004in their fields they are best qualified for I think this is a tough challenge for all levels of employment we as a community that are employed by this district have risen to the level far beyond what was originally expected the amount of work the superintendent and the cabinet done two more to move this for over 1,400 staff members to a different way of education is just amazing to me the support staff usage and maintaining all staff in a key position has been handled in a responsible way so far I look forward to more collaboration with administration and classified employees as the weeks ahead still leave much more uncertainties we appreciate your time and watching out for all of us and supporting our districts students staff and our community thank you for your time have a

009of five hup-two-three-four requires that rubbish preferences be consistent with federal law the California Constitution in Section two Nicole but some create preferences so not result in moving the moment access for people with disabilities academic only achieving people is innocence reflected for Olympic tickets these pupils are peoples who are economically disadvantaged sport as determined by eligibility for 83 or these grace Miller plus we you for pupils based on nationality race ethnicity or sexual orientation its import importance was section 49 Missouri one word purposes shall not inform now destroyed grateful millions for hours as a criterion for initiative for continuing education code section to remove suits it was the policy the state authority to promote person reducing their disability dinner dinner immunity to hurts for some nationality ethnicity religion sex or age six the state the purpose

010of this chapter is to prohibit acts that are contrary to the policy of providing these data for HDPE three of the eight least screening the petitioner received March 24th 2020 and David on March 24th we excluded disturb see admissions perfect sizes admission preferences rebates for the real injury to be given to the community of students admitted to or to mediate those in which their children are very close to the notice that the USC students from 17 to 13 in contiguous counties unit number six all proceed to other Valley Unified School District ordered by laws nine three to four to five minutes are there any questions or comments from members of the board about the admissions preferences Stevens I do I don't know I'm just curious based on this by laws that are set aside you

011don't have the meeting as for so that it can feel that's the cause for the people who meet these preferences are they saving it for specific group of kids that can come yeah [Music] so so they do have a waiting list for their younger grades and you know from them but they often do have room at the high school level for new students from it so I'll pause there and when it comes to new equipment very nice miss Landon to join us thank you I know on the admissions preferences I'm gonna go ATM those machines to address the board are invited so we know their comments to a USB board at a domestic or they'll you know any you know comments we do not okay so we do have recently Antonelli in recent doing to

012address the board for Lisa I'm here can you hear me okay both Bali and I are here just appropriately distanced in the same room so I'll try to make sure they hear us both the we have a proposed an amendment to our current lottery process as mr. Slusser mentioned in an effort for us to make sure that we are closely mirroring the student population of the of the district and of Apple Valley at large currently we allow students to enroll as soon as birth their Alea allowed to get on the waiting list and one reason the enrollment is always blind so an answer to the question that was asked there's never been a preference other than those explicitly stated which are the same so there's a there's sometimes a feeling that there is cherry-picking happening

013if I could use that term and that is not the case our enrollment is always blind and it is lined by by law so we cannot determine or sort out students who apply by any categories such as grades or discipline or anything like that it is a completely blind enrollment but in our current practice we allow students to sign up for that way our families to sign up for that waiting list as soon as birth and by doing that we feel that it doesn't give the same ability for anybody to come into Apple Valley so if they were let's say new to our community or something that waiting list is already very long by the time that child child would be eligible to come into kindergarten and then that waiting list is it makes it

014so difficult to get in that many of our students end up waiting six or seven or more years in order to get in and so we feel like by doing this and not allowing them to enter the waiting list and tell their school age eligible it is going to help with our our student population balance and that was one of the things that we work together with district staff to really make sure that we're putting in every effort to do in this next charter term so out of curiosity you no longer do the waiting list at birth correct so they will need to be ready to enter a kindergarten we will do it at age four because we do have an onboarding process that happens we call it nights in training and this is the

015process for us to establish relationship with our parents and to do assessments and placement in the classes for our students by by no means is it an enrollment earlier they're already enrolled with us and then we and then we're able to do that process so it won't be until age four that they're eligible to apply and then if we're over subscribed we go through the lottery process and the students who aren't selected in the lottery which is a public random lottery would be placed on a waiting list when did that start it will start um hopefully with your approval tonight so so now it starts they're allowed to apply for apply for the lottery as soon as birth but after this new renewal with your approval it will not start until at the age of

016four so the question I'm then asking is if you if you have been operating based on a waiting list that starts at birth but the child is now two years old what position do you have with the parent to tell them that offer it's no longer no they have to wait till four okay I'm sorry I didn't clarify that our proposal is to grandfather in anybody who's already on the waiting list and then I used this process moving forward so we would not be able to we did not feel that it was appropriate to do what you stated okay thank you thank you and then any other questions regarding that part I know Lisa Valley not a few other people they wanted to preserve support sorry so we're waiting to hear you know further public

017comment I'll close the public hearing on admissions admissions preference is stated in a petition Creole petition at 7:13 yeah thank you for your comments submarine so we need to have an action I mean a motion to approve the admission preferences concussion because I made a motion discussion of any discussion now we'll just vote is so you know we have put the motion out now you can discuss [Music] start with with it so Donna those who do with the requirement that charters to reflect the district with you to where it started from so if she reflect the same demographic or as close as so same demographic as the school district limits I'm turning from and so the change to this would be appropriate to try to match our demographics a better way to engage students that

018are from some great piece to for you oh yes I need to think about five of them and then under comments those wishing to address the board are invited to email their comments to a BOC board at ABAC not or four horsemen of the agenda we are there getting a sign they have not received any public comments um so we're going to go on to superintendent comments but I just want to reiterate what we're hearing regarding all of the work out there our classified staff person syndicating staff our managers the incredible amount of work has gone into transitioning to remote learning and the edtech2 even the coaches and just everybody stepping up to do everything they need to do to make this happen we are so committed as a as a group to provide a

019graduation ceremony when it is safe to do so I was on web malas ooh today I'm meeting with principals and we discussed this we will probably be putting something not yet sweet to our seniors specifically we're kind of consistent with the county when this measure most superintendents are trying to plan on being in face-to-face graduation and consume you can not effort when it's a to these other than that I just commend everybody for doing work and being patient with the transition to this type of money because you don't want to go sailing I I do miss coming to work every day and to me my hot baths are going to put emphasis so nutrition service work those are feeding the 5,000 students and today there are five thousand meals and and we've distributed out of

020those almost 7,000 perplex the students because if you consider that our high school students already other public's at home almost done we're still working on some hot spots and some things for students and some ways to results and access issues that very easy to see out of box things mr. so many moments me yes okay yeah couple brief for the board's information and I got notified by CSP hey by the ballot I've got elected back to serve on delegate assembly this is my 21st 22nd year on ISM I even don't is too early to talk about going back to normal yeah I'm always think that you know the dis dis current separation and pulling people out from work and all that nobody that impacts all over the country and I think it probably not not

021right right away but we as a district the county to support our world will begin to look at a plan how we gonna get back to the regular normal school year without fears and I personally feel very comfortable I'm not too scared because you know having two dollars to young as in medicine and I talk to them and and I myself have a ticker deer you know for myosin some of many many years ago when I was at my senior year from working in the in engineering for sorting out refuse I was eating lunch any and doing refuse analysis that's how I got ecoli and and I think those messes proven to be very effective and so on I feel more positive that our country can get over this hump I just want to share

022it with the rest of the board and you know what if we do go past there the kids back up hopefully some point Donnell government federal government a stake of it will keep us at this quick test so that we can make sure we monitor the student initially closely so that's all I have mr. bender well I just like to say the last three weeks that demonstrated the quality we have every level that's it really for you tonight so the rumors that maybe schools we're on the year-round school I mean that would mean that August because many kids with naturally go back what is there any plans continuing into August absolutely well the corporate right now has to you a summer school and we plan to continue and support students specifically those are credit deficient

023in a summer school model dipping remote but maybe nominees August I'm going to later I was on a WebEx today with and County superintendents and they're they do believe that we're hitting a point where we we really okay from you people as of today I'm sorry that we need we will you know they're they're really they're really this was more about the anticipation of not coming on ICUs and Fogelberg being the muscles that lots of cases but right now they do believe that you will see a see and then be able to open in August um nobody's uh nobody can really predict us and every day something changes and powered by our vehicles but we do have contingency plans and if we are going to continue to be remote we don't have to up our

024game a little bit if you recall today's that the project at peak actually moved back to to this Sunday it was supposed to be a nod to three weeks so hopefully it does hope that that does he think again he's trying to carry out the new plans were a major funk in kindergarten students in five years I have to start by extending and a great thank you to the general staff of Abu baraa school district are you the teachers rose to the occasion the administrative team rose to the occasion and even you admitted it superintendent you you set the tone as to how we are supposed to do things this district took its time to set up distance learning and I don't see us having regrets you did your homework you knew what what wouldn't

025work and you knew what will work and you said the tone so we didn't have all of those little kinks that are out there and many districts are now trying to pull back the cat is already out of the bag so there is no pulling back and I have to say that the foot services the ladies and the food service department should be really congratulated they are they've done such an amazing amazing work and then three teachers who are who were trained to teach in front of a classroom and then they had a one weekend or one one a few days to learn how to teach in front of a computer I have to say that I am extremely exceedingly proud of of those teachers and what they continue to do I know that every

026one of them is so willing to help out the other person and Ivy when I go on Facebook occasionally just to test the waters and I get people calling to try and drop off food in my house drop off something if I just give them the address I have to say I have never been more proud to be a member of such a community that cares for each other we just have to be patient we have to be patient so we can do it right and when the students do return they'll have a better appreciation for coming into the schoolhouse and the parents will have a better appreciation for what we do but I thank you guys for what you guys continue to do and to Kylie for flying all the way to Hawaii to

027bring me my headphones and the computer is the guys to come out and take my computer and fix it from a tree at one-o'clock they came to Hawaii picked it up and brought it back you know so that was so good well I thank you guys all of you I have really enjoyed this this period um that we are chatting with each other and sharing what we are doing I say I say unit safe yep thank you [Music] all of the board members that really really care about the district and we're so proud of our administration we are [Music] thank you thank you we're gonna go on to such an opposition action session it's recommended that the Board of Trustees discuss discuss and take action on the following titles won the previous atomies of academic

028excellence charter renewal petition received on March 24th 2020 for a term of five years from June 1st 2023 June 1st 2025 I'll second it and so if it please the court I'd like to just introduce once again Lisa ma'am and let her speak briefly on this very important rule in the life of a charter school and also characterize our relationship in this process is one that was won in the midst of this entire shutdown and closure and so here we are trying to figure out how to do the school of an entirely different doesn't your meeting these deadlines and coming across you know this little pick up to anyway as far as we need to other laws that took quite a bit of learning on my part and lots in Spain they were flexible and

029I'll tell you that as you've heard about our adventures with you eaten ci this has been a great relationship and that's why our recommendation is to adopt the resolution to grant you see there are two resolutions there for your foot into teaspoon but are stronger in the AC mr. plantain so I'll just go easy on ya Thank You mr. Slusser and um I want to just echo that I we have always since I've been at the AAE or the Lewis Center and this is Lisa Lam by the way we have always enjoyed the best authorizer charter relationship of any charter school throughout the state or the nation that I've ever known and I really think that it is an example of what all the board trustees were just stating that our community is truly a

030special one and I feel - very very proud to be part of it and very proud to be the charter school that is authorized by a V USD as Pat was mentioning I think one of our our proudest moments at least in in in my my tenure in this position has been our development of AVC I remember Pat and I I guess it's been about three and a half years ago now saying what could we do if we just work together to support all of our kids and a BCI is the child of that collaboration and our amazing teachers from both of our organizations who just really are the heart and soul of everything that happens there and just last year we served I think almost 4,200 students family members and and teachers in professional

031development and stem events and not something that I know that we could never do alone and either of our organizations and it's something that makes us really unique and and I think that we're all very very proud of and so we just look forward to with the board's approval of our sixth term to continuing this relationship strengthening it as training and I have worked together we try to you know really um collaborate in all areas and all types of it I don't know boards and events and things that we serve on and it's really nice to be able to walk lockstep with our fellow educators and so we just don't take you know the trust that Apple Valley the entire community has placed in our organization since 1997 we don't take that lightly and we

032will just are committed to always striving towards excellence and making you proud and being a major part of the educational community so we we look forward to answering any questions if you have any and just really are very grateful so we have a different way yeah and second if I'd listened to all those in favor all right any opposed houses would look like no thanks Lisa thanks Ellie and then we're gonna move on to a tune which is a pretty certificated and classified personnel actions as listed in you motion um a preview request for these as notice and commotion so move any of those by go um we're going to amend the recommendations of the hearing chairperson regarding people personnel in closed session the Board of Trustees to action in support of the quality recommendations

033from Superintendent be one people personnel 31 1920 1333 1920 and step5 1920 on motion by Dennis fender and seconded by Rick Rowley 5 0 vote the Board of Trustees amended its lesson 31 1922 the following the Board of Trustees amends the administrative hearing to camp recommendation who needs to be expelled to super-intense Bernardino County Community High School where remainder of the 1920 train semester can be placed on a suspending enforcement of expulsions high-desert premier Academy for the 2021 fall semester to be placed on a suspended enforcement of expulsion from your Academy remainder the 1920 1920 spring semester in the 2021 fall semester and then the explosive case some 32 we need a motion a second any of those on explosion please explosion number 33 20 1920 I need a motion to second 0 stimulated agreement

0345 1920 I need a motion so moved second number 32 1920 any of those houses advisor owned by the insensitivity it is recommend to the Board of Trustees consider approving a number of agenda items of consensus consent items are routine in nature and can be enacted in one motion without further discussion this procedure concerns the meeting time for a full discussion of significant issues consent items to be afraid in one mention one 325 G 1 to 25 I just needed to get some clarification for yes we can say motion I can amend my motion to do take to approve item G 1 1 325 any of those okay let's see the discussion number for that it is a gift of a used vehicle and that the used vehicle price is almost like the cost of

035a new dream so I wasn't sure how how that works out department was getting it yeah thank you for asking that's a good question and probably that item so the background is this this is actually although used it's a fairly used diesel truck that's a excellent vehicle for our would Career and Technical Education Program and alpha value high school and so vehicle was returned by the original order something couldn't be resold but it still an excellent demonstration vehicle for purposes and students to learn you know how to look on these particular vehicles and in fact what Greiner has done and in doing this has allowed us to have kind of a state-of-the-art vehicle for students to work on that will complement the rest of that season program so although the cost does show or the

036value shows that twenty thousand original sale pricing that vehicle was of course much grayer interesting me also for us we incur no long term difficulty at the point where this car becomes no longer useful they indicated that they will help us with taking that vehicle back to sometimes that will come out for us especially if they're not operational so we see this as a better question number four reports are there any questions of the staff reports then we're gonna move on to section five comments clearly are there Vincent our email we have not received any additional comments thank you I was interesting for internet comments I just would like to thank you for your patience with this processing and us learning this um and I we'd like to ask for permission we will be forward

037an item or unsweet and we have identified that we had something right I've masked over in the warehouse and there probably are before the Lincoln fire they were they inspired quite some time ago and even though they've expired they may be useful if there is a dire emergency to meet her the need of and maybe pies I'd like to meet them so they've gotta meet arises we could transfer them to any first responders that might be interested in realizing even the expired pilots in talking with a Moscow today you know everybody is fitted for those they don't just put one's eyes on they find the best one for them but we'd like to be able to be not necessary thank you so much okay so thumbs up that if we put them on non-smooth items

038later we are allowed to do that transfer it's good i have no photo con man's nothing at this time [Music] [Laughter] he'll be receiving some information from highly regarding the signing of documents three DocuSign we will follow up with you so be watching for that and our next regularly scheduled board meeting is Thursday May 7 at 5:30 p.m. and it will be yeah everybody I'm sorry I'm sitting in my dining room but the window was right
