The items must be directly related to school district business. Items placed on the agenda by the public will be for information and discussion so that the board may be advised of the views of the community. Individuals may address the board of education by completing the forms provided at the door and submitting it to the administrative assistant prior to the start of the meeting. In order to run an effect an effect an efficient meeting, the board is not able to take questions or comments from the floor. During special meetings, public comment is limited to items on the agenda. Ministry. And we will
start off with Miss Bower. Good evening. I wanted to address the changing of Chavez school name. And the candidate I wanted to bring out there, I know she's been nominated, is Lori Hughes, who was a when she retired, she was a principal for our district, but she did work up the ladder. She was a fantastic teacher, administrator. You could not ask for anybody of higher quality for our district. And she is in our hall of fame as well on the wall. And after Lori retired, she joined California Retired Teachers Association and she continued her advocacy for teachers by participating in funds that provided money so teachers could buy books for their classroom and other teacher grants to buy other things for their classroom along with our the retired teacher scholarship which currently at this last
meeting we were told we're giving nine $5,000 scholarship. fits to teachers who are coming up. And uh Lori just passed away this spring. And um as you know, well, most of you wouldn't know, but I think Laura might remember, I am totally opposed to naming schools after living people, only dead ones in my book. So Lori fits the bill besides the fact that she I do miss her, but she would just be a wonderful person. And considering I believe the last three schools were named after men, I think it's time for a lady again. So, let's have a little equity that way. And you could not ask for anybody better than to name the school after Lori Hughes. And since I still have a minute or so, and I know it's too late this budget
year, but really consider about redoing at least part of this auditorium so it's handicap accessible. You know, I mean, gravity works. I can sit down anywhere, but getting up can be a challenge if I happen to pick one that's really low. So, you know, you're Sherry, I'm sure you can find a spare 100,000 here or there, which in our budget is a small amount. But, I mean, it really be nice just getting into the meeting itself can be a challenge because the ramp over here to the auditorium, that door isn't always open. And the other ramp at the main entrance, that door isn't always open. And believe me, trying to get upstairs with this little monster doesn't work well. But thankfully, people help me get in and out. So with that, thank you. And please
do consider renaming Chavez after Lorie Hughes. >> Thank you, Miss Bower. >> Up next, we have Charisia Parker. This is why I'm sitting out here. My name is Sharisha Parker and I'm here tonight because I am exhausted from repeatedly raising serious safety and communication concerns at Iseler Elementary only to be met with delayed responses, deflection, silence, and leadership decisions that continue to erode parent trust. Most recently, I did not receive notification that my child was absent from school. The absent notice was only sent after I personally contacted the school and emailed principal mobbering myself. My child was at home, but that is not the point. What if I believe my child safely made it to school that morning? What if I thought my child was sitting in class while something had happened on the way
to campus? What if my child never made it to school at all? I wouldn't have known there was a problem because the school failed to notify me. Attendance notification systems exist for student safety. Parents should never have to discover on their own that their child is unaccounted for during the school day. Yet, when I raised this concern, Principal Marry did not directly address why the notification system failed. Instead, the focus shifted toward reminding parents to report absences, completely avoiding the real issue. The school failed to notify a parent until after the parent initiated contact first. This is no longer about isolated incidents. This is about leadership and accountability. Time and time again, serious concerns involving children are minimized, redirected, delayed, or ignored entirely. This is a continuing pattern of serious safety concerns being raised by
parents, concerns not being meaningfully addressed, and notifications and communication repeatedly failing even after these issues have already been brought forward. When I previously raised concerns regarding a campus gate being left open after hours, I did not receive meaningful responses until I repeatedly followed up. And when I finally heard back, the response defended the situation more than addressed the actual safety and concern. And now regarding the latest attendance notification failure involving my child, no one I contacted has responded at all. I am not speaking up because I enjoy conflict. I am speaking up because nothing matters more than protecting my child. So I am asking this word directly. What exactly does student safety mean in this district? Because from when parents are standing, we are watching concern after concern be minimized until parents become loud enough
that someone is finally forced to respond. Our community expects transparency, accountability, and district leadership to take student safety seriously before something irreversible happens, not after. Our children deserve better. Our parents deserve better. And this community deserves leadership that responds to concern instead of warning them. Thank you. >> Thank you, Miss Parker. Up next, we have Stephanie Almaras, and she's out in the lobby, I believe. Up next we have Miss Kayla Burgensson. >> Hi. Um, I am here with a concern uh related to something that happened at my school site last week. Something I think that can be undertaken before the next school year begins on Wednesday. Um, my site and East Bakersfield High School were placed on a lockdown. Um, as I would think that and hope that we all know, a lockdown drill should
not be able to be downgraded or clear without face-to-face contact with admin or law enforcement. And this is not how this happened. I spent an hour with my sixth graders scared, quiet, under tables with my door barricaded, hiding off to the side because no one is going to get to my students if I have something to say about it. Period. Only to hear the intercom come on and say that we were moving from a lockdown drill to a secure and that requires no face-to-face contact. The problem that I have with this is that the response that was given by district staff who was stepping in for my administrator who I think was at IL um was that this was district policy. District policy is according to this person that a lockdown drill can be downgraded
via overhead speaker to a secure which can then be just called off as a secure drill into an allcle. This is not okay. I watched sirens going by my window. Helicopters were very audible above my classroom. My kids were extremely scared. And my own daughter, who is in the first grade classroom up the hall, I'm sure was extremely scared as well. And it's not acceptable. And it's extremely easy to fix. We have to as a district take this seriously. No student, no teacher, no staff member wants a school to go on lockdown. And we should absolutely be doing everything we can to maximize safety for our students. If a lockdown drill is called, I don't care who comes on that overhead speaker. I don't care what fire alarm gets pulled. I don't care. I'm not
taking my students outside until I see someone's face in my door saying we are all clear. There should never ever be an acceptable position where we can move from a lockdown drill to any other version of this. Period. And it's an easy fix. I'm asking you as the board and superintendent to please make this a priority that all staff understand this and enforce this that once we are on lockdown via law enforcement that cannot be cleared for any reason. How am I to know as the teacher that that overhead page was not forced? How do I know that as soon as I bring my students out of that classroom or my daughter and her classmates come out of hers that it won't make the news that same day and I won't play games with their
lives and that type of mistake is not okay. So, I'm asking for us to please look at the district policy for this and make sure that that currently is codified, that that is top-down unified language throughout all 44 schools and all staff members that when we are on lockdown, there is absolutely no reason that that door is to be opened and students are to exit the classroom until I see an administrator's face or someone from law enforcement. >> [snorts] >> Thank you, Miss Burgess. Please bring your comments of [applause] >> Doula Salet and David Bishop. There's two students with them, right? >> Good evening, board members. Uh, thank you for having us. My name is Abdullah. I'm here with my uh trusted friend and co-orker, David Bishop. Uh we just have a few words in
regards to Washington Middle School. Uh some of you may or may not remember us from last year. We do a authentic project every single year with our kids asking what they think uh they could fix in the school. Uh what could be used to um help them, help their academics, help their athletics, etc., etc. So, we brought a few students with us to voice their opinion. Um and we hope you guys hear them out. And Mr. Uh thank you so much for taking the time to listen to us. Um if nothing more is gained from today, one thing that can be taken away from this is that we are raising future uh contributing citizens to our local communities, our state, and and the world. And it is our job as history teachers to open our
students eyes sometimes outside of the textbook and to allow them a platform in which they can engage civically with um with the adults here in this room as well as future adults as they continue to grow up. So thank you so much for giving them this platform and we hope that you uh listen to them. Thank you. Thank you. Elena Bravo. >> Hello, my name is Elena and I'm representing Washington Middle School. Attending Washington Middle School has been an absolute journey. I have cherished each year but also observe significant problems. The problem that has greatly stuck with me is our need for a gym. Compared to our school, mainly every other school contains a gym. Having this privilege prevents numerous difficulties and without a gym, sudden accidents can and will occur daily. There are countless
reasons on why we certainly need this gym. The first being the weather drastically changing, including our black top being extremely rough. Each day, athletes are prevented from attending practice due to these problems. The outdoors also can affect our athletes respiratory system and cause fatigue as well. The uncared for black top injures our players and is a part of why they are forced to miss out on valuable practices and games. These types of outdoor conditions are not fit for his players and that prevents great accomplishments and representation for our school. Although these problems exist, there are several solutions to the to solve them. The most vital solutions being informing our district together. Me and my peers can demonstrate our inschool struggles during after school practice. We can also invite them to observe our poor school conditions
that athletes have to deal with. My actions to get a gym will not only have only be helped by my peers by others who are willing to take part in our needs. These will be our principal who can discuss and approve our plan. If she cannot have a say or help us, we will then go to the district and discuss our needs and solutions with them. If that gets passed, construction workers will finally provide us with our needed gym. Now that we've discussed problems and solutions, we can start discussing a plan. To start this plan, gathering people who feel the same and have experienced the same events will be the first step. Once we succeed with that, we will move on to having a private talk with our principal and identify what we have all
struggled with. If our principal or my peers are worried about the cost, a fundraiser will be helped. If we're unable to do that or make enough money, we can politely ask parents to donate to us. After raising the needed money, we will go up to the district and share our plan. If our plan is passed, we were asked to be provided with help to install this gym. Once we successfully get our gym, athletes will finally have the freedom to fully practice without any disruption. Thank you for your time. [applause] >> Up next, we have Tades Casa. >> [applause] >> Um, hello. I'm an eighth grader at Washington Middle School. My name is Todd Kasa and I'm here to address a very prominent issue I've noticed at my school. There are several problems here at Washington
Middle School. The most prominent issue I've continually continuously noticed was the fact that the cafeteria is not large enough for performances, including choir, orchestra, and band. This is a huge problem especially for me as I performed with my school's advanced band as their principal flutist. All three years I performed with my school's band. I continuously noticed the fact that the performance gauge is not large enough for our performances. There are a plethora of causes to this problem. The most vital one being that Washington Middle School's second building was built in 1981 which was over four decades ago. Due to this crud critical fact, we must observe and recognize that the attending pupils over the decades has immensely increased. An enlargement of attendees out of the school deserves an enlargement of the school. The evidence of
this problem is also immensely overwhelming. Firstly, the instrumental music director at Washington Middle School, Mrs. Hensley, has stated multiple times the performance stage is too small and the cafeteria is also too small for an expansion of the performance stage. Overall, us musicians at Washington Middle School need a larger stage. However, these problems are not definitive as there are vital solutions. The most pivotal being district funding. District funding is unavoidable after factoring in the unfortunate reality that our school simply doesn't receive enough funding to make these renovations. The second solution would be simple individual donations. Individual funding goes a long way, especially for expansions. The action plan for this dilemma contains identifying the problem. The second step would be informing faculty/staff of the problem and showcasing why and how we would benefit from solving it. We
would ask our school if they can fund this and if the answer is no, we will then go to the board to discuss these important problems and the vital important solutions to them. The final step of course would be to contact construction and negotiate our plan with them. Summarizing my statement, I would like to formally thank the board for listening to me and my school's very important issue. It has been an honor to represent my school and I truly hope the board may find a way to allow these plans to happen. Thank you for your time. [applause] Up next we have Cindy Par. >> Good evening administration administrator superintendent and board. I have a my name is Cindy Par. I'm here tonight representing Bike Bakersfield. Bike Bakersville is currently working on an application, a active
transportation program application with the city of Bakersville to uh construct a class one multi-use path on the H SouthH street uh canal which is owned by Kern Delta right now. That canal would run north south from Bel Terrace to Plans Road. At this point, uh, we are I'm here tonight looking for, uh, letters of support. Uh, we are looking, we went to South High this last week. We have a letter of support from that principal. Uh, I came here tonight because time's getting close. I know the, uh, elementary schools and the junior highs are getting ready to get out. The one, two, three, four. The four schools that are closest to this path are Sequoia Junior High, Wayside, Evergreen, and and Frank West. We know right now that there is a tragic epidemic right now
of pedestrian and bicycle fatalities. Uh the best way to try and and attack this is with separated paths. Uh the city has gone a long way lately with um taking out lanes, putting in bigger um bike lanes, putting green paint. Um all that kind of infrastructure helps. But folks, we listen to them and what they really want is they everybody loves the Kern River bike path. Everybody uses that. Uh we are currently pretty close to I think it's October the next bike path that is going to be from uh Seventh Standard and it will connect down to the Kern River bike path. There's also a smaller one along the Pacheo um canal that runs from Stein to um I believe it's real road. This will be the next one. We are looking for uh ATP
money to finance this. We have the city on board. Um I have the I have Kern Delta Canal District this close to giving us the letter of support, but this is greatly needed in our in our city and for our kids to be able to have places to um walk and ride to school. Uh part of this application will also be uh education in after school programs and in these schools. I'm asking you today if uh we're going to send the emails out this week to um get the letters of support if once these cross your mailbox if you if you all can uh reach out and give support or call me um and at bike bakersville and we can discuss it further. >> Thank you Miss Farra. >> Up next we have Cecilia Taw.
Good evening, respectable members of the board and community. My name is Cecilia [clears throat] Lopez. My name is Cecilia Lopez. I'm the parent of three students. This evening, I'm here because I have a worry that has been more than two years affecting my family and community. The situation has something to do with the migrant program. Turns out many families have applied for the program and we have been denied to be part of this program. This happened after reporting certain incidents with the students in the program. When I wanted to reapply for the program, I was denied the opportunity. My students are students that have perfect attendance. They belong to the honor role gate students. So they have different recognitions and good conduct. When I apply, they've I've they've asked for different proof and I've obtained
them and given them to the program >> and the answer is you don't qualify this year, apply next year. So I apply again and I obtain different responses. They took a lot long time investigating me even with the companies I work for. So they obtained everything they were searching for, the proof that they were looking for. And the final answer was, you don't qualify. I'm asking for a clear answer as to why I didn't qualify. And they asked for two years of proof of the food I bought when I did the switches. That does not make sense. I don't even save the receipts from restaurants and the weekends. situation that has affected a lot of families and we agree that students are in information. They need to have different activities where they're exposed to education
that can bring a brighter future for each one of our students. We need more ethical professionals that run this program. This is denied to the students when they really do qualify. It's not the first time this situation is reported. Many parents were standing here and everyone said we are afraid of reprimment. The superintendent invited us to many meetings with him and many parents were here with him also. It was reported with human resources where this all happened and nothing was taken. I hope there's a solution because the parents are being denied a program that is very important and they need that support. I expect an answer from you. You have my information. It's been five months and I haven't had an answer from you. In January, I sent an email expecting an answer and to
this day I have not been contacted. >> Thank you for your time. Good evening. the former superintendent. >> Just to clarify, she said the former superintendent, not me. [snorts] >> Miss Tovar will conclude our public comments. Moving on to number two, approval of minutes of the regular meeting on Tuesday, April 28, 26, and the special board meeting on May 12th, 2026. Do I have a motion? >> Motion. >> Do I have a second? Mrs. Chris, I second. Any discussion? We'll do a roll call. Mr. Fuentes, >> yes. >> Mr. Edgar, >> yes. >> Dr. Chris, >> yes. >> Miss Mi, >> yes. >> And I myself la. Yes. Moving on to reports of district organizations. Luna, Mr. Bob Boy, not present. Laborers International Union of North America for the record for those that don't. And
number two, Bakersville Elementary Teachers Association beta Mr. Commtock. >> He's not situation. >> Number three, California School Employees Association, CSEA, Chapter 48, Dina May Jimenez. >> Good evening, superintendent, members of the board. We finally made it this Friday, end of the school year. I know I do, too. I'm a 12 month employee. Doesn't really apply to me, but it does get a little We do catchup work over the summer. Uh this evening, uh I just have a few brief remarks. Uh I would like to mention that I uh our members uh were very pleased uh with the settlement uh reached the negotiations with the um with the district. They will be getting retroactive checks uh distributions will start May and June will be in May and June. Um this comes at a welcome uh time
um because of the coming months, summer months. Also this Friday um we uh ratified twous. One is uh for the summer modified hours for 12 month employees and um Memorial Day holiday for next school year. Since next school year's last day of school falls on Memorial Day falls on after the last day of school, theou is um to pay the holiday the day after the last day of school, which the 10-month employees will be off, but they'll get paid for that holiday. I would also like to mention uh that our um CCA, our chapter um offers um scholarships for um employees and their dependent for uh college scholarships to further their education. And um we have chosen um five recipients and the awards will be uh handed out at our last chapter meeting uh this
Saturday, May the 30th. We'll have a big uh chapter meeting and celebration for our members. Lastly, I would like to say that I look forward to continued communication with the B between BCSD and CCA. Thank you. [applause] Okay, moving on to board member comments and I go first this time. I will keep my comments very brief. You know, this is one of the time of years that it's hard for me as a parent. It's hard for me as a board member, especially when you have that relationship built with the families and the students when they're asking you, "Why do we have to go on vacation? Um, what am I going to eat for lunch? What am I going to eat for breakfast?" I just want to throw it out there. If you come across a
child student, it doesn't matter what age, you can redirect them to um our face leaons or our face department and they have many resources readily available. I also know that the permanent high school district is partnered up with um is it capk and they do food distributions. Um there's also other organizations out there that will will help uh with our families, help our families with that. Again, if you come across any of the students, even if they if it comes to clothing, shoes, or anything, there there are those organizations out there that are willing to help and ready to help. We will be having I don't like to call it summer school. It's a >> a >> summer camp and we will have our parent centers open at those school sites. So just because that's
not your home school, please feel free to visit them or send the families over that way. Thank you. Up next, we have Minister Fuentes. Um, happy graduation week to um all the kids and parents out there. Um, and last week of school for most of the teachers and and staff. Um, other than that, uh, we'll still meet in June, so don't forget about us. >> Thank you, Mr. Fuentes. Up next, we have Dr. Chris. Um, so for those of you who don't know me, I have a goal to read a hundred books this year given to me by kids at Williams. Um, and every month I read band books. This month I read Daddy's roommate by Michael Wilhoy, which is actually for younger kiddos. 10 out of 10 recommend. And the art is very adorable.
Um, I love this month because not just graduations, but we get to go to so many celebrations um for our resident teachers, for special ed and and traditional teaching, for retirement, um, for festival choir, for afterchool musical performances. And I could talk about I I've been to 14 events so far this month, and I could really like gush for an hour about each of those events, but I just want to share three quick little moments. Well, okay, four. I'm going to do four. Just indulge me for a second. Um, so I went to the gate fair and it was like a really long day that day too at work. And then I went after school to Compton Junior High's gate fair and there were two kids that really stood out to me. One was Khloe
who recommended different poetry books. And I was like, "Explain to me uh what poetry has to do with math." And she was like, "Are you familiar with the term amic pentameter?" And I was like, "Yes, but wow." Uh, so she so I was just really impressed. And then I had another student, Mason, who explained the engineering of how solar panels work. >> Um, he actually explained to me twice. There was a third student, I can't remember her name, but well, I wouldn't tell the story, but so they were so great. But those two were were really really um stood out to me. I also got to mention I know Miss Ferguson is here. I got to go to Kayla's class, and this is something that's only happening one other time, but she actually brought up
the kids star testing and compared fall to spring. Um and the kids knew exactly what it was and everyone had moved into green and so often people you know challenge our test scores and how we're not doing well and it was really remarkable um to see a teacher who's moving so many kids into the green or even into the yellow like it was just like I I left there filled with so much hope and inspiration. So thank you and the kids understood like they were proud to share the data and the results and like kids aren't always like look at our data but um they know exactly what it was. So, it was a really special moment in a room filled with a lot of really special kids. Um, my favorite kid that I met
this last month's name is Remy, and he sang to me at Fletcher's um family picnic day. And he sang to me about tools, but then he would say tools and he'd go and then he would flex his muscles. And I'm telling you, it's just the cutest thing I've ever seen. And I am like I adore this kid. My my husband's like, "You don't know this kid." I'm like, "Rey's so cute and he sings to me." Um because I was trying to convince my 17-year-old son to sing to me. The Last thing I just want, we had so many amazing students to celebrate today. Um, from track to, you know, uh, oral language, but four years ago, I had the opportunity to go to robot to robotics worlds with Miss Brenda Mayor, and I know she's
retiring this year. And I just want to say like going out with an all girls team and qualifying is something that so few people in the state do is such a huge achievement. And I'm so proud to know her and I'm so glad that the district got to have a teacher like her. really it was the months of walking through amazing classrooms for me. So, thank you guys for inviting me. Please keep inviting me and thank you for surviving here with us. We appreciate you. >> Thank you, Dr. Chris. Up next, we have Miss Malik. >> I'll keep it pretty brief, too. Um, thank you to our public speakers, especially our student speakers. We always love that and appreciate that. Um, also a special thank you to everyone working behind the scenes on all the
end of the year activities um in and outside of the classroom. there are too many people and events to list, but if you're exhausted, I'm thanking you. Um, [clears throat] you're helping create memories for our students at the end of the year. So, we appreciate you. Um, I also want to thank everyone who took the time to fill out the online response regarding our school name change to help us in that process and those who have provided input in person as well. And finally, I'm just looking forward to seeing all the families and smiling faces at the eighth grade graduation this week so we can celebrate everyone's hard work. Thank you. Thank you, Miss Mie. Up next, we have Mr. Edgar. >> Thank you. Um Chris Chrisman is trying to keep up with me a
competition of who will go to the most activities this month. But, you know, I'm not keeping track, so I I [laughter] don't know. >> I feel like I'm chasing you, sir. >> No, but I I it's such a joy to go to these activities to see what's going out there in our schools. And as I tell people, I'm the cheerleader. I'm the one to just, you know, con encourage the kids and the staff and thank them for the hard work and going to the events, going to um KO's graduation today, you know, going to family picnic at um at Fletcher. It's just very rewarding, you know, to see what our staff is doing out there. I got the invitation to um Chavez where they have flamingo Friday >> and you get to pick and it's
like I don't want to pick. I don't want to pick. Well, I picked one and of course I won, you know. So, it's like, okay, no, here, let me put it back. But, uh, Mrs. Jansen insisted that I take it. So, I thank her staff. Um, I also thank those students that come and spoke. You know, we realize that some of our schools are overcrowded and I could tell you Dr. Agler Fort is tired of listening to me about gyms, you know, and I told him every time I will talk to you, I will bring up that subject and stuff because I truly feel that our junior highs need gyms more than we need a new school. And I I speak on that. You know, I I live in the neighborhood where that new school
should go. I can, as I always say, I can see the land from my front door, but it's like we don't have the attendance out there. That's not where the growth is. So, I'm glad that we have a master plan coming up. Uh that we're looking at where we need to go with that. But I'm still and always will be a very strong advocate for gyms in our junior high. And I thank you. Thank you. >> Thank you, Mr. Edgar. >> Up next, we have our superintendent with his report, Dr. Carly Agler. >> Thank you, Madame President. Good afternoon, Buenes, everyone. I'll try to keep it concise. Number one, I want to thank all the staff from the different cafeteria and kitchens that I have been visiting for the last three weeks. And I have
been able to experience from the dishwasher to cleaning up the tables to mopping the floor depending on what is the need. What I want to acknowledge is just one visit. And yes, I did have a good time and it reminded me of my days as a school principal because a principal does all of those things. And at the same time, I want to acknowledge what I have witnessed from most of the staff that I have visited in those schools. the organization level that they have in terms of a scheduling, in terms of who does what, when is this person's turn to do the dishes, when is this person turn to put the table, when is the level of clarity that they explain with when they show me the schedule is amazing. I wouldn't be able
to be that organized with so many launches at one school site. So, thank you to each one of you. And yes, there are things that are not perfect. Absolutely. And what I want to tell you is that the team is doing everything possible to within reason provide the responses that will somehow support. There will be times when we will not be able to do it and that's okay. I I will take responsibility for those pieces. But what I can assure you is that I am working with the team and I'm using the I here because I don't want the team to take that responsibility. It's on me. But the we we are looking for solutions that actually will respond. There are areas that are connected to legislation are connected to rules that we cannot break
even if the solutions sound good. But there are regulations that the team have to follow. I don't know all of them. So I I need to keep asking but the issues that are being brought up I intentionally and personally go to the places to figure out. So I just want to make that clear. So, thank you to the people in the cafeteria and in the kitchen because the smiles that you put when those kids are coming to get the food and the running up and down to there is not a minute of a break while the kids are coming to get their food like there is constant movement. So, thank you to to the warehouse team. I'm also was invited to visit the warehouse even though I'm here. I had not done it intentionally to
this level. And boy, talk about organization, about delivering things to the schools, the schedule that they follow, what is the furniture that has to go to schools, what is the furniture that needs to be discarded, where do we storage, and the schedule of the drivers, the whole logistic that it takes for people to serve the schools. It provides a different level of appreciation. One sees them, one somehow imagine, but until one goes into those places and realize the level of work is hard to understand. So thank you. Thank you for that work. And to my colleagues, to the teachers who this week are counting the next three days or four days and the hours and those who even will go on vacation or those who will be teaching during the summer, whichever you're going to
do, thank you. I know that we have not responded to the level of expectation that you have in certain areas and and it's important to acknowledge that and it is important also to highlight that our team is doing everything possible to figure out how to respond positively and to have a responsibly decision that is connected to financial but also to respecting each one of you. So, thank you for the work that you do. Thank you. And I know that that doesn't make you to go to the bank because I was reminded of that. I know that and I acknowledge that. And but please know that we intentionally as a whole team do not stop thinking and figure out how we can maximize the resources that we have so that we can support you as well.
So, everyone have a wonderful summer. Enjoy this week. take every minute to dance, to sing with the kids, to do poetry, to do things that inspire you and the kids and re-energize because they are coming back next year. So, thank you. >> Thank you, Dr. Glara for next we have the five minute recess. I'm not sure if the board would still like to take it or keep moving forward. We had put that in there because We thought it was going to be a long beginning of the board meeting. I don't know. Looks like you're okay to skip it. >> Yeah. >> Thank you. So, we will skip the fivem minute recess and we will move on to the assistant superintendent report with Miss Oasco. >> Good evening. So today under my division we I have
the amendment for the boys and girls club um of Kern County first one and the second uh the administering hearing panel and the approval of the m multilingual master plan that you have a copy of. >> Okay great thank you. Okay moving on to the first item which is number two. It is recommended that the board approve the amendment to the agreement between the Bakersville City School District and the Boys and Girls Club of Kern County. Do I have a motion? >> This is Chris. So moved. >> Do I have a second? >> I'll second. >> Any discussion? >> And this is this amount was already pre-approved in our ongoing contract. It's not new dollars. It's the pre-approved dollars we already discussed. Right. >> Right. It's part of the RFP through your RFP. >> The
RFP. That's the academic. >> Why is there a balloon here? Somebody celebration. >> Sorry. >> Okay. Any more discussion on this? Okay. We'll do a roll call vote. Mr. Fuentes. >> Yes. >> Mr. Edgar. >> Yes. >> Dr. Chris. >> Yes. >> Miss Mi. >> Yes. >> And I myself la. >> Moving on to number three. Administrative hearing panel action. It is recommended that the administrative hearing panel's recommendations be approved. Do I have a motion? >> I move to approve. >> Second. >> Thank you. Any discussion? We'll do a roll call vote. Mr. Fuentes, >> yes. >> Mr. Edgar, >> yes. >> Dr. Chris, >> yes. >> Miss Mi, >> yes. >> And I myself am a yes. Moving on to number four. It is recommended that the Bakersville City School District master plan be
approved for the 2026 2027 school year. Do I have a motion? >> Motion approved. >> Do I have a second? >> Thank you. Any discussion? I really like the um idea of the biiteracy gallery walk and I hope we'll be invited to that. Is that something they did before? Like I don't Can you speak more on the microphone? >> I'm so sorry. I'm so sorry. Um and that's on let's see page 41 there was the discussion about the biiteracy student portfolio. >> Oh yes. >> Um and at the end it was talking about how there's going to be like a gallery walk of the different places they've gone to throughout the years. Is that something you guys >> So something that the kids are doing for um the different schools that they have to do
projects um to be able to get either the pen or the medal. And so we can absolutely ensure that you get invited to them and every school like the junior high has one, Harris has theirs, Vorhees has theirs and you know in the future Mount Brain will have theirs as well. >> I just think it's so cool that they have that like moment like it's really >> any more discussion. Okay, we'll do a roll call vote. >> Let me make sure. Is there anything else you want to add to that? >> Mr. Mr. Let make sure that I don't miss anything. >> No. And that update on the plan from that came from the teachers because it was um it used to be like one big project towards the end of the year but they
really wanted to give students the opportunity to do many many projects throughout the years to kind of like more like a portfolio. Um and so that's where that idea came from. So they're the ones who developed every single item on that on that section the TI teachers. >> So maybe at the end >> at the middle school >> invite to a gallery walk. And so is that something that's like best practices in other districts or they just came up with this because our teachers are so >> so it is practices throughout in other districts one way or another and then they really wanted to provide more opportunity than than just one end of the year project. >> So that's where that came from. >> I just think so. >> Thank you Mr. Thank you Mos.
>> Okay. Any more discussion on this? Okay. We'll do a roll call vote. Mr. Fuentes. >> Yes. >> Mr. Edgar. >> Yes. >> Dr. Chris. >> Hi, >> Miss Melly. >> Yes. >> And I'm Miss Lara Emma. Yes. Moving on to assistant superintendent report. Miss Gladen. >> Good evening. Tonight under business services, we have a few items that are related to facility projects that will kick off um over the summer. One of them, our master facility plan, will uh take several months to complete. Um, and so I'm happy to walk through those items as you as you call them if you have any questions. Um, and then just to let you know what's coming up ahead in a couple weeks at our June 9th board meeting, our fiscal services team is working very diligently and
and hardly um on finishing the proposed budget for 2627 so that we can bring that for the public hearing at the June 9th meeting. Um, and we will have a presentation to introduce uh the assumptions and concepts in our budget. So, no formal report tonight, but we will have one coming up and um look forward to completing our budget and presenting that at the next board meeting. >> Okay, great. Thank you, Miss Glattis. >> And for the first item is number two. It is recommended that the board approve the proposed 202526 Proposition 28 arts and music annual report. Do I have a motion? >> Motion. Second. >> This is Chris. I second. >> Any discussion on this? >> We'll do a roll. Go ahead, Mr. >> I just want to I'm so thrilled about because
what I've seen how our district has utilize that money is phenomenal. Thank you, Mr. Stone. Um I I'm impressed every event that I've been to and I know that none of that would take place unless we had these funds. uh because I've been around where you know that was the first area to cut and I so can't believe what you know at the state when it had the art gallery and then the you know the singing it just was you know I appreciate the hard work that your your staff does. >> Thank you Mr. Thank you Mr. Stone you're doing an amazing job. >> Any more discussion? We'll do roll call. Mr. Fuentes. >> Yes. Mr. Edgar, >> yes. >> Dr. Chris, >> yes. >> Miss Mie, >> yes. >> And I myself la yes.
Number three is it's the public hearing for the adoption of the resolution making findings on energy savings and determining other matters in connection with energy service agreements forfront power. Sorry, this is the hearing. The hearing opens at 7:28 p.m. Nobody going once, twice. So moved. >> Second. >> Thank you. Any discussion? >> I'm so excited about the shade. We really need some shade. >> Mr. Fuentes, I'll take I'll do roll call. >> Oh,
voting. Yes, >> Mr. Edgar. I'm sorry. I should have been clear. >> Dr. Chris, >> yes. >> Miss Mi, >> yes. >> I myself la yes. Moving on to number five. It is recommended that the agreement for the architectural services with PBK be approved. Do I have a motion? >> This is Chris. So moved. >> Second. >> Any discussion? >> We'll do roll call. Mr. Fuentes. >> Yes. >> Mr. Edgar? >> Yes. >> Dr. Chris? >> Yes. >> Miss Mlly? >> Yes. >> I myself la yes. Moving on to the assistant superintendent report. You're welcome, Miss Laden. We got Mr. Hayden. >> All right. Good evening. Uh, I have several items under the human resources division, uh, which I'm seeking approval for, including anou between the district and CSEA regarding a summer modified work week,
as well as anotherou between the district and CSEA um, regarding the modification of the observance of the Memorial Day holiday. as Miss Jimenez stated earlier. Um and um I also have seeking approval for the certificated human resources report as well as the classified human resources report. >> Okay. Thank you. Number two, it is recommended that the negotiated memorandum of understanding between the BCSD and CSCA signed May 13, 2026 be approved. Do I have a motion? So moved. >> Do I have a second? >> Second. >> Thank you, Mr. Foes. Any discussion? >> I just wanted to commend Mr. Haven and CSEA. We've had a lot of CSEA agenda items the last couple meetings, and I'm really grateful for how much work we've been able to push through. >> Thank you, Mr. Haven. >> You're welcome.
Any more discussion? >> We'll do roll call. Mr. Quentis, >> yes. >> Mr. Edgar, >> yes. >> Dr. Chris, >> yes. Miss Mie, I myself la yes. Moving on to number three. It is recommended that the negotiated memorandum of understanding between the BCSD and CSCA signed May 18, 2026 be approved. Do I have a motion? >> Do I have a second? >> Second. >> Any discussion? We'll do roll call. Mr. Fuentes. >> Yes. >> Mr. Mr. Edgar. >> Yes. >> Dr. Chris. >> Yes. >> Miss Mali. >> Yes. >> And I myself la. I'm a yes. >> Moving on to number four. It is recommended that the certificated human resources report be approved as submitted. Do I have a motion? >> Motion to approve. >> Thank you. Second. >> Second. >> Thank you, Miss Molly.
Any discussion? >> We'll do roll call. Mr. Fuentes. >> Yes. >> Mr. Edgar. >> Yes. >> Dr. Chris. >> Yes. >> Miss M? >> Yes. And I myself la yes. Moving on to number five. It is recommended that the classified human resources report be approved as submitted. Do I have a motion? >> This is Chris. So moved. >> Do I have a second? >> Second. >> Any discussion? >> Yes. >> Go ahead, Mr. >> I just and I I use this not just for classified but also certificated. When I look at some of the new employment that we hire people outside our district, when we have wellqualified people in both certificate and classified, you know, this is a career path and you know, we have a lot of great employees, but it's kind disheartening when
we have people that are qualified and we continue to hire outside the district for them. And I don't want to discuss it but I mean we have one division that is constantly that's the what has been going on and I'm very disappointed because many of those employees that are continuing to work in that division are qualified but never have that opportunity to advance and these are long-term employees that are qualified. >> This is something that we discussed under the previous superintendent. Um I think it just got lost in between the handoff. Um we had talked about maybe creating a map of like possible trajectories of what people could do if they were to advance >> um from a beginning spot. So maybe that's something that we need to revisit. >> Thank Yeah, I'm not aware
of that. But thank you for you know because I think we I would like to because I just it's just disappointing >> just so people have ideas because sometimes people are a little bit intimidated to dream big but if they know there's a route and people have done that before and can see it and know how to get there. Correct. And I look at that for both certificate and classified, not just, you know, one or the other because, you know, it is, as I said, very disheartening when we're when we hire principles, when we hire directors, you know, outside the district, when we have wellqualified people within >> and we want to keep them. >> Yes, >> we want to keep them. >> I So, I want to make sure I understand your remark. If
they're twofold or one, I don't disagree. I'm just trying to understand. Um, is your concern that we use firms to find people that we subcontract with. No. >> Or that for leadership positions, we are not promoting internally. >> Correct. Yeah. I I I'm discussing the the hiring of our people, not a private firm. I'm I'm talking about Okay. >> people uh that like a custodian and then an advancement where they have that opportunity. And if you look at M whatever it's MOF, you look at all the top area all people that have been hired outside the district >> and you know and I have many people talk it's like well where's my advancement opportunities you know and they get discouraged and these have been people that have been here for many years and qualifying >>
I think if we have more people that see it as a career then we'll see more people like in the 20 25 35 celebration >> that's correct >> section if we're more intentional about it >> yes >> thank you >> did you want to chime in on something Dr. Not really. Again, the directive of what I hear is superintendent, figure out how to work with the team to create a path that will allow people to identify career paths that will make them to advance. Is that what I hear? >> Yes. Yes. >> Okay. Got it. >> Yeah. >> Thank you, Dr. >> We just help us retain them. We have wonderful people. >> Okay. Any more discussion? We'll do a roll call. Mr. Fuentes. >> Yes. >> Mr. Edgar. >> No. Dr. Chris, >> yes.
>> Miss Mali, >> yes. >> I myself la yes. >> Moving on to board policies. It is recommended that the proposed revision to the board policies and procedures of the Bakersville City School District section 601.01 conduct of pupils second reading reviewed as a first reading on 42826 be adopted. Do I have a motion? Do I have a second? >> Mrs. Chris, I second. >> Any discussion? >> I'll do roll call. Mr. Fuentes? >> Yes. >> Mr. Edgar? >> Yes. >> Dr. Chris? >> Yes. >> Miss Mali? >> Yes. >> I myself la yes. >> Moving on to number two. It is recommended that the proposed revision to the board policies and procedures of the Bakersville City School District section 601.04 4 suspension and expulsion for/due process second reading reviewed as a first reading on 42826
be adopted. Do I have a motion? >> I move to approve. I move I second. Sorry. >> It's okay. Any discussion? I'll do roll call. Mr. Fuentes. >> Yes. >> Mr. Edgar. >> Yes. >> Dr. Chris. >> Yes. >> Miss Mali. >> Yes. >> I myself Lara. I'm a yes. Moving on to number three. It is recommended that the proposed revision to the board policies and procedures of the Bakersville City School District section 601.04 suspension and expulsion for/due process administrative regulations second reading reviewed as a first reading on 42826 be adopted. Do I have a motion? >> Motion to approve. >> This is Chris. I second. >> Any discussion? >> I'll do roll call. Mr. Fuentes. >> Yes. >> Mr. Edgar. >> Yes. >> Dr. Chris. Yes, >> Miss Miyara Emma. Yes. Number four. This
is the revision to the board policies and procedures of the Bakersville City School District. Section 5000.34 classified dismissal slash suspension slash disciplinary slash disciplinary action first reading. This is just discussion. Any discussion? [cough] Okay. Moving on to number five. Revision to the board policies and procedures of the Bakersville City School District. Section 5000.34 classified dismissal sluspension slash disciplinary action administrative regulation. first reading. Any discussion on this? Moving on to the consent agenda. It is recommended that the consent agenda be approved as submitted. Do I have a motion? >> Your second. Second. Okay. >> Any discussion? >> I have a few items I'd like to add. just I have some questions and some comments and I don't mean to with the short period of time if the information isn't available right I I'm fine I just
wanted to >> find out on number you know spar me with my my vision and stuff so uh number eight dealing with the um >> the approval of the facility rentals >> right I just want to thank you know the um EOP for this the Tahachchip um fishing trip. >> I I have you know as I said people I I just I can't wait. It took two years but we got it. >> Pardon me. [laughter] >> It only took us two years but we got it. >> Okay. Well I I thank you because you know I did >> for special ed teachers too and the board update. We added that as well. >> Right. And and I thank you because >> it's going to be fun. I mean we appreciate your feedback. >> I I
I I would love to be a chef. I just to see the kids faces >> as they um >> as they get to fish, >> you know, >> it's only 300 bucks. I mean, like that's very affordable, >> right? And then, you know, they'll have all the t they'll have the whole gear. That'll be cool. >> And it just it's I I just can't, you know, I'm really excited to hear the feedback from that. And um you know, is there any way that we can see about how much it would cost to stock fish in there? You know, just a little bit incentive. I don't know. I mean, They do. I think they stop the fish there, >> you know. I don't know. I would I really, you know, I mean, not everybody's going to
catch a fish, but just that experience of the kid next to him catching a fish, you know, I I could just see the camaraderie with fishing. >> Agreed. >> I just just remembered as a child, that's why I look at that. The next item is um hang on, let me look at my is the um thinking map. What number was that? M >> I want to say uh 18. Okay. >> Last year when we had a long discussion about thinking [laughter] math and if we all remember and I just want to know and we were told that we would get a report to see where this money how well it was utilized. >> You will receive it uh this weekend and it this is the only elementary schools and specific schools that requested it, right?
It's not for everybody. >> Correct. So, currently we had 20 schools that requested thinking maps. And one of the reasons we had to go do an RFP is because there were so many schools at first when one school's request two requests is we're we're okay. But because it exceeded the threshold amount, then we have to go on RFP and create the whole district. Um, but it's the district is not sending it out. It's not a district initiative. It's nothing that we're asking. The schools are the ones asking us to use thinking maps. So they meet the principles with their teens. They request it from us and we add them to the list. So currently we have 20 schools that have requested thinking maps um as part of some of their training and we have um
the company that we have have they've provided 90 days worth of professional development but you will get a board update regarding all that information and more details. But it is it's something that the schools ask. um it became more like a district just because of the threshold that we exceeded because we're such a big district. >> No, I understand. I don't want to discourage those teachers from using it. I just look at the amount and want to make sure that that expenditure is being utilized as much you know because last year we did have a very long discussion about thinking maps because there was no answers >> you know and for that type of [snorts] expenditure just I look forward to seeing that >> it is a considerable amount of money but I do think
that the teacher feedback has been they want it so they want it >> no and that's I agree with that that's what we want to hear but I just think from last year so we get that information back and say hey >> you know >> we we we understand because I here on the board don't you know you know I do talk to a lot of teachers and I asked about that but there's many more of them than who I talked to you know and had them explain to me okay tell me what it is how do you utilize it you know some people are broke some are gone but I just the whole thing is just now get impact impact in get input back. >> Okay. >> And I appreciate that. >> Absolutely. >>
I do have sticker shock every year though whenever we every [laughter] year. >> I know. Well, that's why for you know because we really discussed it well last year >> and you're not wrong. The teachers who hate it are for it. Like they really hate it. But like apparently he's the one asking for it. >> No. And I I I support that you know that's you know important. I also um I think it's 23 >> 23 is >> is the >> agreement with the stepping stones group and the Bakersville City School District for virtual speech language pathologist to provide speech services in special education classrooms for the 2026 2027 school year. >> Thank you. >> Is that >> what I want to know is how much did we how much was the cost? I know
we budget and say we won't exceed this for next year, but actually how much did we spend this year? >> You know, so we know I mean if you don't I'm not asking >> I think it was really close to that that amount about a a million or so. >> It was No, it was for this year. Yeah, I can get the >> Yeah, I'm not asking for the right now. I just you know this is something because I know we had the discussion. >> This is up to Yes, we will provide you that information. >> Yeah. No, that's that's all I'm asking. and Seth. And um >> on that one, just for public transparency, um we we also discussed in our one-on- ones with the superintendent that we're not wanting to hire from outside
of the district. It's just a necessity as that's a really difficult role to fill. So, >> right. And I know, you know, Mr. Haven has been due diligence and getting people to apply and uh fill those positions. And um I app, you know, that's important. Um, >> I will say in my one-on-one, we had a good conversation too about um because I had several folks that were asked with their kiddos to use this service to in particular. And when I asked like how that assessment was made, it was really made in coordination with the IEP team and the the site assigned speech pathologist that belongs to the district who said this is one of our kids that would be okay in this format if their parents can sit. And so that was really helpful. for
me to feel more comfortable that like they're not just assigning it arbitrarily like there there are meaningful conversations happening about when and how to utilize it >> and there is a uh there's a instructional aid there with the child at the time. So I I mean of course we want to hire within so that saves us money than having right [laughter] than having these these but we realize that we still have to provide the services and we do it whatever way we can. So I just you know was you know kind of wanted to know just have an idea. >> Okay. >> And so was that it on >> that's it. Sorry. >> Any more discussion on the consent agenda? Okay. So I have a motion. I have a second. We're done with discussion. I'll
do a roll call. Mr. Fuentes, >> yes. >> Mr. Edgar, >> yes. >> Dr. Chris, >> yes. >> Miss Mali, >> yes. >> And I myself la. Yes. And now moving on to the adjournment. >> It is recommended that the meeting be adjourned. Do I have a motion? >> This is Chris. So move. >> Do I have a second? >> Second. >> All in favor? I. >> Motion carries. This meeting is adjourned at 7:47 p.m. Thank you. >> I have never
