001as welfare recipients. And now we're somehow expected to pay for health care, too. We are not just numbers. We are families and we are drowning. Thank you. [Applause] Thank you for your comments, Jennifer. Up next is JC Scott. Good evening, school board members, district cabinet, president Sabers, and the Avooda team, members of the public, and of course, my union brothers and sisters of the California School Employees Association, chapter 828. My name is JC Scott, and I proudly serve as president of this local chapter. Tonight is a celebration of our amazing students and all their accomplishments and achievements. In the spirit of that celebration, as president and representative of CSEA chapter 828, we will not be making additional remarks after close session. That said, I will keep my comments brief until the next board meeting on

002May 22nd. First, CSEA strongly supports the call for a FickMat review. Yesterday, under extreme duress and uncertainty about what lies ahead, our members voted to ratify the district's offered health and welfare package due to an impending deadline. Current specification or excuse me, current speculations is COLA will come in at near 2%. While we remain cautiously optimistic that the district will honor its commitment to resume negotiations and enhance overall compensation after the May revise, I must speak plainly. Our trust in the district has been deeply shaken, if not entirely broken. Time and again, we've been met with misinformation and dishonesty, both at the bargaining table and right here at these very schoolboard meetings. This has created a ripple effect which has caused great concerns. Members turning on members due to the district's deception. Instead of our

003people standing in unity, let me be very clear. Our duty as CSEA volunteers and representative is to abdicate for everyone within our unit. Our mission is not to appease or capitulate to the district what they've when they've mismanaged their finances and responsibilities. This is not just a principle of unionism. It's an oath I took to heart when I stepped into this role. It saddens me to report that several of our most dedicated employees, including those that are might be standing in this room today, are already leaving our once fine and proud district. And frankly, I can't help but question whether this is by design. After all, fewer staff member means fewer costs. But while valuable employees exit, higher paid and often unnecessary management positions created with temporary funds remain intact. These positions are more costly

004and yet cannot perform the vital work our classified staff does every single day. But I digress. Morale is no longer just low. It's below rock bottom. And many of us believe this climate is no accident. It feels like a strategic effort by management to divide us from within. Members of the school board, had you seen the faces of our classified staff today, you likely would have shared in our sadness, disappointment, and sense of defeat. Apple Valley Unified, we must do better together because I solemnly promise I will continue being the voice of this chapter. I will continue standing up for my members at this podium, at the negotiations table, and in every corner of this district for as long as they have the honor of serving this chapter as their leader. in solidarity. JC, thank

005you. [Applause] Thank you for your comments, JC. Okay. Um, okay. Okay. So, we're going to move on to Is that it, Kylie? No more cards? Just two. Okay. Thank you. [Music] Okay. Good evening. Good evening, President Raleigh, esteemed board members, Superintendent Nelson, Executive Cabinet, Apple Valley Unified Staff, and educational partners. I'm excited to introduce to you me. Um, I will be sharing well, Angelica Torres. Angelica will be sharing these duties with me next

009year. We're excited to represent HCPA to the Apple Valley Apple Valley Unified School District together. Hi, I'm Angelica. I'm currently a 10th grader at at HCPA and I'm looking forward to representing HCPA throughout the school year at the board meetings. Thank you for this opportunity. May is designated as mental health awareness month. This month is designated to raising public awareness about mental health conditions, promoting access to care, and reducing stigma. Miss Neilo will be sharing information throughout this month. On April 21st, Jazzy attended the Long Beach Aquarium field trip with multiple other students and in her in her opinion, it was pretty cool and she's happy she got to have that experience. April 25th was International Children's Day, which was a huge huge success. Jazzy had the chance to paint other faces. Other students who

010attended were also making bracelets. And it was so nice to see many young people together having fun. And congratulations to Valerie Diaz for earning the state seal of civic engagement. HDPA is proud that she's one of two students who have met the requirements in our district. Great job. Thank you for your time and I hope you all have an amazing summer. [Applause] Thank you, Angelica. Uh, up next is Granite Hills. Hannah, [Applause] good evening, executive cabinet, board members, and attendees. My name is Hannah Forier, and I'm the ASB governing council president at Grenell's High School. This month and last month, ASB has been working hard getting ready for the last few months of the year. In April, we held find the banana day for national banana day and we had hundreds of ceramic bananas all

011around campus and the students had a blast. We also held a schoolwide game of ro shambo. If you don't know what that is, it's a schoolwide game of rock paper scissors where you play your opponents for a beat necklace. It was a lot of fun. We also have the games were meant to promote school spirit and inclusivity and they did just that. In April, we also held a pep rally and ASB interviews. All of the students that we interviewed were very impressive and next year's class is going to be great. Last weekend, the senior class class held our prom and it turned out to be incredible. The food was really good and the character artist drew some very funny pictures. The venue was beautiful and we couldn't be more thankful to everyone who made it

012possible. As for this month, we are prepping for our last pep rally and senior sunset. Our theme for senior sunset is splashing into graduation. We will have water balloons, water sporters, a DJ, food trucks, and more. We also have garden night coming up for our seniors on May 22nd and 23rd at Six Flags. The seniors are very excited for graduation with only one more full week of school left. As for theater, theater hosted lay miser rob for two weekends last month. We had record-breaking ticket sales, media coverage, and a lot of great reviews. I hope all of you that went enjoyed it. Some of our theater students also went to a competition two weeks ago. All of our students made it to finals, eight students got honorable mentions, and one of our students got fifth

013place. And on May 21st, the drama department is holding their annual award ceremony. Our dance compet competition team had their first competition season this year. They won first place at three competitions and had multiple students place in each one. Today and tomorrow, dance is holding their end of the year showcase. I passed the flyers to all of you for that. Our choir program's also preparing for their last concert of the year that will take place on May 16th. The concert's title is Oh, the places you'll go and the songs are all about different states, countries, cities. It's going to be really fun. Our Med Inspire Club and some of our MedCore students went to the ABSD International Children's Day. Medinspire hosted a teddy bear clinic and it was very cute and was a great success.

014On April 24th and 25th, Granite Health every 15 minutes program. This program is to show the dangers of drunk driving or intoxicated driving and help students to make good choices. I was one of the walking dead students and it was a very transformative experience. Touring the morg was probably the most impactful experience for myself, but we are very grateful that we were able to participate. This year, 53 granite students complete competed in 19 different contests at Skills USA, including five contests that were brand new to our chapter. Our students demonstrated exceptional skill, professionalism, and teamwork, bringing home multiple medals. We had gold medalist and mechatronics, silver medalist, mechatronics, medical assisting, practical nursing, and customer service. In addition to student achievements, we are thrilled to highlight several chapter and advisor recognitions. For Wendy Temple's region 6

015adviser of the year, Jennifer Hunt was nominated for the national adviser of the year. We received chapter excellence at the silver level and were recognized as most charitable chapter recognized for collaboration with Special Olympics Field Day. We would also like to give a very special congratulations to Matthew Lurley who was elected as a skills USA California State officer. This is marks Granite Hill's second ever state officer with our last elected officer being 10 years ago. A very proud milestone for our campus and community. As for athletics, golf won league and had one player of the year and three additional members on all league. They are currently ranked first in division 7 and are competing for their first CIF title in school history. Track and field had 10 students win all league athletes. Softball is one

016win away from winning back-to-back league titles and baseball is currently still in the run to finish third in DSL. Boys tennis finished third and we had DSL player of the year. Swim finished in third and stunt cheer competed for the first time and finished in fourth place. As for Citrusville Area Athletic Directors Association, they awarded Miley Shepard and Nate Rodriguez as athletes of the year. We are extremely proud. Now, that is my end of my regular board update for you guys. It's very bittersweet for me because I've been doing these since last year at the beginning of the year. And I want to say thank you to all of the board members and staff members who became role models to me. This summer, I'll be working at Vanguard for the summer school program, so I'll

017still be in the district. And I'll be helping at the ALA Girl State program as a junior counselor. I will also be attending UC Riverside in the fall to study English. But now, it's time for me to step down, introduce next year's GC president. Um, I'm very happy that I was able to get to know her these last three years. She's extremely smart and I can promise you she will make you laugh at every meeting. Promise you that. I'm very proud and excited to see what she will do. I would like to welcome up Jillian Rodriguez. [Applause] Oh my god, I'm shaking. Okay, bear with me. I just lost my voice last night, so I promise I don't always sound like this. Um, my name is Jillian Rodriguez. I go by Jill. Everyone knows me

018as Jill. Um, I'll be your senior class GC president next year. I'm excited to get to know all of you. I'm You guys are so pretty. Um, and I've done high school cheer for three years and I've done ASB for four years. Um, I love talking, so I'm excited to talk at all the events and just yap away. So, um, it, um, I can't wait to get to know all of you again. And we're going to gray lead the way. We look forward to your reports next year. Apple Valley High Eden [Applause] Good evening members of the board and attendees. I'm Eden Piolo. Today is the last board meeting I will be speaking at on behalf of Apa Valley High School as line president. Being a representative comes with a lot of responsibilities, but the

019memories, the people, the friendships, and the skills in this role are irreplaceable and will stick with me. I want to thank my ASB director and adviser who has also been my AVID and financial algebra teacher, Mr. A. He has been such an impact on my high school career. And I wouldn't have joined ASB if it wasn't for him. And I want to thank you and the board and the members of the board for this opportunity opportunity. It truly has been an honor and a pleasure to see you and to speak in front of you all. Thank you for the peels of laughter. And even if my jokes weren't funny, you guys still laugh. So, thank you. And I'm so incredibly grateful to have you all as our board. And even those who aren't on the

020board anymore, I am truly grateful for every single one of you because you have so much passion for our education and every single student in our district. And it's truly inspiring. And you guys are big role models for me. And it's because it like it has made me grow such love for education and I want to continue to strive and I'm going to miss you guys so much and I want to thank you guys for everything and I will see you guys at graduation. Now I would like to introduce you to Efron Avila who will be the next senior line president for the upcoming school year. I've known Effie for about two years now and we have gotten so much closer this past year. Ever since I met him, there was just a ray of

021school spirit from him. Maybe because he was Sparky, but there was just just aura of like like just passion for school and I just like seriously he just has so much pride in ASB in our school. He is so talented, smart, and he's always helping at every event. And everyone who knows Effie knows that he is perfect for this role. He is so determined in everything he is doing, whether that is Key Club, ASV, or his classes. So congratulations, Effie. You deserve it, and I can't wait to see all that you accomplish. I know you will do great things. And for one last time, sadly before I pass the microphone, there are so many things happening at Apple Valley High School and I want to thank you all for continued support. We couldn't give our

022students any of these incredible opportunities without you. Thank you for your time and have an amazing night. And don't forget Sunville Pride is contagious. [Applause] Hello and good evening, Superintendent Nelson, President Raleigh, members of the board, and attendees. My name is Ephrain Avila, but most people know me as Effie. I am Apple Valley High School's junior class president, and I'm so grateful and honored to say that I will be the ASB line president this upcoming school year. I'd like to begin by thanking some special people. Eden, our wonderful ASB leader from this past year. Eden, you make us all so proud with your contagious positivity, your kindness, and the way you never take anything too serious. I can't wait to step into your spot and follow your footsteps the best that I can. I'd also

023like to express my gratitude to our outstanding ASB director, Mr. Arsenga. I've had the pleasure of knowing Mr. A for three years now, and in these few years, he has made a long lasting, genuine impact on my life. His skill, positivity, and commitment have helped me realize that in my life, I want to pursue a future in education. I admire his organized leadership, his selfless nature, and of course, his daily dad jokes. It's teachers like this that make students excited to go to school and prepare for the futures ahead of them. Lastly, I'd like to thank my mom, my biggest supporter. You push me to do things even if I may be scared of fail failing. I thank God he gave me such a confident, kind, and fearless mother. I wouldn't be here without the

024love you've given me my whole life. With this being my fourth year in the program, there's obviously something that keeps me coming back. still motivated and dedicated to what I do. For me, it's the people. So many friends, so many role models, so many people that make Apple Valley High School a place we look forward to spending these formative years. The relationships I have made through leadership are ones that will stay with me far beyond graduation. My goal is to be a part of something bigger, not just dances or school events, but creating those memories for people. We cannot do it without your support. So, we appreciate you for continuously being there for our student body. I look forward to furthering our connection to staff and students and I can't wait to be here next

025year bragging about how we are the high school. Thank you for your time and remember sunville pride is contagious. [Applause] I see that Jasmine Bracie showed up. You want to get up to the podium and say goodbye? We don't want to we want to make sure you get uh um get your time. Okay. Well, I don't really know what to say, but thank you guys for having me come speak at the board meetings, and I really appreciate you guys for listening and having me here and having this opportunity. Um and I hope to see you guys next year before I graduate at least. And I would be excited to I'm so sorry. um to speak more with you guys and yeah, I hope you guys have a good summer, you know. [Applause] Thank you, Jasmine.

026Okay, so we have a lot of uh recognition, student recognitions tonight and so I want to move the agenda around. So I'm going to move to amend the agenda for this meeting to recognition presentations item D1 and D2 occur between public sessions items C4 and C5. So what that means we're going to move forward with a recognition. So I just need a second. Second that. All in favor? I opposed that would be the order. I hearing none. So we're going to move to D1 recognize Jasmine Bracy High Desert Premier Academy Eden Piola Apple Valley High School. Hannah for Granite Hills High School. And with that, if you guys want to get up to the have them come up to the front here that I just called your name. Jasmine. Jasmine. I know the board will

027be standing for a few minutes. So, if you want to stand or wait until I'm done presenting about them, it's your decision. But we would like you to come and at least um We'll come up right now. Okay. So, annually I try to bring the students up individually that have spoken for the year. Um, this year that'd be great. Some of you probably saw me pointing at at Jazzy, telling her she had to sit down because I could see her slipping out. She was ready to go. But I'd like them to stand together tonight because they have come together as um students that present to the board every board meeting about the amazing things that happen at their school. I'm going to start with Jasmine. Jasmine Marie Bracie. Come on right here. Just hang right

028here. I first met Jazzy this school year shortly after she moved to Apple Valley. She served on the HDPA Superintendent Advisory Council. I will never forget the first day. We had several new adviserss and Jasmine stopped me after school to let me know that some of the participants needed to realize how important this work was. She wanted them to appropriately find their voices and have a positive impact in future meetings. I knew during this curbside curbside conversation that I had a leader in my presence. Oh, and by the way, she told me she had my back. I think that is the best compliment a high school student can provide a superintendent. At about the same time, our district HTPA board speaker graduated midterm and Jasmine was the appropriate replacement. Fortunately, she will be back with

029us in the fall to report on the great things happening at HDPA. As we begin next school year, she will be dual enrolled at HDPA and Victor Valley College. Fun fact about Jasmine, she plans to become a nurse. This is wonderful news for those of us on the aging end of the spectrum. I would be confident in having nurse Jasmine care for me. Can't wait to see what her future holds. [Applause] or whatever. Okay, while she's shaking their hands, I'm going to move on and um I've asked Jasmine to come back and hang here for a few minutes, too. Next, I'm going to recognize Eden, Bryley, Leon, and Piola. long name. So, the middle names ended up in all of these presentations because as I read an email that I received from the high school,

030it was Eden Brryley. And then I realized, no, that's her name. She just goes by Eden, right? Okay. It has been a joy to get to know Eden this school year as she served as the ASB line president for Apple Valley High School and reported to the board each month. Fun fact about Eden, Eden Brryley. She attended school through fifth grade in Guam. I think that's amazing. Grades six through nine in Mya and how fortunate for us that she moved to Apple Valley. She always enters with a smile and her leadership skills shine in everything she does. No wonder she is also a captain of the swim team, which is why she ran in here at the very end. Not because she was swimming today, but as a captain, she was there supporting her team

031who was swimming in CIF. She has swam for the past three years. She's an advancement via individual determination AVID student for the past four years. Her organizational skills were apparent during her presentations regarding Apple Valley High School. She also served as the president of AVID this year and participated in the letters of love of love club where students write letters to terminally ill children in support of a nonprofit who then distributes the letters. She will be attending BBC in the fall with plans to transfer to Boise State in the future. Congratulations. Okay, I'm going to give you yours to you and then you come back. [Applause] Come on back. Hannah Marie Forier GHS as ASB line president. She had a two-year term of speaking at board meetings. This is kind of a 4J family trend.

032as her sister Aaron did the same thing. We have known Hannah since her elementary years. I have known Hannah. Many of us have since her elementary years. And she has graciously graciously served for many years on the Granite Hills High School Superintendent Advisory Council. A fun fact about Hannah is that she has been a student in Apple Valley since preschool where she was in Mrs. Schneider's class. Mrs. Schneider still teaches preschool for us at Ranchovery Elementary School. She attended both Rancho Phoenix and Granite Hills High School. At Granite Hills High School, she's been involved in ASB, Mock Trial, 5.24 Christian Club, and the school site council. I have enjoyed watching her in plays and musicals, and I'm sure she will continue to represent Granite Hills High School and Apple Valley Unified School District as she

033moves into this next chapter. Hannah plans to attend UC Riverside in the fall. She hopes to participate in their theater productions and possibly mock trial. In four years, we hope to welcome her back as an ABSD English teacher. Congratulations, Hannah. [Applause] Each of these amazing young women represent Apple Valley Unified School District values of dignity, community, authenticity, and service. I am so proud of each of them and thankful for their service to our community. Each year since I've been superintendent, I have put together a small token of appreciation for the work these students do at each board me meeting and in each each and every day within this community. Typically, there's swag from college or university or something tied to the field they are entering. However, this year I wanted to do something different. This

034year, I've included a gratitude journal. Every day has challenges and critics, but reflecting on what is right in our lives can center our thoughts and our actions. I hope it will inspire you to take a few minutes to focus on good and remember this quote. Gratitude turns what we have into enough. You three ladies are more than enough and you will make us proud in the future. Thank you. And I'm already so excited about next year. Well, Angelica isn't is new to me. Um, I have a very long-term um, knowledge about Jillian, Jilly and Effie. So, um, Angelica, I got to get to know you as well as I know these two, but looking forward to it. Welcome. I'm going to turn this over to Mr. Schlloer, I think. Um, are you okay? Here we

035go. Yep. We have a plan, but apparently, um, I'm going to be constrained by this. Uh, it's hard for me. This is such an exciting topic and I kind of want to jump around but I'll be stuck right here. We are here to recognize your children and their accomplishments. The skills they learned, the art they created, the awards they earned, the recognition. Your students and their accomplishments are the things that when people say um you know what do you do for a living and we you know we talk about working in schools, it's your students accomplishments that we brag about. It's the kind of things that just make us so proud to be part of Apple Valley. And I know the room is full. Thank you for accommodating this. It's just really hard to shorten

036the list as you can imagine. It's there's so much good to celebrate. So the way this will go is that we'll call the students names and by category and we'll kind of call you up. You'll come up and get a certificate uh for Mr. Conrad. If I I could ask Mr. Goodro and Mr. Powell to join me. they can assist us with getting the certificates to the right students. And if you'll make your way down and get a um chance to be congratulated by our board and then um on Mr. Schulenberg will guide you down to a spot where there'll be a quick option for a photograph. It's all very smooth, I promise. But we're going to really shake this room up and so make room for your neighbors. Get comfortable and cozy. We're all

037here to celebrate the excellence of all that you did. And I'll just say briefly, parents and grandparents and guardians, those of you who drove them to the practices and got them to school and made all those things happen. Boy, do we appreciate that work. We can't, we know it doesn't happen without you. And thank you for being here tonight after dinner for a late event. It's one of the first of many through this season of May. I know. But boy are we excited to celebrate with you. And so we'll start out with the Skills USA gold medalists. You heard mention of that before. Yes. Our district sends hundreds of students to competitions both at the local, regional, and then even at the state level. These are students who qualified as the first in their category

038at the state level, the best in California, and they will be moving on in many cases um with some few exceptions to Atlanta this summer to represent us in uh June. And boy is that an amazing time. And so starting off these outstanding students um in action skills, Lexi [Applause] Woods, basic healthc care skills. Destiny [Applause] Signney. Our Creed presenter, Milelay Keane. A special one to me. CNC two access turning programmer Lewis [Applause] Braxton. CNC programmer Brian Wheeler. Early childhood education. Amelia Green. emergency medical technician. Two students, Evan Downing and Nolan [Applause] Qualls, graphic communications. Sky [Applause] Becks, practical nursing. Arisella [Applause] Galvan, job skill demonstration open category. Nico [Music] Day, Mechatronics Team of Two, Hayden Rice and Aiden Walker Butler. [Applause] Nurse assisting Abby Hamilton prepared speech Emily Martinez screen printing technology Macy [Applause]

039Gibson and it was mentioned earlier but a very special recognition to another elected state officer whose position will be determined later in the year. Matthew [Applause] Lurley. You'll know Matthew by the red Skills USA jacket that he'll adorn him for the next year. Congratulations. [Applause] as the Skills USA students make their way for a photograph. Um, wish them well if you see them as they head to Atlanta. We're so proud. The next category is the state seal of civic engagement. These recipients have worked very hard to make sure that they qualify both by both test and presentation, knowledge of the United States Constitution and an impact on their local community. And it's often judged by local town council. two recipients this year. Katrina [Applause] Picket and Valerie [Applause] Diaz. Nice work. The next category is

040the science fair. These are students who participated in and were recognized for excellence in their participation in the science fair at the um county level from Vanguard fifth grade. Jada [Applause] Alonzo, City Bull Academy, seventh grade. Richard Ariano, Vanguard, fifth grade. Benjamin [Applause] Contreras from Vanguard fifth grade. Ryland De's Sitting Bull Academy 7th. Nico Downey, [Music] Vanguard fifth grade. Callie Johnson, Vanguard 7th grade. Sophia Lavali, Rio Vista, sixth grade. Shelby [Applause] McGrady, Sitting Bull 7th grade. Luke Navaro, SittingBull Academy fifth grade. Nandani Naar Rancho Verdie sixth grade. Alcanza Riyadi. Alcanza also participated in the state science fair and was received some other um recognitions for her work. Here she comes. Good job. Right here. Phoenix Academy 8th, Milana Serrano. She is and citybull academy fifth Paris [Applause] big as our science fair students make their

041way to get a photograph we'll move on to our next category which is our scholarships. These are high school students who have earned notable scholarships that were reported to us. We know that the senior awards event will have scholarships listed that are not on this list. They are going to be quite a few more. These are some um scholarships that are either connected to the district or reported to us as special. Our local Rotary holds a contest, a four-way speech contest. Winner of the scholarship this year from Grant Hills High School, Anmarie Bell. Likewise, the Rotary Dan Stove music contest, Apple Valley High School's Jameson [Applause] Pere. The following Rims AVID scholarships were given to students across both high schools and at the comprehensive level. Alyssa [Applause] Bright, Ana Credle, Rich, Ethan Kimy, Jasmine Lemus,

042Martinez, Valeria Paneiagua, and Jose Rodriguez. The Futurist Foundation scholarship. Two students, Fabian Carroll and Miley Taylor Oran. And this year we had three winners of the very prestigious Oro Grand scholarship from a local organization that's dedicated to improving students lives and providing them access to college. They are Melanie Alexander [Applause] Wade, Bowsto Gonzalez, and Mina Augustine. Demonstrating excellence and not noted by all staff at their schools. The following students are the English language learner students of the year, showing great progress, dedication, and just overall excellence. They are from Apple Valley High School, Nancy Herrera [Applause] Hernandez, from Granite Hills High School, Areli Morales Orosco, and from High Desert Premier Academy, Liliana Smith. [Applause] The next category is our lead explainers. Apple Valley Unified School District operates the Apple Valley Center for Innovation. It's an important

043place where many of you probably had a STEM night that you got to participate in when you're in elementary school or you are participants there in some other way. We have um two staff members who work to create those events. But they also employ an awful lot of students to make that happen. These students have become leaders in that process and they act as dosent. So when families come to have an experience, they explain the science to them. They help them find their way and they just kind of open up the wonder of learning. Um, it's a really wonderful leadership experience and it's important to their growth. Recognized for their leadership and their work as lead explainers, we have Alyssa Bright, Kira Holdgre, Angel Peralta. [Applause] Hayden [Applause] Rice, Ben Silva [Applause] Basera, and Ashlin

044Buig. One of the most intimidating things to do in the age of spellch check is to participate in a spelling bee. It's not easy to do. It causes great angst for most adults. These students stepped up and did an amazing job winning at our uh district level and then going on in some cases qualifying for county and some places in some cases actually going to county and placing. They are Mary Kartski, Sitting Bull Academy. [Applause] Edo Pang, Phoenix Academy. And from Sandia who went on and actually placed seventh at the county, Daniel [Applause] Curos. The next group is a team. They competed in the construction industry education design and build competition. They went down to um Orange County, were given the task to design, build within a very tight timeline, not just a small structure,

045but in their case, they took on the the challenge of making something unique. This structure is um uh interesting in its design. It looks like something you might see in a Dr. Seuss book. Odd angles, difficult to cut. They executed amazing. They did a wonderful job. They were given the architecture award and the people's choice award. And I will say I did vote a couple times on two different emails. I think that's recommended. We love this competition and how well they do. The team consists of Aaron Chia, Adrien Qua, Nicholas [Music] Haynes, Joshua Kit, Gabriel Mononttoya, Omar Morales, Alexis [Music] Nooa, McKenzie [Music] Owings, Cody Pratt, Saurin Winkhart, and Mason Zilner. [Music] The next group you will also recognize by their distinctive outfits, the Future Farmers of America, the 2425 um outstanding students. for Reserve

046Supreme Champion Market Beef and Reserve Supreme Market Beef Carcass from last year's fair, Leilani Casino, [Applause] the champion market calf last year for FFA, Juliana Tomkins. [Applause] First place in hog showmanship, which they made us try and it's really hard. First place last year, Satie [Applause] Winkhart and just an outstanding um student representative and growing leader, the High Desert Regional Vice President of the FFA area and just great kid, Colt Nelson. Another team whose members also completed some unique individual awards is the uh Mountain Desert Career Pathways Welding Team Competition Team from Apple Valley High School. Four students, some of whom also earned individual awards. They're all u this was the first place team in that competition. In addition, um the overall advanced welder, uh team member, Aiden [Applause] Black, team member Drake [Applause] Carlson,

047team member Nathaniel Leuk, [Applause] and team member also second overall advanced welding award, Gage [Applause] Proctor. In a world where cyber security and computer skills are critically needed in in the world of industry and public team members were mixed. So they're mixed by uh they were mixed up all different schools who competed. We had members on the first, second, and third place teams who all um participated in this event. First place, Kadijah [Applause] Mido. First place, Hayden Rice. Second place team member, Jacob McCarron Miller. [Applause] Second place Kevin [Applause] Strobble and third place Cadence Lopez Deariaga. Another competition where students were given a chance to display their skills was in the medical competition. These students placed first in the medical competition for the Mountain Desert Career Pathway. Payton Kovville Castanada, Khloe Patterson, who also got

048a third place individual award, Madison Irvin and Kaylee Wright. the EMT competition also with uh Mountain Desert Career Pathways. They put on an competition for students to demonstrate their skills as emergency medical technicians. First place and team first place team member and third place individual award. Isabelle Cornnejo, Orlando Perez, team member and second place individual award, Nolan Qualls. And first place team member and first place individual award, outstanding work, Victoria Schulenberg. [Applause] So glad to have our first automotive competition winner this year. First place for the MDCP automotive competition, Robert Sanchez. [Applause] in the culinary arts from the bakery program, the sweet genius competition. Um, we were lucky enough to stop by during the taste testing. It's one of the best parts of this job. I sign up every year. Third place overall, the team

049of Sophia Hernandez, Katrina Picket, Liliana Nunees, and Valeria [Applause] Reyes. If I'm not mistaken, they had a secret ingredient to somehow work a cucumber into this. And then they did a great job. Likewise, on the culinary side, we have a local chopped competition. This team not only placed first in the region, they advanced to county and yesterday they placed help me. I think it was second place. First place for the entree. Yes. Um they just missed overall first at the county because again I wasn't there to taste. Unbelievable success for this MDCP champions. The chopped team of Katherine Gustanian, Carmen Mccertie, Jordan Moroki, and Mary Jane Toro. [Applause] The other part of these competitions is that every time there's a competition where students are demonstrating skills, we also send students to videotape the process. Those

050students then as they take video are asked to edit that film in our um programs that are designed for that work. And so in those graphic arts classes, they take this video footage and make a short movie about what they um captured the edit the uh film they captured. Competitive capture um comp com contest second place winner this year team of Brendan Aton, Kevin Strobble, Lewis Garcia Masias, BTO Gonzalez, and Noah McDow. [Applause] The other thing these talented film students do is also they are allowed to do a another competition where they tell a story. They have to create a film from idea. They have to make sure there's uh costumes, actors and um the entire process of storytelling to make a short film. Instead of a documentary of a contest, this film is completely

051created by the students. This group won the best storytelling award at our local film festival. They are Boris Aragon Naro, Jaden Diaz, Shiloh Diaz, Isaac Hermosio, Nicholas Hutchinson, and Andrew Mogo. The following team of students was invited to participate in Knottberry Farms physics day. They built an entire animatronic bird that told kind of a story. It's something that you might see in a museum. It was in incredibly impressive the whole process and from what I've heard I think they're they're trying to be hired at the moment. This students won first place in that competition. They are Michael Po Dexter and Balin Silva Basera. Moving on to some of the other art forms in photography. Um, and and as you can see around the room, the uh arts programs at the school both in the afterchool

052setting and and in other formats is really growing. An awful lot of students being able to participate in that work. from Apple Valley High School. Brendan [Applause] Aton, Apple Valley High School. Abigail [Applause] Nicholson and Granite Hills High School. Sarah Solace. In the ceramics category, Devin Alvarez, first [Applause] place, Yasmin Midu, third place. and for something called wealthy appetite. Faith Richling mixed media category. Jessica [Applause] KS, Jennifer [Applause] Morales, and Valerie Morales. And our final C category also um drawing and painting in the visual arts. Students who are recognized for their abilities. This art was all shown at the county level and enjoyed by those who had a chance to go and visit. So proud of these students. in the young artist category for for a a beautiful uh painting uh called Soulwaver. Honorable mention

053to Brianna [Applause] Mski, a self-portrait, Ally [Applause] Jackman, and The Gender Jackpot by Gabriella Calderon. [Applause] Thank you to the staff who occupy and and motivate and make these programs happen with your motivation, enthusiasm, and passion for parents and of course to the students for all the work we're celebrating. You make us very proud to be part of your lives. And thank you to the board who makes this happen and stands there shaking all these hands and celebrating with us. Please everyone a round of [Applause] applause and we'll just take a very brief recess as we reset for the rest of the meeting. Those of you who are planning to stay or if you want to take a quick moment um we'll recess for five minutes. Hi. What's her status? Yeah. Are we up? We

054live. All right. Well, we got a few people left, so we'll move right along here and um we'll move on to um board member comments. Or at least do I need to go back and do what we missed? Let me see. No. Okay. Board member comments. Anita Tucker. Good evening. I'd like to begin by expressing my sincere gratitude. And they're gone. Jasmine Bracy Eden. Um, High Desert Premieries. I'm sorry. High Desert Premier Academy Eden Pilo Apple Valley High School and Hannah Forier Granite Hills High School for your continued commitment to sharing the incredible things happening across our schools. Your dedication and enthusiasm at each board meeting have been both inspiring and appreciated, and it's truly been a pleasure to hear from you regularly. Tonight's a special night as we celebrated student achievement with welldeserved rewards.

055And for those of you who stayed, I'm really excited to join in recognizing your hard work and success. And your efforts do not go unnoticed as you make our district shine. May is a month filled with meaningful celebrations and recognitions. We proudly honor Asian-American, Native Hawaiian, and Pacific Islander Heritage Month, paying tribute to the rich histories, culture, and contribution of these communities. Their legacy is woven into our shared story and will be vital to our collective future. This week is also National Teacher Appreciation Week. Our teachers are at the heart of everything we do. They work tirelessly to educate, inspire, and guide our students each day. I know I owe much of my own success to the teachers who impacted me. Mr. Height at Mariana taught me that I was smarter than I believed. Mr.

056TR introduced me to marching band right here at Apple Valley Junior High School, and I performed in this very multi-purpose room. Mr. Sudlo at Apple Valley High School, my speech teacher who encouraged me to compete and believe in myself. To all of our teachers, thank you for the invaluable work that you do. You tr you truly change lives. We also celebrate and thank our school nurses this month. Your commitment to the health and well-being of our students is vital and your presence make a tremendous difference every day. In addition, we recognize the contributions of our classified employees. Those who support our schools in countless ways. From the bus drivers who greet our students in the morning to the staff in our offices, cafeterias, and classrooms to those working behind the scenes in maintenance, custodial services,

057and technology. You are the backbone of our district. Your dedication ensures our schools run smoothly and our students are supported. Thank you. Finally, May is a time of great celebration with promotions and graduations. These events mark the culmination of years of hard work by our students, family, and staff. I look forward to honoring their achievements as they take their next step steps forward. Last week, I had the privilege of attending the Coast to Coast Conference in Washington, DC, where our board had the opportunity to advocate for critical funding for our schools and students. It was inspiring to share the outstanding work happening in our district and to hear from legislators who are committed to supporting public education and funding it. Thank you all for being here tonight to support our students. Your presence and engagement

058are a vital part of what makes our school community strong. Thank you. [Applause] Thank you, Anita. Renee Longshore. Um, yes. Good evening. You all feel so far away. Um, it was wonderful seeing so many of you at the health and wellness fair at Apple Valley High School and our fourth annual International Children's Day at the district office. No, I did not climb in the Blackhawk, but enjoyed visiting the booth sponsored by our community partners and schools. Thank you to everyone who had a hand in putting those wonderful events together for our families and staff. It came to my attention at our April 10th board meeting that public comments occur rather late. A wonderful teacher stayed to share the work of his students. In an honest effort to encourage community input, I would like to propose

059we move public comments up to or immediately following C public session. I would also like to note that when coming to address the board, there is no legal need to state your name or topic you are speaking to. In further effort to be available for any questions or concerns as publicly elected officials, I ask that the board's contact information be displayed on the district website and business cards as each member deems fit. I would like to thank Superintendent Nelson for the inter and intra district transfers information that was provided following board approval at our last meeting. It has been so helpful as we continue to look toward equitable access across our high school campuses. At this time I am requesting board consideration and approval for clarifying data on the interd district transfers for 212223 23

06024 and 2425 for both Granite Hills High School and Apple Valley High School. How many if any of them were dependent of staff in our district? And how many if any of those were staff at the school site the the dependent attended? I have been taking classes working towards a master's in governance these past few months completing course three school finance part one and two on April 19th which was quite timely. I was able to inquire about board bylaw 9200 as it was referenced to support the need for quote unquote requests for the generation of reports or information being placed on a meeting agenda for board consideration and approval on page 10 in our governance handbook. In response to my inquiry, CSBA let me know that board members must be informed leaders and the request

061for information or generated reports of information should always be honored promptly. They encouraged me moving forward to file public records requests if necessary. Being informed decision makers is an in an essential part of our job as members of this board. I will not shy away from asking questions or requesting data. I will continue to study all that is provided and strive to gain insight from it, not for the benefit of myself, but for the people and district I was elected to serve. It is with this understanding and in light of the position of the California School Boards Association that I make a motion to have our board review and revise the governance handbook, specifically page 10, allowing individual board members to request and receive generator reports of information to align with the CSBA's best practices

062and legal recommendations. Is there anything else, Renee? That is it. Okay. Thank you. Thank you for your comments. Uh, Maria. Well, mine is going to be brief, but it's going to u have to do with what I've seen around the district. Uh first we went to coast to coast and um and I I have to say thank you to um the people who've supported us along the way uh to go to coast to coast to advocate on behalf of our students. Just so you know um when the federal government mandated IDA 50 years ago, they said they will fund special education at 40%. And uh as we speak they are funding it at 9%. Uh but they keep adding classifications and they keep adding the expectations and the schools are struggling to be able to

063provide the services that are needed to service those children who are at the greatest risk. Uh, and so that was one of the reasons we went back out there to um to talk to lawmakers so that they can see our faces and know that the the problem is still there. Uh, and we are not backing away. My suggestion is that perhaps next time that we go, we take parents because the lawmakers are used to seeing us, the board members, and they're used to seeing the administrators, but they're not used to seeing the parents who own those children. And perhaps if they begin to see the parents, uh they will change their the way they they make promises and don't keep. Uh we also uh talked about um um technology for children. Uh as you can

064tell the government is looking to cut down a lot of things and it is our job to do the best we can to service all those kids that we service. Uh so our trip to Coast to Coast, I have to say I'm still nursing my my the pain on my legs because I've never worked that much. Um but it was worth it. Um I attended the international children's day here. Uh I absolutely anybody that knows me knows that you put me in front of children I am a different human being. Uh they actually made me dance in the open space and I didn't have any qualms whatsoever. I just danced. Uh they didn't think I would do line dancing. Well, I've been teaching myself so I'm ready to line dance. Uh it was such a

065joy uh to spend it and you know I don't know why it's always windy on that international children's day. Um but I came ready this time. Um then I had the honor of going to um Vanguard for Cinco de Mayo. Um it was interesting. Uh I have never I don't understand the language but I understand the language of love. Uh, and so when I showed up in that room and I had my little Cinco de Maya dress, um, I felt so at home that when the music started that was played by students from, um, Granite Hills High School, uh, that came and played the the like a mariachi, uh, I couldn't help myself. I got up to dance. I figured, you know, well, I'm already here. I might as well have fun. Uh, but I

066have to say thank you so much to um the staff and the parents of of um uh Vanguard um because that that was an interesting event. And then talking about Vanguard, I went back um to their um uh what do they call in a night of the arts at Vanguard um and I actually found myself bidding against Mr. Edmier. Um, there were baskets there and there were baskets that I wanted and he bid $75 and I bid more and and we were just doing the battle of who has more money in their pocket. After a while, I stopped because I didn't have that kind of money. But so I managed to lose one one of the baskets, but I managed to win one. So I felt felt at home uh there. Then I went to

067Phoenix Academy and I saw Beauty and the Beast. Um what a marvelous experience to see how those children were changing the stage and the concert was still going on. I I thought wow um this is impressive. Um had the opportunity to go to uh San Bernino County uh at the California Theater of the Performing Arts to see our students from Saninbul Academy, Granite Hills High School. I think there were the two schools that performed and to see how they were they stacked up with students all over the the county and it was an impressive experience to see these kids actually performing um the best that they have to offer. Um and then to cap it up um I went to um um Mariana um yesterday for the picnic. Oh my goodness. Um, I don't think

068I can ever go anywhere and behave myself. Um, I got there and I couldn't I s, you know, I was standing with the principal. I thought maybe I should be proper and behave myself, but the smell of popcorn was too inviting. So, I went and I got my popcorn and found myself just shoving it in my mouth as if I'd not seen food forever. But, I had such a great time to see how the parents were all engaged. I just wish that all of the schools will spread spread these things out so that we I can capture as much as I can. I just had very little time and they are all within the same window 5:00 to 7:00. So you have to do the running up and down. Um to to wrap it up

069um of course congratulations to the teachers who are teachers in our district but I you have to know that even the administrators in our district are teachers. Even the parents in our district are teachers. Even even the the classified staff, they are teachers. But especially those who possess that credential to be teachers, uh I say congratulations for for serving us as much as you do and for um giving of yourselves regardless of how you personally feel. But I can't stop thinking about the cap capstone cabaret. I I went to Capstone Cabaret and I walked out of there and I thought if we had this once a month, I will not have a need to be surfing the web for where the entertainment is somewhere in San Bernardino County. Those students were exceptional. The performance was

070second to none. Their costumes were you you know it was like you can't get enough of it. And so for that I say thank you to the students at um at Granite Hills High School for for that performance and thank you for um those students who are doing the um CTE because that is an exceptional program. I I can't wait. I see this little gift that I received. It means a whole lot more than the person who gave it to me because I am going to hang it up and every time I look at it, I will think of the greatness of Apple Valley School District. Thank you again and have a wonderful summer. Thank you, Maria Amanda. [Music] Okay. Good evening everyone. Yeah, just the lights on but nobody's home. Um, as Oh, hey,

071there we go. Okay. Thank you, Mr. Buchanan. Um, not related. Not related. As we've approached the end of the school year, I wanted to take a moment to thank all of the students who I know already left, but um just especially the ones that have come and spoken to us throughout the year. Um their voices, their stories, and their pride in their schools have truly enriched our meetings. Um I also wanted to congratulate the students being honored tonight. Your hard work has earned you this recognition, and we are so proud of you. And to the students who may not be in the spotlight tonight, but are quietly celebrating the end of another chapter in their educational journey, please know that we see you and we are proud of you, too. I had the opportunity to

072attend many events um over the last month recently that have already been mentioned, so I'm going to just let that go. But um I do want to thank President Raleigh for asking me to attend the multilingual recognition event in his place. Uh, so it was a beautiful celebration of the rich diversity and determination of our staff to see our students and their families succeed. I'm also going to embarrass you and say I would also like to offer a heartfelt congratulations to Superintendent Nelson for being selected as the countywide award recipient at the event. Um, it was a really incredible and welldeserved honor. Um, and now the only person to have received this award twice. So, congratulations. I know she hates this. I'm sorry. I told Mr. Schloer to take a picture and send it to

073Zoe so we could get it up. But, um, so this week is teacher appreciation week, and I want to say thank you to all of our amazing teachers. There's a saying that a teacher affects eternity. they can never tell where their influence stops. And your impact goes far beyond the classroom and we are so grateful for all that you do. Um, and I'm going to go a little off what I wrote because I was inspired by Anita. Um, when I was in ninth grade, I took honors English, Mr. Mueller. Loved him. Um, like most teen girls, I didn't have a great relationship with my dad. Like, you know, we always buted heads. I'm a Taurus. Um, this is my season. So he was just kind of like that mentor at school. And I went off

074to college. Well, so later in high school, he convinced me cuz I had my co-curricular letter and my academic letter that I should join the track team. And I know you're all thinking like, "Yeah, she looks like a runner." Um, but no, I threw the discus. Um, and I went to CIF, so I got my letter. But, um, you know, he just really believed in me like all around. And when I was in college, my younger sister had him as a teacher um or had had him like the year before and he unexpectedly passed away over uh Christmas break and to I just remember reading through the newspaper at the time like all the different stories people had sent in and that's what it's all about. Um I changed my major, decided to be an

075English teacher and um here I am. But also, you know, he when I graduated, one day we were practicing in the gym and I was practicing throwing. My bracelet flew off. It was like a beaded bracelet that were popular in the '9s. Um, and so when I graduated, he had bought me a little set. Um, and it had a little stone in it that said wisdom on it. And some of you probably have seen it. I brought it when I got sworn in first, and it was just kind of sitting here. Um, and one of the bracelets I actually pinned inside my wedding dress when I got married so that he could kind of be there, too. So, you may not always know the meaning that you have in somebody's life, but it's there. Um,

076okay, I'm going to go back to my script. I'm sorry. I tried to make it between three and five. Uh, next week we'll be celebrating classified at school employee week. Um, and to our incredible classified staff, thank you. Um, you really are the heart of the campuses. I know, um, Maria says frequently, you're the first ones to greet our kids, the last one to see our kids. uh you keep everything running smoothly, making sure our students feel safe, supported, and cared for every single day. So, just thank you to all of our staff, and I know we had principal day um recently, too. So, just thank you to everybody. Finally, to our seniors, congratulations. You made it. As you prepared to cross the graduation stage and begin a new chapter, remember to carry with you

077all that you've learned, the friendships you've made, and the pride of knowing that you have accomplished something truly meaningful here in Apple Valley. We are cheering you on every step of the way. So, thank you. [Applause] Thank you, Amanda. I think everything's been said tonight, so I'm going to pass on comments and I'll pass over to TA for superintendent comments. I concur with all of the events that involved our students in um plays. I went to lay miz after the last board meeting because I had not been yet. It was phenomenal. um Beauty and the Beast at Phoenix Academy was something else. I told uh Sherri Gleason the next night that boy, she's got a couple kids coming her way that are singers. Um Gaston and um Mrs. Potter are ready to be part of

078the great academy and I think they still have a little bit of time at Phoenix Academy, so they'll develop quite a bit. Um I've been able right after the last board meeting, we had it to gas to go to class. It would be um remiss of me not to say what a wonderful relationship that is of Victorville Motors to continue to support um attendance throughout the valley um by giving cars away and a ton of prizes. Of course, the first ticket that was pulled was an Apple Valley student. Um it wasn't for a car, but it was um to go get something pretty cool out of the next room. We did have a student from Granite Hills High School who's um who ended up with a key, but I don't even think they ever got

079to try it in the car because um the the person that got it um won. So, it was a victor sweep this year. Hasn't been that way in a long time. So, um we can't always be winners in Apple Valley, but um we tended to win a lot at the um gets a gas to go to class. Looking forward to um continued relationship with them. Um there was the first annual um MDC film festival that was also valleywide. Um school districts that have a um multimedia program um competed and five um different school districts or five different groups um presented. We we did take a place but we didn't take first place but we now know what we're up to for competition. I love that. The MDCP kala was also last week um held at

080Victor Valley College. Amazing, amazing representation. Proud of Apple Valley Unified um both Granite Hills High School and Apple Valley High School. They had every CTE teacher attend even if they didn't have students or people recognized. So that says a lot about um the support that they provide. Gretchen Pratt's in the audience, Bill Hogerman's in the audience. um th those people go above and beyond in a regular basis to get this done. Emily Cornwell is um the other one that is out and about making sure that those kids from Granite make it happen. So very proud of them. Um I was also able to go to the Capstone event at um Granite Hills High School. Mr. Nelson attended it as a date with me. Um I was running between multiple events, so he brought dinner and

081I ate it in the car on the way. Um last night was a special ed prom. so fun. Um they do it swip it switch it off each year between both high schools and the students just love getting out there and dancing. Um and then after that I was able to attend our first annual student champions um awards. This was a endeavor between High Desert Premier Academy and Phoenix Academy. They went through training and um multiple staff members took on a student champion. And so these were kids as little as TK all the way up to an eighth grader who these adults checked in on, made sure that they were doing okay. And what a game changer. The family showed up to celebrate alongside the um staff that supported their students. One dad said, "My

082son has never received a recognition and he's finally gotten a recognition and he's working hard and we're excited for him." So, those are the things that I I think are um really outstanding that are happening and we're going to continue that. I did have a parent say that um Mr. Cranston, I don't know if he's in the audience, but if Mr. Cranston um is going to get a phone call or she's going to visit because they need to replicate it. So, we did create a little bit of drama for some of the other principles, but it's a good thing. Um next week is the ice cream social. are excited to celebrate staff um certificated um teacher week this week and as I've been out doing longevity awards um I have reminded everybody that the thing

083that they exactly what you said Mrs. Buchanan is people don't know their impact. They don't know their impact for years. There are kids that will tell teachers how important they are to their face and they will create a relationship and I'm looking at all of you that are um sitting here as teachers on both sides. Um, but they don't always tell you and you don't know it until far into the future and somebody walks up to you and those are the times and it's whether you're a teacher or a principal or a classified staff member. Um, people in education matter to kids and it's what makes them continue to um, thrive and survive and we love that. So um, real appreciative of all that everybody does for the kids in this district. Thank you. Mr.

084President, can I add one more thing? Excuse me. Can I add one more thing? Okay, go ahead, Maria, please. Uh, I just wanted I didn't want to miss it because we went when we went to Washington DC uh the student who the person who took us on the tour of the cap um when when we went to the cap on with the uh from the invitation that u uh representative Obnalti had extended to us after we were done with our event. Um, the young lady that gave us a tour around the Capitol found out we were from Apple Valley and it turned out she was a student at Apple Valley High School and that blew our minds because obviously we started asking who was your math teacher, who was your principal, what year did you

085graduate, who else do you remember? And I have to say it was such an honor to know that she knows some of these people sitting on this day as right now. And and to think that somebody from Apple Valley will go to that place and be the tour person working under a a representative for California. It was such an honor and I wanted to share that. Thank you, Maria. Okay, we'll move on to item six, reports from union representatives, California school employees association, JC Scott, are you here? Okay. Uh, Apple Valley Unified Teachers Karen Sabers. [Applause] First of all, I want to say I have video of the dancing. If anybody wants to see her dancing, I have video. Karen, you might want to pull closer to the mic. It's not coming through real good.

086Can you hear me now? No. Is it on? It's green. We've been having issues tonight a little bit with it. Can you hear me? Yeah. Okay. Okay. Um, good evening, Superintendent Nelson, board members, cabinet, CSA president JC at home, and members of the audience. My name is Karen Sabers, and I'm proud to stand before you tonight as the president of the Appalata Unified Teachers Association. First, I want to extend my heartfelt congratulations to all the students who have gone home that received awards tonight. You should be incredibly proud of yourselves. Your hard work and the achievements do not go unnoticed. We also want to congratulate Eden and Hannon Hannah for the graduation and wish them the best in their future endeavors. Ava once again was able to participate in the International Children's Day, handing out

087books to all that came. And this is such an enjoyable event and we love doing all of the events, community events. Um, this morning we had a very successful negotiation slash meeting session. We engaged in productive dialogue and were able to collaborate on joint on a joint personal communication that will be sent out to certificated staff regarding the classroom management plans. I want to thank everyone involved for their cooperation and focus on solutions. It's always meaningful when we come together and resolve issues collaboratively and leave the table with mutual respect. Together, we can accomplish so much more. Teacher appreciation is upon us. We haven't forgotten you. I will be coming out to schools with donuts and presents this year. It's a little different than normal. I apologize to classified and principles because normally we're able

088to feed everyone but we've kind of changed it up a little bit this year and gone with plan B. Um I'll be also getting out a schedule for um school visits. Um, I'll be sending the schedule as well to board members and we invite you to come and join us as we celebrate the teachers and hand out the gifts. As I was preparing for tonight's board meeting and reviewing the agenda, I came across a few items that raised questions. Thank you, Mr. Conrad, for addressing one of them earlier. Fortunately, I did not have the chance of asking the second one, but I'll ask it this evening. The second item I'd like to address is agenda item 26 regarding the certificated health and welfare report. On page one, the report references 736.1 FTEES for insurance purposes.

089However, in both negotiations and insurance committee meetings, we consistently reference 631 FTEES, which is the actual number of certificated employees who are enrolled in the district's insurance. Using the 736.1 FTE figure, the report states that the district is realizing a savings of $1,480,979. However, if we base this calculation on the actual 631 FTEES, the potential savings could be significantly higher, possibly up to 2,26470 or $26,470. This estimate is based on splitting the additional 105 FTEES between 52 single and 53 family plans even while recognizing that our ratio of families to single plans is typically closer to 2:1. My question is why does the report use the 736.1 FTE number instead of the more accurate 631 FTEES? Lastly, I want to address a concern from last month's board meeting. During the discussion on the $25 million

090trans loan, a board member made a statement that she researched and found that Victor Union School District, Lassern Valley School District, and another unnamed neighboring district routinely take out trans loans seemingly to normalize Apple Valley's decision to do the same. Following that meeting, I reached out to fellow union presidents who then consulted with the respective chief business officers. And here's what I learned. Victor Union only took out trans loans in 20203, 20056, and 201213 school years and not since. Hisparia CBO mentioned the district may have taken out trans loans in the late 1990s, but not in recent years. The CERN Valley has not taken out trans loans at all and is on track to be a debtfree district next year. They even self-funded their own solar project. It is deeply concerning that this inaccurate information

091was shared during the meeting, possibly influencing the vote by presenting a false narrative. According to Apple Valley's own board agendas, the district took out trans loans in 2019 and did not in 2020 and 2021, but has consistently done so since 2022. This raises two questions. Why has the practice been normalized in Apple Valley? And why does this continue annually when neighboring districts avoid it and still manage to offer higher wages to their staff? Thank you for your time for Thank you for your time and for considering these important concerns in solidarity. Karen Sey, thank you for your comments. I just wanted to say I did not say that they were taken out that there was a resolution for them. And if you check the Victor district agendas for April of 2020, that is when it

092was approved. I did not say that they took the money out. We were talking about the resolution because that's all we did at the last meeting. We just approved a resolution. We're not planning on taking it. However, with the way the political climate is right now, should the state funding not come in, we would like to continue paying everybody Okay. Item seven, close session reports. Clerk will read out uh that's you, Amanda. Get the readout, sir. Close session. All right. So in closed session, the board of trustees took action in the support of the following recommendation from the superintendent. Item B3, conference on litigation, government code section 54954.5D and 54956.95 M. Candelaria iso versus AVUSD. On a motion by Anita Tucker, seconded by Maria Akara, the board voted unanimously to deny the amended claim of

093Maria Kendallia Esporto. Item B3, conference on litigation, government code 549-54.5D and 54956.95 S. Sharice Ayala versus ABUSD. On a motion by Anita Tucker, seconded by Amanda Buchanan, the board voted unanimously to deny the application for permission to file a late claim for damages of Sarah Shereice Ayala. Do we go through all of the B's right now? Just the just the ones that um were reportable there that we voted on back. Okay. Then B6, conference with labor negotiator. On a motion by Renee Longshore, seconded by Amanda Buchanan, the board of trustees approve the following. Um option one approve or here the approve the memorandum of understanding with the Apple Valley Unified Teachers Association AVUDA dated May 8th 2025 regarding clarification and correction of step advancement and item B7 conference with labor negotiator on a motion by

094Maria Parara and seconded by Anita Tucker. The board of trustees approved the following. Approve the me memorandum of agreement with the California School Employees Association CEA Chapter 828 dated May 2nd, 2025 regarding article 11 compensation. That's it. Okay. Thank you. Item eight, adoption of the agenda. The board may approve the agenda as is or add and pull items from the consent calendar and or action. So we need a motion to approve adoption of the agenda and I'll second it. Okay. Second Ukanon. All in favor? I. Any opposed? Hearing none. That will be the order. E. discussion information discuss board bylaws 9250 reimbursement and other benefits on that and that is Trey superintendent um this is just calendared annually to bring forward the board for a discussion um the only way to change the um s

095the payment to the board for their services is to take board action code um is what dictates the amount that board members can receive for their monthly um stipend. However, under the ED code, you can increase that by 5% annually if you choose to. And so, while there's no um decision to be made tonight, I do bring it to the board for direction to whether we're bringing it back for a future board meeting to increase that by 5%. I don't see any need to bring it forward myself. So, going to open up for discussion with the other board members. Nope. And you guys looking at me? Okay. There is current legislation. There is current legislation that um dictates um quite a change to this. I will keep you posted as I find out more information.

096Um quite a change. So how much of a change is that? Thousands of dollars. Oh, based on enrollment, it would be a change to the ad code. And so, um it has been proposed and is sitting. So, okay, that brings us to item two. Discuss board bylaws 9400 board self-evaluation. Again, that would be superintendent Nelson. Yeah. Also, this is a annual thing that is identified in the board bylaws and in your um governance handbook and so I bring it forward for discussion as to whether or not you want to re move forward with that process or um what you would like to do. It indicates in the board bylaw that you will do it annually. Uh, I do think it is important for us to be following our board bylaws and our policies. So, I

097would say we should maybe do that. Okay. It's pleasure of the board. Well, I think if we're going to do it that everybody must participate. Yeah. Because we have done it before where you had just a handful of board members that did it and it doesn't give you a clear picture if some people don't do it. So it's if we want to do it then all all five of us must do it. If uh if we have even one person not do it then it it it negates the whole idea of uh doing a self-evaluation. I I don't have a problem with being a self evaluate ourselves but I really I would love to see an evaluation done across the board where teachers evaluate the administrators the administrators that evaluate they're going back and forth

098so that everybody gets a picture of how they are really viewed in terms of the work that they do. Um but if we're going to self-evaluate ourselves, it has to be very very clear that we all participate this. We're just discussing this particular one. I'm not discussing the other ideas that float in my head that always comes up in the middle of nothing. Just like I remembered why do we have 30 minutes of lunch? Those are all ideas that come in my head when I it just comes. But if we're going to do this, I think we all need to participate. But because we have two board members that just joined us and they are not aware of how it's done that we also have to invite an outside agent just like we did before

099with CSBA to walk us through the process if it is possible. I just need direction from the Any other comments? Um well being a board member that was newly elected along with trustee Tucker um we haven't had much time on the board um to evaluate. Um I am all for self-evaluation. I think it is an important part of being and growing and becoming our best selves. Um, I just would like to maybe suggest we wait until we've been on the board a year so we have a good base to be able to evaluate ourselves from. So, possibly doing the evaluation in January. Okay. Well, we can uh definitely do that. We can bring it back again um for 20 26. So, Would you like the us to work with California School Boards Association or would

100you like us to um county office of um Sanino County Office of Education also offers a facilitated process? What was the survey we got? California School Boards Association. So, we put both backgrounds into the um information so that you have both options as a potential. I just need direction on what we're if if we're going to go with January or do you want to go with December because December would finish the term versus January where you know future years if you're going to get in a cycle um I would suggest that we also change the governance handbook to reflect that and um indicate that that's the timeline of which you would do that. I think we should do it in December because um it's usually December that we get sw get new board members get

101sworn in. So in December the the current board would have done their full year and then we can go on to um get this all done ready to go for whoever comes on in January. That does, but it doesn't affect our cycle because our cycle doesn't kick in until 26 December. But we would do it again in December 26. You would do it annually. It's an annual expectation in your governance handbook. So if if if you're going to delay, that would mean you're um agreeing to delay until December and then you would become a cycle of December to December annually. Okay. It was discussion only. So we can give direction to the superintendent so we can go with the recommendation from Renee and Maria to move it to future time. December works. Okay. Um just

102be aware that that means you're going to have board members at some point in time that have only been on for a week. No, there's no election. It's annual though. But but you would in your December meeting, you would have two board meetings in December. So you'd have a group that would be able to finish and do a self-evaluation as the completers and if there was a change to the board then the next group would not do it until the following December. That's that's what I was thinking just every year. Yeah. All right. Good. Okay. Uh let's see here. Kylie, we have any public comments? I have not received any. Okay. Thank you. Um do we have any more uh board comments? Anybody back on the agenda? Anything else? No. Okay. Are we able to

103consider the motion to adjust the governance handbook? That wasn't a um the motion that you made. We'd have to agendaize it. So, um I'd need direction from the board. Well, we're going to get to future agenda items, Renee, and you can bring it up then to put it on for a future agenda and then it'll be agendaized. Then we can vote on it. Okay. So, um it'll be towards the end of it. I'll call for uh future items. Sounds good. Okay. I do want to just congratulate um I know that I should have said this during first comments, but I would like to congratulate um Mariana Torres and Nelson um Lopez for um Compost for getting our um and all the schools like this didn't happen. I know that one board member congratulated me and

104told me that I did a lot of work on this. I did not. I just sit in the background and cheer and say go and do this if they're if they're willing. And what an amazing outcome that um $10.2 million will come to Apple Valley Unified School District over the next five years. Good job, ladies. and Nelson. Well, the ladies are standing out in the front there. All right. Um, so no public comments, no board member comments. Anything else from the superintendent comments, public hearings? We have none at this time. And then we need to move for item one. Uh, approve the recommendation for expulsion case exp32425. We have a motion. So motion Maria and a second Amanda. All in favor? I. Any opposed? I I I'm sorry. We hear I It was a I

105Okay. Uh hearing no opposition. Uh that'll be the order. Explosion case STIP 202425. Again, I need a motion to approve. So moved. Motion Buchanan. I'll second. Second. Maria. Maria. All in favor? I. Any opposed? Hearing none, that'll be the order. Expulsion case STIP8 202425. I'll need a motion to approve. So moved. Motion Buchanan. A second. Second. Maria. Yes, sir. All in favor? I. Any opposed? Hearing none. That'll be the action. Item two, approve the certificated and classified personnel actions as listed. Do we have a motion? So moved. You can second it. Second. Maria. All in favor? I. Any opposed? Hearing then that'll be the order. Approve recommendations for requested leave as noted. Some moved. Buchanan. Second. I'll second the other one. All in favor? I I. Any opposed? Hearing none, that'll be the order. Moving

106down to J. Consent calendar is recommended the board trustees consider approving a number of agenda items on the consent list. Tonight we have items 1 through 34. So moved that we approve it. Can I ask the board we because it was posted um number 16 is a contract having to do with um Greer Consulting. Um the county office of education has picked up the cost of that um consulting agreement through a systems of success um grant. And so there really is no need for the district to take action, the board to take action on it. But because it was posted, we didn't know until today that we were granted that. And so I just wanted to let the board know that you wanted to just if you can just you can just pull it. You

107don't have to take action. Okay. Table that. Okay. So you want to amend your motion Amanda through 1 through 34 minus 16. I'm going to pull uh seven number seven. Yes. Seven. Um and uh 22. Anything else? Okay. For now, uh 28. Okay. I have 7 22 28 and I would like to pull one one and 26. 26. Okay. So, let's go ahead and make a motion. Amanda, you want to So, what we're going to do here is Yeah. So, we'll move to remove one would remove one 7 16 16 22 26 28. So we have a motion to approve the the other. Is that your motion? Correct. I second that. Okay. And a second for all in favor? I Okay. Any opposed? So we'll start with item one. Under in item one. Um, I

108would like the minutes amended to include a change under public comments which states, "An audience member began to speak out of turn." And I would like it changed to quote, "An audience member stated that they would like to raise a point of information. I would also like a correction. Under close session, the vote reads 3 to one. Um, and it said four to one. I'd like it changed 3 to one. Um, with one abstained. U Renee Longshore abstained. Okay. Um, so I think before we can change the minutes, we would have to review the uh audio to make sure that that is correct because I I don't remember that. Is that's something that uh Kylie, would that be would you have to review the uh the audio on that? I did. Um so to reflect

109that since there was a comment card turned in by that individual um and they did not speak um due to them being um removed from the meeting that's how I was able to indicate that I I have a record of a card but there is if you compared it to the audio there will be no record of the individual speaking. Um, so that was the the balance on that, right? Um, I can look at the other one. Um, that was a ref a reference. If I'm sorry, Miss Longour, if you could one more time, which item was that that you abstained on? So, you saying you abstained from going into close session? Yes. So um um it is my understanding that an audience member can raise a point of information and that is that correct?

110Legal council has given us um direction when we established the um agenda years ago that as long as we had two times for public comment, public comment before close session would be um pertain to close session items. anything other than that comes at the second public comment time. So, um they can bring a point of order on anything at the second public comment time, but if it's not referencing um the close session um then it waits until 7 p.m. So, but the point of information, can an audience member raise a point of information? Could we just say that he spoke out of term by saying point of information? Would that make everybody because then she has her spoke out of turn which shows why there's no speaking with that card but then I guess she

111can have what he said out of turn I okay I don't I don't honestly and then um the vote um yes that I abstained um from going into close session the second one or the first? Um, so going into close session, it reads um four four to one with four saying yes and one saying no. Um, but I'd like it to read three to one with three saying yes and one saying no um and then one abstained and Renee Longshore abstained. I can um review and clip the audio. I don't have record of that. Um so I I would hate to say Absolutely. And yeah, I only remember so we'd have to check I'll take direction on on how we can we can table we can table one until the next meeting and give us

112time to research the uh that that'd be something we can table that. Okay. So, we'll table one and that will give time for uh Kylie to research it through the audios to make sure that it's a appropriate reflection of the uh So, I just want to confirm it's um both the um vote to go into closed um will be reviewed and then also um in the uh first page right under public comments um we no longer want any indication that an audience member was removed. We want it changed to they wanted to raise a point of um concern. I believe the word um that was used, but I'll look back on the notes to see um is is that the desire of the board of what we want it to reflect. We need to have

113it reflect that he was removed so that it shows why there was no comment, right? Well, it current currently states an audience member began to speak out of turn. So, that's the part where I would like it to read. An audience member stated that they would like to raise a point of information. Yeah, the individual was um card number seven that I received um and I believe it was card number one that was standing at the podium, which is why I I used that language. Yeah. um of speaking out of turn just um for clarity to look back on. I the intent of this is if somebody 10 years down the road was to pull um our minutes that they could get an accurate representation um or reflection of a why. Um which is also

114why I also put on his um line that he did not address the board as he was the individual removed to try to link that um because he did not get the opportunity to address you guys that evening. If we left it as is, but we change it so it says, "While the first public speaker stood at the podium, an audience member began to speak out of turn and raise a point of if it was concern or information and then comma, the president requested the disruptive individual be removed from the meeting. Would that capture what occurred with everybody on the board? I don't see the tapes. Well, I mean, we're not changing any of this. We're just adding and they'll have to review it to see if it was a motion. I think we should

115just order. I think we should just table it and make sure that it the audio is um you know, maybe she just needs direction as to how to adjust it. Put it make it verbatim. She'll she'll follow the audio. Yeah, I follow the audio. Okay. Item seven. Um, uh, for for [Laughter] items for item seven, I just want to make sure that I have to excuse myself from uh, voting because I work for uh, univers University of Massachusetts Global. Um just to explain why I will not be voting for that number. Okay. You want to abstain from voting? I will abstain from it. Yes. 22. Um item 22. Um it says a proposal for safe and civil schools for professional development in chance. Um my understanding is that we're not hiring any new teachers. So

116if we're not hiring new teachers, why are we investing the money to pay for new new teachers? So that's my question. Yeah, we have explained that we do have some new teachers that will be entering the district because of credentiing that we cannot move people around that don't hold um specialized credentials. Um one example of that is French. I don't have a person that is um existing in a position currently that has a French credential and so we will have to backfill that in order to make sure kids get their um three years or two years of um a foreign language. So we will be backfilling some positions that have specialized credentials. Special ed is one of those areas as well. So how many people are we looking at? Because when I look at how

117much that is being built to the district per day, that is that is somebody's paycheck per day. You know, 6,000 something per day for them to come in and do a one day uh training. Or if we go for the, you know, the big cheese of the company, we're looking at 8,000 something per day for them to come and train us. So, or train our staff. So, my question is with all the people we have trained already in house uh until we get a good handle on our finances as a district, could those people train the new people that are coming in until we can get a handle on our finances as a district? We can train. We cannot um take their tools and utilize them specifically. we can do some modified and we can

118hand the book to people. Um we have approximately 20 teachers that will be new to our system this next year. And so if we're going to continue supporting Safe and Civil, that would be Can we open it up to anybody who maybe like 20 Yeah. Like a refresher or ones that maybe have been absolutely needing a little extra support in that area. Yes. That way we get the most out of it. Yeah. I just I just want to be sure that when we when we invest that kind of funds that we are really very targeted in terms of what we're expecting to get out of it. Uh if you know because I hear the refresher I don't want to hear that people are getting refreshers every year know. So if you have been trained and

119you are not using it then you shouldn't be going for more refreshers because you're just looking for a ticket out for a few days. uh we should have more results from the people who are really using it. Um and I have no wor worries whatsoever about safe and civil and what it is doing at schools. Uh my concern is if if the training is being offered and we are not getting the results the results that we are looking to get then we need to re-evaluate how we are investing that kind of money and what what schools are receiving that kind of services. So that's important to uh to me especially in this time that we're looking at you know finances as a district you know to be clear that uh when we have it um

120the people who are going they need to understand that you're not going to play around you come back and we want to see results in your classrooms. Okay. So the item is there. Do you want to vote uh you can vote no on it? Uh I I don't know if I should vote no on it because the superintendent has explained that there will be about 22 uh new 20 to 22 uh new teachers um for for specific subject area. But I'm I don't know. It's all up to you. I just have one vote. I just so you know, I just my point is to bring it up and say we're spending this 6,000 something per day um to come and do a training that people may or may not use. So that's important for me.

121Okay. And if if I could just agree with um Trustee Akara that it seems like a significant amount of money um to train um $6,000 is based $8,000 for someone who's renown um plus any sort of um is it going to cost any sort of travel? Do we cover travel? And this one doesn't have Okay. Virtual This is going to be virtual. Okay. Well, we'll do as a roll call vote on this item. I'm gonna Let's Let's move on. So, we have Which one was this? That was 22. 22. So, 20 26. Did you pull that out? Rene did. I did. Okay. Go ahead. Your your concerns or what information do you need from 26? Yes. So I am um just reiterating what um Auda President Karen Sabers uh pointed out earlier. Um the reduction

122in cost of switching to um this new insurance is uh $1,480,979. Um, when I think about that, I think about it um affecting our teachers in a way that they were receiving more money and now they're receiving less money in compensation. Um, so my question is why are we asking our certificated staff to take a cut in benefits and salary if we're spending $1,480,979 less than we were this year in insurance costs? I'm going to ask Mr. Schillingberg to answer that. And I I'm going to just state that um we can table this um but I also would like to remind the board that if we have questions prior to the board meeting that I'm going to put staff on the spot to answer, it would be super helpful to have that ahead of time

123so that they can um prepare and and have some understanding. Um this is this agenda was posted last Friday. So Mr. Mr. Schberg, do you have an answer that you can I actually can quickly address the the one question that Miss Sabers raised and the question regarding the savings illustrated in section 4. Uh regarding the FTEES 736.1 is the number of FTEEs in the bargaining unit. The savings illustrated in section four between current costs and proposed costs. I would just like to remind the board and everybody in the room that the current year is inflated by the dental reserve from the high desert trust. So taking that out while putting the cost in for the new agreement, you have a net reduction of $1.48 billion. Okay. Well, we're going to vote on that. I'm going

124to do a roll call vote on each specific item. So 28, did you Was that May or is that 28 was me? I don't know if anybody else caught it because I don't I tend not to discuss this anymore. I just go through 28. It was to give um give the uh the district um a temporary to authorize temporary borrowing between funds of the school district during the 25 26 school year and there is no limit as to which area should be moved that you move the funds. So if we are moving funds in a place where funds are not because there's no no restriction as to where the funds can be moved from or moved to there's no boundaries. Uh if we're moving funds that way uh I'm just curious about um if we're

125looking to um balance out our books or pay salaries. uh and and we just I keep coming back to the information that we we just received information that for the next three years we'll be financially able to manage the dis manage our finances as a district. So if we are looking to transfer funds to be able to cover some costs then is this is this something that we do routinely as a district? Because if we do it routinely as a district, that may explain why there's always this discrepancy in terms of where did the money go. Because if if this is something you you shift money and then a year later you return the money to where it belongs. It all depends on when that money is returned and who sees that money when it

126is gone and now doesn't see it anymore. So we I just I'm I'm very uncomfortable giving saying you have cart blanch to move money anyh how you want. Um, I think anytime that you're moving large sums of money, it needs to come back to us so that we can see what what is happening so we can be better answer the questions. When somebody within our organization asks a question about, you know, you told us that you had, you know, $8 million and all of a sudden $8 million is gone. Um we want to be sure that we are we are in in we have full understanding of where the the transition is happening. Um I I just struggle because he says there are no limits about where the how the funds will move. So there's

127a fund that you are not supposed to touch which is called salaries. So if we didn't have a bound a wall that says you can't touch salaries because you've already invested the people in there then we've just opened the door for you to be able to shift money from salaries and pay some other thing and come back and put it back. I'm I'm struggling with having to give anybody that kind of, you know, I struggle with my own finances, but because I'm a steward of the people, I want to be sure that what I'm doing is in the is in the right frame. Uh that just to give the the card branch and say you can shift money around is is a place of discomfort for me. So it is a annual thing that you

128do as a board. I'll let Mr. Schelenberg um talk about the length of time and how this works and why we um ask for this annually so that we can make payroll if there was an event where money was delayed from state or feds. Okay. So Mr. Schilling again this this goes to cash versus budget. Uh uh like the tran that was mentioned earlier that is a cash flow that is not a budget. We borrow money to make payroll if our cash in the county treasury comes short due to delays in state aortionments. This is a similar cash tool. This is not borrowing from a salary fund. This is borrowing between funds. Fund 01, fund 11, fund 12, fund 13, fund 14, fund 25, and fund 40. If at any time during the year any

129of those funds experience a cash shortage, um we can borrow cash from a different fund. Um and in the background, I do believe I it if you borrow during the first part of the school year, it must be paid back by the end of that fiscal year. If you borrow within the final 120 calendar days, um then it must be repaid during the beginning of the next fiscal year. This does not change budget allocations. This does not change money budgeted for salaries, benefits. This is merely cash. Okay. So when when you stated that it did not say what funds, it just says that you you move funds between accounts and it didn't specify which funds that are move that you're moving it out of the cover page of the item. Um let's see the first

130attachment on the resolution certification of board minutes temporary loan resolution. Um temporary borrowing between the following funds. It says all funds fiscal year 2526 all funds meaning fund 01 general fund fund 11 adult education fund 12 fund 13 nutrition services fund 14 fund 25 and fund 40 those are our funds well when you're look when I'm looking at this on this cover page that you are showing me it diff just says temporary borrowing between the following funds all funds Yes. So there is no breakdown of the what those all funds are. So when I see it, I'm seeing any fund that has to deal with the district is open to this. Yes. It was not broken down by the number of the funds because if I had if you had broken it down by the

131number of the funds, then I would not have questioned it. The reason I question it is because salaries are part of all funds. Yep. Again, Maria, this is a cash flow. If a fund is short due to a delay in state aortionments, we're able to borrow cash from another fund to make the payroll. Okay, this is not borrowing from budgeted expenses. This has this doesn't have anything to do with budgeted expenses expenses for salaries, benefits, books, and supplies. This is merely a cash flow tool similar to the TR. This allows us to borrow cash from other funds and say if fund 01 is running deficient in cash due to a state aortionment deferral or a delay, we can take cash from fund 40, move that cash to fund 01 to make payroll. And then when

132that state aortionment payment comes in, that cash is then returned to fund 40. But I still and this is a resolution we do every spring. Yeah, very consistent. This is what I'm trying to figure out because when I'm looking at I just see things in terms of black and white, you know, look on this, you will see black and white. So, um, what I'm seeing here is it says all funds. Yes. So if we are going to be able to break it down to kinds of funds that will be you can borrow back and forth to do the juggling act then it needs to all be posted very clearly because the fact that you said all funds yes I can't get my mind off of it because all funds means all yes that's this is

133the document that went to the county all funds are our operating funds but like we could You could request to have them listed next year like in the I we can list we can list agenda. We can certainly list the funds. We can't change this because it's the county form. We have to still vote on it because whether or not the county has it, we have to vote on it. So the bottom line is that if you are telling me to vote on something, I need to vote on something that I'm clear on. And right now there is no clarity. I want to be able to see if I if I could request this goes back and you actually state which funds are you're going to move money from. Because if you move money from

134a place where you can't move money into because you've already put it in already, then how do you put the money back in there after you have moved it? Because there are some funds that you don't move money around because it's already standard. So that's why I'm you know I I'm gonna leave it alone. Okay, let's go ahead if I can talk to the point real quick. I just I just need clarification. So does this resolution authorize the movement and spending of funds without further board approval? This resolution authorizes the movement of cash between funds to cover payments due to the delay of aortionments from the state. So, is there any way we can uh just make it a board approved uh movement when need be for funds to move between accounts either back or

135forth? Depends on the amount of money, the timing of board meetings and the the need to move cash back and forth may not coincide which may cause a delay in payment. Again, this is not a budget. This is cash to make payments that are budgeted, including salary, benefits, health and welfare payments. The budget stays the same. Yes. This is merely a cash tool. All right, Matt, I think you're pretty clear on it. Made it clear. So, we have one, two, three, four, five. Five items. So, we know one one is tabled. I'm going to go ahead and hang on a second. Uh, one is tabled until further meeting. Seven was Maria was going to abstain. So, I'm going to start with seven. Uh, all in favor of seven? I I was there any We We

136need a motion. Or do we have I'm I'm making a motion to approve. Okay. Yeah, you're right. I'm sorry. I need it. It's late. Um, make a motion to approve seven. Second. Okay. We have a second. So uh is all in favor of seven? I I Maria is abstaining. Any opposed? Hearing none. Okay. So seven is uh passes. 16. We are tableabling 16 as well. Uh 22. We'll need a motion to approve 22. I'll make the motion to approve 22. We have a second. I'll second. Okay, we have a second. I'm going to go ahead and do a roll call vote. Uh, Anita, I I Renee. Um, no. No. Maria, um, no. No. Amanda. 22. I know. To be clear, they wouldn't get the training if we don't approve it. So I Okay. I I

137vote I as well. Kylie, do you have that then? Okay. The motion passes 3 to two. 26. We'll need a motion to approve 26. I'll move it to approve. We have a second to approve 26. I'll second it. We have a second from Amanda. Okay. Anita I Renee I Maria I Amanda I and I vote I as well and that's 50. We have one more which is 28. So we need a motion to approve uh 28. I'll move item 28. Um can I ask just ask something? Maria asked if they could have the funds on that. Can we table that to put the the fund numbers on that? Uh Matt, if we table this, is this going to um throw a wrench in getting people paid and removing the funds? No. If the board chooses

138to table it this evening, I can adjust the I can adjust the resolutions to uh show the actual fund numbers. That's fund 01, fund 11, fund 12, fund 13, 14, 25, and 40. and bring it back at the next meeting. Okay, Anita wants to table. Anybody else? I think tableabling is a good idea. Okay, we have two. Anybody else want to table it? I do. Maria. Okay, so there's uh three to We'll go ahead and table that. Uh, Kylie on item 28. Okay, thank you everyone. We made it through the consent agenda. So that brings us to no need for close session. Uh brings us to closing items, which would be future agenda items. Do any members of the board? I know Renee has something she'd like to agendaize for a future board meeting. Yes,

139I do. Um I would like to No, Renee did. I asked Rene. Go ahead. Go ahead. We'll start down that way first. Move this way. No. Okay. Go ahead. Next. Renee, you have something you brought up? Um, yes. Um, a few things. Um, first, I'd like to add a discussion information item for open session. I would like to continue our discussion on equitable access across high school campuses. Um, I would also like to um request or see if it's a possibility. Um, I came across a uh term now twice in our um interimm reports um the long-term debt. I was wondering if we might be able to have a presentation by assistant soup Matt Schulenberg on long-term debt as detailed in the second interimm financial report. I just is is that the desire of the

140board? Well, we're we're we're she's just asking. Um but is it something just because our meetings have seemed to get outrageously long in the recent months? Is that something that we could just get information on in an email? Yeah, I think maybe uh Renee you can just request that information might be easier to uh just provide to you than having it agendaized and discussed. Would that work? I need direction from the board to do that. So I know I'm I'm asking her if that was okay since she's bringing it forward. Yes. I would just like information on it. Okay. Yeah. I think I'm And it would be public so it's Yeah. Okay. Email. Yeah. Okay. Okay. Everybody's good with that. Can we go back to the first one was the first one you wanted? Um

141equable access equitable access but I want the specific what you want discussion information it would be it's not a dis it would be information. So yes so the discussion slash information item yes and what what do you want us to bring? Oh so we can continue discussing it. Um so I know I had posed that question at the beginning of the board meeting um about clarity of inter intrad district transfers. Also we received information on inter intrad district transfers. Um and then I did have a question but I was hoping to maybe um email you the question as superintendent Nelson if that's okay as far as requesting just a little more data to prepare for that. So, let's stick with the item that you want to agendaize first. Um, so what did you are you

142clear on what she's asking? I I if it's I'm not saying we're approving it. I'm just I just don't know. I want if you'll repeat the data so that I'm sure I have that. And my question would be does it need to be agendaized for the next board meeting or can it be a June agenda board meeting since we have all of the retirees and um I'm just asking timing. June one or the first June one. Either one. It's up to you, Rene. When do you do you need this right away? Um I'm not sure about timeline since I just joined the board. So um I'll leave it to the discretion of the board. Let's go with the second meeting in June. Okay. Give more time since we have a lot going on. I I'll

143uh I'll I'll support that. And then my last um I'd like to add an action item to revise the governance handbook to align with CSBA in request of information. Is it the policy that you wanted to like you want me to bring both policies? Is that what you're referring to? Because you referenced the policy. I just want to make sure I bring the right or upload the right attachments. I think you referenced 9200. Yes. So, um it was well it was referenced of 90 board bylaw um as reason why we couldn't get data um as requested. Um but it was clarified by CSBA that we should as a board and as a single board member be allowed to get data um as requested and as soon as possible for the intent of being informed decision

144makers. That would be a change to the bylaws, correct, that you're asking for? Well, and we just we just reviewed the governance handbook. No, it's not a change to the board bylaw. I had asked them specifically saying that the board bylaw 9200 had been referenced to say that is the reason why we should not be given information except by board approval. and they clarified that that board bylaw um that was not the intent in that board bylaw that as board members we should be allowed to be given information when requested and as soon as possible. What data did we request that we didn't get? Um I've asked I've asked for data um and didn't receive it. This ref this is in reference to directing staff work. So, um I did not create that governance handbook.

145Um the wording it came directly from your California School Boards Association facilitator who worked through this two separate issues. Public data that is available that we can point the board to and provide it to them is one thing. Data that causes a staff member to spend five hours away from the job that they are assigned to do is the difference. And that is why California School Boards Association in context has given us the language that it is directed by the board, not a single board member. So that if the board of trustees as a body would like that information and I am to redirect staff's work, then it comes from the board as a body. That's the context. So I will um get California School Boards Association um information if something has changed, but legally

146that has always been their stand because um as a body you are each together. When you individually start um asking um that could create quite a change in the dynamic of what um employees do every day. And so it basically is a protection to make sure they can get their work done um on any given day and not be derailed to do other things. We want to provide data. We want to provide you the information, but the expectation from California School Boards Association was that it comes as a direction from the board as a whole. And I just want to clarify that when I ask for information, it isn't with the intent of pulling anyone from their job or redirecting uh direction to for frivolous pursuit. Um it is important to be informed as a

147board member and as I have a question come up or I need data to make an informed decision um it's important that I have that data otherwise it's just a shot in the dark. um if I'm not able to have data to make decisions in a timely manner, it stops our work and our job as a board. And um which is very important too as we seek to give uh direction for this district. Um so and I want you to know I'm not speaking on my own. I spoke with CSBA um in my masters of governance courses. I explained the situation and um they did not agree um with that. In fact, they encouraged me if I couldn't get the data to file a public records request every time I needed data. Um and this

148is CSBA um giving me this recommendation. And who CSBA? No, no, but who like uh the teachers in my classes for masters of governance. So there are CSBA instructors, members, um leaders in CSBA, but it's the recommendations are in writing in the gamut. If you have you accessed that to see why the recommendations are made. I have researched it. I did bring it before the board. Um last no in gamut though you log in and you can see all of their recommendations in writing from their from the actual organization and with legal overseeing it. And that's what goes out to every school board in the state of California. Um the two um officers I talked to, they had been longstanding with CSBA. Who are they? And they were shocked. I can definitely bring their names.

149I'll look them up for you and bring their names, but they were shocked um that board members were not receiving um data or information when requested. I'm more than happy to make contact with California School Boards Association and see if they can provide some feedback um and maybe a presentation if necessary in June. Okay, let's do that. That may uh So, are we able to put it as an action item or No, it's not. There's no there's no agenda ite. No, she wants it moved to be put. So, I want it to be an action item to revise a governance handbook. Saying, well, let's um get back with us on it and see what their timeline is on doing that. So, we we can bring it forward at some point. We just don't know we're

150going to be able to get the information in a timely manner like before our uh summer break. Okay. Anything else? And I'm I'm not sure um with close session um I know we have negotiations but can we um do we have to add that we would have board discussion about negotiations in close session as part of closed sessions discussion about negotiations. So as a board we could have discussions just as a board in close session in closed. Absolutely. It has to do with personnel with the lead negotiator Jeremiah Harrison. Yeah. Yeah. like we do every every close session. We have that's why it's agendaized that way. It's a closed session. So the negotiator would have to be in there. Yes. Right. Yes. Because they are the ones that would take direction from the board back

151to negotiations. Yes. But if it we as a board just wanted to discuss something, could we do that and then pull them in and and discuss it with them? I think that we'll be negotiating with them outside of we will be negotiating with them and that's not what we we're supposed to do. We're just supposed to hear from both sides and then give them direction. We shouldn't be negotiating with them directly. I'm sorry. Negotiating with with with the bargaining because when we we do when once we say the language negotiations, you're negotiating with the bargaining units. Yeah. And now, you know, we are the ones that give directives to to the people who the negotiators to these are the things you need to go discuss and bring back information. And so once we begin to

152have the conversation outside of that, we are now negotiating and and that's not our place. We don't negotiate. We they tell us and we tell them how much we can go and then they go back and share back up. That's why we have negotiators to do so. Yes. I recognize and and they do such a good job with negotiations. That's not what I'm saying. I definitely want them involved in the conversation. I was just wondering as a board if we're allowed to talk about it as a body at all. That's what we talk about when they're coming to close to have a conversation with us. That's the talking part portion. We don't talk anymore outside of that. Okay. Did I miss it? No. Okay. Okay. Thank you for the clarification. Anything further? Anything further? No,

153that was it. Okay. Anybody else? I was going to I forgotten what I was going to say. So I'll pass. Okay. Well, there's always next meeting Amanda. No. All right. I don't have anything further. So that brings us to adjournment. No further. I move we adjourn. We have a motion. Hello. Second. All approved. I thank you everyone. Did anyone abstain from the meeting? Abstain from adjouring. Yeah. I just
