nathan threw for five touchdowns ran for another touchdown um had a fantastic evening played very well on defense has played well all season um as he often does and what i can tell you about nate is he is an extremely hard worker on and off the field he's very coachable he's extremely intelligent he has a bright future i think we're only seeing the beginning of what he's capable of and it has been the culmination of four years for uh interesting years of him dedicating himself to not just the game but tolerating me so um i am pleased to uh recognize him in this moment and i'm very proud of him and uh i appreciate his family being here as well thank you is there anything that you would like to say this evening at the

student faculty and parent we've committed our sro program there through the summer we've done our department in-house ongoing training as we always do with school safety and active training we continue to partner with superintendent had several discussions with them over the summer we're here for you i just want to make sure that you important understand to take care of tonight but uh the last thing i'll bring up is you can see by my patches i'm wearing patches october is right in front of us breast cancer awareness month the vino police department has always been a supporter of breast cancer awareness the la county police chiefs last year raised a quarter of a million dollars together for breast cancer awareness research intervention the covenant police department raised seven thousand dollars on its own this year we're
winning ten thousand dollars uh a pledge and we're participating home and block october october 8th saturday down by la live welcome any of any of the community of azusa gladstone uh faculty and students anybody in our community join a partnership on a worthy cause um you can go to our website our social media sites join our fundraising we have shirts and challenge coins if you don't want to join us that's fine join any organization to fight a worthy battle breast cancer awareness thank you for the time you know where you can locate me superintendent again we're here for azusa unified thank you have a good evening thank you uh chief next we have albert sanchez all right good evening president grier superintendent ortega fellow board members and cabinet my name is albert sanchez i'm a
physical education teacher and athletic director at glaston high school i'm speaking tonight on behalf of our ausd coaches and want to address ausd's extra duties pace schedule in particular the coaches section on octo on november 5th uh 2021 i sent you all the first of two emails addressing the extra duties pay schedule i shared a spreadsheet with information that i had gathered that compared the coaching stipends of five neighboring school districts to that of ausd what's important to understand is that these numbers reflect the pay scales entering the 21-22 school year the findings clearly showed our shortcomings when compared to the other five neighboring school district salaries in my follow-up email on may 14 of this year i sent an updated spreadsheet that compared ausd to 16 of our neighboring school district again numbers clearly
showed that we rank at or near the bottom in pay in almost every sport football volleyball basketball soccer baseball and softball i've asked both of our high school head football coaches to join me here tonight to further drive home the point i'm trying to make these two coaches coach brownstein from azusa and coach lopez from gladstone are the lowest paid high school football coaches on the list i provided you we rank dead last 17 out of 17 the speaks volume also in my follow-up email i mentioned that if you take a look at the ausd extra pay schedule 2019 2020 effective july 1st 2019 found an appendix d of the aea contract the initial sentence underneath this states this title states the following percentage for number of years as applied to column one step one
of the teachers salary schedule forty three thousand six hundred fifty eight the teacher's salary schedule begins with column column one step two at fifty two seven seven eight there isn't a step one on the teacher's salary schedule a first year teacher in a zoo unified begins at column one step two of the teacher's salary schedule a ausd the facts have been clearly presented to you you have the opportunity to correct an obvious heir find a way when it comes to negotiations to make the changes needed to make us comparable to our neighboring school districts and consider separating the coaches pay schedule from all the other ausd extra duties change the initial sentence of the ausd extra pay schedule to state column 1 step 2 of the teacher's schedule do away with the 43 658 total
and replace it with the base salary of a first year teacher like our neighboring district on behalf of all of our coaches and student athletes i thank you in advance thank you for your attention to this matter thank you thank you moving on to uh our next public commenter which is amber fish hi everyone sorry i couldn't be there in person um i wanted to start out with a couple kudos thank you so much to nutrition services for the amazing food they have been serving uh the first day of school my son had chicken noodle soup and he was absolutely raving about it he's still raving about it here we are almost a month later um seeing the pasole the fresh foods it's really encouraging and i'm hoping that we can roll out more soon
um i love seeing these fresh options for our students sorry about that um also i wanted to say thank you to superintendent ortega for opening up his parent roundtable to everyone in the district it's nice to be able to log in and chat and have some conversations with him to address some concerns that we might be having which leads me to my final point uh air conditioning uh i see that air conditioning is a problem throughout our district not just at hodge we've been waiting on some parts that have been on back order however we just had this very giant heat wave and our students are having lunch outside yes underneath a covered patio however this covered patio it's it's still over 100 degrees outside and hot for them um i'm hoping that if continuing
waiting on these parts is probably not the best option we need to look into replacing them um it was mentioned that they are old and some are up for replacement so i'd hope the board would take time to consider that being proactive about this so this way we can get on a list to purchase acs instead of waiting until we need them again and then possibly being at the bottom of a list and we can get ahead of this for next year's heat waves coming up thank you all for your time we look forward to a great year this year thank you very much miss fish and with that we will move to 8.0 which is comments reports and requests by the board of education and we will begin with board member rodriguez payne uh
hello um good evening everyone i just want to start off by saying i went to the welcome back district luncheon it was great to see everyone out and it was i don't know 105 degrees right but it turned out very nice a lot of people showed up and we had the opportunity of either choosing between a taco um don't want to see a taco stand but a gentleman was telling making tacos and also the big ice grill which of course i have to go get my favorite bacon wrap hot dog and um i want to thank natasha and her team they did a great job they had many many raffle prizes distributed them and they're really good um i also went to the cls va conference the california latino school board association i went to
several workshops the one that stood out to me was equitable while addressing the mental health needs of students and community they spoke about creating a safe space for students i do know that we do have the wellness center at the high schools but i would like to recommend that we have the wellness centers also in the middle schools i would like to um also wellness center should not only be for students they should also be for staff members that was really important when we spoke about when they spoke about that in this session you know i know we have staff lounges but it's not very private because you never know who's in there you know somewhere you know where a staff member can go and and and you know just spend some time in there
if they need a break you know we're all human beings and we all go through different emotions um and even if they stay there 10-15 minutes just to be able to get away um i'll just give you just a quick example of myself just like you know i i've been working in the school system for 40 years my husband passed away and um in 2011 2009 excuse me and and i'm working the office right and and i'm not feeling good but i had to go back to work eventually right and people wanted to talk to me or and i just wanted to not have him ask him all the time oh so what happened and how did he die what i just but then i couldn't get away right i mean i had like a
space where we just go and sit i mean i just i just have to get up and tell my principal i have to go home this is like it's too much for me so i mean it's 13 years but it still affects me so i think it's really important that the staff members at the school sites and the district have a place to stay other than um just going to the lounge or just sit in your desk and just taking it [Music] so i i really like that class i went to coffee with the principals at murray elementary school and uh with mr costa and then i went to central middle school with mr contreras and um you know they spoke to the parents about the upcoming programs and all the great things that to
look forward to here this is the unified school districts of course parents had many questions regarding the middle school um regarding the organization what are we doing next year and mr mr dr contreras you know he had answers to them or that he said they can come and speak to him anytime and he would also bring updates of what's going to be going on so they do know being transparent is so important to these parents um but i do see the balance back the valve's been missing and it's there so um my concern is that you know this bowel was there since 1988 i asked mr contreras how long has it been there and i'm just hoping that when we do all this reorganization it's not just we put back in the warehouse because that's
where it was all this time i'm hoping we'll find a place for it i mean even in the district office in a corner somewhere i don't know but i just don't think that we should um we should respect it and put it somewhere and not just stash it away and i did go to the back to school night azusa high school in glaston high they had a very good turnout considering it was 101 degrees out that evening it was a nice evening but it still was very hot but they had both schools had a great turnout with parents um the um retired new york city fire lieutenant um 911 responder you usmc veterans award veterans mr singleton he came and spoke to our students regarding 9 11 and how to help others and also um
lisa landeros levine she was an active u.s army captain for 17 years in the military they went to the high school they spoke to the students and the um sierra high school were famous this channel 7 went there and they interviewed the students and they interviewed the gentleman and he was i don't know seen it had a chance to see it but it was a tidbit but it was azusa unified school district so all the students i was so impressed they did so great they all were real quiet they were listening very interested in what what you have to say to them and they also asked him questions so i wanted to thank myra rico and um the she's the president of wrote the rotarians and uh ray kearney for all the hard work because
i know it took a hard for them to bring him from virginia they they flew him here and they found the funds and they housed them here and took him to lunch every day and and he was a very nice gentleman so and also mary turner on 9 11 they had a um and the interact students they had the dinner outside at the front of the city hall and they had their ceremony until it started raining right but it was good everyone still continued to eat and everyone's get even the um apu the jazz van they kept on playing them and playing and everyone was you know they were okay just a little water was not gonna hurt anyone but um that's all i have to report thank you board member bo thank you good
evening everyone um just a couple of um shout outs that i'd like to give i'd like to give a shout out to all of our teachers and all of our principals at the site for their hard work in making this year a true back to normal back to school i've seen a lot of energy at the school sites a lot of enthusiasm a lot of print filled and art filled classrooms already in the first couple weeks of school so that's exciting to see i also wanted to share that i am a new hodge parent and a new long fellow parent so the morning drop-offs have gotten a little easier now um especially with my little one at longfellow um and and the thing together staff at the administration especially at longfellow has been very caring
and welcoming as my little one is making her transition from preschool tk today in fact i had the opportunity to volunteer as a parent at the hajj book fair and i think it's a great fundraising opportunity it's a great opportunity to promote literacy um and for students to have the opportunity to come in during lunch and browse and and purchase books at their at their leisure one thing that i noticed that um i think given our current national climate around school safety and campus safety is as apparent um i i think maybe there's an opportunity for um the district to take a look at our visitor management systems um some of the schools that i've been involved in we have sort of that that system where you have to show your your driver's license your
id and then it's run through the system so that if we verify that i am who i say i am and um i i didn't experience that today and it just it's been on my mind as a school administrator about how we're able to have access to our campuses so i think given our um current upgrades and technology and servers and phones and cameras and just security in general i'd like to see if we can start having that conversation about a visitor management system district-wide board member cruz gonzalez thank you i'm just a couple things i'm also just want to say i've really been excited with coming back to school year just the excitement i see on campuses and the energy um i know my son is having a great time in second grade um
so just a couple things that i wanted to talk about i also attended the california latino school board association conference and there were two workshops that sort of stood out to me um the first was around ethnic studies um and um wouldn't it woodland unified has actually started training a very long time ago passed a state a board resolution to to focus on the high school graduation requirement and so we know that their message to all of us were that we know that the requirement is two years out and so if you're not preparing now and putting your courses in now you're gonna you're not gonna be ready in two years right so i just want to bring that message back to us um and they've gone so far as not only training the cohort
of their ethnic studies but also all their social studies teachers on sort of a baseline understanding of what ethnic studies did so just something for us to think about um and then the other area i'm glad to see our citrus partners in the audience i went to a session about dual enrollment um that cintanella valley about and they've got a very different path right so i really appreciate our our um early college that we have um they've actually focused much more on the career tech and embedding fuel enrollment in those career tech pathways um and so i think it's a place for us to think about us expanding partnership because i don't think we've gone that in that direction yet so thinking about like as we're consolidating is just the high where all the pathways
are going to be at one school even closer to citrus than before i'm thinking about maybe that's maybe a place for us to think about how we expand partnerships um along with um my plug for like a full early college where kids walk out with an aaa like we see in a neighboring district um so that's um i just want to mention that and then just a couple other things i also wanted to mention the quality of food i really appreciate um especially the scratch cooking that our kids are getting i think it makes a difference um because you're getting really high quality food i did want to mention i still i feel like there's still work to happen at the breakfast level and especially now that we have um the second star break which
i appreciate now because every kid gets a breakfast but my son who i do not let him have sugary sugary cereals it comes home excited because he gets the cocoa puffs in the morning right and so you know he's like and they have tricks and they have he's mentioning all of these sugar cereals that in my house we don't have right so just thinking about like how do we make that breakfast that we know we're giving to every kid make it a quality breakfast that that uh someone who wants a healthy start for their student is gonna knows that the school is delivering that but i do want to just preface that by saying the food i mean especially at the lunch is i mean it's incredible to see those changes i'm looking forward to
seeing how we expand that i do know that the state um i think in the last day budget has out actually allocated dollars for grants for kitchen upgrades so i hope that we're looking at at trying to get some of those dollars because i know that's a big barrier and being able to have full scratch cooking um i also just wanted to mention i wanted to express appreciation to especially to our hr department and to our services that we have a fully staffed dual immersion program i know last year we had issues with with um you know teachers and classrooms and so i know that we walked in the door with some really great new teachers i i think some of them are very new in their careers so but that's exciting um and so
i'm really excited to see that we have a really strong program um and that it's continuing and then um i think that is oh no two more things i also wanted to mention all the positive press that i see i see that we're getting through media through local tv i think that's just a testament for the work that our staff are doing in terms of how they outreach um i know we get to i get text messages from arturo saying hey this abc or nbc is coming to interview us right and so i think just thinking about where we used to be in terms of press i i i just want to say i appreciate that i noticed that that difference um and that is the all i have for our for this part right
now thank you and good evening i similarly just want to comment on nutrition services i'll say that it came up kind of kind of school lunches and whatnot came up uh in conversation between my my daughter and and myself prior to the school year starting she brought it up and as and as she brought it up i i informed her uh to be on the lookout for some things that were going to be changing and uh she has since come back and has has said dad you were right and and if i could right right that's always a great thing to hear and as well as the food was bomb it was was it was another it was another quote from her and so yeah i just want to want to tip my hat uh
to the nutrition services team and all the hard work that's that's going in to provide quality meals uh to uh our students here in the district and with that we will move to 9.0 comments and reports by student board members superintendents and cabinet and we'll we will begin with our student board member so to begin project high school azuza high school would like to thank the azusa rotary and the chamber of commerce for inviting captain lenderos levin and lieutenant clarence singleton who uses the high school on friday to share with students about the importance of service and helping others lieutenant singleton offered aspects a strong personal story about his service to his country in vietnam and in new york as a firefighter who helped save others on 9 11. azusa high school is having a

come a long way um and we set a goal um and under the leadership of ms stella i'm confident that we are on the right track and we still have a long way to go but we are not where we were last year so i am grateful um for that um also i want to announce that we do catering um so if anyone wants to hire us for your special event please contact the nutrition services department for catering um but lastly on [Laughter] she's like we have too many absences right now but you know we're going to get there okay but on a serious note i do want to um acknowledge um we are still having our hvac issues um though it was our goal we tried hard to um have a zero open work
order at the start of this school year um we were not successful in that goal um we did as much preventive maintenance as we could but with the supply demands um staffing shortages there's a list goes on but there's no need for excuses but what i do want to share is that um to go over and beyond that we did solicit services for other suppliers directly to come walk our campuses and just say hey we're willing to buy the parts from you guys i mean they too said the same thing um we have parts but it's not the parts for your units um in an interim um we are investing in fans which i know does not help but these are just little things that we're trying to do we have communicated with our principals
that in a minute um in the midst of inclement weather we can um allow our students to eat in their classrooms still under the ac so go to the cafeteria get their bills income we're trying to find solutions um but our goal is to continue we're not going to stop um we're going to continue to push our suppliers we're going to continue to try to see what we can do in-house to make this happen but we do want i just want to probably thank the multi department for the efforts that they have and just continue to ask for everyone's on patience and support but we are doing the best we can good evening i also would like to acknowledge our site administrators and staff for welcoming parents and families back to a wonderful back-to-school night

pleasure of co-presenting with aea president meg savella and our director of special education aaron cramer was here in the audience on the certificated evaluation system the training was for our site association representatives and our administrators to review the evaluation process and answer questions the overarching goal is to make sure that all of us are on the same page as it comes to evaluation and looking ahead we have our dessert social next week this is an opportunity that we have every year to recognize our employees that have reached milestone years of service to the district and this event was held virtually last year and we're happy to be able to resume an in-person recognition of this event this event is this coming monday september 19th at 3 15 p.m in the sierra high school multi-purpose room

california citrus has a beautiful 104 acre campus that includes 44 buildings and seven outdoor athletic facilities we proudly serve almost two hundred thousand residents living in the communities of guardi monrovia bradbury azuza glendora and claremont and as well as some slivers in small portions of pavina irwindale pomona sandimus and the bird okay well we'd like to share um some recent honors and these are our things that thanks to the faculty staff and student of citrus college uh citrus college has been recognized uh first we were named a military friendly school and military-friendly spouse school something we're very proud of we have a veteran on campus the college received the equity champion of higher education award helping latinx students reach their goals including free completion transfer but the college earned a higher education award for the
arts schools network for supporting arts education k-12 schools and uh for being one of one we were one of 150 community college in the nation invited to compete for the asp college this past january we had our accreditation we're accredited by activities um our accreditation was the firm for seven years with no finding for recommendations for clients which was outstanding news that's the best possible out we could achieve we're excited about that thankful to our instructors staff students next i'd like to hear a little bit about enrollment after experiencing as so many of our schools have adjusted particularly with the pandemic um citrus college we're starting to start grow at fact this fall as the this morning we have ten thousand seventy seven people fall semester we offer many in-person camp on campus and first
classes in fact we've had more students choosing to take their classes on campus than these best past five for the past two and a half years we still offer a significant presence online so lots of online hybrid course what we've tried to do while encouraging on campus class services is listen close follow data from where our student express they're there whether any of our students want to learn maybe working adult learning students so we're working hard to do the best both on campus and online and as a reminder it's very very affordable high quality so cost of college is 46.3 for students in addition have a robust financial aid department uh where we're able to work with students and uh help them qualify for federal financial aid so not loans but just uh financial aid
assistance take access during college they uh move on to career for four year college university and best of all for our azusa student first-time college student those coming right from high school or perhaps those coming military service or from work they're a first-time college to control twelve more units they can have two years of college tuition for the promise program we call it the citrus college program but this is a this is california college wonderful offered and it's such a great way to get a quality education incur college debt that's good for the student good mom dad i'm a dad who had a student attend a college and transfer first so i i know that first for all those moms and dads that just yes 46 that was not a misfortune not just 46 a
unit and for my friends that have kids going to college that would be a welcomed uh a welcome number people are writing checks all of a sudden versus getting low so definitely take a look next i want to speak a little bit about uh diversity equity inclusion we have a lot of great uh things concurrently going on at citrus in 2020 citrus college established a dei task force the purpose of our diversity equity inclusion task force is to understand how we the faculty the staff the students and as an institution can actively influence the social change needed to make an impactful difference in eliminating eliminating structural race while promoting diversity equity and inclusion the diversity equity inclusion task force has focused on developing and implementing a wide array of initiatives and measures designed to lead
an improved college culture of equity diversity and inclusion in april of 2022 the college hired a director of dei ms aisha thomas that was a step and that was one of our also moving on from diversity acting inclusion we've also focused on mental health we have a robust health center on campus and many services available students employ we also recently hired a mental health supervisor nadine henley to strengthen the mental health and wellness resources available to our campus community right it's it's all exciting for us but this is a really good part fuel enrollment let me back up a step um i mentioned that i started had the opportunity to serve citrus college beginning in july 2021. so thanks to uh our trustee dr ferris he right away helped connect to community members leaders i
really appreciate that i want to stay superintendent they go one of the first doors that opened your door you welcomed me in during my first month even before school started thank you it was a great first thing and i quickly learned about the strong partnership that has been in place with this school district interest college and uh proud to be that tradition as we explore how to best our families our students moving ahead so as you know dual enrollment is an incredible opportunity that allows high school students to access college classes enroll in college classes during their high school experience in doing so this can be in fall spring even the summer is a possibility they can earn both college and high school credit during the last academic year the 2022 academic year there were
a total of 28 dual enrollment course decks offered a zuzia unified scholarship alone very proud of thank you for that partner across the district that was a total of 676 enrollments in these courses to think of it another way sometimes we'll think of college credit free and of course as work complete class towards free so that 28 number the dual enrollment course offered to this unified high school student translated to about 2 000 college credit for this year the 2022-23 academic year number of cool enrollment class sex this was unified is projected to increase 28 to 31 fire you know these times we're still grateful for that offer work closely with the district to expand this top student of your district we're thrilled to have so many students taking advantage of this opportunity i'd also
like to share a few data points about the students who obtained an education as this unified school district subsequent high school continued to take class citrus college so as of early this fall 152 students are first of all current high school students is unified in addition 196 are as the unified alumni who graduated this past day they're enrolled 196. if we go out a little further how many is a school district alumni graduated more than a year ago our current world is citrus college 500 points and currently our citrus college total population students enrolled in the college this fall there are 1233 current students who are arrested we're really proud honored that well one of our most memorable events this year as it was in many school districts was commencement or graduation what a joyous
time it was held on june 18th at citrus college and this was the first time we had in person since 2019. we were able overall we had 1799 students graduate from citrus college in june of 2022 many students achieved multiple certificate awards in total 2156 total degrees were awarded in the top programs being business administration psychology pre-allied health sociology child development and education in addition to these disciplines which allow students to earn an associate's degree and continue a pathway towards four-year college or university we're very proud of citrus college to offer numerous robust career technical education programs that prepare students for the workforce where they can earn certificate uh specific areas of focus and even in those areas they can pursue education beyond for a bachelor's degree but to share some examples we awarded a
total of 2141 certificates in those top programs last year including cosmetology and barbering administration justice child development uh early childhood education studies commercial music and life nursing outstanding group allied health uh program and now i'd like to share a brief video with you this is footage from our 2022 commencement ceremony that highlights the best of our students remind us of the work taking place with our partners for this picturesque college that continues to impact lives so thank you for the video [Music] so so as we get ready to conclude we just uh once again like to thank you for the time hope you can see some of the fruition of our students at citrus college all the hard work i think everybody in this room understands difficulties the last few years students in our these
citrus college students that we just saw in the video the same they persevered they pushed through they finished their classes they changed formats famous here the staff the teachers the faculty format learning how to go online still pushing through finishing credit units it's just really recommend we really look forward to that continued partnership on how we can how we can partner to serve more students and serve the community so thank you for allowing us to share this time and we would be happy to answer any of the questions you guys may have i just want to thank you for this great presentation and you are it become yearly would be great so we can make you know know what's going on i know uh citrus college is a great college but um knowing even more
it's you know it's even better i think but i also like you your uniforms your ties when you start working together long enough yeah it was it was uh we showed up we met each other we have said one time we're going to end up winning this is how we do we just channel it we end up wearing the same same outfit any other comments oh yeah i mean this is really great i'm wonderful to see you here i think my question for you dr schultz is around thinking about um deepening expanding partnerships where do you where do you see that going next both through conversations with our partners we can explore a number of things we can we would like to be able to offer more and we recognize that in both of our
desires to do that we have to carefully analyze what's our capacity facility use the staff and so forth but we're definitely in a position to strategically accept the number of offerings we have and and also i would say the variety of off available ethnic studies was very exciting something at citrus college we have i think studies courses one of the things that i'm working with our college to do is to move towards hiring of additional full-time students and i know from talking with our special and we're excited about so whether it's studies whether it's or offering that students can get college credit and earn credit towards an associate bachelor's degree wherever they go to college or university and also career technology we offer any of those so what we try our best to do is
to work closely with be good partners we know that families parents goals so leadership um may have different desires type offering that we can offer but we're really prepared to do all of it we just want to be good listeners but my hope is as we move forward we'll continue to build our best is uh listen if there's any adjustments we see help you serving children in the assistant school district but hopefully where we see it leading to enhanced strengthening the number type of dual home force offered you do you still have your automotive um i didn't see it in here but you do have the autumn your automotive that was a great program too we do and we've got phenomenal depart our students go to work they'd like them to go to work before
they finish we like them to finish and then go right to work as one brief example we got a phenomenal program with toyota usa we just had the national managers at our campus talk with our faculty lead but it's got incredible state-of-the-art equipment students are learning on computers the diagnostic that's that's a great example of one of the many technical programs thank you students were being hired before they finished the program they were they were hired as they were finished program out of that i did go to your own house at one time and it's a it's a beautiful program to have let me offer this in this enclave the board um anybody on your staff that you'd like to send we are going to have two community days one in october and another in
in the spring i would love to have you guys come on campus and just be able to tour the camp what's going on so i'll extend that invitation out to you uh the board and your staff i'll send an invitation over whoever can make it and come down and view the beautiful campus i'll commit dr schultz to a lunch there and uh and uh and get to see what's going on by the way i went to citrus and from when i well that was a long time ago but when i went to citrus i mean you could see the difference in anybody who lives in the area you just drive by you're like well i never noticed that building before oh is that new and it is and it is it definitely has vastly grown
and grown for the better and they're we're continually trying to improve i will extend that out well just just want to say thank you incredible partnership i'm grateful to to serve this community and and to do so in partnership with you all so thanks for the presentation and for all you continue to do and with that we will move to 10.2 approval of agreement for development consulting services with dcg strategies uh mr ortega thank you for president um um as a as a director of the board of education um the district went out uh submitted a put out an rfq for uh development consulting services um through a wide as net as we as we possibly could uh we had three companies uh submit a proposal [Music] myself our attorneys and two board members had
the opportunity to interview the three firms and it was unanimous that we would be bringing a consultant agreement with dcg strategies and so it is here for a board consideration make a motion to approve second move by board member rodriguez penis seconded by moved by foreign cruz gonzalez seconded by board member rodriguez pena any other discussion um i'll just say um i've actually had the opportunity i was not involved at all in any of this election as you know i though but i but i've had the opportunity to hear their executive direct or their whatever their leader is speak before um the school members and i was very impressed in terms of the vision of being driven from what's best for schools and students and really an equity focus and so i think um i
think i'm i'm looking forward to see what happens because i know i know i get questions in the community around what's going to happen with all the prop what are you guys doing so i think this is the good first step for us to really figure out what's going to happen with the properties that we now have any other comments with that we will move to a vote and that motion passes four yes to one absent moving on to 11.0 consent calendar and specifically 11.1 which is approval of all items under the consent calendar all matters listed under the consent calendar are considered to be by the board to be routine in nature and enacted in one motion there will be no discussion of these items unless requested by a board member if a board
member requests discussion that item will be removed from the consent calendar and considered separately with that is there a motion to approve 11.1 i'd like to pull 11.19 so um so i'd like to make a motion to approve the consent calendar with their with the removal of 11 19. is there a second second so the moved by board member cruz gonzalez seconded by board member rodriguez pena and with that we will move to a vote for president thank you student preference yes thank you with that we'll move to a vote yes and now we're ready to vote and that motion passes for yes to one absent and with that 11.19 now becomes 12.1 approval of advancement grant program agreement between zeus unified school district and los angeles county arts and culture is there a motion
to approve make a motion to approve 12.1 you have a second a second and without any discussion yeah i have i um so i have some questions about this i'm not i mean i'm very supportive of it obvious uh but um so the the agenda item actually references an assistant unified school district strategic arts plan right and i think arthur i think thank you for sending that a copy of that to me and so um um i'm not sure if it's appropriate right now but maybe um at a follow-up meeting um i'd like to i so i was able to look at the plan and it talked about having clear measurable outcomes right and being able to track them and i i feel as a board i'm not sure that we've really ever talked about
those um and really where are we on those and so i'd like to be able to get um an updated at a board meeting in person right talking about what is that plan where are we on it was it delayed because of the pandemic how are we in implementation how did where do we see it going next um i think the investment in elementary school art teachers is a very good first step right and i appreciate that we've done that um and so i just want to make sure that we're just doubling down on art and thinking about how do we strengthen the program um i know we've invested in staff i know we've heard of the past we really need to be investing in the materials for teachers to offer quality programs so this
can be an opportunity for that conversation um so i'm hoping that could happen soon um and one of the next like and then hopefully maybe the next board meeting we could have a conversation about it um yes we can organize something and for the board and yeah there was some delay with the implementing plan but i think i'm interested with our plans on elementary any other questions or discussion and we will move to a vote that motion passes four yes to one absent this brings us to 13.0 business and finance and specifically 13.1 approval of contract for hvac design and construction services between azusa unified school district and wilden energy services is there a motion to approve a motion to approve 13.1 [Music] you have a second a second moved by board member rodriguez pena
seconded by board member bo and any well before we we move into a vote uh mr mall would you would you kindly um share a bit about what this means uh for what this would mean for our district yes i happily so i'm last year i'm under board um authorization we were able to solicit on the service of mr uh wildan company to utilize our sr3 dollars where they're doing an energy um savings audit where they walked our entire district all of our facilities to assess all of our hvac units we have 598 units and with this approval of this contract they'll be replacing 378 units it's important to note that i just want to share that until these new units get in we are not going to stop our efforts that we are to
continue to repair and rehab what we have but this will give us opportunity um as long as we procure the items to have all um 378 new hvac units for the startup next school year can you would you mind sharing with with that so there's if i did rough calculations somewhat over 100 units that are not being replaced can can you elaborate as to why that is the case yes because we have um some units that um were purchased within the last five to six years and so they'll still have a useful life and so this um contract would replace all of our hvac units that have exceeded the useful life any other questions or comments on the board i i do okay i'll wait yeah my question is so um how would they categorize
which ones you're going to work on first so the ones that are need more help more work or you know how are you going to determine which schools or what which ac's you're going to need work yeah so we're actually um under will then they'll manage the project but we are going to do a rfp where we're going to um um contract with several contractors all at once versus just doing one side at a time and what the goal is um to start as soon as we procure the items um we get approval today um according to the contract they're looking at that there's a 40 week lag time of getting um items but as soon as we have them we're going to start replacing them as they go and versus just waiting so they're
all here i just like to be sure that you're not just focusing on different schools that we're working to all the schools throughout all schools that want all schools yes ma'am just have a question um so my understanding and i don't know all the specifics but i might understand that there are some state funding available um like grant funding that you can apply for to be able to get hvac replacement and you know because it's now not connected to air quality so have we pre and i appreciate us i know we've we've allocated dollars in esther to best of three to be able to spend on this but have we pursued those grant opportunities to see maybe we can get some state funding to also help the offset some of the costs yes ma'am and
we were awarded um the allocation we received last year um was over a million dollars over a million dollars and we utilize um those funds to up upgrade our thermostats um so every time there's been a grant we've utilized our grant writer and we've been soliciting for every grant that's been out there okay a million doesn't seem like a lot of money when you're talking about 378 units completely agree we're only awarded what the state gives us any other questions um how does the replacement units impact the repair work that we're currently doing and waiting for part so um for every um for all the units that we're replacing parts those items will be replaced meaning the units will be replaced um if we replace the item that's on this list like we have one
unit we had three that was at um valley dale i'm at the right school yes three npr we replaced those so now that will decrease this 378 so if we replace items on our own and we're able to procure those items it would decrease the amount of hvac that the contract would actually have to replace okay so i guess if i were to say well if we just repaired something this year um i guess what kind of confidence do we have that the repair is sufficient are we only repairing end of life or our units that have exceeded their their useful life and then just repairing the units that still have useful life so this contract will replace all of the units the 370 units that are extended their past useful life internally our staff
is working to repair the units that we currently have even those that have exceeded the useful life because we still need to try to make them operable until we're able to get the new unit in thank you um and then in terms of i mean it feels like it feels like we're having a crunch right and so thinking about future planning um what how how are we gonna how are we planning internally so that we have like a regular schedule of replacement and um and maintenance so that we know um and maybe we can paste this out so it's not like we're replacing so many units at once but we're able to sort of refresh unit along the way and it becomes less i mean we're lucky right now we have a lot of money
coming from the federal government right you're right yes if we didn't have that it would look very different right now so what are we doing in terms of future planning because we know even these units are going to have a shelf life right they're not going to so what are we doing in terms of planning so that we don't see this happening again um so first um we've recreate we created a 10 year deferred maintenance plan um second we're also i'm investing in our staff to have training on the new units so that way we could do preventative maintenance versus just letting stuff fester until it just doesn't work anymore there's gonna be a twofold approach and we're going to be allocating funds so on our 10-year plan we're allocating the funds that we're putting
in fund 14 which is our deferred maintenance spend as well as identify okay how many units can we replace over each year and those funds will be set aside for that the same thing we're going to do with our vehicles and how many steps do we have dedicated just to hvac or do we right now we currently do not have trace specific positions well we have our pink brand i i i felt it i felt it but we do not have trace specific what we have is what's called maintenance two maintenance three where they're our trades um our staff are um they have identified at least a minimum of two trades that they could do but we do not have certified employees a certified certification for each of our trades and that's our goal to
get there yeah so once upon a time we did have somebody who or more than one person who had just who had that was their area and they were that they were they did the hvac i think when those when those people were retired so i think that's something to think about and because it's been quite a while since we've had that expertise of the a person just focused with that expertise on our staff completely agree wait brian i said you see you have three people that sort of work on the hvac three guys that have had experiential training not necessarily formal okay and last question i have what is what is the expected life cycle for these new units that are coming in 15 to 20 years any other questions okay and we'll move
to a vote and the motion passes four yes to one absent moving on then to uh 13.2 approval of 2021 2022 unaudited actuals financial report and we will begin uh with info yes sir one second to present my screen all right first before i begin i want to take this opportunity to thank um shannon norris our director of physical services and her team for the hard work and effort this is a culmination of where we're going to present um how we're closing out the 21-22 fiscal year so here is where we are um we are at one of the four required budget reporting cycles and so we are unadded actuals in september and we'll be in front of you again in december for our first interim which is addressing our current year adopted budget so
what are unaudited actuals um this is a requirement per education code 42100 um audited actuals is just um is simply a report where the staff is closing out all the books we're identifying if we paid all of our expenditures accounting for our revenues and then we present to the board by september 15th our projections of our unaudited actuals and then in december our auditor will come in to give us what we call our grade to say yeah or nay if our numbers our projections were correct and if we close our books completely and accurately any questions and i'm open to questions throughout so here we're going to talk about our general fund revenue and again this is our revenue from last year so we're just closing out last year we do not this presentation does
not identify our revenues for this year so for our general fund revenue for the 21 22 school year we received approximately 129.3 million dollars with 71 of that coming from our lcf revenue sources 15 of our revenue was received from our state aid and 9 from our federal revenue and 5 from our local revenue of our lcf dollars um from that that was which projected estimated actuals we projected that we were going to receive 91.47 in lcff revenue and we received 91.7 million this increase was just a change in our actual ada of 299 000 any questions on our total revenue for 21.22 yes ma'am does this general fund revenue include one-time monies yes ma'am this is our total um general fund revenue from unrestricted and restricted dollars and what percentage and dollar amount are
represented by one-time monies um we're represented by one-time money i can give you that number i don't have that number right in front of me um it's just this i can get that number for you dr bill thank you you're welcome and here we're going to go about our total general fund expenditures our total general fund expenditures equated to 120 million 100 120.7 million dollars um of that approximately over 73 percent of our expenditures are to our employees 22 was allocated for employee benefits 14 was classified salary and 39 were certificated salary um 16 is for other services that's our contracted um services and salaries um transfers and other out goals will be 3 percent and books this implies equated to seven percent of our total expenditures for this year any questions on our expenditures
for the 21 22 square so here we're going to um talk about our revenues to expenditures and this is where we identify if we deficit spend or if we ended the year with a surplus so as we shared our total revenues for the 2122 school year was 129.3 million unless our expenditures and transfers out that was 120 million point seven and that gave us an increase of our ending fund balance of 8.5 million dollars from there we go to our components of any fund balance [Music] here this identifies our total unrestricted ending fund balance we have our three percent reserve that we met which was 3.6 million dollars we have our evolving fund which is 25 000 we have a prepaid expenditure as well as our aea reserve that's approximately over 998 000 um we
do have our concentration add-on um that we're assigning of 2.7 million dollars and we also have our supplemental concentration l-cap um i do want to point out that we have a 3.1 million dollars which is a supplemental concentration carryover but that is specifically due to delivery delay so we actually have planned expenditures but we only can account expenditures if the goods or services are received on it before june 30th so those expenditures have been materialized by the time of closing the books since the goods were services weren't there we assigned them funds at any balance and with that that concludes our presentation of 2122 i want to see if we have any questions yes ma'am i have questions on this on this slide actually um so can you talk a little bit about the um
the reserves focused on future rising costs and what and what we're thinking that's going to be applied to yes so we're um for future rising costs such as um stirs and purse um step and column um and any other initiatives that we may have we just have those funds allocated and set aside so primarily around staffing costs and okay um and then in terms of so with the the supplemental concentration delivery delay so are you saying that those are like materials and supplies or is it also services so maybe staffing materials that's all matures and supplies um it seems like a significant amount of dollars so i'm wondering maybe if you have examples of like what what's in that that was delayed is that is that normal like i can get that breakdown for you
but i mean like for example is it like we ordered yeah so it'd be good to understand what that is because i mean is it instrument is it like you know what what kind of materials and supplies are being delayed and then just wondering about like what what happened last year in classrooms if they people didn't have what they expected to have right or or you know is it books um so and then in terms of the supplement the all cups of winter concentration dollars so i see a two point run a two and a half million dollar um reserve from last year and so um i'm just wanting to understand like what are our intentions with that if i mean if if that's money that we didn't expend and i know i know in
paso arturo you've been really good about tracking even down to actions and services what how far we're spending um so it'd be good to understand like what what didn't get spent last year and in what areas um so i'm not sure i know you've had that information first before in the past so yeah i mean off the top of your head do you know like maybe some of the big areas or is it like or or or is that something you'd have to give to us later on um we can give you a breakdown but i can say this is primarily due to we have we had a lot of one-time funds that had to have a spend by date of june 30th and so we had some expenditures that could have been allocated that
was assigned to supplement concentration we were able to utilize those funds and so to still ensure that we have those funds available for the goals that said in lcap we have assigned them here okay well then it'd be good to have a conversation about it feels like there's like this extra one-time dollar sitting out there then if that's if we start a supplanted other fed like one time dollars for these stuff think about like what are what are the best uses of those dollars right to enhance what we're already planning on doing and so i'd appreciate having that conversation and then the last question is around the other big chunk and that's the add-on grant right which um my understanding includes requirements to increase staffing yes ma'am and so um one how much of that
add-on did we spend last year so is it at one just percentage-wise is this like a big portion of it is it like we spent most of it and this is part of it um do you know that i can get that for you because i don't want to just throw out a number but i mean just roughly like did we like i'm trying to get a sense like is it on the is it an order of magnitude like we you know we spent like we're able to spend half of it or like we really didn't touch it because we weren't hiring stuff we didn't we didn't hire this stuff we did not spend majority of our concentration add-on so so and then that continues this year right so we're going to get additional dollars
this year for that yes but we have a spending plan for this year so we've been i'm hiring our resident subs um and then we actually and i don't want to take on miss norma's um thunder but we're doing our residence subs i wrote this down because i was gonna be ready for this i think norma can answer we're also um looking to add uh teachers with uh who would support um combination classes take on um so if you have a second and third grade combination it becomes very challenging to teach two grade levels of mathematics so this um the additional feature would be able to support those combos that have different grades okay and then i mean what do you anticipate happening now then because it sounds like we're gonna we have a plan
for this year's dollars but if last year's dollars also have a requirement to hire additional staffing i mean how do we anticipate making that happen right because for right now that money is ongoing right i think it's not not going to be ending correct so do we have a plan for that yes and i believe um i'm not going to say i believe we have our presentation come up in october we're identifying all of our one-time funds and this is one of our categories and i think we can address that during that presentation that would be great okay welcome any other questions or comments okay then with that this is also an action item and so the approval is also on the floor so is there a motion make a motion to approve we haven't
no i don't believe we've done a promotion in a second yet no make a motion to approve 13.2 a second moved by board member rodriguez pena and seconded by board member cruz gonzalez any additional discussion no but i just think we should just recognize the hard work of our finance department staff i know it's a big effort to put all this together and especially with all the one-time dollars i'm sure there's a lot of work that goes into this um and trying to meet the september 15th deadline so just want to see okay then we will move to a student preferential vote all right thank you and now we'll move to above and it passes 4 yes to one absent this brings us to 13.3 approval of contract between azusa unified school district and safe
and sound security is there a motion on the floor make a motion to approve 13.3 a second moved by board member rodriguez pena seconded by board member beau any discussion student please um have an explanation item please yes so this is our first of many steps to improve our safety and security of our campuses um this first phase would allow us to install perimeter surveillance on all of our campus to ensure that we have no blind spots this also gives us a surveillance monitoring where we can utilize and see the activities on our campus from our cell phones as well as our computers and is that what's like uh motion or body heat or you know motion body heat and even to the point that um we can grow and expand so we can work
in partnership with our own police department to say hey we saw someone with a red shirt they can go on our computers our system and to look for anyone with a red shirt or if they're looking for someone as well when you're if someone's home they can see it in the monitor like we do like a ring exactly yes ma'am same older right yes ma'am great yeah any other questions okay we'll move to a vote [Music] student preferential though yeah and now we'll move to a vote and the motion passes for yes to one absent this brings us to 13.4 approval of resolution 222306 fund 17 special reserve for other than capital outlay fund balance commitment is there a motion a motion to approve 13.4 high second moved by board member rodriguez pena seconded by
