001e e e okay um open session is called to order there was no action taken in closed session please stand for the [Music] flag ready begin I alance to the flag United States of America for it stands one nation indivisible first we'll hear from KT poock and words of appreciation thank you very much she said my name is Kurt Paul you probably don't know me from the guy street but I used to work here once I was in Step SE wasn't I yeah is it my oh that button okay I didn't think but that's okay um my turn with the district is coming to an end the end of July and I take it with great pride what we've been able to do over the last 10 years this has really been 10 years um

002but I wanted to recognize all the people who made it possible made it special I started immedately with Randy Randy took on a job that well what the heck let's put this disease out here we won't see the kids forever but you still have to educate them still have to grade them and still figure out how to do the rest of it I mean thank you Stephan for helping you figure out how to do distance learning but it's a team I me without the without the principles without all of the teamwork of the teachers that going to happen so take great pride in that one alongside Randy is jeie who always shuddered whenever she had put out an agenda because she knew Kurt was going to be looking at it sure enough he'll find that

003date that's wrong or something misspelled and she she was so kind she always said oh I appreciate that you catch it before everybody else say so I got a little too good out of it so now your replacement doesn't even get to get to have that Eagle Eye watching her so they'll do a great job Tara what can I say it's been a lot of years I was on your interview panel and people were going that's that's person should she looks too smart um but she did she did it the right way she went out got education got the certificate program now it's back to real hard no there's just so many things that go on in that office that aren't in a book and you know you got to call somebody and that's somebody

004leading so good luck I'll still I'll still be around I just may not answer the believe it or not the end of July will be the end of my 50th year California school Finance so back in the days when we didn't even have a computer is how I started all this we a lot of adding machine tap colored paper and that was about it so that was that's way too long ago Robert in the back there having dinner can't say enough about him and his team I mean he was he's there's just so many things being put on his plate least of all is the portable classrooms and that's all I'll talk about on that they changed every regulation possible just to make it impossible to try and put a box on a piece of

005ground and let kids learn sadly that won't be done by the time I'm done but we've got some good help um the greatest Pride I had the last few years is when oi had to get the freezer that one just we luckily got a great vendor came in and said hey can I do something early we get it done worked with our calendar and suddenly it is working so okay I should have passed that before but yeah I appreciate Robert so much um why am I missing somebody Rhonda Rhonda here tonight what what's your phone number okay Ronda I really appreciate appreci she was one of the the two remaining board members that were on the board when I was here but then there's this lady Julie was so funny my very first board meeting

006Tera wasn't here yet there was a previous her name was Moren and her first board meeting she's gring Moren with all these budget questions poor Moren couldn't answer him and she kept looking over at me sitting on the Flor you know everything from the game limit to the revenue limit all kinds of things and she always look over at me I finally after about four or five questions you know kind of puzzl puzzled to look and said um Morin goes oh that's my teacher he's the one that taught me everything I know I used to work for a little company old school services in California and we did workshops on all kinds of schol planets but these last 10 years has been fantastic I'm so proud of this District what you've been able to accomplish

007to get these kids educated healthy fed everything has just been amazing so my final thought is you know how sometimes you get money you get a donation and but you got to spend it on something I don't do that I'm just going to give each of these principal 250 bucks to spend any way they want there is one catch you have to send me a picture of what you do yeah I don't doubt that for a minute my final closing thought be ready for the next three years y you're got your budget tonight it's they passes the all of the tests but like about 800 other districts in the state the next three years going to be tough you don't know have you noticed the state's financial situation isn't that great that's the trickle down

008you're going to see it coming to you and sadly I'll be living in Oregon living the same thing but I don't have to fix it only Oregon schools I don't even know how Oregon schools work I'm going to keep it going I'm just going to enjoy myself well actually what is today Tuesday I supposed to be home B hay but I'll do that when I get home next Friday everybody have a great next year be proud of what you accomplished this year and just keep it going congratulations on your retirement good luck feel like we should have some words of appreciation for you and all that you've contributed and finding grants and special programs and reimbursements and rebates and things for uh school buses and the Portables and all the things that you do for

009quote unquote fun um many many thanks for all the time and effort that you put in I know you're compensated but you know got to have the heart to do it and the Curiosity and I've always appreciated your part of a teacher and informing and explaining and never shortcutting anything and I feel like part of my finance education came from you being on the board and so I just really appreciate all the time and effort that you've put into not just the district but me as an individual so thank you all right moving alone item number six the consent agenda is there a motion I'll make a motion we approve the consent agenda is there a second is there any discussion no hearing no discussion roll call vote I I I and I motion carries

010item number seven monthly items and Financial reports this is the monthly approval of Warrant is there a motion I vot to approve is there second any discussion I I couldn't help but notice the pg& did really well with us last month did we was that air conditioning 35 Grand yeah once it's it's cyclical because you'll see like the gas bills go up in the winter also some electrical and then as it starts getting warmer the AC's kicking on and so yeah it was for two months yeah it was more than one month on this war that'll go down over the summer yeah hopefully you know with the classrooms being saw the expense for the Catalina trip the tour bus so I hope we get to see some pictures of the C trip any other questions

011or comments regarding the warrant roll call vote i i i i motion carries uh next item is 7B the 2023 24 budget revisions so part of building the budget for next year the first step is to do I need to put this on you're fine um the next step is to the first step is to clean up this year's budget and get it in uh balanced so that we Rel load everything in to start next year's budget so since there were revisions made we bring that to the board I have that screenshot that's there that just shows you the difference so second interim would have been the last time in March when we looked at a period in the budget and then the budget updates are next to it so you can see some minimal

012changes there in revenues pretty much offset by expenses the um the biggest increase you see there with the classified salaries and benefits with the raise because during Second interim we had just done the raise for certificated at that point so now you'll see that that's why the classified section has gone up and then other than that there weren't any other major changes our fund balance stayed pretty close to what it was at second minum as well when we meet our Reserve so um since those changes were made if you approve them tonight then that's moves on to the next case which is the next year that's not an action item yes it is therefore is it I'm with approval of the 2023 24 budget revision I'll second do you guys have any questions for CH

013roll call v i i i i motion carries hey I it number eight hearing the person is wishing to address the board um we have one did we get any emails we did not okay uh we have one it looks like this evening John pero good evening uh John perro and um I recently read a book and have listened to numerous podcast by a renowned social psychologist Jonathan height by the way this guy's so this isn't a red or blue or left or right issue he has written a New York Times bestselling a book called The anxious generation had a great rewiring of childhood is causing an epidemic of anxiety depression and mental illness among today's youth some of the key findings is that there's a significant rise in anxiety and depression rates among teenagers

014starting in 2010 to 2015 and Beyond which is when the smartphone came in with the front facing camera and also social media started Facebook uh Twitter and all the other stuff um uh and so this trend is particularly pronounced among girls young girls uh 10 to 14 with incidents of self harm and Suicidal Thoughts showing alarming increases he attributes this trend to the pervasive use of social media smartphones which have altered the social Dynamic of and lessons social media causes social deprivation these platforms amplify P comparison and cyer bullying contributing to a sense of inadequacy and isolation among teenagers especially young girls between 10 and 14 the constant pressure to present a curated perfect life online exacerbates the feelings of anxiety and depression another Finding is cognitive fragmentation because of constant distraction and this so-called

015multitasking which we know it's impossible another Finding is Strong Addiction 6 to8 hours a day is the average use of teenagers on smartphones today he has something called safetyism and this is an overemphasis on safety and protection limits in which limits children's ability to develop resilience by preventing young people from experiencing learning to cope with normal challenges and failures of Life leaving them ill equipped to handle stress and adversity and there's a lot of other stuff as well so the reason I'm bringing it up tonight is he has four suggestions he says number one no smartphones before high school that's a parental issue no social media before a minimum of 16 years old that is a parental situation and Tighter enforcement by tech companies bare finding age restrictions on social media and adult websites number

016three this is where you guys come in bone free schools and there is a school as I website called phone preschool.org there are several States Indiana Florida even California in 2019 have a starting adopting policies at F school and then the last the fourth thing is more free play in Independence so the reason I'm bringing this what I like to see the school board do is to adopt a policy of phone free schools more emphases on physical activities recess replay interactions and so the education on dangers smart so I request be placed the agenda if possible thanks thank you very item nine action items um 9A approve the workplace violence prevention plan I move to approve the workplace violence prevention plan a second any discussion presentation look pretty th the templet that we used was

017one that was sent to us by kosa specific to education so that was the the bones of it one of the requirements of developing it was to get input from our employees both classified and certificated which we were able to do via survey through Google forms and I attached the results and some of the feedback that we received from our employees to this item on the agenda there's a lot of lot of information there made it into the plan and then it's a starting starting point for our what will be the workplace violence prevention committee uh to take up um as we get into the next questions I I did have a couple but um well six people are on the responsibility team which is you know the staff and the principles pretty much and

018I said 17 on the committee and I wondered when does the committee meet or is that just um something you just will decide at the future dates that'll be decided in the future uh but there it is a requirement that they meet regularly it could be quarterly it could be twice a year it could be annually it's really up to local decision on that okay and that's where the input from the committee members is going to come into okay then everything look good um but I wondered if there should be some sort of language in there regarding if a minor is involved in the uh violence you know and how a parent should be notified or or any of that you know I don't think it it needs to be in the prevention plan because

019we already have board policies that dictate when parents are notified when a child's involved in a disciplinary situation so it it would be doubling up on that we already have the handles somewhere else not in this all right yeah cuz I know when um there's an incident and a minor is involved there's it's a lot more things come into play when you know it's a older teenager or an adult well I think what what is important to remember is that this prevention plan really is specific to our employees it's our workpl so it doesn't deal with student on student other than an employee who becomes injured inter intervening between two students who may be already five um so the focus is not necessarily on our students on this it's more of having our workplace be

020free of violence as much as we can and make sure that we're doing everything in advance to prevent by we got our Camas and lock doors yeah okay those are my question any others definitely comprehensive very impressive thank you a lot of work you can see okay roll call though hi hi I I motion carries action item 9 B um approve the injury and illness prevention plan this is an annual update is there a motion I'll make a motion that we approve the injury and illness prevention plan second I don't uh any uh presentation please okay this is an annual update the the only change to this year's plan is is notable and Kurt mentioned reference to the covid-19 pandemic earlier in his remarks um the state did pass language that we were to remove

021just similar to what the board did with the board policy couple months back removing the covid-19 policies all of those have now timed out and we were able to remove the covid-19 prevention plan from the injury and illness prevention program plan so I removed those items everything else remains intact questions it did shorten the document by about 34 pages he any questions comments roll call I I oh sorry it's probably just a time post it's on page 22 thank you for identifying the page there was something highlighted in yellow wonder that was I couldn't figure out um it's highlighted in yellow because it it's not part of the plan if you want to see the that any list the list of any locations that may present an elevated risk to asbes um those those locations

022are maintained on a list that is held by yeah there a lot on yeah good question that was it for okay roll call vote i i i i item 9 C approve revised 2024 2025 certificated support and director salary schedules so these you is there a motion I motion to did I over talk I'll take number two then got a 2024 25 ceric support and direct and Sten second okay um presentation so these two salary schedules were approved in February um when we approved um both years for the 4% for the 23 24 certificate scheduled and then uh 2425 the 2% raise um but after that point we um realized we were going to revamp Michelle's current position because so much of it as special ed so that's the same salary schedule that was approved

023for her position but we changed the title that's why it's highlighted yellow the director of special education and student services so it'll tie in the special ed piece but then also have the student services piece she was doing as a director of special Pro projects and programs so that one is just a title change and then the other one um with some discussions with our um staff we realized that uh and some search other districts the speech and language pathologist was um paid at the same level or sometimes could be higher than the nurse and ours they were below a row below so we decided to put the nurse and the speech and langine which pathologist on the same row um which also is helpful and we were trying to fill that vacancy as well

024so we could be competitive and then the educational program specialist is a new title um that is our current districtwide case manager who is Mrs Tomkins um um but we redid the job duties and changed the title on that position and moved it to this support salary schedule currently she had been paid on the teacher schedule and since there's some more days included there than the teachers um we decided to have it on this schedule the psychologist didn't change and then the last one you see there is the PBIS specialist as you know before we had the bhi behavior interventionist which you saw um through the process where we uh changed having that position and um we came up with this one um it's like a hybrid of that but also um new new duties

025and programs and then that one will be paid on the teacher salary schedule but we wanted the title of the position on this certificated support and they'll not be a classroom teacher per they'll work districtwide as one person with all three sites so since we made those changes to the schedule we brought it back to you and but they all they'll have the 2% was approved previously any questions good to see there's a a second psychologist being hired that really yeah we're going to have three overall one at each side right now we just have the two so it'll be a big difference ramping that with program with our new director of special education and student services at the helm of that and getting everything as Michelle say shorted up hopefully with all of our

026students needs good we call vote i i i i motion carries next item is 9d approv the 2024 2025 my club after school program contracts I move we approve the 2425 my club after school program contract so a second second so that you'll see if you were keeping track this year we had approved a contract that um was around 440,000 so you'll see that looks like a big difference um but if you compare the two side by side and I'm happy to show you both contracts um there's a large number of Staffing added which is awesome because we have such a high participation I think over 200 kids are enrolled that doesn't mean they all attend but out suuma and then here at Ur site um so they had to add several uh more staff

027members and then they also gave everybody a little bit of a raise too um as everybody else does each year so everybody stepped up a bit and then they added in a transportation piece for the summer program um so there's some additions as well as their supply costs and things that went up um but the program is really robust and we have huge participation and a lot of students are benefiting from it all the different activities you've seen when uh came and presented to us about all the things and now they're uh they're doing their summer program so some of that also includes those summer days it includes holidays or early out days so there's a little bit more um increase from that as well um because when school closed there it's a break uh

028what school gets out earlier on those Mondays they have you know additional hours of Staffing for that do you know the hours for the summer program uh I do not but I think it is 7:30 to 6 or it's all day yeah so and they have it all at o in the summer so they don't have the Luma site but there's a ton of kids in Luma that come to Oaker site now so then they'll also have the pool contract which you previously approved for the pool services for the summer but right now they're um that'll be revised because they're doing some repairs so how do they get from the site to the pool that's where the transportation piece was built in um you know that they'll be transporting I think they're going to get

029some bands and they rotate the groups of students so different age groups get different turns on different days they can bring them all at once it's great for the kids in the summer they're not stuck at home it's like summer camp with enrichment so it's really a great program be interesting to see um about Sumer rning loss while they you know the kids participating in the extended school year program maybe we'll see a decrease in learning they could that summer slide yeah summer slide to encourage some of the kids to read over the summer it's helping the second grade class there are a few but one in particular can't read at all which is really to me very sad he very anxious he ask them to read so you know would ask these kids to

030make sure their mom reads and dad you know so even may had some pinky swear me so very good yeah mind all right is there um any more questions I have a comment I it took me a while come to grips with this it just seemed like an awful lot of money just when I actually spent the time and studied it I we're getting a lot for a lot of people are working for pretty low pay to do what they're doing and it's actually I just never realized how much it was in looking at the whole top figure and then the what they call it and so I'm on board with don't misunderstand me so the other other comment was um the effective day for this is July 1st and your last day is June

03130th so shouldn't it be our our new superintendent from here no because you take action on who can sign contracts through the year and the two that the board approves each year is the superintendent M CBF signature required now you're signing it but she's basically I'm signing on behalf of the district they're all cool with that it's this is funded by our elop funds uh our Extended Learning opportunity program so it covers the cost of that program isn't anything extra that we're having to take out of our budget majority of the funds we get go to this okay hey uh any other questions roll call vote hi hi I I motion carries okay item 10 information items um the public hearing to review the lcap for 2027 um we are now going to have the

032public hearing regarding our local control and accountability plan also known as the elcap the elcap is a critical document for our district as it outlines our goals actions and expenditures to support student achievement and overall School Improvement this plan is not just a requirement it's our road map for ensuring that every decision we make as a district aligns with our comment commitment to educational equity and Excellence tonight we are here here to hear your feedback suggestions and concerns about the elcap draft for the upcoming year your input is invaluable to us as we finalize this plan to best serve the needs of all of our students in our community during this hearing we encourage you the public to share your thoughts openly and honestly whether you're a parent Community member educator or student your perspectives

033help us better understand the diverse needs of our district and shape our PRI priorities accordingly please note that this is a listening session we are here to listen to you and while we may not respond to every comment tonight your input will inform our deliberations and decisions moving forward with that said let's open the public hearing on the lcap draft I invite incoming superintendent Townsen to provide an overview of the draft plan after which we will open the floor for public comments and thank you for being here tonight and let's for proceed with tonight's discussion thank you can you guys hear me yes yes okay so um I'm not going to go through all 87 pages so I did a nice summary of the goals and actions for um our new elab it's a it's

034a new template so for the next three years we have our goals and our actions it is a living documents so we can make changes if needed doesn't sound weird little bit okay I'll keep going okay so um there's a summary up behind me and I'm just going to go ahead and go through we have three goals and in each of the goals there are actions on how we plan to achieve those goals um in the actual document itself if you'd like to look at that it is attached the agenda it does have our Baseline data on where we are with many of these actions and then like our project our goal for three years out where we would like to get get to so I'll go ahead and start goal one is each and

035every student will receive high quality instruction and learning opportunities that will prepare them for high school and their postsecondary Pursuits for example College trade school military Etc provided by highly qualif by Professionals in clean caring safe and secure environments I'd like to note that the highlighted items are new additions from our previous elcap so the action might be the same but um like the title of the action but some of the things um maybe were changed a little bit depending on what some of our um educational Partners responded with and some of the conversations that we've had throughout the district so the first action is the same that we've had in our previous L which is professional development and um staff will receive professional development on days at the beginning of the school year before

036students return for instruction certificated employees have three of these days and classified as one and teachers will also be compensated for district sponsored professional development that they attend outside of their Duty day um staff will be given time during the school year to attend professional development during the school day when this happens they will get a substitute and um Mark that at school business and some of the professional development topics are listed here some of them include um student achievement data analysis um academic support applications science of reading um see some ones here behavior and social emotional health and safety trauma and fored practices academic intervention service Services PBIS which is positive behavior intervention strategies um and so forth those are some of the things that um we are dedicated to for professional development any

037questions on that okay action two special education and response to intervention curriculum so this came up quite a bit this past year in meetings that um we are in need of of this and we our educational partners are interested in um obtaining some new curriculum for our response to intervention and especially in our special education classroom so we're looking at that and dedicated to making sure that that happens and so um we have started a spreadsheet to look at what we already have in the district as far as curriculum and then we're going to be looking at that to determine what we want to keep and maybe um some things that we don't have curriculum for that we want to F in some pools for both those areas so that's a new action action three

038educational technology department and Technology teacher support specialist so ask comments on action two yes oh sorry yes I didn't know waiting till the end no I just you know got excited yeah um just curious is it only curriculum curriculum related or interventions are open to other so like are you thinking like for like our social emotional yes yes we are also looking at those as well for inter have go for it I'd love to hear your comment U first of all congratulations on your position thank you for and I came specifically to thank Randy who uh I don't know if you remember Lor prenis uh I have had three children go through here and I'm grateful for your incredible leadership and you a steadfast um commitment to the community not just your students and staff

039and I very much part R up here from to be able to tell you that but I'm very appreciative for you um even when my children w't here you know you you have big shoes to go I'm sure you'll be able to fill them but um I'm very grateful um for your leadership thank you um as far as interventions especially social emotional I have Bonnie right here with me she is a therapy dog in train she will pass her test um very soon and when she does I would like it consider to have her come um and becoming part of a um campus or campuses where she can make an impact of those students who are having trouble with human connection um maybe they've had trust issues maybe they have moved the area they will

040have a lot of connection there so I do have a proposal that I've already given to um uh to UniFi and I present it to them um and I have sever organizations which can give more information if it's if it's desired if it's needed if it's determined that it would be beneficial for Community here um there are times when um when not just children staff members as well well and I think that one more way that we can offer help and support and um another option for um you know retaining staff for um keeping students um calm and keeping them focused and for have meaningful connection is something to be considered so I I put that before those here and I want to go ahead and make sure that that is consideration and I am

041prepared with as many powerp slides as needed in order to um present information that is a concern to the you don't want to get sued with a dog bite there's there's um data that goes that level and they also don't want to have somebody who's uncomfortable before sitting your do or another you know another so I think there are um there are concerns that are very legitimate and I wanted to make sure that those are um addressed and considered if it's deemed that that would be in the best interest of your campuses of your child students thank you thank you okay moving on to action three educational technology department and Technology teacher support specialist so we're continuing to have this as an action where the district will continue to maintain the educational technology department Department

042staff will be responsible for maintaining and upgrading existing technology infrastructure connectivity throughout the district the highlighted section here is for our new TSS position which is technology teacher support specialist position which is um kind of taking place of was it the Tech coach was that the name of the prior yeah um and so this position is um a classroom teacher who has additional days added on um that will allow this person to work directly with teachers on how to um Implement applications in the class classroom how to implement different um tools for their for learning um technology and learning into the classroom and doing some trainings across the district on some of those applications any comments on that question will AI be part of that artificial intelligence yeah there will be training on on portions

043of AI and how to appropriately use that thanks I think there's a whole like Google AI component that um the person who's doing the job has been exploring yeah we'll be able to do Action Four clean caring safe and secure learning environment so this is exactly the same action as we've had previously in our elap so the district will continuously provide clean caring safe and secure learning environments for its students staff families and communities enclosed but is not limited to physical repairs and upgrades of facilities maintenance our camera systems clean drinking water our catapult emergency management system the new clock spell speakers um the door locks the inspections from our insurance California Risk Management Authority our facilities inspection tools our health and wellness committees um the list of on and on we did a lot

044of a lot calls under any questions or comments about that action oh do you have something no okay action five healthy students and staff the district will provide healthy meals and snacks to all students all students will also participate in a physical education program we have PE teachers at each site the district will review an update school safety plans Wellness policies um Implement programs to improve student and staff physical physical social emotional and mental health and wellness we provide a districtwide nurse and a and health aid to service all students and the district also um provides Wellness tips and support to staff through the wellness committee the district is also planning to more regularly message to staff this is a new part of the action um the health and wellness benefits that are available through

045the district's Health and Welfare insurance company comments I just have one comment that Lydia sent out emails about things with the insurance and I think it is really helpful because you don't always know how to dig into those benefits and find what's there and I think it is incredibly helpful so yeah I think I've heard that from some of our staff too because they forget they go oh yeah there's that this app or oh I'm using I'm using that have you tried this and so I think sometimes in the business we forget so we're trying to do better about communicating that more regularly I had something to add to that particular item healthy students and staff So based on what Mr pero mentioned with social media the anxiety and all of that what can we

046do to notify parents let them know this is really an emergency that the uh Surgeon General has issued a warning I mentioned meetings ago yeah um that you know that's something that's why we're having this meeting right if you have ideas or thoughts you can jum them down and and certainly like like I said this is a living document we can update it and do what we need to do yeah so maybe some like parent information meetings requires I think that would be extremely important I think that's going to happen anyway earlier this evening before the board meeting I received an email from Capital advisers regarding I was going to include this in my superintendent report this evening but it's appropriate now Dian since you brought it up um there was an announcement made that

047Governor Newsome is supporting a uh some legislation that is making its way through the legislature right now to restrict smarton use in schools ACTA the association of California school administrators is co-sponsoring Senate Bill 976 that's been put forth by Senator Nancy Skinner of alam it would require parential consent before companies can send an addictive social media feed to miners as well as several other details and it does reference the US Surgeon General report regarding this so there's a lot of foot right now on this topic and now that legislation is moving through the board's going to see it once it's passed signning the law the board's going to see it through policy updates that'll be coming in the fall um so it it's definitely something that everybody is aware of and as was mentioned earlier

048this is not a left or right issue this is an issue solely about the health safety of our kids um so I think it's going to pick up steam very quickly and there's going to be some requirements passed on to schools that I think will include parent notification and parent education so it's coming make a quick comment on that so this isn't the first time this Rodeo played a lot of people beening on there are good resources out there there there's a lot of good resources out there various curriculum safety curriculum for that kind of stuff and um know your Tech Guy do that or ping me if you want to I mean I'm just get wet on some of this stuff I've known it's been bad but I didn't know how bad it was

049until probably the last couple months but um there are good resources out there so you don't have to reinvent the wheel some St okay thank you and I have a question what are our policies I mean Stephen we kind talked about this last month looking into looking at rest I was asking about but what what can we get information on what do we have any policies in T at all I know there's policies in the handbooks for each site and there's a the kids can't during during school hours okay and it's it's stripped I mean they're if they're out they're taken for the day and they can pick them at you know goes to the office and it gets picked up at the end of the day but yeah they're not they're not out and

050I think there's like a reminder Bell at oci in the morning that goes off that to remind kids okay time to put it away um so the principal can speak I don't think that there's problems with that on our campuses during the school day we have some issues I mean kidss are sneaking sneaking anything whatever but um repeat times having their phone taken U and make an agreement with the parents and have check in their phone every day often times parents want them to have their phone after school so they can make plans and whatnot um the fact the matter is until 7:45 the Bell Rings they go away for the most part uh and as soon as school's over with everybody's got their phone out but during school they're strictly disallowed we take them

051if they're ever out um they get a punishment for that and then like I said if they're repeat fenders often times we'll have them check them in they just have PR to the office on a daily basis with their parents permission okay but it's not always a popular opinion with some parents no well maybe this legislation will you know provide some strength behind it it's going to save this for board comments but it's appropriate for right now um I have an email oh sorry Julie had turn it off feedback okay uh yes I was going to save this for comments but I received an email from enough and that is enough and it's an organization that uh helps to promote legislation that will protect children uh and this particular email refers to uh there's a

052Senate Bill uh right now and it's called the kids online online safety act the earn it Act and the stock seesam act so these policies will protect children from exploitation and abuse by holding tech companies accountable for the spread of child section abuse material so right now as it stands with the cell phones apple and some other Tech organizations do not have the child um safety features turned off so in other words any child can access pornography child abuse and sexual exploitation pictures right now thousands upon thousands so this is a very serious thing I would also love to see parents be aware of what's going on and so um citizens are being urged to contact uh Majority Leader Chuck Schumer's office to um support this legislation right now it's pass one of the Committees

053so so whatever needs to happen to uh protect children I just want to mention one more thing since we're on the subject is um this email also says that in 2023 uh ncmec cyber tip line received 36.2 million reports of suspected child sexual exploitation online containing more than 105 million images video and other files so I just wanted to bring that out I think um you take things out of darkness and bring them into the light then people can take action to stop this it's really a dire evil against children I wish those would do more to protect children in that regard thank you thank you okay action [Music] six highly qualified that the district will continue to hire retain and appropriately assign qualified teachers and instructional support sound highlighted here is with the state

054teacher shortage being a real hurdle the district has established ass signing bonance for certificated positions that have been vacant for six months the first implementation of this will be this upcoming school year and there has been a signing bonus attached to our special special education teacher vacancy how much are we doing them how much it's a $122,000 signing bonus given over the course of three years $4,000 okay that covers goal one we'll move on to goal two each and every student will receive access to high quality intervention and support programs services and enrichment activities with an emphasis on individ izing academic and social emotional behavior health and safety challenges and responsibilities and physically emotionally and cognitively safe learning environments action one behavioral and social emotional health and safety program The District supports behavioral and social

055emotional health and safety students will receive social emotional support from the PBIS and student support team this team is composed of the school psychologist there will be one at each site PB as professionalist one districtwide PBIS par Educators one at each site site principles teachers instructional AIDS and Par Educators each School site will have a complete PBIS and student support team on our campus to support the behavioral and social emotional health of our students several members of the team um PBIS and student Support Services will also be trained in crisis response to ensure student safety the budget also includes applications such as the rethink program that helps students with behavior strategies assessment materials PBIS student store rewards and other materials to support this program sounds competent okay action two response to intervention response to intervention

056instructional support services are provided to students reading one or more grade levels one or more level below grade level this program is implemented districtwide with one reading intervention teacher at each of the following School sites I have a question yes is um are we doing anything with math in response to invention or is it something different nothing like this correct okay something different thank you um well in the last threee cycle elap there was a math goal which was just basically about math curriculum and implementation of that in the classrooms there wasn't really anything extra so I took that out because we weren't really adding anything extra to it so um I know we talked about that but right now the budget just just doesn't there's no so we're just going to continue to say

057vus on extra reading intervention teachers that doesn't mean we're going to ignore them but we're going to have to address that in classrooms and the St hard thank you I have a question about the RTI reading do we have any data on kids getting exited like kids come in kids leave RTI this is the first year that at the end of this year we asked for that data and moving into the this coming year we're going to be paying closer attention to them because um we do have quite a few kids that have been kind of like viers right and that so we're we're paying attention to that more carefully that's good yeah okay uh action three Extended Learning opportunities after school program eil Academy and Bliss so this is the same that we've had

058the district will provide students with Extended Learning opportunities including it not limited to our mic Club program summer enrichment homework clubs Esports sping clubs all types of clubs that happen after school um The eil Academy which is here at OB and we also will um continue to have the Bliss program which is our independent study are B like independent study school so it's kind of like a home school program which um allows families an option for here it is a home school style programming and then um my club is in oh this just what is the term my club is in a 5800 yeah it's under non-personnel so you see that big number there if you looked at the lcap breakdown of the budget so it's um because it's a vendor so we pay them

059through that but it people and staff it's just non-personnel in terms of questions about that actions Action Four res Community Day School so I know there's been kind of a lot of talk about Resident black Community Day School and what's happening with it for now it is staying open and it's and it's an action we have a teacher staff there through like the beginning of January and then um we're going to kind of look at the program District leaders and principes and um look to see if we want to do any restructuring of that program a little bit so that we can um hopefully keep it for for the upcoming school year so there's been rumor saying that we're closing it for sure and that's not not the case certainly the budget is the budget

060and we'll be looking at that but have not made a decision to absolutely sure close it we are it's going to stay open for this school year sta until the retirement the teacher and then we're going to be looking at um hopefully keeping it with maybe some changes and then staff hiring somebody for the the following school year and what grades does that cover four through eight I'm getting feedback that the younger children are needing to be in that type of program because of the major disruptions in the classroom by law you cannot intermingle in early age elementary with the 4 through eight so to do that means we would have to open up a second Community Day School program and as Michelle said right now the budget is restriced it's not the a blind

061eye is being turned to the situation but that's why we're doubling down on oural program PBIS yeah and PBIS to correct those those issues without going to the extreme of opening the second Community Day School and it's important to remember that that school that Community Day School is for expel VI um fortunately we don't have a lot of expel you so we have used it for voluntary placement so those are some things that we also you know need to look at moving forward on how we want to structure that you know continue to keep it like that and then like Randy said we would have to have two different programs but we certainly wouldn't want a second grader and an eighth grader and it's really important to mention and emphasize the majority of our placements

062of pres flots in my tenor year over the last seven years have been voluntary placements which means they weren't expelled but the parents finally were seeing the light if you will and agreed to have their child place to have pres flat Community Day because of the individualized attention that they receive and the Improvement Market improvement over a short period of time with such intervention um it's been our experience that the younger student the less excited parents are about placing their child in a more restrictive environment something has to break a lot of times or get close to Breaking before a parent will agree to have a child removed from the Ed program placed in the Community Day School so while staff definitely are in favor of a second Community Day specializing in early age to

063move forward on expulsion of a young student is almost impossible and so with that being Fact one and then Fact Two being that parents are reluctant to agree to voluntary placement we're going to have a situation we have a school open no students but we're fully sta meanwhile we still have to provide the education in in the regular incentive But It's Tricky it's it's it's not a black and white response that should be affected are there any opportunities to team up with other districts to provide this service there's a county program as well yeah there there are there have been in some cases like in our area where maybe you s a unified might age to partner in program we have had no discussions with them or anybody else about that but that is an

064outside the box idea that I think if if a district chooses to go down that path even maybe to keep personal class open that might be a way of doing that to to partner in that type of endeavor so definitely on the table for sure action five English language development program the district will support the needs of our English language Learners the comprehensive English language development program staff assigned to the ELD program will receive additional training on ELD principles strategies and processes um highlighted here is the district um is also going to be revisiting its reclassification criteria for our e students as part of the revision to our e master plan that also include um potentially more trainings and maybe even also looking at the curriculum that we're using for those students um our El

065students and families will have the resource of the district e family and Community Le liaison to assist families with school to home Communications um this liaison will also help to assist individual School sites with recruiting eel parent education Partners to service on site committees so that they can have um their ideas and thoughts as part of things like the do we have any staff doing that now yes we have two V on now okay questions or comments about that action six California CET core leadership program so we're going to go ahead and continue to maintain program very good that okay action seven healthy meals and snacks the nutritional services department will provide will prepare and provide healthy meals and snacks for students throughout the district includes breakfast lunch and after school snacks um the meals

066are prepared at oci in the central kitchen and then are transported to wasuma president blad Elementary um there's also some e funds that provide um snacks for after school and there's no exclusion to children so any child is corre eligible F eight Transportation the district will continue to provide transportation to and from school for families experiencing difficulty and providing their own transportation and this is directly related to School attendance um trying to make sure that we get our kids here so that we can reduce our chronic absenteeism rate which is currently at 31.1% um and then the district will provide transportation for various Extended Learning and co-curricular Student Activities as needed field trips conect cor Etc could you please be more specific on that statistic 31% seems like a lot so maybe I'm not understanding

067itly there's 31% of our students that are chronically absent which is below 90% attendance rate yeah that number that number exploded coming out of the pandemic I know if was interpr wences in one school year is chronically absent 31% of our students currently are in that and that that number is very very similar Statewide part of why and you know that directly relates back to the budget I mean there's just a lot of things obviously academic achievement so we are in um differentiated assistance for that from the state we get county Support um we have to meet and come up with plans on how we're going to address that and so um those are things that we're going to be paying very close attention to in this upcoming school year in fact there's an action

068for it we're getting there um okay action n comprehensive school safety program the district will Implement maintain a comprehensive school safety program districtwide each School site will have a safety plan um again mentioned here is our catapult emergency management system and we also um provide active threat training and the first one was at the beginning of last school year and we'll do that every other year so um active threat training is what to do in the event there is a significant threat on campus which could be anything but um most specifically this training was in regards to school shootings and and what we should do to protect our our students and our staff in the event in the event that that should happen so um we're on every other year with a program called knowledge

069saves lives for that um questions comments okay action 10 physical health and fitness program and extracurricular activities district will provide students an enhanced physical health program for students to learn Healthy Lifestyles that include physical fitness and training activities L by certificated instructional staff such programming will include PE um physical education instruction during school hours as well as inter School ass athletic opportunities and um and then it just goes on to say that we have a fulltime PE teacher at each each site except so all of our our main School STS comments action 11 Foster Youth and homeless Student Activities this the district will provide necessary activities supplies and materials to support the needs of Foster and students who are experiencing homelessness action 12 is a new action because of differentiated assistance due to our chronic

070absenteeism so the district will Implement attendance incentives and an effort to decrease chronic absenteeism the district will also consider implementing an attendance report card that will be shared with parents at the same time quarterly report cards are dist distributed there will be a strong effort to communic the importance of attendance to our students and their families through regular messaging that will include statistics around academic achievement and School attendance can you give us an example of a statistic that might be included in this report card like students who Miss so many days of school are so many grade levels behind in reading and when students are are so far behind in reading or in literacy than what that equates to as far as like high school dropout rates and um there will even be statistics on

071there on how that um is related to like earning potential for students who maybe after high school just go into the workforce or maybe they want to you know go try and get into a college and so we're working on putting together a flyer that messages some of that information out to our we're almost there this is the last goal and it has the least amount of action goal three each and every educational partner will receive opportunities to engage in the learning process by promoting opportunities that strengthen skills competencies and abilities of students parents staff and the community action one Health and Wellness committee so the district will establish and has establish and will maintain the health and wellness committee to address such issues and provide input to school and District leaders to assist in

072the decision-making process um the committee is also responsible for annual reviews the committee will be comprised of a variety of educational Partners including School staff District Personnel parents Community Partners specializing and health and wellness initiatives next action District Safety Committee so there will also be a district Safety Committee to address the variety of safety related issues that develop in schools the committee is expected to provide input to school and District leaders particularly in the development of the comprehensive school safety plan the committee will be comprised of a variety of educational Partners including School leadership District leaders School staff from each site site parents and Community Partners who specialize in school and community Safety Action three educational Partners survey the district and schools will periodically provide surveys to various educational Partners to continuously assess the effective

073effectiveness of programs practices and schools in general the survey provides immediate feedback necessary for evaluation of the service Works still trying to come up with creative ideas on how to get more particip in that share any um Action Four School site councils and parent advisory groups each site will provide a School site Council a body comprised of various educational Partners Representatives including teachers classified staff principles parents Etc a primary responsibility of the site council is approving the the school plan for student achievement each year authorizing expenditures of cator and input from the site council is vital in the process option five parent teacher associations and or councils so ptaa or PTC each School site will continue providing parent education Partners opportunities to participate for participation and input through a PTA or PTC such bodies provide

074various fundraising and special events but otherwise would not be possible and then last one action six school to home Communications program educational partner meetings and special events the district will strengthen and maintain an effective and efficient school to home Communications program the program will be comprised of a number of components including parent Square updated and maintain school and District websites which is going to be the task of the new TSS position which was like way when we started this hearing um under technology um School School site social media accounts that's going to start to be a little bit more explored a little more also this year weekly principal newsletters and telephone messages um so to get information out to parents and students and each School site will periodically host special events to welcome parents and

075families in the community to campuses for example open house back to school night and schools in the district will utilize various local and social media Outlets to promote outstanding accomplishments of students and staff I have a question I have a question about the the survey participation so parent Square seems to be an effective communication tool so is there a way instead of having a survey that has lots of questions if just periodically you throw on one question on parents fa just one and then just do that once a month or whatever I don't know how many questions you need to answer but just do one thing because people's attention spans are so low so it's like just answer one will you answer when it pops can you answer one question maybe they will yeah that's

076a great idea I want ask sure that would work with me primary person on the account Square so if there's two involved parents you have a different opinion in my experience um my husand is able to name first and was act sare with ph so okay well perhaps that's other people's concern as well maybe I'm not the the only person with that concern it might be wor into you know making peopleware that there is a soltion thatw okay thank you I have a question on the parent Square do parents have access to all the library materials yes not through parents Square through website yeah was it constantly updated it's regularly updated yeah when they give you books they put it in there you go um do you have any more comments about the El you

077can bring them to the district office between now and the meeting next meeting is the 20 um June 26 is when we will adopt so anybody has any questions or comments um please direct those to Mr steal or pres all right we'll go ahead and close the hearing and move on to our next hearing like hearings item 10 be oh let me turn for the people in the back oh um item 10 the public hearing of the 20242 budget we will now have the public hearing regarding our District's budget for the upcoming this year the budget we are discussing tonight is more than just a financial plan it reflects our District's commitment to providing the best possible education for every student while ensuring fiscal responsibility and transparency throughout the year our district has engaged in

078a thoughtful and collaborative budgeting process involving input from our administrators staff parents and community members this process is essential in aligning our financial resources with our educational priorities and goals tonight we invite you to share your thoughts questions and suggestions regarding the proposed budget your input is crucial as we strive to make informed decisions that benefit all students and support the continued growth and success of our schools we understand that budget decisions impact various aspects of our district from classroom resources to extracurricular activities and support services your perspectives help us ensure that our budget reflects the values and priorities of our entire Community before we We Begin I'd like to thank each of you for your time into participating in this important discussion your engagement demonstrates a shared commitment to the future of our schools

079and the success of every student tonight's agenda includes a presentation of the proposed budget by our Chief Financial Officer Tara Campanella please feel free to share your feedback concerns or questions or ideas after her presentation once again thank you for being here and the public hearing on the District budget is now open so you'll see there in all the attachments I'm just going to give you a brief overview of that and then dive into the presentation and I ask that you if you have any questions or comments if you can wait till the end when we apply after that just so I can stay on the script that I have in my brain um you'll see in there uh the the attached presentation which I'm going to go over and then the cast flow which

080I gave copies of for this year and next year's cash flow to the board members there's also the narrative that I always do that's PDF there that says the budget fund restricted U or I'm sorry the budget uh the budget b01 restricted detail YP um and then you have the full budget packet as well which is also posted was posted our website last week by the deadline um if you want to look at all the fund forms I'm not going to go through the financial forms because I cover anything in my presentations but in the um 2425 budget fund 01 restricted detail on NP you'll see I have the fun one which is where majority of our expenses are out of I have revenues and expens highlighted as well as the ending fund balance there's

081a restricted detail page which goes over all the restricted monies that are for specific programs and that's a slide that I have and then the multi-year projections is what's most important because we're here um to talk about saying that we can meet our financial obligations um for the this current coming up school year 2425 and then the two following fol years so we certify the budget and adopt it at the next meeting that's what we're saying that we can meet our obligations for those three years so the multi-year projection shows that it shows the the proposed budget as well as the projections for 25 26 and 26 27 so I just gave you abbreviated Financial forms in that PDF so now I'm going to go to my presentation so the first slide you'll see there

082is the budget compared to now so the 202 425 budget compared to the current one um you can see that there's quite a reduction there in the revenu that mainly under the federal revenues you see it's because of all the co funds ending and all those extra onetime funds that are now coming to a close as well as adjustment on our lcff Revenue which I'll cover on a later slide and then uh the expenses to offset that obviously having more less less revenues we have um to tighten up some budgets on the expense side but you'll see at the bottom there that will still meet our requirement which I go over in the later slide but I just wanted to kind of give you a side by side so you could see it where we

083were at now with um all those categories and where we'll be for 242 so the next slide is the one um that really shows the story and this is one that Kurt always helped me with um saying you know write out the date what are some expenses that you have to pay you can't cut you know everyone um each year steps up a step uh on their salary schedule and then also our um retirement benefits for Ste and purs rates have gone up each year um but first up the gate you see there we're using our lower attendance average uh so our our lcff funding right out the gate is 880,000 less than what we're funded at currently and that's a combination of things which I will go over but with our lower attendance rate

084and then there's a $58 million deficit in State um right out the gate we are starting with less money than we have currently but then you have the Stires and purs increase and then the classified and CER certificated steping column which those increases add up to the 218,000 um but but taking that out of the deficit as well we're just starting right out the gate with negative 300,000 so when we started building this budget uh it was very very um you know overwhelming to see that right out the gate you know each year our expenses go up utilities go up supplies salaries so it's really hard to know that the that they're not funding um districts at what they're currently funded at they are um you know saying that they're trying to look at other

085plans and legislation but right now is what we have to work so this is a snippet from our lcff calculator that's a main source of our funding which is our property taxes and I just highlighted on there where you can see the lower Ada so Ada is our average daily attendance and our enrollments around 82 820 students but our average daily attendance is 758 you're aware of that because of the meetings when I show the enrollment and then I have those attendance rates compared to adaa so you're being funded on 70 or 80 less than what en is and when we first came out of the pandemic in 2122 we were held harmless and we were funded at 1920 Ada level back then that was 840 average dat attendants so 2122 22 23 we you'll

086see those numbers I underlined there in yellow was that that's because they have the 1920 attendance rate in the threeyear average and then now as we've come past that point and we're using the actual numbers we don't have the higher numbers of buffer they were saying that's like a clip because you're dropping off and you're actually being M at that adaa and Michelle covered that in her presentation as well as The Chronic aism and all the other issues with um behaviors and getting students to school so all these things compounded um are affecting the budget that's why at the the number at the bottom there the circle is lower you can see right next to is our current year back you know so that's where right out the gate we're seeing that decrease and building

087a budget off less so these are some budget assumptions we always uh have assumptions that that we use as factors in our multi-year projection so we're using that ADA 758 um we're using the 1.07 cola I don't know if you remember at this time last year our budget we were building at an 8.22% Cola and they've even come out and said they should have never given one that high they actually want us to pay money back but they can't go back and collect money that was already spent when I first started building the budget they told me to use a s and then they got really excited because they said well we're going to give you you know seven so still not what we need because if you see um a lower attendance rate you

088apply that to a colet it's basically raising that 1.07 would be an increase on our budget if our attendance was exactly you know right by our and then we use the stirs and Pur rate uh Pur rate went up a little bit this year that's the classified retirement program and then also in the multi-year projections we put in everybody steping column so we plan for each year everybody moving up a step that's you know um if nothing is negotiated that's something people can look forward to until they're topped out of course and then Health and Welfare was coming in around 4% increase for this next year which is good news over last year where it was 8% higher everyone's benefit cost so it's a little bit less um our staffing is level we have minimal

089changes we have some resignations or retirements but it really just talk sets each other and people are kind of shuffled around we have a few vacancies that we're working on filling right now at elementary and middle school level and then any new positions that we added if there's talk you know they're adding new positions well they're added through the learning recovery block Ram which is onetime funds um and other than the two new music teachers which are under that special prop 28 ongoing music funding um so anything we're doing it's more of certificated support or Psych just interns they're all under that onetime funding because it's just um going to be not something that's ongoing unless other funding comes in so even though we're deficit spending we're projecting to certify a positive um through 26

09027 but only if the lcff funds stay as they are proposed um so next year the Ada will use even lower numbers and um unless our tenance comes back up which is great that we're I mean it's not good to be in differentiated syst but it has we have the county backing us to work on these incentives and things with our Administration to get those attendance rates to come back up and that would be really helpful in terms of the budget so uh this is kind of what I was mentioning just a second ago with the cola the only thing kind of sustaining Us in 25 26 26 27 is and in our multi-year projections the only way we were able to meet our reserve and qualify as positive is them saying that okay the

091state saying we'll have a little bit more coola in the next two years and that's kind of what would help us that always changes by the time the budgets come out but that's what you plug into your multi-year projections just so your numbers can balance out and then our projected ending fund balance you can see there bundling down um especially want to point out the restricted that's all those onetime uh a lot of those one time funds for specific programs other than the prop 28 music and art funding and then elop which are ongoing um the other restrict funds are going to be um gone and we'll just be having our unrestricted balance that we have to meet our 4% Reserve but it's getting Tighter and Tighter without additional funding um this is something also

092that was covered in Michelle's elcap discussion but this is a slide from school services from the May budget Revis that I wanted to include and it's speaking to the same thing about um our students being absent and being chronically absent so back in 1920 students Miss nine days of school annually on average and and they don't have that of this current year for but in 2223 students Miss 14 days of school annually and um there something they pointed out during this may Governor Workshop they said average school month is about 20 days so if it's 14 days that's close you know getting closer and closer to if you add it up that student is almost missing a whole month of school each year and that's why with the the committee and differentiate assistance will be

093sending out some of that data she was explaining to is there a reason for that there's just not as much effort as kids getting to school there's there's a whole bunch of factors family involvement there's um different mental health issues there's a whole bunch of whole bunch of stuff part one of the kids has doctor in PR they're going to take everybody with them they're going to be worried about making so part of it is our location um so the next slide here is contributions to other programs so uh you used to see on here the cafeteria but that program funds itself now as I reported out in a previous meeting so that's good we're not having we used to have to make a contribution there um but special education and routine maintenance routine maintenance

094is something you're required to contribute 3% of your expenses to this budget to keep up your sites and your facilities so as your expenses increase then um you have to make more of a contribution there so you can see an increase there um and then special education um this number blows my mind because um you know currently we're contributing 1.4 million and we're funded Bally in from the state at 295,000 for special education um so the cost of the program is around 1.6 million next year it's looking more like 1.8 um because we'll receive the revenue and then our contributions going up to almost 1.6 million and so um I have to tell you the number in the middle there the projected Revenue it used to be 272,000 so they increased it to 295,000 and

095if you hear about things that we discussed at the meetings with our students needs and um Staffing and all the support and IEPs um it's just this is something I get on my soap off about but I just don't understand why it's so underfunded um and those students all our students need supports but so we're really having to make up the difference and what a contribution is is we take that out of our general unrestricted all our other funding that's for everything else we have to dip into that and take it out and and fund the special ed program with it so before it would be more of like close to a match you know maybe we' put in five or 600,000 but now you know it's triple triple that so that totals over two

096million are contribution to those and if you look back to other presentations you'll see how much it's gone up just in the last five years alone and then this slide I just added last minute today so if you had already looked I this popped in my brain in the middle of the night to add um I just wanted to show you just for example it's not even just you know everybody stepping up um it's not just supplies and other costs going up but if you just look at our util just in a 4-year period you can see what a huge increase that gas there's an aster there because Mindy who's our accounts payable rockar U negotiated with our local propane dealer and got them to reduce 10 cents a gallon and that has saved us

097some money this year she is Relentless with um calling people and she's the sweetest lady you ever meet but she if you give her a Tas like that she's like I'm gonna get a yeah she she loves she loves getting deals she gets really if she gets them you know credit back on Bill and she saves us the money so that one went down but electricity I mean look at that um you know 115,000 just been four years and then water sewer um has gone up about 20,000 and then trash has two asteris byy it because we were notified that our rates will be going up 14% next year so is there extra in the budget for that no so what are we gon have to do Robert and I will have to have a

098conversation is there some Services we can reduce maybe there's not as many trips or empties of dumpsters things like that I mean it is tight this budget is tight we have enough for salaries benefits and the minimal of everything else um so there's not there's not extra and I even reached out to the um refu company asking if there was any other kind of pricing for school districts and they're stuck too because their fees have gone up for dump and and it's not just like you know they're having to passed on to us and we see that in every area the cost of everything increasing and it's being passed down to and then what is left in the restricted ending fund balance I know this one's hard to read but it's out of the financial

099forms because that's what I wanted to point out to you um ex standard learning opportunities um that one is ongoing um and then you have also um The Learning recovery emergency block grant if you see here that there's not B balance like an elop it's because um uh you know things are budgeted for that comes in but things like um the Arts music instructional material disc discretionary BL try to say that five step is that a plan that we adopted a few me ago where we put our PBS par Educators um in order to be able to move things around for the raise um luckily our prop 28 funding will be ongoing and then elop but those restricted balances that you see me present each time it keeps going down you know things like the

100co funding has gone away in the next year budget so you don't see that 7 million or so we received over the last three or four years from Co funding where we were able to do a lot of great things like the cameras and the locks and the devices and Portables and all that but that funding is going away so we all kind of have to put the brakes on any of those big kinds of projects so I just wanted to kind of go over that but I don't know if you'd heard word on the street that we hired two new art and music teachers um so that's great news because we had interviewed two great kid and went into it thinking maybe we would just do the one but with the carryover from this

101last year where we didn't have any art music commands other than what's already currently in place at the high school with the band we were able to budget out for several years to have the two teachers um and we could look at building all different schedules each year with um music instruction and bringing that back into to the classroom um The Learning recovery one time block rant we use that for some of the certificated support positions and interns and then the art and music blocker and I just covered that that we use that for the PBIS SP Educators the co funds are ending and uh technically they end at the end of this fiscal year but you have till September 30th to wrap things up and mainly we're going to be working on the Portables

102once we get approval from the state architect there's been um some old projects from the 90s 10 projects that Robert been working on with me and a vendor trying to close up old projects because you can't proceed with new project Pro you wraps up so that's been a big roadblock but he's been working tirelessly with me and Kurt has helped us as well so we're hoping to get that wrapped up so we can get those new Portables ready for school um there's going to be some costs associated with that so we'll have to have some discussions in future meetings about using developer fees or some of the capital facilities fund from the sale B Lake school and then you'll see one of the if I go back to I can't on the screen go back

103to the previous slide but the restricted Lottery fund funds is one of the big restricted balances that was left um that's different from our regular unrestricted Lottery funds that we use for all of our supplies every school year uh restricted ones are for textbook adoptions so uh in the future when we get to that point of having to change a new the curriculum or doop new curriculum that money is kind of just rolled over each year and set aside H for that in the future so the next steps will be the budget adoption at the next meeting and then we're going to we actually we have several uh purchase orders in the system ready us not submitted but saved and ready for when um we can start purchasing the the spite secretaries have been rocking

104that they're done by before the end of June so they've been getting Gathering up orders for all their staff all their teachers getting it all ready for the next school year um mean probably 50 60 orders going you know and it's it's no easy feet getting that going and um and then after that the governor will sign the budget by June 30th and the Auditors will be looking at our past year financial statements starting in July and then in August we bring back budget revision so if they say oh we're not giving you a cola or we are giving you more um we have to bring back revision last year we didn't bring back any because they hav't changed anything from June to August that would be ideal in my mind um I don't want

105to worry about them taking more out of the budget um so if anyone has any questions or comments this would be a good time I have a question about the learning recovery emergency block grant so it was a little over a million dollars do you know how much we might have left that like what's being spent on those inur and that's what in on that one slide there where it has the restricted uh fund breakdown so you can see there um I have that number off the top of my head oh oh it says with left okay so there's still a million oh no no excuse me there's 51,000 that's at the end of 2425 so we have a million going into this next fiscal year and then we put things in the budget that

106are going under that block ring and so we'll end the fiscal year with half of that and that's the PBIS specialist the psych interns and then we have some support positions and things um to get next year kind of um short up as I mentioned that sh um so nothing that's any regular teachers you know any of that kind of stuff it's just more um programs that we're doing to implement things and get them into place for next year okay any other questions com okay all right I'll go ahead and close the hearing we're going to be voting on um the lcap and the budget at our next meeting next Wednesday next WN is Wednesday yeah okay um moving on to information item 10c enrollment attendance percentage report um it's information no I can go

107I just have been jumping the you knowum goe um sorry so this report was run uh on uh June 10th so you can see those are the most up to- dat numbers we had toward the end of the school year the previous month we had had 822 and then it was 823 when the school year ended um there was just a little bit of changes at each site but nothing really major to report and um if you want to do some calculations you could kind of change the grade by one on everything and kind of try to figure out where that's all going to be that's the site they're working on with Michelle and classes and figuring that all out seeing what we can see if we have so forth and we're hoping to see

108an influx of students um post pandemic we were 890 students and then right after we got down to 810 with the new apartments that have been built in town and we did receive some developer fees from that we don't know there's people already living here that are going to be the number won't change because they maybe we're seeing with family members or maybe some new people will come into the community we could use um some higher enrollment numbers to help with our attendance rates and then the other one is the Ada and enrollment summary that I had referenced earlier but you could see what the average enrollment is versus the attendance so bill is over 90% which is good but we used to be 95 and above so want to get back to those rates

109but that's why we have it in the lcap and then there's plans in place to have some attendance initiatives and awards and data and all that good stuff just to get get those numbers back up where they should be when I first started here the Ava was always about 30 or 40 less than enrollment you know and now it's double we really want if we've got 820 students we should have maybe 780 889 in a perfect any questions okay moving on item 10d academic achievement differentiated assist so I shared with you some reports from I ready [Music] yes so the first one I'm looking at at the top it should say subject math upper left and then the first page should be the fall Diagnostic and then the one behind it should be the scen

110diagnos that yeah yep so I thought for tonight we could just pay attention to the top Barr that said overall placement you guys see that at the top where from the left it's green and then it goes to yellow and then it goes to Red okay so if you look at them side by side in the B we had this is grades 1 through 8 that tested okay so in the fall we have had 15 students that scored mid or above grade level and then in the spring which not testing window was um March 11th to April 15th so it went from 15 students to 66 students that's good and then you move one to the right um in the fall early on grade level was 61 students and in the spring it jumped to

111129 then you move over to one grade level below was 282 St 282 and then that dropped down to 270 which is good right now like we want it to drop down and then two or grade levels below 159 students and then that dropped to 116 and then three or more grade bubbles below went from 141 to 89 good the right direction little snapshot for math okay questions do you have one of those hold that right now good I was just G to say what are the shortcomings what in iry and not that I like this is showing great progress and this is e e e
