Good evening, members of the board. My name is Peaches O' Conor and I'm a junior at North Valley High School. I'm here tonight to give you a quick update on what's been happening in our alternative education programs. Recently, the district maintenance team improved the landscaping at North Valley campus, and it looks really nice. We appreciate the work that went into making the campus feel more feel more welcoming for both students

016and staff. There are also several faculty updates planned. North Valley classrooms will be getting interior improvements while Opio High School and Community Bay will receive both interior and exterior modernization over the summer. Mr. Mr. Shriner has been very helpful in planning these updates and making sure they align with the vision for our schools. These improvements should make our learning spaces more comfortable and help the campus function even better for students and staff. North Valley and Community Day School will also be receiving new stu new student desks for the upcoming school year. These will help the classroom organ organization increase student engagement and support a better learning environment. We're thankful to Mr. Parker for helping secure the funding for this improvement. Oak View High School is currently working on Wasque self-study report and will be hosting

017Wasque visitors from April 20th to the 22nd as part of the accreditation process. If any district member or board members would like to join the welcoming committee, please let Miss McCaui know and she will send you a visit agenda at North Valley. RO signups are taking place next week. Miss Jamie, our counselor, has been increasing outreach to encourage more students to participate in these programs, which gives students opportunities to explore careers and gain real world skills. Staff across our programs are also preparing for upcoming professional development and program improvements to continue strengthening the service and opportunities available to students. Thank you. cold high school. Yes. Ready. >> Good evening. I am Eleanor High School, principal at New Tech, and I am very proud to introduce our student of the quarter from New Tech, Colton Hayden.

018Hayden, I did it, too. So, sorry. Um, so Colton actually is a has taken a different kind of path, right? and and he did not get to start with us. Uh by the time he came to us the second day of his sophomore year, third high school and uh so credit started out a little wonky. Came in from out of the area. Um and you know that kind of weighs on you a little bit and then some health challenges and things kicked in and um and he got to a place where he needed we we weren't able to provide the setting that he needed. So, Colton had a had a reset um down at North Valley and um and did absolutely everything he needed to do to return and has been phenomenal and doing such

019a great job ever since. And so, um teachers, even Miss Jamie down at at uh Ald um sent some comments, so I wanted to share. And also, I don't even think you know this, but when he left us, his attendance was just under 74%. And and this year so far, we're like 98.9. Like phenomenal turnaround, which is phenomenal. Um, from Miss Jamie, uh, from day one, Colton had a clear goal. Stay focused, finish courses needed, catch up on credits, and return to his home school's new tech stronger than ever. What truly sets Colton apart is his attitude. He showed up every single day with a smile, positive energy, and a readiness to do whatever was asked of him. Stayed out of trouble, remained focused, and consistently put in the effort to be successful. We're incredibly

020proud of his growth, resilience, and dedication. Uh, from Miss Savage, program coordinator at New Tech, Colton brings so much joy to New Tech, and since last year, he's put in a lot of effort to better himself, and the results are evident. He approaches his ROP work, auto ROP, with great diligence and is eager to share his achievements, whether it's earning a certificate or passing a test. His kindness and knack for telling funny stories uh always brightens our day. Truly does. Uh keep up the fantastic work, Colton. And um from Miss Peton's the English and his PLT this year, I've been so excited to see Colton um being motivated, eager to work. He turns in his his well thoughtout work and has a great attitude. Attitude really good everywhere it is. Um Colton participates in class

021discussions. He's an active part of his teams and presentation skills are excellent as well. Uh we are all very proud of Colton and know everything that you want to do is going to happen. And so special shout out to mom back there too. Done a lot of great work. So Colton Thank you. Hi, I'm Mrs. McCi. I'm the principal of North Valley High School and we would like to offer a recognition to Dion Hill for his remarkable growth that he has demonstrated over the course course of this school year. Dion has worked hard to develop into a responsible and focused student who has committed to building a positive future for himself. He has shown real dedication to earning his credits towards graduation and approaches his school work with a seriousness and determination that has not

022gone unnoticed by our staff. Beyond academics, Dion contributes positively to our campus community. He consistently shows respect to both staff and peers and brings a positive attitude into the classroom. Teachers often note that he participates in discussions, helps keep others on task, and has a natural ability to bring humor and energy into the room while still maintaining a professional and respect respectful presence. What stands out most about Dion is his resilience and willingness to grow even when life presents challenges. He shows up ready to do his best and help others when something needs to get done. He has become someone younger students look up to, often going out of his way to acknowledge and thank the adults who support him each day. We are proud of this young man and who he's becoming and we

023are all ready for the bright future that lies ahead. Before we go to item 4.1 public, just remind everybody in the crowd, please be civil and also remind you guys that this is a board meeting held in public. It's not a public meeting which the board attends. You may make comments and express your opinions to board. They are not required to respond. It's open to be civil. Thank you. So in the public comment period, the board will hold comments from the public on agenda or non-aggenda items. The procedure will be that three minutes to address the board on any closed session agenda or non agenda items. The board total time for input on each topic to 20 minutes. the board president that may may rule on the appropriateness of a topic and if the topic

024for suitable to be addressed at a later time. The school district governing board cannot legally take action on a matter at one of its regular meetings if that matter is not on the agenda. We're now open it up to comments. Good evening, board members of the board. I'm speaking to you not just as a student, but as an athlete who has put in the work for this program. I was the starting linebacker my freshman and sophomore year, and I know firsthand the dedication it takes to compete at a high level. This year, our team has something special. We have more than enough talent to go far this football season. We have players who have trained, lifted, practiced, and sacrificed their time to represent our school. But talent alone doesn't take a team far. What we're

025missing is a strong leadership from a qualified coach. He can guide us, prepare us, and push us to be the best we can be. I know many of you may not realize just how important that is. Not the ones on the field putting in the hours, the sweat, and the work. But we are but we you are the ones making the decisions that affect all of us who are as students. We have spoken up. We have clearly expressed who we want to coach us. Our community has supported us and stood behind us. Yet the only thing we've been told is that the district will pay for us to go to camp. Camp is great, but camp doesn't replace a coach. Is the district also going to also going to provide the daily mentorship, the preparation,

026the leadership, the accountability that a real coach gives every single day. Because football camp alone doesn't build a program, a coach does. So I ask you tonight, please stop making promises you can't truly deliver on. What we need isn't another temporary solution. What we need is a coach. Give us the leaders, the leadership we deserve and let us prove what this team is capable of. Thank you. Six years ago, our community was told a lie. The lie spread fast. It stuck and damaged a lot of people and their reputations. But through time, a district investigation cleared everyone in the in the lie. Everyone. Sadly, those findings were never made public, and that also damaged people and their reputations. The truth was found that our boys were not sodomized. It was not a longtime tradition. It

027was not promoted by the coaches. It was not known by any adult. The football staff did not try to cover it up. Our team word PAIA was not a felty acronym. It actually means love, friendship, and brotherhood. It's engraved on the headstone of one of our boys that we lost in a car accident. And the online cowards that disrespect our word, they disrespect his memory. I asked a board member, a friend of mine from the Cottonwood district, well respected. I asked him if you ever did you ever go against the attorney's recommendations. He said yes. He said I always rule we tried to rule on in truth, integrity, community and kids. Never out of fear. I don't really don't know any of you on the board and none of you have taken the time to

028get to know me. I guess you're learning about me on Facebook or maybe some headline news. But let me introduce myself. I'm a Christian and I have a relationship with Jesus Christ. I was inducted February into the West Valley Hall of Fame. I coached and built a great football program at West Valley for 30 years. I am the second winningest coach in the North State. I'm arguably the best fundraiser in the North State. My crab beads raised $1 million in the last 10 years that I was there. I love helping boys become great men. It's actually my passion. I am a transformational coach. That means I love kids and I love kids more than I love winning. Apparently, that is not the man you want coaching your voice from your vote the other night against

029a 6o committee vote to reinstate me. I wanted to ask tonight if three of you might reconsider me. I believe in doing so you can kill a lie over this community. You could give their boys the coach they wanted. We can recover a football program that's struggling and we can protect boys from a lie. You've said online you want to ret protect boys. Give me a chance to do that. Thank you. >> Good evening members of the board. I'm here tonight because the lack of accountability in this room has reached a breaking point. We are watching our district fall into a state of shambles and it's time for direct answers to the question this community has been asking. First, I want to address the legal and ethical reality of your recent actions. To each board

030member, have you read the district's investigation in full? Are you making educated, objective decisions for our students, or is this a personal vendetta? Sources indicate that during your own queso investigation, admissions were made that suggest personal bias is driving policy. To that end, do any of you hold a law degree? Are we simply being governed by biased opinions at this point? Furthermore, when the reputations of our staff were dragged through the mud, could you ever make a formal statement clearing names on a public level? Your silence spoke volumes, and it was a betrayal of the people who keep our schools running. Regarding the future of our district, let me be clear. We don't support the combining of schools. This solution ignores the fact that our current infrastructure is failing. The recent disaster regarding the football

031coach is just one of many issues you have caused through mismanagement. Currently, we have a sitin principal and a volleyball program left waiting around for basic leadership and as that young gentleman said, a football team that's waiting, too. Finally, a specific question for Mr. Gibson. Why is there at least one board member currently holding a seat who may or may not live in this district? It's been publicly identified and that's an issue yet I see no action being taken to rectify it. It is a blatant discrepancy and it shows staggering lack of accountability. Why has no vote been taken to fix this? And doesn't that make the vote for a head coach uh invalid or any other vote in that case? We're no longer asking for transparency. We're demanding that this community deserves a board

032that follows the law and puts students above personal agendas. >> First of all, Miss Adams, I find it very disrespectful that you haven't once stared at anyone. THANK YOU. AS A PARENT WHO IS deeply concerned about the recent decision not to hire a highly qualified football coach based on personal beliefs rather than professional ability decisions like this should always come back to one central question. Is this truly in the best interest of our students? Right now the message that is being sent to families is troubling. When a clearly qualified coach is passed over for reasons unrelated to their ability to lead, teach, protect our kids, as you still continue to look at your All right. Uh, it raises serious questions about priorities. Our students deserve the best leadership available, especially in athletics where mentorship, discipline,

033and safety matter every single day. And the impact of this decision goes far beyond just a coach for one team. Families are already talking about leading your district, Stacy Adams. And these are not only athletes. We're talking about strong academic students as well. When families start looking elsewhere, the district doesn't just lose players on a field. It loses scholars in a classroom, leaders in clubs, and members of our community. that you represent. Speaking personally, I have four athletic boys in this district. If families like mine decide to leave because we no longer feel the district is making student centered decisions, that's four more students gone. Multiply that by family other families who are feeling the same way and consequences become very real. The other serious issue is that must be considered is student safety. Hiring

034a quality coach isn't just about winning games. It's about making sure our kids are trained properly, supervised responsibly, protected from preventable injuries. If the district chooses not to put the most qualified person in that position, then it also accept will accept the responsibility that comes with that choice. I hope the board will take a step back and truly ask yourself, is the decision about personal viewpoints or is it about doing what is best for the students we have entrusted to serve? Because at the end of the day, every decision made here should start and end with one thing and that's our kids. Before I begin, I want to acknowledge that I understand the board is not legally required to respond to questions during public comment. However, I did some research and under the Brown Act,

035there's actually nothing preventing you from providing clarification to the community you represent. You were elected to represent the public and tonight many members of the public are asking for transparency and accountability. So I'd like to ask a few straightforward questions. There are members of this board who by public understanding do not live within the areas they represent despite district bylaws requiring that and who have chosen not to enroll their own children in this district. How can this community trust decisions being made on its behalf when those making them are not fully rooted in or personally invested in this district? Nothing. Okay. Uh this is for the athletes in the room. Football, volleyball, and others. How many of the athletes in this room feel that the board's actions over the last several months have represented what

036is best for you as students and athletes? None. Right now, there are multiple programs without leadership, no coach, no direction, and athletes left waiting. What do you have to say to them? Nothing. My next question pertains to your decision to decline Coach Grand's reinstatement on February 11th. Before that decision, by a show of hands, how many members of this board actually reviewed or briefed themselves on the details of the case regarding Coach Grandal, including the district's own investigation findings? >> You said you did on video. >> None of you, right? Yeah, I see that. So, let me scroll down to if no one raises their hand. Thank you. If the district's own investigation cleared the coaching staff of all wrongdoing and no criminal charges were filed, how would rehiring someone who was cleared, create more

037risk than hiring a new coach who could face the same type of allegation tomorrow? If allegations alone, even when later disproven, are enough to permanently damage someone's career, what protections do any current or future staff members or coaches actually have? None. At the end of the day, transparency should not be controversial. You were elected to represent this community, which means you answer to this community. And when straightforward questions like these go unanswered, that doesn't reflect the questions themselves or the people asking them. It reflects on the decisions themselves, the people who made them, and the integrity of how they were made. Thank you. Good evening. My name is Shaki. I did not write anything this time. I just want to come and speak from the heart. And I come here as a frustrated parent. I

038am frustrated because the lack of leadership that I see in upper administration and within the board in regards to West Valley's football team. our boys that came to the last two board meetings and that also went to the student council meeting asking for a change in leadership regarding the football program have been completely disregarded. I feel like the administration that you voted in at West Valley was unanimous in their decision on a specific coach. The athletes rallied behind that coach. The parents and the community members rallied behind the decision that your administration supported. Our boys, my son, his friends, those athletes are more than just football players. They're basketball players. They're track athletes. They're baseball players. They're wrestlers. And they are your top scoring students within the school. Their parents, we are the parents that

039come to the meetings when we're supporting our children. We're the parents that run the fundraisers. We buy the tickets. We sell the tickets, we run the crab feeds, and we run the snack bars. If you don't have our children and us as parents supporting this school, then what do we have left? We also have, and with respect to names, I'm not going to mention any, but the upcoming varsity boys have probably 8 to 10 incoming freshmen. If we lose those boys for their senior year, we're also losing the freshman. And that is four years that you're losing athletes and academically sound kids and really good quality parents and families. Not to mention kids that are even younger. I have an incoming freshman and a fifth grader. If my senior doesn't go to West Valley, my

040freshman's not going to go and neither is my eventual fifth grader. I'm just asking you to honor the requests made by your students. They asked for leadership within a football court program and they did it in a respectful and kind manner and I really hope that you can come up with a solution that honors their request and honors what the community and their parents have supported. Thank you so much for having me. >> Or do I get extra 20 seconds? Don't worry. >> I'm Lindsay Ballard. I am an alumni of West Valley High School. I have a freshman. I have a seventh grader. Our experience at West Valley High School is terrible. Um, lack of leadership hands down starts at the district. We had an incident with the football program this year. We were lied

041to. My son ended up having to have surgery. A plate some screws in his arm because of lack of leadership. It was not handled appropriately and unfortunately I handled it how I thought. It was terrible. There is more to this school that is failing than the football program. We have no leadership and it starts here. We need to change it. Splitting up these schools is not going to be the answer because if you guys want to be a good school, combine them for the right reasons and let's be a united front. We can be a great big school. But doing that is not going to help anything. You have to have a leader. If you don't have a leader, everything fails. There was no parent meeting for football. There was no parent meeting for basketball.

042There was no parent meeting for FFA. My son played football for a day. Actually gave his whole summer. Got hurt for a scrimmage before the league even started, a non-cont scrimmage that turned contact the last two hours of this community event. Then he plays. He doesn't get to do any sports workouts or anything because he's recovering from a broken arm. Makes the basketball team. No, no leadership at the basketball team. No parent meeting, nothing. The only program that we have been a part of at this high school is the baseball program. They're running a hell of a program out there. And I can tell you, even though my kid is young and new and he is coming up from an injury, he is around great people who hold him to a standard. These coaches hold

043themselves to a standard. If you don't have administration, your teachers, your FFA advisors, if they're not held themselves to an accountability and a standard, and you don't have the administration to make them be accountable for what they do, you're going to find it nowhere. And this school will fail. We need that part to change. Thank you. Hey everybody. Uh, Andrew Gum with the school here, graduated in 2002. Uh, first of all, thank you guys for being on the board. I've been on a board of school district for six years. I know how difficult it can be. Big decisions you guys got to make. All my brothers and all my sister went here and my mom, my aunt, my my uncles, my in-laws, my wife went to this school. So, uh, I have nothing but fond

044memories of Anderson High School. the Afro Boys. I don't know part you remember the Afro Boys. Uh football games, sports, community involvement, all all sorts of stuff. Bond's memory was beating M Valley Sports. Sorry, I lines in. Yeah, I know. We didn't do it too often. Yeah. So, but uh it's been really nice seeing the school, both schools actually, getting more in record search light for our for our athletes. How cool is that to see our kids actually in the newspaper for our school? That's really nice. Um, I understand has really good programs. We got FFA, a science, math, robotics, great band, hardworking teachers, sports shop. But with all that being said though, where are all the students at these schools? Where are they all going? My kids go to PCO and there's 80 kids

045who are graduating this year from eighth grade and only four have decided to come to Anderson High School. And a lot of those kids live this town by 7-Eleven. So, they're not coming to this school district for a reason. Uh, for me, when I walk around the school, I see things that are broken down. Bathroom's broke. Tiles still falling down. The cafeteria, the PAC looks like it could be torn down, re is terrible. We have a program this weekend for the kids to come to from Pico and we're bringing family and parents. What a great opportunity to show them our school and they're going to come into something that's that's falling apart. Um, a lot of things could be happening. I mean, just look at the Facebook page. We have Anderson's Facebook page versus West

046Valley's Facebook page. Anderson High School's Facebook page looks like it's been done by two-year-old. West Valley is amazing. They got videos, all sorts of stuff. It's like we're not bringing kids into this school. We're not promoting it like it should be. Uh it just feels like it's a a lot of lack of caring. And tonight with 6.7, we're going to talk about having combining the schools. You're going to pay a company to come and see what we're going to do, how we should do this. pay paying somebody to come and do that. But our money, talk to us about it. Listen to what we're saying, how it needs to happen. Um, both our schools are great. We can be great again. We just need to get us in the get the word out that we're

047a good school. And too often we have to turn on the news and hear just no, no, this is happen. This is happening. This is happening. And they're going to Foothill. They're going to upre. They're going to all these other schools. I mean, 80 kids at one school that should be coming here are going to their schools and we should be here. Our sports programs, our band programs, all of our stuff could be that much better. They all if they all came where they should be going. Uh, our kids are great. They deserve a great school like it was before. It has been, it can be again. I know it will be, but it's going to put effort into it. Thank you. Hello, I'm Mike Franco. Played under coach Grandell back in 1998. Chess College

048Hall of Famer football. Um, I wrote a letter. Not really good. I'm get teared up. Would you guys anybody mind reading it for me? It's just all positive stuff. Um, no. >> Does anyone >> Okay, that's fine. Um, I'm going to give this to you though. You can take for yourself for your first. >> Perfect. You can READ IT LATER. GOOD EVENING board and community members. My name is Curt Kirsten Payton and I was this year's freshman volleyball coach at West Valley and I'm also a 14 year 14-year coach for the Momentum Club volleyball team run by coach Melissa Church. Tonight, I am here to speak in support of Coach Melissa Church and to ask the board to take a hard look at what is happening with the West Valley varsity volleyball program. For the

049past eight years, Coach Church has led this program with consistency, integrity, and success. Under her leadership, West Valley volleyball has made multiple playoff appearances and multiple athletes from her program have gone on to play at the collegiate level. These achievements do not happen by chance. These are the result of strong leadership, high standards, knowledge of the game, and a coach who knows how to develop young athletes both on and off the court. Coach Church has both played and coached at the college level herself. She brings this experience to West Valley in a way that has directly benefited her athletes. She's built a program known for competitive, disciplined, and respectful volleyball. She teaches more than volleyball, though. She teaches work ethic, accountability, character, and resilience. She has made a lasting positive impact on the lives of

050so many young women who have come through her program. >> What makes this situation especially troubling is that Coach Church was never let go from her position, nor has she resigned. Yet, somehow the varsity volleyball position is now being opened for internal hiring. that raises serious concerns about fairness, transparency, and process. If a successful coach has not been removed, has not resigned, and has continue to serve this school in a positive way, then why is her position being treated as if it's open? That question matters not only to Coach Church, but to every student, parent, and community member. This district is already facing major instability. enrollment declining, a principal resigning with board approval, and no football coach. Your community is already frustrated by the decisions that have been made have been made, and their voices

051are not being heard. Opening the volleyball position under these circumstances only adds to the growing perception that proven leadership and community trust are not being valued. When a coach has a record of su success, develops athletes into college level players, and builds a competitive program that positively shapes students lives, the district should be doing everything they possibly can to retain that coach, not quietly push them aside. I urge this board to act with fairness, transparency, and common sense. Support Coach Melissa Church. Support the student athletes who thrive under her leadership. Support stability in a time when this district needs it most. Successful programs are built over years of hard work, trust, and proven leadership. And when one is torn down without explanation, the community sees exactly what kind of leadership we're missing. Thank you for

052your time. >> Good evening. My name is Lexi Franciscuit and I am a West Valley High School alumnist from the class of 2025. I am writing or I'm speaking here to respectfully ask that you consider um any decision that would result in Melissa Church being removed from her coaching position. West Valley volleyball is a program built on a strong and lasting tradition with numerous section titles and a long history of shaping lives of young women. It stands as one of the most respected volleyball programs in the area. Carla Davis established a legacy that set a high standard and Coach Church has continued to uphold and strengthen that foundation. Volleyball has been a central part of my life for over 10 years. When I was preparing for high school, my decision to attend West Valley was

053largely influenced by the strength of it of its volleyball program. I played all four years and had the privilege of being coached directly by Melissa for three. Coach Church is an exceptional exceptional leader. She is not only knowledgeable and dedicated, but also also deeply compassionate and invested in her players. She takes the time to understand each athlete individually and fosters an environment where every player strengths contribute to the team success. Within the six years that Coach Church has been head coach, she has made five state playoff appearances and has won four consecutive Northern Section titles. Because of her leadership, the program has continued to thrive while maintaining the values and tradition that make West Valley volleyball so special. Even after I graduated, Coach Church has continued to support and encourage me. She has remained someone

054I can look to for guidance, always taking the time to check in, offer advice, and celebrate my growth beyond high school athletics. That continued investment shows a great deal about her character um as she does not just coach players for a season, but builds relationships that last well beyond their time on the court. Beyond the high school program, Melissa has also um strengthened the future of West Valley volleyball program of the vol of the West Valley volleyball program. Her efforts include a volleyball AAU club which um which shrinks a pipeline of def which creates a pipeline of dedicated athletes and have further unified the local volleyball community. What many may not see is the level of personal sacrifice that she makes to support the program. Melissa works for the forest service on Eastern Standard Time,

055so she consistently can be present at practices and games. This means that she starts her day at 5:00 in the morning and is able to make it to our practices by 3:00. Not only does she come to our practice at 3:00, but she's there for every single away game and every single game that you could possibly think of and is there for well over until well over 9:00. In addition, from the time her youngest daughter, Remy, was born, she has been present at nearly every practice. Growing up on the sidelines to the gym, a constant reminder of the balance Melissa maintains between her role as a mother and her unwavering commitment to this team. That level of dedication is rare and speaks volume about the kind of person and coach she is. Coach Church is

056more than a coach. She is a mentor, a role model, and a vital part of our West Valley volleyball community. Removing her would not only disrupt the program stability, but also take away a lead cares about her players development and well-being. I respectfully urge you to consider this profound and lasting impact she has made on the program and its athletes. Thank you. >> Good evening and thank you members of the board for giving us opportunity to speak today. My name is Ellis McFarland, a senior at West Valley. I played under coach Melissa for three years on varsity for close to 10 years, including club. During this time, she's become more than just a coach to me. She became someone who I truly shaped who I am today. Everyone has at least one coach or one

057teacher that has changed life. And for me, that person is Melissa. Being coached by her was about so much more than just volleyball. She didn't just teach us how to play volleyball. She taught us discipline, accountability, and how to push ourselves even when things got hard. At the time, it wasn't always easy, but looking back, that's what helped me grow the most. High school is already a time where you're trying to figure out who you are. And having a coach like Melissa during this time makes a huge difference. She created an environment where players felt supported, challenged, and motivated to be better, not just as athletes, but as people. She truly cared about each player, taking their time to get to know us and believe in us, even when we didn't believe in ourselves. I

058knew that if I wanted more playing time, I had to work harder. And this mindset is something that has stayed with me at this time. At that time, it has always not never been easy, but looking back, that's what helped me grow the most. She's built a program where playing time is opportunity where based on merit and hard work and not favoritism. Good evening. My name is Campbell Anthony and I'm a senior at West High School. I also had the privilege to play under coach Melissa for around eight years, two of those being varsity seasons. Because of her, we didn't just leave with better volleyball skills. We left with life skills we still use today. She helped us learn how to handle pressure, be better teammates, and stay committed even when things got hard. That's

059something that stays with with you long after high school ends. And that what she's ex exemplifying here today by fighting for her role in this program. It doesn't make sense to take away a program from someone who has done so much to build it. The success this program has had over the years didn't just happen by accident. It came from her leadership, her consistency, and the effort she has put into every single season. When you remove a coach like Melissa, you're not just changing a position. You're affecting the culture in everything that goes into it and has been built over time. Melissa is more than just a coach. She's a mentor, a role model, and someone who has had a lasting impact on countless athletes. That's why we strongly believe that she should remain the

060head coach of West Valley volleyball. >> Hi, my name is Juliana Chapman. I'm actually going to be reading a letter on my daughter Bentley's behalf. She's a former West Valley player. She's away at college right now, but has had a profound impact on her life. She's known her since she was little, so she's sick. I think emailed you guys the letter as well, but she's asked me to read it tonight. So, to whom I may concern, I'm writing this letter in support of coach Melissa Church. My name is Bentley Chapid, and I am a former West Valley volleyball player. I began playing volleyball for Melissa when I was 10 years old through her club program, Momentum. From the beginning, it was clear that the club teams in the area did not compare to what she

061had visioned or built or wanted to build for the upcoming classes seeping into the West Valley volleyball program. As a freshman, I attended Shasta High School and played volleyball there. However, I made the decision to transfer schools for the purpose of being coached by Melissa. I had the privilege of playing for her for three years of high school, beginning my sophomore year. During that time, our one our team won three section championships and made multiple state runs just in the years that I was part of the program. Melissa truly is the heart and soul of West Valley volleyball. Melissa holds this position not by coincidence, but because she has earned it through years of dedication, experience, and the trust she has built within the community among the West Valley staff and families. Her leadership and

062commitment to the program have been evident for many years, and the success and culture of West Valley volleyball are a direct reflection of the work and time she has put into it. It has recently come to my attention there that there are efforts being made for another individual to take over Melissa's coaching position. From what I understand, this individual currently serves as a school's principal and is beun is pursuing a transition into a teaching role in order to become eligible to take over the head coaching position while his own daughter is a member of the team. The timing and circumstances surrounding the situation raises understandable concerns within the community. When a long-established coach with a proven record of success is suddenly placed in a position where her leadership is being challenged in this way, it

063naturally creates the appearance that personal interests may be influencing decisions that should be made solely in the best interest of the program and its athletes. In a small town like Cottonwood, it is easy for situations surrounding high school sports to become influenced by personal interests or outside pressures. However, through my time playing for Melissa, she consistently demonstrated that her focus was always on what was best for the team. team as a whole. Her leadership has always been fair, objective, and centered on developing both strong athletes and strong individuals. Throughout my volleyball career, I have been coached by many different coaches. In that time, I can honestly say that I have never seen a coach handle pressure with as much grace and professionalism as Melissa does. She continues to maintain a positive attitude even when faced

064with challenges, something that speaks volumes about her character and commitment. Melissa has not only been an an exceptional coach, but also an incredible role model. I strive to emulate the qualities she demonstrates both on and off the court. Her unwavering faith in the Lord and the way she constantly brings positivity and encouragement to those around her make her a true light. For many of us who are fortunate enough to play for her, West Valley volleyball is what it is today because of Melissa's leadership, dedication, and integrity. Removing and replacing a coach who has built such a strong program. >> Thank you. I just wanted to say thank you guys for letting us come talk to you even though you may not have any choices matter. Um my name is Emry. I graduated from West Valley

065in 2023. During my time there, I played volleyball all four years. Um I felt compelled to write to you about the total injustice and political power in play at this school more recently in regards to its volleyball program. Um, as it's well advertised, West Valley volleyball goes by the saying, "Simply the best." Um, this was implemented by Carla Davis herself. I truly believe that those words still have the power to hold true. The volleyball program has had such a huge effect on my life, or more so the coach who ran at Melissa Church. The coach who refused to give up on her players, implemented lifelong lessons into her teachings, and whose knowledge of the game of volleyball is far beyond any other coaches I have been around or played for. When Melissa took over for

066Carla Davis, she knew the legacy which she took. She has upheld so many traditions while also putting on her own twist to some of the things. She does a word of the week to keep all three teams united to start the week off and has a tradition of doing highs and lows at every team dinner because she wants to hear more about her players face. She is the least selfish person I have ever met and coaches these girls without expecting anything in return. She's not in it for the a reward or needing the credit for the player success. Making lasting relationships with the girls is something I know she values. Melissa is so in love with the sport of volleyball, she doesn't have much time for anything else during the season, as no coach does.

067She proved how dedicated she is time and time again. Her daughter, Shaunie Church, graduated with me after playing volleyball all through high school, but she chose to continue coaching after her daughter had graduated. Not to forget the multiple years in a row winning section championships and having a real shot at the state title. I've been coaching volleyball for Melissa's Momentum Club volleyball team since I was a sophomore in high school. I also had the opportunity to be a volunteer coach with Melissa and her assistant coach during the last school season. When I'm coaching, Melissa is my mentor. She's who I wish to embody. and I've gotten the perspective of being her player and a co- coach with her, which is an interesting perspective to have. Not many others who have it. Um, I know there

068were some problems faced with Melissa and her assistant coach over the last couple seasons. Um, but Melissa has never been known to give up on any person or relationship. She wanted to show the girls that there are ways to heal and mend a relationship when faced with controversy. In order for that to happen, both parties must be willing. In this case, I believe she was fighting a one-way battle. It would make a statement to let those in power continue getting their way. I'm not sure many members of this community would appreciate it. The example it sets for the students and players is not one I would ever consider myself a part of. The idea that power can get you anything in life, even at the cost around you, as well as taking traits such as

069being truthful and genuine as optional and not something to live by. My only hope is for the board to look at this situation with open heart and open mind around Melissa because I know she'll be carried on with the West Valley volleyball as it always has been simply the best. So if I calculated this correctly, I have about 50 seconds. There's 20 minutes limit on this. So I got 50 seconds to do this. But my name is Chase Kenny. I am a licensed California attorney. So, you've asked about any of these guys having their actual license. I do I do practice law in this state. So, I have a couple questions and I would absolutely love your answers and I'm looking at each and every one of you because there are legal implications to certain

070maneuvers that you guys are making. So, Coach Grandell, he was investigated, he was cleared, and there was never any charges. Correct. We're all in agreement there. Yeah. >> Correct. And then we had a unanimous panel that recommended his or coming back reinstating him as the coach. Right. And there's not one drop of new evidence of wrongdoing from coach Randell as it stands today. Right. >> Okay. So basically what you're saying is that being cleared no longer matters and that an allegation alone standing alone holds more weight than due process which I remind you is part of our constitution than investigations and actual evidence. And that's the standard we're all okay to sit on today. That will be the standard for every teacher, every administrator, and every single one of you sitting on that board. That's

071the standard we're gonna hold here. >> Okay. Thank you. >> I was waiting for the time to restart, but I'll be quick. My name is Lanessa Springer, and I have three kids in the district. Well, one, I have an incoming eighth grader, so that'll be two. But what I want to say u pertains to item 6.7. It looks like uh we're one to consolidate the school under the board. Item 6.7 is to look at the consolidation of the school under >> 6.7. >> Okay. Well, >> well still what you want. >> So it looks at whether we need to consolidate because of declining enrollment. Correct. I think that's what it had said. We've had lots of constituents in this room come up and talk about why they choose West Valley. And they choose it for

072the sports. I work in this school program. Why kids come to school is to play sports. That is why they show up. It's for people like Grandal. It's people like Melissa. It is because of them that they continue to come. And if we shut those programs down and we don't have the coaches, they're not going to come. So, you're looking at this because of declining enrollment. Your enrollment is going to go out the window. You're not going to have a district. You are going to sign your death warrant. So, please make the right choices and save our district because if you don't have those athletic programs, that is why kids come to school. The bottom half. >> Thank you. Thank you. >> What subject? What subject are you talking about? >> Sports. Oh, okay. >>

073So, my name is Josh Wy and u I'll tell you or my family was on the other side of the coin. We left West Valley because of volleyball and I have three beautiful daughters and uh they they came to West Valley for the sports and for a great school, great education. Um once we got there it was a bit different story. Um but my my daughter Kayla Wy who was an athlete there graduated West Valley in 2024 um she's over then Reno at college she sent you a letter no one well actually one person responded I don't know if you guys read it last night but I've been hearing a lot of kind of bashing I guess a little bit of the principal let's call it Justin Bixby and I've known that guy 12 years

074No, he uh met my do my oldest daughter Kayla um which he was in seventh grade. She was at a camp for volleyball and he immediately just took her under and said, "Hey, I can see some talent in you." Um he did outside activities. He would invite her to go work out, showed her how to work out. Justin's passionate about working out. Justin's passionate about just teaching kids to be good human beings. Yeah, he's a volleyball coach. He's a principal, but when we all get on our deathbed, who cares? Were you a good person? He's a good man. And I can tell you that um no one's perfect. The old volleyball coach not perfect. Maybe the new volleyball coach not perfect. But Justin coached Caleb, my oldest. He coached Morgan, my middle daughter, and he

075coached my youngest daughter, Brena. Um, and I tell you what, if Justin was the head coach, might be different. We left West Valley. Um, he's a good guy. Kind of hate seeing getting beat up constantly around here, but I can tell you that there is another side of the coin. And um you know I I just want to say my confidence is in Justin as a as a human being. Sure he's not perfect, but I tell you what, I'd have him as my kids teacher and coach any day of the week. And uh Justin, good guy. So that's all I HAD TO SAY. IS THERE ANY NEW SUBJECT OUT THERE THAT someone like to talk about? >> Good evening, members of the board. I'm here tonight to address an issue that goes beyond disagreement or

076policy differences. It goes to the core of the integrity, representation, and your duty to the community that you guys serve. The board is made up of five individuals. Two that I see are not here tonight. I hope that's good reason, by the way, because they it's one night a month, and it would be really, really good for them to be here. Um, you guys represent the voices, concerns, and the best interest of the children and the families in the school district. That trust is not optional. It's grounded in the clear expectation including the requirement that board members reside within the district that they serve. Residency is not a technicality. It is the foundation of true representation as a member of the board. At this time, there is a member of the board that does not

077live within the boundaries of the district. This means they're making decisions that impact families, students, and staff in a community they are not part of. that is a direct misrepresentation of their constituents. It's also very clear that children of some of these board members that are currently not here have gone to and are currently enrolled in other area district high schools. That leads me to believe that they are not fully confident in the board which they sit on and they serve with. If you do not feel comfortable enough sending your children to this school district, why are you so invested? >> More than anything, this is not just about an ethical concern at this point. It's a violation of the board's own bylaws taken from the Anderson Union High School Board policy last updated 919

078of 23 section titled events causing the vacancy for a government code 1770, a board member ceasing to be a resident of the district. These policies were created to protect the integrity of the governance and ensure accountability. More than that, you took an oath to abide by by policies in which I'm sure that you were aware of before you took that oath. To the other board members, this is for you. It is your responsibility to uphold the integrity of this board. Upholding the bylaws is not optional. It is your duty. allowing ineligible members to continue serving sends the message that rules do not matter and repres representation can be compromised without consequence. You have the authority and the obligation to act. You need to do so. That means taking the necessary steps to ensure transparency and

079bring true integrity back to this board. Thank you. sports. I'll keep it quick. Thank you. Uh, so my name is Scott Eastman. Uh, I know several people here. I know Justin. Good to see you. I know Melissa, who I've known for 30 years, drove down from Rica to share a little bit of perspective as a 30-year plus coach at both the collegiate and high school level. Uh, as somebody who has uh gotten their butts kicked by West Valley uh for the better part of my career, I can tell you that both Carla Davis and I'm close with and Melissa and the coaching staff have done a great job preparing their players. Okay. Um, what I am going to share and I've given each of you a letter that kind of states some of my qualifications,

080making some assessment and why I said this. Uh here's the thing about Melissa that you may or may not know and it's been repeated uh tonight and I I really uh hope that that people hear this is that the students overwhelmingly overwhelmingly support Melissa. Okay. And so when you're up in Huica and you have the NAL coaches all speaking about the top coaches in the section and Melissa's name being at the very front of that as someone who's been in there for a while. You have to to listen. You have to reconcile that and and and think about whether or not you're hiring the most qualified individual. >> Okay? And it's really about that. And and I'm going to speak as an off-campus coach. All right? My my day job is I'm a CEO of

081the YMCA and I've have a passion working with kids. But at the end of the day, you know, it comes down to are you qualified to do the best job for the kids uh for your district and for your team? Not are you going to seed to judgment around playing time. 90% of all problems that we deal with as coaches and everybody hears this is year round playing time. It is and it's a tough thing. And as a parent who has a daughter who's playing at Fed River College and sat for the better part of this last year in the state championship team, I get it. But the reality is we're supposed to rise above that, look past that, and evaluate the situation as to whether or not it is a positive experience for the

082kids and whether or not they're the most qualified individual for the job. And that's really it. She's been doing a great job. She has upheld the West Valley tradition under Carla Davis set for a number of years. Mike Hayworth, Dick Parks, all these legendary coaches that have come through here. I've coached against. Melissa is as good as anyone who's come in this north section as a coach. Period. And if I could have one person come up and take over high school program when I leave, it would be Melissa Church. THANK YOU for coffee. Appreciate all public input and we're going to move on with the meeting consent items. Is there any one member wish to pull any of the consent items? Hearing none get a motion to approve the consent item to say all in

083favor consent items approve. >> We'll move on to 6.2 Two, Backcount Horseman presentation. My name is Sam Burroughs. I uh spent the last 20 years of my career working in transportation department right here in Edmonton High School. Very proud of that. Um during that period of time I had the opportunity to take FFA students into the wilderness area in Trinity Alps on two different occasions for a week at a time and we had a hiking club going on with Gary P where we did week day trip on the weekends sometimes week trips. I've wanted to an ordination called back door. We do a lot of volunteer work, stewardship of public lands and that's what I'm here tonight to talk to you about is the possibility of and your approval hopefully to take these FA FA

084FFA students to random high school here in Trinity Alonus area in Swift Draage which is out of Trinity Center. It's information on your sheet there. We're uh we're limited to 10 normally, but because of the fact this is a semi working semifinal trip, we can raise 15 on the permit, which would mean Stephen Moore and myself and 13 students over Capron in that process would be able to spend from July 11th of this year through July 20 July 17th in the wellness area. We would um the students would always under be under adult supervision. All the food and so on is going to be paid for and provided by backend horsemen. All of it. Um we will pack in on the horses and mules approximately 4 and a half miles from the fifth creek trail

085head to a place get called Gibson metal. It's absolutely gorgeous. The lake is about a half mile beyond there. There's always brush to clear. There's always work to do. Uh out of seven days, we'll probably spend five days maybe five or six hours a day actually doing work. There's a lot of swimming, fishing. Um, yeah, a lot of time sitting around the campfire watching the stars. Just a lot of fun. And it's great to see those kids up there. No electronics. Electronics don't work up there. They have to talk to each other. It's quite funny to listen to them around the campfire. All of a sudden, kids that might not might not spend a lot of time with each other here in school that week, they connect and they'll come back to school and that

086connection stays. um 20 years uh I'm still in connection with with the kids that were in this program. Let's see here. The only thing would be the transition will be the responsibility of the high school FFA staff. We do have an emergency evacuation plan that will be in place of the US Forest Service. We pass Garmin in reach and we don't tell the kids this but there's one place we can actually get out with cell phones too. Try to avoid them using electronics up there. The um FFA has their protocols in place. We're first aid certified. We pack all the equipment. This is truly a fun trip and they will get the experience, a true wilderness experience in this. It is incredibly beautiful area. It's hard to explain. The kids will be riding in stock.

087We will pack all the supplies and so on. Talk. We may even do a midweek resupply trip where somebody else brings in more supplies. Just feeding 15 people for seven days. It's amazing how much groceries we go through. Are there any questions I can answer for you? >> So, they're not going to be riding a horse or a mule? >> No, they will not be riding in. It would take an immense amount of stock to do that with not only packing the equipment and the food and and camp gear and and stoves on all that end. They will need to carry their backpacks with just their private gear. is pretty light because we're packing all the food, all the fuel for the stoves, the entire kitchen, all the cookware, all that goes in on the

088mules and all the tools and so on go in on the mules. The average pack load and we have we've had some funny ones on this too is probably about 30 pounds where a normal backpacking trip is 60 pounds or so. Um, we have had because we leave it up to them. We give them a list of here's what you need to have in order to be safe on the trip. Sunscreen, sleeping bags, so on. And then we go over that list with them prior to we've had a student show up and pack in a case of Dr. Pepper. Four and a half miles later, they're regretting that case of Dr. Pepper, especially when it's gone the next day. But it's a, you know, it's a learning experience for them. We talk about stewardship and

089and minimum impact whether it be with stock or without stock because our wilderness areas are suffering from a lot of lack of maintenance. They'll get to see there's there's a little over half million acres of of women's area in the training house wilderness area. We get up on one of the passes and if there's still some snow left, we can have a snowball fight in July. That's that's pretty amazing for them. We've done that in August. This year it's going to be a little late. >> So what's the adult to kid ratio? Well, uh, that'll be up to Stephen. I hopefully we can get a couple more adults involved. Um, at least Stephen and I and then the other back on packers who will help me pack this in and then back out will not

090stay. I will stay with my stock the entire week. Um, but is there are do you know if there any other >> the hope is to have one more chap run along with with Sam and I up there full time with the students? Um, and Sam mentioned that he might have to to pack out one day to go help another crew. So, having a couple of eyes on those students as we take care of the struggling projects. >> So, you're going to have how many students, Stephen? >> Uh, the hope is to we can haul nine in in a school van. Um, so hopefully we'll be able to bring in about 10 students, uh, 10 or 11 students, and then three adults going in there to meet our our pack limit for our permit that

091we have to go. And if we wind up shy there, I'm sure that I have a couple of background or members like to fill in on too. We were focused on getting as many FFA students involvement as possible because we are limited by the Forest Service on quotas as far as the permit. Normally the quota is 10, but because of the fact we're we're a working project. Um it's it's actually bumped up to 15 and I have to go to them for approval also be heard out on them on this too. We like I said, we've had some great trips in there. I have a few pictures if you want to browse through those. But um it is a learning experience that it's hard to explain what it does for these kids because like I

092said, one of the big things is they don't have the electronics and they also all of a sudden they have to sit around the camper and talk to each other >> and that is so foreign in this day and age that it's it's quite amazing to see what happens with them. >> Mr. B, this is listed as anformational item. So, um, Stephen, if you are going to have the kids feel you be over that trip, have to have board approval. >> It's in your packet tonight. >> Okay. >> Yeah. So, this was justformational. So, the board had more information on on what the trip look like other than just the trip. >> When do you expect it to be on what month? April. >> It's No, it's on this one. It's here tonight. >> Okay.

093I'm sorry. Two different places then. No, I got correct. >> Yes. At >> 90 miles from here to the trail head about a good two and a half hour drive at the end of the trip. Trinity tender is right at the lower part of right on I highway three there. And it's uh it's funny to see the kids come down and they're looking for a hamburger or they're looking for a milkshake or something they haven't had all week long. But it's a lot of fun. we get to learn about stewardship public land and and just put in some positive input on this. Anything else I can answer for you? Feel free to call me with questions or whatever because I'll be happy to fill you in. We're a nationwide organization. We um last year here

094in the North State because we have different we're the Trinity Group. I'm I'm part of SHA Trinity Group here in the North State. We did over $550,000 volunteer work last year. And that's uh that's money that did not have to be spent by the government maintaining these trails and so on. The taxpayers don't have to cover the cost on that. We do have some grants that we work off with, but I tell people all the time what they do is make a little bit little less painful to be a volunteer. Been doing this for over 40 years now. I've been part of this organization for 40 years and we've had some incredible experiences and a lot of a lot of good fun memories. And to top it all off, knock on wood, we've never got

095anybody seriously hurt. That's always I mean it's always number one. Um yeah, I mean we I'll push those kids when we're doing this because it'll probably be warm and I'm always after hydrate, hydrate, hydrate. And I'll pack electrolytes and and yeah, it'll all be it'll all be coming. >> Depending on my schedule, I would like to go if I can. We made it happen. >> Yeah, we may we may need to spend a little bit of time gathering up backpacks and stuff. I have some extra. We'll get we'll make it happen and I will make a list with everything they need, sleeping bag, whatever the case may be. Have a couple of goodiz tents where, you know, the boys can take one of them, the girls can take another one. It it is most of

096the time it's about a 50/50 ratio on girls. And it is quite fun to see the um the guys freaking out about one of the girls picking up a water type and chasing around camp. Thank you. You're so welcome. Sounds really neat. >> 6.3 progress update on implementation of aptitude. >> All is good on my end, which is like CMS the pretty side of things as far as the website. It looks great. It's supposed to be going live. um right after spring break um tech is dealing with the more complicated things like developing an app and I think that's where the hang up is right now but it's it's not behind schedule it's just >> so in particular we we have to submit an application to Apple development and anybody who's ever been had a

097a process to go through that they know how difficult it is um but our application's been accepted um so we're just in the waiting time frame. Hopefully in the next week, two weeks, they will get back to us with our enrollment for Apple development. I believe their anticipated date of both going live is April 13th. >> Moving on. >> I 6.4. >> We're moving on 6.4. discussion of a potential change of moving close session to the beginning from the beginning to the end of the regular meeting. This is on because you know a lot of people come here and sit and wait sometimes close session long waiting for us in just an idea about it. Well, probably the best ways would be to have a close session at the beginning and the end to the

098close session at the beginning of things that we might be talking about during the meeting. And we do have a spot for close session at the end if needed. >> Yes, we have. >> Right. So, we might as well like what would we put at that? >> We had never done it. But we could >> like you think it's a subject that's going to go long. We can put that in the end close session. >> So, you want to bring it back next month. Everybody's here. So, >> I like the idea at the end because I I think it's rude for everybody to have to wait >> for us when it goes long >> because it's a long time for them to have to wait. I like having an option to have both. >> I

099just think that we have to remember we still have to report on any close session items at the end just like we do at the beginning. So the motion to table that >> says action information. >> Oh, it's underneath. Oh >> yeah. Motion to table to the next meeting. >> All those in favor? Hi. >> All right. Moving up 6.5 revision of the administrative regulation 6200 adult ed. >> Who's bringing that? Who's bringing that here? >> We'll let Mr. Brew address this instructional. >> Okay. Okay, this is coming uh from the great craftsmanship of Megan McC um and it's something that we talked with uh in March on March 5th through CAC in addition we took that to the counselors made some tweaks uh and then presented at the principles as well and then brought

100uh bringing you this tonight Um what we're having is a really a a a major influx to adult ed with students looking to uh earn earn u to do credit recovery through adult ed concurrently. Um and so this is this is a system that provides some filtering for that having them uh uh if you look on page two um provides more stern guidance as far as they need to have on page two to be eligible for the concurrent enrollment through the adult ed program students must first meet one one of the following three items. the student has attempted to retake the course uh at their currently enrolled site which is a challenge for you know fitting that in in a six period day that takes one whole period uh out of out of a student's

101schedule. Um, number two, they may uh uh have attempted credit recovery during the uh during the school day or after school at their currently enrolled school site. Or number three, the student has completed summer school in accordance with counselor expectations um as documented on their summer summer school enrollment form. So when a student takes uh they meet with their with their counselor, that counselor will help them uh craft what they need to make up and then they need to go and attempt to complete that in summer school. We have a lot of students look at summer school is pretty daunting and taking a chunk out of their their time. I'm going to tell you that uh and coming back to the district, it's only 18 days. is pretty pretty uh pretty quick. Goes from June

1028th this year until July 2nd. Uh so you're done be even before uh if you were to take all those days in summer school to make your credits, you'd be done by before uh the 4th of July. In addition, at summer school, if I only have five or 10 credits to make up and I get that done at summer school within two weeks, three weeks, I I'm done. I I don't have to come back for for the rest. So, it's an it's an attempt to make them make sure that they've tried one of those three avenues before going to concurrent enrollment with the adult school. Right now, you have about 70% or concurrent enroll trying to chop down that 70%. Question, why are we trying to chop it down? I could provide some background information.

103Sure. >> So during COVID um the adult day program was FL was you know impacted by the the concurrently enrolled kids from Anderson and West Valley. However, Anderson's adult school program is funded through a consortium with Sher Trinity. We don't get extra money for any of the kids coming from the the U comprehensive sites into the program and we legally have to provide anything that we're going to purchase. We have to justify how that cost is going to go to the adults first. If it trickles down to the kids, then it's just a perk. Right now, we have anybody that comes to we have Monday, Tuesday, Wednesday, Thursday, 2:30 to 7 o'clock at night. 70% of the kids that show up are concurrently enrolled kids. So those kids are sucking away materials and teacher time

104and which we don't want to take away that perk from the district at all. We want to help the comp sites. However, we can't be the first line of defense for credit recovery because we it's just not logistically or fiscally um manageable. >> I can speak to it. I I I really like what what she's doing. I actually made changes today while going over the master schedule to the counselors. I sent them an email that said if no there needs to be x number of kids in credit recovery or and I want to put in their schedule they cannot they must have credit recovery or they must go to summer school this summer. So I think it's going to help hold the kids accountable because like Mr. Parker was saying it's like well of course

105they're going to do concourse it's easier they want the path of least resistance but it's causing a log jam. So I think we have the systems in place to deal with what she's asking. >> And then would this limit the kids from being able to go to a chass and do concurrent enrollment? >> Yeah. >> College strictly the the adult education. >> Any other questions? >> I have a motion to approve. >> I move to approve. Second. >> Moved a second. All those in favor? >> I I passes unanimous. 6.6 resolution celebrating America's 20 250th anniversary. This was placed on the agenda by Trusty Lao. She can't be here tonight. Just wanted to um celebrate her country's 250th birthday. >> Y Second second. All those in favor. >> I unanimous. >> Moving on to 68.

106So 6.7 was deleted. Building and construction trades program highlights. So, if you recall, um, we were able to secure the Golden State Pathways Grant and, um, were able to add the CT pathway building construction trades at both Anderson and West High School. Mr. Derek Jones is a former Anderson graduate and uh, he's starting to build program. He's going to be very popular with kids and uh, very well respected. uh a local journalist came and asked him in his class to do some work for her and she printed an awesome article about Mr. Jones. It's up on the screen there. Um just about his life and how he's come back full circle to the school he graduated from. Um it's just a really really great great article and you know sometimes we always don't get this

107positive press. This is definitely a positive article for our district. Um serving this teacher serving both both sides. Great. >> I wish you had been here tonight but not here. >> Okay, that was informational going to 6.9 informational also sample CT promotion videos. So, if you recall um the board had directed me to come up with a way to better advertise what we offered. Mr. um spoke tonight about, you know, how are we what are we doing to keep our students um talk to you afterwards, Andrew, by the way, it's been a long time since I've talked with you, but he's one of my former students. He played for me. He's got board here at Was anyway. Um so, we looked at some uh Pacific Sky who's professional building or film company and their bid

108was very very expensive. Uh I can't remember which board member had the idea of asking shy RO uh instructor and students if they could do it. So I did that. I called Mr. Hopper, the superintendent principal sh got in touch with Raymond Schultz. He's the computer tech guy up there Cisco classes and things. Um I had to pay her path equipment. Came like $400 for some cameras and editing equipment. But they created two videos so far at their place and they're going to go ahead and create all the videos for our a science, our a welding, our building construction pathways, our culinary programs in addition to all the programs um that are up at RFP. Um Lisa has sent them our class schedules and they should be reaching out to the site secretary to coordinate

109with with Steve Whitmore, you know, when he can come film both classes, get those programs offering. Once all these videos are done, actually we might start uploading earlier than that. Once they're done, they'll be on each school site's website as well as the district website and Lisa will put it on our Facebook page as well to show parents when they are shopping for schools what our district truly offers. So, if we could Derrick, can you dim the light a little bit so we can see those two videos? >> It's our students. >> Yeah. By the way, these are these are our students made this video. Let's focus it. students learn how to create videos, graphics and social media contented games. Our cyber security programs, how are the internets? administration students behind the scenes setting up.

Good start. >> Good start. >> Any questions or comments or >> Okay. Right. There lights. >> Yeah. >> Thank you. >> Moving on. Um 610 agreement with Sulpa for interpreter services for the 2526 school year. Mr. Char, you want to address this? You want me to? >> Uh, we have

111a student that needs interpreter services. U hard hearing and so self provides that account contract with those services and ALS inter what you said. >> No, the students enrolled in our school. >> Okay. West Valley. questions. Motion >> move to approve. I'll >> second it. Move to second. All those in favor? >> I 611 second interm budget report. >> All right. Any questions? >> Look good, I guess. Yeah, >> a lot of stuff there. >> Yeah. take second interim, try to fine-tune, you know, anything, any updates, changes from first interim. Um, it's pretty much, you know, what it involves to approve. >> I'll second it. >> Move and second. All in favor? I >> I the 2425 annual financial statement correct correcting actions and infinite auditors report >> some questions. So I had questions on

112that. Sure. So when I was looking through it, we had to give back quite a bit of money. It looked like >> different parts. Um, one I was surprised with the admin teacher ratio. >> That one we're going to appeal. Um, I consulted with Danell Evans up at this uh county and she thinks that it needs to be appealed because they didn't the auditors didn't look at everything and they had a new auditor this year who uh did that one. So, we're going to appeal it. >> So, is that something that we need to watch for this year though or are we going to have that same? >> Uh, no. I I I'm working with them now and she's helping uh review it. Um we have to have seven admin for every 100 uh teachers.

113So um it it's never we've never had a finding. So it was kind of odd that you know we didn't you know meet that ratio >> because we've have we have the same amount of admin don't we but aren't we losing more teachers? Yeah, it does um play into effect when you know we have vacancies or um I think for 2425 um we had one admin that was uh prior to that was in one position uh Josh Mason who was the principal and HR at the same time. Um and then in 2020 24-25 he came over to the district. So that did increase our admin um by one. Um but there's some other exemptions that we uh you know we can take and that's what Denell has looked at and has recommended that I appeal

114it. >> Okay. So it doesn't look like we're going to be in that same position this year. You don't think? >> Um I think we're going to be okay. I again I'm working with the county um and reviewing uh the exemptions and the ratio again has to be seven admin to every 100 um teachers and I think currently we have 10 admin. We have a couple exemptions like we um Mr. Shriner is an exemption um and a couple others. So I think we're going to be okay. >> Okay. And then I don't know which >> if I can come on that same topic too. So years ago each high school had one at principal two vice principles that the enrollment dropped. We had to cut a vice principal to stay in that ratio. In the

115last two years prior to this one year I was principal and HR director and then the year after me Mr. Mason was principal and director of curriculum instruction. So they counted two positions. Um, but we will monitor that and and as our teaching population hopefully doesn't decline, but if it does, we'll have to make adjustments. That's why in other districts they have us, you know, Mr. Boot wears two hats, Mr. Shrina wears two hats. >> In larger district, they have one person doing those roles. >> Well, and that's what I was wondering because some of our class sizes are so low like um our English and different core classes are low. here. And so that's what I was wondering. We don't need the teachers, what are we going to do, too? Because then we need

116to reduce the staff. So then that's going to reduce more teachers, too. So it's not going to help us. So that's something I was wondering. And then we had to give back 280,893,000 for the instructional minutes. Yeah, >> I am going to file a waiver for that and I feel pretty confident that we'll get that. Um I do have to meet with CTA first um and get their input on it and then once we do we'll bring it back to the board next month. Um it has to get approved before I can submit the waiver to CVE. >> Okay. >> Yeah. And then I didn't realize either that 50% of our expenses should be going to the um be spent on >> yeah classroom teacher and we spent 47.3%. >> Yeah, we were 2.7% shy

117of meeting that 50% threshold. um state law requires that high school districts spend at least 50% on their general education expenditures. And so it's not necessarily that we didn't meet um on the salary and benefit side. We had more expenditures um unexpected expenditures that skewed that ratio. So that again is something that we're closely monitoring and um I will be um applying for that waiver which is on the board agenda as well. >> So when they said we had to deposit 581,71 to the county superintendent of schools, did we have to do that then? >> No, I've already been in consult with um the county and provided them what they needed. I can't officially give them the waiver, but they um said it will likely be approved. So, we will not um have to uh

118you know make sure because what happens is if we don't get that waiver, then we have to just ensure that we spend that much more on expenditures uh to make up for what we didn't do last year. But, uh with the information that I provided the county um they're confident that we'll get the waiver and that doesn't go to CDE, that goes up to the county. >> Okay. And then what what kind of since West Valley had findings two years in a row for the student student body accounts being in red? >> Yeah. >> What are they going to make us >> are do they want to see some kind of fiscal plan so that won't happen again? >> Well, yes. And that's part of what's in the corrective action um you know that I

119worked with the sites on any of their corrective actions. they were required to um provide me with what they will do to ensure that moving forward it doesn't happen again. Um but we are not uh we can't have a negative ASB account by the end of the year. So we're ensuring that that will be positive uh before the end of June. So that's how we're going to correct that. But moving forward, there are several things that um myself and the accountant are working with ASV on uh you know to go over the various items that were not um that were you know findings >> on that. So can you guys come back and let us know what kind of plan that they're going to do? Let us know. >> Yes, I will be bringing that

120back next month on the agenda. >> Okay, that was Jackie's question. >> Yeah. find out what >> I can say now that the principal's library account is unrestricted funds. So before the school year closes, we're going to withdraw from the principal account from that site to make those balances positive. >> Yes, we just have to get board approval. So you'll see that on the agenda next month. >> Okay, >> those are my questions. >> Okay, thank you. >> Any other questions? >> Can I get a motion? >> I move to approve. >> I'll second it. >> Second. All those in favor? Hi. >> Hi. >> 613. Request for the waiver for current expense of education compliance requirement. >> 61. >> No, that's >> Yeah, we skip 613. >> 613. >> 63. >> The waiver. >>

121Oh, yes. Thank you. Yeah, this is the this is the waiver. And once you approve it, then I can submit it to the county um and they'll sign off. >> Cool. Move to approve. >> Yeah, please. >> So, do they let you do that like once or is that something that they'll let you do? >> I wasn't told that there's a limit on this particular waiver. There are some limits to certain waivers um and uh this again came straight from the county and with the guidance of their help um you know, I provided what they requested first to even see if we would qualify um which they did let me know that we would. So I'll second it. >> Second. All those in favor? >> I I >> I unanimous 614 Redwood National State Parks

122and Redwood Park Conservy grant request for transportation cost reimbursement for campus. That's what we just heard about part of it. And we approved the transportation request already. I don't think Mr. Mr. Boo addressing this. >> You want to speak to this? >> Yeah, this is for the camping trip that we have coming up at the end of the month. >> We've been going to the same place and now they um will find us to go because we just enjoy having students come out and >> so it's uh just for us to be able to continue that at very little cost. >> So you have transportation in question already. >> Yeah. Yeah. the the trip itself has been approved. This is just to accept the reimbursement for >> motion. >> I'll make a motion to approve

123it. >> I'll second it. >> Move a second. All those in favor? >> I I unanimous. 6:15. Letter of intent for Anderson adult schools to participate in the English language learner health care pathways program grant. Move to approve. Second move. Second. All in favor? >> I I Okay. 616 quote for construction of a middle storage building for district records. We are at capacity when it comes to district records. If you ever walk in our district office, you've seen bookshelves, top filing cabinets full of stuff with more coming because unfortunately in the state of California school district cannot throw anything away. We have to keep every record >> for how long? >> Some indefinitely. >> Wow. >> Some we can get rid of after seven years, but it is becoming a burden to our district. We

124have an attic at West Valley full of records. We have rooms at Anderson High full of records. Some of the older records dating back to the 1920s. This storage building which will be placed uh behind the district office behind the blue room would alleviate those areas. we can consolidate everything to one space and we finally know exactly what we have so we can start the digital process down the road. >> That's what I was going to ask. >> Yes. >> Storm digitally. We can, but I think what the issue is to tell you the truth, I don't think we know what we have because there are so many records and having this building, we'll get everything in one place and then we can start that digitized process. >> This is a way to get really

125organized. >> Yes. And get it organized. We'll know exactly what we have. We currently have two shipping containers find the blue room that are plum full uh with district records special ed and business and personnel. And then the other two containers are that are back there are uh for Anderson High School. There's football and track equipment in there. Those will be moved to another part of the campus down the right foot line by the softball field. So we're not going to get rid of them. We're going to keep them. Um, but this building will serve as that hub for the records for the district. >> So, are you going to get another shipping container or you gonna get a metal shop? >> No, it's it's a metal building from Metals Direct. >> Is it insulated?

126>> No, it is not. >> You're You're going to want it to be if if you a metal building if you don't insulate it, they build up condensation on the inside that will drip all over all of your records. every anything will be ruined in that thing. It'll mold >> insulation isn't that expensive, but >> probably going to be for that building about 7,000 bucks. Just guessing. >> Yeah. >> Can Mr. Jones in their class build you one or wood shop class, construction class, give him a project. >> We have asked we have asked Mr. Jones for other smaller projects and he was too busy at this time for that. I we can look into it, Andrew. There might be a square footage limit they can build. I think there's a size we can we

127can find out. So, are you recommending that we bring this back next month with a with a quote for insulation? >> I think we should. >> Well, I think we should appro this. It's not that much. >> Okay. >> Yeah, I just did. >> Wasn't that much. And next month I'll reinforce the building to approve so we get >> I move that we go ahead with the yeah getting the metal storage building going and and for the second >> move to second. All those in favor I >> I unanimous. 617 proposal for the replacement of electronic marquee in front of Anderson Tech High School. >> So excited. >> Finally. >> Did you want to say anything about it or >> I had learned that this my first time ordering anything big like expensive. Um but

128but that's the cost has been approved by you all as part of our budget and taking care of it. was pre-approved but not the actual like the sign. So we just wanted to put that out there. It's a little >> marquee is was in the um plan that I gave you >> the facilities plan >> facilities plan last year. So it was it is an item in there that we're working on. This is the actual cost actual company to do the work. >> We just wanted to officially bring it as a separate so that you guys were aware That's good. >> I move to approve it. >> Second. All those in favor? >> I unanimous. 618. Architectural services agreement with Nichols Melber. >> This agreement is uh with our architects to work on the West

129Valley 1200 building HVAC system. Um it is 30 years old. this year and starting to fail and decline. Um, this will be their architectural services. We are starting early on this project. Uh, it's not slated for the actual work to be till summer of 27. Um, we're starting early so we can order materials, make sure we have all of our ducks in a row so we have all product on site when we start construction June the 27th. So, we're we have a DSA approval to go through which will probably take 12 to 16 weeks and so it's just a get started early on this one. It is a massive overhaul due to the fact that the air handlers are in the attic in that building and the roof has to come off to get the

130air handlers out because there's no way to get them out without taking the roof off. So, there's some extra work that's going to be done there. The other mechanical equipment for that building is in a great spot. It's right next to the road inside the farm a area, its own fenced area. It'll be easy to get to and replace those components. I speak that'll go very smooth, but it's the air handlers that is the biggest issue with that building right now. That's why we're starting early so we get everything get here so we can start construction on time. >> When do you plan on finishing this? >> The goal is to have it ready for school in August 27th. That doesn't mean that with the new unit. >> So you're over here. >> Yes, we

131are. >> Motion to second. >> Move a second. All those in favor? I >> I unanimous reports. Anybody from CSCA or CTA here that would like to speak? So, we're dead. >> Yes. I would just like to um clarify the teacher side. We have a great contract for two-year contract for teachers. I think they're being very well compensated, very competitive compared to other districts in our community. Um some years we're going to spend more money on facilities like you talking about, 1200 wing West Valley. And some years we won't. So for example, next year if we spend less money on other finishers besides teacher salaries we'll be you know maybe 52% above 50%. So that number fluctuates year to year. So I don't want to make it sound like we're not paying our teachers well

132when we are. >> So it's in relationship to our other expens. >> It's in relation to our total expenditure. >> Yeah. >> That's how we calculate it. >> Yeah. >> That's what I was wondering how that works. just want to be I want to demon get greedy more money there was half million dollars on the table >> to back up Mr. Carter's point, what throws things off is when we do an HVAC project that's $1.3 million. That skues that percentage significantly. >> Track remodel, all kind >> track remodel, that that plays a factor. We just finished the the 200 building here at Anderson with the new HVAC was 1 point actually came in about 1.1 million. I'm expecting West Valley's 1200 to be 1.3 million. And so it does impact those numbers. >> Well, that's

133what I read. that said it was comparative to other schools. So, I think that's why it was kind of safe why it wasn't that >> I'd also like to make comment. Um, you I appreciate everybody who was here speaking. I know that they all have passionate points of view and I respect that. Um, some things said were not necessarily accurate. I invite anybody, my office is always open to come in and talk to me. Uh sometimes um people that aren't in education as a profession don't always understand code laws. Um so my door is always open. Please come speak to me. Thank you. >> Student representative. Another long meeting for you. Uh, no. I don't have anything. >> Um, we have two more meetings. So, April will be Anderson and West Valley student of the

134month and May will be North Valley and New Tech. And I talked to Brian. Um, I think this recognizing the student of the month is really good for the kids. Um this month what I did was um Anderson Eleanor said that he is kind of an adren adrenaline junkie and has a motorcycle and so I know Trace is always working on his and he's an adrenaline junkie and he has tools like crazy and so I didn't know what this kid had. So I said, "Trace, what do you think?" And he goes, "Go to Tractor Supply and get him um the gear wrenches." So, he got a big thing of gear wrenches is what I got him. So, I said, "I hope hope you like those." So, I sent Trace a picture. He goes, "Yeah, get

135him those." So, that's what he got because I think all kids should have their own gear, his own wrenches. So, that's what he got. Um the other one, um Megan said he wants these Nike Nike ones. Well, >> he they were nowhere in town, so I had to get them off Amazon, so they weren't quite all black. They had a little bit >> It was just a It was just a request he had. I wasn't expecting anything. He walks to school, so he ruin he goes through their shoes like nuts. >> I like getting them things that they can't get themselves. >> And so Anderson's one of them. He wanted um the lights parade. So I got them the thing, the holiday lights that they couldn't go get. So that's the things I'm looking for

136is things that they can't that they won't go get. And so after these two meetings, I don't want to do this again because I don't like taking the greed from everybody. I'm here for the kids. I want to help the kids. That's what I want to help. Um and I want to be able to stick up for myself and tell people why I do these things. Um and say how how I don't like taking what I have to take from people. Um and so I'm not running again. I refuse to run again. However, my husband and I like doing this. I asked Brian, "Is it okay? We still do these student of the months and he said yes." So, if it's okay with you, principles, my husband and I still want to do this. So,

137we're still going to do it. So, I'm just going to bring them to you guys. And >> you have you guys give them if you don't mind. And I know Dustin Gurnie doesn't mind zoning the jerky. And um Dedra gives me a certificate because I think it's bene benefit to them. And to me it's the fun part. Like I tell Brian, I get to go shopping and people ask my husband, they go, "Does she get paid?" And he goes, "Oh yeah, she gets 200 200 a month to do this." And he goes, "But let me tell you what she does with this money." And he goes, "She gives it to the students. Do you pay taxes?" "Oh yeah, we pay taxes on it." He goes, "So he goes, but she loves it because she gives

138them she gets them stuff that they won't do." >> And so that's my goal is to give them things that they like and that they won't do themselves. So that's why I do it. And it's it's fun to me to make it special for them. And so that's what I like to do. So I want to keep I'm going to keep doing it. And it's it's not for me doing it. It's it's for them stuff that they can't that they won't do. The problem is usually I go over the $100, but I don't tell my husband that he doesn't he doesn't need to know that. >> I think he knows now. >> Sometimes he watch sometimes he watches but it's because I think they need other things besides just that. >> Yeah. Not a lot

139to say. It's been busy working everything and learning. still learning a lot and um putting in the time and and I like being here and it's challenging. You know, you're not going to make everybody happy, but I know that from my property management experience. So, I'm still here. I'm showing up and happy to be >> Yeah, I was really uh I really appreciate all the people coming and talking. I think Mr. Parker had a a real good point is they don't really understand everything accorded cores and stuff. I mean, I've been on this board for over 20 years and I've watched this program, some of these programs of what's been going on for a long time and I'm not allowed to say a lot of stuff, but I was here. I voted against this and

140I felt it was really good for our students. So that's all I have to say. That word is >> I thought he was in the army. Yes, but >> we'll go Navy.
