e e e most never works for me like the stess let allegiance to the flag of the States of America and to Nation indiv present agenda is there a motion to approve I make a motion we approve the second well pardon me motion to approve the agenda I can't hear that second second any discussion okay right so we'll move on to the monthly items and financial reports Dian before we go there I think it's important to note that there was no action ticket session report no action roll call vote for the consent agenda approve I I I okay item six monthly items and financial reports we have the quarterly reports on investments January 2024 to March [Music] 2024 motion to approve it's an information [Music] I um this is just our regular update for the
Investments this period January through March there on the attachment there was an increase sorry oh it's there sorry I wasn't seeing it I usually have a cover sheet um the County Treasury funds were down slightly from December and then our over liability is up de so it's good both those usually fluctuate any discussion any questions no I didn't so we not proving that and uh we have hearing of persons wishing to address the board so if we don't have any of the public tonight we'll move on to action item number eight a is resolution 24-14 adoption of Education protection account fing for 2024 2025 there motion to approve I to approve second is there any discussion we have a second I said second um no no question this is just a required annual report and
our EPA funds are used for teacher salaries fully expend that 156,000 motion to approve or roll call vote excuse me I I hi I next item me resolution 25-1 authorization to pay bills and warrants on behalf of the governing board to approve I motion we approve second any discussion I just had a question which I I know that there was one asked last meeting about something with Michelle and Randy um but it is this just through June to sign the bill and then what happens how do we get Michelle on yeah think the motion should be amended that ter and vanilla and superintendent Michelle Town yeah it authorized to pay the bills this is we're moving forward okay this is always done at this meeting annually because July 1 starts the next fiscal year so
in what's attached here should re CDO terel and or the superintendent Michelle so if whoever made the motion wants to amend now we time I I'll my motion and authorizing Chief V offer officer ter Cella and for superintendent Michelle Town any other questions and discussion roll call vote I I I I okay next item item C resolution 25-2 authorizing the establishment of temporary inter fund transfers special or restricted fund monies there motion to approve yeah resolution 25-2 second discuss um so we're we're bouncing around six funds it's a it's a temporary borrowing so it only be in an emergency if you're limited on the percent you can borrow and you have to put it back in the same this year just an annual resolution we have just in Cas we'll do that all we've never
done it understand that in school Finance when these funds become available varies throughout the year particularly when we get into tough Financial years like this one is shaking up to be they may withhold certain funds for a period of time during the year but the bills still need to be pay so this allows the district to go ahead and use these funds temporarily to pay those bills as the district awaits the other funding to come in so they're kind of like floing any other questions or comments call vote i i i i next item D adoption of the budget for 2024 2025 is there motion to approve a motion we approve the budget for 20243 I'll second anyone have any questions comments looks like it's pretty it's working it's sweepy but we go with it
it's important to know that should the state budget come in substantially different from what may Revis was there will be changes made to this budget and you'll consider that at the August meeting terrible have to revise what's put in I heard there was a change the governor did something there's more money go from one account into another we might have more than we probably had or something yeah they just aren't going to take back as much they were planning on taking money back in the future paid us last year not have taking that is what I heard I haven't put extra that would there's nothing what what school advocates are fighting for right now is that there are no to this upcoming fiscal year from what the current fiscal year has been any other questions
and comments okay roll call hi hi hi hi next item e the adoption of the 2024 to 2027 local control accountability plan is there a motion to approve this I move approval I'll second discussion I think I just have a comment about just I know the amount work that goes into put together and it's very comprehensive and I appreciate work you want to share it's a living document that get to yeah the lcap is a living document which is why it comes in threee increments and each year there's anual update so as conditions change or situations change perhaps some of the goals that are originally included in that initial year are no longer goals moving forward they can be revised or eliminated replaced with something new so that's the purpose of the annual update it's
more evidence that this is a living document that's subject to change [Music] questions we' gone over this quite a bit I'm okay I I I next item F requesting authorization to go to bid to perform the necessary services to install new at each site is there a motion Tove I that we do this I'll report any discussion questions so these are Portables that we bought which good fund and they've been sitting there for a couple years so Robert for working diligently with architect and moving things along but we wanted to start working on in the summer and if we didn't do Kurt had recommended to us that we do this authorization so that we wouldn't have to have an emergency board meeting in the summer or wait till August because then you have to bid
put the bid notice for two weeks and it's a long process so by doing this we could start and you know get people to bid and start the work before school comes back before the August meeting and hopefully get the Portables in place at least they were saying by the end of September and then is this one of the ones that's going to be back for that no um these are classroom a lot of a delay in getting set up so they've been here for two years now a lot of The Da the delays have been caused by previous District projects that had never been closed out of DSA State and initially when when things started coming back our Direction a couple years ago from DSA there were projects dating back to the 1980s that
had never been closed out there were others that were they pertained to the original basake Elementary School site up the P Lake District sold a decade ago so each time there is a project that is is still open just to get DSA to reopen the file $500 500 to open and then cost associated with the work need to be done to close them out so it's been a long arduous process and a learning process for all of us involved because we've never encounter this situation well it's good to see that the estimates are full cost instead of you know all of a sudden we all know construction you just like very comes again and here comes again we forgot that and so hopefully they come in lower but it's nice to know that we're covered
for the full cost and it would be great to have those spaces for all the items that are listed there but you know there's a lot of shared spaces at the sites right now where they might have the speech person and the site and PBIS and English learner interpreter all together you know it would be good having some space we could set up some different services for our students and growing programs comments it's nice to see I'll just tell that there's four Portables at Creek Intermediate three Portables at o elementary school and three Portables at school know that okay great tion to or excuse V time for the vote I I I I next it g appr of the 224 expenditure for prop 28 that's for the Arts I do have a that's the ongoing
funds and we just found out recently this had to be approved by July 31st and we would have had to have meeting for that as well if you look at the attach report there are no expenditures that seems kind of silly but they said you have to have it on the agenda and have it approved and then submit your report to the state and we just started interviewing the teachers about a month ago that we hired for our program that'll start next year so we didn't have any expenditures this year because we were still planning and figuring out what we going to do with that funding so it just will Carri over next year there'll be some numbers in there that's that was my question was what happen with funds but we get to carry
it over yes that's the reason why we went with the two teachers because of the carryover so the carryover will accumulate over several years that'll allow us to fund local positions originally we were just looking at one teacher and then when we realized we didn't use it from this year we could do more of course with the principal on sure it's tough trying to figure out how to put something in with the schedule but we're all really excited about these two new teachers and it's going to be great our students can have theater and music and band and all that and it may seem silly that you're approving an expenditure report showing zero expenditures but that language actually made it into the law approved so by law need to approve this has Fant job glad
to have her and Joshua J any other discussion call i i i i next item we have information items the California SCH dash board local indicators this is a mandated report Michelle prepared this for you tonight unfortunately she's not here fortunately for her she's not here maybe as she's vacation now State family I am happy to go through this with you to the extent you want maybe first I would just ask you are there any questions after you've had an opportunity to this preparation for the meeting tonight so I just have a question why have to do a self function this just so that we know where we might need to improve is that the idea yeah we are required as part of accountability we are required to do this and then upload the local
performance indicators into the dashboard so it's one element of of the accountability piece it's the first piece it allows us to to really kind of dip where we are with teachers teachers who are fully credential or maybe those who aren't make sure that we stay on top of what needs to be done to have cred and our county superintendent schools does an excellent jobed Department there of monitoring that so that that's just one area um the other piece that's critical here would be that curriculum not only adoption but also implementation and then one of the areas that caught my show did this was the district's progress in providing professional learning to those those academic standards and Brands and you know the five choices you have is exploration and research phase number one two is beginning
development three initial implementation four is full implementation five is full implementation and sustain and with the number of new folks that we hired in the last coup years it's really difficult to go anything higher than the number three initial implementation because we do have St but even our veteran staff always requires more professional development opportunities eaching the standards with the curriculum that we have adopted that's why you see the threes and fours as you gr gr that's mental involvement and family engagement AG seven that's like to see more of that yeah it's actually required in addition to being embraced by our district so that will also be expanded and you see some of the the dialogue in this report some of the strategies that Michelle and the team will be looking to implement um who
does the rating who puts in the numbers or decides what the score um as as a result of a number of inputs surveys Michelle is responsible for putting this together so is is the objective to get everything up to app yeah you want to get to full implementation and sustainability that's very difficult with the kind of turnover that we have with employees currently it's also a self- evaluation so you improve yeah it it definitely reflects the the idea of Perpetual learning lifelong learning Noti stri Perfection scor is on World Language we don't have a real a true World language program we do offer Spanish for eighth grade students so that's the equivalent of for those that completed the freshman year at the high school we do that in part because of the IB program at
the high school there's no way to complete that program in five in four years so you really need a fifth year on Spanish and so we offer to our AG grade students are prepared for those students who are interested in do that questions coms actually information it's required that it's brought to your attention in this format it's done next item this is 9B the Education Code 42141 Compliance as it relates to compensation item so this is an annual report that we provide from our jpa our joint Powers agency where there's a bunch of districts in the valley and mountains that are pulled into this insurance and workers um property liability group so um every year we pay our fees into that and this is a um State stating of the financial statements that's what's if
there's someone who has a claim like all claim workers so it goes back towards paying that so looks like a big amount but it's several several several years many districts only this one pool that's how lots of districts across the state do their insurance through through jpas so just has their assets and their net equity and report on that ncma is is comprised of par said many many District but it's not just small districts there's a very large mix large districts like Cal unified and smaller districts like us so they smaller ones than we are so it's and of course the Fe schedule adjusts based under Ada and number employees you have number of cases incidents and most everybody now is a member for both workers comp as well as prop and on both of
those our fees for this next year went up about 15 to 20% superintendent report this will be our last report from our Mr seal superintendent [Laughter] put my hat on my bouet I think I think the horse out behind W is going to be a happy boy so um I had intentions of preparing big report and there was no way I was going to be able to just pull it out of the air um so it was going to be a written report that I was going to sit here and just read I did not do that because I don't not sure I would be able to get through all of them so um I just want to take the opportunity to thank everybody and the role in my superintendency as well as my career
this district is so special you look at our department heads like Robert stepan these principles who make me wear stuff like this we care about kids period and one thing that was abundantly clear and if if you've heard Kurt po speak at anytime about financial situations or even Good Times Kurt would always bring it back for what's best for our kids and that can't change so with that I wish you all the best of luck I'm not going anywhere I have two best interests in this District of moving forward with my wife and our son our youngest so thank you thank you anyy board member comments well I have to say i' really like working with think 2020 2020 four years so Brandy makes it look easy so I hope Tera I mean Tera Michelle
will carry on the tradition of Mak it was easy but we know it's hard and U something I found out was uh actually from an hi person down in Madera I don't know what I why I was even came up but uh he said oh yeah I knew Randy all my life and but it's like top of HR or something I can't remember the fellow's name and I said I asked him so how how long is Randy going to be with us is he going to quit anytime soon because I wanted to know you were under a lot of stress at the time and uh and the guy says well I can tell you this right uh Mr seals has outlasted just about every other superintendent in Madera County so right now he's got the
record seven years is that right there there are two of us superintendents who are completing their seventh year I'm one and Todd L UniFi who is an outstanding superintendent is still on the game as well so yeah we're the the two longest 10e superintendents currently in Mader County not the longest ever but Cent going out strong I like that and and still young too still got some life left and want you to enjoy it also we can't forget there's snow in the the background I I wish her well I did get to know her very well but what I did get to know I like okay yeah um you know congratulations to both you jie and Randy and I really enjoyed working with you on the board um and you of fun beginning Co wasn't
so fun but you you know I think you carried our district very strong and I really appreciate your focus on safety and airing on the side of caution and um standing up when it was hard when people want to push you over and I really appreciate how diligent you were at making sure you you know found out all the facts and and you had our district in mind first and foremost and and all everything we needed to do and it was a hard time for everybody so thank you for carrying us through that time and I wish you just a great time in retirement and we hope to see you around and at the schools and jeie you have been so pleasant and wonderful to work with and it's just been a short period um
but I'm excited to work with how many four four well it was great four years we we could have kept you longer um but talking about superintendence and the fact that they don't stay very long you know kind of like something as a board maybe we can talk about later and I know finances are kind of like dreaded right now but it does bother me a little bit that you know like the steps and columns for teachers and staff it it goes out a lot longer than for administration Administration I think we talk about it six years and then you're done like as far as the steps and whatnot so you know that might be something that we can look at later because it's great to have a little bit of longevity with the administra
um Support Services because they're big part of the program and so anyway hopefully we can look at that and maybe routin administrative thank you love you thank you I'm a new so I haven't worked with you guys for very long but the sentiment happy retirement retirement Genie just wish you all the best and lots of health and wealth and all the good things in life ahead so thank you to I'm a new board member but I'm so thankful for Mr seals and your immense have made a difference and and your passion is it's the word it's inspiring it's others and appreciate you so much and also when you're a principal and high you really touch my especially tragedy how you took my daughter thank you yes think there might be a celebration are you working
till Friday or s or last day Friday last day I'm going that's it one future agenda item oh yes thank you do we have any future agenda items just the normal stuff [Music] Michelle our super excited to have her work with us our next meeting date is August yeah it's a typo on here unless they updated it it says today's date for the next meeting but our next meeting will be in August and we changed it because it's school right let's make sure we have August 21st I believe 21st like that we made that mistake a couple years ago holding our board meeting and saying we actually the night before school was open not a good idea chall we know it'll be on Wednesday it's 21st August 21 got it everybody have say 4th of
July Independence Day great rest your summer ends good job oning very good embarrassing it's cute
