of late i know many of you know that we lost a student five days before graduation to gang violence following that that day we had we had to pull a student and removed him from campus for his own safety because of possible uh possible anything to um keep him from keep anything from happening to him um then the following uh tuesday right before graduation we had somebody on rockville with uh with a firearm um are the uh our campus safety on that and um unfortunately without having any type of training took it upon himself to call into the main office and have them call the police department what should have been done correctly was he called the police department uh giving them location description of the of the subject um fortunately they they caught the

the person up by the 711 arrested him uh took him into custody uh the following day we had another incident where a car was driving into our student parking lot um with the four males in it with the had the light a paper plate uh paper plates on there which to us is a recently purchased vehicle they stopped they cruised the student parking lot with our students out in the uh pe area so i went out there i contacted the police they were there within three minutes they were turned out to be five of our students uh they were all questioned and they were released into uh the school's custody and they went to class um this was on wednesday thursday we had after school was done after kids were all gone home we had

three males that did not attend our campus come on to look for classes uh that which we knew you know that was not uh that was not true so what i'm asking is board and management please look into uh training getting training for campus safety the reality is that we're the first responders on the campuses we we're there at everything that whenever whatever transpires we're always there on time we're always there looking out for our students our staff and our campuses um there's a lot more to be said but you know my time is running out but um this is this is a very grave matter that we need to really take a good look at this and get us get us trained in a proper way that we can not only save ourselves but

save the lives of our students and our staff thank you mr falcon next we have melissa fajardo you hear me good evening i hope you and your families are doing well i'm apparently and i'm here in hopes that you can all help me with the challenges that our school faces when our children are in school first i would like to thank superintendent ortega for taking the time to speak with me and other parents about the future plans of our school your time is greatly appreciated our children families and staff are looking forward to see the changes happen and it's been a long a long way which brings me to why i am here today it's my understanding that our school plans have been submitted and i also understand that it is a long awaiting process

and i understand that we have no choice at this point but to be patient we are but we unfortunately we are in times we're taking our children to school it's no longer a guarantee that they will be safe every day that i take my children to school it takes me about an hour to pull out of the parking lot because i am scared for my children our family teachers and staff are scared as you all know our school needs new fancy as our as of now our school has fencing that makes it easy for anyone to enter our campus our children are visible at all times when they are outdoors so i am here asking as a parent to another parent please if there's anything any of you can do to move this process along

faster if there's anyone you can reach out to so that we can have proper fencing all around our school as soon as possible we have our own city our own city azuza pd if there's any way that law enforcement can go to all of our schools campuses from time to time anything to help keep our children safe of course i want to see progress at our school our children deserve that i want our school to look nice but there is nothing more important than our children's safety so if you can make that a prayer a priority i would appreciate it from the bottom of my heart thank you all for your time thank you miss fardo next we have robert uh carbohy corrabo i'm sorry caraballo thank you excuse me hello all you guys hear

me yeah okay this is my first time doing this actually um i'd like to say first i'd like to echo what mr falcon says because i do campus safety at glasgow um we need better training you know sort of they just kind of put us out there you know here's the job this isn't that but uh sometimes things get you know certain situations happen and um you know if we don't make the right decision it could affect a lot of people myself my daughter my colleagues get what i'm saying and um i'd also like to see if maybe you guys can actually give us a certification where we're actually really considered campus safety instead of camp which is what we're hired on um i know that probably calls for more money or something like that

i'm not sure but uh like i said i'm just here to tackle what he said we need we need we need more training because um i was i had actually the privilege of working with ortega uh thank god knock on wood was a good day didn't have any issues but you know one day it's great the next day you don't know what's going on you know luckily i have a good principal mr padomo you know and he's very helpful with a certain situation it's a good thing um that's about it i don't have much more echo what he says we need we need help you know anything anything that can help us uh help us help these students be safe would be much greatly appreciated thank you mr carvalho next we have alicia rodriguez i

believe she is online hello hello we can hear you perfect um i'm gonna actually also echo on mr falcon miss fajardo and mr carabao um we spoke my husband and i spoke to uh superintendent ortega on may 27th and we do appreciate the time mr take i'm sure you remember me but we also wanted to emphasize the safety of our schools after the uvalde school shooting and technically a massacre we're very concerned at lee's school as parents we feel like we know there's going to be a lot of things taking place for lee but we also want to push for you the board and the superintendent to prioritize certain things for our schools especially maybe installing an anti-scale fencing um i know when i spoke to superintendent ortega he spoke to me about possibly speaking

to the city manager minister sergio gonzalez and seeing if we can have pd come in and train with our staff and possibly even our parents we would love to see if our parents can be of support in a situation if something like that were to ever occur in our district um also we wanted to touch base and continue to push and while we don't always speak we want to let you the board know and the superintendent know that we are listening and so are a lot of parents from lee we want you to ensure that there's going to be programs for the school music arts earlier education for our students a lot of us have to seek to other programs outside of the district and we wish that these programs were offered within our school

district um but i'm making it very brief again we just want to enforce police we're begging as parents to consider the safety of lee's school there are some changes that need to be prioritized over others we like ms fajardo said it's very unnerving to send your child to school and we would love to have at least some type of transparency with our parents coming up in the 2022-2023 school year so if there's um mr ortega has my email we would i know he said that he was going to reach out also to our principal but we would love to sit down either with the board as parents from lee uh and the superintendent and see what's going to happen for the 2022-2023 school year thank you all for your time thank you miss rodriguez and

next we have cecilia ford hi can you guys hear me yes we can hear you great um hi everybody i'm here tonight to echo everything that noe and robert and the parents as well the safety of our campus campuses especially the high schools right now because i am a campus aide at classroom high school um we need to make sure that our students are safe we need to make sure our staff is safe um we need the proper training we need to we want to be certified and given the opportunity to do so um moving forward we're going to be combining schools at this point right now we do work noah and i are working summer school and we have a lot of kids on campus we've got the high schools we've got the middle

board members superintendent ortega cabinet and audience i'm excited to be here today uh to present uh our 2022 2023 proposed local control and accountability plan in this new role for me um i am excited like i said and that today we're gonna go through an overview of the plan uh the different components of the plan uh we're gonna talk about uh the way the plan was developed and some highlights on our proposed plan okay to give the public a little bit of background uh the local control and accountability plan is a three-year plan that we often refer to as the lcap the alcap allows our district and other districts to spend supplemental and concentration funds at the district level that we receive from the state the this plan also outlines for the district uh what

our goals are how our goals will be measured how much funding will be spent on each of the goals and what actions and services we will have during the school year to ensure that we are reaching these goals um additionally uh this elcap plan was a three-year plan that was presented to the board last year and span from 2021 to 2024 in back in january you also received an update um on the 20 20 21 22 plan and like i said today we're going to focus on the proposed plan for next year which has the different components that i will be sharing the first section uh that you'll find in the document that you have that's the actual lcap plan is the budget overview for parents and this budget overview for parents is for the

0442022 2022-2023 school year and it outlines the budget for the year that is divided by funding sources this uh lcap plan is outlining the lcf funds which are the state's funding formula for our school sites um and you'll it's important for us to note that the base level funding is the uh the same for the district and the extra funding is what we often refer to as the supplemental and concentration funding and that's what we will be focused on as we go through the lcap the supplemental and concentration funds is targeted to rep to improve uh outcomes for our students specifically for our english language learners our foster youth and our low-income students our district receives the same base funding for all for per student but the funding for supplemental and concentration funds is calculated

uh based on the district's enrollment of english learners foster youth and low-income student the additionally the budget overview you'll find an update which is called the annual update and this is uh specifically to 2021 and 2022 and it shows you uh last year's budgeted lcap with what we estimate to spend on actions and services that are specific to high needs students after that you will find the plan summary that outlines a description of our district the school and different schools and the students it also gives you a reflection of success successes that we've had identified needs and also highlights from the plan itself some of the successes that you'll find in the document are improved academic achievement improved graduation rate as well as increased academic achievement for our students that are english language learners and

students with disabilities the next slide i'm sorry we yeah comprehensive support and improvement is the next slide that we're on this is a required component of the lcap plan and this section identifies which schools are identified as schools that receive comprehensive support and improvement and it also outlines the four-step process that was taken to develop each school's cis plans and the plans identify how we're going to monitor progress for each of the school sites and it evaluates the effectiveness some of the data points that we've included in the comprehensive comprehensive support and improvement plan are information from the california dashboard state and local assessments dnf rates for students and also data from the annual youth truth survey the next component that is a part of the lcap document is the process that we use to

engage our educational partners in here in ausd that's very important that's a forefront of what we do we want to make sure that we're engaging our parents our students our families and that we're continuously seeking their input as we're creating uh services for our students and in this case how we're creating the lcap document some of the opportunities that we've used for engagement for our parents include the parent advisory committee plus which is the pac plus student advisory council committees we we've committee meetings we've also had the annual district survey public board meetings where we gain input in terms of uh services that we're providing as well as the school presentations of the january update the next section within the lcap document is the actual lcap proposed plan for 2022 2023 and this section is

a section that outlines each of the five goals and every action and service that's associated with the goal as well as the metrics that are tied to each of the goals you'll also see in this section the progress for each of the metrics for year one as well as a goal analysis with areas of strength and areas of need the next slide shows us the final two components of the lcap plan which is the increased and improved services section and this section focuses on how our actions and our goals directly impact our foster youth our english learners and our low-income students for the 2022-2023 school year um additionally you'll have the action tables that uh summarize all of the planned expenditures that are contributing actions for both the 2021 and 2022 and 2022 2023 school

year so this gives you all of the funding sources and the amounts that are tied to each of the actions the next slide uh continuous improvement it shows us here the cycle of continuous improvement that we are using as we're developing this plan we always aim to improve actions and services for our students we want to ensure that we're addressing any in equities that our students have as we provide any service to them we also want to make sure that we are implementing this process and that we're measuring growth part of that is done at the january update in the middle of the year and also it's reflected in the year one metric results we also want to ensure that we're engaging our educational partners throughout the process we want to give them opportunities not

only to gain understanding of the actual document itself and the goals and services and actions but also an opportunity to give us input on adjustments that we might need to make as we're developing our lcap this is a living document that we have to reflect upon through the different meeting opportunities that we have and the different opportunities for input and we want to make sure that we're continuously revising the lcap based on needs that we see as a result of the metrics the 2022-2023 school year will be year two of our new three year lcap okay the next slide uh shows us the highlights uh from the actual el cap we do have the same five goals that were in the previous lcap um a summary of these five goals is making sure that we're

providing students engaging relevant rigorous and innovative 21st century learning environment we want to ensure that engagement and leadership growth of our parents and students are happening third we want to address the unique needs and abilities of all students to provide high quality instruction and course offerings to ensure that students are prepared for college enrollment and career transitions we also want to ensure in the fourth goal is that we want to ensure that all students achieve at grade level on the california state standards and that achievement gaps are reduced while prioritizing the need of our emerging multilingual students like english language acquisition increasing by literacy reclassification rate and academic achievement for these students as well the fifth goal is to ensure that we're addressing diversity equity and inclusion for all students including diminishing any barriers and

racism in our community and elevating culturally relevant teaching and learning next our metrics are aligned to improve equity the implementation of equitable practices is something that we continue to ensure we reflect on progress for all student groups to make sure that we are providing equity additionally our metrics also uh reflect both parent and student voices as we reflect on progress we want to make sure that we're maintaining our success in the district we want to provide high needs students with opportunities to continue to meet college and career readiness standards we want to ensure that we're increasing social and emotional wellness by providing additional personnel we want to also make sure that there's availability of the evidence-based college prep programs such as avid ib ap and ernie college just to name a few uh we want

to also ensure that supplemental materials are of high quality and that we're providing our students with technology and then last our our fifth goal is specifically focused on diversity equity and inclusion we have metrics within our lcap that are measuring uh dei efforts in our district through various survey questions we're also ensuring that we have further training in restorative practices and trauma-informed practices for our staff to address some of the needs that were identified in our survey results and we also want to ensure that we continue to allow for purchases of supplemental materials that support diversity equity and inclusion our next slide outlines our next steps this shows us today june 14th in accordance with the state law and directives of la uh county superintendent of schools we're holding a public hearing and this must

take place prior to the approval of the lcap on june 21st uh the local control and accountability plan will be up for board approval and we have to submit that to los angeles county of education before june 30th for approval we have been going through the process of pre-approval with l.a county where we're submitting our document and receiving feedback making adjustments as needed and in preparation for the june 30th submission that is an overview of the different components that are within um the document um if you would have any questions i'd be more than happy to try to address those any questions from my colleagues great presentation thank you thank you so much moving on to 10.3 public hearing of the proposed 2022-2023 adopted budget and the reporting of district reserve's pursuant to the requirements

of sb 858 and so we will look to take action to open this public hearing is there a motion on the floor to open the public make a motion to open the public hearing a second well moved by boardman rodriguez pena second by board member beau any discussion and we will go ahead and take a vote to open the public hearing and that motion passes four yes to one absent and so the public hearing is now open is there anyone uh here in attendance that would like to speak on this particular item is there anyone online that would like to speak on this particular item we have no hands raised on zoom then we will go ahead and close this public hearing at 807 pm we will now move to 10.4 presentation of 2022 2023

azusa unified school district proposed adopted budget mr moan good evening board president um fellow board members of education at the board of education cabinet and community i am honored to present to you the proposed budget for the 22 23 um fiscal year um first i would like to start tonight by thanking our director of physical services miss steady norris and her team um this budget reflection of the hard work dedication long nights working weekends and holiday yes to get this done um so we are honored to be before you to give you our proposal for the 22-23 fiscal year so the adopt the budget is part of the california school district on physical operating requirements in compliance with ed code section 42127 we are required to present in the public hearing first adopted budget as

proposal to receive input and feedback and then we will represent the budget again for adoption on next tuesday we're going to start with our budget assumptions these are the planning factors that were used for the 2223 proposed adopted budget so on may 13th governor newsom i'm gavin newsom presented the may revision to propose a state budget the proposal included a 6.5 6.56 percent cost of living cola this is cola was added to the local control funding formula which is the lcff this cola was also added to the special education program in front of you is a slide of all of the plating factories that were included that were included in this budget development um as we discussed before when we were doing second interim and that's also when we gave a january update we identified

that there were still decisions um to be made by legislation on which ada factor should be utilized under the direction of big map they recommended that we use the three year average 88 and so our funding ada for this proposal is using the three year average which is equating to six a five seven increase in ada um what that means is that um as long as that government as long as legislation enacts in acts i think in acts the three-year average we will receive an increase in funding as proposing this budget based on an increase of ada of 805.806.57 the legislation has not identified which of the three funding that they want to use which is the three to remind us all is either one our current actual ada for 2122 or it would be

a three-year average which is our what our budget is utilizing or they will pick and pick two of the years and identify which years the districts are supposed to use once the legislation has made that decision if there is a change in funding then the district will be obligated to do a 45-day budget revision 45 days after the budget is actually signed factors that are not included in this proposed budget is the eight billion dollar one-time discretionary fund that's estimated which is a place to fifteen hundred dollars per ada um also the 4.8 billion dollars of ongoing expanded learning opportunities program that will be a one-time discretionary ongoing of 2500 per ada and also the 1.7 billion one-time deferred maintenance allocation that is projected to go to each lea now once um we did not

include those because these are still proposals they're still um language as far as if we receive them the criterias and standards to utilize them um once that legislation is approved and signed we will increase our revenue based off the new projections and it will be reflected during first interim or at a 40-day five-day revised budget if we actually have to do one any questions here on the planning factors yes ma'am or the one-time discretionary funds if they become a reality will the use of those funds need to be board approved yes ma'am yes and will it be not only in a revised budget but a separate that approval be in a separate um program approval yes ma'am thank you any other questions we're going all right so here's our projected enrollment the projected um tk

through 12th grade enrollment for the 22-23 school year is 6810 this is a decrease of 274 projected enrollment from our current year of 2122. this decline it continues to be attributed to the district's graduating class being greater than our greater than our larger incoming tk class in kindergarten any questions on projected enrollment [Music] i think so yes sir so just just looking at uh just looking at some of the rough numbers so we're we are projecting there was there was nearly a 400 student from which year to year so this year we projected um adopted a budget for 2122 we actually projected um a enrollment of seven zero six nine we actually only realized um our enrollment was fifteen students more so 7084 so we're projecting a decline from this current year to next year

of 274 students and our enrollment is projected to be 6810 okay moving on to unrestricted revenues so here we're going to talk about the lcff um base um so we know that um our lcf revenue is based on our grace band so we have three i mean four great spans which is tk through three grades four through six grades seven through eight and grades nine through ten and we have our base funding and this base funding was increased by the cola of 6.56 additionally what we are showing is the daily equivalent which means on average anyone in these grade stands so for example tk through three if they're absent we lose about 47.91 per day so this is just to give us the picture of how much we actually student absence cost us per grade

span any questions on the lcff based allocation um here is to give us our ident um i outlines our total um lcff projected revenue um our total allocation i'm sorry i just said about something we learned the absences yes so it's um we lose that most money but regarding what the situation is in other words if they're not i mean if they're sick or they're in the hospital that there's no um so no so the short answer is no so there are certain circumstance like if a student was hospitalized then we could switch them over to dependent study or there's other ways to recover that loss ada oh thank you yes ma'am so here's our projected lcf allocation so we're projected to receive 93.1 million um on here the difference between from what you see

here in the allocation is the new transitional kindergarten add-on that's going to be added to the lcf calculator for as of july 1 for the 22-23 school year for azusa unified school district that amount equates to 570 000 additional um in addition to that we are still going to receive our base grant which is going to be 66.8 million dollars additionally to that we receive 24.5 million dollars in supplemental concentration as well as the concentration add-on and then we also receive 1.2 million dollars which is for our home to school transportation and our targeted instructional improvement block grant any questions on our lcff allocation yes ma'am yeah so i i want to understand what the implications are um um in terms of um now we're going to be getting state funding for tk i mean

i know our our student ratio has to go down right but currently we're we're paying for extended tk out of our lcap dollars i'll say fifth dollars or supplement i should say supplemental concentration dollars so what are the implications for as that money comes in now right and backfills those expenses what are what are we planning on doing with those dollars sure so as we receive those funding what it will do is it will just swap the funding so where it was in the lcap that will now free up more funds to do more improved services for those targeted students right and so i guess my question is when do we have a conversation about those dollars when do we have a conversation about how those are allocated is that just wrapped into this current

update to the lcap plan is this going to be reflected in the in a future plan and if it's in this current plan when did we have a conversation about where do those dollars go now uh adrian or norma i don't think it's reflected right now in that plan we are waiting for it to your point uh it will create a hole an opportunity for us to rethink about the op cap and what we're using we are in azusa way ahead of the state mandate in terms of what they're calling utk universal tk we have been doing it now for several years and we do fund it out of the outcap to be able to provide that tk to all four-year-olds and so through the process of the pact plus through the prop process of

input and surveys i will determine how to utilize those additional funds that will become available because we now have uh state funding for that the only thing that we are not currently what we are supposed to be with the new uh tk is our um adult to adult to student ratios but we are currently we have a plan in in motion to be at those at those ratios that the state is requiring i think i would like to request at some point i think as the dust settles right in the budget past right that we have um um it can be an agenda item study session whatever makes sense around what does our early childhood look like right right so um because we'll not have the tk with the new ratios um there'll be additional

like universal preschool dollars eventually right um um there's the whole p3 credentials specialist right so conversation about like what does our teaching force look like and are there opportunities for our preschool teachers to move into tkm so i think and i'm not saying like right now i think it makes sense in the fall to have this conversation but i think i think i'd like to understand as a board member what are we you know where where does where do language learners and multiliteracy i heard i love that i hear where does that actually fit into the programs that our students get um so i think i'd like to request that i know this sort of aside from this but i think it just there's a lot of moving part to that um you know cspp

is that going to layer over for tk kinder and then we're going to not have to use supplemental concentration dollars to pay for those extra hours we think together i think there's a lot of pieces right just understand so here this is also just continuing with our lcf allocation but this has just given us a different lens to look at so it identifies the with the three year average the projected funded ada for tk3 funded projected funding ada for grades four through six um grades seven to eight and nine through twelfth i'm gonna also identify as the new increased space um with the attic cola as well as the gray span has increased um eight to 89 seven dollars um for additional funding for every tk through third student and then we also receive additional

two hundred and seventy two dollars per every ninth through twelfth grade student um in addition to that we receive our supplemental dollars and then we also receive our concentration dollars what's included in the concentration is also the concentration add-on which the concentration add-on funding can only be used to increase certificated staff at this time so with that our total base funding is 91.3 million dollars and then we have our targeted instruction improvement grant of 467 dollars and we received 795 000 for home to school transportation and then the new transitional kindergarten currently is predicted at 570 000 any questions on the lcff um allocation you just clarify with the with the add-on right that's only for certificated or for classified for um it is educated is for educators um to um improve student learning um

so we could do that by having smaller class size smaller groups but it has to be tied to some form of instruction and helping um the learning gap for our students and then do you like instructional aides get under the educator title or i would have i don't want to say yes but i will need to look and stuff okay so here this is just to give us another way to look at our unrestricted revenues so total projected unrestricted revenues is 94.5 million dollars um our lcf sources represent the main source of our general fund unrestricted coming in at of our general fund unrestricted revenues for the 22-23 school year this source of revenue includes both unrestricted state aid and local property taxes it is currently anticipated that 93.1 million will be received for lcs

um sources from all the pots of funds allocated um this represents an increase of 1.7 million dollars from that that we have received for the 21 22 school year and that is primarily attributed to one the cola of 6.56 as well as the ada average any questions on our unrestricted revenues okay so now we're going to look at the total general fund revenue projections [Music] so here we see our total projected general fund revenues including restricted and unrestricted at 159.6 million dollars this again reflects the change in co on the increase in funding for the lcf is attributed to the 6.5 percent cola um the increase in projected federal revenue is primarily due to the accounting of the cobit funds that we receive and so as we talked about in sacred interim we showed a

drop in funding and now it's because there was a change and how we account for the covert dollars that we had received during this current fiscal year 21 22 and we originally received it in as state funding and when we receive state funds you account for the revenue as soon as you receive it um and then legislation passed and said hey you can keep the money but we now need you to account for it as federal dollars and for federal dollars you have to account for the money and once you actually spend it they allow you to hold the money in your bank account but you cannot account for it as revenue until we have expenditures and so right now we are projecting um and accounting for all of our remaining covert dollars um and

you will see that as the increase in our expenditures on our next slide but because we are accounting for all of those we are accounting to plan to spend all the dollars um for the upcoming school year that's why we see an increase in our federal revenue we also have a a reduction in our state um revenue and this decrease in revenue is primarily due to the removing of the elop grant because that is what was one time so we just have the remaining um funds to spend and so that is a reduction of 3.9 but we also have an increase for the educator effectiveness grant of 2.5 million and so you have the offset between the elop reduction educator effectiveness and the in-person learning grant has a net effect of 3.7 million dollar reduction

in state funds um our decrease in local projected revenue is primarily due to conservative budgeting of what we anticipate to receive for interest income and also also our small which is our school-based medi-cal administrative activities and other misleadings revenues any questions on our total revenue for unrestricted and restricted for general fund all right so moving on to our unrestricted expenditures so we see here for our under um unrestricted expenditures 81 of our unrestricted expenditures are associated with our employees and it covers salaries and benefits 45 of our expenditures are attributed to our certificated salaries 15 is attributed to our classified salaries and 21 is for combined um employee benefits for both classified and certificated employees we're going to look at all of our projected expenditures for both unrestricted and restricted so here we see that

for our proposed budget we are projecting to spend total combined unrestricted and restricted um 167.7 million dollars in expenditures and now i'm going to talk about the variances from the change from estimated actuals to the new proposed budget so this slide outlines the projected total expenditures um it shows um an increase i mean expenditures of 42 million dollars again this is attributed to us budgeting accounting for all of our cobit covert dollars if we do not spend those dollars again as we go to first interim and second interim then we will see a reduction in ex-planned expenditures but we will also see a reduction in plan and revenue because now that the cova dollars are treated as federal we can only account for the revenue when the expenditure is actually materialized we do see a

reduction in certificated salaries and that's attributed to the plan on reduction of certificated salaries due to school reorganization for our classify salaries um we have an increase of 21 000 um dollars projected and this is um attributed to [Music] sorry oh this is attributed to extra hourlies that we extra hourly salary that we have for our employees um we have our employee benefits that are attributed to go up 488 thousand dollars and this is attributed to the increase in pers and stirs so when it may revise um governor newsom has increased the contribution um rate for both pers and stirs for stirs the 21 22 rate increased from 16.92 to 19.10 and the pers rate um which is the district contribution that we have to contribute for each of our employees is increasing from 22.91

to 25.37 percent we're also realizing the increase in books and supplies and this is where you're going to start seeing what we're actually budgeting on some of our planned expenditures for our cover relief dollars and this is also if you go to contract services um we see an increase of 14.1 million dollars and that too is also tied to um budgeting to spend our cobit dollars as well as our increase in funding that we receive for lcff and the lcap due to the cola any questions on our planned expenditures for the 22-23 fiscal year and this is unrestricted and restricted combined so here this is outlines our plan um contribution so we know we make a contribution to special education because it's grossly underfunded um primarily um the state contributes funds but then the federal

government um does not i'm going to say identifies pay their fair share i mean that's been true for um several years um so we have a projected contribution for our special education program of 16.8 million dollars um we also have i'm sorry yes uh 12.9 million the total contribution is 16.8 million dollars um of the general fund going to other resources of the 16.8 million 12.9 is for special education um 886 000 is tied to transportation and what we do here is that um even though we no longer have to account for transportation separately we still continue to account for so we can truly understand the total cost for transportation so we do know we get some transportation funding from the state of california through lcf dollars but in addition to that to pay for

all of our drivers in the maintenance and all the charges for our transportation costs which also includes special education um we have to have a contribution of 886 thousand dollars and then we also have the ret the required three percent um contribution to routine restricted maintenance for deferred maintenance national resource 8150 and that's where you'll see a 3.9 million dollar contribution and that is a required contribution each year any questions on our transfers and contributions so now we're going to go into our multi-year projection so here you'll see our combined general fund um we are maintaining for the current year in the two sub point years we maintain our required three percent reserve um if you re um if in the budget book we still continue our practice of showing a minimum of a six-year

multi-year projection for the but for the purpose of the presentation we're showing which what is required which is the current year that's just two subsequent years we are showing that we um are deficit-spending projected for the 22-23 fiscal year but again that's because we are spending our carry over dollars which is our covet funds and so as long as we're spending funds that we're carry over from a prior year we will always show a deficit spending and we do have our restricted allocation we have a prepaid amount and we also have our assignment um we have our revolving fund of 25 000 and then that's just the revolving fund that we keep at the district which is a bank account in case that we have unforeseen or we need to cut a check to a

vendor we're able to process that check and then we replenish it when we actually process the vendor payment and so that checking account maintains a 25 000 balance um each year our revenues are projected to increase and that is because we have a projected cola in the current year 6.56 percent then the out year it goes down to um five percent and then another four percent but we are currently projected to receive a cola for the next um three years um additionally um we have a projected um savings and 22.23 which is our projected um savings i mean 2324. i apologize for the projected reductions for school reorganization and that's um certificated staffing projection of 2.1 million dollars a classified projected reduction of 874 000 management staffing projection of 968 000 um projected electrical savings

for 266 000 water and power i mean water savings of 274 000 and 600 000 i mean 6 000 for gas and utilities for each school site and what's not included in the multi-year projection is any projected or proposed salary increase but the cost of a 1 salary increase is approximately 732 000 any questions on the nyp yes ma'am i thought i heard you say that our revenue would be increasing year over year due to the cola increase what line item am i looking at to see that increase so lcf revenue is increasing but the total revenue it wouldn't reflect here because i guess i should have stated lcff will continue to increase but because we have a decline enrollment that's why you don't realize the total increase of it that makes sense okay so

that no the third line or the third second row total revenues are going to decrease but the decrease is offset by the um increased cola yes and the decline enrollment so if if our enrollment stayed the same we would realize the increase at the uh at the rate of the cola but because we have a decline enrollment and right now based off you're always funded on the prior year or the three year average and we do not realize all the dollars and the for 2223 the total revenues that significant bump of 159 is that due to the one-time monies that we are that are for certain or where's the one i heard you say that there are some um one-time monies that are not yet included in the budget correct um so can you talk

about the difference between the 159 next year versus the 121 and 20 in the 23-24 school year yes so the 159 um identifies the 6.5 cola so that's a big increase as well as we have the 88 bump because it's going on the three year average so that's a ada bump of 806 adas um as well as um those remain i don't wanna those are the main ones both the cola as well as the 88 average now if we find out the ada average is not materialized and we'll have to do a 45-day budget revision so the revenue that we're not including are the the 1500 discretionary block grant and what was the other source of funds that not yet finalized the elop which is approximately 250 dollars per ada and that potentially will be

ongoing as well as the deferred maintenance is not included in the budget and the 806 additional ada is that what's known as the hold harmless no or is that something different it's completely different so the whole harmless was enacted for the last two years where we maintained the same ada funding now it's either going to be our current year ada um which is based off this year's actual attendance or the three year average which is what we utilize for the budget or it will be another funding for the um another calculation that legislation will enact and tell us how we have to calculate it thank you you're welcome any other questions on the nyp and here is just our site that we always shows the component of any fund balance so we're continuing um assigning

all of our funds um um i'm proud that we do this if we like we have additional lcf funding um that we're going to receive until we actually have a spending plan for it is assigned um and then once we have those funds like the concentration add-on until we identify what um additional employees we're going to hire we assign those funds instead of just letting it fall to any fund balance we also continue to have our aea reserve we also have a 3 reserve of uncertainty and then we also have an allocation for future rising costs any questions aren't any fun balance all right yeah good um hi um i i really around the the lcap supplemental concentration and doing fund balance um so that's a significant amount of money pluto that i'm looking at

you um identify which um amount where the l cap supplemental concentration so we have three um well is what's identified here is three pots so we have our carryover funding that we had from the 2021 fiscal year which i want to congratulate ed services they did everything to spend the funds but unless we know the items are actually going to be received by june 30th we assign those funds because we wouldn't actually cut the check before june 30th so all of the carryover from the 20 20 21 fiscal year has been actually spent but we have 122 no 2021 we carried over almost 5 million from the previous year and we assigned it so we spent all of those funds um for the 21 22 school year we receive additional funds with the which is

a concentration add-on which we have not spent and we also have the concentration add-on for this year that for the proposed budget that we do not have a spending plan so that is with the large assignment that you see and so what is our when when are we going to have a plan for that article [Music] so we're working on the supplemental plan and looking at our success coaches which are we have four at the high schools we have one at each middle school and those success coaches are going to be working to support our students to decrease that dnf rate and increase achievement for our students and also looking at our success coaches at each elementary site okay um so is that going to come to the border at some point or how is

that what is the power of this what is that what's going to happen with that plant so we are working on the development of that in the ed services team and um we can bring a presentation to the board um and looking at all of the pieces that we're considering and then just remind me is this this is like this is not ongoing dollars or is it or is it like it's one time couple years the concentration add-on is ongoing but it's the calculation is redone every year and as of right now each year you have to um increase staffing in order to spend the money right you have to spend the money on stuff yes we can't spend it on current year staffing it has to be improved new and improved like additional okay

um i just want to put something out there um something that i think people know has been bothering me a long time and that's really around all the combo classes that we have at the elementary level right and so if we think that we have doll and just what the effect it has on students um and i know we try um i think we let the ratios drive us a little too much sometimes that's my personal opinion um um and and so you know thinking about like especially in this buffer year right where we know we have many more schools and they're going to be closing next year and so we probably have a lot of these humble classes thinking about maybe this is a good either this or some other other dollar is a

good investment so that we can give those kids especially who missed a lot during the pandemic right um a lot of more individualized events and this is coming from a parent who had 31 kinderga first graders in a classroom right so you know that's unmanageable i think um and so i just worried about about that piece i just want to put that out there for us to think about in terms of what we do especially just this one year right before we close others as a not as an educator and not as a trustee but if i'm just a regular parent or regular member of the public i might have trouble understanding why we have five million or eight million dollar of money that we didn't spend this year that we could have how do

we how do we explain that to an average member of the public is it because we can't spend it on increasing salaries and we have to add new positions and do we have a challenge in identifying the new positions or recruiting for the new positions or is there i know there's more to it but i'm asking this on behalf of the public yes i mean so i'll take that i'm so um the i'm going to say the i'm not i don't want to use a quick answer but the correct answer is because we received so much one-time funding um and other sources that had other spend by dates so a lot of our kovic funds had to be spent by either this june 30th or upcoming september so we had to um spend those funds

first and instead we took a stronger approach to be conservative and say okay we know we're spending funds that normally would have come out of the lcff or the ocap we're just going to sign those funds so it can carry over and i just want to echo um board member cruz gonzalez's um idea around increasing staffing to eliminate combo classes and i know that this will what i'm about to say is probably going to spark a larger conversation but in terms of visioning and being bold and looking at investing now for for future payoffs i would like us to look at expanding our kindergarten to be full day kindergarten thank you oh thank you so with that that concludes the presentation and we are um this again is not up for action but this is

um asking the board to accept our proposal and we'll be presenting this back on june 21st for approval any additional questions or comments before yeah i just you know um i just wanted to bring something up um and i i think that those are really valid points around like you know we need we really should have a plan we know we have a lot of especially one-time dollars um right now um and we have an opportunity even even with the ongoing dollars to think about like how do we really invest them right like you know we've been in a system that's been starved for so many years right how do we how do we do it so wisely so that we're really having the most impact i will just say having gone through the great

recession in 2008 and the cuts that we had to do like it i have a little bit of comfort knowing that we have this buffer because you know the economy could trade right now the economy could go downturn in a couple years and it seems like it may right latasha and so um i'm not suggesting that we just sit on a big pot of money but i do think like there's value in being prudent so that when those kind of things happen we have buffers um because it's really devastating to like have to make major cuts in a year so i just i just want to put that out there certainly i agree with being fiscally responsible and you know not spending right to the last um but i'm just kind of um excited about

where we're going and what we can do and i understand you have to use money that expires sooner um but again not as an educator not as a trustee that has more insight and access to information if i'm a regular parent or community member i might not understand those considerations and that's why i wanted to ask the question here completely understand any other questions or comments okay thank you yeah then we will move to 10.5 approval of resolution 21 22 41 proclaiming june 22 uh 2022 as the zeus unified school district pride month is there a motion to approve make a motion to approve 10.5 a second moved by board member rodriguez pena and seconded by board member beau is there any discussion and let's move to a vote and the motion passes four yes

to one absent moving on to area 11.0 and specifically 11.1 which is approval of the consent calendar all matters listed under the consent calendar are considered by the board of education to be routine and will be enacted in one motion there will be no discussion on these items unless requested by the by a board member if a board member requests discussion that item will be removed from the consent calendar and considered separately is there a motion to approve 11.1 which includes all items under the consent code i make a motion to improve 10.1 through 10.13 is that a motion to approve 11.1 yes 11.1 through 1113 yes and so we'll we'll go and take that is there a second a second and we will not have any discussion until we will move to a vote

and the motion passes four yes to one absent that brings us to 13.0 business and finance and we will first look to 13.1 approval of resolution 21 2243 of the board of education of the azusa unified school district authorizing the execution and delivery of a ground lease a lease agreement an escrow agreement and a placement agency agent agreement with respect to the assignment of such ground lease and lease agreement and authorizing the execution of necessary documents and certificates and related action is there a motion to approve 13.1 make a motion to improve 13.1 well second moved by board member rodriguez pena and seconded by board member beau here to kind of kick things off in discussion mr jamal would would you uh kind of explain a little bit what's going on here and what's going

to go on a little a little bit later yes sir board president and members of our education cabinet and community i would like to introduce andrea greenwald um of oreck andrea will um walk the board through the edge um walk the board of education through the legal structure of the refinancing and why we must hold a subsequent meeting i'm following tonight um also um once andrea finishes um janus from isom will discuss the projected savings that can be achieved by refinancing the district's current cop so at this time i would like to turn over to ms andrea thank you latasha as superintendent members of the board um as just an overview on this on this action item the district previously executed and delivered um certificates of participation in and now there is an opportunity to

refinance those certificates of participation through a private placement lease and so what is before you is a lease structure where the district would refinance those prior 2015 cops and would enter into a ground lease agreement with the district's own non-profit corporation as the leasing partner and then that non-profit corporation would lease a property back to the district and that the district would pay rental payments for the use of that property and that repayment stream would get assigned uh to a bank purchaser in this case uh first foundation public finance is the bank that submitted the lowest bid and this would so this uh resolution would be approving that transaction to refinance the 2015 cops and then and janice who's also here can provide more background on uh savings that you would uh sort of realize

by doing the transaction thanks andrea um as noted the current lease financing would refund the 2015 cops which had interest rates between 2.25 and 4.25 the lease financing would have an interest rate of 2.84 percent that difference in interest rates is what will cause the savings of roughly six hundred thousand dollars uh present value savings is about 456 000 which as a percentage is 9.6 of refunded bonds and as a side uh industry standard for a minimum threshold savings is usually three percent so this would be more than three times the industry standard andrea could you touch on the need to have the subsequent meeting following our current board meeting sure so the district like i said is entering into a ground lease and a lease agreement with the district's own non-profit corporation and that's

the azusa unified school district facilities corporation and so in order to create that lease structure you have to have this leasing partner which is the corporation and so this board obviously acts as the board of the district but you also wear another hat that you might not have had the opportunity yet to put on and that is you are also the board of this non-profit corporation the azusa unified school district facilities corporation and so um you know when you put on that hat as the corporation board member that's a separate board meeting that's a separate action item when you're acting as the members of the corporation board to approve this financing on behalf of the corporation there any other questions hearing nothing no thank you so much for the information thank you so there is

a motion and a second now that is on the table and so hearing that there were no other questions i assume no additional discussion either then we will move to a vote and the motion passes four yes to one absent moving on to 13.2 approval of the amended allowable piggyback contracts for the 2022-2023 school year is there a motion to approve make a motion to approve 13.2 i'll second move by board member rodriguez pena seconded by board member bo is there any discussion then we'll move to a vote the motion passes four yes to one absent moving to 13.3 approval of agreements between a zeus unified school district and enterprise is there a motion to approve make a motion to approve 13.3 a second moved by boardman rodriguez pena seconded by board member beau is

there any discussion then we'll move to a vote and the motion passes for yes to one absent adrian have a question sure um so in terms of the process so when we when we start when would we start seeing new cars so um as soon as we have board approval we're going to have that discussion with enterprise to see when we could get our first um fleet um going on we have we're going to start with bands first because we need some for our bi program and two other specialized services and then we're going to go right into order as we put in the board update where we identify which fleets we need to have but we will be starting this instantly so moving to 13.4 approval of propos of proposal between a zeus unified

school district and a junior's construction incorporated is there a motion on the table make a motion to approve 13.4 a second moved by board member rodriguez pena and seconded by uh board member beau is there any discussion then we'll move to a vote and the motion passes for yes to one absent moving to 14.0 curriculum and instruction and specifically 14.1 approval of azusa unified school district universal pre-kindergarten implementation plan is there a motion to approve make a motion to approve 14.1 a second moved by board member rodriguez pena and seconded by board member beau is there any discussion yeah um well i don't have questions i just i mean i appreciate the plan um i'm just i'm just um so what does this mean once we approve the plan so in terms of the approval

of the plan we receive funds we fully implement the required universal pre-k that the state of california is requiring for future dates but we do that now so the biggest shift for us is meeting the ratio for next school year we are going to be hiring we are partnering with human resources and ad services um ten bilingual six hour instructional aids to support each of our tk classrooms in order to meet that ratio and also to support our dual language learners and having access to primary language support another question so this is the universal preschool they're calling it upk universal pre-kinder oh there's i thought there was upk and utk they're utilizing this plan for you universal pre-k is what they're referring to it is that's the template that we have to submit but it's

connected to universal tk or is connected to expansion of our preschool program universal tk it can expand into preschool but we're currently utilizing those funds for our tk programs well our extended tk because we do allow four-year-olds so anybody within the birth dates of september 1 through all the way all the way through they um are allowed to come in um and currently the requirement is september 1 to february 1 but we go beyond that date we allow younger children in at this point thank you any other questions or discussion and we'll move to a vote and the motion passes four yes to one absent moving to 14.2 approval of consultant agreement between azusa unified school district and rose mon is there a motion to approve make a motion to approve 14.2 a second moved

by board member rodriguez pena second by board member beau is there any discussion then we'll move to a vote and the motion passes four yes the one absent moving to 14.3 approval of the memoranda of understanding between azusa unified school district and affiliates providing internships is there a motion to approve a motion to approve 14.3 a second moved by board member rodriguez pena seconded by board member beau is there any discussion then we'll move to a vote and the motion passes four yes to one absent moving to 14.4 approval of the consultant agreement between azusa unified school district and gallardo speech pathology is there a motion to approve make a motion to approve 14.4 a second moved by board member rodriguez pena seconded by board member bo is there any discussion and we'll move to

a vote and the motion passes for yes to one absent this brings us to 14.5 information of college and career access pathways partnership agreement between azusa unified school district and citrus college and this is an info item good evening good leading board president board of education superintendent ortega and members of cabinet as well as the this is the unified community um thank you again for the opportunity to present information regarding the college and career access pathways for ccap partnership agreement with citrus college we will avail ourselves for public comments and ultimately your approval in august so this is simply an informational meeting um in the audience and available to answer questions is dr eric rabatoy dean of natural physical and health sciences also the citrus college lead for due enrollment opportunities so we thank you

for being in the audience today as you might already know the purpose of the ccap partnership agreement as per assembly bill 288 is to develop seamless pathways from high school to community college for career technical education or general education transfer improve high school graduation rates or help high school students achieve college and career readiness courses must be part of an academic program defined in acucap partnership agreement and meet criteria for both a high school diploma as well as going towards naa at the community college level we are very proud of not only having the early college program over at glaston high school but also dual enrollment offerings at azusa high school and sometimes even at sierra high school to give you an idea um over at glaston high school we have had um two court

cohorts going um averaging around um 20 to 30 students per cohort the graduating class of 2022 sees um 53 students who went through coursework 94 of them will have at least 30 credits transferable to the community college level as well as possibly to other to four-year universities we also have had class offerings at azusa high school this year that had anywhere from 15 to 20 students for each class and these were more kind of like a general elective class just a high school so through the years we've had anywhere between to as much as 110 students at any given time here at azusa unified who are participating in a dual enrollment program so we are very grateful for this opportunity to work with citrus college and the agreement before you is a slight revision to

the one approved by this board by the board of education back in june of 2019 um the difference is really a key area in section 2.2 and that is under letters q and u which are on pages 4 and 5. essentially what this does is it allows that if an ausd teacher is hired by citrus college to teach a c-cap agreement course the school district will pay for the teacher based on contracted agreement pay and citrus college will then reimburse the school district previously as in all previous cases that we have had due enrollment here in our district it has always been a citrus hired employee and we have not had ausd teachers teaching ccap agreement courses during the school year so this allows this this provision these two areas allows us to then use

our teachers to teach ccap courses and citrus college will reimburse them so we hope to continue this agreement and relationship and we are very proud of what our students have been able to accomplish through the years and i'm definitely available for any questions as is dr rabbit yeah i have a couple questions um well the first one is um i did notice that there was a reference quite quite a few times to an appendix b um and so i i would like to be able to see that a pen it wasn't attached to yourself like i i mean does it already exist so you could share it or is it something that's still being worked on yeah it is being worked on but um mr dr rabatoy had actually brought an example of an appendix

b um dr do you want to share a little bit about what appendix b good evening everybody thank you for having me tonight i work right up um been working with ausd for many years on the early college uh fantastic program very proud to be a part of um i did bring two paper copies um one of appendix day and one of appendix b they did not get in the pdf that was appendix a is a document from the chancellor's office that provides some information about the ccap program and appendix b is actually a list of plastics that goes with the agreement this is um a list of classes that we fill out once we finalize the course offerings for next fall and so i'll frank and i will work together to make sure this

is filled out um and then each semester there's a part of appendix b that i fill out into the california community called as the list of courses sometimes changes so our courses are pretty much the same at gladstone they stay the same we have a two-year program there with new year's eve um but at azusa high school it will change from semester semester depending on the need so i'll give this prank you can take a look also here to answer any other questions yeah thank you i appreciate that and you just answered one of them i was going to ask is this the umbrella under which we offered the early college program and gladstone i think you just said that that this is correct yes ma'am this is the umbrella in which we offer the

early college also called the ccap uh grill college access pathway programs um at both gladstone which is our most robust program in the district we offer um classes to juniors and seniors they take two classes per term um we also have the same similar types of classes offered at azusa high and um as as frank discussed we've also done some classes primarily counseling at sierra so all three of the high schools are fall under this cap agreement that's wonderful um and so now with this agreement it feels like you're going to be able to maybe have some alignment between some of our eligible instructor teachers in our in our district right to be able to offer some um of these courses so how do you and maybe this is for you or for frank how

do you how do you envision trying to identify like what are those courses that we want to offer um um how do we recruiting the teachers you know and so we so that we do have the opportunity to expand dual enrollment i'm a big fan right so i think the more we expand the better right why not give a kid college credit right if we can i want to make sure that these courses and are part of the i guess i guess the past um and we have already started some preliminary background work in regards to one which one of our teachers qualify but essentially for the core content areas they need a master's degree and then for cte is a different qualification so dr rapper toy can talk more about those um qualifications for

teachers but we always want to make sure that these courses are aligned um with um these i guess the pathways so a lot of it is going to be english math um sometimes even foreign language the sciences and things like that so if our teachers do in fact qualify then we can ask to see if they're interested in teaching the course so i'll let um dr apatoy talk more about those kind of qualifications i just gave you a general idea of what frank so the california community called the california community college chancellor's office provides a list of what is called minimum qualification even different discipline in the community colleges and uh those disciplines within the academic areas uh basically require a master's degree in the discipline to be poor so for example we offer quite

a few english classes at texas high school we offer um other classes that are done at general education and the person who has to teach that class has to have a master's degree in that discipline so in order to teach an english class at your high school i have to hire a person who has a master's degree in english and not in another so i've been working with frank to identify instructors that are already i'm hired by your district to identify where their master's degree is and we've worked on what they could potentially be eligible to be um in the ccap program part of this team so it's a function of matching the discipline specific content of your teacher's master's degree of course that frank has talked about the the teachers that we typically hire

are citrus college adjunct teachers that go to the high school but i work with nine different high schools in our district and um we love the opportunity to hire the high school people first because the students already know the teacher that is already on the campus and it works really well it works well in counseling your counselors typically have a master's degree in counseling so they can teach our counseling one study class strategies but sometimes it's a little harder to find individuals within your district that have master's degrees in biology or in economic a lot of times we find teachers that have master's degrees in curriculum and instruction and ed leadership and those don't necessarily fall within a discipline that that fits with the course okay how does this impact the master schedule if we're

using our own staff to teach the additional coursework it actually increases the flexibility of our master schedule because historically um the adjunct professors or teachers hired by switches college are on campus maybe twice a week and twice a week there may be on campus for an hour and 30 to an hour 45 minutes and so the scheduling of those classes are usually at the ends of the day in order for the students then to take the other classes required for high school graduation so if we embed the teacher with our teachers into the regular school day they're there five days a week and so they can just take a regular schedule a student can take periods one through six with all um a usd font teacher so it allows for some flexible much more flexibility

in how we schedule the class so it doesn't have to be necessarily at the ends of the day it could be during third period because we have now five hours to work with which is if we have to satisfy the citrus college requirements for the minimum hours that's why they put an hour and so we need to satisfy those hours but if they only come twice the week then it busts into a regular schedule of 50 minutes or 50 minutes um period does it also realize a more efficient use of our teachers in terms of their schedule and their course load yeah i mean they're teaching essentially um a tip a high school teacher would teach five classes in their prep so this would be part of that was one of the five classes to

teach yeah so i i have a couple other different questions um one goes to go back to the um back our early college program right and so i'm just curious in terms of as we move to azusa high and consolidate right what are are there opportunities for us to consider to make it a fully i'm going to use the same terminology but i mean a full a full early or middle college where the students will have the opportunity to graduate with a a degree um similar to what they have over in west covina and so i'm just curious about you know we have about a year before we move over so wondering you know can those discussions happen um can we have conversations about what the feasibility of doing something like that yes most definitely

um some discussions have already happened um i will continue that with um captain and the superintendent um but yes we have begun to explore some of it thankfully we have dr apatoy who has worked with other districts who had actually there's a model for us to follow that's great um and then my final question and the reason i had asked for appendix b is i was actually very particularly interested in that there was a there's a line about um student eligibility requirement right and so um and this is for the citrus theme one of the concerns i had and so just one of the concerns that i had with the original one of the original mlus that we approved when we put in the the early college was that there was a gpa requirement for

students to be able to be in the early college program right and i think my understanding and communicating with people who put these programs in um from the community college side that that's not the best practice and so i just wanted to flag that because i'm not even sure if it's still in there and if it is can we have conversations about removing and not having it especially if it isn't best practice and i don't know if you know what i'm talking about leave it it's not there anymore you removed it yeah yeah yeah please please um thank you um we leave the recruitment of the students up to the district okay so the district has 100 control over the students that they recruit into the program and um those metrics have changed over the

years as we want to make sure we select students who are going to be successful and um your students in this district are incredibly successful in this program it it's a joy for me to watch them and for me to visit the high school and to look at how well that they do as they work together through two years as learning community when they graduate they're ready for college they've got a year done and they move on and they're very successful so yeah the selection of the students is entirely up to a okay well that's wonderful to hear um because i think when it first came in it was it was you were not around right but that the the citrus side was very adamant that they had to keep that piece in that's what

that's the way they developed in party but that was a long time ago um so then my final just um request for consideration is for us to think about um being able to put in place a dual enrollment ethnic studies course right we know that the cal states have a graduate are adding a graduation requirement we're going to have graduation requirements and so i think it would be a great place to think about like how do we give these students college level credit and ethic studies so i just wanted to put that out there for us to think about like you know you know how can we get how can we get to there any other questions thank you thank you gentlemen moving on to 15.0 human resources and specifically 15.1 approval of declaration of

need for fully qualified educators is there a motion to approve make a motion to approve 15.1 a second move by board member rodriguez pena second by board member beau is there any discussion then we'll move to a vote and the motion passes four yes to one absent moving to 15.2 acceptance of california school employees association sunshine proposal for the 2022 2023 fiscal year negotiations with the azusa unified school district [Music] yes so 15.2 and 15.3 15.4 and 15.5 are the sunshine for the beginning of negotiations with csda and aea we are bringing the sunshine proposals for viewing and then at our next regular board meeting next week june 21st we will have a hearing and approve the district's sunshine proposals so are there any questions on the information uh that is being received on 15.2
