010any i've ever experienced in my 22 years of teaching um the student participation was exceptional almost every student was at every rehearsal the kids put so much time and effort and did it all with a super positive attitude that it yielded the best possible result in the competition arena our gold medal with uh 2a csbc was quite an achievement but well deserved i'm going to introduce a couple leaders that are going to speak um william gonzalez our drum major chris pica assistant drum major nicole liddar assistant drum major who will speak um rich derbatun and um gina carlo aguilar are also on two other of the leaders that are here on the call so i'd like to pass it over to william gonzalez hello um well it was a very um exciting season that we
011had throughout all the years that i've um [Music] seen my family my siblings win gold medals i just wanted to have another year that um so that it can show more of um how do i say it uh just very inspiring for the next years of the aziza high school marching band so i just want to bring home another gold medal for the district for the school um and uh this season was a tough season um throughout having uh covered last year not being able to practice in person but we pushed through pushed through and uh we did it we got a gold medal very proud of everybody uh that participated very thankful for um [Music] my family uh very thankful for mr mckenna and uh thankful for my classmates thank you william mr mckinnon
012did you say that we had others joining us or other students joining us um i think nicole liddhar a senior assistant drum major may uh want to speak if she's on the call you here with us nicole yeah i'm right here can you see me yes there you are okay um i just wanted to say for the first time in nine years the azusa band has received the gold medal and it couldn't have happened without the determination of the kids and staff that were part of the band from us sweating in the sun to being bundled up in jackets in a cold night this year's marching season was one of the best and gave me the most unforgettable moments in my life so here's a big shout out to mr mckenna the staff the parents
013and the principals of azusa for being always supportive of the band thank you nicole and william and mr mckenna for for just being some of the some of the reasons why um azusa unified school district shines uh thanks for your dedication and your perseverance through again just wildly challenging times um we we just are grateful for you and and honored to have you in on the ausd family and i have a another certificate of recognition this time presented to the azus unified excuse me azusa high school band and color guard for winning the division 2a california state band championship uh dated for december 14th and we'll also get this over uh to you at azusa high thank you very much thank you okay and then moving on to uh item 6.4 recognition of gladstone high
014school cross country athlete and mr fernandez there you are good evening board president um superintendent ortega members of cabinet high honor here to be able to out recognize our student athletes after a year and a half of struggling through the the the pandemic seasons of sport that we had last year and just the lack of spring sports in 1920. uh proud to introduce to you right now coach tressel who is going to speak more on behalf of our student athlete extraordinaire riley roof so coach tressel uh take it away please sir is he on there i am i'm i'm unmuted now uh good evening uh everybody uh good evening uh court board members uh thank you mr uh fernandez for that uh introduction um i'd like to congratulate riley leroux uh on her outstanding season

017non-agenda items individual speakers may be allowed up to three minutes to address the board of education on any agenda or non-agenda items when the public wishes to address the board on an agenda item they may fill out a blue card stand at the podium or raise their hand while in the zoom attendance the board will take blue card requests first followed in order by speakers at the podium then those in zoom attendant do we have anyone here in person who would uh any blue cards or anyone would like to speak yes we do mr sinclair welcome all right good evening board superintendent vega i'd first like to thank mark ballas of park prep for seven years for together hiring here and we've had a great collaboration um i've been watching the organization meetings from day
018one i like the direction the board is going in in terms of secondary level chances i just have two concerns the first concern is the timeline of i am only speaking about the secondary level school um i think waiting until the 23-24 school year would be a disservice for our students students at this moment in time you have the space and i believe we should have one high school one middle school starting by waiting an extra year students will get comfortable and have a routine if they're just wait they will be uprooted after two solid years of normalcy i believe it would be detrimental to their morale after the last year and a half our students have shown their resilience and ability to adapt pain let's make the largest group affected our oldest student be
019able to plant fruit one high school i also believe that many won't want weight they will make the move on their own example i'm an athlete uh teachers staff administration also would not have to wait another year wondering where they will be buying is hard when he change certain especially when you must a second concern is money being spent on rebounding in the high school not only is the district wasting enough tax payer money over the year the name of the school represents the city for example if we name it canyon city high school or any other team who's going to really know where that place azusa high school is branding for the city of azusa students take pride in representing their rebranding would only expect roughly 600 students to wait for the 2023-24 school
020year or 900 if quite the next it did some simple math at the last quarter meeting rebranding numbers were roughly 845 000 that would be 1400 to rebrand for those so i asked do not be brand thank you mr sinclair next we have mex develop can you hear me yes okay thank you good evening school board members cabinet and community my name is meg savella and i am the president of the azusa educators association i'm speaking today to share with you some of the statistics on which aea is facing its reasoning during negotiations but before sharing the statistics i want to say clearly that i'm not here to point a finger at you or anyone else i know that most of the decisions that led to our current state of salary and benefits were made
021long before several of you came to the board or even that superintendent ortega came into his position and we understand that our current circumstances are a product of decisions that have compounded over the years to create the place in which we find ourselves now and so using the data provided by latasha jamal our cta staff person ran a comparables report with 18 other local school districts including baldwin park benitez bassett charter oak covina valley dwardie almani city glendora haciendo fuente and nine others in the immediate area and if you'd like i can provide that report to you unfortunately azusa falls woefully short when it comes to our position amongst these 19 districts for salary and benefit as a percentage of our total outgo we rank 15 out of 19 for aea bargaining unit salaries only
022two steps above administration that ranks 17th in salary we rank 18th in overall benefits and if you combine salary and benefits together we rank 19th in the amount of money we spend for our employees as we look to reorganize and reimagine our district let's please remember the employees as an integral part of those plans let's include the changes that financially attract the best candidate and keep our amazing staff that has stayed loyal to azusa since before this reimagination let's set goals that bring our rankings and compromise up to the level of our neighbors just like we strive for the best for our children and our community let's strive for the best for our employees as well i ask you please think about our employees at a as a part of this reimagination and as we're
023reaching for the stars and striving to be that golden castle up on the hill where everyone wants to come to azusa let that be employees as well that they want to come and be in a place where they are valued and respected and a part of the strong district thank you meg and we have ron tressel all right good evening board members um i know there's been a lot of back and forth about the school reorganization and the rebranding of the high schools i can say that as a proud employee of gladstone high school that gladstone has definitely been such a wonderful family for me i've built a lot of good relationships there with the students parents teachers and administrative staff glastone uh bases itself on its pride we always talk about gladstone pride we
024talked about that tonight with our cross country runner riley riley of the room we're very proud of her we're very very proud of her effort gladstone pride means a lot to all the gladiator alumni i know this i've grown up in this design i know there's a lot of pride in this high school i know there's a lot of pride in gladstone high school the from what i understand and i could be wrong the money for the rebranding is there and it was set aside for this now we were told that if the high schools were to combine that we would rebrand azusa high school as canyon city high school all right now this would still be in the same location as azusa high school and this was done out of fairness to the gladstone
025gladiators now imagine what that's like for everyone that's attended gladstone or that is attending gladstone right now and how hard that move is for them and how much that gladiator pride means to them and then going over to azuza high school nothing against isuzu high school it is a great high school and a great part of our district but there is you know again that gladiator pride that we have we have to take that into consideration we have to take the thoughts of the gladstone alumni now i'm not a glaston alumni but someone who's worked there for 18 years i i think i can probably speak for them a little bit all right gladstone means a lot to them the name gladstone means a lot to them all right so i think you know i
026i know that it's hard that you know hey we have to pay attention to all those that have gone to azusa high school and i know how tough that for them it would be if they would lose that name azuza high school and i know you have a very tough job in terms of trying to rebrand the high schools and give them a name but i would implore you to use the money that's been set aside to go ahead and rebrand the high school as canyon city high school out of fairness to those who have gone to gladstone high school in the past all their alumni and their current students thank you very much and have a nice evening thank you mr tressel moving on then to 8.0 comments reports and requests by the board

043buy trustee election system do we have a motion to open our public hearing move to open the public hearing so moved by board member beau and secretary board member ariana let's go in any discussion then we'll move to a vote opening and the motion passes five to zero and i i believe we have uh jonathan stalt and justin rich with us this evening good evening members of the board district staff and community i'm jonathan salt joined by justin rich give me one second here to share the screen can everyone see that okay okay thanks um tonight is a big night this has been a long time coming but this is the final public hearing uh for this election transition process the board adopted the idea to start this back in january and then the census
044wasn't released until late september maps were posted in october and there have been public hearings in november a few of them and now tonight is the final map public hearing um so after this public year and the next item on the agenda is a resolution where the board will vote to adopt one of the options to serve as the district's map option but let's go through sort of how we got here and especially if there's somebody new participating tonight who wants to sort of have their last chance to tell the board which option they like best here's sort of how we got to where we are why is this happening well the california voting rights act is why the cvra and it says that if you have an at-large election system which the district currently
045does and if that system impairs the ability of members of protected classes from influencing the outcome of an election or electing candidates of choice that system might violate the cvra because intent is not required under california law the way that it is under the federal voter rights act it's very easy for a plaintiff to bring an action against a city or a school district for having at large elections and those plaintiffs are entitled to recover attorneys fees and expert fees but if a school district or a city or county successfully were to be able to defend itself for having at large elections not afforded that same right the only system that is safe from a cvra claim is to transition to a buy trustee area or buy district or district-based election system where the district
046will be divided into five roughly equal population areas and one board member will be elected from each area only by the voters who live in that same area now importantly you've all been lawfully elected so every current board member serves out their full term regardless of where they live but ultimately over time there will be one board member elected from the residence of their neighborhood justin why don't you talk a little bit about the criteria for drawing the maps so following the release of the census data excuse me and also following the first two public hearings on uh this process our task as demographers was to go and draw the maps and there's a number of considerations that we take going into to drawing maps the primary one uh being balancing population uh based on
047uh based on the total population of the district and keeping those equal in each one of the five districts that that were drawn uh education code section one zero zero two uh memorializes that and says that we must create areas that are nearly equal in population we take that to mean based on uh legal precedence and case law uh less than ten percent variance uh we'll we'll talk a little bit more about that in a in a moment but the moral of the story is that they will not be perfectly equal but but close uh and and that meets the balanced population requirement next slide also article 21 of the california constitution or the the california constitution first it requires that we comply with u.s laws in the the u.s constitution like i mentioned we
048need to achieve population balance as as much as we can and then other considerations are complying with the federal voting rights act making sure that we're not impairing the ability of a protected class of voters to elect the candidate of their choice we all should we also should make districts that are contiguous and not islands and and separated by uh by boundaries uh we should consider communities of interest in in the california um the the california legislature that defines that as groups that have shared social and economic characteristics uh to the extent we can and the with with the caveat here we should try and keep areas as geographically compact as possible uh now that can be challenging just given the uh the overall boundaries of a district that we're working with and the varying
049degrees of population density so we we do that as much as we can they won't always be perfectly compact and then finally we cannot favor or discriminate against an incumbent political candidate or political party next slide on this screen we've uh included a map that shows the full extent of the district's boundaries uh up up into the mountainous regions as well and the colors uh that you'll see on the map represent the various cities in the district and in the surrounding uh in surrounding the district as well uh there is a note here the total population for the district based on that 2020 census is 69 804 so i think justin that would be about 13 900 or so per area that's correct on this slide we've included a couple of things it's important to
050note that as we go through this process there are two different data sets that we use the first is the census data which tells us the total population meaning that we count each and every person another data set that we use is the citizen voting age population which is a measure of the voting strength of minority groups in in order to be in compliance with the federal voting rights act uh we need to make sure we're not again impairing the ability of a protected class of voters uh to elect the candidate of their choice so the largest protected class in azusa unified is the hispanic uh latino voters and we've included a table that shows the uh the breakdown of the ethnic and racial categories within the district that's taken from the american community survey
051that's where we get this citizen voting age population data and on the left hand side we have a map we call it a color graduated map and it breaks the district into all of the various census blocks and based on the percentage uh the the higher the percentage the darker the color for each one of those census blocks uh the lower the percentage for the hispanic latino uh citizen voting age population the lighter the blocks next slide so i want to point out a couple of things here on on scenario one first just in terms of orienting ourselves on how this is laid out we've shown each one of the trustee areas in a unique or distinct color here uh down in the southwestern portion of the district uh you'll see in yellow is uh
052trustee area one uh and then moving really in a counterclockwise fashion uh trusty area 2 is in green trusty area 3 is in that pink color trusty area 4 is in that blue color and trusty area 5 is in sort of a purple or lilac color depending on whether you're looking at the physical map or what's on the screen here just a quick description of of this particular scenario trustee area one you'll see is generally west of azusa and south of the 210 it includes the the quarry as as part of that trustee area again in green trust area 2 is generally between azusa avenue and citrus avenue from first street to aero highway trustee area 3 again is in pink and that's really in the south eastern portion of the district north of first
053to pasadena avenue and south of baseline to citrus avenue in trustee area four uh you will see that um it it occupies that area that is east of azusa avenue or excuse me from san gabriel avenue up to sierra madre avenue uh and then trustee area five is on that side of the zeus avenue is north of sierra madre uh and it extends down and actually past the 210 freeway uh i will point out that the largest trustee area in this scenario is trustee area 3 and then the smallest is trustee area 5. the total variance for this scenario is 9.2 percent uh and then finally down in the right hand corner it shows the proposed election sequencing for this scenario what that tells us is when each one of these uh seats would come
054up for election so that's listed there next slide we have the citizen voting age population data that i pointed out there are four majority protected class districts based on hispanic latino voters again based on citizen voting age population those are in trustee areas one two three and five next slide we've taken a little bit different um approach to this slide but similarly the uh trustee areas are in in the same general locations uh the dividing line between trustee area 1 and 5 is follows along the 210. uh in trustee area 2 it uh moves from 1st street from the 210 up into uh or down to to the 210 from first street i should say and then is bounded on the eastern side by citrus avenue in peak in in pink there trustee area 3
055shifts a little bit east and north up to the district boundary trust area 5 adds the area it's just to the east of azusa high and a small portion north of sierra madre area right around the colleges trustee area 5 follows like i said the 210 on the western side and that's the the the main change there [Music] uh the the variance for that particular scenario sorry jonathan uh eight one eight point one percent uh for for this scenario uh the largest in this case excuse me is trustee area one and the smallest is trustee area two in terms of the the demographic breakdown based on citizen voting age population you'll see that there are four majority protected class districts in this case in scenarios one in in trustee areas i should say one two
056four and five scenario three uh sort of shifts the boundaries um i would say clockwise um the change to trustee area one uh it shifts northward to foothill uh trustee area true two straddles um azusa avenue generally between vernon and lake ellen and then cerritos trustee area three the western boundary is cerritos as you can see there and then it goes north up to elasta and holly bit trusty area four the northern boundary is ninth street but then also includes that area of the promenade and then trust area five extends northward from there and then down on uh the western side of san gabriel avenue drops down to uh foothill boulevard the variance in this particular scenario is 1.8 percent the largest area is trustee area 3 and the smallest is trustee area 4. in
057this scenario there are three majority protected class districts uh or areas in trustee areas one two and three um and so that is a change from the other two scenarios we shared so a few final thoughts these maps do not change the district boundaries they do not change where anybody goes to school um it doesn't even change how the board is governed each board member however elected still owes a duty to the entire district really all this does is change when one can run for board and whom would elect them in that election that's really all this does it's still one district with common goals and challenges this was our public hearing schedule like i said they were at the end of the line tonight so we are almost done um and you know the
058district has had all of this information posted and updated throughout trying to keep the community involved and with that justin and i will sit back and field public comment from the community and board we're happy to answer any questions anybody has so as we have convened this public hearing to receive testimony concerning proposed trustee voting area plans associated with the district's transition to a buy trustee area election system um under california election code section 10010 the board must hold at least two public hearings prior to holding a public hearing to adopt a final trustee voting area plan as part of this public hearing members of the public may submit comments on the establishment of voting area boundaries for the new trustee voting areas that will be established as part of the district's transition from an
059at-large election system to a buy trustee area election system speakers will be given three minutes to make comments on this matter and this matter only how many cards have we received or hands do we have raised we have no cards and no hands raised we have no hand space uh so there are no hands raised um but with that um i'll turn it over to our our board to see if there are any um any things to add actually i will let me let me first go ahead and close let me close our public hearing during public hearing okay so we'll keep we'll keep public hearing open um board members i have a question for the demographer and or the lawyer um did you guys get a chance to reach out to um our community
060organizations such as the rotary club the women's club to go ahead and get their input um to go ahead and share these scenarios with with these organizations i know that the district um well i think that the question might be for the superintendent i know that they're just taking out newspaper advertisements advertising each of the public hearings do i know who specifically was reached out to i know that the um the district stakeholders were contacted for the waiver that occurred a few months ago but perhaps that is best addressed but to the superintendent now all the public hearings uh as you noted jonathan were posted in the newspaper uh in addition to that uh we posted uh hard copies of the of the public uh input you happen since the library again in the public
061library and um they've been on our website and on our social media as well so they weren't contacted by the attorneys uh the demographer or the superintendent they were just posted as as you're saying right as far as from from the superintendent no it was in the paper it was posted in the public library uh our social media uh and our website so i have a question for the demographer did you get a chance to physically go and you know not just through google maps to physically go and see these communities how you went and you know you divided these trusty areas did you just do it by google maps making sure the numbers just equaled what they did or did you physically go and come into our community to get that feel of the
062streets and what each the area as you were doing these cuts and pace and so forth um did you come engage in our community no i i did not go and drive each one of the communities to see you know all of those boundaries what what we did do is we looked at ultimately this is a quantitative problem that we have and so looking at trying to as best as we can um divide the district up into five different areas uh and our scenarios took different approaches to to doing that uh we looked uh as as we've talked about before uh looking you know for for logical boundary lines uh whether they're major roads or uh freeways and and things of that nature uh but no i didn't i didn't go and drive each one
063of the boundaries i am familiar with your community but i did not go uh you know street by street to to do that um we we look to you all to to provide input and help us to understand if we are uh in in certain cases dividing communities that that we shouldn't um and so that's you know we we take the feedback and input that that you give to all of us uh we you know obviously as as part of the map drawing process there are limitations when we're not living in your community the same way that you do so um we're for the property of the value of homes were they taken into consideration when you were making this maps because we we only received three scenarios we didn't receive any more and um
064being equitable uh were those things you know in in the property values of these homes as these trusty areas are the ones that uh board members are gonna represent as their community uh did you get a chance to um take a look at that and consider that that's that's generally not a criteria that we would look at the property value of homes no i'm saying did you consider that consider the property value no no we did not okay i think the the number one criteria is getting the population balance within 10 that is a non-negotiable criteria and so then then we look at communities of interest citizen voting age population etc and as justin mentioned um you know at each of the meetings we've sort of solicited feedback you know you all know the community
065much better than we do and there there wasn't direction given at least that i recall for any changes made to the three options any other comments or questions from board members hi jonathan um can you speak to the um the impact of having fewer or more majority protected classes in any district yes so um you know looking at the three map options um district wide i think the latino citizen voting age population for example is 58.55 and so generally part of this process is looking to increase that number in certain trustee areas that's what those green circles were on each of the maps and so um majority minority district is is important um it's probably you know yeah i think map three only had three of them but the three of them were very large
066um so that you know it's kind of up to the board do you think that it's better to have three very very very strongly weighted communities that way or is four majorities a good way to go as well there's really not i don't see any major legal issues with going one way or the other and i think also looking at the maps there is some increase at least in one trustee area per map for the asian citizen voting age population which district wide is 11.5 i think it gets up into the high teens in a few of the options and then um while a much smaller portion of the community the african-american citizen voting age population district-wide 3.5 i think gets up into the fours or fives in some of the maps so um not
067major jumps there but um you know certainly something to consider but in terms of should you or should you not pick a map if there's four majorities versus three majorities i think that the demographics of the district are such that it should be okay either way and i do have a question jonathan can you speak to the um the variance right they think on one of the map it's much lower than the other two yes so the courts have found that you know look on any given day people move in and out of a jurisdiction and so it's impossible to have a perfectly even number uh which of course would be ideal right um that said courts have found that if it's 10 or less that that sort of meets the you know prime aphasia
068case of that it's even um and so my view is while of course as close to zero would be great there's nothing necessarily wrong with a higher number as long as it's less than 10. so it's all legal if it's under 10. and on that point i've seen districts approve maps that have been you know 9.6 and i've seen them improve maps that have been you know 1.2 it just really depends i think on if the map makes the most sense for your community or not any other questions are coming yeah i just have one question regarding the maps um so when you do the master just say for example i'm in um area two so i had to be in in my area where i lived in other words i couldn't the map could
069not have gone north or south south you know like further up horizontal or i i had to stay in this area because that's my area or well so i i'm going to hear this off the justin i think but in terms of since you've been elected at large you can move wherever you want during your current term but once the trustee areas are in place and you're elected from one of the trustee areas you must remain living in that area but i think the question you're asking is why why does it basically look almost the same on each of the options and i think it's probably because of the population density but justin won't you take that for i think it's area two yeah mainly the map i was looking at yeah yeah and i
070think in both scenarios one and two whether it was first street or the 210 freeway that seemed like a logical uh northern boundary uh for for that particular area and like jonathan mentioned uh that is one of the smaller areas just in terms of the geographic size which indicates that the population density in that area is is larger so uh perhaps it could have uh extended further to the east uh but then that would have required us to uh drop the boundary further south in order to counteract that or perhaps we could have gone across the 210 but that would have required us moving from citrus avenue uh probably moving that further to the west so um and you know citrus avenue for instance in in your case seemed like a logical boundary line um
071there there has to be just again given the population density down in that area um those there was limited options in terms of major streets and and and major freeways to to to be able to cut along thank you any other question thank you for your comments the public um hearing which where we see public testimony from our board members is now so we will move on then to 10.2 uh approval of resolution 21-2209 authorizing the selection and adoption of a final trustee area plan as part of the district's transition for a buy trustee area election system and submission of the final trustee area plan to the los angeles county committee on school district organization for approval as you know the district previously initiated initiated a transition from an at-large election system to a bi-trustee
072area election system part of this process to complete this transition includes the selection and adoption of a final trustee area plan in advance of adopting a final plan the district was required to and did seek public input on the proposed trustee area plan in addition to tonight's public hearing uh prior to the release of a draft map options the district held public hearings on august 17 2021 and september 7th 2021 to solicit feedback in advance of map preparation following the creation of draft map options which were available and advertised on the district's website the district concluded excuse me conducted public hearings at board meetings on november 2nd 2021 november 16th 2021 and today december 14th 2021. at today's meeting the governing board will consider and vote to adopt a resolution and select a final trustee
073area plan the matter will now be put before the governing board to adopt the proposed resolution and to select a final trustee area plan members of the board we will now open the matter up for initial discussion and comments regarding the proposed trustee scenario any discussion at all prior to us taking a vote i think where we will be able to open up and have some initial conversation prior to them okay i i will i will say as i'm as i'm looking at these in uh various scenarios it's we there are five trustee areas if we had more than five i could see how how we might carve the the district up further and to kind of i forget the language that was used but but ensure that we're not dividing um communities with common
074interest um i i do see some knowing the community i do see some division here but of of those of the options that we have because we do have five trustee areas um scenario one seems to make the the most sense to me that that um uh keeps keeps those those different uh communities connect does anyone else have any thoughts comments hearing none um then we will now uh receive a motion is there a motion on the floor for any of these scenarios for president i moved to adopt resolution 21 2209 for approval with map scenario number two as the district's adopted trustee in their area scenario with trustee areas one three and five scheduled for election in november 2022 and trustee areas two and four scheduled for election in november 2024. we have a
075second second that was moved by board member beau and seconded by board member rodriguez pena any additional discussion okay then we will move to a vote let me well actually before we move to about let me let me add um looking at that scenario i think that scenario in my opinion scenario two does the divide up um i'm thinking in particular the community the communities east of azusa avenue and south of foothill where that is connected to that would be district uh four i see some of that i see some of that connection as as um as creating i want to i want to be sure that we're not disenfranchising um certain groups in certain communities and my concern would be that that scenario too would would cause that to take place but that so
076that would be my personal application scenario too any other comments okay then we'll go ahead and move so you're really looking at that area around charles about at least what you're thinking about correct my concern would be that the that the area around lee elementary school uh would would inherently become to a degree distant franchise if attached to the northern area also what would um what side is lisa on the the pink um or blue you know how it just like in the middle right and the school itself is in is in the in this scenario oh i see yes this is in blue yes but but and my concern is is not just where the school itself is located but but the the population that uh within that that area yeah my next question
077is regarding the pink section so how soon do they appoint or or that's the next step because there's no one on fitting board right now is on that area i i can jump in on that with that question if that's okay so um you know i'm gonna share the map on the screen just so we can all look at it together is that is that on there can everyone see it yes okay so um the way that this sort of works is ultimately the goal is to have one trustee per area but everybody serves out their full term here there's no current trustee living in area three but because there are two trustees paired in area five only one of those two or any other candidate who lives in area five would in theory win
078the november 2022 election and so this area would also have an election in 2022 so there would be a new board member voted in in december 2022 so you'd never have an open area um at the time of your first election yeah yeah you said they would finish off their term correct so everybody would survive through 2022 and then of course the two board members i'm not sure who everybody is who uh who have 2024 term of course are elected for a four-year term and so if this is the map that's adopted um areas one three and five would have elections in 2022 and therefore there would be one trustee per area come december 2022 and you already have one trustee and the two remaining areas and then those two areas the blue and green
079will be open in 2024 for election okay so just um since you have five spots there if for some reason we'll just say um in the yellow or the green or whoever no one runs in that in that you know um particular area one or two or three what happens then so it just like almost like in any other election if somebody doesn't run for a seat the board can fill it via appointment but you must appoint from someone who lives in the area that was open for election so so say um in nova and let's say the board picks this map because it's on the table i'm not saying you should or shouldn't we're just going to use it as an example um and there's an election in november 2022 in area one five
080and three and say nobody runs from area three the board would then in the summer going into the november election once the filing deadline passes the board could start to seek to fill the vacancy via your board bylaws uh but only from someone who lives in this area and then the board can appoint someone from that area to serve out the term as if elected because there was no uh person elected similarly if let's just pretend that i live uh right here next to magnolia let's pretend i live in that area and i ran for board and i won in 2022 and then in 2023 i moved to chicago this area is now open to be filled via vacancy by the board until the next election thank you i have a question that the adrian
081or jonatha are the demographers so is that dividing line on scenario one is that pasadena on for which um on scenario one that the though between trustee area three and four is that one is that pasadena this one yeah so i'm just trying to see the part that adrian is talking about so is that that is correct that is pasadena pasadena avenue and then the other one is cuts off like it's doritos and goes goes across in scenario two yes the dividing line is cerritos i would have to agree i think uh scenario two makes a lot more sense cerritos is a major street therefore in pasadena is not and so scenario two given the variance of a point one percent um and everything that they have shared i would have to agree scenario two
082makes a lot more sense for the sport any other comments questions questions well i mean i do i mean i think i agree with you adrian i think traditionally and it's unique right now that we have two of you that are from elected on the south side of traditionally like most of our board members have been on the north side if not right and um and so when we look at the yes the scenario to divide or keeps together most of what would be considered in the old days the vario i don't think it's good i don't think it's a value anymore but that was the vario and there's right um scenario one keeps more of that voting it gives more gives them more voting i would say power i don't know i'm divide but
083i see i see where you're going yeah and that's i mean my i agree with myself [Laughter] or president i don't think he could do that well i i can't i do you could just state it again but i i don't think you could agree twice so so uh tongue-in-cheek way of saying yeah what i said before uh might still stand my opinion on it bill okay anything else okay then the report president can we call the vote yeah so the board will need to vote on adoption of the resolution and selection of one of the trustee area plan scenarios the board will also need to identify which trustee areas um seats from the adopted trustee plan scenario should come open in the upcoming election hey sabrina didn't your motion include that yes so the
084motion is currently on the floor to approve scenario two seconded by board member rodriguez pena so we can go ahead and move and the motion passes three yes uh one no and one abstention congratulations everyone you have a map and so the next steps here for us is to ask the county committee to approve of the district transition and map so that it's in place in time for the next election so we'll work with staff over the next few weeks to gather the material we need to send that off to the county so thank you so much and have a great holiday and thank you gentlemen for all your hard work over the course of this past year to get us here take care moving on to item 10.3 discussion of board committees this is
085an opportunity for for us as a board to discuss the subsequent items in general functions as we will need to as as we will need to uh discuss the the appointment so um are there is there any conversation or or or thoughts on any of the uh the committees that are before us this evening for president i have a clarifying question is this um agenda item 10.3 only to discuss the committees listed on today's agenda or is it also to contemplate appointing committee appointing members to committees that are not listed in today's agenda so i suppose we can certainly have that conversation just just for the for the sake of time it may make the most sense to discuss just the items that are here on the agenda uh we we do have a governance
086meeting in january at which point it would be our intention to have a a larger conversation on on committees and rotation so i i would like to ask a question is this when we say hey i would like to be part of this committee this would be that time hey i would like to be part of the last committee are we going in order or how i mean i'm sorry i don't know how we're doing this so we don't have to now is an opportunity prior to us making in a moment we'll we'll make a motion on each piece so and to avoid the unnecessary emotions where people are or are not available um and or interested in serving in a particular uh committee now is an opportunity if there's one that you have interest
087to to guide our colleagues to be able to to make uh informed motion so i i would um i would appreciate if i could continue serving on the rlp i'm also interested in the rlp board i just i wanted to go ahead and clarify the last time that we were speaking about board committees um we did speak about transition and being able to rotate just such as um we have here um so that's something to take in consideration as a board as we're rotating our president vice president and clerk positions that again remind us that to give that opportunity to others who have not served in that capacity for for growth empowerment and to extend that olive branch i would like to go ahead and remind each one of us that if we've served in
088a committee for more than a year to be able to give someone else an opportunity um given that this past year's golden days um committee and events were um not normal and we didn't have the full complement of event planning and activities i really would appreciate appreciate the opportunity to serve on the golden days committee for one more year any others i'm happy to not serve on the rlp um and maybe um maybe the parks and rec commission then okay with with that that i'm i'm happy to serve i'm happy to serve as an alternate um for the los angeles county committee on school district um organization organization i'm happy to send this representative or or an alternate yeah is that locksters this is no this is the one where one serves as one and
089someone else serves as an all as an alternate i interchange it yeah i'm happy to serve i'm happy to be your second perfect okay with that said then we will move to 10.4 which is appointment appointment of board representative and alternate to the los angeles county committee on school district organization their emotion you're on what i'm sorry where are you 10.4 so i moved to appoint board president greer as the member and board member arianes as the alternate we have a second second okay we'll move any discussion we'll move to a vote and the motion passes five to zero i have a question before we we move on um do we have an alternative for each one no no okay just thank you for that so we just have it for that first one then
090envelope okay moving on then to item appointment of board representative to the azusa golden days committee is there a motion on the floor the move to nominate sabrina beau i second moved by board member bruce gonzalez and seconded by board member ariana ariane any discussion and we'll move to a vote and the motion passes five to zero moving on to item 10.6 appointment of board representative to the azusa parks and recreation commission we have a motion on the floor and a second uh moved by board member rodriguez pena and seconded by uh board member ariana any discussion and we will move to a vote moving on excuse me the item pass is five to zero moving on to item 10.7 appointment of board representative and alternate to the los angeles county school trustee association we
091have a motion on the floor my name is do you have an alternate with your motion um mr president guerrero uh moved by board member um rodriguez pena do we have a second second seconded by board member bo any discussion then we'll move to a vote and the motion passes five to zero bring us to ten point eight a appointment of board representative to the joint board of uh management of the san gabriel valley regional occupational program is there a motion on the floor i nominate illinois a second moved by board member cruz gonzalez and seconded by board member ariana any discussion hearing none we'll move to a vote and the motion passes five to zero which brings us to item 10.9 approval of the 2022 2023 board meeting calendar a motion to approve 10.9
092second moved by board member ariana seconded by board of uh member rodriguez pena any discussion did you say we have a governance retreat in january i believe that is the case but i mean that's without the calendar is this february 14th this one starts in august but oh this is august yes this is august of next year august we're approving the board calendar for not from now to a year from now but that's interesting any other discussion yeah just normally you would approve a calendar that starts you know that has the date starting from now [Music] then we'll go ahead and move to a vote and the motion passes five to zero moving on to 11.0 consent calendar can i actually say something on that um so you might want we might want to consider
093changing the governance retreat date for that connect for that next year because you will have at least one new board member because of the new open trustee area and so um it's better probably and so this could be on a future agenda but it's better i would i would suggest scheduling that meeting in early january so that you can onboard the new board member as opposed to waiting until mid february i think as new board members you can remember you know you don't want to wait two months so you're on board so just as like okay moving on then uh to item 11.0 consent calendar and 11.1 approval of consent calendar all matters listed under the consent calendar are considered by the board of education to be routine and will be enacted in one motion
094there will be no discussion of these items unless requested by a board member if a board member requests discussion that item will be removed from the consent calendar and considered separately is there a motion to approve 11.1 i have some items to pull second i like to pull item 10.3 10.6 and 10.7 okay so moved by board member rodriguez pena seconded by board member arianes and the discussion was to pull items 10.3 10.6 and 10.7 excuse me 11.3 11.6 thank you 11.7 any additional discussion okay then let's move to a vote moved by board member rodriguez pena and seconded by board member ariana and the motion passes 5-0 moving on we have items uh 11.3 which moves to 12.1 approval of minutes of the regular board meeting on october 19th 2021. is there a motion
095to approve that's not the right one which is the resolution approval of resolution 2122.10 then a resolution of the board of trustees uh of the zeus universal district proclaiming a local emergency ratifying the proclamation of a state of emergency yes i just like an explanation on this um superintendent ortega please uh absolutely uh this resolution uh came to the board of education uh and was adopted uh in november uh as an action item uh this resolution uh allows uh the board of education uh the district uh to conduct its meetings um as these as its these uh fit uh due to the pandemic so for example um there's a surge of covid or things start taking a different turn and the board of education feels that for the safety of everyone the health and safety
096of everyone is better to move to an online only meeting then this gives us that possibility part of the requirement of this resolution though is that you just can't pass it uh car you know just endless so every month uh this this resolution has to come to the board of education uh because we already uh um adopted it and passed it as an action item it is allowed to be in consent on a monthly basis we bring this back to extend that debt to extend those dates so that we we are in compliance to the ordinance oh okay thank you because i thought that we needed to go in the teleconference meetings from period december 16th to 2021 through january 14 20. those are options okay thank you very much and make a motion to
097approve second moved by board member cruz gonzalez and seconded by board member ariana any additional discussion then we'll move uh we'll move to a handbook uh board member rodriguez pena yes board member sabrina yes board member chris gonzalez yeah and board member ariana yes and i am also yes the motion passes five to zero five yes moving on to item 12.2 which is the approval of the contract with san mateo foster city school district super commodity cooperative my question on that one was that um i appreciate duplicate ordega putting the dates on how long we are working with a consultant or working with a program and this one i noticed uh we've been with him since 2001 which is 20 years ago have we ever looked at into any other um super co-ops or i
098mean are we going to stay with these people forever house yeah that's a great question yes we have and um this is actually the closest one to our area but it's just important to know this is just um to give us the option that if we're looking for a specific item i'm going to use the example of bread and before we go out and buy it from just a local vendor we will see if we get a better price from the supercoil so it's just a better way for we can maximize our cost for our items that we're going to purchase and also so is is there um bread their products are they good are they yes ma'am no it's normal it's the same item so the benefit of being of a co-op is whereas
099we have the buying power we will go to a vendor and say hey you know we have let's say 10 schools and we would like to buy bread for 10 schools the power of being in the co-op is that we're going to um join in with several other districts and so the price that we're going to get per bread is going to be much lower because we're going to buy it in large clients the price is necessarily even old or new no man it's just the price it's the benefit of getting the lower part thank you okay thank you very much you're welcome there motion on the floor uh to make a motion second 12.2 moved by board member rodriguez pena seconded by board member arianas do we have any additional discussion then we'll move
100to a vote the motion passes five zero which brings us to 12.3 approval of developer fee annual and five year report yes my question on that one is the um developers fees as i i'm reading here that it it can be used for um the purpose of the phases for construction and reconstruction of facilities necessary to increase capacity for students generated from new residents and commercial development i just don't know can this funds since we talked about last time be used for um branding for um you know our reorganization is this one also can be used through so it cannot be used for branding um and as far as reorganization we have to work closely with our auditors and our legal team to get authorization um because for the funds that are in the in
101fund 25 is basically identify the need to expand our campuses because of growth and ban the district with decline enrollment you have to actually justify so knowing that we're reorganizing and maybe we're going to have more students on campus we would just have to get approval for each purchase and justify that with both our auditors and our legal team to get authorization but it's possible yes right because this facility is there to increase capacities though okay i just want to clarification thank you you're welcome motion to approve second 12.3 moved by board member rodriguez pena seconded by board member arianes any other any additional discussion then we'll move to a vote and the motion passes five zero moving on to 13.0 business and finance and 13.1 approval of first interim financial report 2021 2022. mr
102mall thank you board um give me one second on my screen thank you thank you so before i start i want to thank um the board for this opportunity to present our financials and the members of cabinet but specifically i want to thank miss shannon and her awesome team and all her awesome effort um and helping us for the first inner report um it has been a great pleasure to work in collaboration with her as we're continuing to increase and improve our operations in our process so thank you so let's get started so tonight we're presenting our first inner report this is a requirement for at code 4213 where we have to present our financials twice a year one as of october 31st which is the first interim and then the second as of january
10331st which is second enter so for your financial reporting there are three possible certifications there's a positive certification which identifies that the district can meet its financial obligation there's a qualified certification which means the district may not meet one of its financial obligations in one of the years and a negative certification identifies that the district cannot meet its financial obligation in two or more of the fiscal year so we have to remember for all of our financial reporting we're required to present on the current year and two subsequent years so here's to give us a picture of what our budget cycle looks like we are here now in december and we are presenting in first interim we will present in january update from the governor's workshop and then in march we will present our second
104inner report so this is to outline our district's enrollment trends in ada going back from 2013-14 fiscal year and projecting out to the 25-26 fiscal year and we show here that this year the adopted budget um we projected that we will have a decline of 168 students from that that we had in 2122 school year i'm happy to announce um though we have not certified our enrollment um we projected that we'll have 7069 students and we actually have 15 students more than projected so we're happy that our projection numbers are in line and we didn't see a greater decline than anticipated but we actually um maintained or retained 15 more students than we thought that were going to actually leave us so this slide gives us an actual graph of how our enrollment trend has
105been over the years um you'll see that our decline is starting to i'm going to say level out though we're still declining and i think this is a clear indication that our decline is not continuous being attributed to people just leaving our district um it's actually showing that our trend now is that our graduating senior class is greater than our incoming kindergarten class so we take um in 2019 our senior class was projected to be 668 students but in the 2021 school year our incoming kindergarten class was only 514. so that nexus of 154 students is actually a strong contributor of the decline from the 1920 school year to the 2021 year can i ask you a question um why why does it seem i i mean i'm i can't i don't have percentages here
106but why does it feel like the gap between ada and enrollment is much bigger for this year and out years than it is for previous years so for last year it was it's a gap of um less than a hundred but for this upcoming year we're anticipating that gap is going to be what 300 about 300. yes so our ada projections is always going to be 95 of our enrollment projections so it's not really uh you're using 95 yes ma'am and i went back to the previous slide where it shows our projected percentages for each year but last year it wasn't 95. last year it was 101 but that's because we had the hell harmless and there's no attendance back so here's our projected revenue so we are doing our comparison from that what was
107presented and adopted in june to where we are as of october 31st for first interim so at adopted budget we projected that our projected revenue for this year will be 114 million we are now projecting that our revenue will be 131 million dollars and that is an increase of 17.3 million from that projected at first interim the largest contributing factor to that is our state velvet one-time funds that we are receiving for this year as well as um we have received an lcf uh concentration ad on a 15 um because our um upv our unduplicated people account is greater than 55 and this year the governor has added on a concentration add-on of 15 of our concentration funds which equates to 2.9 million dollars in order to spend those funds we have to increase um
108lower class size or increase our teaching staff and so for that funds we will have a spending plan that we would have to present to the board in february before we could utilize those funds any questions on revenue right so here's to give us a graph the show is exactly our 131 million dollars is broken up so 70 percent of the 131 million is coming from lcf sources six percent is local revenue 15 is state revenue and nine percent is coming from the federal government here um keeping the same system going and comparing our projected expenditures from adopted in june to that we have as the first interim as of october 31st we projected that our expenditures will be 102 million dollars that adopted and now we're projecting our expenditures will increase by 23 million
109making a total of 125.6 million dollars the greater um attributer to the increase is us actually budgeting and budgeting our carryover from the prior year so we closed out last year with about five million dollars in supplemental concentration dollars that was unspent instead of letting that fall to the end of the balance we assigned that we carried it over to this year and now we have that scheduled and planned to spend and you'll see that in our books implies another interpreter is we because of gatsby 84 we are now required to account for the stirs on behalf which is meaning the state pays on behalf of our employees the stars pension um yeah the star's pension obligation but we also show that the state is paying on our behalf so we have now have to
110book that on our books to show the total cost of that expenditure and we also have offsetting revenue even though it's a net effect for any fund balance because you have the revenue and offset and expenditures it does show that your expenditures increase because that was not put in the budget and adopted but going forward we will not have that calculation in in prior years it was not required to put in your adopted budget you normally just account for it when you close the books but now go forward we're going to include it in our financials so that way we don't have a huge flux when we're closing out our book another um contributing factor sorry we also have 11.7 million increase in books and supplies again that's our carryover of the five million dollars
111in additional we are budgeting our cares act money and our other one-time funds that we're planning to spend by the end of this school year this is just giving us a pie chart to show us how our expenditures are going uh 70 percent of our expenditure our funds go to our people so 36 of our expenditures are attributed to our certificated salary 14 is for our classified staff and 20 percent goes to our employee benefits and here is our nyp you'll notice in our budget book that we provided we actually provided a six year nyp but for the purpose of reporting we're only required to show the current year and the two subsequent years and i'm happy based on this information we are proud to say that we have a positive certification which means we're
112meeting our financial obligation and the current year and the two subsequent years you'll see that we are we are not deficit spending in the 21 22 school year but we are projected to have a deficit spending um and 22 23 and 23 24. i just want to remind the board the deficit spending is just distributed meaning that we are projecting to spend our carryover dollars in the in the following year so in order to not deficit spend that means your current year revenue has to cover all your expenditures for the current year but if you're using prior year funds to pay for expenditures you'll always show a deficit spending you'll also notice that our transfer out in the 21 22 school year is only 26 thousand dollars going to fund 14 and that was because
113we brought to the board um last month to purchase the um 14 the 40 vehicles for the mlt department and so but going forward and out years we're projecting to continue the 1 million um transfers to fund 14. any questions on our multi-year protection yeah and in regards to the surplus number 21 22 versus the deficit for the two subsequent years that it does it doesn't appear can you communicate that doesn't appear to balance out so there still is even even with the surplus that we're anticipating this year there still is definite spending that we're projecting for the two subsequent so yes because we have our surplus and we're projecting to spend the surplus in the next year it's going to show a deficit in order to identify a deficit or surplus you take your
114current year actual revenues received minus your expenditures but if you're using dollars from the prior year to spend in the next year those expenditures go against your current year of revenue for this calculation so in the 21 20 21 22 school year we're showing an ending fund balance of 26 million dollars that's going to carry over and be our be become our beginning fund balance in 22-23 once we start spending any of those dollars that's going to make us have a deficit because now we're spending money for a prior year even though we have it but it just shows on paper that we're definitely spending because we're spending revenue beyond the revenue that we actually earned in the current okay any other questions on the nyp mr mall yes i'm sorry could you go one
115slide back just to clarify the um the middle column so the 26 million at the top beginning balance is that a part of the 121 million dollar total revenue for the 22-23 school year or that was that in addition to that's in addition too so that's the indian fund balance the any fund balance from 2122 becomes your beginning balance for the next fiscal year in addition to that big eating fund balance we also are projecting a revenue of 121 million but you'll see our expenditures for the 22 20 22 23 school year is 100 i mean 134 million dollars which exceeds the current revenue that we're actually going to receive because we're going to be using any fund balance to cover that that automatically equates to a deficit but if our expenditures were only going
116to be 120 million or exactly 121 we would have a surplus and we will still have to become the beginning of the balance there you go and latasha of the 13 million odd dollars how much of that roughly how much of that is one time dollars that we have to spend i would say almost all of it that's mostly primarily one time adult yes ma'am any other questions on nyp um i was going to say it to them but i mean and maybe if it makes sense you can answer it later i just i'm really curious as what happens after this right you know i hear a lot about a cliff right um declining enrollment catching up the whole timeline so what does this look like for us in that year once we spend all
117these one-time dollars and i'm assuming that we don't get we're going to get increased this year right but you know something that doesn't continue what does that look like bro so right now with the additional funds of the cola that's projected for next year um i'm sorry the additional add-on from supplemental concentration our nyp for the next year six years show that we will beat our financial obligation it wouldn't be until year seven that we potentially would have a cliff but that would all change if our decline increases of any of our projections or if we're unduplicated decreases and because that hits you in turn here and in terms of our unduplicated since um we're now giving out meals right because it had an impact on the number of people filling out the forms and
118that's identifying it has not no ma'am actually i'm um had a heart attack in the beginning of the year um i thought we dropped um and we projected that were going to be at 84.64 and after well miss ing sent us a inga thank you and mis sent us a number and we're projected to be at 85 so it's almost like 0.46 better than we thought and that's a huge attribute i'm of our nutrition services department as well as all of our site administrators who've been making all the calls to help our families get those forms filled out so here this is our unrestricted any fund balance that we're projecting to have um this is 18.9 million dollars of that we have our three percent reserve which is 3.7 million dollars we have our prepaid
119we have allocated 1.1 million to set aside for the aea reserve which accounts for six percent of our any fund balance we also have our board election already budgeted and allocated and that's about one percent um we have our current negotiations that we have on the table we are allocated 2.3 million dollars for that and we have a 723 thousand dollars allocated for a future rising call any questions here yes can you please speak um to that one percent first saturday school yes so we are um looking to um start saturday school for second semester to help recruit any lost ada um for this year um and so we are going we're allocating one percent of our any fund balance to pay for that what does it mean in dollars as you're saying that we
120are going to use this to recuperate the aed so it means we invest a little to get more yes correct yes and so our goal is actually not to um have any cost um but we're projecting uh we've allocated two hundred and twelve thousand dollars just in case so when you i need a backup per second so when you say unrestricted ending fund balance that's referring to what what fiscal year this is the current fiscal year so this is our current balance but it's unrestricted but so the so half of it looks like it's so it's the concentration grant add on what you said you're going to come you're planning to come with a plan for that in february um but then the other 36 is a supplemental concentration carryover we had a conversation and
121i'm looking over here because this is a program right we had a conversation about how we plan to expand those carryover dollars that we didn't expend because we were in povid and we were you know distance learning yes and if i can start with that answer so um so yes so we at the adopted budget we budgeted out the entire lcap supplemental concentration everything we're projected to receive we did not budget out the 5 million that was a carryover from 2021 right this is what we're showing for 2122 we're just looking financially trying to be physically responsible saying okay which funding lines that we budget the plan for and we currently don't have expenditures hitting so until we start hitting having expenditures hit we just put in the any fund balance because if we leave
122it in expenditures that increases how much you have to set aside for a three percent reserve so we're not letting it fall out to any fund balance it's still part of the lcap it's just that when we get those requisitions for those expenditures we will now take it from the assignment of supplemental concentration and put it back in peoplesoft so we can actually spend it but the goal is to actually spend this but right now there's no current expenditure hitting the lines that these budgets are so but i just want to understand so this is the current year supplemental concentration or these are carryover dollars from previous years this is 2122 supplemental concentration that will be a carryover if we do not spend it so so your unrestricted andy fund balance would be the anticipated
123any fund balance at the end of the end of this fiscal year then so it's not that it's not current it would be this is the fiscal year spending okay so we don't have a 36 percent carryover from last year no ma'am we only carried over less than 5 million dollars which is still significant and we've actually been spending that way down lots of technology replacements we've been able to do so we're getting that dr mitchell is doing everything to spend money that makes us a little nervous i also want to say that it's attributed to us being physically responsible by signing it because we're not required to do this it's just one of those that we wanted to identify the funds that we receive for the population of students to make sure that we're
124utilizing those funds for the sole purpose that was available and here's our restricted any fund balance um we have 7.1 million dollars so 5.5 million is attributed to our elo grant uh 800 000 is distributed to the elo grant that's allocated for our paraprofessionals and then we have 716 000 which is allocated are it belongs to our sites for their donation account i want that is our recommendation that the board approves our first inner report with the positive certification and i will take any questions if there's any remaining any additional questions on the board okay then do we have a motion to approve 13.1 question 2 approved 13.1 second moved by board member ariana seconded by board member rodriguez pena any additional discussion and we'll move to a vote the motion passes five to zero
125moving on to 14.0 curriculum and instruction and specifically 14.1 approval of the azusa unified school district a um educator effectiveness grant expenditure plan dr mitch excuse me action is there a motion on the floor make a motion to approve 14.1 moved by board member rodriguez pena seconded by board member audianus any discussion then we'll move to a vote and the motion passes five to zero moving on to 14.2 approval of an mou agreement between azusa unified school district and cal baptist university is there a motion on the floor make a motion to approve 14.2 second moved uh by board member rodriguez pena second by board member arianes discussion the high schools to register students um they one of the five colleges that came to glaston is the high and that motion passes five zero moving

128that paid out of special education funds it is it is paid out of special education funding good evening i'm sorry i should have said good evening first good evening um yes that um contract is paid out of special education funding it is aligned to um a parental request for an independent educational evaluation through the parental rights and procedural safeguards under the selpa guidelines thank you very much erin absolutely any additional discussion then we'll move to a vote and the motion passes five to zero moving on to 14.8 approval of services agreement between ausd and hey tutor is there a motion to approve motion to approve 14.8 with ausd and hey tutor second moved by board member arianes second by board member rodriguez pena any uh discussion then we'll move to a vote and the item
129passes five to zero moving on to 15.0 human resources and 15 1.1 in particular approval to establish the position and academic tutor job description is there a motion to approve take motion to approve 15.1 second moved by board member rodriguez pena second by board member arianes any discussion hearing none we will move to a vote and the motion passes five to zero so i'm sorry i just had a question is this um similar to the avid hooters or the different yes thank you for the question and i'll start answering the question and then i'll pass it over to dr mitchell to bring us home uh the job description was adapted from the avid uh tutor job description um but it does it there are some some key differences um that will be specific to the
130type of work uh that these tutors will be doing with students that is not specifically aligned to the avid coursework but i'll pass that over to document so thank you for the question so this is part of our what we're calling the high dosage tutoring strategy so this is one strategy that we would use whether it is uh through uh tutors that we would hire um with this or with a tutor that you just passed um and so this high dosage tutoring would be for select students that we've identified through their assessment data where they really need some extra help and so tutors will be assigned to specific students they could work one-on-one they could work with some you know small groups but they would be working um alongside teachers in the classrooms with with
131identified students okay thank you yeah because i when i read it it just was the job of the navigator but now i individually work with only avid student this one is not necessarily for only attitude thank you okay which brings us to 16.0 adjournment 16.1 adjournment is there a motion to approve 16.1 you did it adrian and i second that good job on your first meeting as president moved by board member rodriguez pena second by board member arianes any discussion we barely made it good bye and we'll move to uh to a vote you can't go yet and the motion passes five to zero you now you could go have a good day everybody you
