001like a savings the district set aside to put in this trust so they could have money set aside to cover the cost of retire Health and Welfare and we're one of the few districts that actually we don't have a liability we have an asset which I've reviewed over the last few years when we do this study because what we have in the trust is over what um is needed for the retire benefits of course benefits can change and increase and decrease so it's good to have that extra bit that's there but that study is done every year the Auditors require it as part of the reports they review for the annual audit and every other year we're able to roll over the study so it's a lesser cost but this year it was a new

006one at oci and one um is at his school in his second year um my two older children have had the privilege an opportunity to um participate in the music program um as it was um in relationship with uh y UniFi School District um this what it said okay um it it has been it was an amazing program we were so happy for that opportunity um but we were also really really excited to find out this year that cassic school district was um accepting the prop 28 money and they were going to use it to bring in a music program to the school um we didn't find out until in the last few days that there was some mismanagement in the hiring process and because of that there is now no fan director for my
007um eth grade son um and it might not be one for my fifth grade daughter and my third grade daughter when they get to um oci and you'll hear a little bit more from my children so I won't go into detail about how the band and music program has so positively affected them um but we just are here today to make our voices known for the um music Community here that music is a huge part of our family it's a huge part of our Lives it's a huge part of our community here um and to to lose that after they've had it is pretty devastating and so I hope that the board and um the supervisor and everybody else involved is actively trying to remedy that situation thank you um next we'll hear from Ian

011school um and also president of Music I've also volunteered to help Mr teach the B School b class for the past few years earlier this year I learn at b l Wasing music teacher to finally take over the band program as well as as well as to potentially offer tk35 music instruction this was wonderful for the high school program as they allowed m r to add one period of Music at which is the first time in our area has ever had AAL strs offered unfortunately the new teachers that were approved to be hired by the board at the June 184 meeting have their contract sended issues of course crti needs to be figured out but it's very unfortunate that it was not figured out before the school year started as a result for the first
012time is what in at least 10 years rather other than the online Co year there's no zero performing music instruction offered to midle school students within this dist ultimately that not what I'm here to talk about to I'm here to talk about it's a PR communication between Bas School District the involed parties music the lack of communication started long before this most recent incident however it seems to be most relevant of the most recent months Mr have been ADV foric education to be expanded and just one music class Club she and Mr Harris mus a teacher at y school put together your proposal all a full-time music teacher position with in The District in miday B gave music teacher position thankfully there are multiple appid and instead of one teacher two two music teachers were
013hire it was a little surprising to m r Mr Harris they hired two people not not one but ultim great news Mr R who has been teaching middle school students since 2018 found out this decision the great plan not from anyone else that directly she reached out to the principles and Superintendent at the time um to find out if a they need their insurance and materials or they tend to keep bringing students to our classroom chest B what will they be teaching as the initial proposal is only for one teacher not two c and if assist above as she experience love help plus the decision to have SCH should directly affect her program high school when I asked if she had heard anything about what music was going to look like in B next year
014she said that she didn't know and what they might be planning no clear information was received by the end of her contract days nor this time until about a week before school started she thought there were two M starting and only out that they were having issues because she happens toes there's still no communication on what is happening with insurance and now these students do not have a teacher either this is very disappointing for their training band students and incoming sixth graders course things happening credential need to be figured out before teacher can start working however is noten is communication ory Mr Mr Harris as their parents and students haven't been informed on what's been going music no Works have been made like having other teacher as is consult hasn't done before or trying to
015bust the student to do aband Mr Harris or some in short the actions and decisions made by B High School District been very disappointing and frustrating resulted in the one established being at risk of being cut meanwhile the students and parents haven't been told what's going on and what the plan of solution is high advise members of the board to direct up yeah thank we can we get minutes thank you okay um item eight action items 8A resolution 253 The District crma representative representative yeah so this is the resolution that um states that I will be the design the official represent I will be the representative for um Bast Lake for crma and Tera will be Al thank you crma is our insurance company I move approval a second any discussion this is an annual

022to the other apps with like student name and student number so something like that a class would be released would be loaded into that right for the student to access yeah but it this was with regard to oh fundrais yeah fundraiser educational foundations with boosters I know I've seen like the C candy fundraiser that comes through the student ASB fund it would have like um the students order forms that they gathered when they did the fundraising but it might just have like their initials or what their class what so they know when the order comes in you know what student that's going to so that would be what would be appropriate you know not their full name address Miss Smith's class student you know these Sees Candy work and then the other question on this
023same policy um so this has going see onqu it talks about uh see hold on so if you had a booster club or Educational Foundation that wanted to contribute funds for the music program it talks about which is the Arts and Music for schools program um so if you have funds that want to go to a partic to that particular program would that affect the funding you're already receiving not at all okay so I kind of made a wording that sounded like no because any of the funding we received we're not reporting if we got donations or something you know 28 we don't report anything to the state thing in addition we also got the donation we just report what was spent on the funding we received from Source okay to effect funding okay thank
024you any other questions no [Music] okay um information item 9B portable project update so I'm not going to read through the whole thing but I'll give you the clip notes so when we last met in June we had gotten your approval based on a a quote from the architect what the cost of the project would be to go forward with putting it out to bid because we wanted that project to start over the summer so that the Portables would be ready for use for back to school for different things like the theater or music or art programs other student supports things like that and when we received the bid packet we only got one and it would double what the architect had quoted and it would over what we have in our budget so really
025uh Robert and I talked for a long time we talked with the architect I mean you know we didn't want to have to delay it we wanted everything to be progressing because we've had these portables for two years and we want to get them ready but in due diligence with the district and budget we don't want to you know bankrupt the district to get the project done so we just had to pump the brakes we talked with the architect and we talked about going back to the drawing board putting it back out to bid advertising it in more places because he had only put it on the bid in contractors exchange website that everyone needes so we also posted it in The Marosa cazette it ran for the last two weeks um and the Fresno
026be so we're just hoping having it out there we can get some more local contractors and have some choices and we get our bid and be able to keep it within the budget within reason um and another thing that came up when we submitted the plans to the DSA which is the division of the state architect they let us know that there were I talked to you a little bit about this before in June but there were 10 projects from the 90s that were never certified and closed and there was at every School site there were a couple at each School site um you know different things that were done and it never got the final stamp of approval so with the state architect they will not let you proceed with any new projects till
027you close out the old projects obviously it's not as simple as that with plans from the 90s having to be located those Architects are been long business things like that so that this two years has been a lot of the project of getting that going and we finally found out from climatech who is our company we did our solar project with they recommended a company to us called project support Specialists and then that's what they do for school districts they help them go in they know all the lingo they know all ACR they know how to find the plans come to find out our plans used to be housed in La now after the 90s they house all this area plans in Sacramento long story short uh we've closed nine out of 10 of the
028projects so we're getting close there's one project holding things up because some um rooms were constructed in a way that maybe didn't go through the approval process so we're trying to figure out how to get those up to code and be able to proceed so two parts here getting the new bids and having some better choices and more budget friendly ones and then also wrapping up that final project and being able to move forward with both um with all the portabl at the S thank you for that in case anyone asked you or you had seen like the Portables are still sitting there what's going on it doesn't look any work was done they came and met with me and Robert did a bid walk and saw everything that entailed but unfortunately we only that
029one we just need to go and see what else we can get what other proposals we can get no I think that was the right move yeah 146,000 the bit shocked to he that with these with these 10 projects how do we add those up and never finish yeah and it's usually a $500 fee the state architect once you pay the fee then they will now certifi it and close it but it's kind of a long process going back and finding the old paperwork the plans and all you know that job site I'm gonna blame Randy about right NOP it was long before his time okay any other questions okay item 9C enrollment report so this one I just have the enrollment not the Ada because the beginning of school um this was completed on
030the 16th so it's still changing every day when I'm looking at the numbers um when I looked uh about a week before school was to start we had 783 students so then that last week we got up to 886 so I guess um you know that's good because the 783 really made me nervous in terms of the funding and the attendance rates so uh last year we started with 81 we ended the year with 822 so um it's 806 and I bet if I look today we probably I know we've gotten a few more um it will kind of fluctuate throughout the year but I'm hoping the number will go up a little more I know once they complete the apartment that could help with some families that are doubled up with other family members
031and waiting on housing you know maybe come into our district pretty close if you look in the blue box there to what we ended the year with versus now every every site is pretty close large very large class side did you see kindergarten at wasuma 27 yeah you got the middle middle school teachers with 30 atuma and yeah 30 doing great at o yeah you got mostly 30 at o and there a couple away so got some big Middle School classes coming up okay any questions I didn't see some new names on there yeah uh 90 in District transfer report so we have 49 students transferring into our student or into our student into our district 30 from 70 10 from Marosa few from four from Raymond and 33 students transferred out and you can

033had a an opportunity to put together a nice presentation and that kind of stuff it's been super busy and we haven't really had a lot of events that kind of thing we talk about um so we're sharing what's been going on and that um let's see so she says the Year is off to a great start our TK and kindergarten kickoff on Tuesday August 13th had a fantastic turnout staff and students are excited about some changes on the horizon for OES this year OES is implementing a recess before lunch schedule um was so I know there's conversation about that it seems to be going well from here yeah um well there's some fine tuning that needs to be done staff and students have been very accepting and positive about the new schedule teachers and G
034grades K through three are implementing a research-based reading uh foundations curriculum this year youly wasuma started it last year with fantastic results and OB teachers are excited to start it this year some exciting positive behavior intervention scort PBIS changes are unfolding um Eagle Pride was changed to Eagles sore as an acronym Eagles are safe optimistic accountable and respectful classes have developed with soaring looks um what soaring looked like in their classrooms staff can't wait to reward and reinforce the sore Behavior expectations with PBIS rewards uh the PB management software program that supports schools and building positive School culture we started using that two years ago years ago at oci and now we going District W been very good uh oci o this program a couple years ago and we're excited to get going get it
035going at o back to school tonight is tomorrow Thursday the 22nd from 5:30 to 7 oh yes staff would love to have you all uh board members come and see the amazing learning uh experiences teachers have planned for the 2425 school year there you go should I continue with mine yes okay that may you might need a bre so now I'm Ching for real um I was C there for a minute you could tell right um so we have uh three new teachers at our site Mr SE M Ryder and Miss baras uh two sixth grade teachers that are new and one seventh grade teacher things are going very well that's been great to have we have Mr Wy as our py psychologist intern and um you and I actually had the first time to
036really work together with a student today so I'm sure we'll get that uh kind of work working and going together we're both looking at each other like all right now we're going to deal with this um but that's that'll be good he seems like a very nice person for sure um we changed our schedule for the year which includes electives being on e8th period instead of first period uh that has to do with the a lot of different things but academically it's going to be uh really a positive for us I think um so it it ended up changing a lot of things tweaked a little stuff here and there um part of that schedule change is also that we're doing much more push in when it comes to um students with the IVs and
037so we're doing less pull out and more push in with that we have AIDS and teachers working more with those students and part of that is a recognition of the need to improve some academic skills of school and so changing the pushing into a pushing situation which is just a thing to do quite frankly um also gives us the opportunity to set aside 30 minutes at the beginning of each Ela class and 30 minutes at the end of each math class to be um differentiated uh not pardon me wrong term differentiation when it comes to instruction um and so what that's going to look like is students with IEDs are going to be pulled during those times and and taught in the special education room uh things that are going on with their needs and
038the rest of the students are going to be uh grouped in groupings identified by uh Diagnostics like I I ready and um pull together in groups where they can work on skills that they're Miss not necessarily academic skills that they would be studying during like seventh grade standard skills but like skills that they're just missing previous years or that kind of thing so go on some gaps so every day in every English CL us they'll have 30 minutes of that every day in every M of class have 30 minutes of that um which is designed to really strengthen those skills and get them back where they where they need to be because these are skills that were taught previously and maybe not going to be taught again and so uh we need to back F
039that we need to make sure that people have that a good foundation so that as they go forward they can be learning more effectively what's going on and we think it will help with the behavior of the process because we I think it'll get more people paying more attention and feeling more capable students and then then being more emplo so I look forward to see how that works out I have um where are we here I went on script there students uh just signed up for electives today we have things like Spanish Lego robotics Arts and Crafts Cinema we have a sports elective where kids can go literally and play games um we have many different things to to uh choose from and um so that's good that just went online today we start with
040collectives on Monday next week uh we had a good back to school night last night we had a lot of parents show up um we get into with sixth grade a lot of parents show up because it's a new school for them and that kind of thing but also talk about green mot sence Camp ath grade we talk about Lina and get into that we actually typically have a little bit of a low on L also that's how that is because a lot of people have heard the stories in sixth grade and don't have the Catalina thing to be to be looking at um but it went well it's good uh we just started girls volleyball and boys FL football um putting together teams we have game games on the 30th versus River Gold at
041River Gold so that'll be good uh my club is going to be starting using the gym at oci shortly for their basketball league that's that's always a good thing they do a great job job with that and our elected ASP president vice president those folks as well as our leadership class and our leadership Club we'll be putting on a p soon don't have that quite ironed out but within the next couple weeks have that going on to create some little buzz going on and get good thank you okay so um last week btim welcome 270 little Wildcats back in campus very very busy as you noted our Comm teacher has 27 um but that means at this moment we do not have any combo classes like that she want to do she said no on
042and it's amazing is it not amazing it's a lot it's it's she has the energy our endurance is a little right now yeah yeah she's um we'd like to welcome Brenda Lily to our teaching staff she is our new RSP teacher for this year she's our only new staff member um thank you to Jennifer tun um 10 mentioned uh the youly that our primary team on the district is taking on uh Jennifer spent the first day that everybody's back on campus doing a workshop with District's primary reading and the RTI team uh um as cat Tim said our teachers started using it at the end of last year they started using at the end of last year so great dividence our kids making progress and so they are all in and they're super excited to
043work along with the oci group um they've seen it in in action and it's pretty incredible I'm excited for them I'm really proud of our team for recognizing that our kids Su are better and making that change and it's amazing to see it in action they're all excited um our PE teacher Mrs Matt picked off the year with welcome back Ry to review PA's expectations introduce our new PB Rewards program play some ice River games the first Friday back very entertaining she loves little Jib Jab videos where she turns us all into rock stars and sword fighting pizza slices and all kinds of things kids love it um thank you to the district for support expanding the PBS report system from o to include B and OES we had our staff training on Monday staff's

051then they're finding that's a disaster because they're putting non-working phones and glue and all kinds of stuff on the pouches to make it look like they're turning in their phones and using it anyway and then the Bullard High our local high school down in Fresno they were uh I guess it's this I can't remember who the fellow was they interviewed but superintendent maybe but or the principle but he said it's you don't realize how addicted they are to their Fones and how many creative ways kids can say no when you try to take their phone away and they can vandalize everything that goes on with it and so anyway I I just wanted to one reason I'm looking at it is is several people in the community and some have even come here and spoken
052about what are we going to do about you know cell phones do we have a cell phone policy zero zero so anyway I didn't know but but but I was thinking should we should I put together a policy simple one so we can do it an impation on it all that principles handling it already the district has the district has a policy thees are handling that great I I don't think there's issues it's a nonissue it's a non isue some of the rumors aren't true then they take anyway thought maybe it's something we should get on top of or front of sounds like we already are yeah I mean of course kids try to to have them out and when they do they take them away it's taken care of good kids are not on

055we're excited to to experience that the children are going to be having academic success this year and to thrive and just be the best that they can be so thank you for all what the teachers and and staff do and welcome also to Michelle Townson and I know you're very dedicated and extremely hardworking you really put all of your effort in and I just wanted to share a community event coming up on Saturday at our local library oish library it's called called see you at the library and uh it's about building children's character one story at a time and so they're going to have a a public reading at 10: a.m. and it's sponsored by Brave books and this is going to be a nationwide uh event and it's to counteract uh a lot of
056people don't know that the American Library Association I've shared it at a board meeting uh and public schools uh and public colleges and I don't believe we're a part of that but um all are immune to the obscenity laws there's a loophole and so many people don't know and it's according to Capital Resource Institute that every uh every state every County across the United States has obscene books that are available to children and most people don't know this um I have talked to Mr seals in the past and he has assured me that we don't carry any of those types of books but unfortunately and I've seen it for myself at our local library there are a number of obscene books parents would be very shocked people in the room would be very shocked if
057you knew uh what the children have access to and I've spoken to the uh Library assistants there and have told they have told me that uh these books are available to Children there's a particular book I brought it up before called uh gender queer um it is in the adult explicit section and the fact is it's all cartoons and it is quite vile um the content and anyone here anyone would be shocked that this would be available but I was told that if parent okays it a child can have access to this book so to counteract that we're going to have a u this wonderful event that's going to promote fullsome books and so more community community members become aware of what's going on then we can stop what's going on so thank you all
058okay um I also want to reiterate like literally thing that everyone else has said so welcome back to the staff welcome Michelle thank you MLT for making our schools look amazing um thank you to the booth family for coming out on of you know school night and um expressing expressing your desire and love for the music programs that we have put on and uh hopefully we'll continue to do um in the near future uh music is very important to our superintendent and the board is well well and I think you heard from everyone else on the board that we hear you and um it was not our intent so um but we have hoops that we have to jump through to keep ourselves compliant and I know that you guys understand that and so we
