also seeing an improvement in a through g requirements being completed so just my colleagues have done a fantastic job along with the teachers making sure that students are taking the right classes and satisfying those requirements so it's kind of a great day looking at all of that data and i'm just looking forward to pushing through the semester and getting on to next semester first quarter's right around the corner so we're plugging away thank you so much brian and we appreciate all the work all righty is anyone representing asta here yes thank you miss randall trejo um i i also put out best wishes to jennifer root um with all the work she has done here at anaheim and um wish her luck uh out in menifee and and uh i'm sure she'll have as much
success there as she did here um my report today i wanted to first uh just say thank you and and show appreciation to the district and their bargaining team um we had a ratification vote that was a mail-in vote the first time we've ever done that um in asta and we finished counting the ballots last night and and ratified the tentative agreement that we came to with the district's bargaining team this was really uh you know a completely unique set of circumstances with everything that was going on to try to negotiate a contract you know through a pandemic and very uncertain economic times so uh appreciative that that we could all get through that i also want to thank the the work of the teachers and other associations on the insurance committee we are again
doing some great work to move forward um through very uncertain times and manage to keep a program in place that really is you know uh a crown jewel in management and labor working together to create something that is beneficial to everyone and and i think it really should be a national model for districts to look at as to how to provide benefits to their to their employees i also want to thank the district i greatly appreciate the decision to move uh forward with the serp we have a lot of um just unsure times out there there are a lot of insecurities of people that are working in certain age groups specifically that may have also underlying health conditions and this is is an opportunity for us to save money provide people the opportunity to to
retire if they wish and also keep all of our young teachers and employees and other associations with the district that have you know become so tied to the district and appreciate being here i think it's it's a win all the way around and i appreciate the district uh moving forward with that um also i just want to express the the concern and and acknowledge that the district um is interested in this concern and trying to address the concern we're about five weeks in now and whether you're a teacher another district employee or students or parents the the mental health toll is starting to show itself um in a much stronger way than it did in the first few weeks of the school year or that it did in the spring when we were just coming
to uh you know gra we were just grappling with this and we had to hold harmless policy and we were just learning about distance learning and how to implement it and so i just encourage everyone to keep a close eye on this for the the health and welfare of every employee whatever their unit is and every student family member community member that we come in contact with that we are you know intentionally making sure that we're looking out for the the mental health uh and welfare of the people in auhsd and then finally as we move forward um i want to continue all make sure we continue all of the great work that ed division and the teacher teachers of this district are doing to try to create not only a a more robust and
meaningful distance learning program but also looking at any other possible uh you know teaching delivery models that we may have going forward in the future it's so important that we are all working together to create these models and that we are able to understand concerns that each other may have as we move forward and make sure they're addressed before we step forward into any other model of educational delivery i appreciate everything that's been done so far and we need to continue to do this to make sure that we're doing everything we can for our students teachers and community and with that i apologize when when this board meeting got moved it got moved to the actual day and time of our monthly rep assembly so i'm just going to speak and head back to the
meeting that i left but i appreciate as i said the list of things that i had already covered and look forward to moving together with everyone in the district to make sure all of these needs are addressed thank you we appreciate you grant we appreciate your time and please tell all of the uh association members that we appreciate them and thank you for tearing yourself away i will and i look forward to board members and cabinet members this year answering invitations that we're going to have to our virtual meetings so that you can come speak with us in person absolutely thank you so much all right and axa okay um did anybody see hilda all right moving on to our uh parent teacher student association report cruz perez are you here all right moving on
to 8.1 so we are recognizing uh the um tr enterprises llc uh of a donation of ten thousand one hundred ninety four dollars to kennedy high school cs engineering program uh is uh tim nguyen are you on i will ask you to speak in just a minute i wanted to read something before that alrighty so tim nguyen co-founded meridian link which provides technology for financial institutions across the u.s being a computer science major mr nguyen knows how important it is to have the right tools and resources to accelerate learning and better prepare students for the real world he is honored to respond to a need that is vital to the continued development of the auhsd students in a time where technological needs is of utmost importance and don't we know it and on behalf of
the district and all of the board of trustees we thank you for your generous donation um mr winn can you say a few words please hi hello hi everyone and uh great seeing me some of you guys again well i just want to say that you guys are doing a great job on the cambridge virtual academy as well as well as all the other learning business learning programs so i just want to say thank you for the opportunity to make a difference well you are and we certainly appreciate it thank you we appreciate your your partnership it's been invaluable yep okay and item 8.2 the ocde english learner success award recipients so for the past seven years ocde has honored local educators administrators community liaisons parents who have championed the academic and social success of
language learners the board of trustees will recognize debbie pham vietnamese dual language immersion academy teacher at magnolia high school and mary jo durkin then counselor on special assignment and now assistant principal at cypress high school who were honored as the ocde i should say orange county department of education 2020 annual language learner success awardees and i will ask uh the two of you to come on and speak in just a moment as well so debbie pham is the first secondary level of vietnamese dual language immersion dli teacher in the united states she designed the vietnamese dli pathway based on feedback from inter and intra district elementary students parents who communicated that they would come to the dale junior high school and magnolia high school vietnamese dli program if it integrated coding and computer science specifically
not only does she teach advanced vietnamese but she also teaches ap computer science and mobile app creation in vietnamese she also secured a partnership with amazon for the vietnamese dli program and mary jo durkin was our district counselor on special assignment cosa at the time of the nomination and award in her role as cosa she worked diligently to create access opportunity and successes for our emergent bilingual students as well as all students she built the counselors capacity to better serve the needs of our students and their families by building systems around both junior high school and ninth grade english learner family conferences she served on both the english learner task force and newcomer task force generously sharing her counseling expertise the work she accomplished in such a short time has made tremendous gains for all
of our students especially our multilingual students so debbie and mary we congratulate you um on on behalf of the board of trustees and would you please say a few words go ahead uh debbie thank you very much anna marie hello everyone it is such an honor for me to receive this award i am so grateful that anaheim union high school district gives opportunities for students to reach the full potential and teachers to shine i would like to thank the board of trustees superintendent educational services administrators and many others for your support with the vietnamese dual language immersion program because of your support i am able to perform my job well this award symbolized all the effort to increase the number of students at magnolia high school and broadening the confidence of students in this program
i also want to give a special thanks to dr brian who nominated me for this award and has been giving me guidance every step of the way to reach a stage where i can proudly receive this award as a mark of my achievement again thank you all for your support hello [Music] i just want to say thank you dr brian for the nomination um i too received uh the reward i like to accept it on behalf of actually all 62 school counselors because they're the ones that did the work that was required to make sure that we are really taking action and building capacity with each other in our grade level collaborations so that our emerging bilinguals are really closing that gap and succeeding so i really want to dedicate this to all of them
and their supports i have to let you know that a long time ago i was able and i go every year to los posadas at the at the border and every time going there it's always held a special place in my heart watching the non-verbal communication through that wall and families reaching out to each other and i just have always had um that piece of social justice to fight for those who are not very vocal or don't know how so i have a big mouth and i'm just the person to do that so thank you to all of you for believing in me and especially to the school counselors for their hard work and efforts in every piece of of this plan that we put together and board uh i i don't mean to uh
uh to leave you out if you have any words for tim or debbie or mary jo please they're going to be shy today all righty well we congratulate you so much we're so lucky to have all of you okay moving on to our public comments well um opportunities for public comments occur at the beginning of each agenda item and at this time for items that are not on the agenda uh just please note this is a different a little bit of different format but uh board members um are not cannot immediately respond to public comments as stated on the uh speaker report thank you trustee randall trejo we do have a few public comments this afternoon uh the first comes from christina laos who is a district resident my name is christina laos and on
october 11th of last year i along with two friends of mine was racially profiled by a teacher and multiple administration physicians this occurred during an annual volleyball game of which many people were in attendance we were accused of having drugs and alcohol on our persons without any reasonable suspicion or evidence not to mention we were sitting in a large group with about eight other people but happened to be the only three darker-skinned hispanic women they sneakily pulled us out of the game without explanation and in front of the entire gym which was packed with students we were later pulled into an office to be searched again without reasonable suspicion this was so overwhelmingly uncomfortable and violating in response we decided to file a formal complaint after getting nowhere with the principal who was incredibly insensitive
and nonchalant about the situation the complaint launched an investigation which was poorly done overall it was difficult to get in touch with district admin in the first place and the interview portions were done months later which made it difficult to recall specific details also interviews were done at random with no heads up and in the middle of the school day it was incredibly stressful for all to all for a report that was also late way past the 60-day margin that was promised that communicated that nothing was being done not even one apology which was the absolute bare minimum that we had asked for and had been also promised by the superintendent i understand promises can be difficult to fulfill but deadlines professionalism and respect for your students should be guaranteed i hope that my story
can spark some change within the way things run in the future so that no one else will have to experience the same humiliation and insensitivity the next comment comes from leon levong of anaheim concerning ethnic studies my name is leon levong and i'm 11 and 11th grader at savannah high school with a lot of the things that are going on recently in terms of racial disparities i truly believe that auhsb as a whole would benefit from a reformation in our educational standards in terms of mandating the teaching and learning of ethnic studies as president of the asian pacific island and culture club at savannah i noticed that many students are interested in learning about cultures different from their own i would have students eager to learn more about japanese chinese and even cambodian history whether
it be something relevant or something old this shows that many of us are willing to even join a club to understand the different ethnic backgrounds in asia in addition having ethnic studies as a requirement would promote one of the students learning capacity globally aware and culturally competent there are many benefits and reasons why ethnic studies should be a mandated requirement in our a to g requirements so why can we not work on implementing that and ensuring that our future generation becomes more educated and aware of the various backgrounds in our world i can assure you that our club apicc seems to be the only place at savannah where minorities such as me get some sort of representation and is sad that a club has to shed light on me on these underrepresented minorities we need
to start implanting change now so we can have results in the future thank you our next comment comes from emily bowie also a district resident concerning ethnic studies hello board of trustees my name is emily and i am a class of 2020 graduate of savannah high school as the last couple of months demonstrated our communities including auhsd are far from adequate representation and racial equality as someone who was a student of auhsd for six years and a resident of the auhsb community for my entire life i do not feel represented by my history and english curriculum it's incredibly disheartening to go to school every day among a district of nearly 96 minority students with rich complex cultural backgrounds and not get to see our stories represented by the textbooks as you have mentioned at previous
meetings the dual enrollment pledge allows all auhsd students the chance to take ethnic studies classes however what you do not consider is that resources and accessibility are not equally distributed in the district as a student at savannah high school i had not even heard of the dual enrollment program until one of my friends from oxford academy casualty brought it up in conversation my senior year i tried to sign up for people enrollment ethnic studies along with other classes to enrich my learning and help me financially in getting credits without having to pay for classes i asked my classmates at savannah about dual enrollment but none of them knew about it either i contacted my counselors who did not know where to start let alone direct me to resources on the other end my friend at
oxford was consistently given resources and presentations about dual enrollment and was able to easily sign up for classes many students depend on dual enrollment to save them money because they cannot afford college classes and are struggling to make ends meet and yet it is only easily accessible to some there are obvious social socioeconomic disparities between different schools in auhsb but that should not reduce our opportunity to learn making ethnic studies a graduation requirement at auhsd should continue to be prioritized and worked for in the meantime making dual enrollment more accessible to every school can help bridge gaps and achieve equity for all students our next comment comes from lena nguyen a district resident concerning ethnic studies hello everyone my name is lena nguyen i'm a junior that attends western high school as students we're constantly
focusing on checking off all the academic achievements required to graduate we spend over a decade of our life by the time we graduate from high school throughout the years we have learned a handful of important material that we'll need later on in life however such an important yet non-existing material in our school journey are ethnic studies ethnic studies a field of study i didn't even know the existence of until recently i have spent so many years in school only to find out what ethnic studies are outside of school i can imagine that an overwhelming amount of students can relate to me with the recent popularity boost of black lives matter on the internet we are becoming educated on social issues however why must it be limited to social media especially since we can do so
much more the internet's attention span is short-lived it's fast-paced trending topics and eye-catching titles are the things that slow us down a bit black lives matter has always existed but only when interesting that we pay attention to it however these important pieces of information leave our memory as quickly as it came to us it's not to mention that by the time a story is seen by a wide audience a terrific situation already happened we then all post our respects to the people while i agree that it's important that we share this information why are we only doing something when it's too late why can't we do something to prevent these stories from occurring in the first place we must not wait for something to happen until we react we must act so it doesn't happen
ethnic studies are something that would only benefit students to learn about it will only educate us on why we must not just blindly accept life that is life social issues come in different forms racism is not just slavery and spurs it's so much more than that and sometimes it blends into our everyday life because it has become so normalized we must not only care when racism is at its extreme form i mentioned racism that there are so many other social issues with within the example of racism itself there are so many forms it's just it's not just clear-cut with our current plan of distance learning we can inform students by adding it to their high school schedules emails presentations and counseling we need to use our current style of learning to our advantage not as
a disadvantage i'm in the dear asian youth chapter in the santa ana irvine area it is one of the 100 plus chapters aiming to educate celebrate asian culture and spread activism it took time to find an organization that would best suit my passion but d.a of why would have to be it this location has recently been established but i hope to do my part in expanding it i've been keeping in contact with the leader of that chapter and other leaders joining my school's bsa has really helped me become more confident with my vietnamese american identity i've always been secretly proud of my culture but too shy to show it off i'm nothing but grateful to have spent hours practicing for a performance attending weekly meetings like the club hosted pre-corona and getting to meet all
vsa board members throughout los angeles and orange county in the va hsa virtual meeting i'm the most confident in my identity as ever and want to get to share my culture with everyone else thank you next comment comes from sharon kim a district resident concerning ethnic studies as a current oxford academy senior and auhsd student i feel that it is imperative that the district not only understands but also emphasizes the importance of implementing ethnic studies courses as a graduation requirement it saddens me to see that the same high achieving peers who excel in all courses of study are also either violently racist and homophobic or simply uninformed pushing for requiring required ethnic studies courses would combat this issue and raise students to be more compassionate apathetic and socially aware as members hatred and misunderstandings stem
from ignorance empathy so as a district with a high population density of people of color it is our collective duty to continue the ongoing discussions and efforts to meet the demands and needs of our students please note that this cause will be watched closely by countless concerned members of the uhsb like myself who will continue to push for ethnic studies as a graduation requirement until students are receiving the proper education on history that we so deserve the next comment comes from a an anonymous district residence resident concerning ethnic studies being a hispanic student at oxford i've come to realize that a significant amount of students are uneducated on cultural differences and can harbor a lot of ignorant beliefs towards my culture i've heard it all from a guy calling us wetbacks to the deportation jokes
to saying mexicans can't do math and have even heard racist comments from teachers every other hispanic student at oxford five has had similar experiences either with microaggressions or just blatant racism i know this specific part of the culture at oxford isn't really talked about but i can assure you it's there i believe that having ethnic studies via graduation requirement would be one of the most effective ways to combat this through direct education and feel that it's an important necessary step in fixing this problem our next comment is from uh aha of anaheim concerning ethnic studies good afternoon board of trustees i have faith that you and other staff in the district are working hard to get ethnic studies as a graduation requirement at auhsd even as our circumstances continue to be difficult i really want
to remind you of how much this ongoing effort really means to me and other students across the district back in july and august when we first voiced our requests we mainly only had voices from one school in a matter of weeks we've gathered support from students teachers and community members across the district including lexington cyprus magnolia west from kennedy savannah luera anaheim and kazakhstan as our account my interactions with students across the district it seems that we all have as much common as we have differences there are no words to describe the overwhelming sense of joy and sadness of dozens of students some miles and cities apart coming together because they feel that their identities have been suppressed it's so important that the board and members of the task force keep the momentum going and
prioritize this goal as it has been said before getting ethnic studies as a graduation requirement is certainly not an overnight project while having ethnic studies offered to high school courses is still a work in progress a few sites do offer this while the entire district is a part of the dual enrollment pledge for many schools the resources given about dual enrollment do not demonstrate signing up for classes is much more difficult for students who have not been informed about the program furthermore most ethnic studies courses are offered as special admit for high school students which means that they would typically have to find transportation to cyprus dual enrollment alone as a gateway to ethnic studies presents many obstacles that can be combated by increasing accessibility for example offering dual enrollment integrated into regular school schedules
at every site can improve the current circumstances and make ethnic studies more accessible however it will not have nearly the same impact as making ethnic studies a graduation requirement utilizing the ethnic studies curriculum from sites that already offer it such as anaheim high school can be another potential approach we really want to contribute and promote progress as much as we can today is the start of hispanic heritage month and the majority of auhsd is made up of hispanic and latin next students as my comment is being read aloud i have had the honor of participating in a zoo meeting with civil rights leader dolores huerta who worked alongside cesar chavez and martin luther king during the civil rights era and chicano movement cuerta is now 90 years old and remains a champion of justice humanity
and empowerment it is unimaginable to me to how different my reality and upbringing might be had i been taught earlier about dolores huerta yuri kochiyama angela davis corki gonzalez and hundreds more historical figures that represent my community ethnic studies offers historical cultural and intersectional representation for all students please keep us updated and continue doing everything in your power to meet our needs this effort in euhsd is something that we truly want and stand by and we will continue to show up for ourselves and each other until adequate changes have been made our last comment of the afternoon comes from buenos torione district resident regarding ethnic studies my name is gwyneth torrione i am a senior at anaheim high school i immigrated to america at a young age from the philippines moving into a community that
was predominantly latinx primarily mexican of course i picked up on some of the language and got to experience some of the culture so i couldn't exactly experience home of the philippines i grew to accept and understand our similarities to platinum's culture however it was never the other way around it was difficult to be the only asian let alone filipino in a classroom setting there was never an effort to understand my background the way i was pushed to for latinx culture as a larger scale there was never an effort to understand additional cultures of asian half and other latinx descent this is an issue as it generates ignorance and prejudice against those specific cultures that they will inevitably be exposed to in the future i want to push for ethnic studies as an offering class at
anaheim high school as well as graduation requirement there have been ethnic studies courses but promotion was severely limited and participation was scarce having a school with any predominant race ethnicity is found to create prejudices on minorities there this goes for any school that's predominantly latinx at asian african-american and overall lacks in music diversity there should be an effort to expose and educate on all cultures and ethnicities it is true that dual enrollment to take an ethnic studies course at a local community college is offered for various campuses however at anaheim high school there isn't enough emphasis on it from administration and counseling there aren't workshops being publicized to guide through the application process or the real benefit of taking dual enrollment courses even without the impacts of the coronavirus dual enrollment has been difficult for
those generally low income individuals as they lack resources transportation or adequate internet support to successfully participate in these courses that is our final public comment of the afternoon thank you so much mr superintendent would you like to did you want to speak um i'd like to just quickly acknowledge the students the student voices and uh the district is listening uh thank you for your your comments we are uh taking it very seriously thank you uh mr jabbar yes i know board members don't uh usually comment on public comments but i have clarifying questions first of all like the superintendent said i'd like to acknowledge uh i i think it just makes me proud and i'm sure all bowl members will probably say the same just just the amount of thought and significant you know relating
to issues how you advocated for yourselves and not only yourselves but also future generations so if you're listening thank you for doing that second i i'd like to ask a clarifying question from um carlos or jaron if possible regarding the accessibility to dual enrollment my understanding was that there is access to a dual enrollment at savannah as well uh so call us if you could kind of chime in a little bit and let me know because i think that's that's an issue that we could figure out on our end if our students are not having the opportunity to enroll then i think that's a issue that we need to make sure that we are identifying our counselors and our folks in each of those settings to let them know that we have the access so
call us if you can chime in a little bit sure good afternoon uh i know that uh our dual enrollment structures across the district both with cypress college and fullerton college both partners um there are there are access there are courses available across the the classes or across the district the challenge is getting those um courses filled so if we don't fill them we can't continue with the the course and that is you know per the uh cyprus and fullerton college so that that you know so if it's recruitment then you know working on that if it's um you know filling the course then let's let's get the word out collectively um but also there is a rotation of courses that we offer across the content or across the district that um specific courses are
um are offered at various times and depending on the season uh i know if i had the the dual enrollment uh schedule in front of me i'd be able to tell you exactly how you know where the dual uh the the ethnic studies forces are offered uh but but those are the other two can i kind of chime in please um they they are offered at every uh site mr jabar but there is an issue regarding the um the number of dual credit courses offered at cypress college versus fullerton college and we are currently working with the chancellor and the college presidents on access for uh across the district so it's a very good question and uh we are working on that so it's a bigger issue and uh we will have uh more information
for the board in the coming weeks and then so to answer the question in terms of this semester ethnic studies is being offered at savannah this semester this semester as we speak yes okay let's try to make sure that we we actually get the issues resolved with fullerton college and then also make sure that we as a district are being very uh uh pointed in making sure that students know that they have access to it and especially with with the current surge of folks wanting to have ethnic studies i'm sure that we won't have an issue filling those classes so thank you thank you mr javar um thank you mr hernandez and uh superintendent matsuda uh yes we're as we're not really allowed to uh speak but clarifying questions are are poignant and but i'm
just going to make a comment that uh we we are hearing uh all of the things that you're saying and uh well uh we like to think that we do things um yeah well there's always room for improvement so we heard and we were taking notes diligently to all of the comments and all of the concerns that you shared with us so thank you very much we really appreciate you uh writing and you all write so well it's just amazing amazing so um moving on to our presentations the introduction of the 2020 21 student representative to the board of trustee yes yes yes yes we're so excited so um i'm going to build the excitement even more and i'm gonna turn this over to mr ron hoshi good afternoon everybody and welcome board and cabinet
um it's my honor to present the 2020 2021 student ambassadors before having the students introduce themselves and give them the opportunity to tell a little bit about themselves i wanted to give you some information about the ambassador program and also introduce my co-advisors mrs amber houston principal at oxford academy and mrs jennifer brown principal at walker junior high school i love working with these ladies and we make a really good team so about our ambassador program it is a we are celebrating 20 years uh wow the program is unique really in california high schools and it was the brainchild of jan billings and it's fashioned after the disney's ambassador program uh which grants team members the honor of representing the corporation in worldwide appearances our student man ambassadors maintain a strong connection to their disney
counterparts and through the etiquette and business training that they provide for us every year so we're looking forward to that training with them and for the past decade we have selected one ambassador from each of our high schools widening the program that was suggested by board member anna piercy and she anna and anne maria want to thank them for helping us select uh this year's um ambassadors and this year we have a complete team including ambassadors from gilbert and cambridge virtual academy so we're really proud of that hey ron madam president uh i think we're on 10.1 where we're introducing the student representative to the board of trustees i want to make sure that we're not mixing both right right so i'm going to introduce the student i'll introduce the student thank thank you mr
jabbar um so our students represent the 30 000 students and they are the face of the district they provide a student voice for each of our high schools to the administration and board of trustees and in addition the student leaders participate in the governance of the district through their membership on various committees and now newly formed task force okay so the the members of the ambassadors example by the sentiment express in our vision statement that we will graduate socially aware civic minded students who are college career and life ready so leading our student ambassadors this year is our student representative to the board of trustees and i would like her to introduce herself right now and we are so proud of the work that they have done so far so our student rep to the

i know anything nobody puts you through the ringer doesn't he they're all nodding but this is going to be a wonderful experience for you and already the work that you've already been doing us thus far we we are so so enamored with all of you and uh we wish you the best and we welcome you uh to your new post and uh wow it's gonna be a it's gonna be a ride thank you bye bye bye okay moving on to item 10.3 learning continue i don't i can't say this word you can't say it right there continuity there you go you have to think it uh so an attendance plan this is not the yellow cap right all right moving on uh dr fred thank you board president randall trejo and good good afternoon uh
everyone thank you for the opportunity to present this afternoon um before i turn it over and actually i'm gonna share my screen before i turn it over to mr colon my partner and teammate uh i would be remiss if i didn't first acknowledge the great work of manuel colon and our director of special programs joe carmona for leading this process i will tell you it was not just incredibly inclusive but at times quite festive where you might see dancing taking place in some of these meetings so they did a remarkable job leading our stakeholders through this process and although you heard a lot of some of the things you're going to hear tonight already um they're going to share a lot about the process we went through to engage with our stakeholders and get the
results that we got also before uh manuel turns it over to him just like the last time we respectfully ask if you have questions to kind of hold tight till the end because some of the questions you might ask will be answered through the presentation and also just you know we have many of our ed staff directors here on the call so at the end if you have specific questions on things that they oversee they can also give you a detailed response as well so with that i'm going to go ahead and turn it over to mr colon and i will share my screen thank you dr fred uh madam president board members and cabinet um first of all i'd like to thank you all for for all of your support uh as you can
imagine when uh we get things uh on an ongoing basis from the state we do the best we can to make sure that that uh that we are following through um i also want to thank mr carmona our director of special programs really has led the way in terms of the accountability pieces that we have put in place our ed division directors who have facilitated the process for engaging our stakeholders as always always doing a magnificent job um our teachers and our opening of schools task force members over 50 members that are part of that task force that have been diligent in terms of ensuring that our students our staff our community uh when it comes to our our schools not only have the best out of all of us but also our safe in
terms of of that so uh thank you to our opening schools task force members and our business task force teacher input group um also when we uh did the stakeholder engagement we had over 150 stakeholders who uh joined us uh again in a very short notice and wanted to be a part of this conversation every single we had one night a week for three weeks and they kept coming back so thank you to all of our stakeholders and as dr fred mentioned we wanted to remind you that many of the things that are in the learning continuity and attendance plan you've been hearing we've been presenting to you every month we also have been we did a study session back on july the 2nd so many of the things that are in the plan uh
have already been presented to you on an ongoing basis so this really is a culmination of a lot of those things that we have been uh addressing since this all began so as you said uh madam president this is not the outcap uh dr fred if you can go on to the next slide this is not the lcap or the local control and accountability plan it's what we have been used to and what we have been doing uh we uh you know as you know in the spring this was something that we were supposed to complete and we're not able to complete because of kovit and so the state then asked the sites or the districts uh to to create a different kind of a plan also with the same acronym but very different uh
uh as at in lieu of the lcap so the new plan is now called the learning continuing attendance plan and really it is a process to inform uh is a process to engage our community to ensure that we are all on the same page on how we are addressing open19 and and and that we are doing it together as a as a school community uh that we are ensuring that we're stewards of public trust public funds and public safety that we are understanding the what and the how and the why of what we are doing and as we've always said you know what has happened is unprecedented and we are flying the plane as we're building it uh so this truly is what uh this plan is intended to do it's intended to bring everybody
together on an ongoing basis to continue to ensure that we are all on the same page so this plan is intended to be to memorialize that planning process that is already underway as i mentioned which you have been hearing for the 2020-2021 school year it is about addressing those learning gaps that we know existed since we went out on march the 13th and it is also about conducting meaningful stakeholder engagement and and stakeholder engagement is everything that we have been doing i want to assure the board that since we started back in really in april with the opening school task force uh it is what the state has intended we just innately started to do it because we knew that was the right thing to do um so for us that has been a critical
piece of this planning it is also about maintaining transparency and as as all of our association presidents know they have been a part of every single meeting that we've had since the beginning as we board into our implementation of our plan and addressing the needs of the duplicate unduplicated pupils this has been a key of the state to ensure that we are focused on the students that are most of need are unique or have unique needs including our students that are experiencing homelessness all of this has been key in ensuring that this plan is completed we have used the framework from the mtss um again looking at all students looking at some students and then looking at specific groups of students in terms of the the the needs that they have so again we use
this framework as we've approached it i think our stakeholders are very familiar with it because that's how we've addressed our lcap uh so it was very easy for us to transition into uh this uh new plan our funding as you know has come to support what we are trying to do or what we are doing uh we have received additional funding in addition to our lcff funding our learning loss mitigation funding federal and state funding to really support in the efforts in ensuring our students have what they need as well as our staff as we mentioned uh with our learning continuing attendance plan we started this back in april with the opening of schools task force um we also uh created a teacher input group this teacher and group i want to just mention and
and and share how proud i am of this group uh we have been meeting every single week since we started to really address all the complexities that come with the instructional piece as well as what's happening uh in preparation for in-person instruction we have representation from every school site and and it's an ongoing process every week we bring up new issues we bring in new solutions as a group uh and then it's helping to have our uh stakeholders understand what what we are doing um we also provided a survey to our parents and our staff in mid-july which really helped to get a little bit more of the broader community's input in terms of not only what they were experiencing but also what they were wanting to happen um as i've mentioned we we have
been presenting to the board on a monthly basis an update uh which i hope you have found very meaningful and informative uh and we also presented to the board a pretty comprehensive study session back on july the 2nd all of these components uh were embedded into the legislation in terms of what the state intends to be our stakeholder engagement the other piece that's really unique to us so i also wanted to mention that the template that was released by the state for this plan really didn't come out until august the 1st so it's given us about a month to put together this plan in terms of the submission um but i wanted to say that one thing that we are very proud of in the anaheim high school district is our stakeholder engagement that we
use for our lcap it was really really easy for us to shift what with what we've been doing to what we needed to do as part of this learning continuity and attendance plan uh so we did uh and and i will say that from what we understand we're probably if not the only district in the state one of the only districts in the state that actually did this type of stakeholder engagement we had over 150 members as i've mentioned uh from the beginning the way these were selected is we invited every single member that was part of the springs lcap process our stakeholders we invited everybody that participated in the first meetings first couple meetings that we that we did uh and from that group this new group came on and it was representative of
all of our stakeholders the very first meeting was on august the 20th it was a whole group meeting where we uh laid the foundation explained the why uh shared what we had been doing and then what the intent of the law and what was required of us from there we um divided into uh focus groups or small groups which i'll explain in a minute what they were and then each group had a task to complete um and then on september the third each group presented their outcomes uh in terms of their discussions that they had i want to just uh you know again thank all of the stakeholders that participated and it truly validated the work that we've all been doing um in terms of the preparation for the reopening of schools and then it
led us to today today is really the celebration of that uh in terms of presenting to you the uh learning continuing attendance plan um which then you will um then adopt on september the 24th uh we are required then to submit it by september the 30th to ocde uh which then will forward that to the state so that's the that's the uh the statue of the legislation uh again we're super excited of the work uh that has been done because uh we all believe in it and we all um you know understand that that uh not only is is this something that is a requirement but we believe that uh all of us have a sake in it um so with that i want to share some information that you very familiar with in terms
of uh the results of the surveys that we did with our parents and our staff from that survey we did initiate and identified some very specific needs uh as it related to to the the uh the learning continuing attendance plan from our parents we identified that technology access and support was very critical in terms of what they felt as a need uh tutoring and academic support was another need they identified and then the mental health support which is very critical be seen over and over again and heard about it today that it is something that will continue to be a need for our students and our staff our staff needs they also identify technology access support they identify professional learning this was a new instructional model that you know for all of us that have
been in education for many many years have never seen so how do we then adjust and support our staff so professional learning was another need a key need that our staff had identified and then uh appropriate materials and platforms in terms of technology in terms of how to engage students and finally mental health was also on the staff's list in terms of of needs from there uh as you know uh we began to to to purchase the things that we needed with the additional funding that we received um we acted quickly because of the planning that we had already had because of the conversations that we already have been having it was very easy for us to pivot and to and to act quickly um because all that planning had already been done so um
we purchased additional technology computers hot spots for our students uh software that was that was going to be required and necessary for our teachers um we hired additional tech support our coaches our teachers are amazing they have been collaborating non-stop in terms of supporting each other uh in our spsas that we've been going out to the sites that's the first thing everybody says how valuable they feel in terms of of each other and how connected they feel even though it's virtual with with their colleagues because of that collaboration but again our tech coaches are are instrumental in ensuring that our teachers have that additional support um an upgraded phone system in terms of accessing remotely in terms of our academic support we quickly moved to professional learning as you know in training all of our
staff for this virtual learning we also implemented a credit recovery to ensure that our students were not falling behind uh fall boot camps and uh support for our visual and performing arts uh because we knew what the guidance said and we knew immediately um uh from our teachers what they felt our students would need so we quickly purchased what they needed and were able to get those kids to our students as well as additional instruments um we also began uh to to uh to construct our uh our implementation of our virtual peer and learning walks and our virtual parent learning academies uh leadership academies which will be starting i believe this week uh or within very shortly uh by all of our family community engagement specialists and then we also hired additional tutors over 100
tutors have been hired uh to support our students academically in terms of mental health as you know we've also added social workers to all of our supports as well as additional counselors it was loud and clear from our stakeholders that the mental health was a big priority and so um this was a response to that mindfulness training has been expanded both for our teachers our staff our parents uh in terms of support as well as additional counseling hours that our teachers and our counselors are now really being targeted in terms of the special populations that need additional support for students with disability and our english learners we've expanded extended learning through our saturday language academy our expanded uh progress monitoring for both our students with disability or english learners so they didn't fall behind uh
and that we were constantly monitoring how they were doing and what needs they have as well as added psychologists uh in terms of mental health and academic services as well as speech and language pathologies all of this happened very quickly as i mentioned because of the planning that we had already been doing so in terms of the stakeholder engagement as i shared um it was easy for us to construct the process because of what we had been doing with the lcap we quickly mobilized to invite our stakeholders we quickly mobilized to to uh to define the process and to uh continue to engage our stakeholders in providing the input that we needed um to complete this process um it did mirror like i said the lcap process and uh it really provided an opportunity to
celebrate all the great work that we were doing um because it mirrored the lcap process we provided translation in uh uh english i'm sorry we provide translation in spanish vietnamese and korean to all of our parents who spoke those languages as well um so in terms of the groups we really wanted to make sure that we touched on every aspect of the learning continuing attendance plan so when you see it you will see that it's constructed in this way it really starts with identifying the impact that colvin 19 has had on our school system uh it also talks about how are we addressing the needs of special populations and unique students support for students it asks us to identify the learning loss and how we're addressing and the strategies that we're utilizing uh it talks
about the social emotional well-being and how we're addressing the the well-being of our students and finally how are we engaging and outreaching when our students are not connecting uh so all of these components is is is how the the uh learning continuing attendance plan is constructed so with that i want to share with you kind of the outcomes of each of the groups um as they addressed it and and and like i said each of the groups had amazing uh thing discussions um really important so this is just a summary of that presentation um but for group one really it came down to the mental health issues that all of our stakeholders were feeling our students our staff our families our community we're seeing it constantly uh obviously in the news um and so this
came out loud and clear during the discussion of our of our of our group um would housing employment insecurities again continue to be something that that we all have felt either personally or know somebody uh that has has these needs um the illness and and death of families uh that that you know uh definitely has existed in our community um and so that fear uh is constant and and so that came out loud and clear so these are all this is you know a true impact to to to our all of our stakeholders um we also saw and heard the stress and the frustration related to the technology by our students parents and staff um this is something that it was new to or is new to all of us it's something that obviously uh
nationwide we're all addressing uh but it was very clear that this is something that is an ongoing issue that yes we're addressing we're all going through it and we're doing the best we can but continues to be a stress on all of us so it was very clear in our discussions uh the loss of activities in building community how do we how do we bring everybody together uh to build that community uh providing access to technology and also uh the nutrition services and these are just some of the numbers in terms of technology we have handed out over 15 000 chromebooks to our students and uh over 7 000 hot spots uh and in terms of the nutrition a big uh shout out goes out to our nutrition services they have never stopped serving lunches
to our kids and our families uh so they have served over 1.2 million meals to to to our students and so again kudos to to all of our staff from services um and then we also know that we have to be flexible these are uncharted waters and so we want to again thank our associations for working closely with us in terms of how do we how do we change roles and how are we adapting how are we repurposing responsibilities because these needs that we are seeing we've never seen before but we've been able to adjust and adapt with the support of our entire team our associations included our group two really was about supporting our students specific uh students unique needs our english learners our students with disability um i want to thank diana fujimoto
and uh and tracy olsen our curriculum specialist for eows and students with disability they have been amazing superstars in terms of creating units and lessons and strategies that are going to help our students with disability on english learning they have embedded that in all of the professional learning that they've done um they're constantly constantly thinking of new ways to support our our students um and then sharing that with our with our teachers um as i mentioned we've added tutors that will be supporting our students with disability and english learners uh both in embedded in classrooms as well as um during our asynchronous days and after schools the el success monitoring which is something that uh that we are adding as part of this our teachers have stepped up they each have a group of students
that they're monitoring on a regular basis and meeting with them and ensuring that they have what they need to be successful and our summer language academy i'm sorry our saturday language academy which is an extension of our summer language academy in partnership with cal state fullerton um again an amazing support for our english learners and again continued professional learning we have continued to also work with our sites our el and our swd task forces we've also added a um a foster youth task force we are meeting with all of the schools um within the next couple months we've already started our site visits to ask those questions how are you ensuring and addressing the needs of these special populations so again great work that's being done by by all of our staff um group three
really addressed the learning laws they talked about the assessment and how we're assessing in multiple ways um they talked about you know really the strategies that are going to be needed uh things that we already know things that we already do very well uh ensuring that we are engaging and supporting that we are differentiating the instruction uh that we are collaborating and utilizing our resources that we have with our partners and that we have ongoing professional learning um our teachers have been amazing as i said in collaboration they teach each other that's the best way to learn and we see we're seeing that across all of our schools progress monitoring is essential um that's one of the biggest pieces in the legislation how are we ensuring that no student is is left behind and so
for us we're really taking it to heart uh not only with our structures and systems but with the progress monitoring in group four uh social emotional um well being again uh because of the additional services and supports um we are very mindful the work that dr crews has been doing is amazing uh establishing our our mental health task force and really figuring out how do we how do we support how do we continue to support how do we continue to provide professional learning to our administrators our teachers our staff uh to ensure the support but we are being very strategic you know our counselors are our social workers our psychologists all of them working together in in in being very strategic and being meaningful in the in the work that they are doing and supporting
our students um and finally our engagement and outreach group really talked about the engagement piece how are we ensuring not only that the instruction is meaningful um but really how are we ensuring that the asynchronous is is also as meaningful engaging so a couple of things that i just wanted to highlight in this piece is that the teacher week at a glance uh that has been very very critical not only to ensure the students see what that week of work is going to look like but for our parents and our counselors and our staff to see what does that mean in terms of the work that our students are doing on synchronous and asynchronous days um and again our students we have high engagement we are you know over 90 percent of our schools all
of our schools have 90 attendance some of them as high as 95 to 98 percent uh and this is because of the work that our teachers are doing and really engaging our students um we have established a process for uh accountability process for that engagement we are taking attendance every single day of school we are meeting with the students in person every single day um when the students are not attending class we are making phone calls or auto callers going out as it's always been done um if a student doesn't attend a full day of instruction or full day of synchronous we are making phone calls uh live phone calls we are calling every number we know on the emergency card to make sure that we know why the students not uh logging on to
it to their synchronous classes um and then if that is not working um we already have a class a a plan in place to do home visits we are doing attendance home visits um going out and knocking on doors and saying you know uh we you're valuable your education is important we want to make sure you're engaging what can we do to support you and so we are doing home visits to again when when the phone calls haven't worked uh we are doing home visits and we are continuing with our emt process uh when we know that that the needs are much greater so our social workers administrators counselors are problem solving uh our most neediest kids in terms of how to support them so with that uh that is our uh plan uh super
excited to share that with you and at this time if you have any questions or comments our entire ed division is here to uh to answer that thank you so i'll just go and order mr o'neal earlier in your presentation you mentioned that the task force was receiving uh issues back from the various schools what type of issues that they're hearing from the schools so the i believe that one you're you're referring to is the uh teacher the teacher um uh task force so the open your school's teacher input group um so it's everything you can imagine you know in some cases is is the issues with technology and and how to address that in some cases um they're they're talking about um how we are preparing for the in-person instruction and how we're coordinating
um the social distancing within the classroom um we are talking about grading and how we are grading in virtual learning um you know they were the ones that uh had a long conversation about the week at a glance and how to uh create a structure that's gonna work uh for everybody uh so so just about anything any of our teachers out in any of our schools is having um they're bringing it to this group and and that's why i'm saying i'm so proud of them because they they truly have taken this to heart they are problem solving together and then they're taking it back to their sites and helping their colleagues understand um you know how best to deal with with our current situation okay thank you mr jabar i have questions i'll wait till
the other two board members go and then i'll go hey miss piercy i don't really have any questions i just think it's a good plan and i and and i've uh i know it's it's difficult but so many of the teachers have come up to the plate uh in all my back-to-school night visits i'm clicking on these teachers and they're they've got all this stuff there you know putting forth they've done phenomenal work they've they've really gotten in there um it's a lot more work you know just just this weekly at a glance is a lot more work you know they got to sit and plan that out and hand that out to the kids more you know virtually but i think it's a good plan and i you know i i'm very very happy
with what you put forth i think there's a lot of thought that went into that and a lot of input so that's my only comment i don't really have any questions thank you miss pissy miss smith well i want to thank manuel for a comprehensive report and i know this has been very difficult for everybody involved and the information that comes to the board from the superintendent in the materials that he imparts from week to week what's going on and i just want everybody to know how grateful i am for all the hard work and diligence that you've put into it and i wish you all well thank you thank you miss smith uh i'll ask my questions now uh uh i was wondering what was the what was that boot camp that you were
talking about in the in the fall all right joe would you like to address that i know that you have been talking and looking at that sure so uh you know one of the areas that we've tried to address is you know providing additional time for students to be able to succeed academically and so uh you know in addition to uh things like the saturday language academy right so that's additional time for those english learners the boot camps are an opportunity that teachers can work with students during these off times to help them uh recover low grades potentially uh extend learning that uh they may not have uh been able to complete during uh you know synchronous or asynchronous synchronous instruction and the idea really there is uh to kind of catch the kids before
they fail right to provide this additional time so that they can earn passing grades uh by the end of the semester and not have to you know uh take a credit recovery class or a summer class later on but really to do that uh while the the learning is quite fresh right during the that that uh thanksgiving break time or or even right after the semester ends during the winter break time so we'll be coordinating that with the sites um um to offer that to some of our students uh so that way uh you know the any uh you know potential low grades they have can be taken care of right away thank you and um we don't have to put the funding up but can you just um just really quickly uh just talk
about the the funding um most of it is restricted uh has to get spent on specific things can you just just quickly outline outline that um i guess that's a jennifer question i'll nodded at that um since covet has begun we've received five different funding sources the first was sb 117 which was about five hundred thousand 000 and that is unrestricted with no timeline so that is the money we are saving for the longest haul out there because we can use it further into the future we then had um the esser money which was federal money which actually has a timeline and back to march but out till um september of 2022 was about 6.9 million we then had three more pots of money that came in together which were called the learning loss mitigation
funds and um that includes our gear funding which right now is i believe 2022. um and then the crf funding which is the most and that one was about between two to three million dollars the crf funding is is probably it's a blessing but it also is a challenge and that it's the largest pot of money it's about 26 million dollars and we were given from march till december to pay to utilize it it has to be fully expended as always we are full of amazing ideas for our children and so we are implementing as quickly as we can so that we can do as many things for our kids as possible with this money and then the last set of money is is called general fund money you'll hear called prop 98 has a
couple different titles that money we believe when the governor signs his budget right now it's a december 2020 end but we believe that one will be extended out until 2021 and we're hoping for that um there are four generally four categories that are able to be used for the learning loss mitigation funds and we went over those a month or so ago and generally they have to deal with distance learning getting prepared to be back at school mental health services to support you know the mental health that we talked about our kids and our staff as well as items like that repurposing employees to be able to clean schools to be able to get textbooks distributed all of those things and so those are the funding sources they are restricted four of the three of
the five of them are federally funded which means they will come with a federal audit um which is always at that little higher threshold than state money um not that we're always careful with all of our money to ensure we meet the needs of them um so those are our funding sources so um joe did a great job we met with him and myself and karen orr and we assign values to everything so we know how we're spending that money we just want to add one other thing and i think it's a great question and it's important that all of our stakeholders know that the most of this money has to be spent before december 30th so many of the things that manuel's team came up with in terms of social workers counselors a lot
of that is only for the first semester so we need to make that very clear with our stakeholders and i think we've internally we have done but this is the time to again to make sure that people know that it is restricted and a great thing i know that the behind the scenes is our hr department and being able to hire um hundreds of people very quickly so that we could get this implemented as soon as possible and get the full maximum benefit out of the time through december of 2020. thank you so much and just uh in general thank you to everyone um manuel you are the guru of el cap and i think that you know it's uh everyone should really kind of look at our model um you bringing in all of
the stakeholders together how you fit 150 people and get them separated to have those meaningful discussions get them all back together and you know they mostly agree on on all of the uh all of the uh the plan but it's just an amazing amazing feat for to watch and then we are flying the rocket as we're uh as we're as we're building it and so this is not while you are the guru this is still all new with all of the different uh caveats and so uh it's just an amazing feat to to uh to watch happen and so smart of you to start thinking about utilizing uh you know the the the task force you know that you that you convene um and and getting all of their the input then you know uh
ahead of time is because you're the man thank you so much and thank you to uh the whole team um we just are so blessed in this district uh mr jabbar thank you mr president um i'll pick up where jennifer left off and asked a couple of quick questions jennifer in terms of you mentioned three of the five were federal funded and two estate i just want to get i know you mentioned it last time out of the three all three of them have the deadline of december 30th not not all three of the federal so yeah and the for the state you have sb 117 with no deadline right and you have the general fund right now in december 2020 but it is looking at the governor signs in it going into 2021. you
then have the three step posters on my wall i just took them down the other day you have three um other funding sources that are federal you have esser which is september 30th that was the first thought then you have gear which is um 2022 also and you have crf which is 20 december 30th 2020. uh just a curious question have have we or in your circles as uh cbo has there any talk about maybe uh lobbying uh congressional partners uh or congressional offices to see if we could get a waiver and extend the timeline on that particular uh december 30th deadline i think we as studios we would be eternally grateful for whoever could get that lobby um basically i mean my question is has there been efforts to do it or yes there
have yes there has been efforts to do it uh csba i mean every major california uh advocacy group has attempted to lobby so and it's it's pretty much uh not not going to happen is that what we've been told the state did allow for it in their budget so there was actually a moment we thought it had happened state of california said they were willing to extend it if the federal government said they would but they're not budging at this point and again like mike said everybody's advocating for it okay i'm curious to know only because we know we have a county effort actually going through uh i believe congressman holly reuters office to get a waiver from the treasurer department so that they could spend some of the funds for uh beyond the deadline
so uh it i mean obviously it's something to watch um having said that let me go into my other questions uh this will go to manual manual uh you had mentioned about home visits do we have any data uh since we started uh how many how many home visits we've done so we we just started um we trained all of our staff last week and so this was really the first week of home visits we are keeping track we have one common uh google doc where all of our schools are listed and then each school has their own tab and each school is listing all of their home visits and keeping all the data as to who they're visiting when they're visiting who they spoke to what was the result of it so we are
keeping all of that data um starting uh this week when we started the home visits and then on our el students monitoring how is that going in a hat how are we doing it's great and actually i will turn it over to uh dr brian because she has been working with all of our schools all of our teachers has done an amazing job of again you know when we called for the teachers to step up they all did we also trained them uh and then have been have been um uh monitoring that so dr brian you wanna quickly share the work that that you've done in your your division or your area uh thank you for that question uh we're so excited we did three trainings to make sure that our teachers were going to
be our success monitors and yes they did come up with that term success monitoring instead of progress monitoring uh we did three trainings for them and made sure we trained our el administrators we also trained our el coordinators as a part of our el admin el corridor coordinator and department chair meeting and we went through and did the math i was really proud of mr colon all those years as a principal paid off he was able to almost do the math in his head as to how much it would cost to actually pay our teachers two hours a week to be able to monitor our students and these monitoring it's check in check and connect so we are checking attendance we are checking grades uh we work with uh jason jones eric's department claudia mercado
and making sure that these teachers have subscriptions so they actually get weekly subscriptions to these students so uh they have about maybe 20 students each and we're finding uh from the sites they want to do even more so they advocated i went back and dr freed and mr colon we've actually upped the number of hours to four because some of them want to run groups i mean it's really amazing work that's going on so we know how hard our teachers are working and to know that they're willing to put even more time to work with our emergent bilingual students it's just uh i mean it's really touching to me that they're willing to do all of this work so so far so amazing i'm super impressed with all of their efforts thank you and that's
great to hear uh and but all in terms of tutoring for students i want to kind of i know we've had this conversation but i want to again put it out there in terms of touring for our students how is that working and what's the progress thank you um so we're again excited but as you can imagine these are all college students they're all college age students they're full-time students um and so they're in the process of getting hired uh we are i believe it was about 130 mr carmona that we have as of now that are being processed so that's taking a little bit longer than we anticipated um we we we do have a full training that we created just for them it's modeled after the avid uh tutor training that mrs fujimoto
and mrs hilbonales are going to do we're also going to train them in mindfulness to have them also implement as part of a strategy with their tutoring um so we uh hope to begin i believe next week mr carmona that we're beginning but we like i said as you can imagine we're hiring um over 130 tutors all at the same time and so that that's taking a while to get everybody processed mr carmona is the next week that they're doing the training yeah so we uh we actually have about 20 tutors who are current employees um and so they'll be doing the first round of training um and assigned out to the sites uh and then as the the remaining uh people are processed we will bring them in uh you know i i do
want to acknowledge right that a classified hr if you look at the list of services we're providing to our students um we are talking about the hiring of hundreds of people and so uh their department has really been going non-stop uh to bring uh those services online as quickly as possible uh and so we will begin uh with uh tutoring next week will be the first round of tutors will have been trained and will continue to train them in batches as they are approved through through the process you know and that's really to ensure uh that we are providing a quality service to our students um and that you know we uh the method of delivering the tutoring is done in a way that we feel um is instructionally sound uh but also safe for
our students right where there there's no corners being cut to just hurry up and get people in right so i think that's an important reminder for all of us that even though we may not physically be in classrooms or at schools together that same level of safety and precaution is still being applied to our virtual environment so so that's where we are um and again as mr colon said it it is taking longer than i think we would all have hoped uh but we will begin rolling those services um out uh at the beginning of next week and we do have a structure for that delivery uh each school site has a has a teacher that oversees the tutors and oversees the implementation of supports uh all the tutors are being monitored by a certificated
teacher while they're doing their tutoring as well so it's a whole system that we've created to to roll this out thank you mario you knew the question that i was going to ask but uh the yeah the other question that i had was how does that play into our funding because if if how long are we having them are we having them till first semester and that's it right yes so they they know that they've been hired for the first semester yes so right now that's that's the we anticipated through uh the end of the first semester okay and then uh i'm gonna go into i uh social social workers i know we are hiring social workers and uh how is that in terms of planning stages in terms of hiring stages where are we
at it's amazing so dr crews i know you've been doing a lot of work uh both with our current social workers and then uh the new social workers dr cruz hi good evening everyone yes so we we are we're expecting them to start next week they're already gone through the process again kudos to hr they've been doing an amazing job and making sure that they're following up and following through i don't know how they do it but we're hoping that they're starting next week and we have a plan to roll them out to support the sites and how many well we started so here's what's happening in the community we started off with with 12 and what's happening now we have five because they're quickly finding full-time jobs everywhere um so right now we have
five full-time that are going to start they're going to start next week um so for us that's besides the the current ones that we have correct so the current ones that we have where we're going to have 17 social workers supporting 17 social workers on our current aohs d team and then we have the five additional social workers that are coming on board and then we have the ability to hire seven more than right total of 12 yes okay yes and i i i got it i got to tell you i'm amazed that hr is doing so much of good work behind the scenes getting these folks so brad if you're listening you and your team kudos um the the well while you uh dr cruz i just wanted to ask about the mental health
uh how how are we doing in terms of with school started do we have any updates progress any data in terms of how we've looked into some of our students needs well we have what's working against us i think that if i can be very practical and i think this is true anywhere is is you know the the virtual fatigue or that our kids are experiencing and that's true of all of us right everybody experience some of that so what we are seeing the challenge that we're facing right now is is maintaining engagement with our kids so i've been having conversations with the social workers on how to how to strategize and engage students we are seeing an increase in students who are developing that that that crisis where we reach the level of crisis
where they can't deal with it anymore so we are having to respond more um to crisis and i will be able to give you um some data next week at our next team meeting you know i've been i've been talking to each other social workers too to gather that information for us to give you guys an update in terms of what we're seeing but but as we expected as we expected we are seeing more kids that are dealing with with you know that fatigue and it's manifest in itself and more anxiety more depression and more crisis so we we are responding accordingly all of our community providers are stepping up and and helping us as well so everybody has transitioned and they are responding so so the focus for our team is is you know
we're doing the best that we can in responding to the mental health needs we can't do anything about what's coming to us there's a lot of things that are coming to us but we're doing i think a good job in responding okay i hope that we come up with a strategy because i think that's what i'm hearing all across some of our districts is that you know we're having that challenge with uh keeping them engaged so hopefully you guys are the experts at the at this so hopefully come up with a strategy to make sure that well mr mr mr jabar i think it's a great question and i think in terms of the uh what's ahead for the district it this is you know we're doing everything we can i hope the board understands
that and the public understands we're trying to think very much out of the box trying to deal with every single uh gap in our system but people know that that may not be enough right we're gonna run out of uh this uh mitigation money in the end of december and uh there is no end game so the board and the public needs to understand uh that we need to have grace grace with ourselves with our staff with our administrators our teachers our families as we go forward because it is a very big unknown and money is not going to solve even if we had the money it's not going to solve everything because we're talking about ongoing mental health issues for all of us so um there's a lot of pressure on us to try
to solve a lot of these problems and i want our staff to know that uh we are very grateful to all the work that we've done and i i would like the the board to also and all of us to acknowledge that it may not be enough absolutely it's not going to be enough and i think this is where our community partnerships come into play and hopefully we can leverage them to kind of expand our reach to help help our community at the end of the day i think the community knows that we are doing what we need to do to help our community but you know i acknowledge it we we we have challenges ahead and we got to be truthful with ourselves and also communicate that to the community uh having said that
i want to go to eric with internet access how are we doing and i know that i i also sent you some information or sent jiren some information regarding the county uh internet uh program that they were planning on putting together uh eric do you have an update sure so um thank you for the uh the inquiry mr jabar we uh we've ordered uh 6 000 hot spots going back to march and and then starting in the 18-19 school year have almost 2 000 1 million project devices we have gone through probably well over a hundred opportunities to pick up uh technology both hot spots and uh computers and so with with the wireless piece we're at the place where hot spots are are being picked up if they're still needed at the school sites
on an appointment basis and so that's if there's a troubleshooting issues if they're any type of issue if we need to swap out a device that's happening at the site now so that that families are closer to um where the technology is we did have a big push at the district office for a couple of weeks and uh pushed out well over well over a thousand hotspots during those opportunities so now we're looking at additional layers so we have the hotspots out we've also engaged some vendors about a private lte so that uh that's the wireless broadband technology that's used both by verizon um by att and by t-mobile as well as there's private companies now um because some spectrum has been opened up and so we with four four vendors we have uh we
have a quote from one um uh brian ami and i were talking with another one yesterday and we're very close to getting another quote um so we're looking at potentially a private lte work it's very expensive from what we've seen so far and um but we want to we want to explore that option um we're looking at um placing lte on vehicles so we've we've looked at a couple of uh um different options there i'm including the the one you shared with us about the trailers um so we're looking at that one uh we're looking at uh the company that santa ana unified's using so they they um are renting out vans and um and parking vans and uh areas deeply where they're they're getting uh feedback that this is a needs-based uh area and
it's it's a second layer on top of the for them it's they're also an uh one million project uh customer and they use verizon instead of t-mobile so this is a secondary layer where the hotspots aren't necessarily giving the users a full experience so there's many different things that can can weaken a signal from building materials to obstructions like trees and to signal interference um so and then the third one we're looking at and a shout out to matt thomas and scott sangren today we did a virtual walk with a company to put wi-fi on some of our vehicles so we're getting quotes where we would put wi-fi equipment on our buses and maybe some of our vans and it would be an initial outlay to put the equipment out there and then we'd have
ongoing cost of the management software as well as paying for the the white the wi-fi signal and um on that note i mean since you're getting quotes i would also want you to go ahead and tap into our county contact that i gave because they did during a supervisor's meeting i did ask them the question since they are they are a public entity and they already have a contract that if we as a school district could come in and do a piggyback and tap into their contract and they didn't say that they could do it so maybe what you could do is while you're getting the uh quotes for the rest of them to install these wi-fi into our vehicles uh maybe take a look at what the county is offering to so that we
can see if we can get a better pricing on that uh and then i would also encourage you to get in touch with dooku lee uh at the public utilities for anaheim i know dr moreno and i were on a meeting with him talking about the internet access and he had done some research as well his team has done some research so maybe you could uh collaborate with him to figure out that's one of the things also we've we've talked with fred uh bavaro public utility so uh we've had conversations with them about uh what their plans are um with uh if there are any plans to do a municipal wi-fi which it doesn't sound like they are and then also i from my understanding tonight at the city council meeting they're considering a um
a rebate for income qualified residents in anaheim yes yeah that came out of uh that came out of that meeting uh and i i believe they're going to do that and they don't have an idea of uh doing support wide internet access but they were looking at all these options so that's why i think it might be better if you're already in touch that's great there's there's some other options we're looking at such as spectrum has a a program where we could install internet directly into families homes it's it's a lot more expensive than than the other options but it may be a strategic area where based on need we can strategically utilize that program too and then and then the the faces led by carlos and arizelli they put a great resource site out
that's on all our websites and we have some low-cost internet alternatives also for families that are that are posted on the websites all right well thank you eric and finally i just want to say thank you to all of you guys i know that you know a lot of people don't know the time and effort that uh in the actually the time that you guys put into uh all the work that you do to make sure that our students and our families are taken care of so my my thank you goes to all staff including our teachers our classified staff our counselors if i missed anybody don't be mad at me but every single person who's out there doing some great work uh trying to serve our students so thank you guys thank you mr
jabbar and eric please don't go away i think that um eric uh we need to uh put you on a a pedestal we couldn't do anything without you and we appreciate you adore you and we are so grateful and we know that you haven't slept i hope you're sleeping better now thank you for all of the updates i'm hearing from teachers saying that you get right back to them and i'm sure everyone else is but eric my goodness you're getting back personally to teachers that email you and just you know just know that they're so grateful you know to to to to get that feedback and right away uh so uh i wish i could i don't know what i what i could do for you to to make up for all the sleepless nights
and the the amount of pressure on your shoulders i know it's been immense but just know everybody is so so appreciative and so grateful to you and um you know we bow to you and we we love you so thank you thank you thank you all righty okay moving on uh item 10.4 we're opening opening a public hearing for the learning continuity and attendance plan anyone wishing to speak on this we did not receive any public comment on this item all righty thank you close the public hearing moving on to items of business resolution 11.1 resolution number 2020 slash 20 1-b 0-2 supplemental employee retirement plan serp with kanan and associates uh so we'll move ocean all right and a second from ms smith uh dr root did you want to speak quickly or just
very quickly so this is um we're very fortunate we have a large veteran staff folks come to anaheim union and they retire from here and so we with the um with covid we know that we have a number of employees that that may want to take the opportunity to retire now so we've actually expanded the serve to two options one in retirement in december and one in decide retirement in um after may at the end of the year or june um our certificated teachers and counselors is the 65 of one year salary annuity for our classified staff our classified management and our certificated management it's a forty percent um and as you heard um grant schuster or asked the president share before definitely a win-win it's an opportunity we save money when we do the
surf we would never enact it if we weren't going to save money but we i can tell you we've already been getting quite a bit of buzz about this so i think the commute the the anaheim union high school district community is going to be very appreciative of our board supporting this so thank you thank you jennifer do you know the numbers that we have to uh achieve to break even so it depends because it all matches together um now if you looked at just certificated staff it would be 24 teacher counselors management it's three okay outside staff it's 26 and classified management is two but again as those numbers ebb and flow within the group they may create an overall savings so we don't look specifically at one group at a time we've tended
to look overall because the last two serps our board has been very generous and supportive of giving this opportunity to all of our staff fantastic any questions board okay uh roll call vote mr o'neill all right mr jabbar miss piercy i and miss smith i and i'm happy to vote i on this okay item 11.2 resolution number two zero two zero slash two one dash b dash zero three adjustments to income and expenditures general funds resolution number two zero two zero slash twenty one dash b dash zero four adjustments to income and expenditures various funds and twenty nineteen slash twenty unaudited actual financial statements action item okay jump in for just a second yes i think it's my last opportunity to thank my team and i want to tell you that unaudited actuals during a
pandemic is another challenge as well as having to take the federal funds and be able to switch a myriad of things around to maximize our funding but to due to our school dismissal due to the additional covid funding due to some other issues and adjustments we actually had our ending fund balance come in 14 million dollars higher than we had projected at estimated actuals that is very good news for us it's a one-time increase but if you remember three years out we were negative 30 million so that 14 million will put a very good dent into that negative number so i want to thank karen orr leads this task with her team um but you also have jerry chenerian's office involved you have our warehouse doing an audit of the inventories and so it's very

we've been talking about classified in general but um i think they deserve their individual recognition because they've been working super hard so thank you dr brian bringing forward and thank you to all our translators can i can i say something to i just wanted to concur i i believe right now with the pandemic our translators are doing double duty so thank you very much indoor julia i want to thank each one of them thank you dr bryant for bringing this out and thank you for stopping us dr frieden and and actually uh uh pointing this out and recognizing and uh as always i hope that these are going out to those various employees so that they can see uh and and be recognized um i always wanted these posted but we can't really post this

second reading action item okay moved in seconded um do you have a question yes don't don't yeah before we go on okay this was something that was mentioned in one of our friday letters as far as last year we kind of ignored this if the kids did not make this and they went ahead and they were allowed to do all graduation exercises but it didn't mention if this affects their diploma now and because here again we have those kids in the junior year were cut short of their ability to get their 10 hours and now in their senior year are going to be affected again by this for i would say first semester okay even if we go back you know uh hybrid they're still going to be a little bit hesitant to get out
in the community or and if they're not their parents are going to be so i want some clarification about what we're going to do for this 40-hour requirement for their diploma i think that we need a special you know thing to say for those kids dispensation now not not your sophomores and juniors but for our kids that were juniors and you know are now seniors so our seniors are the ones that you know yeah we did talk about this earlier and i know that uh jaren had mentioned that we the plan was to pretty much hold harmless uh for uh for the seniors right yeah exactly as you may recall last year uh trustee piercy we did a resolution uh with the board suspending certain graduation requirements so we'll ultimately have to do another resolution
if that's what we're going to do but we want to give you the heads up that okay obviously our seniors have been unable to commit those hours last spring last second semester and most probably all of this year because of what's been going on so we want to let you know early on that we'll probably be bringing this resolution to suspend that requirement because of what we're dealing with right well that's what i wanted to make sure that we're going to do another resolution for this crop of kids this year because we did it for last year's but they know now these kids are going to be affected just as the same and even more so because half of their junior year has been affected so or maybe more so yeah i just wanted to
make sure that we're going to do the same thing so then they won't have to be and hindered at all by that lack of those hours okay thank you miss piercy um i would be interested to know and um i i would think a lot of them have already gotten their hours i think uh um i would be curious to find out like how many have and how many have it that would be interesting but i'll bet you there's a lot who haven't gotten them in other words a lot of them yeah wait until their senior year you know i mean or whatever but i also have a question because this was an issue also on our friday letter was how are these being recorded and what is the documentation of these hours it i'm
assuming it's through the counselor but is there a form that they have to fill out i mean i just don't know as a board member how the exact way these hours are recorded are they given a form that they have to turn in each year or what yeah that has to be verified yeah so carlos do you want to address how the counselors are correcting getting that information sure so prior to kova and i know uh eric's team and others there has there has been unfortunately multiple iterations of the process the last one was there that the document uh found on our you know district's websites that the student can print um take to their you know service learning you know lead at whatever event that the adult would sign they would turn that document
in to the counseling program and they would the they would then input it so that it would appear in aries to then appear in the transcript so having no chance for physical you know touch we knew that we needed to be more efficient with the process so thrively now has created a platform uh so thrively is one of our platforms that helps our students with strengths assessments and others so we've we've approved that thank you board um they are have already created a platform where everything can be digitized but we haven't rolled that out uh you know we haven't trained the the counselors nor have we shown that to our students so it's everyone's point but there's definitely a challenge and i know our students are asking our counselors are asking you know what are
we going to do are we going to hold our seniors to this and i know it's since i have the the opportunity to respond i think we need to communicate to our students now um you know the seniors that we are we are not holding to to that and that was the purpose of the friday letter just to to you know be able to make our counselors aware and our students are aware and of course our families that are concerned are we do we have to do our complete our 40 hours um that that's what we need there's an urgency there we can fix the system once we get back to some level of normalcy but we we we are not there yet right okay thank you thank you good question miss piercy okay calling

on he he kicked me out i was a little shocked i guess you want a board member in there so uh beyond that uh had a sister city meeting and we discussed uh the main topic was two topics with one the students coming here and the second was our students going there and so we decided to postpone it the decision uh for i think it's the october meeting uh to see if we can get some input from japan what their thoughts are uh we think we know where we're going but we just wanted to hold off for a little bit longer just to see what what is going to develop out there so that's my report thank you mr o'neal mr jabbar yeah i i just uh want to report that i went to the
rop meeting of being unable to uh attend some of our uh uh back to school night meetings because of other conflicting meetings that i've had but i was fortunate enough to do this uh sycamore and anaheim uh welcoming so that was great uh did attend a couple of meetings regarding internet access for ours our district students as well as students in anaheim with county and also with dr moreno and public utilities for anaheim anaheim city of anaheim uh and uh i know i've been getting a lot of appreciation from our community uh in terms of our food distribution set setting up food distribution with our non-profits in our different schools uh that's been a huge huge uh hit with our community because obviously there's a big need there uh and also they appreciate the food
distribution from our department so i want to make sure that that thank you goes out to our staff in that department as well and also our folks who are coordinating this nonprofit food distributions in different schools the latino health access program that's been going on at each of our sites on and off i stopped by and they're doing some great work in making sure that they partner with our school and the city to provide the necessary testing for our community so that's huge other than that just being out there going out to different meetings that's about it thank you thank you mr jabbar miss percy okay i had to find my little cursor um along with mr o'neal i attended about six back to school nights um each one was different i mean my first
one was very difficult trying to maneuver schoology and i wasn't being let in at first so well i didn't get in let's put it that way i kept trying and the principal worked with me but there was a glitch with the board members not being allowed in because lexington was the first one of the first ones to have their back to school night but after that the schoology i was on i was admitted so i could go in and out so um i learned to use schoology pretty well i could become part of a class and then when i peeked in and listened then i went back out and i you know dismissed my name from the class and so it was fun it really was but then i got a little bit of difficulty
on my last one at orangeview i couldn't get in for some reason it wouldn't let me in but a lot of the principals and the assistant principals did a lot of work or counselors setting up uh flip grids um now i know what that means okay flip grids and little uh avatars for their teachers and you could go there and all of our teachers put things together they did videos you know live videos as well and so i tried to go in and out not be you know obtrusive i didn't want to interfere so i went in not on video and for the most part but couple of people saw me and said something and then i had to respond but otherwise you know but it was fun i enjoyed it and i kudos to
our teachers and administrators they i think they did a great job and there's a few more to come up and we'll see how they did it because they all they all did it differently um then i also attended a discipline committee meeting and i think it was a little late getting there but i got in some of it and our opening school task force i came into some of those and listened off i didn't say much on those i just was snooping like at the principal's meetings i like to go in and hear what's going on gives me a good idea what's happening and i wanted to say something about the principles when we did the year of the administrator those school site principles that one the day before school started there were i mean
how many meetings did they have three different meetings or at least two you know trying to figure out what was going to happen the next day so talk about a lot of work um and then um insurance meeting okay and once again a lot of work into the insurance meeting and i'm sorry but i have to say i couldn't believe that we couldn't give away money i mean easily there had to be some strings to that i still can't get over that but oh well uh we did i'm not sure what we did right now i i'm confused as to what actually happened we'll have another insurance i mean there was so much up in the air we were trying to you know save money but you know to keep things down but um okay
i will be at the next meeting to find out isn't that tomorrow uh mrs piercy if you don't mind if i can um enter interject um please do after did um did agree to everything so all five associations are totally in agreement supporting it they're very thankful for for how we're doing this this year the insurance committee appreciating that we're using our inflated ending fund balance to be able to not raise any cost on health and welfare for employees during this pandemic so um it it turned out super super well and i think our all of our employee groups have truly appreciated that our board and our superintendent have put employees first yet again in the decision okay so they did negotiate that in other words i mean see that was the one thing i
didn't know whether that went into the negotiations or not because that's what grant wanted so what will happen is it will go the insurance committee meeting um will make the recommendation to take that back to their unions and as the recommendation from the insurance committee um because of that there's really not much that human resources will have to negotiate because we're not changing the um super blended composite cap um there might be some language because of the express script changes but ultimately um this will there should be very little to do with negotiations with health and welfare because it just was a great year for it so very good well okay so there was an agreement there though because i know grant was not in favor of it he wanted something else so i wasn't
sure what went on but anyway we will be dealing with that and once again we we're very lucky in our district that we've got this going and uh and i think that was it i attended one other uh virtual webinar for art providers was very interesting there were you know people from canada and the bay area and san jose and um it was interesting to say put it mildly and i think that was about it i think um other than our board meetings and virtual meetings of you know this and that and whatever uh an interesting time for sure oh thank you what else he comes on oh shoot what did you forget oh it just flipped back again no no somehow i don't know what's happening we are still on we see you am
i still on okay let me let me find it okay don't cut it picked up the mouse and it just switched i don't know i'm still learning technology are you kidding me mrs smith i won't my daughter had a fun time just listening to anna flip out who was having a fun time my daughter she was laughing here good go ahead ms smith i won't go into detail i attended the insurance committee meeting and the math teachers task force and that was very difficult just to understand much of what they were talking about because i'm not on the internet i'm doing it by phone and i wanted to say that the school news roll call magazine for august december of 2020 was really uh well done and um i really appreciated uh mike matsuda's ops
article the obstacle is in the way now is the time to prepare for the future good article and then the piece by dr freed eric greenwood uh katrina calloway and mj cook and and then all the others i won't go through all the wonderful pieces but i deeply appreciated this magazine and it's free which is remarkable and jennifer as sad as i am for us i'm equally happy for you if that is well said we wish you well your new district is going to just go hip hip hooray we did a wise one we wish you well good health and happy travels thank you so much one and all thank you thank you miss smith um i attended um an introductory meeting with the vietnamese student association the vsas across the district they all met
for the first time and and i was their first guest so i was very honored uh and a lot where a lot we're still camera shy and they encourage them to turn on their their cameras but uh you know it's a very um it's a it's a very odd thing this virtual world that we're in and it takes some getting used to um attended the personnel commission meeting um very interesting and uh and heard a lot about how uh all the work that it it's taking to process um uh all of the all of the hires um the uh uh the opening of schools task force meeting uh was kind of sad that we're kind of winding down it's been really interesting robust conversations going on and um i'm sure we'll there will be a
continuum of uh some sort of that you know that that group that gets together so just invite me because i i want to be in it uh the rop meeting uh was was very interesting they started a new um uh kind of a platform of all of the um administrators giving reports and so you know the administrators that give the reports about our schools was very fascinating also they hired a new administer uh and her name is um dr holstrom and um she if if you uh if you if you could see this picture she uh is a very familiar face to us she's um uh was involved with uh healthy smiles and um and that's where i met her um very enthusiastic um person and a great hire for rop uh just some highlights
uh from gail kairis um she said students in our new engineering design pathway at catilla are creating their first drawing on sketch pad with their new instruction instructor uh i'm going to butcher her name sorry nema neg negad dude it's n-e-g-a-h sorry d-a-u-r-e-e uh she's a senior certification senior certification engineer for test and validation with um rathon collins aerospace so very interesting the culinary arts students are working on their food handler certification that enables them to gain immediate employment experience in the food service industry the new biotechnology pathway at anaheim high school is learning from quality control specialists and scientists simon nichols they will research protocols such as those required by the fda and the usp the united states uh far macos via uh convention usp western high school students now have the privilege of
participating in a pre-apprenticeship program in the partnership with southwest carpenters union and taught by journeyman richard foley the curriculum exposes students to a variety of careers and the patient care pathway classes at kennedy high school have grown in into include nine medical careers one body systems and disorders and a new on-site medical assisting capstone class uh and uh um dana lynch uh gave a report that the social work and health advocacy capstone course for our public and community health pathway at western high school was approved as a general elective so all three levels of biotechnology pathway were approved as honors courses with levels one two as d lab science and three general elective so we are now at are there now rop is at 95 uc approved courses and closing in on 100. i thought
that was pretty good news to share i also attended many open houses very briefly didn't want to intrude on the classrooms as had the same experiences as soon as i got on oh there's a board member no no no keep what you're doing but i did speak to sharon um king over at anaheim for a while and what i noticed about her virtual classroom was something very very interesting um she put on the the family resource link and whoever provided whoever did that link i think every teacher should have that in their virtual classroom uh because you know the first person that they that that students um and parents get to know is the teacher and it kind of saves a step of a phone call but there's everything on that you guys have to
go right now after this meeting and go look it up there's every s every amount of resource that you could possibly ever imagine on that and whoever uh whoever did that uh carlos oh my goodness uh kudos kudos to them it's it's fabulous it's amazing yeah um and tomorrow i will be attending my first the selfa meeting of the year and with that uh our next meeting uh regular meeting is september 24th and then our uh it's a special meeting then our next regular meeting is the uh 15th of october uh and he suggested agenda items board i just would like if we could in the near future since we're talking about it grant's talking about it i was talking about it it's on our survey maybe we could get a mental health update um
