and fire alarm systems and security cameras to name a few until February of this year I held the position of service manager in the security field for 11 years and have worked in the industry for nearly 30. in other words I've been doing this a long time I take the job of Safety and Security very seriously you will not find an individual who cares more about the Safety and Security of the children staff and teachers of Apple Valley Unified School District nor a man who's more dedicated to the school system each week since my employment began I met with a director and the manager of the IIT Department to discuss any issues needs and concerns I might have as well as any concerns they might have with me at no time was it indicated that
I was doing anything wrong and in fact just the opposite was true with comments like we understand you're the one that took care of that for us and we appreciate your honesty and Candor with us during these meetings also comments like we're glad you came here we really needed your help and even you're doing a great job just this past Friday I was even it was even discussed that we were going to miss these weekly meetings once my probation was finished and it was even suggested that we continue these meetings after after the probation though that comment was made with a little bit of levity that was just last Friday yesterday afternoon I left to take care of a serious ongoing issue at Vanguard most the way there I was texted by my director and
asked to return to the office I did so I was taken into the director's office by Jason and HR representative I was told my services were no longer needed and I was being let go without cause after every indication up to that point that I was fitting in and doing a great job you can imagine my surprise I love this job for several reasons but none more than it gave me back my family my last job was very demanding and kept me away from home every week all week I missed so much I have a special needs son who goes to the school district and this job gives me time to be with him to work with him and help my wife with him my wife and I have been working diligently with the student
services to get a plan in place that will be beneficial for all this job gave me access to be able to do the job I was made for and still have family life I would really love to keep my job with the school district if I have done something wrong I would appreciate the opportunity to correct and apologize from any issue I might have caused and continues and improved individual here at the school district I would appreciate your consideration in this matter thank you all very much for time thank you I made thank you very much okay we're gonna go over what we're gonna discuss in closed session number one pupil personnel admission cases A.D number one 23-24 and A.D number two 2324 and annual reviews AR number 123 24 through AR number 5 23-24

here either superintendent comments Janae Nelson I just want to recognize the three students that are here tonight speaking I know Ismail did not think he was going to have to speak first but you did a great job and we're proud of you and we can't wait to hear you next month um come back with with the next report um Aaron for Aaron no I just did that she has a sister named Aaron that reported to the board for um two years as the ASB line president for Granite Hills High School but Hannah which I circled because I knew I was going to do it served on the superintendent advisory as an elementary student and so she's been around for quite some time doing amazing things in student leadership and we appreciate that you stepped up
tonight and took this again we know that you'll back her up anytime she needs it so yeah thank you and I apologize that kills me because I was trying so hard not to call you your sister's name I'm the younger sister so you just have to know it's a bad thing I got it and Sophia thank you for the energy for all the information you talked about some of the things that I had planned on talking about um specifically peers and mock trial um I was a judge for mock trial um for their auditions it's one of the best nights of the year not because I say a whole lot but because I wait for what Mr Schlosser is going to push against the kids on the Amendments and see what the how they respond
and whether they break under the pressure because all we are is their audition and when they get back in that courtroom and start training we want them super prepared to compete and it's pretty amazing to watch these kids one of the judges is a past mock trial student who now is a an attorney and comes and supports as one of the coaches so what a great great legacy that that team has created and peers as well is one of those groups that goes out we have them on both campuses we've God training this past week I was able to sit over on the you know get the the startup going and just to see their faces and know that they're there to support um their peers in the time of Crisis or in an event
when it's better to have somebody your age sitting across from you than an adult is pretty powerful and they don't know when they walk in that room what they're committing to until the event happens and then they show up and they blow us away every time with what they're able to do to support students within this district and sometimes adults too so I know that um Sophia I don't know are you trying to get back oh no okay okay well we know this is a big night for you guys and we know that homecoming's coming for granted and we know that there's a lot of events getting ready to happen at um High Desert Premiere because of student Voice last year I know they're continuing the work and we will continue student voice um I
was able to attend the county um it's called the county update for state of the county thank you two board members were able to attend with me yesterday it's part of our high desert greater High Desert Chamber of Commerce so it's all of the communities in the high desert and the county came and reported all of the statistics and information regarding the high desert and then I also attended the vendor fair over at the Desert Mountain selpa where we had a booth there were vendors there across the valley to support students and offer free medical and ways that we can connect families to assistance here in the high desert and so I was appreciative that we had the ability to participate there link crew at Granite Hills High School is a strong strong activity for
students it connects them a wonderful thing and I know that Esports was mentioned but I do know that there is a some work behind the scenes to talk about maybe one of the theaters at the new AMC or the AMC the town has now taken possession of there are some kids that really think it would be a great place to do Esports so we do a competition in this room we do it in the big room here but might be pretty cool to have kids tell them that they want that so we'll see what happens thank you thanks all right board comments Rick sure thank you Mr President so uh every year we have new speakers and I have to say we've had some really good ones over the last few years and this is
no exception so I always look forward and you guys are going to be actually by the end of this year because you're going to speak every month you're going to be really really well spoken you guys are now and it's really good to see I know um the hand that you're filling in that you did really good and uh hopefully we'll see you again and Sophia um you're already in natural so I can only imagine but um look forward to that and I want an update next month on when we win Bill Gates still want the update you know I want to have you you know this presentation so good job guys see you next month uh thank you James okay Amanda okay so hard to go first you did excellent um I know you
went up that is you probably were not expecting to go first but you did rock it so thank you very much for taking the plunge um and I have to say I saw the photos of iFly online and I was kind of jealous um so I I might have to go check that out I don't know if I actually would actually do it or not but I was jealous I was looking at them I was like that looks kind of fun um it did look fantastic um and Hannah thank you so much for coming and speaking to all of us and I absolutely love your earrings that's right when you were out there I was like are those croissants and then you started talking about all the food and I was like those earrings were
perfect for that address yes um and as well Sophia thank you for sharing everything um as an English teacher spine Crushers is a club I could totally get behind I was like you first mentioned it and I was like that doesn't sound like a very good that sounds like a risk management club like and then I was like oh no I could do that um and then I just have to say ball game so I I think a lot of people in the room no I do teach over a baby uhsd and my campus happens to share the parking lot with Victor Valley High School um but I will probably be wearing my sun Devil's t-shirt tomorrow so I got one I got it I got orange I'm ready to go tomorrow I might not
have a job on Monday but I will I will be ready for tomorrow I want a picture oh I'm ready I'm ready I got the shoes on right now but I'm ready to go tomorrow um yeah no I I know I'm hoping in the next month they get out around and see some more of uh things going on around the district this month um I do get a chance to go to the Sunsations performance um with Maria and that was fantastic to hear some of the voices um and then as superintendent Nelson mentioned the state of the county breakfast um it was just nice to kind of hear what's going on in the county especially as far as um what's being done with the fentanyl crisis and just like to really protect our kids so
definitely glad to see that we're moving in that direction and gonna be keep protecting those kiddos so that is all I've got very good okay Gary I just want to say that congratulations kind of district-wide to all the the schools for a very successful opening of the school year uh went around and visited some of the back to school nights and and they were everyone that I went to was very well organized very well attended uh the parents and the students were extremely and the teachers were extremely enthusiastic in fact Mrs uh rice over at the Vanguard in her seventh grade science class she absolutely had all the parents just captivated with their various science demonstrations and so on I I think some of them wanted to come back and maybe see if they could
sneak into class to get some explanations of how some of these things were going boom and Gathering all their attention and so on but just very very successful openings just tremendous back to school nights and it was just great to be on the campuses and then see the parents the students the teachers the administrators classified staff everybody just excited to be back back getting getting to what we'd love to do which which is a minister to kids and help kids so so thank you kind of District life for some very successful back to school nights also at Athletics of course has been meant as our student Representatives mentioned the the Athletics is back and had a chance to visit some of the activities around the district um some of the ones that get a little
bit less attention um girls volleyball it was Apple versus granite actually and there was boy there's so much energy in that gym I was I I almost think it might have registered on the Richter Scale there was so much in fact I came out of there and it seemed like my ears were still ringing for a couple of days that the cheers but but the sportsmanship the effort and you know both schools the coaches the players really have a lot to be proud of the same thing with girls tennis apple or I should say Granite versus Oak Hills you know tremendous sportsmanship uh the students and players were playing really hard talked to the coach and coach said you know most of the players were new this year but yet they've already just in a
few weeks progressed so far so just just want to say kind of district-wide as academics Athletics and activities that have started again they've started on such a positive note kind of universally all across the the disc District so students teachers administrators classified staff District staff just just a congratulations and a thank you to the entire Apple Valley team because this year has started out just fantastic and I can't wait to see where where we're going to be going this year I know some great things are going to be happening so thank you to everybody involved very good Maria I'm going to start off by thanking the three uh speakers uh you you all elevated um us as Apple Valley School District um people you made us Proud by the way you presented and you were
ready um to Showcase what you have um just listening to you I I wish I have a second turn at being a kid again so that I can be in the classrooms and actually enjoy some of these activities at the last board meeting I did a requests to visit schools I have to start out by saying thank you to those principals um that jumped on it and got me into their school I do realize that you're all you all have a busy very busy schedule and you had an activity planned the week that I had requested so you were able to accommodate me and still have your activity with the superintendent on that day but I'm going to start out with the school first school that I went to and that was Sandia school when
I arrived there they had a steam assembly um so I sat in the back like I fly on the wall I wish they had left me at the I said fly on the wall so it was very interesting when the kids all turned around to look at me and I thought oh um I just want to be here and enjoy your space um I had the opportunity to um uh see the computer system they have in their classroom that was so fascinating and it is a system that is at the door um and all of the kids who need to excuse themselves had to type in and if the restrooms are take all taken you can't go and I thought that was so cute to to see that I I felt that was a good
way to manage student movements and in the event of an emergency we'll know where every kid is so I really appreciated that um then I went on to Vanguard when I arrived at Vanguard I visited so many classrooms I even visited the parent Center the family center and to see the control the the how the parents are managing um what they would like to see on their campus just as parent run and and it was very fascinating uh to see that um and to see there was a teacher who was having um you know I've talked about safe and civil schools a lot and since I went it has now become like my you know my oxygen everywhere I go I'm looking to see how they you know what where are they on the safe
and civil program so uh in Vanguard it was very evident it was everywhere you know all the teachers had their Champs thing up I have not been part of chance because I went to the leadership piece so I didn't go to the champ space I'm hoping I'll make it to the Champs at some point but the teachers had it I was so fascinated about it a teacher who had the light system it was a light thing around the the Whiteboard and that light was to tell the kids what the level of their voice should be um and if the light was showing a different color every everybody was supposed to be working quietly if it showed a different another color they could talk to each other I thought that was so fascinating I thought nobody
is going to say that they don't know the rules because it's right there in front of them and then I went on to uh Phoenix Phoenix Academy Phoenix was amazing um we went uh the principal Malaysia set it up so that I can go when there are the groups are not at lunch or recess so I had to navigate the program luckily I wore very comfortable shoes so I was able to go back and forth to see where things are but I have to give a shout out to the campus safety officer or campus security who was who gave me a shallow right it was the best shuttle ride I can imagine because first she didn't know who I was because I went back and she had no idea who I was but she had
to give me a ride from the upper campus to the lower campus and she had her little cell phone playing music and in the middle of the music she had a bit something about the music that was so good and she hit me and she was like yeah and I thought oh somebody's happy and she says I love I love my job I love my job I thought I can tell um but that was the best experience and I told her that I was going to talk about her today and that was when she really realized who I was because she had no idea where I was going to talk about her I said this I could talk about you a church or somewhere but you know she had no idea who it was so
that was a good experience I have had amazing experiences in these different schools and I still have an open calendar that I'm going to submit to Kylie so that I can get started again I do understand there were quite a few principles that have submitted days and have a request I'm ready you know I'm ready but I just want to look at my own schedule then I went to Apple Valley high school thank you Zoe Zoe gave us a calendar of what was happening all around campus around the district so the first trip that I went to was Apple Valley high school and they had tennis and I had no idea that the tennis had sections that belonged to home and away so I arrived and I went to the away people and I sat
next to them and but they had the shade so I sat with them and I enjoyed my time and watched the kids playing tennis and I quickly left that to go to volleyball I had no idea that volleyball were three groups of students so I stayed for the JV for the freshmen and for the sophomore by the time I was on I thought I am cooked then I went back to Granite Hills High School I tell you I have never seen school spirit like that I had parents who knew their cheer sounds and the cheer movements and this man that was in front of me was cheering away and doing one of those things and I thought hmm I wish I was sitting across from you so I can videotape you but that particular game
was so power packed that at every point I sent a picture of the score to the superintendent because I wanted her to see how our kids were doing I was so excited so Granite Hills High School and the students from Apple Valley High School you did amazing and I I plan to come back I went to the sun stations and they were equally good I recorded them I played it back on my on my page because I was just so proud to have all of those students High Desert Premiere I have been to iFly I can tell you that the first time that I went without with my grandchildren I thought they were going to leave my heart there because you just float and you're begging them please take me down please take me down
and you guys had the best experience I can't I can't wait to hear what you have planned uh this year thank you so much for all of what you do and thank you to the staff of Apple Valley School District you have been amazing thank you wow I'm getting tired just thinking of all the places you went I know it's good to be back I feel a lot better having the knee replaced but uh as far as the history of the bell game we win this one to be 11 straight well I want to tell you there's a lot of history there when we first had the bell game it was just Victorville and and at a ghetto formed at half and then we had Hesperia and Apple Valley and Lucerne kids and everybody was
there I mean the bell game was really big and when you ride the bus in I'm sure they still have this tradition it just happened natural at with all over with our uniforms on naturally with the helmets and when you go through the Narrows so you see those lights of Raymore all those helmets snap and everybody's locked on they're ready to go now that's uh yeah it was good it's still a good tradition and it happened natural well anyway let's move on the clerk will read out anything that happened in closed session do you want to distance this oh yeah wait a minute you guys need to go home do homework you students will give you a break here you can leave yeah and by the way all three did a good job no no
it's a great experience no I keep doing that man hey Ryan they still do that yeah it just happened a couple of kids often 60 helmets going man 50. thanks Hannah be sure to tell your sister that I called you her name okay darn it all right Maria is going to worry about any action that took place in closed session we are going to start out with the board deliberations um we are going to an admission case the student discipline has a later item okay just with those those are the only thing that we don't do from closing till later so do we want to wait on that and do it now let's wait on those okay okay um conference on litigation government code section 54954.5 subsection d g Chacon versus Apple Valley Unified School
District on a motion by Raleigh seconded by RC the board voted unanimously to deny the claim of Gary Chacon and it's a vote of 5-0 conference on litigation government code section 54954 M Rutledge versus avosd on a motion by Bender seconded by Buchanan the board determined to direct the return of the claim to claimant without further action because it was presented too late under governance government code section 911.2 now we go to the deliberation you'll do that when yeah I think that comes later okay all right the adoption of the agenda the board May approve the agenda as is or add items or pull items for the consent agenda do I have a motion to approve the agenda all in favor aye attendance update Renee Castillo director of child welfare and attendance I'm so sad
this presentation out um while you guys were back there so it might be shuffled this is you just have to get it fixed before Matt has to do his presentation right foreign so as our student uh speakers spoke about earlier September is National School attendance and our Focus after last school year coming off the pandemic has been to take a look at our attendance and how we would work to improve that across District the pandemic has caused the common hardships that a lot of our families face with economic hardships as well as health challenges and we didn't see as we were coming back to school that that building more fear around returning because of the health concerns which affected our attendance as well as the protocols that the Department of Health required us to follow
if students were experienced experiencing symptoms and so we did realize that as we came back off the pandemic um and so I wanted to share a little bit of data with you um this is some data that we have regarding the first 1920 was prior to the pandemic where our average daily attendance was around 95 percent rate across the district then of course we didn't have attendance during the pandemic because we were not in school but when we did come back in 2122 we did have a lot of restrictions and we had a lot of concerns around health and you'll see that we dropped to about 85 percent attendance rate our first year back to in-person instruction last school year you'll see that we are on a incline to get closer back to what we
were pre-pandemic we're around High 80 per 89 to low 90s and then this school year we're also tracking our attendance as of the first month and I'm happy to say that we're around 94 at this point we've also included um our Virtual Academy attendance now so we'll be monitoring that as well for our students oh so some of the things that we've learned even though we do have our daily average attendance in our our graphs um we've been working very closely as Maria has said with safe and civil schools and they've brought some things to our attention on how we can better address our attendance and some things to be aware of as we looked at how we were addressing it in the past one is that our average daily attendance which was 95 sounds
really good however when we look at that percentage we're still leaving out five percent of our students and if you're looking at about 14 000 students across the district there's still 700 students that are chronically absent that's concerning that's a lot of students um it's also looking at an average so it's not looking at some of those areas that may be lower um and so that's one thing that we want to take a look at also when we're looking at um doing our letters to our parents we're looking at a lot of truancy data and that truancy is defined as absences without permission and when you look at those types of absences you're um are looking at maybe excuses or parents calling in using um things that aren't acknowledged by the Ed code as being
an excused absence also it's gets marked that way when we don't have the opportunity to speak to a parent so if we have tried to reach out to parents and we don't receive any communication back it remains unexcused the issue with that is we're missing a lot of important factors some of those parents or families that we might not be able to get a hold of they could be experiencing homelessness um their students could be experiencing behavioral challenges they could be experiencing some kind of illnesses um I think my whole list here um and so there's a lot of students that we're trying that were leaving out by just looking at our data with those two focuses um so what we're trying to do now is we're looking at our current practices because the what
we do now is more reactionary we wait we look at our attendance data and then we respond to that and a lot of times it is um more punitive and reactionary and not so effective and so we realize through our process that um in the end especially for bringing families to sarb that punishment through contracts through warnings um that type of stuff has not been effective at helping us to improve attendance so with our Focus through safe and civil which aligns very well with California works and the California initiative and achievement um they both all three align very well with each other and we've learned um through a lot of our professional development that we've had with them that we need to change our approach and so what we've learned by that is that we
need to be more preventative and more proactive in how we're going to address our attendance issues with our students um and by doing that we want to make sure that we are putting on an educational Campaign which you may have seen on our avusd social media as well as through the help of our our principals and administration at the school site we're working on educating our parents our community our and our students about the importance of attending school regularly and the impacts it could have on them if they don't um another thing that we're trying to do is focus on some general and some tailored strategies and by that I mean creating a culture in our schools that is welcoming um and is conducive to good attendance and we are taking that and that's something
that we're doing across the district and our our principals are doing an amazing job with that already and then looking at more tailored strategies where they're making it more site-specific they're looking at what are the causes at their particular School site since they could vary across the district um and what is what what are the barriers that are keeping students from attending regularly and then putting um some supports in the place for those students another area we would like to focus on is a trend analysis where we're really taking a deeper dive into our data we're not so much looking at Daily averages or truancy data but we're using our student Information Systems to pull up data around different demographic areas um our students of color are our homeless population our special education students we're
even going as far as we could even look at maps of the area of our boundaries as even our bus eligibility and to see if all of those factors are playing into students inability to attend school and then each School site can go ahead and determine what their school is experiencing and some schools have been already putting some some work in place of creating teams that are going to be doing that intensive data dive to determine what's going on at their school sites and then coming up with ways to approach that and remove those barriers for those families as we do with our academics and our behaviors we have our multi-tiered system of support where those General and tailored strategies would basically be a part of our tier one that's what all of our students
would be getting um and part of that positive and proactive approach is really celebrating the successes at school is creating classroom and school-wide incentives really encouraging classrooms and students to be coming to school and celebrating and welcoming um when they're coming back after being sick or if they if they're coming back late or if they come to school late or leaving early just changing that conversation with them and letting them know you know oh we're so glad you made it today rather than why are you late you know just having that can just change a kid's life in a day um and so those are some of the strategies that our schools are putting into place for those students that need a little bit more we'll be looking at tier two strategies it's a little
bit more targeted intervention that would be probably reaching out if you look at our pyramid that we have to about 10 to 15 percent of our students where those tier one strategies those things that we're doing for everybody are still um not working as well for those students and they might need something else so the school sites will come up with individualized and then the tier three which is our most intensive which is about one to three percent of our students that's where we're going to be looking at a function-based approach to School attendance and what is it that's keeping the student from attending um and what are they getting from not coming to school because sometimes those reinforcers that students are getting to stay home are way more powerful than anything that we could
do at school so that's really where we're going to be working with across the board in all of these areas with our families as a partnership and to work collaborate to make sure that we have really open communication to let them know that we're here to help them we're not here to point our finger at them or to make them feel bad we're here to work together with them and get their students to school so that they could have those opportunities to learn and to achieve and to get their social emotional and needs met which they've really needed after the pandemic um so those are some of the things that we're working on this is very long I'm not going to read through this but I've asked some of the principles to share with us
some of the things that they've already got in place so when you have time today just read through some of the things that they're already doing because they're already doing amazing stuff even just for the start of the beginning of this school year something little that I don't know which school it was that just really stuck out to me is that instead of a tardy slip they have a welcome slip it's little things like that that are going to make kids know that they're cared for they're loved and that they're welcome at school so if you have time please take some time to read over that and then some of the pictures that I've posted up there are part of our social media posts that Zoe's been doing to promote attendance um you also have
one of these um we've noticed in having conversations with parents um especially at my office sometimes they'll be calling if they got an attendance letter or something they don't realize how quickly that these um that their attendance is their absences add up um and so this is a whiteboard magnet that the schools were giving out so that parents can just track when their students are absent that way they realize because that chronic absenteeism is defined as 10 of missing 10 of the school year at any point in the school year for any reason and so while we understand that there's going to be excused reasons it's still um not being in class not having instruction not having those connections with peers so we just want families to be aware of of their absences throughout the
year and thought this visual might be really helpful for them so this was something else that we decided to do and I'll just mention quickly one um clearly this changed approach is having an impact we saw the data already in month one and we're so thrilled to see that and two I took her notes away and she still did this so much foreign we'll pause here for questions excuse me what perfect thank you we were talking about your presentation all right Matt get him it worked I like to see that yeah let's keep it going uh thank you Mr Bender um I'm here tonight to present a look back at last school Year's financials the unaudited actuals when the uh business staff mainly Cindy and her team in the business office have the chance to
close the books and look at our actual Financial activity for the previous year if we remember the 22-23 budget cycle let's start it a long time ago back in January of 22 when the governor uh comes forward with his initial budget proposal a lot of questions at that time about economic recovery or recession what's happening May revise comes out May of 2022 again that's the governor's update based on current economic conditions across the state and the nation the cola calculation and any adjustments to the revenue assumptions at the state levels based on tax receipts both personal income tax property tax and corporate taxes are the big three and then of course what the legislature has been doing for several years now is they they pass a budget on time because they don't get paid if
they don't pass it on time so they did have an on-time budget in June which of course affects us because they typically do approve the budget after we do and sometimes we have to go back and make slight adjustments as we moved through the school year just a reminder to the board we have several fiscal year reporting we have the first interim in October second interim as of January our estimated actuals occurred in May of 23 as we were getting ready to end the year and of course the estimated actuals for last year kind of set the starting point for this year's adopted budget which we adopted back in June and then I'm before you tonight with the unathered axles that's of course the closing the books they are preliminary numbers until audited and of
course it updates our 2324 beginning balance and then of course we update any assumptions as appropriate so looking back last year at our Revenue here's just a quick pie chart of our Revenue about 264 million dollars across all sources in our fund 01 which is our general operating fund you'll see the Lion's Share of our Revenue comes in our local control formula our allocation from the state of California it comes to us unrestricted of course there's our grade span allotments our grade span adjustments for the TK through three class size reduction a great span adjustment with our high school for CTE programs there's a transportation add-on which for this year's the first year in gosh a few decades that that's actually got a cost of living adjustment for our transportation add-on um so you'll see
also we get some federal some other state and some local Revenue but about 264 million dollars flowed into the district last year and we spent about 246 and a half you'll see the Lion's Share of our expenses are the big three certificated salaries classified salaries and employee benefits our books are our books and supplies typically that's a very typical five to six percent of our expenditures but what kind of was inflated last year was our services and capital outlay and that's due to a lot of the one-time uh coveted money that flowed in over the past several years the governor is different one-time block grants that we got our Capital outlay particularly related to our HVAC replacement project it did inflate our typical expenditures because we are using some of those uh Esser Monies to
pay for uh increased heating ventilation in our classrooms so that's a little different than past Trends but that's a quick pie chart of our expenditures last year now here's some details some numbers uh just bring your attention of course this is only our fund01 operating fund we have an unrestricted side which is the lcff side for the most part and then we have a restricted side uh federal revenue state revenue a lot of that one-time money is on the restricted side of our budget and then the combined it just puts those two together you'll see on the unrestricted side uh with 173 million in Revenue we did have 140 in expenditures a transfer out and then contribution that contribution is from the unrestricted side of the budget to the restricted side of the budget to
support restricted programs mainly special education services and our routine restricted maintenance account but you'll see on the unrestricted side we ended with a 499 250 Surplus on 173 million dollars of Revenue that's pretty balanced on the unrestricted side so you'll see our beginning fund balance and our ending fund balance you'll see that reflected there on the bottom of the page now if we go back to estimated actuals really quickly our estimated ending fund balance back in May was about 24 million dollars so you see close to a four million dollar variance there between May and actual closing of the books well the majority of that about three million dollars were due to some expenditures that were budgeted last year items that were ordered last year were supposed to have been received last year but were
not so those expenditures did not occur last year so that accounts for about 3 million of that variance between May and June and it was pretty much textbooks and school buses um that didn't get here on time so those expenses will move into the current budget year uh 2324. and you'll see the restricted side uh same information revenues expenditures you see that contribution to the restricted side a positive 32 million so in the restricted our ending fund balance actually went up about 14 million and that's because we have a lot of balances of those one-time funds that come to us and those one-time funds that we have several years to spend them so those funds sit in our budget and our ending fund balance until spent and you see the combines on the right hands
that merely combines the unrestricted and restricted sides of fund o1 are our general operating fund so on the unrestricted side here's our components you'll see that's what makes up our 27.9 million and the assigned committed those are funds that the committed funds in there the board has passed resolutions to commit funds to support a couple of programs specifically number one was the through the public agency Retirement Services pars several years ago we did a retirement incentive across our system and we had over 100 employees take advantage of that that's a five-year five-year payment plan we're a little over a million dollars we have to pay each year so we do commit funds in our ending fund balance to make those payments and then we also have a retiree Health and Welfare program that was recently
negotiated into with our bargaining units so we commit additional funds and you'll see the reu there of 17.8 that's that's what's left it's not assigned it's not committed it's so it's designated as a reserve for economic uncertainties and you'll see the 3 three percent required there is 7.4 so we do have in our ending fund balance as we Look Backwards we had some additional funds there now looking forward into the 2324 I would like to remind the board as we adopted our budget for the current year we did adopt a budget with approximately eight million dollars of deficit spending in the current year plan and that's eight million dollars of unrestricted deficit spending and those expenditures I mentioned earlier that moved from last year into this next year will affect that deficit spending and we'll
increase that amount of deficit spending so that 27.9 million dollars is actually projected to be approximately sixteen and a half million dollars at the end of the current budget year and again we still have some of those assignments and commitments as part of that 16 16 and a half million dollars so it's the goal of course across the multi-year projection is to keep that in fund balance above that five percent unrestricted unassigned that's in our board policy and and we we do accomplish that in our multi-year projection based on our adopted budget on the restricted side I mentioned we have a lot of programs so in our budget document you'll see in the consent agenda it lists all those programs and I have a list here you can see the elop that's our um learning
expanded learning opportunity program that operates at our 10K 6 nk8 schools to serve the little ones after school and I know we got a lot of high school student workers in that program but we still have a good deal of money that we are we need to spend there Arts music instructional materials block grant was one of those new grants recently our we have a little bit of training funds left over the Community Schools planning Grant I know Mr Schlosser and his team are working with that's a small piece of that have the expanded learning opportunities Grant which is a couple years old we have our learning recovery emergency block grant and then of course we do have some routine major maintenance carryover funds to the tune of 1.8 million so that what's make that's
what makes up the restricted side of the budget now we have a whole lot of other funds that we utilize to operate different programs in the district outside of fund 01 our general operating fund and I'll just go through those really quick it's fun to Levin our adult education fund one thing I would like to point out here you do see a transfer in in fund 11 adult education that was a contribution from our general operating fund to fund 11. um it does not occur it's not a common occurrence however last year with some negotiated salary increases and some program adjustments and are adulted we did have more expenditures than we anticipated so we did have to make a small contribution to that program fund 12 Child Development that's our preschool program fund 13 Food
Services that of course is nutrition services feeding all of our students a free breakfast and a free lunch every day if they choose to take advantage of that fund 14 our deferred maintenance program this program prior to lcff was funded by the state on an annual basis but was rolled into the lcff by Governor Brown several years ago we continue to make a contribution to this of six hundred thousand dollars a year because we recognize we still have deferred maintenance projects that we have to do at our schools and these are typically the larger maintenance projects roof repair is the biggest project that comes out of the Deferred maintenance because believe it or not we have a lot of old buildings and the extreme weather we have in the high desert is tough on roofing
material I think after what I'm not going to call it a hurricane but when Hillary went through here last month we actually fared incredibly well in terms of roof leaks we had some but we did not have yes we had one dirked on Kylie's desk we had some leaks but we did not have major leaks and that really says a lot about our maintenance and operations Department Jim Kirk and their crew and and the contractors we bring in to assist on the larger projects they chase these leaks they patch them they fix them but we did have 110 work orders come in Monday as we were close to students but we had staff out there surveying our sites to make sure we were good to open on Tuesday just a lot of minor stuff uh
fund 25 Capital facilities developer fees again that's our developer fee account of course when any home or commercial structure is built within the purview of Apple Valley Unified we do collect developer fees and that's where we hold them and expense them from fund 40 is our Special Reserve for Capital outlay this is an account that is uh the revenue from this account is based on uh the RDA the property tax increment in Redevelopment areas so you see we got about 1.6 million now this account is currently supporting our current cop that we took out about three years ago for some projects around the district and we'll support any additional cops that we we issue and when this account can no longer support those cops then those cops become a burden on our fund 01 General
operating fund and then fund 51 we have this fund on our books we have absolutely nothing to do with the management of this fund this is our measure s Bond these are the property tax proceeds that San Bernardino County Treasurer collects from the residence within Apple Valley Unified School District and they pay the bond payments to support measure s foreign so just next we we of course make our adjustments at first interim we'll update that beginning fund balance we'll update revenues expenditures as appropriate we'll look at all of our assumptions we go through there's a little bit list there's a little list there um and of course I'll be back in front of you in December talking about our first interim financials which are the end of October um the auditors came early they were
here last week not done but they did a lot of the work on these numbers last week Cindy and her team supported them gave them all the information they needed it was a very positive experience and since I was out last week I did not have to talk to the otter Cindy did which was good for me but any questions no thank you well done hi do we have any public comments we do we have two Francisco Reyes [Music] good evening uh Francisco Reyes I have a daughter at Mariana so that's why I'm here um the lack of facilities there was a lot of excitement up here in regards to Athletics earlier and so my daughter goes to Mariana they don't have a field to do PE they don't have a locker room to change
for PE and so it would be like if you guys came in your nice suits and ran for a mile before you guys started this meeting and then sat here and sweat it all throughout this meeting right so you know let's put let's put ourselves in their shoes and do something about that because it's been like that since 2008. and it's 2023. so for kids to be going to school and I've been provided with the proper equipment to do PE which is clothing to change into and a proper locker room to change into so they can participate in these programs uh my daughter was dress coded during PE because she was shooting baskets and her shirt went up so she ended up missing a test she was in office for 30 minutes and that's a
big problem for me so I have two college students that are older than her and so education is a big thing for me and for her to be missing a test over her shirt going up that wouldn't happen if we would have had the proper clothing for PE so you know we've sat on this too long uh let's do something now let's not wait five years from now might not help her but it might help someone else because she's in eighth grade and she's gonna be graduating again you're going to high school you've never changed in front of someone because you don't have that proper facility at Mariana for them to do that how awkward is that going to be for a 14 year old to walk into High School Changing in front of other
kids you know maybe she's not going to want to change and get an F and then what because we didn't give them the proper facilities for them to have PE you know and it's just not that it's just they they just threw some Bungalows back there and called it a middle school that's that's an elementary you know they're being told to watch what they say these are teenagers they're being told to watch what they say around the little kids because they're interacting with the little kids there's no separation you know you the kids at Vanguard the kids at Sitting Bull they're ahead of our kids at Mariana you know when when we have after school programs like basketball or volleyball they don't have a gym so what happens when it rains they cancel practice now
they're getting better than we are and I've seen it through the years I have a 20 year old that attends Chico State that went to Mariana and they would always lose it it wasn't even a match because we're Counseling Practice because it's too hot even with PE what do they do when it rains you know they cancel PE right now that Maria not at uh Vanguard they continue having PE because they have a locker room they have a gym can you wrap it up yeah yeah well I'm just trying to I'm just trying to get this across to you guys because it's been since 2008 and no one's done anything so it's frustrating to watch you guys up here and your nice suits and but you want these kids to go in their nice clothes
first period go run a mile and then sit in class sweating so that that's you know that's rude of you to tell me to shut up that's what you're telling me that's what you're telling me yeah well that's what you're telling me you know so it hasn't been three minutes it hasn't been three minutes and you're the president well I'm just telling you you should be ashamed because it's been since 2008 this has been going on so let's do something about it yeah well well you're on the board now so let's do something about it you know you're supposed to be here listen to what you're saying we're just we're you're supposed to be here for the kids right that's why we all have you guys all have jobs here because of the kids right
you guys get funded to run a p program but you don't have the right facilities you spent the money on a parking lot that's not even functional instead of putting let's put some buildings back there like you did and call it locker rooms why can't we do that thank you for your time thank you okay thank you next next Lucia Martinez hello um I came here to express the that this district is the worst for special needs students I have three students in special education and the gesture has failed them to provide Vape um I want to know where the where did the funds go for the services I tried communicating with the Supreme intended and it seems that here at the high the high desert the employees don't care about their job or their
students with disabilities Mr Wheeler is so unprofessional he hasn't done he seems that he doesn't care to communicate with the parents or or or cares if the students are actually learning or making any progress currently I have I have two CD complaints to this data duration hasn't tried communicating with me or even provided a decent documentation for the investigation one of my students was diagnosed with gastritis because at the school they don't care to make sure that he's fed his name is Jose Martinez and he has severity needs to which he is not being helped and they wanted to exit him next queer I want to be heard for my students to be provided to what their their needs um what do the do I do what do I have to do to get the
help from my students does the superintendent and the board look at the care or care more about the general education than the special ed what is reported in my students IEPs are just words and and a piece of paper thank you okay anyone else have comments I just um want to follow up on a question from the last board meeting regarding Caravan cares um we have not been charged nor have we ever in any of the contracts been charged for any um wait time um including this year in fact when Caravan cares was contacted regarding that two dollar charge that was listed in the contract they did offer to redo the contract for us we have a wonderful relationship with them um in the target of how many students is day by day so if
we can't provide a transportation with our own busing system they will immediately pick up and deal with it and they have served us with a homeless family as well couldn't get somebody over there with a van just because of location and they picked up that need so I just wanted to report back to that and that we will be bringing back a contract that shows that fee for wait time not included thank you okay any more to comments anybody else Rick Amanda Gary nothing true no nothing here okay a public hearing determined that each pupil in each School the Apple Valley Unified School District has or we all have prior to the end of the eighth week of school sufficient textbook and instructional material for the 223-24 here Patrick are you making this presentation there's
no presentation but I'm happy to read through the next two paragraphs for you go right ahead okay this hearing is Education Code section 60119 and the ccnr title 5 Section 9531c require the governing board of any local agency receiving instructional materials funds from any state source to hold a public hearing on the sufficiency of textbooks or instructional materials by the end of the eighth week of school and this board meeting is our closest approximation to that and so at this point we'll take any questions from board members or um when we open the hearing members of the public regarding sufficiency and maybe maybe before that we go ahead and Mr Bender if you'll open the hearing and and mark the time okay now open the public hearing regarding the pupil textbook and instructional materials we'll
start this a Time opened at uh 8 25. now does anyone have any comments I do have a question regarding that um I I know the answer to the question but I think the public needs to know the answer uh if a student needs a textbook and you're having the textbook in the classroom will you issue the additional textbook for the student to take home so that they don't need to carry the large the heavy textbook back and forth in in cases where that's really the best option for example if there's a split household or a situation where there's something being assigned out of a book and they really just need to have one at home we we will assign a second book it is not standard we don't have two textbooks for every child
but we do have the ability to do that when when the case arises but when you do that you wait until about the sixth week of school because otherwise they they come to school then they move and you lose a textbook I know that so you got to be careful when you do that you'll be buying double textbooks all right time close we'll call that 8 27. I need a motion to adjourn to a public meeting of the Apple Valley Unified School District public facilities Corporation for new business and deem necessary a second all right and we'll call this at 8 28. okay okay public facilities Corporation um roll call Mariel para president Amanda buchana peer president Rick Raleigh here Gary I see yeah okay authorize the filing of the annual registration renewal report RF
