case load in campus a mission we undertake daily while our efforts manifest in various Services one Focus from first semester is the needs assessment administered to all students the feedback revealed our student strengths citing flexibility analytical skill and creative thinking it also shed light on some areas of need understanding their best career and postsecondary options After High School improving communication skills and motivation counselors have begun addressing these needs through Core Curriculum lessons small groups and individual counseling heading into the second semester counselors are looking forward to working with all students to ensure their six-year plan is not just centered on selecting courses for the next school year but to create a comprehensive road map this road map will align with individual strengths interest interest capabilities and needs reflecting the very desires our students expressed in

the needs assessment they seek to comprehend the real world connections between School classes and opportunities available from the aim program to vapa and CTE offerings ahsd has created exactly that experience they are looking for leveraging platforms like Aries e Cadence and ccgi ahsd counselors are committed to providing that opportunity for our students thank you for your continued support as we Endeavor to nurture and empower the educational journey of every student within the ahsd community thanks thank you Britney oh wait just a second next 7.4 would be uh PTA nobody representing PTA here this evening seeing none we'll move on to public comments Open Session items at this time um we have no comments from the audience no speaker forms we'll move on to the next number nine election of officers the Board of Trustees are

I don't know do you trust me all right are you qualified I qualif Carl you got all of that amendments and everything hey all in favor I hi it's a good suggestion fantastic okay we have um item 13 our presentation 2023-24 first interim budget report and Dr n perfect well good evening um our newly elected president amarie tro U members of the board supera muda zetti cabinet and members of the public well thank you so much for being here tonight so we have some important updates uh this evening um so before I get started I do want to um thank my team uh Karen Joe and Brianna for um helping to support this budget I know that um you guys all work extremely hard to get a budget together um so just want to make

sure I thank you guys for that so the biggest thing as you all are hearing right now is the $68 billion deficit this just came out late last week um the Le legislative in his office also calls Lao forecasted at 68 billion dollar deficit going back to 2223 23 24 and 20 uh 425 California faced a serious deficit moving forward so the initial budget that was actually adopted back in June already had a 14 billion doll deficit for 2425 fiscal year so maybe it wasn't highlighted at that point because of all the tax receipt right that you know that dur anticipated coming the um the issue that we are seeing right now is the unprecedented prior Revenue shortfall by moving the tax deadline from April 16th to October 16th and then to November 16th really

was a very very tough thing that happened because usually you we would have a budget you know pretty much ready to go you know you know when Governor released a budget and then sign the budget as of by June 1st sorry July 1st we have those data going in this this year is a a weird year which we did not have the information and so the issue is this has become a three-year problem not just a single year problem at this point so the so from the 2223 now has a $26 billion deficit so it's like a three-year problem at this point there are things that the legislators can do to address this budget problem but these are going to be tough um Solutions moving forward um but this is like a little different than

what happened back in the the recession in 2008 2009 remember we I think we're all here I was a brand new CBO at that time this feels a little different than how what you was last time um so I'm going to talk about that a little bit given the overall economy um as well but um so these are possible four solutions that they have already um stated that they could possibly use the first ones is assuming that there is a budget emergency the legislature is able to withdraw about $24 billion worth of Reserve so that would be good but that still doesn't cover the deficit there's still a deficit we do that the other option is to reduce the prop 98 that's our base funding coming in by about $6.7 billion doar over a three

Peri period there and also using up pretty much the propnet reserve okay so there is a public school um systems stabilization account um but that can be also addressed about $8.1 billion in that account right now so that can also be accessed at this point reduce other one-time spending that has been committed in Prior year that has yet to be distributed about 8 billion in 2425 we would not recommend doing this obviously since for example remember the Arts and Music background that we were promised so right now we're okay right now but they given us money already at this point point but what if they come back and tell us well we may want the money back that would be really tough for us to operate since we already have the money in the bank

so we don't recommend this this option but it's also one of the tools that they could possibly use for the other funding so the other categorical program is a possibility that they could make for their Cuts in 2425 and the last one will be other Solutions including cost shifting and ongoing spending reductions so the biggest example I can tell you is differ RS remember the state operates a little different if they give us the money in July versus June then they put push that to another year versus when we spend our money we have to quotequote crude the amount what they do is a little different they actually push it out to the next fysal gear so that's some of the tools that the state could possibly use to balance this budget at this point

so this is not good at this point because even about three weeks ago when I was at the CBO Symposium the the numbers weren't as bad but this is like within just a couple weeks we're now ballooned up to $68 billion so the overall economy I do want to at least kind of touch on that a little bit um UCLA also came out with their forecast late um uh was last Thursday so inflation now you know remember we had h a high inflation was 99.1% back in June of uh 2022 that was the high at that time remember it was like everything gas was about $6 a gallon and everything was very expensive the market Things Are coming down right now so right now um it's projected to be at 2.8% um for the first

and second quarter 24 declining to about 2.7 % throughout the remainder forecast period so the inflation numbers are coming down so hopefully that would also help the economy um and the inflation is not expected to go down below 2% and so hopefully the feds at this point will kind of ease up on raising the interest rate because that also has a big factor into housing as well which I'm going to address that the national unemployment um it's actually been fairly good so the numbers are low because we unemployment rate we wanted to have a lower number and so um they're looking at about 3.6% currently uh to increase um next year about 3.9% and then down to about 3.8% in 2025 so these numbers are actually not bad these unemployment numbers are actually really really

good if you look at the overall economy uh California is a little bit higher we have always been a little bit higher um compared to the national average so we're looking about 4 .8% right now projected uh going to next year about 4.7% or so and then moving down to about 3.8% in 2025 so that's actually work coming news so um more people that's working the more taxes that hopefully the state can generate at this point um housing though um is actually better Across the Nation except for in our area so um overall it's been it's been you know slightly um it's it's been better um however the um median price of single family homes in California overall has declined by 5.5% however in areas like us um San Diego La San Francisco prices continue

to increase that's why we're being hit with our declining R people cannot afford to come into buying our neighborhood you can go see a single family houseing Anaheim I think it's already over 800,000 at this point just you walk anywhere people cannot afford to live in Orange County so that's a pretty big factor and you can see the declining rment across entire County not just our district so that's overall forecast for the economy wanted to kind of like bring to you some of the enrollment projections um that we are projecting at this point so you can see this is our I'm going back about um you know 12 years or so um 32,000 we're almost at high of 33,000 back in 20112 this year um we're about 27,200 next year though um so this year

we didn't lose as much as what we projected which is good but next year the number is catching up with us projected to lose students okay so the so this is a huge number you think about this most of our Junior Highs are not even that big right so that's the issues we're running into so it's 1300 next year and then another of almost 1,200 the year after and then 900 um plus um in the third year at this point and so this will kind will kind share with you about what we're looking at for enrollment we don't get paid based on enrollment we get paid based on attendance and so you can see I'm going to show you another chart too this is our monthly enrollment chart it'll kind of show you kind of

where we're at we kind of traditionally has been kind of declining month to month um and so at least we kind of at least want to share with you kind of where we are with these numbers this is the um ada8 average daily attendance this is how much um the kids actually come to school we only get paid when you come to school not when you're enrolled right and so um currently we are um we're down to still about 91% we're hoping we can do a little better um in the next current semester and next semester but the numbers we're using so right now is based on a 91% at P2 which is around April U April 15th so this next one here is the unduplicated people count so we um are looking at the

threee averaging so um because our families um we've been pretty much stable but we're looking at a about 78% 79% for the threee averaging that's how we get the additional dollars as well for the lcff supplemental and concentration Grant as well the next is the stirs and purse District contributions the um orange line is for the stirs and then the uh gray bar is for the the purs as you can see they're all going up and um the latest Pur number that just came out um projection threee is out is going to be Beyond 30% so that means for every dollar we pay employee um for that's in a classet position who has purs that we pay 30 cents for retirement just for for every dollar we pay 30 cents so that's going to be

in about 27 28 that's going to start happening and so um that is something obviously we are concerned about the increasing Pur as well as in sters right now still at 19.1 contribution rate for the employer but the purse rate has gone up quite a bit and the next slide here this will show you what our Health and Welfare um um dollars we have spent so if you can see here um you know projected about $60 million for even current um so current year um but if you can see the next couple years we are going to hit about $73 million in 25 26 so we you know work with our insurance committee and we do have more members here that sit on committee so thank you so much but this is something that we

are tackling um of the increasing in prices healthc care is going up traditionally between at least 10 to 12% a year so we are using those numbers to do our uh multi-year projections so now I'm going to take you to our assumptions of what we put in our first interim uh this point so you can see here the um the cola for current year is 8.22% and then next year currently is at 3.94% but there are numbers out there already that that number 3.94 is going down to about 1.27% and there is even a number of 1 Point uh 1% um at the uh conference is what I'm hearing um there was also another number that was like 0.54% so it's going to be a low Cola or no Cola moving into 20 425 so

we are projecting that but based on the first interim assumptions from Orange County Department of Education these are the numbers we're using for our current year um and our MTI year out for that so you can see um the um stir um and Pur contribution you see there for the purs is up to 28.7% in 2627 and for the year after that it's going to be Beyond 30% at this point assumtion but she saying it's so it's and this is the enrollment you can clearly see here in the enrollment um we we lost about 550 kids uh this La Year from last year which is better than we projected we thought we would lose about 750 kits but it is catching up to us like the following year and so um we are using different

software to project these enrollment also as well using the feeder data as well so do want to thank the team for calling um all the feeder dishes to get all the numbers as well cuz we do use the the most current number that we have to project out for the future years as well so you can see there where we're projected um the p288 as you can see in that line current year at 24753 so we're using a 91% okay for that number um but our funding Ada is BAS because we are protected so we're going it's prior year current year or the threeyear averaging whichever is greater that's the newest formula we're using so right now we're still protected to use that um but if you can see the gap is quite huge if

we did not have that protection in there so for um the first inter report our overall Revenue we're receiving is about um $596 million so almost uh 600 million at this point book of it as you will see is the lcff the local control funding formula at 71% and we do have a lot of um federal dollars because of the onetime dollar we are receiving so those are in the budget as well as you can see um 12% from the federal um revenues and 12% for the um other state revenues as well so this is more one time Dollar that we have seen that we not see in the past as you can see here this is the um total expenditure at um 5824 million you can kind of see where how we're spending a

lot of our money for current year and so this is our multi-year projections as you can see in current year uh we are not deficit set spending for the current year but if you look at next year uh $5.1 million deficit spending 14.5 million and $28.8 million deficit spending already with the current budget budget assumptions at this point so I want to make sure you remember that and then I'm going to come back I'm going to give you a slide that I'll kind of share with you a little different numbers for our base funding and these are all the commitments that we have um that moving forward so we do have have um some of these things here so for example we have our CNG fueling station we have our bus leasing we have our

Su of Technology there's some supplemental concentration we also have um facilities project that we are constructing as we speak for example as zis high school we just had the um groundbreaking a couple weeks ago so looking forward to those project and so these are and then as well as some of the facilities projects that we are um working at currently so I want to give a board um the public an idea what would it look like if we were to receive a 1% Cola for 2425 versus the 3.94 that's currently our budget so if you look at um 2425 our initial um our current estimates of$ 420 almost $421 million for next year this already counted for the declining enrollment declining Ada in that figure if the cola would Dro to 1% right we're not

even using zero we're using 1% this would affect next year and the year after because it's ongoing right it was get it will be in that formula we would drop them to uh 409 million that is a deficit of $1.8 million for one year now if you go because the 1% Cola will carried out years so we'll also lose about 11.7 million in 25 26 and another $1.6 million this is more than $30 million with a with a 3.94% cola versus a uh 1% Cola so about 3 percentage Point difference in the cola so that's the effect the oute cola for 2526 is at 3.29% that number we we think will also come down because the inflation numbers are coming down so then the cost of living adjustment Cola will also probably come down but

currently we're using the 3.29 and then 26 27 we're using 3.19% so by only adjusting one number for next year our budget dropped more than $30 million already in the three years out so just want to make sure that the board understand that we we already ran multiple number we ran um whatever number we can think of we just put it in our exhaust rtio popular for us so we do wanted to make sure that we understand this as we're moving in because we do have to make sure it's probably going to be a pretty uh difficult ride moving forward but we are prepared to handle that and so tonight um we are um taking um the report to you with a positive certification meaning that we will be able to afford what we currently

have in our budget for current year in the next two years um and by January 10th the governor has released his budget and so we will see what that could look like because that's going to be um crucial to see what we will put um in second inter term report which we'll bring to the board in March and um so uh and then we'll kind of see that will give us a big um eye opening to see what numbers and what options that the governor is going to choose to propose so as I have indicated in the first couple slides there's multiple options that uh the governor could propose and we're hoping that he will um to start withdrawal from the reing day fund as well as the public school stabilization funds otherwise it will

be a huge deficit to everybody in the the state of California as well and so that concludes um my presentations and I'm happy to answer um any questions that you may have thank you Dr Nan uh any questions one quick question when would we know the final Cola is that in January or so it the January want to be be a proposal and so by um when the B when the state adop the budget by June 30th okay M but we will have numbers as we come through uh in May we'll have the main Revis as well um so we'll kind of we'll use a the most updated data to run with our mon projection and if we feel like the number could be lower um from different places because school services for California they

also give us numbers to use uh OCD um also they oversee us as well and they give us a number to use so we actually run multiple scenarios to know that what we can do so we want to make sure we're always prepared for that okay you thank you cther I would like to make a statement I think it was on CBS news last night they were talking about a school district I believe it was in Kentucky and speaking to the superintendent and the problems that uh public education is facing today with tardiness uh just not coming to school numbers dropping and they gave the percentage points of what what the numbers were how they dropped and it was staggering and the uh person that was being interviewed made the comment to me which I

thought was practical but shocking and he was citing some of the reasons that kids don't come to school and one of them was they didn't have clean clothes so they were trying to fill all all of these gaps in these children's lives along with the families that are producing children that are not coming to school and I can't help but think how grateful we are to the people that work in a school district and pay attention and listen and hear because it's different than a it was 20 25 years ago we're in a different world and I see all the fencing and the cost to the districts of having to fence our properties and take care of the emotional needs of our children and all I can say is that you don't always come into

a position prepared you learn as time goes on and I am so grateful to the Integrity that I have seen personally I get comments in the community from time to time about their child's school and um I'm just grateful and I just wanted to state that because Dr Nan has a huge job with what's going on the cost of housing and people moving away and Etc so I wanted to thank you thank you appreciate that thank you Katherine uh how long are we projected to use this type of uh uh funding formula the the enrollment well until I know there's different lobbyists out there we've been trying to kind of lobby as well all the CBL as well like everyone have dropped I mean it's throughout the entire State and we actually um we didn't

feel the effect until the last year other districts they drop already the year before us so when we were at 95% after we came back from Co other districts were at 91% because they were calling me telling me Oh my God Nancy I have more more than 10% of students out that one day or but it was consistently so um there are a lot of um we're trying to Lobby like maybe there's different way may do you do the enrollment and not the attendance instead um so but I know since I've been in school business we've been doing Ada since I've been in business for about 20 years now at this point um so I don't know how much longer but I I think at some point they do need to look at the um

different aspect of Education um it's not just being in the seat here right there's other things and there's a lot of um coming back from Co there's a lot of different things going on and our students needs a lot of support and so I think by doing a lot of different things we're doing by doing a lot of new different different initiatives in our district we bringing a lot of programs giving our kids a lot of opportunities we're hoping we can connect them and we are I know with when I talk to the principls we're more and more doing more programs they're doing RSVP they're doing linku they're doing all these different things to connect the kids and we really want them to be here um and to feel safe being on campus and I

do want to thank the board to also put in the resource officers I know that you know anodically I'm hearing from um site principles and the students that they they feel really good about that as well so that is a cost but thank you to Caro for also you know helping us with some money too so really appreciate that but I think we're trying to do everything we can to make sure our feel kids feel safe they feel welcome to come to our school and also providing meals um different things like that for our kids and so I think um you know we're hoping our numbers will be better I think it's going to be it's looking better but we currently right now we still want to use the 91% just to be a littleit

conservative since we do not know that number could change within weeks right so hopefully it's not terrible uh cold season because people do get sick sometimes and I've seen numbers drop um fast as well sometimes with the people getting sick I appreciate that you um did all the projections because that was going to be my next question okay see that but you're already on that oh we we start rending yes yes we start rending different numbers 1% 0% um different things it is just really hard to know the out years Cola yeah we we're so lucky to have you did you have something to say okay all right good thank you Nancy thank you thank you thank you hey item 14 and uh we have our trustee student trustee that gets to vote with us

thank um jod and the payroll department it is a lot of work for them on their end there's a lot of paperwork involved um but we have I think almost every year we have almost a thousand people it's like 99 50 to 980 um that um that do take this um um plan and it's amazing for them that has been a one to1 match and so um we don't necessarily encourage other I mean people have been calling us how how you doing it but I said if you take it that means our people will get less so it's a zero some games so not sure about that but I just hope the state will continue to fund it at um the onetoone match because it's important that um they get that they've been getting that

like every summer so we're very very happy for our employees but do want to take this time to think the whole entire payroll staff it is a lot extra for them so I'm so grateful I think board is in consensus with that all right so uh all any other comments okay so all in favor I I okay uh 15.8 W 15.9 and seconded uh all in favor I I I abstain I all righty moving on okay uh 16 superintendent staff report thank you Madame President I just want to wish everybody employees families most importantly our students happy holidays and merry Christmas thank you I was going to say the same just wishing everyone a happy healthy and safe new year and holay season I do want to thank um everyone that attendant the Cypress High

Speaks and just talks um about what we're doing in our districts it's far uh uh and Beyond above um what others are doing and it's kind of sad when I say that and it's sad when we know this but um I think through um getting on the panel and educating others on how um it can get done and how we can service the needs of all of the students um uh and get them in the seat and get them here and um feeling safe and um happy uh getting educated um so through that lens thank you so much uh for that and uh again wishing everyone a happy and safe um holiday and a grateful New Year and thank you so much do something kind for someone all right and on that note may I
