opportunity to make you laugh make you adjust the microphone for me and make you realize how much better Apple is than Victor though I didn't have to push too hard for that last one I'm so grateful to have you all as positive role models in my life the passion you have for education truly inspires me and my time this year has helped me realize that I want to be a part of a school board or at the very least work as an educator in my in the future now I am so excited to pass the microphone on to Eden poo who will be the line president for the upcoming school year I've only known Eden for a year but in that short time I've observed someone who is first and foremost full of kindness she's
shown her dedic ation to ASB by always offering a helping hand and a smile I'm so extremely proud of her for stepping up into this role and I can't think of a better person to lead our class and school Community next year congrats Eden and I can't wait to see what you [Applause] accomplish thank you so much sopia that's so kind and I'm so excited to see you graduate okay good evening members of the board and attend my name is Eden poo and I would like to thank Sophia for being such a great role model and I know I have big shoes to fill I feel so honored and grateful to be taking on the role of a abhs line president for the upcoming Academic School year although I've only been to the school for
two years I've never felt more included with the school and their community and I'm so excited to get more involved and see all the plans come to reality and I'm delighted to work with you all next year to better the relationship between Apple Valley high school and our community thank you [Applause] thank you so much um board comments Amanda Buchanan all right thank you guys so much for coming and sharing and welcome Mera and Eden um well and Hannah part two [Music] um you know I feel like as I was kind of reflecting back may is like the December of the education world it's like when we get hit with like everything um but congratulations to all of our seniors that are going to be graduating and I know we all look forward to seeing
all of you guys walk across the stage um as well as all of our eighth graders that'll be promoting to to high school coming up um and our kindergarteners and all of them um I also just wanted to acknowledge like May seems to be the month when a lot of our our staff members in the education field are acknowledged for or we appreciate them so our classified staff are coming up our certificated staff we already May kind of kicks off with um May 1 is our principal's appreciation day um and I was able to reach out to a couple of our principles um while I was down on my wasque visit um so I kind of got to reach out to a couple of them and say thank you so I just wanted to say
um to all of our staff you know you guys are all so appreciated so thank you so much um I did make it out to a few of our sites throughout this month um and see some great musical presentations at some of the the elementary the middle the high schools um and it's just been fantastic there was let's see ukuleles although my college roommate corrected me on day one it is in ukulele um so I saw that and then um just a lot of different bands um choirs so thank you parents so much for sharing all of your your students Talent with us and letting us on the board come and see their performances so thank you very [Music] [Applause] much Mr Ry i' just like to kind of echo those same sentiment sentiments I
just want to congratulate students and the staff throughout the district for the outstanding work they're doing on the on the various end of the year activities uh some of the things I was I just a couple things I was able to to visit this last month went to that at Phoenix Academy to The Living Museum and I always appreciate you know parents or or friends of the district if you have a chance to go visit the various living museums it's always a wonderful opportunity I always learned something there the students always teach me about these fantastic people in in our previous history a couple of the people that that they taught me about one of them was was Will Brown who was an American Aviator teacher and a civil rights activist and she was the
first African-American woman to earn a pilot's license and she was also the first African-American woman to run for Congress and she trained she herself trained hundreds of Pilots and several of those Pilots went on to be the famous Tuskegee Airmen of World War II who did so much to break racial barriers and so on and so I appreciate the sixth graders uh for for teaching me that uh another great American figure they T taught me about was Lewis laimer who was an American inventor one of the things he invented was an evaporative air conditioner and I think all of us here in the high desert can really appreciate air conditioning so I was very thankful for that he also I I I learned improved a a better way to refine filaments carbon filaments for light
bulbs and he also worked with Thomas Edison and Alexander Graham Bell so I just just uh want to commend the students there at Phoenix Academy for the outstanding Living Museum that they did also had the chance to go out to to Ranch overie to the mini farmers market that they had there and the teachers were teaching the students about the the the different types of fruits and vegetables and what are some of the power fruits and power vegetables you know for for different types of health and so on and they're really getting the the the students excited about it healthy diet and all of them were so excited to be able to take home certain types of fruits and vegetables and so on so just want to commend everyone for their hard work there uh
as as Miss Buchanan was saying there's Lion King performances going on throughout the district there's Little Mermaid performances going on throughout the district uh all throughout the district our students and our staff are just working so hard and so I just want to again congratulate everyone for the outstanding work that they're doing there there is a lot of things going on at this time of the year but it's an exciting time of the year that there we're always um so excited to participate in and for our student Representatives you know we we this is always kind of a Bittersweet U meeting for us because we feel like you we we've kind of adopted you as as as our kids you know you you feel we watching you grow this year has been such a blessing
all three of you and and Ishmael and and Sophia we wish you the best we we we know both of you're going to be tremendously successful and this is kind of a rare occasion where Hannah you get to come back again so we we get Hannah 2.0 next year year so we're we're we're looking forward to that and we're looking forward to seeing uh Eden and Marissa next year also and and getting to know them better so so just just again want to commend all the students and staff throughout the district fantastic endof thee activities uh that that have been going on and we know that you're going to continue to finish strong so thank you very much for all your work BL thank [Applause] you Rick Raley uh thank you madam president I just
can't believe another year has gone by uh where's the time go and to the young students who come up here and give presentations it's I gotta Echo what Gary says too you know you come like uh like our uh our kids you know we watch you guys grow and become public speakers it's not easy to get up at the podium and give a presentation every week or I mean you know every month uh I commend I commend you and we're going to see a lot uh we're going to give out some awards here shortly and we're going to see a lot of you guys on the week of the May 28th and the 29th when there's the graduations we'll see you on stage so I just want to give you H my appreciation now for
what you guys have done and accomplished and every year it seems like the students that are graduating are becoming U you know are are going to be great citizens for the community and for the country so thank you [Applause] I'm going to start up by thanking the uh student uh speakers um as Mr Ry and the rest of the uh trustees stated uh you've grown up in right before our eyes and we have uh seen you uh mature uh not the kind of maturity we are looking at but maturity that says you're ready to go and see the rest of the world um and we can't wait to hear what you are going to become um and wherever you go remember this is home uh come back and share with us the good things that
you have learned and the things that you have taken from here that has helped you um in your journey uh this uh last this month the month is still young I had the distinct opportunity to go out to the schools and um acknowledge the teachers who have who have let you into their minds because basically that's what teachers do they come in and they open their minds and they tell you to take it h and you most of you do take it but it was great to acknowledge those teachers who have given five years 10 years 15 years 20 years 25 years 30 years and 35 years um it's a great Testament for what what we have to offer that somebody is willing to work for 35 years on in the same business same district
so I have to say thank you to all those teachers who wake up every day and show up at school to play attorney doctor engineer a mom dad you name it that's what they play every single day they don't know what to expect but they do it with such dignity so I am really appreciative of those teachers and the classified Personnel um when May comes um because I am a teacher at heart when teach May comes it is one of those real difficult times for me um because in in August we're all excited to get these students we all want to learn as much as we can then May comes and you are saying goodbye you're saying goodbye by to those memories you're saying goodbye to those students who have become your kids you're saying
goodbye to things that you have learned from your students as a teacher I often tell my students I may be your teacher but you are more more so my teacher uh so um I'm hoping that when you leave here you'll never forget the values you've learned in Apple Valley and never be afraid to say you are from Apple Valley cuz I still say it that I'm from Apple Valley and even though you look at me I don't look like Apple Valley I am Apple Valley I thank you all so much for taking the time to come out today um to acknowledge your children because we are here doing the business of your children thank you so [Applause] much Mrs Nelson as you've heard there's a lot that goes on in May and um it seems
that every night last week or the week before there was a dinner down the hill celebrating some administrator or staff member within the district that was um awarded for the work that they do um we were able to participate and celebrate Bethany Thompson um who's a teacher Apple Valley High School Vanguard prep and um does some instructional coaching here at the district level and she was identified for the expanded learning um County recognition um specifically about Esports which we all laughed about because that's only a little bit of what she does um but she helped the county get that expanded and we as a district were already doing it so we were thrilled to be there Delma Evans from Phoenix Academy was also nominated and was recognized as um an expanding learning um County recognition
um AXA 12 which is the association of California school administrators region uh 12 Equity administrator of the year was Marana Torres our very own who um Works to have our family centers um everything you can think I mean the list of things that that woman does in this district is pretty amazing and so it's it was um wonderful to celebrate her I was able to attend Grant Hills High School CTE firsttime CTE Awards um they did a wonderful job in the students being recognized I think you'll hear about some of them tonight and then the next night was senior Awards um last week Valley Virtual Academy that's here on this property had a um spring social the students were here they got to gather they in a Virtual Academy so they're not in class together
and it was an opportunity for them to have some social time together and then um last Friday night I got to attend Granite Hills High School spring dance recital actually that was Thursday night and um you guys have heard this before I take my husband on dates to school events and he got to come and watch the Granite Hills High School um spring dance recital and was very impressed with all of the work those students have done um this week we were partic we um celebrated our brand new teachers who had finished their um induction teachers get hired but they still have to clear their credential um this room was packed with teachers within our system along with our support providers and it's a big deal so um we were thrilled to see them all
together um and then we also on Tuesday had our Esports competition our district has um Esports teams throughout the district and they always bring me a t-shirt to put on during the competition and I put them all on and so I challenged anybody that was there to punch me knock me down I shouldn't say punch me but I was joking I had so many layers on and then as I come through I take the shirts off to match whatever team is up um competing and it's just something that I love to watch these kids celebrate and um this year it came down to yakoma and desert NS Elementary School compete and yakoma took it for a second year in a row so I think they're going people are coming back next year um with yakala
in their sights and hoping to take that trophy home with them um then we did walk through classrooms this morning um at Vanguard had a wonderful time visiting our dual language immersion classroom in kindergarten I see Miss PR back there her little guy was in that room and um they were speaking Spanish and just having you know a an end of the year as they all entered um with not having two languages they're they're moving along that that Spectrum doing really well tomorrow evening for the board don't forget if you're available um shot graduation at Phoenix Academy 6 pm and then um I'll get a chance to recognize um our student Representatives but I'd like to welcome Marissa um and welcome back Hannah and Eden so we appreciate that you're here thank you [Applause] Union
Representatives uh California School Employees Association CA I do not believe they have a representative tonight no okay the board May approve the agenda as is or ADD and uphold items from the consent agenda for discussion and action I need a motion move for approval second all in favor I any opposed now for why we are here recognition and presentation you decide to CL yes okay Sophia check it out she has to adjust it I know the board's going to be standing quite a bit tonight but if I can have the board joining me in front of the Das as indicated as they're lining up I'd like to um call each of the representatives up that spoke at this Podium at every board meeting that we had and I'm going to start with Hannah because she
will be returning next year so come on up [Applause] Hannah so I'm just going to read a few things that Hannah has done in her three years at Granite Hills High School she's been a mock trial Captain for three years link crew president ASB class president since freshman year she participates in theater and I've watched her perform School site Council and she's on the superintendent's advisory and what I love most about Hannah is that the first time she was up here speaking I called her Aaron because there was another Forge that stood at this Podium as a representative for Granite Hills High School for two years and we don't have a lot of backtack presenters and so for the for girls to both have done that is pretty remarkable in this district and so I
just appreciate Hannah for that first time giving me Grace calling her Aaron because we had spent two years with Aaron and that I didn't do it again I don't believe no the other thing I'd like to point out about Hannah is that not unlike the other two that I'm going to speak about tonight she started in this District in preschool and has been in this system since preschool and so I think that's pretty amazing that we have a student representative who has gotten their entire education in one district and there's not just one of them there them tonight so I'm proud of you um Hannah and I am glad that you talked about your summer of fun because since you're not graduating and else that is about that we have a certificate in here from
the board and then this is your summer of fun um gift and this is for your parents thank you [Applause] yep next I'm going to do Ishmael Solis [Applause] so come here so Ishmael followed Angelique last year and Angelique was our speaker um from High Desert Premiere which was the first time we'd had a monthly speaker from High Desert Premiere and because of the great success Ishmael picked up the The Paton and carried it this year and while I know that he wasn't super excited about getting up in front of the board to present what I'll tell you is he is extremely kind he's caring when um one of our board members lost family members he didn't leave that night until he was able to give her a hug and just check on her and
what I know about him is his heart is deep and when we started student advisory at High Desert Premier Academy we spent a lot of time together didn't we ishma yeah and he was always open and honest about the needs on that campus about the relationships that the staff had built with him and the other students and because of him they have things like umbrellas at tables for shade they have school colors in their windows so that when they look they they're it's representing their school they have a spirit week and they've had field trips and I will never forget that field trips bulletin board when I was working with them and I said but you have been on Amazing field trips as a school and he goes yeah but Miss Nelson we didn't pick
those who picked them and I said I don't know we'll talk and I asked what they wanted to do and they wanted to go see things that they had only seen on the computer in a book and so some of those activities took place and while we have all of the educational activities and field trips they got to do some of those wonderful events and um locations and we're just so proud that you found your voice and um he's also an elop um student worker for us and he works at Ranch overie which was one of his elementary schools yeah Mr Cron's over there and so just like I mentioned with Hannah he has been in this District since he was in kindergarten he's attended Ranch of birie yakoma Phoenix Academy and high desert Premier
Apple Valley High School for a little bit and high desert Premier Academy and we're proud that he's graduating and we look forward to watching him flourish he wants to be an architect so we're very proud of [Applause] him no no lat we'll talk oh you have to go say what about the board they love you and if I can have Sophia come up to the [Applause] podium I got a hug before we start so you guys all have seen Sophia um in action she's key she's been Key Club president ASB line president I'm going to leave this one for last she'll be attending UCI and is on the dance team at UCI so we'll get to continue to not yet that's on Sunday oh well I think you're going to make it okay like here
here you're she's trying out for the dance team W I hope I didn't Jinx that no I don't think so um she ran a successful Hispanic Heritage Month at the school she took and passed numerous AP exams she's a seal of biliteracy graduate in our district she's an honorary scholar and a valedictorian but what you may not know about Sophia is she's also a small business owner and I didn't know that either until I got to go participate in her business and learn how to Mac and I'm old it's not easy and she was patient and there was a bunch of us and so I just am so impressed with this young lady and what I know she's going to do in the future and I know that there's been talks about did she go
into a stem field or was she gonna follow her passion and go into writing in English and all of that and I just encourage her to do whatever the passion is so that it's never a job right it's a passion and a love and I know you are going to be extremely successful so we expect I know that the board made the comment about keeping in touch in the bag later you'll find that there are four cards pre- addressed and stamped and you decide it can be one a year while you're in college it could be one a semester it's your decision and you can just say fine and send it but we want to know what's going on okay okay this is one per college graduation that's oh she just said one per college
graduation that's pretty I love it and it would it would not be right for me to recognize these students without recognizing their parents because without them we would never have been able to have these lovely wonderful students representing their schools and so um each of them has a card for their parent as well because we just feel like we are so lucky that we get to share them and so you're going to get to hear a lot about other students here in a few minutes and all of you that are parents out there cheering thank you because you're the reason they're here as well thanks [Applause] okay now for the audience participation component of the evening yep okay um I may need some help from Mr goodro and Mr Powell if they help keep me
organized that would be awesome and so we have some student recognitions tonight these students as you know you heard all the list of things that were going on throughout the month of May and the things that were happening um from for them as uh the board members and superintendent but you've also been there as parents for all the different Awards and some things um are awarded in big ways and some are small but we really um appreciate the chance to honor these students and the special things they've done we love the fact that there's multiple ages of students so they can hear the things that other students are doing and be sort of like challenged to do those things we also get a kind of a glimpse an early glimpse of what we're going to
see in the years to come and I know there's some of these students who are seniors I've been doing this uh meeting for about 10 years now and we've been saying these names just about every year and so we get a chance to kind of see just the Excellence in our district and recognize and thank you and the way that the evening will go is we'll call your name you'll come up and get your award and uh go down and shake the hands of the board members and Mr schulenberg will guide you down to Mrs Nelson and we'll get you grouped up in like Awards and there'll be a picture down there uh with Zoe Widner and she'll uh make sure we get a group photo so if parents you want to get a photo
of your child at the end they'll be down there um in front of that backdrop with the International Children's Day sign or any moment along the way and we'll just kind of keep sending groups of students down as they group up and do that and it'll be a wonderful evening so um feel free to move about the room uh you've probably been standing in front of various award presentations and taking photos all week um but this is another chance to do that so starting off with the skillsusa um gold medalists we used to do the skillsusa um everyone who was U went to state but that group got too big then we did the everyone who medled at State and then that group got too big these are all gold medalists um many of whom
if their competitions allow it who will be going to Nationals in Atlanta and so uh if you'll come on up and get your award and we can kind of clap form as they go for 22nd elevator story Emily [Applause] Martinez action skills Caleb manol CNC programmer Ethan Ashen brener right here buy I know all about this one for the Creed Amelia green customer service Grace Davis graphic Communications Sky Becks introductory weldin Aiden Black job skill demonstration Brooklyn [Applause] hickey another job skill demonstration in the open Cal category Melanie Alexander Wade medical assisting nelli Vargas [Applause] nurse assisting Taylor four practical nursing Cara Sanchez Teamworks we have a team of four Alejandra Flores Cody Pratt Omar Morales and jardo [Applause] Zapata thank you yeah nice work this this Teamworks is a big deal the first time
I went to Nationals Victor was there and it made me so mad I was so glad Apple Valley won this is fantastic these students are going to go and build within a few days they're going to build essentially a tiny house inside of uh [Applause] building screen printing technology giovan guardado web design two two students Cadence Lopez Ariaga and Sierra [Applause] peek congratulations and our welding fabrication team returning team of three Jacob Lawler Judah Morrison and Travis Osborne [Applause] one more round of applause for the skills [Applause] USA while they're finishing up um we'll just mention again those students are most of them headed to Atlanta in the summer to compete as uh representatives of vapa Valley Unified School District on the national stage and um I we as with their advisers know this they
have real shots at getting um a placing in the top three in the nation they're just fantastic students the next group is science fair um this is a process that is a Real Testament to not just of course their intuition and curiosity but science fair is a real um uh Testament to just sticking to something and doing the all the hard work of getting through the process of um fulfilling all the obligations that science fair puts at them at the county level and so these students and their parents really kind of went through quite a bit and made it and uh were recognized for that we want to celebrate them tonight so we'll go um in order here starting with uh participation at the county science fair even arganbright or Evan arganbright [Applause] Braden Bean

all right we'll get restarted here in just about a minute kids again make us proud okay your mic might and then yes it's so cute all right Jason will you tell me when it's time to start all right thank you so much almost as fun as the student awards yes this has been fabulous and at this time we will have the clerk of the board to read out any action taken in Clos session all right so in Clos session the Board of Trustees took action in support of the following recommendation from the superintendent approved the compromise and release agreement between the Apple Valley it's on op Val Unified School District employee 4512 and that was on a motion by oara second by bender and it was unanimous vote 5 in Clos session the Board of
Trustees took action in support of the following recommendation from the superint attendant approved increasing the Health and Welfare Cap all unrepresented employees certificated management School registered nurse exempt classified management non-exempt classified supervisory confidential employees to 173 17,300 effective July 1st 2024 effective July 1st 2025 the capital return to 15,000 and that was on a motion by Buchanan the second by RC 50 vote unanimous and those are the only two items Madame President thank you now we go to discussion information lcap by Mr Patrick Scher thank you I just have a brief presentation to kind of uh give some context to the binder that you now have before you it is uh the draft in its current version of the um 2024 to 2027 lcap and it essent but it is written for um one year
but it does have a three-year cycle and you'll notice that and so I'm going to give you a bit of background on its development and the process and then um kind of give you a highlight of some of what's in there and so uh again our mission just to make sure we're focused on that has been the start of each of our elcap community advisory discussions no matter the audience including our students and just a reminder of the elcap process that we're kind of always in some stage of this it has been uh the characteristic document of my tenure in the uh Apple Val Unified School District uh upper management in the at the district office it's always been there since I've been there and so I always think of myself in one stage of
this or another there's been a new addition in the statute which requires a February report a midterm review which we did on February 1 this year and we'll do subsequently each February here on out and so where we are now is um bringing forward a draft document we will be submitting to a public Hearing in June and then uh depending on how that hearing goes B with whatever feedback we hear at that time then we'll submit it again at the second June meeting for approval to the board and if approved then it goes to the county and then the County Office of Education then has their process to review and approve and once approved our budget's approved and we move forward and start monitoring outcomes uh in implementing the plan a quick review we had
a five goal really became a six goal lcap um over time in the in the last iteration at this point what we've done is we've taken the first three of the four board goals the um already existing document your direction for the system and we have aligned the lcap to those three so we don't have to take the board goals document like we have here and try to build some strange crosswalk into how exactly the board goals align to the elcap the community advisory committee was thankful for this alignment it simplifies our plan and so you'll see that throughout we now have a three goal LC cap for the majority with Goal four and five now will be Equity multiplier goals which are not yet in this document but will be shortly what we've done
really through this process is lots of student advisories you even hear the students up here talking about those um meetings they really appreciate that time and so we've met with lots of students in Elementary and high school level um District advisory committee has met three times we talk to our leadership um and get planning and input from them we do a survey the youth truth survey in November and we got a um several thousand almost 8,000 responses from students and remember we're not surveying all 13,000 it's only grades four through 12 and so we got almost every student responding um we also have several hundred I think we had 600 responses 650 responses from staff and about 1,200 responses from parents we give all those indicators back at to the groups they get a chance
to review that data and make recommendations and this year we included School site councils because the equity multiplier schools had to get those plans approved by their School site councils which is part of the reason for the delay they took those to their school site councils most of them on May 8th and I've just recently gotten Direction on exactly how those feed into this plan so that will come to you in a subsequent but much shorter addition to this document I promise you that won't be a ton extra to read the plan components you have before you there's an annual update that is a review of the old lcap what was spent if there's discrepancies why were those goals effective and those actions were they effective so that's all a review of the prior plan
and you'll see a tab in your folder that aligns to the uh review it's an annual update that upate update is for the old cycle so it's a review of the finality of the 21 to 4 plan that just ended the new lcap then begins you'll see introductory material of reflection general information about the district the engagement of Ed of Partners when I gave presentations to the board all that's in there and has to be by Statute then you'll see the three goals with metrics aligned to those goals and then action items within each goal then the a lengthy section called increased or improved services that I'll refer to in just a moment and it will end with a budget table with all the financials for every item in June what will come will include
also a budget overview for parents which is essentially a two-page simplified view of the budget that shows its relationship with the general fund um lcff funds and the subdivision of those funds that are known as the supplemental and concentration Grant funds and I want to talk about that for just a moment you'll see the sentence in this plan many times that says in the act actions that the action is principally directed to the English Learners Foster Youth and socioeconomically disadvantage or low-income students it's a phrase that must be in any item any action that we want to use and say that it's contributing to the increased or improved services and therefore qualifies to be a component of the supplemental and concentration Grant funds which we must spend in whole or if the carryover if we
have to carry any money over it reduces our general fund the following year and increases the monies that are in the supplemental and concentration Grant so the more it grows the more it's kind of a categorical program and so you want to be sure and expend those dollars each year and you can't just spend them you have to spend them with these justifications and so our percentage of unduplicated pupils is right about at about 75% of English Learners Foster Youth and low income they're unduplicated meaning they even if they're in all those categories they only count once and they must be spent on items principally directed toward those students however you can have actions that are districtwide or schoolwide and yet still principally directed to those students so for example we have an increased busing
system in our district that we use supplemental and concentration Grant funds to pay for it essentially allows for us to reduce the walk distance and allow students to get a little bit easier path to school families report um it's an important goal for them we find that students who have access to Transportation are able to come to school and although it's principally directed to those students we do not bar any student I've have you know and part of my task in writing this document is to make sure I can find research that says that opening up transportation in that manner is good for all kids and yet benefits the students who need it the most and of course as you can imagine the students who ride the bus and needed need transportation to school are
uh large portion of them are unduplicated students so it works to our advantage to do this and that's just one of the many examples in our system of a unduplicated cost so the goals the the way this works is we have now those three safe and nurturing learning environment is board goal one and within board goal one now we've moved the actions that align to that and those are the six before you here I won't read them to you but those are those six and so this has anything to do with student um campus climate the metrics on the right are important many of the metrics that are listed are metrics we must measure think California school dashboard and all the things that are on the dashboard those are required and this year you'll notice
as you go through this document you'll notice that not only is the districtwide results for things like attendance and chronic absenteeism those are listed but this year the the state um requirement the State Board changed the requirement so that we must now also list The Chronic absentee is and percentage for every student group and every student group at every school where that student group is in the red the lowest indicator and so you will see the name of a school and then a two-letter abbreviation for the student group and then a percentage for example for chronic absenteeism and then you will track over to the Target for 2027 and the school sat in this room and used a Target building tool and set a Target to get themselves and those students from the red to
out of that designation and often into the yellow or green which is a three-year Target remember but they broke that into three chunks and so by they have a a target for next year but they also have a 2027 Target which I think is awesome right and so we'll be reporting based on that Target to you in February moving on to goal two it's more about student achievement and academics and so this is where all of our professional learning um our extra programs for students like the career in Technical and music and art programs and programs like Avid the ELD program now is inside goal two all the after school and all our interventions and class size reduction the board also adopted the Cradle to Career road map that road map allows us to set
the targets for the academic achievement I had to redo this slide so it was a little zoomed in but for example a priority metric now within our lcap is reading by third grade right and all the benchmarks that lead to that and so we're looking at I ready scores um very carefully now at every indicator Benchmark um there's a quick dashboard where um Mrs Nelson can look and see even the participation rate for students in uh taking the I ready exam on their way for example in second grade so that we make sure that we're gathering this data to report to [Music] you and finally goal three family engagement all the family targeted goals are in goal three you'll see that there and the metrics there are different right the metrics there have to do
with the survey um and we are required by Statute to do a survey but we are so thankful we have one that lets us break out some individual questions so we've um selected some careful questions you'll see the actual question and the scores from this year's Sur or the 2023 survey in there questions like I feel part of my school's Community or I feel heard by my the school administration and so you'll see all of those metrics in there and we can break that information down by um whatever is reported by um students and parents so if parents indicate to us um you know what group they're with we can give you that data back it's all Anonymous so we don't know who they are but if they any demographic data they choose to share
help helps us guide discussion and I mentioned these Equity multiplier schools we have three schools and one program goal four will be high desert premere Academy and Apple Valley virtual and they'll be combined in go four for a couple of reasons one they are likely to always get this funding as long as it's it's in the budget because they have a very high Mobility rate Equity multiplier funds are awarded to schools who have over 75% low income students and over 25% students that are considered non-stable which has to do with the number of days they attend that particular School versus another they're there um not they're there less than something like 75% of the days well those two schools have a highly mobile population and I think at for example hi as a Premier Academy
the non-stability rate was over 70% they're unlikely to drop below 25% and so we want to leave them in goal four we don't think they will fall out of that designation and they're doing similar things with their funds they're both going to add a counselor to their school program and they're adding intervention programs the funds are not targeted toward reducing Mobility the funds must be targeted to the students in any indicator in the red and so you will see in those metrics when you get them those students relisted that you've already seen as in the red for whatever indicators they are with the caveat that Apple Valley virtual Academy has no student groups in the red because they are this is their first Year's worth of information and they have some groups that are too
small to be indicated it's a very small program Phoenix Academy and the small special education preschool program are goal five they're both together because the special education preschool program is actually located at pre Phoenix Academy it makes good sense to put them there and they are only um barely qualifying as far as Mobility goes and so they very likely could become more stable actually would be based on this year's data and they may not get this funding every year now whatever they've been given will carry over and they'll get to spend it and move through the entire funding formula for the year that it's been awarded but if they if they do not earn the funds because of that indicator or that particular Mobility number then we will move goal five off but we won't
have a blank goal four so that was the logic for it being the last School these funds must supplement not supplant any existing programs so we can't take something they're already doing and pay for it with Equity multiplier funds these must be new additional either programs or people some talk about metrics you'll see lots of discussion in the in the elcap about metrics we are very concerned about the student groups across Ross the district that are in the red or underperforming or or where we feel like there's a gap that needs to be addressed so were our parents and so again we sat in this room and for example um because the district English language advisory committee was so instrumental in having their uh what used to be our goal five which was about English
Learners and making sure that they saw the power of that goal now you'll notice all those things that were in goal five are here the count the translation programs the ELD program they're in other goals now but the the way we've reorganized this is that we still want to be making sure we're reporting those metrics for those students and so we don't lose sight of the power of making sure we're focusing on those students here's the other thing they asked for the district English language advisory committee said we really want you to also make sure and Report data for the African-American students in every re action which I thought was awesome and the reason they said is because they know the power of making sure we're measuring and paying attention to something and so we
um we are cautiously and carefully moving forward in this new goal structure and although we like the alignment we know it's really going to be critical to measure and monitor the performance of all student groups and so that's kind of the background of the change our next steps are as I said a public hearing on June 6 and and a submiss submission for approval on June 13th and those correspond to um the budget process that Mr schulenberg will Shepherd us through as well so I've given you a lot but time now to review that document and I'll be able to answer questions about it either here but of course subsequently during the hearing or anytime in between so I'll pause there any question from any board member yes m W I have a question I'm
not understanding goal four and five is there I understand that it's encompassing our Equity multiplier schools what I'm not understanding is there's no traditional gold language uh or I've not seen it it's not in there okay yes thank you you'll see your tab ends at goal three I have not included goal five or sorry four or five but you will see language that comes straight out of the template that will say something like Apple Valley Unified School District um will increase attendance decrease absenteeism and decrease suspension rate at High Desert Premier Academy and Apple Valley Virtual Academy that's all it'll say understood okay and it will say that it's non-contributing because these are not snc dollars and it is a School site Focus goal it kind of just has to live here because there's no
other place for it to go and I'm actually thankful because I write enough plans like I'm kind of glad they put it in this same plan but I appreciate the question because you're you're right it will be a non-traditional style of goal it'll be pretty conscribed to just those schools and the actions would be school level only actions that we'll have that have already been approved by their School site councils right and it encompasses all the all the things they're going to do exactly right and it will be only those schools goals okay yes thank you and but I apologize they're not there I I really I just got Clarity on exactly how to bundle these a couple of days ago and haven't been able to write that into the template in the way that
I felt comfortable presenting but it will be there prior to the the hearing okay thank you and I can send those out ahead of time so no it's okay I just didn't understand the new the new look of the lcap and okay thank you thank you I'm just learning this too this is a definitely a new component what else any other question I don't have a question because I have to first read it understood I'll expect them in June yeah um thank you so much thank you um item number two in discussion information to review the results of General obligation Bond Community survey Mr schulenberg do you have any comment regarding this discussion uh yes thank you president par I I do have some brief comments uh as we all know a successful General obligation
bond process does involve many activities uh some occuring some occurring simultaneously and others in succession uh if you recall we did begin this process almost two years ago with the intent of targeting the November 2024 general election we onboarded a consultant to conduct a comprehensive facility needs assessment and uh assist us in formulating a comprehensive facility master plan with the intent was to have this plan serve as a real foundation for successful General obligation Bond program uh we also did assemble a strong Geo Bond team including a financial adviser uh Bond counsel communications consultant and our polling consultant um several months of work have brought us to this point and as you're aware the general obligation Bond Community survey was the next piece of the puzzle and was ly completed by the team at True
North research a review of the polling results was verbally provided to a superintendent and cabinet earlier this week unfortunately the polling results do reveal a current local climate that is not favorable for passage of a Geo Bond at this time in addition to that our facility master plan is still in development as I work with our consultant to refine that and given this information at this time I would recommend to the board that we do not continue targeting the November 24 general election for for a bond however I do want to stress it is necessary that we do continue to develop our comprehensive facility master plan and continue to consider future election cycles for a possible General obligation Bond thank you thank you any question from the board I have a question what is what
was the percentage of favorable responses as opposed to unfavorable responses as they as the polling consultant Works through uh they test the positive response at several points the most important point being the final uh survey or the final question in the survey um with 520 completed responses uh for from U registered voters within Apple Valley which was considered to be an excellent sample uh gave the consultant about a 95% level of accuracy we pulled at 51% positive response well that sounds like a narrow magin that's so any other question thank you so much Mr Kylie do we have any public comments as provided on our public comments cards speakers are requested to limit comments to a maximum of 3 minutes if more than one person wishes to speak on the same topic subsequent speakers should
limit their remarks to new information only public comments shall be limited to a maximum of 20 minutes per item we do we have one thank you Angela Powers thanks hi uh good evening Schoolboard members and members of The District's office my name is Angela powers my son attends Rio Vista Elementary School uh my son loves school he loves to learn loves to spend time with his friends and he loves his teachers he's currently finishing up third grade this year he's nine years old as most parents do when their child comes home from school I ask my son about his day last week when he got off the bus his reply was I had a great day Mom I was only punched in the head twice today other days as comments have been I was told
by one of my bullies that you and Dad don't exist and I should kill myself or I was winning a line for music class and the student in front of me turned around and punched me in the stomach these are not the only things that have been said or done to my son throughout the school year by students each time I talk him through what happened asked if he told a proctor or a teacher nearby to which he usually responds yes as a teacher myself I trust the school to properly take care of these issues the few times I have contacted School administrators about the bullying issues the reply I get is well maybe if your son wasn't so weird that's actual statement by one of your administrators on more than one occasion well maybe
if your son wasn't so weird my son is autistic he has a 504 and he has a wonderful support system at home he is aware of the fact that he is different and that he processes information differently that sometimes he behaves differently from his peers but he doesn't let that stop him from being happy kind and lovable towards everyone he meets in fact if he was here tonight he would say you are all his best friends it's unfortunate that while my son chooses to meet each day with joy and kindness he has met at a school he is met at school by a culture that not not only accepts bullying as normal but provides a safe place for bullies to thrive and practice their bullying whether they be students or administrators Rio Vista has been
a breeding ground for bullying for many years if not decades it has unfortunately become an integral part of the school culture which is evident in the fact that so many students feel safe to both physically and verbally assault other students all over campus while School administrators blame the bullied child I am not the only parent who ask to console their child when they get home from being bullied I know that the Proctors and teachers are doing their jobs and Reporting the behavior but the bullies have learned that there are little if no punishments so they are not afraid to hone their craft at school too many times after a student is sent to the office for bullying they are return to the classroom with a snack and maybe a light metaphorical smack on the wrist
the fact that my son was physically assaulted at least twice by the same student and still had to spend all school year in the same classroom with that student who assaulted him speaks directly to the flippancy with which riov Vista school administrators treat bullying issues I understand that school administration and the district office live in fear of the California dashboard numbers and that fear has severely hampered the way in which students receive consequences for violent actions but something must be done thank you not only is this legal issue where the school district is at risk of a class action lawsuit due to Seth's law but it's also a safety issue suicide is the number one cause of death among Elementary age students and those students that are driven to such action cite bullying as their
number one reason as mentioned before thankfully my son has a strong support system at home but what about those students who do not have that luxury what are you doing to support your students who are vulnerable to the vicious abhorent attack of bullies and Bullies who are protected by their school administrators our students should not feel like school is something that they need to survive our students deserve a public education that allows them to be safe thank you very much um as you know we give three minutes to uh public comments and we've allowed more than three um what we are going to do is we am going to pass this back to U Mr um Scher to look into it because it's a student issue um and then get back to us on it
if that's okay with you thank you very much it's more than a student issue thank you thank you board comments Mrs Buchanan no comment Mr Ary Mr Raley none and I have no further comment Miss Mrs um Nelson okay here now we have the discussion action session we need to approve the certificated and classified Personnel actions as listed I need a motion second any discussion all in favor any opposed approve the recommendation for requested leaves as noted second in favor I I any opposed no I approv the recommendation of the administrative hearing chairperson effective immediately exposion case number 232232 24 so moved second any discussion all in favor I exposion case 24 2023 I need a motion so good all in favor I consent agenda it is recommended that the board of trusties consider approving
a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues consent items to be approved in one motion are item 1 through 29 any a motion so good a second all in favor I we do we need to go back into close session to finish out your observation evaluation you want to go back and no we've given it to her okay we've given it to you good with that okay can I get a a motion uh no no no um I have a future item request yeah I was going to get to that okay I thought you were doing a motion no I'm not um future items do any
members of the board have any future items um I just wanted to discuss as a board um do we want to consider for our June meeting um discussing it's been a year the June would be a year for us to discuss if we wanted to consider um raising the compensation the 5% again so that it would be effective in July because we did it at our June meeting last year so that it took effect in July so if we want to discuss it we would need to put it on our June meeting are you talking about board compensation yes yeah I that will be on the um agenda planning with um the board president so I'm glad you brought it up but it is we had said last year we would bring it annually okay
I wasn't sure if we had to request that 5% wow okay there being there being no further business to come before the board of trusties it is recommended that the meeting be adjourned and need a motion second all in favor I thank you so much for your time
