001order PABs 704 and we are going to start with the open session we'll start with [Music] all right Jerry just want to let people know that I'll be running the meeting tonight and just in her place so we'll now move on to item the agenda there is one addition to the agenda that is item 5.1 recognition of Sandy airing on her selections by the California Coaches Association of the California and the California female athletic director of the year [Applause] [Music] no movie on 5.1 it is my pleasure to congratulate you sandy I had the privilege and honor of working with you as princesses in high school she is by far the greatest athletic director not just a female but for everyone and she's highly respected and admired by her peers she mentors lots of people

002but I think what I want to share most importantly is that you are a remarkable human being you are a person of integrity you stand for everything we try to teach and model for our students so it is our pleasure as a family this is identified to congratulate you we are extremely proud of you and I know there's a certificate that I think one of our it says it's at the office we have a certificate but I'll give you a hug for now congratulations [Music] [Applause] [Music] [Applause] [Music] so item 6.1 this is an opportunity for the public to address the board on agenda or not attend to items no action can be taken on non-agenda items individual speakers may be allowed up to three minutes to address the for any agenda item and then

003I also wanted to say just a few please be respectful of the three-minute time you do have quite a few speakers we want to make sure that we hear all of you and your viewpoints so that they said we'll start with the first speaker and that makes them all we're gonna we're not going to know what - you're an illness back there so we're gonna start with [Applause] [Music] thank you I like to address this item 12-point modeling your agenda which is the district successfully in the office administrator a matter of districts statement a reduction in force that's where the m12 TVs were eliminated these employees field hearing there's a long you know what's ironic is that looking at the yeah budget for 2016-17 a 1718 one item that caught my eye was dealing with

004conferences and I see that in 2016-17 fiscal year total of six hundred and eighty nine thousand behind in seven dollars were spent by this history Frances and I also see that 2017-18 budget cleverly estimated 336,000 hundreds of dollars it's almost a million dollars those two years and they looked at the city by Susan council City by two by the same number of employees the exception that there's numerous departments like city council okay $7,500 a year for any third $5,400 treasurer $300 city manager's office $11,000 so on a departments the total budget for travel and conferences is 87600 that's what's legitimate the district this year so you know million dollar 20 covered by ten positions salaries so I started with the board ironic [Music] so money gets spent on conferences every time I come to a

005meeting one of the first things right here thank you [Applause] [Music] [Applause] and then followed by Donna Hernandez [Music] okay you just say [Music] [Applause] because notice we have Donna Hernandez fallen by plan and on Donna [Music] and also back to my nephew my mom do you even have the heart to tell them that maybe they might shut down in school and not only when this crushes dreams of continuing this boy also crushed many of the other students and sure [Applause] followed by any nama just me if closing the school seems like a reroute reorganization of resources it might be because your school is not getting measured to be placed in a real estate Adam I love Magnolia elementary I know a teacher who has taught generations of families I tried to imagine one of

006these families driving by the school that has been turned into something other than his goal as a parent of a child with disabilities I know transition well the first year my son my son's entire team including the teacher left and was replaced of course we will move forward no matter what happens but we will no longer have the right in place to be able to say look remember when you swung all those monkey bars or remember when the teachers and playing softball on that field these will be much colder distinguished members of the Board of Education my name is Irina and I represent my glorious hope I have doubled investment in this goal I worked there and I live in the Magnolia community I am a constituent in I voted for all five of you

007so I would appreciate your here now I have a request for you from high school and also for my community please do not act upon the recommendation of the 7/11 committee rather look for yourselves to your own research and please can't we know Hosmer's him our school probably has served this community for over 60 years we question was our school randomly chosen to be placed on the please some 7-eleven committee members spoke about randomly choosing schools to be closed others say they have files they have parks some of the facts consider work location safety traffic and modernization in regards to location we have the best location among schools we are the main street in close to the freeway closing this prominent location will send a negative message to this community selling our school may appear

008to be a one-time thing but it will end up in a devastating loss allen chrétien that we never again being weakened in regards to safety our school is one of the safest in our district we are surrounded by three residential streets our parents approach pick-up and drop-off area from residential streets or in school has excellent emergency exits facing south north and east we have no exits facing west which is citrus avenue it is very dangerous if students are to exit on major streets our school was a beautiful plan from it's very beginning with safety in mind in regards to traffic our parents never disrupt traffic on major streets inconvenient he accommodates our working families in regards to modernization and Norman's Multani will spend on upgrading our facilities do you want to sell one of the

009nicest safest school isn't that nice with no possibility of recuperating live what evidence is there that the 7-eleven chameleon looked at all these factors in abeyance our squad was randomly chosen to fulfill an obligation but it was them to leave our habit what about compliments our school is one of them to all ribbon schools in the history our accomplishments the importantly we have a time capsule in our beautiful and recently renovated planetarium the class of 2015 16 will come back in 2035 to unravel that time capsule my question to you is will this all be here for them the decisions you make will impact students community and series for years to come in this type of crisis please sign with your community and make the right decision thank you for your time and consideration and

010I want to present a formal request we had approximately a thousand signatures there are many parents have collected from our community to ask you please consider us and make the right decision [Applause] good evening superintendent assistant superintendents and board members I would like to start off by saying thank you for extending the olive branch by sitting down with us and negotiating this new deal and creating an open line of dialogue but as you know the job is not done we have playing three quarters but the fourth quarter has yet to be played there are many hurt feelings this year between both sides it is unfortunate that certain events took place I have seen my colleagues who I also call my friends let go after they have to give this district their very best it is

011not just teachers that have been affected students have felt these effects as well two years ago over 30 teachers retired from our district instead of not hiring any more teachers because of financial difficulties district leadership hired all of these positions back and this school year all those positions were ripped along with teachers from successful programs who have been with our district for many years students abilities effects because they lose teachers who who they have created a bond and trust in students are also affected by these cutbacks because they lose opportunities to enroll in programs that allow them to prepare for careers in college how does this happen it happens when our leadership under protects declining enrollment it happens the leaders positions where they are not highly qualified just recently there was the big man audit

012this autumn pointed out that over $500,000 was paid out in overtime and there was a lack of supervision that probably puts the dollar amount lost because of overtime pay and repairs into the millions this money could have been put to better use but students mind at ease about what classic choice is they have for next year it could have also gone towards materials for curriculum and field trips to enrich learning recently the risk worth of business education teacher and Home Economics the home economics were recently rescinded why did it have to companies these problems are paid to Gramma's 75% of the business teachers face to our LP our LTC which have not spoke up yet is a buy one get one free program in other words the district the district pays for one teacher at

013each high school and the army pays for the other teachers the ROTC program will now go on probation if this class ends up being eliminated students will no longer be able to enroll in a type of class that teaches life skills business and life learning opportunities as was mentioned before the Coleman kananga's and business education were rescinded but that does not mean that there were not hurt feelings these teachers who have given their years of dedication felt betrayed by their district students have worked so hard in these programs that they could I think they could take with them the knowledge they have learned from these programs were hurt in the process because they had to go to the process of being betrayed by the district leadership these events have occurred because the leadership of this

014trinkets inexperienced which has led to poor judgment with when faced with hard decisions if you both twenty more seconds this does not make someone a bad person in fact they may be best served by being placed in a different position where they're highly qualified or applying for position elsewhere where they can be respective to the job they do I encourage the board to fall through and hire highly qualified candidates for the position in which they are hardcore it is your responsibility to show teachers and students and parents that we will put our best foot forward and make this is a Unified School District the type of district that is looked upon as the leader [Applause] I got Megan and my teacher Elias when many of our teachers staff parents attended the seven-eleven meeting on April

01527th we were concerned because we were not given specific reasons as to why our school was put on the surplus list the surplus list also kept changing without a clear explanation many of us had questions but the committee voted not to allow the audience to ask any questions we were surprised that the committee stated that their reasons to determine placement on the surplus lifts were safety location drafting and extra rooms on campuses we wanted to know if the committee members had visited the various sites and observed these issues firsthand we feel that our location is crime our school is extremely safe in traffic it's not an issue all of our classrooms are utilized programs like enhance this student's education we feel strongly that all of elementary schools should have been considered using the same criterion

016before making any recommendations I'm going to share with you the presentation I made to the 7/11 committee which focuses on our campus and its location 28 years ago when I was looking for a job I did not know much about the city of Azusa when I got off the freeway in Citrus and head itself I saw Anglia and it was love at first sight I was enamored the brick expansive lawns trees and the well-maintained community surrounding the school Magnolia is located on an entire block and it is this center of our community I knew it well as a property that has tremendous curb appeal and it acts as an amazing advertisement for the school district on such a busy street the teachers at our school have often been discussed and when we tell people from

017other cities where we were they were are familiar with her school and I'm often conveyed comments about the beauty and size of our campus in real estate location and curb appeal are paramount it would be a major disservice to our district and to the community to lose a gem like Magnolia Metanoia has also been modernized our classrooms teachers language room office parking light library have all been remodeled we build new before we are going to this process the teachers were told to make a wish list and dream big a teacher left our sight and went to work at the district came back and pointed out that we actually got almost everything on our wish list more recently we then added a sidewalk and a hierarchy up front to increase safety for our students the community

018passed a bond to modernize by going to school with all these resources allotted to that go to school it would be a disservice to the taxpayers in our community lose our hard-earned dollars rip nested in magnolia magnolia is the pride of our community our teachers our staff and our students and our close-knit families who have said generations of students through our schools please do not act upon the recommendation made by the seven left 11 committee please look carefully at the criterion they use please please Rallo we would love for you to visit our site and see how magnificent Magnolia feel he is [Applause] terry has scared followed by benzine Venice I'm curious again a first grade teacher at least full and I have been a teacher for Azusa unified and then a team member for

01936 years staff going and meeting this demon was presented to accessable for our district a UST is a vibrant engaging learning environment where students confidently engage and high quality collaborative conversation around the complex steps to become college and career rate also on our district website I look for the mission statement for our district the following statements took that at me there's one section that says core values accountability we follow through on promises and lead by positive example we are responsible and accountable for results we hold ourselves accountable for making decisions in the best interest of our students high expectations we have high expectations for each student in each adult in our district honesty we are open honest respectful and transparent in our communication continuous improvement we are committed to continuous improvements based on evidence of

020student learning and effective teaching practices in the area of strategic polls it says human resources we value our staff fiscal responsibility we manage our fiscal resources responsibly and aligned budget decisions with district goals and priorities in on our district website there is a common thread in each of these mission statements the need for collaboration or collaboration is not producing for students and teachers why first of all it wastes valuable time our community doesn't understand what is happening our school board Lexx accurate information and knowledge this leads to statements such as write to our congressmen and Representatives to give more money to education well the board has approved money to be spent on training someone for a position that they are unqualified to hold and give it a raise to our superintendent and other bad fiscal

021decisions it also narrows points of view which again lead to poor decisions being made collaboration leads to open communication authenticity compromised tolerance liability we collaborate as teachers and colleagues first are you collaborating collaborating in the interests of our students and teachers please think about that good evening my name is Betsy Perez Miami student body president at Magnolia elementary school I'm going to start off by saying this is ridiculous this is ridiculous in a way that is Tuesday on a school night this is all so ridiculous in a way that I'm here speaking to you no child should have to go through what I'm going through right now they should have to defend their school on a daily basis just because someone is threatening to take away their school this fool provides good jobs for many

022people this school serves as a home to one hundred plus students and you want to take away their education like that there are so many other ways to gain money for this district rather than taking away hundreds of children's education this has become very overwhelming for my personal standpoint because I go to school and I see so many kids ready to learn and exciting and I just think how could it be possible for someone wanting to take away the school I'm in Gaetti and I receive very good grades and I doubt that if it went to another school I would have been the same student that I had today though I am leaving this school and transitioning to middle school I still care for other students that what happens there I still care for other

023students what happens when there are kids who come to school ready to learn excited what happens when they learn that their elementary school is being taken away why aren't the on this absurd list so bored the USG you choose children or money [Applause] our way better you know online paper this I think is a lot more accurate next we run a bit down low ball if I copy all of the Wiis my name is Veronica Delvaux I'm a teacher here in Owensboro things 94 I mean here with my colleagues teachers and students and we would like to show our appreciation and confidence for all the support you provide to the US with adults with its programs its Stampede students and to the community ever born because of you support high school can provide extended educational

024opportunities and operational training and other learning opportunities and possibilities for the community to everybody who actually would like to better themselves you would like to say thank you and we are very appreciative [Applause] [Music] [Applause] well amenable [Music] really bad home no money to be hominis in Hungary I just want to say that boy I am today's because of Education I believe that I always believed knows the most precious possession that you can have that no one can take away from you and you know what throughout all my obstacles I always knew I would be somebody is a first generation when citizen I wouldn't become something greater and my family not having my parents not having anyone there for me you know what I'm just thinking good to have a free education no matter where

025I go because it's free and you know what I just want to take my teacher because she approved for me to get a scholarship to further my education and for that I'm very thankful and [Applause] [Music] we have won the salsa followed by James fields children your very grace or wonderful kids of my own to United States Marines and the other nations and I also raise my nephew and thanks to us about school and all the members here given us the opportunity to learn graduating in June but also I have my sister that is learning English as Susa dogs who I raised first Stallman because me race person is [Applause] big James fields followed by Linda magneri Petri Oh I graduate to post one I feel this would be distracted and might be no one

026lower the rate of which this situation would be more severe as thing [Music] [Applause] we've done Aryan followed by - Abella the name I'm here tonight just to share with you the results from a recent wasp visit in April we were visited by the wasp committee on Wednesday April 25th and we had the opportunity to participate in a one-day mid-cycle visit we were fortunate to have returning visiting committee members who were ever our self-study that happened in 2015 and I would just wanted to share with you the room the feedback that we received from the visiting committee we're very proud of the response that we got in the combinations that we received we received commendations for enhanced and upgraded hardware software and technology infrastructure at our school we received commendations for increased integration of technology

027throughout our curriculum the collaborative culture of our staff the creation of our Career Center to support students and community members searching for employment and secondary opportunities focus staff development efforts in the areas of instructional strategies and data analysis the addition of or revision of courses in order to respond to community and student needs and the support and appreciation from our students the visiting committee had a couple of recommendations for us they are encouraging us to establish a formal Community Advisory Committee from our stakeholders to support the direction of our school to continue expanding the use of data to identify trends and guide decision making at the school and to embed all of our goals into a revised school action plan to more easily chart our progress overall we are very pleased with the positive feedback

028that was received and look forward to continuing our progress board as we provide students with opportunities to further their education and prepare for entrance into the workforce [Applause] next we have miss Isabella followed by cadence and Montez my name is miksa Bella and I am the president I'm 28 years this district I worked for 17 years at very elementary school and I worked for the last 11 at Victor Hodge elementary school and after dedicating 28 years of my life to this district I want to say that I'm thankful and appreciative for all of the teachers and kids and parents and the community that are here to equally support our school district because that's why you're here if you are a teacher and you have been teaching for more than 15 years in this district [Music]

030to stand 10 years are not to say that we're not going anywhere we've dedicated our lives as you you children to community you school district and we're going to keep coming back because we want to be included in the process we wanted to be communicated with that we want to be appreciated and valued as well and so I can make you again and I'd also like to say that I she start but like Ron Russell said it's the third quarter we're not done and we need to keep going so thank you it's about that's one of my queasy hi my name is Devi Cervantes and I am a student at Magnolia Elementary I am a second grade I limit right mañana and recess transitional kindergarten from transitional kindergarten a second grade I really like my

031school Magnolia elementary showed me things I didn't know so please take back knowledge elementary of the surplus list [Applause] so next week we gene followed by Kenya's and the one name one good teachers I would say thank you for thank you for [Music] [Applause] I am I am taking English classes to get a better job I want to say thank you for your support for taking the time to my [Applause] [Music] [Applause] next we have Elizabeth oh my ass or 1s follow my Dyan Ruiz in a survey is to do the schools I am taking English classes and thank you George [Music] [Applause] and then louise followed by Leslie Jones [Music] [Applause] vector schools it is staff members families community members and most importantly our kids you know that we now ask the revolving questions

032to be like and what members Liza Stephanie too good for kids Narcisa kids administrative positions have been placed at the digital office with little to sufficient experience in evaluating and making media decisions - party planning a moment for staff support and negotiate effectively consistently with our bargaining team it needs to be an ongoing effort throughout the school year in demonstrating a mutual amount respect also syndicated employees what is this effective for kids as teachers facing a lack of communication and Trust with the support systems at the district level stephannie effects of relationships between teachers and students having teacher as have a student advisors what get me wrong about our wonderfully all of my teachers not doing a job to nurture students because they definitely do each and every day but is rural that employee from

033any position within our district receives the support and encouragement and availability to perform at their very best for the sake of our kids knowing the majority of our teachers just miss having us teachers that were under investigation and moved in their classrooms for notice cause what's this good for our kids for up to six weeks our kids has those two teachers that could no replace the type of curricular destruction at the core teacher demonstrates in providing academic progress the personal relationship students have with the regular teacher meet he's no amounts compared to a substitute teacher no offense this is good is this good for Isis a kid's disability of hala staff positions whether temps returning or veteran teachers slowly be protected by our human resources district as a whole and finally our school board Paragon

034lay not teachers either at the beginning or end of the school year is kind of reductive demonstrated irresponsible decisions affecting the professional and personal lives of dedicated educators this isn't our kids yes it does our kids love our teachers one and we training back year after year or as those kids are the core reason we go to our schools every day our kids deserve the highest quality education possible our teachers should be evaluated for the commitment dedication and loyalty it's up to you board protected all of us especially our kids from the core management practices ordinances and communication was followed by shun Ben will Leslie Jones I'm a concerned parent like my oldest daughters started kindergarten back in 2005 she's graduating this year I'm SuperDuper excited I have five children in this district my youngest

035is in the second grade and I'm concerned about his education for the future students attend but one person also Ellington and Paige and when I have an issue mr. Silva's I feel like my concerns are valid I feel like they hear my concerns and they acknowledge me there's a quote that says the art of communication is the language of leadership I feel like there's currently a lot of chaos and confusion in our district I attend meetings at schools into the district level I'm given information at those various meetings and they're conflicting information what's the truth who's right ways there's so much discrepancy in the information I'm giving giving at these different meanings as they're set for communication must be more United and our or United as a district for our children takes for my children

036sings another one that says unity is strength division is because leaves in Lincoln Abraham Lincoln once said that a house cannot divide it or cannot stand if it's divided again something needs to change our board needs to start looking at the bigger the bigger picture includes our children my children my fourth Raider she's concerned about the music program what's gonna happen to her when she reaches fifth grade middle school high school my second grader who knows what's gonna hope for Gramps will be cut when he eventually gets up and graduates I'm frustrated that the direction our district is taking I'm frustrated that there's so much miscommunication between our parents the teachers and the district I just don't understand why there's such a lack of communication you have a job [Applause] a lot of kids where

037they go to school then because the schools been closed and you wind up with classroom overcrowding ain't less teachers on the staff so they get spread a bit it's really really important that we look at this and say wait a minute you know maybe our attendance is down right now but we already know that [Music] thanks Cody Joe plenty followed by me get on Houston Apple good evening everyone I just wanted to come and thank you for at least hearing us and hearing all these meetings and taking into consideration presenting the ribs for the senior veteran teachers and giving it was a choice and I just wanted to thank you for hearing and also thank you for opening up towards the Union and working trying to work together as a team because that's what we

038really need to do and come back as family when I first started here or even before I remember when he seven years ago somebody's saying oh it is me in the US of A and I'm like I have no idea what that means but apparently I guess it had to do with the Olympics and stuff so I don't know very quickly about Azusa and it is become my second home and I spend I tell my students we spend more waking hours in school it is their second home whether it be an elementary a middle school or high school or just on behalf of my students I hope you all would consider the potential completers that are still out there maybe consider being a little bit of the program going but I do think the church

039or considering and reconsidering the rest and I appreciate that and I just want you began Lanka said I thought followed by Jeanne Benton and farm science oh I see giving time to me now I'd say it was at the end all right evening my name is Yolanda Samantha I am a student suicide out of the school I am taking English classes I want to say thank you for your support I need glasses to get a job and to help my children did Lucas a Miranda show up DRN says I can find School District Board teachers families our kids over here as well laughs I thought is my ass throws my SNS confidence that man's needs to the MPUs I stand here as a first-generation college student I'm a first generation elementary school graduated middle school

040graduated high school graduate bachelor's degree graduate and this Fridays with the master's degree name is what is a monthly I come back here as a proud and after the lemon a constituent and my mother residing me and on behalf of my mother who resides here for over 25 years I stand here blunt in solidarity with my teachers my parents in the crowd the students and these future graduates stand here appalled frustrated concerned and disappointed on the other hand I stand here proud motivated determined you threat they kiss you'll stop in how it's like to go through these schools to participate in Guinea to be a month the third graduating class of camp where I ran cross-country at San Jose State University because of my track involvement and fourth of it three at Magnolia High School

041[Applause] in fifth grade middle school addresses of high school I was the first Asian Pacific Islander female president and second Athina president at San Jose State University in 121 years it is because my teachers starting from kindergarten all the way to fifth grade miss Morgan mrs. Marquez mr. Cleavon miss hope and Miss Harris and my track coach mr. Eden Molly's teachers from Magnolia Elementary who impacted my education and no wonder there are gold ribbon school unless you can tell you unless you tell me you've been part of this is a USD all the stages of school you will not understand the hurt and pain I feel about the news of the 7/11 committee the worst part is the lack of transparency for the distant alums like myself having to learn about this news via social

042media but I made my trip here to static solidarity with my community you're part of the school district known for commenting on academic excellence and more the best part of each one of these schools is our teachers our principals our teacher aides and volunteers who've enhanced my education if you can enhance our school district in our schools by respecting the hearts of our teachers and our supporters ongoing daily work for our schools then I ask use your voting privilege on this board to see a service or D service to our community [Applause] [Music] so I just want to express my appreciation to come out and repeat that we have heard everything that was said but through tradition and through through our board policies we don't know we don't directly respond immediately understand that is item

0437 which is complex reports and requests by the board I mean so we will start with Ilyn opinion okay good evening everyone I just want to say happy appreciation day to all the teachers for our hard work and dedication to the de pinna Park School District and I just want to know while I enter mounting development preschool the end there will be no celebration the students of the DOE version came in first graders they sang beautiful songs in Spanish to the parents they sang the song they are home of mine so everyone in the room the parents thought he was in another type of performance but they surprised them and everyone was crying you know the man that won that including myself and I just want to thank those two things they did a fantastic

044job in the Gilbert gen classes I went to the vendor library sir optimist of Azusa Vidura chapter personal growth function they have two students who dinner would heal and too often and students moving during a party there it's where they're challenging challenges that they have overcame in life there's a wearing beautiful ceremony where the students did they all have something to say and I have really appreciate the fedora the roughness for a holiness every year I went to Augusta Street school they have tea esta they bite great or not great food performances are beautiful they have performances from their students to be together and they also having that stone the international importance dancing and singing we're sitting right here it was very nice I think to be down and to the nice JROTC passing review

045the young men and woman when logistic got still high school looks a hurry so nice and the certain one was beautiful I want to thank first talk sergeant River and first sergeant me it was a very nice ceremony also and thank you everyone for being here [Applause] we're coming in expressing their their interest in any number of issues that was surfaced today so especially thank the teachers for today and we understand the fact that this is hard work inspired the empower and transform so I was just sitting yes I was just asking myself why does it take so long for people to stay on a job but a study by this it's just where I'm calling that are and sort of taking down our challenge itself so I started teaching myself as a part-time and

046next thing you know that somebody asked him to teach with him so I didn't feel time so it's devotion that was a dedication and commitment that is that is impressive the fact that you are empowering these students every day so that is the satisfaction that I see that you stay with this job for so long you stay with it because we're committed to that [Music] [Applause] Gary I'd like to also change the teachers all of you I come from a family of teachers I call my son on a regular basis to get me out of it all right from here in this what's up and explain things for me but sometimes these actually said mom listen to me this is how it goes so you are my son also I'd like to thank all of

047our students who came in here and spoke so eloquently because of it work for our teachers you would not have that ability they do not have the vocabulary themselves the determination through what they like them that is best for them so I really appreciate all the work that you did parents who came in who discussed you are being listened to I just [Music] oh and the Adult School thank you so much all right so it's my turn um so I'm gonna start out by I'm just reflecting on the last meeting that we had where we celebrated teachers from every school site and just say it was very powerful and very important to hear when these dedicated teachers who've been in our district healthy decades hope you add them all together multiple centuries have dedicated to

048our community I was also very struck by how many of our teachers and our administrators grew up with this community chose to come back to our schools chose to give their lives to the community of thinking about it so I just want to first off by saying I express appreciation for all the teachers in the room all of our staff because what happens that classroom what happens with our students what they learn it's because of what you do so just thank you very much for them saying that I also appreciate where we current where it looks like we currently are and Ron I know you said we're in the third quarter right I don't think this game ends right this is this this game never has an ending clock right so this is this is

049about relationship building and what I have seen what I hear is about trust broken lock of miscommunication lack of understanding and that does not get rebuilt overnight right and I think we recognize that I hope that everybody that everyone in the audience our staff our parents our students that that doesn't happen every night but when it requires is commitment from all of us right and so I see this what what will the success from there with negotiations I see that there is the first step right but what happens naturally depends on all of us buying into the fact that we cannot serve our students we cannot give them the best opportunity if we're not all working together and we don't believe that we're nothing working we need to probably that working together so having said

050that I appreciate everyone everyone being here and speaking out and I do want to ask and have our superintendent talk about this when if their time to get them coming I do want to have maybe shift to focus a little bit I do want to have her explain the process for the 7/11 Committee not not expecting decisions but explain in terms of timeline when things will come to the board right so I know we've heard from from many of you about Magnolia school and I just want to make sure that you're understand about what's coming next and when decisions that there are no decisions have been made but then there will be time there'll be times where things will be in the agenda and make sure that everyone knows when those are happening so that

051you can fully participate in the process and we can make sure that we hear all our voices but I do if you see that you've come out to date to make it make it clear to us that we that well what your viewpoint but then also what you believe has happened and what needs to happen so again I appreciate all of them and only people who come out so saying all that I'm just going to wrap up my saying the end of the school year is almost here right everyone's in the homestretch students are taking AP courses our experts are sending accessing it just passed kids are going to be taking finals wrapping up school going on fun I hope fun trips some of you some of them with mushrooms and I hope that together

052that we can think about the next couple weeks building into the next year and the time to start healing and start working together so again thank you I wish all of you being here and that with this with that some notes the animals to go towards you didn't work member if I go ahead with me here [Music] [Applause] like our teachers for everything as a former teacher I know the hard work that goes into every day lesson planning the commitment that all of you have for our families community and the kids in your classroom is commendable and I'm excited to start working so I also want to congratulate all of our teachers thank you for everything that you do on a daily basis as we shared at our Teacher of the Year celebration your stories

053are more than just teaching reading and writing it's about life skills it's about character and perseverance and integrity and a real clear example of that is our adult students this evening you were very inspirational muy bien and you know course of history and as that is quite another dose to be able to continue your education for your children but associ hosts to get a better job to make our community and yourselves a better place it's thanks to a teacher but also to your hard work and dedication to furthering your and they see that is congratulations to you I'm very happy to share with the community that we have settled with all three associations Federation and associations which is great news we have settled on two-year tentative agreements which is awesome for our adult educators we're

054really happy to support you our classified employees were extremely excited as well for the attentive agreement that we have and as our members of aeh is shared it's a step in the right direction that we have settled on time as we both want in and we are committed genuine and wholeheartedly to improving communication because we have a common ground and that's our students we care deeply about the well-being of our children and our entire community so thank you for the opportunity to serve and congratulations once again to everyone so likewise having you the teacher I have the awesome opportunity to work with a lot of you hand in hand with us the trainings or committees or planning and I see the hard work and the dedication and some super appreciative of the work that we

055do for our students I also want to give a shout out to the pack plus we met on Friday the 27th I believe we have two days lined up but the committee did an amazing job on the 27 really digging into our spreadsheet our budget our proposed recommendations we even had time to metrics and we were able to wrap up the process so we're looking forward to presenting that on the 15th again I'm gonna join the chorus well deserving praise for the teachers thank you to each of you for the work that you do carry the love the time do you wake up in the middle and I'm worried about a child the times that you put in extra time when no one's looking and no one knows what you did those are all the

056things that speak about the heart brain to this work [Music] bachelor party he's also - okay but I appreciate that can you talk about the process for the system of the committee for the parents who are here for the seven-eleven committee and for other community members teachers a second one information this committee was established by the board to look at selected elementary schools also and here hi adult education to determine if any of them could be considered service not needed for educational purposes for schools the committee met eight times to look at all these different properties seminary with us factors and they are at the point now where they are finalized or they reviewed a graph need to change some glass meeting and then there's a subcommittee from the total group of a report when

057that report is already finished to the Board of Education so now we're looking at so I mean so what I'm hearing though so we're not sure it's going to be done for by the next meeting site so I would my preference is just just make them double-agent item will be on the June 12 and that will be the me where that that report is more to do with them so okay see one even though they lost it all right well they're just I mean just people look out for communications about when it's on the next meeting attitude they or not thank you thank you so now moving on we have item 9.0 report action of closed session items no action was taken during closed session next we have item 10.8 calendar all matters on the

058consent calendar are considered routine it will be enacted by one motion by the board unless any board member who choose to choose to for my because anybody wish to for an item up the consent calendar seeing none is there a motion make a motion to approve there's a motion place on the caution second value on the bank am the senior effort to vote all in favor are any discussion all in favor please place your book okay I am passes for zero alright next I know we have a number 12 I know human resources resolution seventeen eighteen seventy implementing certificate layoffs his death report please so this assignment is related to the layoffs it is required that before finalized its decision there are staffing in general is a dynamic process and it's always changing through attrition

059we do everything that we can as an organization to save our employees we have already rescinded three teachers on top of that as we get resignations to the retirement of people moving to other districts if the credentials apply to anyone who is on the layoff this we are still able to the board is still able to offer them they can see to the employee and it is our hope that we can get down to zero if possible but tonight the board is should consider finalizing the layoff process so that it can move forward there a second second explosion right on the ocean second by Jerry Bibles logo any discussion so I actually do have a couple questions so let's see so starting with the three white checkers have a statement to say I just I

060wanted to say angel thank you for being a very strong advocate for yourself so that's and as I want to see in all of our students I just appreciate that and I think that we heard we've heard you understand the dedication that people put into this to this district right and we appreciate and value that and our valued lead are actually to reflect our values so I'm not going to say that we do person those three ribs and so that's part that's not on here because of that so I didn't want to say that in terms of these other positions and I just I mean I want I want to make sure that we're very transparent right so these are six positions that were laying off but I'm you know in terms of how so

061we do have temporary teachers who are temporary contracts because they're can you explain why there are no separate contracts and how many of those three contracts were released and how many doing hinted to bring that so a temporary contract is typically to fill in a space saving space for a certificate employee teacher who is on medical leave who is on special assignment such as artosis or resource teachers those teachers are entitled to a position thus the temporary contract in the event that somebody who is on a medical leave for example health improves I think wish to return toward that temporary contract stops the person comes back into their position so it's a measure that we take as a district to ensure that we save a space for our employees that being said we quote requires

062us to have a magic person for a person but it doesn't always have to be a one for one so the majority of our teachers or on temporary contracts typically are multiple subject credential employees the reductions that we've made this year have been significant in terms of dollar amounts and in terms of staffing to align and as a result there are eleven temporary contract teachers that will not be returning in order to keep a position for our current teachers who have multiple subjects so they are not necessarily aware of that but we did save an additional at least 11 people who could have received a layoff but did not because the board chose to not have the temporary contracts returned and save a spot for our our permanent employees and as we continue to receive

063attrition such as resignations people going to other places we will continue to do that effort of reducing this list and then temporary contracts will be brought back based upon enrollment and as we get closer to to begin for you thank you I mean I can you please explain to me why so we didn't have retirements at the blaster and many people retired right so so why this year did we have different layoffs explain that please explain why we had different layoffs are very targeted right so there's a there are various factors that went into deciding why we decide the PKS missed and widely specific layoffs one we wanted to address our enrollment unfortunately our instinct California in general enrollment is dropping for at least you know for over 50% of the districts in the state

064enrollment is dropping for example in Azusa the birth rate is declining as opposed it is a thriving community it's growing its expanding but people are staying in their homes longer and then they age out their children become older they continue to live here through their retirements and they go through a period of time that there should that they don't have children who attend our schools so one factor is involvement another factor to consider is of course finances and what it means for reductions a third factor is college and career readiness in terms of what the state identifies as a pathway as completers as what is competitive in the community in terms of careers and employment so those are some of the factors that went into the specific one final factor is also of course a

065student choice our students get to choose what courses they want to be in electives and what-have-you and based on some of the data that we saw some one that was another factor to consider in our decision okay thank you so I'll just wrap up because no one else have come in and just say they'd be citizens or not made lightly and they're not me they're made with a heavy heart but you as a district have to ensure that our teacher our teacher population our staffing aligns with our student population right and that's part of being fiscally responsible this is never an easy thing to do and as I'm gonna say we can never pretend like the others like that we can understand what it means to be in that position and so I just want

066to acknowledge that bag before we take this way so with that if there's no the discussion I'll ask the board to please stick there motion passes for zero and so with that only one item 13 in this media comedian is now adjourned at 8:30 p.m. attendance [Music]
