001So we'll call this meeting to order the ter Anderson High School District. So just so some of you haven't been in a meeting in a long time. So just to refresh you on some of the rules. All comments for particular items are done just before that item comes up. when we go into close session, which we're going to in a few minutes, only comments in that particular time period are for close session items. So, as we go through the agenda, comments from the public will be allowed at each individual step as we go through. It's different than it has been many years ago. This has been enforced for a couple years. I just want to remind you of that. So, roll call. Joe Gibson here. Weeks, Jackie Halivera, Julia Renaro, Stacy Evans, >> all here.

002So, are there any public comments for close session items? Hearing none, we do have a couple of awards before we go into close session. Um I think we should start this every time and just thank you Stacy for initiating this process where we get to publicly um just say thanks to one of our great students at each of the sites and it's been really cool. Um, some of the things we were looking for when we picked um, I don't know what it's called, board student of the month, it's new this year, was it wanted to be someone that was just a great person all the way around, may have come

003from some adversity, does well, but is still really nice and humble. Um, and it's really my honor. It's pretty cool because this got picked when I wasn't on campus. I was at a meeting with Mr. B and Mr. Simson was running the meeting. And so I came back. I'm like, "Hey, what what happened there?" It was cool cuz um well, it's Billy Smith and he's near and dear to my heart. I want to read a few things um that the teachers have said about Billy. This is from Melissa Goldman. She she laughed when she she said this. I hope it comes out good. Billy Smith showed up in my honors English class a day or two after the first day of school. He had been he was already behind. There was a mistake in his

004schedule and he had not been placed in honors. I had never had him in a previous class, nor I'd ever seen him before. If I was going to judge by a book by its cover, I have to admit I wasn't expecting Billy to blow my socks off like he has done. He immediately threw himself into the work in order to catch up and the quality of work was fantastic. I thought to myself, who is this kid? I was instantly impressed, and he has continued to impress me with his work ethic, manners, and overall dedication to school. Billy is also a role model to younger students as he is a wrestler for West Valley, and they all seem to love him and look up to him. I could not agree more with this nomination for student

005of the month. That was from Melissa Golden. And those of you who know Melissa know she's she's a hard cookie. So, if you got her uh appreciation in the classroom, you've really earned it. So, good job, Billy. I think she was judging the book by the cover because of your biceps. And uh just because you're Jack doesn't mean you're not intelligent. I hope. Next up is John Greley. No matter how minor an assignment, Billy always takes his work seriously, even challenging himself to go above and beyond the assignment and learning more. During presentations, Billy pushes his lab partners to research the latest medical studies so that he can give the utmost professional and scientific and accurate information to the class. Above all, Billy's greatest strength is the ability to direct his maximum effort into anything

006that he does and a refusal to quit in the face of adversity. That's from Mr. Greley. Next up is Mr. Weston. Billy's a great kid, an asset to our honors history class. He is very respectful and quick-witted. I appreciate he shows up to first period on time and completes his work in a timely fashion. He is not afraid to ask for help and advocate for himself. Most importantly, he is going to do great things in his future endeavors. That was from Mr. Weston. Um, so it's my pleasure to introduce Mr. Billy Smith. Where are you, Billy? Uh, so I have Jeannie McCracken and uh I'll if Jeie would like to come up now and stand in front of everybody, that'd be great. I don't think she's bashful. So, I have uh there was there was a lot of uh comments and I have three of the the comments for Genie uh from from just staff. We it wasn't just teachers that nominated Jeie. So, we have a lot of people that think very highly of Genie. And so, Marty Murphy uh who is the Cub uh

008Cub Connection, our project chair director, she says, "I am so excited for Genie. She is integral part of cup connection and the boss team and I can't think of a more deserving student. Miss Wonder teacher, she said that Jeannie is the most helpful, kind student. She has a positive attitude and such a hard worker. She's always been heavily involved in FFA and Cup connections throughout high school. Though she doesn't get much spotlight, she definitely makes an impact on our campus and inspires others to do better. And Mr. Steven Whitmore says, "Gean has been a a lot of positive, sorry, Gan has made a lot of positive changes in her life since being in high school. She is a positive student who is always willing to help those around her. She is one of the first

Thank you for having me. My name is Payton Hunders and I'm a junior at High School. I'm first going to start off with some past events for you guys. February 9th, we had um our new tech leadership a 5ear board meeting. The week of February 2nd, we had fun celebrating our counselor, Miss Williams. February 6th, our forestry students attended the Laurian conference, which never disappoints. Our yearbook training in Chico was on February 5th, and it was a very productive meeting. Our students still talk about it today. Um, February 23rd, students had a great time on the ice on the ice in Mount Shaka with Mr. Hernandez and Miss

011Maria. Enrollment updates. We have currently 43 students, 42 9th graders, 25 10th graders, 45 11th graders, and 31th graders. Since last board meeting, we have one freshman from Northern Summit, one freshman from in the district, and one junior from Foothill. Current events leadership is continuing to Valentine Candygram this week. Um, we stopped today and then we have our breakfast club tomorrow, which we'll be about. And then recruitment still continues with Miss McWills um and it'll we'll wrap up before our parent night which is March 4th. Upcoming events new tech continues to break new ground first CTE pathways on campus and next year Shasta College dual enrollment courses. We applied for nine dual enrollment classes for the 2627 school year. We have pre-calculus, statistics, health and wellness, intro to engineering, intro to municipal resources, environmental horiculture,

012career choices, understanding human behavior, and 3D CAD fundamentals. Tomorrow we have our breakfast club, which is our school assembly. Monday through Friday, um, February 16th to, um, the 20th, we have no school for February break. Monday, February 23rd, Chico State is coming to New Tech to talk to all of our juniors. Friday the 27th, we have a field trip to UC Davis with Mr. Lewis and Mr. Hernandez. March Wednesday, March 4th, at 6 p.m., incoming 9th graders student parent night are welcome. March 7th, we have our crowd feed cleanup um volunteer opportunity with Miss Hernandez. In February 13th, we have our spring swing welcome event. Does anybody have any questions? 013you board members and district office staff for letting us update you on the happenings of our school campus. For athletics, our focus right now for athletics is sportsmanship and building up our program. We have a lot of amazing new head coaches on staff that have a vision for the future of not only the sports team, but of the players as individuals as well. Coach Lawrence and Coach Jones are our two varsity basketball coaches and they have done an amazing job implementing foundational life skills into the program. Our very own ASB vice president Ethan Safford is signing with Walaw Wala University in Washington where he will continue his basketball career after high school. We're very proud and excited for him. Softball triyouts will take place the week after February break. Coach Dustin Gurnie and coach Sheridan

014Hawkins are looking forward to the season and building up our softball program. FFA Lars Wool was elected as the Shasta section treasur as the Shasta section treasurer. Six students applied for their state degrees and they will be receiving them this spring. We hosted 130 students as the Shasta student speaking contest. Thank you to all of the judges and volunteers who helped make it happen. Market Hogs will be here at the start of break. Leadership is currently selling candygrams, a postcard and candy conversation heart. There will be they will be delivered this Friday as a fundraiser to cover the cost of senior activities. We are also in the middle of our Valentine's spirit week. Theater. The theater program is working hard on the upcoming play Mean Girls. As of now, there are 22 students and they

015are expecting more to join the ensemble. This shows or the shows will take place at the end of April and the beginning of May. Music. Our band has been doing an amazing job at our home basketball games. We also have a sophomore trumpet player, Evangelina Ramos, who was chosen to perform in the NorCal High School on at Simone Sonoma State University on February 5th through the 7th. The music department is also preparing for a tour of all three theater schools on February 27th. Anderson Middle School, Pacheo, and Tree of Life. For clubs, Cub Connection is gearing up for the threeon-ree basketball tournament in March. The trap team has a meeting tomorrow to recruit and prepare for the spring season. And Key Club blood drive has been rescheduled for the first week of March. Are there

016any questions? >> Thank you. Good evening. My name is Emmy Sulzer and I serve as the ASB president at West Valley High School. Since hearing from my ASB team, our school has had many sporting events, activities, and we have lots of upcoming plans that I'm excited to share with you today. Our girls basketball team has been working extremely hard this season. Both our varsity and JB girls are first in late. They are currently playing Anderson right now and have a big game against on Friday. Playoffs begin for our varsity girls next week and we wish them the best of luck. Our boys basketball teams have also been working very hard this season. Our varsity boys are currently second in league and they are also currently playing Anderson tonight and then you prep on Friday with

017playoffs in the upcoming future and we are excited to watch them in those games. Our girls soccer team has had an incredible season and worked so hard during each game. Our varsity team is 9 and0 and won league title last night and that was the first time since 2017. after their last league game against Central Valley tomorrow. They will be advancing to sections and we hope the best for them. Our boys soccer team has had a great season as well. They are working very hard as a team and doing their best at each game. They also have their last league game tomorrow against Central Valley. Our wrestling team continues to impress us with each tournament they go to. This past Saturday, they competed at Lassen High School alongside five other schools for a league championship.

018Garrett Chain and Luna Keva earned NAL league patches and West Valley took second overall. This weekend they will return to Lassen to compete against seven schools for the division championship and we wish them luck. Our FFA team competed in the sectional LDE contest and delivered great performances. We had eight students place in the top five of various events and they received awards for their category and certificates for placing in the top five. They continue to work each day and we are proud of all their accomplishments. Our leadership class has been working very hard and we have had great events since you last heard from us. We have been decorating the gym and have made numerous posters for our for our sporting events to support our players. Last week was our winter homecoming and the theme

019was Avatar. During the week, we had spirit days to correlate with Avatar, games and music during lunch, and a great rally to bring it all together. Each grade level decorated a corner of the gym with our topic of Avatar. Freshman were water, sophomores were air, juniors were forest, and seniors were fire. We had teachers come and judge each corner, and the seniors ended up winning. Uh later that night, we had an awesome dance that over 250 students attended. Along with homecoming, our leadership class was planning eighth grade invasion day. We had over 230 eighth graders come to our school to tour the campus, look at clubs and activities offered at West Valley and join us in our homecoming rally. They were able to get a small glimpse of what high school life looked like, and

020the whole day was so fun. We are now planning senior nights for our sports teams and making posters for each senior. We are excited for future events and plan to make the rest of the school year a blast. After some very stressful and busy weeks, our students are very excited for this upcoming February break. I, as well as all the other students, would like to thank you all for your support and help in our school district. Are there any questions we have for you? >> Thank you. And I would just like to say how much I enjoy working with both our staff at North

021Valley as well as our student population. It is rewarding each day whether I face challenges or make a huge breakthrough with our students. From starting this year, I can already see the commitment and motivation from our staff to improve our program. We are collectively great problem solvers and we have not only great school spirit but a continuous hope for a future success of our students. I say that because I'm Miss Hope, so I'm adding some more cheer to the school. Uh, one big change that we implemented most recently was the purchase of yonder pouches. Although students were at first resistant, hesitant um about the new change, there's no doubt that our culture and our engagement within the classroom has greatly improved. Teachers are getting more respect and deeper conversations with students about both the content

Individual speakers will be allowed three minutes to address the board on each close session agenda item, non-aggenda item. The board shall limit the total time for public input on every topic to be 20 minutes. The board president may rule on the appropriateness of a topic and that the topic may be more suitable at a different time. The school district governing board cannot legally take action on a matter at one of its regular meetings if that matter has not been placed on the official agenda. can speak at the beginning of any of these or as

026who carry the same pain and the same resolve. My son along alone with other young men experienced something no student athlete should ever endure. What happened was not teen bonding. It was hazing. Hazing is illegal and it is not a tradition. It is not discipline and it is not leadership. These boys trusted the adults responsible for their safety. They trusted their coach. They trusted their trust was broken. My son minimized what happened to him. He downplayed it not because it wasn't serious but because he was ashamed. He was embarrassed. And that is what hazing does. It silence s silences victims. It makes them question themselves and it makes them feel responsible for what was done to them. Tonight is not simply about f uh filling in a coaching position. It's about what message this board

027sends to students and families in this community. I understand that tonight is difficult. I see many familiar faces. I know there are relationships and history in this room. But when it is your child, everything becomes very clear. Safety becomes the only priority. Accountability becomes nonnegotiable. There must be consequences and there must be clear messages that hazing will not be tolerated, not quietly and not conditionally. Not ever. For the families who live through this, this is not a casual decision. These events altered the lives of these boys that cannot ever be undone. For the families who live through this, this is not a casual decision. These events I already read that what should have followed was clear and visible commitment to prevention, structured education, reinforcement policies, transparency, and safeguards to ensure that this never happens again.

028Instead, time and energy has is being spent discussing reinstatement. Across our nation, districts are stepping up. They are implementing proactive anti-hazing education, clear reupporting systems, and accountability structures. Why hasn't this district done the same? Why hasn't this leadership taken the initiative with the platform that was handed to you? Bringing this coach back tells these boys that they endured was not serious enough. It suggests that reputation or convenience outweighs accountability. The district has already paid a sign significant financial sum due to incidents that occurred under this leadership. This payment reflected failures in supervision oversight. Our children paid first. The tax payers paid second. There was a settlement. There was not an exoneration. A settlement does not mean nothing happened. It does not mean responsibility disappeared. It means that the matter was resolved without further litigation. I

029heard it said tonight that there is a power in numbers and I saw boys encouraged to stand beside the coach to show support. There is powers in numbers. My son understands that firsthand. He was held down by several teammates during the incident. Some of these involved were continued want leadership to send in our students power. >> Tonight the board is also hooks power in numbers. I ask that you use this power to protect students not to overlook what happened to them. Some may believe that it did not happen or he did not know, but the leadership is not there's other people that have things to say. >> Being disrespectful to everybody else. >> Other people have things to say. 031referenced under the human resources report section 5.2. I would like this item pulled from the agenda so that a discussion can be addressed with the board to understand the impact to the West Valley High School community. I want to emphasize that my comments do not question or address Greg Grandell's character. My concerns are focused solely on the possible financial and legal ramifications of rehiring Mr. Grandell as well as the perception this decision may have on the broader community. Further, in late 2022, after a civil settlement was reached, Mr. Grandell himself acknowledged publicly that everyone involved needed time to heal. I ask the board to consider if just over three years is enough time to heal. As the district continues to bear the financial burden, I also ask the district to consider hiring back a high

032school coach who resigned due to allegations presents significant risk to this school district. And while every case is unique, rehiring a coach after resignation due to serious allegations puts the school at high risk. West Valley and the Anderson Union High School District should be expected to objectively review the agenda item. Reinstating Mr. Grandell at this point may send a negative message to students, parents, staff, and the broader community. Such action presents reputational risk and could reignite controversy, placing additional strain on the football program and its members. Furthermore, should any impropriy or even a single incident arise following a reinstatement, it could potentially lead to additional lawsuits against the district, compounding fiscal and legal challenges already faced. The impact of this decision decision extends beyond those directly involved, potentially eroding trust and morale throughout the school

033community. The risk of renewed controversy and harm to district reputation is substantial, and public perception can be difficult to manage in such situations. While I acknowledge and appreciate Mr. Randelle's strong coaching history at West Valley High School and understand the importance of forgiveness and forward progress. I respectfully urge the board to thoroughly evaluate this appointment and engage in open dialogue. If there are no concerns, discussing the matter should pose no issue. Our community must advance and heal without revisiting past problems, prioritizing our students, families, staff, and reputation of the Anderson Union High School District. Ultimately, this is not a reflection on Mr. Grandell's qualifications or character, rather an appeal to the board to thoughtfully consider all potential impacts. And should the board bring forward this agenda item for discussion, I will fully support the board's

Thank you. >> Good evening, me I'm talking to everybody else that was up here. Good evening members of the board, administrators and community members. Thank you for allowing me the opportunity to speak. I'm here tonight not just as a former player, but as someone who was mentored by Coach Grandell outside of school and who has carried that mentorship into my own coaching. One of the core principles Greg has taught us over the years is we don't coach the player, we coach the young man. That philosophy shapes how you lead. It means accountability matters. Integrity is not optional. And it means standards exist not to control but to prepare, protect and to shape the

035lives of young people far beyond the field. We all arrive at tolerance and acceptance by varied paths. Some come by it as a matter of course, others by experience. In coaching and in life, experience is often the deeper teacher. It sharpens judgment, clarifies values, and reinforces responsibility. The leaders who have walked through complexity are often the ones who are most equipped to guide others with wisdom, humility, and care. There's a saying thrown around nowadays that the first step in solving a problem is recognizing there is one. Real leadership does not avoid that truth. It confronts it, confounds to it, learns from it, and recommmits to the standards that build trust and character. What Greg has instilled in me and in many others is the understanding that coaching and how we choose to live our lives

036is stewardship. You are entrusted with young people's lives. Your influence extends far beyond wins and losses. And your responsibility is to help young men become better people than when you first met them. This decision is about culture. It's about whether we value leadership that understands accountability, growth, and the long view, or whether we retreat from those ideals when they require courage. I believe Coach Grando represents mentorship shaped by experience, guided by integrity, and focused on preparing young people for adulthood, not just athletics. And I trust the sports lead with wisdom, fairness, and conviction. Character is not built by avoiding hard moments. It's built by leading through them. 037I don't have a fancy speech or a lot of big words, but uh these men have shaped a lot of people in this community. There's generations out here through different phases of their career and their life that are here. So, uh that says a lot for a small town, this many people to show up. Uh doesn't happen everywhere. And for men that did such horrible things um that were exonerated from uh not through litigation, but it the the passion and commitment they showed to even show up here tonight. if they did these heinous things, uh, they wouldn't be here striving to get back into that, it just it isn't a thing. People don't they they they don't return to something like that if if what everyone is well, not everyone, the three people say that

038happened. Everyone's bold, but the few people that say something happened, they're not going to show back up. >> Uh, if that's the case, they're here because it hurts in the right place. the constituents who you guys represent, our heart's in the right place. So, regardless of of what you think, you know, there's a lot of men and women in this room that know them. We know their soul. We know what they come from. We've been a product of their environment. >> We stand with them. So, the people that you are appointed to to represent, we showed up tonight because we know what's best for the community as members here. So, don't let a few bad apples ruin the future of this community. and what these guys have left to give. So, thank you. Have a

039great night. >> Hi, members of the board. I actually do have a little speech and I'm really nervous. This issue is really close to my heart. Uh Greg Randelle is my dad. So, let me try to cry the whole time. Uh I'm speaking today uh not just as a daughter but as someone who has had a front row seat to my father's character for my entire life. My dad is not a perfect man. No one is. But he's a man of deep integrity. For decades, he dedicated himself to mentoring young men, not for recognition, money, or power, but because he believed deeply in shaping boys into good husbands, present fathers, and responsible members of their communities. All these guys out here, plus many, many, many more. Uh, his work was rooted in accountability, discipline, service,

040and most importantly, faith. Countless families are better today because of the time, energy, and care he poured into their sons. What happened to him in 2020 that we are all aware of has been devastating to watch. False accusations repeated often enough, especially in a small town, have taken on a life of their own. Context has been stripped away. Facts have been ignored because I pretty sure they were exonerated. Um, and a man who spent his life protecting, guiding, and investing in young people has been publicly reduced to a headline that does not reflect who he is or the truth of his work. This experience has forced me to confront a hard reality. Being a good person does not make you immune to hatred, injustice, or false narratives. In fact, history shows us the opposite. I

041think about Jesus Christ who was also falsely accused, misrepresented, and condemned not because he lacked integrity, but because truth, conviction, and moral leadership often threaten those acting out of fear, pride, self-interest, cowardness. His life reminds us that public opinion is not the same as truth, and accusations are not the same as guilt. My father's character has been consistent for decades. Over 20 years he coached at West Valley. There was an isolated event. There's a bigger picture. His values did not suddenly change over over two decades. His heart for mentoring young men did not come from a place of harm. It came from a place of responsibility and care. Investigations were conducted. Facts were examined. I'm the parent of a current junior and an incoming freshman here at West Valley. I would like to take to take a moment to express my gratitude to the West Valley administration for their leadership during this transition. When the football program faced significant changes at the conclusion of this past season, our student athletes chose to rally together and advocate for positive change. I'm appreciative of all the administration who chose to listen to their concerns and goals presented by the players. Mr. Big B provided them with honest feedback and gave

045them clear actionable steps to move forward. Sorry, administration has also been very receptive to our parental concerns. At our request, you extended the application window to ensure a diverse and highly qualified pool of candidates. You also expanded the interview panel to include community representatives who understand the legacy and potential that West Valley football has and can be again. The transparency and open-mindedness shown throughout this process has been evident in the appointment of Greg Grandal as our hopeful new head coach. Coach Grandal, thank you for your application and your commitment to West Valley. Thank you for your commitment to the Cottonwood community and to football in general. 047have a lot of tough decisions before you. Um but this decision shouldn't be very hard. Coach Grandell uh has given his life to this community. Um I've known him pretty much all of his life. And when I first heard about what happened, first thing I thought was character. I didn't make sense to me at all. And as I looked into the first thing I did, I called my son who played for coach Grandal and I said, 'Hey, you were on the inside. I never really was I didn't play for him, but did he ever do anything out of character at all or anything questionable at all? No, Dad. He was straight up with everything he did. He was all about the boys, trying to make them better husbands, better men, better employees, better citizens all

048the way around. And that was his mantra. That was his passion, and that's what he did. Winning came secondary. But I would just like to encourage you not to be afraid of making the right decision because of any negative feedback you might get about Greg's past or accusations or allegations that were made against him that he's been exonerated from. I went to a playoff game this last year and I was very very disappointed in seeing the lack of structure and um just the the way the football program had felt like it had disintegrated a little bit after all that he had given to making it such a great program and um I just think it would be a great thing for our community um that if you would reinstate him as head football coach I

049know he'll do an outstanding job and you can count on him to do that. And I think that we just need to be certain and be certain of the choices we're making and understand the risks that come, but also hope for a better future for our school. So, if something is innocuous as a dress code, okay. Um, what I'm really talking about here is apparently the current dress code reads no hats or headgear or something like that with a religious exemption and maybe a medical exemption. 057came to my uh attention that headgear was being allowed if it had district logos or names of programs. I don't know. And so that concerned me right away. We have to be fair, firm, and consistent and be the example for the kids. We can't be the left hand not telling the right hand what's going on. That confuses the staff. Um, I did look up, as much as I do not want you to emulate Shasty Union High School, they do have a good dress code and their hats, and I sent it to all of you a couple of days ago, whether you have time or not. um hats, caps, and other head coverings shall not be worn in the classroom. Exemptions granted for cultural or religious. So, they do allow

058hats, caps, and head coverings, but just not in the classroom. And I would say, you know, it's hot here in the summer. Probably a ball cap to shade the head would be great. In the winter, it can be a little chilly outside, maybe a knit cap or something. Um but again, they don't need to wear those things in the classroom, right? because if they're wearing them for climate reasons, they don't need to wear them in in the climate control classroom. So, I'm certainly going to recommend I know that this was not one of the options in the agenda to adopt this similar verbiage to Shasta Union High School, but I would I would actually uh recommend you adopt such verbiage. So, I can see the reasoning why our kids would want to have some sort of um you brought up West Valley. That's where I'm at. So that's the where I'll speak to. It's kind of wide open, not a lot of shady areas, which we found during COVID when it started raining and everyone tried to huddle under the itty bitty teeny tiny little eaves and it didn't work out real great. So um as far as that goes, I don't see it as a big deal to allow students to have as long as they're not derogatory and represent things like drugs

063and gangs and those things. Um, I would caution when we start going down the road of adding qualifiers of reasons kids can have hats. Um, because we start excluding things. For me, it's the IEP. I get kids that come in from 8th grade with I get to wear a hat in my classroom because of my IEP. I'm legally required to allow them to do so. So, just be careful when we start putting the language in there that we don't kind of put ourselves in a box that doesn't include those kind of situations. >> Thank you, J. So there's a lot of compounding factors um that just the district at one time decided to no hats at all. But obviously according to student the the district no hat rule west following Anderson is allowing it for school logos. So there it's it's evolving. 074come to the board tonight though asking that if you are going to approve this that we remove the reduction in the act department. Um, I do want to clarify this reduction is not a reduction just at Anderson. It's going to be a reduction at both sides. They're going to take one a teacher from the entire district. Um, and then at least the current plan for the situation is to move one egg teacher from West Valley uh to backfill the position that would be at Anderson. So, we'd be sitting at a two three uh two act teachers Anderson, three at West Valley. Um, I'm here tonight to ask you that we don't move forward with that. um and that if we are going to make resolutions, I would like to see both sites go to a

075three system um to spread out the inequities that are that are there. Um West Valley's a program, I'm not here to uh say anything negatively about them. Um but both schools are similar in numbers as far as a programs go, not sites, but a programs go. Um there's not too much of a difference between the two of our programs. And so, um, with Anderson, there is a strong discrepancy in the services that we can provide to our students as a teachers. I wear a lot of hats. Um, and and my partner currently is is getting ready to retire, which means he's stepped away quite a bit. Um, and with that, I I will tell you I cannot give my students the time that they truly deserve because of other prior engagements that I have to

076keep the program operating and running. Um, and so with that, uh, Anderson currently has 12 sections of agriculture, uh, here. I teach six periods. Uh, George teaches five, and then Miss Bowerman teaches one for us. Um, with that, I would make the request that I no longer teach six periods. Um, three out of three years I've been asked to teach six periods. Uh, two out of those three I' I've taken that up as an offer um to expand the program and add new classes and things along those lines. And uh with that it's put a significant toll on myself as well as uh what I can provide to students and so having that extra person here um on top of that would make a great deal of difference to our students and allow us to

077expand the offerings that we have for students in within our program. Uh secondary to that um I do ask that if as we make this movement um that I be placed on a TOSA period as a CT coordinator and I take over Cake Perkins and uh the other grant opportunities for CTE within the district. Um having a boots on the ground a lot of our folks in the district office, they're amazing, but they wear a lot of hats just like the rest of us do. And uh having someone that can really focus on CTE in particular and do those things that the board is asking with CTE um I think would make a a huge difference in increasing funding and providing things for those students that want that career technical education. Um with that we

078have a loss right now. Anderson is down 100 students this year um for a variety of reasons and and Mr. Booth and I have discussed ways that we can look at that and see why our numbers are down. Um, one of the stop losses that I would like to implement uh here at our school to backfill those two extra periods that that teacher would need in order to sustain three teachers at Anderson is working with Poach School District um to cover two periods over at their school. So, they would pay for part of this ACT teacher that we are sustaining um in order to funnel those students our way. Anderson Middle School is a great school. I graduate from there. Um but those students come to us pretty much regularly. They don't really have another

079option. their parents are not sending them elsewhere. Pacheo is our deciding factor when it comes to Anderson, those kids have a choice where they're going to attend. And uh much like our band program, when we were sharing a teacher with them with our band program and those students were funneled our way because they saw the light at the tunnel. Um I would like to do the same thing with the ad program and try to funnel those students this way. Um one of those being adding integrated a one at the middle school level. That would mean that when students get to Anderson um as a freshman, they're jumping into integrated ACT 2, which is a biology course, which means those students are then going to be required because they need two years of science with us

080to hop into our higher level sciences like a chemistry, horiculture, and farm management. Um that's going to do two things for us. Increase enrollment in those courses. Um but also hopefully increase and sustain our science level courses um and uh state testing because those students are going to have a wider breath of knowledge when it comes to science. they're going to have chemistry under development by their sophomore year and uh hopefully that will improve our test scores as well. So I do ask the board uh to remove that line item off of there if you do choose to approve this. >> So board members, this is a generic statement. We don't specify teachers. We don't specify departments. We are just doing a generic here for the layoff that's between Mr. booth and principles and he

081is supposed to negotiate with them and not us. So this motion is to just it's a resolution so they can move forward in doing the changes. There's no specific thing in this just they want to make those changes. So then it comes back to us if there's any layoffs any moves that stuff comes back to us later. I know how much he does because my daughter's never home and she's always with Mr. Whitmore out of town and at at all these things. And there is a need, I think I brought it up a couple years ago, for more a advisors at Anderson High School. It's a wonderful program. It's one of those very positive things when we don't get to talk about the positive very much. And I just think the enrichment that it brings for the children in our district, it would be money well spent. And I know Mr. Whitmore and I have talked at length about

083funding for that. Um and and so I just encourage you to speak with him and take up his ideas because he's a brilliant mind and and really committed to the kids here. So, um while while we're not letting go somebody that is currently here, somebody's retiring, um leading forward, I believe that's going to be the decision that is held. um for whatever reason, right, there's budget and things like that that come into play. Um and I I understand that. Uh I just there's other implications on the board as well when it comes to our grant funding. Um our dollar match for the district if we lose that position that's, you know, $140,000 that we can't put on there as a matching

087for some of our seed. Um and it wouldn't be that amount fully because whoever comes in would be at a different salary level. Um, so it' be whatever they were doing, but but by making cuts within the CTE department, whether it's my department or somebody else um in the CTE world, um your your funding avenues are are connected with our staffing levels. Um and so while while I understand the need to to meet budgetary constraints within the district, um I I feel there are other areas of of our budget that maybe we could explore um to to find the the gap that we have. Um, and I just ask that we do that before looking at removing the a teacher from the district as a whole and not backing that. >> So, just so I

Um we opened a lot of higher level science classes this year. We have a chemistry, regular chemistry, anatomy, plant science, all that stuff. We opened all those. Um, and so we took our pool of juniors who is maybe like 40 students and we spread them out between all these classes and uh working with with Mr. Safford here at Anderson, we've

089we've come up with a rotation between us and the regular science pro uh program in order to uh ensure that our class sizes stay elevated where they need to be for for for the budget. Um, as well as some of our new classes, the the farm construction class that that I just flew this year, that class is also small play. There's five students in it. Um, but it's also the first year Um and with that word travels um but also classes at West Valley a business and things like that have been small uh you know as well. Um and so there there are small class sizes that we have to deal with. Um and I know that puts a significant strain on the district financially in order to sustain those programs. Um but our classes

090are also funded partially by grants and other things that help offset the the cost of staffing. Um because we do pay some staff out to see if they can >> also with the uh introduction of the construction pathways program with Mr. Jones as he said the school enrollment has dropped. So you have a fixed number of kids choosing different programs. So kids that been in Richard program two years ago some of them have chosen construction pathways. So it just you know they're competing with each other. Uh the construction pathway grant is fun. the Golden State Pathways Grant. If that grant, when that grant expires, if those class sizes remain small, we'd be having the same discussion with that program. We simply can't fund a full-time teacher with five kids in one class of kids in

Um, this is uh something that came out of Assembly Bill 114. It requires ELEAs to present a midyear update for their LCAP

098and a budget overview for parents annually on or before February 28th. The LA LEA must include two key elements, right? that has to be uh that we have the uh metrics have to be presented as well as the midyear expenditure and implementation. Uh more on that to come. Tonight we're going to be really hitting uh the top one which is the outcome data or the metrics for for our actions. Um, at this point in the school year, uh, it's kind of hard to get the outcome data, uh, because we're halfway through the year that some some outcomes are unknown, some are in progress and and some, but very few are known. It's more like you're looking back. In this case, what I've done is I'm starting with goal LCAP goal number one, which is Anderson

099Union High School District students uh will be college or career ready upon graduation. And as you'll see in those metrics, I have kind of like a I have an issue with lots of color coding. In in this case, what you're going to see in the in there's a red category which is not progressing to the desired out uh outcome. Um there's a yellow like you'll see on the top two up there that is we're making progress too, but we're not at that desired outcome. And then the green is the desired outcome. Great illustration of this in the first three metrics uh for LCAP goal one you can see calling the career indicator we are progressing and with the uh career indicator with students with disabilities you'll see that progressing as well. We want to hit

100that 70% and 25% but we're making the uh headway in the right direction. Fortunately, we're doing fantastic with our five CTE pathways at both comprehensive sites. We're meeting that desired outcome uh for the for the following year. LCAP goal number or goal one, we're moving on with metric 1.4 through 1.8. Uh in in the majority of these uh the graduation rate, we are increasing there. we are making some improvement not quite to the 90% actually like to see that even even higher uh the English language arts performance and the math performance we're doing great you see some improvement there uh but then our science or cast testing there is a slight decrease I will tell you I think what's going to help is our move to an integrated science program whether that's integrated a integration

101ated one and two or in the regular general sciences we have integrated one and two that gives more of that uh that that thread between the physical and and bio and and life sciences that includes some earth and space as well. Um then on one point uh 1.8 uh we have the AP passage rate. If you look and we're looking at last year, I mean that 60% that's a pretty good jump. That is fantastic with our kids that are taking uh uh AP exams 1.9 through 1.14. Uh you'll see a lot of yellow here. We're making great progress. We're not to that desired outcome when it comes to graduation rates with students with disabilities. But take a look at the the year prior year, six 61.7% and now we're up to 80%. That's great. That's

102great. One-year jump. We need to keep going. Uh in in the English learner progress rate, this comes from the what we call refer to as the LB, English learner progress indicator. you'll see them uh in general overall we went from a 23.9 to a 26.7. However, in 1.11, you're going to see even something more impressive. That LP rate, if you narrow it down beyond just all e English learners, narrow it down to longterm English learners, and you'll see a very nice bump up uh of about 2.8%. So that that's fantastic when it comes to long term. Um and then finally access California common state standards for maintaining that 100% fidelity to that happening in the classroom. Goal number two, Anderson Union High School District will provide a safe, orderly, and responsive learning environment for all

103students. And in this case, right back to it, attendance rate. We in are making gains on the attendance rate, but we can do way better. Just taking a census as of January 29th, 20 uh 2026, we are at around 95.2. That's where we need to end school. Now this does not this isn't taken in into account uh uh well it does it's impacted by chronic absentee which absenteeism which we need to work on. Suspension rate is something that we're holding steady at about 12%. And we need to improve that. When we send kids home they become chronically absent. We need to work on that. We need to hold kids accountable but work on things we can do with kids prior to them requiring a suspension. >> If I may comment on that, um, in some

104categories, each site is doing a good job on suspension rate, but when you combine them collectively, the district, that's where we're getting hit. >> That accurate >> that is that's spot on. Yeah, this is a district one in the series. Uh the expulsion rate as well uh we made good progress with that uh this last year. The dropout rate you see that that's red category uh and something we really need to highlight especially looking and monitoring those seniors as we go uh not just through their senior year but even those kids their sophomore and junior junior year and trying to get them caught up with credits. um is and that working on that dropout rate is key. Uh survey of school repair that is basically your the great work that our maintenance and facilities folks

105do in keeping uh our schools uh really at the top of uh the north state. Goal number three, Anderson Union High School District will develop and maintain a systematic method for partnering with parents, guardians, union managers, and ongoing development uh of district programs and services. Now, this is a pretty quick one. Uh you'll see there's two items up there not yet administered. Why? Because that all centers around the climate survey. great great tool that uh Josh created last year that I brought before the board to get ready to use this year. We'll be implementing that climate survey. Uh you'll see some of it come out in in in uh late February and then uh another rendition uh in in uh early March hitting the kids and then the parents, community and staff. Um, and then

106the bottom two, uh, pretty much boilerplate on on most LCAPS. All schools will use, uh, Aries Communicate, uh, to communicate with their parent guardians. Everybody's using some type of system like Aries Communicate. Uh, especially if you need translation services, it's it's it's pretty pretty darn good. 100% outcome there. All school sites conduct at least five outreach events. I'll tell you that the comprehensive and new tech fantastic job. Uh I know we're going to get to a point at alted where we're going to be able to hit that as well. >> Mr. Ruth, I have a question just on 3.4. >> Um as I was reading through this, I know each school site uh you know conducts their different outreach events and we're trying to capture uh parental engagement. 108outreach fun activities, we probably do more parent teacher conferences than any Last one 3.5 is the uh membership for all requirements for California educ site council. Uh yeah, we meet the right ratio uh in in site councils and uh certainly our uh school principles they're they're on top of that. uh signin sheets collected from school meetings and engagement activities trying to get that as much as possible get that done. It's hard when you're having in people in the in the PAC and they're coming in both sides. It's got to got to recruit the kids stand there with clipboards. Um and then finally equity multiplier. Uh this is a really a unique opportunity and kind of it's a great thing for uh Megan and her folks especially at North Valley and Anderson Community Day School receive

109equity multiplier funds. Uh and so this goal is specifically ta tailored to that as well as some use of uh the learning and recovery emergency block grant. the mouthful LRBG funds. Uh you'll see that in in this in this portion of the LCAP as well. Um you're not going to like the colors as much because we're we're seeing a little red, but it's just the beginning. You think it's the end, but it's just the beginning. We we Megan is doing a great job down there. Attendance rates, they're going to come up. She's got them progressing in that uh improving academic achievement both at North Valley and Anderson Community Day School. I know that's high on her priority. She she's she's pushing, but it comes with quality instruction and teachers that are really engaging those students.

110And I know that school climate is what she's all about building. uh graduation rates uh of course we went down a little decrease uh this last year we're going to get better this year improve college career readiness rates for all students I am going to tell you this is a highlight of what she's doing uh I I I really can't sing the praises enough where she's she's made that movement and committed herself to uh the academics with bright thinkers but on top of that structuring and restructuring the to provide uh some access to electives that include things like the virtual virtual reality uh course, get some hands-on going with those kids, as well as getting kids involved in electives uh as best she can with uh the staff that she has as well as CTE.

111They're going up to uh RO and we have a couple kids uh go attending RO which is phenomenal. >> And as we wrap up uh remember there were prongs. There are two prongs. You got you had the metrics that we just went through. Then there's all the budgetary uh items and the implementation notes. I mean, I have heart palpitations just doing this right now. And so to see these kids and to see what that SFA program did and what it brings out in the kids, it was just a joy, a joy to do.
