three of our middle schools as these students that have overcame obstacles in their life so they received like a goodie bag and they have a plaque in their school site that has their name on it for they'll stay there for a year and a USD I want to thank them is the first time they'll really ever gave them certificates from the schools so the kids are the girls are really excited about that I also went to the zeusian if I could just a scholarship night I'm going to congratulate all the students there ninety two scholarships between the three high schools the zuzo sister city gave up for the first time there thousand dollar Azusa Zacatecas scholarship and I'd like to thank every other organizations that contribute and also the individuals that gave scholarships and continue
to come back every year because I do know that the students are in need when they go to school for their books or materials or anything that they need so it's really appreciative that you know we help these students move forward I went to a memory school 100-mile Club this year I reached 75 miles again I really wanted to reach 100 miles but blew it on the rain you know that's all right raining so much and then the next day was to money so we couldn't walk so next year again I went to class on high school they have their art gallery I'm always so impressed with all the projects that the students from all the middle schools and the elementary schools they do this every year and for the first time my grandson he
did a portrait of a hamburger he works at in and out and it looked really nice doke it was very colorful and that's the first time he ever was interested in art boxing when you went to Sierra high school thanks to Elaine Strickland she had him in her class and you know he's been an art hurt artsy person but you know she really enjoyed she's such a great teacher and I guess he when he went back to Gladstone's he continued with mr. Domo and and he entered something out that your grandson has a picture I think he does yeah my daughter wouldn't you need to go see this right of course a big old hamburger really colorful and everything also csca went to the barbecue it rained they came out but thank you CSCA it
was delicious everything was good I want to pair my elementary school and their musical these students did a fantastic job these elementary school students you know they're singing and they're dancing and it was so so beautiful but I want to thank Rosie teacher Rosie Herrera Regina Busey Laura hangs and retired teacher alluring songs they did a great job with these students when she's lost in middle school the Pantera of course every year everyone loves the Pantera - watching students videos and the great sound effects that they have in there we see the dual award and mr. Coburn does a fantastic job with these students I want to be sure that they continue to do it on to high school cuz I know Gabby's son he's really into making movies and and and I think it's
good that they you know I think these kids have this imaginary mine and we need to help them use it I want to see her high school the senior T Elaine's sticking with the singer T for these young ladies every year and it's really nice they have T teacups you know crumpets and things that these girls are not used to eating and and and you know how do we hold our cup and they're all like you know they're laughing about it but but it's new to them this is the first time we also had the the boys had a luncheon thanks to mayor Roach and some donate donators that they brought they had chicken and ribs and that a motivational speaker which was um chief hunt and marijuana and I also want to congratulate all
the students that graduated from high school the middle school students did receive promotion the ESL students ceremony that they had certificates the intermediate and the beginning students medical class from the Adult School the nurse pinning ceremony and I want to wish all the all the students or Dean young in a good look and god bless in the new jersey a new journey in life I like to I was very proud to give my grandson his Frank um use the pillow have a great summer thank you and for me I only have one comment and that is I just wanted to announce so everyone knew that on June 27 and we're gonna be going through a street for the district a strategic planning process and I'll just say when Linda first came in I'm right or
wrong we went through a process was just that just included the board and our superintendent and I think that we saw the effects of that in terms of building a slower buy-in to the work we're doing I think I thought oh you could probably attest some of that pieces I mean although I think ultimately we're on the same page right we want to we want our kids to graduate ready to be successful and well-rounded but I'm really excited that we're gonna be so inclusive of not only staff but more importantly our parents and our students we're gonna have a large representation from them because I think with the work especially that we've been doing with the pack plus engaging students that really really our community is driving the work that we're doing so very excited
about that alright so and we'll move on to comments and requests by superintendent and cabinets or reports actually sorry not requests so mark hey Jorge dude oh Linda yes I'm going to continue the conversation about the strategic planning workshop by showing how this fire I hope we get a nice picture of that this is going to be an important event for us and I am also very excited of the fact that we have students teachers we have our union representation we have representatives from the schools both teachers and and administrators and then we have different all the department that we have here in the district also it will be very inclusive and with a facilitator who has got a great reputation for guiding people together and working with us to come up with what we
think is best for the district great thank you moving on we have we have item 9.1 student matter final settlement of the Office of Administrative Hearings case number two zero one nine zero four zero eight fourteen student number eighteen nineteen one - 54 but yeah but you had this the summary for so you could still go motion is our motion to approve the settlement thank you okay there's a motion by a drinker second by Yolanda Rodriguez Pena any discussion they saying now please place your vote motion passes five-0 moving on we have general functions and general under general functions we're going to start with 10.1 approve the 2017 2020 local control and accountability L cap annual update so I'll remind the board that we had our public hearing and discussion at the last board meeting
on this piece so unless there are further questions I'll entertain a motion a motion by Joey barbers vocals second by Gabriella are they honest any discussion okay please place your votes motion passes 5-0 moving out we have item ten-point to approve the district's 2019 2020 budget I will again remind you that we had we had this agenda item last meeting a week ago where we discussed I had a presentation and discussed and asked questions about this is there a is there a motion to approve this item I'll make a motion second motion by a drink we're stuck in a bike up by Yolanda Rodriguez Pena any discussion seeing now to place your votes motion passes five-0 moving on we have an information item 10.3 Saturday school 2018-2019 report all right so I wanted to give
you an update or a summary on our Saturday school work that we did this year and share a little bit about the revenue that we were able to generate and some of the outcomes so we engaged a lot of kids and this is obviously some kids are coming more than once but we had six thousand eight hundred and fifty kids or attendances taken where kids showed up on Saturday we recovered over 5,000 absences which is a lot of absences um with our with our Saturday school program and this was kind of our roll out year and so if we do this in the future and if we started at the little sooner we would definitely have more next year and we were able to recover not only dollars but we were also able to recover
instructional time so we recovered a hundred and twelve dollars of actual revenue that came back to the district office thousand yeah I'm sorry 112 thousand dollars yeah it wasn't you know even for a hundred twelve it was a lot of work but that that brought additional supplemental concentration dollars back into the nineteen twenty school year it brought base dollars back into the district but it also provided opportunities for our kids to have additional learning to engage in some fun activities that they got to participate at all levels from cooking classes to art programs to and just science experiments that that kids would do and teachers came up with some amazing projects that they were able to engage kids in learning with and school sites got to earn forty thousand dollars for supplies that they're going
to use some of which they got this year the majority of which they'll get and additional dollars for supplies for next year and so across the board it it was a success so we're very proud of the work that our principals did to put this program together because they took on the majority of the work and the teachers that were in the classrooms leading the work and our families for believing in us and sending their kids and having them engage with us in this in this first year of our role I have heard nothing but good things I mean I hear it all the time somebody say oh my kids love Saturday school this is so cool so that's great great any other comments or questions alright great we'll move on to the consent calendar
all matters under the consent color there are considered routine oh and will be taken in one action i'm anybody wishing to remove an item to discuss should do so at this point yes I want to go ahead and pull line eleven point two six great and I will I'm gonna pull eleven point fourteen and I'm gonna pull 11.10 and I know what yeah I know right eleven point two six also for me all right so we're pulling 11.10 eleven point 14 and 11 point twenty six okay with those three items pulled is there a motion to approve the consent calendar welcome to fruit I'll second motion by cam di latte on a seconded by Jerry Bibles logo any discussion okay saying them please place your vote place your both mouth please motion passes five-0 all
right now item 11.10 now becomes 12 point 1 so little this this 12.1 approval of consultant melissa manning yes so could could we're just going to get an update on on describing what this is so so it's 13 almost 14,000 for nutritional services website can you just describe for us what what this is and what we're receiving as a result of this so i will do my best and if i if you need additional information amber is here to help answer questions but this consultant is a registered dietitian she does the nutritional calculations for the meals that we prepare and all of that information needs to be entered into our nutri Kids website and is also required by the federal government our nurses and need it for students with special dietary needs and so that
information is used by them to make sure that we're with kids that have dietary restrictions or receiving proper nutritional guidelines so that they need alternate meals we have those available and when we have new meal new meals ready because we do those four times a year then she read does the calculations for those new meals that we put together I have a question on that so when um students are are needing a diet a new meal because of their diet um do parents need to bring a doctor's note is that how the process is because that it's not readily available it has to go through a process right correct so in the meal application that we put out it has very specific directions as to how you can submit and it has a process which
you can follow and you can put in for what those dietary restrictions so it's a peanut or a nut or whatever allergy thing you can submit that with the meal application and we'll make sure that those students have special meals prepared just for them so they would need a doctor's note or just I'm really glad that we have that option for parents and that that is readily available for them thank you and you this consultant comes every year every year we need to approve her to do just that you mentioned her duties are correct we've had it every year if if we had a registered dietician on staff that's something that we could consider removing but at this point we do not have somebody that has that on their resume and it's required by law
to do this it's highly recommended I don't think it's required by law but it has been an audit finding where it hasn't been done correctly and a few years ago and so at that point is when we made the transition how long have we been in common contract with the registered dietician it's a good question amber would you happen to know that off day I've just just wanted to send the function so then that means that nurses are looking at looking at their the students that are at the school looking at what meals are coming and then proactively provide suggesting alternative meals for students that have particularly geez know any other questions all right our motion I'll make the motion second okay motion by a drinker so I can buy a lot of Enya any
discussions sing them please place your votes motion passes 5-0 moving on we're moving on to item 12 point 2 which used to be 11 point 14 approve contact with the city of Covina first school resource officer at Glaceon high school so I pull this item specifically to vote against it as I generally do I will just say publicly I appreciate our police I think it's really important for us to have good relationships with our with our law enforcement and to have them have positive interactions with our students um but I think that at one point the cities were getting federal funding to pay for these and so it wasn't costing us and at this point we're making a budget choice to fund this and I think that if we're going to put money into making
a more positive climate in our schools I would my preference would be spending it on expanding restorative justice I'm doing doing that kind of work and so for that reason as well as the reason that I feel like I've always said if they're just going to be there to create that positive interaction I might change my mind but I see in the contract that it also includes enforced law enforcement and so that makes me feel very uncomfortable and so for that that's why I pulled the item and I'm going to vote against it so so can you please elaborate on you're saying you're gonna vote against it because of the fact that they are contracted to be their resource would you call it a resource officers so they're supposed to be engaging with students interacting
with students bringing programs to the the school site and this is not effectively happening so no I'm not saying that I'm not saying that it's not effective what happening but we are paying the police officer salary to do this work and my feeling is if we're going to invest money in trying to create that positive environment that that I feel like we should have find other ways to be able to bring the police in for those positive interaction without us having to pay for a salary of a police officer and so what's the difference between I don't see one here for a sousou's a high school they come they'll come at a different time right Linda so these Department for services to both Susan high school and the now I'm seeing high school located at
Gladstone and the Quahog police department it provides the services over at I'm so glad so Street yeah that's in high school is we have the jurisdiction of Covina police department we previously had seniors go over 30 campus in Glendora and so they had a resource officer from Glendora those departments presented the agreements when they forgot them finalized and ready to go so we've come at different times so you're saying she don't need that um the district should not have to pay for them and who else would pay for them well no I'm saying I I think that I'm I'm okay with not having a police officer full-time on our campuses if that means if we if we're not going to pay for it I'm okay with that I long time ago the reason it's I
think District started having police offers on campus is because there was federal money that was given to cities and the cities were able to provide that for free to districts um and then at one point we were cost sharing with the cities and then now we assume the full cost but well I think it's important that there aren't captives because they do interact with the students but also to safety issue I don't feel that we'll say the security where our our school campus of turkeys some of the things they should not be handling the students in case of emergency there's certain things I don't think that they should do or the campus security that a police officer will do that it's right there on campus so I vote for them because I and I do
know that they meet with the students I'd like the one in azusa high they give awards to the kids and you know kids have to also not fear the police you know I feel them being there that they interact with them I see them talking to them and so I I think it's needed there I have a positive experience with them because I got jumped at it in junior high at a football game and the SRO was right there took care of things inside the rest of the year he and I had a very good relationship to make sure cuz I had the games after me and it was he made sure everything was in my parents could relax knowing I was at school and any time there would be somebody that I could grab
right away so that that's my personal relationship with it so I definitely approved and yeah similarly I know that I had there was officer Bob Bob quits was was the SRO when I was at glassful High School in and I still remember how influential he was in my life but because of the role that he played outside of him being merely a law enforcement officer so so it makes me wonder then if we're if we're funding the salary what's a do we have then in in what the officers do on on our campuses to be able to bring in restorative justice practices well that's governed by the by the Emily that we have with them so I mean there are some districts where they even have at the MOU specifies that the district has final
approval over the officer we've never had something I mean so they're their avenues I mean there are I think for example Pasadena Unified partnered with ACLU to develop modeled language for their sorrows I mean I think so that we could we could look at some of those things I think at this point we have this contract in front of us but but ultimately I still feel I I just feel that you know that I mean that you can create those positive interactions without having to pay to have that person on the on campus full-time have a little bit this particular loan is improved for the previous year and that is because the person I only have the as well on a part-time basis a classroom high school they say we'll have a full-time person and
I think the chance I was introduced to the person than any of simulated the police department thing has worked over last night change their model of the writing resource officers to install or else to have full-time class as well as another district charter work is also going too much to this approach to so I just assume that the person who is any a woman a police officer and possession and is now coming back to help schools and work with students can we have this is this something that we could have a conversation about over the course of the next year so that by the time just this comes around we can consider creative means of yeah yeah I mean I think I think that's good I think I would even suggest maybe we do have
broader just a discussion around creating a positive environment and how do we do that let's get in front of them it's best well be some orphan it would be a good discussion to have you know I just wanted to kind of add to that I knew that the criminal justice department at APU has some funding for a sort of Justice program and so they've been wanting to connect with us and so I think would be a really good idea to kind of bring them in and because they're their students need the hours and they need outreach and we need restorative justice and I I agree that's that's a great Avenue and so exploring the possibilities of also connecting to other resources that we have that are in our community would be a positive by the
way I totally respect your opinion in that because I do understand yeah exactly I don't you feel okay so is there a motion I'll make the motion second motion by a drinker seconded by Yolanda Rodriguez Pena any discussion CNM place you're both please Rocha passes for and favor one against moving on we have item twelve point three which used to be 11:26 approval of amended and new board policies and administrative regulations regarding VP and AR 51:31 point to bullying and board policy and administrative regulation 51 point 32 dress and grooming so we will take the bullying one first and I want to go ahead and it's the discipline corrective actions under that page for your on the it's on the third page at the very top of the third page right is that means that
we're talking with our fourth page administrative regulation all right so it after disciplined corrective actions right under that the second paragraph when appropriate based on the severity of persuasiveness of the bullying the superintendent or designee shall notify the parents guardians victims and perpetrators and may contact law enforcement so I want to go ahead and open up for discussion I I would like to go ahead and remove when appropriate based on severity and or persuasiveness of the bullying and just start with the superintendent or designee shall notify the parents it is very important for parents to be notified anytime that bullying happens we don't want an incident where a child was bullied and the appropriate you know the the superintendent or just anybody an administration believes that we should not contact parents I think they should
be contacted at all times so for that reason I would like to to open it up for discussion and is this Gary here no so I I just want to ask a question because I think we had a conversation last time and Gary made a comment about how there's a there's a specific definition of bullying and so not all negative interactions would be considered bullying right so I mean if we're dividing bowling as reaching a certain threshold right I mean I think that's that's a good suggestion Gaby some cross out first right that first sentence and just start with the superintendent appropriate based on the end of the sense or destination or the parents guardians and victims and perpetrators and we contact the law and make content law enforcement in cases of bullying or in
cases of yeah because you crossed as a threshold or not if there's a report of it or there's a suspicion yeah that's reported appearance but I still think having language I don't know that every time every time when we suspect there's bullying we we call the police because you just what you just said is different than what Linda just what gap what Linda gage really just cuz you what did you just say right now so something something all the lines of in instances of I don't know if he would say alleged or reported bullying because because it's possible that like you're you're saying earlier Sheila name that there's a definition of bullying so it may not reach that threshold but if but if someone is if there's an instance where it's believed or something believes
that there's bullying I think it would be wise to communicate that to parents whether it fits a full threshold or not so that's different than what i what i was saying cuz because I kind of feel like I mean we are what I mean and maybe this has to maybe we need to go back and maybe have a stuff think about this but what I was thinking was I mean so we have a definition of definition of bullying excuse me and we have theoretically trained our staff to be able to recognize and make that judgment because it is a judgment call all right and so we've asked them if there is bullying that needs to be documented right so to me at that point it makes sense to make sure that the parents are informed
it doesn't make sense maybe if let's say something interactions happening negative interaction they made an assessment decided that it doesn't meet that threshold I think what you're saying is they should be informed that I'm saying I think that it should be once it meets is that that threshold so I think last week what we talked about is if something is reported even in the event that it's determined not to cross the threshold of bullying that there that we would have documentation for it what page prior to that is what right the change at the bottom edition so so that is now reflects what we talked about last last week and so now whether whether it is or not bullying right if it is reported right House believe that instant will be documented right yes it
says additionally the principal or district compliance officers shall document the allegation in the district the district's students information system that's at the bottom of page three you may have a student who doesn't he's getting bullied or she's getting bullied and they don't say anything they just sit there going okay if I keep my mouth shut maybe it'll stop but if you have a teacher suspecting something's going on then yeah so it's an intervention a little earlier so for example I'm just gonna give an example so a student may report hey so-and-so is getting bullied to the principal counselor or whatnot so they investigate they find nothing but yeah it is happening so so can you please clarify what happens right so then so then what happens so based on this right if the report comes
in so according to this if the report comes in as bullying then we have these on this now on obligation to document that once investigated if the incident [Music] documented on so and so date report that so-and-so was being bullied after further investigation bla bla bla bla bla bla about that again whether it's bullying or not would have to be documented now okay and so going back to so that's what we're removing when appropriate because what I would like to see happen is that even that first instance of that one time the parent needs to be needs to be notified because of the safety of that child it just takes that one time you know of that way the parents aware of it and not to you know and and to be able to to
to communicate with the parent because we don't want it to be you know one day too late so how do we so since we're how do we address that like instances are reported bullying or what do you guys suggest well I think I mean I think we're just sort of can't maybe we can ask the staff to go back and think about this piece and come back to us because I because I think I'm saying something different than the two of you are saying that you feel that the parents should be notified as soon as something's documented because now we're about documenting documenting all reports that the parent should be notified right correct and this that's not what this policy says nor what Linda just said we would change it to doesn't do that either
so I would just recommend that we have the staff look at that and the implications of that and then come back to us so that we understand what it what that means and then we can either choose to move forward with with what you guys are suggesting or not but I also want to make sure that as we make these decisions that and we'll see what the next board policy everyone talked about like it's I think it's important for us to make sure that we're thoughtful and think through the implications of what we're seeing okay are you guys okay with that mm-hmm so it'll come back to us at the August meeting sure okay all right and then and then our third oh you'll work with Gary to think about this and probably principle in
terms of just how this affects us okay all right thank you I'm moving on we have we do it we're gonna discuss Yolanda you wanted to pull the other board I like to actually um put the item 11 point 1608 r5 132 yeah yeah so we already pulled the item so I mean no we discussed now we're gonna be done like I like to UM bring this back to our second reading or table it there's several questions and and I think we need to look it over again okay I think we need to get so it you just want to do another reading and I vote on tonight you are the things that you want to discuss about it at this point to sort of highlight where nobody you know I guess you know we've
discussed it I just liked your table because I think there's quite a different things here I mean my concern is okay we'll say on the ar5 132 1 versus shoes shirts walls must be worn at all times this the recurrent article of clothing must be worn in such a way revlon are covering and then it says the nipples growing and buttocks i I feel it should also add on here West or cleavage also on the other than just nipples like what but you can have band-aids on your nipples and you can just walk around that's ok ok so that's ok that's one that's one cuts that you have is it are there other concerns um and then also on item 3 where says um hats caps and other head coverings shall not be worn shall
not be worn indoors I think you should not cross that out it's crossed out and I think it should be not crossed out if you go here in the top assess each school shove your log students to a Sun protective clothing including not to limit hats level of law outdoors now indoors I have seen students because I have gone to several schools as you know and they're having their hoodies on in they're working in class or hats and you have to like really low or the hoodies are over their head you know you know they studying or the asleep or the awake I feel that they should not have to work outdoors yesterday some protection as this says here I'm just talking in the classroom I don't think I think we need to not cross
that out up here on top it says right here for all dos during use for some protection inside there's not a Sun then we see and an item for clothes shall be sufficient well Gary's not here but my question is so okay so um excuse me clothes shall be sufficient conceal undergarments at all time waistband what does that mean I my neck strap means but a waistband of your pants at least friend of your underwear the waist what we spent are we talking about it's referring to the undergarment I believe so I don't want to see someone's undergarment yeah I think in this particular case is 100% about the waistband of the undergarment so if I'm sitting down and you see my waistband no not going to read the waistband of the underwear I disagree
with that I don't think we need to see anyone's underwear I don't know that seem like you know starch I mean you don't want to see someone to Ross drops just a personal fashion choice because they're making bras that have leaves and all kinds of stuff so I understand Jeremy but I think it's a distraction in the classroom to be showing you bra or your underwear band or whatever it's a distraction I respect you say come one of it one of the pieces that we found out was that students maybe we're wearing a shirt and they're brought up maybe like it maybe just showed by accident and then they were being sent to the I love too harsh no I know but okay so where do you limit how much of the ball how much
of your waistband huh I mean is there so that my point is that we have to I think that we have to be thoughtful about the choices that we that we make so I so you've brought up three specific issue that you're concerned about are there any more on here that you're concerned about no okay so so so on the first one they have to wear a shirt red blouse so they cannot come with maybe the example you gave you have to wear a shortened blouse when you do they're a certain loss it must be the mature must be opaque one cannot say the nipple so coming without a shape and just putting a bandage would not be allowed because they have to wear a sure I don't mean they're gonna work Amanda but I'm
still talking about the cleavage or the breasts yeah and I mean I for me I think you know I think there's a lot of shirts that show cleavage and it's not I mean there's different amounts of cleavage you can show and I think you think about a regular v-neck you man and you're a Busta Busta child student you may show something that maybe somebody who's well so so yes so I think I don't know I think I was to be very thoughtful about about we have what what maybe I would like to recommend is we we do not though that there are some some districts that adopted more that moved away from sort of restrictive policies and I think it would be helpful for me to see what those districts have done there's there's a
handful of the states that have done that mmm-hmm and maybe that can give us context for this yeah before we before we make an adoption yeah I mean it I agree because I mean I I think I'm aligned with Jerry I think I would err on the side of being more just open about this and really using you know having people use sound judgment and I know I'm hearing from you I think you you prefer some restrictions um so I think it'd be awful for us to see what these other districts have done and then I had this Gary said this state of Oregon statewide has changed things so be good to see what they've districts within even the San Gabriel Valley I mean you know or neighboring people I would like some I have
a question on that so I know that when the young lady came and she had off the shoulders shirt I don't know a jumper so are so number one does that mean that they're able to go like that to school is that is that what it is this policy let's it and it also would allow a student to learn off the shoulder thing with a bra strap showing right if they so choose but are you guys okay with baby doing a second reading of this as well and then they bring the samples back so that we could look at them and maybe you could share with those with the sooner than later so that we have time to look at them and maybe provide feedback before so we maybe have something I'm gonna Curtis here
yeah I just I just want to make sure that our our girls aren't being sent the message that their bra strap is making guys go nuts and that they can't concentrate and we consider their the boys education more important than the girls and sending them home that so as long as we can deal with it without that I'm good okay um the other thing that I was no no you're fine you're fine yeah so let's let's let's do that and then so maybe you guys can review that over the summer um send some feedback and if you have any in terms of those policies and then we can look at this again oh I know my question all right so I mean so I think the intention was to approve this end of this school
year so that you could implement next school year right in terms of do these pieces go into like a Student Handbook those kind of pieces so that means that this would this would be paused delay this inclusion of a new policy so we would start the school year with the old policy it was correct so I I think that's okay until that we review and we want to be sure what we may not and then actually can we ask you for clarification on 11:26 we've talked about the to a ours the air for bullying in the era person coming we have not discussed the to be please there's a banking here or bullying in a policy where there aren't as many are you if kind of those two do you wanna go ahead and amend
this item to those two more policies and then continue work on the errors no I think that we we should take both and review them again and come back it doesn't be right now I have any questions and concerns about the board policy on bullying or the board policy on Jason crummy okay thank you all right so we were not gonna so we're not gonna take action on these on this item or shall we table it to the next agenda or do we just think that that's really the question of you know do you want taking the action contain it at all or do you want to just take this for the table any person action so I'm saying do we just turn into info item or should we take a do we should we
take an action I think I'm asking Robert let's just take a look at the table for the next one to the next those are motion to table this item to the next mean I'm motioning to table this check the next general next-gen I mean that regular meeting yes there a second second a motion by governing body on a second by Yolanda Rodriguez Pena any discussion say no please place your vote motion passes 5-0 moving on we will move to section 13 we have 13.1 public hearing on the Agusta educators association CTA any a a collective bargaining proposal for negotiation between Azusa educators association and they just Unified School District the AEA proposal is there a motion to approve check it motion by Jerry bubbles Vogel seconded by Yolanda Rodriguez Pena any discussion seeing them please
place your vote motion passes five-0 moving on we have item 13.2 the Board of Education is required to officially adopt these educators associations collective bargaining proposals for the 2019 20 fiscal year negotiations that's not a motion or I guess we're officially the motion is to adopt their collective that collective bargaining proposals is their motion and they I'm sorry we need to go back I did this wrong all right so I'm going to open the public hearing we're going to redo it on thirteen point where it's going to take it want to take a roll call vote I'm going to open the public hearing on item 13.1 anybody wishing to address the board on this on this on the proposal for negotiation between a EA and as unified would now address the come to the podium
okay seeing none I need a motion to close the public hearing motion to close Oh Jeremy that's okay that's fine yeah all right okay so there's a motion to close the public hearing by gabriela motion by gabriela are they honest I'm gonna bun Jerry Bibles logos any discussion okay seeing them please place your votes we already will roll call Adrienne yes Yolanda yes so viola yes Jerry and I vote yes motion passes 5-0 now we move on to item 13.2 and now we are going to adopt their collective bargaining proposal so is there a motion to adopt the collective burning proposals I'll make a motion second motion by a drink we are seconded by Jerry Bibles Vogel all in favor or a discussion sing them out please place your votes motion passes five-0 moving on
we have approval of the attentive agreement between these just Unified School District and these is the educated Association CTA any a is there a motion motion to approve second motion by a governor law Dianna seconded by Adrienne Greer or any discussion seeing them please place your votes motion passes 5-0 moving on we have item 13.4 approve the amended student teaching agreement between California State Polytechnic University and Pomona and these dis Unified School District is our motion and make a motion to approve 13.4 second motion by Yolanda where you spend a second about Gabriella are they honest any discussion seeing them please place your votes motion passes 5-0 moving on to section 14 Business and Finance we have item fourteen point one approved price increases for paid lunch meals effective August 22 2019 their motion I'll
make a motion are you want ask questions okay why don't you why don't you explain what's happening here so Nutrition Services is currently deficit spending they've used up all of their reserves and part of the requirements and put on by the federal government is that when you are deficit spending and even before you use up your reserves you are required to adjust prices up to the federal limit and so this is in response to that requirement and we're going up just a small which is 25 cents on some of the meals not all of the meals so one of the breakfast is remaining unchanged which is Elementary and then so I have a question what does that change your application on the ratio of the income at all or that stays the same the chart
stays the same no those those are set separately than what is charged because you're charging more money so I'm just assuming you know it does make sense but it yes they're not they're not connected so how are those how are those the criteria for eligibility how are those created those are set by this federal government yes those are those they're by federal government right I was just gonna say and so basically if we increase the price we're gonna get more applications for free and reduced because it may take some people over the threshold which wouldn't be bad understand it all right more people might actually do it because you know okay it's just a quarter I can do that but if it's 50 cents more or whatever they may sit there and go I've got
four or five kids in school that's as much I try to get delicious lunch now when they wrote it out before and then for you is so remind me how much to do reduce price students paper in our district they pay zero so so this won't impact any of the people that are sort of in between not being eligible and eligible for full bills I think there's a lot of piece of good news it's not directly related to this but you should time and very excited we have next year Sarah center Foothill Dalton lady Magnolia Murray paramount and valid L which have qualified for free lunch for all students so and that's through our CEP program and how can the other schools be qualified for that or what does secretary for them to have this
privilege so that's one of the things that amber Stella and myself worked on and recently which is there's a formula that goes into place looking at how many students meet the criteria and the criteria is a little different than just free but it also looks at folks that qualify under other other provisions where they're receiving other federal just another schools qualify in the future but they can yes so the more and more and but what was the increase this year and we more qualified this year than last year to more yeah so we are moving forward as much as we can so it's not only free and reduced lunch that includes things like CalFresh so people are therefore signing up for other benefits so the more we can get our community to sign up for
other benefits that increases the number of students that are pieces of the percentage of the students and then and then that makes us eligible so so I think it's in our best interest not only to get kids to the parents to fill out the free reduced lunches but also understand what are other benefits are available to them and making sure that they know they have the opportunity to sign up for those does that only help us right mark exactly and and it makes it easier on the parents as well so all the students of these schools they only have to fill out one meal application which is a different meal out and for one time they're kind of career at that site so if you're at an elementary school and you enroll in for us
preschool we can watch you go all the way through fifth grade you know how to do one application that whole entire time the ear at that so you can do it online now right this one it right now is just paper but the regular meal app yes the yes but at these CEP schools they have to do a paper up but they only have to do it one time and that gets them qualified for us to receive our are other programs like title one or I'll lcff supplemental concentration dollars so it is it's helpful in many ways for us to have these schools qualified for Nutrition Services and for the district at large is it isn't it though it I want to say it's three years that what is the duration that I've in a
school gets the the free lunch for for all students so we can come in and out of the program as it makes sense so if it no longer makes sense per site then the following year we could we could exit the program it's not an annual basis that what you're saying so it's a formula based so and kind of simplified is based on the number of kids that would qualify as free and then the ones who would qualify is reduced we put those together and let's say it equals ninety one percent of the kids getting a free reduced meal and so the federal government pays us 91 percent of everyone's meal that eats that's a very simplified version of it so instead of us getting a hundred percent of the free meals paid we get
ninety one percent of every meal paid and so it that's why the formula really has to work out where we can get the majority of those dollars in because if we go into you know getting 75 percent of a meal paid then you know obviously that's gonna be a bit strict right so that's the context within why we're now making but then remember - why why would it increase because yeah we're doing the increase because we're required to increase the cost under the federal title five mandates and because of our deficit spending and just just be 100% clear our encroachment on the general fund for next year and it's not going to impact our low income nor moderate income families because they if they're eligible for reduced-price and they get the free well absolutely correct
mm-hmm hey great so now with all that said is there a motion to approve this or make a motion to approve 14.1 second motion by Yolanda Rodriguez enya seconded by Gabrielle are they honest any more discussion seeing them please place your votes motion passes 5-0 and with that we will now adjourn at 6:06 p.m. thank you very much for the brief the shortest meeting and straight me
