001you this marker or dude are there anywhere there's Marc Marquez here help something yes I'm trying to login my iPad but it doesn't tell me to sign in you should talk me to sign in and then I sign in and then it takes us I could vote I use my fat but I don't see where it doesn't tell me it doesn't it doesn't give me that option no I'm already in there mark you were Arthur don't need to send her the iPad the IP address for the electronic board so she can login I have it the 13 such as such yeah yeah I have that I'm on it that happens to me sometimes and I just log on I just copy and paste the that's hard to do on an iPad though yeah in your

002browser if you can manually type in that address yeah I have thirteen point five two point one seventy six point oh I just texted you and I just text you the right number thank you she Dhoni I wonder since nineteen-sixteen on Gabby I'm here okay hmm okay well it looks as though I can go ahead and call the meeting to order then she won't eat here yeah she's right and marks here right nope all right so I'll go ahead and call the June 16 board meeting to order for regular session open session item 4.0 will go to flag salute I pledge allegiance to the flag move on to roll call board member Cruz consults pregnant board member Rodriguez pinion present board member Adrienne drew board member Ariana's present and I'm here so we've got that

003down and next is the approval of the agenda do I have a motion I make a motion to approve the agenda second second okay motioned by board member cruz consolidation by board member greer and let's vote you have to vote by hand because i am it won't it won't let me in okay so all in favor board member ariana.sea yes board member Gonzales yes board member drear yes board member Pena yes yes okay so next we will move on to the last my attraction second next we'll move on to 5.1 recognition and awards recognition of the Azusa Ministerial Association so I'd like to just a moment here invite our Gouda to share with you a little bit about how the Azusa Ministerial Association has been helping and Adrienne I'd like you to chime in too

004because we are very very appreciative of their help and we have a representative here tonight who we want to honor representing the group whose name is Rick McDonald's and you will also have a chance to speak to okay thank you Thank You Linda so I too would like to start off with a just a really big gratitude for what the Azusa Ministerial Association what they have done is they have donated 7,000 dollars towards internet to provide for our families here in Azusa as you know right now we are doing schools out now but we were doing this training although we are in summer school right now and that required connection to the internet we know that a lot of people came together from companies to private individuals and so right now we have been able

005to supply our families with internet one way or the other whether that's through spectrum whether that's through our partnership with the 1 million project and sprint or whether that's through hotspots but we know that some of those things have an expiration date of June 30th and the need will will arise in a huge way and so I just want to take and show gratitude for the initiative that the Azusa Ministerial Association the partnership with Adrienne Greer and conversations about how to go about this and Ric McDonald who is from the Zuza House of Prayer who's here as a representative as well so on behalf of our families our students who are going to have a secure Internet for a year I just want to say thank you for that yeah and I'll just I'll just

006go ahead and add yeah you know as I wear I wear different hats within the community and kind of wearing one of those you know one of my other hats having some conversations with with some of the different pastors and you know churches here in town and and I was I was blown away by just the the overwhelming agreement and support that this is a way that you know that the church come you know collection of churches here in Azusa can conserve those within the the families and students within our district and so it really has been just like a team effort in that regard and so Rick thank you for being here - in representing the mezuzah Ministerial Association in pastor's of various churches here in Azusa to be recognized for just the service

007and good work that yeah y'all are helping to provide it's our pleasure to make it clear that this is not one church but this really is the churches of Azusa coming together we have a heart and a passion for our school district we have a heart passion for the students and we want to do all we can to help them learn and so even though this there's more coming there's more money coming but we just want you to know that we're on board with you and we so appreciate what you're doing to make sure our students receive the best education they can so thank you for the opportunity to be able to serve we are totally appreciative well and yeah my part you know I really want to thank you deeply because your act of

008generosity your collective act of generosity and charity have touched me and touched the families that have benefited from this in the ways that I think speak very loudly of the goodness that can be brought forward even in a very difficult time so thank you very very much again Thank You Linda for the opportunity to serve we are totally blessed and we are grateful for what Adrienne presented to us because had he not come to us and said this is a need in our community we would have been oblivious to it the weekend of privilege to be able to help you it's it's it's really a privilege to serve are the children of our city you know I've seen a lot that you all have done is the Ministerial Association over the years and this is

009just like a cherry on top so thank you all of you everyone involved for doing this for our students I appreciate it I also want to thank the Azusa Ministry and Adrienne Greer board member Greer and pastor McDonald and for your kindness to our students here at a zeusian fight because you know we really appreciate that because I know students you know some students cannot afford it and you know I know where your heart is that and I really want to thank you very much for that thank you thank you again thank you board member Aging for reaching out to the community and past from McDonald thank you for you know helping and putting this together and for serving our community with a wholehearted just love outpouring love thank you so much thank you again

010for the opportunity anybody else I'll just add one more thing just to kind of be clear to communicate like the hope and the goal the hope and the goal through the zoo so Ministerial Association is that that there that that you know money and resources not be a reason why there's any any teen any family any any kid any child doesn't have access to Internet to be able to continue their learning as we look ahead you know and there's there's conversations that we're gonna be having around what next year looks like and there's there's a lot of unknowns there but but you know this this you know this one-time thing is a one-time thing but you know it's been communicated to our throat at the beginning of at the beginning of the month each month

011there is an expectation that there's going to be some gifts that are that are coming in to support that so this is the beginning of a year life at least year-long journey and I know that many of us who are a part of the Azusa ministero Association are grateful to being in on the journey and just to add to what Adrienne says I just want you guys know that it's we feel like this is just step one this is not like we're going to do what we can do and then we're gonna fade off in the sunset literally truthfully we are at your campuses every day we are at the the school board the the school district office every day and we're there for one reason we're just praying that you guys have wisdom to

012lead our students and delete our families in a way that best reflects the heart and passion of Azusa so this money for hot spots or whatever they are this is just the beginning we want to be a part of whatever you're doing because our passion is Azusa period and you can't serve and love Azusa without serving and loving the families and you can't serve and love the families without touching the students and so just know we're here to do whatever else is needed today I guess I'll say something too since that hasn't passed oh my god I just want to say thank you I know you're representing a whole group of other of our of our religious leaders in the city so I just want to thank you and Adrienne for spearheading this and I

013appreciate your your last comments because I do believe we're on a journey together and I and I think about I know I'm you guys have already started doing some work around looking at some of the racial inequities that are in our systems and so I look forward to finding ways to to continue those conversations with you with we you know what the work that you do in the community and the work that we're that we do in our district to make sure that every child really has that true opportunity and that we are not putting barriers in their way so thank you so much and I look forward to working to continue in the work thank you and just to know that years ago when we started the hate crime task force and we started

014working with the school district I worked with the supervisor to three times ago but our heart was really at the message to the families of who is this is and what it means to truly be a community and so in the midst of this very difficult time our heart is is this in this alone that we can bring unity that we can bring oneness to our city that the even religious beliefs racial preferences any of that is put aside and we truly are the city of Azusa where we care and meet one another's needs so yes we're here for you regardless of what the need is that is awesome thank you so very much thank you very much okay so with that we'll go ahead and move on to items items from the floor public

015comment on the agenda or non agenda items and i'm 6.1 this is an opportunity for the public to address the board on agenda or non agenda items no action can be taken on non-agenda items individual speakers may be allowed up to three minutes to address the board on any agenda or non agenda item prior to addressing the board please fill out the request to speak public comment blue card and submit it to the board secretary how's that going mark we have one speaker so far we have a crystal now Liam [Music] okay did somebody pull her over for me no crystal are you hands down crystal are you able to speak yes very great welcome hello sorry let me exit my screen so I can see my notes that I wanted to talk about okay

016all right I'm ready mm-hmm hi I'm Krista Molly on I'm a parent in this school district um I have a couple of things I wanted to talk about real quick the first is um congratulations to mr. Ortega it looks like he will be the superintendent that looks like that's items 9.2 and 9.3 I did want to ask the board if they could explain during that time what was the rationale for not doing a wider search I you know have nothing against mr. Ortega he seems to have the expertise that we need and the trust of this staff in the community but I just would like to know why we didn't do a broader search um nevertheless now now that that's I assume been decided I feel that this takes away any reason to delay creating

017the five year plan for the school reorganization and the budget cuts there was a parent in an early March meaning that asked you to hold public meetings to give information to the community and get public input and specifically on the school reorganization piece of the budget um everyone understands kovin 19 threw a wrench in things um but I feel like at this point we have a budget it's it seems to be getting worse as um you know the state has less money to get us and I'm a little bit disturbed that the district was able to send out a survey to us parents about opening the schools only a few weeks after that particular committee was formed and we haven't gotten anything like that for school reorganization um so these are just some suggestions I

018have is that we schedule not we but you guys schedule some public meetings to disseminate the information that you do have and get public comments and feedback I'd like you to schedule them at different times of the day and even consider doing a few on Saturdays um I would really like to see them start to get scheduled in July um and I'd really like to have them scheduled in Spanish in English just like we have our principal's coffees so that everyone feels like they can come and participate and we can understand what everybody is saying as parents and if access to technology is still an issue for some families it sounds like maybe it's not um which is great that's my daughter I would like to see if you could do some kind of in

019person maybe at school sites City Council was able to do some in-person public comments and then I also wanted to see if you can include some people from the Rosedale community who are gonna be having children that are old enough to enter kindergarten in the next two years I think that their input would be valuable Sabrina BOE is someone I would suggest that would be a good person um she's she's gathered some parents that are interested in starting a charter school I know that's not on me you know agenda but um those parents seem like they might have some good input since we're going to have to do some reimagining here in this Cove in nineteen era and that's all I have thank you very much Thank You crystal um any other hands up I

020don't see any other hands okay we'll give it like a minute just in case okay that was less than a minute I like we'll go ahead and go forward all right at this point we'll go to comments and a request by the board item 7.0 board member Cruz Gonzalez thank you I hoped at some point I don't have to always go first but thank you again so I am I just wanted to start by saying instead of pinky back on the way I started talking about which and that with Pastor McDonald's and I really want us to have a very serious conversation about what's come out of the protests that we've seen and some of us have participated in around the unjust murder of George Floyd and have a real serious look at ourselves in

021terms of what we do as a district to try to address a systemic racism and cultural racism I think I think none of us can say that we're perfect but but I do think you know we've been many times as a community as individuals talk about these issues and maybe sometimes try but I would say never really put the full effort in to really think about how do we undo some of these pieces that we know are endemic to a public education system and to our system in Azusa and and I try to take extra action on it and I just want to suggest one two actions one I think and I know you guys all know how I feel about SR Rose obviously our Azusa Police Department ID but I do really feel strongly

022that that police there's no there's no reason why our school budgets have to pay for police officers and why we need to have them on campuses through our budget so I just want us to think about reevaluating that piece and the second piece because I talked about some of the cultural pieces of of systemic racism I really want to encourage us to think about how do we as a district start that conversation and have it honestly whether it's and I would I would like to suggest that we start with thinking about some training around unconscious bias and building a culture that counters that and a culture that we're all well agreeing with us good or not we're going to speak up and not let things happen like that um and so I would I just

023I want to put that on the table for us as a board to think about obviously this new public comment so I'm not looking for a deep conversation about this I do maybe we can have a put this on the agenda for the next board meeting and then and I think if stuff arts did I really hope that you think carefully about how can we how can we do something around this and so that it's really at the core of what we do so that when we talk about equity we're not ignoring the cultural factors that drive a lot of the decisions we make so I that's the only thing I want to talk about tonight so thank you I know there's a lot of issues around the opening that we have to address and

024this is embedded in that so I so those are my comments tonight Thanks board member order his opinion okay excuse me good evening everyone I like to do what what she don't name what Rama should increase gonzales said also but I want to congratulate all the students that receive a scholarship and I want to thank all the organizations that participated also the principals and the staff in and in all the school they did a fantastic job I know some beat'em online some great and social media even Kudus receiving awards and and and it's done very well and I'm well I want to thank them for that the AL Foundation Educational Foundation in the zoos in the Azusa sister city gave $1,000 for three students at the three high schools and I want to thank also

025the careertech's that you know gave us the applications and took the time to to organize them for us and you know that's how things happen and I know it was a hard work considering you know that we were not all working or I meant at the workplace but you know it happened in these students are getting scholarships and I think it's great so for their future so they can go on to high school 18 just like not forget about it so I want to thank that everyone for that I also wanted to come in and thank all the administrators and the principals staff parents and students for the great job they did in the high school graduations and the middle school promotions they all turned out really well the decorations the staff they were like

026cheerleaders they were cheering on and I know they didn't work that day some of them and they they're cheering on with all their energy and school spirit for their school so it was organized very well and III wanted to let them know that you know I know the students really happening you know everyone was sure that it was very special for these kids because that's the acknowledgment was the most important for these students in 2020 but if I had to give a an award so who rocked out the most I have to give to mr. Perdomo if you see mr. madano at Foothill middle school he was dancing the whole time and that was the second day he was just signing he was going back and forth and I'm like why should i tottered but

027you know he did really well in end and I want to thank him also thank you all right so just a couple things as well one yes wanting to touch in on on the graduation and promotion ceremonies as as well phenomenal I mean I think every one of us would have would have you know preferred and planned to have a you know the traditional celebration as as you know as we've had for her you know years and decades past but can in light of all things and seeing what we did in just the the creativity with which different schools planned and arranged and and just you know conducted those those ceremonies they were just absolutely incredible I I do have to say and give a shout out also to mr. Perdomo and Foothill middle school

028just to share kind of like a high a high one of the highlights that I had being a part of ceremonies was there was a ceremony at the end for some of the life skills students that were there and they were promoting and it just it just warmed my heart so much I mean there were police officers that were there there were fire members of the fire department who were there and just celebrating and same thing like like you like you shared Yolanda just the I was literally given pom-poms and and literally and expected to be a cheerleader and I and I hope I lived up to you know the spirit that all the other teachers and administrators put you know put together and so just just thank you for for across the board you

029know so thank you mr. promo and team but also across the board for just the care and attention that you put to celebrating our our students in these challenging and yet still go to the time for celebration so thank you for that I do also want to give a special thank you to our counterparts at the City Council just because I know that you know as we have been navigating how to honor and how how to celebrate the you know our students that we have been in in in partnership with them and so whether we're looking at the signs you know driving by and seeing the the banner that's up that has the names of students over at City Hall and then even last night there were a few of our students who were invited

030to come in and share their you know there's their speeches at a city council meeting and so it's just it's just an honor to be able to partner in some of these small yet big ways and so just want to say a special thank you to to our counterparts over on the City Council here within the community last thing I'll share is I I feel like I say this a lot but again my goal is to have with having opportunities for access and time with with me as one more board member through online coffees and again it's my goal to do that once a month and that's what that's my aim again could imagine there being a month where I where it doesn't happen but that's that's my aim and so the next one that's

031coming up will be next next week on the 25th of May and so I'll be sending some of that information now but again that's that's open I'm going to let those within the community know that that will be available a board member are amis I good evening everyone I just want to clarify mate you said May 25th I did it I did it again I did it again it's June 20 yeah it's June 25th thank you Thursday June 25th okay just wanted to make sure I want to start off by congratulating all the 20 20 graduates from Asuza Gladstone and Sierra and I want to congratulate all the students that promoted from Foothill middle school Slauson and center and Ellington I was also I guess privileged to be in the presence at Foothill middle school

032and you're right Adrienne it was pom-poms and music was going and you everybody was dancing and it was by far the fun it was so just so much fun I have to congratulate the high schools just how special the staff the time that they put into it bringing their own plants decorating by themselves and making it so the teachers that put in the time to to do the 20 20 out of wood at Gladstone just how they each planned it I know that a lot of students felt special I know my son graduated he said you know this is better than what I had expected and he was really really happy so congratulations to all of the 20 20 graduates and all the principals and all the staff that made this happen and at the

033end at the at the district level as well it was definitely a success I think it's really important like you said Adrienne the communication one of the things that crystal the public comment I just want to just throw it out there yes this co vid 19 through our meetings off that we were supposed to go ahead and meet with the community about the restructuring of our schools and I look forward to you know go ahead and having those actually we can probably haven't have them on zoom' but moving forward we can go ahead and you know go ahead and schedule those and that's all my comments for today thank you thank you and thank you and I personally would like to thank everybody who was involved in all of the graduations I mean we have

034been pretty much slammed we got slammed with Cove it immediately on your feet trying to figure out how to get the schools how to get the distant learning how to get everybody up going it took so much energy for you to do that and then we had other situations with the protests and the you know begging for reform and then you add to that you know having to drive through graduation because of the kovat and you guys have worked your buns off all of you everywhere mot certificated classified administration I am in awe of what you all have accomplished because I personally entire just watching you so I just wanted you all to know that another thing that I would like to bring up to the board is that the bids are in for the

035legal services that we were talking about and I would like to approach you and ask you how you would like to handle that whether you would like to have a committee of two people to go through all the bids or would you like at us as a group to go through the bids and talk it out and go through there so I'm kind of prison in you with that Jerry how many are there there are four we should all look at them yeah you know I wanted to make sure I just want to let you guys know that I wasn't aware that the bids were actually open and we as a board were not notified they were not open nope they they have not been open I have not seen them we have received them

036and so so what does that mean so it means that we as a board will get the closed envelopes and open them together so people have already so basically people have already applied is what you're telling me so how come we were not notified of when the this was open four four four on other lawyers took to come and bid so we were kids right we had four respondents so what does that mean I'm sorry I'm not an affiliate we opened it up to all the major law firms and four of them responded when did this take place and over the last month and a half but I don't have that been in front of me but we opened it I believe it was May 1st make closed in June June 1st May 30th I'm

037not sure exactly and we were not made aware of this we I didn't know did anybody else know the board that was the direction you provided we given direction oh all right well Linda can we just kind of all email each other and find a time when we can have a board meeting together and I don't know how we're gonna do it other than we can open it on the screen right here you you had a couple options one is you could extend a current board meeting and build in and you know maybe an hour hour and a half of time to do that boy instead of a separate time if you would like what is everybody's preferences how does it you see them Jerry yeah that's what I'm wondering something and I suggest um

038possibly meeting at the PD as a PD see it'sit's me apart and I am NOT I am not comfortable in reading the PVC I would I would like to I would like to meet a person okay that's fine but I will not be present that's why you can we can do zoom some of us can be there and some of us can be in zoom so I would like to be present physically what if we have new committee members who meet together and we all doom Gabriela are you all right why don't we let Jerry set it all up just I think your question is do we can we just offline ghetto into 16 yeah all right all right I just need two people to be on the committee okay Gabriela who else would be

039interested um well can we figure that out I think uh yeah same thing I think all doing it might be our cues the responses yeah but but I would like to be present at the PDC again I'm just so it's been then everybody else can be onion zoom is that what you're saying Jerry either that or if we we put a committee together between you and somebody else and you meet at the PDC together opening it and we are all on zoom I just want to clarify then mark these are not still busy their responses to an RFQ and then response it to qualifications right so they're not like fill bid documents we can all get a copy of them right so I'm treating it like an aura it is an RFP in our queue

040you didn't do it request for qualifications no that's incorrect because when we went ahead and as a board we passed the we passed this it was an RFQ and I had instructed Linda many times throughout these five months that it was an RFQ and it was not an RFP and she responded yes she understood and I don't understand why an RFP was sent out when that was not the appropriate document that was supposed to be sent out so um madam president I am going to suggest that we were send because it's supposed to be an RFQ not an RFP okay point point of point of order for just a second I'm this I don't imagine that this is even on our agenda at all and so can we so this sounds to me like maybe

041what we will need to the agenda and have a conversation that we've made the public aware yes okay well I was done with my comments and thank you everybody and so now we will move on to comments item 8.0 comments are reports from a cabinet and superintendent item 8.1 comments and reports by student board member cabinet and super engineer so let's turn to port heat please yes good evening or of Education cabinet staff and committee an honor to be here in front of you I want to start off by thinking for member Koosman dollars for bringing up the important topic of racial injustice and cultural bias I look forward to working with you and with the rest of the board on next steps this is an important topic that's near and dear to my heart

042so thank you for for raising it and in this one I also want to share with you that I also had the opportunity of attending the promotions and ISIL graduations it was definitely one of the highlights of this colvett experience for me just this heartfelt on many levels it was that I kept putting myself in the shoes of the students and I I really repeat conducted himself and grace in class and it was truly about so I think that each of the to the schools in their own different way made this an exceptional event and I'm proud to be a part of food and and have how we've culminated this year and lastly I want to share with the board that the our labor associations APA CSC a and Amy will be attending and participating

043in the labor management Institute's seminar thats which will take place next week it didn't that we really been able to get cohorts and groups from each of the different labor organizations so I'm glad to be a part of that and I look forward to reporting to the board the good work that we're doing on that front so with that thank you and for the work that you all do and Mark read him this wide that say what what an honor it was to take part in the combinations and graduations and to hear from our parents the amazing gratitude that they had for the work that our staff put together you know simple comments like this really brought our family together because we're now in the car we get to be with our graduate which was

044a new experience so it was it was quite quite a spectacle to take place and all of our sites and and to coordinate so it's so proud of everyone who partook in that event Thank You Arturo thank you I'd also like to congratulate all the staff classified certificated administration that made the graduations of promotions so special one of my favorite comments was after we get out of Kovac 19 and we get back to normal we might want to consider doing this like this again it was so so so special I also want to kind of just point out that yesterday Azusa Unified's community engagement initiative team facilitated a statewide webinar that was that was hosted through the California collaborative for educational excellence there were about 158 sounds really precise not about right but 158 people

045from all over California including district administrators site leaders County offices of Education advocacy groups and the California Department of Education and the azusa team were was asked to share the journey that we have been on in developing our best practices how we responded to and learn from the ecovillage nine emergency and how we are broadening our community engagement work based upon our experiences and so I had the opportunity to be on that as did Norma Camacho and Lee Capades but a special shout out to Jennifer Edith Bryant who really took the lead on this it was just really good to be able to have an hour to share our story and our journey and we also are going to be hosting a an office hour for the people that were on this webinar so that

046they can get more granular in terms of asking questions clarifications so just excited about about that for us thank you thank you very much and finally I would like to start by again also congratulating everybody for the really outstanding celebration of our graduates and eighth grade promoters and thank the students for the input that they gave us they were very responsive and provided a lot of feedback also the staff the certainly the teachers the classified staff but especially the principals and cabinet who worked tirelessly to figure out all the details to work out the logistics and especially to Lee Kiwanis who was the point person who interacted with with all of the people here in our district as well as with the city as well as with police departments to make sure that everything went

047smoothly and I think without her her involvement in it we would have maybe stumbled a little bit but we didn't everything was beautiful for our kids and it's just a joy that we were able to pull that off so thank you very much I'd also like to thank the board and let you know that I appreciate this board as well as the boards that we've had before for always thinking of kids first always being willing to work together and despite various opinions and ideas that people have to come to as the past especially McDonald's had come to a point of unity focus on what's best for our students and their staff and that is a wonderful gift that you leave it a legacy that you're establishing for future years in our district and I'm very

048decided that our third Ortega will have a chance to work with you and see that in person and together perform a governance team that will continue to work and do good work for our our district thank you very much okay so next we move on to item 9.0 report and action of closed session matters 9.1 approved settlement of two cases hash tag a scw zero one zero four two nine and hash tag ASC x - 0 1 1 3 0 6 do I have a motion a motion to approve second a motion by board member pena seconded by board member Greer's or any discussion all right let's go ahead and vote okay in the vote passes 5 0 and now we will move on to approve an item 9.2 approved public employment superintendent government code

049section 54957.6 hey a motion by board member pena seconded by board member Greer and I'm sorry yes discussion um I would like to say that I knew that mr. Ortega would be a great selection for him next a USC superintendent for the following reasons he has been our assistant superintendent of education services were five years and interim deputy superintendent for the last school year he has shown his hard work and dedication to our students staff and a USD he has followed through on everything that has been given to him also this this quote it was like a turnaround and I know that he took the big part in that he has a great rapport with for the superintendent dr. Kaminsky the other cabinet and also with the staff parents and community from what would I

050had been told also by community members so I know that he would be a great asset to Azusa Unified School District thank you anybody else here yeah so I also I'll go ahead and add a couple things to to crystal Molly on to her her comment in question just about process I think that I think that's a valid question you know and just just you know asking and wondering some some of the why and I personally from one wouldn't want to speak directly to that I I for one have have had the the privilege of knowing our torah and working with our thorough first it's just like a parent and community member who does things in the community and working with him in his role within the district and then you know being on the

051board and seeing seeing his work as assistant superintendent and deputy superintendent and so when it came time to look you know to look at who was going to come next I know I you know I'll say that that it's not the first time that the thought crossed my mind that a total authority an incredible superintendent somewhere in you know didn't know or necessarily expect that that would necessarily be here but and we still need to vote but but just kind of speak into the process some some of my thinking is so much so so many conversations that we're having around like incredible budget crisis that are going on up you know that's before a Copa 19 then we have Kovan 19 that's coming into the mix we're having conversations around school reorganization and and and

052there's so many nuances that are as we all know being being a part of our community being a part of the district there are so many nuances and looking ahead at so many of the potential changes and adjustments and things that we're gonna need to make when I think of our third oh I see him as somebody who was a who is a stabilizing force and in him being somebody who has context and understanding and relationships I really see and truly believe that that he has you know what it takes to lead the staff here within the district and and and work with the board as a governance team to chart ahead and so that that's but I just want to communicate that's some of the thinking so there are different processes and methods to

053come about this and so some is to to have a you know a more open process and and you know I'll say that as as I kind of evaluated and recognize that there was an incredible Jim that we had you know here within our district and so excited at the prospect of moving forward and working with you in this role miss Ortega Gabriela yeah I would like to say I I actually always knew he was superintendent material when I was a parent and I would call I would get a phone call back right away an email I would get an email back right away and I really really appreciate that II you know being out in the community and trying to reach an assistant superintendent or superintendent eight sometimes intimidating and if they respond they

054respond and if they don't you just kind of sometimes you know don't bother again but with mr. Arthur doe Ortega he would always respond and I a phone call and a follow-up and I truly truly appreciate that connection to the community not knowing who I was but yet responding to my email or to my phone call I I really have seen the what is it step in action that he has brought forced even before he was deputy superintendent and being able to you know to be easily approachable by parents and teachers and so forth and I really hope and pray it continues and I'm sure it will and you have demonstrated now as a deputy superintendent as Linda took her role in access and during this cope at 19 putting I was truly impressed how

055the block schedules were just you know were we're really good and I was able to see other school districts and they asked well can we borrow them and I had to ask for permission you know if a Sousa unified would if you did it would allow other districts to use our model and that came you know that that was a real highlight for a Sousa tip for other districts to ask for that so thank you for that for and seeing you present in different work conferences and and how you put a Sousa on the map and with the El Cap I I have seen that I started off with the Pat plus and as a parent and have seen the evolvement of of that and how it has become really successful and organized I'm really

056excited to start this journey with with you and the board and look forward to the great things that are coming our way Thank You Sheila Dean would you like to make a comment yes I do want to comment and and I want to start off by saying that I know and believe I'm and trusted our judo is going to be an excellent superintendent I think that we've all seen that his hard work ethic that his putting words into action being very thorough um so III have I really believe that he's going to be a great super at it that being said I just want to and you didn't make it clear that I am NOT going to be voting for this contract because I feel very strongly that our role as a school board and

057as representative the community that there need there should be an open process there should be a search because the the role of superintendent is so important right and and we and normally get a shot at this not very often to hire the superintendent as board and it's so important that that we be very thorough and be open to all abilities and so I am not comfortable with disappointing somebody internally I think this should not be suppressed any of my colleagues but I just want to make very clear about the fact that I'm voting against this because I believe that we need to have a thorough process with people applying and being interviewed with getting import from the community in terms of what is the vision for us moving forward as a district and so I

058am not comfortable and I will not be able to vote for disappointments okay and I'd like to say that I have watched you our Turturro grow I have always seen people feel so comfortable with you and I agree with what everybody else is saying and what I'd like to had a very important part of it for me was the fact that we are in such upheaval right now across the board with the budget with kovat 19 with what's going on outside they too have comfort in a time of change with somebody we know that we can trust with our school district and with our students was very important to me and I wanted you to be that base so thank you alrighty so now we can vote and it passes for one and then we

059will move on to just like it let me wipe my eye approval of the superintendent's contract nine point three and before we move on to that I need to read as of January 1st to 2017 California Government Code sections 5 9 5 4 9 5 3 C 3 & 5 3 2 6 2 required the board to summarize a recommendation for the final action on salaries and fringe benefits and requires that employment contracts for local agency executives be ratified in open session in order to comply with these requirements we will be providing an oral summary in connection with item agenda item 9.3 agenda item 9.3 recommends approval of an employment contract for our turtle o taiga to serve as superintendent the employment contract is attached to the board agenda employment the employment contract provides for

060a three-year initial term of employment from July 1st 2020 through June 30th 2023 with the potential for one-year extensions for each year in which the superintendent receives a positive rating in his annual evaluation at the discretion of the board the employment contract provides annual compensation commencing July 1st 2020 in the amount of two hundred and thirty two thousand dollars annually the employment contract further provides the receipt of longevity increments according to the current longevity requirements adopted by the board On June 12 2018 the employment contract also provides district paid annual medical examination not to exceed $500 a $50,000 term life insurance policy in the same group medical vision and dental insurance as the district provides to other eligible certificated management employees so at this point we go to nine point three approved superintendent's contracts do

061I have a motion I'll make a motion to approve nine point three okay okay I have a motion to approve by board member Rodriguez pina seconded by board member Greer and is there any discussion if you already had that all right let's vote and again 4 or 1 and there we go item passes so now we'll move down to [Music] 10-point Oh general functions 10.1 Kovan 19 oh I forgot our turn Oh would you like to say something since you asked yes I would like to take so thank you Gary first of all I would like to thank the Board of Education for this opportunity to serve as the superintendent for this amazing district and it's amazing this amazing community I really am humbled and I give you my commitment to lead and represent the

062district in the highest possible manner I would like to thank Linda for giving me the opportunity to join this team years ago and for her leadership throughout her tenure in Azusa we are in a better place because of you and I wish you the very best in your retirement as we continue to evolve and shift forward and providing the best educational experiences opportunities and outcomes for all of our students I want to share with you three things that I'm looking forward to as as keys the first one is our team the second is continuous improvement and the third is collaboration as a district I believe in my core that we are only as strong as our team and our team consists of many people and many partners that all come together to play a pivotal

063pivotal role in our success I'm talking about our board our CSC a classified members are AE a certificated members are a fait members our administrators our students our parents our city and all of its departments APU citrus nonprofit service clubs community-based organizations faith organizations the chamber businesses and the countless others that make up Azusa and I look forward to to be in part and being closer with that team continuous improvement it's this mindset that positions us as a learning organization that works to get better and better not because we need to and not because we have to but because we want to currently we have so many examples of continuous improvement in action like for instance nutrition distribution we have seen how week after week the staff is serving families quicker and more efficiently by

064learning by wanting to get better I look I think about staff reorganization and I have been able to witness with my very own eyes that pursue the pursuit of learning in collaborative ways with our with our labor partners and and and taking past experiences and building on those think about distance learning that included Chromebook distribution that come included printed materials that included outreach I mean we have seen teachers counselors classified staff administrators learning together parents how to be the best that we can be with the situation at hand we are in an upward journey together and the more we continue adopting a learner stance the better we position ourselves and our students and then lastly collaboration the philosophy that when we work together we have the power to produce and create more amazing results compared

065to if we went about it by ourselves collaborations helps collaboration house with problem solving it brings us together it helps us learn from each other and it strengthens communication as we grow and learn together I look forward to learning more about you and you learning more about me I would like to end with an immense amount of gratitude and thank yous to my family especially my wife Lorraine for allowing me the Grace and the space to do what I love we're gonna be successful together thank you you thank you for letting you talk Gary yeah I know jeez I'm sorry I get nervous sometimes all right item 10.1 general functions 10.1 Kovan 19 update so this evening we have as we had indicated about a month ago that we would have a report for you

066about the reopening and reimagine ation of our verse school system as we face the coming year we put together a quite a robust committee made up of teachers and staff members and Families parents and most importantly students to who looked into a couple different areas that we all needed to think about the designed a series of guiding principles came to consensus around what they thought should be our guiding principles as we move forward and also what are the best practices so tonight each of the facilitators of these groups is going to share with you a little bit about how that went what they came up with and then I want you to know that the next step after this is what we're calling our implementation groups and those have already started some work really saying

067now let's go to the the really dig in our heels what is construction going to look like what is operations going to look like and that that work is moving forward we are also waiting to hear probably by next week sometime the LA County Department of Public Health will be releasing a report about opening schools and what what they see as the requirements what they're mandating is requirements that we will look at and so the work is a step in that we're tonight a step in the process of the work that is definitely going to continue so the five areas that we looked at were instruction and by the way this is the beautiful graphics here from one of our teachers are just very lovely artwork that shows you know the dreaming that we're talking

068about schools and kids and but we're dreaming about what we can do but we have a section on instruction one on health and safety one on social emotional support on family community engagement and finally one on operations and for each of those we have a speaker tonight to share with you and answer questions that you might have about that word so let's go to the next page if you don't mind Kathy if you can scroll up one page we'll get up to the instruction page and Dana Mitchell is here to talk to us about that they know we talked a little bit about who was on your committee as well as how they came to these conclusions sure I'd be happy to can you hear me okay thank you dr. Kaminsky good evening board I

069am proud and grateful for the work and the collaboration of the team that came together for instruction that included Lorri ray who works in our curriculum center Jen peel stick who is a teacher at Powell School of the Arts Diana Rojas who was our principal Lee crystal one of our students at Gladstone High School and Gabriel Fernandez the principal at Gladstone High School and each one of the members brought such a rich diverse perspective and voice to create the guiding principle in that first guiding principle is to provide students with the most rigorous instruction possible while providing staff time to reflect grow and collaborate in a safe and healthy environment for all students and staff and underneath that guiding principle I'm gonna actually turn my video on yeah there we go and underneath that guiding

070principle are our five best practices that each team member had a part in really coming up with ideas and collaborating together to come up with these five practices and the practices really involve the first one is around making sure that we're prioritizing in-person resources so when students are actually coming back to campus what are the things that we need to prioritize for those students in terms of the services and resources and instructional support that they might need another one guiding principle is to consider how might we bring back small groups of students that have identified needs for example students with disabilities or students who are learning and it language or maybe our younger students as well so thinking about how we bring back those students another principle is around ensuring equal access to distance learning

071by developing an outreach plan to parents and students to enable student success we we did have tremendous success with a process for that this last spring and I really we have to give a lot of credit to those school sites and all the outreach they did to really make sure and connect and find out if families we're connecting and if they weren't how we might be able to help them and so how do we make sure that we connect families to make sure they have reliable internet devices that all students have access to a device so they can access our Google platform and all the other platforms that we have for all of our our curriculum every single one of our programs for instruction in both elementary and secondary has a very robust platform online

072and so we want to make sure that all students have access to that so they can learn another one is to think about relationships between teachers and staff and students and really to attend to the quality of their relationships to ensure that students remain motivated and participate because we do know that that relationships are incredibly important and that really does help students to be motivated and want to participate in learning and also students need to know what the grading expectations are and they need to know what success looks like and then the last one is to make sure that we're using the adopted guaranteed viable curriculum that we have but to really consider a variety of different instructional models and schedules for instruction and also include input from our stakeholders and we've already done a

073survey for for teachers and for students and parents and so using that to really think about what are the ways that we can design some innovative instructional opportunities for students thank Dana and our second group really focused on health and safety we know that's a paramount question in everybody's mind and that was headed up by Jorge hey real quick does it make sense to comment or a question after each person so Dana just want to say like thank you I mean awesome awesome points that that I'm seeing here I especially want to I mean it's all it's all great I especially want to point to the second-to-last point that we have just talking about attending to the quality of relationships I know that we had even even before you know some of the some of

074the Copa 19 stuff that went down we had some listening sessions with our students and and that was one of the things that so one we already know this but then that was you know reaffirmed through the what we heard from our students and so to see that making its way onto this is you know it's great to see so just just want to comment on on the good work thank you so much alright thank you so much okay oh please yes thank you dr. Kaminsky and I have the pleasure of following dr. mental thank you and it was very well done i I had the honor of leading and facilitating Dean Health and Safety Group and when organizing the group it's always important to make sure you have the right voices in the in

075the group to the accredit have a variety of different perspectives or at least to say that we had Denise Lopez one of our parents doctor Parent Teacher of the Year holiday we also had our nurse Melissa Lawton Patricia Sanchez COC a representative made Sabella ae8 president and Joel noir also than a representative and so they all not only brought in their perspective from their groups that they represent but they also brought in their professional practice and we had a very robust conversation around both the guiding principle and the best the guiding principle that was ultimately landed on reeds ensure the health and safety of students staff and community by following local state and federal public health guidelines and so it was really important to the group to really identify all in different organizations and groups

076that are out there providing guidelines and really attending to the local our County Department of Public Health who has really been the guiding a lot of our work around the lines our response to cobras as far as the best practices we really focus on making sure that each site each area of the district established proper health facilities to maintain separation of well students and six students and really identifying areas where it's appropriate it is as a facilities where law students and also sixty students could be to be separated and attended to ensure the that students teachers and staff have necessary personal protective equipment this was something that was very important and it was important for us to really highlight some of the information that's out there and we had the privilege of having our nourished

077Melissa locked in and also Joel Dewar who actually teaches in the Adult School pharmaceutical and he and he also has a lot of information and background with regards to germs and provided that perspective throughout our conversations though the Rivera is very happy to have him the the group really talked a lot about community community in advance to all stakeholders so visitors need to know in advance the district protocols empower families with knowledge of the protocols for school attendance when a student has a fever or symptoms and provide a communication prior to school opening regarding protocols for visitors and students with a fever or symptoms it's really really important for us to educate families educate the public and events and continuing with this education taking it a step further and train students staff have found me

078on the procedures as it relates to ingress and egress coming into the school believing the school staying six feet apart identifies specific areas on campus or throughout the district facilities were spaces identify words that you would be naturally standing and there be markers I indicate what six feet apart is also identifying the directions that you could travel in Pawleys so the foot traffic can be very intentional about how you walk around the school so that you are free so that there is less less instances of possible interactions closer than six feet also hygiene and cleaning techniques we've heard a lot of conversation about washing hands and how important it is to thoroughly wash hands and really providing that education and training it was really it was injured interesting how one of our group members talked

079about going through that process I think it was Edna Sanchez for CSC I talked about having gone through this process and relief after washing their hands for significant amount of time still seeing people going under an ultraviolet light and still see in the terms that were on those a learning experience issues they were sure and also training around the properties of PPP we also want to make sure that we are continuing to provide the process of the staff or a clean maintaining a clean and safe environment and then doing all this by lastly maintaining student teacher staff privacy in accordance with HIPAA requirements so that concludes the health and safety I have several questions regarding that I'm not sure if it's falling in your category um regarding like um are are you or not you

080what are they gonna take the students temperatures before they come into school so that's it's a wonderful question we as we were talking about these these different pieces one of the areas we landed on was not just look at what's been stated as a guideline but really going above and beyond and that particular question has not yet been answered that would be really hard in getting into the implementation phase of this of this process so we could talk about that once we once we get to that point and is that also like um my question is regarding one I'm saying recently that's a no word what you know recess or lunch breaks and are the classroom is that not with with this group but maybe not right correct I mean certainly be here so we

081well again we didn't get into specifics as far as how that would be those staggered breaks would be implemented that is certainly part of the conversation for the implementation phase and then the P the PPE will be that um the classroom will have gloves and mask if students don't have them or hand sanitizer that would be in the classroom with regards to PPE personal protective equipment what we have been hearing from a variety of different groups Department of Public Hall of CDC is really the use of a face covering one of the points that was raised in our group was how using a glove inappropriately can actually cause the spread of the virus because there's the best course of action what we've been hearing from our health experts is to wash your hands for 20

082seconds or more that actually does a lot more to kill the virus and protect protector and so when we talked about training that is exactly we're talking about making sure people know that when they're watching the hand it has to be for 20 seconds or so so my question still is regarding you know the student comes to school and does not have a mask you will have masks they're available and hence I sanitizers to be sure that they do wash their hand I mean is there like every half hour every hour you know these things are also important to to put on here if that's what you're gonna do or not I completely agree and partly we will we are awaiting the guidances coming out from the Department of Public Health in the coming weeks

083so we should know soon okay thank you I'll go ahead and add similar questions so I know that what you all are doing is you're - you're synthesizing hours of conversation and and putting you know a handful of bullet points here and so and so there's there's much more detail than is here in the presentation it would be helpful especially for some of the you know some of these things here with health and safety to have some understanding of what some of those specifics are around this so like for in regards to PPE one of the things that I wonder is you know you just said you just said it right now we're by PPE what this means is specifically you know not gloves because you know because gloves can be more harmful and and

084face coverings which which there are different versions and kind of variations of face coverings so just to kind of you know we're talking about communicating district protocols in advance to all stakeholders even in line with that having a way to communicate out you know what this means and also what this does not mean so that we can Pro like preemptively a kind of address any confusion that might arise around what this means around what this is communicating and so when we say PP what you know what do we met what do we mean and I mean that for our students I mean that for our employees you know I mean that for you know different kind of categories of stakeholders within within our district I would I would value seeing more of that specifically and

085I appreciate this opportunity to make sure that I because when I say gloves there are groups like our nurses who should be wearing gloves as they're interacting with our with our students our food service workers should be wearing gloves as they're serving food so I don't want it I don't want you I don't want to leave you with this idea that I'm saying categorically no gloves for anyone they're really intended for specific groups of individuals throughout the district well thank you Jorge thank you very much our next group is a very important group and that is the social emotional support we all realize that during covin 19 education changed but also kids access to a lot of the supports that we provided schools and we want to make sure that as we move forward we

086have things in place so Gary krill headed up this group Gary can you please share with us some of the thoughts and conversations from your group absolutely thank you so much for the opportunity I facilitated a group comprised of two students Alex and Desiree and Samm teratoma the principal of O'Neill middle school and Frank Chang the director of college and career and however guiding principle as you can see ensure that all students and staff are emotionally healthy and safe at school home and in the community and to get to our best practices we considered I guess several kind of sub categories subcategories one was our school-based mental health services the other was behavior or another was behavior support systems family engagement and support practices staff support and then also the importance of maintaining student and

087staff recognitions awards traditions and all of those sorts of things and that came to you know these best practices as I said so number one is maintaining a positive school climate we have some pieces in place for that already with PBIS and you know all the good work that we've done with promoting positive behavior we're also looking at a partnership that's going to be coming to the board soon with the Western Justice Center and they've done or they do a lot of training in the way of peer mediation conflict resolution and even things about the implicit biases and whatnot that we all have and you know Sheila Dean mentioned earlier so that's going to be something that we can do to maintain that positive school climate next is promoting and D stigmatizing support for mental

088health services we have a lot of systems in place we have our school counselors and psychologists we have the McKinley children centers therapists and all of our campuses we have care solace we have the APU doctoral students who work as therapists and many ways for students we have Cougar pals we have five acres Foothill family Pacific Clinics the sport to the suicide online or suicide prevention online resiliency training that we have coming up so we have a lot in place already and what we found from the students was that they really weren't aware of everything that we have in place so we need to do a better job of promoting that and one of the ways that we can do that is you know with Lika and and on our social media and whatnot but

089we're also looking at doing you know going to meet with parents whether it's in person or you know virtually for the coffee with principals and whatnot we have trainings for staff members and etc so we really want to be working to you know promote what we already have in place and also as I said to D stigmatize it that you know it is something that we can we can do it's it's nothing to be ashamed of and that was part of just having the McKinley Children's Center therapists at our campuses that they're integrated into the community that the campus community that they have an office and students see them around and really not that big of an issue third we have build on existing services and better publicize their availability to students parents community and

090staff so I spoke to that a little bit already provide ongoing training for students parents and staff on mental health issues and how to access support this is a big part of the sport to partnership with Lake oh that the board approved a few months ago that the team that we have myself junaid quorum a counselor Jose Gomez excuse me one of our firm's people and you might have Maya Rodriguez one of our school psychologists have all been trained in this suicide prevention and on-line resiliency training and so that training has done there were modules for staff members administrators parents and whatnot and so we'll be able to you know do those kinds of trainings with the community and lastly to establish and maintain a proactive positive behavior interventions and supports including peer mediation restorative

091justice practices in conflict resolution and again PBIS is already there we had peer mediation a group at Foothill middle school this year that did some really exceptional work and were able to meet with a federal judge actually who grew up in Azusa and they had a great conversation with him about his life here he graduated the same year I did in 1980 so it's a very different community back then but they knew the same landmarks and talked about the same thing little TECA you know came up in conversation so it was a really powerful you know moment for those students so it was a good group we had some some really good conversations I think my takeaway was you know that we really need to do a really good job of promoting this to our

092community the as Linda mentioned it is something very very important iced when asked a question regarding I know you mentioned staff on him which is really great but are we and now we're talking about schools also what are we including staffs asked us what employees you know certificated because from the district and I'm a work member and I I'm even Neary to come back to work yeah I mean to to to be around people you know myself so I could imagine you know how there's may be people in the district office even MOT workers because it was a katralla to all of us and I really I really hope that that's also offered to all employees care solace is something that's open to all employees I think I heard Jorge about to speak to that

093a little bit I think some of its gonna come from HR as well did I hear you Jorge or no so with regard to the main services that could that employees could access and its employees and their family this offers through ease which is a county program and I've been using the information tools that we have to send information to the principals and managers in the district to really make that information widely known this is not just a I mean this there is a lot of worry and anxiety and this is this is on many levels very concerned about the well-being of all our employees so is that in a newsletter or is that an email I mean I would also like to see see that okay yes I communicated that to our principals and

094our managers and pretty much every Friday message I sent to them but I could include communication yeah I'm glad we opened that Wellness Center in dressed on high school that was like right in February I think they mailed us and everything happened you know and we're so excited to get that started but I guess it's really gonna be used a lot when the kids come back thank you I just want to get Oh Gary thank you so much for you know noticing that that's this is an area of improvement that we need to we need to go ahead and pay attention to and be able to provide this information with the with the support also bleak and reaching out to our families and letting them know what what the district does offer and in the

095students that spoke to you while you were doing this and how they didn't know that all these resources were offered and so I think it was a win-win you know for the students to learn and and for for us at you know for you as a district for us as a district to also hey these are you know kind of areas that the you know need to be addressed and need to be brought up to light so thank you Gary for saying that thank you anybody else all right let's move to our next section which is the Family and Community Engagement and Norma Camacho headed up that group you guys hear me yes I have the privilege of working with the subgroup that looked at family on community engagement my group consisted of myself parent

096Laura Gonzalez parent marina munos director of special education Erin Kramer and our director of communication Leacock wadis our guiding principle was to ensure equitable and accessible communication channels that allow for information-sharing and ongoing dialogue we came to this guiding principle very organically and that those were the big ideas that rose to the top in our conversations the ideas of equity access and an ongoing dialogue where you know information isn't just being given out but that we are actually hearing and listening to our family and community so some of the best practices that our group identified was to ensure effective communication systems that provided accurate and relevant timely accessible information through various platforms so really thinking about ensuring that parents had access to the information that is being communicated be that through their primary language be

097that through print be that through text messaging voice messages or social media platforms but really ensuring that we are hitting all of those areas to ensure that communication is accessible to our families and communities we also wanted to ensure that we were providing support and training for our families be that through needs and support and distance learning how to connect to Wi-Fi getting on Chromebooks and devices and things like that and that's where that that dialogue piece would be really key to make sure that we are being responsive to the needs of our families and what they are needing support in and what they are needing training in we also wanted to ensure that we were intentional and purposeful in our efforts to capture the voice of our stakeholders including our families students staff and

098community members and the the words intentional and purposeful were really key to this group particularly to our parent representatives because that intentionality is really important in ensuring that we are really listening to the voice of all of our stakeholders that no voice is louder than another so those were were really key words for this group and in looking at that that practice we also wanted to make sure that we were connecting with our community partners to provide consistent and form a and aligning our resources and efforts so that we weren't duplicating any of our efforts and really looking at what is our community offering and how are we partnering with them and what is the district offering so really making sure that that those efforts are not duplicated and finally just providing ongoing support for

099all of our staff to ensure that consistent practices and communication to connect our stakeholders with resources and information and really keen into ensuring that our office staff knows what resources are available to our families so that they are able to connect them with the right person or the right resource same would be for our community liaisons our teachers and really making sure that all of our staff is aware of what resources are available who those connectors are to help families get to to you the needs that that are that we want to meet for them or that they are needing Matt can I just ask your question regarding how are we communicating with the students our newcomers from Guatemala this we teach it mm-hmm do we have a translator or are we communicating with them

100we have really been working on getting some support with keechak and that has been one of my big efforts and it's it's really a challenge for a variety of reasons but for our students that speak each a Spanish is a second language so they do understand Spanish and I have been able to speak with it yeah so when we first went to distance learning I made several phone calls myself and petit Loara from the ala Center to just touch base with them and make sure that they knew that meals were available that there were resources available for them Chromebooks were available if they didn't have why five we had devices that had embedded Wi-Fi so we have been able to communicate with with all of our Guatemalan newcomer families I'll go ahead and add and

101also ask I had interestingly I had a conversation with a parent who who communicated that that she was communicated to too much so I was able to I was able to but I was able to talk to her and kind of you know weigh the options of too much or too little but but all that to say what is it you know when we look at family and community engagement I wonder what does it look like for us to kind of gain some insight on what is the preferred amount of frequency and and you know that balance is meeting the needs and doing the check-ins you know what happens if there's a if there's a parent or if there's a family that is saying you know once a you know once a month is good

102enough or or you know I don't you know or what you know whatever that looks like I just wonder what is what is that balance and and would just you know offer to suggest that we take into consideration have allowing for our families just to speak in to you know what they would prefer or what would be ideal for them still understanding that we're you know it will be difficult to get it right across the board some people are gonna feel like it's too much some people gonna feel like it's too little and that's where the dialogue is important that we are not just disseminating all of this information and not listening to preferences and choice and and need so that that was why we really wanted to touch on those ideas of dialogue and

103you know two-way communication thank you very much Norma I appreciate it and now the last section is operations and mark Bommarito headed up that group mark can you share a bit about your group please you are on mute sir start that again and so my group was composed of Darren Howard our director of maintenance operations and transportation Maria Calderon director of nutrition services Linda McNary director of adult education and Veronica Davao are a PHA president for adult education and so our group was really where the rubber meets the road or most of the other other groups and we set a guiding principle of kind of directing us to a vision to get back to a brick and mortar learning environment and we saw that as a necessity to plan for a continuum of educational environments

104so we using that as our kind of benchmark and that meant that we needed to look at all the modalities and and all the things that would be required to work within those modalities and so that would mean looking at space in a completely different way and we looked at some of the recommendations that came from Waco specifically where they said well you could use your gymnasiums to house all the furniture from your classrooms that now have to be at 50% capacity and we said well that sounds like a bad idea we would like to have that space be used to spread kids out for an awesome learning environment so really looking at every single space like that to reimagine whether that was outdoor learning whether that was in our gymnasiums and our auditoriums cafetorium

105and to look at things completely new then determine what schedules would look like so all of these things have to happen with start and end times with breaks we can afford to live in the confines of school starts for everyone at a given point in time and ends at a given point in order to get kids to school we might need to stagger scheduling because of the requirements for distancing within our buses and so really looking at what that would mean to our students to our families and to our staff to be able to manage all those different variables and next looking at a plan for being able to have the needed supplies and determining what those supplies were being able to ensure that we had those supplies on hand in a timely manner so

106we we are exploring all of those items and due to our unduplicated count we do have a promise from the state that it will be directed through the county that PPEs will be provided to districts like ours and then that right now looks like mass for all of our kids and it looks like mass for our staff it looks like face shields and hand sanitizers and soaps and providing directly from the state but we will need to go further and we know that especially as we think about our offices and our welcomed areas and how we welcome and have to interact with the public and we need to make sure that we keep our staff safe and so really taking a deep look up to what areas would need to buy the protective items are

107here for our offices and staff next is making sure that we're really looking at what our families want and what is our what our what is our staff need so that we can know when is the best time transition what different modalities need to overlap potentially so that way we could make sure that we're meeting the needs of our community that wants to get back to work and we're meeting the needs of our safety that we're keeping our kids and families and staff safe and ever inching back to the traditional environment of learning so this is you know as I said in the beginning really where the rubber will meet the road and ensuring that we have the proper environments for our families and in the details we really did look at everything from what

108signs would be required what labeling on the floor would be required to where where those would be posted as you enter school buildings school campuses so there's a lot of details to be planned out here I wouldn't ask several questions regarding so um I didn't hear anyone speak about like students playing outside or playing in the swings physical education you know sports field trips I haven't heard anything about that what's what's gonna go on with that because you know our kids have been home such a long time I'm sure they do want to throw a ball and play you know water or what is that look like we have had some internal discussions about a number of those things specifically for example how do you maintain social distancing in PE or how do you maintain

109social distancing if students are outside playing and what would it look like those some of those items are also being discussed by the Department of Public Health and tomorrow we have a an input call where we can ask more questions about that and make sure that those those issues get addressed and and we do expect a full of report come next week so that we can then be better positioned to to go based on only do what we think but also what the Department of Public Health is saying yes so we have this get this item on the next board agenda so that we can discuss it further with you and hopefully by then I can't promise this Department of Public Health will have released the item they report by them but we are hopeful

110that they will have but we definitely are looking at many of those things ourselves and and I'll kind of add to that um you know I understand that we're needing to wait to get him you know input from the agencies that are that are going to be you know determining what these mandates and guidelines are and what they have to be I would I still want to strongly encourage us to to look at some of these I think that there is some you know there's there's ground work that we can do even when we say like it's on our agenda for next next week and and we hope that we're going we will have you know receive some feedback from them but we don't have guarantees so so what can we do and so I

111think this is a you know what we have here like some almost like charter document information that's setting guidelines and principles for what we're looking to do I think that's I think that's important you know great you know beginning to this but yeah same thing I said earlier like it would be good to begin to see some specifics and have some some timelines on around some specifics even if they are you know potential options so that we're thinking them through and then if there's information that comes from the from the county or from the state and we need to make adjustments we have something to adjust from as opposed to just waiting until we get the information from the state I'd like to I'd like us to watch some of this out and actually as

112I mentioned at the very beginning of this this is a two step process this is the first step was kind of the big picture to set the stage and the second stage which is already starting is the implementation group so those implementation groups are really digging into the details for some of the questions that you've been asking so they will have something to share with you okay thank you Oh so um couple questions so who are the implementation groups who are they comprised out and there's a role that you address that please so the leads that presented tonight are you going to the leads for the implementation groups as well and those implementation groups are going to vary from group to group to group depending on the the needs of that particular of that particular

113group I do want to I do want to mention that we are going to reconvene the reopening school imagination team the team that was built with parents and students and and staff and and we well what the plan is what the vision is that we would take these guiding principles and operations right now we're looking at the operations one right to salmon-colored one and then right after this document would be the nuts and bolts the detailed work in terms of operation and right now the the framework that we are working on is instead of coming out like black and white we want to come out with like a continuum so that so that we try to be a little bit more communicative to our community to say okay we we're on this path we're not

114a thousand percent sure right now but if we were a hundred percent distance-learning this is what operations would look like in more detail right to to the points that you have asked and talked about today in terms of PE activities transportation you know safety and health but if we have to come back blended this is what operations would look like an PPE and you know those things that we're talking about social distancing and then if we were a hundred percent back what what is what our operation is going to look like what what things have we learned through this process or that we still need to implement even though we are back in a hundred percent so right now we have pegged early July we're still working out the dates to reconvene and so the

115idea with the re reopening school imagination team is that these implements implementation teams they would go back to those groups that that that we talked about today as a sounding board as feedback as reaction as recommendations as further input from our parents and from our students and from our staff to offer some some some more insight some more eyes and that and that can inform our next steps to making it a little bit more formal into this into this document and so our teams have launched today we had a very good meeting where we've met backwards mapped what this might look like and how it might look like knowing that obviously days are are numbered but we feel really good about the work that that we launched today and where we're heading with this so

116I appreciate that so I what I'm hearing is is that you think that the next step will be the reconvening of the of this group after some planning and early July so when when would you anticipate having a solid plan for what schools going to look like August 17th so right now we are Peggy or 20th excuse me August 20th yeah so right now as we were backwards mapping this we were thinking that the board at the board meeting of July 14th is when we would come with a full-blown formal document that our that would have already looked at the implementation team that would have already gone to back and reconvening the re reopening school imagination team that would have already given feedback and that feedback would have been implemented into this document so that's

117that's the that's the hope that's what we are working and that's how we backwards mapped it so I so I really hope that I'm just like we've done with the El Cap process where they're just iterative process where the board is included in that in that iterative process you're talking about that we do the same thing on an accelerated basis with this piece right so I hope that July 14th is not the first time that we as a board discussed some of the specifics that you guys are going to be focusing on so I that thinks that I do have a couple other questions in terms of our parents and our community our families do we have a sin of how many our families and regardless of whether we come back to in person or

118not as a district how many of our families are interested or prefer to continue distance learning yes we we have done a survey and Jen Bryant if you could briefly share a little bit about that that would be helpful I'm not sure if she's here but we can get that information too long I am here no Kerry good yeah sorry I just had to be let in let me pull up that document we did we were able to ask parents about potential permanent online school and parents we had about twenty-eight twenty-nine percent of our parents very interested 33 percent were somewhat interested and about 26 were not interested at all and then we had 13 percent or 11 percent I'm sorry who who checked other and wanted to a little more about details we weren't

119able to provide a lot of detail in the questions so and those numbers actually really correspond to students although more students were somewhat interested and again expressing wanting to know more about what that would look like and how it would impact their activities and things like that so we do have you know some some interests there on the part of our community and things Jennifer is this possible that we can get a copy of this back survey and deeper sense of what you just said interested not interested or yeah oh yes copy of the survey and so you're asking for the numerical results yes yes I do have a copy what yes yes it would be I would like to see the outcome of the survey okay and you can you remind that the total

120what was a total population from the survey so we had with our our parents it was we did three surveys and they did a line to each other we had 1778 parents and families respond and 1772 students and I expanded that to grades four through 12 and then our teachers survey was 327 so that I appreciate so that's that's actually my next question in terms of our employees so do we have a sense I would say if the state continues with their recommendation that over a certain age or if people have certain comorbidities or previous ting conditions that they not return to work do we have a sense of how that would affect our staff yes we do we've also been looking at that Jorge can you share a brief overview of that information yes

121my staff is currently working on pulling together the points that we really have known that have known underlying conditions to the virus and did we include the classified employees in this survey Thank You Jana for say teachers but I didn't hear her say calcify you're off that yes the survey that Jennifer did was only for teachers because it was it was about classroom instruction what Jorge is doing was looking at all staff for two things one is in terms of the who is over 65 which actually turns out to be a fairly small number relative to the number of staff and then also looking at what we know about underlying conditions we do not have data from every person in law you know medical information is private so but partly if you can just share

122a little bit about what we do know so far yes that like you're saying the number of the number of known employees teachers that are over at the agency for next year is pretty small and I still of it has to do with a number of teachers I have to the Venice of the retirement incentive my my office is clear you know that information that we have right now that was known to us of employees who have a known underlying health condition and we had some employees who we didn't know had an underlying hot position at the beginning of the pandemic who shared with us that they did so the world will be following up with those employers for the process of bringing all that information together I'm actually but I'm really more interested in

123not like the numbers I think I mean I think there's you know privacy implications about I'm just I'm just what I'd like to understand is what are we planning on doing to try to accommodate them to make sure that we can yeah yeah absolutely and we've we've also had discussions around that these would be the type of instructional program or the whether we're in a brick-and-mortar environment or a hybrid and so for example you can imagine different people may choose to to work in a different kind of situation so we are looking at those as we finalize information and and also that would involve working with the unions around what are what people's options are okay thank you and then finally my last question is around the actual instructional model I just want to say

124I very much appreciate that our frame really has an equity framework and we're talking about making sure that prioritize some of the students with the highest needs so I appreciate that I think that's I think that's really critical and that being said I just what I what I'd like to understand and maybe this is a premature question and I'm willing to wait is if we end up having to go to some kind of hybrid model or stagger start times or something like that what I you know I'm just really curious in terms of which direction we're going in whether it's something where kids only go to school a couple days a week what person whether it's all the kids go to go to school every day but but fewer hours whether it's finding ways to

125stagger so that we can i mean i mean i think in best case scenario we was i would love it if to settle that were going to fund it so that we could double our work force and and have small class diverse classes for everyone but i don't think that's going to happen so so i you know i some of the more specific details and i think i saw adrian referencing about this i think those are the things that our community and myself as a board member are really really care about right because that's really gonna drive those decisions about whether a parent sends their kid back to school or not it's going to drive a decision about you know on us understanding what does that mean for the upcoming year and so i just

126i think the sooner that we can get even some of those discussions out publicly whether or not it's concrete it's better I think to that not only do we have to think of a variety of scenarios we also have to think about multiple scenarios at the same time now clearly completely distance learning or completely brick and Morty mortar are you know one size fits all type of option but what we're talking about is we may do something where given given parents preferences for their kids or children who have underlying health issues we may have to have a variety of options running at the same time so that some kids may be able to come back on a regular basis some a staggered some may prefer a you know kind of independent study model of distance

127learning based on the the need of the child so those those are the models that they're looking at so both a continuum across across time as the the virus plays out but also what might have need to happen simultaneously so I think I mean I know I talked a lot but and better and better than my in my comments was really a question I maybe I'm jerking you are pseudo alright so what really what kind of what kind of learning environment do we are we going towards right now are we thinking about yes the question is not definitely not premature we are in the thick of of this right now we are currently working on a staggered scenario to Linda's point we're working on a 50/50 a 33 a 25 and a 20 I'm not

128knowing that not knowing exactly where we're going with this so could you could you could you just explain one of those named 5050 what about what it would mean thank you so so so a 50 model would be that kids are here how our kids are here and half of our kids are distance learning the 33 model would be you know what the the guidelines are so strict or there we need to go we can't afford not not fiscally but because of safety and health or operations we cannot have half of the kids here that's that's still too many so we're gonna do a third of the kids on campus while two-thirds are off and and again just being more restrictive more restrictive just just to be ready in terms of you know how we're

129going to be we're going to react and how we're going to be prepared so some of the some of the big things that we are working on number one talking about if we're looking at this we actually looked at this document and we said okay what are the guiding principles and one of them was about these identified needs of students and so one of the things that we have been imagining or working that it doesn't matter if it's the 50% model or 33 or whatever that how do we include in that schedule an opportunity or a time that is not just half of the kids so okay half of the kids that's awesome we want them to be here brick-and-mortar but what about the students who have higher needs and so we're working to implement

130and embed that into the schedule so it's not something like an afterthought that it's actually ingrained in what we built so that's that's one one feature another feature that again we have already been testing it with a couple of teachers and a couple of groups one feature that people thought was also important was to continue with some kind of social emotional connection that spreads across spreads across the week also another feature is at the secondary level to continue with the block schedule philosophy so looking at depth instead of trying to have a lot of movement on the campuses if the kids work back having to go to three periods versus having to go to six periods and so that's that's another feature that that we're looking at so we are right in the middle and

131right in the thick of this so where we we can definitely bring back some drafts of where we are with this as soon as possible thank you any more questions all righty so shall we move on all right we'll go to ten point to report to the Board of Education on the twenty twenty twenty twenty twenty twenty one is usually Unified School District budget and mark will be sharing information with us yes I'm gonna invite magna up she's gonna be co-presenting with me tonight this one magneri you okay just a meal yourself and you guys see the screen yes okay yes perfect all right so tonight and magna myself will be sharing the 2021 budget and this budget update is the first part of a two-part approval process that will be bringing to you this

132year and this is a timeline that we share with you each time to give perspective as to where we are in the approval process and tonight were at the beginning I'm so where we're starting the budget approval process so this is the typical process of estimated actuals and a budgeted adoption which will take place as planned on June 23rd would be only bring the budget back to you for approval and then you'll have your unaudited actuals which is a report that shows the details of how 1920 ended up and then at first interim and we will be showing any of the changes and I'm going to stop here to explain that this is the usual process there is likely going to be several revisions to the state budget that will occur between I would say

133this week and mid-august through through trailer bills and once those revisions happen and it is highly likely that we will need to come back to you with a budget revision that addresses any of the any or all of the changes that were and put into the state budget and once once that happens and will will have to you know increase decrease funding based on and the new state budget then we will share with you second interim and I've included third interim into this report because it is also highly likely for the second year in a row that we will have a third interim given the extreme challenges that are presented in both the legislature and governor's budget with deferrals and and reductions then by the end of the year will close out basically starting the

134process over again for 21 22 so as I mentioned earlier and this year we were not required to have a two meeting process them but given all the changes I thought it was a good idea for everyone to hear over to meetings giving us some chance for the state to produce and some updates which we could bring back to you on the 23rd if anything came out for a budget approval and so tonight is the public hearing and and if there's anyone in the public that would like to make any statements this is the opportunity to do so and on the 23rd we plan to bring back the budget or approval and of course any of those public comments we could if there was anything that that the board wanted to provide direction bigpictures for

135the for the state of California and we've shared this a couple of times but it's very relevant to what makes the budget so challenging for the state to figure out and the state is estimating a forty 1 billion dollar loss in comparison to what they were projecting in January and that is over 1920 and 2021 and so we will have a loss in funding for this year which will be handed out which we just found out through the firls and that was actually approved I believe yesterday and so already the June payments will be will be handed out in the following school year so our June payments for 1920 and so as the legislators and the governor try and work that out and I'll explain what those different plans look like so what does that

136mean for proposition 98 funding which is the majority of where education funds come from so you can see on this chart the difference in 1920 you can see that the the projection in January was to be a 81 billion dollars for the state and that dropped to 77 billion dollars for next year you see the huge decrease from 84 billion to 70 point 5 million and I think it's a good representation that shows you kind of over time what that is equivalent to so that is equivalent to somewhere in between 15 16 and 17 18 I'm sorry 16 17 level funding with today's expenses when the governor proposed his budget he obviously has more departments than education and he had to pay out where to put those reductions and in here you can see the

137largest amount 12 billion dollars was was reduced from education and the second largest percentage of his reductions were proposed to come from ledges and from education and there are some departments in there that you know actually got some increases so it was interesting to see that out of an eighth person eight and a half percent reduction that and such a large percentage of it came from education and I think this took hold with the legislators I think this was something that they did not do not agree with and so I'm going to show you what those two budgets are here or at least big picture so the Department of Finance each year looks at how much things are increasing in cost what it's costing we're housing what is costing to make purchases of items and

138they come up with what they call the statutory Cola and that Cola is what governments used to figure out how much we should provide an increase in funding for and it's kind of a baseline of keeping everyone neutral with increasing cost and so they they have set the rates for the next three years current and next three years like you see on the screen the governor recognized the fact that those are the coolest but he and came up with a plan to be able to afford that through reductions in spending and as I described before and so you can see here that when you look at the the deficit factor which is a 10% cut to education and you combine that with a cola and it equals a negative seven point nine two percent net

139deficit factor this year he he did say that he would leave the cola as is and for 2021 it he's recommending that would be a zero percent Cola or deficit factor and on top of that he is stating that we would have and this is already approved for 1921 month of deferrals so that one has already been approved that one that's actually a fact no as it adds up yesterday but for next year his plan calls for two and a quarter months of deferrals so that means out of the twelve months of payments that two and a quarter we would not receive until the following school year and I wanted to compare this for you to what the legislators recently approved yesterday and they are stating that the cola so they don't have a deficit

140factor they are providing the statutory Cola as is for education but instead of receiving reductions in funding they were gonna provide us deferrals or io u--'s and so there this is already agreed on like I said the 1920 we would have one month of the pros and but next year we would have at least and I you know emphasize that at least three months of the piroso three of the twelve months we would not receive payment for and that is definitely better than receiving you know no promise of future funding I will say that it is definitely much better because it's funding that sometime we can count on coming in and but it does create cash issues and so when you don't have dollars coming in that means that if you don't have money in

141the bank then you're gonna have to borrow money and so we've been looking heavily at trans and working with the county and if the county has so much borrowing because obviously every district is in this situation for most every district is then and we would have to go out to an outside lender after the county is unable to help we don't know what 2122 looks like in in the world of deferrals but you could imagine that it would exponentially grow as the state couldn't afford to pay money back if the economy does not turn around so I will hand it over to Meghan she's gonna go over our enrollment trends in qumar and good evening everyone I'm gonna go over part of the 2021 budget can you hear me guys I'm gonna go over part

142of the 2021 fiscal year budget with you and starting with enrollment as you can see from the chart that in 2002 we had about 12,000 students enroll in azusa and this chart shows year by year decline in enrollment and coming down to 2021 fiscal year next year that is the use of decision insights projection we are going to be projecting to decline about 5% at 7500 200 students and that's almost 5,000 students less than 2002 it's a significant decline that we are looking at and out of following two years we are going to be steadily declining about 4% and 3% on an average about 300 students each year so as you know that we are declining enrollment ma ending at 22 23 year we are projecting to have about sixty six hundred students which is

143still a drastic decline from 2021 you are projected and this is with the use of a decision insight projections going back to the budget more detail in we have a major source of revenue is the prop 98 which is lcff revenue which is our major source of revenue for general fund to spend on and when economy was booming around the second interim time as we you can see that even the in good times we have projected to decline in 2020 one year from 90 million receiving this year to 87 next year and following years 281 million in 2324 fiscal year but with our governor 7.92 percent deficit factor as you can see in the orange line it's just drastically less that we are going to be received in 2021 year almost 9 million less and

144would be anticipated at second interim which is really huge for our district and it it is significantly huge difference and if you can look at out years they are there is no Cola it's a zero percent Cola calculated and also it's a declining enrollment so we see a like a huge drop to 69 million in 2324 fiscal year which is very significant for our size of the school district going in much on detail about our lcff how it's been allocated to each school site I mean in school district it's based on enrollment and ADM enrollment as we know that we are declining enrollment so is 88 and based on that funding per idea if you look at 1920 column we have received this year about eleven thousand five hundred and fifty three dollars for EDA

145and which is equivalent to 18 point nine million but in 2021 if you look at in the red bold funded for a DA it's a ten thousand six hundred fifty five this is almost nine hundred dollars less than what we received this year that's huge and that's equivalent to almost like 7 million decrease in the revenue for compared to second income projection and in twenty two twenty twenty two twenty three year is almost looking 11 million so the gap is increasing and it's because of the governor's may revise budget is drastic answer has a huge impact on our district going forward now we are going to go much in detail and supplemental and concentration which is part of the bigger lcff revenue and this is a little portion but it's a significant because we have

14687 percent of unduplicated counter students and so this is the ocean that we use it for various programs in the disco district and is significantly less two million each year on an average and two million is a lot because those are the kids who needs this more money more and so which is this is part of the lcff big numbers but this is the detail in the supplemental and concentration figures this chart a scissor so how much as I is receiving in revenues 488 and expenditures increase in year by year so each year we are spending so in 1819 we have actually seen the larger increase of 753 dollars for a DA we received in the income and we were managed to spend less so 648 which was really a best year in you know

147recent times in 1928 as you can see the the the diem increases significantly less from 753 to 448 which is significantly less but we managed to decline decline the expenditures that means we have spend on stars in person second column but we managed it within the revenue that we received going to 2021 as we talk about it that the may revise came with 10% reduction which is 7 point 92 percent deficit factor it's almost $900 less so what that means is that we did not receive the any increase in funding but also we did we received the reduction that means the nine hundred dollars less for revenue 488 and as we know that this doesn't first step in column special education contribution it goes you know keep on increasing year after year which is a

148statutory and it so you know if you can locate it the following two years we see a slight increase of $17 $17.49 s that we see about 550 dollars each year and that's the statutory stirs impulse step in column and special education contribution and this is the overview of how you know funding is been really you know good in 1819 versus going really down with the governor's may revise and be as Mark said that legislative and governor they are in negotiation and they haven't come to any conclusion yet and legislative has the some parts better than governor's but yet we are seeing a large difference and that's going to put us behind in the cash and maybe we have to borrow money so that doesn't look good either moving forward too much detail closer look

149of stars and purse so pension cost is a larger in our district for like any other district but we have a slight good news right here if you look at year 2021 year it's a slight decrease so from 11 point 1 million to 10.2 and that's because governor has funded more two stars and fun stars and pearls so our rates been decrease for 2020 one year and twenty one twenty two beer so we see that decrease in the pension costs for our district but twenty-two twenty-three and twenty three twenty four we haven't received any rate changes from January to May device so we have left it as is but we are hope we are very hopeful that governor will you know give more funding to Searles and pers and continue decreasing this rates for us

150and that really help us in future another major reductions happen in the categorical programs in governor's may revise which is a few of our programs affected drastically like a career technical education incentive grant reduced almost in half this is three hundred and eighty eighteen thousand for our district adult education Block Grant that we received from consortium that also reduced almost by half a million which is huge for our district secretary ii specialized secondary program which is completely eliminated so is a special education preschool grant if you remember that we were very excited about special education preschool grant this year and we have received 1 million this year one-time funding but you know governor problem in January January revise governor promises to give us about half a million in special education preschool grant for one time

151but in may revised he completely eliminated so we we don't have that another big program that funding that we receive for our preschoolers it's a state preschool Street preschool we are not only reducing the funded funding by 7.92 percent next year we're also not going to be funded for any new spots so if we have any new enrollments for next year it will not be funded that's what it is in the maybe and that's why it's a huge impact on local agriculture grams as well and that affects our district really adversely because we get a lot of categorical programs any effects and it serves you know there are different different children's like preschool and those areas mark you mark your mute I wanted to point out this is a big difference between the legislators budget

152and the governor's budget the legislature is planning to leave all of these programs alone I have not seen anything about bringing back the special education preschool grant but all of the other programs would would not be touched under their under their plan if the best so there is a slight use in special education funding that governor came in January and increased funding for special education after such a you know after so many years and I think the messaging work that board and selfi and everyone said that the federal and state funding is not enough for special education I think it worked and so the funding that was promised to increase in January it stayed same and in may revised it was increase and that for us it looks about 800,000 for our district which is

153a good news for going to more detail in special education expenditures versus revenues as you can see we have seen this chart before and showed you before if you look at the revenue in the orange line M in 1415 we received ten million in similar amount we received in the 1920 after so many years we received the same revenue amount but look at the expenditures in the blue line which is eighteen point three million in 1415 and it increased to 24 point 1 million and also we have to increase the special education expect us to meet maintenance of effort which is what it means is that we have to spend the same amount of money that we spend last year in a dollar more which we always have to spend a little bit more than

154the other but which is always increasing so the gap between the expenditure in the revenue that's general fund contribution and over in eight years we have contributed we have seen thing increase about 55 percent in over eight years so which is even though with the increase in the funding in special education we haven't seen much changes in our general fund contribution and it increased drastically so I'm going to hand it over to mark he's going to go the rest of the presentation so another large difference and this time the governor's budget favors Azusa Unified when it comes to the federal cares Act distribution of funds there are three components of the cares money that they're they're looking at and and the first component is agreed on and that's the elementary and secondary emergency relief on

155based off of title one and so we've included that two point four six million in our funding and where we're including it as pretty flexible in how we can spend it there's a lot of there is a lot of debate as to how flexible that money will be and given the current language around it is very very sound very restrictive and but when you listen to what the governor and the legislators are talking about you're talking about it being relief course for districts so those two messages are not well aligned right now and the second part is a different amount depending on whether you're looking at the legislators budget the governor's may revise the governor is basing is and he's this is one of the things he's pretty dogmatic about that he thinks it should

156be her concentration districts only so all districts that are like us receiving concentration grant funds would only have access to the money and the legislators are wanting to base it off of your unduplicated count which is a similar formula for determining your supplemental concentration dollars or your year dollars for our most needy kids so if districts that are only in the concentration circle were only allowed to get it obviously there's more dollars to go around and that would benefit Azusa by by quite a bit so we would get seven point seven million dollars as opposed to six point four million dollars now for our budget and we did follow the vice of Lacko and school services and did not did not count any of this revenue again there was heavy caution one because the language

157is very restrictive right now around how you can spend the money and the money right now is stated that we have to spend it by December and and because of all those restrictions their advice was to hold off and on counting this as revenue the next piece is looking at deferrals so we're estimating that the i/o use or deferrals or 1920 will be around 10 million dollars and that for next year there will be based on the governor's budget 14.2 if the legislators budget is approved then that number won't grow and because they don't have the cash to give us another concern and it was a debate that went on is whether to put minimum wage on hold given the number of businesses that are going under right now let's see and that and debate

158ended with it is moving forward and minimum wage for 2021 will go up to $14 an hour next is nutrition services as I've shared with the board a few times Nutrition Services is is spending more than they're bringing in through through meal circus and so we've updated this chart to include nineteen twenty and I've also shared my concern and that nineteen twenty would be hard on nutrition services because of koban nineteen and the reduced number of meals source you can see that estimate from where they will end for the year with a decline in revenue that was pretty significant so about six six hundred thousand and that is because we're not serving as many meals as we would as if we're in brick-and-mortar yet we have all the same labor costs and and you can

159see that our and it costs increased and next years with the reductions that we're projecting the costs to reduce for next year and we're being conservative not knowing how we will return next year because if we return to an online-only or every other day that well drastically affect nutrition services method next I wanted to kind of go over a history what we stated or required reductions and just to have have kind of perspective so in at second interim we said that we would need to do eight million reduction in reductions for 2021 and the board did approve those so I've wiped that off right so we've accomplished that and for 21 22 we would have four point nine million in reductions or point for the following year and the following year after that 22 23

160we wouldn't have any and then I wanted to contrast that with what that would be if we counted all of the cares Act money this is not what we budgeted to be clear but if we counted all of the cares Act money as revenue and that would reduce reductions from what I'll show you in the next piece but it would it would make those reductions up to eleven point four million dollars for the twenty one twenty two school year and then four million and then three million the following year if and this is what we did book as is not counting the care exact dollars or adopted budget dollars we will have to reduce thirteen and a half million dollars in twenty one twenty two followed by four and three million dollars next you can

161see that on our trend with the two different showing where we are on the chart as far as reserves so again this dotted line and was interesting as we were looking at it it's the first time that we've seen that dotted line drop crease right there and that is because we're making we have less money coming in so our dollar amount to meet our three percent reserve actually dropped so you can see that in the slight down there but for a second interim which is really like the last great benchmark pre koban 19 you can see our trend what we're doing with the planned reductions I shared on the last slide and then this would be our adopted budget and you can see in this in this chart that we jump up to twelve point

162nine because we implemented that eight million dollars in reductions and then the sharp decline below below second interim budget because we're using so much dollar so quick and because of that huge 10% reduction the governor's proposed which you know is draconian to use a nice word so with that I will I will open it up for questions a couple quick questions to start at least so looking at this slide that you have on here now where it's talking about you know we see the three percent threshold just so that we're clear it's a rainy day fund I mean a reserve is a rainy I mean one could argue it's a contingency there's contingency funding that is there when when we're at times like we're in now the expectation is to still maintain that three percent

163and and that is still the district is still held accountable to that even when the rain has come correct and it and it goes beyond that right if we don't have a three percent reserve then we can't make payroll because we don't get dollars in in in even batches and so you need out of some money to be able to make payroll and 3% is 2 weeks of pay ok so then that goes to my next question which is with the reserve that we have in in place you just answer it already would that you know as we're looking at some of these deferrals do we have the reserves to cover those deferrals and that's the answer's no which is why we need to look at loans you know at least across lines so we

164we have enough for a year for 2021 under the governor's plan to scrape and I use that word scrape intentionally by we will be able to scrape by with his level of difference without borrowing for 2021 without even without borrowing from ourselves here oh no no from outside sources we would have to do inner fund borrowing yes but if the legislators plan like most districts everyone's gonna have to borrow from the outside unless you have a significant reserve you know like 30 plus percent and districts are going to be forced to borrow I am thank you that was one of my questions as well so my other question is in terms of the they care sack dollars so um I know you've said a couple times that the dollars are very restricted so what does

165that mean what can we use those for so as described in the governor's budget the dollars could be used to extend learning for students like summer school or extended learning opportunities and that brought students back additional counseling resources and so it mimics language that that is I would say in like title what would be a similarity or title to right so but it's all around extended opportunities to help students get through quoted so what are we adding for summer school what do we adding to help with mental health and and you know it's kind of a strange conversation to have about what we're adding when on the other hand you're reducing our budget by 10% so when you talk about those restrictions is that just that the the money in the governor's may revise or

166that all the funding so the two point four six million plus that whatever ends up coming to us so there's dollars designated for special education in the second batch and those are again around how do we help our special education students and recover their learning loss what can we do to help them bridge those gaps and then the other batch is is around both camps is around our supplemental concentration students write for Azusa so those those would be a very similar crime scene what are you doing for your unduplicated students to ensure they have access to come back or to do online learning and then you have to spend the money by December for all ten or eight million or for the two point four six million for all ten or eight million ten or

167nine okay yes and then my last question is just in terms of our you I'm showed our budget cuts for this year so I just want to be clear so in terms of the cuts that we're talking about in the budget that we're gonna adopt next week right these are the same budgets we that the budget cuts we've already talked about right there's not is there are there pieces additionally in here yes aside from the things that we talked that we've been talking about Offspring so this is counting that the 8 million in reductions that we've already done the two-plus million that we saved you know being virtual all of that is already counted in in our budget for 2021 and so this would be new reductions for 2021 now I will say we need

168that we can get ahead right so in 2021 we can implement additional reductions and those reductions can reduce that 11 million dollars so if you were to do an additional few million dollars then that has a huge effect over the next three years and the analogy is you know one cut today is is to cut tomorrow and three cuts in two years so I just want to I want to be clear I want a bit just I'm gonna ask my question again so so are you saying that between now this this what we have here and next week we're gonna cut an additional we're going to find five more million to cut or are we saying that this is something that we have to contemplate in the next couple months as a budget or what

169are we saying in terms of these additional cuts so with these additional cuts there's some unknowns we can't reduce we cannot lay on certificated staff unless the cola is less than 2% so I I just I don't want to go down like this I what I'm trying to get to is a trend I'm trying to trying to understand so the budget we adopt next week is going to have the eight million dollars cuts that we've already identified but it's not going to have any of this whatever five five to eight million dollars that you lay out here that's what I'm trying to ask right now it will not have at this point unless there's some direction it will not have additional reductions for 2021 well this is a budget hearing day so I wouldn't I

170wouldn't dissipate that between the public hearing and our budget and the adoption next week that we would make some drastic changes where the public hasn't been able to be notified of these changes so okay that's that's just what I want to clarify so that we that I understand that we will probably be looking right after we adopt the budget and making additional cuts that's what I'm trying to understand that would be my advice and to be clear we're saying additional addition looking at additional cuts for 2021 correct and then my and then my other question is is around so when you say cuts required for three percent reserve as the title says are you talking about a two percent reserves three years out or just next year to make yourself so three years out so

171you look in the green you can see what that reserve level would be I just I'm asking just for clarity right so we're not thinking that we're trying to get to 3% each year so that right now we're still budgeting based on on what we feel like is gonna happen in three year projections okay yeah and you kind of an interesting thing that you see here is the reserve percentage of 5.15 doesn't change from this year to this year and so you see it kind of remains flat with that thirteen point five dollar okay thank you those are my questions anybody else okay so we'll move and now you're going to 10.3 public hearing on the proposed budget 2021 2020 and 2021 in the reporting of district reserves pursuant to the requirements of SB 8

1725 8 so do I have a motion you open the public hearing and then we must all close it okay I open the public hearing thank you I've never done that before so comments if anyone has a comment they can raise their hand and I will bring them to the speaking queue not seeing anyone I make a motion to close the public the close the public hearing sighted okay motion by board member Cruz Gonzales I can need my board member Grier everybody in favor hi all right we're voting and so I forgot we're voting online okay and it passed wait I've got to get my right screen here I'm sorry and it passes five five zero and now we will move on to 2021 ten point four twenty twenty-one student attendance calendar and do I

173have a motion move to approval thank you do I have a second I second that a motion by board member Greer seconded by board member Ariana's any discussion I just want to say I appreciate that we have a calendar that's gonna end the first semester before the Christmas break so thank you very much yeah and I second that as well great super super grateful for that even in light of all of all the things that are going on where we're you know there could have been space to have a far more creative calendar to see that that that was still the case I'm even trying to like do the math and understand how that even worked out because I know that it didn't really work out Lester so I don't know if if so how

174that is or why why that is or but glad to see that it's happening okay like I don't know fellas a question from Portland for career it is not an even semester 50/50 split in the number of days deeper subjective process so the first investor has 81 days compared to 92 nine days in the second semester but keep in mind that some of those days in the second semester are are used for testing and things that actually happen in the second semester so it's not uncommon for a second semester to have more days than it should be lopsided so I think I need that better this brief shed some light as to why there's their father's was able to do that thank you okay I'm any other questions okay let's vote asses 5 0 and

175next we will move on to the consent calendar 11 point Oh 11.1 all matters listed under the consent calendar are considered by the board to be routine it will be enacted by the board in one motion and a format following the last consent calendar agenda item there will be no discussion of these items prior to the time the board staff or public requests specific items to be discussed if discussion is requested by a board member that item will be removed from the consent calendar and will be considered separately the superintendent and staff recommend approval of all consent calendar agenda items do I have a motion or does anybody want to pull anything off the calendar I move to approve consent calendar has is thank you okay moved by board member riyer seconded by board member

176opinion any discussion all right let's vote any passes 5-0 moving on we will be going down to 13-point 12-point o items pulled from the consent calendar we had no items 13-point no curriculum and instruction 13.1 approval of designee to the Citrus College regional consortium and make a motion to appoint 14.1 hey we should remember Rodriguez Pena seconded by a board member Greer any discussion okay seeing none let's vote passes 5-0 and at this point mm-hmm on to item four Jean item 14 point Oh Human Resources fourteen point one approval resolution nineteen twenty fifty four declaring insufficient number of qualified credentialed candidates to meet the employment needs of the district do I have a motion I move to approve okay motion by board member Greer hmm okay Thank You Yolanda seconded by board member pinyin any

177discussion can you can you clarify yeah this and and and what this I know it's asking about like internship internship relationships or whatnot that we have with local institutions what it what is this do great question I'm glad you gave me an opportunity to respond because on its face it it doesn't look like a pleasant item to accrue but this is something that we do on a yearly basis that were in the district sends a declaration to the Commission on teacher credentialing stating the needs for next year so we project a need for specific hard bill positions that require specific credentialing so we anticipate there may be some teachers that have not passed there and there's D classrooms are there they're glad and also other authorizations that's needed for their position and so we have

178to make a declaration before the school year starts projecting where these positions are going to be throughout the district the internship piece to this is a part of this decoration we have to share with the CTC that we have agreements which we have approved throughout the year in the form of MoU with different universities that support our these teachers in the situations with internships I think it complete their the credential and then I guess now I'm so as I'm as I'm looking at this one of the things that I'm wondering is I know that we had students that came to us and they had some concern a couple years ago because of you know the Spanish teacher or lack of lack of a Spanish teacher for a period of time I guess what I'm wondering

179is what does does this mean that we are anticipating that too those kinds of things to happen or this addresses that so that that doesn't happen the latter and yeah that situation was more for substitute and then filling a difficult to fill substitute position with a substitute because of the teacher that was on an extended leave this is for the beginning of the year so that we are able to fill these hard to fill positions that require special authorizations and I mean even then just to veer off the little the state legislature is exploring some some ways to waive some of the examinations that teachers have to take in order to do to get their authorizations and very very difficult lesson so every year we anticipate that there may be some teachers who are in

180that situation so as a as a manager bridges so that they have time to pass attachment bill though in district 8 with he'll pass this decoration thank you any more discussion he's seeing none go ahead and vote NASA's 5-0 and excuse me Jerry yes I should have interrupted earlier at the end of consent calendar but I just wanted to share with the board that as part of the consent calendar they are welcoming Oscar Aoyama to the district who he has been here but now in a new position as assistant principal at Gladstone High School and he is here with us tonight so Oscar would like you to say hello and a few words you're muted Oscar can everybody hear me now yes well good evening dr. 185on it passes 5-0 now we'll move on to 16.0 policies and bylaws 16.1 first reading amended board policy and administrative regulations regarding students a minute BP and AR 504 5.3 non discrimination or harassment is there any discussion or questions yes I have a question regarding on VP five one four five point three in the bottom of the page where it says unlawful discrimination including harassment intimidation bullying or result of physical verbal or nonverbal I like to know why why we don't have something in here regarding cyber bullying because now you know students that's the way they communicate either through Twitter or through there's so many different different ones Facebook this for all people but Instagram and things and I just want to know why is that not in here oh okay we put in here

186I should say I can address that Yolanda there's actually a board policy and an administrative regulation regarding bullying already I did see that in the next in the 8r but I don't see what we cannot enforce it in the board policy in the VP III did see it in the next page yes thank you well I think you mean for you saw the other thing I'm seeing it in the the AR five one four five point three the second page right to it sit in there it says bullying and cyber-bullying including exception on social media bullying that the one you're talking about yes okay yes I do see it there all I'm saying is why can I not be included under BP also I guess what I'm saying is just separate there's a separate policy

187entirely for bullying but I feel that cyber bullying is also has to do with harassment and this has to do not this termination slash harassment I feel that's part of harassment if I read it properly it talks about will say that a student is will say he's afraid to come to school or it affects their education I feel as part of bullying so you are you requesting that we add some language to this policy referring to bullying specifically referring to social media cyber bullying yes okay that don't really question thank you okay anything else alrighty item 16.2 first reading of many board policies BP and administrative regulations AR regarding instruction emitted BP and AR six zero to zero parent involvement BP and AR six one one five ceremonies in observance 22 zero to zero any

189about how do we do the Space Foundation and she took the time to find the attorney and to see what was a proper way of doing it and I really thank her for that because we had been using it wisely for our students and our schools and that was the purpose of just of the AOL foundation and she played a big part in the measure care our school on and like I said that's just to name a few what she would be truly missed and I just want to thank her for all her service thank you thank you you're all very very welcoming I've really truly enjoyed working with you and Azusa is a wonderful district I know under Arthur's leadership it will continue to excel in May with waste and thank you all for
