I'm on aunt Donna yeah no no I was on her way in so Maria will step in for this part it's gonna be a week on order we'll call the meeting to order thank you a roll call Dennis bender here I don't eyes on her way more an aura Rick Rowley Wilson so here and now can we have the Pledge of Allegiance yes I purchase legions to the flag of the United States America and which stands one nation under God indivisible with liberty and justice for we don't have any closed session report at this time who controls the screen I'm off the screen again you have any public comments we do are they related to closed session I see they're not related closed session um one one item is related to closed session and will
need to be read at this time okay the comment is from Christie Croft and it states I wasn't going to comment tonight but my teachers asked me to because of the upcoming resolution that is going to be passed tonight to show appreciation to us a Buddha was disappointed in the decision that was made by this board last meeting to wait until the may revise to offer us anything regarding negotiations to us the district has already and is aware of how much money they get for this year and that is what we are currently negotiating we are not negotiating for next year ad USD is now the only district that is not in the process of settling negotiations for this year the teachers are feeling very unappreciated regardless of any resolution you pass tonight during our
last negotiation meeting we came down significantly and what we were asking for in total compensation because we realize what this pandemic will likely bring the district in the future and will always bargain in good faith we ask that instead of passing a resolution of appreciation tonight you give direction to the district to settle the contract and show the certificated members your appreciation thank you and good night okay so any other conference for closed session Kylie that's the only public comment and that is the only public comment for a closed session item okay so do you want to make a motion to go into closed session okay we will go into closed session and this will the group will stay Kylie will leave and Jason will leave and the live stream will stop yeah we're gonna
see if the if we can go into an on stream hey Mike commander thank you this is Jason Buchanan are you getting up there you go do you guys see anything on your screen mr. Rowley mr. bender can you hear me okay good now I see myself alright just waiting for you to let me see if I can move you gonna have a pop up or anything to you is there a pop up on your screen anywhere or something showing up because you should be in the closed session I can see myself I only see two participants yeah that would be you and I yeah so what do I need to click I haven't click anything I just leave it alone I'm gonna try moving you around and see if that helps so I hate
should I join the breakout oh yes yes during the breakout room you thank you Jason Maria you're always the first one in you you've got this wired minimum yeah okay there's Kylie perfect let's let her get her screen up and there we go okay so if we can call the meeting to order and we're going to do the Pledge of Allegiance ready I pledge allegiance to the flag Kylie do you have any reports from the California School Employees Association CSEA I do okay mike coffman CSEA chapter president for chapter eight to eight I just want to wish everyone good health I like many of our classified hope to be back to work soon normally we have been working hard on finding a solution to the high cost of our health and welfare insurance we have
a tentative agreement ready for the ratification from our chapter soon if passes this will be sent for your approval to you the board this was one of the hardest decisions we as negotiation team had to make because no one really wins I am so very proud of our classified unit who have been there for our students I wish for you to share those sediments I wish you all the best stay safe and I hope to see you all in person soon thank you and then from Apple Valley Unified Teachers Association Aveda I do this is from Buddha president Christy Croft good evening board members distance learning is in full swing and is going as well as expected we have noticed the disparities among students but we've also seen parents step up and really help out
their children lastly a whole new appreciation has been formed for the school and the people that work there whether it's classified teachers counselors coaches or admin they realize what we all do to make each day occur for every student what they don't realize is how much we miss seeing and teaching them every day and this has made us know that we are all in it for the right reason we don't know what will happen in the fall but what we do know is that we can teach anywhere and in any situation we need to just tell us what you need from us thank you and good night thank you under closed session and I'm gonna do read read the action taken in closed session in closed session the Board of Trustees took action in support
of the following recommendation from the superintendent be for conference with label on litigation on a motion government code section 54957 Wilson so and seconded it by Maria Parra the board voted unanimously to approve the claim of Maria Silencio in closed session the Board of Trustees took action in support of the following recommendation from the superintendent be-what for conference on litigation Government Code section by four nine five four point five D B Pruitt vs. Abel USD on a motion by Wilson so seconded by Maria Okara the board voted unanimously to deny the claim of Barbara Pruitt and then under adoption of the agenda the board may approve the agenda as is or add or pull items from the consent agenda for discussion and or action we need to adopt the agenda as is need a motion
Rick Rowley made a motion Rick I think you're muted that's okay I gotcha I need a second I'll second it thank you and then under a vote mr. bender I just need a yes or no thank you mr. Dave mrs. Davis yeah mr. Parra yes mr. Raleigh and mr. Sol yes thank you and next is D information discussion information d1 is presentation local control accountability plan and mr. Slusser yes I just wanted to share very quickly some of the changes that have been made regarding the El Cap and some of those timelines I'll share just a couple of words that you can see just how that's gonna play out this year so if you see on the screen there the timelines have been changed so that what is usually an El Cap is coming to
you shortly in conjunction with the budget what they have asked for instead this year is an operational written report that will be submitted to the board in June this written report will detail the district's response to the governor's executive order items including remote learning provision of food for the community and our ability to provide childcare support to first responders and so we have received that template and written our response and we'll be bringing that to you in June as we as prescribed the El Cap summary put together with the hard work of our community will actually come along with the budget in June however will not be in the El Cap template because it is not released yet from the state they've changed the template because of this append and so what they are they
are not requiring an L cap at this time however we feel responsibility to our district Advisory Committee and we will be bringing that summary forward at least so that they can see that those items that they prioritized and the responses that we're going to give them so that will come to you as an information item and then the new the new order from the governor requires that the yel cap for this one year period or the 2022 2021 school year can't be approved by the board by December 15th of course that's late we will perk on that as soon as the template for that one year L cap is released and then bring that to you as soon as we can but certainly before December 15th probably no later than the November board meeting and
then finally the intention is that during the next school year we will be back into a three year L cap development cycle so that by July 1 or again in June of 21 for both of those meetings hearing and adoption will be bringing a three year L cap to you that will be from 21 to 24 so essentially what this has done is push the L cap proper process forward by one year with this provision of a one-year temporary L cap in the meantime and of course our operational written report so that's the information I have at this time I'll pause there did you have a question regarding that one is it the right time so if we approve this one in December of this year is it to help us run through to the
end of 2020 2021 school year or is it to finish out the what would what we will be bringing to you prior to December 15th will be for only that school year next next school year yeah 21 thank you yes there's a one-year and by the time you get it it won't even be a one-year l capital essentially be a six-month out cap which is my that's which is why we are pushing up ourselves in our department to do that faster than December but of course we what we need to wait for the template okay under public comment Kylie do we have any public comments we have two comments okay the first comment is from Amber Tremblay and it states with several San Bertino County High School's Etiwanda Barstow and Silverado announcing graduation and senior
activity alternatives including a drive-through graduation ceremony at individual appointed times with one to two cars of family members and photo and video opportunities to be streamed later what is Apple Valley Unified School District's plan for our seniors and graduate the second public comment is from Trina Mayer it reads I am putting in some ideas and requesting information for our 2020 seniors I'm thinking summer if not a couple bonfires or social events should be planned and include all classes in lieu of a yearbook signing party and social event some form of formal social dinner or event in lieu of a prom grad night should be postponed to an evening near or after our foreseen graduation I know we are trying hard to have an in-person graduation in June and I am completely grateful for all your
efforts I am hoping and desiring social events because these kids did not get the goodbyes and closures they emotionally need their mental and emotional health has been damaged if we can make an effort to recover some that on a small level it would be appreciated this will never replace the 10 plus weeks they did not get to have with friends nor the 13 year long dreams of closing their senior years if we can try to make up for it I also think we can reach out to these senior parents and create groups or committees to help with planning and execution of these or other events I'm sure there are many great parents that are ready willing and able to help their senior recoup all they have lost and hopefully not lost forever or for good
if we can help give them at least part of their dream of their senior year back thank you thanks Kylie okay next is superintendent comments and part of my superintendent comments are specifically regarding our seniors and so I'd like to just take a minute and let you you know what we're working on from a district perspective we have continued to meet with principals at the high school and their Co administrators each Wednesday and as we get updates from the Department of Public Health we try to move forward with opportunities we have been very limited in the information and as all of you know as board members last week we believed that we had been given permission to move forward with a face to face graduation and just an hour two hours later we were told
they were incorrect and could not we could not do it so after I notified all of you and the principals and we're ready to thank goodness hadn't released it to parents at that point we were told we couldn't so we back stepped and thought what are the other things we could do in tomorrow's newsletter we will cover some of the things we we plan moving forward there's things that we still can't identify as when it will be safe to do so but we are moving forward with some virtual celebration of graduation that goes along with our senior cards this will be something that will televise if we have not opened back up for face to face graduation on their actual graduation day we have several dates in the June in July that we can utilize
for a face-to-face graduation we believe that even if we get permission to move forward in that arena meaning a larger gathering and we will be limited in the number of people that could actually enter our stadium with all kinds of provisions in between so just know that there there are two pieces to that we do want to honor any student that is in enlisting or moving out of our area and will do a personalized graduation for those students one-on-one as we find out and we are going to survey our families to find out who is interested in having a face-to-face graduation we believe it's a very large number and so we know we have to plan for that in the future but we do want to know what other things they have an interest in
us providing for the students as far as virtual versus the face-to-face so just now those are three things we are working towards the survey we believe will be pushed out sometime early next week through a Google classroom model for all seniors for them to respond as a family and then I want to just make sure that everybody has on their calendars May 22nd if you're available from 9 to 10 a.m. Kylie has registered you for an online version of the budget revision from our County Superintendent of Schools along with school services and capital advisors I believe and then finally I know I had notified the board of this but I publicly want to talk a little bit about the Junior Air Force Junior ROTC at Apple Valley High School we were notified by Colonel T
Stephen T Sanders the director of the Air Force Junior ROTC that he recommended and received approval to deactivate our J or J ROTC program at Apple Valley High School at the end of the school year that was not our desire we wanted to move forward with continuing the program the program has been held in steam and has been very highly effective in preparing our students for their futures whether those futures be in our unit United States military the participants in our program have received countless awards and scholarships throughout the years and we're honored we were honored to have the program and our heart broken to receive the news of its closure many people don't understand the process of a program like this but the decision to deactivate was not based on the performance of the
unit and had nothing to do with Apple Valley High School or their leadership nor the students the decision to deactivate was exclusively based on the ability of the Air Force to recommend candidates for employment in to our instructor vacancy which many of you don't realize what has been a vacancy since last we've had it posted since last March March of 2019 so we've already exceeded one year of it being posted with the anticipation of a retiree in June of 2019 they stated the the Air Force stated that they have no viable candidates to recommend for the vacant position we do have a plan moving forward where we are collaborating with a ae our independent charter to support the current juniors to finish out their senior year as well as a possibility of taking our current
sophomores and finishing out their time in ROTC we will work on an MoU with a a e to D dot both principles of impending collaboration to deal with the master schedule and get these kids taken care of so I just wanted to update you there was a press release yesterday regarding that and I think sometimes people don't really have the broader understanding of how things operate and in that they you know it's our program why can't we keep it open we can't just keep it open because they have deactivated it so I just want to commend the team for trying to get somebody in and then finally I want to appreciate I know tonight you're taking resolutions for teacher appreciation and classified appreciation this pandemic has shown what a team we have people stepping up
in categories and offering to help on a regular basis even though it's not their job they're calling can I serve food can I come and pass out packets to students everybody has been willing and very supportive and I just have to commend the team out there that continues to teach from a distance they're doing an amazing job the administrators are holding zoo meetings on a regular basis with their staffs and we really appreciate everybody so I didn't want it and without that I think it's a good I'm so kinda you have worried about what Lisa Lam that we allow our students to comply with to finish the program but but for future we should still try to work with them we continue a joint program because these are apple virus to many of our students
because I think therefore our CC ROTC is very effective I myself was in ROTC that's what's got drafted in 1969 Vietnam you know just for 17 of the goal but it makes a big difference on a discipline for these kids so I think we should support it thank you Thank You mr. bender that's alright me go ahead and do that good mr. Rowley any comments okay of course I'll comment I had the pleasure of writing along with the district's personnel and staff in in our district to celebrate the the nutrition it was a real fun experience to to ride along and go from school site to school site and just to see the joys in their faces when you dropped off the shirts I think it was shirts I thought well I should have got
I should have picked out one shirt from them and wear it in in solidarity but I have to say though that our teachers are working extremely hard when it comes to this distant learning because they are using a model that wasn't part of their training and they're doing such a fabulous job of reaching out to their students and having those contacts with the children and the families I hear quite a bit from the families who who who cannot believe the extent of preparation that our teachers put out in order to reach the audience I have to say thank you to the teachers and to the classified staff for everything they do thank you mrs. Davis interesting meeting and I will tell you I'm most concerned about our teacher teachers and sitting there our teachers can
move forward in everything they need to succeed well they can do it well they need help and they need in a way then it's probably much tougher to work in this environment ever was with a classroom it's just hard so when I'm praying for our teachers but so we can so that they understand we really do feel their pain hear me we heard you speaking now Dennis speak yes all right I just wanna say I'm do you Coloma and Apple Valley High School for the bag lunch came out and how hard those women they're in the cafeteria step the way they have that organized it makes you proud really does entered under discussion action session it is recommended the Board of Trustees discuss and take action on the glowing items approve the consulting agreement with
public economics Inc and we need to approve the certificated and classified personnel actions as listed so move it thank you and all those in favor aye any opposed [Laughter] Dax okay that's boy definitely improve that requested leaves as noted I need a motion so moved second Wilson moved it and Donna seconded it and I need a vote all those in favor motion passes 5-0 approved the recommendation of the administrative hearing chairperson effective immediately on stipulated agreements tip six 2019-20 I need a motion moves Wilson so seconds I need a vote all those in favor any opposed houses a 5-0 under the consent agreement agenda it is a recommendation recommended that the Board of Trustees consider approving a number of agenda items as a consent list consent items are routine in nature and can be enacted
in one motion without further discussion this procedure concerns meeting time for a full discussion of significant issues consent items to be approved in one motion one 323 I'll made the motion of pou item c1 223 I'm going to pull item 1 okay you know is gonna do that car is asking to pull item 1 oh yeah I'm gonna ask for a motion to 2/10 agenda to 323 Sabrina motion yes amend the motion yeah so wanna you approve you make the motion to amend the motion to approve 2 through 23 who seconds all those in favor nobody opposed so it's a 5-0 so we need to have a discussion regarding the approval of the minutes of the regular board meeting of April 9th 2020 Rhea but my only question is there was a language that way
it was used on that agenda on the 10 minutes when it says I said it was like a quote and so I challenged the fact that there is no way I would have used the word prouder because it is just not in my vernacular to use terms where I am doing a comparative adjective so I decided to that I wanted to go back and look at it because I have I would not usually use that I would more likely use that I was I would I would be more proud to be something you know so I wanted the sentence to reflect what I definitely said and what I said was what was a channel I have never been more proud to be a member of such a community so I wouldn't use the word prouder
it's just not in my vernacular so you're asking for us to amend me regular minutes from the regular board meeting to say more proud to be about such a community and blessed you as opposed to prouder of the community is that correct the right okay can I have a motion to amend the minutes bless you of the regular board meeting of April 9th 2022 reflect the words more proud to be a member of such a community and I am Thank You Donna second second all those in favor any opposed thank you um okay so then we're on to stock reports any questions regarding staff reports yeah hey I had a question on staffing reports as I was looking at the expulsion summary on that section I'm a bit curious that one school will have four
students who were who had to be disciplined or suspended and I was just wondering what corrective actions is being put in place in that at that school so that it will reflect less students getting sent off for expulsion I'd mix it what's more equal which doesn't know that knows had four and I when I look at the high school with a higher number they didn't have the numbers and it's a that's an elementary school setting and I was just wondering what kind of programs they have in place so that they can begin to address cases such as that how do you want to address the fact that they have to do corrective action before they can even suspend a will and I just want to point out that in that particular report that was actually
two students who were expelled for multiple ed code violations so the desert Knowles had two students expelled that isn't anomaly for them they do not have a larger number across the year and of compared to schools their size but it does look like four because there were four different ed codes two on each or each of those yes the number was to students for but a total of four violations on the far right hand column but that first column number of expulsion z' is the total number of students so so yeah they do have other means of production but some of those as you know they're the number of explosions for us is is low only because we're working hard to make sure that we try other means of Correction prior in fact they are
required to demonstrate that as you know so I don't see at the for the overall year-long trend any anomaly there but we do watch for that thank you any other questions okay Kylie do we have any other public comments there's no additional public comments okay superintendent comments I just want to say thank you to all of you because I know how difficult this type of a board meeting is to gather via the Internet and some of the problems that we've faced but I appreciate you working so hard to get into this and be here and you're appreciated because I know it's difficult and then board comments mr. so actually we have to thank Jason and the entire staff allowing this locker you know I said it is tough okay and hopefully we can the only
comment I have as I was reading an article from County Superintendent different school districts can we look at how during the summer school period we can provide before the student continues into our back in our school district how can we help them to make up the lost time in terms of academics the week we feel we have enough work for them that they that they get advancement to release their voice is okay what we have in place as a plan Wilson is to do our assessments upon return so that we know what things we have to put in place to excel you know any of our remedial programs are not just a year-long remedial program they're intended to make up more than a year's worth of work in in a shorter period of time right
so fortunately it's not just Apple Valley it's every every school district and so we'll all be in this together the the governor's statement about starting in July doesn't that would have to be negotiated there's all kinds of things that go along with that so we we certainly will come back with a plan for summer school that we've been discussing and based on the budget it's looking like it's a remedial credit recovery process and we'll be dealing with this as we move forward for the next several years Thank You mr. bender okay thank you Rick Maria yeah I mean I'm just I'm just grateful that we are experiencing this big time where we are learning new new tricks because this is like learning new things about how to run this technology way of doing things I'm
really grateful about the technology team you'll be able to manage all of our questions and help us out I'm hoping that this is not the new norm but if it is I would like to get one of those Apple Valley Unified School District flags so that I can create my own background while at home I'll help you with us and then donít do you have any comments we all know how terrible it is but we forget it in the cut you know with our pictures what's going on with our teachers and I'm afraid we don't pay enough attention to our teachers there once it connect with their kids as a group we have oh my god okay closed session continuation is not necessary enclosing items any future items for the regularly scheduled these future items
okay so I need a motion for adjournment so I'll second it all those in favor thank you thank you thanks everybody okay
