009parek and the tools that Google classroom and Google meets gives us we all know that learning online has been difficult for parents students and teachers all teachers have empathy empathy for students who have difficult living situations and a lack of access to the internet that being said we need to do something about getting students to turn on their cameras during class mandating that students turn on their cameras during online instruction Fosters learning by allowing uh teachers to see what their students are actually doing during class teachers will be able to actively engage with all their students place a name with the face and check if the student is actively participating during class at the high school level this is extremely important it makes the content more engaging because students will not be able to hide
010behind their cameras and not answer questions this happens all too often especially during asynchronous instruction when students are supposed to be working independently during asynchronous instruction I need to see that students are working on assignments I need to be able to talk to them face to face so that I know that they're listening and accepting the instruction that is being given to them I believe that if students are mandated to turn on their cameras that participation will increase and the number of of assignments completed will increase as a teacher I know I I I I have deep empathy for for students who have a difficult living situation Google meets has created a number of backgrounds that students can use though by using these backgrounds teachers and students will not be able to see all that
011is happening around the student or any difficult living situation that students have on a daily basis we also understand that there are students who are unable to turn on that camera because they have a faulty camera on their District issued Chromebook this is an issue that the district district will have to address in the future I know that other districts such as Charter Oak are mandating that students turn on their cameras during instructional time now I wonder why we are not doing this I know that this is a tuck discussion that has to be had and I know this is this is a tough decision that the school district is going to have to make whether or not we're going to have our students turn on their cameras or not but I am really hopeful
012that in the future as we move towards the second semester that we make a decision to have our students turn on their cameras so that they are more engaged in the instruction and so that we can have a face-to-face conversation with our students while they are online thank you very much for your time tonight and have a great evening thank you we have no more hands raised no more great thank you so much we're going to go ahead and move on to 8.0 comments and requests by the board 8.1 comments reports and requests by the board let's go ahead and get started with board member Shenene Cruz Gonzalez thank you um feels like it's been a long time since we've met because it's been about a month um but um I just wanted to say
013I just want to continue to express my appreciation for all the work that all our employees are doing our classified employees um that are coming in and making sure that students are getting fed that um our schools are are um being cleaned and being kept up um our certificated employees who are ensuring that our kids are learning um you know I love that that that Ron just got on and wanted to have students have their be be watching kids during asynchronous and I think there's a lot of people out there think that oh what during asynchronous teachers are are you know doing something else so I love that that I'm hearing that teachers are fully committed to working with our students during the entire instructional period um and I think that's what I see I
014see that in my son's classroom and I see it across our district so I just really want to express my appreci appreciation for everybody um for all that hard work especially as the pandemic is it seems to be spiking again um which I think is scary for all of us um uh on other on other notes I just do want to say um I just want to say I hope that we all have the mayor in our in our minds right I think um with many most of us know that he has covid um and was hospitalized so I think we I hope that we wish him a quick recovery and then finally I'll just say that um my term is being csba president is over it it end with the end of the the
015conference uh last week for the csba annual conference but I did want to share I really appreciate the Cs the the staff at nusa and especially Adrien and Gabriela who came out and gave me this wonderful bringing up this wonderful resolution from our assembly and Senators um the Rubio sisters so I really appreciate that um it means a lot to me um um so and um I'm just um it's actually kind of nice to to be done with it so now I can really focus and spend more time being a mom of a kindergartener um but I think um that being said there's still a lot of work out there and I look forward to working with all of you to making sure that our kids are getting um not only the education they deserve

018cup of tea and eating cheese and crackers like if they were at a real art show and they're showing their their um turtles or or the little ceramic things that they have made and and they talk about them but um they still continue to do it virtually the students were fantastic they did a fine job on their presentations and um you know they had like the projects on sea turtles or starfishes and some of the students their parents and or family or sisters or helped them complete the project and this would not have been possible if they were in school so you know they were very happy about you know my dad helped me you know fix this Turtle it fell apart but he helped me put it back together and I just thought that

045the engineering and Computer Sciences to share their experiences with our students and this has been an absolutely amazing opportunity and so last week when I attended there were two guest speakers um Gabby sepa Rizo is um a calply s lispo graduate and currently a civil structural engineer who works for Chevron and also Leslie Gonzalez is a cal Pomona graduate um who is a software engineer for a clothing designer so both of them were able to come and share they were guest speakers and share about their experiences in the very specifics of their work in the engineering field they talked about their college uh experience and journey and it was just truly inspirational um to have these women um really talk about their careers and their journey and how they got um they how they majored

051the why behind the reorganization emphasizing that we did not want to tie the reorganization tied to um budget AR cost saving measures um we all know and understand that um the potential um budgetary savings that we could realize if we close the school but our focus on the reorganization is tied to maximizing the capacity of our sites during the 023 school year we had 20% of our facilities districtwide unoccupied fast forward to today many of our sites are currently utilizing less than 50% of their capacity after outlining the why we introduced the four pieces that would be the basis for the models that we presented going forward the first piece was The Proposal the proposed model the second piece was the model as far as how it be implemented over the next five years the
052third piece the possible programmatic drawbacks and the fourth piece was the possible programmatic benefits after further discussion a consensus was drawn to add two more pieces that would be the Baseline for all of our models and that was the staff needed to support the proposed model as well as any potential budgetary impacts for those models during our second meeting we presented model one which was called the alll model in this model it proposed the closing of two schools the model would include one traditional Elementary tk5 one traditional Middle grades 6 through 8 four tk8 and two Traditional High Schools after reviewing and ensuring that all understood the model we unveiled the proposed remaining two models which will be further discussed in tomorrow's meeting at 6:30 and so in model two which is called our tk8
053and high school model that proposal includes five tk8 and two traditional high schools and model three which is called the all level 2.0 that is five traditional Elementary tk5 two traditional middle schools grades 6 through 8 and one tk8 with two Traditional High Schools we noted to the team that all of the models could include one Traditional High School instead of two Additionally the question was asked why are we choosing to phase this out over the next five years instead of just doing that now and the thought being that those that are currently enrolled in grade three in the 2022 23 school year they would have the opportunity to promote from their current School of enrollment during our fourth meeting it is our goal to receive and allow input on possible pros and cons of
054each model individual opinions along along with sorry time with exploring proposed changes to our models or even receiving recommendations on other models thank you are there any questions yes I have a a few questions um and and comments uh thank you so much for the for the update uh I was able to to go back in um and watched the the meetings that took place and so uh grateful for for just the work of the whole team uh those on staff and also um those just out uh in the community I'm grateful for for everybody's input um and suggestions um I I appreciate that right here and now we have this update that's coming through where where we're kind of uh you know informally sharing out some of the things that that were discussed can
055we can I suggest that uh that we bake into um these updates here um a way to more formally share out some of the things that are discussed for example I know that you you had uh some of the PowerPoint presentations uh that were there that that laid out graphically some of the things that you you describing um I think it would be helpful to include some of that here at these meetings um I I know that those meetings are public and everybody is able to to attend those as well but but in this update time and space I think it would be helpful to to graphically display that um as well um and would even love to know um you know when and how um is is their best for there to be um
056board interaction with with some of some of the committee so so um don't know if that can be scheduled in at a future board meeting where there can be just time for for us to be able to speak questions and hear directly from some of the other folks who are on the committee I think that that's something that would be um valuable um as as well as we uh move forward um for sure I most definitely can make that happen and if I could just make one correction I stated that tomorrow's meeting is at 6:30 and it's actually at 5:30 but yes thank you does anyone have any questions or anything they would like to um to say share I I would like to share something I I I would like to to thank you
057uh Miss LaTasha Jamal for you know for this um and I I agree with board member reer I think the Powerpoints would would also um to be included would be beneficial and I'm grateful for for this opportunity for the reconfiguration um I'm sorry School reorganization update um because looking forward I I think it's it's something that we do um need to speak about and we need to be transparent and be able to do what's best for our students and like you said Miss LaTasha Jamal it it's we need to look at it from an angle of um not just budget but also programs and how it's going to affect our students overall so thank you for that moving on on our agenda we have a excuse me 10.3 discussion of board committees mrga would you
058like to go ahead and start that absolutely thank you um you will see you will notice that uh on today's uh board agenda uh there are several board items uh where the Board of Education will be appointing uh board member uh board members uh to represent uh certain committees uh that we have throughout the district uh in the attachment on on this uh particular um board agenda item um I have uh separated out into two groups uh two two different types of uh committees uh so at the at the top half of of the sheet uh we have five board committees uh that I have outlined uh there uh where I was able uh to research and get firm um information whether that was through a board action whether that was through board minutes um
059and uh really get a really good understanding of of the Committees and those are the five that are outlined there so golden golden days parks and wre uh County committee on School District organization uh Roop and laxa um you will notice that the first three Golden Days parks and wreck and County commit committee on School District organization uh all have uh an expiration date of 12520 uh or just prior to that so those three committees uh will be coming forward here uh for the board to consider um in terms of uh board member reps on these committees you will notice that the two the Roop and the laxa um those are not on today's uh board agenda uh because uh the Roop is a two-year term and so that does not expire until 11:30 2021
060and uh laxa doesn't expire until 7121 U Miss Cruz Gonzalez um yeah I think I don't know what happened but normally last day we do it at this meeting so I think things just got off schedule so I mean not I'm not saying right now but I think in the future if we can get it back on schedule that would be great th% thank you for that um so those are the Committees where again uh we were able to piece together uh some real solid uh information uh then you see a dark line there going across the uh spreadsheet and underneath you will find five uh additional committees um where um there a might have been some information uh but it's not concrete or clear uh or B there's some missing information or gaps of
061information and for one of these committees uh it's here because it's brand new uh it's something that we're bringing uh forward uh to the board of education and so um it would be it would be beneficial uh to get Direction in terms of the uh committees uh below the dark line uh in terms of uh what we see um as far as is it is it one board member is it one board member an alternate is it two board members uh is it a one-year term is it a two-year term uh those kinds of things um and then I will make it a point uh to systematize this uh to make sure that it is it does show up on board agendas uh board minutes uh moving forward uh so that we can systematically Implement
062uh these committees uh moving moving forward uh board uh president arianis yes mrga I one of the things that you just um shared I I wanted to go ahead and bring up I think it's in um it's in our best interest as well to to have an alternate um in in in each of of the um with it the Committees um Ju Just in case that you know the individual is not able to make the meeting um there's an alternate uh for that committee I would like to go ahead and suggest that um one of one of the things um you just said right now the the F the the last five that um you have underneath the black line um you said one of them it the we had just brought up was the
063last meeting right correct in the last couple meetings and then we have the last one the wellness that um I have never heard of and is that something that the district has done before they they had board members attend it do they actually happen yes thank you for that question so uh the district does have a wellness committee um and per board policy um there uh is to be a board member uh on this committee um but um as far as as as I could research and see uh we have not uh had this uh it could be that we have and and it's in some notes somewhere uh but again I just could not come up with something concrete and so looking for direction in terms of these five uh committees uh in terms
064of uh terms uh that uh we see um for these committees and and uh what I would suggest is once we kind of Flesh that out uh I would bring those forward at a subsequent board meeting but then in the future that these would all come on uh at this meeting uh which is when we do our our committees maybe we can start off by uh looking at uh the Committees below and and should we have a discussion should these be oneyear terms or twoyear terms maybe we can start with that Mr superintendent would it be possible to share this document on the screen absolutely uh Kathy can you go ahead and open up that uh item and uh present the PDF or um I can probably thank you Captain so Mr superintendent the question
065on the that you posed is uh looking for feedback around the length of the term for committee service that is correct for the five underneath sure I I have a quick qu so I thought she was going to share the the actual document yeah I'm going to go ahead I'm going to go ahead and do that uh since I already have it up does everyone see that I need to make it larger or is that perfectly fine can you please make it bigger yes does that work or a little bit bigger a little bit bigger okay much better okay well I'd like to chime in I think um just kind of as a baseline I would you know I would be in favor of having oneye terms certainly um we can self-nominate or be nominated
066by our peers to um serve again on the committee just kind of looking at the the pace and the the depth of the work um but I think one-ear terms also gives us the ability to serve on different committees throughout our tenure I agree um I I agree with um Sabrina I do think I just I just need claric we should just clarify I think um generally in the past our practice has been if if it's if it's a board committee that it's just um I mean obviously we work through consensus but it was usually appointed by the president it wasn't like a and sometimes it was formal action sometimes it was just board appoint Bo president appointment um so I think that would be good to clarify in terms of that process I think
067it um that we should discuss this how you guys would like to move forward um I I would agree as well uh one year um would be would be good for one of the things that I had brought up at the last meeting is that um um you know just like we're we're we're we're asking you know for Equitable access to our students you know for our students I think it's important you know for us as well as um Schoolboard members to have Equitable access to the learning and the process of these committees and so therefore I do agree with the one year um but it's important that you know we're able to to to offer um to somebody that has not been in a position um but if the person you know does not
068want it the per you know I think it's important that we have this conversation um and we're having it now so anybody else would like to chime in I think that's a great idea um but also when we're selecting someone or whatever the process will be even if it's by the president of course you would ask them if they're interested because you know maybe they're not interested in in that right I mean give it give them a choice yeah you're correct so I'm hearing uh I'm hearing oneyear terms um I'm just seeking clarification if this is um an official uh board action uh for these uh specific committees uh or if this is a process uh where the board president um is appointing or inviting um Mr superintendent I think I would like to see
069um maybe kind of a a t-chart of what these options would look like kind of written out with bullet points around you know at this point looks like we're agreeing as to one-year terms it may look like a waterfall rotation it may look like uh board president appointment by board president so that we can see it side by side and then have and be able to take action on that okay what I'm what I'm hearing right now is uh board member Bo a suggestion that we've landed on one-year terms okay check uh but maybe uh a tart or a table that would show uh the three options possibly that were discussed tonight uh to clarify what those options are uh and share those with the board of education for further um consideration and uh uh
070an action in the future is that is that what I am hearing yes from me yes I I think for tonight since we have to take action in this next several uh no so I I I just think I think that's a great idea uh because you know we'll forget like who had it last who had it second who had it third to keep remembering all the time or who's already did it so that that I'm I'm I'm picturing what seren's talking about is like like a I don't know um seren I mean I don't know you're talking like a tree a branch you that that um shows that who's sure I was thinking about mean illustrating what this the proposed systems would be and then you know a little bit more detail I think
071as you're going to say you know if it is um appointment would it you know would people be in line this way or would it would it be a rotation that we would follow um just so that we're we're clear as to what the the history is rather than relying on our um you know internal institutional knowledge that it that it's document whatever it is that it's documented yeah I yeah I agree in that because we don't all remember sometimes who was there who was first who was last who was you know yeah it's a great idea so let me I have a question arudo yes can yes so um what what I'm hearing from my colleagues is that uh a more visual um and pretty much like a like a rotation and who has
072done what and and so forth um which I I also agree with um how does that affect our our next agenda items um I could be completely wrong um I was under the impression that the entire conversation that we're having right now are for the five committees um the below uh the uh the dark and that the five committees uh on the top um we since we have all the information and we have all of the data uh that we would that we would move forward in the manner that we have been moving forward but again that's just an assumption of mine and I just want can I just clarify some things so for the facilities committee um so Yolanda and I finished our term and we did appoint two other people at that point
073um but I know I think aruro said you couldn't find it anywhere so I'm just I just want to clarify that it's not that we've like because we because our our responsibility ended so it's not like we haven't been just been not meeting right Yolanda remember yes I think I from what recall again like we said you know we forget or or what I recall it was you know Gabby and Jerry with the last people that's what I I I may be wrong but I was the alternate that's correct right and then it was Jerry I think it was you to after Shon and I yes right um on that line I I never received information on on these committee meetings so I I do want to make sure that um yeah when we are
074appointed or we you know are in a committee that we are regularly updated and that we are given information uh moving forward if that would be possible thank you 100% so so just to uh just to uh clarify uh for the five committees below um we will bring back to the Board of Education uh a couple of things number one uh some options of what it would look like whether that's a board uh uh president appointment and or invitation a rotation of some sort or formal action and also uh moving forward we're going to keep a a chart of sort uh that uh we can be able to see all of us can see uh who has served in what capacity um moving forward it is correct I think we have a consensus from from
075the board thank you so much and then can I so we it sounds like we are taking action though on the on these next items these these next committees that we have here is that that's correct to assume okay then then I guess I'm also hoping that in this space um if there is anyone that is um wanting to take on um any any of these roles that this is a space to to be able to communicate that so that we don't just have so that we're not you know um having to just have kind of randomly motioned suggestions so so when we look at um The Golden Days committee the parks and wreck committee and then um the county committee on School District organization are there any there that um any of my colleagues
076uh are thinking that they would they would like to to serve on I would like to serve on the county committees on school organizations I I don't think I've ever been in this committee if it's new I don't know I don't know so just just to clarify this is just our representative who votes is the voting so the laxa and the county committee are you're just the voting representative so when laxa has the meeting that they have the elections for both laxa and the county committee that person is the one that is suppos is officially supposed to vote for us that's what those two are and if I'm not right and if I'm not mistaken sheine um as we talk about getting though that committee and laxa back in alignment I remember that that there
077was conversation around um typically the the appointed person and the alternate are kind of flip-flopped for those two committees typically um is that is that your understanding as well um no but I think right now because because Yolanda is on the laxa board and is already going to is we know she's going to go to every single meeting that I mean just makes sense for her to be the voting person because we know she's going to be going right and just to clarify like when we vote we actually as a board decide ahead of time like we give her Direction it's not like she just goes and votes however she wants sure and that's okay you know um I don't need to be the voting member I I am a director but I don't need
078to be that person I I do belong to another organization that I it's in the same day so I I start at 7 and this other ones at six so just saying I it's okay if someone else wants to um do that because because when we have the executive board meetings you don't vote in the executive board meetings you vote in the General Session [Music] meetings um I would like to serve as the representative for the Golden Days committee I I don't personally I don't mind continuing on um on I know we're talking about one year so if there's if there's no one that's that's uh chomping at the bit I I don't mind continuing on with the Parks and Recreation uh committee um there hasn't been a whole lot of work with with covid
079a lot most of the meetings have been have been canceled but I I don't mind continuing on I'd like to I'd like to eventually serve on there but I don't I mean I think because I'm on the Roop board I wouldn't want to do that right now okay one's enough for I would I would like to also um I know that the Roop is for two years and I I wanted to just point out too that um it's on off years so for example it's a 2021 but I would like to nominate myself for an alternate like I suggested earlier in case um shineline board member shene Cruz if you're not available I would like to go ahead and uh do that so it's it's a governing board so we're not actually allowed to appoint
080an alternate just so like with planning with parks and wre and with parks and W and Roop we we don't we're not able to point alternates because it's a it's a govern it's yeah so I mean we can have our through to investigate but I don't think it's possible Right but I would like do you I understand um but I would I like to suggest that um I I would like to know what what what the um the the meetings are about so should only my question to you is um Can Can we attend the meetings are they public meetings yeah you know what and actually I think that's a great question we can have the Roop superintendent come and do a presentation so everyone can understand um just very briefly um so we don't
081run our own Roop program we don't we do run our own Career Technical education programs but but we are in a Consortium with five other districts um Co churo Glendora Walnut uh bald Park and West Covina and so we come together and we jointly run our Career Tech programs Under the Umbrella of the of the Regional Occupation program so that's what so they are so it's a so it's essentially it operates like a public board like we do as a school board um so the public is welcome to come but I think maybe the a good step would would be to start with that Aro you can maybe you can reach out to to Mara and ask and ask her to come do a presentation I think that's a great idea but I I think
082it's also important that like I what what I'm trying to express is I would like to learn how Roop like you just said that we partner up with other school districts and how you know I would like to attend the meetings um and just get informed you know of what they're doing at the at the meetings as well um I understand that I'm not a vote you know if I was to attend I'm not I'm not a a a voting uh board member but I would like to attend the meetings would that be feasible oh of course of course it's a public meeting so anybody can attend so of course you can come come to the meetings um we can get maybe aruro you can get the schedule of all the meetings and share it
083with all the board members well do that that's the same thing like golden days they do not have an alternate they just have one person so just I just want to let you know yeah so there I see that there's an alternate for the county committee um so one so are we saying that Miss uh board member Yolanda Rodriguez pñ since they're I'm sorry I didn't realize what this committee was shine explained that it's the same like l so you're just the voting person so I I I take that back I'm sorry I'm not interested I'll go ahead and nominate myself for that then the county committee on School District organization I'm interested in um when that time comes are you going to the next agenda item then is that what you're doing right now
084which is which would be nominations for that let's see here 10.4 appoint representative and alternative to elect members to County committee on School District organization yes let's go ahead and move on to that agenda agenda item so do I have a motion to move 10.4 for my uh for myself Gabriel arianis to to be the U Committee Member I move motion to approve so can we just can we Sabrina do you want to be the alternate I can sure okay so can we because usually we just do them at the same time that's right so I make a motion that we appoint um Gabriela as the voting representative for the county committee and then have be the alternate second okay let's go ahead and do we have any discussion no let's go ahead and cast

087item Aro thank you um so uh this uh this particular uh board agenda item uh is for the board to consider U moving our current board governance meeting uh which is scheduled for February 9th 2021 and moving it up to January 14th 2021 uh for the purposes of providing the Board of Education uh an earlier opportunity uh to learn together and to work together uh so that is uh that is uh um that is what this uh agenda item is for uh for consideration to uh to move that uh board governance meeting can you repeat for what to what day aruro yes ma'am uh it is moving to January 14th 2021 Mr superintendent are we clarifying that there is a a a board meeting also on January 12th and then the 14th would be the
088workshop that is correct we did get some feedback uh on this uh on these particular on this particular date and the majority uh of the board uh that's this seemed to be the date that worked uh um for the majority of the board uh but it's again for your consideration and what time would the workshop be held 5:30 pm uh typically on board governance we don't have close session so we would uh begin right at 5:30 p.m. uh with the board of governance uh uh meeting I am available works for me I'm available I'm good you need a motion to approve the calendar then arudo the updated calendar so moved okay so we're going to go ahead and move the motion we have the first uh motion moved by board member sholan Cruz Gonzalez can

101you all right okay I apologize for that so the purpose of the first enter report is required to present our financial um position ition to the board of education for approval um we have to do that two times each fiscal year for first interim as well as the second interim the third interim is an option for each School District um or unless your county office requires you to do so there are three certification options which is a positive certification that outlines that we are able to meet our current fisical obligation as well as in the two subsequent fiscal years qu qualified certification means that we are not possibly going to make our financial obligation for either the current year or one of the two subsequent years and then a negative certification means that we are
102clearly in trouble and we cannot meet our financial obligation for primarily the current fiscal year and more than one of the subsequent fiscal years the first inter is required to be presented to the board of education on or before December with the understanding that we will have our financial reporting that is projection all the way through June 30th 2021 are there any questions thank you so here is the timeline of our major financial reporting um as I stated we're here in December for the first interim financial report will be before you again in January when we're giving you an update on the governor's January proposal next we're going to discuss our enrollment Trends so here is given us a graphic pictorial of our enrollment trends for TK through our 12th grade starting from the 056
103fiscal year going all the way out to the 2425 school year so as you can see our en way back in 04 I mean 056 was over 11,000 students enrolled fast forward to today were currently projected at 7,299 now point of um a positivity that I like to say is that our adopted budget was actually um drafted on a proposed reduction of over 5% and as you can see on this slide we're barely at a reduction of 4.12% so that means the projection that we the decline of enrollment that we had thought we were going to realize it kind of slowed down and so that's a good thing so that's slow lowering our projection for the out years to um be a steady between 3% to 5% for the next four subsequent years any questions
104yeah quick quick question um looking at this it says that um for the projected 2122 is a a decline of 3.62 um but every other year is is I mean solidly north of 4% um where do we get that that number why do we believe that next year um there's going to be substantially less of a decline than pre the previous two years and the subsequent three um right now it's just based off our current Trend once we have our actual CET da um data which will be certified through our MS Department we'll have that re-evaluated but right now the current um what we've assessed is that our decline that we con um previously projected was more Steep and when we realized that our true decline is just the Nexus of our 12th grade graduating
105class and the incoming kindergarten class and so it's not that we're just losing 500 students that Nexus is smaller so we're looking at truly what is the number of students enrolled in 12th grade versus our projection in Kinder we're offsetting that adjustment to realize what we think our real projection would be got it M Jamal I have a question yes um several meetings ago um maybe it was in October um I dialed in and this was before Norm day and I think you T you talked about um you know we we were under enrolled but we weren't sure how many or by how many students we were enrolled and so now when we're talking about our um projected decline being less than what we better than projected um what how many students is that so
106we did better by how many students so right now it's approximately 86 students but again I will have a finite number once we have our certification data and so we just recently submitted our cets number so this is still a projection until I have the actual cets number okay and another question on this um does this does your analysis um take into consideration um uh inter District transfers in terms of projected enrollment loss at any point not this these numbers no but when we do adopted budget yes okay thank you MH so here is our 2021 current revenue and so the reason why you see three columns is because I want to get to the habit of where showing you all the trends of what we presented to you in chronological order so an adopted
107budget um we projected our Revenue to be um1 million then in September when we did the revision we projected $117 million and we remember that difference was because the adopted budget was built with the dep the per deficit factor from the state and then once we realized we're held harmless in September we came and said hey our financial position isn't as bad as we thought but now we're at 117 million versus the 100 million that we thought now here at first inam we're now projecting another increase of $1.2 million and that increase is projected um I'm going to start with lcff the decreased and protected lcff revenue is attributed to the removal of the projected Revenue that we would have realized if we had the Saturday school now remember our Saturday school program was a
108Ada recovery but the fact that we're not taking attendance we're pausing on the Saturday recovery program and that'll be carried over into the next fiscal year Additionally the projected decrease in restricted federal revenue is attributed to the change in title funds so it's not stating that we're losing title funds but for all for majority of the federal programs you only can budget the revenue that is assigned to allocated expenditures so for example if we're receiving a million dollars but we're only projected to spend 500,000 we only can count for 500,000 of that Revenue this year and the remaining 500,000 becomes your carryover funds for next year the projected increase in restricted state revenue is attributed to an increase of $144,000 for our Asus grant for $110,000 in increase for our C tick Grant and that
109is including carryover from the 1920 school year as well as 900,000 9,000 for our K12 strong Workforce program the projected increase in local revenue is tied to moving our M funding from restricted state revenue to restricted local Revenue as well as an increase in 50,000 in covid donations as well as 20,000 and our AHS which is a zza high school Community Foundation Grant any questions on Revenue just just to say that um I see that as we're looking at the variances there's there's you know nearly 1.3 um additional than we were uh originally anticipating um but I I want to be careful with our with our our phrasing because as we move on um uh there there still need to to to look on some of the out years um because there are are mitigations
110uh that that are needing to take place yes sir completely agree with you other questions or comments on Revenue Miss Board member Bo I can't I'm sorry I'm sorry M Jamal could you restate the uh the $900,000 better than expected under state revenue what was that source so for State restricted the 900,000 was our K strong um Workforce program K12 strong Work Force program is that a one-time Grant h no we received that annually and this is just the increase that we're receiving this year so why is it a variant it's an increase that we received last year okay any other questions okay moving on to our expenditures so just like with our Revenue we do have changes same thing as adopted we projected our expenditures to be 109 million um when we presented in
111September we projected an increase um going to 110 million and now at first enrum we're projecting a a total expend interest of 106 million and again the this is going through our budget philosophy process right now we're going to get in the habit of only budgeting items that we have planned expenditures for so that doesn't mean that frees up money for other things that just means that if we had for example a million dollars planed to spend on lcap go one but if we currently don't have any encumbrance we're going to decrease that lcap goal budget assign that money in our any fund balance and it still will be a signed for lcap but we're only going to account for budgets I mean expenditures that we actually have either encumbrance or expenditures planned for to
112the state so here we have a projected decrease in certificate of salaries and this is attribute to Staffing and position control cleanup and that was approximately $228,000 unrestricted um we have another reduction of 922 th000 unrestricted and this is for previously projected extra hours stiens and overloads um we have 72,000 unrestricted which was tied to projected sub cost that we're not um that we're not projecting that we're going to have to realize um before June 30th as well as another reduction of 70 um $75,000 unrestricted for extra hours projected for the Saturday school ada8 recovery program now these reject um reductions are offsetted by increase tied to extra hours and overloads and stiens that are now going to be tied to our restrictive programs primarily our learning loss mitigation um funds we also have a
113projected uh I'm going to go down to classified Sal salaries I'm sorry projected decrease in classifi salaries is attributed to the reduction and proposed classifi hourly overtime and stiens in the amount of 62,000 unrestricted the decrease in projected fed extra hours which is about $31,000 and that's also restricted a reduction in OT for M Department um and this tied to those are those that are funded through our um routine restricted maintenance resource 8150 and now these offsetting reductions is offsetted by 404,000 of unrestricted that is attributed to Staffing position control cleanup going down to employee benefits the projected reduction and employee benefits is in alignment with the corresponding reduction and classified certificated salaries that I previously spoke about as well as we have a $1 million voluntary retirement benefit that was paid in 1920 for
114the 2120 um for the 2021 school year that we do not have the budget for this year so now we're removing that for the budget the projected increase in books and supplies is attributed to the increase in materials and supplies that we have been purchasing as well as PPN with our learning loss mitigation funds the projected increase in services and other contracts is tied to other contracted Services again also utilizing our learning loss mitigation funds the projected increase in um I'm sorry the projected increase of 528,000 for capital outlay is attributed to the purchase of our temperature scanners as well as our portable bleachers for both our high schools and the transfers and other outgoes is attributed to the reduction and our projected sped um sped contribution due to us being able to realize some
115Savings in some of our NPS contracts and that's only because of covid those contracts will be put in place next year but right now if we don't have to pay for them we're going to reduce what we're proposing our um contribution would have to be for this year any questions on expenditures uh not a question but a request um thank you this is really com I mean this is very easy to understand I really appreciate it um could you would you be able to share with us the you you you explain some of the line items in each of these areas would you be able to share that with with the board um in the Friday packet so that we can review them most definitely not a problem and also under Capital outlay you you
116um you attributed the 528,000 to bleacher the bleachers as well as uh temperature um thermometers scanners so are either or both of those from um our bond money or either are both of those each of those not from those um both are paid for learning loss litigation funds both are okay yes so those are the hug thermal scanners that I shared I think two weeks ago right right yes and the and bleachers as well the portable bleachers that would be outside that could be used for Outdoor Learning hubs got it yes so not the gym bleachers these are outdoor bleachers thanks for that clarification because I was thinking the same thing I'm thinking the outside bleachers um by the field yeah yeah I haven't seen any there but thank yeah yeah thank you for that
117clar so but this is also a one-time um monies right correct these are the funds that have to be spend by December 30th oh oh okay got it thank you okay any other questions on expenditures uh just a comment so you had said uh a handful of months ago that that there wouldn't be any of in the money that we were leaving on the table um it looks like uh you made good on that commitment okay just very come on come on come on good J thank you but I have to give credit to um Dr Mitchell that was her and her team I didn't all I did was bought thermos scanners all right was there any other questions on expenditures all right so here is just to give us the overview of how much
118our um uh Revenue um as it relates to expenditures have increased or decreased over the years um can you see the whole screen because for some reason mine are super small can you see it okay perfect so as you can see it shows that our lcff revenue for this upcoming year as as it relates to 1920 is only increasing by $29 per Ada um but when you look at our statutory obligation which is our um St per sped in our stepping column um the amount that we we have to pay out each year does not equate to the increase that we're receiving in additional funding and when you fast forward to the next out years we're only projected to have an increase of $18 per Ada but yet and still some of our expenditures if
119we just look at step and column that's going to increase by $143 so right there we're seeing that difference of what we're going to have to account for if the state does given us additional money per Ada any questions on this slide right so this slide is just also um given us a historical look looking from 1920 going forward of our local control funding formula the per ada8 so we all know that we are held harmless um for this can can you hear me yes I can hear you now I'm sorry no I can hear you keep freezing on me I can hear you a little bit I think I might hear you because I can see you no okay is it okay that I proceed and then you can let me know your question
120hear me now I can hear you right now yes or not yes yes I can but I can hear Mr I'm sorry my cat walked over my um keyboard right now and I don't know what he did or she did okay sorry you saw her body go by am I okay to proceed can hear you guys superintendent take am I okay to proceed yes thank you okay so the local control for formula is just this is letting us know what we're receiving um per ada8 um as it relates to comparing 1920 um fast forward so what I was stating that we are currently held harmless for the 2021 um fiscal year as well as the 2122 fiscal year but what we're not held harmless on is the amount that we receive for supplemental and concentration
121dollars so that if our um like our nutrition service application meal applications if our homeless and Foster youth count any of those drop that is why we will see a decrease in lcff funding now the base funding will be flat for the next two years but that additional funding that we receive for supplemental concentration dollars will change depending on our actual student population any questions all right so this is just to give us a historical look at our stirs and Pur which is our pension cost so you'll see in 1920 for stirs we had a um liability obligation of $7.9 million um and the projection for 2021 is going down to 6.9 um and that is due to attrition retirements um and other reconfigurations that we're realizing um it's not that we um have a
122discount in stirs it's just that we have the percentage that we have projected to increase because of s sp98 that was one of the Clause that the stirs rate would not jump up but we will realize that jump in the 2021 physical year purs on the other hand we did not get that Safeguard so in pers in 1920 we paid $10.7 million were projected in the 2021 school year to pay 9.6 again the rate is going up but the savings is tied to the reorganization that we had that was tied to layoffs our retirements and restructuring are there any questions on this slide yes Miss Jamal yes could you reiterate what you said about the stirs rate I'm I'm looking at the first line it looks like the stirs percentage rate last year was 17.1%
123and this year it's 16.15% yes and it was projected to go up higher and so because of s sp98 that was one of the caveats that helped the district save the rate went down to 16.5 16.15 and that uh that Senate bill it applies to this year and next year so the approximately 16% that's what that's coming from I'm not going to say the Senate Bill applies to it but based off of what was projected for 1920 the new rates that we have to um create our budget off of are the numbers from the school um from school Services which is 16.15 and 16 flat thank you you're welcome any other questions on this slide amazing now here we just wanted to show I have a question oh yes I know this is the first
124interim but moving forward how often do you receive the information for uh stirs and purs um on how it changes uh through the state um sure we receive um we receive it one at the May Revis and then I would if there's any changes we will receive another one at the January's Governor's budget Workshop and then we'll get another one in this may thank you you're welcome so the Health and Welfare cost as you can see um in 1920 we paid um $4.5 million um we are projecting that we're going to pay 4.1 million um as you see the out years um is maintaining that same projection um we only we kept this steady um because we don't currently have our rates from CIS um typically our Health and Welfare rates go between three to
1255% each fiscal year so when we have our adopted budget once we have those numbers we're going to get in the habit of at least projecting out um the Nexus of at least three to four% in our Health and Welfare costs going forward any questions on this slide so I understand that we would in the adopted budget uh in include the three to 5% increase why wouldn't we include that projected increase here we just didn't have that we just didn't that calculation so we'll have that going forward so for second inter for sure you'll see that in the out years so that just to be clear so that that means that um any any projected deficit would increase would almost certainly increase okay correct correct but it could be offset if we had any retirements
126or any um through attrition then we may not realize any increases if those positions were back build you have other cost saving measures that we can Implement any other questions on this one all right so here is to give an outline of our beginning fund balance to show you exactly how we're going to start allocating our ending fund balance so when I was talking about how our new budget philosophy is we're only going to budget what we actually have planned expenditures for this is going to be our new reflection so we're projecting our any fund balance for this year as it states right now if all things remain equal to be $26 million now that does not mean we have $26 million just available that we are now allocating all the expenditures that we reduce
127and we're saving those funds for those originally projected expenditures for case in point um at the time of first interim before we finished spending all of our money for learning loss funds we still had $3.5 million available we assigned those funds now that those expenditures actually realized as second interim we will not have this assignment you announce an increase in our expenditures because we will actually spend those dollars um we currently have one 167,000 for gear funds right now since those funds do not have to be spent right now there's no current spending plan but that doesn't mean those funds are freed up for us to spend however we want those still have restricted allocated expenditures that those funds have to be applied to so now those funds are now assigned 167,000 currently is assigned
128in the gear funds the same thing with our Esra we have $2 million which we have until next June to spend we have $646,000 of prop 98 funds that we have until this June to spend um we have school donations that we received and $147,000 that those funds will be allocated until we plan to spend them um we have um $4.8 million in our lcap goals that we are currently assigning that we reduce the budget by only because we currently don't have an incumbrance or an expenditure on our books now once we start spending those funds if we're going to buy um new materials if we're going to have a increase hourly then we'll have a decrease if it was tied to lcap Gold the Saturday school of 21,000 as we stated we're not having
129the Saturday school because we're not taking attendance so there's no Ada recovery so those funds are now assigned and they will be allocated in the next fiscal year um for the substitute cultes cpen we currently have $1.4 million that we reduced our budget by again we don't want to just let that money fall to the any fund balance we're signing that so that way if we have a need to utilize for more subs or pay more coach stiping those funds are allocated because that was part of the original adopted budget again we have transportation costs of $65,000 um we have supplies and other contracts of $984,000 and then we have sped contracts that right now we don't have to pay because of our current covid situation but we don't want to let that fall to
130any fund balance because if anything changes if second semester is different and we can now take part in those Services those funds are now assigned for those services that were originally in the adopted budget then we have $4.4 million that we're are allocating to help offset future increases in our oute any questions on this slide yes can you speak to the uh variance in reserve yes so our Reserve is going to go down based of our expenditures so we only have to have a 3% Reserve based off our current projected expenditures now we would have left all these expenditures in our budget even though we didn't have a spending plan that would have increased our Reserve now we're trying to get in the habit of we're only going to account for expenditures that we know
131we're going to realize prior to or on June 30th any other questions okay so here this is to outline the minimum wage so as we know for the next two two years um our minimum wage rate will be going up $1 every January so this is just to give us a understanding of what positions that we currently have that will be impacted by this change and I just want to point one thing of correction that the all the positions that are listed in the January 2021 school year should also be accounted for in the January 22 school year so we have 10 employees currently um that has a title of Abit tutor come January next month their salary will increase to $14 an hour that's the same for our student aid and our new supervisor
132now next January 2022 the Avid tutor student aid new supervisor and some positions on the food service and um worker salary schedule will increase to $15 an hour any questions on this slide do do we have um projected increases each each of these years based on these positions um well no um these are hourly positions so we just know that these positions will go up but it'll be um the increase will be based off the number hours that they work is are are those increases included in um the projections that we have for out years they are not in the projected out years no they are not so miss Jamal I I understand that these are hourly workers but it seems to me that we should have some basis to know if they are 25
133hours 30 hours or 40 hours and that we should be able to incorporate those assumptions into the out years I completely agree with you and I can commit to having that in for second in room thank you you're welcome any other questions on this [Music] slide all right so we're going to move over to nutrition services so here's just to give us a um Outlook of where we are for nutrition services so we projected that we were going to receive 4.4 million um in federal funds that adopted and in September we've projected another 4.4 but now we're realizing an increase of $2.8 million and this is tied to the district being able to take part of the summer seamless feeding program where able to receive funds for all the Mills that we're serving to all
134our community members now with that you'll see a decrease in state revenue because we are taking part in the federal program only the local Revenue um we're um realizing a decrease because our local Revenue came from the paid lunches that we received throughout the school year and since we're not charging our student lunches we're not going to realize any income there and our contribution which is our we are projected not to have a contribution from the general fund this year any questions for nutrition services uh yeah Latasha how does this I know we were running a we were running a deficit right and so how does this are you gonna talk about this later on and how how it looks in the fund should I wait for that okay I'll wait yes ma'am okay all
135right and so here there salaries so we have a projection of a decline in salaries as well as employee benefits and this is TI to the extra hourly that we normally would have to pay for either overtime or for step cost that we're not having to realize at this time um we have a decrease in service and other operating expenditure and again those are just um I'm going to have to attribute that to miss Maria working hard to get us part of the co-op um Co-op um programs as well as purchasing items on the Commodities to um lowering our costs um Capital outlay um only we reduce that because we're not projecting to have any expenditures that fall in the capital outlay category and the transfer out of 285,000 which is the increase is tied
136to either indirect cost or we also had an audit adjustment for a prior year adjustment that we had for this fund for prepayment that should have been posted in the previous year can can you elaborate you may have touched on this can you elaborate books and supplies under nutrition services fund the addition 207 so that's just the title for um for uh School Finance but it's really just supplies so it's not really books but that category is called books and supplies so that's all the food cost paper goods everything that they need to provide meal are serve meals and even the food that we're serving any other questions thank you and so here is the Nexus so we started the beginning fund balance of $90,000 um the the adjustment because of the audit adjustment changed
137that beginning fun balance um so the we are now not projecting a deficit so because we're under the federal program the see um summer seamless feeding program um we are projecting to have an increase of our any fund balance by 1.3 million once you take out the audit adjustment of 114,000 our new projected ending fund balance for the 20121 school year is $1.3 million um once you offset that with our inventory and the amount that we have for our restrictive reserve for our fund the total availability shows that we were remain in the black for the nutrition service fund what what happens with the that that that those monies are restricted they are they are are are designated to be a reserve within nutrition services correct only in nutrition services only nutrition okay only nutrition
138services yet so if there were if if if there were if it was encroaching let's say let's say on a subsequent year it would pull from there before it pulled from the general fund yes sir Latasha do we have um just just do we have requirements that we have to spend down those reserves but in a certain amount of time or we can as Adrian just said we can use that in in the out years only requirement is that it has to be um paid for uh expenditures that are qualified under um fund 13 but there's no limit on it any other questions okay and one more slide for nutrition services so you'll see um this is to give you an outline of historically how we had to have a contribution um for nutrition services
139so in the 19 1819 um fiscal year we had a general fund contribution of 548 th000 um in 1920 we saved and and again that was because of we've changed to the summer um summer seamless feeding program started in March so the projected contribution that um we thought we were going to have in 1920 decreased to 131,000 fast forward to 2021 this current physical year we um have a zero projection but as soon as we go to the next physical year if all things remain the same with our staffing and our um participation rate we will go back to having a projected in um contribution of $962,000 now we do have time um to come up with a budget philosophy we have time to come up to realign our expenditures to figure out if there
140are any more programs we could take part in but as it stands today if all things remain equal our expenditures based off our projected Revenue without the summer um seamless speeding program waiver we will go back to having a contribution in the 2122 school year any questions m j Mo I have a question yes how do the projected how does this projection incorporate H projected enrollment in the out years how does and um it is not correlate to projected enrollment is correlate with projected participation rate for nutrition services and so what is our participation rate um we're at 85% and so but with that 85% not all are free and so we have a Nexus of those that cannot afford meals that we choose to continue to feed that is our philosophy we do not
141turn any students away for a meal so is this the most conservative estimate based on if we're we have an 85% participation qualification rate but we're we we we pay for all students are we a no charge District yes this is the most conservative rate yes with the goal that our hopes is to drill down and eliminate this but as a stand today this is where we would be thank you you're welcome now I'm moving over to special education so here we have a variance of only $32 from what we presented to you in September to that at first interim and so what this is showing you that is that special Revenue all revenue sources equates to $9.7 million in order to cover all their expenditures for the projected um physical year it will require
142a $12.4 million adjustment but it's also important note that that $ 122.4 million um contribution is still $1.5 million less than that was projected because of the savings we're realizing from not having additional hourly cost and some of our NPS contracts and can this and can this um uh also be used in reserve is it for um for special education well no literally saying the general fund has to make the nutrition um special Leed fund uh resource hold so they only bring in from the state and federal government 9.7 million but their expenditures are well over $22 million so we have to make a general fund contribution and so this savings will just help the district's general fund the less that we have to contribute will go to the general funds any fund balance but
143it's not saved or set aside for special education thank you any other questions all right so this is just looking at the salary projections to show you how we're coming up with that Savings of the $1.5 million and reduction in contribution and as we stated before free salary and benefits is tied to the extra hourly um stiens as well as um overloads that we would not have to pay this year due to co um the same thing for classified salaries the change in benefits is attributed to those change in reduction of extra hourly and overtime and our um our stiens that we will pay out um books and supplies we have an increase and we're buying more materials for our special education um Department other operating expenditures are tied to those NPS contracts that I
144was speaking of we currently have $635,000 in contracts that we currently do not have to pay because of our current um covid but as you saw when we did the anying fund balance this $1.5 million is still allocated so that way if those expenditures are if they actually material materialize before June 30th those funds are already allocated for those Services any questions all right and so just like with um nutrition services this is showing us over the year our trend of cont contribution so in 1819 we had a $ 13.4 million um contribution um 1920 um 13.1 million contribution and in 2021 the only reason why that contribution is going down right now is because the current projected of decrease of expenditures that is being assigned and the reason why that's going out in the
145out years is because whatever our current planned expenditures are right now unless we know of a contract that we have to pay in the oute we remain our expenditures to stay constant throughout the years are there any other questions or are any questions not other questions sorry now to our nyp so as we stated we are currently meeting our financial obligation in our current year so as you can see we have our any fund balance we have our assignments of the $23 million and we have 3.2 million that would be our reserve for economic uncertainty that's also true in our two subsequent years in 2021 um 2122 and 2223 we are showing that we can meet our current financial obligation which includes the 3% Reserve but when we look at that 2324 school year that's
146where that Cliff is finally going to be present for us and what this is showing is that right now as it stand if we do nothing in the 2324 school year we will not meet our financial obligations we will need to reduce our current budget expenditure by $2.3 million and then we will have enough for a 3% reserve and then when you go to the 2425 school year we do not meet our current financial obligation but we would need to make a $3 million um adjust budget adjustment in order to have a 3% reserve and so our goal is to have a further in-depth discussion during our January 19th but um board study session to present um ideas and recommendations on how we could realize the $15.3 million shortfall that would be in front of
147us about time we get to the 2425 school year can when you do that can you provide for us um Bud budget cut scenario for start starting with you know this year looking into next year so so that instead of seeing four you know what is it four years out uh 2.3 and then the fifth year out 13 you know um if we were to do you know three three and three or or or if we were to do five now and then none later just some of those different scenarios would you be able to to paint some of those pictures for us yes sir consider it done any other questions on this slide all right and so on this is just giving us the pictorial view of that slide that we just had so
148this shows you the dotted line shows exactly where our current 3% Reserve is required for the out years um the red line is showing you um the first interim combined fund 01 as well as our fund 17 because you know we have a reserve fund set aside um but you also have to treat as a one-time fund so once you spend those funds that fund is depleted the green line is showing you the first inter general fund without any reduction so it's showing you what the ining fund balance would be if we did nothing and in the um the purple is showing the first interim withth adjustments so if we made those adjustments in real time we will maintain a 3% but understanding we're saying we're maintaining the minimum requirement of a 3% and we
149have to come to a realization is is is that what we want do we think that's what's best for us and that's the conversation we'll have on January 19th any questions here all right so with that is my recommendations I'm asking for the recommendation of the board approve the positive certification of the district's 21 uh 2021 first ENT Report with the understanding that we are required to show that we can meet the current year and the two subsequent years and we are currently doing that okay can I please get a motion to move 15.1 so move I have a first by board member Adrien Greer can I please get a second motion second we have a second by board member Cru it's open for discussion there's any left any questions yeah I have a couple
150um so first I just want to say Latasha I really appreciate this presentation I know you were like thrown into the the fire because you had the first inter room like just as you had gotten just gone on here so I can really see your voice in this presentation and and I really appreciate that I can see you're settling very well into your position um I do have um um a qu a do a question or qu well more like a comment so in terms of the budgeting piece I really appreciate you explaining this that we have a new philosophy and one of the things that I'm hoping that we could do as a board and I appreciate you talking about how next month we're going to start talking about looking at the budget um
151I I really believe because of what's happened with pandemic and we've really had a break in our just normal routines and education right this is an opportunity for us as a district to rethink our entire budget right so I would prefer to have us come I mean there are approaches like zero based budgeting I other approaches that I that I that I'm sure you know better than I do where we can just think start from the base and say start from zero and say what do we need to do to have this educational system that we think best serves our students um I know it's it's it's it's usually hard to have that conversation because you're talking about impacts to people because they jobs right but I think this is this is a golden opportunity
152for us to have a really Frank conversation about those pieces so that we can build our system in isusa to reflect the values that we have um and the outcomes that we want to see so I just want to put that on the table for the whole board because I think that I I don't want us to skip that that opportunity um the other comment that I want to see say is I was just a little shocked I I think it's a little eye opening for me um about how much money we're saving because of all of the extra overtime and overloads that we're currently sending in our system and that really I mean some of it goes to yes we know they're providing really important services to our students but it also goes to
153just really inefficiencies in how we organize our system that we're spending so much money um on those pieces so I just wanted to put those two things on the table um because I want to make sure that we um that we come out of this pandemic stronger than we were before the pandemic yeah and some something else that I want to add on a third thing to add to that table as well is um keeping in mind that because we're held harmless um that that's that's what with Ada that's one of the reasons why where um you know there's this Cliff that we've talked about and and the cliff got pushed P back you know a couple years um so there there is this opportunity to to kind of engage in some gradual more gradual
154declines and so I don't want um I wouldn't want to see us Kick the Can too far down the road with decisions that are needing to be made simply because we're held harmless um instead let's let's actually use the data from what our what our numbers are are looking like and and what it's looking like we're going to be when we come out of the uh you come out of the pandemic and come back so that we're not having to to realize it all at at one time so so we have an opportunity to to take advantage of that and and so I'm hoping um and expecting that we do I I would agree with my colleagues I think this is the conversation um that needed you know needs to be addressed and not wait
155uh till the last minute um till we're like board member Adrian G said falling off a cliff um we knew that these things are coming and um it is true the pandemic has made us aware of the uh strenous overtime that um that is uh put out in the table but it disservice our students but it's one of the things that we also need to take a look moving forward um when the time comes uh when the students return back to school that that's one of the things that does um deplete our our our budget as well um so moving forward um does anybody have any more questions discussions comments seeing that there's none I'm going to go ahead and ask for the student preferential vote thank you let's go ahead and cast our vote
