020place in 2016 last year alone's graduating class had a 23.6 increase in a through G rates despite the covid and end of the year issues their Department goal was 60% however catella is confident without covid that that goal would have been met catella is number two in a through G rates when compared to other comprehensive sites in a uhsd Cyprus leading with a steady increase because of their phenomenal counseling staff these a through G rates are a direct result of the efforts by the catell guidance team it is proof that it is the guidance teams that can have a very deliberate effect on Student Success in becoming College and Career ready in addition catella had the highest number of students participating in the annual College and Career Fair with the counselling staff managing the campaign

021for catella catella actually represented half of the participants in the fair over the last five years catella has seen a steady increase in private school applications as measured by the letters of recommendation requests this is because of the dedication of the team to broaden the knowledge of College and Career options for their students well done catella the self counseling team felt that addressing coping skills with their students was really important especially at this time so they created a Core Curriculum lesson for all students along with a Wellness Plan that all students can create to help guide them through difficult thoughts and feelings they also address coping skills with their parents at their coffee with the counselors so that they were aware of coping skills and can support their students one of their counselors had a

029know that at the school site we are as you heard from the council and from ASA we are still doing what needs to be done and uh going uh Above and Beyond in many measures to make sure that students are engaged and also that we're reaching out to them so I just wanted to let you know that we are having conversations and building the capacity of our um instructional teams at the school size there is a focus on compassionate grading and also engage again engagement and differentiation so we are uh continuing to do that work in terms of Administrators we've conducted or participated in a couple of trainings uh this month U one for Title Nine and also I wanted to let you know that we are going to be doing parent virtual uh learning

031um again just share some of the best practices and things that parents and students could be doing at home as mentioned also we are making sure that students have what they need in terms of college application and that support and uh we're also reaching out because we are already preparing for the new year so we're reaching out to our feeders and we want to make sure that we uh coordinate how we're going to be doing the course selection process because it's going to be virtual and so everything is new but everything is exciting and we are doing a lot of collaborative work within our school sites and within our district and so we uh look forward to sharing more of that uh with you we're continuing the home visits to make sure that students um

032either have what they need or we make sure that they um you know if we haven't seen them we want to make sure that they are okay and then also we've been meeting with the ccat teams and so building our pledge right we want to make sure that continues to be strong and we want to make sure that our partner are also participating in this virtual learning and they've done an incredible job of making sure that they're flexible and they're also providing the services that they need our students need at the school sites uh we've been trying some new things too in terms of student engagements uh some sites have been putting together some student groups to meet so they can get some uh feedback from the students on how things are going and also

033we've been trying some digital postcards and again just venturing into the virtual world what can we do what can we leverage to make sure that we stay connected um and we are still continuing to do coffee with the principles uh at every single site um and for my friend here I brought him because we wanted to give a huge shout out to all of the Community Partners and staff at the school sites who uh have been supporting our students and families through this difficult times so a huge thank you to some major organizations that have been providing a lot of services for our our community students so shout out to Saddleback Church Vineyard Latino Health Access to PTA to project say city of Anaheim the Greek unorthodox church and also our staff at our school

042I see head noding so absolutely okay we thank you for the suggestion all right thank [Music] you okay uh moving on to our uh public comments uh section um we will have uh our um District Council read uh the comments from uh the public and just know that um the board at this time um cannot address uh what is uh being um presented to us uh but uh we always we always are here to listen and um we want to hear what you have to say and uh if uh there are questions that we we we can address uh at a later time uh we will so um Mr wadell okay thank you so much uh the first public comment tonight comes from Eric Kristen uh it is regarding board agenda item 16.7 two years

043ago you approved a union project labor agreement to cover certain School construction Bond projects tonight you are being asked to expand the pl to cover more projects yet nowhere has staff provided any data that shows how the pla's in are working out or benefiting your district and your taxpayers why because it is not as we told you when you first voted for this pla's forced the 86% of the construction Workforce that is Union free to pay union dues pay into union pension plans they'll never vest in that is called beage theft they force non-union contractors to put their workers are on unemployment and hire only union workers and they tell young men and women in union-free Apprentice programs that they are not wanted on your projects are wage theft and discrimination social justice issues now

044when you vote on this tonight be clear what it is you're voting in favor of and why because Big labor special interests demanded it shame on you the next public comment comes from Samira Zuniga it's regarding item 15. 18 and she has this to say I would like to address and comment as a concerned student on the possibility of change in online school schedules for the 2021 22 school year I'm a student at John F Kennedy High School and in my 11th year the effects of the covid-19 pandemic has been effective to the new ways of learning for students across the globe for John F Kennedy we students engage with teachers on synchronous days that include from 8:30 a.m. to 2:35 p.m. every Monday Wednesday and Thursday what Tuesday and Thursday include are assignments to

045complete and account for attendance for students before 2 p.m asynchronous days are vital to students they provide us with more time to work on the previous assignments from before attend personal needs such as mental care and allow a sense of small break from continuous cycle that would be 5 days of online class as schedule that would enforce students to engage five days of the week rather than three limit those Privileges and could potentially harm students who are in need of the extra time especially students who are employed although not all students feel as content with having limited time with teachers the time for teachers has extended school times and a five-day school schedule online during such troubling times could harm students mentally and physically affecting performance I hope you take my concern into consideration thank

046you and those were the two public comments with thank you Mr W alrighty we are at uh item nine oath of office and uh we are going to start with um miss Catherine H Smith and the oath of office will be administered by our own uh superintendent Mr Michael matsuda thank you madam chair Mrs Smith are you ready I am okay like to ask you to hold your right hand up and repeat after me please I Katherine H Smith I Katherine H Smith do soln L swear do solemnly swear that I will support and defend the Constitution of the United States that I will support and defend the Constitution of the United States and the constitution of the State of California and the constitution of the State of California against all enemies foreign and domestic

057the 6 PM uh timeline uh maybe if we need to put in language which allows us to keep it at four for covid purposes but if we were to go back to uh a session in terms of Us coming in in person I want to make it at six o'cl basically wanting to give access to our parents uh who you know might get off of work at 5: and wanting to be at at a board meeting at 6 so I want to make sure that we amend that language to include 6 PM uh provided covid we can meet at 4 so okay so will you amend that who made the motion who who made the move the original motion to to maybe add 4 pm for I think it was virtual meetings and 6 PM

060yes I okay Kathy I and Marie I and I vote I okay very good we did that quickly then all right moving on now to item 14 presentations okay the 2020 21 first interim budget report okay okay this is um our and Miss want get a presentation from Business Services on this who's going to give that Colleen Patterson are you gonna give it to course I am ready yes I am all right I'll turn it over to Colleen then okay do there and we're rolling super good thank you okay this is the first interim report for the Anaheim Union High School District um and to as we go through I'll frame the differences there's been radical differences since the budget adoption in June and um kind of the the things on the horizon that are

061of concern and things that uh may be opportunities on the horizon so with that let's move on through next slide and you can see uh our contributors here uh with Jerry very much very much uh contributor and uh the backbone of the the budgeting process next one the reporting requirements are that whenever something major happens with the school district basically you have to report but this is the first compilation of several things that have happened since your budget adoption you've had settlements with all of your unions and done board um maybe 1200s uh which are the reviews of the impact of those settlements on your budget and then you have your inms that are coming up and these inms take that information plus your budget and adjustments and then you look at it for the

062current year and you look at it for the next two years out historically because at first interm you're looking at um you're in December and in January you're going to start the budget year historically Anheim Union High School District um being a fiscally conservative district and not wanting to um get blindsided actually takes a look at the 23 24 year and what the impact looks like in that fourth year because we're going to be working on that budget effective in January anyway next slide okay the reporting schedule right now this is uh the impact as of October the 31st and right around the corner here uh you will be getting the second inum that cut off will be January the 31st and um both of those have to be uh are recommended by the superintendent

063and adopted by the board and uh at the time they're adopted the board certifies on the next side the three options for certification are a positive certification which means you can meet your financial obligations for the current and next two years qualified that you may not be able to do that or uh negative that you will be unable to meet your financial obligations for the remainder of the current year or subsequent fiscal year okay next slide so uh the disclosure requirements that go with the first interum is a narrative of what all the underlying assumptions are supplemental documents which look at your enrollment growth your Ada which is your attendance uh ratio um your stirs Pur cost Health and Welfare costs and all the things that are that are driving those documents and those multi-e

064in your case you also have a budget stabilization plan um and you this goes back many years uh and it's a growing living document that uh is added to every year and then the state forms which is um the standardized uh account code structure so that the legislature when they pull up the data they can get the same data from all the school districts Statewide okay next slide so the first thing I going to start with is your Trend data so you can see here on your enrollment data that what we have going on is um a decline in enrollment and this is not unusual this is happening Statewide um and in this case uh you can see that uh basically between 19 or 201920 to 2122 uh we're expecting that just that short period

065of time the enrollment will be down about um about students next slide um that enrollment then is turned into ada8 which is what you're actually funded on and Ada is the uh amount of time the students are actually in attendance at school for the current year um we have a hold harmless on the average daily attendance um and you can see that the bar there is the same for 2019 and 2021 um so even though enrollment is going down you're being held harmless uh for that decline this happened as part of the uh Budget Trailer bill as the co co came in in uh June well in March and then in June the legislature was responded to that so in order to uh give some Financial relief to districts as they were going um into

066such a dynamic environment they allowed a hold harmless on the average daily attendance and this slide it talks to the um funded average daily attendance okay next slide um the general fund uh is kind of unique this year in that the ratios have shifted the district has uh garnered 38.4 million in Co relief funds a combination of state and federal um the federal uh just to kind of compare and contrast uh last year at this time the federal revenues were 6% of your total revenues and now you can see it's uh 133% and the state revenues uh were 12% and you can see now they're 11% uh and then other local has dropped as well um and there's no surprise there because your facilities have been unavailable for facilities rentals right so you don't um

067you don't have as many opportunities for making other local income okay also the the um supplemental concentration is starting to uh shrink uh then duplicated pupil count next slide we go uh the unduplicated pupil count continues to roll so are we have a hold harmless on the average daily attendance there is no hold harmless on your unduplicated pupil count and this is a three-year roll average as you can see um you started out really strong in 1314 uh with over 74% unduplicated and in 1920 um you you came kind of close to to hitting that high and then it's been kind of declining since then um one of the things that the district um had a lot of foresight in doing was this year at enrollment time when the enrollment packages were online there were

068Alternative forms where families could self-identify um that they uh their income level and that they would uh qualify for free and reduced meals so you they didn't have to fill out the free and reduced meal form they could also self-identify so you had actually both data bases going on um at this point as we look at those preliminary numbers those numbers um are positive there as was quite a few um families who self-identified and and with the co situation going on that would make sense that there are more um families that are um having finan cial problems and so uh there's a lot more families that self-identified because of was self-identification they're going right now they're up at the state and they're going the state um Social Services Agency is throwing our data against their

069data and they'll send it back for Corrections and by January we'll know what the impact is of that um self-identification process and those Alternative forms but the district did process quite a few Alternative forms and so um hopefully uh we can pick up those numbers and of course those those numbers drive your supplemental concentration money in particular to help support those needy families in so far as the general fund next slide here we go um we've got that same 3 $38 million worth of um is in the expenses as well so that's as as we know usually most of our most of our expenses are salaries and benefits but because we have that um Co monies uh it has changed uh for all the supplies the PPE and the things that we're doing for uh

070learning loss to help help our students so whereas last year books and supplies was only 5% of the budget this year it's 12 and services and other last year was 2.7% of the budget and now it's 6.8 so those dollars are coming in they're to be used to help support families through this difficult period and um the district has done a good job of budgeting and and putting them where they need to be to help support those families next slide okay on the revenue side um this is one of the radical changes from your budget when your budget was adopted the cost of living you were told to put in was a negative 10% um that's was a big hit um and it caused a lot of consternation and concern about the uh ability of

071of school districts to be able to to take that hit and still be fiscally solvent at the end of three years that was modified with the Budget Trailer Bill and it was uh made zero and in exchange uh school districts had their money deferred which means it did not come in on time at this point Anaheim has uh $66 million of money that should come into this school year that will not be arriving until the 2122 school year so that's the share that you guys took the loss of those funds um for the year uh in order to balance this budget and there's talk about when the um feds do when and if the feds pass the next covid relief bill um the state has said that some of that money will be used to

072pay off the credit card that they used um in order to not cut uh education and and instead they borrowed the money uh the decline in Ada you can see is zero even though we know your enrollment is dropping uh you have the hold harmless on your average daily attendance and then we're holding right now with your um unduplicated pupil counts until we get that information and those rejects that'll be coming between de the end of December and beginning of January we get a chance to to fix the rejected information as it comes out of the database since it was self-reported on the expenditure side um we've got reductions in Staffing for enrollment declines um another good I talk about good fiscal manag of the district is um you just ran a ser and some

073of those folks are actually leaving midyear so whereas you've got a a a large decline uh just on the natural the enrollment decline would cause about 41 positions um that should be reduced uh you've got uh quite a lot of interest in the Ser mid year and even more interest at the end of the year and that'll give you a lot of opportunities to um figure out which positions uh you're going to replace and which positions you're not going to be replacing in order to accommodate that huge drop in in enrollment okay um also then there's your cost of step and cumn and Longevity uh Health and Welfare you've been doing very very well uh on your Health and Welfare it is uh budgeted to go up but the insurance companies made some modifications that

074have worked your benefit we'll look at that closer later uh this year we did end up as part of that trailer bill with a decrease in stirs it's one time but you know every help you can get is is to the better uh increase in stirs and but even with that decrease in the Ste rate because of that step and column and Longevity your your net cost of Ste is still going up uh there's an increase in general fund contributions to special education um which is natural occurrence um as those costs continue to rise and then one of the things that uh I wanted to bring your attention is that um there is an issue with the Food Service uh in that same Traer bill um the districts were told that they could not eliminate

075um Food Service workers and bus drivers you guys have the situation where in you have food service workers to serve not only you but the Elementary District and that being the case uh you have more per capita good service workers than the average District uh so you have those salaries that have been set in place and um and there's really nothing you can do other than maybe to repurpose them if if there was something that you could repurpose them to and and you are repurposing some of them but without the students back and if the students were back then you'd need those Food Service workers right so that's the situation with the the Food Services um at this year we are at this point thinking we will lose about 5.5 million out of your food

076service fund um due to this situation and your um and that's primarily because you have those salaries statutorily you have to keep those salaries and the meals served is down about 41% and I and I'll talk about the long-term impact of that as we get to the multi-year okay next page budget assumptions for the three subsequent years okay as I was saying uh originally when your budget was adopted the cost of living was a negative 10% um so having it zero across the board actually was quite a positive thing um I don't think I'd ever thought I would say that in my career but but it sure beats the alternative and you can see the decline of ADA is zero uh unfortunately what you do see when you get to 22 23 you've got the

077decline in funded 88 to about basically 1300 um and we talked about that's a lot of positions uh when you do the math on that you also have at that time in um 2223 anou coming off uh wherein that would increase the number of positions that should not be filled that year uh based on theou and decline in enrollment um and then you can see it's followed the next year with the 88 decrease of 347 so basically what it is is a in order to protect you the state has built a cliff and the cliff right now resides in 2223 the talk has been at the Statewide level that uh there may be some onetime remember let me preface this remember that um State revenues are a lagging indicator people have to make money before

078they pay taxes and so the state coffers are not coming in so low yet in this point the state thinks it we'll have some additional one-time money so there has been um a lot of uh conversations about um how would you use that one-time money if you were at the legislature brand new legislature and um I think that softening the blow the cliff that's been built for all school districts because most of them Statewide are declining um would be of interest to the legislature and and and to the extent that they can reduce the amount of uh positions that are eliminated in schools um I think coming off of the co um that that that would be definitely an item of mutual interest uh for everyone up in Sacramento so I would expect to see

079that's probably where the onetime money would go um so and that's that and then let me talk about that food service in the multi-year um basically we've been told by the county office to uh plan on the covid lasting 12 to 18 months in our projections and at that point the that impact on your food service program will be that not only have you gone through all the savings of the program you'll be deficit spending $3 million next year and that'll be coming out of the general fund and into the Food Service program so that kind of exacerbates uh kind of what's goes goes on there uh as I mentioned the district does have the the budget stabilization plan um and it's a it's a growing living document uh right now it has uh last

080been updated for the budget uh which I head said had a a you know 10% decreases in income and whatnot um um it will be refreshed in time to get working on the next budget at this point it um you'll have the governor's proposed budget in January we'll figure out what that onetime dollars are and how they he proposes to spend remember that uh our budgets are generally built on the governor's proposed budget with a M revise so those will be important also in January you'll find out what's going on with your unduplicated pupil count uh with those new Alternative forms so you're going to be getting a lot of and you'll have the results from your Ser because we don't have the results the financial results of the Sur there so you're going to

081be getting a lot of information between now and the second entrum that will really affect I think the budget stabilization plan so uh you'll be revisiting that see and that's next slide please in the multi-year this is what the multi-e currently looks like um it does have the um actually the not only the decline in enrollment positions uh in there in 22 23 which are in the stabilization plan but also we have brought on a fair amount of um folks for the covid so it's got a termination of about 70 teaching credential positions um as those Co funds run out along with the uh declining enrollment you can see whereas we had the assigned um fund balance and that that will be able to hold through 2223 at 2324 uh basically that assigned balance um

082you can't you won at this point based on this information you wouldn't be able to hold on to and so you would drop down to about a a 4.7% uh in in balance now compare and contrast this with your budget with the 10% decrease they were originally talking about at that point you were looking at a a 0. five. 6% ining fund balance and so you would not have been able to make it in the third year even with the reductions so looking at in the next slide you can kind of see the there you go the the history and you see that ass sign fund balance and you can see there's the minimum Reserve there's the the 6% um Reserve that the board has taken action um to set aside and then the uh

083unassigned fund balance and you can see it pretty well Works its way down despite uh the elimination of all of those positions that are in your budget stabilization plan okay next slide so your challenges um basically lcff is fully funded uh as I mentioned even your supplemental concentration funds on the natural um if you're on duplicated people count were does stay the same is um either staying the same or dropping it's no longer growing um you've got your student enrollment decline which is not unlike most of the the districts up and down the state uh we've got the unfunded per uh or opab liability and the Ste and Pur increases um and per just recently redid their numbers uh they went up a little bit and so far as their rates um no surprise there

084uh but it's one of those things where we have to watch it and adjust every time increasing Health and Welfare costs and as I said you guys have actually done a a very good job of containing those increasing special ed contributions and then our Our Food Services fund which I talked about um uh going into the red and and requiring general fund contributions uh starting in the budget year with um 2122 to the extent of about $3 million okay so this is just a little slide to kind of go over the the decline enrollment remember the cliff where you're looking at is about, 1300 students and so this is a a slide that basically kind of you can do the math on but you can see that the the last revenue is about uh $4.6

085million for each 400ish Ada um and then you if you reduce the salaries at 32 to1 and then the miscellaneous expenses uh basically your net loss for every 400 or so students is about $3.2 million so so the numbers uh if those that 1300 holds true for the 2223 and that's what you have to deal with um will be quite high on the next uh slide we've got the Kel perss and stirs rates and you can see here that um they were about 500 per student in 1213 right now it's about twice as much per student in 2021 and by 23 24 we're looking at about three times that rate per pupil um going to your stirs and purs on the next slide okay here we have your Health and Welfare and actually uh as

086an outside unbiased outside Observer uh I was really pleased when I looked at this and uh circled back around to make sure that the numbers were good and hanging in and uh yes that they are good uh obviously your insurance committee and your unions and employees working together are doing a very good job of containing Your Health and Welfare cost so congratulations to you for that okay so next steps so tonight the Board of Trustees needs to take formal option to adopt the interim certification the superintended is recommending a positive certification and next the report goes submitted to the Orange County department of education do you have any questions any questions anyone good report Colleen thank you that you did a great report not all of what I really wanted to see but uh you

087know this is we've got some tough years coming up I mean it is it's scary really is um if we didn't have that maintaining of the Ada I mean you know that but that Cliff that we're going to hit is going to be horrendous but then I I'm I'm sure there are other districts that are facing the same I wish almost all other districts the the increasing districts across the state are very very few and far between well this is where I hope the state will come through and help us on some of this stuff because I mean this this stirs and Pur payment per student I mean the more students we lose the more it's going to cost us we need some help so okay any other questions or comments out yeah just to

088clarify Colleen you had mentioned about the uh 66 million that's deferred and you also mentioned that if I heard it right that if the feds passed a h a CO relief package that we might receive some of those funds and is that going to the state or is that coming I mean when I say is that going to the state it will go through the state but can we as ahd expect some funds out of it in terms of the million that the state is owed yeah that's a good question that originally when the trailer bill was written and remember we really didn't know what we were doing in June and how long the co was GNA last um and when it was originally written they thought there'd be a next relief package uh and

089that when that next relief package came that the state would take our share and use it to kind of pay off part of our credit card so then maybe instead of deferring 66 million to Anaheim they would be deferring say 40 million or 30 million so that was originally the intent was is that they were going to come and and take our money in order to pay off the credit card um and and really that credit card from the standpoint of um hitting you with a 10% reduction or taking away your investment money and money that you need to pay payroll but you do have financing options for it in order to accommodate and figure out how to um get the money early to make payroll while the state um gives you the money later

090so it it's kind of like you need that flexibility and so the idea was the first the first call on that money was that it was going to come back to the state and pay off part of the credit card um that being said um I think as everyone's looking at this Cliff uh Statewide um when we'll learn a lot in January when the governor's proposed budget comes out about um do you really want to use it all to pay off the credit card which I highly doubt or you want to M mitigate it and make a soft fall soft Landing uh for school districts as they all hit that cliff and the decline in EN Roma but so that's 66 million so my second clarifying question is I know that we're we have more

091than what we expected in terms of Revenue at the state right so and I'm hearing that there's discussion that some of that will come to the schools but is that part of you know basically differing the 66 million or is it more that we will get yeah it's actually you know two different parts the first part is that the the ledge analysts numbers are saying that the the impact an immediate impact of the covid isn't going to be as bad as they thought it was I think it's about a 6% Delta and so um first off the state impact this year is not going to be as bad uh but remember like I said it's a taxes are a lagging indicator not a leading indicator of economic problems because people have make money to pay

092their taxes so uh those numbers are coming in good and then in addition uh we are looking at and and hopefully we'll receive another covid package from the feds so as the co originally when they set it up it was the co package from the Feds that they had thought that they would take to to pay off or start paying off that 66 million they're bwing from you guys okay and the next clarifying question is regarding the food service is I know it's a 5.5 million uh lag I I want I know you glossed over it but I also want to give the benefit of the doubt for folks who are watching can you explain a little bit what that means for us because this is also uh although it's Anaheim Union we are servicing

093Anaheim elementary which is also part of our community so I want you to kind of give a little bit in a short form what that means to us and how that it's impacting Anaheim elementary and what it does to our budget yes so the situation with that is that um basically as I had indicated uh you you have about twice roughly twice as many Food Services employees as you would need to serve your district and what's more is uh your sites uh you have more students per site right so uh the Elementary District has more sites um and so basically you have you have their employees on your payroll if you will and their employees have been assigned to their sites so um what we have is kind of an economies of scale thing where

094you've got more employees that that are going to be on your payroll because the trailer board Bill said they are going to stay on your payroll um but they're distributed um into the sites and in some case in adjacent sites Elementary sites uh right now serving meals uh into the community so um going forward one of the things that we've talked about um with the Elementary District is doing a profit kind of a profit and loss per site and and trying to um get some consensus on maybe some reduction of sites um and so that we we don't have as many folks uh out there in the community to the extent we can repurpose those people we can charge them back to co funds so we have ways of reducing that food service um payroll

095uh if if we can kind of reduce the sites and really think in terms of economies is of scale because obviously you're serving more more students on a High School site than you are on an elementary site and we're serving uh 21 Elementary sites right now so and then the fiscal impact is basically you you have a healthy food services budget uh but if you go through 5.5 million per year this year and next year uh you will you will be into your general fund making contributions just like it does to special ed and um other encroaching programs right and I I just want to reate that we are in discussion with Anaheim Elementry to resolve this right okay perfect madam I have a couple questions okay an Marie go right ahead so Colleen can

096you clarify for me when you say credit card uh do you are you referring to the months that the that employees got paid while they were home no the credit card is that um uh let's say all of the think in terms of a paycheck all of the paychecks that were due to the school district from the state of California up until June of 2020 they were paid on time okay instead of making the 10% reductions what they did was they said well we're going to take x amount of dollars that you were do for this year for this year's students and we're not going to give it to you this year we're going to give it to you next year so it's basically their credit card with us and money that they owe us

097so instead of reducing our income from the state what they did was they said we're going to um just not give you the cash accounting wise that's really bad practice I can't help i' tell you that um but and as a matter of fact if it's booked on one side as it should be booked on the other side the same way but uh they they did it back during the the recession and it worked then and so um it's not surprising it's kind of one of those skate BS that you can use in order to not Hammer um the prop 98 in the schools and so uh basically then they pay they pay off the credit card by paying this on time and that's how they credit card that's the deferment then okay so when

098you were talking about um them uh getting the funds from uh or the anticipated funds from the income tax and that that money uh that bot of money you're saying that they are going to pay off that what they all data I'm trying to I'm trying to uh understand where um where that money is going that that's anticipated from the taxes and just for clarification is that the the the where that's going the the three months that they the school districts uh actually that's gets into the the two um pots of money so the one is the onetime money from the state where they uh the loss and taxes that they anticipated due to co this year aren't as bad and so they expect that they will be able to generate some extra onetime money

099um until the full impact of the covid is felt in taxes um and and actually we had a fair amount of one time even going into the covid um and then the others the other one for the credit card is actually they they uh had originally in June thought that when if and when any more covid relief funds came from the federal government they would use those funds um for Education they would use those funds to pay off the credit card or pay down the credit card so it's two different pots of money okay thank you uh and then um do we anticipate another hold harmless for next year um I we'll see in January I will be very surprised if the governor and the in his proposed budget doesn't suggest that the legislature use

100some of that onetime money um to do that okay and just to clarify for our folks out there the money that you were talking about that one time has a clock on it uh we have to pay that uh and that's only for the support uh for Co yeah the $38 million 32 million of that 38 um from the feds this year has has to be uh spent or encumbered uh and held up to delivered issues uh by December the 30th of this year so basically you were given $32 million to spend um trying to to put together Alternatives and different ways to educate and protect um your employees and students and you were you were given virtually no planning time so December 30th Is is the day thank you so much yeah upgrading our

101hbac systems food service and things like that our CLE cleaning supplies and yeah well thank you we we did very well I think we did very well with uh not having you know a whole lot of time to plan thank you Colleen very good report thank you guys any other questions any other board members have a question Mr O'Neal okay Mr Smith okay Colleen thank you very much that was uh oh and sorry what's that thanks to Jerry oh yes and Jerry yes who had to come back I hope you're doing all right Jerry I'm just just coming back from surgery my goodness okay uh all right so we have this is an information item only requiring no formal action by the board so we have officially received this information not necessarily happily but thank

102you very much Colleen for a good report okay item 14.2 again this is School dismissal and distance learning The District staff members will provide us an update on the district's efforts in response to School dismissal and distance learning and resulting from the covid-19 uh pandemic okay Jared Sharon all right I want to make sure you can all see this yes yes all right perfect well thank you president Pi congratulations also Bo executive cabinet to the larger Community watching this evening uh for tonight's presentation we have really three Core Concepts we're going to be focused on um I will be starting to talk a little bit about um the grading policy and the suspending of the graduation requirements those are two resolutions that are before the board tonight that hope you'll be taking action on in

103a bit so I want to spend a little bit time in anticipation of potential questions you might have had to walk through the thinking and the mind work that took place to generate these two policies and then finally uh I'm going to turn over to my colleague Mr Cologne who will spend some time talking more deeply about the changes to the virtual schedule based on a lot of input that we've gotten from families from students and of course from our teachers uh in preparation for our return back after winter break um like in previous presentations I respectfully ask if you can to please hold your questions till the end and then Manuel and I will be happy to answer whatever questions come our way and also just so you know we also have director of

104risk manager Diana GAA on the call um because we know you may have some questions as relates to protocols or processes related to covid uh the notifying of Staff Etc so so she's on the call at the end as well to answer some questions you might have having said that I'm going to go ahead and begin the presentation so I'm going to start with the grading policy and and I want to share before um I go to the the next slide um this has been uh something that has been on our minds even since last spring uh we have been working really diligently as a district over the years to really make an impact on our students and how we support them in classrooms and the pandemic as you'll see in a moment has really

105impacted the great work that our district has done and just so you know this is not an issue just for the Anaheim Union High School District as we've been working with other districts across the county these Trends are similar for for them uh and then in a conversation we had with Orange County Department of Ed they're seeing actually similar Trends in their conversations with the folks at the state level AC up and down the state of California so we know the these uh concerns around grading are very much uh real for for so many districts and so many students across not only the state but I would argue the country so going into that piece when we bring this policy before you why the need for a policy well like I had said I am

106super proud of the work our district has done um over the years as it relates to grades um you you can see that if you start from even the work our Ed division has done around instructional practices and the staff development professional learning from our curriculum specialist to our directors then going through the work that our sites have done um our admin has done a tremendous job putting policies structures and systems in place our teachers have been incredible in the way they support students way they've really shifted instructional practices to better aligned to the 5c's in supporting our students also the counselors you know we made a transition to grade level counseling our students are getting far more attention uh and support from our counselors than ever before even I would argue our classified staff

107our instructional AIDS being used more strategically uh the way that they support our English Learners and our students with disabilities so you can see if you look at columns um the abcdf grades over the years you can see that we have seen a sharp decrease in the dnfs over the years while improving our a b and c grade rates and then unfortunately in the year 20 20 2021 we were hit by this pandemic and unfortunately it wiped out a lot of the great work that we have been doing over the last several years and I want to make it clear that we are in no way blaming our students and we are no way blaming our teachers or our staff staff uh we have seen firsthand uh the results the impact the pandemic has had

108and and we think this this and this alone is is a significant reason for us to intervene and do something on behalf of our students uh as you know we have had m in place to to as as Grant talked about our asked the president earlier um we've had M Us in place to support the working conditions for our staff given the pandemic well we needed to do something on behalf of our students right who's writing the for them so this grading policy is one approach that we wanted to put in place as a level of compassion and support for our students while at the same time still holding them accountable um because of the work um that needs to be done uh so this grading report really shows that that impact that the pandemic

109has had if you look at the policy one of the things that I want to stress is this is not a policy that was developed in um an office by one or two people this was really done collectively and collaboratively with a lot of different folks um our administrators at the site level and District level have provided a lot input into this policy the ASA executive board as as you heard um Grant talk about earlier we meet with them regularly and they've had some opportunities to provide input as it relates to this policy uh we have met as a Ned staff with our apga exec board or or co-presidents buck and Sylvia andopa um so they have had a chance to look at at the this work as well and then of course we spent

110some significant time with our teacher input group where they've looked at this policy closely and provided a number of input all of whom those different groups have gone back to their Ed staff where our Ed division has taken that that that feedback that we've received and we have crafted this policy to reflect the mind workk and the sharing of of these different groups and I'm really excited and proud to share before you the the policy that we've created as a result of much of that impact um this has really been a collaborative process and I'm really proud of that work now some key takeaways that I want you to really be mindful of and aware when you when you revisit this policy and I know you had it before you you've had a chance to

111look at it we really do feel this policy does extend the compassion the mercy that we've talked about um over the the last several months um while still holding our students and our Educators accountable um as you heard from Hilda we have spent time with our site administrators where they've gone back and done professional learning activities with our sites you know around compassionate grading what does that mean they've done article reads they've annotated that text and then they spent time as staff really defining what compassion grading is and what it might look like in terms of practice um but again we also want to hold ourselves accountable you know as a board when when our seniors graduate you say every time at the graduation ceremony that that our students who are graduating have duly met

112the requirements um from our Board of Trustees that they have passed um and that means something to us we want our diploma still to mean something so we feel like this still extends that compassion and mercy while still um providing some accountability to the work that the students are expected to do while in class what one of the things we also like about this policy is it's not a one-size atall approach um it does add teacher discretion in the policy it really acknowledges and reinforces student effort and it looks at multiple measures um one of the things that we didn't want to do and I'll talk about this in the moment is unintentionally um box certain students out because we put a specific grade percentage in the policy where they may have been really working

113hard to get their grades up but because of the challenges have had struggle re reaching that threshold um so this really does give teacher discretion because they're the ones who know their students best and really um throughout the parameters of this policy can can assign a grade that best represent what the students have done in their Mastery that work now look at the policy specifically I want to take a moment just to go through the thinking behind some of the words that you saw in the policy because it's it is very strategic and intentional and the work that we did as an ed staff and of course the feedback that we got from our stakeholders so as you saw um the way this policy will read for the first semester is that all students will

114receive either a grade of a d or higher or a mark of no credit uh we don't want to penalize a student who has earned an f grade so an f grade will be converted to a no credit as you know a no credit does not impact negatively the GPA which again we don't want to create additional challenges for our student when they do apply for college or their postsecondary work so that F will be um converted to a no credit and as you saw in the policy we do have criteria for both those students who receive a grade of De hire and for those students who fail to meet certain criteria that will receive no credit what I want to spend some time with us talking about this criteria and the the words that

115were intentionally used um for students receive that grade of D or higher they will have to done any two or more of the following again I talked about that recognizing and acknowledging the effort of a student not truly fully understanding what each student is up against their home life or or learning environment at home we we we wanted to take that into consideration so by giving um these four criteria um bullet points it really gives our teachers and our and our students an opportunity to meet this expectation and a number of ways and again a lot of it is is going to be based on that effort students provide or or or or give to to their learning the first bullet talks about being regularly logged in we didn't want to quantify this because as

116you know um some students Maybe log in a lot in the beginning because they were in the process of getting their Wi-Fi or they were in the process of getting their computer so we don't want to penalize with with a a quota or a specific number but what we did instead is is referring back to our first best instruction placement you may recall we have that phrase knowing students by name need and story so we wanted to reinforce our concept around first best instruction we felt like if the teacher knows the students they know why they've been having some challenge they know their story um that would qualify as being regularly logged in because teachers have have have have connected with those kids the kids have made that effort to log in enough where the

117kids and the teachers know one another so that's how we how we um created that bullet without having to quantify things un specifically and unfortunately boxing or unintentionally boxing certain students out same thing with the second bll turning schoolwork in we put the minimum number at the teachers's discretion I think what's really important to understand here is we have over 1,200 teachers in our district which means we potentially have over 1,00 different types of GR rating systems that may you may see in any one given classroom some teachers are really big with Project based learning and may not have the same quantity of assignments that a teacher who doesn't do Project based learning or they may have a hundred assignments um some teachers do an accumulation of points where things are not weighted right tests

118are worth the same as homework which are worth the same as participation whereas other teachers have weighted categories so to to quantify the school workk being turned into to say a student must have had a 40% to get the de or higher or a 50% we didn't want to do because each Gradebook is different and it really is subjective um it would it would potentially unintentionally take some students potentially out of the policy we have for example students with disabilities or English Learners who we know have been working really really hard because the content has been difficult and the learning environment has not been the most optimal they may be earning a a 35% well under this policy that student would receive a d or higher but if we put that 40% or 50% as

119a as a as a floor now that student not meet the criteria um and we didn't want to unintentionally take some of those students out of the mix so that's why we put down the minimum number of the teachers discretion they know the students who have been really making that effort to turn work in and to and to really Master the concepts that the teachers are are teaching the third bullet talks about participation in class which includes but not limited to and as you'll see on the policy we have a number of examples listed um for teachers to choose from but that's not all right there's additional ways that students can can show their participation um what was important for for us as an ed staff is in the policy um it really calls out

120um the strategies that we covered in depth this summer and early in the fall when we trained our teachers on the National Online standards that's something we're really proud of that as a district um we we took the time to really build capacity in our teachers in terms of how they teach and instruct and engage students when they are online since it was such a new experience for many of our teachers um that's actually built into the policy so it reinforces those first best instructional practices and again as you saw in the policy specifically it calls out a number of those practices um specifically but again there's more ways that a student can demonstrate that they participate and similar to the way we looked at teacher or students's turning in work that minimum number is

121also at the discretion of the teacher we didn't want to say a student will have had to participate in two chat box conversations we really wanted the teacher to have some discretion as they're working with their students since they know their students best and again quantifying it might unintentionally um take some students out of the mix and then lastly we talked about engaging with the teacher and or the instructional Aid um through the use of emails phone calls the Google meets office hours the Tuesday Thursday live checkins or other forms of communications we also know that some students have been meeting with teachers on their asynchronous time through office hours or through um support with their instructional Aid and we wanted to give students credit for those efforts as well as it connected to their

122grade so again we feel like this is a really balanced and fair approach for our students while at the same time um holding our students and ourselves accountable um for what a passing grade means and again the no credit is something that that won't necessarily penalize our students in terms of GPA now this all things considered also will connect to the graduation requirement suspension that I'm now going to talk about so we feel like these coupled with each other are really going to be important talking talking points for you as as a board as we look at our graduation requirement suspension recommendation I want to remind the board that you took action last spring to do just this and what we're looking to bring to you is the exact policy that we brought before you

123last spring um the the need for the graduation requirement is we have seniors and this is really more geared towards our seniors right now we have seniors who were on track to graduate prior to the pandemic but because of the covid-19 pandemic um many of our students or a number of our students have been impacted in ways where now they are no longer on track to graduate and the suspending of these graduation requirements do allow for um our our staff to support these students in helping them get to that place where they would have been a graduate under normal circumstances I want to remind to the board that when we did this last year Our intention was not to um pad our numbers it was really to normalize things so had we not been in

124a pandemic the kids or the students who would have graduated would still continue to graduate I'm really proud that last year you know of our 4, almost 650 seniors that graduated um only 410 districtwide needed the covid waiver so as you saw the majority of our students still graduated with their 220 graduation requirement as you know the state has a graduation bar floor of 130 credits to gradu graduate where we as a district have a a floor of 230 credits so this is significant that difference what we did last year is to still be above the state requirement bar is we uh suspended the graduation requirements so that way it reflected 160 credits to graduate so again most if not n most of our seniors will be applied to the 220 graduation credits not the

125the covid waiver that we're talking about but the senior counselors again we have that grade level counseling and our senior counselors they really know our students we've already talked in front loaded with with our apga leadership and our counselors so they've already begun the analysis um to to determine which of those students who might have been impacted by the pandemic that this waiver would apply to you and again last year it was about eight and a half percent of our seniors that um got the impact of the co waiver uh some of those students graduated on time and some of those students they graduated through summer programs to meet that covid waiver but again our senior counselors to do that analysis work closely with those students in the families that are impacted um as I

126just mentioned our senior counselors they were remarkable last year and as you know um they really worked tirelessly last year especially given that this took place in March and the policy wasn't improved until April so our councilors were working around the clock last spring um to to really put this into place so when you see that bottom piece um in terms of why now well there we go the why now in the spring um this gives our seniors and our counselors adequate time during the second semester to make those adjustments it gives counselors the time to enroll our senior who are impacted by the pandemic and would have been on track to now get maybe into the courses they need to get into the second semester so that way they can graduate it also gives

127our counselors the opportunity to enroll them into our credit recovery options now so they're not doing it with just a few weeks of school left like they were last spring so this will also take into consideration the mental health of our seniors and our our counselors which I think we all agree is significantly important I know our board has always been a champion of mental health and making sure that we're doing things to to be mindful about the mental health of our stud students our families and of course our staff so those are all valid reasons as to why we're bringing this policy before you now it gives our counselors the adequate time to work with these seniors who are impacted we've talked to our as the leadership about this policy we've talked to our

128site admin about this policy we've directed them that when students ask questions about this policy they are expected to be directed to their senior counselor that is their Lane this is their area of expertise this they are the ones who really should be Consulting with the students if this applies to them and working with the parents we don't want students or families to assume this applies really they should assume that the 220 graduation requirement applies to them and that's where they should be moving in their Direction and that if their counselors reach out then they know that they would qualify potentially for that covid waiver and the suspending of these graduation requirements so that is a really important point that I want to make again the majority of our seniors they will graduate with our

129normal um a USD requirements but this gives uh those counselors the the flexibility to support those seniors who were most impacted by the pandemic so having said that we now want to transition to Mr cologne who's going to talk a little bit about our revised virtual bell schedule before I turn over to Mr cologne I think it's important to note when the board made the decision at the last board meeting to pause in the return to our hybrid model and to continue with our virtual schedule at least until probably March 15th the return of fourth quarter one of things that we had already been engaged with our teachers and even parents who have given us feedback is that if you're going to continue in Virtual least here are some of the things that we've learned

130from this experience that we can use to strengthen and improve our virtual schedule so it has a even a greater impact on our students and our staff being able to deliver content and support students with their learning so Manuel has done just a masterful job working with our teacher input group and again our teach our asset exec board and really getting the feedback that we we needed to build a schedule that was going to better meet their needs so having said all that I'm now going to turn over to Manuel who's going to talk a little bit more about the revised virtual Bell schedules that we looking to start the year with when we return January 4th and January 5th thank you Dr freed really appreciate the opportunity um as Dr freed said these virtual

131schedules or the the revised virtual schedule would take effect on January the 4th um and as stated um we've been working on this you know really since the beginning of the year before even the year started back in July on all of our schedules um in October uh at the end of first semester if you remember um we were uh debate not we were deciding on whether we were going to continue in a virtual or we were going to uh uh uh go to um a hybrid model um and with the uh with that change and staying virtual um we did uh revise the virtual schedule at that time to add five minutes to the schedule um we then uh continued with uh the discussion around the hybrid model uh to really get ready for

132second semester to begin in the hybrid btom but as you know from from the previous meetings um we have decided to to continue in a virtual once that decision was made um it was very clear uh from our teachers perspective um that we needed to revise the current model and improve it improve it not only for instruction but also improve it uh uh in terms of our students and the mental health of our students and so um you know the big change the why as to why this change needed to happen at this point I think it's important to note that it is at the beginning of second semester and also it's going to allow us to to again expand uh the learning in terms of what many of our parents had been uh recommending

133as well as um as well as some of the other things that we had seen in relation to the data um one of the biggest things that we noticed is the engagement um obviously the engagement in the Tuesday and Thursday because it is asynchronous it's much more difficult uh for students to log in uh we do have a check-in period which is second period uh but other than second period um the students are in asynchron one of the things we found in terms of the grade distribution uh and a lot of uh uh anecdotal uh information from our teachers was that the students that were that are in their second period because they get to see them every day those students are more engaged and those students have better grades in that second period so

134there were many reasons as to why um uh we're moving into this revised schedule um the other thing uh as I said is that the students are now going to be able to see their teachers every day they have less classes more focused classes and then uh the students are able to see their teachers across all days of the week um it also is a revised uh minimum Day schedule so there is still time for teachers and students to have a synchronous time both for Teacher collaboration teacher prep and also student uh to be able to have either office hours with their teacher or uh additional resources and supports that they can get uh in the afternoon so BAS on that um here's the the revised schedule that we are um uh putting into effect

135on January the 4th the beginning of second semester um so as you can see on Monday on Monday is very similar to what we currently have in the asynchronous days Monday the students will see all of their teachers they will check in they will get the work and and the plan for the week um similar to what they do right now um but it is a regular full schedule the students will see all their teachers and uh the class periods are 45 minutes with a 10minute uh uh passing period between each class um where A Change Is is now Tuesday through Friday so in Tuesday through Friday what we basically did is we took the Wednesday and Friday schedule and extended it out to the Tuesday through Thursday so it's the same number of classes

136same number of time it's now extended uh uh for each period for each day of the week so on Tuesday the students will see their first second and third period teachers um they then will have their lunch break and then they have asynchronous time in the after afternoon um so that allows the students to focus on those three periods of the day rather than all six periods which again it's another support for the students to not have to focus on all their classes so on Tuesday they will only focus on on first second and third period on Wednesday um they will focus on fourth fifth and sixth and then it gets repeated again Thursday they will focus on first second and third and then Friday it's 4th 5ifth and 6 the other thing to notice

137is that the day begins at 9:00 um which again it's it's a good starting time for our students um as you can imagine the schedules have have been difficult especially uh for students who are having to get up earlier than they normally would um teachers are also stating that the first period classes are are are difficult for students to attend um so the 9:00 start time um was important the other rationale um is that we have late start on Thursday and because of that late start it pushed the start time to 9:00 teachers were very adamant that it was important that the start time be consistent across the entire week so that way uh it's it's it's um it's more familiar to the students uh and it becomes that habit of students knowing that I

138have class at nine o'c um so this is the high school schedule um the junior high school schedule is very similar Mr colone real quick the other thing that's really important with Tuesday Thursday period one two and three is as you heard from Amanda being at the last board meeting the great work that we've done with dual enrollment the one two three also allows us to continue the embedded model with Cypress College so those schools will not miss a beat uh in being able to continue to support students with the embedded dual enrollment courses so that was also significant yes thank you Dr freed um for the junior high uh again it's very similar students will see their teachers on Monday day just like they do now um they get the they get the the

139week front loaded um in terms of their assignments uh and then Tuesday Wednesday Thursday and Friday the students will be uh uh uh dividing the classes in Block so on Tuesday they will see their first second and third period teachers again they have lunch and then they have asynchronous time in the afternoon uh Wednesday they have fourth fifth sixth and seventh if you know our Junior highs our junior high is at seven period instead of six like our high schools so the on Wednesday they do have an additional period so fourth 5ifth 6th and 7th uh and then Thursday again it's our late start day uh they start first period on nine o'clock that gets repeated so first second and third and then Friday is 4th 5ifth 6th and 7th uh again this is our

140uh revised schedule that uh we will begin with on January the 4th and we're super excited about it um in speaking to some of our students uh they are uh seeing the benefit to having only three or four classes depending on whether you're junior high or Senior High uh to focus on on any particular day thank you okay so that concludes our uh presentation with for you this evening we'll Now open up for questions or comments to for the board so board president Pier I'll turn it back over to you madam president Mr cologne I had to click my I had to click okay yes yeah I have a question for Mr cologne the asynchronous time on the Tuesday Wednesday Thursday Friday what are the students and teachers supposed to be doing during that asynchronous

141time the asynchronous time is when the students are doing work so teachers have assigned work for them to do uh it is also time for teachers to do planning they might host office hours um uh that's also a time where our our uh students with disability are getting additional support from their instructional assistants as well as our English Learners um there's tutoring available that students are getting services for uh so now with this schedule it will allow for students to get additional support across all four days in the afternoon okay let's just take Tuesday for example the students are doing period one two and three synchronous synchronous and then in the afternoon uh are they doing just periods 1 two and three or can periods four five and six or seven be uh uh on

142Tuesday also in the afternoon so for asynchronous the students can be working on the work for the next day so it could be that they're working on work for fourth fifth and sixth periods um because they had their first second and third teacher today so that work might not be uh uh uh might not be um due until the Thursday um so the students then can focus on the work that's due um um the next day which is fourth fifth and six okay so if you take period one on Tuesday it's a synchronous at at 9 o' but the do the students have to have to um log in for a synchronous day okay yes and yes that is also another benefit that I think students will really appreciate um currently the teachers have to

143take attendance based on the the work that student has has done or the check-in time um with this schedule the students will be the teachers will be taking attendance based on student attendance so the students by attending the class will get attendance there's no more additional uh uh work that students will be will need to submit above and beyond attending class and that is the synchronous time with their teacher and do they have to spend the whole um 45 minutes with the teacher at that time or do they just check in and then they can do do whatever no they're with their teacher the entire period so yes the first second third period they are with their teacher during that time yes okay thank you any other questions okay I have I have a couple

144comments here Manuel I noticed okay I really like the high school schedule it's it's you know the same across we are we are acknowledging a later start for students because a lot of them unfortunately play with their technology and don't want to get up early but when I look at the junior high schedule it's a lot what are you smiling at jiren when I look at the junior high schedule it's more confusing in other words you've got these kids starting at 8:20 instead of 9 o'clock and getting out at 11 for lunch um what is the rationale behind that and then you give them a late start on Thursday where they actually do start at 9ine um now I understand we've got seven periods for junior high but I I just I really think that

145a later start would be better for them you know every day um except maybe Monday because you want to get all of the classes in but we're we're giving them four days of starting at 8:20 and one at nine what is the rationale yeah Miss P I think you're looking at the at a previous version um so we met yeah we met with the teachers today and you know again this is has been a very fluid process um and so we met with the teacher today and actually you're absolutely right the this is what this is how the teacher simplified um through our discussion because they felt especially the junior high teachers felt that that start time for Junior High kids was so critical and that being consistent across each each day was important originally

146we had the late start was was all was was pushing the start back um they had originally made the recommendation to possibly move it to the afternoon um which again again uh would have added another dimension but this will allow things to be very consistent especially for the Junior High kids so yes the Junior High kids also start at nine o'clock okay well that Welly I just printed this out yesterday I mean that's what you guys gave me well then of course you did it today okay much better yeah I I like this much better because this also goes along with the high school so if there's a junior high and a high school student in the same house they're both starting at the same time and it's not one starting earlier exactly we won't

147have this jealousy but he doesn't have to do it okay um so any other questions or comments well I'd just like to compliment Manuel this has been a lifetime experience for a first and to handle what you have handled with the teachers and trying to accommodate all the needs of so many of our youth I just want to thank you for all of your input and um service thank you Miss smth very good and I want to say too you know your comment today you met today and made changes today and this just goes to show our our community how how how much we're working on this and we're you know it's an evolving every day we're trying to figure out what's the best for our students and we're we're doing these now I I

148know I got some comments and complaints about changing the system but I think this is so much better and I mean and Studies have shown the students do better when they are in touch each and every day I mean we've seen that from our numbers and also what's I think is a lot better is the kids are only going to be going except for one day until noon and then so they're fresher in the morning and I've been an advocate of rotating schedules since I since I started teaching so this kid that has math fourth you know seventh period he's going to get a chance to have math in the morning instead of in the afternoon when he's ready for his nap so I I know I I really think this is gonna help they're

149going to be only in school every day but only in the morning and I I'm really glad to see that and I hope that other people will see the the advantage of this even though it is a change from what we're doing now um it's much better Madam president yes I I just wanted to um you know thank uh M well and jiren for listening to our parents and listening to our students uh and and and reacting to that um and looking at the data um and I can speak to engagement because I'm in uh classrooms every day and I see our students um you know when I'm I'm I'm looking at our at our elementary and I can see uh that this is definitely needed that daily daily engagement um and we're doing it

150at the elementary school um highest you know we have the highest number of students in the Anaheim elementary school district and so I think that Junior High schedule will fit right in um with that um and I thank you for you know uh your first statements of not blaming counselors not blaming our teachers not blaming our students you know uh for all of this and uh the concerns are across the state um I think Anna and and Al talked about uh that this was a course at our annual education conference and it still was at the annual education conference I took it I was really uh excited that they had it it's it's like one of the most popular uh workshops as a grading policy and so um I I really uh think that this

151is something that I hope uh changes throughout the the the state and I love that the lens uh that you're approaching this is a level of compassion with the grading policy and support thank you for that and uh optimizing our placement and this is this is what education should be about and it's almost like an IEP for each kid knowing their abilities knowing their name knowing their story where they're coming from and having that compassion to to grade them fairly to the best of their ability um and uh my question is here is the question after all of that uh are the colleges are they keeping up with us um how are they responding to um to this to grading policy sorry to hit you with that um do they have work to do are

152they where are they so yeah I mean man wel can speak to the work of our collaborative since we have direct access to Cal State florid can UC Irvine but I think they're seeing similar Trends even at their institutions where um you know students are struggling even even there because they're they're virtual um obviously uh probably not the same level that that we're seeing in our in in post or K12 but but they're seeing the similar Trends and and I know and speaker with Christine olm said um who has access to even more folks they are it is something that is on their radar there're something that they're very much aware of especially when you're seeing these are Trends across the state one I don't know if you want to add to that but I

153think the collaborative is very much aware that these are very real concerns across the board you know we meet with our collaborative once a month and and it's really nice to be able to have everybody at the table um we have obviously our community college Partners F Fon College uh Cypress College we have our Cal State Cal State Fuller ten UC UC Irvine um as well as a lot of Community Partners um and so and the county office is at the table now and all of us together collectively know uh how difficult this has been for students the mental health piece has been huge um but we know that you know because we meet with this group regularly uh we know the pulse of the state they bring a lot of information as to the

154changes they're seeing um one of the things that has been stated to us is the enrollment at the community college has gone down dramatically because of covid so they're seeing in terms of enrollment at the community colleges um what we're seeing with the Cow St the UCS is they're adjusting their their their admissions process and admissions requirement to meet uh you know the current status the current situation with covid so they are adjusting their requirements um for admissions uh for for both the CAL States and the UC so this change uh and this impact goes AC Ross all systems thank you okay any other questions com well first of all um Manuel thank you again I think every all board members I courted thanks for all the work that you putting into it with your

155team uh you guys are amazing and uh have done some really good collaborative work uh one thing that I want to ask is I know that you we saw the reply or the the uh uh the feedback you gave to our students uh there were a lot of students who actually emailed with concerns about the change and all that but I will I I commend you for your response back to them and hopefully all of them who actually are watching would listen to I Want You Manuel to kind of reiterate your response back because uh I know there was a long range of concerns from some of the students including students from Anaheim High School you know I think the the gist of of of the response is that um you know we took the

156students into consideration in in every single decision that we've made um all of our conversations have been about uh what's the best interest of kids um and and how do we make it again understanding their circumstance and they're all dealing with a lot of different uh situations how do we ensure that that we are being mindful we are being compassionate compassionate about how we are addressing every single issue when it comes to to this pandemic and the services that we're providing um and so every single decision every single conversation from our teachers to administrators uh to all aspects of our organization is about how can we ensure that our students are being successful under these circumstances thank you m are my uh the rest of my questions I'm just going to ask Diana I I

157know we had this discussion but I want to kind of reate so for Public's uh consumption in terms of what is our covid policy when there's an employee who is either saying stating to us that hey they're positive they don't want to come back they don't want to come to work uh what is our policy and what is our protocol uh the discussion that we had if you can elaborate a little bit I might have a couple of follow-up questions right so um no problem the um District's role um at has as it has been identified To Us by the Orange County Health Care Agency is to perform School related case investigation um so we review the California Department of Public Health Information the cdc's information but ultimately we defer on the local health agency

158which is the Orange County Health Care Agency so when an employee reports to us um that they are positive um our uh directive is to um confirm um uh that information and to uh have that employee isolate um again based on our training the isolation for a um positive person is 10 days um from the uh date that their symptoms started or for an asymptomatic or an employee who has no symptoms it's 10 days from the um date that the positive specimen was collected from the employee um so there's criteria that's outlined um to us when we clear an employee on that 10th day in order to report in person on the 11th day um it is that the employee does not have the employee has not taken any fever reducing medication for the prior

15924 hours and that it is that their in symptoms have improved and it is that 10 days have passed for their um CR you know the criteria that I just described so we contact employees on the 10th day and if for any reason they don't meet the one of the two criterias for um improved symptoms or not taking fever reducing medication um that's where our um support in returning them ends and that's where we refer them to a phys for a Medicals note a medical note to clear them to ensure that they're safe to return to the workplace for an employee who uh reports a possible exposure um if it is a positive confirmed case in their household they are directed to quarantine in their home um recently the Orange County healthc care agency's uh

160quarantine notification that we utilize um for our employees has uh been revised to include testing um the ideal time they identify is five to seven days after the exposure of that close contact so obviously for a household member um it we we work with them to navigate when that exposure was when that um household member became symptomatic and or tested positive if they did not have symptoms um if it is a uh close contact that they had um outside of their home those are easier to quarantine away and the quarantine period would be um uh 14 days from the last day of exposure uh employees receive information via email confirming what we've outlined to them verbally because it's a lot of information that we're relating to them um and then likewise we continue that communication

161with them uh on that um day to release them from either their isolation and or their quarantine so what we know is that the Orange County healthc Care Agency along with you know the California public health and CDC they're continually revising and and adjusting criteria um uh parameters and or guidance so we have to continually monitor that and um as soon as we see a revision we incorporate that into our uh contact tracing program that we utilize for our employees um the Orange County healthcare agency will then support the employees or any individual in Orange County to perform Home and Community related case investigations thank you for that clarification so I I just want to reiterate again when there is an employee who is exposed in a family setting we're actually telling them to quarantine

162and then test after 5 to seven days and that's because of the incubation period right yes we have a lot of um individuals who will immediately test after they were notified within two three days um and uh in some cases those tests come back negative only to find that that individual in fact begins to the onset of their symptoms that fifth seventh nth day and then we would have them retest Midway in that period um and in those situations that virus has loaded in their system enough to trigger a positive covid test result thank you and uh I want to kind of reiterated the conversation that we had prior is to make sure that we we include our Union presidents in discussion about all these aspects of uh the final points of it so that

163they could communicate to their members as well so it will be a double triple communication where we're not we're not letting anybody fall through the cracks I think it's important that we communicate this aspect to every single employee multiple times so that they know what they need to do uh and how to do it and obviously provide the resources in terms of you know obviously we've opened up our testing sites at our campuses uh giving all that information to our staff so that they're aware and they're not taking missteps because I I I don't want to you know have employees not following protocol and then coming into campus and then uh going through that situation where they expose more employees so I appreciate all the work you're doing but I want to reiterate again let's

164bring our Union presidents and make sure that they're blasting out this information on a regular basis as well thank you most definitely we will work with our unions to ensure that they understand those um parameters for what a close contact is in the need for quarantine and your positive test and a need for isolation and that return to work criteria absolutely okay any other questions comments well we had a a presentations here that were quite meaty in other words it covered several different items that we will be viewing on um are voting on we'll have a couple of resolutions but right now this was basically an information item so um unless we have any board members not U happy with all this stuff that has been gone on then we'll move on to item 14.3

181uh the CBA itself for delivering projects which are on time and under budget and we've been doing some great work with uh making sure that we hire our local employees uh who are within our district and giving them priority and uh also giving priority to our veterans and our graduates of ahsd so I'm glad that that we're adding two projects to the CVA to continue it uh it's a great partnership and uh with that uh I know I don't I think the last time we had a presentation was probably beginning of the year um I don't mind getting another uh presentation on this maybe uh in a future meeting so that way we could make sure that the community knows uh the benefits that we are bringing to our community having said that anybody else

182has if not we could go for a vote okay did we move we did Anna I just wanted to also add that uh when we agreed to this uh we uh procured probably the highest percentage of local hire in our agreement with uh the CBA so uh we do in fact keep track of that um we do have local hire uh and we're very proud of that okay very good okay so it was moved and seconded I okay yes all right all so we'll have a vote Brian hi Al hi Kathy hi and Marie I vot I and I vot I okay item 16.14 and MN and 15 PP so move second I have a motion in a second any questions or comments okay seeing none Brian okay Al hi Kathy hi and Marie I

184going to be uh with us a little bit as Nancy makes her transition so uh and then finally just want to wish everybody uh Merry Christmas and happy holidays thank you yeah I just want to Echo that thanks Colleen for all your your work we appreciate appreciate having you here to kind of hold down the fort while we wait for Nancy to join the team uh and I what Mike says I just want to wish everyone a happy holidays a safe and joyous time uh with your families and loved ones thank you okay for me Colleen um you're already just a close part of our team so I'm gonna I'm gonna miss you but uh so thank you so much for everything that you've uh you've done it's just been wonderful having you here um

186uh moving on to the Board of Trustees report we'll start with Brian okay um I'd like to pick up for where Al was just talking about our consent calendar item uh 16.7 and he asked maybe for a a community benefits agreement report down the road and and when we do have that I'd just like to hopefully have it outlined as you know how many vets has it uh have we had and how many of our alumni uh the locals just sort of give us a little breakdown of of really what is the makeup of the workforce because that is one of the main reasons why we are going with with the CBA so if we can get that broken down that I think that would be a good points to have uh also I uh

187I attended if you want to call it that the um uh the annual csba conference and and there's one item that came up uh that I thought was very interesting that is climate change and I think uh I don't recall as having a policy a district policy on climate change uh I think uh csba does have one so I I I would like to take a look at that get that get something implemented talking about um uh through uh a resolution and getting it into our our system here so other than that I would like to wish everybody a Merry Christmas Happy New Year safe and happy uh times together uh follow the the guidelines of our of our CDC uh with family gatherings and friends and and that and um everybody stay well I

188want to thank Colleen for for being a part of our group I didn't have the opportunity to uh be you know oneon-one with her except in our in our um meeting fa but I want to thank her for stepping in and uh using her expertise and knowledge and just picking up like uh she was here the whole time so thank you so much col and and best to you and looking forward to to Nancy join us next time okay um Al well I let me start off with thanking Colleen thank you for your service to our district and we are always happy to have you here and H you do a fantastic job so thank you again and happy New Year and happy merry Christmas and happy holidays which whichever you want to take right

189uh I want to say that the csba conference I I was very fortunate enough to be in the uh committee to organize the conference uh but unfortunately I couldn't attend or I couldn't log in because I had some family stuff going on and uh ended up not being able to log into any of the uh sessions uh I did get an opportunity to introduce uce uh uh uh three of our speakers uh at three of the sessions so that was a a wonderful opportunity but I think uh all said and done all what you're hearing is that it was a great conference uh together uh even in a virtual setting a lot of good topics and uh we hope that the next one will be obviously in person which a lot of folks mentioned that

190you know nothing like being uh in person and having to shake hands and uh meeting people from all over the state so uh we look forward to the next one hopefully which will be I was bummed that we couldn't have it in Anaheim uh but you know we'll look forward to the next one in the future uh I did make a presentation about our school preparation and our school closing and school opening projects and what we are doing with the community to the local Anaheim Democratic Club where they were very interested in knowing what AHS was doing for the community so that was a great opportunity to talk about what we are doing in our district um and I also wanted to um mention our Roop meeting uh we had our Ro meeting last week

191and it was a great meeting with uh and an Marie just not only give up her presidency there but she gave up her presidency here uh but wanted to thank you for your service and Mar you did a fantastic job not only at Roop but also at a so thank you very much and said that Merry Christmas happy holidays and happy New Year be safe uh as you all know the numbers are increasing day by day please wear your mask please be physically distan socially distance exactly Mike I see you with the mask uh we got to make sure that we are getting uh we're containing this I know that Orange County is getting their first uh vaccination shipment and I believe Wednesday will be the first that we're getting it here uh but you

192know again until we get our vaccination I think we're probably going to be somewhere around March or April so we still have to follow the guidelines so let's make sure that we do that and move forward in kicking this Co out of here so thank you okay Kathy well along with all of the thank yous that everybody has exended to Colleen and all the wonderful people in our district it's difficult to name everyone because I think we all know who does what but I would like to say an a special thank you to the miracle workers that work with Orlando grego in the Food Service division when I look at the numbers of uh family meals that they have put out individual meals it's astounding and um I don't know how you could say more

193than thank you and I wish everybody a safe lovely Christmas and pray that next year is going to be a better year this is one we'll want to forget but we need to pass what we learned in this year to Future Generations so tell your grandchildren and your children what happened when they grow up okay thank you and Marie you're still muted Anar and Mar you're still muted thank you I was saying thank you Al for uh acknowledging um uh uh me it's been it's been it's been very interesting to uh to navigate uh this new uh new world and this new setting um but uh I I really appreciated it it seems like it's been this year uh during Co it's been for me a year of like lots of training and learning um

194just like our students um I finished my mid course course um I also did s some uh steart job steart training with a cssea I'm part of the classified um Union and I am learning loving love and logic again uh you know during my day job so it's been um it's been kind of great actually being on this uh this medium because uh you you get so much more out of it uh the annual education conference Al the committee did a standup job I can't even believe how organized the uh the um conference was it was truly amazing and I was able to uh take that course that you and Anna took um a year ago with the grading policy as I mentioned earlier was absolutely fantastic um and uh the three uh speakers uh

195they had hadie uh ptoi uh they had Jason dorsy and if you don't know Jason dorsy he um he talked about uh Generation Z Generation X and uh the um Baby Boomers and uh I missing one uh Gen X gen Z baby M Millennials and the first thing that he said was to dispel this thought that we have a I can't say it now Millennials um was to say because he he's a millennial he says you know Millennial is making up the um the highest percentage of working the working force now and so uh he said to stop you know stop uh poking fun at Millennials uh but it was really interesting that different perspective of you know of the of the generations and what we what we see um and how how we're perceiving

196life you know and even in this covid situation um but looking back at all of these major you know as Kathy said these major life events and how it affects us and that's really kind of where uh people will say that's their focal point you know for Baby Boomers it was it's you know the you know World War um two for for the Next Generation it was Vietnam War the Next Generation in 911 you know it was very very interesting but I tell you what it helped me understand a lot of people understanding you know that generation gap that and where uh folks see things um and so uh and then the last one was Leslie Odum from um Hamilton um you know Aon Burr um he had a really um a lot of interesting

197um comments to say you know about what's happening now and it kind of tied into um education and tied into um all all of the subjects that uh were highlighted at the the um conference um and I just want to thank uh Colleen too for jumping in um it's hard to manage these guys sometimes but I know you were up to the challenge at least to get jiren to slow down with this you know talking but um we uh we poke fun at everybody but we we we love you so much and we we consider you part of our family Colleen you know stay on as long as you'd like we appreciate you and we're looking forward to Nancy joining us um in the next uh year um and uh thank you Colleen for for

199not fondly remember but we will remember um and I think that all of our people in this District have done an outstanding job and stepped up to the plate to whatever needed to be done and um I think our teachers have been working hard I mean it's been really hard to switch your whole routine from inclass facing kids to on you know a computer and a lot of our teachers weren't even computer literate so um you know the kids they're the ones you go to to ask the questions so if they didn't want you to know they wouldn't tell you but uh I want to thank everybody and I want to wish everybody a really good holiday despite the fact we can't Gather in large numbers um you know normally my home is the Gathering

200Spot we will have anywhere from 25 to 35 family members Gathering but this year it isn't going to happen unfortunately it's going to be a very just small you know if anybody uh I didn't bother to take out my big tree this year I bought a little cheap small tree and put it up and everybody that just come in the house says oh you know but at any rate I'm still celebrating Christmas and enjoying it and I hope everyone else does and have a Happy New Year and let's hope our new year is really good Colleen thank you again for joining us and working hard and helping us out it's uh you've done a great job thank you again and um you know I all I can say to everyone is Let's uh have a
