010was our essay contest winner Audie Ramirez from muuza high school uh she was um she read her essay uh there at the event um and uh we would like to invite her uh to read her essay uh to to you all so what does freedom mean to me in the United States the concept of freedom is deeply ingrained in our culture and our history it is the foundation upon which our nation was built life liberty and the pursuit of happiness a principle that has been fought for and defended by countless Americans throughout our history I have seen this firsthand in my own life growing up in a household where my father father has dedicated over two decades to serving in the military I never fully understood the reason for his dedication until I was older
011I've realized that he has spent countless nights and days away from home missing out on special moments all in the name of protecting our freedom and ensuring that we live in a safe and secure Society the former president of the United States Ronald Reagan once said freedom is not free I believe he was speaking of the fact that freedom must be fought for and defended it is a responsibility that we all share freedom to me is a Priceless treasure we must work to ensure that is not just a privilege for some but a right that is extended to all members of our society I believe it is up to every one of us to fight for equality Justice and opportunity for all no matter the background or circumstances it is a privilege we myself included
012often take for granted but one that we must never forget I'm forever grateful to those who have come before us especially to my dad and we must be committed to ensuring that the freedom in this nation is passed down to the Next Generation thank you Audrey can you please return I have the certificate uh for you this Unified School District certificate of recognition is PR to present to Audrey Ramirez for winning the FL to Glory essay contest October 10th 2023 signed by superintendent Ortega and board president Dr saen we're going to come and take a picture with you if you want to stand a center please okay Audrey I'd like to congratulate you again I was there when she um said and she was a little nervous I'm not sure that's CL she ever uh

034fourth graders from Murray and parent Mount today had an opport opportunity to visit um isua Pacific and get an up close view of what college life looks like um we also had our um Mariachi parent information meeting last night so looking forward to welcoming welcoming new musicians to our mariachi group good evening um all board and cabinet and um members of the community um we are uh finalizing I'm going to say the Lee underground utilities and we've made um great strides and progress um our last um section to complete the um um utility upgrade is to connect actually to the city um which will require us to actually have to reroute traffic uh because we have to go through the streets to get that done um we're partnering with the city with the hopes that
035we can do this during like maybe Thanksgiving break or winter break so that way it does not impede on our actual day-to-day um flow of traffic but we will make sure we advertise that um to all and make sure we have enough posting um for all of our families and lastly um Business Services have kicked off their listening meetings and that's when all the members of Business Services management team we actually go to each of the school sites and we dedicate an hour and a half time where we just sit and listen to the administrator um they can show us all things that's working all things that are not and then we do a road show um so we're excited about that we appreciate the partnership we want to thank the school sites that we've
036already been at and look forward to the ones that we will going to and good good evening Board of Education members and Community uh on September 18th we celebrated our years's of recognition event um I want to thank everyone who helped make that event truly special um at this event we recognize our valued employees who received and reached Milestone years of service to the district our award recipients received a beautiful gift or plaque for their achievement I want to thank the human resources department and of course our nutrition services uh department for making the event truly special and very tasty uh two weeks ago I had the U privilege of participating in a convening through the branch Alliance for educational uh diversity um the branch allance for educational diversity is a professional service organization that
037works with teacher preparation programs um like a sua Pacific University to provide uh and help districts provide uh high quality teacher preparation um and really match uh participants and candidates from diverse backgrounds with uh participating school districts uh throughout the convening I had the awesome privilege of working with our Souza uh Pacific University Partners uh to really uh delve into the real uh issues that are affecting both of our institutions uh specifically the in the area of teacher shortage so it was a it was a great time um spent and um I wanted to share that with the board thank you thank you we now move on to item 10.1 approval of the consent agenda and board member benus I understand that you wish to pull an item would you like then to make a
038motion uh motion to pull item 10.5 so is your motion to approve the agenda the consent agenda excepts 10.5 yes may I have a second oh so we have a motion made by board member Benavides and did I hear a second yes by board me board vice president Rodriguez paa we'll Now call for sorry before I call for the vote uh Miss Hernandez your student preferential vote on this item to approve the motion yes thank you and board members will vote online S I hope do you show me as logged in I keep getting kicked out did my vote record thank you and the motion passes 4 to Z Now moving to item 11.1 approval of the consultant agreement between a USD and Malik Abdul khik PhD may I have a motion make a motion
039to approve second moved and seconded discussion uh my reasons for pulling this item from the consent agenda is are as follows AB 216 required the California instructional quality commission to develop and the California state board of education to adopt and ethnic studies model curriculum in March of 2021 the California state board adopted the curriculum which was later published in 2022 the model curriculum characterized by four foundational disciplines africanamerican CH Cho chanx and Latin Latino Latino latinx Native American and Asian American and Pacific Islander studies further within context within the context of the model curriculum it states that given California's diversity and the California Department of Education um understands and knows that each Community has its own ethnic makeup and each demographic group has its own unique story or history struggles and contributions to our state
040due to the fact that a newly adopted curriculum will be introduce to our students to our isua students I find it essential that we as a district do our due diligence to ensure we are being Equitable in our hiring process of our consultants in the best interest of our teachers and of course our students I believe we should provide and allow for up to three Consultants to partake in this election process it is my understanding that we only are considering one consultant in action item before us tonight is that correct right so I believe that by allowing for up to three Consultants it will further ensure that all candidates are assessed in the same manner and against the same criteria this only reinforces that we are complying with and fits right into the newly adopted
041core values I believe that it is equally important as stated in the adopted State ethnic studies model curriculum that each consultant understands that the course Workshop material must reflect that of each Community because each Community as stated above or earlier has its own ethnic makeup and each demographic group has its own unique history struggles and contributions to keep the selection process fully transparent I propose that staff consider the following in the future selection of Consultants to come our way specifically because the governor has recently signed various legislative bills that will impact our school curriculum and the lives of our children therefore it behooves us as board members to be better informed here are my future recommendations allow for up to three candidates or Consultants to be considered in the selection process thereby providing them with
042an equal opportunity to demonstrate their skills knowledge and qualifications for the job this means that staff should thoroughly research and solicit for three Consultants two two to ensure full transparency provide the board with detailed resume qualification statements of each of the Consultants this will allow board members to be better informed with the necessary tools with respect to the consultant's experience Knowledge and Skills three have Consultants provide an outline of the workshop being proposed to ensure it represents a plan of action that incorporates high standards and creates coherence in what is taught in schools and provides Essential Knowledge in the key subject disciplines outline within the without no biases this will allow teachers the greater freedom to use their professionalism and expertise to develop their curriculum which allows all students to get a an appropriate understanding
043of true ethnic studies thank you board member benas is there any further discussion yeah just just a question um b v is is is your are your questions or or comments suggestions recommendations in regard to consultants in general or just for consultants in uh that that deal with diversity equity and inclusion I think for now it's it's basically my thought process when I was looking at this particular because there are a lot of legislative issues that have gone to the governor and he he has signed right and I've always I've always had a concern since I've been a board member as to why I don't we don't have I don't see a lot of parents in in our boardroom and and um so I want to make sure that we as a board are have
044to a full understanding of you know when we look at a consultant that's new to the district specifically when it incorporates or they're talking about something being added to our school curriculum I think that's kind of from the perspective I was looking at it I didn't even think about Dei but um I think um to your point I think that is you know that's a good point too and I think for those reasons so that we are you know more objective in our decision that we should look at those things and look at the qualifications of consultant especially because right now it's a very sensitive topic and in every community and we really need to be doing more of our due diligence and that's basically where I was coming from so I just want to
045make sure that that I'm comfortable because the the one page that I got I had to do my own research and I think that um coming from the public sector when I was working with uh you know on agenda items for city council and I know that I spoke with Mr Ortega about this I know there's not we're not going through a bidding process but just the opportunity of being more transparent so that when if if and when do we get a public records request and a parent comes forward and they say how did you select this instructor how did this curriculum or Workshop you know because it it is a sensitive topic right now in all the communities I think we just need to be more proactive and and kind of reaching out to
046the Consultants in you know because they are applying for a job in essence and being more okay let's let me look at the resume you know let's Incorporated if or if we requested board members if it doesn't have to be attached to the agenda but that those P those records are available to us and I don't have to do my own homework and so there looking at the agenda there are a number of Consultants that we have but but this is the 10.5 was the one that you pulled to to discuss so the concerns that you have are not in regards to to the other Consultants the the concerns are are specific to the consultant for the topic of ethnic studies so the topic well it's it's the ethnic studies piece because you know we
047have to be sensitive to our community right that we are meeting our community needs but not only that it's also the fact that we are hiring these Consultants to but you said ethnic studies Consultants I'm just I'm just trying to understand if it's specific to ethnic studies or well in this case it would be the ethnic study consultant but it could have been uh let's just say a government Workshop right but my thing is because he's a new consultant you know it's now they're going to be providing a workshop to the teachers let's look at this a little further that's it and and can um staff can you can you can you speak to what what processes do we go through maybe for this consultant in particular and and and other Consultants I I guess
048in a similar category if if there are trainings or or um supplementing kind of e e educational you know practices and what not for for our our teachers what is the process that we go to to adopt consultants in general in general we look for alignment to our current instructional practices um you know in terms of how things align with our success drivers alignment with State Frameworks um alignment with standards um additionally looking at you know the needs assessment what does the data say that we need what feedback have we we received from staff in terms of what kinds of supports are they looking for um when looking at professional development and does that process include the shopping of I mean so when when bo b is talking about the potential of three Consultants when
049we if we were to recognize that there's a need to bring in a consultant what is what is the process that we go through to to vet or to to select one consultant over over other options so we look for um you know different different areas um alignment again with what the instructional program is of the district um how um the individual would be able to um meet our needs in terms of timing um cost um so those kinds of factors also their qualifications and their understanding of the needs of our district and so when this consultant is coming forward and and being recommended to the board to vote on to approve were there other Consultants who were not selected were were there other Consultants that were reviewed and and not not selected um for
050in this partic particular um consultant um we became familiar with this individual through um their work um through our federal um instructional program monitoring review um in their role with the Department of Education through that work we learned of uh his background with ethnic studies teaching at ethnic studies at the University level as well as his understanding of the ethnic studies model curriculum so being part of our review team um from the 2020 review and then again last year familiar with our demographics familiar with our instructional program um as well as being able to um align sort of the workshop um with our adop our current adopted ethnic studies curriculum in that our teachers work to to develop in our Ela class and our history social science class okay then uh maybe last thing I'll
051say is um I would I would want to be I think it makes sense if we if we were looking to review what what is the the steps in the process that we go through when evaluating considerate considering which Consultants we're going to be bringing on especially when it's the first time uh that that there is a a laid out process so maybe there's a a way to I know you communicated it here but maybe there's a way for you to send that forward to us in a in a a board update just so we can see that and and then ensure that that's consistent across the board with the the various uh ways that we would go about bringing on on somebody new it would make me uncomfortable to single if we were doing
052that to to single out ethnic studies as as a that if there's a process that we go through but when it's about ethnic studies let's go through a different process um that that would strike me as as odd um I also would it would I would also think that if we were to request that level of of information of of the various candidates and and resumés to understand that for the various Consultants that that might fall under this this category um that would that would be quite a lot and and I and I would think um a lot for us as a board to to be personally engaged in as as a board as as opposed to um equipping and and and really I mean it's it's delegating it's the the role of of staff
053to do that work but if we find concerns if if if on the back end there's a consultant that's brought on that we're hearing that there are concerns that we need to to to bring forward I think we bring those concerns forward to to uh to the staff but short of that I think we would look to staff to um to do that that work and so I would I would want to be careful um for us to take on the role of of vetting in essence interviewing um or or just stopping short of interviewing um candidates for for some of these various consultancy um roles thank you um yes I have a question um what I would like to see um in the I mean I don't want to be a micromanager either I
054I am not an hob person and um and I trust in my cabinet that they're doing the right thing but um like we have the biding process you know they show us the BS the highest bid the lowest bter why they cont for the roof or what have you I think it'd be great if we had uh the resume maybe the last three PE person or whomever right and letting us know a little bit about each of them because I also did my re I also Googled this first because I just want to know who he was I did ask mrga also who's this where do you find these people right so I did look look him up but I think it'd be great if we just had the left and why did we this
055gentleman you know and that just gives us information I don't want to do your job for you at all but I would think it' be helpful for us which is true um because we have to word on this person right and and and also money you know I mean hey this guy he's a million dollars and this guy's a thousand you know we need to see those type of things in order to make a decision uh for myself and I guess in the board also but I think that would be very very helpful that's what I got to say I think that we this is not the first time the board has asked for some additional background on vendors I think there was a vendor a consultant for nutrition services where we needed some additional
056support and we asked what is the what is the person's qualifications right so this is not a new topic that's come before this board in the past three years so I I think I don't I don't hear us saying that we expect an RFP process under is there a Dollar threshold for an RFP process is that what triggers there is a dollar threshold but there is no RFP process outline for consultants for services there's no requirement for RFP so RFP is only for capital projects yes okay um so I don't think we're hearing RFP for Consultants but I do think we're hearing something more than what we have now in terms of a one sheet a sample these are the you know why why this why this and I do understand that education is a
057small world and sometimes you meet someone that is a good fit right and for transparency with the public why are we going with consultant a versus anyone else would be helpful for us and and with that as with the action action step of providing an update to us to to understand what is that process for for Educational Service con Consultants um and then I think we as a board can can speak to and review that and and potentially if that if if anyone on the board is wanting to review that or or or or challenge that that process then um I i' see we can bring that up in a future board meting yeah and I want to Echo um board member's um you know her her comment about I too I appreciate what the
058staff does and I want to make sure that we don't become micromanagers I have we have enough to do as board members and we also have our lives but I also feel that as board members we have to be fully informed to make great decisions right for our students because it's their life um but more so we need to be able to answer questions of the if they come to us and say why this person or why this consult why not this consultant right and to me I just feel that um having just some background data would help help us make a better informed decision should that question come up to vote on something tonight so um but you know I I just want to make sure that sometimes change is good so so we
059have a motion and a second and have we exhausted our discussion on this item all right Miss Hernandez your preferential vote um I just like to say I agree with Miss fidz I think it and this it affects the students so it's better to proceed with caution then end up sorry um yeah just really appreciate her three uh her proposal of the three things to take in consideration so thank you thank you Mr Herz for your comments and now for your I jumped the gun and now for your vote on this item right yes thank you board members will vote online my and the motion carries 3 to one now moving to item 12.1 presentation of a USD early college program children's literature course miss kamacho good evening Dr Bo Board of Education superintendent and
060cabinet I would like to introduce our e P teacher and students um Mr Mark Rodriguez cabinet and members of the community um so my name is Mark Rodriguez I am the ECP one of the UCP teachers over at isusa high school um I'm also the academic success coach and I am also um the Student Union staff advisor so the goal of or let me go ahead and explain what we're going to be doing tonight so I want to go over uh ECP specifically the course English 293 um children's literature okay so the goal of tonight's presentation is to actually give further insight into the early college program specifically with the course ECP um children's literature um so as we know this is a dual enrollment course meaning it is through Citrus College and also through
061isus Unified School District um and one of the most important things to remember is that this is a Citrus College course and I'm actually the only teacher right now who is both an ausd teacher and a Citrus College teacher and because of that Citrus College often does not really get involved in the uh after school activities such as back to school night report card night meetings like that so it's important to give visibility to the program to show exactly what it is we're doing here how it's really enriching the education to students and the long-term effects it's having on students who are preparing for college so um what I want to show is the cross-curricular effects of college level instruction on our students and uh also beyond that we were talking tonight about the collaboration
062with the Western Justice Center um that has also led into some of the educational practices uh at isusa high school and it's something that I'm using in my course for uh children's literature and I'll be using next semester for English 101e and that is the use of instructional Community Circle so I want to elaborate on how that's being used what we're doing with that and how the students are basically learning from that and doing specific things uh in their courses okay so these are my two summer courses um that I taught over the summer there were two sections of this and I'm currently teaching two more sections right now for the fall semester um and with me tonight I have my students uh who wanted to come and present the class and explain a little
063bit more context about what it is we're doing and basically some more information about the course so I've already introduced myself I'm gonna go ahead and pass it over them briefly toh say a few words about who they are what they're doing and they're uh placed here at isusa high school hi my name is Cynthia I am I'm student of ECP I am a part of student union I'm part of the student advisory Community hello my name is LNA Lea I'm a part of the E program I am a um community community advisor for an Club as well as a student adviser for the community school City hello my name is Patricia Val I am the captain of the first team that is just a high school um we had our second home game today
064we won 32 zero um I'm also part of the Student Union I am part of the Safety Committee and I am part of the medical program at AA high school and I am also a fellow ECP student good evening I am Bia I am an EC student I'm an RC Battalion Commander for the the ass High School JC I'm leadership I am in ASB I'm in Orchestra I've had a million things and I also staying on top of my homework as well as being an AP AP student about so jip he's everywhere he does he's volunteer he's a volunteer of the Year student but um one time I was at church and then I see the down with and who's there I'm like what that was so cute and I'm schol dance team academy great
065job okay so I'm going to go ahead and pass it over to a couple more students to discuss some of the curriculum that we covered uh such as the books uh some of the activities and the writing assignments that they did so as I said before my name is Lanna Lea and some course content we had in children's literature was we had many class discussions that involve Community circles as a class and as well as many commun okay right am I good okay as well as Community circles for a class and mini circles we also had daily reading quizzes and five required texts such as foken fairy tales soku Little Prince the Fountain of ludu and we finished last with the mystery of the Maya in the course content we had five writing assignments we
066had three short essays one was argumentative one was comparison and another was where we created Our Own Story we had one art and writing which was based on the Phantom to group book and one comparative essay and some of the various group activities was do our group discussions and um are many discussions students please um we know we can hear you in this room but we're also recording for online so make sure that you speak into the mic and you use all of your voice okay so we can all hear you so in this picture on the far left of the screen as you can see this is one of our pictures that we were taking um Mr rodri was taking them throughout the courses uh this was one of our community circles that our
067smaller Community circles that we did within our uh our small group that was like about five or six of us uh we did also do our our larger small group our our larger Community circles but this was like an insight to what we could see like uh from like just a couple of us and not just the whole group on the right we have a picture of myself Patty and da and a few other students in ECP we were doing a word Bank activity that was based on the Phantom Soul Booth it was a very interesting activity to say the least because uh we were looking at different words and seeing what we could do with them because of the way the story was going uh in the on the bottom right there it's kind
068of cut off uh these are pictures of our cranes that we made in our class it was based off uh sticle and it was a very cute activity and it was very Hands-On it was struggling to say the least they can testify to all that we talked about like maybe being high class per to do it all but it in the end it was a very fun result okay so as we had discussed earlier uh one of the key components in the course is using instructional circles and through the lens of community Circle so uh up here I have a couple examples this is one of the circles that we ran uh in the course essentially the format for how we did this was we would do one whole class Community Circle where it was
069everyone participating and then as Philip was saying we would do a smaller Community Circle where they're broken up into groups and then a circle leader is selected and they lead the circle on their own so they are getting Circle training within the course and also using the circle questions to prep for assignments such as essays uh writing assignments and other things like that that so they have dual purposes one for community building and one for actually uh teaching the curriculum so as I said uh I am also an a USD teacher so I am looking at this through the standards of Common Core so I mapped uh these Circle questions that you see in front of you to the common core standard so um to go over these I'm going to have my students read
070through them so go ahead first question is what is an object that you own that has a special meing to you why doeses it have why is meaning the second question why is it important to recognize that many things in life are friendly the third question mentions what are ways we can slow down in life to more appreciative of theal things around us and the last question mentions what has been your biggest takeaway from the book so far and why so as you can see here um these question questions are different layers of uh depth and knowledge um there's a level of reflection there's a level of application um a lot of the questions are reflective of the content of the book uh in this one it was for the book The Little Prince and
071one of the key components of the book is this message of appreciating what's important in life and looking at things that are ephemeral versus not so it's really taking that word expanding on its meaning and sort of building both an educational understanding of it and the understanding of what we can do with this word beyond the classroom all right so now I'm going to pass it over back to the students and each of them are going to share personal testimonies about the course uh such as what they gained from it uh what they've been able to use currently in their fall semester right now and even some things that they're able to apply beyond the classroom something that I took away from children's literature is it helped me participate more in class very my I'm
072a junior right now during sophomore year and all before that I was a very quiet student and I didn't speak up and after this class I Cano my opinion and it helped me increase my participation within the class my personal experience during this class time was it really made me gain a different perspective in life and I can put that to all my classes now I'm able to see the hidden social and gender Norms so it's really fun now to just see how many hidden social norms we have within the community and the course itself so it's just fun to get a deeper Knowledge from that um one of my biggest takeaways of this program was that I got to improve in my speaking skills because the first two years my first freshman in sophomore
073years that would stutter a lot when it would become two presentations in class but thanks to ECP the English Club and Mr Rodriguez he helped me really improve more thank seeing everything within the child class it helped me engaging more in the material because Mr Aus also helped us with our essay writing so we'd do our essays and we submit them to him but then he also give us feedback so it'd be uh constructive criticism that would help us improve our writing and we would be able to uh apply that to our classes now that we're taking such as like history 108 or any of the other classes that we have in are just any of our regular classes that we can apply like uh more depth into our essays so that we have a
074better uh Improvement score my biggest Safeway was being able to analyze literature better before this class I really never paid attention to much detail um and now after I really pay attention to deta detail I've noticed that literature contains social norms and we teach lessons since we was very young okay so that's essentially the course again uh the purpose was to show you guys and everyone here the purpose of why we're doing ECP uh some of the long-term positive effects that this is having on the students um that way the program gets a little bit more visibility at the moment I know that in the midst of the merge um this has been one of the things that has been successful but needs a little bit more highlighting so I wanted you to all see
075that for tonight um and now I'd like to open up the floor to any questions for both my myself and my students um I don't have any questions but I want to thank you Mr Rodriguez and all you students you're doing a favulous job I think I I like the community Circle because it gives you all U give your input right or or give ideas and the testimony was my best part seeing what the outcome was thank you students thank you very much and Mr Rodriguez thank you yeah um I just want to Echo what um board member paa said um with respect to I think I really appreciate um aside from your class instruction and and um what you're teaching there is that um the the opportunity for the students to grow and develop
076and really I mean it seems to me like they become more analytical and and I appreciate that because we need to be analytical and when we get out there in the real world so thank you for all the great work you've done thank you and I'll just add I've I've already started having some of the conversations with my daughter who's in seventh grade just about the early college program and as I see you all here and sharing some of what youall are sharing here I'm I'm even that much more excited and and we'll have uh some some conversations uh to be had with my daughter as a result of it so just Kudos and thank you um for for all the hard work thank you appreciate that Mr Rodriguez and students it's such a pleasure
077to have you here with us tonight thank you for staying late um it is a school night we recognize that um I do want to highlight for members of the public who are just tuning in and aren't familiar with our early college program so Mr orz I heard you say that this is an ausd class and a citrus college class so tell us in layman's terms what that means when a student is enrolled in an early College pathway course sure so essentially an early college pathway course is a college level course where the student earns credit through Citrus College but they are enrolled in a course during their regular uh school day so essentially for the format of this course typically it's taken twice a week uh it's either on a Tuesday and Thursday rotation
078or a Monday and Wednesday rotation and it fulfills the needs uh for their graduation status as well so this class uh English 293 for example would count as the students English class so it is fulfilling both the students uh graduation needs at ausa high school and also getting them college level credits through Citrus that are transferable not just to Citrus but to other colleges Beyond and there's no cost for students to enroll in Early College pathway courses is that correct that is correct so we can take college courses during the day get credit for graduation and they are free to students and families that is correct thank you so much thank you okay thank you everyone moving to a more dry subject item 12.2 this is the public hearing for sufficiency of instructional materials so
079this is an action item I will be asking for a motion a second and a vote to open open the public hearing may I have a motion Some Mo second is there any discussion seeing none Miss Hernandez your a preferential vote on this item to open the public hearing yes thank you and board members will vote online and the item passes 4 uh hope do we have any members of the public who wish to make public comment on this item during the public hearing and Lea do we have anyone online for public comment during this public hearing we have no hands raised online thank you it is now 8:24 and we are going to close the public hearing for this item now moving to item 12.3 resolution 2 32404 the resolution regarding sufficiency of instructional
080materials this is an action item may I have a motion make commission moved by board uh vice president R seconded by board member agreer is there any discussion seeing none and Miss Hernandez yes thank you and board members will vote online and the item passes 4 Z Now moving to item 12.5 this is an info item Mr Ortega are we on 12.4 oh I'm sorry excuse me 12.4 um sorry 12.4 approval of agreement between ausd and the California Department of Rehabilitation this is an action item may I have a motion make a motion to approve second moved and seconded is there any discussion seeing none Miss Hernandez yes thank you and board members will vote online and the item passes 40 now moving to item 12.5 review of first quarter Williams uniform complaint report 2324
081Mr Ortega this is an info item this is just our quarterly Williams uh uniform uh complaint report that comes uh four times uh a year there's any questions seeing no questions thank you we'll move on to item it 13.1 presentation of surplus property update Mr Ortega uh thank you uh board president um the last time uh that we were together uh we spoke about uh Surplus property uh and the journey that we are on um regarding um these properties uh we shared um some ideas uh regarding um some desires to use uh to properties and so tonight we want to dive in a little bit deeper uh with that so we want to start off with um Center Middle School um as you know that is one of the middle schools uh that was closed
082and one of the things that we had uh talked about early on in this process is that the district was interested in using a property for a community SLC Conference Center um we know uh by keeping our ear to the ground uh whether that's at City Hall events whether that was the community event around the tragedy um the tragic death of one of our students um and again just just being in different circles that one of the things um is the lack of resources uh in the south of the city and for so we're on the same page we use 210 as the marker so south of the 210 uh versus north of the 210 and so when we thought about where would be the ideal location for a community slon center uh Center Middle
083School Rose to that occasion um and so our vision here is that we would have a community center uh which would require uh offices and room space um and the plan there would be to upgrade uh the rooms upgrade the technology uh that are in the rooms uh it was spoken here uh at a board meeting also uh during our 7-Eleven committee that when we think about Community Center like maybe should just shouldn't just be the buildings but we have all this field and so if we're thinking about Community value um also thinking about possibly renovating and preserving uh some track and field space or some field space uh as well if this is going to be a hub for the city in terms of the community center and the conference center um then we
084also um are expressing the need to expand the current parking capacity uh of the site so the community center again basically rooms offices spaces on the conference center side we have kind of three levels uh that we uh again are dreaming about uh one level would be a large Conference Center and so to give you um something to kind of think about that think about the cafeteria right think about the think about the the NPR when we think large we're thinking about a a building a magnitude of that of that size um um this would have a dual purpose a purpose for us as a district all uh district meetings uh the welcome back um lunch um you know places uh sometimes we do vaccine clinics right just big thing but if this is the
085community slon center then we can also see uh a benefit that a large conference room would have we also Imagine uh two midsize conference rooms and again just to give you a perspective what of what that means think about two classrooms so the space of two classrooms um having two midsize conference rooms that would again it's not the whole staff but maybe it's all third grade teachers or all you know High School teachers or our classified uh nutrition services staff or whatever that may be maybe we don't need the big one but we'd have two midsize again yes for the purposes of conferences and meetings and professional development and that kind of stuff but also H it has the potential for some Community uh benefit as well and then after that then some small conference
086rooms so small conference rooms again just to give you uh a reference size of a classroom and so again meeting space smaller meetings um where we can use as a district but also serve some dual purposes in terms of uh a community center uh so want to turn it over to Latasha to speak a little bit more about some granular start withus so thank you so I would like to start with points of interest so one of the reasons why um Cent Middle School um seems more feasible um for this design plan is one um if you think about the restrooms it's already equipped for a secondary level so we would not have to upgrade our restrooms to make sure we don't have the restrooms as inside of a preschool or kindergarten classroom um two
087another Point um of importance is that Center Middle School just like sson has already undergone some of the modernizations um though it was a while ago but it like the underground utilities the fencing upgrade some of those things that we would have to invest in some of our other campuses have already taken place um also the conference center um it will bring Community value meaning that we can um allocate more resources so here what we do is we have um two um three images that we've um received from our um architect of actual conferences conference room that they have developed so that we can give a framework this is not what we're saying we were going to do but just to give a visual of what this can actually look like this is actually the
088conference center at um LA County Office of Education um that they recently um provided um to um handle this project it would um from the date of approval be about one to two years um from from DSA approval as well as board education well first Board of Education approval and then DSA approval um but it'll be about one to two years from start to finish for construction um what we also have one just for references and Clarity that's one to two years for the campus yes the complete total project and so what we have here um is a breakdown of what those projected costs would be so essentially um if we're going to go on the low end and I'm going to identify what I mean on the low end it'll be about $6.9 million
089and then on the the high end it'll be 9.1 million and the reason why we have that variance is that you'll see line items such as for the two small conference room well for the monitorization upgrade is by square footage so if we were just doing Bare Bones basic technology just for the room it' be up about $700,000 um for the two conference room but if we wanted to think reimagine and make sure we have more advanced technology more upgrades carpet flooring um just more um in- depth type of U envision we have it'll be about $1.2 million um when we're looking at the large conference room on a low end it'll be about $1.5 million that' be um basic bones but if we wanted to go more granular and re truly reimagine what this
090could look like to have multi-purposes um that would be about $3.2 million um we also projected for the car um parking expansion but we also have $500,000 in here for the field and that would um also add into that Community value one once we can open up to the community for walking or if we um re align the field that can be used for some of our Pop Warner sports or other um outside recreational so we're actually showing a value to our community as well question so um I noticed on here so have we have we looked anything about the library to have like a satellite Library there because there is a library there yeah right yes a satellite Library um connected to our to I mean it's really nice that they have the mobile
091libraries at the school sites but um and also the cafeteria would you get that would you use that do do you know do you have any plans for that at this time so at this time the NPR room and the cafeteria be repurposed to the one large um conference center right and then just my next question last question is like where would the funds come from to do all this work out out of what fund do we have that yet so at our November meeting uh we will have dcg uh strategies our consultant our development uh consultant uh who will be laying out um step by step pros and cons timelines of the the kind of the menu of of options that you that we have as as a board right to consider our our
092properties so that that is a potential that there there's potential there in terms of funding um I would like to remind the Board of Education that on May 10th 2022 uh the bo the staff brought to the Board of Education $60 million um that were available to dream about facilities um 40 a $40 million decision was was made uh that day which did leave $20 million but remember remember that list was for facilities districtwide and the things on that list far exceeds that $2 million but but there is that bucket U there as well and so I think that as we get to the November meeting and you start to see the options that are available in terms of the facilities um then I I I would assume that we can kind of join this
093with that November meeting with that spreadsheet and then December uh hopefully walk away with you know some kind of idea directive uh decision thank you okay uh if there are no further questions I have some question oh yeah sorry um so because I I wasn't here at the last meeting um so one I I I mean I I think that um if I heard correctly we're looking at um like if we have the big conference room and the smaller ones and then board member Pena brought up a good point right because if it's going to be in essence a conference room what if we we're going to partner you know or we lease it out or whatever the case may be we work with our Community Partners and let's say that um we need some
094kind of a kitchen right so does this model incorporate that at all all because usually they'll have food you know what I'm saying so how how would is that incorporated in the cost here and then um have we looked at um this doesn't include like our net operating cost on on the project right' looking at no ma'am these are just estimating costs and then to your question as far as a kitchen um Center already has a functioning kitchen um so we can choose to leave the kitchen and just focus on the NPR or we could choose to downgrade to just have maybe just a small working kitchen just to expand the actual conference room the large size conference room okay and then I don't know if this is a question for staff maybe more for
095the consultant um I know we're talking about the parking and um are we looking at uh some kind of a like an environmental impact report on this project since because it is you know it's gonna create more traffic I would think on those days that we do have conference or something and so that's part the DSA um process um one we um pull permits with the city and they partner with us um to do that evaluation and also um those are some of the steps that DSA requires before they actually give us the green light to start the project okay um and I just want to just uh to sayate that I really appreciate the idea of um bringing a community center um not only for the school district but partnering with the city and
096with our Community Partners because I remember remember when I used to work for the city of azuza we and I I think Yolanda remembers this we talked about you know we when we worked with developers we always thought about bringing in a hotel something a little bit more upscale so where it could provide a conference room to host meetings be not just for the kazuza community but our Community Partners outside of the city so I really you know um appreciate the staff really looking at that because I I and I think that the community will appreciate this so and I like I like um board member Pena's idea about the library because I think we should consider something like that as well and be more multi-purpose of I mean I know there's still a lot
097of numbers with the cost and things like that but yeah yeah um again just to give you right a sense as as we started to look at this um can you zoom into the picture it doesn't it doesn't no no worries if you can try to how about a mouse can you do your mouse yes sir go hover on top of the NPR right there okay that's the NPR okay so multi-purpose room that multi multi-purpose room okay right if that was the large Conference Center just as that just not saying that this is what it would be but even if we just said from from the from the large multi-purpose room North would be conference center of the community school look at the potential south of that of how many Community Partners City County Department
098of Mental Health how many spaces it's a plethora of spaces that we would have available to to to engage with uh Partners I mean we we've talked about satellite Library satellite police station um you know there's so many things that we can consider and think about um as we saw it we were like man this is I mean we got excited right we're not talking about hey we have two offices who wants to who wants to take them right we're talking of the potential of really doing some some some really good work because we have this and again not saying that we need from the the the NPR up to be the conference center but even if it was again just thinking of the magnitude down um I think again it's exciting uh to us
099uh to to be able to to imagine the access that we would provide the immediate surrounding community and then not just that immediate commun surrounding Community uh but the community at large um and so again when we looked at the at the plants and we looked at the at the at the facility we said this is this is exciting this is exciting it is it is exciting and I think you're right we do have an opportunity here that we you know it doesn't come around that often never had it before yeah we really need to um you know everybody put our thinking caps on and be creative you know reimagine all this for our community I just want to ask you a question umga regarding have you thought about bringing theer um were their CL
100parents in the community they're in Corina you know stand by part two okay just checking okay so um moving on to then uh we uh we communicated to the 7-Eleven Surplus property committee we communicated to the Board of Education that another ideal them that we think would be beneficial to the district is to offer Sierra High School its own proper school that does a domino effect of things if Sierra High School is lifted from where it's at right now then that immediately does two things number one it provides the adult school space to expand as we've talked about what what kinds of adult school types of programs again benefit and we've Tau we we we've heard it here at the DI we've talked about it internally things like carpentry uh electricity uh electrician right those
101kinds of like jobs and training and classes that could impact the trajectory of of of your work right and and of your life and so that so number one if we vacate Sierra it provides the adult school the opportunity to grow another thing that that would be I ideal for us is that we took the adult transition program that currently exists at Magnolia and move it to the campus where Sierra High School is at those are adults those are not children those are adults in that program and so they deserve that luxury to be around other adults and so that's two immediate things that would happen if Sierra had their own school because obviously they would vacate that so moving over uh to slen middle school already made the case of why Center makes the
102most sense for the Community Conference Center while then by process of elimination slos and them becomes the the the the the most obvious best U spot for Sierra and as we dreamed about this we came across other things that made us exciting so uh so Sierra High School um that component of it again upgrading classrooms upgrade technology making sure that they're up to par with all the other classrooms and Facilities that we have uh for all of all of our schools um the the place would be vacant so we wouldn't you know be dealing with students and time crunches so we can take our time make sure that things like the locker rooms uh the track uh Sierra High School has a wait room um guess what SLA middle school already has large scale rooms
103that again could easily be converted to a nice state-of-the-art like weight room uh that wouldn't be a classroom that we can take these big spaces uh for that uh we have also said that we would love Sierra High School to be partnered with the Central Kitchen the central kitchen right now already operates out of SLO of middle school so instead of having a build from the ground up we can think about um modernizing and expanding what's already there um if you think about slen the south east corner there used to be a building there called the old schoolhouse um through partnership with the city we were able to uh make that a reality and so now there's additional space that's budded right up against that Central Kitchen that we can imagine again and we think
104about expansion and growth Central Kitchen would would increase our Refrigeration it would increase our uh storage capability our quality control uh walk-in freezers and most importantly it would allow us to increase our journey uh with scratch cooking if the central kitchen is on the Sierra High School campus then again there are things these these are not for shures these are not things that will happen but things that we can start dreaming about in terms of maybe a culinary uh pathway uh if that's not the culinary pathway may they they nutrition courses or health courses um maybe there are some Workforce opportunities uh for our students that's not uncommon uh that we can provide our students with some some some some some Workforce opportunities there um and so those are kind of some of the big
105pictures um and so again I want to turn over to Latasha to speak about some granular stuff thank you um so not to repeat all um that was superintendent or t Shar but just some um points of um interest to that do want to highlight um just like what Center um slon is already a secondary school so again we would not have to do any restroom upgrades um but more importantly there's already existing locker room and so that will give the CR high school students an actual um access to a locker room room so when they want to change for PE as well as for their Sports um also um as superintendent Ora shared um there are larger rooms that will allow us to retrofit an actual weight room um whereas currently SI High School
106weight room is in a smaller classroom this will give them more of a weight room field more of a weight room activity um also um saon Middle School is adjacent to Memorial Park with this means we have more partnership opportunities with the city but also it'll give more services for our students such as the teen center um additionally they have the two gymnasium so we could you partner with them for our own sports as well as our Fields um um also the mization just like what Center um those mization some of them have already taken place such as the underground utilities and the fencing um and then with the Central Kitchen um yes we have the opportunity one the foundation is already there for our Central kitchen so we can expand um but we can
107also um build upon depending on how we would like to go and I will show you guys um some projected budget numbers but more importantly even with the central kitchen and with Sierra High School they would not have to utilize the entire campus so then that will give us that um opportunity to bring over the cir or bring over our toses or other programs that spread out that we can have more things more centralized um so then if we look at the budget um for this um Vision one we're giving you guys two pictures um again from our architect of other Central kitchens that have already been done um to show you what that would look like um if we do on the low end we're looking about $7.6 million and then on the high
108end is 10.6 million and again the range is due to what we want to do how far or much an advancement do we want to have in here so like for the locker room a simple upgrade cleaning looking at $500,000 but if we want to reimagine what that actually looks like it's approximately a million dollars um if we're looking at our track if we just want to repurpose because the field right now it's just a open space but if we want to build in a track track 500,000 but if we want to give Sierra High School a turfield like we have at our other secondary schools they will have that opportunity and that'll be a approximately $1.5 million Central Kitchen on the low end if we're just expanding just a small space investing um in
109the equipment like the frer walk-in freezers we're looking on the low end of a million dollars but if we want to truly reimagine what this looks like truly expand um so we can have the um uh pathway programs with the um uh culinary arts for our students that would be approximately $2.5 million and for this project just um like with um Center it'll be approximately 1 point two uh one to two years from start to finish upon um approval and after all our DS sa sign off M Jal I have a question about the the tech upgrades are any of these upgrades for example the cast the classroom cabling or the fiber cabling are those eligible for eate subsidy yes yes but e rate is based off the student population at the school so here
110yes um but it it'll be based off the enrollment numbers for Sierra High School we wouldn't be able to say we could do the entire school we would have to Pro rate it but yes short answer is yes sorry thank you couple questions did did you start go for it um I just wanted to ask so for slot in we're talking about a track right track and field and then for Center because I wrote this down but I didn't ask for Center I wanted to we we're ALS we're talking about a field here to so we could share with the community right because I know like the kids at Memorial Park they you know they they set up the field they they don't really have a field right and then I know other cities are
111also looking for fielded space so I think is so my question is with this allow for that the kids for that setup and they go through all that at Memorial Park to move those activities to Center yes and we currently do partner with um most of our organization I'm only saying most because it's those that reach out to us through use of facilities so we open up our Fields currently for um after school use for other organizations um but this will be true for at Center as well as this lawon okay thank you yeah that that was one of my the two questions I have that that exactly and so even to understand this here is talking about uh what's it 500 to 1.5 million for the for the track that is to have a
112combination of of grass but to have a a turf field within that is is that the upper end of the yes so the upper end would um be to invest into have actually having a turf field and a Turf track the lower end is just to actually put in the track so right here on slon on on in here like you see a picture but sa just has an open field area so we would have to actually build in a track so it could be accessible for they could do track and field events on their campus and you're saying a Turf track that would be on on there in or if we invest in the 1.5 million but if not it'll be the traditional dirt track if we did the below 500,000 and so neither
113when when we look at at the the fields at now gladville Middle School and ausa High School are we talking about replicating that on so it's it's exclusive of the the turf within the field within the track as well yes sir okay and then but [Music] for Center there was a lower estimate for that what what is the what is the vision or the the dream that we have for that particular space the only difference is that we were not we did not imagine and that could be on my part doing Turf for the community center so that would just be repurposing and fill with grass and ensuring that the track was accessible putting the lines and making sure that the track is lined so we could utilize it for sporting events soccer football and
114vice versa that does not pro prude us right from from doing those things as we as we move as we move forward which I would be in favor of the the the idea of there being a track and field um I mean uh just like we have it at the other uh secondary institutions so that we can offer that to the community I I wouldn't be opposed to that as an investment myself personally I love it yeah so also the I was just going to add you you you took my words when you mentioned that um theth Cent that's across the street they have a well-being center team Center uh they have art um right they do arts and crafts out there and they're missing our students from Lost in middle school so partnering with
115the city I think they're happy to hear that we will put some more students in there for them and I'm so excited you guys are getting me excited all this Hope by then you know thank you yeah it's a ride pretty excited anything further mrga or Mr Mo no ma' one one last question we didn't we don't foresee the need for parking any any type of parking infrastructure upgrades at other than relaying the asphalt that's that's there we don't see additional asphalt need no sir based on the population of what will be there for the day-to- day so with the Staffing for Sierra High School and the Staffing for the Central Kitchen we feel we currently have adequate parking but that does not mean that if that's a desire we can actually look into other
116areas to increase the parking well you have the empty corner with the missing house that could be the kitchen that's a good parking how many parking spaces are ATL I would have to get that for you so I wouldn't have the guess thank you any further discussion no make a comment really quick because I I know that um and I was in on the board at the time when the board the then took the decision to you know move forward with the school closures but you know I I think that sitting here today hearing everyone's comments and I see everybody's face light up it's it's you know it's so you kind of look at it in retrospect and I really wasn't there but you know I could imagine what the board went through what the
117community went through with the parents and students but you know it's it's what's coming that's it's just like wow you know it's it's so exciting and I just think that all of that's going to be behind us and we just we look forward to many new opportunities that are going to be available to not just a zza community to those of the surrounding areas so I want to appreciate everybody's hard work thank you thank you board member benas now moving on to item 13.2 this is an info and action item Mr Ortega uh thank you board uh president uh we bring forward uh to you uh 13.2 is the uh approval of a board meeting calendar for 2324 um we are requesting uh for a special board meeting uh to be added uh on December
11819th uh which is a week after our organizational uh meeting um this is for the purposes uh of the board uh to take action on a charter school petition that has been submitted to the district um our December board meeting uh as you are aware is our organizational meeting and that has a lot of different items that must take place at that board meeting um every uh District across the the state uh in December um so this would this would allow us the opportunity uh to focus on this one item on on 1219 um and so uh requesting that the board consider adding um that item adding that board meeting so Mr TGA to be clear the attachment here does list the current calendar not the proposed calendar that is correct that's the current calendar
119and asking to add uh the board meeting on 1219 may I have a motion I make a motion to approve to have make a motion to approve to have a special meeting on December 19 do we have a time mrga is it is it just we can do 5 session or is it just a special meeting 5:30 at 5:30 p.m. or or or I that's one we do with study sessions but if we want to keep it um consistent we can also do s 5:30 is fine right so there's a I'm hearing a motion on the table to add a special meeting on Tuesday December 19th with a 5:30 p.m. start date is there a second moved and seconded discussion yeah a couple couple of thoughts one I I suppose I would I would push
120us to I I hear you saying that the December 12th meeting is typic because of the organization and the things that are going on that it that it could be packed I'm not sure that I see um an entirely separate special meeting I mean I guess if if if I had a better understanding of what more of what happens on the on the on the 12th and and then what would happen in this this meeting I I could see that but I I suppose my initial thinking would push us to include that within the already scheduled meeting one and then but then second of that if we did move forward with a with a board meeting I think that it would be as much as it it would be much more convenient for each of
121us if we were to have that meeting start at 5:30 because then we would finish earlier I I wouldn't personally wouldn't be in support of of having that meeting early and not at 7 o'clock because that's the time that typical meetings start so if we work so first I would say can we have it on the 12th but then if we have it on the 19th I would strongly suggest that we have it at 7 pm because that's the normal start time of of every other board meeting any further discussion I just wanted to add I think because when we have our we do at um 5:30 and we seem to get a crowd here seven or 5 as long as they know when we're going to have our meetings and it's I I don't
122see a problem in in a special board meeting because I want to give the time for the community if people come to speak and I don't want to cram the 12 because we are going to have our reorganization we might have discussion then also and on the um on the 19th I want to make it specifically just on the item any further discussion just to add add to that in regards to um we're talking about special meetings at 5:30 I think we can maybe we can look in into the I want to say that we have held to 7M for for additionally added special meetings we do have study sessions that start at 5:30 and that's that's standard and typical but for for meetings those that's at at 7 o'clock and the reason why I
123would strongly suggest that we do s o'clock is because there will be many people who who hear we have an there's there's an additional board meeting and so because they hear that there's an additional board meeting they say I'm planning on going I'm planning on speaking I'm planning on attending and they show up at 7 o'clock because in their minds they say board meetings are at seven they show up at 7even to find out that they've already missed the opportunity to to give give a comment or they assumed or or and even though it was posted they they believed that it was at seven o'clock and so to I I while again I conveniently I would love to have it at 5:30 I would want to I would want to protect against um the potential
124for people to misunderstand um the the start time and then in essence be disenfranchised and not being able to to um speak or or be present for the discussion I mean I think it's it's either way I I mean whichever the board decides I'm fine either or I just want to just add my two senses I'm fine I'm comfortable either way but you know I just had a thought does this um during the time between here and December um whether it's it's the 12th or the 19th is any of this going to require a public hearing yes uh there will be a public hearing prior to 1219 and there will be a public hearing on 1219 it was something I was just thinking about because I think that to take you know what you were
125saying earlier into consideration we just we want to give that opportunity to the public to speak so I appreciate that so board vice president does your motion stand as presented oh well yeah s 7 P.M is fine like I said either way but I can change it to 7 P.M it's would you like on December the on the on the December the 19th 7 PM I will amend my um other time that was 500m 5:30 and is there a second the second okay moved and seconded uh is there discussion now just that yeah I I would still even even before the 7M push us to to have that on the December 12th meeting as opposed to um holding a separate special meeting for this particular item thank you Mr nandz any comments and your vote
