Our next student representative reports will be from Sandia Academy. We have Lana Madd, Elon Rodriguez, Laney Flores, and Reed Steam. Good evening, Mrs. Buchanan and the board, Mrs. Nelson and the cabinet and all members of the ABUSD community. My name is Lana Matic Miles and it is my pleasure to share the 2025 through 2026 Wolfpack year with you. Joining me tonight are Ellen Rodriguez, Laney Flores, and Reed Steamman, all ASV representatives of Sandia Academy. There

002has been so much happening at Sandia this year, so let's get to it. Our year started off with our staff celebrating our school being redesated from CSI to a school of support. We are all so proud of making progress. This year we open for this year we open for a new TK classroom. This is our new playground and cafe. My favorite thing is have a I am going to kindergarten soon with we have a fill. Thank you Miss Lasher. Wait. Once school got started, we got busy filling our community. We had back to school night with a picnic on the playground. In September, we got serious about learning with our ai family science night. And in October, we hosted our >> annual have this festival pumpkin patch and >> celebrated his >> Hispanic >> heritage

003month by playing >> Laria. My favorite part has been adopting our Jazz pets. Mine looks like a fox, but it is a dog. In November, we started a new community engagement program with family champions. Our champions families participate in mentoring, monthly workshops, and all family engagement activities. We also celebrated Thanksgiving with the fun activity and learned all about pumpkin pie thanks to our Paw Patrol parent group. In December, we continued school traditions with the visit from Santa, the arrival of Ginger the Elf to TK, and celebrated awesome attendance with a game party for students with 95% or better attendance. We wrapped up 2025 with a book donation from the Rotary Club. >> Okay. We kicked off 2026 by building on our opportunities. We were excited for a visit from the >> NASD opportunities >> opportunities.

004They >> we were excited for a visit from the >> M >> A >> HSD >> academy. They came to teach about handwashing. The goal is reducing the spread of germs. In February, we built skills by going to the county >> honor band and excite >> exciting basketball season and >> national day of play. No electronic just board and card games. In March, we began looking into the future. The eighth graders visited their future high schools. Our fourth through 8ighth grade after school program students took a tour at USC. And a new student inspired staff verse student event was held. Our first relay race. Let's just say middle school definitely let the staff know who owns the track. A highlight of our elected program was the theater production of Disney Descendants Jr. The students were

005responsible for every aspect of the production, including the lighting and sound. I played Maleficent, and it was one of my favorite middle school moments so far. Speaking of our favorite moments, going to USC was my favorite part so far. We got to go to an NCAA basketball game. Nebraska won, but it was still fun. Our CTE courses this year have accepted new challenges and created products and spaces for all students and staff to enjoy. Our graphic design class has made spirit wear staff appreciation mugs, one of which is in front of each of you. Our engineering class has designed and produced fidgets that meet all of the requirements to be a tool, not a toy. The crafty creations class has crocheted desk beds and other items. And our culinary class is learning how to make

006basic menu items. The engineering class recently took on the challenge of rehabilitating our garden. The whole school took a vote and named this space the Wolves Oasis. We hope you can come by and see the beautiful space that has been created. For the first time ever out school was in the blob and silver competition for the >> Wahjave water agent. We were >> featured it on PBS >> Curiosity Quest and >> in the end we won first >> prize again all for the >> all of the other schools >> all the other schools >> even the high school ever is your PSA Hey, >> hey, you. The next slides are highlights of our music, art, and steam classes as well as our skills USA club. There will be 11 Sandia students competing at the state leadership conference next week. This year, our afterchool program, Excel, includes daily literacy intervention, the math pack intervention, clubs, athletics, and tutoring. There is something for everyone at XL. The last few weeks include our soccer season, our teams are killing it, the annual Bearwolf cross country invitational, state testing, and our annual schoolwide field day and barbecue. And of course, the thing I am most excited for, eighth grade promotion. Every single day, there is something exciting

009I don't want to say that. Oh, congratulatory celebration next school year. >> Last month, last month, Susan Isaacs from Safe and Civil and Mr. Slasher took a tour of our campus. They shared that they were impressed with the beauty of our campus as well as as that all the oneliners that were posted everywhere. She liked how our campus was clear to students during class time and all classrooms had posted champ expectations. They were able to see our phone policy was well displayed and ready to sorry and ready to start the fourth quarter. Speaking of the phones policy, surprisingly everyone is listening. Shout out to all the students and teachers for a smooth smooth transition into no cell bell to bell >> middle school has been busy this month with a bunch of field trips. Last

010month they visited labria char trips and learned that the fascinating story of our local area's prehistory. Several students didn't know much about the tar tar pits or how prehistoric animals fell inside them becoming fossils. The experience helped prehistoric an oh helped their understanding of what the world was like 10,000 years ago. Students said the most interesting part of the fossils wait oh the most interesting part was the fossils inside the museum. They were real scientists to explain LA PR's history and let us touch real fossils. Yesterday they went to Topgolf. Students from HCPA and Apple Valley Virtual Academy learned how to enjoy the sport and learned some new skills and had a lot of fun. >> On March 10th, Apple Valley Virtual Academy held a game night and invited HDPA students and families to attend

011as well. Earlier in the month, both HDPA and AVVA families joined Miss Garcia for pizza with the principal. This was an opportunity for families and students to build relationships with our administration team and and ask important questions that they may have. Last week's candidates for the state seal of civic engagement took the constitution assessment which requires a minimum of 70% or higher to pass. Congratulations to Kristen Santana for getting the highest score yet, 98 out of 100. Candidates who passed the assessment will move on to the portfolio presentations on April 29th at the town of Apple Valley. Mayor Scott Nassiff along with social studies teachers from each high school will judge each student's presentation as the final step to getting the state seal on their diplomas. 012excited for the International Children's Day in the district. Last year we had a such a fun time painting faces and making bracelets with little kids. My name is Julie Rodriguez, and I'm the GC president for Granite Hills High School, and I'm excited to give you this month's update on all things Cougar Pride. It's spring and we are officially in the final

013countdown for seniors. With only eight more weeks left to go, Cougars are determinated to make the most of their time left. State testing is underway and juniors are giving it their all to show what they know. Counselors are busy completing final grad checks and making sure all of our seniors finish a year strong and cross that finish line to graduation. And prom, sporting events, plays, skills USA competitions, concerts, performances, and finals are all just around the corner. College accept acceptances are rolling in and Cougars are cleaning up. Four of our AVID students were admitted to UCLA and several others received acceptances to their dream schools throughout the country, including several HBCU. Three students received the R rims AVID scholarship and four students were honored at the Chamber of Comfer. Wait, how do I say that?

014>> Commerce. com. Thanks. State of education and received local scholarships. Our CTE students are ready for a Skills USA competition next week. And we have the exciting news that we are we we already know we are sending some students to nationals. Our Skills USA chapter was recently recognized as one of the 24 chapters in the country to receive the models of excellence status specifically for the outstanding work of our students and advisers in in the workplace skills component of the skills USA framework. This this honor reflects the strong support for CTE programs in our school and district. And our students will represent Granite Hills High School at the 2026 National Leadership and Skills Conference in Atlanta this June. We are looking forward to sending more students to to compete at nationals alongside them. In the

015arts, our choir students returned from competition last week in San Diego with a lot of hardware. One group received silver and the other group received gold and the prestigious honor of being invited back to perform at Carnegie Hall for the third time in our school's history next year. Theater opens their play Little Shop of Horrors next weekend and it's destined to be another smashing success. Dance recently competed at Disneyland and took second place for their team and third place for duo in several individual honors including first place in overall grand championship for senior Aubrey Watts. Granny Hills will be hosting a competition May 3rd. ASB hosted a stu a Star Wars themed pep rally yesterday. Powderpuff is tomorrow night and our juniors are smelling upset, but they're about to find out why seniors rule the

016school. Everyone Everyone is excited for prom. Our theme is and will be held and will be held at the March Air Museum in Riverside on May 2nd. Shout out to our family center for putting on our prom boutique last week and having a huge selection of suits and prom dresses. Students had fun trying on different outfits at lunch. Last week, our career center hosted a career fair with lots of local businesses and vendors. Thank you to all who participated and help and helped inform students about options after high school. Baseball has started has started league playing currently in second place with a with a huge victory this week, beating Barstow 15 to1 and traveled to play Silverado today. Softball is also sitting second in the DSL and hosted Silverado today. Swim had their first home

Golf is teeing up for another league championship and hoping to continue to pull away from the field in the remaining matches. Track and field dominated the competition in their league cluster meet yesterday, beating all teams by an average of 50 points and clinching the league title. My name is Effie Avia and I'm the ASB line president at Apple Valley High School. It's great to be back tonight to share everything

018happening on our campus because as always, our Sunundevils have been busy, successful, and full of pride. So, let's jump right into our Sunundevil news. Starting with athletics, our boys tennis team has had one of their best months ever with wins against Burrow, Sultana, Serrano, Oills, and more. Way to go, boys. Our track and field team has also been doing amazing things from setting new records to hitting new personal bests. We're so proud of our running Sunund Doubles and the dedication they continue to show. On the field, our softball teams had an incredible game against Toronto just yesterday. Varsity won 13 to4 and JV dominated with a 19 to1 victory. While these scores are exciting, we've come to expect nothing less from our Sunundevil athletes. Shifting into school events, Mr. Sunundevil was a huge success. We

019had an amazing turnout and it was such a fun night for everyone involved. From 100 cheeseburgers to a live cow, and even a special appearance for my six-year-old niece, Camila, it was definitely a night to remember. With prizes like a flat screen TV, AirPods, prom tickets, and even a tuxedo, the energy in the room was unforgettable. We also had our annual spring break, which while we love being at school, it's nice to take some time to rest and recharge. Districtwide, we had our annual field day, which is always one of the most special days of the year. Seeing our students along with our football players come together to support and have fun with younger students is something we look forward to each year. Our senior superlative winners were also announced, highlighting everything from best dress

020to most pride and even who's most likely to crash their car in the student parking lot. It's always a fun and memorable tradition as we get closer to the end of the year. We also revealed our prom theme prom theme through our annual ASB prom reveal video. and I'm excited to share that this year's theme is entangled in twilight inspired by the hit book and movie series. Tickets go on sale next week and we are all looking forward to the night of nights. This Tuesday we held our annual key club elections where students presented and voted to select our 2026 to 2027 officer team. After four years in Key Club, this one definitely meant a lot to me and it's something I will truly miss. This week, our ASB line has also been conducting interviews

021to select next year's officers. While I can't give too much away, I can say I'm very excited for what's ahead. The future of ASB is in great hands. Earlier today, we had our superintendent's advisory council where we were joined by elementary and middle school students from across the district. It was so meaningful to hear their ideas and perspectives on how to make our schools even better. Moving into CTE news, our Skills USA students are preparing for the state competition next weekend in Ontario, California. With 155 Sunundevils competing, we are excited to see all of their hard work pay off. Our mass sophomores recently participated in a biomedical debate discussing real world medical issues and gaining valuable insight into their field. On March 4th, we hosted our annual college and career fair where students had the

022opportunity to connect with professionals from a wide range of careers. From firefighters to college representatives, there was truly something for everyone. We also want to rec recognize three of our camp students, Olivia Nutter, Kinsley Hullbrook, and Leila Lovato for earning a Bronze Inland Empire Regional Award in the Streets Arts Safe Film and Poster Competition. Great job, ladies. Our welding students competed in the fifth annual MDCP and Victor Valley College competition where all 14 AVHs students contributed to earning first place as a team. A special congratulations to Drake Carlson who was named the best individual welder. In addition, our construction students brought home first place at the 8th annual MDCP and BBC construction competition, competing against 19 teams from across the high desert. Our FFA students also represented us proudly at the Mojave River Valley Horseman's

023Association Horse Show. Way to go, Sunund Devils. We are also incredibly proud of Kyler James and Ivan Reyes Lopez, who were selected for a paid summer internship with General Atomics. Our culinary students had the opportunity to work with eighth graders from Vanguard Preparatory, guiding them through making pepperoni and cinnamon pizzas. It's always great to see collaborations between the Falcons and the Sunundevils. Another huge congratulations to seniors Marley Fick and Macy Gibson who took first place in the first annual MDCP digital design competition. And finally, we are proud to recognize Aaron Romero, Kaden Malter, and Joseé Lada Aranda, who were featured at the annual Young Artist Gallery, showcasing their talents in sculpture, photography, and videography. Our students continue to amaze us with their creativity, teamwork, and dedication. From collaborating on projects, competing in statewide competitions, or

024mentoring younger students, they consistently demonstrate what it means to be true Sunundevils. Their achievements are not only a reflection of their hard work, but also of the support of teachers, staff, and community that help make our successes possible. Beyond competitions and events, it's the small everyday actions that show Sunville pride. Whether it's helping a friend, volunteering, or cheering on classmates at a game, our students continually lift each other and make up Apple Valley High School a place where everyone can grow and belong. These moments, big and small, remind us why our school spirit is truly special. Looking ahead, next month marks the final month of the school year. For the class of 2026, it's all starting to feel very real. With events like prom, senior sunset, grad night, decision day, senior awards, senior ditch day,

025and graduation right around the corner, there is so much to look forward to as we close this chapter. As seniors, we are not just finishing a school year. We're closing a chapter that has shaped who we are. From our first days on campus to where we stand now, we have grown not only as students, but as leaders, teammates, and individuals. Apple Valley High School has given us more than just an education. It's given us experience, memories, and a sense of pride that will carry with us long after we're gone. And while we're all heading in different directions, one thing remains the same. We'll always be Sundevils. The lessons we've learned here, the relationships we've built, and the pride we'll share continue to guide us in whatever comes next. This school, this community, and these moments

026are something we will never forget. And as this year comes to an end, I have one exciting personal announcement to share. After graduation, I will be moving across the country to New York City to attend form university. Thank you. I will be studying communications and social media marketing. I'm incredibly grateful for all the opportunities that this district has given me and I cannot wait to take everything I've learned here into the next four years of my life. Thank you all for your continued support of our students and programs. It's always a privilege to share everything happening at AVHS. And do you write your own presentations? You don't have any help from staff or there's no staff writing. they give you ideas because uh that that's pretty impressive to cover so many topics with such enthusiasm and um when you do graduate give me your business card for social media because you're going to do really well and uh to Granite Hills High as well. Um good presentation everybody. So, it's good to see everybody here and I know we'll have we have a couple more meetings before graduation. So, we'll be seeing a lot of the high schoolers still u until at least May. So, good job.

Some of you are are very uh particular on how you want that microphone and you you can tell that you have a career in speaking ahead with that. Um, I too was able to see uh Mr. Sunundevil and I got to cheer for Effie, but all of the young men that participated had incredible talents. Um, was a little freaked out by the the cow, but other than that, uh, it was pretty amazing. Uh, and all the things, uh, that Apple Valley is doing. Uh, we got to see some of your students receive scholarships or, yeah, scholarships yesterday was really great. So, and congratulations on forom. I'll

031get you the pizza places before you leave. Um, uh, Jill on, uh, at Granite. Um, I'm excited to see Little Shop of Horrors. I was able to be there for, uh, field day and see all the great things. I understand the students are making the puppet for Little Shop of Horrors, which is pretty impressive because usually teachers will just rent them. So, way to go for Granite. And again, I got to see Granite students get scholarships yesterday as well. So, way to go. Uh, I'm also looking forward to see High Desert Premier Academy make faces. Not make faces, paint faces, uh, and, uh, show our younger students just a little bit of fun and love. So, thank you for that. Uh, Sandia, you guys were great. I can't believe how poised your your little ones

032are um for doing that and for helping them as they uh spoke. Thank you. I think she's gone, >> but thank you. You did a great job and the kids were great. I'm like, "Oh my gosh, they got those words." Um Rancho Verde, you guys did great. Uh this young man was constantly uh cheering on his team as they were speaking. It's really awesome sight to see. I know that Rancho Ver Verde has amazing talents. I got to see them in their talent show earlier and I'm looking forward to seeing the arts. I actually really want to make a clay thing, but I'll I'll be excited to see that. So, thank you all so very much. Maria Akara, >> thank you so much. 033the students uh speak to us and share with us the the fun things that they are having at their schools. I'm going to start with Rancho Verie because they started with us and Rancho Verie uh you have so much going on at your schools and I'm really impressed. I absolutely love the acknowledgement this young man gave to his pe to his peers. Um and every time they they finish speaking, I could hear him say good job. Um that is what we expect. Um and when they're not doing good, you remind them, you know, that you're you need to you need to be more polite or more respectful. And he he modeled that and I was really really impressed. um you have so much going on at your school and um Rancho Verdie is a neighborhood

034school and so um as much as you do at your school, I'm sure that your your families uh truly enjoy um the services that you are presenting to them and showing them how you're growing in school. Then I go to Sandia. I have known Sandia when it was hedgehog. I think it was Hedgehog and then it became the Sidewinder and then it became the wolves. So I've I've watched them go through the transition. Um and so um watching how they're supporting uh their school and supporting their peers was excellent. And before I move into finishing Sandia, I want to thank you for this beautiful cup you gave us and u and the toys inside the inside the cup >> tools. Oh, okay. Um, whatever the reason is, this is going to be my favorite tool.

035Um, because I I you know, every so often when you need to reach that place that needs a real nice scratching, this is perfect. Thank you so much. I love all your tools. Um I would you know your March relay is one of those that I really look forward to um all every year you know because I I just want to see the students get out and get fresh air and that is fresh air lot there's lots happening at your school you are definitely creating amazing memories um that you will remember yesterday I I went to an event in Victorville and I met um three Sandia teachers who were teachers of my children and now it's you know one of them is in her 40s the other one is in late 30s and uh and

036their teachers still remembered me and it was strange that I also remember their names and their room number u so um thank you to those teachers who are helping these students to get to where they are right now because sometimes we miss that and and thank you to the parents who have helped them along the Okay, HDPA, where do I start? Uh, watching the joy on your faces was so warm to see. Um, I like to know why you were giggling because I was busy trying to giggle along, but I didn't know what I was giggling at. Um, but it is it's so tempting. Um, and it showed the joy that you bring to to your school and to your environment. And never stop giggling, never stop laughing. And that's one of the things I

037tell people, never stop laughing. Even when you when you don't find a reason to laugh, just laugh because it helps your heart. Um, and you guys uh did so well. Uh 98 out of 100 is pretty good. Whatever that number is, it is pretty good. It's hard to get there. Um thank you for the services of at the International Children's Day. I went by came by last year and I saw what you guys were doing and this year I'm hoping that I can make it uh because it's always good to be around children to surround yourself around children because they remind you of where you've been and they also remind you of some of the errors you've made in life and to help you to correct them before it's too late. Um because as you

038all know as you get older you begin to act more like a child. Um, so we need to be able to always remember that Granite Hills High School, um, I'm wishing all of you, uh, great state testing, um, and getting great results because, um, the state will measure you for things that we never even thought about and we hope that you will be calm enough to get to that to get the result. It's so much fun to listen as you show your excitement when you're reading the accomplishments of your peers. Um, those of you that are watching her from the back, you don't see it. But when she says something that the school has done, you hear her go, you know, there's that excitement in her voice. I I like that so much. Um, I

039I've never been to Powderpuff, even though my five children went to school in this district. I I've never attended one, and I would like to attend, but I understand it happens way too early in the morning. >> Yeah. >> Um, you know, I'm retired. It's kind of hard to get up and >> It's a night thing now. Okay. Apple Valley High School had it very early in the morning. It's like I go to Okay, good. I'll be there. Um and and it's great because I want to see who really rules that sport because you're going to have seniors and juniors and you know juniors are much younger and they they might be able to do that do things that your your bone is now giving up. Um, Apple Valley High School. Uh, Effie. Oh, Effie.

040Um, I hate to see you go, but I also I'm glad that you're going. Uh, because the goal in life is for us to raise our kids and for them to leave home. Uh, and never forget what you've taught them. Um, so, um, I think, uh, Apple Valley High School and Apple Valley has taught you so much that I don't think you'll forget when you go to New York. It's a big city. Uh, you you continue to create great memories um, in this district or in this town and everybody all the way to San Bernardino, they know who you are. 041Rancho Verie. Um Asencio, you did amazing. you are a natural leader, maybe a future teacher the way you were coaching and that was awesome. Thank you. and so many clubs. I do have to say um I got a chance to visit last week and see I know I was not >> We're gonna take a little break for a second. Okay, and we're back. I think this is a new record for breaks. Um, ranch free. I visited the music class and it was amazing. Um, they were doing something where like the kids picked different colored tubes and it lined up. It was like Guitar Hero to me. It was it was really neat to see because they were really engaged. Um and then I also took my girls to the Museum of Tolerance over our break. So yeah, that was that was you guys from the last meeting. Um, Granite. I had a lot of fun visiting over there as well. I got to see the prom dresses up on the stage. Um, I'll set up for the kids to check out. I love Powderpuff. So, if I can, I will be there tomorrow at at 6. Got it. Um, I did get to see some of your track team over spring break um at the Desert

044Christian Invitational out like in Palmdale. Um, they did great. There was a couple girls that um answered my questions frequently. I was very grateful for them. Um, and then Apple Valley High School. I just have to say the Twilight theme. I am an English teacher. This is the only time I'm gonna say this. The movie was better than the book. Yeah. So, hopefully the prom theme is like more towards the Yeah. So, all right. Well, thank you guys so much. I'm going to turn it over to Superintendent Nelson. So, while all of you did incredible jobs, I loved watching the older students um watching and supporting the younger students. So, Arya, you were out there doing it, too. And um I just so appreciate watching how they care for each other because that's something we can help for, but it it doesn't cost anything and we um really appreciate it when we see it in students. So, his response was what is typical of a student like that? I was raised well, right? giving credit to where the credit is and that's pretty incredible. Um I'm looking forward to Arts Attack and the fact that you guys called out your um counselor, Miss Jenny, is pretty amazing,

046too. Um as we've added things, that's pretty good. Uh Sandia Academy, um Laniah has spent a lot of time with me today, although I was with high school students um in between. She was a student advisory this morning and um always does an amazing job. What you guys saw up there is not just um tonight, it's all the time. And so, um, Laniah and, um, Maddock and Elen and Laney and Reed Reed, I get to hang out with your brother sometimes. Who knew that I'm going to ask for for Reed to be on a student advisory someday? Pretty cool. Um, you're a reader and and we all think you probably can, um, take over the world at some point. You, too, young lady. You were incredible. So, um, CSI exit is something to be noted.

047Uh, and um, I loved hearing that the TK building and some of the favorite things that are going on at the schools from each of the students. Um, looking into their future was something else, too. Knowing that USC is something you can strive for. Um, and while there are students out here today that will not choose to go to college, that's okay, too. Um, I've had my student adviserss tell me, "We don't always want to go to college. We want to go right into our career." And I value that as well. We just want to be sure every student is prepared for whichever pathway they choose. Hi, Desert Premiere. Um, Angelica and Jaden, I get to see you in other capacities and the smiles and the giggles are always there. So, I love that about

048you. Um, but tonight, what I took away is the collaboration that is going on now between AVA and um, High Desert Premiere because you share a principal and an assistant principal. And while th those collaborations have happened um with parents to see that you guys are doing things together is impressive. And then finally that comment of HDPA where every student finds their way. It's true. It's true. And so um good job and keep calling that out. We know we want to keep it a little bit under low because we don't want tons of kids to want to go there. We've had that conversation before. We can promote it way too big. We're not going to do that. We want it to be special like it is. And then Granite Hills High School. Julie, I too

So, for those of you that don't know, um Jill's on the um cheer team and the stunt team and um they have a competition because it's an athletic um competition that they participate in. Right. It is. Yeah. Yeah. So, it's official and they they do really well and they they are um competing and so congratulations on that. Um I did not know that you had four students going to UCLA at this point, but I will tell you that um Christian is an adviser and was here this morning and he is going to UCLA and told the kids in the room in the elementary group, it was the minute he said where he was going. So, it was a big deal to the elementary students

050and them talking about what they were doing is pretty cool, too. Um, the the fact that um your skills um model of excellent honor for um a chapter is great and we look forward to hearing about how that goes at nationals. And while you hope other kids will go to compete, we know they will be going. So, um it's going to happen. And then finally, Apple Valley High School. Um Effie, I I knew that you were Mr. Sunundevil I missed that night because I was not feeling well. Um, but sometimes it's better that the superintendent isn't in the room when some of those things are going on because I might have to look the other way. Um, however, I'm proud of you and I want you to know that I did not disclose which college

So, for um the audience, Effie pulled me aside um last month during a student advisory and told me that he had gotten into his dream school and asked me to keep it quiet until he got to announce it at the board meeting. So, I've been cheering from behind. I did tell his mama that I'm really sad for her, but I'm very excited for her, too. Um and then the college and career fair and the fact that we have interns going again to General Atomics. These are paid interns for those of you that don't realize it. High school students that are getting industry um internships and getting to put their skills to work and it's incredible that um they do that with us. And FFA just came back from state conference and

052I heard that they had a wonderful time and did outstanding. 053Valley Unified School District are models across the region and the state. Representing over two dozen industry pathways, programs across three high school sites, and over 1,500 students, these programs help students build technical competence, essential skills, and a launch pad to success. The two CTE coordinators in ABUSD, Emily Cornwell and Gretchen Pratt, work tirelessly to make certain that these pathway programs have the resources to succeed. Together they have worked in our region to write successful grant proposals. I think we got calls that this week we got two more grants. Um we like those calls and um for equipment projects and other resources totaling millions of dollars over the last several years. Funds that the district would not have received without their diligence and innovative efforts. They coordinate student competitions both locally through MDCP and across the

054state with Skills USA and other CTSOs. And those are so I'm using a lot of acronyms, but um CTE, career technical education, CTSO, career technical student organizations. Our students compete and win at unprecedented levels. This year they include our middle grade students as you heard the Sandia students speak about tonight from three school sites, Vanguard, Sandia, and Sitting Bull Academy. Oh, I remembered which ones. Um they will add to the competition at Skills USA at the state and the renowned how renowned RCTA programs are in this district for student excellence. So, while you've waited a long time for this certificate and this recognition publicly, you cover the values, every value that we have in in this district of Apple Valley as far as dignity, authenticity, community, and service. 056to do is come and stay if they chose to. But if it wasn't filling their cup, they could leave. It was their choice. Tonight we recognize 31 dedicated part participants who have completed the program. That means they came each time and dedicated that learning and then we went through some mock interviews and some questions. We had the best time as um leaders in the district. Over the past several months they have the individuals have learned some of the core pillars of Apple Valley leadership from navigating our organizational structure and mission to the human side of the work. active listening, building trust, and delivering productive feedback. They participated in numerous practice scenarios to prepare them for the unique transition into leadership roles. This was an inspiring, engaging group, and we are proud of the commitment these

060JC Scott and I'm the chapter president of CACA 828. stand before you today to address both the process and concerns surrounding resolution 2526-15 and more importantly the priorities being demonstrated at a critical moment for the district. Let me begin clearly and factually on March 5th resolution 2526-9 was brought forward and failed in a 2 to2 vote. Under current procedures a motion requires a majority to pass. Tie vote is a failed motion. This is not interpretation. This is established law. What is concerning is what is followed. Resolution 2526-15 attempts to ignore and undermine the outcome in a way that minimizes the failure and creates ambiguity ambiguity to the public record that raises legitimate concerns under the Brown Act which exists to ensure transparency and clarity in government actions. When outcomes are unclear or appear to be

061reinterpreted after the fact, it erodess public trust. But beyond the process, we need to talk about priorities. Right now, 408 classified employees have received layoff notices, 408 livelihoods and 408 families. And while those employers are facing uncertainty right now, while we are actively in negotiations working to reduce those numbers and save jobs, this board is choosing to spend valuable time revisiting and advancing resolutions like these. This is deeply concerning because the priority right now should be not revisiting these failed actions or attempting to redefine the outcome. The priority should be people. The priority should be stabilizing this workforce. The priority should be working collaboratively to minimize the harm. We are at the table. We are doing the work and we are bringing ideas forward, asking questions, and pushing for solutions. As I stated in the

062past, we remain committed to bargaining in good faith. Not because it's easy, not because we always agree, but because our bargaining unit members deserve it and our students depend on it. However, good faith is a two-way street. We expect the district to demonstrate the same commitment. As part of that process, we have formally requested requested critical information, including the names and positions of those affected by these layoffs. That information is not optional, is necessary for meaningful negotiations. As we expect information to be provided at tomorrow's sessions and we expect that information to be provided at tomorrow's sessions so that we can continue to work responsibly and effectively because without transparency, there's no trust. Without trust, there is no real collabor collaborate collaboration. So tonight, my message is simple. Focus on what matters. Honor the integrity

063of established processes. Respect the impact your decisions have on real people. And come to the table prepared to engage in good faith fully, transparently, and with urgency because our members are counting on it. And our students are depending on all of us to get this right. I think we all want to finish up the school year strong after spring break. And my heart is with our seniors as they count down the days and prepare for next steps. This past month, I enjoyed attending many activities around our district. I dropped by to

067see Vanguard Prep's pickle ball fundraiser for science camp. Thoroughly enjoyed a theatrical presentation of The Lion King and Comical Relief of Scar at Phoenix Academy. And I once again marveled at the remarkable voices of our students in their 2026 Timeless Classics concert with Granite Hills High School Encore. And I believe they're still partnering with Apple Valley High School. I attended field day and thoroughly loved engaging with students and their parents and celebrated six Apple Valley High School and Granite Hills High School students as they received scholarships from local businesses at the Valley Morning Insight State of Education yesterday. This week, I also had the chance to follow up with our administration on questions asked as was requested. A few were answered. For the rest, I was told that I would have to wait for direction

068from the majority of this board. I want to take this opportunity to point out that the majority of the board did agree on a request of information two months ago. The same time trustee Apara requested data on special education, she got a presentation. Personally, I don't like being led around by the nose or refuse clarity as need be. My hope is to truly understand, offer informed direction. Instead, it seems I have to wait again. I have been the subject of two public record requests in the past eight months, requesting data for my personal accounts, email, phone, and socials. This time they want any communication between me and any board member or a VUSD employee on the topic of budget and or finance. I have been informed it would be proper to turn it over to

069the attorney general but because he's a sole authority on the Brown Act. In this request, administrators tell me they're acting under legal advice. But are they? I have yet to see any evidence. Last month, I voted no on two financial reports projecting district spending. I was asked to explain myself, so I offered this worksheet. Something's coming. And there's some for the public, too. If anybody would like, um, I'll leave them here. Um, feel free to come up. I'm okay with that. First, I'm going to tell you something that's not written down. According to the second interim reports 2425 and 2526, projected insurance cost was and is $73 million. This year's cost almost exactly the same as the last despite the projected increase of roughly $4.3 million. How is this even possible? As you can see

070on my handout, projected spending on one report is millions of dollars off from the next. Numbers provided by administration to explain don't align. Compare our AB1200 2526 total projected increase. We are off by $4.7 million. for 2627 another $2.1 million when looking at categorical fund categorical funds were off roughly $11 million total. I have learned so much and I have shared nothing more. Despite repeated attempts to posture, manipulate and stoke fear or shame. I have not and will not hesitate to continue doing the job I was elected to do. Our administration continues to be off by millions of dollars and yet I'm the one being asked to explain myself. I renew my call for the attorney general to come help APSUSD in our search for truth and transparency. We simply can't ignore this problem when

071it affects so many lives. We were not elected to pledge allegiance to this administration. We were elected to understand and represent the district, oversee the spending of public funds, and give direction in the best interest of students. But we can only do that when we are accurately informed. Our finance department projected up to $33 million in deficit spending for the 24-25 school year. $33 million. It turned out to be only 12 million. Now, our administration is projecting to deficit spend roughly $19 million. In September 2025, they projected $19 million. Then we gave a raise. $19 million plus $13 million equals $19 million. The numbers just don't add up. But as a board, we just keep approving it. Some believe what they are told. This has resulted in stalled negotiations, the possibility of adding more non-

072voterapproved debt, strained district relationships, a divided board, and possible strike of our certificated staff, counselors, and teachers. All while funding pandemic level support and 70 vacant positions. 7070 vacant positions, 11 certificated and 59 classified, millions of dollars. This board believed we had no money. Yet here we are, one long year later, settled with all employees at roughly $13 million this year and $10.5 million the next with no anticipated deficit. In fact, according to the latest AB1200, we will be in the black roughly $4 million. Think about that. Despite giving a $10.5 million ongoing raise, we still have money to spend. Over the past six years, revenues have increased ESSER funds, an increased duplicated pupil percentage, and an increased student population, roughly 400 students up according to the California student school dashboard, projected to be up

073another 200 according to our second interim presentation. But I wouldn't hold my breath on that one. Despite what we have been told, millions of dollars sit in categorical spending. roughly $13 million total as noted in this year's AB1200 2627 projections, though I have yet to hear back from our CBO regarding any usable funds. It is interesting to think that we had money after all. Unfortunately, the facts I offered in good faith were discounted. My calculations scoffed and mocked, my ability questioned by this administration, by many on this board. I am not the one who has paid the big bucks to run the numbers, but it turns out I got it right. And hey, I'm happy to help anytime. My paycheck for this position is roughly $400 a month. And that's fine. I don't do this

074for the money. I do it for kids, for the people who elected me, for my constituents, for those who have expressed hope for a better way forward. Thank you, Rick. Anita. >> Okay. Good evening. April 22nd, one of my favorite holidays, is administrative professionals day. and we are really blessed to have such dedicated and hardworking individuals who work hard to support our student, staff, and community. 075the privilege of going to several things uh this month. Um, I really enjoyed Mr. uh Sunundevil. Uh I was able to attend the field day at Granite Hills which was phenomenal. Uh and I have to say the video that was created by the Granite Hill students was absolutely beautiful and it captured the event so poignantly. I was honored to be able to attend the Valley Insights State of Education yesterday and celebrate our Apple Valley and Granite High Granite Hills High School students receiving scholarships. And that's always an amazing and wonderful thing. Congratulations to the students, the parents, the teachers, and the staff who work so hard to help their students succeed. And I know we're heading into heading for the finish line of our school year. It's gone by really fast. And after spring break,

I know our teachers and staff have worked extremely hard preparing our students and our families have supported and encouraged our students and we know that they will all do well. So to give you to give us an idea of what happens at the different schools so that we can plan accordingly to show up at your schools is is such a gift that you all are able to plug into those calendars for us to get involved and know what is

079going on at your schools. Um, I'm really grateful uh for um all of what you do and uh how you encourage the students. Uh and sometimes we miss the mark. Um but when we miss the mark, I hope we can uh be strong enough to say, "Yeah, we missed the mark. We'll do it better next time." I especially wanted to give a quick shout out to two of our junior varsity female throwers who were incredibly kind and kind of kept me company during the off time of their events. Um, but they did they were just great and they represented our district well, both in their sportsmanship and their character. Um, we are the only district, they believe, nationwide that utilizes data from the annual youth truth survey with the superintendent student advisory. Mr. Sloer and I drove, presented, and returned to the district on Tuesday. It was a wonderful way to highlight our students and how their voices are being heard to create change that's actually data driven. A lot of the adults that were there were asking us, "How do you get them to even get into that data?" Well, we told them we just stand back and let them go because it's amazing to watch them. Yesterday, we had the pleasure of attending the Greater High Desert Chamber

084as was mentioned. Um I'd like to at least mention the students um the scholarships from uh the both Granite Hills High School and Apple Valley High School. Christian Coronado, um Granite Hills High School. Macy Gibson, Apple Valley High School. Daisy Mile, Granite Hills High School. Trisha Patel, Apple Valley High School. Aiden Renoso, Granite Hills High School, and Angeline Silva, Granite Hills High School. It was wonderful to see such a number of our students receive scholarships. Um, we also got to hear county superintendent of schools Ted Alejandre highlight several countywide initiatives and highlighted how the high desert districts work collaboratively. One of the initiatives is the early high desert that the early high What did I just do? I can't read myself. is early literacy and our county offers Footsteps to Brilliance which is an early

085literacy program that's accessible online to all San Frernardino County families and it's free of charge. Last month, I was thrilled to hear, and um Principal Wendy Watt will know what I'm about to say, um that two of our classrooms, Roman Hernandez and Leanne Price at Sandia, have been added to the Footsteps for brilliance to brilliance brilliant mind model classroom honor role. This means that a 100% of their students have been using the program for 45 minutes a week for a sustained period of time, which in turn means they are building literacy skills for their students beyond the classroom. It's notable. Congratulations, Miss Watt. and to the teachers that are doing that. The data that the research is clear with that program that when students engage outside of the classroom in any given length of time

086um over a stain sustained period of of weeks um they gain literacy three times faster than other students. We have done lots of promotion about this program and we will continue to do so. Today we held the final student advisory of the year. bittersweet in my world because I've watched these um students grow each year, some of them since they were in fourth grade. We had each high school planning team come together for the first time to support the elementary adviserss. Not my idea. It was the high school students idea. They talked to us about what they would tell their sixth grade, seventh grade, eighth grade selves and what was important at high school. And one of the things they offered was, "We think the adults tell us those things, but we don't really listen

087to them when we're in middle school." So maybe the kids could tell the kids. And so what happened was they came to each table and sat with the elementary students after spending some time building some slides. And those students um the principles kept coming to us. They don't want to work on their plan right now. They want to talk to the high school students. And you know what? that was okay because the principles can continue those plans that we were building um at their school sites, but the engagement that was happening at the tables of these students being able to see themselves either um going on to college like these high school seniors were explaining they were doing or um in a pathway or a freshman who has just gotten through the end of their,

088you know, finishing their freshman year and how different it is was pretty incredible. Um we will definitely do it. We had some feedback on how to um change it up for next year and the high school students thought it was incredible that the elementary students do a taste testing and they got to participate today. Um as we um close this, I I did share with the board, but I think it should be publicly stated as well that of the nine um Sanernardino County classified employees of the year, four of them are from Apple Valley. First, I want to thank you for continuing to hear me for each month, as this is the ninth one I've been here. I've been told that my voice matters, and I truly appreciate the opportunity to speak. I do want to address comments that were made at the end of last meeting. It was suggested that the issue is about one student being lazy or

095unable to get up on time. And I think it's important to clarify that your comments hurt deeply, Trustee Oak, and it's not a feeling I appreciate or one that will leave my heart or head anytime soon. However, I did like the comment where you said, "I've heard that it's been that high schools do start too early." Because it's true. Uh, even if I were lazy, which I'm not, this is about students across the district and about following California Senate Bill 328. That law exists because of overwhelming research showing that teenagers have different biological sleep uh cycles and that early school start times that negatively affect attendance, academic performance, and overall well-being. So when we talk about later start start times, we're not talking about convenience. We're talking about what is healthiest and most effective for

096students. I've also heard the argument that high school is meant to prepare us for the real world. But students already live in the real world. It just looks different. From what I've seen, many essential uh careers like healthcare workers, first responders, railroad workers like my father, and others don't follow one fixed early start schedule. Their hours, their hours vary. Retail and restaurants often don't even open until later in the morning. The real world isn't one rigid bell schedule. And personally, I aspire to more than just adopting a system that doesn't work. I want to succeed in one that actually prepares me. What school should prepare us for is not exhaustion. It should prepare us to learn, think clearly, and perform at our best, but students are entitled to an education that does not harm them.

097That's not unreasonable. That's the standard. I also want to respond to the idea that this is how things have always been. With respect, that's not a reason to avoid change. It's often the reason change is necessary because right now what it can feel like we're being taught is that we're expected to push through and some through something we already know is harmful and accept it because that's how it's always been. Education has evolved over time. We've learned more about what helps students succeed. This is one of those moments. >> 20 seconds. >> I also understand that staff schedules and responsibilities matter. I respect that completely. But the purpose of the school system is to serve students first. And this law reflects reflects that priority. And I want to be clear. I'm not going to stop

098showing up. I'm here because this matters. And I will continue to advocate respectfully for not only myself, but for students who are affected by this. I'm here because the issue matters, not just to me, but to students who may feel uncomfortable speaking or aren't able to be here themselves. I'm here >> time. Because from where I stand that's not honesty, that's hypocrisy. What changed? Was it what he said? Or is it that you didn't like hearing it anymore? Is it because that he continues to call out this board for failing to prioritize students? Or is it because someone on this board, someone you don't agree with, happens to support him? That's not about my son. That's about board governance, which is what you've all signed to adhere to and follow. Miss Oak, you've said over and over that you bleed orange. Well, I bleed for my children. I bleed for their mornings,

100their exhaustion, their pressure, their effort, their sweat, their stress, their laughter, and their growth. And I cannot help but believe that if my son were one of your orange-blooded students, you wouldn't be offended by him advocating for his health and the well-being of over 3,000 high school students and thousands more to come. And maybe that's the real issue, that this voice didn't come from where you expected it to, that it hasn't been one of those orange-blooded students challenging the mediocrity of this board. But let's be clear, he has said repeatedly this may never benefit him or his high school start time. So, he continues to fight for future students. My son is not lazy. He is a student athlete. He takes honors and AP classes. He performs at a high level in his sport. He

101hosts Cougar News on the regular and documents events for multimedia often. He has been requested to be in several different teachers classrooms throughout his school career. many of my boys have because once you've had a peak kid, you truly understand being appreciated and the principal of a great family. He volunteers not just for other teams at his high school, but for the community with over 500 hours of service. He participates in extracurriculars. He works. He has hobbies that he nurtures. He maintains friendships, family involvement, and a full balanced life. And still, he shows up here prepared, respectful, and consistent. That's not laziness. That's leadership. No student should ever walk away from a place meant to support them feeling dismissed, disrespected, or betrayed by the pe very people entrusted with their education. And yet, this is

102now the second time my son has felt that from this district. Once you were rewarded plaques for doing so. Let's talk about reality. For seven out of nine months in school year, high school students are waking up and going to school in the dark. For two of those months, it's dark around 4:45. If safety is the concern, isn't it more appropriate for a teenager who's more capable of navigating hours in the dark than it is for a six or sevenyear-old to be out in a darker afternoon? He is progressive in movement, not stagnant in a comfort zone that can prove to be unsuccessful. Last year, he helped a friend escape an abusive house and get to the safety of another parent in another state. We provided that safe house while under duress trying to get

103his friend to safety successfully, and that friend is now thriving. Kian is not stuck in the way it's always been. and he's pushing for better because progress doesn't come from comfort zones. It comes from people willing to speak up. These are real practical considerations and my son is asking you to consider them not just for himself but for others. So you say one person can't make a difference. >> Time is up. >> History has shown us differently over and over again. Dear board member, I am contacting you today to address the concerns over classroom printers possibly not being supported anymore with toner, thus likely being removed. This action feels retaliatory and punitive in nature due to recent contentious situations and the board's lack of direction when it comes to negotiating with the voodoo. Are there now restraints on printers at the district district office? What will be next? Will we have a cap on copies? Will crayons and pencils become scarce? As a veteran teacher, 27 years, I have already worked through district scarcities. Do we plan on asking families for supply donations as we navigate the district's

105poor financial planning? What supplies can we ask for since we've been told we've been told adamantly that we cannot ask families for toner cartridges? To remove the function of a tool from a classroom against the needs of the teachers does affect the students. I feel like I now have to be the buffer between the district and my classroom. The district has lost its why and is negatively impacting students yet relies on the teachers and staff whom they actively disrespect to cover for their mistakes and animosity. Our curriculum is shallow in teaching and depth of learning and the workbook practice is not aligned with our assessments. So I brought I was a kindergarten teacher for years. This is a kindergarten workbook. It does not align with our assessments or our report cards. This is another kindergarten

106workbook. And another I wouldn't dare bring in the science workbooks. They're obscenely large. So just for one standard that we teach first trimester, it's on page 353. two-dimensional shapes, circles, squares, rectangles, triangles. Are we going to get help goating these workbooks? And for TK, this is our TK workbook. We get one worksheet a week, a letter. This is my curriculum, my official curriculum, and it has no workbook, but I'm still required to teach name writing, coloring, and cutting. >> 20 seconds. >> I'll wrap it up. To insinuate that teachers are poor planners by stating they just need to plan is insulting and is further eroding our trust in district decision-making. My plans are expected to change daily subject to site decisions that don't get communicated in advance, calendar conflicts, behavioral challenges, inclement weather, classroom emergencies,

Now, the resolution states that it's in support of our superintendent and cabinet, but it doesn't stop at that. It goes forward to single out an unnamed trustee. I don't feel that is right. It would be different if this was solely support of a superintendent, but it's not. And I do not feel this is the best practice to do. Uh if you look at our Congress and our Senate, they do not recommend and most legislation that I've looked up does not recommend

118exhorting an unnamed member. We have if if something is going to be said about a member, we owe it to the public and to this board to name the person and to do the procedures that go with that. Uh without doing that, it leads to speculation. It's not a good practice and I do not think we should support this. >> Thank you. Okay. In the explained background, President Buchanan stated that quote unquote, "With one member absent, no action was taken on this resolution." This is incorrect. Discussions began in February 2025. One year later, inaccurate financial projections have only been confirmed. This district's budgetary practices are questionable at best. Fiscal reports are off by millions of dollars and time after time still approved by the majority of this board. These are facts. Fikmat was delayed nine months before confirming ABUSD's high risk of fiscal insolveny. We all want our superintendent to succeed, but inaccurate projections led to doubt, stalling board direction for negotiations, careening AVUSD toward a possible strike. Who's responsible for this? And now it's only

120been confirmed. The money was always there. 13 million 13.1 million dollars this year and 10.5 ongoing with $4 million to spare for classified management and certificated staff. But now we are cutting supplies to classrooms. Classroom printers have been a part of the roughly $13 million of cost in books and supplies for the past three three years. This year we've allotted roughly $22 million in books and supplies. Believe me, $1 million can be shaved off $2 million without affecting our classrooms. Let the teachers print. 57 days ago, our teachers and counselors expressed a vote of no confidence in our superintendent. Can you imagine why passing this resolution tonight would be disrespectful? Felt like a sharp and stinging slap to the face of those who will stand in front of our students tomorrow morning. There must be

121a better way to unite ABSD other than pushing this divisive resolution through. It's also the right of this board to place something on the agenda to state support. Now I think I have a unique uh of background to uh talk about this. Uh I have served uh in

122government for 33 years. I served under five sheriffs. I was the mayor of the town of Al Valley for two terms out of eight years being elected. I supervised and worked for three town managers. I served as a board of directors for division five, a Mojave water agency and served uh and supervised three general managers there. And so I have a unique uh role. I'm not a teacher. I was never in education although I did graduate from the Apple Valley Unified School District uh 50 years ago. Uh, but my background is not in in in education. So when I came on this board eight years ago, I didn't know Trenson. I didn't know Matt Schumberg. I didn't know Pat Sawler or Dustin. I didn't know Kylie. I knew hardly anybody. I knew Dennis Bender who'd

123been around longer than I was around. And so when I got on this board, it was actually Tom Hogerman who was uh the superintendent for a short period of time. And before I got on the uh the board, I did some interviews and spoke with some uh members that worked for the district and they're like, "Hey, Rick, if you get on the board, can you know try to get rid of Hogerman?" You know, and it wasn't everybody. It was just a few voices. But and then it was, "Oh, well, you know, we don't want we don't like this superintendent. We want this person." So, you know, this goes with the territory um that whoever sits at the the top seat is always has a target on their back, no matter if they're a city manager,

124no matter if they're the superintendent, sheriff of the sheriff of the county, uh whoever, CEO of a company. And so, I came into this job with an open eye. And uh and um when I when Tene was sworn in, which was was a short time after I was um you know, I had some um um ideas to her like, you know, maybe you should try this, maybe you should try that. Whether she liked them or not, I don't know, but she implemented those ideas. She was receptive to those ideas and um she came along and she did what the board asked her to do. So, you know, let's fast forward. We had years and years of negotiations and it always started out where, you know, it was a lowball from the board and it was

125wanted more money from the from the teachers and we always were able to come to a resolution and give um support and give pay raises over the years. And then it became very contentious with the election of 20 when did you get elected? 21. There you go. So when you got uh Rene got elected on the board and Anita got elected, we had two different board members who had two different perspectives. Anita came from Victorville. Renee came from Victorville. So that's um little different than how Apple Valley was operating. And so they wanted to bring that style here. from what I'm just speaking from what I had had seen over the years and um then it became you know really contentious when California Teachers Association got involved and we had heard that you know Apple

126Valley was a was a uh a test district to see if they could rattle the district and and and uh the union became very abrasive. They say it wasn't personal, but it became very personal. Personal attacks uh personal innuendos against uh you know different people's uh spouses, children in the district. There was there was quite a bit of uh animosity there. But we did come to a resolution and we did come what I mean by resolution we did come to a um um compromise and we were able to give give the payraises to both CSEA and through to Abuda. So, here we are um back back again with u a union member getting up here and saying there's something nefarious about this resolution and how dare us uh to bring it back because it was

12722. It was very clear. I made it clear to Miss Nelson that I was going to be absent for that uh board meeting that I was ill and that I could not drive home from where I was at, which was quite a distance, and that uh I'm sorry that I can't make it. And at no time did anybody say, "Well, we've have these items on this agenda and you know, we don't know how it's going to go." So, you know, if it was nefarious, it would have been pulled and put back on when I'm here, and it wasn't. And it was, we all know what what occurred. It was a two two uh vote. And um I if I was here, I would have supported it because I support Superintendent Nelson. I support staff. Is

128are things perfect? Never perfect. Can there be u improvements? Absolutely. Uh but the allegations of of malfeasants, the allegations of you know uh there's this money here, there's money there and these charts and this and going on podcasts and things like that. That is your right and we all know who the uh on the on the resolution. Uh we all, you know, we know who people are going to assume is the person that they're talking about that's not listed. And I think that's done uh for the reason of um just not wanting to um stoop down into the gutter and start naming names and pointing fingers and making accusations which has occurred uh on this board from other board members. So, I I think that um this and I'm amazed even with you, Anita, that

129you would not support and I'm not chastising you for it. I'm just giving my opinion that you would not support I know Renee would not support Renee no matter what she does and would vote to get rid of her tomorrow. No problem. The problem is attacking or maybe attacking is not the right word, but the rest of it with the unnamed board member, that's where I have a problem. If it was simply a resolution in support, I would not have any problem. It's the rest of the resolution. And it's misleading because it says resolution and support for the superintendent but yet it does that but also goes in uh the unnamed board member and attacking

131and that leads to speculation. I have a problem with that. I I do not think it's best practice. I do not think it's the right thing. I do not think it's healing. It's divisive. If this um resolution was simply supporting, that's one thing, but it's not. >> Well, here's your chance because it says right here, adopt resolution number 252609 in support of Superintendent Train Nelson. Um troubled in the sense that um this conversation wouldn't have occurred if there wasn't allegations that have been floating around. And

134um when the first speaker was going on, I had to find the letter from the super uh San Bernardino County Superintendent of Schools because that's always the conversation that keeps coming up about misappropriation of funds. Um it keeps coming up and I'm going to read this so that I can go on record. AB1200 was created to ensure the local educational agencies throughout California are adequately prepared to meet their financial obligations and empowers county superintendent to provide fiscal and operational oversight to ensure fiscal solvency. And this is a letter that was written from the county to Mrs. Nelson on February 3rd. The county superintendent of schools is required by law to review and examine the budget and LCAP's first and second interim reports and unodudited actuals financial statements as prepared by the district to determine the

135financial solveny of the district. The county superintendent also reviews collective bargaining agreements and monitors district corrective action for certain audit exceptions. Oversight responsibilities are specified under Assembly Bill AB1200, AB 2756, AB1840, and related legislation. When examining adopted budgets submitted by districts, education code section subsection C requires the county superintendent of schools to determine if the budget complies with the criteria and standards adopted by the state board pursuant to education code 33127. Two, determine whether the budget will allow the district to meet its financial obligations during the fiscal year and will enable the district to satisfy its multi-year financial state commitments. Three, determine whether the budget includes the expenditures necessary to implement the LCAP. Four, determine whether the budget includes combined assigned and unassigned ending fund balance that exceeds the minimum recommendation reserve for economic uncertainties.

136Five, approve, conditionally approve or disapprove the budget by September 15. Conditionally approved and disapproved budgets must then be resubmitted by October 22nd for approval or disapproval. The budget review includes an analysis of 10 criteria with standards and additional information about the status of the budget. The 10 criteria are average daily attendance enrollment ADA to enrollment local control funding formula LCFF revenue salaries and benefits other revenues and expenditures facilities maint maintenance deficit spending fund and cash balances and reserves. School district budgets are measured against the standards for each of these criteria. In addition to the criteria and standards, the review must identify additional information regarding contingent liabilities, use of one-time revenues for ongoing expenditures, use of ongoing revenues for one-time expenditures, contingent contingent revenues, contributions, long-term commitments, unfunded liabilities, status of labor agreements, local control and

137accountability plan, and LCAP expenditures. Deviations from the standards must be explained and may affect the approval of the budget that is on California code of uh code of regs title 5 division 1 chapter 14 subchapter 8 article 1. When examining the interim financial reports, it requires the county superintendent of schools to determine if the report complies with the criteria and standards adopted by the state board pursuant to education code 33127. Determine whether the report will allow the district to meet its financial obligations during the fiscal year and will enable the district to satisfy its multi-year financial commitments. Three, certify the report as positive, qualified, or negative based on the financial conditions of the district. The review includes an analysis of 10 criteria with standards and supplemental information about status of the budget at interim report

The 10 criteria are fund and cash balances, reserves, re deficit spending, ADA, enrollment, ADA to enrollment, LCS, LCFF's revenue, salaries and benefits, other revenues and expenditures and facilities maintenance. Each of these criteria has a standard by which it is measured. In addition to the criteria and standards, the review must identify additional information regarding contingent liabilities, use of one-time revenues for ongoing expenditures, contingent revenue contributions, long-term commitments, unfunded liabilities, temporary interfund borrowing, status of labor agreements, and the status of other funds. Deviations from the standards must be explained and may affect the interim certification when reviewing audit exe exemptions contained in the district in the district's audit report education code section 421020 subsection I requires the county superintendent of schools to to determine whether each audit exception has been corrected or whether the agency has

139developed an acceptable plan of correction in the following areas. Attendance, inventory of equipment, internal control, miscellaneous, instructional material fund, program funds, teacher mis assignments, information reported on the school accountability report card. Business services performs these required duties on behalf of the San Bernardino County Superintendent of Schools. We have a highly technical undocumented process and experienced staff that perform these reviews. We are able to compare the district's submitted reports with the financial system to ensure the reports are accurate. Reports go through three different technical reviews to ensure that all aspects are carefully reviewed and scrutinized to ensure that an anomalies, if any, are identified. Any deviation from the criteria and standards are communicated to the district with formal letter and any technical corrections are communicated to staff. The county's fiscal oversight process supported by the district's

140recent Figma report and the last three annual audit reports have not exposed any instances of misappropriation of district funds. And the reason I have chosen to read this out loud is I know that many people have a copy and many people didn't go through it, but I wanted to go on record that the county of San Bernardino that is managing billions of m dollars from different schools districts combined and all of their expert um staff that can manage that can count the money before we can count what we have in our wallet. They have come out and they have said they have not noticed any mismanagement of funds. And having said that, I think it is time for us to put to rest this conversation of mismanagement of money because if there is any mismanagement

141of money and the county of San Bernardino that now accounts back to the state of California of what we sent forward, they must also explain why they will not see it with all of these walls that they have put in place to be able to do the checks and balances. At the individual schools, we have people that count money and another person counts money and another person counts the same money. Even in student monies, there are more than one people's eyes that will be counting the money. And so to rely on one person to constantly tell us that the money that the county is counting is not accurate and the money that our CBO that we have hired is not accurate and the money that the state is looking at is not accurate becomes a

142little bit tiring. So my question is, are we here to cater to the board or are we here to cater to the children, the families and the staff that we are working for? Because it just seems that every time we come to a board meeting, we are spending an awful amount of time car catering to one board member, two board members, three board members that can't seem to get along. And we need to get on with the business of servicing the kids. The kids that don't have a vote yet. Their parents do. The kids who are paying the salaries of the people who are working in our district because if they don't come to school, there won't be that ADA to cover it. And why are we constantly spending so much time sitting at a

143board meeting having a conversation on something that is not going to make the life of a teacher better in the classroom? That is our goal to make sure that the life of a teacher is better in the classroom. If it is a verbiage that we need to cut out, cut the verbiage out. But let us be clear that on this day on this April 2nd of this board meeting that it is going to be recorded that this conversation did occur. So even if we took out a verbiage that is offensive to one or two board members, it doesn't change anything because it's still on record that that conversation did occur. But let me go back to the superintendent for which we are here to make sure that you all understand what her job is. Her

144job is to cater to the children that we bring to our schools every single day. when some of us are still catching our last dream in the morning. She's already up and running. She knows when the buses leave and she knows when the buses get back home. She knows when the students are not on campus. She knows when the teachers are not on campus. She is doing everything that we've asked of her. She has put aside personal issues to be able to come out here to service our children. Our children, not your children, not our belongs to all of us. You all sat here and watched a parent chastise me for saying something about her child. I understand that. I really truly understand it. But in order for us to move forward as a board,

145we have to get out of this pointing fingers. And if we must disagree as a board, it is important that we disagree in the back room and we come out here to do the service of the people. We do the service of the children, the service of our our school. I can't go all the way in San Bernardino or anywhere and somebody says we watch out your board meeting. Our board meeting cannot be that. We are a place of love. Appleo Valley is a place where I have always loved to be. We're spending way too much time fighting over, you know, what did the board do, what did the CBO do, what did this person do. Let us move on. Our children deserve a a a functional board because if we're not functioning, our staff

146will not get that memo. If a teacher writes me a letter, I want the teacher to know that I have received the letter and but I'm going to forward it to the superintendent because she is the only one that makes that decision. We will tell her what we we have seen, but please handle this one. Like Mrs. Longshaw stated, we got paid $400 for over 6 months. I got paid 93 cents, but I still showed up. Let us move away from the personalities and move into the business of doing what is best for this district. What is best for us? When I see you on the street, am I going to cross the street because you are a teacher or because you are classified or because you didn't agree with me? We need to get

147to a place where we agree with each other and move on. We're wasting way too much time. I've not been accustomed to board meetings that go till midnight. And I want to be very clear that we are not going to be doing this midnight run anymore because the staff here come tomorrow morning, they're getting up to go to work. We might say we are not going to be getting up today, but they're going to be at work. We are not being sensitive to the people who we are here to to serve. We need to stop this back and forth thing is enough. That's all I'm saying. And I'm I'm sure as far as I'm concerned the superintendent if she wants to be to to be on this in this district I'm here to support her.

They're actually earning credit at a slightly higher rate because a a three-unit class at the college is 10 and if if it's four, it's actually 13.3 or something like that. And then um they're also of course taking that and making their high or their college transcript for the very first

And you know as you know the colleges have said that they really um want to see students in that dual enrollment kind of work and they um privilege transcripts that show students doing that kind of dual enrollment pathway. And it's for college and career indicator for us too. when students do take and pass two um community college courses, they then are counted as college ready, which makes sense, right? They're in college. >> As we all know, there's always this conversation that our CTE programs are not equivalent. So, if we have students who want to go get that through the college level, um that should balance it, right? balance those kids who want to go that route and get it. Instead of getting the middle the high school CTE credits, they are now not only

I have to take another course outside of my pathway to count as dual enrollment. But those students still are qualifying. But that

172is a unfortunate quirk of our the state CCI metric where they don't allow those courses to count as dual enrollment if they are taken within the pathway. Now if a student is choosing to do this um some of these courses are often offered in the evenings um they're not offered during the day to accommodate students who are going to regular school. Um have you um thought about making arrangement with u the city buses to be able to do you know coordinate that so our kids can get on the city bus get home and all of that. 186um the board meeting in order for staff to be prepared to answer those questions. That's making an assumption that we have nothing else that we are doing on the given day that you send the email. And so I can't pull staff and ask them to do this question and answer for things that the board in many cases have already approved. These are things that need to be addressed. These are things that as board members, we need to be informed. And I'm not sure why there's such a push back against this. But asking questions is where we start. That's not even the endgame. And it shouldn't be seen as an assault. It should be seen and taken

When an individual board member requests information, it will be provided to all board members. An individual board member will in so far as possible work to let the superintendent and staff know ahead of time when a custo will be made in public. This will allow the staff member to be prepared to answer any questions or to prepare material. We will self-monitor our own requests to ensure that one member's request will not divert an inappropriate amount of time from staff efforts to achieve district

196goals. We recognize the concept of nice to know versus need to know information and will seek information only as needed for effective decisionmaking. Any individual board member who desires a copy of an existing written report or survey will make such a request to the superintendent. A copy of the material may also be made available to each member of the board. I take the superintendent takes direction from the board as a whole. Therefore, requests for the generation of reports or information must be placed on a meeting agenda for board consideration and approval. Because the board also believes in no surprises, board members agree to notify the superintendent of information request discussions prior to the meeting. The board member questions concerning material in the board packet should be referred to the superintendent in a timely manner to

197afford staff the opportunity to prepare a response during the meeting. If the information requested requires an inordinate amount of staff time to generate, the superintendent will place a request on the next board meeting agenda for discussion. District staff is not expected to respond to direction or requests from individual board members. I am only following the governance handbook that is produced along with our board policies and board bylaws. Um if I could answer that reading. I'm very familiar with our governance handbook. In fact, I'm quite a rule follower and um I brought it to CSBA um California School Boards Association which is the authority uh that we rely on to direct us and give us direction. I asked them about this particular idea that my questions asking questions was being related to the need for hours

198of staff support, the need for a generation of reports and needing board directive to get that and quite honestly they were shocked. Uh, I spoke to several people in CSBA about this and they said that was never the intent of that idea to stop board members from getting answers to their questions. So, I'm not sure where we need to go if we're not going to agendaize it. These questions do need to get answered. Like I've said, I don't give a timeline. I understand our staff has great jobs serving our students. I don't want to interrupt that, but it's I have a job too and it's important for me to be informed and it's important for my fellow board members to be informed and that means that when we have questions that they can be answered.

Uh, regarding a a VUDA organized and AUSD data. Then if you turn it over, I also reference AB1200 again 2526. I reference unodudited actuals 2425 as

California School Boards Association has recommended that school services of California come in alongside Cal um the California School Boards Association. California Schoolboards Association can work on the governance side and um maybe answer the questions about why California School Boards Association helped us with our governance handbook that is adopted but gave Miss Longore a different answer. Um and they indicated that school services would be the person the group to bring in if we're going to do that. Um I am more than happy to reach out or have Kylie do that or Matt or um Dustin and get them um scheduled. It would be a ratification. Um but we what what you will need is every document that has been produced that

209spreadsheets that are passed out with a um accusation that we've lost money or moved money or whatever. But I think it's going to take an outside agency that does this day in and day out. And that's their focus. You know, people that work in school services of California that they are the the group that you bring in you. Fickmat comes in when you have insolveny. We brought Fikmat in. And while there has been a lot of statements about what FickMat said to the district, those are parts and pieces, they are not the full story of what occurred. Um, remember they put us in the red because we didn't have a um they put us in high-risisk >> because we did not have a expenditure reduction plan. We now have an expenditure reduction plan. That will

210remove that piece. um we didn't have an internal audit system. We actually have internal audit systems, but we didn't say that the county office is our part of our internal audit system because we had never heard it referred to in that way. Um the comment that um that I said as a um to board members that we were not responsible for the Lewis Center AE if they went under financially is accurate. I did say that they are an independent charter and within our charter we are indemnified. Now, if we don't do our fiscal responsibility with them or don't look into how they're doing um their sec first interim, second interim budget, all of those things, then we would take potentially some financial um responsibility. But because Fikmat deals with school districts across the state, indemn

211they didn't read the charter. That was not part of their review. And so if you ask them a question about does a district take responsibility for it, the answer is yes because in most cases that is correct. But we have a written indemnification right within the charter. So I I think that what has occurred is little pieces of information that seem very important have been taken out of um some context, not always, and made into these big accusations. Um, I I take issue with us continuing to have the conversation about where the money is or the money isn't publicly and for transparency. This is not healthy for the district to pre present a budget and send it to the county and have it approved and then for a a trustee to pass something out saying

212that's not accurate. That's not healthy in a system. And so we either commit to move forward and bring people in. And then if if if people want to continue to do that, that's their business. But at least we've I as the superintendent, I've recommended exhausting every avenue we can to try to get past whatever this issue is. And if the issue is you want me gone, that's a whole different conversation. And it's not about doing it this way. But I am I it is exhausting to keep getting questions about things that the board has taken action on that the board dealt with and now I have questions about how many people were replaced under PARs and I I don't know what that does to change the trajectory of what we're doing. It takes us back

Uh one in October I asked for us to go over and come together and discuss budget and finances. President Raleigh at that time I had spoken to you about it. I had requested as a board. I have nothing against someone coming in and discussing budget and finances for us. Uh Fikmatt actually said that was important to do which is uh was only reaffirming my request uh to do that. So, I'm fully in favor of somebody coming in and facilitating a discussion on budget and finances. I have never accused anybody of losing money. Uh, but I have pointed out how money's been moved around.

214Uh, because when we as a board go to approve a report, we have to understand how money got moved around. uh money in books and supplies, there was 33 million and then all of a sudden it got moved and you saw it in our budget report. And so just pointing that out is not a bad thing. That's an informative thing to tell people where money is going and so that we as a board can consider whether we need the money in those areas and whether the history of spending supports that amount of money in those areas. Uh, I want you to know, Superintendent Nelson, for me, this has never been personal at all. This is we're a board. This is governance. These are these are facts that I'm giving on spreadsheets. Any of my board

215members, any member of the public could go to the reports and check my facts against the reports. Has has anybody done that and found errors? That's what we need to consider. Not that I've taken the facts from our a lot of different reports and compiled them on a spreadsheet. What should be considered is is out of all the spreadsheets I've created, out of all the information I've gone over, out of all the reports I've summed up, is it incorrect? Is has anybody found numbers that have been incorrect? So before we start shooting around the idea that I am making up things or that my information is inaccurate, we should have data to support that. So I encourage the public, I encourage my board members to take any of my spreadsheets. They're concrete. Look at them.

Um, by all means, I have no problem being able to address if something is inaccurate, but don't just say inaccurate and you're just kind of throwing these things. No, I'm a very logical and succinct person. I've spent hours doing this, going through budgets, understanding it left and right, creating these spreadsheets, sharing them. I'm very factual. So before we start spreading around anything other than the truth, which is just facts, it's never been personal. I have nothing against anyone on this board. I have nothing against anyone in this district. I'm not I have no personal vendetta. That's not within me as a person. And the fact that that's even been spread around to try to counteract facts should make people stop and pause

217and say, "Why? Why did we need to create this idea that Renee was making it personal?" I've never made it personal. I've only talked facts. And if there if everything is correct, we will be we will accept it. you know if I have done if we've done anything wrong and this all of these two agencies come together and they say yeah based on what we have based on what uh Mrs. Long shore has given to us and based on what the district is given to us they they are just not correct but based on what we have on the state backside because the state is all we deal with you know we're not dealing with what the website says what covered California or whatever the California

219website is saying we're not dealing with that we're dealing with what the state is saying so this is what the state says and if it says this is what we have and based on the money we see on your in your pocket as a district. This is the state's report. We are going to accept it and put it to rest. But we cannot put it to rest as long as there one two one one uh person is saying one thing, another one is saying the other. These people are coming in. They're neutral. They're coming in with information. Let's just let them come in and give it to us, you know. But I don't believe that we how can anybody hide money to begin with this kind of big money? You know, I in my lifetime,

So, I just want us to get to a place where we can put it all together, you know, get the the spreadsheets that you have provided because I can tell you it cost a lot of ink to create the spreadsheets that you've been creating for us because you're not create you're not creating just one sheet. you're creating one for every board member that when we come in here, we don't know what spreadsheet we're getting and the community is getting a spreadsheet that is not part of what we are giving them. So, they're getting two separate pieces of information that creates doubt to begin with. And we just need to be able to pull all of that in and have all of

We're just inviting two people that represent them or a few people that represent them to come and look at our records. They have the credentials that they can stand by. We don't have that.
