public comment on this item [Music] if you can bring up the clock please uh and then we can take any public comments that we have on this are you able to bring okay there we go okay mr gill who's the first speaker okay miss when you begin speaking your two

minutes will begin superintendent thank you for this wonderful presentation a lot of information for us parents as well i do have a question i noticed that i didn't see hubbard hubbard is a middle school as well i saw every school butt hubbard i don't know if i missed it or why wasn't it here um how is that middle school going as well because they do serve middle school and then i also had a question with the blue dots in certain schools you mentioned that these were students that possibly came from another boundary right in their transfers if that's what i understand and then is there a way we can get data on the tk program how many students how is that working how many students remain in our schools since it started or how many

have head out after tk that's all i have to say thank you okay thank you mr gill uh next speaker no one else no one okay um so i don't i guess before we go to questions and comments from the board mr reynolds or mr america i don't know um if you wanted to address anything there if not that's fine if you don't have that information right right now yeah i believe hubbard is in our report they just must have missed that line item again the full demographics report i don't know if it was attached to your agenda item but it has a lot more detail than what we illustrated just in our presentation here and then in terms of the tk we have not looked at the retention rate of a particular you know

grade level or child that is something we are able to analyze to see basically we could look at the tk students you had four years ago and see how many of those specific children are still in your system today and that's what we call looking at a retention rate so we have the ability to do that type of analysis and if that's something you're interested in i could run that for you okay thank you so at this time do we have any questions or comments from board members trustee and can we unmute sure please mr gill thank you [Music] thank you um i think just in general uh for the staff as well based on this presentation i believe i heard mr randall say you know that we didn't have any exit information for the

students that were exiting out or the reason they were leaving so i'm wondering if for future uh studies that we have if we're able to capture maybe not a hundred percent of the students that leave but if that's uh something that we as a district strive to you know getting whether it's calling them um if we're missing them in a year for me as a trustee that would be helpful to understand one where they're going and two maybe even why right why do they leave the district um so i would you know i would like to see if we can implement something like that um based you know on each school and i don't know who would do it but you know just at least uh to capture that information so that if we know

why they're leaving then you know we can hopefully prevent more from leaving in the in the future yeah and i think it is some districts do a better job of tracking that information than others but obviously as the students reports leave your district and go to their new district or their new school if you're able to track that information that does provide you some very valuable feedback as to you know are they just moving um or is there another program like a charter school or a private school that they were more interested in so yeah the more information you collect on that it does help us in our analysis and also helps you better target your educational programs maybe to help retain those students i think most of us can guess that they're going to

charter schools but it's not until we actually know that information right so one thing is knowing where they're going and another thing is knowing why why they chose to leave and why they chose to go to those schools so just something to think about with staff in the future and the other trustees thank you mr reynolds you any other questions or comments from the board i do not on my screen let's see okay go ahead yeah i can't see i'm not for whatever reason trustee quintero or trustee marquez i can't see oh there you are okay i couldn't see you can hear me though yeah so if you have something either one of you too just speak up because sometimes your name's not on my screen okay so um the exit interviews were something that

i had talked about and i requested a while ago not in a formal way but it was brought up as a way of uh in the previous board meeting and so if we need to move in a formal manner and a policy of some sort then um please let us know because i think that it that's vital information for us to know how to uh you know engage in continuous improvement i think it's important for us to um as was mentioned by mr reynolds i believe that the documents or the records will let us know where where somebody's gone but it's vital to find out why exactly somebody's leaving so if if that exit interview has already been implemented please let us know uh and you know if you can explain what what exactly it

entails is it a questionnaire of some sort even if it's somewhat brief you know any information is important um but you know you get to a certain point you can't have a half hour interview people are like i got things to do and i'm already going to leave here so i'm sure it's going to be figured out or it's been figured out already dr bauer i saw your hand up did you have a response yes we have implemented the exit interviews for students so we have we started compiling that information and i will follow up with staff to be able to bring to the board what we have compiled since we started the process um the other very um uh very rough um analysis that we made in terms of tk students and i also

we will also follow up with mr reynolds in terms of the the students that are that stay with us and you know for all the way to elementary we have a pretty good retention rate that has allowed us to keep um you know a very robust kinder and first second grade classrooms um in last year i mentioned to the board that it was about 82 percent of the kids and as i said this is this was very rough it didn't go all the way to fourth grade but it certainly went to first and second so but i am also curious you know and and we'll follow up with mr reynolds about getting the the analysis he he recommended okay thank you any other questions or comments from board members okay i i had a couple

more um so one of them is i forgot the first one but but i'll ask this one um first so obviously you know this the purp the whole reason for for doing this study is is you know to be able to make some decisions based on on the results um of what we find and so before i get to that i just remember the question so mr reynolds or mr merrick in your estimation based on the study that you completed would you be able to make a guess or a statement about whether or not the projected trend of enrollment tracks with the projected trends of birth and mobility and all that or is there some significant discrepancy or or difference in tracking those two trend lines i think everything is as good as it can

be right now that we have pretty good traction uh the normally our the accuracy of our enrollment projections is less than one percent error rate so our our system we've developed is very accurate however right we are not projecting what the potential outcome of this pandemic could be on the economy right if all of a sudden things turn really bad right that there's going to be a new trend that emerges so and again the exact opposite could happen too right we could see it a trend in a positive direction um if uh even more development occurs and the economy is doing great so we're again we're taking that past information modeling into the future it's doing our best to adjust for some of the unique circumstances that exist the so again i have high confidence

in the numbers but again there are things that the district can do that can change the patterns i know that education unfortunately is quite a competitive uh business these days as compared to when i was a kid and i think that's kind of what i was trying to get to is that um you know are the trent projected enrollment trends you know what my question is is do they just basically track along the same lines as the number the population in the district or yeah as you mentioned yeah in fact the statewide trend is showing declining enrollments we just the the key factor there is just fewer children being born across the state and actually even across the country so smaller families and fewer families with children okay so and i think you kind of

already answered now my the second question that i had which was along the lines of the degree of certainty or margin of error of the results you know so we can have a good grasp and understanding of or what level of confidence we should have making big decisions based on these projections recognizing that a number of things can happen as there's variables out there that we can't control but i think you mentioned that um there's a seems to be a high level of accuracy um traditionally with with the results that you've produced using the same methodology correct okay trustee marquez if we can unmute uh trusty marquez mr gail thank you mr reynolds as soon as you're unmuted trustee marquez you can ask your question thank you mr reynolds um earlier you said that with

any changes that would be occurring that we could adjust the numbers that you have given us now given the covet and the families that have lost their jobs and the unforeseen families that will be leaving because of the high cost of living and no you know no employment um and this probably happened after probably when we're going down on our numbers for um you know for our covid those numbers then can be changed to show the effect well again i think that's one of the big reasons that we're projecting the decline is because of affordability and again the smaller families and all that so and mobility out of the area so that that is just part of the dynamic um and so changes that may occur by uh marketing new programs and things like that

um obviously will help but it's not going to completely erase that overall trendline of smaller families and the affordability issue but my question was we will be able to adjust those numbers that you have given us now to project the reality of what is is coming um we provide updates to the report if we see a change so yeah if all of a sudden you say the conditions are changing you know in our area then that would be a great time to reanalyze the numbers and see what new trends are developing and again some of our clients like to do the reports every year so they could see those trends before they happen whereas some you know wait three four five years between doing reports because those trends are saying staying steady so we would

provide you the information that there are changes happening correct well usually the newest information comes about in the way of looking at the each year's enrollment information because that that's what really drives the trend analysis okay so then during our enrollment um because we follow our enrollment very closely in the beginning of the school years to see what our numbers look like so that would be most likely when we would be giving you a call we would be letting you know that but we would initiate that we will initiate that not you guys correct um either way a lot of times we'll follow up with you to see how things are going and if there's any surprises in the numbers or if you're interested in updating and we do provide services throughout the school year

as needed if questions come up on the report or said we want to look at the retention rate we want to see how many students live in a certain area you know we have all this information in a computer model and so any additional piece of information that are needed to help you make decisions throughout the year we're always available to help answer those questions for you okay thank you okay thank you any other questions or comments from the board all right i don't see any um so at this time thank you very much mr merrick and mr reynolds for your information it's very helpful and obviously we'll need it um here in the coming months and year to make some some significant decisions so thank you very much you're welcome thank you very much

so we will move back to item 1.01 modifications um to the agenda does any i haven't received any requests does anyone have any requests to modify the agenda okay i don't hear any so we will we can now go to item did i hear something that was me dolores on the um because we have so much on the agenda going um can we deal only with those items that affect the educational issues and and allen rocks um i was looking through the agenda and the discussion of um the uh the airport you know it's interesting and a lot of us follow it which is 5.02 can we move that back so that we can continue with our presentations and our reports and um the business of the district matters is what i'm trying to get

to i'm all interested in finding out because i used to live there by the reed hill view airport but i really want to get through the business of and so i'm asking if we can move that back so where would you uh request to move it to oh i don't know um maybe let's see there's not a lot of other maybe after the the consent items and starting um no president uh that's the item that i have introduced how about after um like 8.01 of the resignations um and let's hear all the other stuff all the educational stuff i'm very interested in getting into the fig mat and i'd like to move that report up the 602. i think and that item is not dr bauer did you because there's a couple items that trustee

marcus that that i think you may be referring to in terms of the business of the district and i think that we may not actually be covering those this month after all dr bauer do you have some update on that sure i informed the board via email that 601 and 602 are not gonna be dealt with tonight 602 the uh item that trustee marquez is referring to we were waiting for uh santa clara county office of ed to send a letter to the board and we were going to respond to it but we did not receive the letter until today so we did not have chance to respond we will be sending that letter to the board tomorrow morning and we will bring the response in the december meeting so 601 602 has been moved

to december meetings most likely and trustee um others who requested 601 during our 101 she really wants the the access to the the work orders the list she does not need a presentation uh in order to save uh meeting time so are we doing the work orders report she requested not to do it and that's i informed the board president earlier on about that trusting marquez oh the 601 okay yeah so getting back to the uh the read hillary can we move that to after 808.01 um i mean prior to that it's just readings um [Music] for president and so yes trustee quintero i introduced this item and i wouldn't i would actually not be moved i think it it is very much involving the life the health and safety of our children here in

alamark and it's unfortunate that some folks don't see it that way um it's within the jurisdiction and almost school district you know within our boundaries or the vast majority of it is and it involves the spread of lead over our children right there on meyer that are adjacent to the airport so the characterization of if it's something extraneous or not not affecting the lives of our kids here in harlem rock is something i don't agree with and i would ask that we keep it there it won't take too long it's a very short resolution and if you read it already then we can go ahead and make a decision fairly quickly and i think um given that it fairly should be short and also that those other two items are not on going to be

um discussed tonight i think um or i think we're okay leaving it as it is if if trustee quintero would like to have it remain there um i understand the the request to try to get business done but it is actually without those two items a fairly light agenda i think so um i think it would be okay to leave it in its position where it is currently unless there's any consensus objection to that i think we can leave it there well you really expect uh i this request came to me from a community member and i said i will ask if we could um he didn't have um any need to sit and listen to he wanted to know more about the district i said i understand i will ask at your behalf and

i said i think you picked the wrong member to ask i said they will not i don't think they will do it um this is quintero's agenda and and quintero gets what he wants so thank you anyway thank you for your understanding and we'll go ahead and leave it as it is that's um go on record thank you okay thank you um so with that being said then we'll go ahead and move to item 3.01 request to address the board on any items that are not agendized for tonight uh mr gill do we have any um anybody who is speaking to this item are you there mr gill i don't see yes oh okay yes three of three i didn't catch that but who who i'm assuming we do have someone so who is the

can also hold these meetings to the public in case somebody is not able to join um they are to join as a chair um into the commission that they'll be able to join as a participant and put their thoughts out there i really want to advocate for the family engagement on this part and also for the translations much needed for our families thank you thank you next speaker mr gill no more no more okay thank you everyone for your comments uh with that we'll move forward to item 4.01 teamsters do we have anybody here with communication from teamsters that does not look like it or sound like it so we'll move forward to 4.02 csea is a representative from csea here yes we now shall okay if we can unmute and provide the floor hello

accessed there and i'm sure dr bauer can email a copy too at some point thank you thank you okay item 4.03 alum rock administrators association do we have miss martinez or someone here hello good evening it is maria martinez and i am here to speak on behalf of araa so good evening alan rock school board trustees and superintendent bower the alum rock administrators association is happy to share that all sites now have care pods and have started or will be starting with services very soon these pods are a great place for our highest need students to come to school to access their online learning in a safe environment this work has been done in collaboration with our aces providers state and federal department and mot i also want to mention that t-cell the transformational emotional

learning is happening in administrator and management spaces the intended outcome of this work is for district leaders across all school sites and departments to explore and engage with castle competencies as a way to establish shared language and processes and to further build upon alum rock core values such as perseverance service trust equity and love our t-cell team delivers ideas on how to do this work and then these strategies are able to be easily replicated with our own staffing departments and in addition to promoting social emotional learning competencies in adults school leaders are working to keep up morale at sites by engaging students in social emotional learning as well our current district are so currently our district is having a book drive and the drive's goal is to get a book into every student's hands by

christmas and some school sites are getting very creative with distributing free books to students through family engagement activities to go along with the books for example lucha gave students a copy of the book fry bread and their principal miss burt led a fry bread cooking class last wednesday night via zoom so lots of kids got to participate in making that fry bread with their family and also avalanche is doing its annual lando bajola estrellas activity virtually where all students are going to be getting a culturally relevant book a care package of hot chocolate and snacks so that they can read with their family and post pictures of themselves engaging in the activity in social media many of our sites have expressed gratitude uh for having services uh for interpretation uh we want to give a

big shout out to the current vietnamese interpreters that we have and we hope to continue to have these services available for the school sites to be able to use and lastly in this month of november we want to express our gratitude and appreciation to all departments for working to make sure our students have what they need to be successful in distance learning thank you very much thank you ms martinez some of those things sound fun and creative for sure um item 4.04 area allen rock educators association do we have jocelyn or someone here i thought i saw jocelyn yes i am here thank you thank you um good evening everyone first i would like to begin by offering my sincere congratulations to trustee carina herrera-loera on her blowout victory in the recent election you literally

hit it out of the park as of five o'clock today you had earned 17 935 votes with 95 of the votes counted i think the voting members of this community have sent a very clear message by declaring their confidence and trust in the job you have done and will continue to do you are a shining example of governing with integrity and decision-making by putting the education and well-being of the students as the top priority both personally and on behalf of the allen rock educators association we are so proud to have endorsed you we too base our decisions on what we think is best for the students we take it very seriously we do not endorse out of obligation or for a political presence and we do not endorse to set the stage for any type

of quid pro quo we have learned through the years that endorsing a candidate is an action we take when we truly believe that a person will benefit our educational organization and not simply because that person is the best of what we have to choose from we have have observed your willingness to work cooperatively professionally and with the utmost respect with the other trustees even over the most challenging issues and most difficult times we have also witnessed times when you may have questioned the actions of administration but you never tried to set them up for failure you provided support understanding that success to the administration means success for our students obviously the community sees in you what we see in you you have proved that you are the right person to serve on the allen rock

union school board well i know that there are differing views on the election results at the national level i do hope that everyone can agree that we now have an opportunity to have someone fill the spot of secretary of education who may actually know something about education and will hopefully provide us with the necessary resources that we need to serve our students another reason to be hopeful you've probably heard the word by now that franklin mckinley school district voted unanimously on tuesday night to continue distance learning for the remainder of this school year a very brave step they based this decision on the number of positive coveted cases in their zip code but guess what alum rocks zip codes are right there with franklin mckinley if not higher when i looked at the data this

morning alum rock has six times the amount of cases above the state average please don't misunderstand my message as the representative as the representative of area i am not suggesting that we follow franklin mckinley's lead because i don't yet have any feedback from our own members to substantiate that assertion we are in the middle of preparing a survey to get their input based on the information we have available and we should have that data soon i will say however that based on what we do know as far as the high rate of covid cases in the alumrock area and knowing that those numbers are expected to surge due to the upcoming holidays and families getting together i do think it is safe to assume that our numbers will be higher in january add to that

the encouraging news of the vaccines that are proving to have success but probably won't be out for any widespread distribution until april or so i do think we have a responsibility to be open to all options including that taken by franklin mckinley it's obvious there is no one right answer and we are all learning this on the job since we have never experienced a worldwide pandemic before but we do want to make sure to avoid even wrong excuse me to avoid making a wrong decision that could risk lives in our community when it's time to make a decision please make it based on science and facts as well as what the right thing to do is for our students staff and families i too want to thank trustee dolores marquez for her many years of

service to alum rock and i wish you the very best in your future and hope that you have a lot of quality time to spend with your grandchildren good luck to you thank you okay thank you um and next up dr bauer item 4.05 thank you board president i want to thank um all of our classified staff in our different sites because they are the the the support that together with the principles are allowing us to bring a little bit of a a good environment to so many kids who have very hard times having a place a safe place to learn they are accessing distance learning from our teachers who are doing a fantastic job in the middle of so many challenges but i do want to thank specifically our admins our office assistants our

health clerks our custodians and our principals that are there in the front line making this happen i want to thank you all for presenting this wonderful ray of light for the students who need it the most thank you so much for that they are truly essential workers i also want to make say a big shout out to tamara bermudez she is a special ed teacher at renaissance at fisher she just received the special ed teacher of the year from the san andreas regional center that's a major accomplishment because they are the experts in our county regarding special ed students tamara serves the autistic unit at renaissance at fisher and we are so very proud of you tamara i don't know she's here in the meeting but i would like to just highlight the amazing job

you do every day with some of our hardest to reach students thank you so much for serving in alum rock and thank you uh trustee marquez for being part of the for being part of the board that invited me to be your superintendent i have told you many times i will forever be grateful for the opportunity i wish you the best thank you everybody thank you dr bauer okay um this time are there any um communications from board members that would like to start off trustee quintero uh yes um i had the privilege to stop by uh linda vista um and uh see the great work that beautiful day uh did and carried out under the leadership of the according the site coordinator martin and really do appreciate the fact that they came out and

putting resources to to go ahead and support our schools uh it was uh great great to see all the volunteers out there working and so shout out appreciate the deanza appliance i believe is the the organization that uh donated a refrigerator for the teachers lounge as well as um you know other stuff that they provided so it was great to see that um also in line with some of the comments that we made i do appreciate uh my colleague dolores monica's work on the board i know that uh sometimes we haven't seen eye to eye we've had some very very um differences of opinion but i think that's uh that's healthy we in a free country and each one of us has a opportunity to to speak on behalf of the the residents in the

manner in which we we see best and so we've demonstrated that uh that that's been the case but i do appreciate the work that you've done i do appreciate the support that you provided me uh when i first came onto this board um you were there and you provided tutelage and so uh for that i do appreciate uh that very much and so thank you for your service um and i want to congratulate my colleague corinna for the success that she has seen and the confidence that the public is placing you okay thank you trustee quintero any other comments from board members i don't know if trustee chavez is there oh oh trustee go ahead and then i can't tell what's going on with trustee charles or trustee marquez but go ahead for now jurassia

del oro okay i'm here okay thank you board president good evening as many of you know i currently serve the county in my day job as a public information officer at the emergency operations center and as you guys have heard our numbers are skyrocketing uh so just reminding you know reiterating to continue to wear our face mask stays at least six feet apart from all those you don't live with uh maintain that social distance um choose it outdoors versus indoors you know if you are going out to dine um and i know we're all thinking about the upcoming holidays and you know trying to coordinate but please remember that this year they might have to look different you know um and it means saving lives you know we're still losing lives so just remember those

things uh you know we might have to um prevent from seeing some of our family members and close friends but it might future um and then also i would like to acknowledge all the students teachers alumni community parents out there um you know for doing all that you're doing with the social distance because um you know all of our our our you know heroes the teachers as long as as well as the parents sitting next to these students trying you know to help them out uh i don't know linda's okay okay good i'm like hopefully she's okay um but yeah just you know i i like to think all of us who are going above and beyond right like i think of last year and um where we're at now we're all doing more um

than we were doing last year at this time and also all of those that came together at linda vista to beautify the school i was able to be out there with quintero and look at those beautiful murals um like you know they mentioned just the blinds in the in the teacher's room the new uh refrigerator is those little things that make that huge difference so thank you for all those and we can't forget the mental health impact you know that this pandemic is having on all of us um so you know make sure to access those resources uh make sure to talk to your principals make sure to talk to your teachers we have resources here in our alumni community so make sure to access those early on if you see any red flags or

you know any symptoms or if you think your child or any other child in our district needs help and parents uh and then also i would like to close up my statement um right now by acknowledging the lotus's 12 years of service as a trustee here in our district i know there's been many ups and maybe many many a lot of work during her time in this leadership and i'm grateful to have grown as a trustee you know having been appointed uh barely over a little over a year ago and starting as a trustee and sitting with her in these meetings i've been able to to learn a lot so i wish you good luck and whatever um happens and you know you choose to do spend time with your grandchildren with your family um

and then all the best for you and your future thank you okay thank you um i saw a mute trustee chavez did you have comments or are you okay i can't okay did you have any comments you wanted to share for this month uh yeah i guess so um i just want to thank all of the people that did all the hard work and beautiful day i know i went um the two days and during those two days i would have liked to have seen more input from uh more volunteers but the good thing is is that they did a really great job the the what made me sad was that it took so long to get this project uh going and i hope that the in the future that the district will be more

willing and to help uh facilitate this easier uh because it was a long process for them and these are people who came to help in our district and it should have been an easier process um this could be done at all the schools not just in the business and there's still so much more to do thank you thank you trustee chavez i hope you're feeling a little better um thank you okay um i'll go ahead and or you want to go now trustee marquez yes i'll go now okay and then you can close up and go into the next item okay thank you i i don't you know realizing that this is my last meeting um after 42 years of being involved 30 at work and over a decade here as a policy maker up

in you know this level [Music] it is i don't know how to explain how i feel relieved is one um happy and sad at the same time um i want to thank everybody for their um their thoughts about me and thank their are you thanking me um jocelyn yes you hit it right on the mark i'm going to go and enjoy my grandchildren um these are probably the only ones i've been able to enjoy because the other ones um had moved away you know after a few years um they couldn't afford to stay in alum rock or in this in in this bay area so these are the ones that are living with me and they are they are my joy and pride it's a different love that grandmas have and you will get to

know that someday so my thoughts of what i'm going to say is that um i want to start with the linda vista um they had a wonderful day that i was so happy that i got to go um and i was so so surprised because of all the energy i kept seeing there from all the people um there were i got to meet a lot of them i got to meet the team i was introduced to the team i got to see my colleague linda chavis uh there she had a paint i i got to talk to the mayor um we exchanged um numbers and we're gonna be meeting so that was really good too and the team that came we started out with martin i got to meet martin woodrow and then i got

to meet ken bartel and and ken and then kyle let's see it was just morales that was there um dustin dustin was there i remember his last name was kind of weird um jeff uh sarah and the marks mark scott i got to see him and meet him and talk to him for quite a while but this is these are the team members that brought in a lot of volunteers to come and beautify linda vista and they were so happy to be there as i walked through and i listened to the conversations that were going on um i was just at an awe i hadn't seen this in a long time i was sorry that it took a long time i was told by mark that this had been in the makings for since way

before january of you know last year sometime and i'm sorry that it just took that long because um as my colleague soon to be ex-colleague um miss trusty chavez said we can do this to so many schools because they're ready to come and do it if we just open that door and extend that hand and say come on in this is the one you're going to be working with and in this case brenda cindy has this young lady that i have been getting to know and listen to she also greeted me there i was happy to meet her and i i thanked her uh because the team had nothing but great things to say about brenda and her tenaciousness that it was gonna get done we're gonna work on it you know it may take

a while but it got done so a big thank you and a big shout out to rindus and their husband you know but um those kinds of partnerships that do not cost us anything and they don't even ask us to bring volunteers just that we we just open our hands and our doors and extend that courtesy and then just pass it on to somebody that has the time or wants to do it and this is what i i want to remember with linda vista i am i have had numerous of emails and that i couldn't read that it kept telling me i had emails lots of texting from community members you know thanking me for my years of services and thanking me and saying you don't remember me but i remember you my child was

enrolled in preschool and that kind of stuff so it is heartwarming for me to hear back from the community when they they they are probably going through something personal because of this pandemic like we all are i'm very grateful that i have all my family here under my roof the other older children um they're already on their own and they're out of state so um to have them here with me is a blessing we don't have to go through this alone my husband and i i know that i have a lot of senior friends that are alone and lonely and i try to make those phone calls so that it would not you know they don't feel left out and they feel remembered by their friends but this this journey that i'm about to end

has been yeah lots of challenges and ups and downs and lots of good things have been happening and uh i hope for the best of holland rock you guys have one big job to do um this deficit um i don't know by the figment report giving it to us that it's gonna continue they anticipate it's gonna continue to 2022 i don't know how big that deficit is gonna grow but i know that it's gonna be a biggie one let's hope that the new people they were elected way up there which i'm very very happy about will make it a lot easier for education to move forward there's still a lot of work to be done in alan rock and i wish all of you nothing but luck because you're going to need that luck it's

um it's going to be a difficult journey and and this i don't know i forgot who i'll have to look in my notes said those numbers and the pandemic is going to continue um and they're going to soar because of the holidays and it's only going to make it worse so i am i appreciate all the words that were said and kindness and um and heartfelt so thank you again good night i mean goodbye that's it i'm still on though okay thank you very much trustee marquez um okay so i'll go ahead and make my comments for this month um first of all i want to congratulate all candidates that um have run for something or are running currently and things are still not completely over um so i want to just congratulate all candidates

for running and putting themselves out there and for the community for for turning out to vote i believe this turnout is i think last time was kind of a record turnout couple years ago and this time i believe um put that one to shame so so the community obviously is very involved and invested in in the decisions that need to be made and and i'm grateful for that um i know that running a campaign is hard it takes a lot of sacrifice um for every candidate for themselves individually for their families for you know their their jobs and everything it's a big commitment and so i have a lot of respect for for all candidates as we know politics can be harsh you know sometimes you know the the way campaigns go and and things

that you know the way things flow sometimes can be harsh but as we come to the close of the campaign season um we can now get back to the to the business of the district and refocus again um that being said i do want to say that i do believe that we as a board um i don't know maybe 10 months ago or so that you know we had a very difficult decision uh that we had to make regarding term limits um and i think it ends up that we ended up making a smart a very difficult challenging um decision that could have gone either way but it ended up being i think a smart decision that in the end saved us a hundred thousand dollars i think the sentiment of some members of the

community was very valid um if that many people had that sentiment and i think the past election and this current election have demonstrated that you know when you leave it up to the voters and and the democratic process that the you know they're always going to be the best voice for choosing who they want to represent them um so i just want to recognize that it was a very difficult decision at that time but i'm i'm very happy that it seems to um again putting it in the hands of the voters and the process has has paid off or or you know saved us money at least um that being said also unfortunately some of the propositions that that many of us had hoped would pass look like they won't pass or or they're close

but it's not looking good for some of those um and i know that there's some you know who we had hoped and you know been counting on on those those things to pass to help the district's continuing financial situation hoping that you know some money would flow this way and as was mentioned maybe changes at the top may impact that hopefully going forward but those propositions that we were hoping for um it looks like we you know that money is not going to be coming it seems like at this time so that with that being said i'm looking forward to continuing to advocate for for our solar program um for the district because i think that um you know it's i'm very interested in starting savings upwards of four hundred thousand dollars a year for

our students i think our district clearly needs those funds with knowing that that other financial assistance is not on the way anytime soon and our kids can't afford to wait so i look forward to continuing to advocate for that i do want to also recognize trustee marquez and appreciate her um you know obviously we haven't always seen eye to eye but sometimes we have and and there's been common ground that we have had on on numerous issues and voted together sometimes it's been a fairly short time that we've you know been colleagues but i always appreciate um even though i may not agree you know in many instances i appreciate the wisdom that she has brought to many situations um the historical knowledge and the perspective and and more than anything i think i i

respect her for for standing for her conviction again even though i may have been 100 percent on the other side of it but for someone that that stands up for their conviction will get my respect so i also wish um nothing but the best for trustee marquez and and hope that she can enjoy time with with her family and her her beautiful grandchildren and finally uh next month i believe if i'm not mistaken we'll be doing the uh organizational meeting and and changing the president vice president claire clerk positions here on the board and so i just want to acknowledge everything that this past year has brought if we think back to a year ago this time i don't think any of us would have ever guessed what was in store for us in the

coming 12 months i mentioned already we had term limits obviously coveted socially distance board meetings we started then online board meetings and all the challenges that we've had to navigate there distance learning the black lives matter movement ficmap that was brought up continued cleanup from past decisions and unfortunately tragedies to to some of the families in our district and so those are just some of the things that we've navigated as a community um but i also want to recognize that in spite of all those challenges during this past year we've we've had a lot of a lot of successes and and we've been one of the only districts or one of the most successful districts in my estimation in terms of like as a response to all these challenges providing food providing programming technical devices

for all every single one of our families technical support for those families and a really robust system around that technical support ethnic studies and and so much more um so i think that we you know as always when alan rock is is faced with challenges we always have have responded and taken on the challenge as a community we don't always see eye to eye we don't always agree but we continue to move forward no matter what you know maybe put in front of us and we have more that will be put in front of us in the next year um and so i just want to thank those who who have provided supportive messages to me during the past year when things have been a little contentious or you know a little you know there's

been stuff going back and forth but i just want to appreciate those who have provided that support to me and i really do wish the best for the next president vice president the next um people who take their turn here and and i look forward to supporting to supporting them in any challenges that we're going to see in the year ahead i also want to thank the staff and and everyone the entire allen rock team um i think bottom line it's been a pretty crazy year i think we would all agree and i think sitting here and looking back 12 months we've we've done a pretty darn good job of of of navigating through that and and hopefully coming out here on the other side so thank you everyone for your comments and for indulging

me in that and don't know yes you can indulge me i was looking at my list and um can i i missed a couple of people i just want to give thanks sure go ahead i'd like to thank csca sharon thank you for those kind words yes i was csea for a long time and i was an officer there and we all grew up together we were all so young when we started and uh and now we are here at um at our retirees now and going on our way so thank you for those kind words um i also wanted to thank um all of the translators they have always been so good to us um the translators that we have now are excellent and i just wanted to thank them because it is important

for us to know our community is listening to what we're saying and and how we feel about them so um i just wanted to mention those people because i really forgot um i was um i was nervous so thank you okay that's it that's it thank you okay thank you okay with that being done we can move forward to item 5.01 discuss the need for strategic plan so i think i had requested to put this on the agenda for dr dr bart to add this because i think um you know as we whatever happens i know there's still you know there's still votes out there so whatever happens um in terms of the vote and the election and everything when we do have our full board on board and onboarded um i think it's a

good time now that we have had our our demographic study and and we've done some some work to to really sit down and take a more serious look at our strategic plan and try to develop that it's it's critical i think at this point that we that we start developing that and moving that forward and so i'm with this item it's information only but i was hoping either for any feedback from other trustees but particularly i wanted to just try to maybe have direct staff to in the in the new year maybe january or february once everyone is on board and settled to um to to have a special a study session so we can dig in and maybe get a facilitator to guide us through the process to to develop our strategic plan so

with that um i let's see i guess first of all do we have any public comment on this item mr gill [Music] okay um so do are there any questions or comments from the board on item 5.01 trustee uh i just wanted to um having been a parent who was a part of strategic planning on the committee many years ago and it was you know put on hold um i think it's a great idea you know we definitely need to come back to it um and you know i'm not sure how it'll weave in but i'm sure it will you know in regards to uh all of us who will be coming in um with those of us who have been here as a board to you know really like sit down whether we call

it retreat or whatever we call it but that we come together um and we talk about you know the direction that we're moving forward in um so i kind of see those as two different ones but kind of combined and so um you know i don't want to make any assumptions dr bauer i know you were a part of that strategic planning many years ago um and i'm sure you already you know have a plan in place i just wanted to say those things thank you i don't know i'm sorry just can you clarify the two different things that you're referring to i don't know so one is a strategic planning as a district that we had started many years ago and i was a part of as a parent maybe we started five years

ago or i don't know something like that um and we we had done a lot we had you know gained a lot of traction and moved forward in a good way um you know there was other parents on there there was other students there was teachers administrators um and it you know it was going good and i think we just you know there's a lot going on as a district as we know right so we had to put that on pause to deal with the more pressing items that we've been dealing with so it feels good to kind of go back to that i would like to kind of revisit that and see and it probably it won't be the same people obviously as a parent you know i won't be sitting there you know

as a trustee but you know would definitely love to see other parents sitting on that uh committee and also as a board i think it's important and so i don't know in regards to like the planning and the coordination of it but you know whether we call it a retreat or whatever we call it special board meeting to come together right um and move forward together uh obviously all of us with all our beautiful thoughts and you know ways of all those things things that we each bring to the board uniquely but really coming together as as a as a board for the district so i don't know those are two different things you know or if it's the same thing um right to the extent possible incorporate what the work that has already been

done into the strategic plan as it you know that reflects the the current situation as well or where we are currently but making sure that we incorporate the work that has been done to the extent possible as it reflects the reality now is that kind of what you're saying yes that and i would like to see maybe a retreat for just the board to come together as a board you know get to know obviously publicly or whoever wants to be there but that we come together um you know after the onboarding individually but that as a board we come together so i don't know those are two different things or we combine it in one um but i think overall umbrella it would help you know in pushing our district forward um and we still

have some goals to cover and things like that so i look forward to doing all that okay thank you trustee chavez i saw your hand up i believe i'm i think if we can mute me yeah there we go yeah um on this strategic plan we also got ding from the state years ago about not having a strategic plan and when i was president and tried to introduce this nobody went for it and it was a four to one vote and hope i'm glad to hear that people now are on board with it and um we need to do this as soon as possible so i remember when we brought in dr arturo flores i think was his name when he we did that retreat that um he was willing to work with us to

do it and i would like to suggest since he started the work maybe we can uh finish up with him because when he did it in his district and he even said once he did the strategic plan that really moved the district forward and to me this has kind of been like the districts not the district the trustees have been dragging their feet over this and i hope that we go and move it forward as quickly as possible to get this district moving forward for the education of the kids thank you okay thank you any other um comments from the board questions i do have one more comment sorry um when we do it can we are we going to do this by means of social distancing and so can everybody just bring a lunch

we could save the the district money and not have it catered like we had it last time thank you thank you yeah i mean i would imagine we're still going to be under the same or similar guidelines as we are now so we would it would be virtual i'm assuming um i hope so yeah so so i think that would make sense what you what you said there thank you um anyone else on this item if not or dr bauer did you have any i don't know if i saw something maybe not okay so can we i would actually like to um because i know we'll have you know potentially well we will have new a new person coming on board and they'll need time to get on board and as i said onboarded and

kind of settled in before they can meaningful meaningfully contribute to the to the discussion of the strategic planning so i'm thinking and i'd like to get my feedback from my colleagues i'm thinking january or february as a time to do this which would allow hopefully people to get sworn in and you know um onboarded and ready to participate in the discussion can we do this in december because he's already a past trustee and already knows how the process goes so i i think the sooner we do it the better i think he was on the board before trusty quintero i'm fine either way okay trusty herrera and then dr bauer after that i just would be cautious because you know we're still having uh votes being counted and um i think we have the final

say on december 3rd and so i think it's safe to have it in january you know once we have those that were elected um get them sworn in focus on getting you know a sworn in and then in january would be my suggestion okay thank you dr bauer just wanted to make sure that i understand clearly uh and i think the board retreat will be very useful for whoever comes as a facilitator i think that will be a very very important piece but i wanted to make sure that the rest of the board feels the same way just to be very clear in my direction because that needs to be added to that timeline um that can be part of the goal setting which is something that trustee chavis mentioned and i think it will

be useful for once the the strategic planning begins you know that the board has specific goals for the district i think it will be very informative i'm pretty sure whoever comes to help us as a facilitator including arturo will be very um grateful to be very clear about you know where the board wants to take the district okay yeah actually um i i too appreciated um arturo and the work that he did with us i thought that was a great start in terms of providing the foundation for an understanding of what this process might look like i wonder dr bauer though if you could also um or you or staff can look into maybe facilitators that um might have a track record of being kind of a little more specific or action oriented i felt

like arturo again was fantastic in what he did but i think that the part for me that was somewhat missing from his presentation was concrete actionable um direction that i think would be helpful for us given you know what we were confronted with in the demographic study that we had and everything else going on so i would like to see if we could potentially identify some at least one or two other possible facilitators that have a record of of doing that kind of work that's more um i don't know i don't know if action-oriented is is the right terminology but hopefully you can understand kind of what i'm talking about is someone that can facilitate our process such that our strategic plan can we can actually have a product something that we can use to

guide making going forward where i didn't i didn't necessarily feel um that that was arturo's strong strengths he has definitely other strengths but i felt that was maybe another person might provide that for us so if we could explore that [Music] any other questions or comments from before okay with the retreat that's the part that i wanted to kind of have a sense from the board aboard retreat as a prelude to the strategic plan i mean in general i think i'm okay with it i would want i would want to understand a little more what that would entail if that's like team building or or you know what like what would be the differentiation between the retreat aspect of it quote unquote or whatever we call it and the strategic planning aspect i just i

would want to understand that a little more to know for me what would make the most sense [Music] okay i don't know if trustee if you have any further thoughts about just how you know we might differentiate those two things retreat and strategic plan like when i hear retreat i think more like team building and that kind of thing um and i don't know if that's necessarily what you're thinking about so that's what i would want to understand a little more that would be fun and i think i think important to do if we have the time to you know get to know us other than serious business and i know we have a lot to cover including you know i i feel we're like backwards right we have it um we've done a lot

we came up with the vision statement mission statement but we still have things that we haven't done as a board like the goals which is very important so i would include the goals in this retreat um so and that's part of what i was mentioning that some of this stuff might you know mix together um and also you know i mean i think strategic planning definitely has a board but also i would like to see it as a district as a whole right so i remember as a parent being a part of that and having a say you know and having students there and having teachers being a part of it i would love to see you know that kind of come back so it doesn't have to be done in january right um and

it is maybe that we as a board come up with our goals and finalize some things we haven't and then keep moving forward because for me it's important to involve parents community you know together right that's not the board saying this is the direction we're going to go whether we like it or not or whatever you know we're not but for me it's just important to include the community as a part of this strategic planning process um so yeah i don't know if i could confuse you even more to you know but um you know those are some of my thoughts then maybe the first step is is that we finish that work with the goals and objectives before we get to the strategic plan um i think that actually makes that does make sense

because it might be hard to develop a strategic plan if we still haven't clarified those goals and objectives and so we may need those things in order to move forward strategically so maybe we planned a session and i think we had even when we did the mission statement and all that we had planned at that time to have that next session to finish that work and like you mentioned all kinds of other stuff happened and we never got to finish that so maybe then that is the first step this is a multi-step process maybe and and first step is goals objectives finishing that work that would then allow us to move forward um just phase two or whatever you want to call it of the strategic plan does that can i say something can i

say something yes okay um i think the longer we put this off um is not beneficial to the education of the kids so we did start something with dr arturo flores but the thing is is that my sense of everybody not wanting to do it made them not open to hearing how he did do it and how he had the plan laid out and how he had all the book and stuff but i don't think that it was falling on uh ears that were willing to hear everything he had to say so i would like to see him come back because he not only uh facilitates it the session he also is proof of that it can work so unless you have somebody who is better and who has done it and proof that it

works then i would still like to go with dr arturo flores and i'm not uh in no way saying that he's the only one but i'm saying he he has a track record and it has proven that it worked if the district could come up with somebody better than that then then yes by all means go ahead but the sooner i think would be better and i would like to see it no later than january okay thank you um so dr bauer do you you still need further clarification or or have questions that maybe as trustees we can finish hashing out here or you got it for now i think i got it for now okay and obviously anything else can be taken offline okay thank you everyone uh we'll move forward to item 5.02

uh discussion consideration of proposed resolution um that was brought to us by trustee quintero so trustee quintero i'll go ahead and give you the floor and have you um bring this item to us all right thank you for the opportunity to go ahead and present this to the body here um i think this is an important issue and very as i said earlier in the meeting i think it uh very much is germane to what it is that we do here as a as a district and um the resolution isn't the agenda um i'm not sure if you're interested in having having it read i know it's kind of long but i think it's important for folks to know what's going on so if you'll indulge me i'd like to go ahead and let folks

know what it means um yeah so whereas the rock union school district desires to provide a physically and emotionally safe school environment that allows all students access and opportunities to the district's academic and educational support programs services and activities whereas having a dangerous whereas having dangerous activities such as an active airport immediately adjacent to a school site or in close proximity to several other school sites runs counter to the aforementioned goal whereas reeds hillview airport started as a small 60 acre one runway airport which was then expanded to 188 acres after the county purchased the airport in the 1960s and that's important to note because a lot of folks just think that it's been there forever and somehow it just was always there and that everybody just came and built around it it wasn't whereas

the reed hill view airport now as it's named lies within the territorial jurisdiction of ar usd and is immediately adjacent to ar usd donald j meyer elementary school whereas donald j meyer elementary school was already built and in place when the county finalized the airport's expansion whereas esam will say educational leaders warned of the dangers and hazards of building an airport near schools that had been built or were already designated to be built then eastside union high school district superintendent frank piscolini was quoted in that san jose news as arguing before the planning commission that an expanded airport would be a hazard to children in adjacent schools and then and that flight patterns would bring planes close to existing and planned schools whereas the city planning director and planning commission expressed their opposition to reed

hill view airports expansion whereas the community was robbed of 10 acres of parkland and access to a section of cunningham avenue when the road was closed for airport expansion whereas four zip codes and some will say that were identified as having blood levels blood lead levels at an above 4.5 micrograms per deciliter for children less than the age of six the limit the federal government deems safe three were located in and around the flight path of reid hilvey airport whereas it is common to see the faa national transportation safety board investigating accidents in and around reed hillview airport some just few some just a few feet from our school and at times onto the homes of residents or locations where our residents shop this is the last one folks bear with me whereas continuing activity

at reed hilby airport threatens the health and safety of the children of alan rock now therefore be resolved that the arusd board stands firmly in support of the measures that the county senate santa clara has undertaken to repurpose the airport lands be it further resolved that in light of the continuing health and safety risk posed by reed hilby airport the arusd board in no uncertain terms seeks the prompt closure of radio view airport at a date no later than when federal grant obligations have been satisfied and so thank you for indulging me in that i think it's important for folks to know what it is the language that's being put out there and the reason that uh it's that this resolution has been brought forth to this body since 2007 there's been eight plane crashes

um at reed at or near reed hillsville airport in 2007 one plane ended up in a tree at east ridge that could have been a person inside of a car getting hit by by that airplane um in 2017 a plane crashed into a house uh they went into a home that possibly could have had more people in it luckily the folks that as many of our homes are very very densely densely populated in east san jose luckily the folks were not present in the house when the when the when the plane went in and uh just recently july 4th there was a plane that crashed into uh hilby park uh had coveted not been in place we probably would have seen kids playing soccer out there and possibly this plane landing on them and hurting

them and so uh it's for that reason that i'm bringing this forward that reason and in the others the constant threat that comes from these piston engine airplanes that people aren't aware that use lead and every time they're flying they spew led so as a result in february 2020 the environmental protection agency for the united states reported that reed hill view is one of the few us airports would let emissions from piston aircraft exceed national ambient air quality standards for lead um the planes uh at reed hill view are almost exclusively all piston engine planes that are um use leaded aviation fuel right the type of stuff that our parents were pumping back in the 80s or some more parents were coming back in the 80s and it was banned because it harms uh human

beings all right let is not good for human beings and then 2008 another epa study a ranked reed hill of the airport as 25th out of 3414 us airports with an estimated 1279 pounds of lead emitted annually this is the type of stuff that's coming out to our kids who are right next to uh the airport if you've noticed a little piece of a road has been closed off for a while there's been a gate there a chain-link fence uh near the airport those of uh those folks who come over to eastridge have seen it and that's because there's contamination there's lead so somehow that chain-link fence is protecting the schools and folks around around the area from lead and so it's important to note that this airport is primarily used by air you know

people who are enthusiasts who like to fly good for them however it's primarily for-profit training schools and that's why you see these folks that are look like they're coming in sideways they're about to crash it's a very scary situation if you're standing by eastridge and watching them as they're practicing and so while they're practicing they're meeting all these uh horrible contaminants that are going out there to our kids who are right next to the airport and mind you as i mentioned earlier the school was already built when the county decided to move forward how does this happen how does the city allow this this community to lose that chunk of cunningham how does the city rob the the the residents of that parkland um those folks are those folks on city council from 1950 to

1411975 according to professor terry christensen came from two neighborhoods because it was at large right the entire city voted um there was no representative for our side of town until the 60s we weren't part of the city formally and so that's why these things tend to happen they went ahead and they built up all right right up until uh into what was to become reed hill view and and then one in the county went ahead and doubled down and said when we're gonna turn this 60-acre airport into 180 acres um it's folks that uh really obviously weren't didn't have foresight and allowed this to happen and so it's for that reason i bring this to the body um on the 17th the county board of supervisors we'll be listening to uh and we'll be listening

to a report on the future of alan rock and i think it's important not in the future of alarm right the future of reed hilby airport i think it's important that we as an uh folks who represent people from san jose uh go ahead and speak up on behalf of people for me sounds like we've seen what happens when elected representatives stay silent and they don't speak um these things happen um it's it and so with that said i i'd urge those folks who are listening right now to to go to to go online on november 17th to the board of supervisors meeting and uh express your concerns unless you like to go ahead and um take down and and and you you you're into that whole type of lead stuff being poured all over

you i would highly encourage all of us for me san jose to flood the phone lines and let the board of supervisors know that this is a very serious issue and then it needs to be addressed and then there's justice that needs to be um that we need to seek justice for for the folks out here working class folks we're having planes land on their homes right into their homes and nobody else is speaking up for them and so we need to step up and so with that said i thank you for the time i hope that i can count on the support of my colleagues to move this forward and to speak up on behalf of our residents out here in east san francis i'll take any questions if folks have them all right

thank you trustee quite any questions or comments from actually um mr gill i forgot almost do we have public comment on this item item 5.02 yes sir there are a couple okay so maribel can we get the clock up thank you and who is the first speaker mr gill elsa okay dilsa uh when you begin speaking your two minutes will begin um good evening members of the poor my name is dilsa gonzalez i am a parent of two students in the alumni school district i am also here as a community member to ask on the board to please um support um mr quintero's um proposal that he just put in the table for our students for our health and for our future i truly believe that um as a resident of the east side of

san jose especially being so near my kids are in harm and other and my community's kids are in harm in this airport continues to be here so i'll um i'll suggest you and i'll um hope that you guys um approve it thank you have a really good night thank you um next speaker mr gill is olivia ortiz okay miss ortiz when you begin speaking your two minutes will begin good evening members of the board my name is olivia ortiz and first of all i want to thank trista quintero for bringing this important item up i'm really glad to that you guys are um bringing this up we as completely been organizing and uh trying to close that airport for almost two already two years and i really encourage you guys to support this we really

need to close the airport there's a lot of there's a lot of there's a lot of land that can benefit our community especially right now though that uh you know community even from our district people are leaving san jose we can use we could give a really good use of that land so i'm just encouraged to support um trustee quintero and and i want to thank him for bringing this up thank you thank you mr gill next speaker yes veronica okay veronica when you begin speaking your two minutes will begin great thank you so much and um yes i also want to thank uh trustee quintero bringing this resolution um but i also want to urge everyone and i want to urge um the board specifically to add no just that now therefore be a

result that the um a r usd bore stands firmly in support of the measure that the county of santa clara has undertaken to repurpose the airport land but also supports the need for parks health clinics affordable housing open space job opportunities and educational community centers to be allocated there so we're not just supporting the close of it because if we leave it to the hands of the county um we don't know what that's going to look like so we also want to make sure that we're supporting as we're supporting our families and we're making sure that our students are being safe we want to make sure that that land is for our families that currently are living in in eastside san jose and that we create jobs affordable housing for them so they don't leave

our district as they are as we're seeing already with enrollments and i also urge everyone to come and also join uh next tuesday as well on the county board meeting november 17 at 5 30 and to talk to the board of supervisors that we need parks health clinics affordable housing open space job opportunities and educational community centers to be built there again i want um you know all board members yes please support this but also supported and add this essential part of making sure that we have that community that it is protected for our community we need it to be protected for our community for our children and now that we're on the talk of lead let's also test our waters for lead before our children full children go back i think that's also very

important if we can have a test for lead on the waters in the schools thank you thank you mr gill next person when you begin speaking your two minutes will begin oh good evening board member superintendent um i want to thank for this resolution i've been advocating for this for years as well i think that it's time to see what we can do to protect our children the safety of our children i know that lead is very damaging to our kids bodies and i also want to urge you guys to also look into the fountain water and check the amount of lead that is also in our kids fountains um i know that this has been a discussion years ago and i know that this was some of the things that was supposed to be

fixed um the piping and i don't know if it has been done but i do want to say that after speaking to um some people as well i realized that this airport also had a purpose right when the fires happened um i know a lot of from the fire department a lot of the guys there um were thankful they had that space because that is how they stopped a lot of the fires in the hills because they were able to get the the flame for these houses and i know that they also use it for medical purpose i understand the need of this but i also want to say a little bit of the pros of this airport but i have been advocating for it to close but this is just some new information that

i learned myself and i just wanted to share it but i do want more land for our community for our especially our low-income community and our students i believe that they should have more public space in and this side of the town and not only that but protect their kids from falling lead that could damage their learning abilities as well thank you thank you mr gill next person no one else okay thank you very much yes really quick i just wanted to go over some of the the legislative history around the airport that way folks in the community can know what's happened up until this point it won't take too long so if you'll bear with me um our our uh our representative uh blanca larado went ahead and uh and took that first effort

to go ahead and see that the airport would be moving towards closure she unfortunately was able to garner the support of one fellow board member who was mike hunt at the time the other folks did not support it so she ultimately lost in a 3-2 vote back in 96. uh in 2008 she went ahead and put forward another motion unfortunately we died on a 2-2 vote uh once again and so uh it's important to understand that it's it's been a long road to get to where we're at uh we got to make sure that we we work through this properly to make sure that it works out in 2018 survivor chavez moved forward along with supervisor cortez now senator elect cortese uh and in a very very brave manner my former professor uh ken yeager

who is then supervisor ken yeager i went ahead and put forward the the health and safety of our kids out here in essence above that of folks who were given a lot of pressure you have to understand that um some of the folks that use the planes come from the other side of the valley they have a lot of resources they can get to community members here and tell them hey go and do this and go and do that um they have a lot of resources they paid a really really high priced attorney to go ahead and try to stop the county from moving forward so there is a very very uh strong lobby to work against uh against the repurposing of this airport and so it's important for people from nissan will say to

step up because a handful of us aren't going to get this done it's going to require a lot of folks to keep up to keep this moving in the right direction like i said very very well resources in the in the um in a news article that was put out which i was able to respond there was a fella who was saying what's the matter with some contaminants in the air the guy's from los altos hills and so why would it matter to him what's what's being spewing on what's what's going on in east san jose because you know they come in here and they leave and so uh it's really important that folks step up and with regard to the firefighting uh measures that took place that was a couple of days um it

was a handful of days one or two days or something like that of of activity in a very very long prolonged we all saw how long the the the firefighting efforts took place and it was a handful of days uh that those measures could have more likely happen in a parking lot or cunningham park on a large field uh out here in anywhere near school sites if an emergency deems it and so um those are my comments just want to make sure that people realize what the efforts have been and that we do need to step up if you're advocating for the health and safety of our kids out here in homework okay thank you any questions or comments from the board at this time i'd like to make some count go ahead trustee marquez

you know in regards to this issue um i lived in that area my children attended my older children attended meyer and castell school and uh all the surrounding schools there so this has been an ongoing problem in the issue but i want you to know that um my my son my older son he he went to a boy city right there and we used to walk in there and walk him back and my girls would walk him there and walk him back and they lived and worked i mean they lived there in the same area of this airport but when i moved into this district back in 1968 um 69 somewhere on there there wasn't very much build out here then um and so it was kind of um they didn't know if eastwich was

going to survive because it was way out here as they we would say in those days because there was hardly anything over here and everything was downtown and uh the airport was there you know it it was there all by itself and i believe was it king road uh san antonio road it didn't go all the way through at those days it used to end right there on jackson um there was orchards all over so i i'm going to wait on my decision on how i feel about this until i do go to that um you know the board um the zoom with the board of supervisors i don't believe that they would be so negligent as to not have tested the waters not to have tested the the the the samples of the leads

and all those things that andres you know is really he's concerned about i don't think they would have just let it go like that i don't think that cortese would allow that or cindy chavez i think they would have made sure that they would test all those things so that it was safe um if not you know if they did not test and i really have some concerns about that and and we should be asking them to when was the last time you did a testing of all those things that are of concerns of ours because we're all sharing the space right now you know um there are different peoples of the sides here for instance i support my little league a lot the little baseball little leagues you know and i go there and

i watch them um the events that happen there you know um i go there too uh you know that it's not just an airport all by itself it does do some things and and i understand you know that it is used for emergencies you know um maybe not all the time but it is it is an option out there for that so i think i will wait um until i can at least get an answer from the board of supervisors as to when was the last report done for these you know harmful things that um is on the on the letter that andres has brought forward to us so um it's it's it's a tough one to call and so i'm not i'm not ready to you know to go there right now so thank

you for listening thank you any other questions or trustee we can unmute her mr gilly um hold on trustee until we get your mic open there you go i was very inspired man i just lost it so i just i just wanna um you know say that in my experience and my campaigning and walking some of these communities that i hadn't walked before even though i lived less than a mile away from the you know uh from the hill view the airport i had never walked directly you know right next to i mean other than cunningham you know back and forth but the the houses um you know there's a lot of things that unfortunately are happening here in the east side that would never as uh justin cantero pointed out would never happen in

other uh communities and so um i thank you uh trustee quintero for taking us on that journey you know the history and understanding how many of our leaders who you know care about what's happening to those of us still living you know next to the uh airports um and how it affects us and how they've tried to get it passed and the special interests you know all that all that you know has a big big say when you start adding things right and then you start adding where monies are being put and who's supporting what candidates you know um i'm blessed to have you know grown in many of those things and decisions that are made and so um without getting too much more into that you know i will definitely be supporting this and

i would like to make a motion uh to um adopt this resolution at this time if that's okay yes that is okay and i'll second the motion since once we're out of here um were you finished with your comment yes thank you very much okay are there any other questions or comments from board members if uh trustee charles i don't you know did you have something trustee chavez i'll just wait for the vote okay thank you thank you um i'll just say um for myself i uh you know i i think the i will definitely be supporting this i'm appreciative of my colleague for bringing this to us and and i think it is important that we as elected officials um demonstrate to the extent possible a unified um support of this um for all

the reasons that trustee quintero already mentioned i'm looking at it as has been mentioned by a community and other people already obviously the the risk to with either the lead issues or the potential accidents that's there but i'm also looking at it in terms of land use i i've that's one of the big things for me and and since i was on the parks and recs commission for the city you know i had a a good i gained a very good understanding of of the lack of open space and that's something that i also have been passionate about trying to bring or be creative in how we create that space for our community here and so whether it's you know open space or retail or housing or whatever it may be i just think that

there are better uses for land um given the research that i've been able to do to this point um and i also think that the alternative so in terms of like you because there are some things that i think looking at the other side of the coin that people that may use it or emergency situations or whatever i from what i understand the san martin airport has kind of been proposed as an alternative site and i know there's people say it may not be big enough or have the facilities but i i mean obviously i'm not an aviation expert but just looking at the flight pattern for that airport compared to the flight pattern here the density of residences and and retail and things is it's night and day between there and here and so

i mean i i think that with that in mind knowing that even if that land was repurposed that there is still a feasible alternative that those who are enthusiasts or training or whatever could still utilize may not be the first choice but i think given the totality of of the potential dangers and all of that stuff i think it makes sense for so i will be supporting this for those reasons uh any other final comments or questions before we yeah i do i guess i do have one okay go ahead a few um during those fires um it just happened to be that i was in the evacuation area and and all of the neighbors that were uh closer towards the mountains um and see them scrambling and and they were really thankful that they

were able to get the fire retardant over their homes um my husband that day when it started he was on top of the roof and he was watering it down and cleaning out the brush to make sure that if it did jump the lines that you know we had it covered um to see them going back and forth the airplanes refueling and everything made me think of how much harder it would be for the firemen to not have that support system for them and a lot of times you think about the people who are affected there around the homes but you but also the workers who are trying to to stop the fires i spoke to uh one of the firemen here at station 2 and and i asked him do you realize you know

what they're advocating here with this resolution and they know that that it's not good for them and they also know that uh over there by morgan hill that that airport is not big enough and san martin excuse me and the other one is in san mateo and so should a disaster happen the reason that the the that has been said before with with the federal is that they need that airport for many logistical reasons and it's not just for the fires it's also for the people who need emergencies who need to be medevaced they can't go on regular um airplanes they use it also and also san jose state they they train there too their their aviation thing it's not just people who have a lot of money who are training on these planes and

are doing it out of recreation these are pilots that need to be trained and um we're also you're going to train them there is other spaces yes but those are also jobs that our future kids can hold as well trained there um there's other things that they can do to curtail some of these lead emissions and have them bring the the i i want to say it maybe it's not properly the words that i'm going to use to bring these uh planes up to coat and have them clean up some of the fuel uh and the lead that is spilling um but to close it down entirely um there's another property a few blocks away that was a golf course before and they can use that like over in morgan hill they built a huge

complex a soccer complex where they hold tournaments all over the place for these kids to be playing there you can there's other sites but why take something that is already a need in case of an emergencies and who knows this code thing may go even worse and if they need all the supplies and stuff that they're thinking about this is going to be major uh that they're going to need this airport to distribute me to for the distribution of them of the vaccines and medicines there's there's a lot of reasons why they have this where it is and that's all thank you okay thank you so yes i just wanted to add some more information to um you know for for your for your benefit and for the entire board's benefit um that uh the

the folks that were flying out of there were there for a total of we're flying out of there for a total of three days three days of what you i and everybody in nissan will say recognized felt like a months-long fire that never that was felt like it was never gonna end three days um and so i just wanted to make sure that that's completely clear that people uh don't get the impression that somehow the entire operation was being flown out of reid hilby which was not three days of flying were take was taking place from here in san jose word to some serious stuff happen rest assured that the federal government anybody else is not going to fly into a tiny little airport that can't handle anything but one engine piston driven airplanes maybe

tiny little jets and that's about it um they're going to probably land in san jose international or a moffitt field which is capable of really really handling some serious aircraft we've seen that when the president comes in he doesn't land at reed hill view he's landing at uh something that can handle serious aircraft which is what they would use to to provide uh support uh big difference between reid hill view and um in san martin is that san martin has already been purchased the area encompassing all around the airport in order to avoid the similar the situation that the city and the county got us into out here and so all the they're fine there was some foresight and uh the entirety of the land around the airport was ultimately uh uh purchased around san

martin so that's already taking place and uh provisions would be made for uh some of these state and others to move in there in an expanded uh airport and if you've noticed none of the fixed-wing aircraft for the back to the fires came out of reed hillview because they can't land them there it just doesn't work out so they all came out of livermore and hollister and that's just where they where they fly out of so fixed wing aircrafts have special equipment they can't even use an airport like uh or or that it did it doesn't allow them to use retail view all right they already they already manage all their operations out of livermore hollister so just want to make sure to provide that to the folks that are listening to my colleagues here

on the board so you have a more thorough picture okay thank you so at this time i'm going to go ahead and call for the vote so we can move it along here um and so i will call you as i see you on the screen or on my screen trust the marquez the um the motion on the floor to support this resolution uh what is your vote on this motion abstain okay thank you thank you myself i lynne uh trustee chavez no okay trusty hi trustee quintero hi motion passes three in favor trustee mark is abstaining and trustee chavez um against voting against the the motion okay thank you everyone motion passes um okay we have dr bauer already mentioned that item 6.01 and 6.02 are not going to be covered this evening correct

dr bauer okay so we'll move forward to item 7.01 first reading for education for english language learners is there any public comment on this item mr gill there is one okay um veronica when you begin speaking your two minutes will begin great um thank you and thank you for this first reading um i wanted to look at sorry you have it in my notes okay and oopsie okay so in the first um first of all i want to talk about um the new edits that were made to the education for english language learners or policy and this is great it does bring a lot more um support for our students but i also want to encourage the board to change some of the language such as for example in the second in the second page

where it says the district shall identify its local control and recognition or the superintendent or destiny may it should be will it shouldn't be led to the superintendent but it should be something that um will the superintendent provide english development literacy training programs for parent guardians and community members and teachers and staff adding as well because i understand that teachers and staff are receiving trainings on how to support ell learn um english language learners however we also need them to understand what the path looks like as well as for the families they need to understand when they fill that survey and the moment they fill that survey what that means for their student what are the pros and cons and what does that path look like and what is that path to reclassification as a

right classification student and myself from island rock let me tell you i missed a lot during my middle school because i my parents had no idea that i was a english language learner and during my um middle school years i had to take this class block and be away from other students and i was already humiliated by others because of they knew that i was the other kind right and so let's take into account the social emotional effects that our students have in this when it comes to re classification thank you okay thank you i'm going to step away for a quick break so vice president erdogan please um she's agreed to take over for me so you can go from here thank you no problem take your time uh i will mr gill anybody

else uh no more comments no more thank you veronica uh so if um it's just for information only if there's uh no other comments any of the board members have any comments or would like to talk about this item otherwise i would like to i would like this uh for a second reading there's some edits that i would like to uh put in yeah so it's all it's on for first reading and it'll come back for a second reading right now it's just as information i will put my edits into tomorrow perfect thank you trustee chavez i do too i would like to speak go ahead trustee marquez i i would like to thank the last speaker veronica i don't know you we haven't met uh i don't know what you look like i don't

i don't know you know your children or anything but i would like to get to know you and i want i want to thank you for what you just said because i was an english learner as well growing up and i came out of texas so you know that in texas they just don't let you speak spanish at all it is about um you know english only and so i understand how you were treated i understand the frustration and the embarrassment you had to have gone a lot of us went through that so um thank you for your comments thank you for making it real for us to to really look at what we are doing here and how we are voting um so thank you for your input continue continue please continue put giving

our your input to us thank you thank you trustee marquez anybody else before we move on okay scene none uh we'll go to 702 the english language proficiency assessments for california elpac information only uh dr bauer is that something that you were gonna present or review i'm going to be um deferring it to mr sanchez this is the results and i think there's a small presentation for you guys thank you if we can unmute mr sanchez madam president i will be stepping away for a few minutes as well okay um we can take a break do we need to take a break chavez there's only two of trustee yup okay so uh unless somebody turns back yeah we get to take a break i mean i don't think uh chavez asked for or waited um

so we'll take a five minute break and i'll wait here when they come back i'll explain to them what's happening so 18 8 15 we'll come back at 8 20. okay ah hey right [Music] so [Music] so hello are we still on yes we're still on i see marquez and chavez you're back correct yes okay before we return at 8 20 i would just like to um remind us that there needs to be three of us uh boarding board members present um at all times of the meeting so we can just be mindful of that no problem with taking breaks you know we need to take them we get to take them and take care of ourselves first but just be mindful you know um uh of that um so we're back at 8 20.

i'll go ahead and continue the meeting mr sanchez sorry about that thank you for being patient no worries thank you trustee members of the board superintendent bower this was meant to be more informational than anything just to give you an idea of what happened with elpac testing for our students last year um maribel or abtar if you could allow britney reichels to have access so she can bring up the slides and she'll talk through some of the pieces that we did last year that were different from years before and this has to do a lot with the testing becoming computerized as well as the fact that we went into distance learning and we weren't able to test as many students so miss reichels are you there i am can you see my screen is everything

good okay uh so as mr sanchez said testing looked a little bit different last year because it was suspended due to kova 19. this is i'm specifically talking about the summative elpac assessment which measures our english language development for our els it's composed of four different scores um oral and written composites are broken up with listening speaking reading and writing last year was a bit different for the test because it became computerized and we were only able to complete the third through eighth grade testing due to school closures um we prioritized third through eighth and then go to k2 after it starts in february that's to give a little bit of break before the s back casp testing that happens later on so some background in 2019 uh 2020 school year last school year we

completed 14 uh 1 451 students in the year prior it was thousand four hundred and fifty students this just gives you a breakdown of the grade levels due to what i just said about giving uh third through eight eighth priority so they have a bit of a break before casper testing um this shows last year's scores overall by level uh it's broken down between oral the overall level giving the four domains then it's broken into written which is reading and writing and oral which is listening and speaking and you can see that the designated there there's always a level one through four in each domain here are the numbers and the data broken out by grade level as you can see third through eighth graders because those were who were assessed last year um levels

one through four and n at the bottom of each um each grade level represents the number of students that were tested last year and that's what we have thank you uh and it's do we have any public comment um mr gill i guess there are going to start with the first one brendo zander house okay missing the house as soon as you speak uh we'll go ahead and start the clock can you hear us miss sender is she a mutant yes are you there okay i'm sorry it's okay i kept it i kept pushing the button and it kept meeting me sorry i just had a question um about the elpac assessment um before um is this a new format of testing them for the reclassification sorry um is this a reclassification for the new

assessment i have a question um when our kids are our kids are being reclassified is there a follow-up to see how they are doing and is there a support system built for them as they go on to the next level and i'm asking this because a lot of parents called me about this and um they asked me that a lot of the time when their kids were reclassified they received little to no help and um they were struggling a lot with their reading um and a lot of these were older kids um third fourth and sixth grade uh children so i know that i believe this is a new form of assessing them from what we used to use um and i appreciate that you guys are actually gonna use our teachers input in this

because i feel that our teachers know best when it comes to reclassifying our kids i don't know if i'm in the right one but i think this was for 7.3 but um yeah that's all thank you miss andejas do we have anybody else mr gill yes we have veronica veronica as soon as you speak i will start the time great thank you and um i also want to emphasize the need for support and follow-up i know that after they the students uh reclassify um they have two years still kind of follow-up but i'm not sure if that follow-up actually has some kind of support service that supports or reading interventions or what is the intervention that is put for students to make sure that they are thriving um i can tell you as a um

reclassified student an english learner student um there was no supports back then and so it was kind of like you were throwing from one class to them that then the other one i'm going and then you were thrown into a and just the general ed class with no support whatsoever um and so i just hope that's not happening and as well as our um special education students what is what is their process because i'm to my understanding it's a little bit different so again that education and to parents and how and what the process looks like um and not only that for for students not only that for students but also um the need for the assessors such as the school psychologist to know what the path is because we've come across a lot of

english language learner students that because they are under this classification they do not qualify for iep services because they are put in this category of like oh it's just the student doesn't know the english correctly and so we can't qualify them for speech services or we can't qualify them for other any other um service that they might need under an iep or a 504 plan so i definitely want to see more data on that and not just data but i also want to have that training for everyone again for teacher staff and also for parents and not just about on how to assess or how to support students but what is the path that looks like for them thank you thank you mr gill anybody else yes we have flora de leon we're gonna mute

her uh float as soon as you speak we'll start the clock floor are you there is she a muted comes me flor if you can unmute yourself okay if we can uh floor uh hopefully you can come back on and unmute yourself and as soon as you speak we'll start the clock no and quintero you said something earlier trustee and i didn't hear exactly what you were saying i was just mentioning that was online you were calling for florida okay um i guess we'll go one more time with floor if she's there yes the floor is not in our participant list okay ready from emperor organizing just joined with the same icon okay so there is somebody but it's not floor it's another person with the bouquet icon yeah okay so this floor she raised

the hand now okay so this is your time to speak and when you start speaking we will begin the clock can you guys hear me now yes okay i had to leave and come back just to make sure my my audio was working so it was not working but um a lot of the things that i was going to say i hear uh other of the speakers already mentioned it but i i i want to mention one that uh comes to my mind for those students that you know when normally at the time of text testing they get a little bit anxious i would like to know and i think we need more data you know we need to work more on data because like the presentation that i just saw honestly it was even

hard for me to differentiate from the graphics and everything it was for me my head is i don't know it's it's hard to understand sometimes and i think it will be good to specify simpler you know and i think it went too fast for me to catch up at the numbers but i think um i have seen in the past the district is doing a good job on red classified uh reclassification people people and the elpac now has changed that exam has changed has changed because now that the way of testing is not as it used to be before but i'm concerned with those kids because i have hear from parents that says sometimes their kids those kids get nervous when they're doing the tests you know and i would like to know what are

we doing more in the way of supporting those uh students you know because we want to make sure they also get reclassified and like others already mentioned too about that i don't want to say especially i want to use neurodiversos kids you know that that we need to change that vocabulary too when we're referring to this type of kids but with those kids i would like to see what is what we doing to reclassificating them in the future i would like to see more data that shows that thank you thank you flor uh mr gill anybody else join no one else no one else okay thank you and at this time i'll go to the board of trustees does anybody have any comments or questions yeah um i'm glad they brought that up that once

they do get reclassified how much support they're giving and also to the ones that are english learners um by their that their first language is english they also need some supports and can we see i guess what they're what they're doing for them and or we can take this offline i i'm requesting dr bauer if we could see what additional supports there that they are given because sometimes when the parents complain to me that they're not doing well i would like to be able to tell them or refer them look do this or do that that's all thank you and linda are you saying for the english learners i'm saying for all the students because some of the students that their first language is english they also struggle as well so um the support systems

that are there can i get maybe like a list so that way when parents or uh the community ask me the questions that i can have them and refer them to you know what their answers what they could do for their students education to help thank you trustee chavez the only reason why i asked um is specifically to um i had similar questions but specifically to the english learners language what kind of support are they currently receiving to help them get to that next criteria and i don't know that's an easy answer uh dr bauer or um mr sanchez do you want to talk a little bit about that i was going to mention something about newcomers but i'll wait for mr sanchez to respond and we could definitely um share with you i i

would i think you know with all the different questions we could definitely share something a little more comprehensive where we talk about the intervention programs that we have because i know we talked about english language learners but also trustee chavez mentioned all other students that are struggling so we can definitely bring something a little more comprehensive i mean we do have support systems in place for newcomer students we have support systems in place on for students that depending on the level of proficiency where they're at so there's different things that we do we also do follow our students even though they're reclassified anywhere from two to four years and we redirect them to after-school support services summer programs different things that we have in place but if you would like we could definitely bring something

a little more comprehensive that outlines the different support systems that we have for all of our students here in alum rock thank you yes thank you uh and then also i have a question or just to um i understand that we only tested 1451 due to covid and i'm wondering uh because it doesn't look right like we're going to be going back to school anytime soon uh what we're doing to test the others during social distancing yeah and i'll ask brittany to share with you uh what we've been doing for the last few months and what we're going to be doing moving forward um rachel's are we gonna mute her okay hello um so as you know uh we have to do initial elpac testing at the beginning of the year um so we have

been so that's an initial alpacas for any newly enrolled students so mostly our kindergarten students and tk and within 30 days but the state extended an additional 45 days so we have a 75 day window we have to assess them on the initial lpac that is in order to determine whether or not they are an english learner or an initially fluent english proficient student we have been doing those tests we are setting appointments and bringing students onto campus where we give them all four domains of the assessment in order to determine which kind of english language supports they are going to receive in the classroom uh we are very successful in our initial lpac um we are about to finish that entirety that assessment we just have a few makeup assessments as well as some

remote set assessments so if a parent decides that they do not want to bring a student onto campus we offer a remote testing option where we do it over zoom um it's you know the state has regulated that we can do it either remote or in person so we did that and then during the summative assessment the summative elpac assessment window which begins in february we will be able to either bring students back on campus for the testing or to give it over remote it's totally unprecedented territory so the state is still kind of determining protocols and procedures around each assessment but we're getting through it and our community as you know is amazing and so the parents have been great partnership partners in bringing students on so that we can get them these supports

so it's been very successful thank you um and then my last question just to make sure i'm looking at this correctly on the lpac the slide of 2019-2020 overall by level um in the percentage breakdown is it true that this is not an overall because it's only uh 1 450 of our 51 students and not the entire population that are english learners yes i think i saw you not so thank you i think you're all new okay thank you i just wanted to make sure um okay i think those are all my questions i don't know uh trustee quintero marquez or veterano of your back um do you all have any questions or comments i have a comment ahead um i did have one parent that asked me why um why are they reassessing no

re classifying my child when she doesn't she doesn't know and i said you need to let them know that that's how you feel they go that they she can't be reclassified because you're not you're not sure or you don't know if she's ready to go there so that was my last comment to her and that was months ago um so somebody i i just somebody that did bring that to my attention i just want to let you know that i guess that's happening or the parent thinks that's happening thank you trustee marquez i do see dr bauer's hand up so she might have something to say to that part of the reclassification criteria is parent consent so we don't reclassify anybody if the parent doesn't feel i just want to refresh everybody's memory about the

reclassification criteria is not test dependent we have to have parent consent and we also have to have teacher recommendation okay thank you and this was done when we have trustee marquez we have had that for for a number of years no no no i mean when did we do the reclassification already but the classification process it's at the end of the year and that's the whole the hiccup that we had in the spring when we had to close the schools so that's why we are using new you know the data that we are gathering right now so we won't be able to do any reclassifications of any kids until um most likely the spring oh i'm happy to hear that because then the parent will be able to understand the process more absolutely and thank

you for bringing that up to our attention you're welcome thank you trustee marquez uh anyone else trustee quintero yeah um i got a few comments can you hear me yes um so i want to thank the administration for uh bringing this forward reclassification is obviously a very uh something that has to be done very carefully and i remember that when you started the issue was that not enough kids were being reclassified and folks were being left as as we heard some of the testimony earlier from the public uh were being left and you know and without being reclassified for years on it i remember receiving a letter from my high school you said union high school district congratulations to senior year like oh my god i never knew that i was still an ell um

i had been placed on a track and so i appreciate the forward thinking of dr bauer as soon as she came in that was one thing that she focused on if there are issues out there with folks who are feeling that they're being reclassified without being prepared i'm assuming that there's provisions in place as has been mentioned to you know as you just said it won't be done without parent consent so uh appreciate all the um the safety or not safety but the the fail-safe mechanisms that are in place to make sure that kids aren't being left uh unnecessarily behind when they no longer need to be uh classified as yellows and that um they won't be moved forward without being properly trained and i remember we had a conversation dr bauer about this that

i was also you know i had my own experience to base it off of but i also was concerned about just moving kids out to show good numbers and that you know we're reclassifying so and i remember your comments about the song we're going to do we've got to make sure that the kids are are properly trained to be successful so thank you for the work you're doing thank you trustee quintero uh anybody else okay see none and uh that was just for information only correct as when we want to 703 approve english language learners reclassification criteria dr brower i don't know if there's a specific uh presentation on that from you or anybody i'm going to ask is it miss michael's mr sanchez or do you want to say something just wanted to share

with everybody this is you know what again as we adjust our assessments as the state um changes some of the criteria we have to readjust our own criteria as to how individuals are reclassified and this is some of the information that dr brower was alluding to regarding parents being consulted right and how we determine whether a student is ready to be reclassified so that's that form that you have in your book um and just basically outlines the different components i don't know if there's anything specific that you want to point out ms reichel's that is different from previous years [Music] hi um just a couple like two big things um we are there's again there's four criteria in order to reclassify an el student one being the elpac which was just the data that we

looked at that's the summit of elpac um and due to changes in the way that the test is done and the cut-off scores um the law we're really restricted in criteria one and it has now changed to just an overall four so when we talk about overall levels we're talking about an overall composite composite score of four that's about the only big change as well as uh criteria two is teacher three is parent and parent involvement parent consultation and criteria for is local assessment which changes because of local assessments changing thank you and that's what we're asking the board we have to update to align with the current tools that we use so i'm respectfully asking the board to approve the new criteria as presented motion to approve okay i'll second uh and we'll go

down the list and then after this uh vote i'll hand the hair brush over to ernesto vegeta president so we'll go down the list as i see you all uh chavez yes trustee quintero yes trustee with harano hi and i for me so it passes i'm handing this all over back to you board president okay thank you very much for taking over i have some chronic back issues i was i was listening but i was just kind of stretching out a little bit um but thank you very much for that and that was item seven three three correct yeah okay yes run 801. okay thank you so item 8.01 information only do we have any public comment on this item mr gill mr three okay uh maribel can we get the clock please thank you

and so who is the first person mr joe monica okay veronica when you begin speaking your two minutes will begin thank you um it's actually for the previous one they did not take um comments from the public before voting oh for 7.03 yes okay so before thank you for pointing that out before we move to a point i don't know we did in the beginning but maybe i missed it sorry about that oh that's right no that was 703 yes we did it sorry okay so we'll do public comment thank you again for pointing that out for 7.03 so um whoever has her hands up right now you can speak to either 703 or 801 i'm assuming most will be to 703 though so veronica once you begin speaking your two minutes will begin yes

thank you and thank you again um for the previous presentation even before this um but um i do want to emphasize again um the importance of having and training parents training staff and knowing what that path looks like for an english language learner um and what it looks like what it looks like for students that are not reclassified during their elementary school years and of course we don't want to rush it if students are not ready um and if we don't have this also if they don't have the supports needed um but i want to emphasize that we that the social emotional well-being of the student it's also just out there right and i think it's something that i don't know if we take in consideration before um but it's something that i really want

to emphasize and we take consideration even now moving forward because as a reclassified student in middle school i was already seen differently so i'm wondering how many students are seen differently because you have to stay in a block with all other students and you don't get to go into the other classes as the rest of the students and when you are reclassified all of a sudden you have gone into a general population right and so you are not longer so you're like in this middle trench of like i was once in this class but never told why and now i'm over here with the rest of the students but that i'm still not being accepted one because my english i still have an accent um i can't write or read properly as the rest of

them and i they have they already had know that i was that i pertained to that group and so it's important for you know uh as i just reflect on the story of my middle school years in alan rock and goes to george and my reclassification i wonder how many more students are going through that and have gone through that so really pay attention on their social emotional and how we providing that support for them as well thank you thank you next speaker mr gill your two minutes will begin hear me yes okay so first of all i i wanna say the please pay attention when you guys are making the decisions and be clear on that and that's like just a question for them for them for the attorney like because i noticed sometimes

you guys both before even letting the public speak so you guys already made a decision and you're letting us and i know it's a mistake but trustee chavez right away uh went to say let's vote you know and i think we all got confused because the three items that just passed one trustee chavez the el cap is the test the classification is the process that it takes to reclassify that student that takes that test because i think in a way we need trainings for ourselves as trustees you know as parents we also need trainings because a lot of parents sometimes they their first language is english and just because the grammar speaks spanish they go to a school and where they say sign their kids up they say their kids speak spanish and then those

kids are the ones that had to take that test for a classification for the rest of their life and if they pass it they don't pass it you know it might affect the way that kid has to go through that process as the english learner so i think it's a very important that the district starts having trainings for parents to educate about that so when parents are signing up for a school they know where they're signing up and they don't understand how important it is when they say a student is an english learner you know to see what is something that that student has to accomplish to prove that they can speak english you know and i think that's something that a lot of parts are lacking because we have seen in in i have

seen parents that sometimes their students get to high school and they don't even know that they're reclassified so i think we all need trainings parents uh and also trustees we need some trainings and public advocate it's here to give you those trainees if you need them we can connect you to them thank you next speaker mr gill you're on you in my mouth oh um oh mr gill you are mute is it miss invest yes um good evening members am i still on you no we can hear you superintendent um i am echoing and i'm piggybacking on all the comments of the parents and the community members i agree also that when we classify kids as ela we need to do a better job um on educating our parents i know that a lot of

parents didn't even know their kids were ela and it was just because they checked in that that was their first language they didn't know that they're automatically enrolled or not enrolled but classified as ela and a lot of these kids um when they're getting reclassified a lot of the parents didn't know what they're signing they just think that it's another step but they don't understand that that support is not going to be there and maybe they believe you know that they're going to continue to get pulled out this is a lack of understanding of a lot of the parents this has nothing to do with the district there's nothing to do with the teachers this is just the lack of education that i think we can do a better job in addressing with our parents

i think um it's important to have this before they even fill out these papers and maybe someone sitting with them and explaining to them what it means to have a kid in ela and what the district um looks at when you put a kid in the in the la program and then what are the steps and what happens to your child after they're reclassified i know that it is spoke to a lot of parents but a lot of parents honestly i'm gonna say they sign and they don't ask questions and a lot of them is because they want to leave or they're scared so maybe we could have answers to questions so parents can actually um feel comfortable to read it or maybe a course it would be nice to have something for our parents

to know more about the ela program thank you hey thank you um are there any other speakers mr jill yes there's dilsa okay when you begin speaking your two minutes will begin good evening members of the board um i would like to start with saying that as a student as an english learner student i know that how unfair this kind of testing is especially in our kids because it is not made by professionals it's not made by educators right so it's a way of keep oppressing our students and our and our english learners especially but i would like to echo what the rest of the parents said this night unfortunately we have a lot of parents that do not what means placing your children as english learners the benefits and also the dangers of putting

them when there are not english learners right so um i would like to urge this board and the staff to actually create a training that will support parents to know how they're going to be able how the testing takes place how the students can get reset reclassified how can they fill out their papers and what really means to be an english learner is that a student that came from a from a grandma or grandfather great grandfather speaks spanish but now he's in a family that speaks english and spanish or only spanish and another is like the right way to fill it out too because i have heard a lot of parents saying i'd rather say i don't speak spanish at all even though that kid is it is an english learner so i would like

to urge this um group to take advantage hear the parents and train our parents and like veronica said train the trainers we have excellent trainers out there that know about this topic and can teach our parents we as input we also have a workshop for parents explaining that different criterias and how that kids get reclassified especially those with iep and that extra support that they can get when they're doing this kind of testing because some of the parents do not know that they could get that extra support during that time so please train the parents explain to their parents and have a really good evening okay thank you mr gill any more speakers uh no one else okay so now we can move forward to item 8.01 resignations this is information only um is there

any public comment on this oh i guess i mentioned that the public comment was for both so we didn't have public comment on that um dr baurdy uh i'm sorry i don't know if you see me oh that i see you now okay thank you i just want to clarify some things um just for the for everybody's um information are we uh existing reference 703 yes beca and the reason is because um i just want to be very clear that when we're talking about the programming we called it eld not ela and i know that's a minor thing perhaps but ela is language arts so i just want to make sure that the parents know and the public knows that what we're talking about is english language development the second thing that i do want

and i we all need more training ups absolutely totally in agreement with that but i also want to remind you and the public that that's precisely why we have elac and dlac at the sides and at the district level and that's where those trainings uh happen for parents they are um these are two groups where only english language development parents participate they all are given the letter uh at the very beginning and i know many times we we don't follow up for me this is a a very important matter that we still hear and i totally know that there are some parents that are still not clear and we will for um uh respond to that so thank you just wanted to clarify okay thank you for the clarification can i say something real quick

uh to item 703 yeah um i think one of the one of the things that dixon mentioned was that some of them don't want to say whether they speak english or spanish but i want to go a little bit further if the questionnaire were to go more in depth um and saying if you say that you speak spanish in the home what do your kids speak and what do you want them to learn because like with my kids and with me me i was a i spoke spanish my first one so i struggled but i didn't want my kids to be taking the english language courses i wanted them to start out with like the other kids and we would just catch them up to speed and so that's an option that that we took

but only because we started asking questions when they first put my son in the first class for the es for the english learners we said hey what are you guys doing why are you putting them there so if we were to give those extra questions at the beginning of the questionnaire do you think that that might solve some of the problems that will result later on should we should those questions be more in depth is that question directed towards anyone in particular a superintendent we are given the format by the state trustee chavez i i totally honor what you're saying and i can see unfortunately the questionnaire that we ask is the home language survey and we have to follow a code on the questions that we're allowed to ask okay so then if we

have to follow the way the state says it can we add an addendum to it if you mark this would you like to speak to us about this or this or that you know what i mean go more in depth with another page i mean you we are going to be fulfilling what the state requires but i think to better assess the student from the beginning it might be better to have a following page and ask a more in-depth questions i'm just saying could we do that so i know that we cannot but i will certainly double check for you thank you okay thank you anything else on this item or are we ready to move forward did we even vote i think it was just information only okay uh or wait it should have

broken 703 we did vote for that okay yeah i'm thinking of 801 already yeah that's information okay so any questions or comments regarding 801 from board members okay so then we can move forward to the consent calendar um are is there any public comment mr gill for um any item on the consent calendar do we have any hands raised for that okay we have none so um board members do we have are there any questions or concerns or do we have any questions about anything on the consent calendar or is there a motion to approve the consent calendar i i have a question i want to pull the minutes uh to be revised for june for both of them okay and i'll submit my edits okay so we want to pull 9.01 anything else from

board members or um yeah anything else from board members and if i'll go ahead trust on the minutes is it okay to ask um uh trustee um chavez if you're okay with that that they don't have to reprint the entire minutes for the next one and just send it to us uh because i would hate for them to have to print this again um i i agree just the parts that need to be edited i've asked that question before too okay i'm just trying to yeah okay and i'll i'll check in with bauer too later but um thank you uh trustee marquez and i think that if you're going to pull something you need to bring it back completely edit it and and do it the right way and not because um the figment did

mention that there were things that were not found minutes were part of that um we need to do this right if you're going to do it you're going to pull it and you're going to bring it bring it back the way it's supposed to be brought back maybe you misunderstood me what i meant is to send it to us digitally versus printing the paper so definitely sending it to us um you know with the edits but not having to reprint the entire minutes uh i don't agree with that i think it's better if we maybe do it the long way because in the end that way we don't um have the state saying anything that we did something wrong or something was omitted isn't it the process that anybody who has anything would send you

those edits and then you would um you would put it into the book um with as the amen with the amended um items in there correct that's the way i've been doing and and trustee you're saying only the pages that have amendments on i was just saying if we can get it digitally like we did the resolution just for the minutes but never mind it sounds like uh it sounds like i'll just i'll just uh talk to bauer about getting my stuff digitally at least it's a lot of trees we're killing and yeah i'll just talk to her about my own stuff thank you never mind okay so we have um 901 being pulled trustee chavez will provide her um her amend her amended or her edits to maribel and we'll follow the normal process

after that for these types of things is there anything else from the consent calendar uh i don't know yes just to want to make sure with staff is there any time sensitive stuff that if you don't have the minutes you're not going to be able to move on because i'd really be you know it'd be unfortunate if uh there's something that you have to do and then it's being held up because of a slight change of some sort or so just want to make sure that that's not the case because there's always ways of amending the minutes too once they're approved i just want to remind the board that we do kind of going along with trustee marquez's comments we do need to approve minutes in a in a faster way you know we are

behind i also want you to know that um it's when we have very very long meetings it's very difficult to capture everything so we will be coming back with a recommendation about um the way we take the minutes um because that is why you have so many trees you know that need to be killed because you know there's a lot of a lot of narrative so um just want to remind the board that we do need to catch up with them so that we are not that behind and they are online so whoever needs to to check our minutes they need to be approved by the board and we cannot post them online to be approved by the voter if they're not approved so so but to to trustee quite a question is on this

specific on these specific minutes are there any other than them being late are there any time sensitive is that was that what your question was trustee quintero or is it the late i just wanted to make sure that there wasn't something that is going to be held up or a grant that can't go forward or something because of some slight modifications that could ultimately come back as amendments later on if the changes are that serious i don't think so i think we should we should be okay in december oh okay but to be clear um when we get on track and we as trustees we for when we're presented with the minutes of the previous month we can bring amendments that that month i mean we'd still need to have time to to review and

and and make amendments or changes for the previous month as long as we don't have a backlog that's that's what we're talking about right yeah okay okay so we still have 901 being pulled anything else okay since there's nothing else uh trustee charles would you like to put the motion yes motion second okay there's a motion to approve the consent calendar with the exception of item 9.01 and a second to that um and we did call for public comment um any questions or comments from the board okay so i'll call for the mo for the vote to approve the um consent calendar as i see you on my screen trustee marquez yes okay myself yes trustee chavez yes trust hi and trustee quintero hi okay motion passes thank you everyone and so at this time

we will recess to close session um and it's 909 um i maybe we can take about a 10 minute break trustees and and meet at oh i don't see him on my screen we need to read the items that are going to be discussed in closed session is that what you're going to say mr release no you need to call for public comment first you don't excuse me you don't have to read the items you just have to open it up refer to the agenda and open it up for public comment uh-huh okay um so let's see but before i get to i was just clarifying that um we'll meet in there at 9 20 as just trustees but i guess if there's any public comment is there any public comment on this item mr

gill or on item 10 closed session and okay so then that being said at um 9 20 we will meet at the other link for a closed session and then dr bauer or mr ruiz any idea of proximate timing that we can return to report back anything we'll say 11 11 okay so we will return back to this link at 11 pm um or we will do our best to notify the public if that timing changes as we have in the past so thank you everyone and at this time we'll recess to close session and board members and and staff see you there at 9 20. thank you mr president i need uh the link for the closed session if you can ask maribel to uh text it to me okay mighty did you hear

that yeah trustee marcus i texted it to you earlier today did you get my message or do you want me to resend it to you you could resend it to me because it wasn't charged when uh this phone doesn't take the charge for very long so okay i'm gonna send to you right now thank you so much thank you okay uh you're on mute mr president okay okay there i needed i couldn't unmute myself um we have let's see myself trustee marquez we have a quorum i don't know maybe i'm that maybe trustee quintero and trustee chavez will join us but we do have a quorum here comes trustee quintero um i'll assume trustee chavez will join us too but we will reconvene back from closed session on the dot at 11 30 p.m um

i'm gonna take roll again correct i always forget this part at this point in the evening no no okay um so mr ruiz can you um report back from closed session on any items that need to be reported back yes at 10 30 p.m on a motion by member chavez second by president the board unanimously approved extending the board meeting until 11 30 pm there are no further actions to report okay well thank you very much everybody um again i want to i think the board and and everyone wants to extend thank you to trustee marquez we as we've all stated already thank you to everyone else and we will reconvene back next month for our december meeting with a board as yet to be determined i guess so thank you everyone and have a

good night adjourn 11 31.
