Gill will be filtering out individual so let me call the meeting to order for our regular board meeting today may the 14th I believe if I'm correct correct thank you everyone once again for joining us this month I will repeat what I've repeated for the past several months which is pretty obvious at this point we are in very different times but I think many of us have started to settle a little bit into a new normal at least for now but as you see we continue to have a little bit of technical challenges as we try to get this our system set up in
006a way that protects the appropriateness of the meeting and also allows for access to the public so thank you for your patience we as we go about this we will be filtering out or mr. Gill is currently filtering out the the video portion of community members as I mentioned in an effort to make sure that everything is appropriate and and somebody doesn't slip in and and cause some kind of a disruption that would cause us to have to potentially in the meeting those who are in this zoom meeting are will be on mute but you will be able to listen here and view through the zoom meeting for public comment on any item you will be able to as you may have seen on your agenda there are three ways for you to submit public
007comment tonight you can either send an email if you haven't done so already to public comment at a are USD org you can text not phone call but text a public comment to the phone number four zero eight nine six three zero zero five eight and if you are in the zoom meeting you are able to use the raise hand function some the same way that many of you did last month and mr. Gill or someone will see you and we will call on you for public comment when the time comes throughout the evening I'll have a little scroll bar on my particular window that will have information for you one of the information I think it's going right now is is there a repeat of the information I just stated and how on how
008to provide public comment and there'll be other information on there as well for you at the end of this meeting the trustees and and staff will be going into closed session and we from there we will have a separate link to go into closed session to maintain the confidentiality of that meeting and when that meeting is done we will return to this link if necessary to report back anything that needs to be reported back from closed session oh there's this video this meeting is also being streamed on our YouTube channel alum rock TV so if you just search for alan roth TV you'll see their live stream there and there's also a spanish YouTube stream that the link is too long but you can find the link in the agenda that is posted publicly on

Moran for your presentation and
020before I same thing I just want to open up to any trustee this do you have any comments or anything to say at this time marching okay go ahead I want to congratulate all the fabulous five that were chosen tonight it's a great honor and a privilege to have you here working with the children of Elam rock I for one sincerely appreciate all the work that you do for our children and our families thank you so much and I'd like to request that if you could staff just send us the names of both sides so that at least me at I am I'd like to have their names I didn't jot them I couldn't I couldn't find my pin I didn't get them on time so if you need them more quickly they are listed
021in the agenda under the item 2.01 they there in the staff analysis you can see them and their department so if you need a quicker you'll find it there no problem anyone else thank you for all your service we appreciate it thank you know likewise I want to also think all the the honorees for the hard work that you do to support our students Margaret and Janet for their job you know that much more enjoyable and coming with the smile which then passes on to our children and that affects them throughout the day so I really want to thank them for really loving what they do and showing it through their work thank you and I obviously want to echo everything that my colleagues have said in addition I you know for sure recognize the
022five who first of all for the amount of years that several that were mentioned at work I don't know what time what age they started working they must have started work in like ten years old because they don't look a day over 16 most of them so I don't know how they worked 36 years and 18 years but that being said I guess I but I want to just recognize them and also recognize the rest of our classified employees as well during these past couple months just our several months it's obviously been very challenging and we've had so many of our classified staff step up and and go above and beyond to serve our family so thank you to all of our staff and especially those who've been recognized tonight for their outstanding services I
023wish we could have done it in person but maybe at some point we'll have a chance to get a group picture so thank you everyone okay was there something else oh do we need oh no I think that's it right okay so we'll move forward to item 2.0 to presentation 2021 local control accountability there's this is an information item and I believe we will be getting a presentation is that correct yes he is ready to present for you and before we do that I first I think I forgot to mention this with regards to public comment so during the evening just because of the way things are set up and the delay on YouTube and and the different challenges that we have I will ask at the beginning of items for public comment in case
024there's anything that is an email or we have any public comment ready so we can take public comment in the beginning hopefully that's better I don't hear it now okay okay so I'll take Pope asked for public comment at the beginning of an item and then I will ask for public comment I think for most items at the end so that will give time for anyone who's listening to the livestream to also be able to provide public comment so that being said is there aft are do we have any public comment for this particular item I think our mute there you go I will have mr. Sanchez share that okay mr. Sanchez do we have public comment on this item already here currently we do not have any public comments regarding this item we do
025have all the comments for other items and just just public comment on just in general okay thank you so Miss Garcia are you ready to go are you still setting up I don't know maybe she's muted I can't see here oh I think her microphone is muted after there we go hello you got your echo gun hello this is Sandra can you hear me yes yes yes okay good okay good evening board president Maradona and superintendent dr. Bauer and Borden Board of Trustees my name is sandra garcia and i'm the director of state and federal programs i'm here this evening to provide an update for our elk app development as I stated last month there were some changes developing I hear an echo of myself okay there you go yeah that would be last month's
026I wanted to bring that to the board today just and the public as an update for what was decided so today I'm going to share that update and then for the next steps for elk app development process early last month superintendent Tony Thurman released the following statement and basically he started the conversation for to call for an extension of the El Cap process deadlines to allow for El EAS to focus on the close at 19 pandemic and also to allow for more stakeholder involvement in the process without that due to what was going on at this time in our state in our country that stakeholders were we're not going to be able to focus on cap development so he called for an extension of the deadline and the timeline for the El Cap today I'm
027going to share with you discuss the amazing about very briefly mr. Gil I'm looking at the YouTube stream it appears that there's where the participants win pop-up is covering up the presentation so I don't know if that's something you can address but hopefully we can uncover that so my specialist presentation can be seen sorry about that okay so I'm going to share very briefly some of the conditions under the executive order and 56:20 governor Newsome put forward there are five main conditions of the order that I want to share with you and there's more detail on the presentation I'm going to summarize this so to the first and most important condition of the executive order is that the El Cap and budget overview for parents has been extended the deadline has been extended to December
02815th of 2020 and with a super account II superintendent approval January 14th 2021 so that means that we will not be putting a an El Cap forward to the board in June we will put forward an El Cap in by December 15th of 2020 the second condition of the order is that the three-year template that was developed by the California Department of Education a few months back and that we started using to develop our 3-year plan has been waived for this school year for the 2020 21 school year and we will be developing a 1 year L cap so the 1 year L cap will be for the 2020 21 school year and in 2021 we will develop a three year plan for three years out I have it I have a timeline that looks
029a little more clear at the end of this presentation that I'll share with you the third condition is that the governor added a requirement for a covert 19 report that details the changes Eleazar made to their program to support specifically unduplicated students in our school district so we are required to submit this plan to the Board of Trustees before and have approved before July 1st 2020 at the same time that we the board adopts the annual budget the fourth condition of this order is that I'm going to go to the next page that the governor is waiving the requirement to adopt an L cap before an LED budget so generally we have to approve the board has to approve the L cap for the school district at the same time that the board approves their
030own district budget budget this has been waived for this school year here number five the order allows for public meetings via teleconferencing so when we do develop the L cap in the fall if we are still experiencing shelter in place and not able to have stakeholder meetings in person this executive order and - 29 - 20 allows power on meetings via teleconferencing similar to what we're doing this evening this is a revised timeline for our 2020 2021 El Cap development if you see in June we would have been approving the three-year El Cap but this year we will not we will have the budget approval as a standalone with the Cova Dean response report we also be adopting the El Cap addendum for next school year which is the report that shares information on the
031title funds in August through October we will gather stakeholder input for the 2020 2021 El Cap and we will begin providing board updates in October and November so that we can approve the 2020 2021 El Cap sometime in December before December 15th we will then have a public hearing state for stakeholder feedback and we will approve the one year out cap at that time the budget overview for parents the annual update and the local indicators then we will submit it to the county office and for their approval so the next steps in our process is to prepare the kovat 19 response report which we already have begun work on and then we will update the El Cap agenda to present for board approval in June these are the two items that will be brought to
032you in June for approval okay Thank You mr. Hawley you have any questions or comments regarding and report I don't see none I'm sorry to interrupt I think mr. Gill can you take down the screen share I don't know that's that might be part of it okay do we still have echo going on no it's good thank you I think yeah whenever we do the screen shared enough the vault maybe the volume on the computer that's sharing the screen I don't know something with the screen share trustee data Laura did you have a question or comment I actually did have just a kind of a general question so given these conditions and the current situation but particularly the conditions what are have you identified what are what are going to be the biggest challenges to
033this new situation or the biggest I guess advantages that may come up for staff just in terms of preparing the information and preparing meeting all the conditions so I guess the challenges and advantages of this particular change because she needs to be unmuted after she can respond thank you I didn't I don't see her on my screen absol would you please unmute her yes I did mistress yeah are you able to meet yourself on your own computer so in the participants there are trainees Sandra Garcia's well you know I can't respond briefly I you know I can that's a very good question and I think they're going to be when mr. Chang has the budget presentation the third filter introduced tonight basically the Garcia deals whether the cycle of planning you know how we're going
034to be using some very specific forms that we have to address the our students that needed the most right English learners and students socioeconomically disadvantaged and so forth and so on so I think that we are living on presidents at times the those are the trenches the challenges is that we don't know specifically how we're going to be funded for this year as I mentioned mister changes and I talked about that he's gonna talk to you a little bit about slavery by and then in terms of the opportunities we definitely have an opportunity to figure out what would be the best way to keep teaching students under a pandemic that's one of the most difficult challenges that any of us will face I was sharing with somebody earlier on but when you have other crises
035I have we've seen prices for example if you saw the fire you have like a beginning and an end of the crisis and you have the aftermath but you have a you know okay there right there done and we have the small canola and it's over these particular crisis we don't know when it's gonna be over and that is the biggest challenge for all of us I don't envy our elected officials trying to deal with this you know it's easy to sit back and you know make judgment calls because we're not there right but I really you know even in a very small universal our mark it's so hard to predict you know what happens if we just don't know when this is going to be over that's the biggest challenge the biggest opportunity as
036I said is that we keep bringing solutions to this problem collaboratively so that we can keep educating let's do this okay thank you yeah I appreciate that I just makes me reflect quickly on you know for whether it's for a locker or any of our own personal situations I think we've all learned and we're learning that this situation is kind of forcing us into streamlining or or learning better ways to do things and that maybe we hadn't done before but now we don't have a choice and we're finding out that there's there's new and other ways that we can do things so I appreciate your you know your comments about the opportunity to opportunity that we have to learn and adapt based on the situation so thank you for that anyone else any other comments
037all right I don't see anything yeah so miss Garcia from the district if you're able to at this time or in future meetings I guess change your name and zoom to like sandra garcia staff or our USD or something just so we can identify the proper one but that's fine for now thank you okay we'll move to item 2.03 census 2020 representative will be I believe providing us with a brief presentation mr. mr. Raymond Mueller uh mr. Mueller can you can you hear me and can we hear you it needs to be a mute adapter yes dr. Bauer Dewey I don't know if we had a rough estimate in terms of time on this it'll be very short I've got four slides just want to give a quick update okay great thank you well whenever
038you're ready you sound good so no echo trying to share my screen Wiesel people now see me in it self response yes we do see all right excellent so just one that everybody know first of all thank you very much for allowing me some time I do want to keep it brief because I know this meetings can get further long so Madam President I'm a certain mr. president I'm super tender and treasurer ways thank you very much for your time first of all I want to congratulate everybody who has already done their census form almost 70 percent of our county has done that and we are doing rather well in fact this city is number one in the nation for cities over 1 million we're doing rather well at all however that means that there's
039still 30% of us or 3 to 4 of meat I've not yet responded so we're asking that you help us a little bit and you have been thing is to say thank you for giving us the opportunity through Renee and the food program to hand out literature to folks who were picking up lunches it was a wonderful opportunity we got to talk to a lot of folks we were in our masks and our gloves and we just handed him a piece of paper that they could take with them many of them had said that they'd already done it but they were going to take the piece of paper and give it to a friend or relative to remind them to so it was very successful for us however since that event we were doing it
040we were going to continue doing it and we've been informed we are now to stay in our homes until further notice though I am working only electronically so I do appreciate that opportunity that we had and if we get the chance to move out again I'll come back so I'm here to make sure that everybody understands that this is all about internet self-response I do want to make sure that I share this at this particular meeting because all of your folks are able to do this right now you can go online to our website and fill out your census forms and be done and not have someone visiting your door there are a variety of ways you can do that including them you can go online and see a video in your chosen language and
041that is available at the W W 2020 census gov which you can also change that entire website into your own language at the top right corner once you get there so and it will toggle back and forth so if you want to see it in Spanish and someone else wants to see it in English you can actually do that we do recommend that folks go in and take a look at the videos so they understand how to do that as far as this is just giving you a basic update aware since this is it our offices are reopening and the important thing about that is that we're going to be doing some hiring sorry I did have the percentages for the city of San Jose and as you can see we're even higher than the
042state of California you were sixty seven point six percent so rather well it is interesting for us that the area one of the two to lowest scoring areas right now is the people that live on the hill overlooking our school district so if you know anybody in any of those houses please reach out to them and ask them if they've done their census there are actually somewhere close to 40% on the hill and if you know anybody and Alviso they're close to 30% so reach out to your friends for us now the reason it's important to you that we are coming back to our offices is that we will be hiring some of the folks that had planned to work for have had to move on because of whether that's the concerns of October or
043or if there is a reason because of timing we're gonna be hiring in June and July those folks could be working as long as into October if they are interested in doing so they're not signing up for a long contract it could just be a few days a few weeks but we do want to make sure everybody knows that if they have not already applied for a job they should consider this it is $30 an hour and so long as you have use of the English language you are a citizen and you are over the age of 18 you are eligible to apply and this is something I wanted to make sure that I share in this meeting again because I know that the families that have been impacted many of them have lost their
044jobs folks that are working in the school district who have not had the opportunity to work this is an ideal opportunity for them to make some extra money over the summer here as we are starting to reopen so the last one I do want to give you is my information and that is there for everyone to see because if you have anything that you would like to do involving the census whether that's the opportunity to have some of our literature at some event or somewhere that's handing out things or if you as a district have some other things you'd like us to do that's the very short presentation I wanted to give but my biggest reason here was to thank the staff because when we were sitting here in our homes trying to figure out
045how we could continue to do our job as they were having us new we could not understand what we were going to be able to do to get information out and we started calling school districts and you were in fact the first district that responded yes and we really appreciate the support that Renee has given us throughout this entire process we do also want you all to know that for those that are interested in home school curriculum you can google statistics in schools again there are statistics in schools for free downloadable curriculum and they have updated the curriculum for home study so in fact if the teachers would like some quick and easy things that they can download and interject and this is not specific to here's how the census data that might have children
046figuring out the ethnic makeup of a city over decades depending on what age they're in imagine the sixth seventh eighth grade that might be an opportunity for those social study teachers there's also math related things and it's for a janitor pre-k all the way up through actually high school so any of your teachers any of your staff or any of your parents would be able to go in and do that you do not have to be a teacher to download it all right are there any questions about census from the board right you can unshare me let's see there we go I did want to make sure Oh my camera is not working I've char can you open up my camera there we go I did what you understand when I'm talking about giving out
047information these shelves behind me are full of paper they've got posters with children for about education and babies and the safety of the information I can get those to you by dropship if so if you have a place that you can put up a poster let me know and I can have that delivered directly to your homes all right if there are no other questions I do want to remind you that this is six hundred and seventy-five billion dollars a year and do the fact that we are going to be in recovery for at least the next decade you don't want to miss a single resident so please reach out to the folks you know and make sure they've counted everybody in their house and even if they've already done their census and there's somebody
048that moved in on before April first have them go back in and add that person all right Andrei's losing you there great for headline okay thank you very much ray for not only for your presentation but the great work of you and all your your co-workers your colleagues obviously reflected in our numbers here so thank you very much and I also do want to say echo the points made that every penny is gonna count for us and and for those who may not understand this is a big way that your children and our community can can get the resources that we need going into the future so for those of us that have done it it's literally like less than if it's just a few minutes to do this process so as we continue going
049through tonight's agenda I will challenge all of you there's usually a few hundred people that see this video so it during that time maybe the next two items all you need to do is go on your phone or on the computer that you're watching this or listening to this right now and go to 2020 census gov you'll be done by the time we get like a couple items on our agenda so now's the time to do it you're here you're listening it's a great time to do it so thank you mr. Mueller and I don't think we have any other questions so we can move forward thank you we will move forward to item 3.01 and I may need a little help here mr. ed release just in terms of how I need to handle
050this so do it's public hearing Teamsters Local 150 initial bargaining proposal to open negotiations with the Elementary School District is this a a motion or is this just gaveling it open this is just gaveling it and accepting any public comment on this item in the next agenda item which are the initial proposals okay so I will open up this item that properties they like that yes sufficient okay item and I saw mr. 053the other side especially when the news is probably not gonna be good so that's my comment and we'll work with the district and hopefully we can all get to the other side safely and keep the district solvent and the kids learning well thank you thank you okay do we have any other public comment on this item I don't see anything after I sell nothing else yes I just wanted to ask ro hey Leo if this this item is going to remain open throughout the meeting or not yes in effect it is because it's it's it's again on the action calendar later in the agenda and I in Section eight so yes there'll be an additional opportunity for public comment and board member Cardin great thank you for clarifying thank you so any other comments or

Sanchez are you ready with the timer money read oh wait hold on pause it really quick my Tibet please clear right I forgot to mention when there is public comment that comes in through email or text you I believe either mr. Sanchez or mr. Moran will read those out so we will still be on a two-minute timer and they'll read at a normal pace and at the two-minute mark if they're not done then that's where the comment will end so that will be the case in this particular comment thank you good so the public

060and if you if your name is called for your public comment once you begin speaking the timer will begin for your two minutes okay the first one is Florida Liam do you hear me yes okay so first of all good evening everyone I just wanna comment in regards of the El Cap and I hear ready that we have some challenges and we understand that distance learning is not easy only for that stuff for the district but also for the parents of our students and I just want to say that now more than ever we need to be more vigilant as parents and we also be we need to be involved when there is conversations on having an conversation with parents with how we are moving forward with this and also I think is very important
061to keep our programs with the has to do with social emotional learning and restaurant to justice practice is more than ever because we know a lot of our kids are our suffering of anxiety and ansiedad I could say it in Spanish better and we need a lot of help now with the counselors and I know that some of our staff even the teachers need some of that support and I understand that as printed and mentioned that one of our biggest challenges is that this pandemic is uncertain and we don't know how long this is going going to last but I think it's time to start thinking on planning with twitting a long term in order to be able to address that that we need to address and I think one thing that will help a
062lot is that had vena data on unknowing how many students are Urbina in class what are the students have been attending and if we still have computers needing computers to provide to the students and I think those are questions that we would like to have a conversation with a superintendent and with Sandra in particular and maybe that will be a time for parents to communicate more and ask those questions directly to them thank you okay next person once you begin speaking the clock will will begin for your two minutes so the next person is [Music] yes first I just wanted to congratulate all the teachers and everybody they got nowhere today I didn't want to just you know I work with Miss windy Albert and I saw her on the news and I just wanted
063to give a huge shout out to her because she went above and beyond and started delivering groceries and goodie bags for her special ed students and I just think that we need to acknowledge her because it only stuff times a lot of our teachers are being very unselfish and they're going out and making sure that their kids are okay and we're just very proud to work with the person like that and I also wanted to say that she didn't start this just because of kovat 19 she has always had snacks and water for her kids because a lot of the kids we don't know how their situation is at home and I did have a question I don't expect you guys to answer it right now but are we reaching out to our homeless families
064that we have in our district and making sure that they have food and that they know that they can go grab lunch because a lot of that I know of don't have technology and I don't know if someone's reaching out to them or is making sure that they're safe I also wanted to thank some most Mayfair volunteers for spy Santa Clara because I saw our superintendent on the news as well that they are giving diapers to a lot of our families and I'm very thankful that we have such a great team of leaders that are making and sharing that all our kids their parents don't have to worry about these things that do because you know we're fine but we don't know how our kids are doing the lord is right a lot of them
065are suffering anxiety and I've heard a lot of parents say their kids keep washing their hands to the point that their hands are their skins peeling off because they're scared of getting Kovach 19 thank you do we have any more I think we have we have two I will be talking about the El Cap and I just wanted to knowledge standardized and dr. Bober and their work on this one and I appreciate that they are involving parents but also showing up the time rights be working with us and where are the next steps I'm really looking forward to hear how this money has been invested in this online learning times and I won't record whether also said let's keep in mind that right now how we inverted with social emotional help and support for the
066students let's keep in mind that not everybody has the luxury of having their own spaces a lot of our students are suffering from I'm sorry all these are getting abuse right now certainly that's our esta Texas are true so how can we work that we're doing with counseling and we sorry justice and checking up on those students now we're the ones that are receiving counseling right now and the students as Brenda said I also want to acknowledge the partnerships that you guys have without different organizations to support our parents and get back as well so yes to end my comment thank you to all the wonderful teachers that have been going above and beyond hopefully everybody follows that example and and lastly blessing I also want our especially students they need to recover those therapy
067sessions because that's the only way that they're going to be learning and there are the ones that are a result falling behind during this pandemic thank you have a really good night thank you yeah as Irene earring hi my name is Irene Yamana is sorry I didn't know how to use the zoom interface to raise my hand I'm with lime with sky schools and I just wanted to respond to some of the comments that just happen we teach social emotional techniques that Horace Curtin and Joseph George middle school and Hubbard and other schools with naval UST the breathing techniques help with anxiety and stress we would we would love to help we understand the increased stress in the neighborhood and for everyone but especially in your neighborhoods and our outreaches to offer the district a
068sky educator and parent course 20 participants at 75% off the normal cost is four thousand dollars and where this would be one because and we're also willing to do we also have actually some live what we're doing six times a day two times in Spanish and four times in English and this is all three and I know that not everybody has access to computers but the people who do it could be very helpful to them and so be glad to send that to you also thank you is that all after are you muted yeah them stolen no okay thank you can I um direct staff to keep an eye out for information from the previous speaker and and follow up on on that if possible please thank you so there's no other public comment on
069non-agenda items so we will move forward to item 5.01 comments and communication 5.01 Teamsters do we have anyone representing Teamsters for their comments I don't not seen anything so I will assume we do not if we do we can come back to that item 5.02 CSEA do we have any representatives here from CSEA I don't see how would we know if any of those representatives are here are they also having to raise a hand or are they able to notify anyone separately in science I ask them during my one-on-one with the president and both Teamsters and CSEA did not mention with us okay this is as you know I think going through the names and the screens and I don't see you know okay well we'll assume that's accurate then for now and if we
070don't we'll circle back to it item 5.03 Alan rocky administrators Association do we have someone here I did see Tara I think I did too much water I do see here still so my opponent there we go hi guys I don't have much I just want to say happy Thursday and thank you for the support that everybody is giving our administrators and I hope that they're all finding some time on their own to relax to as hard as they've been working to make sure online Ed's been going so thank you all okay thank you 5.0 for our mock educators association I haven't seen Jocelyn is she yes I saw her name also area I think she was on the as you scroll the screen thank you and in the interest of time I I will
071pass and just say have a nice meeting tonight thank you thank you okay dr. Bower item 5.05 superintendent comment my report alright thank you for 5.06 Board of Trustees communication in the comments well I'll just call I guess people one by one just as I see your names on my screen to see if you have any comments at this point so I'll start with on my screen I see trustee Chavez first so trust each other do you have any comments for this item not at this time all right thank you I believe this is there's a phone number and I believe it's trustee Marcus do you have comments trustee Marcus no I don't have any comments thank you other than not I I just hope that we can get through this as fast because we
072do have another meeting after this yes we're trying to check through so thank you trustee Quintero yes a brief comments or keep them brief unfortunately I am I was able to tune into parts of the governor's may revise his comments and they were unfortunately very sobering and as we had expected a very appreciative of those legislative leaders that sent us information last month to inform us as to what we should expect and yep what we heard today was in line with what they had mentioned and slightly even worse um we should give credit where credit is due and I want to thank the efforts of Governor Jerry Brown who went ahead and instituted a kind of tighten your belt and get ready for a rainy day I don't think he was thinking of this horrible
073pandemic but nevertheless his actions sucking away some of that surplus money and creating a rating fund as well as just you know instilling that need to go ahead and save some of the I mean now has still in horrible and dire budget that we're gonna go ahead and face what it probably would have been ten times worse had Governor Brown not taking the actions that he did back then so now we're seeing the fruits of that of the foresight so I guess we all just have the Tyner mouth and get ready for some rough times okay thank you press the editor maleta bringing up the state level kind of summary I'll go ahead and keep it brief and bring it to more you know here with us local and although we're going through somber times
074and it's getting darker you know like you mentioned as we speak I also you know that gives the opportunity for the light to shine brighter right that little speck of light to shine brighter so I just want to again highlight and thank all of our staff at Allan rock you know from superintendent down to everybody everybody was showing up in different ways then expected you know when we first started this school year I had the opportunity to go to help a few times with serving the lunches and it's you know it really is different you know when you're there serving the lunches seeing the need in front of you seeing parents you know asking how else can you help me I'm seeing the desperate cry for help you know I only I'm only able to
075do it you know every so often so I know all of our staff that are there day-in day-out Monday through Thursday you know like many of our community members mentioned and it does take a toll on you and I just wanna you know say thank you to them and you know for doing their best and making sure that you know at least our children have food you know on the table and also at this time calling for all of our community members you know some of us thought we were gonna start off the year with you know one title and you know all of a sudden we're gonna have to we get to show up in different ways and I just call for everybody you know from our board of directors you know our parents
076you know maybe you know instead of pointing like you know who's where's the money or you know what can they do you know more thinking of what can I do how can I show up differently because it's gonna call for that you know it's gonna call for all of us to show up um I like well floor said you know all the parents to show up and to show here's my greatness and you know this is what I can bring um in order to move this district forward because we are gonna move forward and we're gonna be okay but it's gonna get you know we're gonna need to have more of that show up with them with our greatness and to move forward in a good way thank you okay thank you and I'll also
077keep a brief I want to echo everything that my colleagues have said obviously with the current situation and the challenges that we've had and the challenges that lie ahead which will be significant so you know everyone we all need to prepare for that I also that's kind of a little bit longer term preparation but we also need to as a district and as parents and everyone begin thinking even short-term planning as we obviously all know we're coming up on summer and so we need to as stress data allured I said begin to think about how we as individuals can contribute to to you know the these next couple of months that there won't be any online education or those things going on during summer months and so how will we prepare for that that's something
078that's in the immediate future that we need to think about also I believe I want to thank staff for doing a great job of coming back into work and helping to identify those of our students and families who have not yet gotten access to a device or online service and so I'm not sure exactly I know what my last update was on that from the superintendent and I know we were climbing so I don't know exactly what we've gotten to now but if you have a neighbor or a friend or a family member in the district who has a student in the district who still doesn't have at this point everyone should but who still doesn't have a device or a way to connect please let the office know just give us a call and
079let us know and we have people that can help out with that we want to make sure that every student that's in our district we have them identify we know what their status is and we know that they're able to connect again in preparation for the beginning of next year because we don't know exactly what instruction will look like but the high likelihood is it will be something very similar to now so all of our students need to be able to access that instruction and education once the year begins so thank you very much dr. Bower do you have her hand off the top your head quickly a an estimate or you might do it in your presentation of okay how we doing okay so any of those other groups that did not have a
080representative did anybody come back around and have someone that wanted to speak Teamsters or CSEA or anyone I don't think so it doesn't look like it okay before we move on can I say something yes just want to highlight you know it's funny because when me only 12 times during in our monthly meetings and February happens to be my husband's birthday and today happens to be our anniversary so you know just want to say happy Anniversary to my husband sorry mighty wet I know I'm throwing you off in our comments and notes but I just want to highlight that you know because you know obviously these things are important but also my family and my you know love life gets to be balanced and good in order to feel good and you know I get
081to show up on these meetings so I want to thank my husband for supporting me with them thank you okay we can then Oh 6.01 right yeah all right so item six point zero one will move forward update to resolution number 28 - 19/20 this response took over nineteen pandemic including status of school closures dr. Bower do you really don't need an update at this point I think that the one that we have is cover we might have to bring something else in them in the in the June meeting to address a number of things so we're still working with our units to be able to address some of that thank you okay thank you I will move forward to item 6.0 to approve resolution number 31 - 19/20 condemning xenophobia and anti-asian and anti-immigrant
082sentiment related to cove at 19 this is a topic myself and colleagues brought up I think last month and I think I believe it's trust seeking better whose thankfully brought it up for a resolution is that accurate correct and one end introduced language okay trusty Quintero did you want to say since about this item oh yes I will be brief but thank you for the opportunity to introduce this item and to have us go ahead and discuss its very important topic we see that there are individuals who go ahead and use language of hate and take advantage of worldwide pandemic - to continue to push their particular agenda and so it's important that all of us who haven't offered comments somebody's has me River that it almost have an opportunity step up and speak up
083because it's only in that manner that we can go ahead and push back and as a community make sure that this is not acceptable we've seen what happens when people stand on the sidelines and don't speak up and allow individuals to engage in hatred we see that some people take those comments and run with it and to the extent that one maniac went for hours and hours and drove just to go ahead and kill Mexicans because of the hate language I was being used by one of our national leaders we see that that same type of hate filled speech led another cycle on another individual who went ahead and and looked for mestizos and killed people here and fairly close to Gilroy and people from sounds Lee I and so every time that we have
084issues like this arise I think it's important that we all as a community to step up and push back but if not these individuals whose few hate go ahead and win oh and with our silence we would be complicit by letting them take the stage and act as if they they're calling the shots so um that's my those are my comments and I hope I can count on everybody's support to move forward this resolution all right thank you any other trustees have questions or comments about the item okay I don't see anyone okay I'm assuming trustee Marquez is still able to hear I don't see anything coming from her so I just did want to add two first again thank trustee King fellow for bringing the site this item this resolution and I also want
085to just mention that you know these types of things start start at home you know the education about you know the diversity that is art really I think our strengths of our community that education begins at home and so for all of our community and all of our you know staff and trustees it begins with us to model the behavior that we want to see in our own children in our community so you know whether it's little comments that we may make or think that we pay attention to our children are watching and so we need to make sure that for this particular instance and any going forward that we provide the model that we want to see so I believe we need a yeah should have taken a motion first so we have a
086motion on the floor is there a second I'll second it so we have a motion and a second do we have any public comment that has come in on this item any hands raised or anything wanted to say something more president okay just you might but it got second by you already okay thank you there's one public comment raise hand okay so can we get the clock ready money read or whoever is running the clock the person is bills a Gonzales okay so same as before as soon as your mic is unmuted you can begin speaking and the clock will start when you begin Steve I just want to say thank you to trust him that ice Quintero and to you mr. Varon Oh president banana I as a parent of a openly girl who
087says she's bisexual and also as a parent of a school where when the virus has started in knowing that some of the students even talk bad about a one of our teachers I really appreciate I really appreciate resolutions that protect our kids that protect our teachers and protect our community personally I know how this works and how how damaging and social emotional damage in this they set off arresting anachronisms can affect our community so I just wanted to say that thank you for thinking of our community thank you for including everybody not just a few and thank you for moving forward and this is what makes me proud open belonging in our school district as a parent as a community member and as an organizer because we protect our community we think of others and
088we make sure that this kind of other things happening in in our in our beautiful schools and in our county so thank you very much again thank you did we have any other comments or just the one none no more okay so we have a motion and a second on the floor I will take the alcohol individually for the vote for all the items action items tonight so trustee Chavez approve trustee Marquez yeah Peggy Pharaoh I trustee at ellora and myself I so unanimously the item passes thank you okay we will move to item 6.03 approve the fake mat fiscal health risk analysis dr. Bauer yes this is a free analysis because the district has been in qualified budget for the past three years the basis an extra layer of caution that the state has
089put in place when LCS Fest was approved so this is something that we welcome we want to make sure that if you know whatever questions we need to answer it they are answer this was not originated by anybody in particular usually when people say C Sigma report or analogy you know it's like who or what's going on right this has to do with the process or the lcff in the district like a Lamaze that has been in distress fiscal distress for the past three years right as the board to please approve these analysis to truly yeah there's a motion to approve is there a second trustee turn-ons seconds so are there any questions or comments from trustees I don't see any trustee Marcus did did you say something yeah I was hoping that I could
090make a comment because this um first let me just start by saying that I am just so pleased that we have so many people listening I didn't expect to be over 40 or didn't even expect to be over 30 but I don't know what the final number is that we had but I did hear dr. Bauer say about four years so this what we are doing here tonight you must remember that this is big med that was here before with the report and now they're coming back and when they say that we have been in three years in in the budget that um dr. Bauer just said that it was uh uh what did you say dr. by uh I'm not I forgot the word I'm like not remembering the word we were turning in
091the budget for what let me look it up positive that's the word that you use dr. Bauer other side customer care Clause qualified we're on a qualified budget that that means we're not meeting our obligations financially and we have been doing that for three years this is serious folks that really is serious and we're not the only district there are other districts too but for me it's my concerns for this district and we need to start working a little bit harder we should have done what the governor said you know start preparing tightening your belt I spoke about tightening our belt before and we didn't tighten our belt we were spending spending and spending and folks you're involved in you are concerned you are listening keep an eye on this because this sense is a
092big message that we need we need to start tightening our budget we should have sight tighten our budget three years ago but it is what it is and I'm I'm just looking forward to when this administration can get us out of this situation that we're in thank you okay thank you any other trustees with any questions or comments about the item okay well I actually wanted to say that you know I I know that we had fake met here with some time ago and I also want to echo that it was for a you know a different reason this is a different instance of thick-necked coming with this but I also echo the statement of dr. Bower that I welcome that thick mat joining us because I really do think that they are here to
093to help us identify those areas where we you know where we need to look into where we may need to streamline or or change and you know this if I'm not mistaken dr. Bower this fake meant having having them come over here was even kind of prior to the kovat situation and all of that right so so they're what they will be reviewing and looking at we'll do you know if it will include the reality that we now are in or are they only looking at the you know the three years prior including this year's budget that makes up the review period I am certain they don't create anything more precedent and you know in a little bit folder is gonna be presenting a little bit about our budget and our challenges I think that
094everybody all community members know that that we we have been telling the public for a long time you know about our role but we will weather this storm as a team the way we have been doing it for so many years now yeah I mean I think that we I agree that we have been as transparent as possible we've even had separate study sessions with mr. Chang to explain our budget and explain our situation including declining enrollment and all the other challenges that we face and so and we know we've had to do cuts in the past several years as a response to that budget so as trustee marques alluded to we will certainly have to be tightening our belt even more so but I again I just I welcome this review to help us
095identify you know some of those areas where it makes the most sense knowing that we're gonna have to make some very unfortunate decisions I think moving forward any other comments or questions that detail yesterday when I was talking to dr. Bower I actually was kind of happy that they are gonna help and maybe we could probably set up an audit committee and maybe the you know they can help us take the steps needed to tighten the belt more that's all okay thank you any other comments we have one public comment everything Brenda Xander's end is Sunday has not yes I do I'm assuming correct here zoom okay so there we go with clock okay Simmons before when you begin speaking the clock will start missing Becca sorry my question I think you asked that already
096big head I'm going it was a figment was gonna be looking at the previous three years or current and future and I agree with Linda Chavez that there should be a committee to oversee this it would be a great idea and that's kind of really what my question was I think you asked it but I don't know if it was really answered but I'll wait for mr kobera to explain more on this thank you thank you did we have any other comments mr. Gill no sir no mr. Murtaugh I see your hand raised I guess I can't really see no dr. Bauer I just want to clarify for everybody that when Sigma comes in they come and look at all of our fiscal and processes and all of that then they will have recommendations and
097so I want to be sure that everybody knows this is not like they come and they start inviting people to be part of it I just want to be very clear they do their jobs and then they leave recommendation the board needs to answer the recommendation that is very important absolutely the board of the board needs to be able to work with other staff to answer to the recommendations and is one of the recommendations and I don't know you know I I don't know what they're going to tell us but I certainly welcome the idea of having a committee of sort I think the board has talking about that for a while now we see what are some of the recommendations that they leave us because they have a cycle that they follow I just
098want to be very clear with everybody thank you for that trust each others yes as far as say we get into it right and then the state does do their recommendations I know that this previous year when we tried to do the the vision and the mission statement the governance handbook that was on the recommendations and the trustees each time I was outvoted I was a four to one vote so can we all kind of keep that in mind that these are recommendations and these are like best practices and if maybe we could try to follow in adhere to the recommendations that's all okay thank you many other comments or questions okay so let's see there needs to be both need to be approved yeah we do we we had a motion and second the
099motion okay I just want to make sure I didn't okay so I will call for the vote trustee Chavez improve trustee Marquez yeah trust the king Erin Laura yes trustee Quintero aye and I for myself so motion passes unanimously thank you we'll move to item 6.04 or will consider electrician certification requirements for the district projects this is an information only item dr. Bower did you yes one trustee confederal requested this item and he wanted to have a an opportunity to share with the world the concept so um you know they're thinking better your turn ah so once again thank you to my colleagues for hearing me out on this as I've done before I think that it's important that we hold those who are doing work in our schools to the highest standards and that
100we make it as easy as possible for individuals to be able to demonstrate that they're proficient and that they're qualified and that they the right training to be able to do work on her projects and as we did with previous instances most recently was are those individuals working fire suppression systems now I think that electricity is a very serious thing and so the idea here is to make it as easy as possible for individuals to demonstrate and that they are qualified to be on the jobsite doing work and so rather than hear me out I think that it would be more appropriate to hear from those individuals in the trades that know more about this and can it can further explain so for you guys when indulge me indulge me in if apt or can
101unmute chuckles what I see how I would ask you if you can go ahead and allow him to speak to the sign up so you can elaborate further okay so this is under loose wedgie or a swayed g1 if he can be unmuted so this would be like a short presentation of falling under a public comment ah you would just speak to the item as part of part of this presentation okay mister library further I've he can go ahead and talk more in detail about the requirements of having folks wear cards that demonstrate that they are apprentices in the state of proof program that in that individuals from the public can provide reports about their statuses so that's my intention to have him provide for the details and then be a resources when I think
102he's unmuted so thank trustee Charlie before we start with that did you have a question or yeah I just want to say that I agree with the certification requirements we should have the best during the electrical because it's a safety issue thank you thank you okay so if it's open we we would vote we do have time to for a brief explanation of the item at hand so we hear from any other board members before we hear from him yes again well yeah I'd like to make a comment because I'm you know that this this item is very important for us to know that we are going to be hiring those you know those people that are going to be really doing the job that's going to be taking care of our children and our
103staff you know electrical is is something that says though yeah I've done it for years and years and years yeah I worked on this construction and that construction company and this one but never got certified and these are the kind of things that we as the board trustees we don't know that we are actually hiring the people that are certified or not unless we are actually being given a report in Toth everyone everyone being hired or everyone that's going to be hired for anything not only electrical but everything that we're going to be working with you know should be certified this is very important I urge that my my colleagues you know supports this this item thank you thank you so do we have the microphone open and ready yes there it is thank you
104well everybody and thank you so much for for allowing me to speak before you to tonight superintended hours we said Quintero and members of the board and president Barron my name is josue Garcia and I'm speaking on behalf be electrician's Union Local three three two here in San Jose well they actually over Santa Clara County and we are requesting support to request a state certification for journey level electricians only when you enter that trades the construction trades you have what we call helpers or entry-level workers and then you have a parentheses that go from first year all the way to the fifth year of apprenticeship and then they graduate as Jenny level and equations so the state requires that every journey level and the Christians have have a certificate not the apprentices not the helpers
105and nobody else but the journey level workers and the reason is because they want to promote safety in quality handymen and i in no construction fairly well and I have been remodel in my house or for a while and I think that I don't touch is the electrical work because us that's pretty technical and where it can be very dangerous so that's the ste a request that you approved the requirement for every journey level and accretion to be on any of the school sites to have a proof of the certification now the approve of the certification it is very easy to get you just apply online through the state's website at the the dir the Department of Industrial Relations and show proof all you need is an iPhone and you can go to the dir
106website and you can type in the name and I think the last four dishes of your social here number and a certification would show right there on the iPhone so you basically don't need a lot you don't even need a badge you need not have to haven't you just if anybody asked and the request will be very steep or for the general contractor to to let the subcontractors know that all their journey level workers need to have the certification and if they don't have that they have to go home and come back tomorrow or basically just remove the one worker and send somebody else you have to replace that contractor you don't have to do any of that and that's as simple as that I'm not an excellent electrician so I'm not an expert on
107that but the big majority of fires whether it can be a school or a home the stars with electrical that big my URI and I can testify to that because when my oldest daughter was about three years old my house caught fire because one of the outlets problem and luckily my nothing happened to my daughter and she's grown up and very beautiful but I can testify that the electrical work can be dangerous that's that's what I have posed I want to take a lot of your time but I'm available for any questions okay thank you for that I just a reminder before we go forward that I guess I'll say a reminder and a quick comment to that this item tonight is for information only and so I'm thankful to mr. Garcia for providing us
108with that information that kind of background and for us to keep that Oh from bringing it and I just briefly I think this when this comes if and when this comes for action to us I will be supporting it I think this is not only a question of safety which is huge obviously as has been stated a question of quality but also a question of our fiscal responsibility because you know we've had problems with other repairs and things that have happened that you know two years later there or a year later they're not working again because we may not be we may not have gotten the the level of quality that we needed for this so I think this is important and I will be supporting it I'll go trustee at a time Loretta and
109then trust each other's after that two things I do want to say thank you for bringing this under this very important for very obvious reasons which I've been mentioned especially safety and I didn't mention or I did I talked to dr. Bower about this item and I know that we already hire you know in this way however it's not in writing so and as I look forward to that being you know in writing and I also look forward to supporting that to make sure that as a board you know we have it in writing as one of our trustee Chavez so can we put this on next month's agenda so for an action item yes trustee keep it off yeah that was gonna be the next steps to ask the administration to bring back the
110appropriate resolution the appropriate language so we can't take action today the board as a whole can provide direction and request that a resolution the appropriate language be brought I know that it's somewhat technical and so you have to work on PLA language and you know if there's any admission regulations or policies that we have to enact and I would ask that it would be brought forward so that we can take action next month okay thank you do we need anything uh mr. Gill do we have public comment yeah they don't be released hands one reason but Will Smith okay so mr. Smith I'm assuming when your microphone is unmuted you can begin speaking and the timer will begin once you start for your two minutes yes my name is can you guys hear me yes
111and I'm a business agent for IBEW Local 3 through represents an eclair County we have a 3600 collective members and several members that live right there in the dip streak and have children that go go to school there and we were definitely in favor of this thing and very supported of it I want to be by to keep in mind that you know San Jose is starting to go more green and starting to electrify so more and more things we're going to be going being used electrical gas is going to start to eventually phase away and you're gonna see more electric products and we want to make sure that these children are safe it's a matter of safety and public safety at that and our most precious commodity is our children so we want to
112make sure that they're certified the issue that the state is that there's there's no true enforcement and there's no real teeth and that's that's why a lot of it has been slipping through the cracks and so therefore you know anybody that may happen to visit the site and realizes that workers are not certified or inspector that comes by because we realize who's doing electrical work has been certified and they can simply pull up their smartphone and show on the dir whether or not there's their sort of point so it's not really a much more effort to be honest with you and so our local behalf of local 3p2 in our our members who learn definitely in supportive of this and hope supporting this as well thank you thank you okay after do we have the
113next speaker yes we have Brando's ending us okay miss and they have Brenda you know the routine I believe so when you're ready to go we'll start hey I think I just can fail for this I think this is really important that this is placed in writing as I've been sitting in budget committees with you guys I've heard that the number one concern for our district right now is electricity and we need to have a safe form of outlets we are currently putting more than 30 laptops right now we're not but we were and I don't know when school starts hards gonna look but we need to this is like one of the biggest issues that this district has right now and I'm so glad you're going to bring this up because safety should be
114the number one and that they are certified it means a lot because we need the best these are our kids I have my own kids in this school and I want to make sure that whoever is brought to do this knows what they're doing and has the qualified standards that they need for this so again thank you on this because this does need to be in writing and anytime that this goes in bidding these are the biggest concerns for we should be the biggest concerns for board members and parents and again this is a big issue for our school district that needs to be six in I hope now Monday it's put on the agenda and made a priority thank you okay thank you any other comments laughter bhisma all right thank you so that
115item was for information only we did hear that there was some direction to staff to bring a resolution to us ideally next month it's what I gather gather for action I think that's all we need for now right okay thank you everyone okay we'll move forward to item six point zero five information only update regarding the draft air USD updated board governance handbook dr. Bower or mr. release either one I guess basically just sent you an updated handbook we were able to find the previous one from Olimar yay and so speech I was very happy one year to find this trust each other sorry about that and so we finally found the right file that would be the most important one and so you receive a copy of the edited by oh hey Leo with
116recommendations that need to be there and the original I believe Murray will deliver sent you for your house copy of the original so you can compare both of them and have an idea of where as some of the edits on the new version we still don't have a mission and vision statement because our site will be part of what the board is going to consider next week and during this special board meeting where you will talk about that board governance handbook the vision statement and the mission statement and I urge you to be you know you have you with we all have homework you will have homework over the weekend to be ready for next week so hopefully we are able to approve this and and this is one of those items that will cover
117a number of issues in the state audit thank you I have a quick question so we're going to be reviewing it at the next PD okay thank you for special so not we're not going to be reviewing like that's the whole topic for that that session so it's not like a quick review that's that's the session the session are we gonna have somebody I know you had talked about possibly bringing somebody in to help guide us through or is that something we're gonna do amongst ourselves join us and he's been a helpful walk through it and I'll be there too I can double check and see we have a facilitator so I'm a bit no I think that's fine I was just curious and even Madonna's doing a great job facilitating this painting so I'm
118sure you would do a great job facilitating us do that as well I'm confident in our team's ability trustee Chavez I was just gonna say the same thing in the past the board has done it thank you yeah okay trustee Marquez any comments say it's hard for me to tell whether or not no my colleague said it all okay thank you okay so we look forward to working on that and make sure all of us do our homework on that so we come prepared and and and I mean really I want to say that because this we've been without this for a while now and we're functioning where we've cleaned up a lot I think we've done a lot in the past couple years but really this is this is gonna be the sale that
119we set the guide that's that's gonna help now help us navigate through all these challenges that we're gonna go through you know we need something to be rooted in we need a foundation to work from and that's what we're gonna be doing so I you know I know we already are taking this seriously but I just want to emphasize that we take this very seriously because it it's a huge part of how we move forward together for the next indefinite future I guess trustee Chavez green if we would have had this a year and half ago would put them we would probably be that much ahead Thanks thank you okay and we will move forward to item 6.06 superintendent update superintendent report information only dr. Bower has presentation for us regarding everything that has has
120occurred in the past several months since we've been confronted with the challenge of kovat 19 so it looks like you're unmuted and you're ready to go yeah and you seen my cover we see it yes very good so thank you everybody I was going to be very brief I'm going to try to stay and try to navigate out anything I'm trying to move to so the next question is a little okay we got it this is summary of our business accomplishments during this very unprecedented circumstances I'm going to be trained that we could not do this with us without the amazing team that we have and big shout out to all of our heroes out there I wanted to capture some of these pictures so that you can see the this wonderful wonderful team members
121who are so selfless we have our CNS TNS staff led by the knees Mendes I told them this morning I went to Chavez and I so will be producing food and we have like a real wonderful operation they were also volunteers from our partnerships distributing diapers and groceries and all kinds of things for our family so I want to say thank you thank you thank you from the bottom of my heart none of these would have been accomplished without you I'm going to give you a very brief timeline on March 12 the Muslim issue and I went so fast sorry guys I went too far I need to go back to my right here we go so one of the things that when we received the in and going back a little bit on March
12212 we we were in a board meeting that night and the reason I'm saying this is because that 12 midnight is when I received a text from superintendent funk and a text from reference and then victory I'm coming superintendent one saying dr. Bower will bring in everybody and we're going to close this was before the County issue the shelter in place sores in it so I wanted to kind of remember we were just practicing social distancing that night during our meeting and shelter in place was not in place then on March 13 the coming issue the guidance and it was about stopping gatherings of more than 35 200 people so the biggest question was like now what we're going to do and this is Thursday into Friday and I want to highlight the timeline the
123time frame because where's in 38 hours are being helped to plan to provide for B to continue with the essential functions of the district I think the bad was one of the things that our mom did the best and I'm very proud to say that to you and to share it with our community and it is not a judgment call or anxiety we all have different realities so the caliber of the staff and our mark is truly extraordinary the cns was ready miss Mendez came to my office's that we will be ready to keep feeding students on Monday March 16 the fast to that weekend's plan and forget because we were going to have everybody close on the education side we had our academic services staff drafting this learning plan because they knew the governor's
124ordinance embedded in that said that public schools needed to keep on providing essential services but this was not go home and just stay home until further notice it was very specific you need you need to figure out district how you need to keep on growing with the essential functions of the district I'm very pleased because now when Sandra was talking about what we need to embed in the ELCA this is going to protect our district in terms of funding we had a plan we acted immediately so we did everything that we needed to do to make sure that there was no gap in service so that a huge fees for the way we conduct business in our box office today and I share this with year and it's from the website my presentation is on
125the website we have handled over a thousand devices all kinds we had up handed we ran and got everything we had in invent in our inventory Chromebook laptop iPad everything we had it's already out serving out kids and I want to applaud the board because way back in the fall when when you supported the partnership with t-mobile and two years ago when we started our partnership with Verizon back gave a Lamacq the the the ability to be ahead of the game in this we never know that was going to be a pandemic we were sitting in October thinking that we just want to have a district where we breach the collective yeah but we want all of our students to have access through the world and when you have a device you do have access
126to the world and so with that in mind the district was ready and I'm in addition to that it's not only about giving somebody a device and say there you go Connect yourself you know you're on your own there's a number of things that need to be in place to implement this performing so a huge huge shout out to all our teachers in our academic services team that have but we're ready to implement distance learning the first day we have the mud where all of our middle schools with a view they were already online on Monday March 16 the schools that were in the devices to be part of that program where the partnership with local they had already they were ready to start a 1 so we also distributed as of today about 1,500
127hotspot and this is just to make sure that the family has the connectivity also now all the schools having are implementing distance learning there is PD online for teachers we have a YouTube channel with plenty of resources you are able to download our Vista learning plan out of my out of the link on my presentation on the CNS side we have the liver as of May 11 200 almost two hundred five thousand meals for all of our families and if you see our staff believers distribute six thousand meals a day that's quite an accomplishment we are in seven site the Foundation heard our effort and we they reach out to the needs within the first two weeks of what we were doing I know all of you mentioned the source emotional support I'm happy to
128report that we know that this was going to create tremendous amounts of anxiety in our students in our parents in our staff so the team having the first emotional support team that to work immediately and you can also access the resources in the link and then I prepared you the same thing I went too far let me see oh here we go and finally some of these resource centers we have for another month and this has been almost like the lifeline for so many families so there was a chaves chaves is distributing 700 by purchase on on each you know every other week for families who needs it and that just charted not counting Hubbard Puritan and painter Allan Roth has the highest number of these kinds of resources throughout the county but distributing these
129kinds of resources to families throughout the county we and you have all of the description in in the presentation finally I just want to say that we have been able almost we have reinvested education in terms of being able to deliver continuous learning and I want to make a comment to the parents that talks about our artistic students you have not promised that we are going to do everything in our power to make sure your child receive the services that they need but I will never stop we are working very hard especially to make sure that our students overcome the learning gap that came to this time thank you CNS stuff you know the teachers counselors office staff everybody it takes all of us to be able to accomplish this and I want to thank
130the board for the support I want to thank the community the one of the joys of this new reality travel market to be able to some zoom meeting with parents and say see them learn together with us how to use this amazing tool and they're getting connected and figuring it out and it's just amazing to see the group of parents that get together with us every so often to be able to give us feedback about how we're doing thank you so much and I'm open for any questions okay thank you dr. Bauer for that are there any questions or comments from my colleagues just each other you can go next after this I was happy to see that they had the You Tube that was helpful because even in going over my minutes I went
131back and I refer to it and unfortunately I'm gonna have to edit on the March but it did it was very helpful to go over the meeting again again thank you okay Thank You trustee Marquez and I have a have a question for dr. Bauer when you were talking about pulling out every device we had in the district office so that we could get out to the families and the children where all of these devices like in storage or we are are they working that every device word that parents have problem with them or not because I know it was it wasn't a device that everybody got the same there were different things as you were saying but are we fairly comfortable knowing that all the devices were working another that's a great question Josie
132Marcus and the answer is the great majority of the devices work we did have a couple of issues with some devices some of the parents during the same meeting that I have with them alerted us about some of them I want to say after and the king in IT because they have done an amazing job after we were ready you know we kind of took care of all of the sub we had in the site IP Department organized themselves to continue to distribute these devices so for the past two or three weeks after and he seen has been available in some carriers have driven through and as some technical questions about their devices in someone and in some cases of the market we have had to exchange the device to make sure that the parents
133get what they need thank you I have another question and this is only because of my ignorance here when you say PD online learning for teachers what is the acronym for PD online professional development testing Marcus thank you for asking that question all time okay yeah okay now I thought it was that professional development no they must be talking about something else you know meaning that I thought they were getting a little training on how this all gonna be working with you know with the establishing the distant learning on the computers but I guess I was right when my first thought was the fresh development okay okay I'd like to thank the IT department and the director and all his staff we're doing such a wonderful job and I'm only asking that you please please
134do not let any family fall through the cracks that are that do not have you know any device so that we can move forward thank you okay Thank You trustee Marquez any other questions or comments from trustees just wanna reiterate you know thank you all for you know supporting that backbone of getting all of our students connected and you know thank you to the staff where are all the partnerships and relationships that we had built already you know in our community and that just made it easy to you know make a phone call connect and also it's good to hear that people are calling us and saying how can we help you know I know some of them have been mentioned you know the city San Jose which you know are going to be helping
135out with serving our children the San Jose Police Department so most first five the County Santa Clara and in know East had me in high school district also fed our students during our spring break and it's just wonderful to hear the partnership because we get to do more of that seeing of you know how how we're going so I'm just thank you for that and I look forward to you know continue to do my little part in supporting and whatever I can but thank you all for working hard okay thank you I wanted a moment just make a couple of comments as well my so whatever the date was March 12th or whatever I know that on that particular day when things were just coming down and literally like by the hour things were changing
136and and our legal council mystery of release and myself and dr. Bower were were on the phone trying to plan out we had a meeting that night and we were trying to figure out what what a social distancing mean and what are we gonna do and what is do we have to cancel the meeting and and so you know that there was just very a lot of logistical details that we needed to come up with at that point but I think that speaks to dr. Bauer's point that we really have since the beginning I think because that was just conversation between us I know dr. Bauer and staff and everyone were going 24 hours it seemed like on calls and setting stuff up but that speaks to the point that we really have been I
137think a little bit of ahead of the curve on this and and planning forward and thinking about the next thing and I think that's because when we talk about our staff and our teachers and our partners and everyone here and you hear that word essential workers for that I think that that really means something a little bit more in our particular community because there are some districts who when confronted with this we're able to focus on the academic piece and a little bit of the staffing and some basic safety and then that was maybe the extent of what their concerns primary concerns might have been but for us we had a I say gargantuan piece of our puzzle of ensure of the well-being that the life really of our community and so that effort from
138CNS to to all of our partners again it has just been essential in the lives of our community dr. Bauer mentioned the Saturday right after it happened with there was a meeting and I was fortunate to be able to attend that meeting and it was I mean literally it brought me to tears that day just the inspirational nature of how all of our partners were at the table they're literally like champing at the bit how this what I'm gonna do when do we get started what do you need like it was so powerful and amazing to see that and that is carried through and and you know it's it just speaks to the community that we have here and the strength that we have here so I again thank you to everyone and I think
139our district is really has been on top and then some of the challenges that this has brought I do have a question dr. Bauer I thank you for for highlighting and pointing out all the everything that we've done but I also wonder just if you have anything you can share in terms of now that you know we have a little bit of a system in place to to feed our family to provide papers we have partnerships we have resources out what is the the strategy or the overarching plan for going forward for into next academic year is there any anything that you can share at this time in terms of we have we got the report of where we've been where we are and we've heard a little bit but can we hear a little
140bit more about where we're going now knowing that the future is really unknown with the entire situation as a whole but being that we need to plan for the unplanned a bull basically do you have any thoughts that you can share with regards to that or anyone from our staff me before I do that there are some social worker that I need to give a big shout out because these are the people before we were able to move in for president and board members our custodians prep the scene to be able for us to go because let me tell you before we went into any of those sites they they had to be disinfected remember that so I was just that's something and I owe them a big big big shout out of all of
141the stuff they did maintenance and custodian getting they were coming in right and so another huge huge team of heroes along with worthiness that that help will make sure that we were able to do what we needed to do so I wanted to say that before I continue and I know you thought you asked me about the future and the future is very uncertain and we need to work together all of us the same kind of the same stakeholders but then you gather together and we need to start talking about how we move this forward with than the knowledge but the most important thing that we do is to teach kids those are the most important things that we do I am very hopeful but in the middle of so many challenges this team is
142going to pull through and we're going to be able to do it I see that summer school is going to be most likely virtual we are looking into some ideas to figure out how can we provide special ed services better we're working with mr. Verona we had already reach out to area and we're working with an MOU to be able to adjust our summer learning to be able to work the how how the logistics are going to happen together so summer learning right now is the one piece of this that we are addressing August is going to be here before we know and if you're asking me today we're gonna bring back students in a traditional way unless we have a magic wand and somebody has the vaccine I just don't see it happening such
143as my very humble opinion I might be wrong I might be coming in July back to you and say hey we're ready but as of today with the information that I have today I don't see how we're going to be coming back in any traditional way so what I can share with you is that we won't be able to do schooling the traditional way that's what I can assure you okay thank you is there I know we have at least one person with public comment and zoom is there any other comments or questions from board members before we go to public comment no please forgive me but I do have one go ahead and then trust each other's after that okay I'm dr. Bauer this is only for my for my own personal concern because
144we you know Evelyn my granddaughter is um you know it's in school but she she also lived on you know and there are home here and so my husband and I are at risk you know people that you know are very likely they have we have to stay away from everyone and I'm worried that my granddaughter will be going you know to when we go back how we're going to be going back I can't picture how we're going to be doing it but I'm concerned she's going to be around more people and the feel that she could catch something and bring it to her little sister a year old and to the grandparents that are up in age and how are we going to deal with families and situations like that so so much care
145as I said before because exactly what you described I don't see school being opened a traditional way now are we going to open I really don't know the specifics yet but I can assure as kind of what I just mentioned right that it's the first thing is today and what I can tell you my professional opinion is that we're not gonna go bad the traditional way yeah but I mean I I forgot to add the best part I wanted to add on that because I don't want my daughter my granddaughter to be you know held back because she they missed all of this year and then what's coming up I don't know how how the education is going to be you know the curriculum is going to be delivered to her and so it will
146ease my mind and any other family that's in the same situations that have grandparents living in the home to let us know how this is going to be done for you know for those of us that have literally and grandparents which are the age brackets that are you know get hit hard with them the kovat 19 they give birth in marcus i'm hoping to be able to bring a better answer in june thank you okay thank you just the traveling did you have something no I was just trying to say no avatar that I was muted thank you I'm sorry anyone else with questions or comments before we go to public comment okay thank you so I believe it was fleur-de-lis on with public comment so the thing goes as soon as your microphone opens
147up if we can get the clock up once you begin speaking your two minutes will begin there is one minute it's two minutes yeah okay so I want us I want to point out cuz like I am a part of the school psych Council on my school renaissance be sure and III was aware that last school site that a lot of our laptops where most of our lapses were taking away and I understand the situation that we're leaving right now and I just want to point out that those laptops where my was budget that or school had and we know we are part of the Verizon and we all of our students have laptops but as Mike group we are concerned because those laptops are very usual first really you cannot do a lot of
148things on that on that tablets then what you do on the laptops and I just want to know what is going to happen with our equipment that was taken away when that money was spent from your budget and and I know that conditions of the laptops are not gonna be the same so I'm wearing for my students at my school and I want to make sure that we get this clear up and how we're going to proceed in the future and I know I'm learned that yesterday that County approved something to bring around 11:00 11:00 hotspots and 14,000 laptops they will be given to the most vulnerable printable areas and I was just approved by the county and I know they're gonna be working through that Santa Clara Board of Education and I hope that
149more and more we get those equipment for our students but at this at the same time I'm hoping that my school gets while we pay for from our budget back in good conditions and hopefully that can be clear up in the future and I know that we will your been mentioning miss Bob mrs. Bauer that we're not gonna go to the traditional way but I think we need more answers and hopefully we get it on June like you say on how are we gonna be moving forward because we need to have a clear vision on what are we gonna be doing better than why we're doing with these 10 learnings that will receive them with our kids right now thank you did we have any others after was that the yes we do have one
150okay and does end house same thing hi can you hear me yes okay so I do have a quick question I know that you might not have the answers for this yet but I know that we won't be giving traditional grades this this year however next year if this continues will the same process be used for example middle schools will get a CPS or a c- for a Kovac 19 and elementary kids TK 2/5 will be getting narrative report I'm still trying to figure out how that's going to be done next year but this year alone I know that it's just going to be a narrative report on the engagement of participation of the students but if we still have a lot of issues with kids logging in and with Wi-Fi problems I just don't
151know how it's gonna be for the next year and that may be something to think about if how the grading will be for next year will we be using the same grading system or grading scale that we're doing now or will you guys think of something completely different I mean we just have to keep in mind that kids are also right now a lot of them are depressed and going through a lot and to get them to go in through zoom it's not as as easy as sending them to school engagement probably not going to be the same and I just don't want to see anybody giving up and making sure that they know that their work is being accounted and also our teachers who work so hard to create these packets and work thank
152you thank you any more public comment okay thank you so that was information only any other comments from board members okay so thank you dr. Bauer for that we look forward to to the next update and and you'll have more information about the situation and more information about our plan that that you'll be able to share with us so at this time we'll move forward to items item 6.07 approve letter of support for documented community do we have a a motion on this to trust each others will be abstaining because if I go for this I will be in violation of the oath I took for office okay thank you do we have is there a motion on the floor for approval of this I move approval we have a motion and a second to
153approve the item this is a letter of support from our district and to support the California Assembly Latino caucus to to partner with them to create essentially resources for our undocumented community dr. Bauer did you want to expand any further on your letter are we ready to I think we're ready we have our Joseph time strike is 813 so we still have in German mm-hmm I know this item I brought forward so I'd like to speak to it okay and before you speak to it can I can I go before you please sure thank you I so one of our trustees I believe was Chavez said that she would be was that an attention or a would right and so she's up staining because of the financial reason or what I don't know what I
154maybe I'd like her to speak a little bit more of why she would abstain on Main Street in my position that I will I will be abstaining that's all out to say I'm so those are you start to our attorney here still here how hard is a yes okay good so we have you an abstention I thought it was because there was a financial you know thing with you know with not not having it to be clear or not you know not participate am I mistaken or is this correct well board members can abstain under the board bylaws board members are encouraged to not abstain to vote on everything but board members can abstain it's been done in the past I'll open my question though well I mean the grounds for an abstention are not
155taking a vote or refusing yourself aren't limited don't have to be limited to conflicts of interest or financial issues oh I see okay so that's what threw me off I thought she had a financial conflict of interest or something but it did not necessarily have to be that that's correct correct all right okay thank you for the clarification Thank You trustee Quintero um so I brought this item forward and I'm very comfortable and moving forward and a voting frame and knowing that I took the same oath of office as our colleague says that she took and I will not be in violation of this oath of office fact of the matter is the reason I brought it forward is because we sit here in the comfort of our computers interacting with each other while many
156of the folks that are intended to be supported by this letter are out there picking up the crops and doing the things that some of us don't have to do or choose not to do and we do so we took full advantage we take that bite of that amazing lettuce and and then when that happens it's not a problem but when when other things come up and when we need to come come around as a community and support those folks then it becomes a problem then it becomes a violation of our oath or some other thing and so at this point I find it very very disheartening and concerning that some folks on this board would go ahead step back and disregard the health and well-being of some of those folks who are out there
157hustling putting themselves on the line many people dying in some other places some of those folks that are working in packing plants large them a large number of them are getting sick and their immigration status doesn't mean a damn thing to folks who are very comfortable having their steaks at home or like I mentioned earlier having these vegetables and fruits that are picked by those same individuals but when it comes to giving them support then some folks step back and so I'm very very disheartened by that but I hope that this will be supported by the majority of the board I it's already moving forward at this point and be more of a matter of putting us on record as a district and so I hope I can count on the majority of this board
158to move this forward okay in the interest of time any trustees have a brief comment or question comment I've already individually signed off on this so I will be supporting this as a district any other brief questions or comments from the board okay any public comment after do we see any no I don't see any okay so we have a motion and a second I'll go ahead and call for the vote trustee Alouette yes trustee Chavez estate trustee Kim petal all right trustee Marcus yeah and I for myself motion passes four in favor one abstention do we need to stay publicly the abstention or just like that the record sufficient item six point zero eight is just the first reading information any trustees have anything on that item no but I have a comment what
159presidents do you think that we can take 608 and 609 together and maybe six oh ten unless somebody wants to speak to it moving forward I believe you know do we need to do them separately mr. Issa can we do all three right so it's it's information only so if you want handle them together that's fine okay Thank You trustee Marcus oh do do any trustees have anything on item six point zero eight six one zero nine or 6.10 first readings all of them no okay I move that we take all three and vote for the these are information informational no vote okay thank you any public comment after there is none okay in the interest of time I will move forward to item seven point zero one approve third interim report we have a
160report from mr. Chang regarding the third interim report so do we need to set that up the screen and just before we get started mr. Chang I'm assuming this we need more than ten minutes for this yes probably okay so because we have a gen diced the closed session for 8:30 mr. Reiss is there anything that we can do to to address that time timing issue so since the closed session is agenda the special meeting closed session is agendized for the same same zoom link and YouTube live streams I think you can continue through to this meeting to its conclusion it's okay if the special meeting starts after 8:30 p.m. it just couldn't start before 8:30 p.m. okay excellent thank you for that okay mr. Chang you don't have to feel rushed obviously time is
161still you know we'll be trying to be efficient but no rush so are you ready to go with the presentation okay thank you can you hear me can you all hear me yes yes good evening good evening board president remember at the board and superintendent dr. Bauer before I go in to go over the memo that is I do want to provide some background information in terms of what the assumption that was used in preparing disturb in a room as you have heard this evening the may revise was released which provided us with some significant change from the January proposal which was the assumptions that were using to prepare this third interim report with respect to the may revise I want to take this opportunity to go over some key changes compared to what was
162presented in January from the governor I'll start off with some of the bad news first and then we'll go with some of the relief that the state is providing to mitigate some in this country the first item I want to talk about in terms of the changes and what is the most significant impact that will we'll be seeing if the cuts to the reductions to lcff the state is proposing to reduce the FLC of F at acrostic 10% for next year we're not sure what that amount is going to be for the district we still need to get some clarification from the state in terms of how that 10% will be applied so we work will be work on that diligently over the next week or so to get some similar numbers another enough that
163I wanted to go over was with our new special ed recall that in January the governor proposed a one-time funding for special ed preschool students that funding has now been removed so we need to exclude that from our budget and out years and the next item is surrounding the pearls the state is proposing to implement an apportionment deferrals both in the current year and also in next year the current year statewide the state is proposing to the fer one one point nine billion dollars lcff apportionment and then in next year here 2021 the state's proposing an additional three point four billion dollars what the of course with the Perl means is that the cash that we would be getting this year would be delayed until next year so it's not a cut in total funding
164itself it's more of a cash issue in terms of when we will receive that cash so those are some of the key changes in terms of that's going to impact the districts the the state did provide some relief to mitigate the speed cuts in lcff one of them is by reducing both CalSTRS and CalPERS rates the CalSTRS rate will be reduced from eighteen point four one to sixteen point one five in the year 2021 and then in year twenty one twenty two that rate would be reduced from eighteen point two two sixteen point O 2 with respect to CalPERS the state is reducing that rate if this employee contribution rate from twenty two point six seven to twenty point seven in year 2021 and in year twenty one twenty two that rate will be reduced
165from twenty five percent to twenty two point eight four so that's one of the relief that the state is growing could mitigate the cut in addition to that we call that also in a general budget proposal the state had committed to readjusting the special ed base rates from five five fifty seven per student to 645 the state is honoring that commitment and so that that's one of the leave that that's really good for the district Rivera please anticipate on getting some federal relief funds mr. chambers stimulus package mr. Jane children doing two billion dollars in it I don't think you can hear that's just a good question projecting to Reese's some of those money committee okay thank you for trying well so those are just some of the key highlights to the changes from January
166to the may revise now back to the third in a room after are you able to hear this cold air and speakers off on his microphone I mean on his computer I can't that's how can you I understand there's a question from the board potentially at some point you'll need to hear us so what we do have did you hear no yes yes I can show you know okay trusted obviously remember your question yes look over the last two items you were talking about before you stopped before you were going to go into the third interim I'm not sure if it's the last one of the second to the last but can you just briefly summarize those let's do so the last two was it relate to CalSTRS and CalPERS or was is related to
167special ed and also the federal stimulus eight it was both you know and then I lost I lost everybody for about three seconds and I'm like where yet now I lost you so with the CalPERS so for CalSTRS and CalPERS the state is providing some relief in terms of reducing this rates in 21 20 21 and 21 22 for both CalSTRS and CalPERS rates do you need the specifics on a percentage way yes yeah okay so for CalSTRS that rate is reduced from eighteen point four one to sixteen point one five and twenty twenty-one and then in twenty one twenty two the weight will be reduced from eighteen point two two sixteen point O two for CalPERS in 2021 the wave will reduce from twenty two point six seven to twenty point seven and then
168in twenty one twenty to twenty five percent from twenty five percent to twenty two point eight for the with respect to that the state is committed to providing that higher rate as were suppose in January in terms of increasing the base rate to fund special ed and then but relates with respect to the federal stimulus fund this is the first round that the two point two trillion dollars that the stimulus package provided we could anticipate some money from theirs as well so those are some of the mitigation or relief that you know we'll need to consider as part of next year budget [Applause] okay so now going and to the screen itself and again I want to emphasize that this was prepared using the January assumption so we can count that when we present to
169you in June this budget would be drastically different so based on a third interim in 1920 we're starting the year with properly left eleven eleven million dollars in reserve and projecting to end the year at about eight million dollars moving forward to 2021 we're projecting to end that year with about close to 5.9 and then in year twenty one twenty two we're projecting to end that year with a little over four million dollars which is about three percent of our budget or so to meet the minimum reserve requirement with that staff is recommending that the board approve the third interim report as presented above noting that the May revision which was released today will present some significant and start changes to the assumption that we'll be using in June Thank You trustees do we have
170any questions or comments regarding the third interim report no but at this time I would like to request if I could meet with kuvira on this report the third interim budget projections so that I can get more explained to me and I have a melody mark but I don't want to take the time on this one is that possible superintendent yes and I'm happy to do that so just for clarification trustee Marquez did you want to meet what mr. Chang regarding this that he just for doesn't presented or do you want to meet once he has put together the may revision report no no the may revision will be fine later on this one right here is the one I need to do I I have all these thumbs I like that I like to
171discuss what they might or have him explain two of them that I got lost so okay that's fine so mr. Chang a large portion of this report though understand it correctly is kind of moot yeah at once you get the have a chance to sit down with the new information is that accurate that is a net eight yeah okay so knowing that I guess I'll I'll hold back my questions until we have a better a better idea of the more recent information any other questions or comments from board members can you hear me yes Charlie as I can hear you I can't see nothing the only thing I see is zoom is that correct is that what I'm supposed to be seen it is not i sent dr. Bacher text what I'm seeing on my
172screen and I was cut out some time ago mr kobera we can hear you we can see you but maybe after or you might want to log out maybe and log back in or I've heard do you have any solution prior to her trying that oh man I'm letting her know because she has had a little phone right just each other so this can you see my phone now I can see your fault but I don't have it so this is what I'm seeing on the screen is there any way that avatar can fix that after each other trust each others were unable to make out what's on your phone it's just like a bright light crossed it so after there's no solutions if you think of on your end right now because I do
173not know what the problem is so it's hard for me to guess team and that's okay since we're pretty close to closed session right so maybe when I log off and on it'll fix itself yeah maybe try that we still have quorum so sure thank you yeah we can hear you and see you perfectly though could be okay with that that's me okay let's see how it goes okay where were we so so we need do we have a motion already to approve the report no you don't so can we get a motion for approval of item 7.01 motion to approve item 7.01 interim financial report all ii is so we have a motion and a second to approve the third interim report any further questions on the item do we have any public comment
174mr. Gill none okay so in the interest of time again I'll go ahead and call for the vote you know I see one hand raised yeah it's raised okay so can we get the clock ready for the public comment yes pretty just a short comment like us I would like also to have like I know that a cold area in the past you have gave us time with the parents to be able to go over the budget packet and I will like to have that opportunity again to be able to pass now you and I probably will contact you in the future thank you thank you okay so I think that was the only public comment that we had so I'll go ahead and call for the vote trustee Chavez for the approval of item
1757.01 trust each others can you hear hear you approval seven 17.0 want to prove third interim report yes okay trustee King federal we couldn't hear you is that a affirmative okay trust the trustee Marcus yeah and yes for myself so the emotion passes unanimously item seven point zero two approved prop 39 lighting retrofit retrofits project notice of a completion from approval motion to approve second by a trustee at Alouette is there any questions or comments from the board are there any is there any public comment on this item after I have a quick question I'm sorry I can't see nobody if somebody was gonna talk go ahead just each other so I had a question for the superintendent to ask mr. Cole Vera and because I was because what I understood when we passed when
176we got the 2.9 million and this project cost was to two million eight hundred and twenty three twenty and twenty three dollars the difference was seventy six thousand nine hundred seventeen and my question to the superintendent was did we leave on the table seventy six thousand I know no $77 no it was a question earlier in American speak to that he doesn't know where you raise your dad you're my senior because in February of 2019 we passed the we accepted a grant for 2.9 million correct in in the world in the world if you look at it it we passed 2.9 million and so this here is 2823 and $23 so if we got 2.9 million that to me and my head says there's still 70 6970 what happened to that or or did we
177not use it up or was there a certain time frame that we had to use it up do we leave money on the table is what I'm asking no and the official apportionment I'm sorry I can't hear you um mr. Chan could you speak up a little we can't really hear you the so I'm not sure doctor has told you that even though in terms of the official schedule of allocation from CDE and then that just that grant amount that we that we show on the schedule I did not receive it on the contract I did not receive the what you're saying so because I got that right before we jump into the meeting that's why send it to you so I apologize we were prepping for the meeting okay so could you explain a
178little bit real quick if there is that money that's still available why don't we use it there is no the apportionment that that you receive that isn't the the actual number is what we got there was no money left there was all nothing different I guess my question is if we were granted 2.9 million in the grant why didn't we use the rest on something else I'm gonna have to go back to the verbal that you're referring to because the entire apportionment for our mark would use and that's what I need to further to you so you can see it okay so can I can I have you bring that to the next meeting I guess so ken so can we can you trust each other as I'm wondering if maybe you can take a
179look at that email and then if it's still not clear at that time maybe bring it up in one-on-one and if it's still in unclear then we definitely should know about that at the next meeting but maybe there's a few steps before that that we can get it cleared up for you thank you also have a question okay but does that work for you trust each other's work okay Thank You trustee Marcus and just a point of clarification when we when we were given the two point nine mil gracias Eve the two point nine million dollars that went into the account within our account we did not receive the 2.9 million I'm gonna allow mr. Cheng to clarify that we used every single sense that was allocated to state allocate that to us or whether
180you want to go further yes yes and I'm not sure what that two point nine came from but our entitlement is 2.8 that matches what is presented in the board cover today and it ties to this the the CDE schedule of allocations and we receive the whole all of the money that's been sitting with the district since 2017 but since we would since we were still going through the process of getting the project of creating a contracting and going to work done we're just finalizing completing the prop 39 project which is the lighting retrofit at 3:00 at me to the site of the district itself and so this last step of the process which is to really notification for the board to approve so we close out the project okay so let me see if
181I understand this because I've been working with these for a while when these grants are standard down they come down in a letter correct we're notified in a letter with the amount correct yes you receive for the prop 39 lighting the retrofit project okay this this letter did it tell us it was only going to be two million eight hundred and something like did it Bell is it it was a 2.9 million grant so so the letter generally just provide a summary in terms of what it has been allocated total for this piece if he goes to the state website and just prop 13 on funding allocation and type in island rock you will find that says oh that shows you the 2.8 million dollars that the state is funding the district and so so
182then it was a letter did that it did not state how much or that's my point was a letter they did not state yeah it doesn't break it down by district on the CDE it describes your email list in terms of how much has been allocated to each district under the district's ability they couldn't see that in that letter okay so my final question now is that all these schools that are named right here you know Chavez sister mayor Linda Vista caller Cassell you know all of those schools that are named did this job these jobs got done and we had to put the money up front our selves to to get it done or the you know how did how did it work with this company did they wait no so we went through
183the process in terms of issue an RFP and we had the contractor selected include by the board you know they fill the space when they complete a percentage of the projects they submit a payment plan and so there was about I believe three payment requests because they feel this based on the potential completions we still have to halt the attention so that and every attention paid off when when this notices pleases closed out but no we did not front the money we paid the contractor based on the percentage of completions throughout this project itself okay okay this is a form of chevron people write a couple a couple of months ago yeah all right because I don't I don't ever remember exactly how we were going to get that money and today it jarred my
184mind so I was just wondering how that letter how if that letter did tell us the amount of money that they were going to grant us but you're saying that it didn't allocated her district district yeah and everyone's invited by that just by going to as I mentioned the CDE website type in prop 39 funding allocation and al-imran so then this company did they um did they invoices like three three own voices yes they builded days in terms of what portion has been completed it'll pay them a total amount of price and so when that first invoice came came out Allan rock sent them that money because the state had already given it to us correct yeah we receive the money and that the projects are being completed the contractor would be with us based
185on the portion of completion thank you okay thank you so I'll call for the vote on this we have a motion and second already correct mighty bill you have that motion in a second okay okay so trust each other's each other for approval of item 7.0 - I'm not sure yet so I guess I'm up staying okay oh did we have public comment I've talked to either one okay can we get the clock set up for Brenda's induce okay it's a very quick question mr. Chang said that Newsome remove the special ed funding this is for a specific grant or was this throughout all the districts because I was looking at the budget for the covering at 2021 and did this change from what he has and that's that's my only comment okay okay thank
186you well continue so I'll recall trust each other's your be still stay with the vote that you gave I'm still staying with trustee confederal so I am assuming yes trustee at evanora trustee marquez I will abstain and myself yet yes so motion passes three in favor two abstentions okay we move on to item 8.01 information only resignations everybody received that information is there any other any questions or comments on that item yes okay I'm trying yeah I'm turning over - you know - that on my book because I closed it for a few minutes so my question on those resignation oh come on there it is dr. Bauer while she's looking at did you have a comment okay no so I was told that Dan floors and the longer with us is that correct and
187I didn't see his name or am I looking in the wrong place she came last month rusty market and it was on the boats and we voted it already it's the next one no information he retired when did he retire he's retiring this at the end of this month so is he he retired last month which would make it April right B what was his lesson what his last year working Arthur is not May 31st left his May 31st yeah and is he on the job or or he gone though he was gone already I don't know if we heard it if you did you have a response dr. Barr I don't think we heard anything I mean he's gone as a wet day as of May 31st Josie Marcus he's using the last days
188his leave he's non-beauty days yes okay so non Judi days he's used it he you say using it as a wet birthday I don't remember quite honestly I wish you'd asked me that before so that I could be ready the automation that we're able to share right now yes so um if weird but if he on this book for us to vote it or did we vote it in the last book I can hear nothing retirement trustee market decipher information only if he and this bill is he on last book on the lower body and it was only for information all of the retirements all the signatures are for information only customer care ok and so on that last book it didn't say may 31st did it you should have I thought it was May
189the end of May like 20 fear--the or the 24th something like that is jarring on my mind not May 31st [Music] I'm sorry Marcus I don't have last month's book in front of me mister release that I see you raising the hand or no yes I just wanted to clarify that your board bylaws authorize the superintendent to accept resignations retirements on behalf of the district that's why this item doesn't come to the board as an action item every month it's informational only thank you for that clarification but well don't we still have to do we just accept it or do we actually vote on them you you don't vote on them because the board has already delegated the authority to the superintendent to accept those and and one of the reasons for that is it
190allows the superintendent and the administration to make those resignations and retirements become effective more quickly than if you had to wait for board approval which is how it used to be done in the past that's what I remember I guess that's why I'm confusing it because that's what how I remember it so I don't know for just my clarification again it's effective may 31st or was that May 31st the last day he works it's associate may 31st just a market effective and so his last work day was when it going to that's my point he's unloading beauty she you were echoing his last day and worthless when can they take this offline and get all the information she needs I mean I'm only answering I'm only asking a question that has was posed to me
191when was his last year work if you know we haven't seen him around if they start if they charges just let us know when his last work day was then we know that he had X amount of days till what effective May 31st okay so it sounds like they can get you that information offline and in the interest of time we'll go ahead and move forward so offline they will you can communicate with them about that particular piece of information so record reflected I did pose a question to the staff the staff did not have an answer for me and I wasn't allowed to have them have HR give me that that information I like the minister to reflect that thank you thank you item 8.0 to approved declaration of need for fully qualified educators
192this one does need a motion so do we have a motion and a second for this item item 802 that's a motion to approve is there a second oh just each others with the second excuse me any questions or comments from trustees I I do so I think we need we might have jumped the gun with the questions of the last one but does the resignation fall under 802 or 801 okay I was trying to chime in but I I couldn't ask my question an 801 is like I said it still says zoom on my thing can I answer really quick two questions are the questions that can be taken offline or is there some need for a public significant position do we have the new person in place to make the transition smoother and
193are they being next placated now a price of all the latest details that the job entails of the MOT and what became the last month it's not only support okay so like I said if I was asking if it was the last one because trustee Marcus was able to ask some questions and that brought up that prompted this question so I think that as far as time goes we should be fair this question since I always try and keep my possible so I'm just asking those two questions could these two persons can be taken offline okay thank you so we have a motion and a second on the floor for item 8.02 are there questions or comments for that item okay I don't see any is there any public comment for 802 after our was
194that man I have a question president behead on them 802 yes okay with for the interest of those people that do not have the book or background on what's going on with this this item is there a summary being given by staffers on a total personal case this is the need for people to get their credential in the right subject so for example from all the teachers in California needs to have a plaid credential and when sometimes they finish their teacher certification they could not finish that other class financial for the state allow surface of this rate to have any emergency permit so that they can continue to be with us that's what this item is all about so this is so that somebody's in place right now on an emergency credential yes yes thank
195you okay so no public comment we took questions from the board so I'll call for the vote for the approval of item 8.0 to trust each other's eight trust the team petal I trusted her Lou Anna trustee Marquez yeah and I for myself the motion passes unanimously item eight point zero three adopted districts initial bargaining proposal to open negotiations with Teamsters Local 150 so how do we go about this mr. Aird release so this is now this is this is the the I'm sorry I'm looking at the exact agenda language this is the the board should after a motion in a second the board should take an action to adopt the district's initial bargaining proposal to Teamsters okay so is there a motion to adopt the initial bargaining proposal to Teamsters motion to adopt okay
196is there a second I'll second that for a discussion okay just be Marquez your question or comment it's a question and so is this how can I put it this we will be going into closed session discussing them correct so because they're on they're on the they're on the closed session agenda so what we are doing here is accepting this already voting on it or because it doesn't say there you know information or loading you know and I don't know what's going to happen in closed session and what if I say oh I bought it this way outside nice window if I can answer the question for oh hey leo so under under state law before the district can bargain with any of its bargaining units both parties have their in there and that's what
197these are they are the district's initial proposal which has to be approved by the board and then it's Teamsters initial proposal which has to be sunshine for the public and to allow for the public to comment on those initial proposals so by taking an action to approve the district's initial proposal the board has not taken an action to approve a collective bargaining agreement and by taking an action to accept or receive the Teamsters initial proposal you're not taking an action to agree to their proposal rather this is just a technical requirement of state law to Sunshine these to allow the public to view the parties opening positions and then after that district and Teamsters can begin negotiations what happens in closed session is confidential but the purpose of that is to discuss parameters for your
198your district negotiators thank you for that it did not because I my question was is it it's not there for information or action are we actually going to vote could we have a we have a motion and we have things so do we is this an error on the typo here that should have said action item no it is for action it says to adopt the district's initial bargaining proposal to Teamsters yeah and we've had other things that say to approve and then they would say also you know to you know with with voting or if you recall a couple months ago we made modification to our agenda and we put the language that the board can take action on any item in this end the section thank you we're still transitioning but yeah so
199anything there unless it says information only we can take action on it so that's a quick comment also yes since we were supposed to have session on Tuesday and we could have heard all this stuff then but we weren't able to and we're gonna have it after this meeting I will feel more comfortable not voting on this now is there a way to move it to after the closed session we have not meeting on Tuesday I don't think impacted this because this we need to have this in order to go into closed session and then do what we need to do in closed session so so we can't do one with without without doing this first not this item dr. Bower can I hear also rehearse view that both each other is the same thing
200that you already of who is like sun shining it this has nothing to do with settling anything your business aware that the parties are gonna be negotiating that's it you know what are proving anything else and modding I know that I don't know if you can see him each other's community my whole screen is white and it just says zoom that's all they will hear me though is your nature I could barely hear you but I did hear the explanation but because of the fact that with all this covert stuff going on and we don't know how much money we're gonna be getting I'm just not comfortable making that decision without knowing what the budgets gonna look like our budget is not going to be the same money you're not very money right now you're
201good no I don't want to give the impression that I'm okay with this that's why I'm gonna be abstaining from this thank you just a minute Laura was just trying to help clarify Chagas I think we're not accepting anything I know excuse me if you can finish and then you can respond to that thank you okay thank you so the we have a motion and second correct money Ben yeah we did have it so I'll call for the vote to approve item 8.03 am I correct in my 8.03 okay trusty Charlie's abstention trusty confederal I just ate lol yes trustee Marquez yeah and myself yes motion passes for in favor one abstention item eight point zero for X or do I need to do anything else with that mr. weeks or that's it no that's
202right is it the same here for 804 correct okay is there a motion to approve item 8.04 accept Teamsters Local 150 initial bargaining proposal to open negotiations what they are USD their motion for that okay motion by crystal is there a second trustee at Alouette seconds is there any further discussion from the board okay any public comment either on this one or the last one after us I think I forgot the last one yeah there was one from Jess there no it would like 803 I think either a total 300 or 400 K can we go ahead and put that as it's public comment that's how it's coming in okay so I guess we'll have the two minutes and mr. Sethna when your microphone opens up and you begin speaking then the clock will begin
203yes okay I don't need to comment you guys got through it I was just hoping to help you to get through this but we'll have this conversation in closed session thank you okay so there's a motion in a second to approve item 8.04 I'll call for the vote comment first a brief one yes I asked in the last one for mr. Jorge Leo to comment on it and instead I got a bunch of other comments can I please have the hey Leo comment on this one thank you so okay this item is just to accept the initial proposal from Teamsters and this the accepting of their initial proposal doesn't mean you're agreeing to it but statutorily you're required to do this and to sunshine the district's initial proposal before negotiations can start so once this
204process is complete the parties can begin negotiations okay yeah okay but the thing is also that everything relies on a meet - so I guess I'm probably going to be on board on this one as well so I'll just go with what the board decides thank you I believe I do we have okay we can call for the vote so trust each other's leave me to last please trustee Quintero we can't hear you [Music] okay just a letter yes trustee Marquez yeah myself yes trustee Chavez and since it's unanimous I will also agree with the board thank you upon your agreement so your your agreement you're voting aye obviously correct yes okay so now it's unanimous with your agreement so motion passes 8.04 we have consent calendar items 9.0 one through nine point oh seven
205I just want to I want to pull an item but does anyone else have anything that they would like to oh just I mean dr. Bower yes I need to pull item nine or C there is mr. Turner contract that I need to call and that's the only thing out of my mouth say I don't know if anybody needs to pull something else but on the rest of the that item can is okay then I need to also hold nine or seven those two items I need support oh hello I I have one of the on item nine point zero one I have one of the dates that I wanted to pull but I think I did not specify in my notes the actual date they have to be pulled individually or can I pull
206the entire item and I mean you can pull the entire item if you need to if you don't have the days okay so I'd like to pull item nine point zero one from nine point zero one with the exception of nine point zero one and dr. Bauer what was your number nine that needs to be for the rest of 906 is fine and all of 911 okay so with those exceptions is there a motion to approve the consent calendar Mary make a comment regarding 901 just so that you're aware yes so I know that you are turning the entire and I know that you don't remember that date the third auditors have been asking me for the minute so because they're all of the month we don't have anything approved in January so you wanna
207take a guess which one you need to pull or do you really need to pull it we have our resources view May 23rd once the minutes are approved administer every scan can anything be amended after the fact or not yeah they they can be amended after the fact but once they're approved that you become the official record of the district the question or maybe comment is there any way that we can maybe pull 901 right now and then they said I know of you from now to the end of the meeting maybe find that date and then bring it back at the end of the meeting to approve you know what in the interest of time I'll just I'll retract my my statement and if I need to I'll do something in the future but
208I'll just go ahead and leave 901 in there excuse me I can't see you so I'm sorry from interrupting but I did want to pull March 12th revision on that so with the exception of item nine point zero six and March twelfth of item nine point zero one is there a motion to pass a consent calendar Moshe okay there's a motion on the floor is there a second I'll second it there's a motion and second to a passed the capacity consent calendar with the exception of March 12 and of item nine point zero one and also nine point zero six any further discussion any public comment I just want to make sure it's just one item there the rest of them need to be okay the contract for mr. said amount of item that means
209oh six to amend that motion okay no public comment after our men okay so we'll call for the vote for the approval of a consent calendar trustee Chavez a trustee Quintero High Sierra Laura what trustee Marcos yeah and myself yes motion passes did you trust each other's do you have your your item ready right now for March 12th I have it written down but I would like to take that offline okay that's not one of the dates that we need dr. Bauer for there we have the rest of them that that doesn't look as severe as it looks right now okay thank you trust each other and is there anything further that you need to do dr. Bauer for you're the one you pulled on I know sakes or that's done thank you okay thank
210you item 10 I don't see there's nothing there so we have nothing in item 10 item 11 future board agenda requests we've received several I believe during the course of this meeting are there any other future board agenda requests from the board or community none from the board I see and after are nothing from a community nothing okay we have one you know from DeLeon okay go ahead miss DeLeon when your microphone is open I just want to say that I understand that we are learning these with the technology and soon and I just want to give a suggestion for that translation I was seen that town and a town hall with ash Carla that he gave and I like the way they were translating because up there is an option on soon that the
211people comes in and in the window that like for example that we are right now and then there was like a little translation button that they heat and after they hit automatically they can hear that translation and I think that will be very helpful to have in our meetings so that way we have all the people at the same time and they won't be here in the english version but they will hear in that translation what while they're saying that that screen and I know Castellanos I can give names of people that wearing those me in that meeting so maybe ask the technicians from soon to be able to figure it out to have a better translation that would be a very good option the other thing I want to say that is really frustrating
212hearing you guys like so I'm sorry I missed the Lundy but do you have a is this for a future board agenda item no maybe maybe I can get thank you for for stopping me there but please consider the people on not using a lot of time on things that you probably can email the superintendent or can email and ask questions instead of bringing this and just looking at you guys and argument is that is not looking good so please always consider the time and make really good questions or if you have questions in advance just as your questions so don't come to the board meeting unprepared because it's really okay thank you and we will go ahead and and cut that there because this is a specific item here but thank you for the
213suggestion on zoom' and I presume staff will look into that okay so I believe that covers everything that we need here so was there a question from the board I couldn't hear okay so I think we're ready at this time to adjourn the regular meeting and we will go into we're for trustees will take about a five minute or so break and then everyone oh go ahead no I just noticed there is another hand raised from the public participant okay for I'm assuming item 11 point oh one who who is it from is Brenda Zenda house okay so mrs. Anne Beck has I just want to reiterate this particular item is just for future requests of items to be agenda so if that is your comment and please feel free once your microphone opens up
214to give your request for a future board agenda item I actually I did say this last time but I haven't seen it it was just I requested if you guys can put this some link on Facebook or other places where we can get more parent engagement I just still haven't seen it and that was just if maybe that can happen for the future just a little bit more options for parents and people that want to watch sometimes Facebook has been a better resource so if maybe like a zoom link through Facebook a or USD would be nice thank you thank you okay um after our no no other ones none okay so dr. Bauer were you gonna say something else okay so we'll take a five-minute break or so trustees and staff and then we
215will go to the or we're staying on this link correct comments on items or you know because that way we will the public that's just a suggestion if you want to start the meeting and kind of get that out of the way yes thank you for that so before we adjourn the regular meeting are there any is there any public comment for items to be discussed during closed session I'm sorry so you need to adjourn the regular meeting and then open the special meeting okay so I will adjourn this regular board meeting at 9:20 p.m. and then I will call to order our closed session meeting correct that's what I'm doing here your special meeting special meeting at 9:20 and I will ask for any public comment for items agendized for the special board meeting
216I'm sorry I'm sorry you have to take grohl first so we have to treat this is a whole new meeting okay so rewind that Marybel can you please take roll today is a special board meeting of Maine 14 20 20 at 5:30 p.m. members of the board in attendance president Minnesota Hirano president vice president coordinator Alouette present Corrigan drift Quintero remember Linda Chavez doesn't remember the Laura's Marcus Russell that members of administration superintendent dr. Bauer the meeting is started at 9:20 I saw your okay oh okay do we need to do the Pledge of Allegiance as well if you like do I hear no or today you don't have to okay so now public comment yes okay is there are there any public comments for items agendized for our special board meeting this evening do
217you see anything after no there is no no hands okay so seeing that we have no public comment we so my understanding then is that we board members and appropriate staff are staying on this link and we're clearing out the rest of the room are we going to that other link we're leaving and we're going into the private now this is going to come back the median so that we can report thank you for joining us at the time yes okay so we trustees we will go to the other link that was sent to you for the special board meeting and we'll do that in roughly five minutes so everyone can take a bio break and refresh quickly and then we'll go into there and then we will come back to if there's any report
218back from the special word meeting okay so we will be meeting and then jump in the other okay thank you everyone thank you thank you you
