002regular board meeting of october 8th 2020 at 5 30 pm members of the board in attendance president enistol here vice president corina president can you hear me yeah now i can hear you uh clerk andres quintero after you turn it into president members of administration superintendent dr bauer president did you hear um trustee marquez i didn't hear her barely yes i'm here okay there it is that sounds better okay um so thank you maribel so we do have a quorum tonight and this meeting as always is being recorded uh before we go any further um there is something that's getting part to be part of our routine but it's still kind of new so i guess i can turn it over to mr tripodi to make sure that we explain the the translation interpretation feature
003in zoom mr tripoli or i'll go ahead hello um can anybody hear me out there thank you um and as was mentioned for a public comment that we've been doing it for for a while like this now but if you would like to make public comment um and need to know how if you just go to our website arusd.org in the top left corner i think there's a link that says current board agenda if you click on that link you will see the agenda and at the top of that agenda will be the instructions on how to provide public comment on any item that you wish so with that all being said thank you everyone we will do the pledge of allegiance if you're able to stand given the zoom situations for people please do
004so and join me in the pledge of allegiance i pledge allegiance to the flag of the united states okay thank you okay mr president yes i just want you to know that during the um uh i guess the translators they were explaining i heard nothing i i was an awkward quietness and i kept saying hello can anybody hear me uh i didn't hear anything that he said i don't know if that happened to anyone else or anybody any of the audience so just want to let you know thank you for that have you gone and done that little globe symbol at the bottom of your zoom to switch it to english because that's what happened to me before too okay now i have okay so let's i'm assuming if we're continuing to have problems with
005the spanish translation that we will hear about it one way or another um but yeah if you i know that one time that happened to me i hadn't switched it on my thing and i couldn't it was an awkward silence for me too so let's hope that it works but if not we'll we'll continue to keep an eye on that thank you okay so we can begin with item 1.02 discussion or modification of the agenda are there any requests for to modify the agenda tonight i have not received any i don't think dr bauer you haven't mentioned that you've received anything um i don't know if toxic intel still wants to move uh the agenda item number i think it's 401 to the top but i want to refer to him okay you mentioned that
006yeah we have a number of uh parents that uh are interested in speaking on this and so um if they're here i don't want them to be holding on till three in the morning or something like that okay so 4.01 is that correct that's the item that you want to to move right and then where do you want to move it to um ideally till after public comments after the 2.01 uh comment for non-agendized items correct okay okay um so we can do that any other modifications can i ask a question so 4.1 is going to be after what 4.01 will be directly after 2.01 okay thank you okay okay so that's the only one that we have so we will in that case move directly to item 2.01 request to address the board on
007any items that are not agendized this evening mr gill do we have any of those comments at this time thank you mighty ben i'm sorry i can't hear you mr gill are you saying something still can't hear you i don't know can anybody else hear mr gill no okay maribel are you able to see can you see or or hear anything because i can't still hear mr gill still can't hear yeah i just texted both of them and i'm asking maribel if she can see this public comment um i'm trying to move my screen so i can see the participants um so it's darren howard the first one okay thank you um so while mr gill i'm assuming is working on his audio there mr howard when you begin speaking your two minutes will begin

009and that's possible through public funding sources and our partnership with the school district and i want to extend an invitation to the board and everyone else in the community uh to our virtual lights on after school on october 22nd we'll be celebrating one two three tests how we partner uh with communities uh to provide learning for students and especially rising to this moment uh that our that our nation is in we um we will share this information through our partnerships with the district um and uh our website uh will have information but ultimately youtube.com think together will be a place where you can watch our live event october 22nd and we'll be able to expand on the work that we do both here in the school district and across the state as well as we'll
010hear from voices such as state leaders on the after-school work and the impact of after school across the country as well thanks hey thank you mr howard i apologize for the interruptions um and if i could just ask the clarifying question i'm assuming it's you too as in y-o-u-t-o-o or you'll send us that information oh he's he's on you can we just get a quick clarification from him oh i'll assume that um he'll also be forwarding that information to us and if not we can reach out thank you okay um next comment mr gill is veronica emma okay miss amador when you begin speaking your two minutes will begin okay can you hear me yes okay great good afternoon allen rock trustees my name is veronica and i am hereby pleading you um plead for

013for mental uh wellness and some behavior specialists to better support our families our teachers and our students we've heard so many sad news in this district we've lost a lot of staff this month we've lost students and students have lost family i sit here today thinking what can we do to improve the mental wellness of our students and today heartbroken with what i've heard i want to ask for a moment of silence for these families and these staff members and i want to request the district to please put um a picture or their name on the school website of the staff and employees we've lost this year we've lost quite a few and these uh staff and teachers have worked for 19 years they've dedicated their life for this district and i would love some
014special recognition for them and you know anything we can do to support these families i also want to state today that after um what i've seen i want to tell you ernesto vergerano i forgive you and i pray for peace for you and that you know if i ever sit on this board with you that we can get along so i'm sending the olive branch to you thank you you guys have a wonderful day thank you mr gill next comment okay miss deleon when you begin speaking your two minutes will begin hear me yes okay good evening everyone my name is flor de leon i am a parent and a community organizer at in puja today i just want to use the public comment to invite uh trastido lores i know you're running again for

016for you we haven't hear from you and i think uh this is this is gonna be a good time to listen to the community as you always say uh in these meetings that you listen to the community so this is your time to come and tell us how you feel about all the things that we're going with distance learning how we're going to handle the budget cuts questions that we have and that we want to ask the new members that are coming and um and uh if you guys members are there please answer confirm that you're going to be with us it's october 7 october 17 next saturday not this one but the following saturday at uh from 10 to um to 12 p.m and you guys are all invited and this uh it has

018so i you know i really want to thank uh trustee because uh um i was thinking about this and uh it was just natural to reach out to another parent at a dual language immersion uh school to go ahead and co co-sponsor this and bring it forward to our colleagues for consideration a couple of years ago uh the district uh went ahead and was thinking outside the box about a bunch of different things and one of these was the idea of possibly uh going the route of bringing forward a a high school in allen rock and i know that's a little unorthodox um but uh the conversation was had just it wasn't ripe yet and so um i'm glad that uh dr bauer felt that uh after consultation um thought that it was appropriate to
019bring it forward to the board and so on um i think it's it's an idea that needs to be explored at that time there was a concern regarding um you know the the how appropriate it was for us to high school as a k-8 district um i think that the need is there uh we have a lot of parents from our dual immersion uh schools that are leaving they're leaving not to east side union they're going to other schools and so here we're having the unfortunate situation is that we have a bunch of students taken off from our public schools who otherwise would stay and so i'm very very honored to have the opportunity to bring this football and uh with that i'll pass along to my colleague corinna with whom i'm co-sponsoring this and
020bringing this forward so thank you for your support uh trustee thank you trustee quintero uh and as a mother of a daughter who's in sixth grade now in a dual immersion program you know wearing my mother hat first you know um this is something that not only personally you know it's gonna help my daughter and a lot of children that um you know will be aging out you know uh we've had the dual immersion program for many years um we've done a great job you know my daughter you know has kept her spanish and is very proud and you know i'm very proud that she's able to communicate with her grandparents and family in mexico um and i look forward to that you know continuing beyond junior high and so um for many reasons you
021know but most importantly as a mother i know that this will be great for our district you know we don't have a high school like that in our immediate district um and you know i know it will be beneficial in so many ways so um thank you on this uh you know for um you know being here before you know i came on um and you know uh co-sponsoring this with me and um really thinking of our children and our community here in our needs you know uh here um in our local space where we don't have to go far to get what we need to continue to um hone in on on all that rich culture that we carry um and i know too i'm excited right we have ethnic studies coming um and
022so it's kind of it's it's combining all those things together making it stronger as a community so i look forward to having the discussion um and i look forward to hearing from the community as to you know how they feel as well thank you okay thank you um so on that note i think we can maybe we can take public comment now that you've kind of introduced the the topic and let's we can hear from community and then take questions or comments from the board this is an information only item correct and trustee board president yes um the principles from our dual immersion programs have very brief presentations so whenever you're ready i just wanted to remind you so are we ready for that now yes so let's if we can go ahead and do
023that now and then we'll do public comment and then we'll um take any questions or comments from the board so i want to call miss maria martinez principal from adelante juan to go ahead and share her presentation with us thank you thank you great thank you good evening uh this evening i'm very excited to get an opportunity to chat about the possibility of a dual language high school and um i would like to invite my co-presenters uh dr carrillo and principal tran to be unmuted so that they can help with the presentation if we um can go to let's see make sure they're unmuted and i'm just going to quickly introduce myself to the public i'm maria martinez the extremely proud principal at adelante dual language academy one here in the alum rock district and
024presenting this evening with me we have i'm dr carrillo and i'm the principal of adelante boss i have extensive experience with k-6 dual immersion programs as well as high school teaching and administrative experience good evening everyone my name is lee tran the proud principal of painter elementary the school that has started the vietnamese dual immersion here in alum rock and i'm very excited to be a part of this dual immersion high school if we could go to the next slide please i'd like to start off this presentation with a quote that speaks to the aspirations of this dual immersion high school learning a foreign language and the culture that goes with it is one of the most useful things we can do to broaden the empathy and imaginative sympathy and cultural outlook of children can
025we go to the next slide please when we think about that quote that principal tran just shared with us we want to think of the whole child and when we think of bringing a dual language high school to the alum rock school district this is something that we see as being incredibly innovative and something that will promote um dual language programs in alum rock so potentially we have started a general brainstorming session just because we've been so excited about the possibility and we've come up with a couple of ideas that we're presenting to you and obviously these are things we're going to build off of and have a lot of input from the community if this is something that we the district chooses to move forward with so we would be the first dual language
026immersion high school in the bay area with the exception of one that is in half moon bay however within the san jose area santa clara county this would be the first dual language immersion high school and that would mean that students at other dual language middle schools that currently have nowhere else to go would be able to join us here in the alamo district um it's an extension of the tk through eighth grade program that would exist at adelante one that exists adelante one currently so it would just be building off of those uh great guiding principles of dual language that we have in place already and one of the things we thought about was the opportunity to develop a third language how cool would it be if the students coming into our school are
027doing the dual language track in english and spanish and then for their elective credits they pick up a third language like vietnamese um i think our students would end up leaving trilingual so that's another idea as to what it could could look like next slide please so um there are many many reasons as you can see we're very passionate about what we do and learning in two languages uh reason number one our students have committed to learning two languages since kindergarten they are expected to meet or exceed standards in not only one but two languages and they deserve the opportunity to continue their immersion education through twelfth grade second having a high school immersion education will further prepare our students for the 21st century by increasing their critical thinking skills and their problem solving and
028communication and collaboration skills as well third the mere fact that our immersion students are bilingual and biliterate affords them double the job possibilities and job opportunities and lastly exposure to two or more languages instills in our students a global awareness sensitivity to and appreciation for other cultures and furthers their ability to become multilingual next slide please at this point i would like to invite maestra diaz who is a teacher at adelante one to be unmuted so she could share a little insight from the teacher perspective do we have her unmuted mr gill miss diaz i don't see you on my screen okay good evening good evening trustees superintendent bauer members of the board and community my name is and i have been a part of adelante academy for the last 15 years i am here
029today in support of a dual immersion high school and what it would mean to the alum rock community it is important to mention that 16 years ago a group of passionate resilient and dedicated women created and implemented our district's first no immersion school i was fortunate to begin working with these wonderful educators in 2005 when adelante was located at cesar chavez school it was their vision that continues to inspire me today to not only be an educator but a servant to our alumni community a jewel emerging high school would give our dual immersion students and community the option of continuing to build on their dual immersion skills one of my many roles as an eighth grade teacher is to assist parents with choosing a high school that is a good fit for their child this
030is not an easy task for there are many factors to be considered such as academic programs location sports programs and safety a jewel immersion high school would allow our alum rock students to continue to foster bilingualism by literacy high academic achievement in both program languages and social cultural competency all in a safe and secure environment so as we move forward with strengthening and building our current dual immersion k-8 schools let's continue to increase cognitive ability create cultural awareness and diversity acceptance improve communication skills and build positive self perception and identity by creating a dual immersion high school for alum rock community thank you thank you for your time thank you do we need to unmute the microphone for miss via real mr gill christine villarreal don't see it here and she's wondering if she can
031have a video as well do you see it mr killing is do you know she's here trustee can you hear me yes okay oh now i see do you see the crew in tow that we have um these are uh four of our sons and my husband um who all are either have either attended and graduated from a dual immersion program or currently part of one right now so we feel incredibly fortunate to have had this program in our community and blessed to have had the resources and support of the district to have a program that not only creates opportunity for our sons and our families in the community um to to be able to increase their language skills to be able to connect with their own heritage and culture but there's a part of
032it that oftentimes we don't talk about as much and that is the ability for our young people when they learn another language in another culture to be able to grow their confidence and have the ability to feel a certain sense of empowerment that they're able to do um those types of or meet those challenges rather um that it takes to learn another language um and so thinking about this as a high school opportunity really got our family and many of our community members excited because it just extends that journey and it allows for our students to have those opportunities continue further um and the last thing i will say is when the community is when the community is brought together around a value and a mission statement of a dual immersion school there's a certain
033level of dedication for the members that are at that school and it creates a really strong sense of community where there's a certain level of support for families in our children that we may not necessarily see at the same level at other schools and so it allows us to continue to grow strong roots in our community and to build a long-standing relationships with their lives so thank you very much for the opportunity and um we are an incredible support of this um new initiative thank you so much to the vietnam family it's so good to see the kids hi everyone um yes christine is one of our um outstanding parents at avelante and you can tell by her testimony that she genuinely cares about our community and wants to see the support happening so thank
034you so much christine for taking the time thanks kids and if we can move to the next slide please so last but not least we just want to say gracias thank you and come on uh for listening to our presentation this evening thank you so much to our board members who have brought this um out and are willing to help move it forward thank you thank you okay thank you very much for the presentation um at this time mr gill do and maribel do we have the clock ready and or comments from the community on this item yes we have one comment actually two okay i'm sorry who is that one sandra or beanie oh okay there it is okay miss albini uh when you begin speaking your two minutes will begin good evening community
035my name is sandra albini i have been an educator in san jose for over 20 years i am also the parent founding parent of an adelante ii student who is now a sixth grader i've also been very active in our community and the pta i currently work at independence high school and on this campus we have several corporate charter schools that are parasitic on our infrastructure they prey on immigrant families and they do not serve the needs of our students specifically our special needs students or our eld students effectively however i do believe that creating a a high school in our dual immersion community would help to create an option for some of these corporate charter families who have not found the right fit for their students and just you know in light of the
036fact that we live in a society where currently it's very anti-immigrant and anti-uh any other language other than english i think this is a step in the right direction well we can see that we need change in our educational system we need change in our country and that starts you know it starts on day one in kindergarten so i fully support this idea and i hope that my my daughter and my family can contribute to its fruition thank you nice thank you mr gill next person next person is emelda bautista okay miss bautista once your microphone is unmuted and you begin speaking your two minutes will begin uh [Music] is a education yes um admiralina uh-huh that's that okay and can you ask her can you ask her if she can hear you because i
037think she can't hear you translating that's why she's not stopping oh okay thank you mighty bell we might need to restart okay okay um do we know why that was happening in terms of the translation in case we need it again she okay thank you okay uh mr gill who's the next person here's elizabeth sanchez okay miss sanchez when your microphone is unmuted and you begin speaking your two minutes will begin hi uh good evening members of the board i just wanted to give public comment on this presentation because i'm a huge huge huge advocate um for bilingual learning i'm a mother of a kinder kindergartner and you know i think about his future and what he's gonna do because i know that our research says that they need to be taking at least five
038years of bilingual development in order for it to actually be effective in the next coming years and for them to just see progress right because ultimately that's what we're looking for progress um we're looking for making sure that they're going to be successful emotionally and um academically so we know that and i think that's one of the reasons why the olin rock district decided to implement all um elementary schools but i do agree that students who are in high school and higher education can get more accessibility and more opportunities within the workforce if they do expand these bilingual and dual immersion schools so i definitely support it so thank you thank you mr gill the next person you're muted oh yeah mr gill you're muted next person is myra yamas okay miss yamas when your
039microphone is unmuted and you begin speaking your two minutes will begin thank you hi my name is maira yama and i am the proud parent of a sixth grader at adelante too um he started our son started at the london two back since kindergarten and we have me and my husband have been pta parents and they started and are still currently on the board and we've been in different positions um and i know when we got the news about a high school we it was kind of like a weight lifted off of us because we are you know in the process of figuring out what high school he's going to go to and we were concerned about everything that he's learned i mean we know he's not going to forget everything but as some people
040have said you know once they get to high school it's you know at that age where they're probably just all english and the thought the idea of them extending it to high school just was amazing and we are we definitely support it and we know that if alan rock can move forward with this high school plan we could help it grow like adelante to grew and just be able to have our students be able to continue um with not only spanish but from what i hear being able to learn another language which it's gonna deeply make a huge impact on the already you know bright mind so i'm fully supportive of this idea and um i hope you guys really take it into consideration and we hope we can be a part of it thank
041you thank you mr gill next person next person's screen name is labeled ifc okay um the person with that screen name ifc when your microphone is unmuted and you begin speaking your two minutes will begin hi good afternoon um good evening my name is fonseca thank you the board and trustee herrera loera for having me i definitely support this plan to have a high school in our area i believe i feel like it's time it's innovative and and our east side deserves it um you know personally speaking i did go k through fifth grade dual immersion i feel like it definitely opened doors for my career um i am able to bridge that gap for monolingual spanish-speaking families and also um you know being able to interpret things i did early on for my mother
042and moving forward i feel that personally when i went to high school my mom struggled you know to be participant in in my my educational career from college applications i had to fill that out on my own and i feel that having a dual immersion high school would definitely help the relationship between schools and parents to be more involved to have a say to receive that education from financial aid all the way to what is higher education and again from first generation standpoint i definitely feel that it is time we have a lot of new generations and i have two young sons and i am very fortunate to have them in adelante too presently and i can already see the benefit to be able to uh communicate with rawalita to be able to understand um
043and have time uh to come uh and practice that language uh there's just so much richness and i feel that that could be a great benefit to our community and move and also in family life having that communication with your children in spanish it bridges that gap so i feel that ultimately it is time i think this is a great time especially with our a lot of parents wanting to become more involved such as myself thank you very much mr gill next person here's smell fontanilla okay miss fontania when your microphone is unmuted and you begin speaking your two minutes will begin hi good evening board trustees superintendent bauer i'm a parent at adelante one and i just wanted to share that i'm in full support of this idea i think it's an excellent opportunity
044to really draw the strength of the district in a proven model and really you know look towards the future of something alum rock can offer families throughout the district so i want to commend trustee quintero and trustee herrera for their their innovative thinking around this idea and because i see a lot of our our own our principals on here and our own teachers i just wanted to take a minute to just thank them as well um i know distance learning has not been the easiest thing and i and i wondered how we were going to make this happen in a dual immersion setting but i just you know my own teacher is on here and i just want to really commend how how streamlined and supportive everything has been thus far um this is not
045an easy school year but i i can tell that you guys are really wanting to put our students learning forward and also continue to carry this this feeling of a collective community together so i hope that we can do this for high school as well and you have my full support thank you when you're unmuted and you begin speaking your two minutes will begin is she unmuted mr gill i don't see her i am trying here good evening board of uh board members and superintendent um i love this idea i'm really excited um i just have a couple questions um one is how soon do you guys plan to see this developing i know this is just an idea right now um and how would this work you know i'm just curious that's it um
046we're gonna get more details about this um and i think that i just never seen this done so i just wanna see how this will work out will it be a high school charter or would it be a alumrock high school how would we pay for these employees um you know with what we're going through with budget that those are just some of the questions and what building are we thinking of of using for this high school um or are we building a new building um these are just some questions that i know you guys will have the answers to and i can't wait to hear more details about this this is something that really surprised me when i heard this and i'm excited to see how this turns out thank you and you guys
047have a wonderful day thank you next question mr gill our next comment is david williams okay mr williams when your microphones are muted and you begin speaking your two minutes will begin i don't see is he unmuted yes host is not allowing oh we can hear you am i there yes i can hear you okay good um yeah my name is david williams i'm a parent over at adelante and uh i have two daughters over there and i would like to speak in favor and offer any help i can help well i don't care what it is we can do to try to help these kids have multiple languages as a person that speaks six languages myself i think that it'd be great to have another aspect not just one or two but if we
048could add vietnamese add japanese that's one of my other languages i think it would be a fantastic thing for the kids especially in the critical thinking uh area of the education uh development of these kids so uh i'll do whatever you guys just tell me what you want i'll do it i'll help out in any way i can of course the wrestling program i'm always gonna help with that but uh anything i can do to help you let me know thank you thank you next comment mr gill so we have a hand raised from a phone ending 5962 and i believe that person is a cse rep i will unmute the person if she has a comment on this i know okay thank you so the person with the this is me and yes because
049you immediately jumped to teamster so i put in my star nine i'm up for uh 3.02 not this item okay um will you be available still after this item when we get into okay okay then we'll come back to you for that one thank you okay no more no more okay thank you very much everyone for your comments um so are there any questions or comments from the board at this time and trustee quintero and trustee marquez as we've been doing if you have something just put up a little one of those little hand signs thumbs up or something and i will call on you because i can't see you so i got my thumbs up there there you go go ahead all right uh you know just uh thank you everybody for the comments
050all good questions and uh looking forward i myself am looking forward to the to the uh information that's gonna be brought back by staff um it was you know great to see an idea like the vietnamese dual language immersion uh something that i went ahead and brought forward to this body uh dr bauer can you help me out uh like three years ago or something like that oh my gosh most likely five six it took a while time flies when you're having fun huh um yeah it uh and to see that idea come to fruition and now become a reality is just amazing and it's it's it's it's what um it's great to see that happen when you're here those are some of the the really cool times um and so i'm looking forward to
051seeing the same thing here with this high school look and i'm hoping that it's not going to be the same time for him i know that uh the vietnamese dual language immersion program was very unique and it required a lot more support we're hoping that this one uh can move a little bit uh a little bit faster we know a lot of parents are are looking forward to it thank you okay thank you any other questions or comments from the board okay i don't see anything i'll just provide a couple comments i think i really think this is a very obviously as everyone has said in innovative and interesting idea and it just in my estimation makes sense with the um the way that we've kind of positioned ourselves as a district we have a
052couple of things in this district that that make us fairly unique things that we're still able to offer things that we're able to not only offer but we offer that no one else offers or no one in the immediate area and so it is something that i'm very interested in obviously you know the the fun stuff is in the details and a lot of the uh enthusiasm that we hear is it's clear that there's a a large segment of the community and it sounds like board members too that are supportive of the concept but i'm also interested in hearing what staff brings back and starting to dig into some of those finer details to see what it would actually take to bring this to fruition but in a nutshell i think that it makes sense
053in terms of how we've positioned ourselves both for the the learning and what we know from the research about how children learn and the benefits of having multiple languages particularly early on in their development so it makes sense in that way in in the children's learning and development and also in terms of kind of the district the business of the district and and how we run and what we can offer and provide for our community so um i thank uh my colleagues for bringing this and i also look forward to being able to support this in the future uh trustee yes trust me thank you um and so i guess just at this point if we can ask staff to come back with that piece um and maybe it could be i mean i'm thinking
054where we're at now uh maybe early 2021 dr bauer um january meeting or february meeting what what do you think would be best yeah we can bring an update and and i think it would be um if for us to move forward in terms of a formal application with cve we'll take board action and it's kind of premature right now to talk about steps because we have not done that until we kind of have a sense from the board direction if if the board gives us direction to move that way we will bring to the board you know some of some of those details that that uh we need to find out for you mm-hmm so is january okay with the update or just leave it up to you guys i mean i i i
055would love to tell you that we will have a a good sound report for january i doubt it but um if we can we will if not we will ask the board to give us till february let's just say february and if you guys do it earlier great okay okay i know that this is on for information but i think that we as board can express the will of the board um in terms of our position and i would ask that we um provide direction that uh we want to know how what what the process is how long it's going to take uh for to get the cde number for this high school and so at least that's my position i'm hoping that the my colleagues support me on that to to direct staff to
056bring back a time frame as to how quick that would be feasible so trustee quintero just to be clear with everybody if you notice this will be adding grade levels to adelante one because that will be the only way we will be able to as an elementary school district to be able to bring it forward just so that everybody knows it's kind of the same process we have followed with other the other avalanches right like the adelante two we had to extend it to eighth grade so that's it's kind of the same concept to add grade levels and because adelante one has been kind of our flagship in terms of dual immersion that would be the one that we would be looking into expanding um we know very clear also that we are able to
057have a a a school that is potentially tk through 12 in different sites so not all of them need to be in the same house in the same way we just need to talk to the to the cde about the process to get this accomplished i just wanted to be very clear that this is not an additional school in alum rock it will be opening the great span for adelante one oh gotcha all right whatever works so did you want to modify or anything to to your previous comment trustee quintero at this point i'm comfortable with the information it'll be brought back uh because i it'll it'll it'll get the job done so okay i just had to assume that uh there was a need to provide direction to to staff to pursue a cd
058number or give us a time frame but at this point that works and i'm happy with the information being brought back as soon as possible okay thank you any other questions or comments from the board all right well thank you everyone and uh we look forward to hearing back um in the near future okay so now we can move to item 3.01 teamsters and report back from teamsters so do we still have that um that phone number mr gill here's the person it's called csc oh yeah that's right csv okay so is there anyone from teamsters okay well if they pop up we can take them out of order but see no one at this time we can now move to 3.02 csea so now we can have um the microphone immune there we go
059are we ready yes we are we're ready i've never done this before uh my name is carol adamak slayton i am a retiree from alum rock and i am an active union rep as past president negotiating chair and chief job steward some background first this is really a downer presentation i'm sorry just for everybody's information in the last year and a half we have filed an unfair labor practice which is still at perb due to covet 19. there is one ulp being reviewed for possible filing we filed one grievance in april or so which we won another grievance is in review for possible filing and one was filed i believe wednesday that's just to give you background as to the rest of this speech i've i've seen many boards management and superintendents over 52 years
06045 as a union rep but i cannot figure out this this present setup management has shown little regard for following law such as ed code government code 3540 or contracts i'm assuming the board has con copies of all the three contracts management does what they want and then we csea have to come back and fight through ulps and grievances we've been willing to meet and possibly compromise that that word doesn't seem to be in the vocabulary of this management we have an assign we have a signed mou between alum rock and csea regarding return impacts and effects on csua members because of covid it is now it's been implemented with restrictions not in the agreement and that is the grievance that is going to be filed pretty soon your the the board gets contracts for
061contracting out bargaining unit work like substitutes we have a csua position that does that so if you contract that out does that mean that that's a precursor to one more time another classified layoff the disrespectful classified um we don't understand i don't know if it's because we are knowledgeable and it's things that legals should also know they should know you're legal they should know edco they should know government code they should know contracts i don't know where this is coming from on a positive note i do want to publicly thank dolores marquez for being an advocate for classified since she was one in the previous life and knows what we do she can she can speak to those thank you for allowing me to present our concerns okay thank you um item 3.03 alan rock
062administrators association do we have anyone here from yes hi it's maria all right um let's see here let me go ahead and make the comments good evening i'm here to speak on behalf of the alum rock administrators association recently all of our school sites held back to school nights and it was fantastic being able to engage with families and see them virtually also our school site registration of students in rock and learn pods as well as formation of alum rock care pods in collaboration with district departments and community partners such as think together and city year have been going well and site administrators enjoy working with our community partners also academic services have been providing an ample amount of professional development to make sure our teachers and administrators are well prepared to continue with distance
063learning and we are ramping up to prepare for progress reports in the elementary schools and minimum days for parent-teacher conferences and student services continues to support school site efforts in reaching out to families that need extra support during distance learning araa wants to highlight the amazing work of our human resources department who are always working to make sure that we are in compliance in addition to supporting employees during covid while making a human connection through their kindness and helpfulness thank you very much hey thank you miss martinez next up um 3.04 area i saw jocelyn i believe i am here um i i don't know why but the video wouldn't start so you get to see our alum rock emblem um good evening and i hope everyone is doing well tonight i know that it's
064been a very difficult couple of weeks for the alumni community and on behalf of area i would like to express our sincere sympathies as well as our support to all who have been affected by the tragedies recently while this school year has began with its own set of unique challenges i do believe we are finally making progress in laying the groundwork for success through distance learning while the summer was filled with many unexpected and constantly changing situations that required immediate attention due to the shelter-in-place restrictions it was not until the day before our teachers returned to work that area and the district had come to an agreement on what distance learning would look like trust me it wasn't due to lack of trying we worked long days nights and weekends to work out the terms
065for this new and never-before-implemented way of delivering instruction across the entire district once those terms were signed off in an mou or a memorandum of understanding we then be had to begin the work of creating the tools to transition from in-person instruction to distance learning we had numerous meetings meetings to address the new bell schedules the new means of evaluating temporary and probationary teachers which is mandated by edcode planning of three meaningful professional development days providing release time on minimum days for report cards in parent-teacher conferencing and developing the most extraordinary and complicated state requirement of all the notable weekly engagement tracker i have many other adjectives that i could use to describe this time-consuming task but i will leave that up to the teachers because i know they have many of their own the
066good news is that with the combined efforts of instructional services student services human resources department the special ed department the superintendent and the attorney for the district regalia reese after seven weeks of more zoom meetings than i could keep track of i do believe we have come to terms with everything we have been tasked to do so far except of course settling our salary and benefits articles and our collective bargaining agreement for the last year and this year that is the next thing that i hope that we can check off our list my sincere thanks to everyone who made this happen now that we have all of these pieces worked out i am asking for your anticipated cooperation to see that they are all carried out with the intentions that they were created under those
067are to provide a successful distance learning program for our deserving students while at the same time supporting our teachers in a stress-free anxiety-reducing manner the alum rock educators association is comprised of some of the hardest working dedicated passionate teachers ever they don't hesitate to go the extra mile for our students and their families i have a great i have the greatest admiration for each and every one of them and just how far they are extending during this distance learning time however what i have seen and heard from the majority of them since school started is honestly heartbreaking i have seen some of the strongest reduced to tears i've seen some of the best of the best now doubting their ability to teach and i have heard from many that they just don't know how long
068they can hang on so i'm looking to leave the district and others looking to leave the profession i'm not sharing this with you to simply complain complaining doesn't help except maybe in the moment i am telling you because i do believe you have a right to know how nearly 500 of your employees are feeling on a day-to-day basis i hope to raise your awareness so that you can have a hand in ensuring that moving forward all decisions will continue to be made with not only the interests of the students in mind but with those who are providing and supporting their education and that includes classified and teamsters also i just realized tonight that this is our last regular board meeting before the november 3rd election so i'm going to take the advantage of this opportunity
069to urge you to support the schools and communities first initiative by voting yes on proposition 15. if this proposition passes it will bring in almost seven million dollars annually to our district and that will certainly be cause for celebration in these other way in these otherwise trying times thank you thank you okay um item 3.05 superintendent thank you board president i'm not going to take too much time i want to shout out and echo some of the comments we do have i believe we have the hardest working team in the state i do believe that and i've been visiting virtually a number of schools and i've been part of what teachers after school classified everybody has been able to put together and last week i attended one particular class that was just a joy to
070watch and to be part of i'm gonna i'm gonna shout out uh teacher arlene illa and kelsey roth roth god i'm sorry i'm not pronouncing her last name but kelsey you know what i'm talking about european fifth grade team i have seen many classes and many beautiful things happening in these very challenging times but what caught to my attention was how they were able to interweave the socio-emotional learning standards into their classroom and how they were able to engage sleepy fifth graders at eight at nine o'clock in the morning when they're not really ready to do much you know and where they just don't feel like leaving the blanket and you know kind of getting into math those beautiful teachers were able to touch the students hearts and minds so that they engage and after
071the exercise that they use they were able to be up and ready to learn so i want to thank all teachers but especially these two beautiful teachers in addition to all the support staff and all our partners because it was truly a teamwork i know this is just one example of the wonderful things that are happening in our district thank you everybody hey thank you dr bauer now item four point uh what is the number the question are comments from the board 3.1606 yes i lost it on my screen over here um so any comments from the board trustee era yes thank you president um good evening alum rock community as many of you who are here last week with us at our special board meeting um remember you know i mentioned that our alum
072rock community has been hit with many tragedies these last two weeks um and they've been huge um they've been huge we've lost many in our community um although one is too many you know these have been many in one week um and i just wanted to take the time to think anya you know i know jocelyn mentioned that um you know teachers have been brought to tears and i believe it you know uh because many of us you know and i know like as parents those of you listening to me i've been brought to tears you know with my 11 year old on some so many of us are struggling um and you know i want to take the time to thank anya uh for coordinating our student services department you know to provide resources
073and services to our students and i know one of the parents mentioned that um you know we needed to do that and so i just want to make sure that parents know that we have resources that if you feel out of control that if you feel like your child you know is um needing special support we have that support um you know i don't want to lose any more of our children anymore of our youth due to those stressors and just being too much for them you know as adults we can get in our car and say i'll be back you know our kids can't our kids are stuck with us as parents our kids are stuck with you know whatever they have in their you know if they say can't just get up and
074go i know my 11 year old can't i would never allow her to just get up and go right and so there's stressors there's you know something's out of our control but i want you to remember that we have support here uh please let any one of us know please call me um you know if you don't know who to turn to or where to go um dr bauer our district staff are ready to answer the calls um we don't want to lose any more of our children and so i just wanted to make sure that i mentioned that um also thank you community thank you counting you know it looks like we're shifting sooner than later into tier orange which is going to open up our county a little more right and um you
075know it feels good and at the same time a little scary because it's happening before uh you know times that many of our families gather so even though we're opening up it doesn't mean that it's safe to just gather and just hang out you know with people we still get to be safe we still get to social distance we still get to wear our masks um to keep our community opening up right back to where we were at at one point hopefully sooner than late so those are just some some of the things i want to mention thank you so much and uh i look forward to continuing to push through as a community as alan rock thank you okay thank you any other comments from the board okay i don't see any so we
076can move on to item through uh four point i think somebody i don't know no i have one oh i'm sorry yeah trusty was that trustee chavez chavez okay trustee chavez i just want to thank all the teachers and the parents and the students for all their efforts and working together and just keeping the focus and the goal on the student learning thank you all that's it thank you okay so now i think we can move forward to item 4.0 2 approved second reading of border policy several items there is there a motion to approve item 4.02 motion to approve okay there's a motion is there a second second okay mr gill is there any are there any comments on item 4.02 none okay um any questions or comments from the board on 4.02 okay
077so then i'll go ahead oh trusty marquez if we can unmute trusty marquez please is she unmuted on our end mr gill oh there you go okay when you were asking comments from us on the last item uh i um if we had any comments we were all making our comments i kept saying hello hello so this is only two thank you it's um i i i've been one of the people that i have that have heard a lot from the parents in the other spectrum that are have been really frustrated with this distant learning we talked about that last last month whether it was human error or whether it was technology or whatever but i just want to thank those parents that have reached out to me and um if you are listening uh
078please hang in there um even us here on the meetings we have problems you know with the technology of it and it does take some you know some time to get used to doing these so um if you could please um uh hang in there with us i know it's difficult times um please i've had two families that said that this is too difficult for them they don't know how to help their child they feel like leaving and i i have i have i don't know with my heart i tell these parents reach out for student services with norma flores she's the director and she's very very good you know and and working with the parents reach out to her and so i'm hoping that these parents are reaching out to norma um for the
079help that these parents need but mostly it's it's either child care or it's either technology and they don't know how you know to sit there and help their parent their their children with you know with their work it's either they they don't read english or the child is too young and doesn't read um a couple of them were from kinder so um they're not readings but there's problems with this distant learning and and i hear jocelyn talking about teachers frustration and i'm hearing parents frustration as well so all i can say is to the community and to the teachers to bear with us and i know that we'll get through this it's um it'll take some doing but we'll get there if not keep asking keep asking for help thank you thank you and did
080you have comments on 4.02 or you were just catching up from the previous one i was catching up on the previous one we were all making comments you know and then on and on 4.2 this is only the second reading are you taking it up for action or bringing it back um i think it's for action unless there's any other modifications that anybody wants to propose at this point i think we could take action on it or we could bring it back for a third reading if someone has a modification to make i i i had a question that i did not get back to dr bauer um when we had our one-on-one and uh i wrote it down and i couldn't find it as i was going through my pages i must wrote it
081in and left it in the living room but um that's okay um i'll um i'll i'll just let it go so thank you anyway okay thank you um any other questions or comments from the board on 4.02 okay so then we do have a motion in seconds so we'll go ahead and call for the vote i'll call it as i see it on my screen trustee chavez hey trusty hi trusty marquez yes yes i actually don't see trustee quintero are you in here yes i am i other okay and myself i motion passes unanimously um we move on to item 4.03 second reading uh for board policy sexual harassment personnel is there a motion on this item motion to approve okay is there a second second second from trustee quintero mr gill do we have
082any comment on this item none okay thank you any questions or comments from the board on four point zero three okay i do not see any trustee marquez or trustee quintero i don't see anything so um i'll go ahead and call for the vote trustee chavez hi trustee i'm trustee marquez hi trustee quintero and myself yes so motion passes unanimously item 4.04 uh another second reading for board policy sexual harassment students is there a motion on this item i wanted to come back again there was something what was deleted in the first two paragraphs on page three of that item i would like to it to be put back in okay so we can um bring that back so we will not take action this month um we'll bring it back next month for a
083third reading with the modification requested by trustee chavez and may i ask very just so that we can i can follow up with staff trustee chavez uh are you gonna have any further edits or is that that's what you want just last night when i spoke to you we we went over the uh on the third page to just put those two paragraphs back in yeah i just want to be clear so that people know what your edits are yes thank you thank you okay thank you so we'll move on to item 4.05 um this is information only board update concerning ethnic studies committee um so dr bauer i'll turn this one over to you um the board has a resolution regarding ethnic studies back i believe it was july and i'm very pleased to
084you wanted an update by october so i'm bringing an update to you regarding the ethnic studies um the people who are going to be helping us lead and help us gather a committee because there's no committee yet it's the leads it's dr ivan montes principal from san antonio and miss camille fontanilla from somos made the executive director of somos mayfair and parent at adelante one uh and i know that dr montes has a brief presentation for the board and for the public to roll out their plan on how they're gonna gather the committee so if i'm if it's okay uh board president are they okay to present what they need to say right now uh sure do we need a powerpoint also screen sharing okay yes so let's um allow that mr gill and um
085unmute miss dr montez and maybe miss fontania i'm not sure she's also gonna need her microphone unmuted as well um but dr montez and esfantania janis whenever your information is up and you're ready you have the floor perfect uh thank you superintendent uh bauer uh members of the board uh community and parents i am pulling up the presentation now and i will share my screen so we're super excited to be here with you all tonight to provide an update regarding the ethnic studies committee that is under that is being developed here at alam rock and the purpose of this update as dr bauer mentioned is per the board approval uh the board resolution on june 11 2020 which uh directed us to establish an ethnic studies committee and uh per that resolution the purpose of
086this committee is as follows the stakeholder group will research ethnic studies curriculum review relevant materials consider the scope of piloting the curriculum with the ultimate goal of presenting a recommendation to the superintendent and ultimately the alum rock union elementary school board of education so this is our charge part of that process as outlined in the resolution is to provide ongoing and regular updates to to the board such as we are tonight so in the initial development of the structure of the how this committee timeline will look like um it's as follows so here you see the timeline uh beginning in november as we're still in october and we're in the initial stages of establishing the committee but our hope is that by november we would have established the committee we would have um recruited and
087selected the members um and with the goal of meeting the purpose as proposed by the board resolution by november of 2021 the aim of this committee is to have to very much include stakeholders and have a uh network of networks uh framework which we'll go into in this presentation but essentially committee members would be expected to function as leads engaging their peers and stakeholders within their given stakeholder network to provide ongoing research recommendations that they will then bring and submit to to the committee uh during the committee meetings it is our intent that this process be open to the public uh be fully transparent and be one where our community is able to engage in which would include public comment and language services as needed we also hope to welcome ongoing submission for ideas perspectives
088questions are concerned uh throughout this timeline process and it is our hope that within the above mentioned timeline we can begin to meet the charge as outlined by the board i'm going to hand it over to uh my colleague who will go into the next portion of this presentation good evening everyone my name is camille janis fontenia a parent at adelante one and the executive director of somos mayfair um as mentioned earlier i apologize my camera is not on so i will just uh speak from my photo box um this is the promote the proposed committee structure again like dr month has explained we are envisioning a network of networks which what we mean by that is having a lead committee of members about eight people who represent these different stakeholder groups alum rock teachers
089college or university educators to help support in curriculum and thinking through that representative from the santa clara county office of education foundations or community-based organization representatives and parents and students and other community members dr monthas and i will co-chair this committee the committee lead members will be representative of these stakeholder groups as well as the ethnic representation of our student body we also expect that the lead members on this committee engage their network of peers within each of these stakeholder groups to help us broaden the engagement and gather greater input than any one individual can provide next slide please uh we believe that the role of committee committee members um in a lead role are to attend all the ethnic study committee meetings prepared to in and prepare to engage with them and there will
090be a total of four meetings we also hope that lead members will coordinate facilitate and engage their peers in their own stakeholder network meetings there could be a minimum of three of these but committee members can have more if they would like from these stakeholder meetings with their network peers we hope that they come back to each ethnic studies committee meeting providing insights perspectives and recommendations based on what was discussed at those stakeholder meetings as well as any shared readings we do as a committee in any research we conduct collectively our committee will deliver an ethnic studies framework that includes vision purpose policy and key pillars guiding the district's future implementation of an ethnic studies initiative hopefully beginning in the 2022-2023 school year so for individuals who are interested uh in participating we this is
091an open call we we have outlined some applicant criteria uh because what we're committed to is in ensuring that the people who are going to live this reality um have a voice in crafting the reality being the stakeholders that we outlined above and so some of the working applicant criteria is ensuring that folks who who seek to serve on the committee have a strong connection to the alamark union school district community as in a teacher parent student staff community community or philanthropic partner the having the ethnic representation that ensures a proportional representation to the students we serve which given the charge we have we think that is important furthermore uh ensuring that the representation that it also follows proportional representation to the grade levels that we serve meaning we're seeking to to balance um within
092the committee uh to ensuring that not all representation on the committee is from one or representing a particular great band but there's a a pretty diverse representation in terms of grade parents who have students in particular grades or staff who work on particular who teach in particular great spans the ability and commitment to engage for the entirety of the process given that the timeline is within the scope of the year we hope that if someone chooses to step up and participate in the the lead role uh not necessarily in the subsequent forums but in the lead role that they commit to engaging in the process in its entirety um and also we we we seek to uh find uh leads who have experience in in studying developing and or implementing ethnic studies programs and or
093initiatives and this is something that we hope to prioritize as we go through the the applicant criteria um the process for applying um this is an open call for applications and we hope to accept applications until october 31st we will have a google form that will go live hopefully on the district's website and also paper copies at the school sites um we will also promote this i know that this is a big question that comes up in our community how will this be promoted so people know emails calls to teachers staff and community partners we would like to use parent square the district website and robocalls and texts as appropriate as well as the alan rock on social media pages again we'll accept the applications through google form submission or hard copy whatever is easier
094for the applicants we will review these applications as the co-chairs and we'll screen through the criteria that was just presented by dr montez selected members would be notified by email or phone call and we hope to announce the selected members at your november 12 board meeting individuals who are not selected to be leads on the committee we hope can continue to participate in public forums as well as the stakeholder group meetings um so we feel like this is a very robust process to include as many voices as possible again i just we want to take the time to just thank the board thank you superintendent and community who have advocated for for this initiative um it is our honor and privilege to to serve our community with this initiative and we look forward to uh
095to working with our with our uh partners to ensure that we uh provide um we live up to the purpose of the board resolution uh by the outline timeline and we're available for questions thank you very much it looks like we started our public comment there also as well i hear a little a little voice there that has something to say but before we oh there we go our newest alum rock member there so cute okay so um before we get to questions and comments from the boards from the board do we have comments public comment um on this item mr jill yes there is one veronica okay okay veronica uh once we have the clock up and you begin speaking your two minutes will begin mighty bit there we go okay so do uh
096yeah whenever you're ready veronica you um we're ready to you hear go uh barely it's it sounds like it's a little bit of a bad connection say something again can you hear me now oh there we go that's better we can hear you can you hear me now yes yes yes yes we can hear you great i think my headphones were not working um so i i was saying thank you so much to dr montez and to camille um mrs montana for presenting this this is great i think um and again thank you for putting it in the agenda um as something that is continuous um i do want to make a couple suggestions on as far as like the way that we are engaging as students as we know that many of our students
097sometimes might not be able to see it the parents wear or might not have parents that see it and i was wondering maybe we can support as a community if we can present it in their in their classes as well and to see if it's something that students will be interested because i think this is so essential that we have that we have um students voices highlighted especially when it comes to ethnic studies learning and them deciding as well and having that voice and many of the times we don't have that opportunity so maybe collaborating with um our middle schools and even our elementaries representing this information to them and also if we can present this information in other languages outside of the board meeting for parents to know as well um maybe having it
098in the cafetos um you know just in different ways that it just the application just doesn't go out but the whole presentation is presented to families um and i think my last question is would uh participants that do not get selected will they know why they weren't selected um because that would be also another way of kind of giving providing that feedback to the community of like hey you know just extra feedback with that transparency um and that is it thank you so much okay thank you any other comments mr joe yes okay once you begin speaking your two minutes will begin can you hear me yes okay so i just wanted to say thank you the for the presentation it was i i really like the way that you guys are projecting and involving
099all the skate holders parents students teachers and uh and also to leave it open to the public to participate even though they're not selected you just like any other committee that we have like doc did like in other communities and uh i just want to say that it also will be important to uh make sure we have um uh either teachers or uh from all the schools you know like not only i know that you guys say from great levels but i think it's also important to uh make sure we have that as we usually have in the other committees representation from uh most of the schools so if we have more representation and also i i like that that if you have experience on things like you can make this better like you know
100i i i think it's a good idea but i i would like to see uh more schools participating on this thank you okay thank you mr gill next comment is gilbert gonzalez okay miss gonzalez when you begin speaking your two minutes will begin good evening i'm board members i'm return of students on the anubra school district um thank you dr montez and miss fontanilla for the presentation and actually thinking throughout the whole process right since how to involve community how to make sure this is a spread above and beyond and using all the methods that we can to involve parents teachers community members and even county people because nobody thinks about them i just want to see that i would like to see and also bring the translation which is really important for people to
101participate i do believe that this is a great opportunity not only for everybody but also especially parents and students so i would like to see some students involvement as well i maybe i lost that part but i didn't hear about them so let's bring our students to to the table they are the ones that cannot get benefit from this and thank you very much have a really good evening thank you mr gill next comment none no more numerous okay okay um so do we have any questions or comments from the board trustee yes thank you uh gosh i'm so excited um i was just to see it on the on the in the board book um you know to see it come to um to this point you know to see the map as to
102how we'll come you know alive and our children will be sitting in in class learning about these things eventually um diesel actually mentioned a lot of things that i was thinking um i did write one of uh dr monte's quotes on there which i really like thank you dr montes and camille for uh providing such a detailed presentation well thought out you know i appreciate that um you know all the amount of time that it deserves right that this deserves so that it's implemented in a way that it's here beyond us right and so you put a quote there that said people who are going to live this reality are going to have a voice in crafting the reality um so thank you for putting that in there i mean it goes along with the
103isa's comment about you know um if you thought about having a student on there um you know or are you open to having at least a student or two in the committee okay um i'm not sure was that last part uh a question or was it part of just a comment no it's a question mr montez especially because he had that uh quote on there yeah absolutely i i think that very much aligns in the spirit of how we approach this you know when we go back to that quote it it very much embodies ensuring that our students as a public school principal you know we serve the community we serve the students and um it would be important to to us to to ensure that they're represented within this process as well in a
104a as an equal stakeholder and i would just add from a logistical perspective i think um two things we can consider is is having middle school representation on the committee itself depending on how large the body gets but i think one thing we can also ensure that happens is one of the dedicating one of the stakeholder group meetings in between the committee meetings to just be specifically about um student voice um where students from the entire district can be invited to participate in that um and i would also say we can do that with teachers um i know there was a question about you know will we have representation from every school with the teachers and i think um full transparency i think the reason why we set forth a committee that's smaller in nature
105with leads is to be really thoughtful about what both dr montez and i can manage in terms of the number of folks to make sure that we can continue to move a process forward however we can also dedicate one of those stakeholder group meetings um to being you know broadly um inclusive of all teachers um i love it i love it um yeah so uh thank you so much and i look forward you know to supporting in any way i can if i can anyway thank you for the update and i look forward to hearing all the many more updates to come okay thank you any other questions or comments from board members um i'm looking i don't see trustee marquez or trustee quintero i don't see any signs oh okay trustee quintero now i
106see your thumbs up so i think you're unmuted there you go yes i am so i just want to thank uh folks for the work that you've done on putting this together looking forward to seeing the work that's going to come as a result of the of the committee that's ultimately formed and looking forward to see that composition of the committee being brought forth to the sport thanks okay any other questions or comments from the board okay uh so see none um i'll just i had a couple of comments last question so first of all i want to thank both of you for obviously your your hard work that you've already put into this and not only hard hard work but smart work i think the way that it's that you've outlined it and put
107it together and structured it and kind of strategized it makes a lot of sense and um i particularly want to appreciate um mrs janes fontania and and her public there um that the comment that you made about really focusing on structuring it in such a way that we can take um you know have that input but also continue to move it forward because i think that's um i mean i just think that's very wise to keep those things in mind to make sure that we are actually able to sooner than later get an actual well-developed product that we can implement and begin to um you know get the true the true value out of so thank you for that the only question-ish that i had um is just with regards to the proportional representation i
108know that our african-american population in the district is it may disproportionately math-wise number wise i don't know that that would get us a representative just because i think and i could be wrong but i think the numbers are are low but however obviously because of you know things that everything we've gone through in the past months i just want to make sure and i'm sure you've already thought this through but that we folk emphasize and focus on our african-american community and make sure that if need be regardless of the proportionality of the numbers that we have the appropriate meaningful representation of that population as well so yeah so that's all i had for that thank you both again with that i think we are good to move on to our next item thank you um
109so we are moving to item [Music] 4.06 another information only item kind of i guess transitioning from that my last comment racial equity committee um so do we have a report um a report back on that miss dr bauer i'll turn it over to you for that thank you so i'm very pleased to share with everybody i shared with the board one on one the co-leads for each of the committees and i really appreciate the board's on these names miss ana nguyen it's the principle of renaissance at madison she will be co-leading with miss veronica talton one of our amazing music teachers and we're very very pleased that they both accepted this role so i'm going to turn it over to them because as you see our stuff is amazing thank you thank you dr
110bauer for the very kind introduction i'm going to start by sharing my screen to ensure that folks are able to see the presentation and i'll go into the present mode great all right good evening ellen rock board trustees dr bauer district and community leaders my name is anna wynne and i am the proud principal of renaissance academy at madison and i am also proudly one of the co-leads of the racial equity committee and then miss calton would you mind introducing yourself good evening everyone i'm veronica taulton a visual and performing arts instructor at joseph george middle school and lindell elementary next slide the alum rock education association reactivated its equity and human and civil rights committee in the 2019-2020 school year areas human and civil rights committee members presented a resolution on july 9 to
111the arusd board with a focus on black lives matter at school which you see here on the slide the creation of the ar usd racial equity committee is a direct result of this work and one in which i'm proud to say i played a role with other area colleagues lynn white toby nielsen and maimona afz alberta as an african-american educator and arusd employee i'm deeply committed to culturally relevant and anti-biased teaching and i'm honored to serve as a co-lead on this racial equity committee next slide so our draft vision um as cultivated between uh miss dalton and i have been cultivated with the recognition of the challenge within our district over the past three years a variety of district and school site leaders have engaged in and promoted learning that has been beneficial for adults
112and students who are typically marginalized within white dominant structures we have explored cultural proficiency trauma-informed education and social-emotional learning as an entire organization however we have not been able to pinpoint a district-wide approach to strengthen our school's climate in relation to students teachers and community members ethnicity and cultural identities we aim to lead the charge as a racial equity committee in bringing culturally responsive and anti-racist pedagogy so our students can feel seen and heard as their most authentic selves the education to end hate initiative was launched by state superintendent tony thurman and was designed to empower educators and students to confront hate bigotry and racism rising in community communities across the state and nation our committee applied for an educator training mini grant and will create partnerships with community leaders parents and students to leverage
113the power of education to create a more just society our mission is posted here on the slides for your review next slide please the racial equity committee is partnering with organizations similar to the national equity project for initial planning workshops and arusd will also seek the thought partner's consultation about an implementation plan that will take place from 2020 through 2023 this how it works slide explains the theory of change and you notice it's going in waves even as they say the coronavirus is going in ways we're seeking to make change in a positive way in waves so the national equity project is a bay area organization whose mission is to transform the experiences outcomes and life options for children and families who've been historically underserved by our institutions and systems the racial equity committee feels
114that the national equity project's mission and values closely align with our own and it is our hope that we will be recipients of the education to end hate mini grant which will allow us to engage in the work according to the national equity project's executive director lashon rutay chapman undergirding the theory of change is the profound belief that people have the capacity to solve the problems that matter to them it rests on developing leaders to move with greater agency confidence skill and knowledge and for them to see to engage and to act differently in their systems to achieve this transformation next slide thank you veronica for introducing the theory of change in terms of how this will work within our district we know that our vision of implementing anti-racist education and fostering confidence around ethnic
115and cultural identity involves intentional efforts and i'm proud for us ms colton and i to work in alignment with dr montez and mrs fontenia the ethnic studies committee leads as well as leaders like miss martinez miss tran and dr carrillo who are working towards creating an inclusive environment for our students and families to clarify our work is happening parallel to the efforts that have already been discussed and introduced the work of racial equity committee is focused on anti-racist and anti-bias training for the educators within our district we believe that by providing a common framework and a universal language that all educators in our district can utilize to engage in courageous conversations and restorative practices will uphold our students identity and support relationship building among diverse populations we plan to implement this work over three years
116as mrs talton has explained if our vision is to foster joy and confidence in our students we need to ensure that the adults directly supporting them in school spaces know how to approach the work we believe that if we have a solid school year to collect data within the planning year have schools focus in i'm sorry have focus schools engage in equity-based professional development in the second year we will be best able to position ourselves to implement this district-wide because we have a chance to be able to see what this learning will look like within the focused schools that we identify based on the data that we collect so this is just a microscopic view of what our planning year would look like in order for us to approach this work strategically and to stay
117informed about our progress we need a solid set of data collection between you know in terms of us being able to understand what is the reality our current students are facing and our current teachers are facing and how are we growing from that data point we plan for this data to be analyzed by the racial equity committee so alongside with uh miss totten and i we plan also just like dr monsez and miss fontania have already described we also plan to have a committee that will be in the position to support us in implementing anti-racist and anti-bias training across the focused schools so in terms of our tangible next steps um we understand that perhaps releasing two applications around the same time in relation to racial justice or in terms of being able to acknowledge
118different diverse populations within our school and building that strong confident identity around ethnicity and culture ms talton and i will release our application at the next board meeting and be able to describe further the criteria which may sound fairly similar to what dr mullen says and mrs lonzania have already described because again we're working in alignment with each other in order for us to build a robust environment where students feel seen and heard and valued we think this work must come from many fronts so in terms of us being able to release the application november we hope to be able to review it by november 30th or review all applications that are due by november 30th to announce based on a committee of folks that will be reviewing the applications to announce at the december
119board meeting who would be a part of this group to support us with this implementation in the meantime ms helton and i will be working with different district leaders and school leaders to consider the survey that we're going to utilize and implement and how to disseminate that in time for students for us to collect and review at our first committee meeting if you are interested in serving on the racial equity committee applications will be available on november 12th and must be submitted on or before november 30th again we are seeking qualified and diverse individuals from the arusd family to collaborate with for any questions please reach out to miss winn or myself we thank you in advance for your support and cooperation thank you very much for your presentation awesome awesome before we uh go
120to questions or comments from the board uh we'll go ahead and see if we have a public comment i'm sure we do mr gill do we have comment on this item here's something we have two okay so maribel can we get the clock up and who is the first comment from mr gill tamara shane okay i do shin did you say it's the last name um i don't know if i pronounce this correctly s-c-h-a-n-e [Music] okay um now what was the first name i'm sorry i got an echo on that tomorrow oh i see tamara shane okay machine i hope we're pronouncing it close um when you're ready and you begin speaking your two minutes will begin thank you i wanted to thank you um he was told in this win um for that incredibly
121thoughtful presentation and it really just warms my heart and i want to say with the deepest gratitude how happy i am to see this happening um i'm a public interest non-profit attorney at the la foundation of silicon valley and i represent hundreds of students in your district i'm also a member of the uh the investor racial equity and alan rock coalition schools now coalition and i'd like to ask that we invest for racial equity in alan rock schools coalition i'm considered as part of the committee it's made up of parents and teachers and stakeholders in the allen rock school district and i just really wanted to again thank you for your thoughtful presentation for all the work that's gone into um creating this this um committee and to uh really investing in black lives matter
122and restorative justice and anti-racist teaching in the district um you've got a lot of support and we we really do thank you for doing this for all your time and hard work thank you thank you mr gill next comment is veronica okay veronica when you begin speaking your two minutes will begin okay um thank you so much aboard and thank you to miss holten and miss nuen as well this was um a great presentation and thank you so much for taking um the lead on this i know it's not the um racial equity and racial justice is not ac work to do and it is one that needs to be seen within ourselves first before we try to implement it anywhere else i'm also a member of the reimbursement for racial equity and island rock
123schools now coalition and um just like the previous um the previous comment i also urge you to not just leave it to students or educators but also involve our families our families also should be getting that survey of the way that you know how they feel because if we're building within the student we also want to build outside within their also ecosystem right um and i um i have full representation as well within all the schools and not um not just a few but all schools as all schools can have different challenges and obstacles but they can also bring um you know different solutions and different representation and um both of you understand that as both of you belong to different schools and know um you know i'm sure that you guys had had those
124conversations so again i urge you to know just stop with students but follow with parents and stakeholders um it is essential that we include the whole ecosystem around a student as around a child when it comes to racial equity when it comes to racial justice so thank you so much thank you mr gill uh do we have another comment or more comments oh yes we have a few okay david williams hey mr williams when your microphone is unmuted and you begin speaking your two minutes will begin okay i think i do got it uh wonderful presentation as i said before i'm a parent over at adelante uh and yes i'm one of those uh black folks that are in the bay in the south bay uh i would love if anybody you need my help
125again just call on me anything you need i'm there to help especially in this department uh with it with everything that's going on i am previously from minneapolis and i grew up on those streets where george floyd was actually killed and was victimized by the same police department so if we can help any kid feel that it's okay to be who they are i'm down for it so just call on me let me know hey thank you mr williams uh mr gill next person here's brenda zander house okay um and superintendent um i love this presentation thank you to everyone that worked so hard on this and um i'm glad to see that we're having these conversations and there's actions um i want to um applaud you guys for all your work um and i
126do recommend that um this training or these conversations are also within ourselves right even as board members i think we have to learn about racial equity and um know how this will be implemented before we can implement it among our kids i think and i would just suggest that all board members sit on these maybe rotate and be present for these conversations that i think help us grow help us grow as individuals that's all i'm going to say today and thank you and i'm really proud of the work that the staff is doing with rachel equity thank you thank you mr gill next person ms gonzalez when you begin speaking your two minutes will begin good evening members on the board once again parent of two students in the annual school district i want to
127thank um that teacher for a wonderful presentation i love the idea behind it and i think yes i would like to um just to urge you that it takes along with parents students and also board members and staff i think that um i also want to thank you for taking it with a seriousness that it is needed we need this kind of conversation truthful and honest conversations and when we and um maybe that question will be when we going to be able for prayer how would that look like why everybody has access to i'm sorry too sorry to interrupt and miss i'm sorry to interrupt if you can maybe we'll pause the clock or give you your time but if you can uh repeat your comments about the past 20 seconds because it got really
128chopped up there and i don't want to miss okay can you hear me now yes okay thank you very much um president um um so once again jess wanted to encourage um as much participation as possible and as more spread of the word of this community to parents and community i know that as hispanics and minorities we are the most impacted by all these all this and it will be amazing that we keep this movement going thank you again for a wonderful presentation and for bringing this important issues to light and actually taking matters and not just talking about it have a really good evening thank you next comment mr gill okay thank you everyone um so are there questions or comments from the board trustee um if you don't mind if i can just
129make a brief comment and then i'll take a bio break and then um and then happy to take over during that time perfect so um well you know what i'll i'll wait for now and then after this no say it okay i wanted to i want you to take care of yourself be a good example okay so i first just wanted to thank also um miss nguyen and miss talton for the presentation obviously very thoughtful and strategic and and you know i want to acknowledge that in addition this is an addition to your just regular work that you do and i know that it's not easy to put this level of of thought and intentionality into something beyond your you know 40 or 50 or 70 hour week whatever it may be so i really
130want to appreciate that um and also echo i think some comment that i heard from the community in that i think sometimes when when there are movements or energy or things that happen in society and and initially there's a lot of of energy and passion and movement but it's always a challenge it's not always that doesn't always translate into action and implementation long term and so that's why for for this particular presentation and the prior one too i really um want to thank our our staff and people that are working on on these items for actually moving the ball forward and make making sure that it's not just you know as someone said not just talk but actually doing something um i appreciate that about this work because i know the challenge that it is
131to do that in a in a a meaningful way so thank you both and i will pass it over to vice president herrera and i'll return shortly thank you take your time no running or anything like that don't worry about that just want to really take the time also to thank each and every one of you um what president already mentioned some of the things i know it takes you know especially those of us who have passion for these things you know we kind of sign up for extras all the time and so um you know being one of those that does that you know i really appreciate the time the effort um to again you know make sure that we implement something that stays here for generations to come and i really you know
132my my heart my spirit is happy connected to all of my ancestors who are just like really excited you know and happy that um that they're they're seeing this work you know happening right now in this moment you know before in the beginning of the school year it was just a dream you know that a lot of us had you know and it wasn't like you know brought this and made this happen it was like we all had this dream right um and i'm just happy you know that it happened in the way that it happened you know whoever brought you know some of us brought the resolution forward some of us added to them and where it's at now i mean we've we've acted fast and um fast but in a very thoughtful way
133sometimes you know when things are hap you know happen with you know uh urgency sometimes they don't take the time people you know don't take the time to make sure that it's a thoughtful process and and you have all done that so thank you i'm sure too many hours to get to our app i'm excited to hear about you know uh possible funding you know to come through um and like those are things i didn't even think about right and so that's exciting and you know why not why not have things like this funded and not just you know a small brand but big grant creativity issues linda can you put yourself on you please i don't think she hears me okay so i'll try to be a little louder um so yeah just thank
134you for that i'm excited to be a part of this process you know for the longest creator allows me to be as a parent as a community member um because i know it'll be here beyond me and so um thank you for your time and i look forward to supporting as well anything i can do let me know otherwise i'll stay here patiently you know i want to be one of the parents you know getting involved but i know that i get to wait for the updates and then you know be a part of in that way so thank you so much for vice president can i highlight something yes please so just so that the public knows and the board knows these two ladies um are amazing and when we talk about the grant
135uh i received the grant on a friday afternoon i think from the cde and they it was a super quick turnaround it's one of those things that you know we can't wait and um i forward that to them thinking you know if you have a chance if you please you know it was like uh i felt for them because both of them you know when when board president says you know the the it's more than 40 hours an hour is more than 15 more than 60 right so i want to shout out that both of them immediately got to it and they submitted it on time a very strong grand application and i want to thank on behalf of alum rock and our students and families that hopefully will benefit from that it's really it
136will really great uh enhance the work that we're going to be able to do for that still working for to look and see if we can find some monies grant monies to finance more ethnic studies training so thank you very much thank you um anybody else any of the other members raise your hand travis if you'd like to speak um or andres uh no just i wanted to thank the folks that have been moving forward um i appreciate the extra effort that you're all putting in to go out there and seek that funding um looking forward to seeing the involvement of you know i'll just leave it at that thank you all for the great work you're doing thank you seeing none we'll go ahead and uh move on to item 501 uh the think
137together preschool program uh dr bauer i'm assuming that you will take the lead on this or we'll call somebody else so this is basically um the grant funding for our preschool program in adelante one in adelanta too we opened those two programs last year i think together was the lead in this partnership they're the one delivering the services so i'm asking the board this is just part of the same grant agreement that we entered last year this is year number two i'm asking the board to respectfully approve this contract remove approval second moved by quintero in second by marquez uh public comment avatar is there anybody on for public comment there's none [Music] i know sometimes they take a while to raise their hand so i just want to confirm uh after there's no one
138on public comment right none okay um see now none on public comment do you do we have um any of our trustees including myself we're on 5.01 yes board comments now or questions do you have any questions mr van damme okay seeing none um you answered my question dr bauer you know that is just continuing so thank you for that um so sing then i'll call for the um vote i'll start with chavez she's on the phone if you could give a thumbs up or thumbs down i'll come to you at the end otherwise that's absent uh my zoom is out can you hear me you can hear me we can see you and hear you we can see you can hear you so i can barely hear you okay so i i didn't hear
139what you're doing so just move on i guess but don't count me as absent no i'm sorry so you heard that you heard absent so i'm probably abstain anyways we'll get to that at the end if you still can't hear we'll try you at the end yeah i'm trying to i'm trying to connect by phone thank you awesome okay we're voting mr myself i i will go back to chavez i or no um what do we do at this time is it abstain or i'll probably just count her as an extension okay so abstention for chavez um moving on uh board president mehrano do you want to uh take it over do you want me to continue yeah i'm happy i think you just um just report back the results of the vote and then
140i'll i'll go ahead and take it back nice okay so uh it was passed uh four to one abstention by chavez okay and i will hand it over back to board president i know before you take over could you please note for the minutes that the abstention from trustee chavez was done due to the technical problems they're having so that it's not was her choice but the recommendation from legal counsel good idea thank you mark thank you maribel make sure you get that down please thank you trustee marquez and you have not entered any numbers please re-enter your meeting she said she can't hear us huh okay okay so we'll move forward to item 6.01 learning continuity and attendance plan for aptitude community academy dr bauer do you this is a just a requirement because
141aptitude is district dependent charter is the same el cap that the board approved in our special board meeting in september so i'm asking the board to respectfully approve the the plan for president second motion in a second uh do we have public comment on this item mr gill none okay thank you so are there questions or comments from the board on this item item 6.01 okay i don't see any and and my question that i had was already answered by dr bauer it's basically the same that we approve for the district it's just um procedurally we need to do this one separately so if there are no questions or comments from the board i'll go ahead and call for the vote as i see you on my screen trustee chavez she still may be having
142problems we'll maybe come back trustee aye trustee quintero hi trustee marquez i myself i trustee charles can you hear us [Music] can you hear trusty chavez okay it looks like she's still having problems so we'll have to also go with abstain due to technical challenges um on trustee chavez's and similar to the previous item if we can get that down muddy bit so motion passes four to one with one abstention kind of forced abstention um by trustee chavez due to technical difficulties okay uh thank you so we'll move on to item 7.01 resignations um are there any this is information only but do we have any public comment on this item mr gill 7.01 okay any questions or comments from the board on 7.01 i don't see anything and i'm hoping trustee chavez can hear
143but um i'm assuming she has nothing can you hear trusty chavez okay well this is information only and i don't see any other questions or comments from the board so we'll move ahead to the consent calendar is there a motion to approve the consent calendar option to approve second second so there's a motion a second to approve um is there any public comment on any items on the consent calendar none 8.01 through 8.08 okay i'll just give it another second or two just because that's i don't know i saw um chavez waving her hand i'm not sure okay can you hear us now yeah thank you okay so just fyi um one other item that we did item what'd i miss what are we on we're on consent calendar on item 6.01 we passed that
144and we did that we did the same for you for 6.01 and 5.01 which was abstention and we noted that it was due to technical difficulties on your end okay thank you so now we're on we did 701 resignations now we're just any other com any comments from the public on the consent calendar at this point trust i mean mr gill no okay so um and there was nothing from the board so we have a motion and a second to pass the consent calendar so i'll call you as i see you on my screen for the vote trustee chavez hi trustee herrera hi trustee quintero hi and trustee marquez hi and myself i motion passes unanimously so the consent calendar passes um so we can move and i might need a little a little nudging
145here mr release but i think at this point we can move to um item nine closed session so we can take um public comment on any items in closed session first of all so do we have any public comment mr gill for any of closed session items none okay so what we'll need to do at this point if and correct me if i'm wrong mr gayle or dr bauer is we'll we will go into closed session um it's 801 so we will return out at nine o'clock to call our special board meeting to order there's a special board meeting for a person one item personnel matter that's also will be handled in closed session um and there may be a report back from that item i believe um so is that am i am i
146close mr release on on those yes so the board will uh will come back at 9 00 pm to report any actions if there are any in this closed session and then once that's done the board will open the closed session special meeting and then recess into closed session for that okay okay um trustee chavez uh yes um the last two times i wasn't uh i guess uh able to get back into the meeting after the closed session so i know that the last item is if we have anything else that we would like to put on the agenda so can i go ahead and say that now in case i have technical issues for later because i guess last time you guys got bored uh quorum so you had the three but i wasn't
147able to come into it because i wanted to add something to the agenda for the next month yeah we can take that now can't we mr ruiz yes okay so um i guess because there has been a lot of issues with um work orders i would like to see it for the next month uh an itemized list of all the work orders for the last three years finished and unfinished please could they could staff bring that to the next meeting okay um so your request is it's just that just to bring the items an itemized list of all the work orders uh you know for the last three years finished and unfinished okay okay so that's all so for the in terms of just the agenda item that's just the expectation is that you'll get
