011speak to you and have a peaceful evening this was submitted by csea chapter 828 president kim calvin thank you thank you so much kim do you have any report from apple valley unified teachers association av uta i do not thank you closed session report the clerk of the board will report on any action taken in closed session yes thank you so in closed session uh the the board of trustees took action in support of the following recommendations from the superintendent the board approved on a 5-0 vote approved the non-re-election of the following certificated probationary employees identified by employee number effective june 30th 2021 and direct that the superintendent or her designee give written notice thereof required by law number three eight four five three six nine seven seven eight one one four one eight three

012and zero one zero six and that was again uh five 5-0 unanimous vote in a closed session the board of trustees took action in support of the following recommendations from the superintendent the board of trustees voted 5-0 in support in closed session the governing board took action by a vote of 500 to notify school site administrator employee 9754 of release from the administrative position pursuant of education code effective june 30th 2021 and madam president that was the two items that were affordable thank you so much adoption of the agenda the board may approve the agenda as is or add and or pull items from the consent agenda for discussion and or action we need to adopt the agenda as is um so move all in favor any opposed we do not have a recognition presentation

013at this time now it's time for discussion information from um the fit report by miss mr schulenberg thank you very much i'm going to share screen so bear with me as i work through the technical side of this make sure okay great is everybody seeing that yes fit okay some information regarding our uh facility inspection tool and the inspections that happen on an annual basis we utilize the facility inspection tool the fit because it provides a nice uniform definition of good repair to record our annual visual inspections to report on the condition of our facilities and as was mentioned by ms opara at the last board meeting that information is also contained in our school accountability report cards um published on an annual basis and this fit did come out of the williams settlement and

014it was adopted in 2006 and created by the office of public school construction to bring a standardized reporting tool to school districts within california back in 2017 valley unified made the determination at that point to hire an independent consultant to bring a set of outside eyes uh to assist us in inspecting our facilities standardize that procedure and again i mentioned we started in 17 so we now have four years of data based on our last inspections which were performed in october of 2020. what the fit does and i did attach a sample form to the board agenda that you can look at at your leisure but it it establishes a good repair standard for example one of the sections is interior surfaces and the comments that are considered good repair are listed there in the

015presentation walls are free of hazards flooring is free of hazards tears missing floor tiles ceiling is free of hazards stained missing ceiling tiles and there are several different categories some with sub-categories and each of those categories receives a rating or each each area that is inspected each one of those categories receives a rating it's either okay meaning it is in good repair there is a deficiency and that deficiency could be anything from a missing wall plate on an electrical outlet to a ceiling tile with a stain to a slight pull in carpeting those are considered deficiencies extreme deficiencies come into play when we have a serious safety issue at hand according to the inspector and i am proud to say that no extreme deficiencies have been identified in our district in any of the fit

016reports by this outside agency over the last four years each of those categories then receives a percentage score and that category is graded good fair poor we did experience some poor ratings in some categories mainly interior surfaces the the most prevalent problem in our interior surfaces is our ceiling tiles either stained or cracked or broken second to that we deal with floor surfaces and next we deal with some old some aged countertops for mica sections but again no safety issues have been identified merely some cosmetic things that we do address the mitigation and correction of these deficiencies is really handled at first by school site staff typically the custodial department they have the ability to replace ceiling tiles as needed uh to perform minor maintenance and if it's something that they not they cannot accomplish

017on their own of course we do have our m department through the work order system is dispatched to help correct and mitigate those deficiencies so when each of those categories receives a rating those categories are averaged to get the school overall rating and you'll see the school school overall rating adds an exemplary level if the overall rating is between 99 and 100 good 90 to 99 fair and poor you see them there our most recent inspection we did have 10 schools fall into the good rating with our highest at 95.1 percent unfortunately we still had three schools fall into the fair rating with our lowest about 81.7 percent so that gives us some some goals and some targets to work especially at those three campuses because we are striving for good and exemplary as we

018move through these inspections has some history again our outside contractor joined us in 2017 and you'll see the 2017 scores from each school these are the overall school scores which are the combined averages of the many categories you'll see in 2017 we had 10 schools in the fair category three in the good category so now i want to move you over to 2020 you'll see we now have 10 in the good category and three in the fair so we have made significant improvement in the quality and status of good repair of our facilities over the last four years in particular i do want to note um the sycamore rocks from 83 to 90. sandia from 88 to 94. rancho verde from 86 to 91 and you'll see a couple of our very old schools yucca

019loma probably our oldest school 94. uh mariana one of our older schools 90 is good and desert knows again a school we inherited from victor school district upon unification working toward that good rating almost made it this year and i'm confident we'll get them over the bar next year that's it on our facility inspection tool anybody have any questions i could address hearing now sorry no questions no questions from me okay thank you i will stop share okay and then next presentation is on the governance january budget proposal thank you again i have another presentation to share let me find where did that one go one second okay here we are come on okay i'm sorry i'm working through some issues on my desktop here i think is everybody seeing it now yes great i

020want to share with the board some highlights from the governor's january budget proposal this uh parts of this presentation were shared with our budget committee uh last week uh so i believe miss okpar you may have seen some of this already and of course members of avuda and csea and some of our management team did see some of these slides already i took this from a presentation that is prepared by school services of california so i cannot take any credit for the preparation of these slides but they provided this presentation as part of their update for california school districts back on friday january 15th so some of the things for the the themes uh governor newsom of course is targeting a lot of the state resources to help recover from the crisis at 19. he

021has invested in small businesses he's proposing job creations and of course equitable access to housing healthcare and of course most importantly in our industry education for californians on the education front the final bullet point there you'll see governor newsom did prioritize a couple early action initiatives to get or one early action initiative and one extended learning initiative to get schools to open the early action initiatives have not been acted on by the legislature at this point so they are still merely initiatives that the governor has proposed quick u.s economic outlet you'll see consumer spending is strong employment is recovering housing is exceeding last year's limits or last year's unit numbers stock market has set all new time highs as we move through this pandemic some individuals and economists have called that somewhat of a k

022economic recovery where the stock market has continued to excel however the lower paying wage sector is continuing to suffer as we move through this pandemic unemployment this is these are national numbers you'll see the incredibly quick drop due to the pandemic but we have recovered almost half of those jobs nationwide that gray line there is the great recession that we uh that the pandemic unfortunately ended about 10 months ago which you'll see we're at a point now with unemployment nationwide that was about the bottom of the recession but economists are predicting a much quicker recovery than occurred during the great recession this is a quick snapshot of the state's general fund expenditures this is straight out of the governor's budget proposal and you'll see just a quick summary over on the left resources in the

023state general fund have increased about one and a half percent while expenses uh governor newsom has proposed an increase of about five and a half percent he also proposes a uh deposit to the rainy day fund 16 billion approximately 9.8 percent of revenues at the state level and you'll see right there at the bottom the public school system stabilization account he has proposed a deposit into that particular account which would bring that to 3 billion for prop 98 expenditures in times of bad in bad economic times this is kind of a caution slide that the governor had in his presentation uh although in the 2021-22 year he is currently projecting or the state is currently projecting a 15 billion dollar budget surplus along with surpluses over over the current year and the previous year they

024are projecting deficits in the next three years 23 24 and 25. so that makes us cautious as a school district because any deficit at the state level of course means less revenue for schools as we move through those years so we need to keep in mind there is a possibility of not only our declining enrollment affecting us but also but budget deficit at the state level matt yes ask you to pause for just a minute i apologize absolutely board members computers died kylie has um gone over to try to restart it but i'd like her to be able to hear the entire um presentation absolutely uh would you like me to go back a few slides yeah go back to that that's just say budget yeah and as soon as we have her back into

025the into the open session we can continue great i will pause thank you sorry it's a good point that you point out that the next couple years that you're gonna have a reduction in in revenue yeah that's that's a concern okay you mrs zappara yes mom we still have um two board members that now are not connected so we've got i.t room still streaming so everybody be patient technical difficulties happen and and we turn the corner every time can i get somebody to set me up with the wi-fi here on my cell phone because i have a very important text that came through absolutely i'll walk down okay all right we're back one second renee's not here now she's walking down to maria yeah and we're waiting on he wasn't plugged in and it went

026dead don't feel bad don't dennis i can't have this father don't worry about it yeah i hate this morning get get it so [Music] all right i'm back in the house let's let kylie get back as well and then we will thank you so much i think the cold freeze got the wi-fi okay kylie is back um matt's not oh matzia we were just waiting for jason who's been running around making sure everybody's connected but yeah it appears that he's down now as well next door i'll send um some help all right welcome i gotta close that door he'll be right there we do have some i.t support is heading down to help out mr so right now yeah his uh his screen's dark me oh there he is [Music] thank you okay are we

027back are we all back now mr schulenberg will you continue your presentation please i'd be happy to thank you so getting back uh to the budget presentation this slide is a quick snapshot of the state budget a couple things to bring your attention to over on the left you'll see governor newsom has proposed resource increases of about one and a half percent next fiscal year while expenditures increase by five and a half percent at the state level uh in their general fund budget summary uh he is also proposing a significant deposit to the state rainy day fund uh to fund up to 16 billion dollars in their rainy day fund and he also is proposing to fund a significant amount into the public school system stabilization account uh up to approximately three billion dollars okay

028this particular slide represents the revenue projections all for previous years illustrating the surpluses as they true up the prop 98 for the 1920 and 2021 year project the revenue surplus in 2122 and also at the state level the deficits that governor newsom and his team are projecting in the 23 24 and 25 fiscal years so one thing to note as we move through the next budget cycle 2223 we not only have declining enrollment that may adversely impact apple valley unified we are also faced with the possible budget deficit at the state level which in turn typically means less money for school districts this particular slide prop 98 it talks about test one test two and test three and those are different funding mechanisms within prop 98 we have been in a test one environment for

029the last three fiscal years and school services and the legislature are assuming a test one environment 2122 school year establishing the prop 98 minimum one thing that the state does when they do a budget cycle they look not only at the current year which right now is 2021 they look back a year as they are projecting also revenue in the 2122 so these are the yearly impacts to the prop 98 guarantee they're going back to 1920 and truing up to ensure the state meets its constitutional obligation and increasing the prop 98 guarantee by 1.9 billion increasing it in the current year by 11.9 billion and then that another 3 billion increase in the 21 22 school year and this is what the prop 98 guarantee looks like over time so you'll see those are the

030adjusted amounts for 1920 2021 and 2022 based on the governor's proposal and what that turns into us for the 21 22 year is the governor has currently proposed what he's calling a compounded cola uh for the 22 school year of 3.84 applied to the lcff now unfortunately he is not proposing that cola being applied to any of our other special education and other categorical programs they would see only the one and a half percent statutory cola that is currently calculated for the 22 school year so the loss of revenue for leas including apple valley unified that occurred in the current year 2020 21 with a zero percent cola will not be recovered the prop 98 reserve deposit that public school stabilization account that i mentioned earlier is one of the conditions that um goes toward

031these four conditions which in turn activate the reserve cap on school districts it is uh at this point it's the belief is that all four conditions will be met uh the last being that um the last being that public school stabilization account deposit so what we are faced with the possibility in the 2223 fiscal year is that our district will only be able to have a reserve of 10 percent uh so we will have that cap on reserves now historically this would have affected apple valley unified so fortunately or unfortunately our ending fund balance we have spent down over the past several years and are currently projecting a further spend down on an unrestricted ending fund balance in the current year and the next two or i'm sorry in the current year a slight surplus

032next year and a fairly level into the third year but we are under that 10 threshold in the current and the next two years according to our current projections we of course will update our projections as of first as of second interim which i will be presenting a month from now um at your march 4th board meeting um but it there are some tools and methodologies we have if in fact our ending fund balance does exceed the 10 percent but where right now we don't believe that's going to happen with our current projections a little quick talk about what that cola will do for the lcff that 3.84 compounded cola you'll see we'll take the 2021 base grant and increase it and then you add the grade span adjustment in both the k3 and 912

033grade span to get the 22 adjusted base grant per eda for next school year now this particular chart is true across all school districts in california the adjusted base grant per ada is what all districts get this particular slide is where the differences come across the lcf funding this is the supplemental and concentration grants and how they're calculated based on the unduplicated pupil percentage or the upp now keep in mind those are students who are english learners free and reduced price eligible or foster youth apple valley unified currently is right around 70 71 percent upp a little lower than some surrounding districts but slightly higher than the state average so our supplemental grant that per ada number you see in the k3 grade span is we get approximately 70 percent of that added to our

034base grant in that particular grade span and then of course that's applied on down in each of the grade spans you'll see the concentration grant is your upp above 55 so that for us that 4415 in the k3 grade span we get approximately 15 of that amount because we are at approximately 70 so we're about 15 over 55. so that's how those great span um the supplemental and concentration grants are calculated for each one of those great spans and again that's where the disparity in lcf funding falls on throughout the state of california and in fact quite significant locally there are some more covet 19 federal funds coming with the stimulus package that president trump signed on december 27th that's just a quick little summary for schools california's estimated share of the esser fund is

035another 6.8 billion dollars higher education for 2.9 in the gear funds for about 341 million the esser funds are what will flow directly to apple valley unified based on our title 1 and we are currently projecting that's going to get uh we're going to receive approximately 16.7 million of more esser funding the governor has not detailed what he's going to do with his share of the esser nor has he detailed what he's planning on doing with the gear funding the 341 million that california is slated to receive looking forward with our lcff our planning factors again you'll see that particular chart we have the department of finance estimated statutory cola that is a calculation that is performed the department of finance estimated funded cola for next year's 3.84 percent and you'll see that does also

036match the school services estimated statutory cola beyond that the department of finance and school services differ in their estimates for the 23 and 24 school year um and at uh second interim we'll be updating our lcff calculator and our assumptions to reflect those out your colas so that will adjust our assumptions and our revenue moving forward in our multi-year projection something to consider this is a slide that school services has had over the years and what we're attempting or what they're attempting to illustrate here is the the cola the growth each year you'll see in red and the supplemental concentration growth in gold but right to the right of that you'll see is expected cost increases year over year so what this chart is really kind of illustrating is that the cola although may cover

037some of those increased costs typically does not cover all of the increased costs especially in with school services using their projected one point two two eight percent cola you'll see the average school district will get about 135 dollars per ada unfortunately on the expenditure side the average school district will experience 176 dollars per ata per ada and increase step and column cost as employees move on the salary schedule an average of 194 dollars per ada as the stirs rate increase and 72 dollars per ada for the pers rate increase again those are contributions to our retirement systems for our employee groups and you'll see across the entire slide the special education contribution each district is unique in their special education costs but that is the one area of costs for school districts that you can

038count on cost increases each year over year a little quick slide on the calpers employer contribution rates you'll see for the current year um we are at 20.7 percent uh if you look all the way over to the right hand column the projected rates per the calpers actuarial report for next year they are currently projecting that's what the governor used in his uh budget proposal in his budget summary and then 26.3 27.3 up to 27.8 now those are subject to change on an annual basis based on calpers investment returns and the calpers board has the ability to adjust those rates and a quick slide on uh calstrs uh you'll see back about uh eight years ago it was at eight point two five percent for the employer contribution rate it's gone up steadily we did

039see a slight decline uh in the current year with the governor buying down the stirs and pers rates we are looking at a incremental decline next year approximately 23 basis points unfortunately july 1 of 22 that is projected to go back up to over 18 percent for an employer contribution into stirs but again the stirs board now does have the ability to adjust those rates on an annual basis that's something fairly new in legislation so just a quick look at there and a little bit about reserves this is from 1819 which is the last year that statewide data was available and you see unified school districts there the average unrestricted general fund net ending balance as a percentage of total expenditures and transfers out was a little over 17 percent and i know you've heard

040me talk about that 17 as a recommendation and a goal because essentially what that is is two months worth worth of expenditures for the average school district um in this particular year the 18 19 year apple valley unified ended with a little over 11 percent unrestricted ending fund balance last year we were a little over 10 percent ending fund balance and our current projections have us about five and a half percent this year with our continued deficit spending but again those are going to be updated with the new lcff numbers that the governor did have in his budget proposal so that will change and i'll have more of that information at the march 4th meeting as part of my second interim presentation again reserves do give districts the ability to be a little strategic with

041budget reductions as those reserves are one-time monies that can be used to protect student program unfortunately again i mentioned earlier the deficit the state is anticipating in 2223 in the possible reserve cap uh we just have to keep in mind as we were moving through our budget cycle and be prepared to deal with what might come thank you good job any questions i can address yes i do have questions my first question had to do with how much how much did we receive for covet relief and how much has been spent or are we looking to spend um by the time the governor applies breaks on this relief well the the coveted relief and if you excuse me i'm going to go ahead and stop share and okay um our coveted relief funding um that

042we are anticipating that we have received and anticipate to receive with that second round of esser fund totals a little over 33 million dollars now keep in mind this is all one-time funding that the federal government and governor newsom have provided for schools uh spent to date we have spent about 11 and a half million dollars of the money we have received uh the lion's share of that was about 10.4 million of the coronavirus relief funds that actually had an expenditure deadline of december thirtieth twenty twenty uh those were that was the major part of the first round of federal funds that came to us the uh esser funds and some state response funds do have slightly extended expenditure timelines all the way to september of 22 so we are planning to be very strategic

043in what we're using those monies for in terms of mitigating effects of the cobit 19 pandemic and how we can better equip our schools to serve our students and maintain our student programs thank you my other question was the upp um counting of the students yes um do you by any chance and this was out of your presentation that you just had do you by any chance have students who had to be counted more than once because they fit into the criteria of english learn learner free and reduced lunch foster use you have one child that has all of those criteria do you pan pick and just say he meets only one of those criteria or do you have that child be counted three times because he meets the three options if a if a

044student of ours meets all three criteria they are only counted once they are counted whether they qualify under one two or three of those criteria but they are only counted once in that calculation thank you that's my question welcome thank you that's all i have thank you good job thank you very much kylie do we have any public comments we do not thank you superintendent comments i just would like to remind everybody that um as measle had stated apple valley high school does have a virtual choir this um friday and um they're always amazing likewise um i had indicated to the board that we were working on um the csba good beginnings um contract we have been contacted by them and so we're hopeful to bring that contract forward for march for the march board

045meeting in order to engage in the work with them and then as far as the pars one-time supplemental retirement program as you recall last board meeting you approve that the enrollment packets are being mailed out directly to employees that qualified and at this point we don't know how many employees that is as far we know how many qualify we just don't know how many employees are going to take um the offer um so at this point it's it's with um pars and as soon as we have an update we will bring that back to you the due date for those enrollment packets is march 29th thank you do you do you by any chance have information on how to log into the virtual choir at apple valley high school kylie i believe kylie sent an

046email that um has the link to it it'll be in your abusd email account okay thank you board comments add a line blessing game i'd just like to say welcome back um to everybody and let's have a safe here and let's get these kids back into school thank you mr cell i i'm echoing what uh miss uh and i just said uh once we all board members a staff management staff of estimator we should go back to one room meeting rather than having these individual meetings it's not very effective for myself okay dennis mr bender what is he disconnected i said there's light at the end of the tunnel we're getting our teachers vaccinated we get them all vaccinated then it's back to school thank you mr raleigh i just want to echo i you

047know we spoke to trenay and she was mentioning earlier about the relationship that she uh has with um and the district has with st mary hospital and um just want to thank her for her leadership on that i had spoken to her during the week earlier and she was giving me updates on what she's done and i i appreciate that like you mentioned the trenay you feel like you're a medical specialist here instead of superintendent but yeah at this time that's what we need so again uh thanks and hopefully we can keep moving forward with the with the vaccinations and there'll be plenty uh for everybody so thanks for your leadership on that and this may um my comment has to be a big thank you to uh aaron and mozelle for their input on

048what is going on at their individual schools i would really love to get your shirt so that i can wear them at board meetings and celebrate each of the schools um every um at every board meeting if um if it's possible you you uh students do such a fabulous job at just presenting to us what is happening at your schools and also to thank um ms nelson and all of the staff that go out each time to try and meet the needs of of our community and our students i i can't stress it enough that without the students we don't have jobs i just want to be clear that we understand that they are the most important um members of our community those students and to prepare the students so that they the teacher so

049that they can go and face these students day in and day out that is our biggest hope i wish you all a great um valentine's week is coming and you have a good time thank you so much we don't have any public hearing and we don't have special meeting uh discussion discussion action session it is recommended that the board of trustees discuss and take action on the following items approve the certificated and classified personnel actions as listed i need a motion i'll second it all in favor hi in your post okay approve the recommendation for request requested leaves at as noted employee number 1853 date and time of request january 1st 2021 to january 29 2021 um all in um so i need emotion in your opposed okay i approve the textbook adoption for high

050school english language arts would you need to vote maria oh all in favor aye aye any opposed thank you uh item number three approve the textbook adoption for high school english language arts for grades nine to ten i need a motion so move second before you vote um while it's a motion on the floor i'd like to give just a brief moment of background about this and celebrate the work that both the teachers and students of our community have done to bring this item forward i don't have a presentation just a uh just a quick bit of information and that's this that a couple of years ago the department the high school english teachers at apple valley high school granite hills high school and representatives even from heidel's premier academy began the process to rewrite

051the high school english courses and also modernize the curriculum this happened just um it happened slowly they had to submit the courses to the university of california which were approved then to the board which you approved and then we began the process to identify textbooks which is arduous and difficult and the teachers were really quite discerning in their selections just about that time as they were going through we had a wonderful presentation from the students from a group locally called diversify our narrative you'll remember those comments and so we merged that student group into this process so you'll be proud to know that the textbook that you're considering is step one of a two-step process step one tonight is the anthology if you will the major portion of the textbook for grade nine and grade

052ten and then next month will come the novel supplemental novel selections which will include novels from the diversifier narrative list the students have been wonderful the teachers have celebrated this effort to modernize and actually the group's going to meet all together now students and teachers to have a final meeting to solidify these the supplemental novel choices the curriculum you're we're considering does modernize the modernize the curriculum for students and also does bring in a variety of voices but most importantly the teachers agree that it meets the needs to develop skill in the students all students so just a background so that you know that the work of diversifier narrative is happening alongside all the other curriculum adoption work that's happening that's all if if i may could i ask a question regarding that right now

053mr mr schlosser sure um is this the same group that sent us uh that read to us at the la one of our board meetings when we were still in house but they couldn't come in is that the same group the same we meet all the time now so now my question is as you as you are well aware the california state university systems and the csusb and the cs uh uh whatever the you know uc systems are requiring that students who are coming in from now on must have information on uh or must be required to take ethnic studies the question i then have is at what point is apple valley school district going to engage the students in ethnic studies like they have in other school districts that are neighbor neighboring districts that

054are offering ethnic studies as a course of action several different questions wrapped up in your question uh if i have to peel them back a little bit so um the uc haven't changed their either g requirements so they will make sure and watch that carefully the board of regents does issue statements about that and so we're watching carefully as you know that that course and that uh curriculum has just recently been produced vetted and adopted and like you like you i'm watching that process very carefully um bringing that course forward as an optional course for students as an elective is something that we can begin talking about the students are interested in that as well with an understanding that every course we add means a course has to come out of the system second making

055it a graduation requirement would be a completely different discussion you follow me because then we really do have to have a discussion around making certain that we can meet the other requirements we don't want to add a requirement without a careful discussion so um adding the course is something that we can look to do but we wanted to make sure that the state adopted course was finalized agreed upon and and and had met the final steps of its approval process which it is my understanding was that was march and so that's not complete yet and so we are watching we are interested in this but we we don't want to go in front of the state adoption process okay thank you i just want to be sure that we are paying attention to that because

056that's important that the students understand their background and and their contributions of their background not just out of literature but out of real content materials to tell them what their ancestors were able to contribute towards the history of of humanity thank you very much thank you and so i'll leave you to vote on that item okay um i need a motion to approve the textbook adoption for high school english language arts for grades 9 through 10. you already had a motion yes okay now uh all in favor any opposed we will now have a presentation and review of audit report for fiscal year 2019 2020 by mr schulenberg today is your day yes it is thank you again i'm gonna share screen because unlike pat i do have another presentation so i'm hoping you can

057all see that again yes again this is just a brief informational overview of the 1920 fiscal year audit before the board takes action to acknowledge receipt and review of the audit uh the audit is an independent auditor they express an independent opinion of our financial statements and of course determine compliance with laws and regulations centered around the federal and state funding that we receive uh you'll see a breakdown of the independent auditor's report on pages one two it's just a little discussion of what the audit is and a little bit about the process uh management's discussion and analysis follows on page three through twelve and that is a what the auditor calls a readable analysis of the district's financial activities and just a one thing to point out if you look on page six i

058did have a copy of the audit was attached to the board agenda so you had the ability to take a look at that but there's a fund balance comparison table that's kind of where my eyes go in this particular section and then there's a nice discussion that the auditor provides of factors affecting our future uh specifically the 20 the next budget cycle 2122 that should read i apologize for that typo the next section of the audit page 13 through 60 is the financial statements of the district it really reports our financial position and activity one of the things you'll see that stands out is the statement of our net position and the statement of our net position in the audit honestly has very little to do with our budget but it's a statement of our

059net position that um and entities look at when the district attempts to enter into any borrowing our net position has gone down over the last several years primarily due to asset depreciation our increased district share of the stirs and pers pension liability and of course our deficit spending we actually do have a negative net position of about 4.2 million as of june 30 2020. our audited fund activity appears on page 17 and there are no were no adjustments from unaudited actuals to audited and pages 20 through 60 of that section specifically are some really comprehensive explanations of the financial statements and activity it really goes into detail the auditor's process and the calculations that are performed to come up with the financial statements there's some supplementary information on pages 61-75 the most notably the budgetary

060comparison schedule there's a schedule of our net pension liability our pension contributions on our opeb liability which is other post-employment benefits a small chart display in our ada for the audit year instructional time requirements and a discussion of financial trends and federal awards this is where any uh cbo or uh director of fiscal services jumps anytime they get the copy of their audit as to the findings and question costs and you'll see in our financial statement findings we did have none a year ago in our june 19 audit we did have a financial statement finding centered around our asset inventory and we did undertake a project this last year we did hire a consultant to come in and assist with setting a baseline and inventorying all of our assets so we are moving forward with

061the corrective action for that finding our federal awards uh this ending june 30 2020 no findings and we did have two findings in our state awards the first one fell under calpads in the auditor's examination of students that were qualified for free and reduced lunch they found one student that was incorrectly identified in our calpad system so we did this did result in a loss of apportionment of about nineteen hundred dollars and they did have a finding in our school accountability record report card where our sarcs reported incorrectly the condition the facility condition did not match the fit uh facility inspection tool reporting the fit which i i talked about earlier and that is my brief summary of the audit and if you have any questions i'll be happy to address those prior to taking

062action on review and acceptance of the audit irene none thank you very much but we need to accept your report today i'll formally acknowledge receipt and review of the 2019-2020 audit report as prepared by nigro and nigro i need emotion i'll second it all in favor in the opposed i'm abstaining you're abstaining okay so we have four down i gotta take individual votes um mr bender yes this blessing game is abstaining mr aquara is a yes mr rowley is yes everyone mr so is yes thank you that is a four uh four out of five yeses and one abstention yes and one abstention do we discuss an abstention or not no item number j consent agenda it is recommended that the board of trustees consider approving a number of agenda items as a consent list

063consent items are routine in nature and can be enacted in one motion without further discussion this procedure cons conserves meeting time for a full discussion of significant issues consent items to be approved in one motion are item number one through 19. so move okay all in favor all right any opposed okay we have five zero okay staff staff reports okay you don't have anything i'm concerned about staff reports item number k so uh can somebody give us some more information later on on item number k what kind of information the information i'm curious about the number of um homeless students that are popping up in a lot of schools that is just a little bit uh disco concerning to me yeah um that question was actually asked by my my office as well and mr

064schlosser and mrs shelby went into the report um are you referring to the high number of homeless students listed under schools like rio vista yes okay so understand as as i know you do because you ran that program for quite some time um the rest of the board would need to know that whenever a family indicates they are doubled up with somebody else they are included as homeless often happens in our schools like rio vista when they don't reside in the neighborhood they claim that they are doubling up we do go home go out and do home checks um if the person who owns the home says that the family lives with them we're at the end of our road however there are some concerns specifically about the the high number in that area because

065we receive funding to support homeless youth and so we are going to go down a pathway when students return to um also include a way that they have to attest that that family does live with them and that they understand that we are receiving funding that could jeopardize the rest of the funding for other students so we will do that there isn't much we can do if the family says you know the homeowner says they live there did you know okay okay thank you and cali do we have any public comments we do not superintendents comments i saved them for the end and as mr raleigh indicated i do feel i have this new role in public health so i do want to update the entire board and and um the public regarding um covet

06619 and where we're at since our last board meeting um we've been working to advocate for cove to vaccines for any employee within our district who was interested in having one at this time they are not required um we had about two-thirds of our staff that indicated they were interested in the vaccine and this continues to be a moving target for us in the in the sense that the department of public health is supposed to be allocating those resources to the next tier which is education a week ago we were told that this wednesday education would start becoming coming into the tier for vaccinations in san bernardino county um fortunately as as mr riley also indicated the relationship between saint mary's apple valley unified school district the academy of academic excellence was built far before

067the pandemic occurred and we've been able to continue the wonderful partnership trying to get our staff vaccinated and i i move beyond just our teachers because we have lots of classified staff that are face to face with students on a regular basis um including our bus drivers nutrition service workers um all of the people that that serve the kids outside of a classroom and some para educators that are side by side with them um throughout the day and so um i just have to say it's been amazing and saint mary's has opened their doors and continues to in small doses get us vaccines um to educators we're also supporting the 65 and over that are in the community they hope to scale this up and have a community um vaccine clinic and if you think

068of it takes a village this is truly one of those times our lady of the desert church has offered up their their facility st mary's is adjacent and bringing the vaccines and all of their staff and then um csea has stepped up big and each day when we decide we need somebody else over there to help they show up um and it's been amazing so i would love to take you on a small tour if at any point you're you're interested and we can organize that on a day that will be apple valleys we trained on tuesday we opened for the first trial run on wednesday they've been there all day today again lots of our teachers have been in some of our para educators our lbns our rns our lbns and rns are actually

069giving immunizations alongside the staff from saint mary's hopefully we'll be able to scale up san bernardino county being the largest county really should not be looking at this is a one size fit fits all but that's what's happening right now and so they're trying to accommodate based on different regions and different needs and that's not going to work i was in communication yesterday with supervisor cook's office with our county superintendent advocating for all of the high desert and the teachers and the staff in all of the school districts because the problem right now is they've changed direction again and now they're telling us that because we closed um due to saint mary's surge and our community numbers that we will be behind those schools that never closed and that they're going to allocate those doses

070to people that um kept kids in person even when the hospital couldn't take any more um capacity um so i'm gonna go with what ms calvin stated and look for a positive in this moment and so the positive in this moment is that before covid we in this um victor valley had relationships we had relationships built on um things like position you know the assistant soups got together the principals got together the superintendents got together but what i'm watching over at our lady of the desert with st mary's is the entire school district community coming together including the charters and there are people coming and watching so that they're ready to take the reins and support saint mary's to get these um staff vaccinated um these are relationships that won't go away after covid and

071so there's my bright spot and we're going to keep fighting to get our kids back in our classrooms so thank you thank you thank you mrs blessing no comments mr so no for coming mr bender no mr raleigh nothing further thank you the last thing i have to say is to send my deepest condolence to any family members of our community that may be hurting at this time we all have you in our thoughts as we navigate this this kovid issue thank you very much for letting us serve your your children and this community um any closing items okay signing of documents uh we are going to uh stop to sign approved documents before we close the board board meeting madam president before you go for adjournment i just would like permission as soon as

072you adjourn to exit the building to go do the table talk over it um our lady of the desert with saint mary's so i should just adjourn and then we can do that that would be fun okay i need a motion to adjourn so that she can go and do community service um i'll second that all in favor aye aye any opposed 5-0 thank you very much for your time thank you is there more to sign kylie than uh what is on my desk here yes i do need to come by to each one of you um for an annual document that you guys have to review so if you could all stay in place and just be patient for me no problem thank you you
