going to cut you off in the middle of your thesis i mean it's just you go three minutes and 15 seconds this isn't russia okay so no it ain't gonna happen we're all we all got guns all right let's go ahead who do i have first lorraine webb former students good evening my name is laureen webb i am an apple valley high school graduate and an ffa alumni i have three children who are also adheres fabulous and ffa alumni and my youngest daughter is a current ffa member i'm here tonight on behalf of my daughter and all apple valley ffa students to talk about the current circumstances at adhs and the ffa program an advisor plays a vital role in teaching and mentoring his or her students because of mr rice's absence these students have
been struggling for months my daughter has difficulty with self-esteem and confidence both mr rice and mr pimple have worked with her diligently to help boost her confidence with her peers her volleyball coaches and her teachers since mr rice has been gone i have watched my daughter take a step back and no longer be excited about school or the ag program that she's been raising and it is not just her i believe that it is difficult for many faculty students to stay motivated and this is disheartening it is completely unacceptable that these students have gone without their advisor for almost the entire school year haven't they endured enough these past two years many adhs staff members and coaches communicate with students and student athletes outside of school time and practice on a daily basis and an
advisor is no different this arises interaction and communication with students whether it is a phone call a text message or in person is always professional i trust him 100 and is thankful for him and all he has done with the san bernardino county fair right around the corner i am asking you to reinstate mr rice as it is imperative that these ffa students have their advisor back without him is administration prepared to endure nine days of non-stop work at this event in my opinion and with all due respect they do not have the knowledge nor the experience for what it takes to manage this many students and animals apple valley ffa brings the largest chapter and the most animals to the fair which this year begins the first day of summer break his administration prepares
for this additional time and investment from the time the sun rises until the sun sets and late into the night until the fair closes and then comes this sfa family of students and parents have been heavily concerned about the program being shut down we have been reassured that this is not going to happen however without an advisor this state is imminent we are aware that the district is still actively searching for an ag teacher and advisor to take over but they will not find one we already have a qualified ad teacher his name is jeff rice [Applause] thank you good job next speaker ryan ashley good evening i'm ryan osley i'm a teacher and the instructional leadership team lead for the current technical education department at alabama like me you all are and should always
be focused on student support and success i want to speak today to reinforce the student need that is ffa on campus i know that the intent is not to close the program but i am worried that we are damaging it in a way that will take many years to resolve i think that you all have the power to help students and ask you to be an active part in helping ensure the future of this impressive program regardless of the transition it's now experiencing students who choose ffa love ffa they dedicate more to it against classes than any student does to our school through clubs and sports it fits them where nothing else will abhs prides itself on making those kinds of connections to students we have a proud history of six-year wasp accreditations that all
tout that as a triumph at our school i have many ffa students in my classes and even those not in office or roles have skills and experiences that help them perform as leaders in my class more than their kids i would like to give you my perspective on the last year of the program as it appears to be in that capacity as the primary lead i've been the department lead for the last decade i've never before worried about ffa i have to pay classes always feels that they're bursting at the scenes the students are involved and perform well at leadership bear events they run many meetings and fundraise throughout the year at the beginning of the year by periods of ineffaba has very full classes and i can tell that the students have found a
place of belonging the students seem excited to be there and were not walking at the workload it was a positive atmosphere i was sure i would still not have to worry about ffa fast forward to a few months now and it's a very different feeling the students who are expecting a heavily project-based experience are now disappointed with what their class has become the duration of time without a strong program lead has noticeably causing a strain on the students when i talk with my own students who are in ffa about their animal projects at the upcoming fair i don't get the rush of excitement that i used to see this time of year then last week when i got there when i checked next year's registration numbers i actually began to worry about ffa for the
first time because of this amount of time in limbo and leadership uncertainty the enrollment numbers have dropped significantly right now without adjustment to fix the problem there are only three periods worth of students choosing ffa as their first choice elected for next school year we have time to fix this and our counseling advocate teams will be able to make a full-time position for this program next year however that won't continue i am worried this new numbers will continue to wane without a strong presence at its lead i knew going into this year that mr pimple's 30 plus year old cheese would be very hard to fill but please help me make sure that his legacy is not allowed to struggle as you were forced thank you [Applause] hannah kunkel good evening my name is anna
henkel and i'm an apple valley alumni um when i started high school i was a pretty reserved unmotivated girl with no true direction or guidance that changed when i grew more involved in the agriculture program at the high school and met two of the most influential people in my life mr penfold and mr pepperette from day one mr ice encouraged me to get involved in the organization and to reach outside of my comfort zone he took the time to get to know me as a student and find ways to help me reach my potential this wasn't just me though see this was for every single student that he met with his goal has always been to meet students where they are and guide them to reach their potential as individuals the guidance that mr rice
allowed provided for me allowed the shy freshman girl to feel like she belonged and i was able to trust mr ice for counsel and for guidance even though mr rice taught at a different school he would always help us with our tri-tip sales our speech contests and help many of our members at the fair he encouraged me in my leadership role as a sectional officer and as a regional officer his he was always the fir the voice of encouragement and support even in my first bid for state office he was there to advise and help prepare me for the grueling interview process and the support when i wasn't elected this past year i was blessed with the great honor of serving as the california ffa association state vice president where i represented 95 000 students
but most importantly i got to represent apple valley ffa i would never have been able to get to this spot if it weren't for mr rice continued to give me through my college career as a freshman in college he continued to support me and through this encouragement he suggested that i should run for state office once more through the grueling interview process and when i wallowed in self-doubt mr rice was there to believe in me i reached my goals because mr rice was steadfast in supporting me this isn't just this is just my story but i've had the chance to interact with my peers both younger and older than myself who shared this exact same belief mr rice is a role model and guide to students and helps us connect our dreams to attainable goals
the absence of this consistent support has left students without someone to guide them in their supervised agricultural experience programs they're without guidance in their personal growth and they're without a mentor this will continue if we don't recognize that without mr rice his expertise knowledge this program will collapse please don't destroy this outstanding program with its rich history in preparing students in agriculture leadership and career success thank you joe affleck good evening my name is joe affleck i am the president of the serrano ffa advisory board for their ffa chapter i'm here to talk about the character mr rice before i do i want you to think of two words and i want you to get to this meaning in your head by the end of my talk integrity and morals i've known mr rice personally
for 10 years and have worked professionally with him for six i knew jack when he was student teaching and attended ffa conferences at that time i witnessed him invigorate students and assist in the building of ffa program at paris high school during his two student teaching years i was extremely excited when mr rice accepted the agricultural agricultural teaching position at serrano high school mr rice miss may's school administration the advisory board and the alumni association worked hand-in-hand to build the ffa program at toronto high school to new levels mr rice was instrumental in building the agricultural mechanics program and shop to a new and vibrant level he was a driving force to innovate the shop's capabilities and made sure what the students were learning and the tools and equipment they were using met industry standards
mr rice with the help of others spearhead the installation of ronald's livestock facility which we've been trying to get for 20 plus years he helped us do that we all know programs like ffa always have a target on them for funding administration support mr rice was able to navigate through those difficulties and bring new ideas and support from the community and administration as well as help implement those ideas remember i mentioned integrity and morals keep thinking about that mr rice along with other teachers were able to take an ffa program that becomes stale and stagnant and help us go in the right direction by bringing fresh ideas and implementing curriculum and streamlining streamlining cte pathways all in while keeping the student's best interest at heart integrity and morals i've attended many ffa functions with mr
rice and the student body whether it be affairs workshops judging competitions community events mr rice led the students other faculty advisory and administration as well as volunteers and did it seamlessly i have watched mr rice's interaction with students in the classroom setting mechanics shops school farm community events fairs and have never had any concerns i have observed mr rice around a large number of people and in a one-on-one setting and admired his passion for education and ability to find a good way to i'm sorry an ability to find a way to get through to the students he exhib he exhibits fantastic motivational skills important and more importantly follows through with his good intentions remember integrity and morals the position of a good ag teacher and ffa advisor requires more attention to students and parents and
to the community than other than any other teaching or school admission employee the 11 pm calls for advice on how to deal with a sick calf to drive a more the drive of more than an hour away to help a sick pig plus a time there and the drive home and the ability to be back at school the next day without hesitation plus the endless hours of regular teaching duties while at home is what makes a good ffa advisor integrity and morals without agricultural teachers and ffa advisors like mr rice ffa programs will cease and those students will find who find a connection with the many agricultural aspects will be left behind to fend for themselves in my 30 years of agricultural leadership involvement i have personally witnessed ffa programs go extinct due to ineffective
teachers for administration support and funding issues i've witnessed our program at toronto high school go to go through lows with bad decisions and i know outright that it takes several years to overcome a bad call the students lose interest which in turn brings down enrollment that the gentleman before me spoke next it goes down to lower funding and it's a constant fight to recover and we're still trying to fight to keep that program alive don't let your program fail from a poor decision there is a reason the ffa advisor is stationed by the owl the owl is a time-honored emblem of knowledge and wisdom remember integrity and morals thank you for your time thank you kelly c chord good evening uh most of you know that i'm a little loud not naturally so if the
microphone is a little overbearing just let me know and i will back away from it just not my name is kelly o'brien c cord i am not originally from apple valley i actually grew up in bloomington at bloomington high school was the first american farmer to come out of that program and the only female american farmer to ever come out of that program in bloomington uh also uh colton joint this is amazing it's at to listen to first of all the fact that we're standing room only should give you some idea of how much this program and jack rice mean to this program that's unheard of these blue jackets if you're in a blue corduroy jacket would you stand up please you have your half your officer team here and you have candidates for this
coming officer team that's important thank you i'm come to you in twofold one as a parent i have two students excuse me two sons uh one has graduated out of the apple valley program he would not be the child he is today without this program our youngest is running for office now he could have gone anywhere it wouldn't have mattered this is where he chose because of two people jack rice and duane penfold without them he would not be where he's sitting today he would not have run for office excuse me this is how much this program means to my children and every other child here please understand that okay down to brass tacks here laura lori i think he got to me babe um of the things that these kids come to this program
for is for their vet science program there's a connection between the high school and the community college to for those kids to go through the vet science program we've talked about this and retain credits for their vet times program into uh their college career thus lessening some of those classes that they have to take later in in their vet science program great we appreciate that our our son is headed down that pathway the problem this year is last year excuse me last year we couldn't do that because of coven it didn't make any sense the kids were not getting the education they needed now they're they still are getting they could possibly be getting those credits but they're not getting an education so now because of jack rice not being in the classroom we're looking
at those vet science students being at least a semester behind on their vet science program where they wouldn't have had to have been if he were in the classroom teaching my son comes to me often and says this judging portion of class does not make any sense well why not he's because it's not hands-on we're not we're learning via video he said we watched the oldest goat goat judging classes the other day and they don't make any sense we don't have any hands-on because jack rice is not in the classroom i'm going to change hats here not only do i represent a parent but i also represent though i am the livestock superintendent at the county fair in san bernardino county at victorville we have some rules and some guidelines there that everybody has to
follow at our local level as well as our state level one of those is that our exhibitors have to turn in what's called a code of ethics or a code of conduct it says things like you have to behave you have to dress properly we have a stricter dress code than most school districts have then they have to agree to that they have to agree to wear their uniform they also have to re they also have to agree and sign that they are following something called the wholesome meat act in other words when you go to the grocery store and you purchase a steak or a pork chop or bacon or whatever that meat is we're guaranteeing you that if you purchase it from one of these exhibitors it is not going to be a
mistreated in any way it will be fed correctly and if it were on any medication at any point in its life that it had the correct withdrawals done on it so that you're not receiving that medication in the meat that you are that you are consuming they have to sign that their parents have to sign it and so does their ag teacher their ag teacher is not on grounds if we don't from the fair receive that paperwork written and signed these kids can't show the only person that can sign it is their ag teacher and that is jack rice i'm telling you this because are there are those animals being treated yes they are but if they're being treated outside of what mr rice knows then he's falsifying a document when he signs that piece
of paper saying that yes it hasn't been treated with something because he doesn't know all that encompasses the treatment of an animal that's been sick that has not been under his care so we're looking at 30 hogs 14 calves a steer or two at least a dozen lambs we're putting everybody at risks there we're putting mr rice at risk we're putting the exhibitors at risk and we're putting the ferret risk not to mention the consumer for those of you who are sure going to come to the fair and purchase an animal to put in your own freezer just something to think about if jack rice is back in the classroom this is something that the fair doesn't have to worry about your exhibitors don't have to worry about and neither does you do you as
a consumer okay a little off track there sorry about that uh one of the heavy loads that our ag advisors handle at the fairgrounds jack royce mr penfold when he was an advisor troy ban babel is is they are they become chaperones they are the chaperone they are made they're making sure that animals are fed twice a day that their pet their bedding is cleaned that these kids are participating in what they've signed up for this is a money deal these kids have signed up for classes it's roughly on an average 30 to 50 on these kids for entry fees so if they miss a class they're out if they miss a market class they don't get to sell they don't reap the rewards of seeing their business all the way through till it sells
that's an ag teacher's job they also volunteer for our office they build pens they help load commercial trucks i'm not sure who's going to do that if jack's not there that's part of the dedication of an ag teacher is to fulfill those needs done all the way through these kids businesses whether they have a hog business a steer business a lamb business rabbits whatever it may be that ag teacher is responsible for making sure that those animals get on on the truck with the student on the truck that they're supposed to be in thank you sarah very much we hope that you reconsider not only bringing back jack next year but getting him back in the classroom in the next week or two thank you [Applause] troy van devel i hope [Music] hey good afternoon
thanks for good to see some of you here and good to see the blue jackets um i am uh troy van babel i'm an agriculture teacher at lucerne valley high school for 28 years um and i good to hear everybody and see everybody here and what i'm going to do tonight is i'm going to actually read a letter from jackie jones who is the educational program consultant and there's our southern region supervisor so she controls um and looks over our program plans and also the ag incentive grant which we have various things that we need to do as ag instructors so i know you have the letter it's a really good letter i'm going to take some highlights and some excerpts out of that okay it is with great enthusiasm that i write this letter
of recommendation on the behalf of mr jack rice regarding his character impact on agriculture education community and integrity i've had the pleasure of meeting jack six years ago through agriculture education since then i've come to appreciate jack's passion for teaching agriculture leadership and ambition mr rice has made an impact on his students colleagues teachers throughout the section region and state he provides opportunities to all the students not just a few and as always encouraging students to become their best mr rice shows these qualities of mentor with students and others in the high desert section he's constantly pouring his time energy and heart into the things he loves most teaching others about agriculture jack shows dedication determination and drive his purpose and passion for agriculture education shows with each student that he takes in the class
and who is involved within the agriculture program he is dependable motivated and always finding ways to make improvements for future events and opportunities you know and we've kind of heard that but here's here's where you know you kind of get into the part where hiring new teachers and looking at new things for the program and we all know apple valley is a legacy and i know myself and many other advisors would like to see this legacy continue on unfortunately within the agriculture education community we're facing teacher shortages throughout the state and finding high quality teachers who have the experience with working with a variety of livestock projects multiple classes and taking on the role of a department head are few and far between even though our universities have close to 85 teachers entering the profession
we have more openings offered in the teach then teacher candidates last year within the southern region we had a two out of eight positions that were opened had and they had to close without having an agriculture teacher hired what that does is it sets the programs back significantly having to dissolve the classes completely or by moving students to other programs within the high school that were not agriculture based this year within the region we will have 13 positions that need to be filled by the end of the summer with not having any student teacher entering the profession from cal poly pomona we're recruiting from universities north of the grapevine in hopes that we consider taking job down southern region knowing this is this does worry me when it comes to finding a quality replacement as
stated before apple valley has been a running legacy for years and i would hate to see the program struggle with finding replacement with just a fill-in position as a program education consultant and someone who works with agriculture educators throughout the state i can confidently say that jack is one of the best teachers we have he cares for a student successful or not he pours his heart into each program and he's been a part of making sure the program focuses on the three ring model that is for everyone not just some he goes out of his way for his fellow teachers and students whether it's helping with a sick livestock or providing resources for others to be successful jack rice is a compassion has the compassion character and integrity of a agriculture educator and i know
as agriculture teachers we don't just teach agriculture we reach students and that's using that as a tool and i know i've known jack since you know he was in high school and i hope we can all really take this all in and look for a right decision thank you for listening [Applause] finally last but not least dwayne i talked with him for over 30 years he's the man yeah i like that 30-year comment for those of you who don't know me i am dwayne penfold i taught agriculture science at albany high school for 42 years um and i retired this last year which has been good and bad after building an extremely successful program i was not walking away without making sure first that the program was in good hands for the past 10 years
jack rice has been a big part of our agriculture program and ffa in fundraising leadership training helping students at the fair as you prepared to become an ag teacher himself his ultimate goal was to teach at apple valley high school his dream job if you will i am embarrassed and disappointed and angry about how this district has handled a complaint from a disgruntled parent that has led to an investigation that has taken four and a half months to remove an ag teacher from the classroom and strand those students not only has this action caused damage to his reputation and integrity and incredible stress to our family but as you have heard students in this program excuse me have struggled in the classroom and with their ffa activities after month of being out of the classroom
parents were angry and have contacted me and i worked to restrain their outbursts until february when i not mr rice told parents to write letters to the district about their displeasure and the way that this was being handled with their permission i have included some of the letters in your folder and kylie i we were to pass those out so you could see that material understand that ed code procedures and board policies in a case like this require investigation but it seems that mr rice has been treated criminally by not resolving this situation in a timely manner with with uh while he is a probationary teacher at alpha valley high school and only had four months in the classroom he has been tenured for four years outstanding years at serrano high school and i assure
you that any perceived impropriety could have been corrected with guidance and directives my friends of the school board you have voted to non-reelect jack rice this next year i would implore you to reevaluate that decision based on what you've heard tonight and knowing that he has another year of probationary period to evaluate that performance especially in light of the fact that he has not had a completed formal evaluation this year i and every stakeholder in the ag program ask that you as you reconvene in closed session that you will reevaluate the decision to non-re-elect mr rice for this next year and even consider returning him to the classroom for the end of the year education and grading hosting the awards banquet for students and getting 70 students through the county fair with their over 50
thousand dollar investment in livestock projects please consider this serious matter and thank you for your time [Applause] okay you have to bear with me here we're going to talk about what we're going to be discussing in closed session conference on litigation government code section 54956.9 current legislation litigation yeah oh pupil personnel expulsion cases number 22 21 22 through expulsion number 24 21 and 22 and ar number 621-22 and then to continue uh number 2023366 cibsb 210396 c ib sb 211303 government code section 549 5.5 and 54956.9 anticipated litigation eight cases 2018 1907 1907-07 20 21 5 20 21 through 21 20 through 21 7 20 21 20 21 22-6 2021 22 202 1 20 21 2021 2209 government code section 54954.5 anticipated litigation two cases hofstella sanchez allison well that's interesting in it republican employee

is our ps8 segment director in july we'll have two others joining us as i shared in the letter to the avuta members the executive board's vision for a buddha is that through communication transparency and building relationships we can engage all of our members in the process of improving the conditions for our teachers and become a powerful voice that affects positive change in our education this is not my organization this is a member's organization and i along with the exec board must facilitate the needs of our members in order to do this we recognize that there may be times that we need to agree to disagree but work in unity with the district to help our members when there are disagreements and differences of opinions a great team looks to resolve with open communication patience and
care someone once told me many years ago if you have a disagreement with someone you take them their favorite drink during a downtime and you resolve that disagreement therefore i will be sending all of you our favorite drinks and we would like a list from every one of you in conclusion we are excited for the future of evuda and look forward to not only working with our members members but also working with every one of you we ask for grace and understanding during this transition and would like everyone to know that we are and always will act in the best interests of our buddha members in solidarity via the avodah executive board although i am finished with my speech we cannot leave this podium without giving a shout out to all the hard working teachers
in apple valley this has been a challenging year for many now that the pandemic is over if you will the teachers are dealing with the social emotional difficulties that students are faced with as well as their own emotions not only are they dealing with the difficulties that the students are having but we are all now facing the challenges of inflation brought about by the pandemic in the ukrainian war through all of this they continue to show up to work put a smile on for the students and give their best the ukrainian war has personally affected one of our teachers here in apple valley his family is in kiev ukraine he was married there and with all he is dealing with he shows up every day with a smile on his face but hurt in his
heart not only do we want to give a shout out to the teachers but we also want to give a shout out to the classified employees the principals the district admin and the school board i'm sure i'm missing a group and if i did i apologize everyone is facing challenges yet continue to put their best foot forward we can't direct the wind but we can adjust the sails every single person in this district has had to do this this year and we should appreciate one another please remember the next time we feel like someone isn't putting their best foot forward they're doing the best they can at that point in time they may be dealing with something that we don't recognize or know they are coming together is the beginning working together is success the
executive board and avuta strive for success now i can say thank you and have a blessed evening thank you [Applause] all right tonight chris is the clerk he's going to read action taking in close session okay um we have in closed session the board of trustees took action in support of the following recommendation from the superintendent on conference litigation government code section four point 54954.5 subsection d uh s hof versus av usd on a motion made by vendor and seconded by opara the board voted unanimously to deny the claim of stella hoff on a four to zero on four zero vote with president raleigh absent in the closed session of the board of trustees took action and supported the following recommendation uh from the superintendent uh conference on litigation government code section 54954.5 subsection d

i have a motion okay motion in a second all in favor hi hi okay do we have any other comments we do not superintendent you want to make any more comments tonight um well we still have an audience let's i want to um first express that the students did an amazing job tonight that's as miss okpara said that's why we're here um they brought up to state testing which i think in years past prior to the pandemic was like a very stressful time not so much anymore we're just going to do what we're required to do but kids need to be kids and be back in school late this afternoon right before the board meeting i shipped out to the board we posted to social media that senate bill 871 which was the pan bill
that had a requirement for the coveted 19 vaccination to be listed on the immunization list um which took away parents parental personal belief exemption is not moving forward so it is done they may still add through the governor the requirement for a covid vaccine but it would require the state to allow for personal exemption so i just that's a celebration on our end because this has been um something we have been advocating for parental choice on that particular topic and um right before the board meeting um it occurred so just as parents that have been out i see some of you in the audience who have been advocating know that that one is not moving forward in the session and there's still some work to do as an axa member i was on yesterday again
today on advocacy and dr pan was on yesterday could not answer the questions and i think there was a little bit of pressure from a lot of the groups that he was having to deal with and our local senator was not going to vote in on behalf of that bill because of the way it was written so that one will stall for another year he may repent it but it's done and last week i got to attend the medical and health sciences student debate at apple valley high school each group had prepared and debated different topics all controversial in nature but totally aligned with what they are studying they did an amazing job we were only able to stay for a short period of time because at the same time we also had a construction
trades competition going on at victor valley college and so it was a sea of orange some green districts from all over the valley were there competing it was a great event our students did very well and then tonight the board will take action in a little while regarding classified and certificated employee recognition week that takes place in may and we are thrilled to be back this year with our ice cream social um not drive-through there will not be a drive-through we will have um scoops and people coming so we're excited about that and i'll wait for the rest of it at the end because i'd like to explain a little bit about our rural resolution coming forward at the next board meeting and i appreciate it thank you okay board comments wilson earlier in our
district is from ukraine here and of course i just might not watch too much because it really is disturbing oh yeah about the children being killed over there but from my standpoint i have something to send money to help organizations to provide food supplies in ukraine it's just it's just tragic to see what's happening over there that's all i have maria um going to start by saying that i i just attended two days of masters in governance training um i was actually finishing it out in the parking lot uh today because i missed the first day and so i had to make it up and in that training a lot of things came to light in my head and i wanted to be sure that i addressed those as we we go through as a
district that we have to know what our goals are as a district so that we know where we're going if we don't have a road map every road leads somewhere we need to know what our graduation rate is and what our dropout rates are and we also need to know who's dropping out and where do they go we also need to begin as a board and i'm a member of the sitting board uh to begin to go on learning um trips with the superintendent so that we can let her know and we can go into those classrooms and actually see what is happening in the classrooms and what's happening in the offices because sometimes when you walk into a school it tells you a story right away especially for people like me who've been a
principal i know how to walk the walls i can walk into a school even before you scurry the kids away i've seen everything i need to see so we need to start going on those learning walks so that we know what's happening in the schools and let the teachers tell us how things are going for them and when i used to sit on the wasp committee my job was the school climate so i used to go in just so that i can talk to the custodian because the custodian will tell me what's going on and if i ask the question and they put their heads down i also know what's going on i like us to begin to look at our border agenda when we said our job is about student learning then our border
agenda has to reflect that we need to begin to have those deep dive questions we need to know what our police is doing at our individual schools during passing period where are they so we need to be sure that where they say they are is where they should be so that we don't have our teachers and administrators running all over the place trying to figure out what's going on otherwise i think as a district i had the opportunity just before i got into the board meeting to brag about the district to other board members who came to masters in governance and the first thing that came out of my mouth in the bragging was a food pantry i had to share that we have a food pantry that most people are really not aware of
i also had to share that when we had a shortage of of teachers that are administrators from the central office and this is here the central office went out to the schools and they served us crossing guards and one of them was a bus driver um you know so we do everything that we can but sometimes as a district we spend so much time talking about the things that we have done wrong and we don't talk about the things that we're doing right so i think as a district we're doing a lot of things right but we cannot take our eyes on the things that we need to fix so i'm really glad glad that um i put a call out to the nwacp and they came today so i'm really thankful that you all
showed up today otherwise um you know i have nothing else to say for now okay i might mind brief i'd like to point out that these student representatives that come from the high schools it's interesting to watch how they improve on their verbal presentation and then where they are in 10 years you'll be amazed you see these kids and read about them where they are down the road they're shakers and movers okay to go on here um no public hearings a discussion i'd like to say something oh excuse me did i already skip your name yeah we're tight it's in time for my half hour wait a minute so forgive me i was trying to make it short i know it no that's okay uh very briefly i just want to say um congratulations to
ms sabres and thank you for assuming the role into your entire executive team i know there's a lot of work to be done but glad to be working with you so thank you um congratulations to apple valley high school construction department um as uh miss nelson said they competed at vbc earlier that last week excuse me in a dog house construction contest and gosh they represented our our district so well to show that we really have a lot of talented craftsmen and students right here so very nice to see um and then this if you all haven't had a chance to see this i invite you all to visit our social media pages recently yucca loma posted that they had got their book vending machine fully um fully stocked and i'm so excited to see
that sandia has this also this is one more way that we show how important reading is especially to our kindergarten through first kindergarten through third graders and making sure that they're incentivized and keep them going so keep them reading keep them learning that it pays so that's all i have so thank you thank you you did a good job all right discussion action session the board action this evening is requested for amended assistant superintendent employment contracts administrative services item 1.1 educational services item 1.2 and human resource item 1.3 there are no changes in compensation provision from the previous contracts all three will receive the health and welfare benefits provided for other abusd management employees annual salary for the assistant superintendent human resources will be 163 000 a cut of 10 thousand dollars no i'm just
kidding 29.82 effective january 1st 2022 and 175 effective january the 1st 2023 annual salary for the assistant superintendent administrative services and for the assistant superintendent ed services will be 175 988.35 effective july 1 current proposed contracts on our file at the superintendent's office for review approval of the amended contracts for employment of the assistant superintendent of administrative services i need a motion so second okay any discussion all in favor aye aye approved the amended contract for the employment of the assistant superintendent of edge services motion so move thank you any discussion all in favor all right approved amended contract for employment of the assistant superintendent of human resources motion second one all right all in favor aye approval approve the recommendation of the administrative hearing chairperson affected immediately on expulsion case number 22 2021 through
07722. so i have a motion a discussion all in favor aye expulsion case number 23 2021 through 22 a motion second any discussion all in favor aye aye expulsion case number 24 2021-22 emotion so move second all in favor aye aye explosion case ar number six 2021-22 emotion second i need a second what is this all right all in favor i approve the certificated and classified personnel actions as listed i have a motion second all in favor approval yeah can we have a discussion go um on that hr report after the special board meeting from april 1st you directed the superintendent to appoint a certificated manager to the role of director of hr um because mr zimmerman who's sitting in the audience will be leaving us to go to snow line as the assistant superintendent
um cbo at their chief business official so sitting closer to him is mr harrison who will be moving to the from sitting bull academy principal to the director of hr approved in that report that you just approved so i just want to acknowledge that he is here we are diligently working to um diligently working to recruit internally a principal to fill won't fill the shoes but to support sitting bull as he moves here to the district july 1. thank you approve the crested leaves that noted motion so move second all in favor all right adopt resolution number two one two two dash thirteen authorized in the instrument of 2022 2023 tax and revenue anticipation notes from the apple valley unified school district and requesting the board of supervisors of san bernardino county to issue said
notes motion so second second all in favor aye adopt resolution number 21 22 resolution authorizing the investigation of feasibility of a 2024 general obligation bond measure and authorizing the appointment of certain professionals in connection there within we have a presentation on that before we vote okay so we'll go ahead and do that real quick thank you mr bender go ahead man i'm sorry no that's fine no thank you give me a second to get this going on the screen all right thank you uh you have a copy of the presentation in front of you at your uh on the the table but you it's also on the screen if you recall back in february 10th i gave a presentation about various facilities improvements projects and financing mechanisms and the biggest question that came out of
that presentation was how do we pay for it we talked about a few different things in that presentation the first being a general obligation bond the second being a parcel tax certificates of participation local funding sources fund 40 which is our capital reserve fund redevelopment revenue is deposited in that account remaining cops proceeds that we have from previous cops issuance for small facilities projects in the district and of course state funds that are available through a match required this presentation is going to focus on the general obligation bond general obligation bonds are of course voter approved debt it's a ballot measure that goes to the voters to levy an ad valorem property tax on the property tax owners within the district we can levy up to 60 per 100 000 of assessed value according to
prop 39 now keep in mind we already do have an outstanding general obligation bond from 2003 that's measure measure s so this would be that that 60 is the total amount we're able to levy against property tax property owners under prop 39 this general obligation bond only needs a 55 percent approval but as part of that the legislation requires a citizens oversight committee to oversee the bond funds the expenditure of those bond funds to make sure that the district is using them like we said we would in the original bond typical uses of course for geo bonds are large-scale facility improvements both academic and extracurricular and a very common use is to discharge existing cop debt so when we look at a general obligation bond the first step is tonight for you to consider uh
the resolution before you which that resolution really authorizes the investigation of the feasibility of a general obligation bond i want to make sure the board and the audience and those watching that this is not the board authorizing a bond for november 24 it is merely authorizing staff otherwise myself and my team to explore the feasibility and enlist the services of some very important consult consultants that will help us through this process um considering financial and legal experts to navigate uh to navigate this process for us a consultant to help us perform a facility needs assessment and put together a long range and short-term facility master plan uh public opinion research firms that do this for a living to gather the opinion from our community and our stakeholders uh what types of projects they might support
how large of a bond they might support and also a consultant to help us with those communications as a district to help us get the word out to our community the facts about this geo bond and what it will do for the students of apple valley unified school district the first and longest uh part of this it seems will actually be our facility needs assessment and putting together this facility master plan i would anticipate this is going to take a 12 to 14 month process once we get somebody on board to examine our facilities look at our academic facilities are they are they sufficient for the curricular programs that we offer to look at our extracurricular active facilities uh athletic and keep in mind that a lot of our facilities are accessed by community groups
on a regular basis hence the community accessible facilities how can we enhance them to better serve the community and of course our operational facilities and part of this discussion will be prioritizing those projects public opinion research and survey would come probably about january through march of 2024 in preparation surveying the community again projects what would be supported size of bond to identify those specifics to help us to continue to prioritize those projects and then get a communication consultant on board to spread the word to help us get that information out to our community the end of the process for the district comes in august of 2024 approximately three months before the election in november at that point another resolution would be in front of our board to actually direct the registrar voters of san bernardino
county to place the bond on the ballot now this this resolution will be based on all of that information gathered during those public surveys all that research we've done all the facts we've shared this resolution will incorporate that uh it will be very explicit as to what this bond is for and what it's going to fund and that bond does that resolution does require a 4-1 vote at the minimum and then we're targeting the november 24 general election as that is a presidential election we are expecting very high voter turnout in the next presidential election and anytime you have a general obligation bond on a ballot as a school district you want voters to come out are there any questions that i could address for the board well i think i think miss o'para has
a question sir you know i always have a question uh so um my question is uh when you finally uh send it forward to the register of voters how do you get the funding in order for it to even get on the on the ballot where do we put the get the funding from well the board would take action on that resolution august directing the the measure to be placed on the ballot um i believe at that point that the district puts the measure on the ballot but at that point then the district cannot use district funds to campaign for any ballot measure right we would have to have the support of the community uh a large-scale operation headed up by community members um i'm sure supported by district staff to to run that campaign
thank you i mean while we're on it sure roughly helmets how much does it cost to do the feasibility study for this that's a great question mr nunez and unfortunately i don't have a number for you this evening get on the belt you'll find out yeah well well all the pre-work all the pre-work the largest expense is going to be the facility needs assessment and master plan and that's really going to depend on the organization that we that we bring on board to do that in talking with our financial advisor mr tim carty of piper sandler who has helped us with previous general obligation bonds there's really about four or five organizations in southern california that do these facility needs assessments and do them well but prices can fluctuate depending on the size of the
district what we're asking them to look at um but when i get that agreement that will absolutely be in front of the board for your consideration at that point sounds good we could use that report anyway so mm-hmm okay 40. okay i need a motion to approve this uh so moved all right hi consent agenda this consent agenda is recommended that the board approved number of gender items all at once to expedite one through 32 may i have a motion second second chris seconded all in favor aye oh do you want to pull yes i'm gonna pull item number one that is approved contract with the county of san bernardino probation department to provide two full-time probation officers for the 2022-23 school year can we have a discussion yeah there's a reason for this obviously
there is there is a reason for it um and and it's not a reason that i'm not willing to um vote for but i really wanted to be sure that the audience understands that this is it is actually a continuation and not a brand new position because we will go out now and we'll hear that we are going to get a brand new position for probation and i wanted to be clear that it's not a brand new position we're just continuing a contract that we already have in place that's all okay that's fair all right so go ahead we already voted let's try it again minus one all in favor aye aye aye all right all posed none so are you voting on one so we're not one yes now you'll never know separate vote
on one do i have a motion second my second down all right all in favor aye aye we don't need a continuation of closed session closing items future items um before you go to closing item i need to um [Music] ask a question about child welfare and attendance because i know we already voted on it and i wanted us to have that conversation one more time as i look at our child welfare and attendance list that came out this this month having done this job as a child with an attendance person for the school district i'm hoping that we will continue to do home visits because it just doesn't make sense at the high number of students who are considered homeless and foster in a school like sitting bull i have sitting ball that is
really high i is the highest in the district where you have the homeless and foster youth so i'm hoping that our child welfare and attendance people are making home visits to verify these numbers that we have because i do know that it does affect our funding we need to know where they are coming from so that we know where to go and go and get our funds so two processes um separate one is foster youth foster youth is tracked very closely because they are identified at enrollment time and we do not go out and do a home visit on a foster youth but we do go out and do home visits on people that identify as homeless the district receives funds mr para knows this because she ran that for quite some time but for
the audience our district receives funds under homeless youth and when people utilize other people's addresses indicating that they are displaced from their home we do hope do visit because we are receiving federal funds and state funds for those homeless youth if people are falsifying that information in order to access maybe sitting bull or rio vista because of their home address it becomes a district issue to verify that information so that we are not taking funds inappropriately um and and we do often um find people that have shared an address or done a caregiver affidavit where that child is never actually residing at that home and so for the purposes of those families that actually belong at the school because of their home address we we continue to do that work so that we can make
sure that our our residents of the address actually get to have access to the campus and not be overflowed so two-fold residents having the access and the funding being appropriately given to our district so thank you also where two families live together one family is considered homeless that's correct yeah i remember that when they double up yeah when they doubled up but they actually have to be doubled up not just using them more than people realize there is a lot more of that yes rednecks can't okay um do i have a motion for adjournment second all right all in favor aye aye you
