I'm the special education coordinator at Magnolia Adult Transition Program. I'd like to share a few highlights about our program. The Magnolia Adult Transition Program is dedicated to empowering young adults with disabilities by providing them with the skills and confidence to achieve lifelong independence. The program's approach goes far beyond

004the traditional classroom, focusing on a blend of practical real world experiences and essential life skills. Students gain valuable work experience by operating a campus coffee cart, handling orders, making drinks, and serving customers. This initiative extends into the community with a special trip to a SULPA meeting planned for October. The program also supports students in building independence through regular community outings to local spots like thrift stores, cafes, and doughnut shops. The program offers enriching field trips to places like the Huntington Library and local museums to prepare students for post-secary life. It also allows students to explore local college campuses such as Citrus College and Mount Sack. For career development, the program offers support with job placement, providing transportation and guidance from dedicated job coaches at work sites like Walgreens, Costco, and the Isuza City Library. In

005the classroom, students focus on academic and practical life skills, including cooking, laundry, and communication. The program's team works closely with families to create a safe, supportive, and welcoming environment where every student feels confident and valued. I would now like to introduce MATP student Chris Mora, who will lead us in the pledge of allegiance tonight. Chris. Please stand. Your right hand over your heart. Ready begin to flag and the father of God. Thank you very much. Um, Christopher, I'd like to give you a certificate. Isuzu Unified School District. Moving on to item 4.1, discussion of Isuza Unified School District facilities. Mr. Thega, I turn it over to you. Thank you, uh, board clerk

008Rodriguez Pena. Um, we are very excited tonight. Uh, tonight's topic, uh, study session, uh, is around facilities. Uh, we are taking advantage of the fact that we have this time uh, to break up today into two parts. Uh the first part is going to get a closer look into three major components of uh that goes into facilities. Uh you're going to be hearing from staff and you're going to be meeting uh two relatively new members uh of our of our team. The second part of today uh will include uh Miss Latasha uh Jamal who is going to provide an update on two things. The first update is going to be on the 10-year deferred maintenance plan that we had uh brought to the board of education previously and then on the facilities worksheet which has

009also come to the board of education um in the past. These updates will include progress on projects uh and uh budget uh as well. And then uh once we do the rotations, once we hear from uh Latasha uh then we will jump into uh just an open conversation from the board of education uh regarding next steps. So with that like to turn over to uh Miss Mo. >> Good evening. Um thank you again for this opportunity. Um we are excited um about what tonight is in store for you. You will have the fabulous opportunity of meeting our three leaders of our maintenance and operation department. Starting first with our director of maintenance operation, Mr. Jesse Gonzalez. Uh followed by and not in no particular order, our custodial supervisor, Adam Stoaltz, and our ground supervisor, Robert

010Zamora. Um we will have three rotations as superintendent Ortega shared. Um you will have 20 minutes in each station. Um they will provide you an overview of their departments high level, give you opportunity to get to know who they are as a person, their work experience, some of their goals. Some may share challenges and just where they feel that we'll be how they're going to elevate Isuza Unified School District under their areas of expertise. All right, we will have our timekeeper, Mr. Jorge Danio. U we will find out when we have a 10 hit the 10-minute mark as well as the 15 minute mark to be fair for you to have the opportunity to ask questions. All right, so we are going to break ourselves up into groups. We will start with custodial supervisor. Let's

011see. Let's go up Miss Vinitas. Vice President, you can sit here with uh Mr. Adam. I'll have board member Greer. You can start with Mr. Jesse Gonzalez. And I will have board member Ramos and Miss our clerk, Miss Alana Rodney Gpin with Mr. Robert. And I will um I believe Miss uh board president will be virtual. Um so we will have her join in with Benitas if that's okay. All righty. Hey, Superintendent D. Continue. >> Thank you, uh, board clerk. Uh, I want to give a shout out to, uh, Jesse, uh, Robert, and Adam. Uh, good job, gentlemen, today. So, moving on with the theme, uh, facilities, going to turn over to Latasha, who's going to give us a, um, an update on the 10-year deferred maintenance plan and on the facilities uh, plan. >>

012So, good evening again. Um, one, I want to thank um, Robert, Jesse, and Adam um, um, to allow you all to get a glimpse of them in their light. um hope you guys now feel like you know them just a little bit more but more importantly um have the confidence that we have in them in which they were appointed or hired for this position to move our district forward. Um so as superintendent or take us share we're going to start with our tenure deferred maintenance. Um before we start I do have printouts if anyone would like a printout or it was attached into your board packet. I have the large size and I have the 11 by7. So just let me know which side you like if you like one or is everyone okay? Everyone's

013good. Good. Thumbs up. embarrassing. Okay, we're gonna do better. We're gonna do better. Okay, so our 10 Would you like a larger one? >> Okay. Okay. Inspector gadget. Here we go. All right. So, we have the 10-year deferred maintenance um plan. Um we presented this to the board of education um in early September of 2024 of last school year. Um we um are providing you an update now of where we are. Um so this started with 22 20 uh the 2022 school year through 2023. Um the crossout lines are indication of all the tasks that we have actually committed um completed I'm sorry. Um so if we look at 2324 all of the areas are slashed through which means we successfully completed um those items in the line. Um in September um the board of

014education gave us authority um to complete 2425 school year. So we've completed the painting um at Hodgej Elementary. We completed the HVAC at Lee Elementary. We um completed the painting for Longfellow as well as our roofing work um our roofing work at Valley as well as the roofing work flooring and the gym floor um at Glaststone Middle School which we have not completed um is the slurry at the tennis courts at Isuza High School. Um and so one point of reference is everything on this sheet does not mean we have to do it right now. This was our 10-year plan of saying when the year comes, given authority from the board of education, that means we're going to assess and address that item if it's needed. As of right now, it does not appear that

015the tennis courts need a full slurry, but it could use a painting, so a paint job. So right now um under the direction of Jesse Gonzalez, director of MOT, he is currently receiving quotes um to actually complete that task and we'll update the board education um based on that expenditure. Another point of reference I want to remind um the viewers as well as board education, everything on this worksheet is completed out of fund 14. So years before I've been here, the district made a bold decision to say every year they're committing a million dollars to fund 14 to assist with deferred maintenance. And right now we are committed that we do not do anything with those funds unless we receive authority from the board of education and it must be on this worksheet. Another point

016of reference um we talked about in September is based on this worksheet, it is true that a million dollars a year would not be a allow us to achieve this goal. And that's when we talked about that if we were to increase that million dollar contribution every year to 2.5. That would mean on average we'll be contributing $3.5 million to deferred maintenance. And every year that would ensure that we would have enough year after year to complete the next year that's in that phase. is also point of reference that when we gave that estimate of 2.5 million that's under the idea and umbrella that everything would have to need to get done but there's oftent times where work that's on this spreadsheet would not even have to come out of this funding for example if

017we see for 2526 we'll see that the flooring and NPR um flooring for classroom office is on there for Dalton it's also on there for Lee and it's also on there for Paramount Well, those are three schools that are scheduled for modernization. So, when their flooring is done, that'll come out the bond fund. So, that means for that year, if we receive authority to get the project um to complete the project, though the work will get done, the funding from 114 will not have to be allocated to these resources because another funding source will take care of it. Okay. You'll also see that we continue to have HVAC on there. That does not mean we still have a plethora of HVAC units that have to be replaced in the district. But again, this is a

018deferred maintenance plan. This is so that we're not in a predicament that we were in two years ago that we were grateful to get the ESSER funds. And because of that, we were able to upgrade all of our HVAC. We had a lot um even over 75 units that basically were at end of um life. Receiving those onetime funding actually helped us build us out of that need of we're going to say how we're going to be able to have AC units. I mean, for the first two years, I remember that was a public comment. I dreaded every board meeting in the beginning of the school year because that's all everyone was talking about is how hot it is in the classroom. We don't have that anymore. And that's because of the one-time fund. But

019by implementing a 10-year deferred maintenance plan, now we're eating away at that over time and it doesn't become a wow, we are stuck. We need to come up with millions right now and we had no plan. Deferred maintenance also not in addition to just having a plan, it helps extend the life of your equipment, extend the life of your facilities and your buildings because you're doing the touch-up work. It's almost like getting a oil change for your car. If you don't do it, eventually it's just going to die out. I learned that the hard way. But if you do it properly, you'll keep it going. It's like the little engine that could. So tonight, we want to give you an update on where we are in 2425. Everything that the board of education gave us

020authority on has been completed. Um then we have the consideration of uh 2526. Not going to go into that deep dive conversation. Just wanted to give the board of education the update on the 10-year deferred maintenance. Before we go to our facilities uh template, is there any questions on here? And again, this is the same worksheet that we provided in September. Just giving an update of what has been completed. Uh, Mr. Tasha, I um can you uh provide them an update uh in terms of the budget uh in fund 14? >> Yes. Oh, thank you. So, right now, um fund 14 has a balance. We closed out 2425 school year with $1.2 million. Um and then this year we're scheduled to um make the contribution of another million dollars. So, that means the balance in

021fund 14 will be $2.2 $2 million for this school year. >> Thank you. >> I have a question, Latasha. So, can you I don't know if you have this number, but do you have a rough idea how many HVACs were replaced and then maybe like a total value or the amount spent? I'm just curious because it was I remember when I first started it was like it was coming up all the time, right? we were getting emails and things like that. So, if you have that number. >> Yes. Um I don't have the exact number, but we did over 70 units um for HVAC and that project was over $17 million. >> Wow. >> Thank you. >> And thankfully all ESSER funds contributed. We did not have to use general general funds to complete that

022project. >> Great. and and uh uh board, we're going to come back to this sheet uh once we get an update on the facilities and we'll try to wrap it up and then again just try to maybe generate some next steps. All right, so now we're going to jump into our facilities worksheet. Same question. Would anyone like a printout or are we okay with the electronic version? Thumbs up. Thumbs up. Okay. So, just first want to do a recap um of the facilities worksheet. Um this was a plan that was presented to the board of education in May on May 10th of 2022. Um it was broken up into four categories. Um it was prior commitment which means those were projects that were previously committed to um utilizing bond funds. Um then we had um

023strongly recommended, we had safety related and then we had the category of upgrades. Then we go into our colors. So everything that is yellow on this spreadsheet means the board of education provided us authority to complete to do the project and that project is shown as completed today. Everything that is green on this worksheet also means the board of education gave us authority but the work is in progress. Okay. Everything that is gray were items that were previously listed on the worksheet, but the board of education did not give us authority. In September, when we re um presented this worksheet, we did add um the modernization of converting Slawson into Sierra High School's new home, as well as converting center into a community center. One new addition that we have added this time that's in

024gray you will see is the courtyards for Isuza High School that was talked about during one of our carousels tonight um with Mr. Robert Zamora. Okay. You had a question. I have a question. I was thought about it earlier but you talked about um the gray area. I was thinking about this earlier when you were talking. Can you remind me if the cost of like maintaining the schools that that the surplus property was did we budget for that in here like just like if there's maybe there you know it gets um tampered with or you get spotters there or you have to put boarded up I don't know if the money was in here just question no ma'am so to answer the question no ma'am so this worksheet um I would say look at it

025in a lens of projects so these are big projects that we're saying if either we need to do it because of safety prior commitments upgrades or wish list. The first worksheet that we were looking at was deferred maintenance to maintain our existing properties that we're actually using. So, but we do um allocate resources to board up curb appeal for our closed sites, but they are not listed as a budget line on either one of these worksheets. >> You're welcome. >> I'm going to ask you a question regarding the gray digital marquee. Aren't the marquees up already? because it's in the gray saying that they're it's not approved yet. >> So, this is to upgrade >> the ones that are there. >> Yes, ma'am. >> Cool. >> Yes, ma'am. Yes, ma'am. >> We need some >>

026better ones. >> Yes, ma'am. >> We know there's at other schools and I think that that was just a teaser, huh? >> Thank you. >> Okay, so starting at the top of the worksheet just to go um not going to go line by line, but just to go over the categories. So we have um the second column after you have the header it tells you the date that the board of education approved gave us authority to start the project. Then you have next to that the original estimate meaning at the time this worksheet was committed or completed or at the time the project came into inception. That's the amount that was projected for the cost of that project. So a perfect example would be classroom modernization. Um, it was previously estimated that it was going

027to be $19.5 million. That was years ago when the bond was originally passed. Since then, now getting updates, that's going to be an increase of $15.6 million. All right. And you can see that in the next column where it says increase decrease. Okay. Um, the column after that, you'll see the date. If there's a date listed of when the project actually started, if there's no date there, that means we have not broken ground. But everything that's on this list, we have broken ground on. Many have not been completed. Um such as if you look at the parking lot expansion project we've started. We've completed um uh Magnolia. We're almost complete with Valley. Um almost complete with Murray, but we have not broken ground um at Dalton Hodgej or Paramount. So those are things to um

028take in consideration. Another point of reference I would like to bring up is that as we've always done or we continue to do with our board um budget is we continue to try to work to find other resources in which that we can complete um the funds. Um you see some if you're in the increase decrease column it some of the estimates did come in more um so we did have increased cost and expenditures. Um but there were some that we were able to have a savings from either the cost was less or we were able to find additional funding source. So, if you look at the bottom, when you do classroom um furniture, we were able to utilize the one-time funding for the classroom exp uh classroom furniture upgrade versus utilizing the funds that

029were actually here on the worksheet. Another point of reference um that I would like to share is like when we're looking at the prior commitments, the $15.6 million increase does not mean we are writing a check today for $15.6 million. What this means is that when this um project comes to fruition and as of today if everything was starting when we finish if we don't have any more increase in costs the projected increase um to complete the last two schools for modernization because Paramount has already started um would be an additional $15.6 million. Any questions on those categories before I go to the bottom of the worksheet? >> Yes, I just have a question again back to the marquee. So this is Does that mean all the mares in the high schools and the adult

030school and um middle school? >> Um no ma'am. For so the digital marquee was for Isuza High School, Glaststone Middle. >> Oh, and that's it. Just those two school. It was just the two um secondary schools >> because I don't know who put the one at the adult school, but it's very low and it's they're always cracking the case. >> Yes, ma'am. And you can just go by and punch it. That's how low it is. It's It's my height. I could just hit it. >> Yes, ma'am. >> So, ever thought of raising it or does anyone think about that to raise it or put it somewhere? I don't know. >> Um, so so yes. Um, >> no. >> So, yes, that is an option that we can consider um um and to ensure that going

031forward any marquee that is installed is at the proper height and elevation. Um, and that's what we'll commit to going forward. >> Okay. Thank you. You're welcome. >> Natasha, I have a question. So, you said that the like the classroom modernization that's since the bond was adopted. So, that would be the increase 15 million, right? Is that what you're saying? >> Yes, that would be the increase to complete those projects >> over time. Yes, ma'am. >> Okay. Thank you. >> Yes, ma'am. >> All right. Any other questions before I go to the bottom portion of the worksheet? >> So, one clarifying question. It'll be relevant, I believe, throughout. So there's the whole column increase decrease. What you're saying is there has already been the board has given authority to start each of these projects but

032the price has increased and so board has or has not authorized that increase and has that is that increase deducted from what we will see later or is or is there new authorization needed to complete those projects? >> So no there's not new authorization. So I'm going to give example paramount modernization. So the board gave us authorization to complete the project but every time each specific project completes um starts we actually bring that agreement to board education and it's at that time the board is agreeing to the cost and then we update this worksheet to reflect if it's an increase or decrease. >> Okay. So I'll say actually let me save part two to my question for after the rest of your >> Okay. Sure. >> Any other questions? All right. So if we go

033down to the bottom of the worksheet. So, when we first presented this to the board of education back in May, um May 10th, 2022, the available funding was $59.7 million. Um that was 22 million from fund 21 um 1.3 million and fund 25. Fund 35 had 12 million. Fund um had u 10 million. And then we knew we were doing the final issuance from u measure K, which was going to be $14 million. As of September 9th, what we have now is we have 30 million um remaining in Measure Kum again because we had received the last issuance. We've already spent out all of the funds from fund 25, 35, and 40, but we now have $2 million, which is the non-refundable deposits um from the proceeds of the sale. And today we received an

034additional $350,000 um deposit that will also be nonrefundable. So that would make that $2.3 million that will be available um for for whatever the board will give us direction to. If we go over to the right just a little bit um this is given a summary of where we are as far as from the May 10th um decision. So the available funding at that time was $59.7 million with all of the increases and decreases. decreases, meaning the cost came in less or we were able to find funding from another resource. Um, we are showing that there will be a shortfall of $ 8.8 million at the end when all these projects are being completed. So, not today, but at the time that when these projects are actually coming to fruition, if we're currently at this

035steady flow, if we have not received any more funding, um if we have not had any uh more deposits or if we have not had any more state matching funds, which we constantly submit for, we will be showing that we'll be $ 8.8 million um short. Are there any questions for uh Latasha before we jump into kind of like the the analysis of what of where we are right now? >> Did you say that 8 that 8.8 number is on here? >> Yes, sir. Are you on the worksheet? >> Yes. Right here, sir. Right here. Thank you. You're >> welcome. So I do have a question Natasha. So since you're saying we're always applying for funding and where we're going to get the to cover that right that gap. So how far advance do we

036plan out is it to to start looking for funding and to cover that? >> So we're every day. So we have a partnership with CLC. Um they're one of the consulting agencies that assists with us with the state matching. So every time we're doing any project that's eligible for a state match, they will submit it and typically we're awarded based on the age of our facilities and then we have those proceeds that come in and we could use those for future projects for modernization. >> Okay. So because I know it's like a big ticket item, right, for the whole to get it done. So I'm thinking, okay, I don't know how you know one, what happens if we don't get the money, right? I don't see I don't think that's going to happen, but I

037just wanted to get a better understanding of of you know how we plan ahead. >> Yes. And so one thing we do know um that is happening right now is we're currently selling um properties, right? >> And so the proceeds of the sale of the actual properties and include in addition to the deposits can only go on facilities. So if that was the board's direction um that is a decision that the board of education could make to say this is what we want to allocate proceeds for. Okay. Thank you. >> You're welcome. >> So, I'm going to try to um try to get us to like a a global understanding of where we are and then um provide some initial options uh for the board to uh to consider. Okay. So, I'm going to go

038back to a 10-year deferred maintenance plan. Okay. So, thank you board of education that you know year by year we have been approving the 10-year deferred maintenance plan and that has allowed us to invest in our school sites. Latasha said it best. This is about maintenance. This is about not finding ourselves five years from now. we haven't done anything and now we have a big ticket item and now we're scratching our heads trying to figure out where to find this money. So these are not projects, this is not new. This is just let's maintain our facilities. So to bring us back to this really quickly, um we have we have communicated to the board that an additional deposit of $2.5 million per year would allow us in addition to the 1 million that we already

039do would allow us to ensure that we can implement this 10-year plan to Latasha's point. Sometimes that two that additional $2.5 million because it's really $3.5 million a year. Sometimes that year it's so we're only going to spend a 1.7. So we're not using the whole 3.5 but that carries over another 3.5. Uh oh. This year things were a lot worse. Uh but on average we are thinking that this is going to require about an additional $2.5 million. Okay. It is important to note that Latasha did say that right now with last year's deposits, it looks like we can execute with the funds that are there right now, meaning without the additional $2.5 million deposit for this year. But just keep in mind that although right now that those funds are there at the end

040of the year the likelihood of this fund now fund 14 being zero is high. And so then that takes us to 2627 starting 2627 at at zero versus deciding to continue this trend. Let's decide tonight. $2.5 million deposit to the 10-year deferred maintenance plan. We're guaranteeing not only the 2526 line, but we're also guaranteeing the continuous of the plant. So in in one bucket, right, the board is is trying to understand there is money for 2526. Just use that money. We'll worry about 2627 later on or no, we we we want to invest in this plan. Staff is telling us that an additional $2.5 million deposit guarantees the implementation of this plan. Then that might be a consideration. So for this right here, it's halt. Option one, halt. Stop stop the work. Option two, yeah,

041you have the money. Do 2526, but I'm not sure that we should do the $2.5 million deposit right now. Or option three, we are committed to this 10ear deferred maintenance plan. We understand the law of averages. We understand that the budgets are going to be higher and lower. So, boom, let's do a $2.5 million deposit. This one is pretty cut and dry, but it becomes complicated when we move over to this guy. Okay. So, deferred maintenance plan, 10 tenure deferred maintenance plan kind of we kind of understand the three things that are in front of us. >> Yes, ma'am. >> I have a question. So, the 2.5 takes us through the whole plan. >> No, the 2.5 million is $2.5 million a year. Yes, ma'am. >> That's what I wanted to clarify. >> Thank you

042for that that that clarification. >> So, so what direction are you looking for? either the um one, two or three from the board approval or >> eventually once once I once I walk through this this piece right here >> just for clarification through where where is the fund 14 coming from where where are those coming from? So, um, number one, it's coming from a a commit a prior commitment, uh, from the board of education prior to us of a $1 million deposit every year towards deferred maintenance, uh, to towards deferred maintenance. >> Does that come from the general fund or >> that is correct? >> The 2.5 right now has been coming from this and by by this I mean the funds that that we have available here. Correct. The 2.5 for the deferred maintenance

043that would be if the board gave us direction to increase. >> Correct. But last year the one the the one deposit was from this. >> Yes. >> Was from from and from this I mean from the money that's available here. >> Okay. Kind of that hasn't been used at that time. >> Correct. So so now let me get to to here. Okay. So Latasha pointed out that if we were to do only the projects that the board of education has granted direction and we were to see them through, right? Because these are going to take years, some of these, not all of them. A lot, you can see we've already completed a whole bunch of them, right? But when we're talking about the modernization of Paramount, of Belton, and of Lee, I mean, that's going

044to take years, right? But let's pretend that we were to fast forward to the future of like, oh my gosh, we're finally done with this whole list of what the board authorized, we would be, if everything stayed stagnant, we would be 8.8 million short to complete that, right? But there's a couple of things that we need to understand that $ 8.8 8 million right now does not bake in the $2.3 million that we currently have in non-refundable deposits. Does not include and I know it says 2 million up here, but we literally just got a deposit of $350,000. I'm going to round it up and say 2.3 or round it down actually to say $2.3 million. So if we were to apply that $2.3 million, then this $8.8 $8 million shortfall is really a $6.5

045million shortfall. Yeah. But again, that is only if we are fast forwarded to the future. Nothing has changed. Prices haven't gone up. We haven't got any more money. And oh my gosh, we we we don't have enough money to do this. But obviously we all know that we currently have four properties up for sale, right? So if those things go as projected as early as end of 26, 27, maybe 28 depending on where we land. Those proceeds then come to here. Right? Today we approved uh two amendments and you saw the the ticket prices there. Right? Again, I'm gonna lowball it and say $20 million per site. So that's $40 million now that comes here. Number one, that erases the 6.5. And number two, it puts money in the bank to say, "Oh gosh, let's

046look at the gray areas and what what can we do with the gray?" Okay. And to over complicate this right now, you might think or we might think, well, how could we do anything in the gray right now if we are six $6.5 million in the hole? What what makes that complicated is only if we are fast forwarding to the future. Currently, we are not $6.5 million in the hole. Currently, Latasha pointed out there's $32.6 million in this bucket. But that bucket of $32.6 million gets wiped away. If we stop what we're doing right now, continue what we're doing, and we fast forward to the future, we're going to be in trouble. But what do we have? We have surplus property for sale. We have projects that are big in nature that take time that

047just can't be done overnight. So technically, if the board wanted to and had an appetite for, there are projects in the gray that if the board wanted to give direction to, we can begin to implement because we know that Dalton and Lee are over there in the future and I'm not having to write a check for that right now. So in this consideration knowing that there's 32 32 point actually we're going to call it 33 because of the 350,000 this is where we can the board can say okay well first and foremost let's take out of this that we have right now let's take $2.5 million and apply it to the deferred maintenance plan and and and that that is that is an option that the board has right to make because we know we

048have the funds right now. Or the board can say, you know what, let's give it some time. Let's get some more deposits. Let's see if we sell a property and then let's come back and and then let's I'm I'm I'm uneasy seeing that negative number right there to make any new direction or any new uh process moving forward. Um, so that is where we are at right now. So, a stop what we're doing. I'm still not stop what we're doing. Continue what we're doing, but we're not adding anything new, including the deferred maintenance. Go for it. You have the money, do it, but we're not ready to do a $2.5 million. >> Can I just ask a question then? >> Yes. >> Um, >> I would like to see, you know, the bond measure. I'd

049like to see the uh the pyramid that we started and that we promised the community what we're going to do because I see we have $30 million here in the bond still left, right? Am I seeing that right or not? >> That that is correct. Board clerk. >> So I would like to see the pyramid. What have we completed? What do we still need to complete before we start looking at whole other projects? Because you're missing what we promised the community why they voted for this bond measure. And I don't want to get backlash and say because I was there, right? You promised assistant, but now you're agreeing to something else. >> If I may, >> I don't want to be that person. >> If I may, board clerk, that number that you see down

050there. Yes. The 30 million in the bond. >> Yeah. >> That alone is not enough to do Paramount, Dalton, and Lee. So the bond will cover or barely cover or not cover enough the these are the bond prior commitments that we have up here. One, two, three. That 30 million is not enough to finish those right now. But I also do know that some of the measure uh K funding was used on other things that were not. Am I right or wrong? Some of that funds was not all used for the projects that were intended in this pyramid that we have >> that I >> Why can't we borrow money from them to give back? >> I would not know how I would not know how to answer that question. I'm not 100% sure on

051that one. >> I'm I'm not either. Um but if I could try to assist. Um so the pyramid what's remaining on the pyramid is listed here as the prior commitments and so what is listed what's remaining to complete the pyramid would be paramount modernization Dalton modernization and lee which is on the worksheet. What superintendent is sharing is that the available funds in the uh measure K fund is only 30 million. >> Yeah. to finish those last three prior commitments, it's going to be about three uh 30 $39 million. And that's our shortfall right now. What's different is though we're going to do those projects, we're not saying not do those projects, they're just not going to be completed this year. They wouldn't be completed next year. So the conversation is knowing that they won't be

052completed this year, do we want to utilize the funds for something else at this time, knowing that other funds will be coming such as the proceeds of the sale that can actually fulfill those last three commitments when when those projects are ready to get started. >> Understood. Thank you. >> You're welcome. >> Any further questions, board member Greer? >> Yeah. I have I have a few questions but but one to clarify something that you both said said we don't we don't have enough to even cover the prior commitments but well let me ask this the then if we look at the original estimate of the classroom modernization it's 19.5 million has that number already been subtracted from something when because it has been because authority has been given. So is is is is when we're

053looking at the total amount that we have did that 19 million already come out the you know bud budget wise theoretically >> I'm say that one a different way for me >> so we had when we were having some of these original conversations we had 59 we had about $60 million in in the bank then there was authority given and one of the one area where authority was given was for modernization and so when I'm looking at prior commitments on this sheet it is saying that the original estimate was 19.5 because 19.5 was authorized even before that work is done. Do we take 19.5 from that 60 or do we wait until those funds are expended uh to to to determine how much comes away from that 60 >> Andrew in two parts. So yes,

054we wait because until they're encumbered it doesn't exist. But what we have committed to is that we do not utilize anything in measure K which is the bond fund only if it's on those three sites. So right now in the bond fund there's $30 million. We will not touch those unless the board gives it authority because those funds are only for the prior commitments. And so if I look here at these two numbers, one that's 19.5 and then one that's 15.6 the those two numbers added together is what would need to be subtracted from that from that 32 million in order to not just the additional increase. >> Correct. >> Okay. And then board member Greer, just for the the sake of the audience and just for the sake of the conversation, um you are

055100% right in everything that you said right now, but I do want to point out that the prior commitments also included underground utility replacement and fencing upgrades. Right? >> So when we look at the total in that original estimate of 19.5, that really is 24.3, >> right? Just want to just point that out just for the just just for transparency purposes. >> Okay. And then another question that I have if I if I look down at the bottom, it says that safety related items that originally it was we believe that it was going to be 27. I'll just run down 27 million and then there's an increase of 12 or so million. >> That's a decrease. That's because it's okay. Perfect. Okay, that I I'll have thoughts and andor suggestions, but before I make any

056thoughts or suggestions, I'd love to hear other questions that board members may have. >> Any further questions, board member Ramos or or Benovitz? >> Yeah, I have some question a few questions. >> Okay, >> so do did these numbers just remind me do these numbers factor in like the cost of living, the cost of goods and No. No, ma'am. And so, um, just pointing reference. So, like all the projects is in gray with the exception of the courtyard, those are based off the original estimates. If the board gives us authority, that's when we will actually get updated cost, contractor cost, and we'll present that to the board of education saying this is the actual cost um to complete that project. >> So, that means there could be a little bit of change or >> Yes.

057Yes, ma'am. Hopefully it's okay. Um, I think I I asked um Mr. Ortega this already. So the 2.5 would be ongoing, you said, right? >> Yes, ma'am. >> But we we haven't made that decision. We're just talking about it. >> That is correct. >> Okay. And >> and may I clarify? I mean that that is that would be one decision to say okay we're committing every year temp 2.5 another one we could just do yearbyear right okay right now we're going to commit to 2.5 for this year uh but we need to continue our conversation at a later date to decide if we're going to continue with with that. So it could be full-fledged moving forward $2.5 million or it could be year by year by year. >> Yeah. Yeah, I I mean I have

058some thoughts on that because we although we have we're in contract for the sale of the property, right? We don't know. We got to remember there's still uncertainty out there in the market. So, okay. Thank you. >> Ramos, any questions? No. Okay, you can continue. >> Yeah. I so moving away from questions and now this this is more synthes some synthesized information and so I have some thoughts and suggestions. Uh, one it makes me it it it for me I I feel a bit of unease at the thought of if I heard you correctly pulling from the the 2.5 from this fund from these from these funds for to to go towards our if if we were to to continue on with the 10-year deferred maintenance plan. The thought of that coming from a fixed

059pot of money makes me nervous and uncomfortable as opposed to making that commitment from a general fund. If we were if we were going to make a if if we are going to and let me back up and say our facilities were have been neglected in in years past. And it is it is just right about now over the course of these past couple years that I feel like we we drive around and we we visit school sites and we look at our our school sites and I feel like we are beginning to to catch up to things that really should have kind of always been. And I don't I don't say that to make indictments on on the past, but just to simply say as as a warning so as to not find ourselves

060um getting too comfortable and falling falling back. So the the the idea of a 10-year deferred maintenance plan when when you brought it up, Mr. M loved it then and love it now. I just the thought of this year we we pull 2.5 million out and then next year we do it and and then as we're while we're waiting along that that money slowly slow solely drips out of out of this this fund. Um so there's there's the first thing that that kind of makes me uncomfortable. Um the other thing that I would say is I tend to be more conservative on these things and so uh board member Benvdas when you're saying things like there's uncertainty in the market and because of uncertainty in the market let's not look to expend these funds until

061until later and I will say that I was one of the loud voices some years ago when we were talking about when we needed to have the conversation on consolidating school campuses and we had active projects running and I was saying a voice saying we should pause on the projects that we have running if we don't even know what school sites we're going we're going to have have open but let me also say when I look up and I see that the original estimate was 19.5 and now there's an increase of $5.6 6 million. There there is a real cost in waiting. There's there's there's a real actual cost in waiting. And so I would be very interested in in trying to find the balance um so that we're not overleveraging ourselves beyond what is

062reasonable and and responsible. But I would also say that if we were to just wait until all the funds were were in the bank when we are anticipating some funds to to come in um I I think that would end up this this is a good case study to show us that it would end up costing us significantly in the end. >> Any further questions? I I totally agree with that, right? Because I don't think that although there is uncertainty in the market, right, but I don't think that we should, you know, put on the brakes, you know, I think that I totally agree with your scenario and um I think that shoot I lost my train of thought here. Uh, oh, what I wanted to ask is in that question I I thought about

063so and maybe you have to remind me when we have the these purchase and sale agreements, what is the close of escrow? I I can't remember how far they go out, right? Is it within the next three months, six months, years? Yeah, that was a >> uh so for tonight uh we approved uh the Mountain View uh purchase and sale agreement. So that one um I could say that the um extended closing date goes to May 14, 2027. That doesn't mean that that's when it will close, but we we have pushed it out till then the possibility of it going till then. And then for the former um uh Sierra High School, uh that would be September 17, 2027. Uh let me see if I can pull up the other two really quickly. Um, I

064would have to look at the other two, but we Oh, I don't know. Let's see. >> 2027 was the trend that we were seeing. >> Okay. So, um, Ben, I would like to add, um, I would be comfortable moving forward with the 10-year plan knowing that we will, sorry, we will get our funds, um, from our properties that are for sale. I I just hate to um stop and pause of things that we have been doing and have been upgrading our schools. The whole idea was uh beginning we'll go back to measure K was to um have this curb appeal that you just spoke about that we see we do see it now that was the whole idea you know people uh on the first bond in 2003 I want to say or 13 or

065or something like that um they did a lot of infra they did a lot of electrical work plumbing and people like they didn't do anything with the money because you can't see it but now they're seeing the front of the schools defenses and I really would hate to pause. If I were not going to get any funding with um our properties, I I would definitely say no, let's not move forward because there's some money coming. There is and I am comfortable with moving forward. That that is my input. I guess the question that I would have is kind of to piggy back on Roland's point. Um if right now there's 1.2 million in our for the for the different mains. Correct. >> Yes sir. >> Correct. And um we can opt to take 2.5 million

066which was what you had suggested um and just do it on on a one-year basis so that at least we know that this next year we can continue. Right. And it seems like with the with the sale of the properties and I know that you know as um board member Benvitas mentioned that the market's a little unstable but there's going to be some activity of funds coming in right so um that'll give us this next year that we don't have to halt anything and you know having 3.7 million in there um we shouldn't have to halt anything um to at least this year we're going to continue and by that time I think maybe six months we'll have a better idea of where all these different funs are going and how we can kind of

067prepare for the next year for the different maintenance. So I I would suggest that we consider that to put the 2.5 million in the general fund and then kind of see how it how it plays out. But so at least we don't stop the the the different mains but I because I think to your point it's very important that we continue >> and and I think actually that was the whole purpose of selling our properties. That was another discussion we have. What do they sell lease rent? We have so many different options and that was the purpose and I I'm sorry. Uh board president um Arianes, do you have any questions or anything to say? I I just looked up when I seen your name. I'm sorry. >> That that's okay. I'm I'm here. I'm

068I'm listening um in a little bit. Yes, I I would like to make some comments. Go ahead. >> Okay. All right. Um board meas. No, I just wanted to say that I I too I favor the, you know, 10-year deferred maintenance plan and I would hate to to see Isuza, you know, the school board and the district lose that momentum because if we notice it, right? >> Yeah. >> And we notice it because we sit up here and we talk about it and we're making decisions, but what does the community see, right? They see the same thing we see. So, yeah. >> What gre Tasha, can can you speak directly to your your thoughts, your recommendation, your your um thinking as it pertains to there's where that where the 2.5 comes from now and or

069in the into the future. Um because I I it seems like we were the suggestion was to pull from this fund and then and then it seems like in passing we're saying pull from general but but just can can there be can there be clarity on where can yeah can you speak to that? So first um I would say we have options. Um so um one option would be yes we could take the 2 million 2.3 million that we have right now which is the um non-refundable deposits and transfer over to fund 14 and then as we get more deposits we can um transferred over until we get to the 2.5. Um another option is as we have seller of proceed we can say we're going to commit a percentage of the seller proceed to

070continue the deferred maintenance plan. Third option is we contribute um we increase the million dollars that we take from the general fund and increase that to the 3.5 in total and that comes from the general fund and we do that every year um to fund 14. >> So I'll just throw out just a couple of things uh just to to kind of put it out. So to to expand on Latasha's like we we know we're going to have proceeds and you know that thing right a bold decision can be oh we sold a property or we sold three properties we're going to take $25 million from those sales put them in fund 14 and at least the district is set up for the next 10 years for a 10-year deferred maintenance plan just as an

071example right just to kind of exponentially grow kind of something that that Latasha threw out. Unlike and again Latasha you can check me on this but unlike uh right now saying uh let me go back to this sheet just to share unlike right now saying hey there's a $2 million deposit of non-refundable deposits from the developers and as we close the two other properties their deposits become non-refundable as well. So between now and the sale, we will continue to see a stream of of money that will not go back to the develop the developers if something bad were to happen, meaning escrow falls and they say we're out of here, but they're leaving this money behind, right? We can count on this money. There is a difference, and again, Latash, I need you to check

072me on this one. There's a difference from saying we have these funds right here right now that are secure that if we were to say let's take 2 million, 2.3 million, two uh 2.5 million and move them over to fund 14. Besides the ramifications of maybe a project in the gray, the ramifications of taking $2.5 million out of the general fund are are completely different and uh can be can be big. um in terms of our multi-year projections in terms of the county uh requiring um >> fiscal stability plan in terms of uh shortfalls and you know trying to find debt. So I do want to just kind of point that out that there is a difference in the impact that a move like that can have out of these funds versus uh a general

073fund uh transaction. >> So that that was the original so that I can understand correctly when uh Mr. When you first brought the the concept or idea of a 10-year deferred maintenance plan, was was the thinking or was the the the request the boldness with your with with what you brought forward, was it to pull from funds that come from sale of future properties or or was that to make general bud uh uh adjustments in our general budget to cover those costs? In September, the original ask was that we were going to increase the contribution from the general fund. But now having um the deposits says not refundable. Now that can be the solution and not have a ripple effect because it is true if it comes from the general fund that increase that third

074year out that we're already talking about fiscal stability plan and any other projected shortfall change in cola that's a ripple effect versus these are funds that we have right now. They have nothing to do with our general fund. These funds can only go towards facilities. They cannot bail out the general fund. This would be I would say a softer landing question. Yeah. And on going back to the deferred plan and maybe I missed this. We have a an estimate of what what's what we have planned for this coming year what that's going to cost? >> Yes. Oh, go ahead. >> Yes, sir. So for 2526 is $2.2 million. >> Okay. Yeah. Okay. So, so right now we'd be short um by a million dollars basically based on the 1.2 that's in the in fund 14,

075right? >> No, actually no, that's not correct. So right now there's 1.2 million in fund 14. The district is already scheduled to transfer a million dollars. So we'll have the 2.2. So in fund 14 alone this year could be covered if that's the board's desire. Board member Audianis. Uh board president, you're on. I if I'm hearing correctly, uh good evening everybody. Um, if I'm hearing correctly, it there's an increase in um what what we want uh done and that's the increase in the amount um of uh the cost first. That's my first question. >> President, could you repeat um your question? I'm sorry. >> So, the the cost of the things that we have in our list, there's an increase in in the cost. Uh yes, if you're speaking on the facilities worksheet. Yes, ma'am.

076>> So, in order to cover that, that's why you you guys are coming to the board to get an increase of added to what we originally had. Correct. >> Yeah. >> So, um the conversation that we're having right now is based on the 10-year deferred maintenance plan. Um and so, right now, um the district contributes a million dollars, um to the 10-year deferred maintenance. Um the board of education um gave us authority to complete up to 2425 um fiscal year. Um and so this year we're at 2526 and to complete that um line it'll be 2.2 million. The previous conversation was based on being short on the facilities worksheet based on the projects that the board of education had given us authority to begin on May 10th. Yeah, I I would have to um would

077have to agree with board member Rodriguez Pñena and board member Ramos. Um like not to stop what we're already doing since we are already in a role to you know in the community seeing what what we're doing. Um but this is probably um uh something that uh do do we need to vote on this tonight? Well, President, we don't need a a vote. We just need a direction and a consensus. And if I may be so bold to say what I'm what I'm hearing right now is a consensus that we continue moving forward with the things that the board has given authority to move forward. That means uh finish the theater. That means finish the roofing at Valley. That means fill finish the parking lot expansions at the schools that haven't uh been done. That

078means finish uh continue with Paramount, Dalton, and Lee. Um those things would continue and continue the 2526 deferred maintenance plan. I'm hearing consensus around that. The only part that in my head is I'm not 100% clear is if on top of that we're also going to transfer $2.5 million to deferred maintenance. That's the only piece that I I'm not 100% clear that if we have consensus or not, but that's what I'm hearing now. Consensus. Move forward. Don't stop with the stuff that we have already authorized. Uh including the 2526 deferred maintenance plan. Um, I think that's where the board is at right now. >> I I I I think that what a uh board member Greer said, um, I I I feel a little uncomfortable, um, raising it, uh, from 1 million to 2.5 million

079in that aspect. Um, I don't know. Does anybody have any other thoughts? >> Just to clarify, I ju for clarification, I'm not exactly saying that I'm uncomfortable raising it. I I think that's a that that that request as I took it when it was brought to us before was to look at it from the from the general fund. That that was my understanding before. And so then the what work do we need to do or h how do we how do we do that? And if we were to do that in essence that would prevent us that should prevent us from getting back into the same facilities hole that we've been in in the past. And so maybe that's maybe that's too much. May maybe that maybe that isn't doable. Maybe we do need um

080sale of funds or or bond or or things of that nature in order to supplement in order to to keep us there. But the thought of not doing anything and and and the the the request that we do more, I'm I'm in I'm in favor of of of doing more. So, I'm not saying that I'm uncomfortable with raising it. You're you're bringing up good points around we need to understand the ramifications of of the decisions that that that we make. And so, I'm I'm I'm for it there. So, to be clear, I'm saying I'm good to to move forward with all the things that we've already committed to. I, as of right now, am not a fan of transferring $2.5 million from from this fund over into uh fund 14. We said it is. >>

081Um, I think that's a a broader conversation. I am though in favor of looking at some of the areas in gray and asking where do we are are there some projects that we have not yet given authority to that we begin the process of green lighting. I am in I would be in favor of of that member Greer can ask for clarification um just because you didn't say even though you're not in favor of the right now of the 2.5 you still would be in favor to greenlight the 2526 knowing that there's $2.2 million that's the cost of 2.2 2 million. Let's continue with a deferred maintenance plan. >> Absolutely. Okay. Just wanted to clarify that point. >> I had another It's basically on on the same question I asked earlier, but maybe I'll ask

082it different because I wasn't clear. So, as we sit right now for the deferment uh plan, we have enough funds to carry us through 2025 to 2026. >> Yes, sir. >> Okay. So then I guess what would be the purpose of adding that of taking from the general fund or uh from the project funds to add to the deferment plan because is or is that for for future years? The the the purpose of doing that is to continue with the understanding that the 10-year deferred maintenance plan would take on average an additional $2.5 million a year because some of the years is not going to be $2.2 million. It's going to be more than 2.2. So if on on average we would need a $2.5 million additional deposit to ensure that for the next 10

083years we we well right now the next seven years or six years that that those would that those would get done. So you so 100% we don't need that for 2526 >> but we do need it if we're thinking long-term we we do need an average of that deposit to ensure that 26 27 27 and and beyond get done as well. But then do we have to do we have to kind of decide on that now or can we? >> No. No need to decide on that right now >> because it to me if if we we feel like we have the funds right now to as we start the school year to move on with the different plan which we all with the different plan which we all >> see like we have a

084consensus we want to move forward with that then um right now to not stir things up so to speak and because there's a lot of movement that that that we expect with with the with the sale of properties deposits etc. Um I would just say that we kind of table that for another um you know I don't know for another couple months see how things um play out so that we don't necessarily have to you know make a decision. >> Well so my question to that is so how are you planning to replace that funds if you took it out of the general fund with the sale of the funding the properties or how are we going to replace it? Um board clerk, are you speaking of if we use if we took from the

085general funds and put it in >> So no ma'am. Right now what we're saying is that we will utilize and max out the funds that are in fund 14. So right now we have $1.2 million, we'll be transferring another million dollars, which is our schedule. Every year we transfer a million dollars. Um if all the projects come to fruition, that would mean fund 14 will be at zero come June 30th. So come July 1, we will be transferring another million dollars, but that's all that will be in fund 14. So nothing beyond the million-dollar commitment that's already been in place that we do year-over-year will be coming out of um general fund. >> Okay. >> And and for the for the record as I by my calculations the only reason why we would have enough

086in the fund this year to do that is because there was funds deposited before. >> Correct. So due to the fact that as as you as you noted before us there was >> um a different an earlier iteration of us had the boldness to say let's put a million dollars aside for for uh into fund 14 and because that happened there is now um compounded you know two deposits or so of of that that are left in that fund and that's the only reason why we were able to do it. So it is and that makes sense to me because that is a regular ongoing expense and we're paying paying that out of our regular ongoing revenue. Um and and so yeah may maybe there's we can have this conversation. We can continue to have

087this conversation to determine what what we do you know post June of this of this year but but I'm just generally uneasy with the idea of using onetime funds for ongoing um expenses. Natasha, can you clarify for me uh when the board uh gave authority for 10-year deferred maintenance plan, did that come with a $2.5 million deposit? >> No. >> Okay. Thank you. >> I would excuse me. I'm going to have to interrupt. I I'm I'm in a f I agree with board member Greer. Um, since it did not come with it, I think this is a lengthy conversation and we're way past the board meeting. Um, at this point it's 5:00. Uh, no, not 5:00. It's your guys's 8:00 now. Um, we're half hour over. So, I think that we we can go ahead

088and continue speaking about this. At this point right now, um, there's no direction uh since I feel that we still need to speak on this matter. or president, just for clarity, uh just so that I'm understanding correctly, um does that mean there's no direction for the $2.5 million, but there is direction that we continue with the project be authorized and that we continue with the 2526 deferred maintenance plan knowing that there is sufficient funds there right now without having to transfer any monies. So, so excuse me, Superintendent Ortega. So, would you like to um ask each one of us individually and then we could say yes or no? I mean that I think that'd make it clear, right? >> Yes. And yes, yes to what you just said. Um if you can repeat it as

089well. So that means uh can you repeat that one more time and ask each one of us just as board member Yolanda Rodriguez P asked because I I do agree with what you just said, but could you please reiterate what you just said? >> Absolutely. Uh what what I think I am hearing in terms of direction for tonight is that we continue with the projects from the facilities worksheet plan that the board has previously authorized. So that means we're going to continue finishing the theater. We're going to continue with, you know, the things that the board already said yes to. And because there are currently enough funds in in fund 14, we will also continue with the 10-year deferred maintenance plan for 2526. Anything else regarding 2.5 million deposit or anything new that is a

090conversation for the future and we want to come back and and discuss and talk further about. I think that's what I'm hearing at this moment right now. I'm the most complicated one. Um, >> yes to most of that. Uh, yes to moving forward with the projects that have already been authorized. Yes to tableabling the conversation on the on what do we do with the additional 2.5 and does it come from where or whatnot? Tabling that. Yes to moving forward with the deferred maintenance plan. I however would prefer to even take time now um I or or even now or shortly shortly here after to to look at additional items on the gray um to to give some green lights to to start the process on knowing how long some of these things take. um the

091thought of waiting another six months to schedule this meeting to then give a green light to then go to DSA and looking at all of those processes. I would prefer while we are here to consider what additional uh projects we would give some green light to. I'll give an example if I'm looking at the safety related items which is what we had talked about prioritizing there are two items that are still gray on the safety related items which says street closure and and courtyard. One of the items was street clo I I'm not even sure really where we are with that. The last thing we looked at I I I know we have crossing and whatnot there and so don't even know how much that is needed but courtyard is not only something that is

092is safety related. It's it's something that's been highlighted for us to tonight in our meeting and looking at where there are our needs and knowing that we're going to be heading into rainy season. We will be reminded once again of the of the the need for that. So I would so yes to everything except I would still be in favor of extending our meeting even further if need be so that we can discuss greenlighting uh additional projects. >> Member Benabus, >> I mean I I think you know we are all invested in this right now and um I think I I really agree with uh board member Greer. I think too that um I thought we were going to agree on some of the great items tonight. I'm ready to do that too because I

093think that we should I would hate for us to wait another six months and lose that momentum and this way, you know, we can start putting together a project schedule for whatever we come to agree upon. That's where I stand right now. >> Board member Ramos, >> I agree with both board member Greer and both and board member benevas on all on all points. And I um also totally agree because I do feel that the street closure and the courtyard at Isuza High is it's a liability. Just just that being said, it's a liability and it is a safety issue. I always think about someone you know being in a walker or a student on a wheelchair and you know um as long as I've been in board, thank god no one has really gotten

094hurt but you know what when it rains I mean I even have to look down when I'm walking there. So if I'm not comfortable, why would I feel that someone else is not? So um I totally agree with what member Greer um moving forward President um Arian. >> Yes, ma'am. What was your question? >> No, we were all discussing um what we agree upon. Let me turn it down. I agree with the majority. Yes, that that is that is fine. >> Thank you. >> If I can uh just for our record. So, green light 2526 defer maintenance plan. Use the money that's currently in that budget. >> Green light. Continue working on the projects that we previously already authorized. Correct. Okay. And then new the board is ready to roll up their sleeves right now

095and start talking about some potential one, two, whatever. I'm not sure, but some potential gray items on this sheet that we would also like to consider to start putting in placing in motion. Um, and um, obviously this is up to the board of education. Um but coincidentally we do have already right now scheduled a December study session so it's not 6 months away. So if if the board wanted to we could you know uh continue this conversation as well like we can give some authority on some stuff then we can come back and say okay based on uh September 16th uh based on what the board decided we've looked further into and this is where where we would be and we bring whatever information that we could uh to that study session. >> Um how

096how do you feel? Yeah, that I mean that sounds great. >> The idea of both. You're saying both >> President Arianis. >> Yes, ma'am. >> Yes. >> I agree. >> December's not that far away and we can take >> correct >> more questions and um because I think we did we did great today. We did a lot today, you know, and I appreciate everyone's input and especially these gentlemen, you know, giving us a little bit little bit about about the background, what they did and what's needed and it's kind of did help make some of these decisions and we do appreciate that. I'm sure >> clerk. >> Yes. >> Just to clarify, I know I'm not 800. >> No, no, it is I am clarifying what was asked to us by the superintendent. So, I

097did not hear I may have misunderstood. I did not hear the superintendent say, "Are are we therefore done tonight and then we come back in December?" Instead, what I heard the superintendent say is um so then are we okay to roll up our sleeves and to to give some authorization to one, two, three, you know, whatever it is some of these points that which would give them some some uh homework to do and then we can come back on in December and and uh we and we they would be have more information for us based off of the the new authority that we gave them today. >> But I'm the subre president and I already said that. No, I'm kidding. Well, just just to be clear that that that's what that's what I would say.

098Not not that we stop and wait till >> December. >> Yeah. >> So, if those are the wishes of the board, I think I think the board can begin to have a conversation. Is there anything in the gray that you would that you would like us to again uh deeply look into, do our homework, and then in December say, "Okay, uh the board looked at the gray. These are the This is the one item. These are the three items, whatever that may be. Because I want to go back to what Latasha said earlier. The grays right now are stagnant with the exception of the courtyard. The exception of the courtyard, everything else is stagnant. Meaning these numbers are the numbers that you saw May 2022, right? So if you were looking at this and you

099were say, "Oh, let's look at, you know, adding a statue or whatever." Right? just to do a uh something else. That number right there of of Mr. Ramos, that number right there, that number right there would be the 22. And so we'd have to do our homework to bring you an updated so you can make the best decisions that you can make. >> Well, Superintendent Thga, do you um would you mind putting that in writing? I mean, so we can visualize it. I mean, I know what you're saying and I know we we're taking in a lot like I said, but in writing would would be appreciative um on hard copy. Good. >> How how wild is it to say, can we have updates on costs for each of these projects? >> Push push back.

100Push back. Say say that say it's not feasible. if it's something I don't want to >> or not not I mean you know yeah >> anything is feasible um so we >> right Jesse anything is feasible um so if you're saying everything that is gray um it would be nice if we can >> priority >> prioritize and say by December at a floor we want to see these items or if it is everything just tell us >> you know I agree um is can we afford it? Is it affordable? What is affordable on this gray area to us for us? I mean, of course, not everything, but what can we look at? You know, maybe that I don't know, maybe that may be helpful also, you know. >> Yes. >> Yeah. >> And I think

101um just to piggyback, I think that would be where the deep dive in the study session would be. At that time, we probably would have more deposits if any. Um and then maybe the conversation is based on the updated cost on the projects we listed or if you say every project then we say we're going to use the sale the deposits we only want to look at up to the amount that we have in available for deposits or we can say based on a state matching but we have options but I think the desire is if you guys can give us direction on which projects you want to update it if it's all we just say all and then on >> that up a little bit I'm sorry is that you move it the green.

102Okay. Just right there. Thank you. >> Because um >> Mr. David, can I ask the question? What was the reason you said everything in the gray with the exception of the courtyard? Can you tell me why? >> Yes, ma'am. So everything in the gray that pricing is from May. No, actually to be super duper everything in the gray minus the courtyard minus the former Sierra High School. No, minus the former Slawson and the former center. Everything else in the gray, those estimates were generated in May 2022. >> Wow. The former Slawson and the former center were generated last se last September. So there are that those are a year old. The courtyard because that's something that we we just added to this sheet that is the that is a current quote. But the everything else

103those quotes those estimates are May 2022. I would suggest that for immediate deep dive and you can get as much information um you know for our December meeting at the minimum look at the two items that are in the safety category right and I believe the courtyard is in there already so that's something you mentioned a couple of times so >> I would say at a minimum those those items um because I think you know again it's safety and so if we if we know about it then we should try to do something about it sooner than later I think I I agree with that. In addition to that, the where my my attention gets gets pulled toward is items again this these are in relative terms but items that are lower investment with higher

104impact if that if that makes sense. So for example I'm looking at the branding in the mirror at GMS that that is something that will that that would have higher impact and I'm looking at the cost of that and it's and it's 47K. So when I look at something like that where it's um all I understand these things add up but but that's the kind of thing that we wait and the the the cost just continues to increase when it may be something that we we can start the the the process on and I wonder what other things are like that um like the you know I think of I wonder the digital marquee or I wonder are there are there some of those things that we that we can do and then but what

105threshold would we even look at to to determine um I I I might look at I might use the the if if we're talking about that $2 million may I think I would look at that $2 million as a threshold if if we were to look here and and try to give authorizations toward a toward the $2.3 million that we have in non-refundable um funds at least at the very at the minimum. You know what I would like to see is the uh community conference center at Central Middle School. Um what is needed? You know, h how much do we need to spend there? You know, what are we looking at? Uh because it's already been utilized, you know, a bit um how much more do we need to do? There's just questions that I

106have, right? I mean, not later today, but moving forward. I think I had the same question with respect to like Sierra High School and the kitchen improvements. >> Yeah. >> Yes. So, we can do a more deep dive. Um, but based off of in September when we were presented to board education, we did get updated architectural fees, technology fees based on what we wanted for the bare bones, not to be flashy, but just bare bones. And that's the amount that's represented here. Again, it is a year old, um, but that's the bare cost. One thing we could consider if it was a desire for here is invest in architectural design because until you start having the framework and design work, >> we're really still just estimating because this is an estimate based on the bones

107right now. But if we're going to go up, go wider. Those are all things that we would have to consider. >> Any further questions? Except Robert Griff. >> Any questions? Are you good? board. President, >> can I just clarify? But right now, so we're saying the two items that we are providing a thorough update on is the cost to the street closure and the courtyard. >> Yes. >> As prioritizing, but whatever we can update in the whole entire list, we should update to have. I mean, to your point, right now, I've heard two things for sure. But that doesn't mean we're stopping there. Like anything else that we couldn't upgrade >> uh to bring uh the most up-to-date quotes to then have that conversation because I think uh board member Greer it's a good point

108to is it the 2 million is it you know whatever that may whatever that may be. >> All right we have our homework. >> Okay. Are are we good for now everyone? >> Yes. What? President Arianis, >> I think she um had to log >> she had to log off. >> Okay. Um are we moving on to 5.1? Um yes. >> Yes, ma'am. >> Okay. Um 5.1 adjournment. Can I have a motion? >> Motion to adjurnn. >> Motion by board member um Ramos. Do we have a second? >> Second. Second by boardman benevas. Any discussion? Seeing none, colleagues, I will ask for your vote. Board member, >> yes. >> Benz, >> yes. >> Ramos, >> Yes. And unanimous. And I want to thank you gentlemen again for being here. Thank you very much. >> Thank

109you.
