this year you know we had quite an uh exodus due to uh some provisions that we provided i guess a little redundancy there but um over a hundred individuals and and hundreds and hundreds of years of experience and impact on our community are are exiting the system and moving on um this slideshow here we thought would be the best way our our public information officer zoe widener uh has been reaching out over the last few weeks trying to get a hold of the retirees to see what they would share with us and and many did as you can see take advantage of social media filters and uh provide us some native images to kind of speak into the character of uh how we serve our students throughout this community um but you know some some
are shy so at the end of the presentation we have several pages of folks with just by name in their years of service um and i say bittersweet for a couple reasons obviously these are uh professionals that have helped to find our entire community uh this this is why one of the main reasons that apple valley is what apple valley is and specifically what apple valley unified is um them them leaving our system uh it also pains me just in light of where we're at and and hopefully exiting this pandemic uh to not even have them here you know to celebrate but rather go down the pathway of of them you know being honored through a virtual setting instead of an in person um it just to end a career this way at this time
you know i i'm excited for them and and yet your heart hurts for them you know and whether or not they truly envisioned the their last year serving our students to be the way that it was and i commend all these professionals uh we'll let this play out i i won't try to speak over it the entire time but uh it is it is worth a round of applause and i think i'll end with that so thank you retirees and for all you've given [Applause] good job getting in trouble she didn't know they were gonna have chickens yes yeah i recognize from the perspective this obviously you know will still be available to us um through our streaming platform as well on youtube would it's always enjoyable to go back and read where people say
their plans are there's there's some very creative folks out there that do a lot of very interesting things so and as you can see those that were a little shy about revealing we're we're not letting get away that easy we we want to honor them as well we've got a few slides here those individuals so although it's been a silent stream i didn't want to attempt to sing any background music or anything it really is a celebration not not intended to be a somber moment moment but each and every one of the the names and the the time was you know indicated by their service to our students is just once again we're celebration and um very very very commendable uh so i just wanted to acknowledge and appreciate all those individuals and trenay i
think you have something else to acknowledge to the board that um i i have the fortunate job of people right kids adults and one of our retirees one of many i had many people come by to talk before they left and so this is a grenoir drawing that was donated by teacher jeff levitt and it was donated to us to hang some place in a prominent location for the school district and here's why jeff's retiring from the school district after 31 years of education that this was his parents and his mom was an educator for 30 years i believe he wrote on the back for us that i'd have it and and he said i don't know if you want it and i said are you kidding me of course i do those are the
things that make apple valley unified school district special that once people leave they may leave their position but they never leave fully their hearts are here they come back and visit if they leave the area and so for us um this is just one representation of what matters in this district which is family and so all of these people that are named up there leave a piece of their heart with us and what a special moment so i just wanted to acknowledge mr levitt said he wanted to be here and he and then i said to him it'll be streaming too and he goes oh i kind of like that idea too and so um his dad is still alive and so for him it was a great thing to be able to donate this
and so i wanted the board to know and and be able to see it what a wonderful thing and i think it's it's worth knowledge acknowledging that mr levitt wasn't just a teacher but he was a veteran who came to us with a second you know for him a second career and so um what a great thing thank you uh the board of trustees would again like to remind members of our community that you may remove your mass while making your public comments if you feel comfortable kylie do we have any comment any we do not okay superintendent comment well you heard my my feeling about the retirees this is an exciting time for them a sad time for us but it also brings what we have in the audience today which is a lot
of transition in new people that we are super excited to have join our family so welcome to all of you that are transitioning and going to support a school site we appreciate that you're here in person and and the one that's 30 000 feet in the air waiting to um celebrate her son today likewise this past week last friday um i got to participate in the adult education consortium graduation at victor valley college um for this area it's a highlight these are people that are in every age bracket across the system and they've accomplished the huge task of graduating with a high school diploma and are being pushed some of them are already in college course work at victor valley college or other locations it's a joy and a celebration beyond all and especially when
they're one of our employees that walk across the stage not only did we have employees we had spouses of employees that i had no idea did not have high school diplomas but big deal big deal so we we celebrate people from um birth to um graduation regardless of their age in this system so super exciting and mr park got to participate in that with me and shake a lot of hands mr sir mr do you have any comments no i uh let me just say that i want to wish our teachers to have a nice few weeks of break know before they come back yeah two weeks thank you mr bender just congratulations to all the new appointees we're very fortunate to have such a wealth of talent to choose from very impressive mr raleigh
i'd just like to thank some of the retirees i saw some of the names up there won uh 36 years there's a lot of uh a lot of years that we we've lost and i want to welcome the new people aboard look forward to a prosperous year thank you congratulations to the new appointees happy birthday mr ray and thank you so much to mr jeff lovett both of us were first-year teachers on this campus when he first started and i noticed quite a few of my colleagues retiring now and congratulations to mr mccall it was an absolute honor to see you sign that last autograph on the field i also obs uh went to the graduation at the victor valley college and i was absolutely blown away to hear our superintendent be the keynote speaker
at that graduation ceremony um we're looking forward to a great year and we will stop in to see you once we can get into your campuses thank you so much discussion action session it is recommended that the board of trustees discuss and take action on the following items item number one approve the apple valley unified school district governance handbook i need a motion i'll move the item i'll second it all in favor any opposed item number two the board took action to determine whether the vacancy on the governing board will be filled by calling a special election or making a provisional appointment at this time i would like the superintendent to say something before we vote on that so as you heard at the last board meeting last week i had up a resignation from
board member blasting game which fills area one in um apple valley and so in working through what the options for the board are you have a board bylaw and that allows for a provisional appointment there's two options in this in this process you can do a provisional appointment or you can ask for a special election if you ask for a special election the process would we'd go to the registrar of voters and talk about the cost of that there is costs associated and um i will be following up with them regardless just so that you have that information um about the cost of a special election there is um what i understand to be a significant cost the second option is a provisional appointment it's called provisional because within the time frame of 60 days
from when the county superintendent accepts the resignation um which occurred on august 2nd um we have i apologize on june 2nd which gives us until august 1st to backfill um area one seat either through provisional or making the decision to go with the special election in a provisional appointment you would fly the area and require that somebody live in the area they have to be 18 they have to be a citizen of the of california and um again live in that area so if that is your desire we can get that posted as soon as um we find out how long it would take to post publicly in the newspaper we believe it would be early next week that that posting could take place we would leave it open since it is summer and many
people are gone on vacation we go ahead and leave it open until approximately um timeline wise july 19th which would get people back um almost the two weeks before school would start and then i would propose potentially some other timelines about special interviews workshops and for candidates and then an interview process that is a public special board meeting so i just need to know what the desire of the board is in order to move forward so that um this this action would be you either are um making a motion to file um to call a special election or make a provisional appointment and again the provisional is based on the fact that the board can do an appointment however the um area vote voters could um petition and if they were to petition it would
require a special election so if they didn't like your appointment that's why it's called provisional they could petition all right action selected by the board what board is going to select um either between uh uh failed by calling a special election or making a provisional assess appointment any discussion any votes if i can make a suggestion like the superintendent mentioned it's a significant cost to have a special election for a year appointment i think that we should move forward with making a provisional appointment i base that on basically the the cost of the district i mean we don't want to be wasting money for special elections when we can make an appointment and i think that with social media the newspaper we can get the word out to the area and make sure that uh
we get some interest in it so mr ollie something i did leave out that i do want to include different than when we are we were by at large um with the voter area we do have an issue um that i want to make sure everybody is aware of our next election cycle is 2022. so there are three three seats on the board that are up for election in in 2022 this particular seat area one would not be up for election again until 2024 however if you make a provisional appointment that seat would go up for election for a two-year cycle in 2022. so what the appointment would be would be a basically to backfill for about 18 months at that point so i just i wanted to clarify that because i didn't state that
earlier that's all i have uh i'm in favor of the provisional appointment victory drills 500 000 for their special election for the city council and you know we could run as much 100 it's better to spend the money on kids we'll get it done faster anyway yeah okay we're going to take a vote well i'll make the motion that um provisional we're making a provisional appointment so what we'll need then is a timeline um so that we can begin to let people know that that position is coming up okay and at the end when i make um superintendent comments i'll ask for direction about a timeline that is um just that will work for a draft at this point but give you guys some dates that might work all right approve the certificated and classified
personnel actions as listed i need a motion move the item a second all in favor aye aye thank you number four approve the recommendation for requested leaves as noted oh i need a motion i'll make the motion um second second all in favor in your post number five approve the recommendation of the administrative hearing chairperson on the following discipline matters effective immediately and or review ar number 37 2021 be re-admitted to apo valley unified school district student has met the terms and conditions of their rehabilitation plan and all review ar number 37 2021 i need emotion so move uh seconded all in favor any opposed number six adopt the local control accountability plan for 2021 2022 um i'm going to pull that because i have some questions and i think mr schlosser needs to um
i didn't see his name here that's okay he just would like to explain some things yeah i need to pull it so we're not going to vote on that as yet number seven adopt the proposed budget for 2021 2022. mr para instead of pulling it you can because it's under discussion action you can actually talk about it right now and then move on to the next one okay excellent thank you if and if you want to motion in second we can discuss i can give him information and then leave motion okay okay mr made a motion and so if you're ready or do you want to have a second who was the second who was second no i'm i'm just not going to have the discussion you're going to discuss it well yeah so so
process is you can make a motion you can um second it and then you can discuss it and then you can take the vote i already made the motion okay yeah thank you okay okay yeah so the question is the first question that i have because i have quite a few questions on the lcap number one question is the matrix established the matrix that you use for the lcap is it an established matrix thank you yes the the metrics that i'll answer in two parts the metrics um are established in the sense that the state does require us to target the eight priority areas and within those areas there are sub-metrics that are demanded to be discussed for example graduation rate suspension rate expulsion rate etc and so by virtue of that those particular metrics
are established there are however local metrics that we have determined through our district advisory committee process that were important to us but you'll also note and actually maybe i'll just go to that slide in this presentation that the current california schools dashboard looks like this there's no indicators that's for obvious reasons for the unique school year the way that the last year ended and that the current year that's really just finishing now also has very little data and so we are in a little bit of a data vacuum and so the i appreciate the question because in some ways the metric is either old or what must be established as we start the new year based on new sets of guidelines and locally determining what the target will be will be a joint effort with
staff and families for example chronic absenteeism what is an appropriate target as we re-enter a school year um where there has been reticence for attendance and so yes i appreciate that question we have and if those of you have read through the lcap on page 157 0012. i'm sorry there's a long discussion of metrics for that exact reason so i appreciate i really appreciate the question because it does it's never been like this before where we've essentially said here's the metric our baseline for that metric is unknown and trying to predict you must fill the box for where will we be in 2324 difficult to say yeah because the governor gave us uh one for this that we're using now but we're going to revert back to the old one right so the my next
question is are we able to set up targets for the next year using what we currently have are we going to be able to tweak it to the next year good question we are going to be able to update this this document for the next three years even if we determine early next year that our baseline metric was either inaccurate or if we get some information that helps us make a tighter focus so that our actions are targeted at the item appropriately we can make that adjustment and so we reserve the right to continue to make that we will submit the lcap pending board approval as it is now with those explanations written there that way and then it does have a few boxes that are sort of blank and grayed out you can't enter
until the following year's data's um available and we hope to see again a dashboard that allows us to look at not only the information but information by student group and it's not that we don't have any we just don't have this data which is so it's called out for specifically okay my next question what plans of and how do we move forward for the next steps do you have plans in place or are we going to be working on it when we get started in the coming year or are you already in the process of creating the new plan i i feel like the the best way to think about that is we are always in process el cap is like wasc it's something that you don't just do at a moment you're always in
that process what will be different this is the lcap cycle what will be different about the cycle from years past is instead of in the fall doing only progress monitoring and then reporting out to the community we may have to do some actual target clarification so we will be gathering groups together in the fall with through the district advisory process but also with some targeted focus groups because remember we are in differentiated assistance for some particular student groups we want those student groups and those families together to talk about what the targets will be once we start to have some preliminary data in the early part of the fall so yes we have plans to do this in um by targeted item for example suspension rate for african american students one of the areas of
focus for us but we of course had zero suspensions this year so we just we have a year that just doesn't have accurate data so once we start to have some information in the fall we will be gathering those groups thank you very much and so just to also add a couple of things in addition to the lcap this year we are at the same time to present to you our local indicators the local indicators in years past were presented in the fall or or winter they will be uh input into the new dashboard in november but we wanted to bring them to you as we look back on this non-traditional school year and so um let me just move forward the big ideas for today for the ale cap approval first remember that the
local indicators complement state indicators and those are things that are really not reported in the same exact way they're not a student test score and we'll go over what exactly they are and the only the only option we have on local indicators we either met or didn't meet and often that essentially means did you have a process to determine whether or not you were paying attention to those five areas and then also once the lcap's approved of course then we send it to the county for the county to uh review the document make sure it meets the state requirements and then we we work together to make sure that the language is sufficient and if there are material changes we bring those back to you the five indicators are here those come out of the
state priority areas and we'll go through those briefly but i'll tell you that in apple valley we have met the local indicators in all five so priority one is basic conditions these are on the sarc essentially these are things you saw in january and february through the sarc document or through the fit reports that mr schulenberg presented and so a quick review we had uh zero misassignments or vacant positions on the current sarcs which were reported as for this school year 2021 no students who were without an appropriate textbook or access and remember that on our fit reports which are a very strict standard that we hire an outside company to come and review we had three school sites that were considered fair and the rest considered good but as far as instances of good
repair that's actually a lower standard we hold ourselves to a higher standard and mr schulenberg presented background information on that in the spring by watching these items we have met this standard priority two has to do with um updated curriculum i just wanted to give a quick update we have continued the adoption process even though we've been remote in the elementary ages the k-8 area we are in the midst of our last update to curriculum which is history social science they've been meeting um virtually and began the process to narrow the selections and they will be entering a pilot for that adoption and then the high school areas who are finishing up with sciences and then 11th and 12th grade english will follow shortly after so nearly complete with every subject area parent engagement as
you know through the lcap presentations we continue to enjoy strong parent participation both in the dac process by virtue of our surveys take a look over the years we've continued to get over 10 of our parents even this year where they were remote instead of standing in parking lots and kind of getting feedback we were able to get them to participate remotely in quite lengthy surveys in fact we surveyed people more than we maybe ever had this year um surveyed and in fact there's still one in the field at the moment asking them about their preference to return to in-person instruction or to remain virtual for next year and so of course parent engagement also is by virtue of asking parents do they feel that they have input and the parent responses to that question
continue to remain strong with um almost 90 percent of parents feeling saying they do feel that they agree or strongly agree with the statement that they have sufficient input at school and so these are the topics we ask them about and these are all reported to the deck and the principals get them by their site so they have all the information reported back to them this is a important process for us because it informs our work and it gives us a chance to get a sense of what the trends are the most important question sometimes is the open-ended one where parents simply get to type some comments or concerns or ideas to us and so those are we read all of those as i know the principles do for their sites that's in addition to
the thought exchange we do for the district advisory committee priority 6 for us that is a school climate survey we've actually been using the gallup poll for this as you know the students answer the gallup poll we did add this year an additional youth truth survey the youth truth survey was something we saw at csba i think some of you brought that to us brought to our attention a couple of years ago it has turned out to be a very powerful tool and i'll give you a quick snapshot of the data from our elementary schools it's just come in and it shows um in many areas for example engagement academic rigor and culture for apple valley students rated their schools much higher than the state average in almost every area you would be proud of
the results i'll present those to you as a continuing part of our lcap process it will be useful for you to see that and we'll add the high schools in to that process in the fall finally a broad course of study and for this um this is something we watch carefully and it has been helpful to have the additional counselors in the system to make sure that students have access to a broad course of study across our system we continue to do transcript analysis to make sure that students were watching for trends our a through g completion rate continues to rise and our college and career readiness indicator also yields that students are not only accessing the college entrance pathway but also the cte course of study pathway completion continues to rise at being one
of the top in the desert as a district with over 54 and a half percent of our students meeting that indicator and so we've met for all five areas we're proud of that that's an important part of our work all year and i wanted to make sure you knew that before you voted on the lcap process because this is part and parcel of that so any questions thank you any questions thank you then let's vote on that then all in favor aye in your post okay consent agenda it is recommended number adopt the proposed budget for 2021 2022 um i need a motion so move okay all in favor any opposed thank you item number j consent agenda it is recommended that the board of trustees consider approving a number of agenda items as a
consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues consent items content consent items to be approved in one motion are one to twelve now i forgot what's gonna do now i'm gonna move don't have staff reports uh superintendent comment um one thing i did leave off of my comments earlier was we did start summer lunch launch pad which is the summer school that is expanded this year with the extend expanded learning opportunity for our students um kids were coming in droves like we started calling staff to come in and cover classes because there were so many kids um that's exciting uh and then the second thing is um we're gonna watch closely the new
regs having to do with um reopening and we understand that there's some some meetings that i will be participating for virtually that have to do with what changes are coming and none of that is solidified yet but we anticipate next week having a little bit of that as well as the governor's budget um being on his desk um later next week and then hopefully within a few days having it signed by him so we know what we're actually dealing with in looking at a timeline what i based on a provisional appointment i would propose to the board that we utilize the newspaper posting timeline whatever the first day we can actually get it in the newspaper becomes day one um which hopefully is early next week and then um utilizing our social media and our
district website to broaden our reach um with dates and times of people being able to actually come in and pick up paperwork if they choose to but it would also be posted online um we would potentially close that on july 19th which is a monday that's a monday that many staff will be back um and then candidate workshop which is not the board it would be similar to what we would do when we have an election where we invite any candidate that meets the criteria and has filled out the application appropriately to come in and learn about the board bylaws the governance handbook and each of the departments within the district and then my proposal for that would be the following week if we closed on monday july 19th the application process we could potentially
do that on friday july 23rd and then my proposal would be stick to a thursday which is normal board meeting days and hold a special board meeting on thursday the 29th um which still meets our timeline for a provisional appointment and it gives you a couple days if you had to come back to a another special board meeting because you just have to post those within 24 hours and i would propose that we would do it early in the morning eight-ish so that you had all day depending on the number of applicants because this is all a public session where you interview the applicants and then you vote make a motion and vote on each one that you look at selecting so um any feedback on that mr schlosser i can tell you i just
want to make sure that the board members speak into the mic because we're not picking up everyone on the stream got it thank you um speaking into the mic so that we record it appropriately he just wants to make sure people are he could see jason saying help help okay um so do those dates work with everybody if if i have kylie send those out um to you as soon as we know what date we can start yes that works on me okay anybody else with feedback on the okay i see consensus then we're gonna i'll get you dates as soon as kylie finds out how quickly we can get it in the paper okay mrs so do you have any comments any comments miss bender none mr raleigh no i have no comments i
move that we close adjoin the meeting any opposed thank you so much the board the meeting is adjourned now we can sign the documents you
