Sorry. >> Do we have an update on the score? >> Oh, yeah. >> Still two-1. Bottom five. [laughter] >> Good stall. >> Two1 Blue Jays. >> Two on Blue Jays. Good stall tactic, Mr. Per. [laughter] Two1 Blue Jays. >> Thank you for that. Um, also wanted to say thank you for all the kids for coming out. Um, it it was nice. I always love seeing the kids. Everybody knows I always talk about the kids being here. Um, but it was also nice being able to see my daughter here. She was one of the kids who was here. So, it's just nice to see some of the product of all the work that we're doing and that everybody is doing and just appreciate the teachers, principles, everybody for all the work that you're pouring into our

kids, to my kids, and everyone else's kids. I I do appreciate that. Um, wanted to touch base on something that Ruth was talking about as far as the kids pack program. Um, just to let everybody know that's not a specific McKini Vento uh item. So, you do not have to be a McKini Vento student in order to qualify. Anyone who is experiencing or any students that are experiencing food insecurity by any means, uh, please either reach out to the district um or if you need to uh to Rebecca through Mojave Valley United Way. If anybody needs any contact for anything, um, feel free to reach out to me um, or to the district. they can connect the dots for you um if need be, but there's plenty of uh food to go around for the

program. So, we look forward to to growing that. Um also, thank you for all the presenters um that are giving us all this information. I think it just highlights all of the different challenges that we have. Barstow is not perfect. B USD is not perfect, but that's showing everybody all the work that the district is doing in all of those different ways. I know we still have work to do, but that is the proof of all the things that we are trying to do to get us to that better place. So, thank you for everybody for all of that. Um, and that's all that I had. Um, do we have >> We have a student representative. >> We I believe Are you presenting for the ASB tonight? >> Oh, yeah, I am. >> Okay. >>

All right. Student representative, >> Nick, right? [clears throat] >> I was I was patiently waiting for my turn on, but I wonder if they were going to call me in. [laughter] >> Hey guys, I'm back. Nico, but this time I'm the exact treasurer for ASB. I want to touch up on Thursday. We have our Halloween social. Um little iffy. We having bit of an issue with uh student interaction. Even though it's free, our last social, not really a lot of people turned up and it was free. We had like a few snacks for them, some water, what not. Just like a fun thing, and we only had like maybe 15 people show up, which is kind of crazy for something that's free. Um, next thing I want to bring up is our ASB food drive.

We have it in many of our classrooms on the high school. We're just we give them a box and we're just like, "Hey, uh, classroom with the most donated food. They're just going to get like a pizza party or an ice cream party or just something. We're going to do something nice for them, but it's probably going to be third period, so we might get them donuts or just something more breakfast style. And for the whole thing of November, we want to focus it on giving like you guys, our staff, our beautiful staff, um, thanks." So, we'll be doing many things. Um, you guys might receive something. You guys probably will receive something uh made handmade by all ASB, our 48 students, I think. And um also we'll have some stuff for the students like

uh last year we did the little thankful leaves in main hall and you know you just pick one off and it's like have a great day, you're awesome. We'll probably be doing the same thing for all you guys as well. >> And then we decided our winter formal theme. It is a night in New York and it will happen December 13th. We have a assembly for it already December 5th. It'll be on the outside field. I know some people have trouble with the steps and whatnot, but it's it'll be all right. It'll be [laughter] okay. Just be students. And then um last things I want to touch up on are uh we have a little bit of a problem with student engagement. And that's also um leaning into our other problem of being a little

bit of financially burdened burdened. And we're kind of like people want better, but they don't want to pay for better. And it's just becoming a big issue because where they're like, "Oh, we want this 360 camera thing so we can take fun flicks at Winter Formal." And we're like, "Okay, we're gonna add 10 bucks to your ticket." And they're like, "Oh, I'm not going anymore." [snorts] And we're just having a big problem with that. and we came to you guys so we can maybe get like a donation from staff or from the district itself and so we can make it better without charging them more which is a very big stretch I know but it's just like what we want to do for the kids and for the students and for the district just to

invite more school culture and people to be more proud of what we do here. Um that's about all I had. So thank you guys for your time. Uh, any questions, concerns? >> Good job. >> All right. Thank you. Thank you. >> Thank you. >> Good night. >> All right. Uh, next we have representatives reports. BA, >> I pass. >> All right. Good evening, uh, members of the board. Um, first BA would like to acknowledge and thank the district for taking corrective action regarding restroom access to Barcelo Junior High. We appreciate that the restrooms were reopened during passing period and we recognize that this is a positive step in the right direction for both students and teachers. We also appreciate the that this change reflects a willingness to respond to concerns and follow the requirements outlined

in California Education Code 35292.5. When the district takes timely action to remove barriers that interfere with the instruction time, it helps create a safe and more effective learning environment for students. However, we also want to stress the importance of ensuring that this issue does not reoccur. Restroom access during passing periods must remain in compliance with state law going forward so that teachers are not placed in a position where instructional instruction is repeatedly interrupted and students miss valuable [laughter] time. California Ed Code 35292.5 effective January 1st, 2024 states, "The school shall keep all restrooms open during school hours when pupils are not in classes and shall keep a sufficient number of restrooms open during school hours when pupils are in classes. When all restrooms are locked during passing period, students arrive to class needing to use

the restrooms immediately after the bell. Teachers are then forced to release them during instructional time with an average of 30 students per class and only a few permitted out at once. Doors are opened approximately 15 times per period to allow students in and out. Because all classroom doors are required to remain locked for safety reasons as constant interruption negatively impacts direct instruction, small groupoup learning and the overall classroom environment. We want to highlight that VA values the progress being made in other collaborative conversations as well. Our quarterly meeting yesterday was productive and we appreciate the areas where the district is working alongside educators to find solutions. Positive progress is happening and we want to continue building on that momentum. However, there is still significant issue impacting instruction and teachers workload at the junior high. On

September 23rd, 2025, VA notified the district that teachers are being assigned to teach courses without curriculum or instructional material. This is a violation of California law. board policy and collective bargaining agreement. The current solution given to teachers is to complete course outline and textbook adoption forms independently without training, without administrative planning, and without the curriculum that the district legally is legally responsible for providing. Many of these educators are brand new and still working toward full credentiing. This places them in an impossible position of having to create curriculum from scratch while simultaneously meeting all instructional interventions and assessment responsibilities. Curriculum adoption and course design are administrative functions. Teachers collaborate and provide input. They should not be tasked with building the foundation from the ground up. When teachers are forced to take on administrative work during instructional

planning time, students lose direct learning time just as they do when the restroom address is restricted. BEA has attached copies of the forms to the speech that the teachers um are being asked to complete so the board can see firsthand what is being shifted onto classroom teachers teachers. Our goal is not to criticize but to ensure that instructional quality is protected and the legal responsibilities are met by the appropriate parties. In closing, BEA is encouraged by all areas by the areas where forward movement is happening and we want to continue building a partnership grounded in trust, transparency, and student success. We are asking that the restroom access remains in remains in ongoing compliance with the state law and that teachers provided with curriculum and instructional material for every assigned course so classroom time can be

dedicated to teaching, not administrative work. When educators are given the tools, materials, and conditions they need, students benefit first. We appreciate the board's attention to these matters and look forward to working together toward continuing solutions, both students and staff. Christina has a copy of the forms that they are asked to do, which is not a teacher form, it's administration. >> Thank you. >> Next, we have CSA. She >> says, >> [laughter] >> Good evening everyone. Um so for CSEA right now we have our uh also attended the quarterly meeting um in collaboration for [clears throat] moving forward um with positive uh collaboration. So we appreciate that. Um we have been um negotiating with the district. We opened our negotiations last week. We have another meeting tomorrow. We already have had um agreements signed moving forward

through the ratification process with our membership. Um we have more already signed and ready to go. We have positive um outcomes in regards to tomorrow's meeting already. So it's been really collaborative in in agreements with the district. Um at this time we also have general our general elections within our membership. So we have the negotiations team which comes up every year for negotiations. Four seats plus the president. Um so we've already opened those negotiations. We will again have negotiations at our next meeting in November. Also this year is the president, the secretary and the sergeant-at-arms are also open. So, we've had negotiations for all of those and again they'll be opened again next month or voting will be in December. So, there will be new members um coming on to um those seats come January

of next year. So, we also are starting our well we've already started our talks of the end of uh end of year celebration that we have with the membership. So those talks are are in place as well. Nothing has been solidified [snorts] at this time trying to find a venue and then as a venue is chosen the rest will come into play. Um and lastly, we did agree on our community outreach. Oh, sorry. Before I get to that one, we did have our two scholarship winners. um their schools that they're attending have sent us their verification and so checks have been written and they will be mailed out this week to um provide the money that they won in their scholarships back in May. So that's a good thing. And then like I said [snorts]

lastly, our community outreach that was implemented um two years ago and um we have selected four entities, four foundations to give $125 to each on behalf of CSEA. Those entities are Tim Heiden's Foundation with the Christmas Cops for Kids, Kowana's Clothing Drive, BHS Band Boosters, and the Humane Society. So, those are our four. They'll each receive $125 to round out the $500 that's been budgeted for them. That >> That's what I have. Thank you so much. >> Thank you. Uh, next we have the personnel commission. >> All right. Uh, good evening board, staff, and guests. Uh, this is the report from the personnel commission. Uh, we currently have zero interviews in progress. We have, uh, zero recruitments are in the in the testing stage. Uh however we do have three recruitments that are open. Uh

we have 370 classified employees, 163 hour eight hour full-time, 120 benefited part-time and 87 non-benefited part-time and as always we carry uh classified management employees as well. 17 on the classification security uh no vacancies at we have no vacancies. custodial. We do uh still have the two vacancies for the newly created champions custodians and we have one vacancy at Lynwood that um there was a transfer within the same school. So we still have one vacancy there which is kind of moved. Uh the custodial list is expired but will be uh extended and we're currently open the the recruitment is open for custodial anyways. So we're going to open recruitment. We encourage everybody to apply. Anybody that is interested in working overtime in Custoio, please apply. Uh list is still open for a couple more weeks.

All you have to do is pass a test u be placed on a list and you can be assessed. Please do so and help us out. Um we also have open uh par educator ELLL and senior office assistant. Uh those recruitments are still open for um the nutrition services operation manager position. Uh the recruitment has closed. Uh we have 36 applicants and we'll be moving to to the uh uh the review of the applications and and further technical panel for those that that position. Uh for non duties, we're still on boarding uh lots of nuties. I know you see them on your package. Um we are also I attended that uh Barsto job fair last Thursday at the Harpy House and we handed over uh out over 200 flyers. So there was a lot of

interest made a lot of connections. Um lots of people visit our booth in our table. Uh we're still processing those uh 20 park hires. So that's still ongoing. And I know there's there's always questions about custodial substitutes. So, um, currently we're trying to, uh, pull some more substitutes from the current list to try to build up our bench. We have 12 that are eligible substitutes, but we need obviously more. And, uh, we're also putting the call out there for any of our employees that were sub uh, custodians at one time and would like to uh, work some overtime, then uh, please reach out to us and uh, let us know that you're interested and we can make that connection. Uh lots of [snorts] our m maintenance and grounds employees have expressed some interest. So we'll

be able to get some uh substitutes from there. Um what else do we have? Our next BC meeting is uh Thursday, November 13th in this room 4:30 p.m. And that's all I have to report. Is there any questions? >> Thank you so much. All right. Uh, we have next is the adoption of the agenda. Can I get a motion to approve? >> So move. >> Second. >> All in favor? >> I. Okay. Uh, no communications. Uh, consent agenda. Does anybody have any items that they would like to pull? I think this is the first consent agenda in a long time with no items pulled. >> All right. Uh then can I get a motion to approve? [laughter] >> I move we approve. >> A second. >> All in favor? >> I. All right. You're good,

Kenny. >> [laughter] >> All right. >> So, discussion items. General uh L11 renewal of Mountain Desert Career [clears throat] Pathways Joint Powers Agreement. >> Yes. Thank you. Uh cover this very quickly and Mr. Godfrey, if I missed anything, please feel free to jump in. Uh the Mountain Desert Career Pathways is the organization that Barci School District along with eight other districts in the high desert are is a member of. Uh we participate in this in reference to our uh CTE career technical education. It includes the the K12 strong workforce, CIG, all the programs that we use at Baro High School and some of our other schools to help with our career pathways. And the agreement, the JPA agreement, joint powers authority agreement is required for us to continue membership with the MDCP with the MDCP,

which we definitely want to do because they manage quite a bit of the work that happens behind the scenes. And uh we also have a uh place on the governance team which uh I um provide that space for. And so we have a voice in the room and this uh agreement is presented to the board for approval. This is just the updated agreement to continue our participation in the M in the MDCP in order for us to continue offering all of our amazing career pathways to our students across the district and is uh provided to the board for approval tonight. >> Questions, comments? Uh can I get a motion to approve? >> So second. >> All in favor? >> I. >> Uh next uh business services uh L41 purchase order listing October 7th, 2025 to

October 20th, 2025. >> Yes, Mr. Beine. >> Thank you. The district is recommending that the board approve the 81 purchase orders listed in the attached purchase order board report totaling 833,4992 questions. Good. All right. I get a motion to approve. So move second. >> All in favor? Hi. >> All right. Next is personnel services certificated L6A1 resolution number 6 2025 2026 teaching out of their major field of study. >> Yes, Mr. Gutierrez. >> Yes, thank you. So we have provided for the board a list of uh teachers that are providing uh additional uh instruction in the course work at different sites. [clears throat] Um part of the goal of the district is to develop the whole child and and so providing electives for kids that increase engagement and actually um you know gives them uh

other pathways we feel is important. And so what we have before you is the requirement under title five uh presented to the board for approval for the listed teachers and subjects that they are that they are uh teaching. uh these teachers do have some coursework uh but like I said it's not in their major uh in their field that they actually have credentials on. So it is presented to the board for approval tonight. >> Thank you [clears throat] comments. >> I move we approve. >> Second. All in favor? I >> uh next is L6A2, establishment of certificated teaching positions, uh equity multiplier. Uh we have one academic intervention specialist at Henderson Elementary School and one art teacher at Monttera Elementary School. >> Yes, Mr. Peter. >> Yes, thank you, Miss Ranger. So, the academic intervention

specialist at Henderson uh has been hired. It's actually we pulled a a seasoned teacher from the classroom to cover this position. Uh this is just uh to ensure that the funding is appropriate under the equity multiplier fund. Uh we also are presenting to the board tonight an additional position at Monta and our position. We do have some uh a few people who who are interested in filling this role. We do have applications on file. uh the art teacher at Monontto will allow uh the PLC model to continue to develop at at the school site. Uh we also we have another one that's coming to the board later on. It's actually we need three positions. One is Mr. Ribbling which which uh earned a uh you know employee of the month. And so that's one tier.

We have two other tiers that we need to complete. This is the other one. uh it'll allow the teachers to be uh working in a PLC model uh and having kind of like a uh a core setting where they they get to experience uh specialized instruction in art uh intervention and PE and STEM. So it's presented to the board for approval and uh the it's all out of equity multiplier as well those two positions and the financial implications are listed. Any questions? >> I was wondering if is it going to be I guess like elective so like if the students will be like in their normal classroom time and then go over for a certain amount of time or as far as >> So the way Mr. uh Dominguez has set it up is they're

going to be on a schedule and at that time they're going to they're going to have time to actually collaborate. Uh the teacher will have time to collaborate and the students will be in those settings. So kind of like a an elective class. Yes. And >> I can elaborate. >> Yes, please. >> So the way we structure the master schedule is to allow the grade level team to meet through PLC process. So Monday uh Tuesday, Wednesday, Thursday and Friday the teachers will come out and meet. So their students will go on an exploratory wheel. So one class will go to PE, one class will go to art, one class will go to the math lab for math intervention. And then they'll rotate. make sure that they're getting their PE required PE minutes in a two-eek

time frame. So, as we continue to grow at Montter, we have to shorten, we were going back and revisiting the master schedule to shorten that time period a little bit up to allow all grade levels to have access to that exploratory wheel. So each grade level team will be able to meet and go through the PLC process and going through the data and looking at their their uh units and based upon that going through and then assigning students to their intervention time which is again scheduled through the master schedule and making sure kids are getting that. But then we need the exploratory teachers which are is part of that to allow the grade level team to meet during the school day. So we're not put out providing them time after contract hours and increasing their

workday and having that teacher burnout. >> Thank you. >> Yeah, that's what I was I know it's hard with integrating all those different pieces and then especially at the primary side where you don't have single subject to be able to integrate. I love seeing those things, you know, be able to be integrated. I was just curious how you were folding it in there. So >> it's a lot of fun. >> Thank you. This is present to the board for approval. >> Anything else? No. All right. Uh I'll make the motion to approve. >> I'll second it. >> All in favor? I >> uh next we have L6A3, establishment of one certificated physician, wellness counselor, Monta. >> This a good chance. >> Yes, thank you. So again to support the [clears throat] program at mononttoly equity

multiplier position we have identified the need to uh fill this wellness counselor position. We actually started this position already. It's just bring bringing it back to the board. There was a step missing prior to this uh even though the position was approved. We needed to make sure that we follow the the the proper processes and it's uh just solidifying the appropriate funding and the job description is there as well for for the board's uh approval. >> Um superintendent recommends approval. >> Do you know if we have anybody in mind or Okay. >> The person's already there. >> Okay. >> We've already hired. >> Cool. >> Yeah. On uh 10:14. >> So yeah. >> Any other questions, comments? I move for approval. >> All right. >> Second. >> All in favor? >> I uh so this

one is classified L6B1 uh increase in work hours of certified, excuse me, positions. Uh one lead nutrition service worker, nine NSW1 and eight NSW2s. uh recommending the board of trustees approve the increase in work hours for the classified positions listed effective October 29th 2025 >> okay >> Mr. or is it >> I will take her >> okay [laughter] >> sorry >> say you say I say Mr. say you. >> So this [laughter] >> uh he could jump in if he needs to. So yeah. And then we also have Veronica here present just in case. >> Go around my bases. >> Uh is that called uh faces loaded I guess? Right. Yeah. Three of us. So >> what's the score? [laughter] >> Sorry. Good segue. Uh so this item presented to the board for approval tonight.

uh uh Miss Miss Calderon was actually uh working to fill eat and void at in nutrition service and what happened was it triggered uh contract language under um article 8.4 which is basically the 20-day rule. So the the employees are entitled to the increase in hours uh based on contract language and you know fortunately we were able to uh meet the needs of of the department. So um and it's presented to the board for approval and open up for questions >> before we go on. I'm I think I should have stopped earlier or continued reading uh earlier. Right. I'm this is still under that same item because I believe >> under the recommendation. >> Okay. Go ahead. >> So, uh reading for the positions. Uh so, we have uh lead nutrition service worker Barstow high

school from 6.5 to 8 hours per day. Uh we have CFSW uh 1010 uh 1004 1060 109 102 100 101 1036 1035 1038 for nutrition uh SVCS worker 1 at Barstow High, Barstow Junior High, and Skyline from 3 to 3.75 hours per day and CFSW 2030, 2012, 2002, 2017, 2016, 2010, 2031, and 2032. nutrition SBCS worker 2 at Barstow Junior High BIS Cameron Crestlin Henderson Lenwood Monter and Skyline from 3.75 hours to 6 hours per day >> Mr. Gutierz or Miss Mr. Ortiz. >> So yeah, so I kind of already talked about it. >> Yeah, those were those were all the listings. I had said eight and nine as far as the positions, but I had to actually read out all of the the position titles and places. So, >> there you go. >> But

we're we're good with that. Unless anybody else has any >> questions or comments. I just I should have read that. >> No, we're >> first, but that was all under the same item, >> right? >> That was just a long list of all of those eight and nine positions. So, >> think we're good. >> All right. We don't have any questions. Can I get a motion to approve? >> Still move. >> I'll second it. >> All in favor? >> I next we have L6B2, Employment of Classified Management Personnel. >> Yes. Thank you. So, um, as you guys are well aware, uh, Mr. Hooker resigned from Barc 5 school district and went on to a different organization. Uh, Mr. Ortiz did a diligent search and we had a lot of applicants and we inter we did

a screening interview process and um what we have in front of you is a recommendation to uh employee John Larson, director of facilities and maintenance and operation. Uh he comes to us with a vast u uh resume of experience uh and uh he's here if you want to come up and introduce yourself to the board. Thank [clears throat] you Mr. Larson for making it today. Uh first off, I'd like to say thank you guys uh for welcoming me. I'm honored to step into the uh position of a facilities maintenance and operations uh director. Uh my priorities to ensure
