couple of principles good evening everyone uh my name is Antonio Flores with an S not a z I am the principal at Paramount Elementary good evening I'm the other principal Diana roas from Lee Elementary School hi I'm Anthony conures the principal at Center Middle School Gabriel Fernandez the principal at Gladstone High School all right so again just wanted to thank you all for your opportunity and your time um we truly appreciate this um so let me share my screen I was going to jump right in so can everyone see does the orange just make you feel happy it does it makes me feel happy all right so here so tonight um we are here to talk about The Five-Year reorganization Plan so we want to put in perspective our why why behind a reorganization um
there's many reasons one for us um the main key is tied to programs um how we can maximize Staffing um opportunities for our students and lastly um another important factor is capacity so we want to make um the focus of our reorganization objective is to tonight talk about the why to understand the reason behind it and not tied to finances we understand for more often than not we can say we're going to reorganiza reorganize our district because of financial reasons that's always a factor but that's not our goal our goal is to maximize opportunities that we can give for our students maximize our staff as well as maximize our capacity what we're going to do is we're going to talk about different models um tonight our objective is to present um I'm sorry let me
go back tonight our objective is I to um outline the why what you guys would like to see in the model we're going to show you the four pieces that we're going to present to every model with the hopes that we can come to a consensus of what other pieces we would like as a group to be presented every time we come to you with a model our goal is to give you three models with the intent of each model we're going to make sure the greed upon pieces are included in every model we're also going to give you opportunity to give us feedback give your input so that way we can move forward so here we're going to talk about enrollment so back in um 2002 2003 our enrollment was 12,000 students and as
you can see current by our projection by the 2425 school year we'll be at half of that of 6,105 students what that means is that our our um our facilities will barely be at 50% capacity putting this into perspective looking at enrollment for elementary schools at the top of your screen you will see each one of our current enrollment um elementary schools including ellon which is currently a K8 model through your on your left side of the screen it identifies the capacity of each School the current enrollment for the 2021 school year and the enrollment projections for the next four subsequent years here same format looking at our middle schools we're showing you Center Foothill and slaon again to your left is showing you the projected enrollment for the 2021 enrollment school year as well
as the four subsequent um projected years it shows you the number of open seats as well as the current projected capacity that will be available at each location here exact same format and now we're looking at our two Traditional High Schools again you have auua high school glassstone high school at the top going down to your left it shows your capacity your enrollment projection for 2021 school year for subsequent subsequent years sorry as well as the number of open seats currently projected and the percentage of that capacity that will remain open so what I want to do is I want to restate our y to make sure we're all on the same Pace same field so we want to talk about the why behind the reorganization again we're talking about how can we in um
increase our um programs that we offer to our students how can we maximize our staff how can we maximize our facilities again we want to we're going to present a model to you what is just an example of a model we're going to show you the four pieces that we included in the model how that model potentially could be rolled out with the hopes of getting feedback from you as a group as a consensus to understand what other pieces will be needed that we would need to present to you so that way when we do model one model two and model three we already have an understanding of that floor what are the pieces that each model needs to include so that way we can make a decision or make a recommendation so I'm going
to show an example I want us to be clear that this is an example of how a model can go through not a model that we're presenting no schools are tied so I know we're instantly going to want to go back and say hey but what school will that be what example is this what we're looking at right now is getting a consensus of what piece we need to include in the actual models that we present to you in two weeks so here for example if we had an alll model it would it could include one traditional Elementary School tk6 one traditional middle four tk8 and two traditional high schools so next what we're going to show you is exactly the four pieces that will be included in the model first piece will be the
type of the model which is here this example second piece is how could that model be implemented if it was rolled out so in this example um if we went with this first example model in the 2122 school year at the six remaining elementary schools that would eventually be phased out or closed there will be no new enrollment in the 2122 school year but those schools will remain at a k6 school for the 2223 school year for this example model TK and 2 will transition trans transition I'm sorry to one of the listed schools of the model type but grades three and six will remain for your 23 24 school year grade three will transition to another school of a choice but grades four through six will remain for your 2425 school year fourth grade
would transition to an alternate school but grades five and six will remain and then when you get to the 25 26 school year which will be the fifth year of the fiveyear plan for this model grade six will be the last grade there which would allow that graduating class to graduate from their home school again just an example but this would be the second piece that will be included in the model the third piece as of right now we would include in the model would be the programmatic drawbacks if that model was presented what are some of the challenges that we would foresee in those models next we will present the programmatic benefits of this model exactly what what are the hows what are the benefits that our students will receive How would this increase
and maximize capacity of our students as well as our faculty and our Administration so again we have four pieces one will be the model two will be how the model will be um trans uh implemented over the next four years or five years two the programmatic benefits and three the programmatic challenges I me I'm sorry programmatic pluses I'm sorry I went to two downfalls so now what we would like to have is an understanding what are some other pieces that we would need as a group to understand exactly what we will all need to come to an agreement when we present three models at the next meeting can I open up can I have feedback can anybody hear me Miss Meg um I I would like us to expand on this last bullet that you
have on the potential programmatic benefits okay it's not just um when you're talking about um whether it's larger enrollment at one six through eight or one TK through eight what what programs are we committing to as a district if we're going to go in that direction and the reason I ask that I want to clarify is that right now um the TK through 8 operates very differently than say the middle schools do and the middle schools have a very um they have a designated PE class with a larger number of minutes than the TK through 8 they have you know more electives than the TK through eight um the the seventh and eighth graders get the electives that they get are based on whatever the teachers at that site are willing to offer for like
a six- week rotation period And so those are of the things that parents have expressed concerns about both at the board meeting and in some of these committees leading up to now and so I think it would benefit everybody to know exactly what the district is committing to if we're going to have TK through 8 schools versus mid traditional middle schools or if there's going to be a combination of the two of them what the differences are and what that means or if it's all going to be the same does that make sense am I making my am I clarifying like resay what I think I'm hearing what you like you're proposing is that we identify exactly the programs that will be offered at each gr level model based off the model that's presented including
the instructional minutes including how classes will be operated is that what we're getting I would say I would say either the similarities or differences between instructional minutes and the specific programs because you're talking about here that larger enrollment would allow for more opportunities for additional elective options or programs and so I I would like to I think that we would like to know and if I'm the only one then obviously that's not going to work but um specifically what that means you know right now at the middle school they have band and choir and at slos and they have that great um um club club what it for goodness sakes um femineers the femineers or the video Club things like that we're 26 26 thank you so much which is amazing and at the tk3
they don't have anything like that so if we're going to have those clearly delineate what the differences are going to be especially so that parents are aware of what that means when they're making those choices so specific opportunities and programs that will be offered at the level so that way we understand when we're voting got it please yes can I can I add something uh I I don't disagree with that I and I agree with that 100% more detail is always better um when we present the models I think it's going to be important all right that's why we let out with this word potential um this is a fiveyear plan and we do plan to to I think that's a good idea to add details um to the models that we bring forward um
but also keeping in mind right that these are these are potential this is the way we see it right now um in this model of course there's a mix there's Elementary there's TKA there's Middle School there's High School um and so I think I like that idea of delineating right those differences amongst those schools and one more thing I would add to the differences between a tk8 to a traditional Middle School would be the um state requirements for PE the amount of PE is half the amount that's being offered at a tk8 right now as compared to a 78 middle school and um so that should be included the because it is a program right and also um the opportunities for um the after school programs because right now we have the intramural sports programs
for middle school but we go to a lot of tk8 what's what will that look like okay and so we're looking at not getting stuck on the grad span and we're just looking at what will be important as a floor of information to identify to give a consens of a model what would that be and I'm writing down everything we're saying so is there anything else that we would need as a group to say okay you know what if I would have known P6 before you presented model two that would have my decision for model one would have changed so we want to get that floor of every model must include x can I say that one just a different way Latasha yes yes sir but right now the the one proposal doesn't bring in
a fifth piece The Proposal on the board just says can you do piece number four with more detail so we're still at four pieces right now we're only at four pieces so what we're trying to get at is does there need to be a fifth piece and what would be that fifth piece does there need to be a sixth piece a seventh piece so just right now just so so super Clarity right now we didn't add a piece we just said we let's make piece three and piece number four clearer more detail and stronger I think I don't know if this is the pl okay I don't know if this is then is the right place to say this but I think that we definitely need to make sure that it is very clear what
a k through eight model will do to programs that are available in high schools so um that's a big part of of of high school and so I'm not if that's um part of this piece or not you're shaking your head no yeah what do you have in mind yeah so this to to your point right and we're kind of getting sucked into the model right now and we're not trying to to talk about the model that we're presenting right now um what we're looking at is let's recap right now we have four pieces piece number one what is the model piece number two how do we Implement that model over the course of five years piece number three what are the potential programmatic Ben uh drawbacks to this model piece number four what are
the potential programmatic benefits to this model so right now right now and I know it's hard but right now we're talking about the model what we want to talk about is okay so besides those four things is there something else another piece of information that would make our work moving forward easier for you to then make a recommendation once we look at all the different models um I would be curious to know as in for the K8 models what happens if declining enrollment continues and now the k8s don't have enough students to justify the two grade levels so you don't have two eighth grade classes you don't have two seventh grade classes so now you just have one teacher and the students aren't able to rotate I would like to know what the contingency plan
for that is and how the district's going to handle that so Miss Jones can I say that a different way if we're not looking at the example of the model what we're saying is you would like a fifth element for any model that we present to you to include a contingency plan if the decline enrollment continues to drop yes that is correct so I think this is that that's awesome um uh Miss Jones and Latasha um so so again and I know it's hard right so this would be an example right so we're g to try not to get stuck on tk8 not get stuck on high school not get stuck on trans uh a traditional middle school or a traditional Elementary we just want to know what other things do we need to know
to help you make a better decision so for instance and Latasha thank you for that oh I would like to know in this model that we just presented right now I don't know if you caught it can you go back Latasha to that sure and again right now we're not talking about the model but just no one more up please right this model says in Aza there will be eight schools there will be one TK 168 four tk8 and two high schools what lesie wants to know what Miss Jones wants to know is what happens at these two high schools if their enrollment drops to 700 600 is there a contingency plan for that right and I know she started with the TK and so we're going to push your thinking to move away from
the things about this model and think about the big picture because the next model might say we're going to have all elementaries and all S2s another one might say we're only going to have one high school five elementaries and two middle schools I'm making stuff up right so what we're trying to what we're trying to get at is what of the big picture things you can go back to the other slide Latasha thank you one of the big big ticket items that we would like to see that would help us make a better decision um I have one more and that is the economic impact on the District of what the different options are so I would really like to see and I'm just throwing this out there because you did okay is it a
cost savings to have one Middle School one high school and six element six TK through eights or whatever or you know whatever your option is what are the costs and when I say that I don't want to just see the um like we saw when originally we went through this process with the the uh shutting down got the Powerpoint that said well we're going to save a million if we do this and a million if we do that I want to know where it is I want to know specifically we're going to save this much on employees and this much on electricity and this much on um you know what I don't even know but do you know what I mean like I I I don't want just one big lump number we want to
see where it comes from so that it you know we understand what what makes up those savings does that I can ask a clarifying question knowing that Saving right now is not the focus is that important I I'm asking you I I think it is important and the reason is for the sake of fiscal solvency and what Miss Jones um um and I'm sorry if I'm insulting you miss misss I apologize um Jones um said was if if we're looking down the road especially if we're doing a fiveyear plan and and things change we have continue to have declining enrollment what's the contingency plan I I think that that affects money too you know especially because we're going to be we're projected to be making all these Cuts in the next several years and so
we need to know what the economic impact of these choices are because if if if I am going to hypothetically argue that we have a one room Schoolhouse K through 12 at every school and I think that's the best thing and yet it's the most expensive then that's not okay if we can't sustain that option does that make sense yes um Can is this a fair uh commitment that any plan that all the proposals for the next five years identifies the uh potential change in capacity for the sites over the next five years are you asking me that question yes ma'am because I just don't want us to get stuck on dollars versus opportunities and capacity because truthfully reorganizing a school you really don't have that much of a financial savings if you're looking at
the big picture because essentially we're not projecting that as soon as we reorganize a school all those students are going to leave we're hoping that all those students are going to go to the next school okay well and I'm glad you're clarifying that because previously prior to you coming everything was tied to a dollar and every got was tied to a dollar and what that savings was going to be and so that was pressed upon us as a as a very important factor in making decisions and so I'm wondering if that's not our Focus then okay but I just I feel like we need to be fiscally responsible there so where is the middle ground there I don't know and I can assure you we're physically responsible woohoo business not say you're not but no
no but what I'm saying but the goal of this is tied to the program offerings how to maximize staff and how we can maximize our facilities because as we saw in the original chart we had 12,000 students in o23 three and now we have 6,000 we're not even that means none of our schools on average are at 50% capacity so what would that look like if we were to reorganize to ensure that we have schools that are at least over 80% capacity maybe that's our goal that every school is at least 80% capacity going forward and that's what our plan is based off of and so that's what we're trying to get an understanding what other pieces are needed not being tied to funding okay but okay so then let's take your argument I don't
want to say argument but but your point right now that 80% capacity what is the percentage of capacity that we need to be fiscally responsible with the dollars that are given to us by our taxpayers does that make sense I want to make sure that and whatever the group decides that it needs to be 90% capacity or to Miss Jones you know point of down the road if if it gets down to 70% capacity then what is the plan for that like if we're going to base it on a percentage because that makes us fiscally responsible too if we decide this is what's going to keep us on track 90% 80% whatever then that should be part of the plan at every as part of every every option so we know that we're being good
stewards of the money okay and with Meg's idea um depending the models that end up coming um for this fiscal um for fiscal solvency you know there's an increased cost in certain programs the more spread out the programs are so instead of having a you know concentrated group of students doing art at one School site now you're splitting that up so they're no longer able to share their materials for five class periods now they are you know you have to supply every single School site with two sets of materials which would be you know a larger amount I know it's it's not a lot lot of money but there are some programs that those costs would um be larger so um and then I do have another question is um were was our um continuation
schools left off just because we're not going to mess with them in any way they're just we know that it's there even though it's not listed and then again um so I want to say that a different way because we we didn't list schools this is just a model right so this was just an example of the model so there's no school that's listed today yeah because it just says Comprehensive High School instead of like having Contin that model yes okay can I restate something right now this is kind of what I was hearing just from this whole conversation is that regardless of the model we chose or we choose to recommend or and or look at that Asuza unified is uh financially solvent enough to run that model that we can run at that
model model out capacity that's kind of what I'm hearing correct correct that we will not be implementing a model that we are not physically uh able to maintain okay thank you Miss Natasha uh somebody on the panel was requesting to see on the high school slide of capacity yes sir well all models be on a five-year plan or will there be why not in a three-year or twoyear will other options or will it all be in a fiveyear plan and is there a reason why um all models will have a Five-Year Plan um with the um with the goal and hope so that it's not just a harsh implementation so that we get an opp opportunity to phase into um may I go back to the original question on what other factors I would like
to see um one factor that would be important to me to see in all the models is what does the support St look like for example an AP counselors school psychologist what does the support staff look for a TK a middle school okay I like it another component oh sorry let me I'm I'm writing this down I just want to make sure that we're keeping track because right now we have four pieces um I think I just heard a fifth piece which was around support staff correct but I want to go back to just to to be super duper clear um I want to go back to Meg uh because Meg started with a piece and I think she said the economics of it um as and and we talked about and rightfully so right
that we want to talk about the programmatic impact of having our schools organized the where the way they are they are organized right now um and how do we maximize that so that programmatically we are offering uh to our students and to our community a better program uh so the question Meg is um having heard Latasha um and I think I heard you but I want to make sure because I want to respect everyone's opinion and ideas that is not a piece that we are that that we need to move on with is that what I heard I don't think so I think that originally what I was talking about was yes I'm sorry yes and no yes to the sense that um that piece of the benefits as well as the the drawbacks those
were two of your pieces and what I was saying is I I we would like to see more specifics of those things when it comes to the scheduling is offered things like that so you're right it is encapsulated in your number three and number four point but but conversely I want to say I don't think I I still think it's important for us to see in the vein of transparency and being good stewards of the our taxpayer dollars that we show why certain models would would save more money I and I again I don't want to be harping on money money money but but it is something that has been very consistently put forward as to why we're making some of these decisions because right now like Latasha said we're operating we're at a 50%
capacity for goodness sakes and so we have to make these changes and in doing so we are going to show you why as good stewards of our money this is necessary I mean being able to prove to the public that we made choices or recommendations I shouldn't say choices recommendations to the board based on these decision I would like to see the fiscal impact and that and I understand what Anthony is saying I understand what Latasha is saying that whatever choices we make that's what we're going to do but I think it's important to show it as a fifth component and if nobody else feels that way then it's just me I get it but I just I feel like you know we put this on YouTube and it's public because we want to be
transparent and I think it needs to be that way with the dollars too I think that's important okay any other recommendation for another piece to be included in the three future models that will be presented I was wondering if there is a achievement impact of any particular model uh being at the high school level is there an advantage or disadvantage to student achievement with um K through 8 versus 6 through 8 in terms of their preparation for math or the preparation Ela or even English learner performance does is there a difference in the different configurations Gabriel can I ask you another a question to clarify is there another way to propose that question without specifically identifying a Model A tk8 or great level are there I guess are there achievement advantages to any particular model
in terms of articulation advantages okay academic achievement advantages would that be tied to our fourth the programmatic already could we just add that to that to ensure yeah maybe an additional bullet point yes okay all right anyone else will modernization continue at each site or will there be freeze put on it during the those five years within those five years and the answer to that is yes as of right now we have paused all monitorization major construction until we actually adopt a plan that's been approved by the Board of Education that was a great question Miss Kimberly come on girl anyone else I have one that um I'd like to see addressed and I don't know if it could just be added as a bullet point or a whole new section I'd like to see
what will happen or how we're going to transition students in special programs um like special education the visually impaired students U dual immersion okay and could that be added to the um the programmatic challenges benefits pluses minus awesome okay I would also like to know if any of the magnet programs that we currently have will be maintained okay and that's probably part of the same section okay you got it anyone else okay I think I hit the 14 seconds so what we're hearing is for our next step the agreed upon recommendations that will now be added to the proposals that will come forth on the December 2nd Mee and I apolog if I have the wrong date we will ensure that we identify the model p pce number two how the model can and will
be implemented over the next five years piece number three um program um programmatic drawbacks piece number four programmatic benefits and we have additional programmatic goals to be adding to based off tonight and the next piece was support staff that was the new added fifth piece if I'm not if I'm not mistaken uh Latasha I think there was a six actually I I I I thought I heard the fifth piece was economics and the six piece was staff I know that the that the that the recommendation was around support staff uh but but it was around staff that's that's what I wrote down but I could be wrong okay you're right because I have economics down I'm sorry and so that would mean then we're going to present three models and all three models will have
six pieces and that will be our floor going forward is that our agreement and consensus yes yes I'm loving this group oh man I'm loving this group all right so that's our next step our next meeting will be December 2nd at December 2nd we will be presenting three models all three models will have all six pieces with the goal of us identifying pros and cons and talking about each model in depth are there any questions I have a question oh it's a technical question and I don't know if uh uh Michelle can help with that because I'm not sure how the translation Works um how would we know if there's any input or feedback uh from our parents who are in the group with the translation since I don't know the the logistics how how
does that work that's a good question Miss Leica could you assist us I as far as our panelists go I don't see any of them in the translation oh okay but miss msas has been like talking and translating to someone we have attendees oh I see I have a I have a question um arero you had mentioned previously that and I just want to confirm this because you said you're going to bring three different models to the next meeting but did you didn't you say that um we could as a group come up with say a fourth model or or a variation of one of those models where you could combine two of them or so it's not just going to be those three models and that's it can you please clarify that or explain
what I remember you explaining before yes B you want me to take that one are you okay with can I take it yes absolutely so our goal is what we're going to present to the group are three models at the end of that that may transform to model four or Model Five based on the consensus of the group and based on the consensus of the group that will be presented to the Board of Education um hopefully with a unanimous decision or it'll be hey you know what we couldn't come to a decision but here were the three models or here were the four models or the five models that the group discussed but what we're committing is that we're going to present to the group three models based off the six including the six pieces
that we talked about tonight I think it's also important Latasha to note right now uh um that um I I think everyone knows but just just to put it out there um these meetings are being recorded um plus uh attendees uh can uh view these live either through Zoom or through YouTube uh but it is been recorded uh we are going to be unveiling a new page on our website that's going to be dedicated uh to uh school reorganization we are committing to post posting our videos there posting our uh documents there and posting a summary of each meeting there so we invite you to look at that hold us accountable if the summary uh for some reason or another um doesn't capture uh the meeting uh please call us out send me an email
uh this is our our our committee it's our process um and again we're we're really trying uh to emphasize uh transparency access uh to material um in a in a central location so just wanted to just in case we weren't clear about that uh to point that out is it possible to get the slides ahead of time time just so that as as um Natasha is talking about them if we have a question we can go back and Snoop at those um I think so yeah that's more pressure for me though but I'm gonna try I don't want too much pressure but like maybe like an email just before the meeting no problem well we could do if nothing else um if we what we could do is um we could save it to a
PDF and then submit it to um all of our panelists so you can have it to review thank you you're so welcome well if they're hearing or seeing no more questions we're actually gonna Jour I am loving this committee oh my God you guys are amazing thank you you guys were very nice I appreciate that I was terrified and now I feel so good I'm so ready for the next meeting so thank you guys so much I appreciate it um if there's any um difference or any flow that I can do differently I'm open to any suggestions comments criticism I'm here to evolve and develop so if there's anything I can do differently to help you all through the process by all means you can shoot me an email or communicate to us okay thank
you all thank you bye bye Happy Thanksgiving early
